To start, Reliance's 5000 hectare SEZ in Jhajjar just got an in-principal approval 5 days ago.

The government on Monday granted in-principle approval to Mukesh Ambani’s Reliance Haryana SEZ Ltd, clearing the first hurdle for a tax-free multi-product special economic zone (SEZ) at Jhajjar near Gurgaon in Haryana, not far from Delhi. Formal approvals will be granted after detailed plans are submitted.
Reliance’s SEZ was trimmed to 5,000 hectares, after a Group of Ministers changed the rules in April last year.

PFC signs Rs 5,180cr deal with Aravali Power for 1500 MW power plant (http://www.business-standard.com/common/storypage_c_online.php?leftnm=10&bKeyFlag=IN&autono=32927)
Power Finance Corporation (PFC) today announced that it had signed the largest-ever loan agreement for Rs 5,180 crore with Aravali Power Company for the execution of the 1,500 Mw coal-based Indira Gandhi super thermal power project at Jhajjar, Haryana.
"This is the largest-ever loan sanctioned by PFC for any power project," a statement issued by PFC said today.
Power generated from the project would be shared between Delhi and Haryana in equal proportions. Aravali Power has acquired the land required for the 3x500 Mw project, which is expected to be completed by October 2010.

The Haryana government Friday announced that a new township, Sampla, will be developed near Rohtak, about 60 km from the national capital.
The new urban estate will be located between Bahadurgarh and Rohtak towns.
Sampla will be spread over 7,180 hectares and will have three facilities - a cyber city, a medi-city and a biosciences city - in its vicinity. It will cater to a population of nearly 300,000 residents, Chief Minister Bhupinder Singh Hooda said here.
The decision to develop a new city was taken at a meeting of the state-level committee of the town and country planning department here Friday under the chief minister.
'Out of 7,180-hectare of land, 1,070 hectares will be for developing the bioscience city, 550 hectares for medi-city and 223 hectares for cyber city. Forty sectors in all would be developed in the new Sampla urban complex,' Hooda said.
'Out of these, 19 sectors will be residential, eight sectors each will be reserved for industrial and institutional purposes and one sector each for commercial, transportation and communication. Open spaces will be kept in an area of three sectors.'

CHANDIGARH: Haryana Chief Minister Bhupinder Singh Hooda on Tuesday said projects have been initiated to set up industrial model townships in Faridabad, Rohak, Jagadhri and Kharkhoda and two more cities would be developed on the pattern of Gurgaon.
Hooda said this while interacting with British High Commissioner to India, Sir Richard Stagg, who called on him here, an official release said.

Chandigarh, Mar 21 The Haryana State Horticulture Development Agency has approved the annual action plan of Rs 223 crore for 2008-09 under the National Horticulture Mission (NHM). Out of the total funds allocated, the Centre will contribute about Rs 189.54 crore, whereas the state government’s share will be close to Rs 33.40 crore.

BHIWANI: To augment power generation and strengthen its distribution system in the state, the Haryana government has prepared a mega investment proposal of Rs 24,316.82 crore during the 11th five year plan.
Out of this, Rs 10,042.01 crore would be spent on power generation, while Rs 7,697.72 crore is earmarked for transmission and Rs 6,577.09 crore is for strengthening of distribution system in the state, Haryana Minister for Forest, Environment and Sports Kiran Choudhry today said here after inaugurating a 33 KV substation at Pataudi village in Bhiwani district.

Panchkula, March 18 Learning a lesson from the Samjhauta Express blast, CCTVs are being installed at all the 22 railway stations of Haryana, said SP, Government Railway Police, Haryana, Bharti Arora.
Addressing a media conference at the Police Line in Moginanda, Panchkula, today, Arora said the process of installation of CCTVs is complete in Ambala, and these will be installed soon in Chandigarh, Panipat, Faridabad, Gurgaon, Sonepat, Kurukshetra and Karnal.

Mumbai, Mar 17 China Light and Power (CLP) has outbid Lanco Infratech and Torrent Power by quoting a per tariff of Rs 2.996 for the 1,320 MW coal-based power project at Jhajjar in Haryana. CLP plans to pump in nearly Rs 5,000 crore for the purpose.
CLP sources confirmed the development and told FE, “The project will be developed in two phases. The first phase of 660 MW is expected to be come on steam after 42 months from the signing of the power purchase agreement. By the end of 11th Plan period, the first phase will become operational.

CHANDIGARH: The Union Ministry of Water Resources has approved two projects namely Jawahar Lal Nehru (JLN) Canal Command Phase-II and Western Jamuna Canal (WJC) Command Phase-VI for Haryana at an estimated cost of Rs. 466 crore under the centrally sponsored Command Area Development and Water Management (CADWM) programme.
While stating this here Monday, the Irrigation Minister, Capt. Ajay Singh Yadav said that the estimated cost of JLN Canal Command Phase II project was Rs. 150 crore out of which Rs. 77 crore was Central Share for covering the area of one lakh hectare for construction of 525 watercourses. Similarly, the estimated cost of WJC Command Phase VI project was Rs. 316 crore which covering two lakh hectares of area for construction of 1542 watercourses.
Capt. Yadav said that the project JLN Canal Command Phase II project covers five districts namely Jhajjar, Rewari, Mohindergarh, Bhiwani and Gurgaon. The project period was nine years and would last upto 2016.

Delhi-based DLF group, would soon have its presence felt in the fringes of Chandigarh as the company is coming up with their DLF Garden City Project near Panchkula for which the company is eyeing 200 acres. Out of the 200 acres, the company is said to have acquired 34 acres with rest being underway.
Already DLF, one of the leading real estate developer of India, has its presence in Chandigarh as the company has set up an IT Park spread over an area of 12.4 acres with an investment of around Rs 240 crore.
The DLF garden city project that is a residential project in an area of 34 acres and would offer 2, 3 and 4 Bedroom Hall Kitchen (BHK) apartments.
While the 2 BHK would have 1250 sq feet , the 3 BHK area would vary from 1550 sq feet to 2050 sq feet while the 4 BHK would comprise 2250 sq feet to 2550 sq feet.
An official from the DLF, while confirming the news said that DLF has acquired 34 acres of land near Panchkula on the National Highway-22 and the project would be rolled out soon. The said deal has been finalised at a whooping amount of Rs 1.14 crores.
According to officials, the DLF is awaiting licence from the Haryana government, which will come by this month end after which the work for the township would resume.
Apart from the residential apartments the integrated township would have special features like Club House, Schools, which could be in collaboration with Vijay International School and Educom and an hospital to be set up by Fortis or Wockhardt.

So far nanocity would be developed in two phases with a price tag of more than 1billion dollars. Sabeer Bhatia is currently chasing silicon valley companies and other IT firms based in the US.

However funding and developing this project has taken a great amount of time. I doubt that the foundation stone would be laid any time soon.

TDI Hotels and Resorts Ltd, a group company of TDI Infrastructure, has informed that the company has signed an operating, marketing and technical services agreement with Fortune Park Hotels Ltd, a subsidiary of ITC Ltd.
The agreement is to setup a 100-room Fortune Select Hotel at Sonepat close to the TDI Kundli township.
The company claims that Sonepat hotel is the first of the many planned in various cities across India. Hotels industry is set to see decent growth in revenues as the number of tourists and business travelers has increased in India. The growth in Aviation sector has also increased the frequency of travel among middle class in India.
The new hotel is expected to be operational in 24 months and will serve the needs of NCR and the fast-growing Kundli-Sonepat belt.

CHANDIGARH: Haryana government plans to set up community radio stations for the benefit of farmers in the state which will disseminate information on issues related to agriculture.
Chief secretary Dharamvir told The Times of India on Sunday that it has been decided to write to universities in the state to explore the possibility of setting up such radio stations across Haryana. Experts of Hisar-based Haryana Agricultural University could play an important role in this regard, he said. The country’s first community radio station for farmers was set up in Dharwad in Karnataka last year.
The Haryana government prefers to set up such radio stations in backward districts like Mewat, he said. Community radio service that caters to the interests of a particular area, broadcasting material popular with the local audience but is overlooked by established broadcasting groups. Normally, such stations cover a range of 5 to 10 km.
Dharamvir further said that an NGO has applied for setting up a community radio station at Punhana (Mewat) block, which has the lowest socio-economic indicators. The government wants to set up the station as a pilot project and later on, such stations could be set up in other blocks of the district through public-private partnership, he said. Government plans to engage NGOs and schools to popularise the concept in the state. Presently, 34 community radio stations are functioning in the country including one at Chandigarh, which has been set up by a private school.

Two contracts have been awarded to the company for widening and upgrading Rai Nahra Bahadurgarh Road (MDR 138) and Rohtak-Kharkhoda Delhi border (SH-18)
Mumbai: Construction company, Unity Infraprojects has bagged an order worth Rs383 crore from Haryana State Roads and Bridges Development Corporation (HSRDC), Chandigarh. With this order, the company’s order book for the month of May has touched Rs605 crore.
A contract worth Rs142.62 crore was awarded to the company for widening and upgrading the Rai Nahra Bahadurgarh Road (MDR 138) and Rohtak-Kharkhoda Delhi border (SH-18), scheduled to be completed within 15 months, he said.
The second contract, worth Rs240.45 crore, was awarded for improvement of Murthai Sonepat-Sampla-Jhajjar-Dadri Road (section of SH-20) and for widening, strengthening, providing drains, widening of bridges and culverts of Gurgaon-Karrukjnagar-Jhajjar road (SH-15 A), he said.
This contract was awarded to a joint venture between Unity Infraprojects and Backbone Enterprises, and the time period for the project to be completed was 18 months, he said.

CHANDIGARH: Reliance Industries, Albina Power, ACME Telepower, Epuron Renewable Energy Power, Emco and RS India Wind Energy have evinced keen interest in setting up of solar power projects in Haryana.
Haryana Deputy Chief Minister ChanderMohan, who is also the Minister in-charge of Renewable Energy, said here today that Haryana Renewable Energy Development Agency (HAREDA) had received as many as 20 proposals from various groups to set up solar energy based power projects in the state.
In all, 73 firms had procured the application forms for these projects, he added.
He informed that these proposals would be evaluated by the Technical Appraisal Committee constituted by the state government and thereafter, HAREDA would ink MoUs with the shortlisted firms for preparation of detailed project reports and their execution, an official release quoted him as saying.
Power from these projects would be purchased by the state power utilities on the tariff approved by the Haryana Electricity Regulatory Commission (HERC), he said, adding that for fixation of tariff, HAREDA had already submitted a consultation paper to HERC.
The tariff order, for which public hearing was held on April 2, 2008, is likely to be issued by the HERC soon, he added.

HARYANA CHIEF Minister Bhupinder Singh Hooda today said the state government would explore the possibility of providing 3,000 acres of land in the NCR to Japan-based Mitsui and Co India Private Limited for setting up a Japanese Industrial Park.
The Chief Minister, presiding over a meeting with a Japanese delegation led by the Mitsui chairman, today said Gurgaon had emerged as the most preferred destination for Japanese companies.
Hooda suggested the industrial park could be set up in Jhajjar district. " railway line from Rohtak to Rewari via Jhajjar has also A been sanctioned by the Railway Ministry and following its con , struction, business and industrial hubs would flourish in Jhajjar and Rewari districts," he said.
The Chief Minister directed Haryana State Industrial Infrastructure Development Corporation (HSIIDC) MD Rajeev Arora to identify suitable land in the vicinity of the NCR to set up the industrial park. Hooda said that for meeting the power and irrigation demands of Gurgaon, about 5,000 MW of additional power would be added in the power kitty during the next three years. A water channel was also being constructed at a cost of Rs 225 crore for the NCR.
Hooda told the delegation that better connectivity would be made available in the NCR after the construction of KMP Expressway . M.L. Tayal, Principal Secretary to Chief Minister, said there was a great potential for setting up food processing industries in Haryana.
Mitsui chairman Munetaka Onose said the firm was one of the largest global industrial services trading and investment corporation with a revenue of $127 billion in 2007. He said Mitsui had a highly diversified business portfolio with a global network of 159 offices in 67 countries as well as a significant presence in India.

Haryana Chief Minister Bhupinder Singh Hooda on Monday said that State has received an investment of Rs 33,000 crore besides the investment of Rs 66,000 crore was in the pipeline since the implementation of new Industrial Policy in the State three years back.
This was disclosed today by Hooda while addressing the gathering after 'Bhoomi Poojan' of a plant which would be set up by Yokohama Private India Limited of Japan at Bahadurgarh Industrial township in district Jhajjar.
The multinational company Yokohama of Japan had also set up its first plant in India and that was set up at Bahadurgarh. An official release here quoting Hooda said that Yokohama Tyre Company was the seventh largest tyre manufacturing company of the world.
He assured Japnese business delegation and entrepreneur that all the possible help would be provided by the Government. He said that this industry which would be set up in 25 acres of land was likely to start production in next 14 months and the investment of the company in phased manner would be Rs 1000 crore by 2010.
Addressing the gathering at Bahadurgarh, hooda asserted that by setting up of this plant the economy of this area would have a perceptible change and ample employment opportunities would be available for the youth of this area.
He opined that that day is not far away when Bahadugarh would be known as Gurgoan in the matter of development.

Haryana Renewable Energy Development Agency (HAREDA) have received 18 proposals from the Independent Power Producers for setting up solar power projects of 92 MW capacity said Director of the agency Sumita Misra.
Financial Commissioner and Chairman of HAREDA S C Choudhary assured the developers of all possible help from the government for starting up solar power projects, after a investors' meet today.
Leading companies like Reliance Industries Ltd, Albina Power Ltd, Epuron Renewable Energy Power Pvt Ltd, Emco Ltd and RS India Wind Energy Pvt Ltd had shown keen interest in setting up these projects in the state, Mishra added.

Country's largest paint manufacturer Asian Paints will invest Rs 400 crore to set up a greenfield manufacturing facility at Rohtak in Haryana.
The plant's intial capacity will to manufacture 1.5 lakh kilo litres of paint which can be scaled up to 4.5 lakh litres.

Haryana is implementing a Natural Resource Management and Poverty Minimising Scheme with foreign aid in the State. Under the scheme 40 villages of district Kurukshetra have been selected and forest committees for Common Forest Management have been formed in these villages.
While stating this here today, a spokesman of the department said that the Forest Committees were being registered under Society Act. As many as 7.42 lakh saplings of trees would be planted over 700 hectares of land by Kurukshetra Forest Circle, besides giving free saplings to the farmers and other institutions.
He said that the villages to be covered under the scheme included Bakhli, Lotni, Mohanpur, Gumthala Gaddu, Sandhola, Ramgarh, Bibipur, Aarnecha, Garhi Langri, Chanarheri, Umri, Samaspur, Chhalaundi, Chhoti Udarasi, Ramnagar, Giridhapur, Dalla Mazra, Kheri Shaheeda, Bakali, Tangori, Megha Majra, Beej Sujra, Ratangarh, Hasanpur, Thana, Neemwala, Badarpur, Dola Mazra, Helwa, Nalwi, Gogpur, Kserala, Shadipur, Thol, Jognakhera, Khanpur Jatan, Sarsa, Gari Rodhan, Hameera Farm and Jurasi Kalan.
The spokesman said that plantation would be carried along roads, canals, railway lines and protected forest area by these Forest Committees.

Five major road projects will be implemented in Haryana at a cost of Rs 262.90 bn, MP Deepender Singh Hooda said on Tuesday.
Deepender Singh Hooda, who represents Rohtak constituency, urged Prime Minister Manmohan Singh to lay the foundation stones of these road projects.
"Delhi-Rohtak National Highway No. 10 would be a six lane project costing Rs.48.60 billion. Badarpur elevated highway would be six laned at a cost of Rs.34 bn," said Hooda on Tuesday.
He said that tenders have been invited for the four lane project of Rohtak-Hissar state highway at Rs.54.30 billion. The Rohtak-Panipat national highway 71-A will have four lanes at a cost of Rs.62 bn.
The four lane Rohtak-Jhajjar-Rewari-Bawal national highway 71 will be upgraded at a cost of Rs.64 bn.

Five big road projects would be develop in Haryana at a total cost of Rs 2,629 crore. Stating this, the Rohtak MP Deepender Singh Hooda said Prime Minister Manmohan Singh is likely to lay foundation stone of these projects.
While giving details of these five projects, Hooda said the Delhi-Rohtak National Highway No 10 would be six laned at a cost of Rs 486 crore. Badarpur elevated highway would be six laned at a cost of Rs 340 crore.
Tenders have been invited for four laning of Rohtak-Hisar State Highway at a cost of Rs 543 crore. The Rohtak-Panipat National Highway No 71-A would be four laned at a cost of Rs 620 crore.
Similarly, Rohtak-Jhajjar-Rewari-Bawal National Highway No 71 would be four laned at a cost of Rs 640 crore. There was also a plan to construct four new by-passes of Meham, Madina, Kharkara and Hansi, he said.
He thanked Prime Minister for sanctioning a Central University and an Indian Institute of Management for Haryana.
Hooda said that proposals to set up these two projects in the State have been sent to Central Government.

The Haryana government on Monday announced that it has tied up for supply of 2,000 MW of power to partly meet the the short fall of 4,000-5,000 MW likely to be faced by the state by 2012.
Haryana Chief Minister Bhupinder Singh Hooda, after the meeting of the Haryana Council of Ministers, said that finalisation of the tariff for specific power generation plants located in Orissa and Gujarat was taken through the process of transparent competitive bidding.
He said thermal plants being set up by Lanco, GMR (through PTC) and Adani would supply power to Haryana for a period of 25 years beginning from 2012 at a levelised tariff ranging from Rs 2.355 to Rs 2.940 per unit.
Haryana Power Generation Corporation had invited bids on May 30, 2006, following central government's guidelines.
Further, the state cabinet decided today to exempt coarse maize bran chhilka from Value Added Tax. Also, wooden crates, lith film and 19 chemicals and hardware inputs would be taxed at a reduced rate of four per cent. This move can benefit the trade, industry and consumers to the tune of about Rs 75-80 lakh per year.
The state government also decided to set up an autonomous 'Haryana Agriculture Development Agency' (HADA) under the aegis of its Agriculture Department for the development of agricultural sector in the state.
The Cabinet decided to constitute a Committee to look into the matter of functioning of Primary Agricultural Cooperative Societies.

Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) has decided to bring all its transactions on-line to facilitate its clientele and also to bring transparency in its dealing with the public.
The Corporation has engaged the services of a Noida based company M/s 3i-Infotech Ltd for this purpose.
A meeting was held in Chandigarh on Wednesday under the Chairmanship of Commissioner Industries and IT, Y.S. Malik to review the progress made by 3i-Infotech Ltd in designing and formatting the integrated solutions for the Corporation.
3i-Infotech made a detailed presentation of a broader format prepared by them on the basis of the information provided by various heads of the Corporation.
An independent consultant R Sumanthra from eGestalt Technologies Pvt Ltd, New Delhi was also present on this occasion for providing expert inputs.
The Managing Director of the Corporation, Rajeev Arora and its senior officers were also present during the interaction with the solution providers, an official release said in Chandigarh.
After the meeting Arora informed that the solution providers had been engaged for a period of three years.
The company has been entrusted with the assignment to provide integrated solutions for designing and computerising all the activities of the Corporation.

China Light and Power to develop 1320 MW project in Haryana
The Haryana Government on Wednesday allotted 1320 MW Jhajjar thermal power project to China Light and Power (P) Ltd for its development.
"China Light and Power would be the first Independent Power Producer in the thermal sector in Haryana selected on the basis of competitive bidding mechanism," said Haryana Chief Minister Bhupinder Singh Hooda after a meeting here.
The company would supply the power to the state at Rs 2.996/kwh (which works out to Rs 2.82/kwh on applying latest escalation indices notified by CERC and actual coal linkage) as levelised tariff for 25 years.
A 100-year-old company, China Light and Power is generating more than 13,000 MW of power in various countries including Australia, China, Thailand, Taiwan and India utilising different sources of energy such as nuclear, thermal, gas and wind power, said Hooda.
Besides China Light and Power, two other power companies Lanco Infratech and Torrent Power submitted their bids for this project, a senior official said.
Hooda said that a process of transparent competitive bidding was adopted to select a company for the development of the project.
Hooda said the company would establish a thermal power plant of 1320 MW capacity with Mega Power Status which would supply 90 per cent of the power generated to the State of Haryana for a period of 25 years, with a provision that the period of contract could be extended thereafter as per mutual agreement with the state retaining the first right of refusal.
The Chief Minister also added that the process for acquisition of 1221 acre land situated in the villages of Khanpur Khurd, Khanpur, Wajidpur and Jharli of Jhajjar district had commenced last year.

Leading realty developer Ansal Properties & Infrastructure Ltd on Monday said it will invest Rs 900 crore for developing a 250-acre engineering-based Special Economic Zone at Sonepat in Haryana.
"We are happy that Ansal API will fill up a long pending demand for space in the fast developing area of Sonepat. The notification of the SEZ has come at an appropriate time when the manufacturing sector has been looking at new avenues of growth," Ansal API Chairman Sushil Ansal said.
The SEZ would generate employment opportunity and create export option for the national economy, he added.
The project would come up on the Amritsar-New Delhi Grand Trunk Road and would be developed through company's subsidiary Ansal Kamdhenu Engineering SEZ, the realty firm said in the statement.
"Given the demand for Indian engineering products in the developed and developing economies, the existing units are looking at options to expand and new units plan to set up here," the statement said.
The SEZ would have prescribed processing and non-processing zones, where the non-processing zone would include residential complexes, while the processing zone would house manufacturing and engineering set ups across all industry domain.

The Haryana Revenue Department will start issuingcomputerised copies of land records instead of hand-written copies from September 1 for all villages of the Hisar district.
In addition, one Touch Screen Kiosks would also be installed in the building of District Administration at Hisar, which will facilitate in providing the detailed information about collector rates, copy ofJamabandi, District website and various schemes of Haryana Government and Information Act. Official spokesman of the department said that Haryana Land Record Information System was started in 1998 as a mission and through application of Software of Property Registration and Software of Computerisation all the villages, tehsils had been made online.
The spokesman said that after the starting of Naqal Seva Kendra the farmers would get their land revenue record easily. He said that services at Naqal Seva Kendra would be provided to the people through a single window system with the help of 6 computers.
Five patwaris had also been appointed for entering daily entries in to the computers and to attend the queries from the public pertaining to land records.
The land records of 100 villages had already been updated and computerised. With the working of this Seva Kendra the long standing grievances of the common people pertaining to delay in the availability of copies of land records would now be addressed. The spokesman said that for obtaining a copy of Jamabandi upto 5 Khata Rs 10 would be charged per Khata and for the next khatas Rs 5 per page would be charged in addition to Rs 30 as Red Cross fee and for getting the copy of transfer deed Rs 25 per page would be charged and Rs 30 would be charged as Red Cross fee.

Haryana has received an investment of Rs 35,000 crore in the industrial sector during the last over three years. Besides, projects to the tune of Rs.70,000 crore are also in the pipeline.
While disclosing this here today, a spokesman of the Industries Department said that as many as 338 Industrial Entrepreneurs Memorandums (IEMS) with an investment of Rs.5630.77 crore had been implemented, besides 567 IEMS catelising an investment of Rs.14164.53 crore had also been filed with the Government of India to set up large and medium projects in the State.
He pointed out that the export from Haryana was likely to touch an all time high of Rs.40,000 crore during the year 2007-08 as against Rs.30,000 crore in the year 2006-07.
As many as 94 large and medium units and 5031 small scale industrial units had been set up in the State during this period, he added.
The Haryana Industrial Promotion Act, 2005 had been enacted to provide time bound clearances and approvals to industrial projects and a provision of grant of deemed approvals for change of land use permission in industrial zone, building plans, NOC from Municipal Committee, NOC from Pollution Control Board had been made by the State Government for the benefit of entrepreneurs, said the spokesman.
He said that Haryana SEZ Act, 2005 had also been enacted to boost export and to attract industries on large scale, resulting in receiving 94 proposals for setting up SEZ in the State catalysing an investment of more than Rs 2 lakh crore and employment potential for more than 20 lakh persons out of the total proposals 41 had already been sanctioned by the Government of India.

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) and Haryana Vidhyut Prasaran Nigam plan to strengthen the power transmission and distribution system in Mahendragarh district with an investment of Rs 200 crore. While stating this on Monday, a spokesman of DHBVN said, under the plan, the power utilities would construct 10 new substations.
The new substations included 220 Kv substation in Dhanauda, 132 Kv substations at Shekan, Pali and Mohanpur and 33 Kv substations at Majrakalan, Sobhapur, Dholeda, Bajad, Bhilbada and Bhoogarkan. Capacity of existing 33 KV substations at village Brara, Bawania and Nangal Sirohi is being augmented.
He added that Dakshin Haryana Bijli Vitran Nigam has completed the construction work of 33 Kv substation at village Budeen in Mahendragarh district at a cost of Rs 2.25 crore. The 10 MVA capacity transformer, set up at the substation, would get power from 220 Kv substation of Mahendragarh through a 8.5 kilometre long 33 Kv transmission line. It would supply power through 11 Kv feeders to seven villages namely Budeen, Shola, Shola Dhani, Blacha, Nim Bheda, Danaut, Bhakhri Ki Dhani.
He said that with the commissioning of this substation, over 2500 consumers of different categories, including 980 tubewells, would get benefit by way of increased voltage and regular power supply.
Construction of 33 Kv substation at village Budeen would give relaxation from overloading to the 33 Kv level system of 220 Kv substation Mahendragarh thus benefiting consumers of a number of other villages of the district.
He said that DHBVN has augmented capacity of a 33 Kv substation at village Jant and Model Town Rewari, which was also under operation circle Narnaul. The capacity of the substation of village Jant has been augmented from present 13 MVA to 18 MVA by replacing an old 5 MVA transformer with a new 10 MVA transformer at a cost of Rs 80 lakh.
The capacity of Model Town Rewari substation has been augmented from present 11 MVA to 18 MVA by replacing both the old transformers at a cost of Rs 63 lakh and it would benefit 12620 consumers of 14 villages and urban area of Rewari.

Haryana may land second international airport in NCR
THE parliamentary consultative committee on civil aviation said on Monday that Delhi required more than one airport and suggested setting up of an international airport at Jhajjar in Haryana. The panel also asked for sorting out the legal issues involved in building a second airport in the national capital region (NCR). According to a government official, the suggestion was backed by Lok Sabha member Deepender Singh Hooda and former Rajya Sabha deputy chairperson Najma Heptullah.
The Centre is also considering an international airport at Greater Noida in Uttar Pradesh. The proposed Jhajjar project as well as the Greater Noida airport are within 150 km of the existing Delhi airport. Cabinet approval is required to build an international airport within 150 km of an existing one. The government had recently cleared a revised policy on greenfield airports, allowing construction of a new airport within 150 km of an existing one, subject to special permission from the Cabinet.
Speaking on the possibility of building a second airport for the Capital, civil aviation minister Praful Patel said, “A group of ministers (GoM) has been asked to look into the legalities of setting up of a second airport near Delhi in view of the agreement signed with the developers of the IGI airport in the Capital.”
In case the government goes ahead with a second airport for the Capital, Delhi International Airport (DIAL) has the right of first refusal (RoFR). This means the GMR groupbacked DIAL will get to match the highest bid for developing the new airport if its bid is not more than 10% lower than the highest bid.
Meanwhile, consultative committee member Rajeev Shukla has urged the government to open Safdarjung airport in the city for general aviation. The airport is closed for commercial operation due to security considerations and is used only for VVIP movement such as those of the prime minister and other top leaders.
“If commercial aircraft can fly over White House and Buckingham Palace, why should the Safdarjung area be a no-fly zone? The government should either permit private aircraft to use the airport for general aviation which would ease congestion at IGI or it should consider using the area for other productive use of the public,” Mr Shukla said.

With 33 proposed industrial training institutes (ITIs), Haryana’s department of industrial training plans to provide better skilled and trained personnel to the industry in the state. This will take the current toll of 103 ITIs to 136 ITIs by 2009. The proposed ITIs, having a seating capacity of about 15,200 students, are under construction and are likely to catalyze an investment of around Rs 180 crore. As per the estimates, the intake of 103 ITIs stood at 21,772 students in the beginning of 2008 and is expected to increase to 40,000 students, with the coming up of new institutes by 2009.
Sharing details with FE, Haryana financial commissioner-cum-principal secretary (technical education) Ajit Mohan Sharan said, “Expansion is going on in both the private as well as government institutes. The budget has also seen a multifold increase, as this year we have been allocated a sum of over Rs 165 crore for upgradation, as compared to last year’s budget of about Rs 125 crore. Expansion of the 22 existing ITIs is being taken up at a total cost of Rs 120 crore, which will further add about 9,712 seats by mid-2009 and 19 more institutes will be upgraded this year, with an investment of Rs 132 crore, out of which, the Centre will contribute Rs 115 crore. New SC/ST wings are also being developed in 17 ITIs at a cost of Rs 60 crore for 5,712 additional seats.”
In order to hone the skills of the students, as well as provide modular training to them, Centers of Excellence have been developed in 19 ITIs in the state. Private companies are also coming forward to adopt the itis, to meet their skill requirements. An MoU has been signed between the society of ITI, Karnal and Larsen & Toubro (L&T) where free-of-cost training is being provided by L&T. The company also gives a subsistence allowance of Rs 750 per month to the trainees.
“Till date, over 60 ITIs have been adopted by different industries, including companies like Maruti Udyog, Liberty shoes, Jai Bharat Maruti, Reliance SEZ, and Osram,” added Ajit.
The state government had recently announced that the Al-Ghanim and Al-Majid Logistics Group Company (WLL), Kuwait will set up an industrial training centre at Faridabad, to impart training in various technical courses, duly approved by the director general employment and training, government of India. The company has also adopted two ITIs at Tohana and Bhodia Khera in Fatehabad district.

Efforts are on by the Haryana government to promote renewable sources of energy in the wake of depleting reserves of fossil fuels. The state government has already notified a renewable energy power policy for attracting private investment in generation of electricity from renewable energy sources.
As per the policy, renewable energy power projects have been given industry status under the new Industrial Policy 2005, alongwith many other incentives. Private participation is being endorsed in the fields of biomass, solar, wind energy, small hydro and co-generation biomass power projects. Haryana chief minister Bhupinder Singh Hooda on the occasion of Rajiv Gandhi Akshay Urja Diwas in Panchkula stated about 30 MoUs have been signed with ten Independent Power Producers (IPPs) for generation of 697.8 mw of power. “This will entail an investment of Rs.3,278 crore from 30 projects based on biomass, small hydro and wind energy. The projects are under implementation and likely to be commissioned by mid 2009. Letters of Intent have also been issued to six IPPs for generation of 12 mw power with an approximate investment of Rs. 254 crore using solar photovoltaic technology. These projects will be covered under the union ministry of new and renewable energy’s SPV tariff subsidy scheme,” Hooda said
The tariffs announced by the Haryana Electricity Regulatory Commission (HERC) for these projects are the highest in the country with the tariff for biomass power projects being at Rs 4per unit, for mini hydel Rs 3.67 per unit, bagasse cogeneration Rs 3.74 per unit, wind Rs 4.08 per unit (base year 2007-2008 annual escalation at a rate of 2 %, 1.5 %, 2 % and 1.5 % respectively). For solar photovoltaic-based power projects also, the tariff announced by the HERC is the highest in the country.
“About 20 biomass based power projects generating 183 mw are coming up at Sirsa, Panipat, Karnal, Hisar, Fatehabad, Bhiwani, etc. These projects will catalyze investments of over Rs 780 crore, average cost for setting up 1 mw project being 4-4.5 crore. Small hydropower projects for 6 mw are under implementation in Yamunanagar and 3 more detailed project reports have been approved for 4.8 mw. We have signed MoU with Enercon for generating 240 mw through wind energy and with Suzlon for 200 mw. Biomass co-generation project is also going on for 2 mw in Yamunanagar.” a senior official of Haryana Renewable Energy Development agency told FE
The biomass power projects have been assigned to 6 IPPs for generating about 293 mw of power and more projects are likely to be approved soon for 183 mw. For new biomass projects, Star Wire India has bagged 4 projects of 8 mw each and 1 project of 5 mw; M/S Turboatom TPS Haryana Projects have got 5 projects of 12 mw each; Chennai based Techpro Energy with 2 projects of 7.5 mw each; Hyderabad based M/S Jyoti Biomass Energy with 2 projects of 7.5 mw and a consortium of M/S Gammon India & Bermaco Energy from Mumbai to set up 6 projects of 56 mw.

The company is finalising equity funding from private partners to part-finance the project to the tune of Rs 175 crore.
The logistics park will come up inside the TDI City township that is coming up on 1,500 acres at Kundli. The township project is expected to complete by 2012, said a TDI spokesperson.
As part of its expansion plans, the company is also developing 17 malls-cum-multiplexes and nine residential townships in cities in the north including Sonepat, Panipat, Mohali, Meerut, Indore, Moradabad and Agra.

CHANDIGARH: Mitsui and Company India Private Limited on Monday decided to join hands with the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) and IL&FS Infrastructure Development Corporation to set up an integrated Japanese industrial, transportation and logistic park in Haryana.
A memorandum of understanding (MoU) was entered into between the three organisations here on Monday in the presence of Haryana Chief Minister Bhupinder Singh Hooda.
Rajeev Arora, Managing Director, HSIIDC; Munetaka Onose, Chairman, Mitsui and Company; and Rubinder Singh, Vice President, IL&FSIDC, signed the document on behalf of their respective organisations.
The MoU envisages conducting a location study survey within 60 days to find the most suitable site for the project after evaluating all aspects of feasibility like contiguity, connectivity, access to water source and the like. The main components of the project would include transportation and logistic infrastructure, industry and manufacturing support for targeting high-end manufacturing, information and services, training facilities, utilities like power generation, energy conservation technologies and so on. The project is likely to attract Japanese investment worth Rs. 5,000 crore and create employment for about 10,000 people directly and indirectly in the core and allied activities. Senior functionaries of the State Government including Chief Secretary Dharam Vir were present.

Rasnaboy December 28th, 2008, 03:08 PM CHANDIGARH: Haryana's industry promoter, the Haryana State Industrial and Infrastructure Development Corp (HSIIDC), is creating a land bank of
17,000 acres for industrial units, the corporation announced here on Sunday.
The new land bank will be earmarked for industrial belts and infrastructure projects being planned in the state, a HSIIDC spokesman said. According to him, HSIIDC spent Rs.10.45 billion on the development of industrial infrastructure in 2008, Rs.1.04 billion more than the previous year.
The investment outlay for these projects, which include expressways, model industrial townships, clusters and dedicated theme parks, has been estimated at a nearly Rs.120 billion (Rs.12,000 crore).
The planned projects include the Kundli-Manesar-Palwal (KMP) Expressway that will help trucks carrying cargo to and from north India bypassing Delhi, industrial model townships at Rohtak, Faridabad, Kharkhoda (Sonepat) and Jagadhari, apart from expansion of such townships at Manesar, Bawal, Barhi, Rai, Karnal and Saha.
Additionally, dedicated theme parks, like the food parks at Rai (Sonepat) and Saha (Ambala), apparel park at Barhi (Sonepat), footwear park at Bahadurgarh (Rohtak), textile cluster at Panipat, auto parts cluster at Gurgaon, light engineering goods park at Faridabad, agricultural implements park at Karnal, and technology parks at Panchkula, Rai and Manesar are already being set up.
Haryana already is home to the biggest automobile industry in the country with big players like Maruti-Suzuki, Hero Honda and several automotive parts manufacturers having set up facilities in the Gurgaon-Manesar industrial belt near New Delhi.
HSIIDC recently signed an agreement with Japanese giant Mitsui and India's Infrastructure Leasing & Financial Services to set up an integrated Japanese industrial, transportation and logistic park in Haryana.
The project is likely to attract Japanese investment to the tune of Rs.50 billion (Rs.5,000 crore) and create employment for about 10,000 persons directly and indirectly in the core and allied activities.

Realty firm Parsvnath Developers Ltd on Monday said it will build a township project in Haryana with an investment of Rs 212 crore.
"The company has received environmental clearance from the State Environment Impact Assessment Authority, Haryana, for the construction of a proposed township project at Panipat in Haryana," Parsvnath said in a statement.
After getting the environmental clearance, Parsvnath would now be in a position to start construction at the site soon, it added.
According to the plan, the company would develop a 162-acre township project in phases. The project would be developed on 6.57 lakh square metre and the total built-up area would be 2.16 lakh sq mt.
The township would have 927 residential plots, group housing and a shopping mall with multiplex. The development of the project is expected to be complete in two years from the start of construction work.
Parsvnath has a total land bank of 209 million sq ft and is present in all the verticals of real estate. The company currently has 81 million sq ft of area under construction, of which 43.62 million sq ft is already sold. The company has presence across 50 cities in 17 states.

The company expects capacity utilisation to be about 18,000 tonnes by the end of the year, which would be an increase of 20 per cent over the current utilisation levels, according to Mr Bhatia.
HTW manufactures and supplies packaging material (tins and cans) to beverage, food and non-food product companies. “This is for quick delivery of products to the market,” said Mr Sanjay Bhatia, Managing Director, HTW. The Mumbai-based metal container and can manufacturer which closed the FY ’09 with a turnover of Rs 244 crore expects a 11 per cent growth this year. “Though we are eyeing exports of around Rs 50 crore during the year, we expect major growth from the Indian market too,” said Mr Bhatia.
The company has already earned Rs 11.43 crore through exports in the first five months of this fiscal and has Rs 30 crore export orders in its books. The company exports its products to more than 15 countries. HTW supplies containers and cans to major FMCG companies like Nestle, Heinz, Coke, Pepsi, Reckitt Benckiser, Wockhardt and Asian Paints.

I read last month that they do not have trained drivers to run these buses. They will be available only after completion of their training.
The newspaper carried a pic of the bus. It was red colour low floor Volvo with Faridabad and something written in Hindi in white colour on the side.

Chandigarh, Sept 5 (PTI) The Haryana government spent Rs 3987.72 crore on repair of bridges from 2005 to July 2010 as compared to Rs 521.29 crore between 1999 and 2005. In a statement, Haryana Public Works (Building and Roads) Minister, Randeep Singh Surjewala said that as against only 16 ROBs constructed since the inception of the State, in 1966, to 2005, as many as 19 ROBs (road over bridges) have been completed at a total cost of Rs 333.68 crore during 2006 to 2010. He said 10 more ROBs were under construction at a total cost of Rs 244.56 crore. These included ROBs at Bahadurgarh on Bahadurgarh- Nahara Road, at Sirsa on NH 10, at Rewari on NH 71, at Kosli on Subana- Kosli �Nahar- Kanina road, at Samalkha on Samalkha- Chullkana road, at Dadri on Jhajjar- Dadri road, at Taraori on Taraori road, at Kaithal on Kaithal-Jind road, at Barara on Kala Amb-Barara Shahbad road and at Bhiwani on Bhiwani-Tosham road. He said that the government was laying emphasis on construction of ROBs so as to ease congestion of traffic and facilitate the people.

Chandigarh: Haryana government is developing a petrochemical hub at Panipat for the downstream industries of the Panipat Refinery to generate large scale employment opportunities for the people of the state.
Urvashi Gulati, Haryana chief secretary, disclosed on Wednesday that over 900 acre had already been acquired and development work on turnkey basis had been awarded recently by the Haryana Industrial and Infrastructural Development Corporation (HSIIDC) for the petrochemical hub. HSIIDC has already offered to develop the proposed petrochemical hub on its own by pumping in about Rs 3,700 crore.

Employee reward and new job opportunities could be on the rise as Suzuki announces plans for a new auto plant in India.
The project is aimed at meeting the rising demands for automobiles in the burgeoning customer base in the country.
Manesar, near the capital city of New Delhi, has been chosen as the site for the new factory which will be constructed by the car manufacturer's local subsidiary - Maruti Suzuki India Ltd.
It is hoped that the plant will produce an additional 250,000 vehicles, pushing Suzuki's annual production in India to 1.7 million units.
Some of the models to be manufactured at the factory include Suzuki's smaller variety of cars such as the Alto and the Wagon R.
Suzuki, which was one of the first foreign companies to enter the Indian automotive market, presently boasts a 50 per cent market share.
It has been estimated that nearly two-thirds of the manufacturer's profits are generated in India.

From Prime Minister Manmohan Singh to Congress leader Rahul Gandhi, everyone is talking about it. Haryana's land acquisition policy is suddenly in the spotlight over three years after it was notified for the benefit of farmers whose lands were being acquired by the government for development.
It is now being studied as a benchmark by the central government to have a uniform policy and rates across the country for land acquired from farmers, the backbone of India's agrarian economy.
The reason the policy is suddenly getting all this attention is that farmers in Uttar Pradesh have been protesting for weeks, demanding higher compensation for their lands acquired to build the 165-km Noida-Agra Yamuna Expressway.
The Haryana government says it is offering the 'highest market rates in the country' for land acquired from farmers for development projects.
'When we brought the land acquisition policy in 2007, I had said in the assembly that this policy is so good that it will be adopted in the entire country. That has come true now,' Haryana Chief Minister Bhupinder Singh Hooda told IANS here.
The Hooda-led Haryana government has fixed the minimum floor rates for acquisition of land ranging from Rs.8 lakh to Rs.20 lakh (Rs.2 million) per acre depending upon the area.
For the urban areas of Gurgaon, adjoining national capital New Delhi, the minimum floor rate has been fixed at Rs.20 lakh per acre, and for the rest of the national capital region (NCR), Panchkula and areas on the periphery of Chandigarh, it is Rs.16 lakh per acre. In the rest of the state, the rate is Rs.8 lakh per acre.
That is not all. Farmers in Haryana get an annuity for 33 years over and above the land compensation. The annuity has been fixed at Rs.15,000 per acre per year, with an increase of Rs.500 per acre every year, for 33 years.
And there's more. Haryana government agencies - Haryana Urban Development Authority (HUDA) and Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) - offer residential and commercial plots through direct allotment to farmers who have been ousted from their land due to the acquisition.
Residential plots up to the maximum size of 350 square yards and commercial booths (measuring 2.75 x 2.75 metres) are allotted to land owners for re-employment and livelihood.
Hooda pointed out that after the policy was implemented, farmers have got a compensation of over Rs.8,586 crore and nearly Rs.45 crore as annuity for land acquired for developing various urban and industrial estates in the state.
The chief minister said that the acquisition policy was brought in to save the interests of farmers in Haryana, primarily an agrarian state.
While the department of urban estates, which has acquired over 16,362 acres of land since 2005, has paid compensation of over Rs.4,173 crore, the department of industries has paid Rs.4,413 crore to farmers. The HSIIDC has acquired over 13,394 acres of land so far.
In case of land acquired by the state government for private developers, the oustees are entitled to receive an annuity of Rs.30,000 per acre per annum for 33 years with an annual increase of Rs.1,000 per acre.
Land in the state, especially in the NCR region and its surrounding areas, is considered prime for industrial, commercial and even residential purposes. Haryana has developed industrial and residential infrastructure at several places, including Gurgaon, Manesar, Kundli, Bawal, Rohtak, Faridabad and Panchkula.
Thousands of Uttar Pradesh farmers brought their protest to New Delhi last week, leading to huge traffic snarls in the heart of the national capital. The protesting farmers were given a revised offer of Rs.570 per sq metre for their land but those affected are demanding a rate of Rs.850 per sq metre.

NEW DELHI, Sept 6 (Reuters) - State-run Indian Oil Corp (IOC.BO: Quote) shut a 120,000 barrel per day (bpd) crude unit at its northern India refinery late on Sunday for 45 days to boost capacity 25 percent, its head of refineries B.N. Bankapur said on Monday.
"As planned, in October we will run the refinery at 15 million tonnes a year (300,000 bpd)," Bankapur told Reuters.
A company source said the firm would shut a 1.7 million tonnes a year hydrocracker and a 2.4 million tonnes a year delayed coker unit at the Panipat refinery for a revamp for 45 days.
The source said the hydrocraker would be shut from Tuesday while the delayed coker unit would be shut a few days later.
During the shutdown, the company will raise the annual capacity of the hydrocracker to 1.9 million tonnes and of the delayed coker unit to 3 million tonnes.
"During the 45 days shutdown capacity of the two secondary units will be raised to match the new capacity of the crude unit," the company source said.
Panipat is IOC's biggest refinery with annual capacity of 240,000 bpd.

Chandigarh: With Haryana having a potential of generating 1,400 mw of power through biomass, various corporates are keen on exploring the same. Four projects where biogas-based power plants will be set up have already been approved by Haryana Renewable Energy Development Agency (HAREDA) and are likely to be commissioned in 2010-11 fiscal.
“Besides these four projects HAREDA is considering three new proposals that include a 3 mw biogas-based power plant to be set up by REI Agro at Rewari,” a Hareda official told FE. He further added, “Another proposal is from Bahalgarh (Sonepat) based Sunstar Overseas for 1.95 mw. HP Bio Energy located at Nangthala in Hisar has also proposed to set up a one mw power plant based on cow, horse, poultry waste and maize stalks.”
“The processing industry, where steam is required is coming forward to install such power plants through biomass cogeneration. This way they are able to use the industrial waste and generate power for captive use,” said the official.
On the other hand biogas-based power plant of one mw has already been commissioned by Ashoka Distilleries and Chemicals at Hathin in district Palwal. The plant was commissioned in June at a cost of Rs 4.47 crore. Two more projects that are likely to be commissioned by December this year include a project of 200 kw by Dera Sacha Sauda at Sirsa at a cost of Rs 4.8 crore. It has been sanctioned by the ministry of new and renewable energy and is under execution. The second power plant of 3 mw, will be set up by Globus Spirits at Smalakha in Sonepat at a cost of around Rs 12 crore.

PANCHKULA: The Haryana Urban Development Authority (HUDA) on Tuesday launched its new web portal, allowing plot allottees to make payment as well as new applicants to submit applications online.
The web portal was launched by Chief Secretary Urvashi Gulati at the HUDA head office here.
On this occasion, Gulati said that the new web portal will benefit over 2.50 lakh allottees of plots in the state.
It will also benefit the new prospective allottees as the web portal would also provide the facility of online submission of applications for new schemes.

Hisar (Haryana Live): The second Unit of 600 MW of Rajiv Gandhi Thermal Power Plant at Khedar, Hisar is expected to be commissioned next month and HAREDA would commission 65 MW renewable energy power projects during the year 2010-11 and a 5.6 MW poultry litter based power project is being set up at Barwala which would be India’s largest such power plant.
This was revealed in a meeting of Committee of Secretaries on Rural Development presided over by Chief Secretary, Mrs Urvashi Gulati on Tuesday.
It was informed that the first Unit of Indira Gandhi Super Thermal Power Project (IGSTPP), Jhajjar of 500 MW would also get commissioned by the end of September 2010. Under the Rajiv Gandhi Grameen Vidyutikaran Yojana, so far, 1,49,652 connections had been given against a target of benefitting 1,98,791 BPL households. Haryana to Invest Rs.250 Crore to Enhance Its Milk Production in 2010-11
Sirsa (Haryana Live): Haryana Dairy Development Cooperative Federation will spend a sum of Rs.250 crore on implementation of various schemes and programmes during 2010-11 to increase milk production in the state.
Information and confirmation to this effect was made by Mr R.K. Chugh, General Manager of the Federation that setting up of semen banks in the state, semen would also be imported from aboard to improve cattle breed.
Further, Fodder would be produced by including nutrients through scientific manner. This will improve health of animal as well as increase its milk production.

NEW DELHI -- Maruti Suzuki India Ltd. plans to hire about 1,500 workers for its upcoming second factory at Manesar, in northern India's Haryana state, a senior executive at the country's biggest car maker by sales said Friday.
The hiring of the 1,500 workers for the new Manesar plant may extend beyond the current financial year through March, S. Y. Siddiqui, managing executive officer for human resources, told Dow Jones Newswires.
Maruti, which is 54.2%-owned by Suzuki Motor Corp., currently has one factory each in Manesar and Gurgaon in Haryana. The company is building two additional plants in Manesar.
The second facility at Manesar will cost 17 billion rupees ($368.7 million) and is expected to start operations by January 2012. Once operational, the plant will help the auto maker raise its annual production capacity to 1.25 million vehicles.
Maruti will separately hire up to 950 workers this financial year for its existing two factories, Mr. Siddiqui said, adding that 350 of them have already been recruited.
He said the hiring plans for the proposed third plant at Manesar will be decided only in mid-2011.
Maruti said earlier this month that the third plant will have an annual capacity of 250,000 vehicles and is expected to be operational by the end of financial year 2011-12 or early 2012-13.

Chandigarh: In a bid to bring more transparency in management of accounts and payment of bills and salaries exceeding Rs 10,000 to its employees, the Haryana government has introduced Electronic Payment System (EPS) on a pilot basis in its treasury at Panchkula.
According to officials concerned, depending upon the response, the EPS will be launched all across the state in the coming months.
“In this system, an electronic pay order is issued and on the basis of the same, the treasury bank transfers the amount directly to employee’s bank account through Real Time Gross Settlement (RTGS) or National Electronics Funds Transfer System (NEFT) or other electronic means,” Treasuries and Accounts Department Director Harinder Kumar elaborated.
“Drawing and Disbursing Officers (DDOs) have already been advised to get unique codes allotted to all payees by furnishing their bank details and Permanent Account Number, as such unique code would be required to be indicated on the bill. Other process of preparing bills would remain unchanged.”
Besides, the state government would provide special training to its employees to work up on EPS project.
“Training to all DDOs in Panchkula would be imparted by the Treasury Department on September 20. From September 22, all types of bill payments exceeding Rs 10,000 to employees, including salary, would be made through EPS only and from October 1, it would become applicable to all types of bill payments exceeding Rs 10,000,” stated Kumar.

Haryana simplifies power connection procedure
Chandigarh: As per the state government order, the Haryana Power Utilities have simplified the procedure to release new electricity connections to connect cluster of houses (Dhanies) with population of 11 or more persons with the rural domestic feeders for power supply on rural domestic mode.
While stating this a spokesman of power utilities said the expenditure involved for shifting the “Dhanies” (hamlets) from agricultural feeders to domestic feeders would be borne by the applicant and the government on 50:50 basis.
He said the supply would be given on single phase or three phase mode, as the case might be. For cluster of Dhanies within a radius of 100 meters, supply would be given by installing one single phase or three phase transformer near the Dhani, as per the loading capacity.
However, he said the facility of change of mode of supply would be given only to those Dahnies where no defaulting amount was outstanding against the applicants and meters would be shifted to poles, outside the premises. The decision was one time measure and not an ongoing programme, hence, it meant for existing Dhanies only as per the survey already carried, he added.
The shifting of supply of Dhanies from agriculture feeder to rural domestic feeder will be executed on first-come-first-serve basis provided the consumer has deposited 50% amount of estimated cost and seniority to this effect would be maintained separately at sub division level.

The manufacturing plant at Bawal would cater to Hero Honda and Maruti Suzuki.
Ucal Fuel Systems Limited, a Chennai-based manufacturer of carburetors, fuel injection systems and automotive pumps, is setting up an air suction valve and oil pumps manufacturing plant for Hero Honda and Maruti Suzuki at Bawal in Haryana with an investment of Rs 40 crore.
“A majority of this investment is being raised through internal accruals, while we are borrowing the remaining from the Haryana State Industrial and Infrastructure Development Corporation to fund the project. We expect the initial phase of production to start from December 2010,” said PPR Rao, executive director of Ucal Fuel Systems.
Rao was speaking to Business Standard on the sidelines of a national seminar-cum-exposition on new product development organised by the Confederation of Indian Industry here recently. “The capacity of the new plant is yet to be worked out,” he said, adding the company was contemplating adding more products in due course.
Ucal Fuel currently has 10 manufacturing units in India, including three in Chennai and one each in Puducherry and Gurgaon, supplying fuel injection systems for carburetors for two-wheelers and fuel injection parts and pumps for four-wheelers for automobile majors like Bajaj, Hero Honda, TVS, Suzuki and Yamaha.
Stating that the company’s current capacities were increasing as the demand from original equipment manufacturers (OEMs) was picking up, Rao said the company enjoyed a 26 per cent growth this year and was expecting a similar growth next year as well.
Ucal Fuel reported revenues of Rs 400 crore in the last financial year, and expects to cross the Rs 500-crore mark this fiscal on the back of additional supplies to TVS and Hero Honda.
“The revenues were excluding those of our US subsidiary Amtec Precision Products, which we acquired in 2003. With the US automobile industry hit hard by the economic slowdown, Amtec shrunk in size. However, it has started making profits since the last nine months. Its revenues will be slightly better than last year’s $25 million (approximately Rs 117 crore),” Rao said.
Ucal’s scrip ended the trade at Rs 87.50 on the BSE on Friday, down 0.11 per cent, over the previous close of Rs 87.60

Heavy rains during the last few days have caused damage worth Rs 400 crore to the road network in various districts of Haryana. PWD Minister Randeep Singh Surjewala said Rs 100 crore would be released from the calamity relief fund and the remaining amount from the budget of the state government. The road network across the state in districts Dadri, Karnal, Rohtak, Mahendragarh, Sirsa, Fatehabad and Mewat has suffered massive damage with Ambala, Kurukshetra, Yamunanagar and Kaithal being the worst affected.
The state government had released Rs 40 crore from the calamity relief fund for the repair of roads. An additional sum of Rs 37 crore has been demanded. Over Rs 4 crore have been released for the repair of 12 damaged roads in Kaithal and Rs 4 crore have been released for the repair of roads in Ambala.
The minister said due to a ban on mining in Haryana by the Supreme Court and heavy demand for construction material for the Commonwealth Games, the prices of construction material had increased in the state. They are likely to come down after the Commonwealth Games.

NEW DELHI: Infrastructure Leasing & Financial Services will become an equal partner with Reliance Industries to develop an industrial township in Haryana, a project that is a pale shadow of what was planned as an ambitious special economic zone sprawling over 25,000 acres.
IL&FS will be given a 45% stake in a so called ‘Model Economic Township’ at Jhajjar which will focus on the domestic market, documents prepared by a Haryana government agency, and seen by ET, show. Reliance Ventures, a subsidiary of Mukesh Ambani-led RIL, will own 45% in the project and the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) the rest. Of the about 10,000 acres acquired for what was meant to be an SEZ, 9,000 acres will be used to set up the township, which is meant to host global manufacturers keen on Indian opportunities.
The remaining 1,088 acres will be retained for the multi-product SEZ in Gurgaon, a project in which Reliance Ventures will have a 90% stake and HSIIDC the rest. Both IL&FS and Reliance declined comment. One of the key reasons for splitting the Haryana SEZ, in two, is because of the uncertainty over tax concessions for SEZs under the proposed new direct tax law, said an official familiar with the development.
The Direct Taxes Code Bill, which was tabled in Parliament in August, says only units in SEZs that commence commercial operations by March 2014 or are notified before March 2012 will be allowed profit-linked deductions. To make the township project attractive, its promoters have proposed that the location should be the main hub in north India for the Delhi-Mumbai Industrial Corridor being developed in partnership with the Japanese government.
The Haryana industrial investment agency has approved the setting up of the township and has sent the proposal to the DMIC, said a state government official. The deal with IL&FS values the township at around $1 billion (Rs 4,500 crore), said a person aware of the matter. The promoters of the township are in advanced talks with Mitsui, the largest export house in Japan, to divest a minority stake in the project.
They are also in discussions with several companies to lease land, among them Panasonic, which has agreed to take around 100 acres on long-term lease for nearly Rs 100 crore. More than half a dozen companies are expected to follow suit. The Harayana SEZ was to be India’s largest, with a target to generate 5 lakh jobs, a cargo airport and a 2,000-mw power plant with rail linkages from Delhi Metro.
However, due to protests across the country over land acquisition, the government capped the size of SEZs at 12,500 acres. Reliance then said it will develop two SEZs of 12,500 acres each in Jhajjar and Gurgaon but that plan has been stymied by its inability to obtain contiguous plots of land. When the plan was conceived in 2005, the projected investment in the project was in excess of Rs 50,000 crore. Till now, Reliance has invested around Rs 4,500 crore to acquire some 10,000 acres of land in the Jhajjar district of Haryana that lies between Gurgaon and Sonepat districts.

New Delhi, Oct 11 (IANS) Power utility NTPC has commissioned the first unit of its 1,500-MW Jhajjar project in Haryana to meet the energy needs of the ongoing Commonwealth Games.
The 500-MW plant of the Indira Gandhi Super Thermal Power Project went on stream at Jharli village in Jhajhar district, said an NTPC release.
The unit was synchronised with the grid at around 11.30 p.m. Sunday, it added.
The 1,500 MW Jhajjar project is being set up by Aravali Power Company Private Limited (APCPL), a joint venture of NTPC, and Haryana Power Generation Corporation, Indraprastha Power Generation Company, the governments of Haryana and Delhi.
NTPC has already commissioned two units of 490 MW each of its Dadri plant for the Games.

Chandigarh: The land acquisition process for Haryana’s first nuclear power plant has started at Gorakhpur village (around 175 km from Delhi) in Fatehabad district.
The site has been finalised by the Nuclear Power Corporation of India Limited (NPCIL) for setting up the state’s first 4X700 mw nuclear power plant. As per the officials of Haryana Power Generation Corporation (HPGCL)—the nodal agency for the project—the land acquisition officer has already started issuing notices to the land owners under section 4 of the Land Acquisition Act and the land will soon be under state government's possession.
HPGCL managing director Sanjeev Kaushal said, “The project will be set up over an area of around 1,400 acre and additional 150 acre will be required for the residential purposes. Notices were issued to the land owners by the land acquisition officer about a month back. The project will require investment close to Rs 12,000-14,000 crore over a period of time.”
The site for the nuclear power plant was selected after the high-level land selection committee comprising engineers of NPCIL visited three villages namely Gorakhpur, Kajalheri and Kumharia early this year. The site was found suitable in terms of availability of land, water and distance from populated places. Moreover the NPCIL officials have termed the project completely safe with the radio activity levels much below the safe limit.
Another power department official told FE that the project will pose no threat to the health as it will be a green project with zero emission. “Regarding the water supply NPCIL will utilise ground water reserves which occur in abundance in that region. Moreover the state government has assured supply of 320 cusecs of water for the project,” said the official. The official further added that the pre-project activity is likely to be completed by 2011 and the first phase of the project will be complete by 2014 and beyond. Two units of 700 mw each will be set up under the first phase. NPCIL has already made arrangements for supply of uranium to the plant.
The nuclear project once fully operational will provide cheap and clean source of power to Haryana and the neighbouring states.

Chandigarh: Promoting SMEs and facilitating investment in infrastructure projects through public private partnership mode will be among the key points of Haryana’s new industrial policy, which is likely to come out in November.
“The final touches are being given to the new industrial policy, which is aimed to boost state’s industrial sector and it is expected to come out next month,” a senior official of Haryana industries department said in Chandigarh.
The state government, which is coming out with new industrial policy after a gap of five years, will encourage the existing 80,000 small and medium enterprises (SMEs) units, which contribute over 80 % in state’s industrial production.
“Acknowledging the role of SMEs in state’s industrial production, there will be a separate chapter for it in the industrial policy, whereby SMEs will be developed through cluster approach,” he said.
In Haryana, SME units are engaged into rice milling in Kurukshetra and Karnal, automobile in m, farm implements in Karnal and handloom in Panipat district.
Experts from Asian Development Bank have guided the state to create an encouraging environment for PPP as the preferred mode of execution and operation of infra projects.
After receiving accolades from the Centre for its land acquisition policy, the Haryana government is actively considering a proposal to enhance the floor rate for land acquisition in the state.
Under the existing policy, farmers get an annuity for 33 years of Rs15,000 per acre, with an increase of Rs500 per acre.
The new policy will also focus on giving thrust on new industrial investments, especially in special economic zones and niche areas like food processing and bio technology.
Haryana attracted investment worth Rs53,000 crore in the last five years, which is far more than the total investment that came to the state in the last 40 years of its inception, while investment worth Rs1 lakh crore is still in the pipeline.
About 3.5 % of total investments worth Rs88.71 lakh crore announced in the country last year, came in Haryana.
In the last five years, FDI in the state jumped to Rs9,277 crore, against Rs3,500 crore in 2005.

Bawal, an industrial hub in south-west Haryana, is scripting Indias biggest turnaround story. While areas around it were going through a tumultuous period that saw land prices hitting the roof, perennial labour unrest, crumbling infrastructure and a deepening power crisis, Bawal managed to stay afloat.
The Haryana plant will be Americas iconic bike maker Harley Davidsons second facility outside its homebase after Brazil. The assembly plant will come up at 70,000 square feet of land in the industrial hub.
Bawal is strategically placed on the Delhi-Mumbai freight corridor (or Delhi-Mumbai Industrial Corridor) on NH-8 by the Haryana State Industrial Infrastructure Development Corporation (HSIIDC). Unlike Manesar that witnesses a daily traffic jam, HSIIDC has ensured multiple entries and dedicated service roads on both sides of the national highway so as to avoid a bottleneck.
Of 300 industrial units in this region, close to 70 per cent are auto ancillary units. Of these 50 are multinational companies. Talking on the choice of location for setting up its office, a Harley Davidson spokesperson said, Bawal Industrial Area is a well established industrial zone and HSIIDC has provided excellent infrastructure facilities for the area. He added that Bawals proximity to MG Road, Gurgaon, where Harley-Davidsons corporate office is located, was another key factor in choosing this location.
Vipin Kaushal, general manager, M/s YKK and president of Rewari Chamber of Commerce pointed out the advantages of setting up an industry in Bawal. There is no space available around Delhi or Gurgaon while Bawal has been well-planned and developed systematically. Labour unrest is also not a serious problem as people in the area are usually docile and there is not much political interference/influence. Also, unlike in Gurgaon and Manesar, only those who genuinely want to set up an industry make purchases and not investors who buy land to make profit.
Pawan Yadav of LS Cables, a leading telecommunication cable manufacturer, shared a similar opinion. The state has been rather supportive and the land rates have been reasonable. Our requirement of 40 acres at one place was met only here at Bawal. It is a peaceful zone, right on the main highway. Also, the raw material comes by marine cargo at Bombay port and is delivered easily because of its excellent connectivity. It also saves a lot of time since the NCR has its restrictions of entering during the day, said Yadav.
In order to ensure law and order is maintained in this industrial zone, the HSIIDC has built a police station and handed it over to the police department.
Rajiv Arora, managing director, HSIIDC, said, Bawal is the fastest growing industrial area after Gurgaon and Manesar. It has immense scope of urbanization in the near future.
However, the delay in the multi-crore Kundali-Maneasar-Palwal Expressway has affected the rate of growth somewhat. We lose business hours on roads, both in terms of goods and manpower coming from Gurgaon/Delhi and other parts of NCR. The KMP Expressway was an ambitious project but its delay is rather disappointing, said Kaushal.

CHANDIGARH: Japan-based general trading firm Mitsui and consumer durable maker Panasonic are likely to come up with their projects at the Model Economic Township (MET), proposed to be developed by Reliance Haryana SEZ at Jhajjar.
"They (Reliance Haryana SEZ) have informed us that Panasonic and Mitsui will undertake their projects at MET which will come up at Jhajjar," a senior official of Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) said here.
Reliance Haryana SEZ, a joint venture between Reliance Ventures Ltd (subsidiary of Reliance Industries) and HSIIDC.
As per the proposal, Panasonic will develop its white goods manufacturing unit over 70 acres of land while Mitsui will have its logistic park to be spread over 375 acres of land, he further said. However, the official said, he is ignorant about the investments details of these projects.
Haryana government is also very keen on the commencement of the much publicised Reliance Industries's project as it has already given its in principle approval to the MET proposed to be developed at Jhajjar.
"We will ask the promoters what kind of infrastructure like road connectivity they will require for their MET and we will then provide them. Once these two companies set up their projects at MET, other companies will also be interested in investing here," he said.

CHANDIGARH: Fueled by an overall industrial growth particularly in the auto and hospitality sector during the recent Commonwealth Games , Haryana's VAT collection and luxury tax registered 27.48 per cent and 106 per cent growth, respectively in first six months this fiscal.
By witnessing buoyancy in revenue collections, the state is now set to cross the targeted revenue collection of Rs 14,059 crore by this fiscal end, a senior official of Haryana Excise and Taxation Department said.
Value Added Tax (VAT) collection in the state touched the Rs 5,821.92 crore mark till October against a collection of Rs 4,567 crore in the corresponding period last fiscal, a senior official said.
"Over 27 per cent growth in VAT collections indicates that the state's industrial sector has come back on track after facing recessionary phase. The growth in VAT revenue has mainly come from the booming automobile sector which has broken several records in terms of sales," he said.
Haryana is a home to well-established automobile companies like Maruti, Hero Honda etc. The state currently produces two third passenger cars, 50 per cent tractors and 60 per cent motor cycles of the total domestic production.

Mukesh Ambani led Reliance Industries is relooking their ambitious 25,000 acres multi product special economic zone project in Haryana which the company had practically put on hold since the beginning of this year.
NDTV has learnt that in the last 7-8 days, it has started fresh land acquisition in the Jhajjar district.
But this time around RIL might have to invest significantly more than in their original plan because the state government has decided to almost double the land price for the project, to Rs. 38 lakh per acre, from the original contract of Rs. 22 lakh per acre.
“We have decided to increase price of land, because we want prosperity to reach the last man in the mile. We have already communicated it to RIL, and they have started buying land at the increased prices,” said Shiv Bhatia, advisor to CM, Haryana government.
In fact, RIL will also have to pay an annuity income of Rs. 42,000 per year for every acre of land for the next 30 years and this amount will have to keep increasing by Rs. 1,500 per acre every year.
So far, RIL has acquired close to 8,000 acres for the project. According to the original contract, the company will have to buy 17,500 acres directly from the farmers and the state government will then allot the remaining 7,500 acres, to help the company achieve continuity in the project.
The RIL SEZ project has been on hold since the beginning of this year. In fact, earlier this year, RIL even proposed a watered down version of the project, mainly because of adverse conditions in the export market.
But now, the project is primarily back on track after RIL saw Mitsui and Panasonic showing interest in setting up large operations at the SEZ

Haryana government has decided to acquire about 1,000 acres for development of a dedicated ‘Pharma Park’ in Kundli-Manesar-Palwal Expressway corridor, chief minister Bhupinder Singh Hooda announced here on Saturday. Hooda was speaking at the re-launching ceremony of multi speciality Fortis Escorts Hospital this afternoon.
Stressing the need for investment in health sector for promoting medical tourism in Haryana, the CM said his government has implemented new industrial and investment policy-2011 from the first day of the new year.

The Government of India has approved nine solar power projects of 8.8 Mw capacity to be set up in Haryana by independent power producers. These projects will get commissioned by September 2011.
Haryana Power Minister Mahender Partap Singh said the Haryana Renewable Energy Development Agency (Hareda) had invited proposals from independent power producers for the installation of solar power generation plants of 100 Kw to 2 Mw capacities in the state under the Jawaharlal Nehru National Solar Mission. After the approval of the state government, Hareda issued pre-registration certificates to the 22 developers for setting up of solar power projects of 20 Mw capacity, of which nine projects had been approved by the Government of India.
He said as part of energy conservation drive launched by the state government, two projects of 100 Kw Rooftop Solar Photovoltaic had been commissioned at M/s Omax Auto Ltd, Manesar and Daruhera units at a cost of Rs 260 lakh each. Ministry of New Renewable Energy have provided a total financial assistance of Rs 150 lakh for these projects. One such project of 50 Kw had also been commissioned recently at Retreat, Teri, Gawal Pahari and Gurgaon.
A small hydro project of 6 Mw was commissioned at Dadupur, Yamuna Nagar in March 2010 and a small hydro plant of 2 Mw commissioned at Gogripur, Karnal in September 2010, said the Minister, adding, a 1 Mw distillery effluents-based power project have also been commissioned at M/s Ashoka Distilleries, Hathin, district Palwal at a cost of Rs 4 crore.
Besides, three biomass co-generation projects of 2.5 Mw capacity were being setup at a cost of Rs 11.25 crore in private industries and were likely to be commissioned by the end of the current financial year. Biogas-based power project of 200 Kw was also being setup at Dera Sacha Sauda, Sirsa which was likely to be completed by March 2011.

Emulating the success story of Gujarat, the state of Haryana is planning to launch the watershed development programme to enhance the growth rate of agriculture in the state.
Talking to media, the Finance, Irrigation and Forest Minister of Haryana Captain Ajay Singh Yadav said that Gujarat and Rajasthan have successfully implemented the watershed development for the benefit of farmers. He added that Gujarat has been able to register a agriculture growth rate of 9% where as Haryana was trailing at 2%. He apprised that during his Pre-Budget meeting with the Union Finance Minister Pranab Mukherjee in New Delhi scheduled for 19 July he would propose to make provision for such programme in Haryana. This would also help the state to restore underground water table and combat power shortage to run the tubewells.
According to Yadav, as Haryana's economy was predominantly dependent on Agriculture; adequate attention would be given to the agriculture in the upcoming budget.He seek relaxation on the ceiling of population for JNNURM (Jawaharlal Nehru Urban Renewal Mission). "The allocation under JNNURM made to Haryana has been quite less, so I plan to propose to the Union Finance Minister to relax the ceiling of 15 lac of population to 3 lac population for drawing funds under JNNURM". South Korean power equipment maker Doosan Heavy Industries & Construction will invest Rs 1,000 crore ($220 million) for setting a boiler manufacturing plant in India, Power Minister Sushilkumar Shinde said today.
"Doosan has purchased land in the Haryana and started work on setting up a boiler manufacturing plant," Shinde told reporters here.
"This facility would produce equipment to aid generation of around 3,000 Mw every year," he said, adding that the new manufacturing facility will be useful as India is aiming to scale up its power equipment manufacturing capacity to over 30,000 Mw per annum.
Shinde said that with the ramping up of domestic power equipment manufacturing, India would soon be an exporting country.
On new power generation capacity, he said, "We have added 9,785 Mw so far during this fiscal and in the remaining period of over two months in 2010-11, 5,000-6,000 Mw would be added."
About achieving the capacity addition target of 62,374 Mw during this current five year Plan (2007-12), he said, "If we factor in the capacity addition of around 15,000 Mw captive power plants, we would even surpass this target."
During the 11th Plan period beginning April 1, 2007, 32,032 Mw of capacity has been added so far, which is over 150 per cent of what was achieved in the 10th Five Year Plan (2002-07).
The minister is of the view that with the rising domestic power equipment manufacturing facilities, adding generation capacity would not be a problem.
State-run Bharat Heavy Electricals is the country's biggest power equipment manufacturer with the capacity for power generation of 15,000 Mw per annum. This could be further scaled up to 20,000 Mw per annum by March 2012.
At present in the private sector, a joint venture of Larsen & Toubro and Japan's Mitsubishi Heavy Industries is the sole player which has made its manufacturing facility operational at Hazira in Gujarat. The plant has a capacity to produce boilers and turbine generators which could aid power generation of 4,000 Mw.
Alstom and Bhart Forge is another upcoming JV which would produce turbine generators to aid generation of around 5,000 Mw per annum. The plant, which is coming up at Mundra in Gujarat, is expected to be operational by 2012.
The JV of Toshiba-JSW's production unit is expected to be commissioned by August 2011, which would produce turbine generators to aid generation of 3,000 Mw.
Gammon-Ansaldo JV is also setting up a manufacturing plant at Tiruchy in Tamil Nadu that would be operational by December 2012. The plant would produce boilers to aid generation of 4,000 Mw per annum.
Similarly, another such boiler manufacturing facility set up by Thermax-Babcock & Wilcox to aid electricity generation of 3,000Mw is to be completed by the end of 2011.

Buoyed over increase in area under sugarcane in Haryana, the co-operative sugar mills this year are aiming to produce about 24 lakh quintals of sugar at an expected overall recovery of 9.6 per cent.
Haryana has 10 sugar mills in the co-operative sector with the crushing season generally extending from December till May.
Officials in the state co-operative mills maintained, till date, 86,15,000 quintals sugarcane has been crushed to produce 6,12,000 quintals of sugar as against 3,24,000 quintals sugar produced by crushing 42,04,000 quintals sugarcane in the same month last year. Last year, the 10 mills had crushed 88,56,000 quintals sugarcane to produce 7,52,000 quintals of sugar (8.5 per cent recovery).
The quantum jump in sugar production targeted this year in Haryana is attributed to many factors. The area under sugarcane has registered increase following combative measures taken by the government as well as private sugar mills.
The sugarcane area in Haryana has already touched 100,000 hectare for the sowing season 2009-10 and crushing season 2010-11, compared to 74,000 hectare area in the corresponding period last year.
Similarly, the government officials maintained under the Rashtriya Krishi Vikas Yojana, subsidy amounting to Rs 4 crore was offered to farmers opting for sugarcane crop. Further, to encourage farmers to move in for sugarcane cultivation, the state has also announced higher state advised price (SAP).
Haryana CM Bhupinder Singh Hooda last year had announced the revised SAP to the sugarcane farmers .
The new SAP for the early variety of sugarcane would be Rs 220 per quintal, whereas for middle and late varieties, it would be Rs 215 and Rs 210 per quintal, respectively. The cane price during last crushing season was Rs 210 per quintal for early variety, Rs 205 and Rs 200 per quintal for middle and general variety, respectively.

Haryana chief minister Bhupinder Singh Hooda today called for greater engagement of private sector to upgrade infrastructure in industrial clusters and said the state will facilitate land acquisition for developers to help its economy grow from US$30 bn dollars (about Rs. 138,000 crore) to us$130bn (about Rs. 598,000 crore) in the next ten years.
The Kundli-Manesar-Palwal expressway will facilitate connectivity of Haryana with important sea ports located in south, west and eastern parts of India, he said while speaking at industry body ASSOCHAM’s Summit on Advantage Haryana – Land of Opportunities.
“Its 135 km route offers new opportunities of development. Other initiatives include a cargo airport, upgradation of national and state highways, new inter-city connectivity and intra-city transport,” said Mr Hooda adding the Metro will soon connect the national capital with Faridabad and Bahadurgarh besides Gurgaon.
The state is also planning many infrastructure initiatives under the Delhi Mumbai Industrial Corridor project. The industrial infrastructure is being strengthened through development of new industrial model townships and estates. Food parks and IT parks are being developed under the cluster development strategy.
“These projects will provide a great investment opportunity for domestic and foreign investors,” said the chief minister adding the state’s land acquisition and R & R policy is a model worth emulation throughout the country and will be revisited from time to time.
Mr Hooda said Haryana has been able to implement projects with investments of Rs. 53,000 crore with another Rs. 100,000 crore investments in the pipeline. He quoted an ASSOCHAM study which said the state achieved 81 per cent implementation rate of pledged investments, far ahead of states like Gujarat, Maharashtra, Tamil Nadu and Karnataka.
Haryana’s minister for commerce and industry Randeep Singh Surjewala said the state has achieved the top position in terms of per capita investment at Rs. 78,500 in recent years. He said exports from the state totaled 10 billion dollars in 2009-10 and software exports were to the tune of 5 billion dollars.
Mr Surjewala said the state is committed to build eco-smart cities, a world-class exhibition-cum-convention centre at Gurgaon, an integrated multi-nodal logistics hub and a mass rapid transit system between Gurgaon-Manesar-Bawal.
ASSOCHAM’s past president Anil Agarwal said progressive policies have made Haryana a hub for manufacturing automobiles and a host of services.
Chairman of the chamber’s national council for real estate Navin Raheja said the state’s industrial and investment policy is facilitating balanced economic development of hinterland areas, allowing large industrial infrastructure in public-private partnership and supporting SME sector through the cluster approach.
ASSOCHAM secretary general D.S. Rawat said Haryana is actively promoting healthcare services and skill development besides increasing the power generation capacity from 3,570 megawatt to 10,000 MW.

numb.soul June 18th, 2011, 08:29 PM Haryana Chief Minister Bhupinder Singh Hooda today said an investment of Rs 60,000 crore had been made during the last six years of Congress rule in the state and investment proposals of Rs 1,000 crore were in the pipeline.
This was in contrast to the investment of Rs 40,000 crore made in the state in the period of 1966 to 2005, he said.
Speaking after inaugurating a college at Manesar in Gurgaon district today, Hooda said the state government had taken various steps to bring about qualitative changes in the education system.
According to an official release, he said during the last six years of his tenure, the number of seats in technical education institutes have been increased from 23,000 to 1,25,000.
Hooda said while Haryana was once on the 14th position among states in per capita investment, it was now on the top position.

Haryana, country's second-largest producer of guar, is eyeing over 35% increase in the crop area in the ongoing sowing season, even as spot prices of the crop continues to soar on account of less rainfall and higher demand overseas.
The state is aiming to bring 3.50 lakh hectares under guar crop in the current season compared with 2.56 lakh hectares last season, a senior official of Haryana Agriculture Department said. The sowing of guar starts in June 15 and it goes on till July-end in Haryana.
With projected increase in area under cultivation, 4 lakh tonne of guar produce is expected, which would be 20% more than last year's crop production.
Area under guar in Haryana sharply dipped from 3.70 lakh hectares in 2008-09 to 2.52 lakh hectares in 2009-10, with farmers switching over to cotton crop for fetching better returns, experts said. Haryana had recorded one of the highest output figures of 6.02 lakh tonne in 2008-09.
Haryana, which contributes almost 20% of total guar production in the country, grows guar in Sirsa, Bhiwani, Hisar, Jhajjar, Narnaul and other areas adjoining Rajasthan.
Guar is a raw material to produce guar gum. Gum is used as a thickening agent and additives in food products such as soups, sauces, milk and cheese products, processed meat products, etc. It is also used in the textile and paper industry.
High demand and low rains have led to sharp rise in the prices of guar seed and guar gum, as rates of both commodities surged by over 20% in the last one and a half months.
"Growing demand for guar gum in overseas market like China, US has caused sharp rise in its rates. Moreover, lower rainfall in guar sowing areas have also fueled the prices," Vipin Aggarwal, a Sirsa-based guar gum trader, said.
Traders said if the rains continued to be scanty, the spot prices of guar seed and gum would soon touch Rs 4,500 per quintal and Rs 15,000 per quintal, respectively.
Currently, guar seed and guar gum rates hovered at Rs 4,100 and Rs 12,900 per quintal.

"The plant would be 100 percent owned by the Panasonic Corp," Daizo Ito, president of Panasonic India Pvt Ltd, said after meeting Haryana Chief Minister BHupinder Singh Hooda here Thursday.
Daizo said the plant would be set up in 76 acres in the Model Economic Township at Jhajjar. It will also function as the headquarter office of Panasonic in India.
"The company intends to invest about $120 million in the first phase and more than $100 million in the second phase. The units would provide employment to 1,500 people in the first phase and more than 2,000 in the second phase," he added.
Several Japanese companies have a presence in Haryana's industrial belt. These include Honda, Suzuki, Canon, Yakult, Denso, Mitsubishi, Toyo, Daikin, Yokohama, Showa, Nippon, Kansai Paints, Asahi and Stanley.
numb.soul January 24th, 2012, 01:07 PM GURGAON: Amid reports of economic slowdown, Haryana cleared 19 proposals for allotment of land for Rs 2,000 crore worth of projects for top MNCs and Indian corporates on Monday. About 26 acres land has been allotted to Pepsico India at Barwala/ Manakpur for setting up a bottling unit for non-alcoholic beverages. The project would be set up on 40 acres and involve a capital layout of Rs 1,000 crore.
Besides this, the allotments were finalized for projects in IMT Manesar, Growth Centre Bawal, IMT Rohtak, industrial estates of Rai, Kundli, Bahadurgarh and Barhi. Rajeev Arora, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) managing director, said, "While these projects would lend depth and range to the industrial scene in Haryana, the entrepreneurs investing would be the ultimate gainers."
The companies which have been sanctioned plots include AISIN, Nippon Carbide and Asti of Japan, Kerry of Ireland and Pepsico of US. Besides these, leading companies such as Luminous, Lumax, Century Metal, Roulound Brakings, JD Engineering and Toyo Springs have also been allotted plots. The projects to be set up on the plots deal with automobile components, water purification equipment, fabric and garments, food and pharmaceutical, ready-to-eat cereals/foods, electrical components and dairy products.
An HSIIDC official said that Roulunds Braking has also been allotted three acres in industrial estate in Kundli for manufacturing of disk brake pads with an investment of Rs 77 crore. Similarly, the HSIIDC allotted 25 acres to AISIN Automotive for manufacturing auto parts at IMT Rohtak. The project would involve a capital investment of about Rs 380 crore.
In Bawal, industrial area close to Rewari, the HSIIDC has allotted five acres to Nippon Carbide to set up a unit for manufacturing stickers/ labels. Another Japanese MNC, Asti Electronics, has also been allotted land in IMT Manesar for expansion of its existing components, with a proposed investment of Rs 25 crore.
"We are hopeful of the companies taking up these projects and starting to invest. There has been huge interest from both domestic and international players to invest in Haryana," said a top government official. He added that some of the Japanese investors had even met the state chief minister when Haryana participated in the investment road show in Tokyo last September.

Nestle believes it will be stronger, better and faster with R&D deployment in India. “We will be quicker to market once the R&D centre comes up,” said Mr Patrice Bula, global head of sales and marketing, Nestle during his recent visit to India.
According to him, Nestle's upcoming Rs 230 crore R&D centre at Manesar will become operational by last quarter of 2012.
Mr Bula said by bringing R&D closer to the consumer, it would help the company develop more relevant products for India. “If our customer wants Bhuna Masala, by getting closer, we can offer it faster,” he said.
He hinted that just like Nestle's R&D centre in China uses knowhow from Chinese medicine, the Manesar centre here in India could be using local knowhow from Indian Ayurveda traditions. R&D would be around basic food science, nutrition, and agriculture developments. It would also focus on developing affordable fortified popularly positioned products (PPPs) such as calcium enriched Maggi noodles.
Nestle SA will directly control the R&D centre in India, and is looking at a team of about 100 people.
This will be Nestle's 30{+t}{+h} R&D centre worldwide. Interestingly, Nestle which is only 25 years old in China has already got R&D going there, while it has taken the company hundred years of presence in India to set up a research centre here.
Mr Bula, who has been market head for China earlier, pointed out that both the countries offer a combination of scale and high growth for Nestle. But, he said, “Managing organisations through high growth environment is a challenge.”
He also pointed out that increasingly in both countries, Nestle is meeting new competition — the local player, who understands the consumer well. “And that is a new paradigm. Because of the size, the local companies are also getting very big.” But we embrace this challenge, he said. “Competition is good. It makes you come up with new ideas.”

Haryana's plans to set up a greenfield cargo airport moved another step forward with the ministry of defence (MoD) according site clearance for the proposed project. The union ministry of civil aviation had in 2011 sought site clearance from the MoD before proceeding on building a greenfield airport, that is, an airport built right from scratch at a new location.
“The defence clearance is a big step forward in our quest to have a greenfield airport. The matter will now go back to the steering committee on greenfield airports headed by Union Civil Aviation Secretary for consideration. The Committee has been set up to co-ordinate and monitor various clearances needed for setting up an airport,’’ said a Haryana official.
Officials said that MoD while according clearance took into account the location of the proposed airport to ensure that the proposed site did not fall within the restricted airspace. It also took into the account the kind of operations proposed from the greenfield airport, the effect of this operation on military aviation and security and intelligence implications before according clearance.
Haryana government had in 2010 filed an application with the Civil Aviation Ministry for formal approval of the project after the Airports Authority of India (AAI) which develops, finances, operates and maintains all government airports in the country okayed the proposed site.
The greenfield airport is proposed to come up on area of 2770 acres at the tri-junction of Rohtak, Hisar and Bhiwani districts and will be about 110 kilometres from New Delhi’s Indira Gandhi International Airport (IGIA). The identified land for the project includes Bhaini Maharajpur and Bhaini Bhairon villages in Rohtak, areas of Mundhal and Badesara in Bhiwani and Puthi village in Hisar. An AAI team had conducted an on the spot site inspection in June 2010.
The Steering Committee would consider the application for setting up of the greenfield cargo airport and take into account whether relevant approvals have been taken by the applicant. It will then make a recommendation to the Civil Aviation Ministry. The Civil Aviation Ministry will then decide on whether or not to grant approval for the airport project.
Haryana government has designated Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) as the nodal agency for its greenfield airport project.
As per the Union government’s policy on greenfield airports, such airports to be set up by the AAI would preferably be built through public private partnership (PPP). Though the state government can provide land for the development of a greenfield airport, the financing and development of the airport will be the responsibility of the airport company seeking a license in this regard.

The Haryana government is planning to construct 178 substations and augment capacity of 102 existing substations at a cost of Rs 3083.14 crore.
chief minister Bhupinder Singh Hooda said this after inaugurating a 33-KV substation at Berli Khurd in Rewari district.
This is part of the government's efforts to further strengthen power transmission and distribution systems in the State during next three years.
The CM said besides increasing power generation capacity in the state, the government had given priority to strengthening the power transmission and distribution system so as to supply qualitative power.

"The company has received the letter of award for the four laning of ... Yamunanagar-Saha-Barwala- Panchkula section of NH-73 in Haryana from the NHAI on design, build, finance, operate and transfer (DBFOT) toll basis," it said in a filing to the BSE.

numb.soul April 5th, 2012, 06:45 AM GURGAON: Beating the signs of economic slowdown, Bawal industrial area got a cable manufacturing facility on Wednesday. A Korean cable maker has invested about Rs 270 crore in the region in the past three years.
The Korean firm LS Cable and System develops high voltage cables, said Haryana State Industrial and Infrastructure Development Corporation (HSIIDC) managing director Rajeev Arora. The cables manufactured here will be used in infrastructure, automobiles and electronics industry.
The first manufacturing unit of company started its production in November 2008. An HSIIDC spokesperson said that ambassadors of Korea and Iran attended inauguration of the facility in Bawal on Wednesday. "This is a big ticket investment. We expect the foreign direct investment (FDI) to grow in Haryana," said a state government official.
He added that the new facility has the capacity of producing 1,800 kilometers of high voltage power cables (66 to 220 KVA) every year. The already functional plant has capacity to produce 12,000 km radio frequency cables per month, for telecom sector.
Growth Centre Bawal on NH-8 is home to several domestic and multi-national companies. The region is also one of the biggest industrial estates in NCR, sprawling over 3,367 acres. The prominent companies located here include Keihin Fie, Talbros India, Mitusi Mining and Smelting, Los Angeles Candy, Asian Colour Coated Ispat, Liberty Group of companies, Asahi India Glass, Saera Corporation and Caparo Vehicle Products.
It also has dedicated sectors for housing, institutional and commercial activities. Bawal has come up as an alternative to Gurgaon-Manesar region. After a long gap, the Pinjore-Parwanoo bypass will be opened to vehicular traffic on the night of April 5, bringing much-awaited relief to commuters as well as residents of Pinjore and Kalka.

For the past many years, the commuters had to face long traffic jams at Pinjore and Kalka due to a huge increase in the number of vehicles on this route.
The route will be formally opened after midnight on Friday morning, with passengers having to pay new charges. Official sources said there was no move for any increase in the fares of the bus travellers. “There is no formal communication with regard to any hike in charges for bus tickets. Moreover, the total amount of the hike is not too substantive,” the official added.
According to an estimate, nearly 26,000 vehicles, including big trucks, pass through this route. This used to lead to long traffic jams everyday, which not only increased the travel time on this route. The smoke emitted from these stranded vehicles also posed a big health risk to local residents. Even many passengers had died when ambulances ferrying them were stuck in log jams for hours. A doctor had to conduct a delivery in a car carrying a would-be mother in labour pains stranded in a traffic jam at Kalka a few years ago.
The work on the bypass was started in March 2008 and was scheduled to be completed in August 2010. However, many hiccups, including land acquisition in some parts of Haryana and Himachal Pradesh, led to the long delays in the project. The bypass, comprising eight bridges and four underpasses, is part of the Zirakpur-Parwanoo four-lane project on the National Highway-22.
The passengers, however, will have to shell out Rs 23 for smooth journey at the toll plaza set up at Chandimandir. The journey to Himachal Pradesh, especially to famous tourist place of Chail in Solan district, has become a little costly. A car owner has to pay Rs 23 at the Chandimandir toll plaza, Rs 30 for Himachal Pradesh entry fee at Parwanoo and Rs 30 against green tax levied by local panchayat on the entry of Chail on April 1.

numb.soul April 23rd, 2012, 06:40 AM GURGAON: Despite reports of economic slowdown, the Haryana chief ministerBhupinder Singh Hooda is all set to inaugurate or lay the foundation stone of seven major industrial projects in Rohtak on Monday. The projects are estimated to bring Rs 3,580 crore investment to the upcoming industrial township.
With this, Rohtak IMT is being seen as the second most promising industrial township in the state. So far, Haryana has received five industrial project proposals entailing the investment of Rs 3,000 crore, at Rohtak, which is set to become the new industrial hub.
Some of the prominent projects include Maruti Suzuki, Suzuki Motorcycles, Amul Dairy. The industrial township is being developed by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). Rohtak is likely to be a business hotspot since the government has been trying hard to take investment outside Gurgaon ;) ;)and its adjoining areas.
Officials claimed that the improved connectivity including the making of NH-1 from Delhi four-lane will make it more attractive for overseas and domestic investors. The city also has good education institutions and better healthcare facilities.
On Monday, Hooda will lay the foundation stones of Maruti Suzuki India Ltd, Suzuki Motorcycle India Private Limited, Nippon Carbide, Sabarkantha Cooperative - a unit of Amul Dairy, Lakshmi Precision Screws Ltd and Aisin Automotive Haryana Pvt Ltd. Hooda will also inaugurate the second plant of M/s Asian Paints Limited and a blending and bottling plant.
numb.soul April 25th, 2012, 06:18 AM GURGAON: A day after launching several prominent industry projects in Rohtak, the Haryana chief minister, Bhupinder Singh Hooda, on Tuesday said that he would soon lay the foundation stones of at least a dozen educational institutions at Rajiv Gandhi Education City in Sonipat. Hooda said that education and industrial growth were important for the fast development of the state and the government has been consistently making efforts in this regard. He said that the landholding of farmers was getting smaller and therefore it has become necessary for more industries to be set up, increasing employment opportunities for youth.The education city would come up on 1,500 acres in Sonipat along NH-1, some 40km from the national capital. The chief minister said that the education city will have top-class infrastructure and support services to attract reputed educational institutes to open their campuses in Sonipat.Already, the state government has allocated land to over a dozen institutes and universities to start their campus.
Sources said that several more institutions have applied for allotment of land here. Some of the institutions which have got land include Thapar University, Manav Rachna International University, International Foundation for Research and Education, Birla Institute of Management Technology and Fore School of Management.

Accelerating further development of the national capital region, Haryana will launch its ambitious Rajiv Gandhi Education City project on Sunday with the laying of 10 educational institutions’ foundation stone.
Haryana chief minister Bhupinder Singh Hooda will lay the foundation stone of 10 educational institutions that would be set up in an area of 167.74 acres in the Education City at Rai in Sonepat district, on the outskirts of Delhi, that will be developed as an education hub.
Among the institutes whose foundation stones will be laid include Ashoka University, Asian Educational Society Skyline Business School, Organisation Research and Education, Manav Rachan International University, N C College of Engineering and Research, Hindu School of Architecture, RIMT Technical Campus, Balwant Rai Institute of Technology, Bharti Vidyapeeth University, Pune and S R M Rajiv Gandhi Education City.
The stone-laying function comes two days after Hooda cleared bottlenecks in the construction of the 135 km-long western peripheral expressway, also known as KMP Expressway, connecting Kundli in Delhi with Palwal in Haryana, in his meeting with Delhi CM.

SONIPAT: The Indian Institute of Technology, Delhi ( IIT-D) would have its extended campus in the newly set up Rajiv Gandhi education city at Rai village in Sonipat district.
The extension centre project has been cleared by the IIT council was pending for quite sometime. The Haryana government has decided to allot 50 acres land for the IIT campus project on this occasion, informed Haryana chief minister Bhupinder Singh Hooda while addressing a gathering after laying foundation stones of ten other educational institutes at the education city on Sunday.
The education city spread over 2000 acres land close to the national capital on NH one would have campuses of various institutes of higher learning. Initially, first set of ten educational institutes started their respective projects.

Construction of 2nd AIIMS centre begins in Haryana

CHANDIGARH: The construction of second campus of All India Institute of Medical Sciences (AIIMS) began in Haryana today as the Union Minister of Health and Family Welfare, Mr Ghulam Nabi Azad, accompanied by Chief Minister Mr Bhupinder Singh Hooda laid the foundation stone of AIIMS Outreach OPD at village Badhsa in district Jhajjar. Mr Azad said that this AIIMS would perhaps be bigger than the AIIMS in Delhi.
While speaking on the occasion, Mr Azad lauded the development in the state and said that Haryana has emerged as number one state in all spheres of development including agriculture productivity, education, sports, bravery and secularism. Mr. Azad said that Haryana has always been a symbol of secularism in the country. Conceding three demands put by local Member of Parliament, Mr. Deepender Singh Hooda, he announced that the AIIMS OOPD would be completed in next four months time, a Nursing School would be set up through National Rural Health Mission and five to 10 per cent reservation would be given to youth of Badsha village in class-IV and other non technical jobs in the upcoming AIIMS.
Mr Azad said that this AIIMS would house many such facilities which could not be implemented in Delhi for lack of space. He described it as the ‘Baadshah’ of the AIIMS institute. He said that this AIIMS would have research institute, where the best health policies would be drafted. The AIIMS would house National Institute where Cancer, heart and infectious diseases would be treated. He said that new technologies to provide health treatment at reasonable prices would also be researched.
Mr. Azad said that AIIMS is a big project and would take five to six years and in the mean time OOPD would provide health services like general medicines, orthopedics, gynecologists, ENT, psychiatrics, general surgery, ophthalmology, pediatrics which would start from this very year and serve Haryana, Punjab, Delhi, Himachal Pradesh, Chandigarh and Jammu and Kashmir.
He said that the Government was looking for the required amount of land in the neighbouring NCR region to set up a branch of AIIMS. This branch or the second campus of AIIMS at Badhsa will see modern, state of the art tertiary level health care being offered by several departments of AIIMS. In addition, “we are planning to have some national institutes of excellence here that will contribute to health research as well as framing of national health policies and programmes for implementation”, he added. The national institutes or centres could be in the areas of NCDs like cancer and cardio-vascular diseases and other cross cutting themes such as infectious diseases, nutrition, affordable technologies and regenerative sciences.
This Outreach OPD is a small step toward setting up state of the art health facilities which will tremendously impact the health care scenario of not only this area but also entire Haryana as well as the neigbouring states.The Outreach OPD, which is being presently constructed, has been designed to handle approximately 1,000 patients per day. It is expected to be operational in August, 2012.It shall comprise of several departments, including General Medicine, Orthopaedics, Obstetrics & Gynecology, Paediatrics, Ophthalmology, ENT, Psychiatry and General Surgery.Besides it will offer diagnostic facilities and Digital X Ray as well as telemedicine facility will also be available.
Mr Azad said,“I am sure that, over the years, the second campus of AIIMS will add to the proficiency and prestige of the parent campus by providing world class health-care services at affordable costs to the local population, people of Haryana and the entire country. It will be viewed as an institute of excellence by people all over the country and the world”.
Mr. Azad said that the construction of six new All India Institutes of Medical Sciences (AIIMS), has been taken up in right earnest since the last couple of years and hoped that these six Institutes would be fully functional by next year.These new AIIMS are coming up at Bhopal in Madhya Pradesh, Bhubaneswar in Odisha, Jodhpur in Rajasthan, Patna in Bihar, Raipur in Chattisgarh and Rishikesh in Uttarakhand. Their construction was stuck for one reason or the other for the last few years, he added.
Mr Azad thanked the Government of Haryana in general and Chief Minister Mr Bhupinder Singh Hooda in particular for coming forward and offering a suitable piece of 300 acres of land, adjacent to Delhi to set up the new institute in Haryana. He also appreciated the enthusiasm shown by MP Rohtak, Mr Deepender Hooda, “which helped in moving the project forward and organizing this function”.
Mr Azad said, with the passage of time, AIIMS has become over-burdened due to several factors including the burgeoning population in the country, lack of adequate number of advanced level tertiary care hospitals, constant referrals by various state government hospitals and the faith placed in AIIMS by patients from all parts of the country and all walks of life. In the year 2010-11 alone, more than 25 lakh patients attended OPD at AIIMS. In fact, about 8,000-10,000 people are seen by more than 50 departments at AIIMS every day. Patients are now coming directly to AIIMS from all parts of the country without first accessing CHCs, District Hospitals or Medical Colleges and being referred by them. Most departments are handling workload three times in excess of their designed capacity. The net result of this is that there are now long waiting periods for patients, who sometimes have to wait for several months for various procedures and treatment.
While paying rich tributes to the visionary leadership of Pandit Jawaharlal Nehru, the first Prime Minister of India and the then Union Health Minister Rajkumari Amrit Kaur for establishing the All India Institute of Medical Sciences, and, as envisioned by them, Mr Azad said, the AIIMS has turned out to be an institute of excellence of which the entire country is proud.
Mr Azad said that the Health Ministry is conscious of the emerging challenges in the area of public health, particularly that of the NCDs, and, therefore, has launched new initiatives like the National Programme for Prevention and Control of Diabetes, Cardio-vascular Diseases, Cancer and Stroke and the National Programme for the Health Care of Elderly.
In the last three years, nearly 600 district hospitals, 2,721 community health centres, 5,459 primary health centres and 31,000 health sub-centres have been taken up for new construction and renovation.During 2009-2011, an additional 70,830 doctors, specialists, AYUSH doctors, staff nurses, paramedics and ANMs have been added to the health system. Reforms have been brought about in the area of medical education to have more doctors.
Chief Minister, Mr Bhupinder Singh Hooda said that AIIMS would prove to be a milestone for the development of the state. He said that this AIIMS would be bigger than that of Delhi AIIMS and provide better health services, employment opportunities and accelerate development in the area. He appreciated the work done by the UPA Government in the field of health over the last seven years.
He also announced three new link roads connecting Badsha village to Khera, Jaalampur and Rawta. He thanked the Central Government and Mr Azad for laying the foundation stone of this prestigious super specialty institute in rural area of Haryana. He said that the setting up of AIIMS-II would add a new chapter in the healthcare system in Haryana. He said that the State Government has given priority to the health sector and is also promoting medical education. The State Government has been spending more than Rs 992 crore on health sector and over Rs 538 crore on medical education every year. Three medical colleges are being set up at a cost of more than Rs 1000 crore at Khanpur Kalan in district Sonepat, Nalhar in district Mewat and in Karnal city. The women medical college being set up at Khanpur Kalan is the first such college of its own kind in the country after its independence. Another medical college is being set under Employees State Insurance Scheme in Faridabad. At present, there are five medical colleges in Haryana and Pt. B.D.S. PGIMS, Rohtak has been given the status of a university of health sciences.
He said that Haryana is the first State in the country, where the facility of vehicle is available at every Community Health Centre. Also, advanced life support system ambulance service has been introduced which is functional round-the-clock and can be availed by dialing toll free number 102. The Central Government has appreciated the effective implementation of National Rural Health Mission and National Health Insurance Scheme in Haryana.
The Chief Minister said that the State Government is committed to provide improved health services to the people and it is his dream to ensure sound health of each child in the State. The Government would continue to strive to achieve this goal.
MP Mr Deepender Hooda described the day as historic. Haryana Health Minister Rao Narender Singh, Director, AIIMS Mr. R. C. Deka also spoke on the occasion.
Those present on the occasion included Education Minister, Mrs Geeta Bhukkal, Additional Secretary Health Mrs. Anuradha Gupta, senior faculty members, senior officers from the Union Ministry of Health and Family Welfare and Government of Haryana.
