They should cordon off the area, or at least set the minumum boundaries of the emergency scene. This should be standard procedure.

Is there a maintenance facility for all these important vehicles? If there is, it should be ON-SITE, where the headquarters is. Repairs and maintenance should be routine and should be easily performed/accessible by staff.

2003 pa we have 911 same as what the system of 911 in US and Canada but for free:)
yup all emergency deparments , call or text 911 on mobile phone , landline .
we have also 911 computer/ tv vans , 911 ambulances ,911 firetrucks , USAR(Urban Search and Rescue) vehicles , sea rescue units , K-9s , kulang na lang Helicopter which i think will be acquired this year :)

Davao City 911 adapted the concept of 911 that originated in the United States of America. They did not only adapt the concept but the call numbers 911 as well. It is the brainchild of the City Mayor Honorable Rodrigo R. Duterte as part of his peace and order program.
Launched in partnership with the Davao Light and Power Company, whose software – the Electronic Computer Aided Dispatch system or ECAD enables a functional system of saving lives.

The 911 Call Center is responsible for answering emergency calls and logging the appropriate information on the ECAD system. The call takers pinpoint the precise location of the emergency on GIS maps projected on their computer monitors. The information extracted is automatically sent to the dispatcher who deploys the appropriate responder nearest to the scene of emergency.
What is the ECAD System?
ECAD or the Electronic Computer Aided Dispatch System is a computer program developed by the Davao Light and Power Company which is being used by Central 911 to pinpoint the exact location of the emergency. It utilizes GIS maps plotted with grid lines to triangulate location of the caller . It also captures stores and recalls data in an electronic database.

Another pride of Davao City 's 911 is its elite Urban Search and Rescue Unit. Trained by the Army's Special Forces and the Philippine Airforce, this search and rescue unit is equipped with high-tech and cutting edge rescue tools and equipments for various cases like road accident extrications, high-angle operations, swift-water rescues, open sea and deep water rescues, confined space operations, and even animal control cases.

Central 911 is manned by highly trained and competent emergency medical technicians ready to respond to medical emergencies. Each 911 ambulance is equipped with state of the art basic life support and life saving equipment and has communication gadgets linked to the Call Center and the Davao Medical Center . 911 EMS unit caters to pre-arrival and pre-hospital emergency medical care. They also conduct on-line or telephone triage and transport patients to medical facilities.

Another feature of Davao City 's 911 is its very own K-9 unit. Its bomb and drug sniffing dogs were specially trained in Camp Crame . The 911 K-9 unit operates daily at the Davao City International Airport and other strategic places to help curb the threats of terrorism.

Central 911 provides police emergency assistance by dispatching mobile patrol units nearest to the crime scene. The City Government has provided the Davao City Police Office with Mobile Patrol Cars each equipped with radio communication equipment linked to the 911 Call Center.

guess the units are positioned within calculated area of coverage bec general feedback based on news reports say call response time is on average of 5-7mins to arrive on the scene rarely on max 10 min. good thing is they are looking into opening the service coverage in far districs in the south. which means puting up dispatch units

sadly police cordon is an imaginary line in set ups where police arrive last in the scene after 911 fire unit contained half of the fire, flushd the last flame out by volunter chinese fire unit. the government fire unit... uhm, just finished filling their watertanks, arrive, to say thank you to 911 and volunter units.

INSTITUTIONALIZING THE PATROL "117" AS A NATIONWIDE HOTLINE NUMBER
WHEREAS, the threat to peace and order posed by criminality and other public disturbance requires the dedicated efforts of both government and private sectors;
WHEREAS, there is an existing mechanism that promotes peace and order and public safety called PATROL "117";
WHEREAS, the PATROL "117" Program has been institutionalized as per Administrative Order No. 36 dated 3 May 2002;
WHEREAS, there is a need to strengthen and concretize the institutionalized PATROL "117" in order to gain more adherence and volunteers; and
WHEREAS, the adherence and participation of all sectors is of critical importance.
NOW, THEREFORE, I GLORIA MACAPAGAL-ARROYO, President of the Republic of the Philippines, by virtue of the powers vested in me by law, do hereby order:
SECTION 1. Institutionalizing the Hotline "117" Network. – The PATROL "117" Hotline Network is hereby institutionalized as the Nationwide Emergency Hotline Number.
1. There shall be PATROL Hotline "117" Public Safety Answering Center (Call Center) in every Region, Province, City, Municipality and Barangay.
2. The Major Service Responders of Hotline "117" are:
1. The Philippine National Police
2. The Bureau of Fire Protection
3. The Bureau of Jail Management and Penology
4. The Philippine Drug Enforcement Agency (PDEA)
5. The National Bureau of Investigation (NBI)
6. The Emergency Assistance and Response Network (EARnet)
7. The MMDA (for Metro Manila), other agencies like DPWH, DOH, DSWD, PNRC, Boy Scout of the Philippines and Volunteer NGOs
8. Others as affiliated civic sector groups
9. Other affiliated public safety volunteers
3. The Emergency Assistance and Response Network is a network of responders composed of Government and Private Institutions/Non-Government Institution, EMS and Special Rescue Unit of the Bureau of Fire, in coordination with the DPWH, DSWD, MMDA, DOH, Government agencies and with the cooperation of Private Hospitals, Electric Companies, Water Districts, Civil Rescue Group/Organization, Boy Scout and Girls Scout of the Philippines and other affiliated public safety volunteers and civic sector groups.
4. The establishment of the "117" Public Safety Answering Center shall anchor on the voluntary participation of the existing private communication carrier/s operating in the locality.
SEC. 2. Institutionalizing the PA TROL "117" Community - Based Volunteer Network. - PATROL "117" Community-Based Volunteers Network is, hereby institutionalized constituting Volunteer Service Responders Network.
1. There shall be organized a group to advocate, train, organize, mobilize and monitor, (ATOMM) field level implementers of PATROL "117", headed by the Chief of Police of the cities/municipalities as Team Leaders with the DILG C/M LGOOs as Co-Team Leaders and Members from various GOs and NGOs sectors, such as representative of the Office of the Mayor, Municipal/City Liga President, Municipal/City SK Chairman, Dep-Ed, Boy Scout and Girl Scout Coordinators, BFP, BJMP, NGOs and other affiliated public safety volunteers and civic sector groups.
2. There shall be "117" Barangay-Based Volunteers Service Responders, to be organized in various components such as the studentry, Boy Scouts, Girl Scouts, SK and out- of- school youth.
SEC. 3. Institutionalizing the PATROL "117" Development Office. -The existing DILG PATROL "117" Development Group activated by the DILG under the PATROL "117" Commission, is hereby institutionalized to implement the PATROL "117" Program, which shall consist of uniformed personnel of the interior sector, and non-uniform plantilla of the PATROL "117".
1. The Streetwatch Plantilla and IACCAG Plantilla now of the DILG shall be transferred to the PATROL "117" Development Office and shall be called PATROL "117" Plantilla, subject to revision.
2. The said unit shall be headed by a Director with an equivalent plantilla of Director IV, to be appointed by the President, upon recommendation by the Secretary of the Interior and Local Government, subject to Civil Service rules and regulations.
3. The PATROL "117" Development unit shall be staffed with personnel, subject to existing Civil Service rules and regulations.
4. The organization of the PATROL "117" Development office shall have parallel structure in the regional level, headed by a Regional Officer, and in the field level as necessary to monitor in the province, city and municipality of barangay operations.
SEC. 4. The PATROL "117" Commission. - The present PATROL "117" Commission as per Presidential Administrative Order No.36 dated 03 May 2002, in conjunction with Presidential Administrative Order No. 124 dated 02 June 2003 shall continue to exist.
1. The Commission's members are:
1. The SILG and Chairman of NAPOLCOM, as Chairman
2. The Chairman of a Private Sector Organization (Foundation for Crime Prevention), as Co-chairman.
3. The Members are:
1. The Government Sector
* The Department of Education, Culture and Sports
* The Commission on Higher Education
* The MTC Commissioner
* The MMDA
2. The Private Sector
* The Leading Telephone Carrier
* The Kapisanan ng Mga Brodkaster sa Pilipinas (KBP)
* The Bankers Association of the Philippines
* The Filipino Chinese Chamber of Commerce and Industry - The Philippine Chamber of Commerce
3. The Chief, Philippine National Police
4. Four other members, to be selected by the Chairman from the private sector/organization.
SEC. 5. Functions of PATROL "117":
1. Prepare and recommend for the approval of the President proposals, measures and thrust that would effectively respond to the national security and development interest.
2. Prepare and recommend policy on crime prevention, public safety operations of volunteers and stakeholders.
3. Perform such other duties and functions as the President may direct.
SEC. 6. Functions of PATROL "117" Development:
1. Responsible in planning and implementation of the PATROL "117" Program.
2. Institutionalize the Hotline "117" as a nationwide network.
3. Institutionalize the localized Service Responders Network.
4. Institutionalize the ATOMM Team Network (in every city and municipality).
5. Institutionalize the Barangay-Based Volunteer Service Responders Network.
6. Conduct review, readiness test, monitor and evaluate the response capability of all systems in "117" operations.
7. The PATROL "117" Development unit is the Secretariat of the PATROL "117" Commission.
8. Undertake such other duties as the Commission may direct.
SEC. 7. Involvement of Other Agencies of the Government – All Government Agencies are stakeholders in the promotion of peace and order and public safety. Hence, it shall provide necessary support in the general advocacy and the implementation of the Program.
SEC. 8. Participation of the Private Sector. All Private Sectors and NGOs are enjoined to actively participate in whatever capacity to advocate crime prevention and public safety.
SEC. 9. Funding.- Initial budget of the operations of PATROL "117" Development Office shall be sourced from the savings of the Department of the Interior and Local Government allotted to the PATROL "117" Commission and from the community-based funds. Thereafter, funding requirements shall be included in the regular appropriation of the concerned Department.
SEC. 10. Implementing Rules and Guidelines. - The Secretary of Interior and Local Government shall formulate and issue appropriate implementing rules and regulations necessary in the efficient and effective implementation of any and all of the provisions of this Order.
SEC. 11. Repealing Clause. - All other executive issuances inconsistent with this Order are hereby amended, repealed or modified accordingly.
SEC. 12. Effectivity. - This Executive Order shall take effect immediately.

Yeah, or it doesn't need to be an office, jusr a place to park those ambulance in a very strategic place not bunch up together in one area. Some EMT Ambulances here are park in an easy access location(or rent a small space) near the main road, they just need a very reliable communication system.

yes, 911 is a local govt initiative supported by local electric distribution company, davao light & power co. btw, davao light is the 3rd largest power distribution company in the phils, second after meralco and cebu's veco. during typhoon milenyo, davao light helped meralco reinstall the electricity in MM. cebu's veco (davao light sister company) is currently rehabilitated by davao light people. also, subic's enerzone (owned by AEV, davao light's parent company) is powered by davao light's expertise (manpower and technology). davao light, imo is the most high-tech distribution company yet one of the cheapest if not the cheapest among power distribution company in the phils.

The first important logistical asset of the CKE Rescue Foundation is its state-of-the-art ambulance. Despite being an ordinary Mitsubishi L-300 van, enough resources were rounded up for it to be able to provide an excellent level of mobile intensive care, and it is aptly labeled an "Advance Life Support" or ALS Unit. One of CKERF's initial goals was to establish a round-the-clock ambulance service with qualified volunteer Emergency Medical Technicians and First Responders. Three years ago, this was not possible due to a number of factors. Today, CKERF's station along Urbiztondo St., San Nicolas, Manila is manned day and night, and at most times can even respond with two vehicular units.
Another core asset of CKERF is its members, whose intensive training in the fire and emergency medical fields have allowed them to offer the same in the form of various continuing education and life safety programs. CKERF conducts firefighting, emergency response, First Responder, first aid and cardiopulmonary resuscitation (CPR) training programs for respected corporate entities such as William Gothong & Aboitiz, Fort Bonifacio Global City, and companies in the country's Special Economic Zones. Courses may be designed to be short, or even continuous on a regular basis.
CKERF is open to partnerships with various organizations with a common goal -- the upliftment of the quality of life of our fellow Filipinos. We continue to work with various volunteer firefighting units, particularly in training of their personnel to be able to provide Emergency Medical Services in their respective areas. Upon demand (or if necessary), we can follow the U.S. Dept. of Transportation (DOT) National Highway Transportation Safety Administration (NHTSA) First Responder National Standard Curriculum.
We also continue to establish linkages with various emergency organizations throughout the world to provide advancement to local personnel, as well as materials and equipment to those who have already received training. Disasters and emergencies wait for no one -- preparation is always a necessity.

BAGUIO CITY – An estimated R200 million worth of properties went out in smoke in a 10-hour fire which razed the upper floors of an eight-storey department store located at the heart of this mountain resort city, Wednesday afternoon.
The blaze, which gutted down the sixth, seventh, and eight floors of the Tiong San Harrison Bazaar, also resulted in a monstrous traffic jam in the central business district here.
Inspector Jovencio Marquez, Baguio City fire marshall, said that the fire incident was initially reported at 1:18 p.m. the other day.
Firefighters from the Baguio City Fire Department immediately responded to the scene, which is approximately 500 meters away from their headquarters and were followed by other firemen from other government and private agencies in the city and nearby Benguet province.
The fire reportedly originated from the sixth floor of the establishment and immediately spread to the upper floors because of the highly flammable materials. The said floors serve as the mall’s stock room.
No one was reported injured in the blaze.
Arson investigators placed the damage to properties at around R200 million.

MANILA -- A man and his child died in an early morning fire which gobbled up a ten-unit apartment building in Pasay City on Fiday
FO2 Renato Recto of the Pasay City fire department identified the casualties as Rufo Ufos, 38, and nine-year-old Rodalyn.
The victims fell when the second floor the building at 202 Orion St corner Villar collapsed because of the intense heat.
Supt. Sofia Mendoza, district fire marshal, said the fire began at 4:55 a.m. and fire fighters were able to put it out at 6:35 a.m.
As of this posting, Mendoza reported another ongoing fire in the residential area at the Silverio compound in Parañaque City that began at 6:41 a.m.

MANILA, Philippines -- (UPDATE) A fire hit a two-story apartment building in Cavite before dawn Thursday, according to an INQUIRER.net staff who witnessed the incident.
However, there were no reported deaths or injuries, said Cathy Miranda, editorial assistant.
Miranda, who lives at the Antero Miranda Compound, right across the 12-door apartment building in Barangay (village) Panapaan in Bacoor town, said she was awakened by shouts at about 1 a.m. and that when she looked out of her window saw the blaze.
Quoting other witnesses’ accounts, Miranda said the fire was caused by a candle that toppled over in one of the units that has had no electricity for several months now.
The witnesses also said that before the fire, those who lived inside the unit where the blaze started were heard arguing.
The fire lasted for two hours before it was declared under control by firefighters.

MANILA, Philippines -- The fire that hit a factory in Quezon province has been declared under control, according to a radio report.
The dzMM report said firemen had to use concentrated foam to put out the blaze at the Tong San Industrial Development Corp. at Barangay (village) Malapandan in Candelaria.
Firefighters from within Quezon and in the neighboring provinces of Batangas and Laguna helped put out the fire that started at 11 a.m.
There were no injuries or deaths, the report said.
The firm manufactures cooking oil, virgin coconut oil, and soap, the report said.

CEBU CITY, Philippines - Four impounded vehicles and more than 50 used tires were damaged by fire inside the City Traffic Operations Management (Citom) impounding area at the North Reclamation Area on Tuesday.
Parian fire investigator Delfin Abella said the fire started from piles of garbage behind the vehicles. Because of the heavy wind, the fire spread rapidly. He pegged the damage at P300,000.
Three public utility jeepneys (PUJs) and a private multicab were burned. The cause of the fire remains unclear.
Engineer Dionesio Gualiza, chief of the Department of Public Services, said the trash would not have caught fire unless someone threw lighted cigarette butts in it.
Cebu City Mayor Tomas Osmeña said Tuesday the city government would not pay for the damaged vehicles unless “the court says it’s our fault.”
He said the fire must have been caused by spontaneous combustion, which can occur when decaying material heats up and ignites by itself as part of a slow process of oxidation.
Citom personnel said most of the impounded vehicles had been parked there for more than five years and that the owners were not likely to come over and reclaim them anymore.
Vehicles impounded because of traffic violations are parked here and billed P300 per day.

DINALUPIHAN, Bataan – Thirty million pesos worth of property went up in smoke in just three hours when fire broke out at a commercial building and spread through a row of houses in Barangay Bonifacio, this town, yesterday.
Superintendent Warren de Leon, Criminal Investigation and Detection Group (CIDG) chief, said the fire that started at 1:45 a.m. and lasted until dawn was the worst in recent years.
The commercial building housed a supermarket owned by businessman Reynaldo Vergara.
While arson prober Carmelo Ferolin of the Dinalupihan Fire Station said the cause of fire was still being investigated, De Leon said his men were probing the angle of arson and extortion.
Three houses beside the commercial building were also destroyed.

• Put phone numbers of your nearest fire department near your phone.
• Eliminate fire hazards through good housekeeping: dispose waste paper, rubbish and other flammable materials regularly.
• Keep matches out of children’s reach.
• Oil or gas lamps and candles should be placed away from curtains. Do not light them near windows, fans or where children or pets may topple them. Put out the flame before going to bed.
• Do not keep flammable materials like gasoline, alcohol and paint inside the house.
• Regularly check your electrical installations, and have all frayed wirings and electrical fixtures changed or repaired by a licensed electrician.
• Do not overload electrical circuits by putting additional lights and appliances.

• Never leave a lighted cigarette/cigar/pipe unattended. This may fall on flammable materials.

This Friday, let’s follow the plight of one of the most important but also probably the most neglected transport services in the country: the ambulance.
In life and death situations, every second is crucial. So what happens when the ambulance that is supposed to bring a patient to the hospital breaks down or does not even arrive?
Emergency discovered that many hospital or municipal ambulances are poorly maintained or dilapidated.
This problem prodded many to improvise: in La Union, they use hammocks or “kuligkilig" to bring patients to the nearest hospital. In Pampanga, carabaos become a medium of transportation for emergency patients.
In the urban areas, the team encountered patients that arrived at the hospital through pedicabs or tricycles. For them, these forms of transportation are faster, cheaper and more reliable and accessible than an ambulance.
However, in some places where an ambulance is available, Emergency found out that there are no proper equipment or trained paramedics to aid emergency patients.

Fire officials want smoke detectors in all homes

MANILA, Philippines - Fire officials in southern Metro Manila are asking local officials to come up with ordinances requiring homes to install smoke detectors.
Radio dzBB's Denver Trinidad reported Saturday that the Bureau of Fire Protection (BFP) District III noted that local ordinances require only commercial buildings to have detectors.
District III head Supt. Sophia Mendoza said having smoke detectors will help prevent fires, especially during hotter days during summer.
Mendoza's district covers Pasay, Makati, Parañaque, Las Piñas and Muntinlupa Cities in southern Metro Manila.

More than a week after the 160-year-old Our Lady of the Immaculate Conception Church in Oslob town, southern Cebu, was destroyed by fire, museums and heritage centers in other towns have focused their programs on fire and disaster preparedness.
“After the (Oslob) fire, we had an emergency meeting in the parish. We discussed when we should have the (Boljoon) church’s electrical wirings checked. This would be our priority,” said Lindzey Romero, curator of the Boljoon Parish Museum.
Romero said the parish is also studying the possibility of creating a parish fire brigade.
Parish officials and the Boljoon Heritage Foundation Inc. will meet with the Filipino-Chinese Volunteer Fire Brigade to discuss the implementation of a disaster preparedness program, which will include frequent drills.
The Patrocinio de Maria Church in Boljoon was established in 1599 and houses centuries-old religious artifacts made of wood, gold and ivory.
The church rectory houses a museum that displays 60 percent of its collection to the public.
Joy Gerra, executive director of the cultural heritage program of the Ramon Aboitiz Foundation Inc. (Rafi), said that the Visayas Association of Museums and Groups Inc. (Vamgi) would celebrate this year's Museum Month in May with the theme, “Heritage and disaster: Is there life after burning?”
“We will have a partnership with other groups, such as the church heritage commission, on disaster preparedness for cultural sites,” Gerra said.
Representatives from the Casa Gorodo Museum, Cebu Metropolitan Cathedral Museum, and the Basilica del Sto. Niño Museum met last Thursday to create an activity lineup for Museum Month.
Among the activities planned is a “Gabii sa Kabilin” (Night of Heritage), wherein museums in Cebu would stay open until midnight in the last week of May.
“We will be calling on the different sectors to help promote heritage conservation,” Gerra added.
Louella Alix, a member of the Archdiocesan Commission on the Cultural Heritage of the Church, said heritage conservation is a concern of everyone, not just conservationists.
“When people heard that the Oslob church was on fire, they felt it was a great loss. That is why we also plan to organize a stakeholders meeting in Oslob,” she said.
“The people (in Oslob) are still stunned and have this feeling of helplessness,” said Alix.
The commission aims to help Oslob parishioners organize a heritage committee and a group that would handle finances for the restoration of the church.
Fire and disaster preparedness seminars and a workshop on documentation of religious artifacts were being organized in the parishes of Carcar, Sibonga, Dalaguete and Barili, among others.

This adage proved to be true after the owners of Tiong Harrison, whose sixth and seventh floors were gutted by fire the last Wednesday, was not insured against fire.
"Yes, it's true that we are not insured against fire. So with our stocks," said Imelda Lao.
Although she said they still have to ascertain the amount of damage wrought by the blaze, Lao said it could be minimal.
She revealed that the sixth and seventh floors that were hit by the fire were used as storage areas. The eighth floor that housed the administration offices and storage area for appliances and other electronic equipment, as well as the lower floors, were not damaged by the fire.
It was Alfonso San, brother of Tiong San, owner of the establishment, who revealed that the burned building was not insured.
According to Baguio City Fire Marshal Jovencio Marquez, they are still investigating the cause of the blaze.
Initial investigation disclosed that the fire was first noticed by porter Oliver Duerme, who saw a portion of the ceiling on the sixth floor already starting to catch fire. This was immediately reported to Imelda Lao, who alerted the Baguio Fire Office about it through telephone.
"I declared the fire out at 10:40 p.m. (Wednesday), but we continued our mopping operations until 1:30 a.m. the following day," Marquez said.
"The actual damage would depend on the amount listed in the inventory that will be submitted to us. It is not us who will determine if the affected floors will be structurally stable afterwards, but the City Buildings and Architecture Office," he said.
"Almost all of our personnel helped in fighting the fire because, as a rule, all of us are on call 24 hours a day. While those actually on duty were the first to respond, those in the other shift also came later, along with most of our office personnel. Only a skeletal force stayed behind in the Baguio Fire Office," Marquez added.
A still undetermined amount of property was damaged by the fire.
Marquez said firefighters from several government and private agencies, along with private and commercial water delivery services, helped each other in trying to contain the conflagration for over nine hours.
Until last Friday, the fire area was cordoned off and protected by personnel of the Baguio City Police Office, with the help of the city's Public Order and Safety Division, volunteers of 911 On Call, the Baguio City Emergency Medical Service and the Baguio-Benguet Public Information and Civic Action Group.
The incident is the second large fire to happen in Baguio City this year, after the almost P70-million conflagration that razed the University of Baguio High School and damaged three adjoining buildings last February 16.

Didn't get from TV that it was Tiongsan that caught the blaze. It was still heavily on smoke at 12 pm when I passed by the area, the fire trucks were still on guard.
The last time this business empire caught a disaster -- another fire at its Gen Luna branch -- was around 1998.There are 5 branches of Tiongsan Bazaars now in Baguio-Benguet.

MANILA, Philippines -- Fire struck a residential area in San Antonio Valley 10 in Parañaque City Tuesday afternoon, hours after a blaze hit Caloocan City.
Superintendent Sofia Mendoza, district fire marshal, said the fire began at around 3:30pm on San Clemente St., SAV 10 which is reportedly near the City Hall.
Fire fighters are currently trying to place the fire under control.
Mendoza said no one has been reported injured as of this posting.
barrera_marquez April 11th, 2008, 11:38 AM A brownout hit parts of northern Metro Manila after a construction crane hit a transmission line of the National Transmission Corporation(TRANSCO) Friday morning.
At 8.51am, a construction crane hit the 230kV Sucat-Araneta transmission line of the National Transmission Corporation (TRANSCO) near SM Centerpoint Manila causing a tripping of its transmission line.
The said transmission line services the Northern sector of the MERALCO franchise which includes Balintawak, Sta. Mesa, North Port, Tutuban, Tegen, Grace Park, Kamuning, Novaliches, Diliman, Kaybiga, Bagbagin, Malinta and Malabon.
TRANSCO corporate communications chief Arvee Villafuerte said the tripping of the line automatically triggered its protection system to shut down power from the Pagbilao, Limay, Calaca and Quezon power plants in order to prevent damage to the said plants.
TRANSCO said about 795-MW of power was lost from the Luzon grid, and that it was sourcing power from its reserve to compensate for the lost load.
MERALCO said it aims to restore full power by noon today.

The Caloocan BFP said the blaze at Ever Gotesco mall had been raised to Task Force Bravo, which meant that around 35 fire trucks were needed to put the off the fire.
The two injured firefighters suffered from suffocation, according to Senior Fire Officer 4 Arnel Ivasco.
The fire started 1:50 p.m. and supposedly came from the mall's second floor.

Radio dzBB's Allan Gatus reported that the fire damaged the second floor of the building at the corner of Blumentritt Street and Rizal Avenue in Manila.
Initial information showed the fire, which reached the fourth alarm and contained at 9:30 p.m., hit the Concepcion Printing and Marketing Office.

Two persons were injured and more than P2 million worth of property were destroyed in two separate fire incidents in Manila.
The first fire incident broke out at 8:24 a.m. at a two-storey house reportedly owned by one Raymond Figuera, located at 1254 Santan St., Punta, Sta. Ana, Manila. The flames ate up seven more houses in the area.
The fire reached the 5th alarm before firemen put it out at 9:21 a.m.
Senior Fire Officer 2 Emmanuel Gaspar, case investigator, said a fire volunteer identified as Joven Amores, of Mandaluyong City, sustained injury in the head after a debris fell on him.
One Corazon Liantada suffered first degree burns on the chest and right shoulder when her house located at 2440 Onyx St., San Andres Bukid went on fire at about 4:07 p.m.
The blaze spread toward an adjacent house, which was partially damaged.

IPIL, Zamboanga Sibugay (MindaNews/21 April) – A fire that raged for four hours early dawn Monday reduced to ashes a private school here.
Michael Uy, administrator of Medina College-Ipil, said the security guard on duty alerted them after seeing black smoke coming out from the school laboratory at 2 a.m.
Uy said the fire could have been caused by “faulty wiring” as it reportedly started inside the school laboratory.
“What is lamentable here is that it took one hour for the firemen to respond to our call when the fire was still manageable,” he said.
He claimed they called the local fire department thrice but “the first fire truck arrived only at 3 a.m.”
He said the building would have been saved had the firemen immediately responded.
Senior Fire Officer 3 Alberto Tapoc, chief operations officer of the Provincial Fire Office, denied the allegation.
“In fact, our fire officers responded promptly,” Tapoc said in the vernacular.
He, however, admitted there was delay in refilling the fire truck citing “difficulty of getting the fire hydrant opened by the local water district.”
Fire Officer 2 Tahong Calla echoed Tapoc’s claim.
“It took us about 35 minutes to get the fire hydrant opened in order for us to refill the fire truck,” Calla explained.
By then, he said, the fire was already all over the place.
The fire was contained by 6 a.m.
Nine classrooms, school canteen, library, and other equipment went up in smoke.
Investigators initially pegged the cost of the damage to the school at P2 million, although they have yet to determine the cause of the fire.

Radio dzBB's Mao dela Cruz reported the fire started around 11:50 a.m. at a residential compound along Sinigwelas St. in Culiat, Tandang Sora. The report quoted fire officials as saying that the fire, which reached fourth alarm, is now under control although investigators have yet to determine the cause.
No one was reported hurt in the incident.

Two children died in a fire that razed 30 shanties in Pasig City Wednesday night.
Superintendent Ramon Giron, fire district director, said the children were left inside their homes in Barangay Sto. Tomas at the height of the fire.
The fire broke out around 10 p.m. and was put out shortly before midnight.
Reports said the area was located near a fire station in Pasig. Firefighters, however, failed to put out the blaze early because the area was over populated and the homes were made of light materials.
Fire investigators have yet to determine the cause of the fire. Identities of the victim have not been released by the fire bureau.
Officials said the incident Wednesday night was the seventh in Pasig in a span of one month.
Authorities advised residents to always remember and practice fire safety measures.

MANILA, Philippines - Fire of still undetermined origin razed four classrooms of a vocational school in Antique province in Western Visayas late Wednesday.
A report from Visayas-based Bombo Radyo early Thursday said no one was reported injured in the fire that hit the Antique Vocational School in Poblacion Ilaya in Bugasong town.
Bugasong town police head Insp. Norby Escobar blamed the lack of fire trucks in the town for the huge damage the fire caused to the school.

A warehouse in FTI complex in Taguig City was hit by a fire Saturday early morning.
The fire was first noticed by Maximo Igcalinos Jr., lone security guard on duty at the warehouse, around 3 a.m.
Igcalinos said he tried to put out the fire, which started in the middle of the structure, with a fire extinguisher. The blaze however quickly spread and was reportedly followed by explosions. After several minutes the whole warehouse was ablaze.
Firefighters responded to the scene and raised the fire alarm level to Task Force Alpha.
The blaze was declared under control 3:42 a.m.

FIREMEN rescued nine people, including six children, trapped in a building gutted by fire in Manila’s Quiapo district, a television news report said.
The report said that one of the adult victims was still unconscious due to suffocation.
The victim was said to be already in stable condition.
It added the firefighters had a hard time rescuing the victims as the fire truck’s stairs were not long enough to reach the location of the victims and the firemen were standing on an uneven roof.
The report said the tenants of the building initially dismissed the fire but they panicked upon seeing the black smoke.
The fire, of still unknown origin, started at 9:25 a.m. in one of the handicraft stores on the first floor of the three-storey building on Carlos Palanca St.
It reached the second alarm around 10 a.m. and fifth alarm around 10:30 a.m.

MANILA, Philippines -- A fire of undetermined origin struck at a plastic foam factory in Valenzuela City before dawn Wednesday, causing about P15 million in damages, police said.
According to Inspector Enrico Caco the fire started around 3:20 a.m. at the Starfoam Manufacturing Corp. on Santiago St. in the village of Lingunan and gutted two adjacent buildings, one of which housed a facility manufacturing car accessories.
No one was reported hurt in the fire, which lasted for more than an hour.
The cause of the fire was still under investigation, Caco said.
“The blaze… razed down the building because of the combustibility of its contents,'' Caco said, adding that the fire originated in the stockroom of the plastic foam factory where finished products were stored.
Earlier this month, a fire of also undetermined origin broke out in a plastic factory in Karuhatan, Valenzuela City.

At least 40 shanties were razed in a fire near Port Area, Manila on Sunday.
The fire started at around 4:47 p.m. and reached the 5th alarm before firemen declared the blaze fire out at around 6:18 p.m.
Some responding firemen had to climb atop roofs to reach the burning homes in the area.
The cause of the blaze is still unknown, and damages are estimated to reach P1 million, fire officials said.

Three people were hurt and 130 houses burned down when a fire broke out in Las Piñas City Saturday night.
Firefighters estimated that more than P3 million worth of property in Factor Compound in Barangay Almanza Uno were destroyed by the blaze.
Investigators are still determining the cause of the fire but they suspect that a lighted candle left unattended inside one of the houses may have sparked the fire.
The residents, however, suspect arson--they said the fire may have been deliberately set in order to drive them out of their homes.
They claim that the Las Piñas government has been trying to make them leave the area, and accused local officials of failing to help them.

MANILA, Philippines -- Three children were killed when a fire razed their shanty in Taytay, Rizal late Wednesday night, the Bureau of Fire Protection said.
Initial investigation showed an unattended candle caused the fire, which reached the fourth alarm, near the dumpsite on the Coastal Road in Barangay (village) Muson, Taytay, Rizal, according to the report of Fire Officer 1 Vincent Sulit.
The parents of fatalities Arden Tejero, 5 months old; Johnny Tejero, 3; and John Lexter Compa, 5, were not home when the fire, which lasted only 10 minutes, broke out, the report said.

MANILA, Philippines -- Three people were killed and two injured, and at least 500 families left homeless, in a fire believed to have been caused by an unattended candle in Tondo early Thursday morning.
Manila fire marshal Senior Superintendent Pablito Cordeta identified the fatalities as Manuela Palatan, 52; her live-in partner Elias Manlangit, 54; and son (not grandson as initially reported) Kenneth, 15, all of Moriones, Tondo.
Initial investigation showed the victims had fled their home but were apparently trapped in a narrow alley after burning pieces of woods fell on them. Their bodies were found one on top of the other, their hands holding each another.
Injured were firefighter JR Villanueva of the Paco Fire Brigade; and Eric Sanita, 19, who was reportedly sideswiped by a responding fire truck.
Senior Fire Officer 2 Rodelio Nelvis of the Manila Fire Bureau said the fire started around 2:08 a.m. at the house of one Marlene Protacio and quickly spread to adjacent shanties along C.P. Garcia Extension in Barangay 123, Zone 9, Moriones, damaging about 100 structures mostly made of light materials.
The fire was put out at 5:41 a.m. and estimated damage to property was placed at P1 million.
Arson investigators said they were verifying reports that a candle left unattended started the fire. A power outage had hit the area before the fire broke out.
Meanwhile, firefighters kept watch over the still-smoldering site of the fire to make sure the blaze does not restart.
Local authorities are still mapping out plans to help the affected families.

Even BFP's fire hotline 110 di na gaanong nagagamit. Accdg to him, 911 na lang ang gamitin natin dahil mas reliable. Kung gagamit ka ng 117 kung saan ang center nasa manila & cebu, aabutin pa ng syamsyam sa pagdispatch.

A fire displaced at least 2,000 families and gutted more than 500 houses in a slum area in Barangay Guadalupe Viejo, Makati City early Sunday.
Residents said they saw smoke coming from the house of their neighbor, Janet Panizales, on Laperal compound past 2:30 a.m. The blaze then quickly spread to adjacent houses which were made of light materials.
The blaze reached fire alert Task Force DeIta before fire fighters could contain it around 6 a.m.
Several people suffered minor injuries. Affected families who sought temporary shelter at San Carlos Seminary asked the local government for assistance.
Village officials, meanwhile, detained Panizales amid suspicions that she deliberately started the fire. Panizales denied the accusation, saying that she was playing cards outside her home when the incident occurred.
The Bureau of Fire Protection has yet to determine the cause of the fire.

MANILA, Philippines - A 13-year-old pupil was killed in a fire that hit his house and a nearby elementary school in Manila's Sta. Ana district before dawn Friday.
Radio dzBB's Sam Nielsen reported that firemen found the body of the 13-year-old victim during mopping-up operations.
Initial reports had indicated there were no casualties in the fire that hit the victim's two-story house and the nearby General Emilio Aguinaldo Integrated School.
Arson investigators estimated the damage to property at P1 million.
The fire started before 3 a.m. and reached the fifth alarm before it was placed under control at 3:46 a.m.
The fire damaged some classrooms inside the school.

An estimated P2 million worth of properties went up in smoke late Thursday night when a fire gobbled up the OPA International Promotion and Manpower Corp. on Taft Avenue Extension, Pasay City, FO3 Rodolfo Bulatao, of the Bureau of Fire Protection (BFP) told TEMPO.
Arson probers have yet to find out what triggered the blaze, which started within the OPA building at 9:55 p.m. A certain Rick Jimenez alerted the BFP about the fire via phone call.
Flames had already engulfed the building when firefighters arrived on the scene. The fire was put out at 11 p.m. No fatalities or injuries were reported.

MANILA, Philippines - After about 60 hours, a fire that hit a mall near the Light Rail Transit (LRT) terminal in Baclaran in Pasay City Sunday night was finally declared "out" Wednesday morning.
Radio dzBB's Lito Laparan reported Wednesday morning that firefighters remained in the area to conduct "mopping-up" operations and put out "pocket fires."
The fire started at 7:35 p.m. Sunday and razed several stalls selling items ranging from food to clothing.
It also forced the LRT Administration to suspend operations of the Baclaran terminal, forcing the LRT-1 to limit its operations to the EDSA station.
Firefighters declared the fire "under control" past 10 p.m. Tuesday.
On the other hand, the LRT resumed operations of its Baclaran terminal Tuesday night.

Radio DZXL reported Thursday that Rea de Mesa perished in the fire that started in the house of a certain Toto Vicente.
The fire reached the second alarm and spread to at least 14 other houses before firefighters put it out.

MANILA, Philippines -- Fire hit a condominium in Pasay City late Thursday morning, an editor of INQUIRER.net who lives in the 24-story building said.
Dennis Maliwanag said the blaze at the Central Park Condominium on B Jorge and M Reyes Streets, near the boundary of Pasay and Makati City, has reached the 14th floor. The Bureau of Fire Protection in Pasay said the fire has reached at the 18th floor.
The blaze was first reported at around 11:15 a.m. Around 11:45 a.m., the alarm was raised to Task Force Bravo, meaning over 10 fire trucks are needed to put out the fire.
There have been no reports of injuries.
The fire came a day after a 60-hour blaze at the Baclaran Terminal Plaza Mall, also in Pasay, was put out.

MANILA, Philippines – A team inspecting buildings near Light Rail Transit Line 1 has discovered that most of the structures do not have an adequate water supply in case of fire.
“We found no major problems, but there were few water supply sources, which is very important in fighting fires,” said Renato Sanchez, an engineer and one of the inspectors.
Pasay Mayor Wenceslao Trinidad earlier ordered the creation of a team to inspect buildings and establishments near the overhead train system following a series of fires that have disrupted its operations.
He also directed its members to inspect the Central Park Condominium that was hit by a fire last month.
The mayor previously received reports that the building had a low water supply that made it difficult for firemen to put out the blaze.
There were also complaints that the condominium suffered from occasional power failures and had elevators that were not working.
The inspection team is composed of representatives from the business permits and licensing office, city health department, city administrator, city building officials and the police.
Sanchez said most of the buildings they had inspected so far had fire exits and functional water sprinklers.
But in the case of the 60-hour blaze that hit the Baclaran Terminal Plaza Mall last month, firefighters noted that the fire hydrant nearest the establishment was at the corner of Edsa and Taft Avenue, quite far from where the fire broke out.

MANILA, Philippines -- A fire hit a construction site in Taguig City shortly before noon Monday, the Bureau of Fire Protection has said.
The BFP said the incident occurred at the M.P. Home in Global St., Fort Bonifacio, Taguig City.
The fire started at 11:35 a.m. and reached fourth alarm. The fire was declared out at 12:05 p.m. No one was reportedly hurt in the incident, the Taguig Fire Department said.
As of posting time, fire officials are investigating as to what had caused the fire.

Sen. Gregorio Honasan, chairman of the committee on public order and illegal drugs, said the changes in the 3l-year-old Fire Code (Presidential Decree l477), will enable firefighters to become more effective in protecting lives and property, and compel the citizens to be more conscientious in complying with fire safety rules.
Under the measure, the Bureau of Fire Protection will be given stronger authority to enforce the Fire Code. Thus, the bill boosts the bureau’s authority to conduct building inspections and issue Fire Safety Inspection Certificate as prerequisite for the issuance of building, occupancy and business permits.
The bill empowers the fire bureau to order the removal of hazardous materials and halt hazardous operations to prevent fires.
Honasan, sponsor of the bill, noted that the country was plagued by almost 10,000 fires every year over the last five years, leaving some 3,500 people dead and destroying over P16 billion worth of property.
He deplored that inadequacy of funding for firefighting operations resulted in a nationwide shortfall in fire personnel by 16,406 men, 1,891 fire trucks and the absence of fire stations in 809 municipalities.
The bill institutes a system of accrediting fire volunteers to recognize the role of volunteer fire brigades in fire prevention.
Angara, sponsor and principal author of the Renewable Energy Bill, said that the country can avoid having to buy more than 100 million barrels of oil by developing 2,500 megawatts of renewable energy plants by 2014.
He said that 600 million kilowatt hours of RE generation can offset one million barrels of imported oil.

DILG Secretary Ronaldo Puno said the proposed P1.1 billion capital outlay of the BFP for next year will be used to procure 100 units of 1,000-gallon capacity fire trucks, 500 sets of personnel protective equipment, and 632 units of breathing apparatus.
The DILG has proposed an allocation of P900 million to procure these 100 fire trucks; another P34.86 million for personnel protective equipment that includes fire suits, gloves, helmets and boots; and P170.88 million for breathing apparatus with refillers.
Puno said the fire trucks would be distributed nationwide to replace dilapidated and decommissioned units, while the breathing apparatus and personnel protective equipment will be distributed among fire stations in Metro Manila.
This year, the BFP has procured 14 units of fire trucks worth a combined total of P135 million, while another P100 million from congressional initiatives is now being readied to buy additional units, according to DILG data.
Besides fire trucks, the BFP is also in the process of procuring P23.77 million worth of breathing apparatus and hiring 500 fire officers to augment the shortage of fire fighters in the bureau.
Underscoring the urgent need to modernize the BFP, Puno noted that although fire protection is a basic frontline service, only 827 or 55.35% of the country’s 1,494 municipalities have fire protection capability.
If the BFP were to comply with the minimum requirements under the law of establishing one fire station with adequate firefighting equipment and personnel in each municipality, it would immediately need at least 667 fire trucks, Puno said.
However, the BFP has an existing fleet of only 1,741 fire trucks, of which only 74% are operational. The Bureau’s existing fleet is actually short of 1,926 units, considering that for an estimated population of 90 million Filipinos in 2008, it needs 3,214 units to bring down the fire truck-to-population ratio to one fire truck for every 28,000 people.
To date, the actual truck-to-population ratio is one fire truck for every 69,626 persons.
Worse, he said, only 2,285 sets of personnel protective equipment, such as fire-retardant coats and boots, are available for use by the BFP’s 12,814 firefighters, which means only 17.83% of them are protected when they are exposed to chemicals and other hazards during fire-suppression operations.
The BFP also has a shortfall of 16,406 firefighters, and a grave shortage of fire inspectors, considering that the bureau only has 1,620 of them in relation to the number of establishments to be checked, which is estimated at 835,000 structures nationwide. This does not yet take into consideration the construction of new buildings, which averages 103,000 units each year.
With the shortage of fire inspectors, the BFP can only inspect an annual average of 381,565 establishments. ###

For example, ambulance. Most of the ambulance I see are either American or Japanese/Korean. Personally I think The Philippines is better off using European models such as the Mercedes Sprinter just like in HK.

I wonder what type of fire engines they gonna get this time, im hoping though they would acquire some american firetrucks like the one in QC.

Not all Mercedes vehicles are high-end. The company also make vehicles for commercial use.
There are countries that are on the same level or are less developed than The Philippines that uses Mercedes Sprinter for ambulance such as,

The engine saw action prematurely on August 8 2007 when it was the first engine to arrive at a major fire at the Institute of Plant Breeding of the University of the Philippines at Los Ba_os.

What is the ECAD System?

If i remember right, 911 redirects to 117 here in Manila. When I called 911 in Marinduque a few years back, the line was ringing too.
Judging by your comments, you're implying that I can't use 117 in Davao.

The Pierce designed firetucks come with different variants. Ang 18 storey buildings e kelangan na ng mga aerial variants like the one in QC, otherwise, yung nasa IRRI los banyos and manila pierce firetruck photo lang ang kelangan.
The Pierce Sky-Arm elevating platform consists of a 100-foot aerial ladder with a platform attached to an articulating fly section. It has a 92-foot horizontal reach and the platform and fly section can be lowered below the horizontal.

Actually nga, maganda talaga ang proyekto ni Mayor Duterte, pero dapat naman ginamit niya ang 117 kaysa sa 911. Okay naman na gamitin ang 911 basta nagre-redirect ito sa 117. Local jurisdiction naman rin talaga ang emergency services, 'di ba?

Years back, an inflatable rubber boat of the Regional Community Defense Center, where he is a reservist, was damaged and became unusable after it was punctured.
Grino, 61, thought that a rescue boat should be made sturdy and should withstand collisions during rescue operations.
But the plan remained on the drawing board until June this year when Typhoon Frank triggered massive flooding in Iloilo City and neighboring towns.
Calls for rescue boats were repeatedly aired after residents fleeing rising waters climbed on trees and on rooftops.
While Grino's residence in Gran Plains Subdivision in Jaro District Iloilo City was spared, his family had to lend their inflatable rubber boat to rescue trapped residents in neighboring subdivisions. The boat was, however, damaged.
Grino shared the concept of an unsinkable rescue boat with Antique Governor Salvacion Zaldivar-Perez, a family friend, who encouraged him to proceed with the project.
Antique was also hit by flooding and had to rescue trapped residents.
He started on the construction and assembly early August at the backyard of his house using imported and locally made materials. The boat was completed a month and half later and was successfully tested at the Jalaur River in Iloilo last September.
Measuring 14 feet in length, six feet in width and three feet in height, the boat's body is filled with lightweight polystyrene (styrofoam) insulated in marine epoxy composite. Its body frame is made of plywood and has skid plate made of aluminum as a protection from hard and pointed objects in maneuvering over rooftops or fences.
The boat can accommodate 12 people.
“It can still float and maneuver even if punctured,” said Mariano in a telephone interview Thursday from the United States where he spends half of the year with his US-based children.
The boat is provided with a trailer for easy transport to disaster areas. It is also equipped with a 40-horse power outboard engine, four paddles, a grappling hook/anchor to maintain stability while picking up victims, and a throwable lifesaver.
The province of Antique has already expressed interest to buy several boats from Grino. The Iloilo City government is also studying the project.
Grino said he was planning to sell a unit with trailer and other accessories at P380,000 (without engine) and at P580,000 with a 40-hp outboard engine.
This would still be cheaper than most inflatable rubber boats that each cost about P700,000, he said.
The invention is the latest among Grino's innovations.
He earlier designed and constructed a boat made of composite material from rice husks and other indigenous materials.
A retired division chief at the National Economic and Development Authority in Western Visayas (Neda-6), Grino is no engineer or scientist.
He graduated with a Bachelor of Arts degree at University of the Philippines in Diliman where he also obtained a masters degree on urban and regional planning.
But he was always interested in fixing and inventing things.
“I have always liked to work with my hands,” said Grino.
Grino said he made his first invention in high school by designing and assembling a double-ended mechanical can opener made from scrapped materials. The gadget was useful in his uncle's plantation in Negros Occidental where they had to open up cans where cacao seedling were planted.
He also designed a brick-making machine that made the production faster and the products more durable.
Aside from reading and researching on his concepts, he also took special courses in trade schools, including a workshop on ceramics and course on machine shops.
He spends most of his free time at his backyard, trying out things and testing materials and using his own money to invest in buying materials for his projects.
"I don't have other pastimes," he said.
He welcomed his retirement four years ago because he could devote more time for his projects.

That would make no sense. Gastusin naman 'yun kapag dalawa ang emergency numbers mo. The maintenance of emergency numbers is supposed to be a joint effort between the national and local governments, for one. Kapag universal ang 911 at ang 117 ay para sa pulis lamang, self-defeating naman 'yun kasi naging redundant ang 117 (obviously, mas maganda ang universal kaysa sa single-use). Eh di dapat 911 na lang ang buong Pilipinas, 'di ba?
That is the reason why we have projects like Project EARNET, which added emergency medical services to 117. No person would want to remember two numbers when all he needs is to remember one.

MANILA, Philippines -- A 40-minute fire reportedly caused by an unattended candle engulfed a house inside a subdivision in Las Piñas City Friday night, killing an 11-month-old baby girl.
Fire Officer 3 Nilo Lumitao, arson investigator, said firemen recovered the charred body of Jane Villa from a room of the razed house at 29 BF Martin Ville, Phase 5, in the village of Manuyo 2.
Lumitao said the baby could have died of suffocation before her frail body was burned.
He said the victim’s mother Liza told them that she left her baby to the care of her young nieces as she had to go to a nearby market.
According to Lumitao, the children were busy playing around 6:55 p.m. when a lit candle placed on top of a table accidentally fell and set a curtain on fire.
He said the fire quickly spread. Firemen were able to put out the fire at 7:35 p.m.
The victim’s cousins tried but failed to save the baby as they scampered to safety, he added.

MANILA, Philippines - A fire of still undetermined origin hit the Naga City Public Market in Camarines Sur in Bicol before dawn Friday, a radio report said.
Radio dzRH reported that as of 5:30 a.m., firefighters appeared to have confined the fire, which razed mainly the second floor and back portions of the market.
While no one was initially reported injured, tenants at the market rushed to save their belongings, placing them in an area near the market and guarding them tightly from looters.
Firefighters from neighboring areas in the province and fire volunteer groups positioned themselves at the front and back of the burning market to fight the blaze.

Davao City is the only city in the Philippines that has an emergency response system. In a city where crime rates are comparably low, adding the “Central 911″ to the Davaoeno’s reach further proves that Davao is among the most livable places in the world. The project was first envisioned during 2002 and then was quickly developed to help law enforcers, even ordinary citizens react to emergency situations.
“The launching of the 911 in Davao, made the Philippines the only country after the US and Canada to adopt the system. Using the 911 system, DLPC used a modified version of its Geographic and Information System and called it the Emergency Computer Aided Dispatch (ECAD) to help authorities locate the origin of emergency calls. The system even tracks how fast the police could respond to the emergency calls. The system also uses color-coded icons to monitor movement and location of police mobile units: Blue for mobile units at rest; Red for on the move response and Green for onsite, which means that a mobile unit has arrived in the site of emergency.
"My cousin works as a telephone operator for more than a year now. I asked her what kind of emergency calls they usually receive. She said that emergencies requiring immediate medical attention makes up most of the calls. Second are domestic disturbances, especially late at night. Of course, prank callers are already given, she added. Rescuers sometimes encounter strange situations like pythons coiling around trees, snakes sleeping inside a car’s engine compartment, dogs swallowing mothballs and drunk individuals showing a little too much skin and confidence."

MANILA, Philippines--Seven persons, including a four-year-old girl, were feared dead in a fire that gutted a furniture warehouse in Mandaluyong City before dawn Sunday. Some P2 million worth of property was also destroyed.
The blaze occurred at past 12 a.m. at the two-story warehouse of Furniture Contractors Inc. at 26 Florante St., Barangay (Village) Plainview, arson investigators said.
Case investigator FO3 Victorio Tablay released an initial list of the names of the victims, based on an accounting of missing persons among the employees who were staying on the second floor of the building.
He said the names remained unofficial pending completion of the probe.
They were Amante Marquez, 59; Nenita Marquez, 55; Marnelli Marquez, 26; Sophia Gabriel Marquez, 4; Girlie Lalapban, 16, Filomena Serada, 16; and Leonora Vidad, 27.
Tablay said the fire started on the ground floor and spread upward. Although the cause was still being investigated, he said he suspected that a short circuit in the electrical wiring sparked the fire.
The victims, all staff and employees of the company owned by a certain Elizabeth Uy, were sleeping in their quarters when the fire started.
Many of the employees from about five families staying in the house survived by rushing to the fire exit but the others were trapped inside, Tablay said.
"They were probably disoriented so they weren’t able to locate the fire exit. They also could not use the stairs because it led directly into the flames," he told the Philippine Daily Inquirer.
The fire was put out at 3:35 a.m.

2 Tondo fires leave 80 families homeless

MANILA, Philippines – Fire gobbled up a number of houses in two separate incidents within five hours, leaving 80 families homeless in Manila.
No casualty was reported in both fires.
The Manila Fire District (MFD) said the first fire broke out at around 7:30 p.m. on Sunday, destroying a two-story house owned by Rod Fajardo on 1275 Sevilla Extension in Tondo.
The blaze reached the fourth alarm before it was put out 30 minutes later.
Arson investigators have not determined the cause of the blaze.
The estimated cost of damage to property has been placed at P100,000.
Five hours later, at around 12:12 a.m. Monday, a fire hit a row of 20 shanties at the corner of Hermosa and Pilar Streets in Gagalangin, also in Tondo.
Origin
An MFD report revealed that the blaze started at a house on Interior 16 allegedly owned by a certain “Aling Baby.”
Retired army master sergeant Edilberto Casanova, a neighbor, claimed he saw smoke from a window of the house and sought help to put out the blaze.
Firefighters were able to put out the flames at around 12:56 a.m.

MANILA, Philippines--Two children were killed when fire hit a home in Manila past midnight Tuesday, a fire official said.
Senior fire officer 2 Lords Hernandez identified the fatalities as Renz Dominic Huyera, 4, and Dominic Huyera, 3.
They were reportedly trapped inside the burning home of a certain Carol Perez at 3216 F. Roxas St., Sta. Ana.
Fire broke out from the ground floor of the Perez home at 12:27 a.m. and reached fourth alaram before it was declared out at 1:15 a.m., Hernandez said.
Perez was able to escape unharmed while the mother of the two victims, Jasmine, suffered third degree burns and was rushed to the Mandaluyong City Medical Center. Her two-month old daughter, Darling, also suffered facial burns,
Hernandez said.
Arson investigators are still determining the cause of the fire but pegged the total damage at P400,000.

A MONTH-OLD baby boy was seriously hurt and several families were left homeless when a fire believed caused by a lighted kerosene lamp toppled by a cat gobbled up their homes in Tondo, Manila, on Friday night.
The boy, identified as Emmanuel Salvador, suffered burns in the face and different parts of the body. He remains under observation at the Philippine General Hospital.
Senior Fire Officer 2 Emmanuel Gaspar said the fire broke out around 8:30 p.m. at the ground floor of a three-story house occupied by the victim’s family along Quezon Street, Bo. Magsaysay, Tondo.
Initial investigation showed that a cat knocked over a lighted kerosene lamp placed near the bed where the victim was sleeping and set the house on fire. The fire quickly spread to four other houses which were made of light materials.
Damage to property was placed at P300,000.

MANILA, Philippines – Fire of still undetermined cause razed a warehouse in Cebu City Saturday morning, the Visayas-based Bombo Radyo report said. No casualties were reported.
The fire occurred at the warehouse at sitio Tabada in Barangay San Nicolas in Cebu City.
The warehouse, which contained flammable chemicals, of Anaco belonged to one Jose Uy, the report said.
Fire volunteers helped put out the fire with chemical foam.

MANILA, Philippines—Relatives of a woman and her 22-year-old niece will spend the New Year in mourning after the two died in a fire that struck their Las Piñas home Sunday.
Chief Insp. Robert Pacis of the Las Piñas Fire Department said the bodies of victims Carol del Rosario, 45, and Hazel Bautista were found in the second-floor bathroom, where they took refuge when fire broke out at their home on 26 Dolores Street, CRM, Almanza 2, around 7:45 a.m.
The fire reached only the first alarm and was put out 45 minutes later, but the victims were unable to escape. “They were trapped because all the windows on the second floor had grills,” Pacis said.
Arson investigators put the estimated damages to property at P3 million.
They were also informed about a loud explosion that preceded the fire.
Prior to the incident, the Las Piñas fire chief said a brownout occurred around 4-5 a.m. and affected only the house owned by Luz Bautista del Rosario.
“The outage affected the service entrance to their home. We know that Meralco’s personnel came to fix the problem but we could not confirm yet if they were still working on it or if they had already left when the explosion happened,” he said, adding they had difficulty interviewing the relatives, who were still disoriented at the time.
The fire likely began in the dining and kitchen area because it was the significantly burnt part of the house, Pacis explained.
He said they would further investigate the power outage to determine the actual cause of fire.

MANILA, Philippines – A volunteer fireman was hurt when a fire hit the posh Discovery Suites Hotel in Pasig City Sunday, a fire officer said.
The fire broke out at 6:45 p.m. inside the sauna room, which was located at the 4th floor of the hotel inside the wellness and fitness center, Fire Officer 1 Elmer San Agustin of the Pasig City Fire Department said.
The fire reached second alarm before it was put out at 9:21 p.m.
Hotel guests were immediately evacuated but a volunteer fireman suffered lacerations because of the incident. San Agustin identified the victim as Elmer Matubang, a volunteer fireman from San Juan.
Arson investigators are still determining the cause of the fire and pegged total damages at P100,000.

ZAMBOANGA CITY- 16-year old Dheo Gustilo recounted how he saw his elder sister’s hand waved through the window grills of a comfort room asking for help amidst the heat of their burning bungalow in Mampang in Zamboanga City.
“She was waving her hand. She told me not to leave her and do everything to take her out of the house, but we could not open the windows,” he said crying.
Dheo arrived at their house Monday a little past midnight finding it being devoured by orange fire while his two elder sisters and their three children aged 8, 5 and 2, still inside crying while neighbors wanted to destroy a window at their veranda. Inside the house was black smoke.
“I did not know what to do, whether to stay to try to hold my sister’s hand or help my nephew and nieces get out of the house,” he said.
Al-asad Unnoh, a neighbor said they were able to rescue the children through an opening after an air conditioning unit was pulled off. The opening however was too small for Divina, 31 years old, and Dhea, 21, to pass through.
Dhea ran to their bathroom and there tried to ask help. The smoke and heat however was too much, she eventually turned silent, her hand disappeared and nobody heard from the two since. Their bodies were later recovered in two separate rooms.
Dheo who still held vivid memories of his sisters’ death said he does not plan to celebrate New Year’s Day. “I told my mother about the incident already. She told me to bring my sisters to the funeral parlor, and we will decide later what will happen to us,” he said.
The children stayed with relatives in Zamboanga City, while Dheo said he does not want to leave their house. He said he will watch over their property for the meantime. Their family was not able to salvage any of their belongings.
The fire trucks arrived but it was too late to put off the fire that killed his sisters and ravaged their house, two days before New Year. The authorities are still conducting an investigation as to how the fire started.
The neighbors alleged they heard an explosion inside the house before the fire spread to the entire house.
Dheo said his sister Divina earlier planned to sell their house for P3.5 million. As of posting, investigators from the Bureau of Fire Protection were still on the fire scene.

ABUYOG, LEYTE – Stalls selling firecrackers in Abuyog Public Market were gutted by a fire last Christmas day.
According to authorities, the fire started from a lighted “kwitis” that reportedly spread to firecrackers which were hidden under the stalls.
Firefighters immediately responded and put out the fire that left all 18 stalls burned down with total damage estimated at around P500,000.
“We just found out that they were not only selling fountain and piccolo as displayed, but were hiding the ones that we forbid to sell,” said Senior Inspector Ismael Lantajo, Abuyog police chief.
Because of this, the PNP intensified its monitoring to prevent the entry of the banned firecrackers.
In San Isidro village in Biliran, Biliran a firecracker also reportedly had caused a house to burn down last Wednesday afternoon.
Police authorities reiterated its advice to the public to be more careful in handling firecrackers or better not use them at all as they welcome the New Year.

Six families lost their homes after three houses burned down past 6 a.m. Sunday in Sitio Talong in Barangay Cambaro in Mandaue City.
The fire started at the house of Merly Fulache who said that it started at the back of their refrigerator.
A motorcycle and a jeepney owned by Fulache were also caught by the fire.
Fulache said that they will not be celebrating New Year’s Day now that they have lost their home. She also said that she would ask her neighbors for forgiveness even though she knew that it was not her fault.
The fire was raised to third alarm by Mandaue City Fire Department since the houses, which were made out of light materials, easily caught fire. Almost 10 fire trucks responded to the incident. The fire however was controlled within seven minutes. The estimated worth of damage reached up to P220,000.
Cambaro Barangay Chairman Vicente Domasian said that he will provide assistance to the fire victims. He said he will call for a meeting with barangay councilors to find ways to disseminate information as to how they can prevent fire.
He also said that he will ask Mandaue City Mayor Jonas Cortes for financial assistance through the Department of Social Welfare and Development. Domasian also said that he will use their calamity funds to help the families for their immediate needs such as food.
Domasian also said that the families will not have a hard time in building houses again since the land is owned by the families.
Aside from Fulache, Domasian identified the families who lost their homes during the incident as Alan Alviola, Francisco Borda, Helen Demla, Redeem Pepito, and Danilo Omolon.

MANILA -- A firecracker store was gutted by fire in the wee hours of Wednesday in Mandaluyong City.
Reports said an area in a market place in Kalentong, Mandaluyong was brightened by colorful pyrotechnics at 2 a.m. Wednesday, when a firecracker store was lit up by still unconfirmed origin.
The blaze that was put off about an hour later could have been caused by a lighted cigarette butt, according to the Mandaluyong Fire Department.
No reported casualty in the incident. The fire, however, damaged thousands of pesos worth of firecrackers and other equipment in the depot.

ILOILO CITY, Philippines—One person died and 24 families were displaced when fire hit a slum area late Tuesday evening in Tanza-Esperanza here, a village official said.
Tanza-Esperanza village chief Noel Odicta said the body of Richard Docdocil, 18, was found under the stairs of their house.
Odicta said the victim suffered from a mental illness, which may have hampered his escape from the blaze.
Fire officials are looking at two versions of the cause of the fire: that a rocket fire cracker (kwitis) may have entered the second floor of the house of Harlic Paampag, burning the curtains; or the curtains in Paampag’s house may have caught fire from an unattended candle.
Odicta said a narrow pathway, only about a meter wide, made it difficult for firemen to reach the fire which was in the middle of the squatters area some 200 meters away from the main road.
The fire started around 10 p.m. and was declared under control around 11:30 p.m.
Odicta said damage to property may have reached over a million as the residents were not able to save most of their personal belongings, save for the clothes on their backs and what they were able to immediately carry.
“The fire (spread) swiftly to neighboring houses since they were made of light materials,” he said.
Odicta said if not for his firewall, his residence might have also been burned as the house adjacent to his was destroyed by the blaze.
Mayor Jerry Treñas immediately directed the City Social Welfare and Development Office to identify and provide assistance to the dislocated families. He said that food assistance consisting of noodles, sardines and rice were extended to the affected households.
“We are providing used clothing. We will also extend financial assistance on Monday,” Treñas said.
Councilor Irene Ong, federation president of village chiefs in the metropolis, also promised to provide assistance to the victims, who will temporarily be housed at the Rizal Elementary School and Tanza-Bonifacio Elementary School.

A businessman died after the firecrackers he was selling were ignited and started a blaze that consumed his three-story commercial center in Vigan City on New Year's Eve.
Vigan City firemen said Frudencio Que was already out of his residential/commercial building along Quezon Avenue, when he decided to ran back inside at the height of the blaze.
Que failed to return. His charred body was recovered by firemen after the blaze.
Arson investigators said the fire broke out midnight, while residents were out lighting firecrackers to welcome the New Year.
Witnesses told investigators that a drunken man lighted a firecracker near Que's store. The firecracker reportedly jumped to the firecrackers being sold in Que's store and started the blaze.
The fire spread to three more stores near Que's establishment before being put out by firefighters.

MANILA, Jan. 7 (PNA) -- Some P300,000 worth of property was destroyed when a 33-minute fire hit a chemical firm warehouse in Barangay Tunasan, Muntinlupa City early Wednesday morning.
Senior Fire Officer 1 Gerardo Nazareno of the Bureau of Fire Protection (BFP) said the blaze broke out at 12:29 a.m. in a two-story building located at No. 31 RMT Compound, Tunasan, Muntinlupa, and destroyed the warehouse of Zizmore Corp., a chemical firm owned by a certain Mr. Uy.
Arson probers are yet to determine what caused the fire which was placed under control at 1:02 a.m. by responding fire fighters.
Chief Inspector Roy Aguto, city fire marshall, commended the firemen for putting out the blaze before it could spread to an adjacent storeroom containing drums of chemicals used in producing shampoo and other beauty products.
“We were lucky that our men were able to quickly stop the fire from spreading. If not, the fire could have lasted for several hours and left a bigger damage,” he said.
No injuries were reported.

MANILA, Philippines - One person was hurt while 14 families were affected after a fire razed an apartment building in Pasay City shortly before noon Wednesday.
In his report, Fire Officer (FO) 1 Edsel Estrella said the fire started at the second floor of an apartment along Dimasalang Street in Brgy. 115, Zone 14 at 11:53 a.m.
Hurt in the incident was 53-year-old Ernesto Gomez, who suffered first-degree burns on his legs.
The fire gutted eight units of the apartment, owned by one Adelina Serafico.
The blaze reached the third alarm before firefighters were able to douse it at 1:06 p.m.
Investigators have yet to determine the origin of the fire, but said it has wrought damages amounting to about P800,000.
The Pasay fire came on the heels of at least six fires in Metro Manila on Tuesday. MANILA, Philippines -- (UPDATE 2) Over P1 million worth of property was destroyed when a fire of still unknown origin struck a commercial-residential area in Quezon City Wednesday morning, affecting two homes and another commercial establishment, a fire official said.
Arson investigator Fire Officer 3 Rosendo Cabillan said the fire started at #25 Panay Avenue corner Roces, Barangay (village) Paligsahan, owned by Angelito Hernandez, at 9:48 a.m. and reached fourth alarm before it was put out at 10:53 a.m.
The establishment was owned by a certain Angelito Hernandez, with a mini store on the ground floor.
The fire spread and partially damaged two other houses and another commercial establishment.
No one was reported hurt, Cabillan said.
Firefighters were investigating what caused the blaze.

MANILA, Philippines – (UPDATE) Over P20 million worth of properties were destroyed when fire of still unknown origin hit a plastics factory in Valenzuela City shortly before dawn Thursday, a fire official said.
The fire at Uniware Plastic Industry at 166 Alicia Street, Barangay (village) Parada has been contained but not completely put out as of posting time, said Captain Enrico Caco, arson investigator.
The fire started at 4:11 a.m. and was put under control at 9:45 a.m.
Eduard Tabuso, an employee of Uniware, and Dexter Lamlem, a fire volunteer, suffered second degree burns because of the incident, Caco said.

ILOILO CITY, Philippines—An elderly coupled died while 37 houses were destroyed when a fire broke out at 4:40 a.m. Monday in Zone 2, in the village of Bakhaw, Mandurriao district in this city.
Chief Inspector Rodolfo Denaga, city fire marshal, identified the fatalities as Romeo Hisog, 80, and his wife Filomena, 78.
The couple was trapped on the ground floor of their two-story house where the fire was believed to have originated. Their nephew and his family who lived on the second floor escaped by jumping out from a window, Denaga said in a telephone interview on Monday.
The fire also partially damaged four houses, Denaga said.
A firefighter, SFO1 Jessie Arquisol, was slightly injured in the hand while he was putting out the blaze.
Firefighters controlled the fire at around 6 a.m. after fire trucks from all fire stations in the city were mobilized.
Investigators have yet to determine the cause of the fire, which damaged properties worth P2.5 million.

MANILA, Philippines -- More than P1 million worth of properties went up in smoke after a fire razed a house this morning in San Juan City.
The blaze that destroyed the house on #10 G. Reyes corner R. Lagmay streets, Barangay Balongbato, San Juan, started at around 9:45 a.m.
Fire chief Inspector Edwin Co of the city fire department said firefighters were able to put out the flames inside the two-story house owned by the late Cresencia Salanga.
Co said a caretaker, who seldom goes to the house, visits and looks after the property. A relative of Salanga, Virginia Montero, 63, was rushed to the hospital after suffering a mild heart attack, Co said.
Arson investigators are still determining the cause of the fire at the abandoned house.

CAMP VICENTE LIM, Philippines -- Fire struck the station of the National Transmission Corp. (TransCo) in Dasmariñas, Cavite Thursday afternoon, police said.
Initial investigation showed the “overloaded” wiring in a generator sparked the fire at the station in Barangay (village) San Agustin around 5:30 p.m., Dasmariñas police chief Supt. Marcus Badilla said over the phone.
Transco is a semi-government corporation that facilitates electrical transmission services located at Barangay San Agustin in Dasmariñas Cavite.
The fire was declared out at 7:30 p.m., Badilla said, but investigators were still in the area to determine the extent of damage.

MANILA, Philippines - At least three people were reported injured while some 500 families became homeless after a predawn fire hit a residential area in San Andres Bukid in Manila before dawn Monday.
Radio dzBB’s Carlo Mateo reported that the fire destroyed some 100 houses at the corner of Radium and Dagonoy Streets in Barangay 775 in Zone 84 in San Andres Bukid.
The injured were not immediately named but the report said their injuries were mostly in the arms and hands, while they tried to fight the fire.
On the other hand, arson investigators initially estimated the damage to property at P1 million.
Many residents scrambled to save their residents, and gathered at the Dagonoy Market. The fire was declared under control before 6 a.m.
An earlier report by dzBB’s Louie Garcia showed the fire reached the fifth alarm shortly after it broke out at about 3 a.m.
Firefighters had a hard time fighting the blaze because of the narrow streets. They complained they could not get their fire trucks out of the area to replenish their water supplies.
Manila fire marshal Superintendent Felixberto Abrenica said they are looking into claims that the fire started from the house of one Jingjing, where a candle left unattended was knocked over.
Some areas of the neighborhood were without electricity at the time, the report said.
Arson investigators are also looking into claims that a short circuit involving illegal electrical connections may have caused the fire.
The Philippine National Police and village watchmen sent personnel to the site to look out for looters.
Meanwhile, in Zambales, firefighters in Subic town lamented Monday the shroud of secrecy surrounding a fire that occurred near the Hanjin shipyard at the Subic Bay Metropolitan Authority Sunday.
Subic town fire chief Senior Fire Officer 2 Jose Borlagdatam said they rushed to the scene but were denied entry at the SBMA area where the Hanjin compound is located.
“Ang problema natin sa Hanjin pinilit natin kumuha ng information, wala tayong makuhang information gawa ng hindi tayo makapasok sa loob ng Hanjin. Yan ang problema natin ganoon din sa pulis [Our problem was that we could not get any information. We were denied entry to Hanjin.
Our town police had the same problem]," he said in an interview on dzBB radio.

MANILA, Philippines - Some 50 houses were razed when an early morning fire struck a residential area in San Andres Bukid in Malate, Manila yesterday, a day after a motorcade was held in the city to mark Fire Prevention Month.
The fire reportedly started before 3 a.m. at a two-story house owned by Felizardo Agustin on Radium street.
Arson investigators said neighbors saw thick smoke coming from the the ground floor before the house was engulfed in flames. The fire quickly spread to adjoining houses in the crowded neighborhood.
The fire was put out at 5:30 a.m. No one was reportedly injured in the two-hour fire.
Damage to property was placed at P1 million, though probers are still investigating what caused the fire. – Nestor Etolle

Father too drunk to save his children in the blaze caused by gas lamp
BATANGAS CITY: Four children died when their home in Barangay Payapa, Padre Garcia, in Batangas was engulfed by flames and their father was too drunk to rescue them, police said.
Batangas Police Provincial Director Senior Supt. Jesus Gatchalian identified the victims as Paula Marice, 9; Prell Marilyn, 8; Prell Monique, 6; and Patrick Marlon, 5 all surnamed Bolanos.
The mother of the children, aged between 4 and 9 years old, was at work at the time when the blaze destroyed the house in Batangas. She later went to pick up another Bolanos child at the plaza.
The children “were all charred beyond recognition,” local police spokesman Senior Insp. Edgardo Dimaano told reporters.
“We received a report that the father was sleeping inside the house when the incident occurred,” said Dimaano.
The father, who saved himself, said he had been drunk after a local fiesta celebration the previous day.
Investigators traced the cause of the blaze to an unattended kerosene lamp, Dimaano said.
The blaze came just days after the Philippines kicked off a fire prevention awareness campaign last week.

Fire gutted a house in a posh village in Quezon City, Monday night.
Fire officials said fire broke out in one of the houses along Polksville Street in Barangay White Plains around 10:30 p.m.
The owner, Franco Mabanta, was hurt after being hit by a toppled glass foundation of his home during the fire.
The fire was put out 30 minutes later. Fire investigators have yet to determine the cause of the fire. With a report from Doland Castro, ABS-CBN News

MANILA, Philippines - The scorching heat this summer may reach up to 40 degrees Celsius, the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said Wednesday.
Pagasa head Prisco Nilo advised the public to avoid the outdoor summer heat, which he said will be at its fiercest between 10 a.m. and 2 p.m.
“Sa Metro Manila inaasahan natin aabot tayo ng 37 to 38 degrees. Sa ibang lugar gaya ng Cagayan Valley maaring aabot ng 39 to 40 degrees Celsius, so mas mainit sa lugar na yan," Nilo said in an interview on dzXL radio.
[In Metro Manila, the heat may reach 37 to 38 degrees. But in other areas like Cagayan Valley the temperature could go way up to 39 to 40 degrees, so that is going to be very hot]
He said the temperature would usually start creeping up in the morning and peak at about 2 p.m., adding that it will be wise for people to avoid the summer heat especially up to the first half of May.

MANILA, Philippines - Fire believed caused by an electrical short circuit razed the ancestral home of the vice mayor of San Juan town in Batangas province Wednesday afternoon.
Radio dzRH reported the fire that hit the 200-year-old ancestral home of Vice Mayor Octavio Antonio Marasigan occurred at about 1:30 p.m.
The report said the fire may have caused up to P50 million damage to property.
A separate report on dzXL radio said the fire was declared out at 3:30 p.m.

MANILA, Philippine - Three people were hurt and hundreds of families lost their homes in a predawn fire believed to have stemmed from an illegal electrical connection in Muntinlupa City Tuesday.
Radio dzBB’s Louie Garcia reported the fire lasted nearly four hours razed some 150 houses along Bautista Street in Bayanan village.
The report said the three injured, who were not immediately named, were in stable condition as of Tuesday morning.
Several residents who lost their belongings gathered at a nearby covered court to wait for help, shortly after the fire was declared “out" at 4 a.m.
Arson investigators estimated the damage to property at P5 million, even as radio reports said up to 500 families were rendered homeless.

Communication convenience during emergencies is now made easy and possible in Western Visayas through Bayan Telecommunication's creation of the three-digit emergency numbers-117 for criminal reports and local government emergencies , 168 for Iloilo's Citizen Action Group and 911 for the Federation of Iloilo Volunteer Fire Brigade/Red Cross.
In cooperation with Iloilo City Mayor Jerry Treñas and Congressman Raul Gonzalez Jr., Bayan's idea of putting up emergency numbers sprung from their experience after Typhoon Frank. For one, there was no venue for people to ask and sought for help especially in areas that were heavily flooded. During that time, it was only Bayan's wireless landline service that was operational during the critical moments during and immediately after Typhoon Frank.
“Congressman Gonzales and his office, in cooperation with the Iloilo Bayan Team, then thought of a way to provide aid to Ilonggos by proposing that barangays in the City of Iloilo should have a Bayan Wireless Landline as a means of communication, in preparation for times of crises,” says Abrigo Merin, Bayan's Head of Regional Markets. “And now with the emergency numbers, more Ilonggos will find it more convenient to ask help from authorities during calamities and other emergencies.
Aside from that, barangay tanods also use individual BayanWIRELESS Landline so that it would be easier to contact them during emergency situations instead of the usual radio equipment.
“Bayan is committed to championing the Filipino voice. We were fortunate that the local government units also support this cause,” said Tunde Fafnwa, Bayan's Chief Executive Officer.
Through bayanWIRELESS Landline, there are now ways where kababayans from the Western Visayas, Iloilo in particular, can ask for help or assist their fellow Filipinos whenever there is a need for it.
Indeed, in line with their thrust of letting the Filipino voice be heard, Bayan assists local government units by providing channels where important messages can be communicated. Through projects like the emergency hotline, more and more Filipinos can rediscover the value of real communications in their lives.

I HAVE never imagined how valuable is 911 to Davao City residents until tragedy struck my own family. At the moment of helplessness the number came across my subconscious, and the next second I dialed it for the first time.
Of course I knew what 911 was, an emergency number that gives access to a special task force that will respond in minutes to any emergencies that requires police action and expeditious medical attention and whatever.
Here's my story. My wife, an incurable workaholic, has to fly early to Zamboanga City last Wednesday. I was to drive her to the airport. While she was taking a shower, I checked the things she has to bring in the sala. From where I was I heard somebody calling, but I dismissed it for it was too faint.
But then I realized it was too constant so I rushed back to our bedroom. She was not there. She should have been there fixing her hair. The door at the bathroom was closed, but I now sensed the voice emanated. I swung the door open and was shocked to see my wife in supine position, writhing in terrible pain.
From vicarious experience I learned that victims of accidental fall or slip must not be moved until it is ascertained that bone fractures are not likely. I calmed her down, assuring her that she will be okay.
I have written a number of items about 911 since it is something unique and revolutionary in RP. Mayor Duterte, I knew, partnered with his friend, the late Al Aboitiz of Davao Light & Power Company, in conceptualizing 911 and how to provide it with manpower and equipment and supplies.
When I dialled 911 the lady in the other end asked me a few questions, obviously to ascertain what the victim would need. In this case my wife. A few minutes later, an ambulance arrived in our doorsteps in Guadalupe Village. The lady staff member was calm and very assuring.
Very professional in fact. She asked my wife a few questions, checked her sensations and reflexes, surveyed the bathroom where the accident took place, and motioned to the rest of the staff to get my wife to the stretcher. Everything was smooth, quick, and in precision.
Inside 911 ambulance is another revelation. The lady staff member is on top of every situation. She checked on my wife and tried to get more information. As she does this someone takes note of vital information. I felt secure, knowing that they are taking notes of every details.
What is happening on the road on our way to Davao Doctors Hospital is another story. From inside the vehicle I observed that there are drivers who refuse to yield to the ambulance despite the blaring sirens.
Even then we made it to the hospital in no time at all. The moment we disembarked and my wife safe in the emergency room, the lady staff member and her crew promptly turned over my wife and their notes to the attending physicians.
I was made to sign some document in the emergency receiving counter. When I looked back to convey my thanks the 911 crew was gone. All I heard is the wailing sound of siren. I thought then that they are out there rushing to pick up another patient in distress.
I did not have the chance to personally express my gratitude to the 911 crew. I thought I should write this episode that involved these fine young men and women who, even as I write this item and as you read it, are somewhere there saving limbs and life. I am sorry that in my anxiety I lost the journalistic instinct in me, asking names, asking how and why. But I salute you.
My wife is now back in the confines of our bedroom. Thank God she is well and intact except for the contusions the pain of which she has to endure while recovering in the next few days. Thank to Mayor Duterte too and to my late friend Al Aboitiz. You guys would never realize how important 911 is and the facilities that you have provided us Dabawenyos.
Inside the ambulance on our way to the hospital, I heard a couple more of distress calls. Maybe our congressmen could make use of their initiatives to add more ambulance vehicles to 911 and additional staff to man them. I hope that my readers here and abroad will read this piece and find out how they can provide additional facilities and equipment to our 911.
I also wish to extend my gratitude to Dr. Honorio Hilario and Dr. Angala and the nursing staff at the emergency center and those who attended to my wife. By the way, Davao Doctors have gone a long way from the last time I visited the hospital.
The rooms are well-fitted, hot water is available every second, the water is potable, and the food does not look like it's hospital food. The personnel are extremely courteous except for some quirks in the billing section. But then nothing is perfect except for the 911 crew. I salute you guys. You deserve this praise and a raise.

CEBU, Philippines - Cebu City will soon have its own version of Rescue 911, according to councilor Gerardo Carillo, head of the Cebu City Disaster and Coordinating Council.
This after Cebu City Mayor Tomas Osmeña approved the use of a building in Mambaling as the headquarters of the responding team.
Carillo said they received P30 million worth of computers, software and hardware from the Visayan Electric Company which will be used for the action center.
Initially he said the plan was to put up the center at Kawit Island in the South Road Properties, but the mayor agreed to the Mambaling option for the sake of convenience.
The vacant lot in front, Carillo said, will be used as parking lot for their standby vehicles.
“It is going to be a call and receiving center, we will take all types of emergencies and coordinate responses be it for fire, police assistance, drowning, bomb threats and even suicide attempts,” Carillo said.
The agencies under the Rescue 911 include the Philippine National Police, Philippine Coast Guard, Bureau of Fire and Protection, Department of Social Welfare and Services, Department of Public Services and all the other agencies under the CDCC.
“It will be one organized center ready and open 24/7,” Carillo said.
He said that they just need an executive order from Osmeña to legalize the center and to be followed by an ordinance on the part of the city council.

CEBU, Philippines - The Emergency Rescue Unit Foundation is expanding its coverage to an even broader reach from the north to the south of Cebu by taking the organization online.
In partnership with an upstart web development group called Hypecorp, ERUF is in the process of creating its website – www.eruf161.com with several objectives in mind.
One of which is to heighten the awareness of the Cebuanos of ERUF’s existence, its history, and the services that its members are always ready and willing to provide.
“Increasing the publicity from the organization’s perspective is simply increasing its strength in terms of reach and coverage,” this was learned in a statement.
The website will contain applications that will make the organization’s process faster and more streamlined. One of the many tools it will contain is an online registration form, which will allow paramedics or aspiring paramedics to volunteer their service to the organization making ERUF more accessible not only to the general public but to future volunteers.
This move is seen to provide convenience to the people as well as to the organization in terms of tracking, storing, accepting volunteers and paving this new avenue for contact and access.
The finalization of the agreement between ERUF and Hypecorp in terms of website construction happened last June 13.
As data and photographs will be posted on the web page, Hypecorp with its new department – Hype Media – led by Mark Ladanan with Jonas Barro in cooperation with freelance photographers Mikel Magdadaro and Jerry Cabrera will have a photo shoot of ERUF’s top-of-the-line vehicles at the IT Park in barangay Lahug on June 29 and 30.

Davao City still enjoys the distinction of being the only city in the Philippines with an emergency response center available on call 24 hours a day. Just dial 911 on any landline or mobile phone (toll free) in case of emergency.
Recently, the Davao City 911 Emergency Response Center opened a new operations hub in the south — a stone’s throw away from where I live, in fact. The new center used to be a public market. And, for the life of me, I cannot fathom why the city government back in the ’80s decided to put a wet market in the middle of a residential district. Needless to say, it was a terrible idea. I’m glad that the city has found a much better use of the facility.
From their new base in Matina, these are the city’s services that will respond to emergency situations anywhere in the city: Emergency Medical Service, Urban Search & Rescue, Fire Auxiliary Service, and the K-9 Service.

I think eventually they will be incorporated into one emergency service. But for now, every provinces have their own different managements regarding this emergency management services.

I believe they will use VECO's emergency dispatch system. Recently, VECO underwent rehab with the help of Davao Light - AEV distribution company in Davao City. Davao's 911 was realized with the help of the Aboitizes.

well literally they are the same but quick response is another story... Central 911 in Davao doesn't have to deal with Government Units, 911 they're the "Unit" which means no heirachy to deal with when emergency comes, they are housed in the same building(except for the police ).... as the saying goes "every seconds counts" and btw its better to have a name recall # 911 than say 117 or 116 :)

i dont see the logic why the phillippines second largest electric distribution company would need help from davao light (which the same company also owns). can you provide sources? that veco in any way really needed help from davao light eh mas malaking kumpanya at mas malaki ang kita nila thru veco. if there were upgradings made, im quite sure it was made internally thru veco.... not through davao light.

Four bomb drills held all in a day in Davao City

DAVAO CITY (MindaNews/16 July) -- Authorities here decided to be hard on themselves today.
A multi-agency task force led by the Armed Forces of the Philippines’ Task Force Davao (TFD) staged not one but four simulation drills to test the readiness of government agencies to respond to an emergency.
Col. Oscar Lactao, TFD chief, said they decided to conduct four drills, one after another, to test the readiness of all government agencies including their own and the Philippine National Police.
"We can not afford to be complacent," Lactao said.
The first drill was launched around 9 a.m. when a "bomb" was found at the back portion of the Davao City Overland Transport Terminal in Barangay Matina.
A military convoy led by the Army Explosives Ordnance Disposal Unit responded, dodging the heavy traffic from the headquarters of Task Force Davao in Santa Ana to the bus terminal, about five kilometers away.
Even before they could rest, another alarm sounded, this time alerting all police and army units to watch for a green Toyota Revo believed to be loaded with improvised explosives cruising around the city.
Within minutes of the call, a traffic aide called up their office at the Traffic Management Command who alerted the police pursuers.
For the next ten minutes, teams of responding lawmen, guided by detailed monitoring from traffic aides, converged on the Toyota Revo until they caught up with it near Gaisano Mega Mall.
The third drill happened at the parking lot of NCCC shopping mall in Barangay Matina where a "bomb" was found in one of the parked motorcycles while the fourth was at the Matina barangay hall.
"All response time fell under ten minutes despite the traffic, " Lactao said.
Lactao said the exercise was " successful" in testing the readiness of the agencies.
He said the key to success is the Community and Emergency Response Center Central 911, which serve as the command center of the exercise.
"Without 911, all our exercise will fail. 911 provided the command and control of the exercise," Lactao said.
He said the agencies will be studying their mistakes in the next few days.
"There are mistakes but this is why we conduct exercises," Lactao said. (Froilan Gallardo/MindaNews)

they (GMA) made another report about that incident... the rescue unit was apparently from Red Cross--they gave no comment though...
sabi ng MMDA only a doctor can proclaim if a person is dead or not, only then can an ambulance refuse to bring the body to the hospital....
it wasn't the case dun sa nangyari...:ohno:

Central 911 in Davao doesn't have to deal with Government Units, 911 they're the "Unit" which means no heirachy to deal with when emergency comes, they are housed in the same building(except for the police ).... as the saying goes "every seconds counts" and btw its better to have a name recall # 911 than say 117 or 116 :)

911 is us number to call for emergency services. the uk, japan, germany and france do have their own emergency numbers to call and still theyre able to provide emergency services at a timely fashion. other metro areas using different codes or number can be is as effective as 911 if the system is implemented properly.

@MatudNilaBaby: Let them. They don't mind modelling/copying the numbers because they are more concerned of efficient and effective emergency response.
Despite the government exerts their efforts to standardize the emergency numbers (117), it seems doing this remains a dream.

CEBU, Philippines - Cebu City will soon have its own version of Rescue 911, according to councilor Gerardo Carillo, head of the Cebu City Disaster and Coordinating Council.
This after Cebu City Mayor Tomas Osmeña approved the use of a building in Mambaling as the headquarters of the responding team.
Carillo said they received P30 million worth of computers, software and hardware from the Visayan Electric Company which will be used for the action center.
Initially he said the plan was to put up the center at Kawit Island in the South Road Properties, but the mayor agreed to the Mambaling option for the sake of convenience.
The vacant lot in front, Carillo said, will be used as parking lot for their standby vehicles.
“It is going to be a call and receiving center, we will take all types of emergencies and coordinate responses be it for fire, police assistance, drowning, bomb threats and even suicide attempts,” Carillo said.
The agencies under the Rescue 911 include the Philippine National Police, Philippine Coast Guard, Bureau of Fire and Protection, Department of Social Welfare and Services, Department of Public Services and all the other agencies under the CDCC.
“It will be one organized center ready and open 24/7,” Carillo said.
He said that they just need an executive order from Osmeña to legalize the center and to be followed by an ordinance on the part of the city council.

you have bragging rights if the concept is orginally conceived in your area pero kon kinokopya lang and then mang hambug pa nga mas effectivo sila kay 911 ilaha is too much bravado.

116 of ERUF in Cebu is very effective. ERUF has an ambulance and fire truck, the only lacking is the police.
if you're talking of quickness and effectivity, you can't compare which is better. all are effective.

My take on this discussion is that, being a country closely tied to the US, 911 is much easier for us to recall. We can immediately relate 911 to emergencies, because we always heard the number in most American movies and American news we watch.

yes, 911 in Davao is the best, but 166 of ERUF here is the best also although no police force included in its 166 number.

Also, it's because of the docudrama: Rescue 911 (http://en.wikipedia.org/wiki/Rescue_911). It was shown in RPN in 1990s.
