There are many megatall proposals for Incheon.

Can it be that some of them might be for the same site, especially considering that most seams to be part of an urban development project, rather then stand-alone towers?

There are three mega-projects in Incheon, and Cheongna is one of them. Fortunately, the sites are relatively close to each other, so the skyline won't to choppy.

Frankly speaking unfortunately This project is hopeless. At the moment apartment citizens sue against developer(LH). Because there is no infrastructure such like subway, comercial building, indusrial building only a few apartment.

총 6조2000억원을 투입해 국제업무ㆍ금융단지를 짓겠다는 ‘청라 국제업무타운’ 이 사업계획 변경 문제로 좌초 위기에 놓였다. 2006년 공모 당시 만들어진 조감도. <사진 제공=LHㆍ포스코건설>
총 6조2000억원을 투입해 국제업무ㆍ금융단지와 관광ㆍ문화공간을 만들겠다던 인천 청라지구 국제업무타운 건설사업이 좌초 위기에 놓였다.

2006년 사업자 공모로 시작된 이 사업은 애초 착공 예정일을 1년이나 넘겼지만 아직 사업 일정도 확정하지 못한 채 표류하고 있다.

포스코건설을 주관사로 하는 출자사들은 사업협약 체결 당시에 비해 부동산 경기가 나빠진 데다 법령 개정 등으로 사업 여건이 달라진 만큼 사업계획 변경을 토지 분양자인 한국토지주택공사(LH) 측에 요구하고 있다.

포스코건설 등 16개 출자사들은 사업계획 변경을 허용하지 않으면 사업을 중단하기로 결의하고 이번주까지 사업계획 변경 여부를 통보해 달라는 최고장을 LH에 발송했다.

국제업무타운은 청라지구 127만3773㎡ 땅에 2021년까지 대규모 비즈니스타운을 만들겠다는 사업이다. 2006년 공모 당시 대우건설 컨소시엄을 사업자로 선정했으나 다음해 사업자가 포스코건설 컨소시엄으로 변경됐다.


포스코건설 등이 출자한 청라국제업무타운 주식회사는 2008년 토지 매매계약을 체결하고 총 6039억원 땅값 중 5000억원을 납부했지만 2009년 이후 중도금을 연체한 채 사업계획 변경을 요청하고 있다.

요지는 애초 지을 예정이었던 장기 체류형 호텔 '서비스드 레지던스'를 주상복합 오피스텔 등으로 변경해 달라는 것이다. 호텔식 서비스가 제공되는 주거공간으로 장기 투숙객이 주로 활용하는 서비스드 레지던스는 사업자 공모 당시만 해도 숙박시설로 인기를 끌었다. 그러나 2008년 관광진흥법 시행령 개정으로 분양 조건이 강화됐고, 2010년에는 서비스드 레지던스의 숙박업이 불법이라는 대법원 판결까지 나오면서 사업성이 뚝 떨어졌다.

서비스드 레지던스는 청라국제업무타운 전체 연면적의 31%, 총 사업수익의 73%를 차지하도록 사업계획이 짜여 있다. 따라서 애초 개발안을 변경하지 않고는 사업 추진이 사실상 불가능하다.

또 사업자들은 103층으로 계획된 랜드마크 오피스빌딩을 50층으로 낮춰줄 것, 호텔과 카지노ㆍ백화점 대신 비즈니스호텔과 대형마트 등을 지을 수 있도록 해 달라고 요구하고 있다.

김병운 포스코건설 청라사업추진반 그룹장은 "2009년부터 요구해 온 사업계획 변경 요구에 대해 LH는 답변조차 하지 않고 있다"며 "사업계획 변경이 허용되면 즉각 재개할 계획이지만 그렇지 않다면 사업 중단을 선언할 수밖에 없다"고 덧붙였다.

사업계획 변경 여부는 투자 유치된 외국자금 이탈과도 연결돼 있다.

현재 청라국제업무타운의 최대주주는 외국계 투자자 팬지아로 총 2600억원을 투자했지만 내년 3월 풋옵션(일정 시점에 특정 상품을, 정해진 가격에 매각할 수 있는 권리)을 행사할 수 있다는 단서조항이 달려 있다.

사업이 지지부진할 경우 팬지아는 풋옵션을 행사할 가능성이 크다. 이렁게 되면 건설 출자사들이 풋옵션 대금을 나눠 부담해야 한다. 건설사별로는 포스코건설 550억원, 두산건설ㆍ쌍용건설ㆍ롯데건설 290억원, 코오롱건설ㆍKCC건설ㆍ한라건설ㆍ서희건설 245억원 등이다.

이에 대해 LH는 공모형 PF사업의 사업계획을 변경하는 것은 신중해야 한다는 원칙론만 고수하고 있다.

LH 관계자는 "포스코건설을 비롯한 출자사들의 요구를 이해하지 못하는 것은 아니지만 청라 입주민들과 택지 분양업체 등 다양한 이해관계가 얽혀 있어 섣불리 결정할 수 없다"며 "곧 최적의 해법을 제시하겠다"고 말했다.

this project is on-hold now. because Special Purpose Company for Development(Cheongna IBT Co.Ltd) rejected Countermeasures between Developer(LH Corporation) and Contractor(above mentioned company).
this proejct's Circumstance may change such as Yeouido Parc1's Lawsuit.
Many International Business Town Projects like Yongsan IBD,Songdo IBD,Cheongna IBT,Yeouido IBD don't have direction now.
Yongsan IBD's Final Decision for Development will be held in today.

Developer doesn't have capability to develop this project. Instead,Developer want to reduce Landmark Tower from 103 to 50 Floor Highrise Building.but, Main Developer(Authority by LH Corporation) want to let developer do Original Masterplan of Cheongna IBT.
So, this was to be Unsoluted Problem.....

50 floor building would be a bummer, yet expected seeing the plans on the previous pages. After the Incheon twin towers never got a go, the city really deserves another project that finally gives it a second chance to join the amazing skyline club :cheers:

yeah.but this is unsoluted problem. and Many Company's Shareholders(Pangea Bluehill PFV, Domestic Investor) will protest to Main Authorities by Lawsuit(petition).So, it is long-term Fight..................... like Parc1.

Project Financing Task Force Team by Government have to help and revive this project into Reasonable and realistic solutions.
