Green Power signs P9.3-B supply deals with Panay electric co-ops

UNITED Kingdom-led Green Power Panay Philippines Inc. said on Friday that it signed several electricity supply agreements (ESAs) in Panay in its bid to help address the island’s growing demand for energy supply.

Green Power Panay, an affiliate company of Global Green Power Plc., said the agreement will pave the way for the construction of two biomass-fired power-plant projects.

Green Power noted that its project is the first renewable-energy (RE) project after the enactment of the Renewable Energy Act of 2008.

“We signed agreements with Iloilo Electric Cooperative I and II on December 16 and 17, respectively. The signing of the ESAs will kick off our RE projects in the Philippines,” David de Montaigne, Global Green Power founder and chief executive, said. He added that they are very proud that their contracts are the first to be awarded after the RE bill was enacted into a law.

“During my recent meeting with President Arroyo, we were encouraged to develop our projects with all possible haste to deliver energy security, employment and consistent, reliable clean energy to the Philippines,” de Montaigne said.

He added that the 25-year ESAs were awarded to Green Power Panay Philippines Inc., after participating in the competitive request for offers implemented by the Panay-Guimaras Power Supply Consortium.

Green Power Panay will put up two 18-megawatt biomass power plants in Panay with an estimated construction cost of $40 million each.

Global Green Power said the first plant will be “embedded” within the Ileco 11 area and is targeted for completion in January 2011 followed by the second plant several months later.

“We are very thankful for Energy Secretary Angelo Reyes and other officials for supporting renewable- energy projects as clean and cost-efficient alternatives to fossil fuels,” de Montaigne said.

Albert Dalusung III, Global Green Power chief technical officer, said, “The plants will be built to European and international emission standards.”

Dalusung added that it will even spur economic development through their delivery of consistent, cost-efficient and reliable energy to industry and the Ilonggo community.

“Our renewable-energy projects will also ensure the optimization of Clean Development Mechanism for the Philippines,” he added.

De Montaigne said each project is expected to deliver P200 million to the host communities where the plants are located during the first year of its operations and P9.3 billion each in estimated economic benefits over the 25-year contract period.

“The estimated economic benefit of each project will deliver significant social benefits to the local community.

The plants will also help mitigate climate change through collection and utilization of agricultural waste and development of sustainable forestry,” de Montaigne said.

at least, we would have more power plants... the bottomline is, we should have cheaper cost of electricity compared to other cities. our city needs to compete :)

that's how i think of it too... most potential investors would start investing in iloilo next year, knowing that by 2010, the energy problem of iloilo would be stable. a little more like strategic positioning. pero, let us not yet rest on our achievements. there are still a lot of problems waiting to be addressed :cheers:

Once power is OK, the NEXT biggest challenge is to LURE more investors to invest in ILOILO CITY and hopefully MIGEDC area will be included as well! :banana::banana::banana:

Farmers pin hope on native chickens

ILOILO CITY – Success for farmers in Western Visayas will hopefully spring right from their own backyards as the region prepares for the full-blown commercialization of its native chicken.

In a forum on Dec. 8-9, agriculturists, farmers, academicians, researchers and businessmen discussed techniques in the breeding and production of native chicken, locally known as “darag,” as well as its historical development, marketing and business prospects.

“There is definitely a growing market and this means business opportunities for our farmers,” said Joseph Edward Idemne, director of the Western Visayas Agriculture and Resources Research and Development Consortium (Wesvarrdec).

The “darag,” Hiligaynon for “yellow,” is the dominant native strain on the islands of Panay, Negros and Guimaras. It is so named because of its dull yellow-gold plumage with dark brown markings outlining the neck feathers.

Research

The strain evolved from the Red Jungle Fowl (Gallus gallus bankiva), according to a primer of the Philippine Council for Agriculture, Forestry and Natural Resources Research and Development (PCARRD).

Idemne said that with the completion of researches, agencies and advocates of “darag” chicken have focused on its commercialization.

Agencies and state colleges and universities under the consortium have been conducting researches on the indigenous strain for the past three years. The earliest studies were conducted in 1985 by the West Visayas State University, spearheaded by Dr. Bernabe Cocjin, a retired animal scientist and former school president.

Researches were also conducted by the Department of Agriculture, Capiz State University, School of Technology (Sotech) and College of Management (CM) of the University of the Philippines in the Visayas, Iloilo State College of Fisheries-Dingle Campus, Aklan State University, and the Central Philippine University.

The agencies and institutions developed a breeding system for the conservation, improvement and utilization of the “darag.”

The rooster, locally called “labuyo,” has red wings and hackles with black feathers on its tail. The hen, also called “darag,” is typically yellowish brown.

Eggs hatch from 18 to 21 days and go through brooding for 20 days. They become matured and ready for slaughter between 75 and 120 days after they undergo a “hardening” stage when they are prepared for rugged conditions to ensure survival.

Demand for native chicken has significantly grown in recent years because of its distinct taste compared to broilers and the growing recognition of its nutritious value.

Leaner meat

“Darag” chicken is preferred because of its leaner meat and sought-after flavor attributed by scientists to amino acids, such as aspartic and glutamic acids. Its eggs and meat also have less cholesterol.

Aside from the popular “lechon manok” (whole roasted chicken rubbed with spices and stuffed with lemon grass), the “darag” is in demand for popular dishes like “adobo” (chicken stewed in vinegar, soy sauce and spices) and “tinu-om” (chicken soup with spices and small knot of lemon grass and placed on layers of banana leaves).

Idemne said demand in Iloilo City alone had reached some 600,000 chickens yearly, with restaurants and barbecue stands among the main buyers.

“Our problem is the supply,” said Idemne.

Feljean Cagape, a “darag” breeder from Barangay Panginman in Leon town, said he could not meet the demand from buyers from the neighboring towns of Oton, Tigbauan, Alimodian and San Miguel in Iloilo.

An agriculturist who started breeding the chicken in 2003, Cagape earns a profit of P26 for every “darag” he sells, mostly to “inasal” vendors. The chickens weigh from 750 grams to 1 kilogram and cost P120 to P180 per kilo.

More profits

“It is more profitable because it requires less feeds, water and maintenance compared with broilers and hogs,” Cagape said.

Business opportunities are not limited to selling heads for slaughter. Farmers can also invest in selling eggs, day-old chicks and hardened chicks.

Advocates of “darag” hope that with the dissemination of the results of scientific research and development and with the success of farmers who have ventured into the business, more farmers and investors will grab the business opportunities to provide livelihood to rural communities.

“They can go into any part of the processes. There is business opportunity at every stage,” Idemne said.

mas namit guid man ang native chicken especially in ilonggo cookings like tinola nga manok, roasted chicken or binakol na manok kay it has its own distinct taste. although some people who grew up having "white leg horns" on their tables would somehow disprove this. hehehe. :lol:

Iloilo firecracker industry down 40%

MANILA, Philippines - The pyrotechnics industry in Iloilo is feeling the economic pinch, experiencing a slowdown in production and sales by as much as 40 percent, an online news site reported.

The News Today reported that Danilo Gizon, president of the Arevalo Pyrotechnics Association, blamed the situation on the economic crisis.

"Firecracker production is down by 40% due to the crisis," he said.

Gizon said the pyrotechnics industry in Iloilo is hard-hit by the high cost and the scarcity of raw materials and a slump in the sales of their products.

He said they are also feeling the after effects of the 2008 Beijing Olympics, during which Chinese authorities banned the exportation of ingredients used to make firecrackers.

Gizon said that while they buy raw materials from local suppliers, the suppliers merely import ingredients, particularly potassium chlorate, from China.

It was only recently that their suppliers were able to import the necessary ingredients from China, he said.

"Before, we would start getting orders from our dealers in the towns and neighboring provinces as early as October," Gizon said.

Now, he said there is not much movement in the market now because people have less money to spend for firecrackers.

"Sales are weak, so production has also dwindled," he said.

He added they also had to find other sources of paper used in packing firecrackers.

Before, he said makers of firecrackers recycle the paper used in cement bags. But since cement makers are now using plastic sacks, we have to look for other sources.

"Now we are recycling the paper used to pack animal feeds," he said. - GMANews.TV

Despite slowdown, better times for Iloilo seen

ILOILO CITY--The National Economic Development Authority (NEDA) Western Visayas believes the local economy in Iloilo will be better this year despite the economic recession in the US.

Economic growth in the Philippines is expected to rise between 3.7 to 4.7 percent in the first quarter of 2009.

One of the positive developments is that oil prices have gone down since the last quarter of 2008, and the NEDA regional office hopes this will continue until 2009.

But there are some sectors which will be vulnerable to the economic slowdown in 2009.

These are overseas Filipino workers (OFWs), manufacturing, and the export industry. There will be cancellation of contracts or job orders for OFWs as well as for exporters.

However, NEDA Regional Director Ro-Ann Bacal said Iloilo’s economy can recover with the help of the Business Process Outsourcing (BPO) industry.

Investors could look at Iloilo City as an emerging alternative site for BPO enterprises because it is cheaper to invest in the regions than in areas like Metro Manila where operating costs are higher.

She also said export companies will not be greatly affected since the products they sell are mostly essential.

The agriculture industry did well in 2008 despite the devastation brought about by typhoon Frank in Western Visayas.

Bacal recommended that farmers find ways to increase supply of agricultural products this year to avoid price hikes of basic commodities.

She advised to the public to be more practical in spending their money and to set priorities in the commodities they buy.

Bacal also appealed to the public to buy Filipino products because this will help local producers.

She reiterated that the government will boost government spending through more infrastructure projects and school buildings in the first half of this year to help generate employment.

Bacal also urged the local government units to provide incentives to investors to attract more BPO and other Information technology businesses.

I will try to buy a copy of that Entrepreneur Magazine (July 2008 issue). Waffle Time is also there as a FAST GROWING and MOST PROMISING Franchise.

So that I could post the whole info here. So lately the info that we got is around 11 outlets in Indonesia, right? So that means from 4 (July 2008) to December 2008 they were able to add 7 more outlets. Its like 1-2 branches a month! :applause:

Great Job! and heres the thing they started way back in 1998. :)

Still Mang Inasal is like a Jolibee and McDonalds of the "National" scene which came from a "local" particularly ILOILO City.

If the KSA (was it Lew? or UAE or Dubai?) Branch is confirmed... its just a matter of time. Mang Inasal will be an international food chain which has a humble beginning in ILOILO City.

Mang Inasal's expansion was even better compared to Jollibee when it was starting. Mang Inasal in 5 years = 100 branches
Jollibee in 5 years = 10 branches

I think it would be a matter of time if there really would be a Mang Inasal outside the country. And the best part is, it's based (not just started) in Iloilo. :)

So far on the reserve reside... I think this 2008 they opened a few branches in Manila. I think 3-5 years from now Decos will outnumber Teds in number of branches. Teds should assert itself in the market. Innovation is the key, since TEDS is already synonymous with Lapaz Batchoy and of course good marketing strategy (which I believe Decos has a lot given the fact it is handled/managed by the people behind Mang Inasal)

but the population increases, too .. mind you, the competition is stiffer nowadays than in 1980s. Before, it's a battle between Jollibee and McDonalds. Now, more and more national and international brands of fastfood are entering the market, which I believe made Mang Inasal distinct thrive in today's settings. Imagine if they started in 1980s?

looks like TEDs slows down a bit recently. Either the market is not that massive yet or they are being cautious with the economic situation of the country.

Mang Inasal is even popular here in UK. I have several friends who went home and preferred to dine-in in Mang Inasal than other fast food chains in the country. They've said, the taste is good and it's affordable for all.

I found two in ILOILO:

Mang Inasal & JD's

People always came back to these places.

Why? Simple: Ambiance, Food (though affordable they didn't sacrifice quality)
Service and Affordablity.

Not to mention they know fairly well about GREAT locations.

Its your moneys worth and Taste buds satisfied.

Not to mention Waffle Time is also invading the National Market & even the International Market (Indonesia today, Thailand and Malaysia soon.)

i fully support expansions of these Ilonggo brands outside the country. I believe we have the capacity to do so considering the quality of service and food we are offering to them. More power to Mang Inasal and Waffle Time for international expansions.

Locally and nationally, JDs, TEDs and Deco's should continue to strive and consider boarding marketing strategy of Mang Inasal in the future.

If the KSA (was it Lew? or UAE or Dubai?) Branch is confirmed... its just a matter of time. Mang Inasal will be an international food chain which has a humble beginning in ILOILO City.

it cannot expand as fast as MANG INASAL since they are limited to mostly batchoy, obviously, but even though they offer more than that with their sulit meals, they will always be regarded as such. pero hopefully they too can expand

^^ Of course, we should take into account that in 1980, the Phil. economy was at a lower point compared now. Depends really on the situation. Since it's 2009, the economy seems to sag and Mang Inasal hasn't had any new branches yet.

So far on the reserve reside... I think this 2008 they opened a few branches in Manila. I think 3-5 years from now Decos will outnumber Teds in number of branches. Teds should assert itself in the market. Innovation is the key, since TEDS is already synonymous with Lapaz Batchoy and of course good marketing strategy (which I believe Decos has a lot given the fact it is handled/managed by the people behind Mang Inasal)

Just one word for Mang Inasal: KUMBINSING! :banana:

Now, more and more national and international brands of fastfood are entering the market, which I believe made Mang Inasal distinct thrive in today's settings. Imagine if they started in 1980s?

looks like TEDs slows down a bit recently. Either the market is not that massive yet or they are being cautious with the economic situation of the country.

Mang Inasal is even popular here in UK. I have several friends who went home and preferred to dine-in in Mang Inasal than other fast food chains in the country. They've said, the taste is good and it's affordable for all.

I found two in ILOILO: Mang Inasal & JD's

People always came back to these places.
Why? Simple: Ambiance, Food (though affordable they didn't sacrifice quality)
Service and Affordablity.
Not to mention they know fairly well about GREAT locations.

Its your moneys worth and Taste buds satisfied.

Not to mention Waffle Time is also invading the National Market & even the International Market (Indonesia today, Thailand and Malaysia soon.)

i fully support expansions of these Ilonggo brands outside the country. I believe we have the capacity to do so considering the quality of service and food we are offering to them. More power to Mang Inasal and Waffle Time for international expansions.

Locally and nationally, JDs, TEDs and Deco's should continue to strive and consider boarding marketing strategy of Mang Inasal in the future.

hopefully coffeebreak can expand too even though this coffee industry if fast becoming saturated there is always room for another one esp with this price range

i think in the future, if teds will not reevaluate their marketing strategy, they would be edged out by decos... the owners of decos and mang inasal are the same... the sias. if mang inasal can wrestle out with big players in the food industry, there's no reason they cant level the field with teds... and with some of the feedbacks i heard from iloilo-based people, decos batchoy is better compared to teds... tastier and more ingredients. :nuts:

i think iloilo's image is more of a gastronomical center... but for us to have a stable supply of tourist, our province should really give emphasis in developing our heritage sites, since this is one of our top tourist attractions. or maybe someday, we should have theme parks also, zoos, etc... :)

without the backing of Mang Inasal and without the hype Deco's would never get the edge over Ted's (I heard they are looking into expanding to the US in the coming years)

Dairy zones to be expanded
to northern Iloilo

ILOILO City – The dairy zone that has been first established in the first district of Iloilo province will now be expanded full blast to the northern towns to enable other farmers to go into dairy production.

Iloilo Provincial Agriculture Officer Dr. Ildefonso Toledo said that because of the growing population of the Holstein, the high breed cattle from New Zealand that has been shipped through the National Dairy Authority that are now around 500, the other farmers will also be given opportunity to go into breeding.

Dr. Toledo said that in the first district of Iloilo, the establishment of the dairy zone has really been of help because some farmers now formed into a cooperative are able to go into dairy processing and sell the milk produced to the local government units for their feeding programs.

Some of the milk made into milk bars and other by products are being sold in the different outlets, thus, giving the farmers additional income.

Dr. Toledo said that with the expansion of the dairy zone to Ajuy, Barotac Viejo, San Rafael, and Lemery towns will be the new potential sites in northern Iloilo for dairy production. (PNA)

Competition brings the best out of businesses but I just wish nga maga thrive ang mga negosyo nga homegrown sa aton like sa Ted's abi. The business was not an overnight success, it took decades to built up the name and the reputation plus the fact that it brought Lapaz Batchoy into the mainstream market so in a way we owe it to the people behind the business. Instead of hoping that our homegrown businesses would beat the sh*t out of each other, let's just continue to patronize them and promote them kay isa ini sa mga lifeline sang aton ekonomiya.

Who would want here to have Ted's or Deco's go and beat up each other? Sin-o apektado sini kun isa sa ila maputo? Malay nyo isa sa mga pariente nyo empleyado sang mga negosyo nga ini...ano feeling mo wad-an ka trabaho?

A Dinagyang tourists lounge at lower ground floor of SM City-Iloilo yesterday opened and now ready to cater to visitors and balikbayans alike who are in town to witness the city’s premiere celebration next week.

The tourists’ space is a project of City Government, Department of Tourism (DOT), Association of Iloilo Travel and Tours Operators (AITTO), and SM City.

DOT-6 regional director Edwin Trompeta said the lounge is a venue for guests to be guided with tourism information and other assistance they need while staying here.

“This is a very special place for our visitors designed not only to capture the essence of Dinagyang but of Iloilo as a tourism-friendly destination,” he stressed.

At the lounge, guests can read newspapers, drink coffee, seek itinerary assistance, information on where to eat, where to stay and go in Iloilo upon presentation of their return tickets, passports or any travel documents.

The DOT-6 chief expects the lounge will help promote the region’s tourism out of Dinagyang’s spillover.

City vice-mayor Jed Patrick Mabilog said “Dinagyang is the best festival in the country today.”

“We should be able to package and promote it not only in the city or nationwide but the entire world,” he affirmed.

AITTO vice-president Lorna Longno said they are ready with various city tour packages that tourists could choose from adding that “now is the time for you to appreciate what Iloilo has to offer.”

Iloilo City a training center but…

Iloilo City has been recognized as a training center in Western Visayas because of the presence of numerous educational institutions but it should provide employment opportunities to accommodate the huge pool of qualified human resources.

This was the suggestion of Dr. Federico Macaranas, executive director of the National Security Training Center and Asian Institute of Management Policy Center.

Macaranas was here last week during a forum for stakeholders to analyze and learn from the results of 2007 Philippine Cities Competitiveness Ranking Program (PCCRP), wherein Iloilo City slipped to 8th, thus excluded from the Top 7 best performing mid-sized cities.

The city ranked 4th in the 2005 survey.

“Iloilo is a university town because of its excellent universities. You attract people from around the region. They trained, though, after they graduate they don’t find jobs here. The natural tendency is for graduates to go to other cities or around the world,” Macaranas explained.

He stressed the city’s quality of human resources is by far among the best in the country.

Iloilo City produces close to 20,000 graduates a year.

The National Competitiveness Council assessed the city as having an excellent quality of employees or workers but it ranked low in terms of skills enhancement programs and available manpower.

Thus, the policy expert suggested that the city should expand employment opportunities and address concerns on job mismatch to prevent its quality graduates from leaving and working in other cities or abroad.

“To ensure that they stay here after graduation, job opportunities should be made available to them such as developing industries like retirement and other service oriented industries,” Macaranas said.

“This might be a different kind of project or programs that the local government unit and the private sector should do. In terms of skills matching, the solution would be to conduct dialogues between existing industries and academe on job prospects,” he added.

I think the reason for the lack of businesses which would absorb the graduates of the city is due to the flawed educational policies of the government and of the emphasis of the educational institutions in Iloilo city, we ilonggos in general are trained, influenced and encouraged to go to school in order to graduate and become employees later on. ALL graduates are trained to become jobseekers and not as entrepreneurs or business owners. This is the reason why Iloilo’s graduates are leaving the city in droves.

Perhaps this is another reason why Iloilo has fallen behind and lagged behind Cebu, Bacolod (my fellow ilonggos, this is a bitter fact, even Citibank has recognized this when it transferred its operations to this city and left Iloilo to dust), Cagayan De Oro and Davao. We are encouraged, nay, brainwashed to become employees by our schools and universities, not as business leaders and owners or executives. Or even as doctors and lawyers. In metro manila and other highly urbanized areas, schools like ateneo, la salle, UP, USC, Silliman and others trains its students to become owners of businesses, to start businesses and to create businesses. In Iloilo? the familiar tagline of the schools and universities: “enroll at so-and-so and work abroad in just two years!”

Even we forumers are not spared of this. We are located in various parts of the country and of the world, because we have left Iloilo to look for jobs abroad or in manila, to work as nurses, as seamen, english tutors, as programmers, as receptionists and what not. We love Iloilo yet we have to leave it behind because there is not enough work there, there is not enough job opportunities, or if there are, the pay is not commensurate to the work. Thus, the result is that Iloilo city produces high quality graduates and lets other places (manila, cebu, dubai) taste the fruits of its labor.

But could the city support businesses which in turn could also support the employment of ilonggos? Yes of course. This is manifested by many companies that have started in Iloilo and now have expanded outside of it. Major companies like mang inasal, marina, a.m. builders, waffle time, coffeebreak, sarabia optical, medicus clinics, citi square, bombo radyo philippines, queen city development bank, Ted’s batchoy and so many others. Thereby, employing a lot of ilonggos, contributing to the revenues of the city and making the city more attractive to outside investors who are seeking partners in Iloilo. It helps as well that there are many banks in the city which could provide much needed capital to entrepreneurs.

Assume that the owners of these businesses have chosen to become nurses and seamen and programmers instead, we have to ask, could the unemployment rate been higher in Iloilo? Could have the revenues of the city be lesser than what it is now? Could have the economic activity of the city lessened? Where could have their employees gone to if these companies had not existed?

Assume too that we forumers are the owners of the businesses with operations in the city, could we have provided opportunities to our fellow ilonggos? Could we have contributed to the revenues of the city? Could we have made the city more attractive to outside investors? Could we have lessened the number of ilonggos going out, looking for jobs and opportunities elsewhere? I think the most obvious answer is yes.

I'm sure there will be those who will argue that progress of the city lies in the investment of outsiders, either from manila or abroad.

Point taken. But if, assuming that our politicians and leaders in the academe have come together, transcended parochial interests and have marketed the city and have caught the attention of outside investors, Iloilo would be compared by these outside investors to such powerhouses as Metro Manila, Cebu, Cagayan de Oro and Davao. Plus the city will have to jostle with emerging stalwarts such as Dumaguete, Bacolod, Clark/Subic, Naga, Legazpi, Angeles, Gen. San., Zamboanga and many others. What then does Iloilo have that these cities do not have? What edge can our city offer that these cities could not yet offer? What value could Iloilo city give that these cities could not? What could Iloilo offer that these cities could not offer? Could we realistically attract a large share of the investments knowing that our power rates are the highest? Knowing that iloilo’s manpower is leaving the city in full flight? Knowing that there are not enough local businesses that could partner with outside investors because the city hemorrhages its people to other provinces and countries? Knowing that all we ilonggos are ever trained to become are just mere employees?

Is that all we can be even if we have capacities to do more? Even if we have capabilities more than what we are currently using? Mere employees? Mga sulogoon sang mga dayuhan, mga tagalog, mga lasalista, atenista and whoever that comes along? Are we just nothing more than a collection of seamean, nurses, IT programmers and receptionists in far flung places in the world? And yet, we have so many capacities that we can be capable of. Is that all that we can be?

If it will be asked on how can our students start a business when they are poor to start with in the first place, then the answer is, it is the responsibility of the universities and schools to train students where to look for capital, how to raise capital and how to maintain capital. If is for government to assist how these graduates could start businesses, could avail of capital and so on.

Of course, being a nurse or a seaman or an english tutor or even a construction worker is nothing to be ashamed of. These are decent, well respected jobs. These require skill and competence and therefore these people deserve all the respect given by society. However, could there have been a nurse out there, a sea man out there who wanted to own a business in the first place? Could there have been an english tutor out there who wanted to start a manufacturing company were she not an one? Could there have been an IT programmer out there who would have wanted to establish an internet company or rural bank instead? I’m sure there are. However, due to the overwhelming sentiment of society, of Iloilo’s educational leaders, due to the brainwash that one has to be a jobseeker, an employee, a worker, these would be entrepreneurs, would be business owners have instead abandoned their natural inclination and become workers or employees instead (I myself know of two such people).

My point is that the there is too much focus on being an employee to the extent that those who are naturally, or to put it more forcefully, genetically inclined to go into business are discouraged to put up one. They are instead encouraged to go abroad. Thankfully, the owners of the major businesses above mentioned have not succumbed to this call (probably because they are all ethnic Chinese). Educational policies must therefore be geared towards what is more beneficial to society, to the city of Iloilo, not to what is more hip, more expedient or uso.

In effect, iloilo’s cities and universities and to some extent, society itself, are responsible for the loss of manpower, for the flight of qualified graduates.

But I’m sure one will ask too, “what kind of business could our students and graduates put up in the city?” I agree, almost all kinds of businesses are now in the city, from call centers, to hotels to fisheries and poultry. I think then that this is where the role of science and technology comes in. Utilizing technology, one could create something new and of value and make a livelihood out of it. Take for example Mr. Griño, the guy who made an unsinkable rescue boat. He is a centralian graduate, isn’t he? He’s an engineer too. If we say for example that he chooses to manufacture these boats in Iloilo, if he chooses to make a business out of it, if he chooses to share the technology and know-how to others as well, could it be possible that this manufacturing company employ fellow ilonggos, not just centralians? Is it possible that his company could contribute to the revenues of the city? Could it be possible that this company could export these boats abroad to other countries and thereby employ even more people? Could it be possible that his company can become an attractive business partner to outside investors? I think the obvious answer is yes. But then, Mr. Griño is an engineer, trained to become an employee, to become a worker and not trained as an executive. That is why up to now, we have not heard anything new of or any update about his invention.

In essence therefore, I think that while the city should train nurses and seamen, it should not neglect those who are inclined to go into business. Thus, it would be nice if someday we could have as many business owners as there are nurses or seamen in the city. It would better still if we would have nurse-entrepreneurs, or engineer-entrepreneurs.

I think, therefore these are some of reasons why Iloilo city is a training center but could not quite compete and have even fallen behind other cities like Bacolod, Dumaguete and others. It’s sad, but that’s just how it is, we have no power to help our city because we are just employees and nothing more.

Filipino invention goes to Indonesia

MANILA, Philippines—Seeing rice husk left on the fields in Iloilo where he taught as an agriculture professor, Alexis Belonio thought of putting them it to good use: he invented a stove powered by rice husk, whose leftover ashes he used either as a fertilizer or a raw material for fiber cement boards.

For providing a clean alternative to stoves powered by costly fuels like liquefied petroleum gas (LPG), the 49-year-old Belonio received the associate laureate citation of the Rolex Awards for Enterprise in 2008.

He is the first Filipino to get the citation from the luxurious wristwatch brand which annually honors outstanding projects for the poor around the world.

There are already a few cooking stoves fueled by rice husk, a common sight in countries like the Philippines where rice is the staple food. Belonio said the country generates about two million tons of rice husk every year.

But unlike the others which directly burn the husk, Belonio's invention first converts the husk into gas to emit a cleaner flame that does not leave soot.

His invention, which started at the agriculture college of the Central Philippine University, is now ready for mass production. It will be finally commercialized not in the Philippines, but in Indonesia.

He tried popularizing the technology in the country, even uploading a 156-page handout detailing how his rice husk stove can be replicated.

But high production costs and the lack of willing investors kept the invention idle until Belonio finally got a proposal from the Indonesian company Minang Jordanindo Approtech in 2006.

The company, which manufactures agricultural equipment using alternative fuels, was looking for some technology involving charcoal when it came across Belonio's rice husk stove online.

"The need for this technology is urgent in Indonesia," Belonio says. The price of LPG has been rising in Indonesia, as in the Philippines.

"The company is in full support of my research undertakings," Belonio adds. It did not only offer him a job, the company also brought his wife and seven children with him to Indonesia.

The stove is now being sold in Indonesia for 250,000 rupiah (P1,200).

"The distinct feature of this stove is that it employs gasification of rice husks to produce combustible gases," Belonio says. This allows easy cooking as if one is using conventional LPG-fueled stoves.

Belonio was familiar with gasifying rice husk because during his work at the International Rice Research Institute between 1983 and 1986, he used gasified rice husk to run a rice dryer.

In 2003, he attended a demonstration of a wood gas stove in Thailand. He came back to Iloilo with an idea: "I told myself I will design a stove that can use rice husks as fuel."

It took him six months to complete the stove, working with his son Daniel and four other students. The key component of the stove is its air moving device which supplies enough air to produce carbon monoxide and hydrogen, both combustible gases. The stove emits a bluish flame.

"If rice husks can be converted into energy and its by-product be processed further into valuable building materials, this would be an example of complete zero-waste management that we can practice here in the Philippines," Belonio says.

The invention does not only solve the problem of disposing rice husk but also saves users who would shift from using LPG up to P8,000 every year, Belonio said.

The stove consumes about 1.4 kilos of rice husk per hour, the website of the Indonesian company which is preparing to mass produce Belonio's stove said. It can boil 1.5 liters of water in eight minutes. It needs electricity to run the air moving device, however.

Belonio hopes more people will be interested in his stove which not only got him the Rolex Award and a $50,000 (P2.3 million) grant for his project, but also brought him from his P20,000-a-month teaching job to a well-paying position in Indonesia.

He does not mind if other investors would copy his technology, especially since the instruction manual is already online. "The more I share the technology with others, the more I can achieve my goal," Belonio says.

"I also discovered that as freely as I share it, freely I receive more ideas," he adds.

Belonio is now working with his company to develop his other inventions. But the projects of the Filipino inventor supported by an Indonesian company will be fully implemented in East Timor.

"It will be an agricultural project that will empower the poor," Belonio says. He says his company plans to convert 1,000 hectares of farm land into an "agri-biz metropolitan" area where farmers shall be taught how to develop Belonio's inventions, like the rice husk stove, which are mostly agriculture-based.

To improve his stove, Belonio and his son are also thinking of developing rice husk canisters that could just be inserted into the stove and taken out when the husk is consumed.

This will make the stove useful even in urban centers like Metro Manila where there is not much rice husk. The canisters will also store the char which could be turned into either fertilizer or cement board.

Belonio is also using the technology behind his stove to develop other cooking equipment, like the one he recently completed which uses coal, which is abundant in Indonesia. "A big coal gasifier stove was also built for industry application, and is now being used in a bakeshop in Jakarta," Belonio says.

He also misses being in the Philippines, especially in Iloilo where his stove began. But he admitted that he and his family are better off in Indonesia "financially."

Belonio was formally awarded during a ceremony in Makati City on Wednesday. "To be honest, I did not exert any effort towards this end," Belonio says. "I simply filled out the application form sent to me by the Rolex coordinating office in the Philippines."

He was surprised when he was informed that his project was selected out of 1,500 entries from different countries.

One of the top five winners, included in the list of 2008 Laureates, is Tim Bauer, an American who won for introducing a pioneering technology to make tricycles using two-stroke engines cleaner and more cost-efficient in Vigan City, Ilocos Sur and and Puerto Princesa City, Palawan.

City gears up for an array of local festivals

ILOILO City Government is expecting some 1.5 million visitors who will witness the three-day highlights of Dinagyang Festival 2009, slated January 23-25, and other local festivals.

City Mayor Jerry P. Treñas said everything is in place for the Dinagyang Festival, including security forces, sanitation, tribes' performances, contests, trade fairs and exhibits, food festival and entertainment galore.

Treñas said that aside from the yearly Dinagyang fest, the city is also preparing for the grand celebration of Chinese New Year slated on January 29.

On February 2, the city's Jaro district, home to some of the country's most affluent families, will be celebrating the feast of Our Lady of Candles. The Jaro Fiesta is famous for its multi-million peso cockfight derbies, with cockfighting enthusiasts coming from the different parts of the country.

On February 14-15, Iloilo City will play host to the Paraw Regatta Festival, the annual boat race among local outriggers along the Iloilo and Guimaras straits. (Lydia C. Pendon)

WHEN the Philippine Medical Association contingent came to Panay Island to offer assistance to Ilonggo, Antiqueño, Aklanon and Capiznon victims of typhoon Frank, very few knew about the bighearted name behind the generosity.

Now, even if Wanders, the world-renowned, dance and acrobatic extravaganza is booked to perform for free during the awarding ceremonies of the Dinagyang 2009, again, very few know about the bighearted name behind the generosity.

Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and Chief Executive Officer Efrain C. Genuino or “Kuya Efren,” to friends, has been with Panay, particularly Iloilo Province and Iloilo City in abundance and in need.

With his pronouncement in the Kalibo Ati-atihan Festival last week that he will help the Department of Tourism by bringing in investors, Genuino becomes more relevant to Iloilo City and Iloilo Province.

The Philippine economic sector has identified tourism as a strong enterprise for development. And Genuino is not only talking about tourism. He has actually been doing it!

Genuino is now at the helm of a gigantic tourism project: Ang Bagong Nayong Filipino Entertainment City. Entertainment City is Genuino’s move to transcend Pagcor’s gaming activities - Genuino is making a shift from gaming to culture and arts and entertainment.

Cut in business name registration fee lauded

Iloilo City (21 January) -- The Iloilo Business Club(IBC)and the regional office of the Department of Trade and Industry (DTI) lauded the recent move of Trade and Industry Secretary Peter Favila to temporarily cut the business name registration fees by half.

Favila through Department Administrative Order No. 09-01 series of 2009 which he signed on January 12, 2009 has ordered the temporary reduction of business name registration fee by 50 percent for the next six months starting January 15, 2009.

Under DAO 09-01 series of 2009, all those applying for a new business name or renewing an existing business name will be charged a registration fee of P150.00 an amount 50 percent lower than the original fee of P300.

"This is good news, this is a come-on for would be entrepreneurs, even those who have been investing their money in the banks to engage even in small business for a start," said Leah Lara, IBC Executive Director.

Lara added that the reduction will be a big boost in the on-going campaign to promote entrepreneurship.

On the other hand, DTI 6 Director Dominic Abad cited this recent move of Secretary Peter Favila as significant in the on-going efforts of the government to create jobs, protect the poorest of the poor and the displaced overseas and domestic Filipino workers and enhance competitiveness to soften the possible impact of the global financial crisis.

"This will lead to more business activities that would generate income and employment in the region which are now the top priorities of the government in preparation for the global rebound," said Abad in a DTI press release.

He added that the move will further entice the very enterprising sector of the region who would like to venture into a business. (PIA) [top]

WHEN the Philippine Medical Association contingent came to Panay Island to offer assistance to Ilonggo, Antiqueño, Aklanon and Capiznon victims of typhoon Frank, very few knew about the bighearted name behind the generosity.

Now, even if Wanders, the world-renowned, dance and acrobatic extravaganza is booked to perform for free during the awarding ceremonies of the Dinagyang 2009, again, very few know about the bighearted name behind the generosity.

Philippine Amusement and Gaming Corporation (PAGCOR) Chairman and Chief Executive Officer Efrain C. Genuino or “Kuya Efren,” to friends, has been with Panay, particularly Iloilo Province and Iloilo City in abundance and in need.

With his pronouncement in the Kalibo Ati-atihan Festival last week that he will help the Department of Tourism by bringing in investors, Genuino becomes more relevant to Iloilo City and Iloilo Province.

The Philippine economic sector has identified tourism as a strong enterprise for development. And Genuino is not only talking about tourism. He has actually been doing it!

Ang Bagong Nayong Filipino - Entertainment City which has started reclamation in Manila Bay will cover 700 hectares and has the initial foreign investment of US$15 billion without Philippine Government equity. NOw he is trying in Dinagyang.... I mean let us give the festivals its own worth and focus on the cultural and religious perspective.. if he would help in whatever way,, he can always do it.. but not to the extent of using the activities for his ambitions.. which is obviously a machinations of traditional politicians..

Training, counseling for bizmen slated

ILOILO City – The Department of Trade and Industry (DTI) here in Western Visayas is set to provide free entrepreneurship training and business counseling services for entrepreneurs starting January 27, 2009.

DTI-6 Director Dominic Abad said the program called “A Responsive and Innovative Strategy for Entrepreneurship” or ARISE, aims to promote the development of new enterprises, provide alternative sources of income for the unemployed and assist existing entrepreneurs or enterprises improve their competencies.

ARISE will be simultaneously launched in all the DTI Provincial Offices in the region on January 26.

The program has four components that include Basic Entrepreneurial Training, Business Idea Generation, Specific Assistance and Monitoring and Evaluation.

Abad said the DTI will be closely working with the Business Development Service Providers (BDS) in the conduct of this program. They will also involve other agencies especially members of the Small and Medium Enterprise Development Council like the Technical Education and Skills Development Authority, Department of Science and Technology and Department of Agriculture.

Each participant will be provided with a kit containing the Service Guide of the DTI and other agencies, guide on how to prepare a Business Plan and Financing Programs for MSMEs.

Also, Entrepinoy tapes will be available for showing to those who are interested to start-up a particular project during the training.

Abad said the conduct of the program is in response to the call of Secretary Peter Favila to create an emergency employment and livelihood projects which focuses on helping people especially the jobless to start small businesses.

“In this way, jobs will be created which means more income for people in the countryside to pump the economy,” said Abad.

Earlier this year, the DTI was among the agencies mobilized by President Gloria Macapagal-Arroyo to embark on a massive training and development programs on how to start a business to soften the possible impact of the global financial crisis.

No recession, but growth subdued — Metrobank

CEBU CITY — The good news is the Philippines will not slip into recession, although the full impact of the global economic crisis will be felt this year.

Thus, growth would be subdued, with the economy seen to expand by only 3.4% this year, the research team of Metropolitan Bank & Trust Co. (Metrobank) projected in its economic weather report.

On the back of a gloomier outlook for domestic demand in view of lower remittances from overseas Filipino workers, Metrobank researchers expect the Bangko Sentral ng Pilipinas to further slash its key policy rates in its next policy meeting this Thursday. The central bank slashed the key interest rates by half-a-percentage point last month.

There will also be downward pressure on the short-term and long-term rates of government securities and the budget deficit is projected to widen beyond the P102-billion ceiling programmed for this year because of government’s bigger expenditures for its pump-priming activities and lower revenues due to a decline in trade and other business activities.

In its economic weather report, Metrobank’s corporate research department said the economy grew by a modest 4.6% in the third quarter of last year as high prices reined in consumer spending and the service sector, hit by weak demand due to the global crisis, was outperformed by industry. Last year was also bleak for foreign trade as exporters and importers were hit by declining demand.

The government, which is scheduled to report the official growth rate for 2008 this Thursday, said last January 22 that it expects the economy to have grown a seven-year-low 4.2%-4.5% last year, from a three-decade peak of 7.2% in 2007.

Exports are seen to further contract and continue to drag the economy down this year.

Despite this, Metrobank’s research team said the Philippines will draw strength from business process outsourcing companies and overseas Filipino workers remittances.

Inflation will be a bit lower at 7.4% this quarter and will further go down to an average of 5%, as oil and commodity prices continue to ease. This would be much lower than the average 9.3% last year, but almost double the 2.8% in 2007.

"Upside risks to inflation outlook, however, remain," the researchers warned, citing tight demand-supply conditions in the global commodities market, the pass-through effect of the weaker peso on retail prices, and the still-elevated core inflation, which strips out volatile food and fuel prices.

Meanwhile, the peso is projected to weaken further as exports and remittances continue to decline. The Metrobank report said the peso would average at P49 to a US dollar in the first quarter and P53 to a dollar by yearend if the current risk aversion remains.

But early signs of recovery in the global economy towards yearend and the possibility that risk aversion will ease and the dollar comes under pressure could boost the peso to as strong as P43 per dollar.

"This is not very likely, though, given that there are still a lot of unresolved issue emanating from the US that tends to magnify, rather than minimize, the current regime of risk aversion by the market," the report stated.

Despite the gloomy outlook, Metrobank still targets to equal this year its 12% deposit growth rate in the Visayas in 2008, penetrate the credit card market in Cebu through its depositors and top its 2008 consumer loan growth of 52%.

Bernardo Tocmo, Metrobank first vice-president and head of the Visayas region, said this will be achieved with the further expansion of their branch network.

Three more branches will be opened in Cebu this year aside from the two new branches that were opened last week. The bank now has 34 branches in Cebu as well as 65 onsite and offsite automated teller machines.

Mr. Tocmo said they will also open two branches in Eastern Visayas, one in Sogod, Southern Leyte by March and another in Naval, Biliran. There are also plans to open branches in Bacolod and Iloilo cities in Western Visayas. There are a total of 74 branches in the Visayas. — Marites S. Villamor

BPO firm assures to stay in Iloilo

THE country’s leading business process outsourcing (BPO) firm TeleTech is not leaving Iloilo City because of the effects of the global financial crisis.

On the contrary, it is even planning to expand operations in this southern city.

This was assured by TeleTech Philippines Vice President Brian Wenrick after confirming its trust and confidence on the local government. It debunks reports that it is retrenching some employes in the country.
Wenrick said many companies in the United States and Europe have already collapsed due to the global economic meltdown. However, the country’s economy is strong and TeleTech continues to enjoy the trust of its clients globally.

There is no reason for TeleTech to leave the country to settle in other places, Wenrick said.

On the other hand, TeleTech Iloilo site director Mark Belcher said he is enjoying his work in this city and is recommending the call center’s expansion program from its 800 seats to 1,000 seats this year.

Current employee count of TeleTech Iloilo is 1,350 employees including call agents but is targeting some 1,600 employees. The Iloilo facility is one of the country’s 13 sites that employ more than 20,000 employees nationwide.

50% registration fee cut

Iloilo City -- A fifty percent discount in business name registration fee can now be availed by sole proprietors in this region starting this January.

Department of Trade and Industry 6 (DTI 6)Information Officer Ruby Melliza said the temporary cut in business name registration fee took effect last January 15 and will be implemented for six months citing Department Administrative Order (DAO) 09-01, Series of 2009 issued by Secretary Peter Favila last January 12.

DAO 09-01, Series of 2009 reduced the fee for registration of new business name or renewing business name to P150 from P300.

The DAO covers only sole proprietorship businesses since registration of corporations, partnerships and cooperatives has been excluded from the coverage of Act 3883 or the Business Name Law as amended with the issuance of DAO 11, series of 2008.

"Those who plan to open their business should take advantage of this temporary slash," urged Melliza.

The move aims among others to promote the opening of new enterprises from new entrepreneurs out of displaced Filipino domestic and overseas workers.

Melliza said registrants can visit the DTI Provincial Office nearest them for further details about this latest effort of the department as well as other activities in line with their livelihood and employment-generation programs.

She cited the free training on new entrepreneurs that will be conducted in all DTI provincial offices on January 27 under their program called "A Responsive and Innovative Strategy for Entrepreneurship" or ARISE.(PIA/PN)

Province extends tax amnesty

Good news to all real property taxpayers in the province of Iloilo! A tax amnesty will be extended to those delinquent real property taxpayers effective until March 31, 2009.

Authored by Third District Board Member, Atty. Arthur “Toto” R. Defensor, Jr., a first ordinance for the year 2009, relative to the proposed extension of the grant of tax relief is expected to be approved and adopted today, January 27, 2009, during the 4th regular session of the Sangguniang Panlalawigan.

It will be recalled that the 9th Sangguniang Panlalawigan (SP) has granted tax relief to delinquent real property taxpayers with respect to penalty, surcharge, and interest, effective until December 31, 2008, through Provincial Ordinance No. 2008-077, which spelled over P48.6 million in penalties to be condoned. The said ordinance was also sponsored by Board Member Defensor, which was unanimously supported, and adopted by the SP body.

Contained in a 42-paged report, and included in today’s agenda, Board Member Defensor, Jr., championed the plea of the affected Ilonggos.

As Chairman of the Committee on Ways and Means, Board Member Defensor stressed that “The Committee is mindful of the fact that the taxpayers sought to be benefited by the grant of tax relief under Provincial Ordinance No. 2008-077, are still recovering from the effects of typhoon “Frank”. The clamor before the Office of the Provincial Treasurer, the resolutions passed by the different municipalities, and the sentiment from the agricultural sector, as represented by the letter of the Iloilo Fish Producers, Inc., are truly reflective of the public pulse. To exemplify the situation, the farmers whose crops were devastated by typhoon “Frank”, and the fish producers who suffered the same fate, have just harvested their produce, or are still anticipating harvest in the first quarter of this year.”

“Be that as it may, there is more than good reason to extend the grant of tax relief to real property taxpayers. It is clear that, it is necessary, and is in the best interest of the people of the Province,” Defensor added.

The grant of tax relief under Provincial Ordinance No. 2008-077, is premised on the need to alleviate the financial burden of the people of the Province, as they continue to recover from the damage caused by typhoon “Frank”. It finds support under Section 192 of the Local Government Code of 1991, which provides that the local government units may, through an ordinance, grant tax relief under such terms and conditions, as they may deem necessary.

Coursed through Governor Niel D. Tupas, Sr., the request for extension of the grant of tax relief was deemed necessary “to give ample time for delinquent real property owners to pay their taxes”. Mrs. Corazon Estelita S. Beloria, Officer-in-Charge, of the Office of the Provincial Treasurer, related that her office has been receiving requests from a significant number of real property taxpayers, for the extension of the grant of tax relief. And considering the clamor of the real property taxpayers for the sought extension brought before the attention of Governor Tupas, the latter favorably recommends for a period of three (3) months, or until March 31, 2009.

Likewise, the Iloilo Fish Producers Association, Inc., passed a resolution requesting the Sangguniang Panlalawigan, to extend the grant of tax relief after the December 31, 2008 deadline. The Sangguniang Bayan of the municipalities of Batad, Pototan, Barotac Nuevo, Lambunao, Duenas, Mina, Ajuy, Janiuay, and Bingawan, also passed resolutions of like nature, seeking for the extension of tax amnesty.

According to Board Member Defensor, Jr., “The proposed extension of the grant of tax relief is necessary in order that the Provincial Ordinance No. 2008-077, may truly fulfill its objectives of helping the people of the Province, especially the agricultural sector, as they continue to recover from the effects of typhoon “Frank”.” (Von D. City offers tax incentives for investors

THE City Government of Iloilo City is offering a tax incentive package to attract more business investors in the city.

Mayor Jerry P. Treñas said he is organizing a group composed of government and private sectors to make investing in the city more attractive.

Treñas said the scheme is expected to deflate the adverse effects of global economic crisis and make Iloilo City an attractive place for investors.

He said big businesses with more than P50 million in capitalization will enjoy the incentives on real property and business taxes. The incentives will expectedly pave the multiplier effect not only on capital but also on employment opportunity, small and medium entrepreneurship and other livelihood undertakings.

Treñas has issued Executive Order, calling for the reorganization of the Anti-Poverty council by amending EO 35 Series of 2005.

The Iloilo City Anti-Poverty Council (ICAPC) is chaired by Treñas, with Councilor Jose Espinosa III as vice chairman and executive director.

The 2005 executive order and all other orders inconsistent with the new provision are modified accordingly. (LCP)

THE city government here is trying to attract big business to invest in this city now to avail of a package of tax incentives.

Mayor Jerry P. Treñas said he is organizing a group composed of the government and private sectors to make investing in this city attractive by providing additional tax incentives in three years.

Treñas said the scheme is expected to deflate the adverse effects of global economic crisis and make this southern city an attractive place to invest by big business.
The city chief executive said that big business with possibly more than P50-million capitalization will enjoy the incentives on real property and business taxes that will expectedly pave the multiplier effect not only on capital but also on employment opportunity, small and medium entrepreneurship and other livelihood undertakings.

On the other hand, Treñas issued Executive Order No. 03-A Series of 2009 dated January 19, 2009 by calling for the reorganization of the Anti-Poverty council by amending EO No. 35 Series of 2005.

The Iloilo City Anti-Poverty Council (ICAPC) is chaired by Treñas with Councilor Jose Espinosa III as vice chairman and executive director of the council. Members are city planning officer Jose Roni Peñalosa, legal officer Giovani Alfonso Miraflores, ICUPAO chief Rony Firmeza, city health officer Dr. Urminico Baronda, city agriculturist Josegil Parreñas, city veterinarian Dr. Tomas Forteza, city Engineer Llane Opinion, city tourism officer Benito Jimena, PESO officer Josephine Agudo, executive assistant Ma. Gracia Chua, DTI Regional Director Dominic Abad, DOLE Regional Director Aida Estabillo and city investment incentives board chairman Ernesto Borromeo.

The 2005 executive order and all other orders inconsistent with the new provision are modified accordingly.

Villar encourages more
power sector investments

SENATOR Manuel “Manny” Villar urged for more investments in the electric energy industry to avert the effects of the power crisis gripping Panay Island.

Villar said there are many private investors who want a piece of the energy sector “but somehow these investments are not being shared to Panay.”

“There are many businesses who want to put up power plants and I think we should encourage them to put up here in Panay. We already know the areas that lack power and the investments should come in those areas. The government should only guide those interested and investments will surely materialize,” the former Senate president said.
While he has his own stand on various sources of energy, Villar said stakeholders should look at the capacity and viability of electricity sources to be tapped.

Villar said the power problem in Panay has been neglected for some time already and it is only now that it was given importance by the national government.

“It is time that we face and solve this problem. It is time that we prioritize Panay,” he added.

DOE ACTIONS

During energy summit in Cebu last January 14-16 (see banner headline), the Department of Energy (DOE) proposed some actions to cushion the effects of the energy crisis in Visayas.

The DOE will study the open access to other electricity sources as alterative solution to facilitate the Visayas augmentation program.

The energy department will also issue a circular to all its agencies, electric power industry participants, consumers and other stakeholders to adopt measures that will ensure adequate and reliable power supply in the Visayas grid, particularly the islands of Cebu, Negros, Panay and Bohol.

The DOE also set March 31, 2009 as the deadline for the finalization of the implementing rules and regulations of the Renewable Energy Law.

The energy department will also push for programs that promote sustainable use of energy, participative governance and tapping of more traditional and renewable sources of energy.

City gov't to offer incentive package to investors

In anticipation of the possible effects of the global financial crisis, the city government will formulate an incentive package in attracting investors like the Megaworld Corporation.


Mayor Jerry Treñas said they will first create an incentive board that will primarily design an incentive package for the investors. The incentive package will center in giving incentives through business taxes and building incentive taxes.

The presence of investors in the city will provide continuing jobs to the Ilonggos from the construction phase of their edifice and final completion of the business, said Treñas.

The board will be composed of Councilor Jose Espinosa III, chair of the committee on economic affairs of the Sangguniang Panlungsod, Majority Floor Leader Eduardo Peñaredondo, chiefs of office of the City Planning and Development Office (CPDO), City Treasurers Office and City Assessors with the Local Incentive Board headed by June Borromeo, said Treñas.

The incentive package is the city’s approach in attracting investors. It will serve as go signal for the investors who are in “wait and see attitude” during this time. The investors are still apprehensive to pour their investments because of the financial market.

The effects of the global financial crisis are projected to be felt by Filipinos in the first quarter of 2009. The global crisis blocks the investors from further investing in different kinds of business.

Initially, the incentive package will cover a 3-year period for businesses with P50 million investments and above and investments for Small and Medium Enterprise (SMEs) engaged in business such as coffee shops.

The businesses that will employ certain number of workers can avail of the incentive package. The incentive package is also aimed to enhance the interest of Megaworld Corporation to start their project at the old Mandurriao airport area.

The Megaworld has yet to start their project at the old airport. It was learned they are preparing all the required permits prior to the construction proper of their work and play investment.

SINCE we featured here a new political scenario that Iloilo City Mayor Jerry Treñas would rather seek a Senate post next year rather than eye for a congressional seat, we have been receiving many reactions, majority of which are favorable to the handsome mayor.
The young and dynamic mayor is talented and much qualified for the position.
If elected to the Senate, he could bring back the grandeur that was Iloilo.
Ilonggos and even Cebuanos all over the country will undoubtedly support him.
By the way, Mayor Jerry’s grandfather Potenciano Treñas was a senator in the 1930s.

Rice boom noted in Visayas
Monday, February 2, 2009

ILOILO and Negros Occidental helped push Western Visayas to become the second top rice producing region in the country in 2008.

Western Visayas had total palay production of 2,117,598 metric tons (MT) last year, said a report by Department of Agriculture (DA) Regional Director Larry P. Nacionales.

In his report to the national office, Nacionales said the region contributed 12.52 percent to the country's rice production output with an average yield of 3.28 MT per hectare. It posted a 7.41 percent increase in total area planted with palay from 601,595 hectares in 2007 to 646,197 hectares in 2008. This subsequently raised the regional rice sufficiency level from 110 percent in 2007 to 116 percent in 2008.

The region contributed 18.10 percent to the national production growth rate.

The provinces of Iloilo and Negros Occidental contributed 942,286 MT and 432,527 MT, respectively.

Iloilo City, on the other hand, had an impressive production growth of 14.44 percent due to intensified use of location specific interventions, active participation of LGU agricultural extension workers, and favorable weather conditions.

At the provincial level, Iloilo and Negros Occidental ranked 3rd and 9th in rice producing list.

Other provinces that also posted increases in rice production are the province of Capiz (318,134 MT), Antique (244,354 MT), and Guimaras (50,979 MT).

The province of Aklan suffered a production setback, an 11.52 percent downfall in rice production, caused by a decrease in areas planted with palay, pest infestations, and occurrence of diseases like rice blast, blight, tungro, and steam borer in 2008.

The DA report showed that Central Luzon is top rice producing region with production of 3,043,956 MT, Cagayan Valley is 3rd with 2,094,373 MT, Ilocos region is 4th with 1,676,980 MT, and SOCCSKSARGEN is 5th with 1,234,868 MT in 2008. (LCP)

Close this MANILA, Philippines -- The Philippines and the United Arab Emirates (UAE) have reached a bilateral accord allowing 89 more flights between the two countries.

Civil Aeronautics Board (CAB) deputy director Porvenir Porciuncula said flag carriers of both countries would have an additional five weekly flights on top of the current nine flights connecting Manila to Dubai and Abu Dhabi, the capital of UAE.

Carriers of both countries were also granted 42 additional flights a week to Clark from Dubai, Sharjah and Abu Dhabi.

The airlines may also add 21 more flights a week between Cebu and points in the UAE—Sharjah, Dubai or Abu Dhabi.

Previously, airlines were allowed to fly five times a week to either Clark or Cebu from the UAE.

An additional 21 weekly flight frequencies were allowed for points other than Manila, Clark and Cebu—such as Davao, Iloilo, Laoag and other destinations.

The bilateral air talks were held in Abu Dhabi from January 28 to 29.

The air deal was sealed on Thursday.

Also supporting this initiative are the Philippine Software Industry Association (PSIA), the National ICT Conference of the Philippines and the Business Process Association of the Philippines (BPAP).

Bizspark—which was launched globally in September 2008—aims to give software startups access to current full-featured Microsoft tools like Windows Server, SQL Server, SharePoint Portal Server, among others, with no upfront costs and minimal requirements.

To qualify for the three-year program, software startups should be privately owned, less than three years old and have less than $1 million in revenue.

“We want to promote this to as many people as possible,” said Jay Joson, Microsoft Philippines’ director for developer platform evangelism.

Joson said Microsoft is targeting between 80 and 100 startups in 2009 and that they will increase this target every year. CICT, meanwhile, will handle the verifying of applications from firms interested in the program.

Joson added that the 3,000 new jobs is realistic because based on their studies (in the US) there are about 20 employees in the average startup firm. If Bizspark can get some 300 startups in the country in the next three years, and if only half succeed, that will amount to 3,000 jobs, he said.

He noted that the biggest advantage in joining Bizspark is the access these small businesses get to potential investments by tapping into Microsoft’s global network.

According to Microsoft, startups will have the opportunity to be promoted in their online directory where the company will promote promising startups to potential investors, clients and partners.

“If there is a great idea can just put in money,” said Joson.

Meanwhile, Beng Coronel, president of PSIA, agreed that Bizspark will spur investments in the local software development sector.

She said while Bizspark’s economic effects will not be felt immediately, she noted it will be effective in terms of laying the groundwork for the eventual rebound.

”It’s about giving [startups] a head start, so they can move to the next level,” she said.

She estimated that there are over 300 software companies in the Philippines and added that despite the slowdown in the global market, she is confident that investors will look beyond the crisis and towards the innovation of these firms.

She further added that the local software industry grew “over 30 percent” from last year, and that the PSIA is maintaining its goal that this sector— valued at over $400 million—will be a multibillion-dollar industry by 2010.

For his part, Secretary Ray Anthony Roxas-Chua III, who chairs the CICT, said the collaboration between Microsoft and CICT will help grow the nonvoice outsourcing sector, which includes software development.

The global slowdown has already affected the fast-growing outsourcing sector. The BPAP recently announced that it missed its 2008 employment target by 20,000 workers.

PSIA statistics show that 94 percent of software outsourcing clients come from the US, Japan and Europe, which are in recession.

But the CICT head said Bizspark may help their programs, particularly in spurring growth in the so-called next-wave cities, top outsourcing destinations outside Metro Manila and Metro Cebu. The list includes Metro Laguna, Iloilo City and Davao City.

“We want to put in our efforts to make sure this industry does well because as we all know, it translates to a lot of additional jobs,” he said.

More flights between RP, UAE in new deal

Close this MANILA, Philippines -- The Philippines and the United Arab Emirates (UAE) have reached a bilateral accord allowing 89 more flights between the two countries.

Civil Aeronautics Board (CAB) deputy director Porvenir Porciuncula said flag carriers of both countries would have an additional five weekly flights on top of the current nine flights connecting Manila to Dubai and Abu Dhabi, the capital of UAE.

Carriers of both countries were also granted 42 additional flights a week to Clark from Dubai, Sharjah and Abu Dhabi.

The airlines may also add 21 more flights a week between Cebu and points in the UAE—Sharjah, Dubai or Abu Dhabi.

Previously, airlines were allowed to fly five times a week to either Clark or Cebu from the UAE.

An additional 21 weekly flight frequencies were allowed for points other than Manila, Clark and Cebu—such as Davao, Iloilo, Laoag and other destinations.

The bilateral air talks were held in Abu Dhabi from January 28 to 29.

The air deal was sealed on Thursday.

IN response to continued slowdown in the global economic situation, the local technology sector has announced its own kind of stimulus package seen to promote entrepreneurship and to provide support for software startups, considered the backbone of the industry.

Last week,Microsoft Philippines—along with the Commission of Information and Communications Technology (CICT)—launched the initiative Bizspark, which in three years is projected to create some 3,000 news jobs and an additional P3.7 billion in revenues.

Also supporting this initiative are the Philippine Software Industry Association (PSIA), the National ICT Conference of the Philippines and the Business Process Association of the Philippines (BPAP).

LOCAL government units (LGUs) in Western Visayas will discuss and learn about world-class standards on Real Property Taxes (RPTs) during a forum at Sarabia Manor Hotel and Convention Center on Friday.

The activity will launch the Regional Property Valuation Standard (PVS) Office in Iloilo City as the Land Administration and Management Project (LAMP2) Cluster Center for Visayas.

The program will highlight informative sessions on LAPM2 to be delivered by key project officials providing in the process information on how the stakeholders could take part in improving land administration in the country.
Now on its second phase, LAMP is government’s long-term commitment to alleviate poverty and enhance economic growth by improving land tenure security and efficiency of land markets.

LAMP is funded by the World Bank (WB) and the Australian Agency for International Development (AusAID) and implemented by the Bureau of Local Government Finance (BLGF-6).

BLGF-6 acting regional director Melba Sullivan said real property valuation and taxation is one project component that concerns LGUs.

“The component aims to raise the quality of real property appraisal through the use of valuation standards consistent with the international best practice of adopting a single valuation base for taxation purposes,” she explained.

Sullivan noted they previously focused LAMP capacity-building activities on Iloilo City Government for its Visayas cluster.

This 2009 they are widening the project’s geographical coverage by rolling out LAMP2 activities to LGUs in Region 6.

This 2009 they are widening the project’s geographical coverage by rolling out LAMP2 activities to LGUs in Region 6.

Callbox wraps Global Marketing Seminar in Asia

Third generation jeweler brings innovations to family business

Family businesses aren’t a sure thing. Some last for many decades, while others go pffft when the second or third generation members take the helm.

One family business that’s gaining strength as the years go by is the jewelry business of the Sarabia-Gorriceta family of Iloilo. Amparo Sarabia started a jewelry store in Iloilo. Later on, her eldest daughter, Dr. Sandra Sarabia-Gorriceta (an optometrist following the footsteps of her grandfather, Dr. Federico Sarabia, the first optometrist in the Philippines), also went into the jewelry/pawnshop business with her own shop, the SS Gorriceta, which now has three stores in Iloilo. Now Dr. Sandra’s son, Felix Gorriceta III, is following tradition, heading the jewelry chain store Karat World.

“Growing up in Iloilo, I was exposed early to the business. I have a brother and a sister, but I was the only one interested in the jewelry business,” shares Felix. He recounts that when he was in grade 1 or 2, he already knew how to open the store vault. In high school, he helped out in the store, and listened in when his mom talked with suppliers.

At first, Felix thought he could be a lawyer or go into politics like his father Felix Gorriceta, Jr., who became mayor of the town of Pavia in Iloilo. Felix studied Legal Management in De La Salle University in Manila to prepare for this. But during school breaks, he would help out at the jewelry store his mom put up in the early 90s in Harrison Plaza.

While Felix was in college, his father became ill and his mom had to take care of him more. It was at this point that Felix decided to go into the jewelry business as a career. He went to London to study gemology after college, and when he came back, his father passed away.

Since Felix was the eldest, he had to take care of his father’s business, a sugar plantation. “I tried to take care of it but my heart was not into it,” Felix said. After some time, the family decided to have the sugar plantation just rented out. Felix then focused on Karat World, the jewelry business.

Innovations
Felix lost no time in introducing innovations to the way the family ran the jewelry business. “I made Karat World a brand, not just a jewelry store,” says Felix.

From that one store in Harrison Plaza, Felix grew the business. By the end of this year, Karat World will have 16 stores nationwide, with three stores slated to open this year outside Manila (at the Marquee, an Ayala Mall set to open in May in Clark, Pampanga; in Robinsons Dumaguete; and in Cebu).

How did he do it? It started with knowing his market. “Karat World’s market is the working woman of today. And so we offer basic jewelry that can be worn every day from morning until night,” shares Felix. The store carries a wide assortment of items with a prices ranging from the reasonable to the high end. “We want to tell people that not all jewelry stores are expensive, and that a woman need not wait for a man to buy her jewelry. She can afford to buy it herself!” says Felix.

Based on this profile of their target market, Felix introduced the following innovations to further strengthen his market position:

1. Take out the door in shops to entice customers to come in the stores. “A door creates a barrier between the person and the store. It’s intimidating, not inviting,” he says. At first, his mom was concerned about security, but Felix won her over. Now, Karat World stores are open in front from end to end in the lease area.

2. Create awareness about the brand through the use of media. Felix made sure Karat World’s jewelry are worn by the leading actresses in local teleseryes, and there have been in fact customers coming in asking for the jewelry worn by actresses on Betty La Fea. Felix also mounted advertising campaigns and granted press interviews.

3. Come up with up-to-date designs. “This is very important,” says Felix. But even with modern designs, the jewelry should still be wearable and be attractive to his target market. To ensure this, he observes his clientele and notes what they want. It’s surprising that the tastes of his market vary per location. “In some provinces, people are more conservative and would go for gold jewelry even if white gold is in fashion. In other areas, if you go downtown, conservative designs are in demand. If you go uptown, the experimental designs are what people prefer,” says Felix. He makes sure to stock up on items his market would want in that area. For instance, in Robinsons Galleria, clients are mostly working women. Their bestseller in this location are earrings, and so the store has a minimum of 200 designs on stock, starting at a reasonable price of P1,250 per pair.

4. Introduce a Wedding Station. To make brides-to-be and their fiancés feel extra special, Felix made sure there is a special section in every Karat World that is dedicated to wedding and engagement rings alone. This area also has comfortable chairs where couples can sit and take their time choosing their rings.

5. Offer promotions. Karat World will have a big promotion coming up soon where clients can win a diamond ring.

6. Listen to the staff. “This is to make sure that we hear what they think would be good for the business, what would sell or not sell,” says Felix. He also keeps an open line with the staff, meeting all staff personally upon hiring and telling them that they can write him a note or e-mail him or HR to tell them anything. “We want to help them the best way possible. They can air out anything, be it a grievance or not,” says Felix.

7. Be open to change, even in terms of supply. “We want to give customers the best possible price and so we try to source the best products,” shares Felix. About 80 percent of their merchandise are sourced from Italy and Hong Kong, while 20 percent are made locally—Karat World’s wedding ring line designed by Felix himself. “Here is where my creative streak shines through. I like doing designs for wedding rings,” he says.

8. Try to please customers as much as possible. Felix tells his staff that people use their hard-earned money to buy their merchandise so they deserve the best. And so the store will go out of its way to serve customers, even to make arrangements for the delivery of an engagement ring abroad if the customer wants.

9. Have a website to let people know about the store and its offerings. Selling online is not a possibility given that jewelry is a personal thing, but the website is a way to clue the customer in on what they can see at Karat World stores.

Felix’s mom is still involved in Karat World while still overseeing her SS Gorriceta shops. She is head of finance of Karat World, while Felix is in charge of the creative side. It is interesting to note that Felix’s wife is also in the jewelry business but in another chain, F&C. But everything’s going well in the family and in the business. The innovations are working well, and looks like the business will survive and be passed on to succeeding generations.
