ruralvillage December 20th, 2007, 06:54 AM I've read that QC-CBD, a 250-hectare mix-use dev't, will soon rise in QC's North and East Triangles. Funded by Word Bank, Mayor Belmonte is the Chair of this huge project. This looks like bigger than BGC. What do you think?

Eton will be building BPO Towers and Residential Condos right along Quezon Avenue. SM North EDSA is already undergoing an expansive renovation and SM's Grass Residences' construction is in full-swing.
It's still too early to tell. The basic infrastructure for the CBD's internal areas has yet to be laid. The area is still occupied by informal settlers.

The year that was saw Quezon City join the global information and communication technology (ICT) race, war against global warming, and achieve a budget surplus of over P1 billion.
In the past 12 months, the city under the stewardship of Mayor Feliciano Belmonte Jr. has maintained its status as the richest and the most business friendly city in the country and has become a new ICT destination not only in the country but in the Southeast Asian region.
City treasurer Victor Endriga said as of Nov. 30 last year, the city collected more than P6.9 billion in revenues, posting over P100 million budget surplus.
He said with the city government’s P8.6 billion budget for 2008, which includes its 2007 budget surplus of P1.4 billion, expect more wonderful things to unfold for the city and its people.
Nathan Zulueta, president of the Quezon City Chamber of Commerce and Industry Foundation and ICT consultant to Belmonte, said the city is aligned with the national government and the business process outsourcing (BPO) industry’s goal to capture 10 percent of the global offshoring and outsourcing market by year 2010.
Zulueta said the Business Processing Association of the Philippines (BPAP), the umbrella organization of BPO companies in the country, projected the industry to generate $13 billion in revenues and employ close to a million workers by 2010.
Quezon City is now home to 24 PEZA (Philippine Economic Zone Authority) IT parks and zones with more than 70 BPO locators. At the top of the list is Eastwood City in Libis, the country’s first IT Park, with more than 50 locators and with more than $200 million in export revenue last year.
Central business district rises
2007 saw the rise of the city’s Central Business District through a major transformation effort undertaken by the city government. The CBD comprises the East and North Triangle areas along North EDSA and the Veterans Memorial Medical Center, which is still being developed as a well-planned, integrated and environmentally-balanced mixed-use development model.
The city government has finalized plans for the development of Park Lane, which will open up the inner CBD areas; and the Mindanao Avenue extenson, which will cut across the CBD to EDSA to lessen traffic gridlocks in the North Avenue-Mindanao Avenue extension.
Among the new developments in the CBD the new Science and Technology Park of the University of the Philippines in Diliman, the Quezon Memorial Circle and a new QC Museum. The transformation of the QMC began with an underpass linking the city hall complex to the QMC.
For the past six years, Belmonte had been giving the lion’s share of the city budget to fund programs to help indigents rise from poverty. Believing that IT-based education is the best weapon against poverty, he has initiated the computerization of the city’s public schools and set up e-mail libraries, internet laboratories and a Center for Educational Excellence.
In mid-2007, the city government fielded Mobile Computer Labs to help students at public schools be computer literate.
The city government is also constructing a four-story SB Center for Excellence at the San Francisco High School grounds in Bago Bantay, Project 6. Once completed it will become the IT center for the nearly 400,000 students from the city’s public elementary and high schools.
The mayor said special science classes and speech laboratories will also be put up in the center for the well-rounded development of the students.
The city government has also completed the construction of 11 additional school buildings with a total of 211 classrooms this year.
In the area of health care, the city government inaugurated two super health centers – the Betty Go-Belmonte super health center in Barangay Holy Spirit and another in Masambon – bringing to 12 the number of the city’s super health centers, complementing the more than 155 health centers scattered all over the city.
The city government has also given the green light for the construction of the P400-million 350-bed Quezon City General Hospital, as well as the development of the Novaliches District Hospital.
Building up a city
Belmonte said that while the city government is building up the city’s competitiveness and attractiveness as a favored site for business and commerce through developing its physical landscape and information highways, “ (we) would not want our people to suffer the pains of traffic gridlocks, water supply shortage, over crowded neighborhoods and clogged drainage systems.”
Quezon City has one of the most comprehensive waste management programs among local government units in the country today. It is the first local government unit to implement a clean development mechanism (CDM) required of countries globally under the Kyoto Protocol.
The city’s CDM will be first of its kind to be registered with the United Nations Framework Convention on Climate Change. In February this year, the city government signed a memorandum of agreement with Italian firm Pangea Green Energy for the development and implementation of the first controlled disposal facility to reduce biogas emission.
In a survey of competitive cities in the country and the rest of the world, top businessmen consider linkages and accessibility as among the seven drivers of competitive growth. The city government invested more than P10 billion in infrastructure from 2001 to 2007, nearly P52 percent of which went to road building and repair, paving and widening more than 1,146 kilometers of concreted and asphalted roads. From 2001 to 2007, the city also installed and energized 7000 lampposts to adequately light up major and inner roads.

There are already construction workers and equipments on the site, near EDSA corner Quezon Avenue. In fact, they are already digging the site where the golf driving range is located.

The emerging QC-CBD, slightly more than 50 hectares compared to the current largest CBD in the country, offers the largest opportunities for large-scale urban development in the National Capital Region and can put not only Quezon City, but also the entire country at the forefront of global investment and business interest.
The 250.6-hectare CBD represents roughly 2% of Quezon City’s 16,112.12-hectare land area. The plan is to organize it into five “districts.”
The overall land use for the CBD is mixed-use, which will mean provision for the following principal land uses: office, residential, retail, institutional, recreational.
Expected to be the district with the highest densities of the QC-CBD is the 54.3 hectare-Triangle Exchange. It shall be a high traffic district, with the highest land values. Its commercial (office and retail), residential, and other land uses shall be fully integrated with EDSA’s transit facilities, thus providing the best regional link and commuter access. The Triangle Exchange is also envisioned to be the most active area of the Triangle Park, transforming its office daytime office and service environment into a dining and recreational center at night.
The Residences at Veterans shall be a mixed-use community with a residential focus in its 39.7 hectare land area. It shall allow a range of housing types, from high-rise condominiums to medium and lower density townhomes. Neighborhood retail and community services can also be developed, particularly along the North Avenue frontage.
The Downtown Hub (North and East) is a mixed-use, medium-density district with institutional services and facilities (medical, education, training, science, etc.) integrated with commercial and residential development. It may retain many of the existing facilities even as new residential and commercial developments are established. It has a land area of 54.1 hectares.
The Emporium shall be another mixed-use medium density district but focused on ICT activities, e-governance, public, voluntary, international offices or services along with commercial and residential developments. Institutional (e.g. university-based research and development) and commercial IT activities including customer contract centers, and other BPOs are perfectly suitable for this 37.9-hectare district.
Mixing culture, recreation, entertainment, and a bit of residences in a mixed-use park is the Commons (North and East) District. Residential developments in this 19.8-hectare district are comparable to the prime residences of Makati.
Massive infrastructure developments shall take place in the area within the next three years. It started with the opening of one of the country’s biggest malls, Ayala’s TriNoma. Programmed to follow in the coming months is the development of the Park Lane, designed to open up access to properties within the CBD.
It shall involve the extension of Mindanao Avenue that shall cut across the CBD up to EDSA. It is expected to significantly shave off traffic in the North Avenue-Mindanao Avenue intersection. Another is the redevelopment of the current road traversing the entire stretch of the CBD, from East Avenue to North Avenue with additional roads in the VMMC compound that carves a way to Quezon Avenue and cuts across from the middle of the CBD to EDSA’s busy highway. Basically, the road network shall pave the way for easy transportation within the CBD area and is expected to reduce significantly the traffic loads in tangential road systems.

It's about 250 sqkm so bigger than BGC and Makti-CBD.
yelotrak July 10th, 2008, 03:27 AM There is an on-going sidewalk improvement project on Visayas Ave. It started from the Dept of Agri Office cor Elliptical Road going to Congressional Ave. With the streetlighting also improved healthy walking along the avenue would be encouraged round the clock.

Members of the Concerned Organizations Opposed to Transfer, Layoff and Privatization for the Central Business District (Contra-CBD) said the project was just a smokescreen to allow the Arroyo administration to sell the city’s public prime lots.
The project, according to the group, would lead to the demolition of state-run hospital buildings, including the Philippine Children’s Medical Center, Philippine Heart Center, National Kidney and Transplant Institute and Veterans Memorial Medical Center.
“Thousands of government employees will be laid off, around 30,000 families will lose their homes and precious services of these institutions for the Filipino people will be sacrificed if the transfer will take place,” said Santiago Dasmariñas, the group spokesperson.
Ferdinand Gaite, Contra-CBD convenor and chair of the Confederation for Unity, Recognition and Advancement of Government Employees (COURAGE), said the CBD master plan includes the transfer of several government hospitals and offices located in the Elliptical Circle area.
“Essentially, this project is aimed at slowly displacing government workers to allow the privatization of government properties (in Quezon City),” Gaite told the Philippine Daily Inquirer (parent company of INQUIRER.net).
However, Mayor Feliciano Belmonte Jr. denied Gaite’s allegations, saying the project did not mention any proposal to relocate government hospitals.
Belmonte said only illegal settlers on government lands would be affected once the project commences.
“The hospitals are not in danger of being demolished. In fact, it’s very good to have hospitals within the (proposed) business district. Can you imagine the Makati Business District without the Makati Medical Center?” he said over the phone.
Dasmariñas said the CBD project would cover 340-has of prime lot in the North and East Triangles. He added that the development plan would also affect the Golden Acres Home for the Aged and the Parks and Wildlife Bureau Nature Center.

flymordecai August 6th, 2008, 02:32 AM I have a question about this CBD. Judging from that pic that leechtat posted, it seems the land area for this CBD is currently being occupied by buildings. Actually, the articles posted above sorta confirms that. So is most of the land going to be privatized government properties? Or are there also lots of unused land in this proposed CBD? Basically I'm just trying to figure out whether this CBD will be in the level of BGC/Makati (fully developed CBDs) or if this is just a development like Eastwood and Century City (the "city" will be one huge Developertown).
leechtat August 6th, 2008, 04:43 AM ^^ from the web info that i got, NHA owns most of the land in the qc-cbd.. now they have been offered to developers, the sure one that we know now is eton who got the whole x-driving range lot. for the other developers, its just mere speculation at this point..
also, most of the structures in the cbd, such as the hospitals, will not be demolished. the manila seedling bank shall be relocated though.
basically the vacant lots in the whole qc-cbd is expansive, one good example is the whole lot beside trinoma that is now occupied by informal settlers. road networks are also existent, but they may need to add more roads for such expansive lots.
this cbd may be in par with bgc or makati, not just eastwood-like developments, but we may be able to see that on the onset.

Eton unveils second mixed-use project in QC

Eton Properties Philippines Inc., the real estate arm of the Lucio Tan group, has unveiled its second mixed-used project which will rise on a 12-hectare property at the corner of two major thoroughfares, EDSA and Quezon Avenue, in Quezon City.
Called Centris, the high-end development will feature commercial, retail and residential components. The construction of the project's initial phase, which is composed of seven office buildings, has already started.
By December this year, Eton will complete One Cyberpod Centris, the first of the office buildings that will cater to business process outsourcing companies. It has 12 floors with a gross floor area of 18,000 square meters.
"We are in discussion with a dozen locators for Cyberpod, with the remaining buildings to be constructed on a built-to-suit basis," said Eton president Danilo Ignacio.
Meanwhile, Centris' second phase, Centris Walk, will be a dining and retail strip sporting a variety of upscale restaurants and bars as well as retail shops. It will have over 900 secure parking spaces.
For the residential component, Eton is planning to build 10 condominium towers which will be introduced in 2009.
Ignacio said they are most excited about Centris' commercial center, whose key tenant will be SM Hypermarket. He said they hope to forge a long-term partnership with the company, which is controlled by mall magnate Henry Sy.
"SM Hypermarket will be allowed to fit out by the fourth quarter of next year to prepare them to open before Christmas," Ignacio noted.
SM Hypermarket executive vice president Robert Kwee, on the other hand, said the project will help the company expand its market.
"This will help us reach out to more people. There are a lot of people passing through the area," he added.
Centris is the second major township project of Eton following the launch of its 1,000-hectare Eton City in Sta. Rosa, Laguna.
It is a major component of the Triangle Park central business district, which was conceptualized by the World Bank. Triangle Park, which encompasses 250 hectares of prime properties from North to East Avenue, is envisioned to be the "center of all commercial activities in Metro Manila in the coming years."

A major element of a world class CBD is the provision of an efficient mass transportation system. That's what's lacking in the Fort Boni area so far. There's still no efficient mass transportation system in place.

and that.. there was a news months back that Belmonte did not even listened to the plea of children of the squatters area there.. saying to their parents not to use the kids...
leechtat May 27th, 2009, 03:29 AM ^^ that is correct (the proj will push through), i have heard from my source that the reason why they are not prioritizing the clearing of the informal settlers in the qc-cbd area is because they are doing critical project planning instead. she said, "madali na yung problema na yan, pusa lang ang katapat"... as bad a it sounds, it seems that setting a cat on fire and then freeing it to run amuck amidst the shanties is a working strategy that the govt now uses..

MANILA, Philippines - Property giant Ayala Land Inc. (ALI) has entered into a joint venture agreement with the National Housing Authority (NHA) to develop a 29.1-hectare property in North Triangle into the Quezon City Central Business District (CBD) at an estimated cost of P22 billion.
The joint venture represents the culmination of a public bidding process conducted by the NHA which began on Oct. 3, 2008.
ALI’s proposal features the development of a new CBD in Quezon City similar to the Bonifacio Global City in Taguig.
The project, slated for construction within the next two years, is envisioned to be the Philippines’ first transit oriented mixed-use CBD that will help ignite the country’s engine of growth. It will be linked to at least three metro rail transit stations and has one of the most expansive Edsa frontages.
In a disclosure to the Philippine Stock Exchange, ALI said the P22-billion budget includes future development costs and the current value of the property which ALI and the NHA will contribute as their respective equity share in the joint venture.
“ALI’s vision for the property is consistent with the mandate of the Urban Triangle Development Commission to rationalize and speed up the development of the East and North Triangles of Quezon City into well-planned, integrated and environmentally balanced, mixed-use communities,” the company said.
ALI said the proposal aims to benefit the NHA in achieving its mandate of providing housing for informal settlers and transforming a non-performing asset into a model for urban renewal.
ALI’s track record, strong branding, and ability to attract top locators will ensure that the development will achieve its highest potential value. In the development and management of CBDs, ALI’s signature projects include the master-planned Makati CBD, Bonifacio Global City, Cebu Business Park, and Madrigal Business Park in Alabang.
The plan of the Quezon City government to develop the 250-hectare North and East Triangle into a commercial district is expected to spur job creation and increase revenue.
According to the Quezon City website, the plan is to organize the CBD into five distinct commercial/residential/ recreational districts – The Triangle Exchange, The Residences at Veterans, The Downtown Hub, The Emporium and The Commons. It will have a mix of housing, from high-rise condominiums to medium and lower density dwellings and high-end malls, business
offices, entertainment parks, and corporate headquarters.
The 54.3-hectare Triangle Exchange will be a high-traffic commercial and residential district and the most active area of the Triangle Park.
The 40-hectare Residences at Veterans will be a mixed-use community housing condominiums and row houses, while the 54-hectare Downtown Hub will be a mixed-use, medium-density district with institutional services and facilities integrated with commercial and residential development.
The 37.9-hectare Emporium will be another mixed-use, medium-density district focused on call centers and commercial and residential developments.
The 19.8-hectare The Commons will have residential developments and recreation and entertainment establishments. Quezon City has maintained its status as the richest and most business-friendly city in the country. It has become the new information and communication technology destination not only in the country but in Southeast Asia, with the opening of the University of the Philippines Techo park, the Philippine version of Silicon Valley in the US.
Quezon City is now home to 24 PEZA (Philippine Economic Zone Authority) information technology parks and zones with more than 70 business process outsourcing locators.

AYALA Land Inc. will spend up to P22 billion to develop a new central business district next to its Trinoma Mall, and on a 29.1-hectare property that stretches from Edsa to Agham Road in North Triangle, Quezon City.
Ayala Land told the Stock Exchange it would develop the property in joint venture with the National Housing Authority, the state-run firm that owns the land.
The joint venture represents the conclusion of a public bidding that the housing agency conducted starting last year.
“The CBD will be developed as the Philippines’ first transit-oriented mixed-use central business district that will be a new nexus of commercial activity,” Ayala Land said.
“The proposal also aims to benefit the NHA in achieving its mandate of providing housing for informal settlers and transforming a non-performing asset into a model for urban renewal.”
The housing projects in the area might include high-rise and medium-rise residential condominiums that would cater to the middle- and low-income earners, the company said.
Ayala Land expects to start development within two years. The property is now occupied by squatters.
Well known for developing high-end residential projects, Ayala Land earlier announced plans to enter the mass housing market in a bid to boost its revenue.
Ayala Land has three residential brands: Ayala Land Premier, which caters to the high-end customers; Alveo Land, which targets middle-income household, and Avida Land, which addresses the needs of the lower-income earners.

AYALA LAND, INC. (ALI) has set its sights on the north, citing a shift in economic activity brought about by newly completed infrastructure projects in the area.
Company President Antonio T. Aquino, in an interview, said the strategy was to take advantage of the completion of the North Luzon Expressway (NLEX) and the Subic-Clark-Tarlac Expressway (SCTEx), and talks of making Clark International Airport the country’s main gateway.

ALI’s northward expansion began in the metropolis with the Trinoma Mall along North Ave. in Quezon City. Next month, the firm will open its 70,000-square meter Marquee Mall in Angeles City in Pampanga — Ayala Land’s first Central Luzon foray. The mall is situated near Angeles City’s business district and is adjacent to the Angeles exit along the NLEX.
The mall is part of the 53-hectare Marquee project which is envisioned to be a mixed-use community.
"We have started with Trinoma, and then the Quezon City business district and now we are looking farther north," Mr. Aquino said.
"The future is dependent on the demand supply situation and we are always interested in areas that are close to [our existing projects] because managing them will be easier," he added.
Ayala Land’s net income grew by 14% to P1.01 billion in the second quarter. The result brought the firm’s first half net to P2.07 billion, down a third from the same period last year.

Also based on the above image, the 29.1-hectare property is that rectangular area (colored red), right side of Trinoma which is used as additional parking spaces if not idle (mostly, near the illegal settlers' area as per Google Earth).

AFTER failing its bid to acquire the North Bonifacio property being auctioned off by the Bases Conversion Development Authority (BCDA), Ayala Land Inc. (ALI) is once again hinging its fortunes on northern Metro Manila, in particular the country’s most populous urban area, Quezon City.
This is in line with the company’s strategy to identify and possibly acquire or co-develop large tracts of land said ALI chief finance officer Jamie E. Ysmael in an earlier interview.
In a statement on Friday, ALI announced a joint-venture agreement with the National Housing Authority (NHA) to develop the 29.1-hectare North Triangle property adjacent to the Ayala-owned TriNoma shopping mall, which opened in 2007. NHA’s equity in the deal will be the P6.4-billion property.
ALI will spend an estimated P15 billion to develop the project seen as part of a new central business district in Quezon City. The firm expects to begin development within the next two years.
The new project is also being positioned as the country’s first transit-oriented mixed-use business district that will be a new center of commercial activity in the capital.
“ALI’s vision for the property is consistent with the mandate of the Urban Triangle Development Commission to rationalize and speed up the development of the East and North Triangles of Quezon City into well-planned, integrated and environmentally balanced, mixed-use communities,” the company said.
ALI added the joint venture represents the conclusion of a public bidding process conducted by the NHA which began on October 3, 2008. Before this, Megaworld Corp. was interested in the property but the Andrew Tan-led firm failed to submit the necessary requirements resulting in failed bid, said an NHA official.
The move is also seen to boost the revenue of NHA, a government-owned and -controlled corporation (GOCC), which currently takes a large chunk of subsidies.
For July, the NHA was a top recipient, taking over a fourth of the P3.5-billion subsidy handed out to GOCCs that month. The funds to be raised in the course of the joint venture will go to the NHA’s social housing program, the agency said.
This will also include costs to relocate some of 8,900 settlers living in North Triangle property.
Another Quezon City development by ALI is the 37-hectare University of the Philippines-AyalaLand TechnoHub. Located along Commonwealth Avenue , the park is under a 25-year lease agreement with the state university.
ALI was one of several large developers identified by the BCDA as eligible to challenge Megaworld to develop the 8.38-hectare North Bonifacio property.
The firm, however, was unable to submit all technical and financial proposals before the deadline set earlier this month. As such, the Gokongwei-led Robinsons Land Corp. was the only firm to make the offer at P3.15 billion, topping Megaworld’s P2.78-billion bid. Megaworld had until Friday to match this amount.

LISTED developer Ayala Land Inc. (ALI) recently signed a joint-venture agreement with the National Housing Authority to develop a 29-hectare property in Quezon City, a report from JP Morgan said.
ALI entered into a negotiated bid with the government after several failed biddings. The price is tagged at P6 billion, equivalent to P21,000 per square meter, but will be paid over time through a sharing agreement of the residential condo sales. JP Morgan said this is an asset light “acquisition” with no immediate term impact on the balance sheet.
Envisioned to be the first well-planned central business district (CBD) in the area, this development will be the company’s first large-scale foray in the north. ALI’s land bank and developments are skewed heavily in Makati, Fort Bonifacio, and the south, and in recent years it has actively looked for land in other areas of Metro Manila, said JP Morgan. This new project is exciting as it is strategically located and is envisioned to be the first well-planned CBD in the north. It is located beside TriNoma and SM North Edsa shopping malls and the metro rail station. It is also located near universities and schools, government offices, and a densely populated residential area.
JP Morgan said the initial development will focus on the residential component, catering towards the mid- and high-end market. The total project cost is estimated at P22 billion and development will start in one to two years, depending on how soon the government can relocate the illegal settlers in the area. JP Morgan said “While impact on the near-term is neutral, we view this acquisition as medium-term positive, enabling ALI to tap into a promising growth area and gain a larger share of the market.”
JP Morgan added that ALI is a key beneficiary of the stabilizing trend in residential demand, particularly in the high-end segment. The company experienced a sharp 49-percent year-on-year increase in takeup in the second quarter of the year, after a weak fourth quarter in 2008 and in the first quarter of 2009. It added that ALI management’s new move to penetrate the lower-end segment of the market will provide for a wider, more resilient revenue base for the company. (Bloomberg)

Ayala Land takes on 2010 with the most number of new projects to be launched within a single year ever. Antonino T. Aquino, Ayala Land president, announces new initiatives on the establishment of multiple growth centers across the Philippines to bring to more areas the well-recognized expertise of Ayala Land in enhancing land, enriching lives. He says, “We’ll have the busiest year ever as we’re expanding in geography, in the products that we offer including new business lines and in the market segments that we cater to. There will be a dynamic interplay of our projects and where we used to be focused only on the traditional segments, now we’ll be expanding for the benefit of our customers.”
There is no landscape too small or too large to change

With the successful expansion this year of Ayala Center Cebu with The Terraces, the company is set to have its first foray with Alveo and Avida offerings in the first quarter in Cebu.
Meanwhile in Davao, where Ayala Land jumpstarted its entry with the lifestyle mall, Abreeza Mall, new residential developments are slated to be launched coupled with a BPO complementary project, states Aquino. Similar mixed-use developments are also planned for in Cagayan de Oro.
Northpoint, a project of Ayala Land Premier in Bacolod, will host a new commercial development along the main road fronting it, making the area a multiple growth center. In the Greater Manila Area, where Ayala Land focused largely in Makati and in the South, year 2010 sees the company pushing thru with plans for development covering the North Triangle area in Quezon City. A piece of land is never just a piece of land
In line with bringing in a new lifestyle, first off to be introduced as a new product in the retail segment will be the neighborhood and community centers. These will be quaint shops and retail establishments that will support residential and BPO developments. Ayala Land is also exploring hotels and tourism-related products to expand its portfolio.
Expansion projects and the opening of new phases of other existing developments are also set to go on full swing.
Ayala Land’s continued redevelopment of Ayala Center is brought to another exciting stage with the opening of the Ayala Triangle Gardens. According to Aquino, this will be the starting point for ramping up the Makati Central Business District with projects that will include upgrading the Glorietta retail center as well as launching a high-end residential play for Ayala Land Premier in that area, very much like how The Residences at Greenbelt (TRAG) is just a walk away from the mall. Other new residential offerings by Alveo will be in the office enclaves of Salcedo and Legaspi Villages. “These are excellent follow-throughs for the continued upscaling of the areas in Makati,” he describes.
The Bonifacio Global City (BGC), more popularly recognized as the Home of Passionate Minds, will witness Bonifacio High Street’s expansion to complete its 1-kilometer development plan to end closer to the Mind Museum, which will be the best science museum in the country. Also known as the “live, work, and play” zone, the city will likewise witness next year the addition of another building offering a total of 31,000 sqms of BPO space along with the launch of Avida Towers BGC and a new phase of Two Serendra, The Meranti.
Alabang will in turn follow thru with enhancements at the Alabang Town Center with an additional retail complex featuring department stores and supermarkets. Aquino added that Avida Towers Alabang will also be launched.
Further South in Laguna, the country’s first eco-community and now regarded as the nation’s sustainability capital in Ayala Land’s portfolio, NUVALI, earlier enjoyed highly successful take-up for its Ayala Land Premier (ALP) offerings: Abrio, Montecito and recently Santierra.

^^ yup... QC was really planned to be the capital, kaya nga pinuno ng government buildings yung pinaka-center...
but, i'm pretty much sure Burnham didn't plan Quezon City... i've seen his plans for Manila, Baguio, and in US cities like Chicago and San Francisco... and the plan for QC just doesn't look like it's made by Daniel Burnham...

MANILA, Philippines - Property giant Ayala Land Inc. will launch 20 new projects this year worth a total of P20 billion as it gears up to meet the anticipated strong demand for residential and office developments, a top company official said.
ALI president Antonino Aquino said the company is shifting to a more aggressive posture this year amid a rebounding property market and improving global economic outlook.
For this year, ALI has lined up the most number of new projects to be launched within a single year as it positions for a major upturn in the industry.
Aquino said these new projects are located in multiple growth centers across the country as part of a strategy to further expand its geographic coverage and introduce new business lines and market segments.
Among the sites identified for expansion are Baguio, Angeles in Pampanga, Subic, Cebu, Cagayan de Oro, Davao, Iloilo and Bacolod.
In Baguio, ALI expects to begin construction of a BPO (business process outsourcing) complex and retail component within the 25-hectare Camp John Hay tourism and leisure estate. Initial plans involve the development of six buildings with four stories and several retail stores and dining outlets.
The BPO facilities will make available about 40,000 square meters of leasable space while the retail component will offer 7,000 square meters of space.
In Subic, ALI continues to develop a mix of retail, BPO and residential components to keep the area alive.
Following the public’s strong reception to its Marquee Mall in Pampanga, the company is preparing a mid-rise residential condominium project right across the mall.
The successful expansion of Ayala Center Cebu with The Terraces has also prompted the company to launch its first venture under the Alveo and Avida brands in the first quarter this year.
Meanwhile in Davao, where ALI jumpstarted its entry with lifestyle mall, Abreeza, new residential developments with a BPO complementary project are now being planned. Similar mixed-use developments are in the pipeline in Cagayan de Oro.
Northpoint, a project of Ayala Land Premier in Bacolod, will launch a new commercial development along the main road fronting it, making the area a multiple growth center.
In the Greater Manila Area, where ALI focused largely in Makati and in the South, the year 2010 sees the property firm going ahead with plans to develop the North Triangle area in Quezon City.
As part of a strategy to boost sales, ALI is also venturing into the development of neighborhood and community centers. These will be quaint shops and retail establishments that will support residential and BPO developments.
In addition, ALI is also exploring hotels and tourism-related products to expand its portfolio. Expansion projects and the opening of new phases of other existing developments are also set to go on full swing.
At the Bonifacio Global City (BGC), ALI expects to complete the construction of the Mind Museum, which is envisioned as the best science museum in the country. Also set to for completion is another building offering a total of 31,000 sqms of BPO space along with the launch of Avida Towers BGC and a new phase of Two Serendra, The Meranti.
ALI is also ramping up the development of the Makati central business district with the continued renovation of the Ayala Center well as the development of an upscale residential condominium building called Park Terraces. The facelift for the Ayala Center is estimated to cost P20 billion. Alabang will also undergo a makeover with an additional retail complex featuring department stores and supermarkets.
New product offerings are also being planned in Nuvali, located south in Laguna. Nuvali is the country’s first eco-community and now regarded as the nation’s sustainability capital in ALI’s portfolio.

Kung katabi ng trinoma, this is one of the best thing that happened to the vicinity after Grass Residences. The only concerm would be the traffic. Parami na ng parami ang may kotse kasi madali nang bumili at maglabas sa kasa.
So, i see people buying condos thats near their work in the following years ahead. .. As Architect Palafox says it, "if possible, buy a property that is walking distance to your work"

This is correct. We own a piece of land in Barangay Bagong Pag Asa and the price per sqm is expected to go up agan when the QC Redevelopment Begins. Parang in Makati. Our place is similar to Bangkal Makati, its not really inside The Business District but its still very near the development. If your finances can accomodate it which i believe you could, you may opt to buy 200sqm lots in the area and build townhouses and sell it fast for a reasonable amount. In a year or two, you may recover your investment plus a profit of 20% to 40% depending on how much you bought the land and the construction expense. This is better that buying a condo and waiting for 3 years then selling it. But this is also risky and you may fail in this area if you bought the lot in "market Value" as to opposed in "below fair market value". There are still owners out there who sells at this rate, the ones who need the cash asap. You just have to be ready with it and know where to find these sellers. Lus your house designs matter. I have collegues in our broker boards who are now developers of townhouses. His sales is good because he carefully chooses his house designs before executing and selling it.
So if you want to earn big with big risks, go for house development. If you want to earn just enough but you want your finances to be safe, go for condominium buying/selling. The latter i think, works better for me.. Just my two cents worth

as for the informal settlers, their biggest problem is relocation.. but seriously, i will not be surprised if i hear that the area is nasusunog.. most likely that's how they will expedite things... sana huwag though...

29.1-hectare North Triangle Property in Quezon City as a priming project of the government and the private sector.

the local and national governments.
ALI's vision for the property is consistent with the mandate of the Urban Triangle Development (TriDev) Commission
to rationalize and speed up the development of the East and North Triangles of Quezon City into well-planned,
integrated and environmentally balanced, mixed-use communities. The joint venture also conforms to NHA's vision of
a private sector-led and managed model for the development of the property, similar to the development experience
in Fort Bonifacio.
The total project cost is estimated at P=22 billion, inclusive of future development costs and the current value of the
property, which ALI and the NHA will contribute as their respective equity share in the joint venture. ALI expects to
start the development within the next two years.

Actually may mga naka pwestong heavily armed security guards sa may bungad ng squatters colony sa ilalim ng MRT rail papuntang Depot. Iba ito sa normal ng guards sa trinoma kasi iba uniform nila mukhang kumuha ayala ng reinforcement. Sa mismong Landmark side naman mas madaming trinoma guards sa labas.
Hmmm mukhang malakas ang treat ng squatters sa ayala dahil gigibain na ang mga bahay nila anytime soon para sa upcoming CBD project ng Ayala sa area na yan.

what i heard through the grapevine before, is that alveo - ayala land's upscale brand, shall lead with a condo project by 2011. not sure though if this is the case now.
what they said would be the next serendra project would be the capitolyo compound in mandaluyong.
but a serendra like project in qc-cbd is definitely feasible. as for the pricing, more or less it would be more than the price of their competitor grass residences.

QC on the rise as a modern Asian city
MANILA, July 2 (PNA) -- The emergence of Quezon City as one of the premier cities in the Asian region is now visible, not only on print but also in scale model viewing, officials said on Thursday.
This after the city government has taken the initial steps to give rise to a sprawling commercial, lifestyle and residential development within Quezon City's North Triangle area near the TriNoma Mall and the North Avenue station of the Metro Rail Transit (MRT-3) along Epifanio Delos Santos Avenue (EDSA).
And this is mostly to the credit of come-backing 4th District Quezon City Rep. Feliciano R. Belmonte Jr., who was city mayor for nine years from July 1, 2001 to June 30, 2010.
Part of the credit also goes to former Vice President Noli de Castro, who was chairman of the Urban Triangle Development (TriDev) Commission, and the private sector and other agencies involved.
Both De Castro and Belmonte were present during the recent unveiling of the scale-model of the Vertis North at the Quezon City Hall Bulwagan that ushered in the development of the North Triangle area as a viable central business district.
A joint undertaking of Ayala Land Inc. and the National Housing Authority (NHA), the project is expected to provide additional investment and employment opportunities not only for the residents of Quezon City but also of neighboring areas.
Ayala Land Inc. was represented by its president, Antonino T. Aquino, during the unveiling ceremony. Also present was NHA General Manager Federico Laxa.
“This is the new face of Quezon City. I am glad we have a part on it,” said Belmonte, who was elected congressman of the city’s fourth district in the May 10, 2010 polls.
Belmonte, now the Liberal Party’s candidate for speakership in the House of Representatives, said the recent development at the North Triangle area will place Quezon City as a “potential regional contender.”
A World Bank study has identified the 250-hectare government-owned properties at Quezon City's North and East Triangles “as the center of gravity of all commercial activities in the coming years.”
This led to the formation of the Urban Triangle Development Commission through the issuance of Executive Order Nos. 620 and 620-A.
To date, major private sector initiatives are growing in the area with TriNoma, Eton Properties and Ayala as among the earliest locators.
The development even gave U.P. and Ayala Land the go-signal to proceed with their joint venture in what is now the 98-hectare UP-Ayala TechnoHub along Commonwealth Avenue in Diliman. (PNA)

ALI's proposal, which was approved and declared by the NHA as compliant with the Terms of Reference of the public bidding and the NEDA Joint Venture Guidelines, features the development of a new Central Business District (CBD) in Quezon City.
The CBD will be developed as the Philippines' first transit-oriented mixed use central business district that will be a new nexus of commercial activity. The development will also generate jobs as well as revenues for both the local and national governments. (PNA)

relocation area pa lang matagalan ayan, its like building an entire subdivision for them for free. so im sure this will take a long time. how long did fort bonifacio developers take to clear the area off from informal settlers?

Initial recommendations with regard to the informal settlers:
1. On-site land sharing and medium rise building (MRB). There are two options here:
a. there will be no reduction in land area currently occupied by informal settlers and MRBs that can accommodate 485 units, but only for 11,650 families, will be built in the 23.3 hectares of land area. The total cost estimate for this is P8.4 billion equivalent to the value of 28.1 hectare of land (P300/hectare); and
b. reduction in land area from 23.3 to 15 hectares. This will require larger offsite development of around 15-51 hectares of land and 318 MRBs offsite will have to be built. Cost estimate for this is approximately P8.6 billion which is equal to the value of 28.1 hectare of land. Under this option, some 8.3 hectares (equivalent to 41% of on-site and off-site development costs) of CBD area will be available for commercial/mixed use.
The San Roque Community Center-North Triangle Alliance, Inc., an affiliate member of Kasama Pilipinas and composed of 16 local organizations with a total of approximately 3,000 members presently residing in Sitio San, Roque, Bagong Pag-asa, Quezon City, had intensified its campaign in 2005 for mixed use/on-site development which the residents started demanding for as early as 2000.

Fearing demolition, residents of the Quezon City (QC) North Triangle held a vigil Wednesday night to condemn their impending displacement to give way to an Ayala-led QC Central Business District (CBD) project.
Urban poor group Kalipunan ng Damayang Mahihirap (Kadamay) earlier condemned the 340-hectare project, saying it will encroach on part of the 37-hectare residential area in Sito San Roque and displace some 6,000 families.
The P22-billion project is a joint venture between Ayala Land Inc. (ALI) and the National Housing Authority to develop 29.1 hectares of North Triangle aimed at making this part of QC a central business and commercial district.
The NHA, which owns the North Triangle property including Sitio San Roque, issued on September 15 a seven-day notice of demolition for the community. Wednesday marks the seventh day of the notice.
While relocation at a housing site in Rizal province was offered, residents have refused to move, citing difficult living conditions, high transportation costs and lack of amenities, such as electricity and water, in the proposed site.
Kadamay said some of the residents voluntarily transferred to the relocation site in exchange for P1,000 from the NHA.
Vice President and housing czar Jejomar Binay earlier met with Quezon City officials, including Mayor Herbert Bautista, and residents of the area to iron out relocation plans.
Kadamay said they are expecting the demolition team, including police personnel, to arrive in the area as early as 8:00 a.m. Thursday.
The over-all CBD project has been described as a “the biggest, most modern and most strategic CBD in the country covering… prime land hemmed in by East Triangle, North Triangle, Veterans Hospital and the University of the Philippines."

MANILA, Philippines – The National Housing Authority has been ordered by a local court to stop the demolition of shanties at the central terminal and North Triangle areas in Quezon City.
"The urgent motion for the issuance of a temporary restraining order is granted," said Judge Maria Luisa Padilla of Branch 226.
The squatters in Sitio (sub-village) San Roque, Barangay (village) Bagong Pag-Asa had been fighting off a demolition team from the Metropolitan Manila Development Authority and the local police, which was dispatched by the NHA Thursday morning.
The arrival of the demolition crew sparked clashes with illegal settlers who threw bottles and stones, stalling traffic on the northbound lane of Edsa from the Trinoma mall area to White Plains.

MANILA, Philippines - President Benigno Aquino III on Friday ordered an immediate stop to the relocation of thousands of families living in a shantytown near a major highway in Quezon City.
In a statement, Executive Secretary Paquito "Jojo" Ochoa Jr. said Aquino has instructed him to order the National Housing Authority (NHA) "to suspend the relocation of families living in the NHA property in Sitio San Roque II in North Triangle that oppose their transfer to the NHA's proposed relocation site in Rodriguez, Rizal."
"The relocation is suspended until the NHA provides a comprehensive plan that will ensure orderliness in the implementation of relocation activities," Ochoa said.
The executive secretary said Aquino is saddened by the events that transpired yesterday, which saw informal settlers rioting against NHA demolition teams. The riots injured 11 people and snarled traffic for hours on the northbound lane of Epifanio delos Santos Avenue (EDSA) after informal settlers blocked the highway.
The demolition was stopped after a local trial court judge issued a temporary restraining order in favor of the settlers.
"While the President respects the families’ right to oppose their relocation to Rizal, he nonetheless calls on them to exercise their right to protest in a peaceful manner. He has likewise instructed all authorities to exercise maximum tolerance and is confident that the issue will be resolved by the parties involved," Ochoa said.
NHA General Manager Chito Cruz earlier said at least 3,400 of the estimated 9,000 families on Sition San Roque have already transferred to relocation sites in Montalban and Rodriguez, Rizal. He said he is hoping that the remaining 5,000-plus families will follow suit.
Cruz said the NHA is spending more than P200,000 per family for the relocation. Each family can pay for their new homes for only P300 a month for the next 30 years.
He also brushed aside suggestions that the informal settlers should own the land since they have been developing it over the years.

MANILA, Philippines - One of the leaders of informal settlers in Quezon City warned Friday that they will not leave their homes in a shantytown situated on government property beside the Ayala-owned TriNoma mall in North Triangle despite the threat of demolition.
Josie Lopez, a resident and a leader of informal settlers in Sitio San Roque, said their group will not leave their homes even if government and local courts ask them to leave.
"May TRO kami o wala, we will not transfer. Buo na ang kalooban namin na hindi tanggapin ang inaalok nilang pabahay dahil perwisyo lang sa amin yan. Even if they demolish us, we will just rebuild," she told ABS-CBN's "Umagang Kay Ganda" (UKG).
More than 5,000 families living in shanties in a 29-hectare property on Sitio San Roque won a temporary reprieve from impending demolition after a local trial court judge ordered the National Housing Authority (NHA) to stop the demolition on Thursday. The judge is set to rule on Friday whether or not to extend the temporary restraining order (TRO).
At least 11 people were injured on Thursday after residents threw rocks and debris at the NHA demolition team. The ensuing violence also stopped traffic on the northbound lane of Epifanio delos Santos Avenue for several hours after informal settlers started blocking the highway.
Lopez blamed local officials' "greed" for Thursday's violence, and said the Quezon City government is selling the land at a loss.
She said many of the informal settlers in Sitio San Roque do not have land anywhere, which forced them to squat on government land.
"I've been here since 1995. Dapat kasi, nung nakita nilang may nagtatayo ng bahay diyan, dapat tinutulan nila. Nobody stopped us, that's why more people came. Pinaunlad namin yung lugar na yan. It's the people in government who are at fault," she said.
Relocation underway
NHA General Manager Chito Cruz said at least 3,400 of the estimated 9,000 families have already transferred to relocation sites in Montalban and Rodriguez, Rizal. He said he is hoping that the remaining 5,000-plus families will follow suit.
"We are offering them relocation, a house that they can own through the years. We will issue them a contract to sell and if they pay for the property after 30 years, they will have their own title," he said.
An NHA representative, meanwhile, admitted that some of the homes in the relocation sites do not have electricity and water services for the time being. “Magtiis na lang muna ngayon... mamadaliin,” said NHA representative Bing Giron, adding that power and water services will be installed next month.
On Thursday, however, 100 families agreed to leave their shanties in Barangay Pag-asa in Quezon City and were brought to the relocation site in Barangay San Isidro, Rodriguez, Rizal.
The unoccupied house and lots were unpainted and had no doors. There was no power and water in their new houses.
“Squatter kami. Ano pa magagawa namin?” asked Roque Tubal.
On the other hand, Evelyn Lagari, who was among those who moved to the community, said she was happy with their new home.
Cruz said the NHA is spending more than P200,000 per family for the relocation. Each family can pay for their new homes for only P300 a month for the next 30 years.
“Hindi naman po ito lahat sinisingil natin sa mga magrerelocate. Ang budget ho namin is P203,000 for every family. Ang nire-recover lang ho dito ng NHA is P150,000,” he explained. “Iyun hong balanse ay subsidy na ng gobyerno sa mga nire-relocate.”
Cruz said a World Bank-funded study already showed that the North Triangle property is the best location for a central business district in Quezon City, similar to the ones in Makati, Alabang and Ortigas.
He also brushed aside suggestions that the informal settlers should own the land since they have been developing it over the years.

ang resolution na lang bale ngayon is R.A. 7279 (a.k.a. "Urban Development and Housing Act of 1992") section 27. but the problem, this only singled out professional squatters and/or syndicate, not common squatters. section 28-29 on the other hand, somewhat protects them and gave them rights againts eviction and demolition. unfortunately, under the law, may laban sila. post ko lang yung section 29 para alam natin lahat.

(4) Proper identification of all persons taking part in the demolition;
(5) Execution of eviction or demolition only during regular office hours from Mondays to Fridays and during good weather, unless the affected families consent otherwise;
(6) No use of heavy equipment for demolition except for structures that are permanent and of concrete materials;
(7) Proper uniforms for members of the Philippine National Police who shall occupy the first line of law enforcement and observe proper disturbance control procedures; and
(8) Adequate relocation, whether temporary or permanent: Provided, however, That in cases of eviction and demolition pursuant to a court order involving underprivileged and homeless citizens, relocation shall be undertaken by the local government unit concerned and the National Housing Authority with the assistance of other government agencies within forty-five (45) days from service of notice of final judgment by the court, after which period the said order shall be executed: Provided, further, That should relocation not be possible within the said period, financial assistance in the amount equivalent to the prevailing minimum daily wage multiplied by sixty (60) days shall be extended to the affected families by the local government unit concerned.
The Department of the Interior and Local Government and the Housing an Urban Development Coordinating Council shall jointly promulgate the necessary rules and regulations to carry out the above provision.

Residents being evicted from the North Triangle area in Quezon City on Saturday threatened to file a class suit against the National Housing Authority (NHA) for the violent demolition that left at least 14 people, including seven residents, wounded.
This was according to Edwin Nakpil, convenor of the North Triangle Coalition, which is composed of several residents’ associations in Sitio San Roque II, Barangay Bagong Pag-asa.
NHA personnel on Thursday started a large-scale demolition of houses in the community, as part of its P22-billion joint venture with Ayala Land to develop 29.1 hectares of the North Triangle into a so-called Central Business District that would supposedly to rival Makati City's business center.
Nakpil was quoted in a radio report as saying they will seek a dialogue with President Benigno Aquino III upon his return next week from an official US visit.
The convenor said the North Triangle residents plan to ask Aquino to form an independent body to investigate alleged abuses committed by authorities during the demolition.
While conceding that the NHA is the listed owner of the property, including Sitio San Roque, residents opposed the demolition, ultimately setting up barricades and physically resisting demolition teams on Thursday.
Hurt in the seven-hour long clash between the residents and authorities were not only residents but also firefighters and policemen, who were deployed in the area to maintain peace and order.
As a result of Thursday's violent clash, the President, through Executive Secretary Paquito Ochoa Jr. ordered the NHA to suspend the dismantling of houses until the agency is able to provide a comprehensive plan for an orderly implementation of their relocation.
Prior to the President's order, acting presiding Judge Luisa Quijano-Padilla issued a temporary restraining order against demolition activities that expired 8 a.m. last Friday.
On-site development
Meanwhile, at a press conference also on Saturday, the protesting residents of North Triangle urged the government to set up an "on-site development" center or "in-city development" area inside the planned business district where they could re-settle, instead of relocating them outside the city or driving them back to the provinces.
The residents said they would only agree to leave North Triangle if the government assures them of relocation within Quezon City, and not to peripheral areas like the proposed relocation site in Southville-8B, barangay San Isidro, Rodriguez, Rizal.
The residents do not want to move to the Rodriguez site, citing studies supposedly showing that the relocation area was prone to soil erosion, Nakpil added.

Sorry, sobrang kapal kasi e ... Grabe yung sense of entitlement! Matuto naman silang magtrabaho at magipon. Aminado ng NHA ang may ari, ang dami pang demands. Kaya sila kinakarma ng kahirapan e. Oh and by the way, yung nasira nilang MMDA booth, yung relocation site nila and part nung dole out nila from NHA na 6,000 pesos, in essence, galing yun sa income tax na ibinabawas sa sweldo natin buwan buwan ... tayo na legitimate taxpayers, tayo na nagko-commute ng higit pa sa layo ng rizal hanggang QC at nagbabayad para mangupahan ng legal buwan buwan (well, sa kaso ko at ng mga kakilala ko). Hindi ito ang mahihirap na dapat tinutulungan.

Ang bawat araw na nadedelay ang demolisyon sa lugar na ito ay malaking sampal sa lahat ng lehitimong manggagawa na regular at walang pakundangang kinakaltasan ng buwis. Mga manggagawang napipilitan pang umupa ng tirahan o magtiis ng malayuang byahe araw-araw para lamang makarating sa kanilang pinapasukan.
Kung tutuusin ang mga iskwater na ito pa nga dapat ang singilin ng upa katumbas ng ilang taon nilang pamamalagi nang ilegal sa lugar na iyon. Ang mga ganitong uri ng tao ay dapat lamang de-suplinahin.

Kung tutuusin ang mga iskwater na ito pa nga dapat ang singilin ng upa katumbas ng ilang taon nilang pamamalagi nang ilegal sa lugar na iyon. Ang mga ganitong uri ng tao ay dapat lamang de-suplinahin.

Panahon na para makinabang naman ang lahat sa lupang iyan. Binigyan na nga kayo ng malilipatan eh sobra pa ang reklamo nyo. Dami din naman mahihirap na nakatira sa malalayong lugar at gumagasta ng malaki sa pamasahe at nagsasakripisyo.

Sorry, sobrang kapal kasi e ... Grabe yung sense of entitlement! Matuto naman silang magtrabaho at magipon. Aminado ng NHA ang may ari, ang dami pang demands. Kaya sila kinakarma ng kahirapan e. Oh and by the way, yung nasira nilang MMDA booth, yung relocation site nila and part nung dole out nila from NHA na 6,000 pesos, in essence, galing yun sa income tax na ibinabawas sa sweldo natin buwan buwan ... tayo na legitimate taxpayers, tayo na nagko-commute ng higit pa sa layo ng rizal hanggang QC at nagbabayad para mangupahan ng legal buwan buwan (well, sa kaso ko at ng mga kakilala ko). Hindi ito ang mahihirap na dapat tinutulungan.

Traffic in Metro Manila’s main thoroughfare ground to a complete halt last week when thousands of squatters barricaded a portion of Epifanio de los Santos Avenue to dramatize their protest against a demolition being pushed by the National Housing Authority. By barricading Metro Manila’s main thoroughfare, the squatters in fact staged their own hostage situation. But then, the victims weren’t tourists from another country but hapless commuters; ordinary people trying to go about their daily business and make a decent living so nobody really paid attention.
Besides, we’ve been there a lot of times already. Wasn’t it just a couple of months ago when a similar drama was staged somewhere in Quezon City? I remember former Vice President Teofisto Guingona trying to play a role in that one, interceding for the illegal settlers. This time around, the contested lot is a huge government property: A 29-hectare property of the Quezon City government right next to the Trinoma mall. Quite a valuable piece of land, for sure. No wonder people are willing to fight to the death for a piece of it.
For the longest time, that swathe of land was idle and served mainly as feeding ground for the goats that some enterprising individuals later on butchered and sold at makeshift stalls right on EDSA. It was Kambingan country. And then the illegal settlers came. My daughter works in a building right across the area. She says that the community grew algebraically when Trinoma became operational and it became obvious that the value of the area was going to skyrocket. Settlers smelled opportunity and descended like a plaque of locusts.
Why, the whole place even got a legitimate name. It now goes by the name Sitio San Roque. The settlers got organized. And now they have set claims on the property and now speak with authority about land valuations, the law, and the workings of the Quezon City government. These are illegal settlers who sure know how to fight back. Their president, Josie Lopez, is one feisty lady who knows how to work the media. She was all over the morning shows last week spewing quite a mouthful against the Quezon City government, the National Housing Authority, and the developers.
A defiant Lopez challenged authorities saying they would never give up the land. She said that if their shanties got demolished, they would just rebuild them. Their logic: They developed the land. They said that before they settled in the area, it was overrun by Cogon grass. I don’t really know what she meant when she said they developed the land—perhaps she was referring to the fact that they created alleys, dug toilet holes on the ground, and had electricity wiring (both legal and illegal) strung into the area.
She said the relocation site given to them in Montalban, Rizal didn’t have the amenities of North Triangle. Their children go to school around the area (must be Ateneo de Manila University, Miriam College, or perhaps the Philippine Science High School), their livelihoods are within the area (Trinoma Mall, or perhaps SM North City), ergo, they should be allowed to stay in the area. It’s difficult not to raise eyebrows at their demands: A hospital, a school, and livelihood projects in the relocation sites in addition to free housing.
But then again, the settlers are really just asking for basic services that ordinarily should be made available to citizens anyway. The problem is that this whole squatting phenomenon has been made complicated by greed and opportunism. It is very obvious that a number of the squatters are “professional squatters”—people who have turned the whole thing into an enterprise of sorts. They avail of relocation sites, promptly sell them, and then look for other places that they can “settle” in. I have been told that some enterprising people actually make a lot of money by settling in slums—they provide the services that informal settlers need at a very high premium. At the Baseco Compound in Manila for example, there are illegal settlers who operate grocery stores and “water concessions.” In case you didn’t know, informal settlers pay as much as ten times for water what residents in Forbes Park do.
The current efforts to relocate the settlers from Sitio San Roque to Montalban or Rodriquez, Rizal will cost the NHA around P200 thousand per family—not a small amount of money given the number of illegal settlers in the area. Reports say there are at least 5,000 families living in the area. If government paid guards to make sure no one settled in the area, the cost would have been a tiny fraction. Sadly, strategic thinking is something alien to people in government.
The problem of illegal settlers is something that requires a comprehensive solution. We need to amend the Urban Development Housing Act of 1992, otherwise known as the Lina Law. Everyone keeps talking about it, but obviously no politician will dare touch this law because it will earn him or her the ire of the millions of squatters in this country. It will be tantamount to political suicide. This law effectively made evicting squatters from private and government-owned properties a virtual impossibility. I am aware though that amending the law is not enough. The problem requires a comprehensive solution —one that would include managing urban migration, providing education, jobs, etc.
The drama in Quezon City has been temporarily put on hold by two interceding events. A trial court issued a temporary restraining order stopping the NHA from pushing through with the demolition. The President of the Republic has also issued a status quo order all the way from the United States. A still defiant Lopez, speaking for the illegal settlers, reminded the President of his inaugural message: Kami ang boss mo (we, the people, are your bosses).
The reference to politics is indicative of just how this whole squatting problem is strongly linked to Philippine politics. In fact, the roots of the problem can be linked to politics!
The truth of the matter is that illegal settlers flourish because a number of politicians coddle them and use them during elections. This is certainly true in Quezon City and in Makati and in other urban centers where squatter colonies produce the votes that elect people into office. Lopez claims former President Joseph Estrada even promised the land to them. She also dropped hints that incumbent Quezon City Mayor Herbert Bautista also did the same during the last election campaign. Lopez challenge Bautista directly: “what happened to your promise during the campaign that there will be no demolition?”

ARTICLE VII
URBAN RENEWAL AND RESETTLEMENT
Section 26. Urban Renewal and Resettlement. – This shall include the rehabilitation and development of blighted and slum areas and the resettlement of Program beneficiaries in accordance with the provision of this Act. On-site development shall be implemented whenever possible in order to ensure minimum movement of occupants of blighted lands and slum areas. The resettlement of the beneficiaries of the Program from their existing places of occupancy shall be undertaken only when on-site development is not feasible and after compliance with the procedure laid down in Section 28 of this Act.
Section 27. Action Against Professional Squatters and Squatting Syndicates. – The local government units, in cooperation with the Philippine National Police, the Presidential Commission for the Urban Poor (PCUP), and the PCUP-accredited urban poor organization in the area, shall adopt measures to identify and effectively curtail the nefarious and illegal activities of professional squatters and squatting syndicates, as herein defined.
Any person or group identified as such shall be summarily evicted and their dwelling structures demolished, and shall be disqualified to avail of the benefits of the Program. A public official who tolerates or abets the commission of the abovementioned acts shall be dealt with in accordance with existing laws.
For purposes of this Act, professional squatters or members of squatting syndicates shall be imposed the penalty of six (6) years imprisonment or a fine of not less than Sixty thousand pesos (P60,000) but not more than One hundred thousand pesos (P100,000), or both, at the discretion of the court.
Section 28. Eviction and Demolition. Eviction or demolition as a practice shall be discouraged. Eviction or demolition, however, may be allowed under the following situations:
(a) When persons or entities occupy danger areas such as esteros, railroad tracks, garbage dumps, riverbanks, shorelines, waterways, and other public places such as sidewalks, roads, parks, and playgrounds;
(b) When government infrastructure projects with available funding are about to be implemented; or
(c) When there is a court order for eviction and demolition.
In the execution of eviction or demolition orders involving underprivileged and homeless citizens, the following shall be mandatory:
(1) Notice upon the affected persons or entities at least thirty (30) days prior to the date of eviction or demolition;
(2) Adequate consultations on the matter of resettlement with the duly designated representatives of the families to be resettled and the affected communities in the areas where they are to be relocated;
(3) Presence of local government officials or their representatives during eviction or demolition;
(4) Proper identification of all persons taking part in the demolition;
(5) Execution of eviction or demolition only during regular office hours from Mondays to Fridays and during good weather, unless the affected families consent otherwise;
(6) No use of heavy equipment for demolition except for structures that are permanent and of concrete materials;
(7) Proper uniforms for members of the Philippine National Police who shall occupy the first line of law enforcement and observe proper disturbance control procedures; and
(8) Adequate relocation, whether temporary or permanent; Provided, however, That in cases of eviction and demolition pursuant to a court order involving underprivileged and homeless citizens, relocation shall be undertaken by the local government unit concerned and the National Housing Authority with the assistance of other government agencies within forty-five (45) days from service of notice of final judgment by the court, after which period the said order shall be executed: Provided, further, That should relocation not be possible within the said period, financial assistance in the amount equivalent to the prevailing minimum daily wage multiplied by sixty (60) days shall be extended to the affected families by the local government unit concerned.
The Department of Interior and Local Government and the Housing and Urban Development Coordinating Council shall jointly promulgate the necessary rules and regulations to carry out the above provision.
Section 29. Resettlement. – Within two (2) years from the effectivity of this Act, the local government units, in coordination with the National Housing Authority, shall implement the relocation and resettlement of persons living in danger areas such as esteros, railroad tracks, garbage dumps, riverbanks shorelines, waterways, and in other public places such as sidewalks, roads, parks and playgrounds. The local government units, in coordination with the National Housing Authority, shall provide relocation or resettlement sites with basic services and facilities and access to employment and livelihood opportunities sufficient to meet the basic needs of the affected families.
Section 30. Prohibition Against New Illegal Structures. – It shall be unlawful for any person to construct any structure in areas mentioned in the preceding section.
After the effectivity of this Act, the barangay, municipal or city government units shall prevent the construction of any kind or illegal dwelling units or structures within their respective localities. The head of any local government unit concerned who allows, abets or otherwise tolerates the construction of any structure in violation of this section shall be liable to administrative sanctions under existing laws and to penal sanctions provided for in this Act.

Illegal squatting is the worst form of thievery. Imagine if someone snatch your cellphone worth P8000.00 and got caught, he'd surely land in jail, whereas if these squatters grab your property worth Pmillions, they not only enjoy the benefit of relocation, but you'd have one hell of a hard time recovering your own property.

tubig, walang kuryente at binabaha kapag umuulan. Makatarungan na
labanan nila ang ganitong klase ng relokasyon, na walang iba kundi
pagtatapon sa mga maralita sa lugar ng lalong kahirapan at pagkabusabos.
Matagal nang naghahanap ang mga residente ng Sitio San Roque ng
mapayapang pakikipag-usap sa mga opisyal ng gobyerno tungo sa mapayapang
pagresolba ng usapin sa lupa sa kanilang lugar. Bago pa man maupo si
Presidente Noynoy, dumulog sila sa bahay nito para ihapag ang kanilang
mga panawagan. Matapos ang maraming pagtuturuan ng mga sangkot na
opisyal, sa dulo’y hindi pa rin sila pinakinggan.
Kaya ngayon, napupwersa silang lumaban. Binarikadahan nila ang papasukan
ng demolition team patungo sa kanilang kabahayan. Nang marahas na
binuwag ang barikada at marahas na tinungo ang mga bahay nila ng
demolition team para wasakin, hindi napigilan ang pambabato sa
demolition team. Kasalanan ito ng mga kriminal sa likod ng demolisyon.
Hindi nila pinakinggan ang mga panawagan ng mga maralita.
Maingay ang gobyernong Aquino sa paghingi ng honeymoon period sa

MANILA, Philippines – (UPDATE) Some 500 informal settlers in Quezon City whose shanties are to be demolished by authorities are locked in negotiations with the National Housing Authority after storming the compound and catching security by surprise Tuesday, according to a report on Radyo Inquirer.
The talks are taking place at the NHA’s Relocation Action Center at the corner of Mindanao Avenue where financial assistance is being given to those who have agreed to move to their new homes in Rodriguez, Rizal, the report said.
Before this, the protesting residents from Barangay Bagong Pagasa in North Triangle went to the Quezon City Hall, and then to the NHA compound, the report said.
It said police were getting ready in the event that the protesters move to the Trinoma mall nearby, which is owned by the Ayalas who, together with the local government, would put up a Central Business District in the disputed property that would connect all present and future Ayala establishments in the area.
Last week, two people were hurt when violence erupted in the village as authorities tried to demolish the shanties and relocate some 2,000 residents. But a temporary restraining order issued by the Quezon City regional trial court put the demolition and transfer on hold pending hearings on the petition against the relocation filed by the informal settlers.

The Communist Party of the Philippines (CPP) denounced the harsh demolition of urban poor homes yesterday by the National Housing Authority (NHA) and the Philippine National Police (PNP) in Sitio San Roque, Barangay Bagong Pag-asa, Quezon City, calling it "bloody payment for Aquino's political debts to the big business oligarchs of Makati."
Scores were hurt when police-escorted NHA demolition teams started wrecking housing structures and applying force as long-time residents of the area fought to defend their homes. "The demolition operations were carried out by the NHA and the PNP in complete disregard of the legal and human rights of the residents and despite their pleadings for renegotiations first," said the CPP.
"The demolition of urban poor homes yesterday in Sitio San Roque was ferociously and pitilessly carried out by the NHA and PNP, showing the Aquino government's determination to pay its political debts to the Ayalas of Makati at all cost," said the CPP. The Ayalas were among the biggest contributors to Aquino's election campaign fund.
The CPP said the demolition of urban poor communities and the takeover by private businesses of land and other assets in the area are being carried out by the US-Aquino regime in accordance with its Private-Public Partnership central thrust that is being promoted by the imperialist International Monetary Fund and World Bank (IMF-WB).
The CPP pointed out that the Ayalas are the principal private investor in the P22-billion Quezon City Central Business District (QCCBD) project to build a new prime commercial and business center on the 30-hectare Sitio San Roque. Under the QCCBD, Ayala Land Inc. (ALI) plans to set up new giant commercial and business establishments in the area. The NHA expects to earn P12 billion from the sale of the property.
"The utter disregard for the rights and interests of the residents of Sitio San Roque in yesterday's demolition gives the lie to Aquino's 'Kayo ang Boss Ko!' bombast," said the CPP.
There are up to 25,000 families living in the area, many of whom have been residents for at least 20 years, and are totally dependent on some jobs and other sources of livelihood in the area. They will all be without any source of income in Montalban, Rizal where the NHA wants to relocate them. Daily fare back and forth to the area, where the residents have jobs and other livelihood, amounts to more than P100 a day. "The residents have all the legal and moral right to defend their homes and lives. They are fully justified to resist the demolition through collective action," said the CPP.
Residents were granted a temporary reprieve when a Quezon City court issued yesterday afternoon a 24-hour restraining order to stop the demolition. However, the NHA insists on pushing through with the demolition in the coming days.
"We can expect more of these forcible evictions of entire communities to be carried out by the US-Aquino regime in the next six years as it seeks to pave the way for the operations of big foreign and comprador businesses in total disregard of the aggrieved people's interests."

MANILA, Philippines - Informal settlers whose houses are targeted for demolition in Sitio San Roque, Barangay Pag -Asa, Quezon City forced their way inside a National Housing Authority (NHA) compound Wednesday in a bid to stop their neighbors from seeking voluntary relocation to Rizal province.
A radio dzMM report said some 500 informal settlers, mostly women, broke through the first 2 gates of the NHA Relocation Action Center on North Avenue after guards and some 20 policemen failed to stop them.
The ralliers also tried to flip over a tent that was set up to accommodate Sitio San Roque settlers who want to transfer to Rodriguez, Rizal. Policemen, however, stopped them before they could pull down the tent.
Some of the settlers who were already lined up for processing fled inside the NHA office until the ralliers left.
The dzMM report said the informal settlers first staged a street protest outside the Quezon City Hall and the NHA compound on Elliptical Road before going to the relocation action center.
Last Thursday, informal settlers stalled traffic on the northbound lane of EDSA while fighting off an NHA demolition team tasked to destroy more than 5,000 shanties on Sitio San Roque. The demolition was stopped after a Quezon City judge issued a stay order.

Kawawa naman daw yung mga pulis na nasaktan. Pero hindi ako nagreact, gusto ko sanang sumabat kaso baka awayin ko lang ang mga tao. Gutom pa naman ako. Ito na lan ang masasabi ko, alamin nyo muna kasi ang pinaglalaban nila.
Nakakalungkot na sa ganitong kalagayan ay may iilan pa rin ang nagagawang kumampi sa mga salarin--sa mga ahente ng salarin. Paano nga ba naisip ng lalaking iyon na kawawa ang pulis na nasaktan habang hindi niya naiisip ang magiging kalagayan ng mga pamilyang palalayasin doon. Mas kawawa pa ba ang pulis na nasaktan kaysa sa mga batang ilalayo nila sa mga kanya-kanya nilang paaralan? Mas kawawa pa ba ang pulis na ito kaysa sa mga tatay na aalisan nila ng tabaho at sa mga pamilyang mawawalan ng kabuhayan? Ang karahasang ibinunga ng kahapong pangyayari ay isang manipestasyon na ang sinumang aalisan ng kabuhayan ay handang lumaban para igiit ito. Hindi sila mga basta basag-ulo. At kumpara sa mga ipinuputok ng butsi ng iba, mas makatwiran pa ang mga salitang lumalabas sa bibig ng mga ito. Kahit ang "putang ina" na isinisigaw nila habang may hawak na bato ay mas makabuluhan pa kaysa sa mga walang kwentang reaksyon ng mga taong nanood lang naman at hindi nakialam o hindi inalam kung ano nga ba ang totoo. Mga simpleng tsismosa o kontrabida sa mga ganitong eksena.

Ang proyektong ito ay nasa bisa ng pinirmahang Executive Order no. 670 noong Ika-apat ng Mayo taong 2007 ni dating pangulong Gloria-Macapagal-Arroyo. Ang nasabing EO 670 o ang Rationalizing and Speeding Up the Development of the East and North Triangles, and the Veterans Memorial Area of Quezon City, as a “well-planned, Integrated and environmentally balanced mixed-use
development model” ang nagbigay daan para itayo ang QC-CBD.

noynoy needs tons and tons of political will. he owes us atleast that much. these squatters never even voted for him. but that's not the point. the point is for the greater good, fairplay and basic tenet on private property.

Over the next few years, the construction of a Central Business District (QCCBD) is set to begin in Quezon City, threatening to displace over 15,000 families from various areas in the North and East Triangles where the ambitious building program is expected to start soon.
Despite the blessings of the national housing agency and the city government, the planned demolition of an entire community in fact runs counter to campaign promises made by then presidential candidate Benigno Aquino III, according to organizations supportive of the communities affected by the QCCBD.
"May pag-unlad daw na magaganap dito sa lugar, pero hindi naman kami kasama," said Jocy Lopez, the president of the North Triangle chapter of Anakpawis, a grassroots partylist group. (They say development is coming to this place, but we’re not included.)
Prior to the May 2010 elections, urban poor groups said, Aquino signed a “covenant with the poor," in which he vowed: “We will not allow any public or private authority to evict families and leave them homeless in the street. The government must provide decent relocation, near-city or in-city, if possible, quality housing, adequate basic services and jobs."
Aquino added, “We will not tolerate a situation where wage earners have to stay in the city to work while the other members of the family stay in distant relocation centers… We will not institutionalize such situations by building sites in the city where they will live apart from their families. As the work force in the cities, the poor, up to the extent possible, should be given the opportunity to stay in the cities."
The National Housing Authority (NHA) estimates that the residents facing demolition will amount to over 9,500 households in Barangay Pag-asa; over 2,600 households from Barangay Central; over 2,200 households from Barangay Pinyahan; and around 500 households from Project 6.
A 2009 NHA census of the families living in Sitio San Roque I and II, a 30-hectare community within Barangay Pag-asa, showed that over 50 percent of the wage-earners there earn a living within Metro Manila.
Many of these families are “illegal settlers" on NHA land, according to the agency.
The QCCBD, a P22-billion joint venture between the NHA and Ayala Land Inc., is part of a development plan to turn Quezon City into a “world class Asian city," the NHA said in a project brief.
The land currently occupied by the Veterans Memorial Medical Center and the Ninoy Aquino Parks and Wildlife are also part of the QCCBD, and slated for development, although the possible relocation of the VMMC and the park is “not a priority at the moment," said an NHA official.
The project was initiated during the terms of former President Gloria Macapagal-Arroyo, now a member of the Lower House representing Pampanga’s second district, and former QC Mayor Feliciano Belmonte, now a QC congressman and House Speaker as well.
Arroyo’s Executive Order 620, issued in 2007, pushed for “the development of [the North and East Triangles] into a highly integrated transportation, environment, commercial and residential model," creating “an urban development model [for] hubs of intense economic growth."
Under Belmonte, the QC government bared plans to extensively develop the North and East Triangle, comprising 250 hectares, into a commercial district.
Recent events, however, have generated controversy concerning the QCCBD.
Last September 23, a large-scale demolition began in San Roque, to make way for the QCCBD.
After a seven-hour standoff between the NHA demolition team, members of the Philippine National Police, and residents resisting relocation, the demolitions ended for the day. At least 14 were injured and traffic was snarled in EDSA for hours.
The next day, on September 24, President Aquino himself ordered a halt to the forced eviction of San Roque residents, telling the NHA to suspend the demolitions until they could “provide a comprehensive plan that will ensure orderliness in the implementation of relocation activities."—JV, GMANews.TV
