Tianjin gets the nod for new-area plan

The port city of Tianjin has finally won the central government's approval for its development zone dubbed "Pudong of North China" by international investors.

In a statement released yesterday by the State Council, the cabinet, Binhai New Area was officially designated an experimental zone for comprehensive reform, with a short-term emphasis on financial and allied services.

Tianjin is 120 kilometres southeast of Beijing; and Binhai is 50 kilometres away from the city's downtown.

For the last couple of years, the Binhai plan has been promoted by the municipality's officials as of key importance for the port city's future development.

But the significance of the Binhai New Area will be far greater than the potential benefit for just one city.

At a meeting on promoting Binhai's development organized by the State Council yesterday, Vice-Premier Zeng Peiyan said: "The development of Binhai New Area is of strategic importance in China's economic and social development. Its development will promote the growth of Beijing and Tianjin municipalities, Hebei Province and areas around the Bohai Sea."

The Binhai New Area, which covers nearly 2,300 square kilometres, will be turned into a gateway to North China, a modern manufacturing and research base and an international shipping and logistics centre, he said.

A series of experimental schemes will be launched in Binhai, according to the State Council announcement, including financial initiatives, land administration methods, a bonded area and preferential tax policies.

The government will allow Binhai to pilot key reforms related to financial services and the capital market, and to be more open to international business development. Experimental schemes may also cover areas of venture capital, foreign exchange administration and offshore banking.

The reform in land administration will focus on efficient use of available resources. Tianjin Dongjiang Bonded Area will be set up in the new area with an emphasis on international distribution, global procurement and export processing.

The development of the bonded area will be open to international partners, the announcement indicated.

Part of the problem is that Tianjin's development is much more spread out, and as such is more difficult to get ahold of. I did go walking around Tianjin taking pictures yesterday, so I'll try to post them. They are mostly from the concession areas, though, and don't really highlight the new developments very well.

Here are a few construction pics that I took yesterday. Keep in mind that this is just a smattering of developments and that I wasn't really out to take construction pictures.

This building was going to be a 300 meter tower, and the signature building for downtown Tianjin, construction was abondoned some time ago, and while I thought maybe they were going to start up again last year, that no longer appears to be the case:

Not a new construction by any means, but an interesting building nonetheless, this building is located in a park in the old French concession area of Tianjin:

Clashman
August 5th, 2006, 12:35 PM
They are not controlled by the Europeans anymore, but the areas are still there, (well, some of them still are), and the Tianjin government is making an effort to rebuild some of them into tourist areas. I said "old" for a reason, the implication being "former". Please, enough of the petty nationalism.

I do believe it is the Tianjin government, not myself, who is keen to restore those areas. If you are truly concerned, that might be something you want to take up with them. Or do you have a better term for the areas?

It's great to see the old stuff actually being restored or rebuilt.

@YelloPerilo
you should not be upset about such names. This is not because of someone's glorification of imperialism, this is for people to enjoy it and leave their money in Tianjin. For example me, a very potential tourist to Chinese cities, would be very interested to see such former areas of colonial architecture.

@YelloPerilo, the term isn't the main purpose clashman showed in Tianjin thread. I wish you are not sensitive to this. China does embrace capitalism, however, imperiasm seems outdated.
@clashman, I am glad you took many pictures of Tianjin. We seldom saw Tianjin's news in this forum. I wish Tianjin who used to be one of China's industrial giants doesn't fall behind. On behalf of Tianjin, people all over the world do have the expectation from you about more updated Tianjin construction pictures. Thank you very much for these. Welcome to our forum.

I don't have problems with the restorations, actually I like the idea very much and these old buildings should be well preserved. Destroying them would not erase our this shamefull part of Chinese history. I also don't have problems to call this part of Tianjian the old French, Italian, German, etc. quarters, but the word concession should not be used in our time anymore as those concessions don't exist anymore.

Do you have some of TEDA/Binhai?

Clashman
October 23rd, 2006, 03:08 AM
The Binhai area really isn't all that much to look at right now. It's clean, and it has some good restaurants, but there aren't really any big high rises yet, (at least nothing over 25 stories or so), and really, there aren't many people there either. The big plans for TEDA aren't going to take off for another 2 or 3 years. Even then, TEDA is never going to be the end-all, be-all of development for Tianjin. The city center is still going to be the cultural center of the municipality. Economically, they'll probably be split about evenly between the two areas.

That said, there's a pretty good photo thread of the TEDA/Tanggu area here:

Be warned, though, it takes FOREVER to load.

Have they started construction on the plot across the street from Parkson, Wal-Mart, Starbucks, and Pizza Hut (NW corner of FuAn DaJie (伏案大街) and HePing Lu (和平路). Last time I went there, they were clearing slums there and converted it to a park, though I guess that they'd build on it.

Also, have they done anything with the huge empty plot on the SW corner of NanMa Lu (南马路) and Nanmenwai Dajie (南门外大街)? It seemed like they'd build on it, as it's pretty much in the center of the city, but as far back as I can remember, it's just an empty plot with no trees and short grass.

From the pictures above. Tianjin looks just like another big Chinese city. Lot of construction going on. Does Tianjin have any distinctive characteristics that makes it different from other cities?

^^

It has European concessions and a interesting mix of European and Chinese architecture in the city center. Outside the city center, it's just all commieblocks though.

Got a couple more pics for everyone, (pardon the quality, these were taken with my pda, as I didn't have my camera with me).

Starting with Kerry Center.
Now, many people, (myself included), had assumed that Kerry Center and the Nanzhan Central Business District were one in the same. This left me kind of disappointed, as the buildings listed for Kerry Center aren't on the same scale of what was originally proposed for Nanzhan, (ie, no 300m towers). However, after reading a little bit more on the subject, it appears that Kerry Center is merely one part of Nanzhan, and apparently the first one to get started. Here's a map of the area:

http://i5.photobucket.com/albums/y188/Clashman99/Tianjin/Development/KerryCenterMap.jpg

Here's a render of the area, (photo not by me):
http://i5.photobucket.com/albums/y188/Clashman99/Tianjin/Development/100_3395_FP0qbxQOdejz.jpg

A list of the buildings planned for the area:
6 Residential Towers:
R1: 50 Floors, 165 Meters
R2: 48 Floors, 150 Meters
R3: 46 Floors, 153 Meters
R4: 48 Floors, 153 Meters
R5: 46 Floors, 147 Meters
R6: 44 Floors, 141 Meters

2 Office Buildings:
C1: 37 Floors, 180 Meters
C2: 44 Floors, 216 Meters

1 Hotel/Serviced Apartment Complex:
H1: 28 Floors, 172 Meters

1 Shopping Center
H2, No height listed, probably because it's only 3 or 4 stories tall.

Here's the developers's website:
http://www.kerryprops.com/kpl/en/properties/prc%20properties/tianjin/tianjin%20kerry%20centre

And here are the pics, (most of the cranes you see are related to the subway construction, not Kerry Center per se. However, there still seems to be a fair amount of things going on on the Kerry Center grounds):

And on to the train station. As you can see, there is a huge amount of construction going on here. This is the "front" of the main station. The back part is all completely new. I tried to get around to the back and take some pictures, but all the bridges over the tracks within walking distance were under construction, and I gave up after about an hour of trying to find another way around the back, so you'll have to make do with what you can see through the cracks.

Tianjin is not a real tourist city?
Is there something to see in the city apart from modern appartments?

Clashman
April 13th, 2008, 07:50 PM
Yes, there's actually a lot of old, colonial European style architecture in the city, (which I didn't focus on, because I was looking mostly taking photos of new construction). The Tianjin Great Wall is a hidden gem, although it's actually about 3 hours from the city proper. In the city itself, there are some minor tourist destinations, but nothing really remarkable besides the afformentioned architecture. It isn't really a place you would travel halfway across the world to see. However, if you're in Beijing, it's worth a weekend visit, if not for sightseeing, then at least for cheap shopping during the day and relatively cheap drinking at night. Tianjin isn't a tourist mecca, but then again, not every city really has to be. Frankly, one of the things that drives me nuts about Beijing is the flocks of silly tourists walking around, (and the subsequent treatment I receive from many locals who think I'm just another foreign face they can rip off. That's not the case with everybody or in all places, for sure, but it damned sure happens a lot more than in Tianjin).

Tourism key in growth equation

The 80-year-old Liberation Bridge on the Haihe River is a famous tourism attraction in Tianjin.

The Fifth Avenue gathers most of the Western-style buildings in Tianjin

BEIJING, Aug. 1 -- As the Olympic Games approach, Beijing is attracting increasingly intense attention, which has spread to its coastal neighbor Tianjin, co-host of Olympic soccer games.

Tourism chief She Qingwen expects Tianjin will attract 1.2 to 1.3 million foreign tourists across the world this year, up about 25 percent over 2007.

As a host city of the Olympics, the city is projected to attract 65 million domestic visitors, a 10 percent increase.

"These are conservative figures," She said. "The year of 2008 will turn out to be positive for Tianjin's tourism sector."

To meet demands of the rising numbers of tourists the city's tourism authority has developed more products and trained more tour guides. Last year, it trained about 10,000 guides.

City plans call for tourism is to be a key industry by 2015, accounting for about 8 percent of the local gross domestic product (GDP), according to She.

Tourism revenues are projected to contribute 5.6 percent to Tianjin's GDP this year.

"It is a difficult mission, but we will try our utmost," She said.

In the next five years the city will invest 52 billion yuan to build 20 projects and boost Tianjin's leisure and vacation tours. Among them is an ocean park and Panshan Mountain Cultural City.

As the Binhai New Area of Tianjin further develops, the number of business and exhibition visitors is also expected to grow "to become a core component of Tianjin's economic structure", She said.

The tourism authority is also developing a range of tourism urban spots, including 12 new attractions, eight of which are already completed.

Large projects in the Binhai New Area, such as the Airbus A320 assembly line, a factory for next-generation rockets and a new shipbuilding facility, will attract talents from all over the country and the world and also serve as tourism sites.

"Economic development in the Binhai New Area and Tianjin as a whole will fuel the local tourism industry, and vice versa," She said. "Through promoting Tianjin as a tourism destination, we want to market its overall resources and promote its image."

Tianjin's tour slogan

"If a tourist wants to know more about China in the past century, then he or she cannot miss the chance of touring Tianjin, just an hour's drive southeast of Beijing."

She said it has been difficult to formulate a tourism slogan that describes Tianjin's attractions in a single sentence.

"The city is truly multiple-faceted. What we are trying to do is to integrate all Tianjin's tourism treasures, disclose the city's charm and promote Tianjin's image worldwide."

If Xi'an is well-known for its historical heritage over the past 5,000 years and Beijing is famous for its past millennium, then Tianjin can be proud to declare its many cultural, social and economic highlights over the past century, She said.

Over the past 100 years, the city has witnessed the introduction of Western education, technology, architecture and financial systems, which are all worth touring and seeing, She stressed.

With the Binhai New Area of Tianjin on the track to become the next growth engine of China, its significance and weight as a tourism destination increase further.

In his report to the Tianjin People's Congress earlier this year, Mayor Huang Xingguo endorsed She's efforts and said the city should further develop modern services, including the tourism sector.

In 2008, important work by the Tianjin tourism authority is integrating the city's tourism resources to further develop urban, leisure, business and exhibition-related tours, Tianjin mayor Huang said at this year's Tianjin People's Congress.

^^I highly doubt 1.5 million foreign tourists go to Tianjin each year, so far I've only seen 5 non-Asians (some tourists might be japanese or korean though; anyway, this is much more than the 1 or 2 I see each year) in the entire time here. Sorry, but Tianjin really is not for tourists, almost nothing to see; this news has to be exaggerated. Maybe there's 100,000 per year at most, and that's really stretching it.

^^ why not ?

Tianjin is quite close to Beijing, the capital of China and as far as I know a lot of tourists come to Beijing though so I think the number sounds reasonable enough to me.

Or unless the tourism bureau of Tianjin counts Chinese from other provinces as tourists as well. I dunno.

^^I just have a hard time believing that 1.3 million foreign tourists visit Tianjin when I've barely seen any foreigners on the streets (yesterday I saw a few more though, I went to Ancient Culture Street, and there were 5 or so foreigners).

same

i went in 2005 i rarely see any foreigner people there or maybe i didnt go to places on our own but with dao you

hahahah i still remember me my mum and her friend keep getting busted by the dao you for being late on bus everyday

That's true, Tianjin doesn't have much going for it to be a tourist designation, no do I see it getting there. Particularly next to Beijing and particularly for foreign visitors.

Tianjin to invest 16.5 billion yuan, 149 new projects to build eco-friendly city.

Stage I will be finished in 3 years.

^^ Tianjin has a lot of potentials to unleash. It should be far better than what is now. Actually I'm quite disappointed with its recent development speed compared to other smaller cities. It's crucial time the next decade for Tianjin.

Damn, I didn't know there was that little construction happening now (the project on the far left is on hold). Tianjin really needs to pick up the pace to catch up with even deep inland cities. According to the Western theory coastal Tianjin should be first for FDI, so why does even Chengdu look better?

Clashman

Most of the construction is happening north of the tower I took it from, (Chengji Center). This photo was all looking south, over Wu Da Dao, which is a historic neighborhood that will be (mostly) preserved, hence the lack of the construction there. If I took pictures from the other side of the building, (and I will take more from there later), it would look a lot different. I just pieced that one together because I thought it was an angle that was rarely shown.

I'm just a little spoiled from having to pass through Beijing every time during my stays in Tianjin...it has achieved much more in the same amount of time! All this while Tianjin is merely a little cleaner, with a few more skyscrapers, and a few less slums, since 2000. Now the pace is picking up slightly with TJWFC and the other developments around Hai He, but that only covers one district and the general pace of development is still slower than the huge scale city renewals of cities such as even Shijiazhuang, Dalian, and Wuhan. I want more, more, more!

Wanting more is good, but at the same time, I think Tianjin at 2000 was starting out even more backward than Wuhan and Dalian. It's interesting because, from what I've read, Tianjin was the envy of Beijing and Shanghai in the late 80's/Early 90's. From about 1990-2004, however, was a pretty dark period for the city. I'm reading the Tiananmen papers right now, and if you read it carefully, you can see that the 89 protests and crackdown actually had a big impact on Tianjin's development during the 1990's. When the reform-minded Zhao Ziyang was stripped of power for sympathizing with the students, there was a debate over who would succeed him as General Secretary of the Communist Party. Some favored Jiang Zemin from Shanghai, and some favored Li Ruihuan, who was the mayor of Tianjin and seen as a reformer who'd helped turn Tianjin's economy around. In the end both men were promoted, but Li Ruihuan was kind of relegated to the sidelines and didn't have as much influence. From there, Tianjin started to take a back seat to Shanghai, and it wasn't really until Hu Jintao and Wen Jiabao, (also from Tianjin) came to power that some momentum for Tianjin started to build. Ironically, Wen Jiabao was one of two people to accompany Zhao Ziyang to Tiananmen to talk with the students in his last speech before he was stripped of power and placed under house arrest.

Anyways, just goes to show you that here things can change rather quickly, and Tianjin's momentum is still just starting to build. Hopefully the global financial meltdown doesn't ruin everything for the city.

I stayed in Tianjin in early 1990s. Then I went back to Tianjin once every two years. Tianjin's city road system has improved dramatically, many skyscrapers are erecting. i agree with that.

but its economic development couldn't match with its political status. People's income level is lower than some small cities. Tianjin is pretty isolated from other areas in last two decades (partially thanks to Beijing) and not many talents are absorbed to help boost its economy. Tianjin needs new entrepreneurship blood and new investment from other areas.

In this sense, Tianjin is not developed as expected for its own reason. That's pretty much why Binhai New District, where entrepreneurship is more encouraged, is growing much faster and looks from every aspect the new hope of Tianjin.

Agreed. Tanggu cleared all slums early, and as the heart of Binhai New Area, looks very modern and is a very pleasant place to be in. However, Tianjin city seems (at least according to my China road atlas) to be the biggest Chinese city without a city expressway system. I understand that the core is too dense to build an above-ground expressway in, but even the outer ring road isn't an expressway!

The biggest change I saw in recent years was from 2007-2008, there was major spruce-up for the Olympics, less pollution, better paved roads and better street signs, and more parks. Clashman, have these improvements held? Because I was fearing that they would be neglected after the foreign attention decreases after the Olympics.

However imo future prospects for Tianjin are looking good, the only problem I see now is probably a temporary slowdown in launching new projects because of the financial crisis. A new Tianjin is rising, I hope faster than before

Clashman, have these improvements held?

I would say in fact that they have probably even increased since the Olympics. I don't have a lot of time to take pictures much anymore, but take a look at this:

http://www.tianjinexpats.com/index.php/Blogs/204-Revitalization-Of-Tianjins-Former-Italian-Concession.html

For me, seeing these kinds of changes is encouraging, because it shows that there is more happening than just building skyscrapers. After years of tearing everything in the city down, there is finally some effort being made to bring some life to the ground floor of the city, and I think that has done a lot to make Tianjin a more interesting place. 5 years ago, who in their right mind would label Tianjin as a tourist destination? However, today, I'm actually hearing a lot of Beijing people list Tianjin as a nice place to escape for the weekend, (although some of that certainly has to do with the "convenient, half hour bullet train ride" to the city, which really isn't convenient at all, IMO).

Although, would it kill the city to land a decent Italian restaurant? :bash: The pizza-to-suckage ratio is far too high here.

^^ever try JPT pizza on Binjiang Dao, about 2-3 blocks north of Nanjing Lu? It's the best Chinese pizza I've ever tried, it's almost as good as Pizza Hut imo (plus they have the 10RMB personal pizza promotions once in a while).

Of course, many normal Chinese restaurants try to sell "pizza," and it's terrible, but since around maybe 2003, I've never found difficulty finding good pizza in Tianjin.

Both JPT and Pizza Hut are pretty terrible, IMO, along with the Korean chains like Pizza Hill and Red Pepper Pizza. Air-puffed, frozen pizza crusts and cheese that tastes like plastic. The only pizzas I will eat in Tianjin I would consider paying money for in the west are from the Pizza Box, (and even then, I'd only pay for the thin crust cheese), and maybe Papa John's. Compare JPT to something like the Kro's Nest in Beijing and you'll see why I'm not happy about the pizza situation, (I've been lobbying for them to set up shop in Tianjin, but no luck so far).

As for Jianbingguozi, Tianjin's are way better than Beijing's. It's not even close. Also, Tianjin does Da Bing Ji Dan, Chao Bing, and Shao Bing. In general, for dirty street food, Tianjin does an awesome job.

Usually I don't have enough money for pizza, I eat it only about once a month :D While I love 煎饼果子 and can never get enough of it, I eat it every day in Tianjin and now I'm craving it every day, even though I'm more than 10,000km away from it... The combination of flavors is just perfect, it is food heaven!

My pizza tastes aren't very sophisticated; I find Pizza Hut in China extremely good quality, better than in any other country and sometimes I would want a change of food from the routine, and Pizza Hut provides that very well.

I've never been to Tianjin, but a little 'investigation' on Google Earth seemed to tell me Tianjin is pretty nice. There are whole areas of well preserved good-quality old buildings in and around the centre, not polluted by random modern skyscrapers that dwarf and destroy the traditional streetscape. Throughout the built-up area there is a dense network of public roads, unlike Shanghai where there are massive plots of enclosed estates. Ultra-wide roads and expressways are few and far between. The best thing about Tianjin is that it's probably the only city with the main railway station in the right place, i.e. right next to the centre.

Those are new... everything you can see in that picture is no more then 10 years old.

These smaller (typically 6 floor tall) buildings are grouped into residential estates/complexes. From outside they look rather similar and major difference is due to the time of construction. Price of the estate more visible on the inside of the estates by how lush, well kept are landscape gardens and presence of additional infrastructure, like swimming pools and some such.

good....is the river covered by snow???

Thanks... The river is covered with snow... So if you're in Tianjin now, you should better go there and take some picture since the river is still frozen... That area all throughout starting in front of the train station is the most beautiful place for me in Tianjin... The view is remarkable specially in the evening... I'm sure many will agree with me...

:-)

OK and HaiHe river it is. Btw I believe that some people are still swimming in it when it is frozen. They cut the ice, naturally...

Anyway I haven't got any shots of that but here is some of the swimmers in more mild conditions:

really??

I guess we are sort of neighbors then...
Are you in TJ at the moment?

Although I would recommend not to ruin images with such a HDR like effects... You're much better by taking time and learning how to improve them in Photoshop. Better still learning manual controls of your camera, they'll help you in some challenging situations getting better exposure in crucial areas.

It's good to meet somebody here in Tianjin who is a lover of skyscrappers. Thanks for the advice by the way... Hope I could improve the quality of my pictures through your advice...

Sorry (sort of - cause winter in TJ could be rough) I'm not in China at the moment and for the most of the year. But when I am I'm a lot in TJ.

Hope your place is warm, as I know some houses around the area were constructed in such a way that apartments on top floors are very hot, while those at the bottom are cold... At least knowing that you come from much colder place makes me sure you are clothed properly, not like one silly friend of mine who came to TJ on the middle of Winter in a light jacket. TJ weather cold be very deceptive - strong harp winds could add a lot to Chill Factor.

Since you came to the city only a month ago it means you've missed thee scenes at RenRenLi:

Hi I am from Hungary, a very tiny country, in Europe. Almost all the Hungarians has never heard of former Tianjin concessions, but as far as I
Know there was a little Austro-Hungarian
concession in that city. Could anyone translate into English what is written below. According to a chinese-english magazine article this building is among the only Austro-Hungarian buildings outside central Europe. Does anyone know anything about it? I'm so fascinated how hard-working and precise the Chinese are. they are proud of their historical heritage and they have preserved and renovated perfectly this masterpiece. Thanks for that. it's your treasure. Thanks for keeping it. I wish I had a possibility to visit it once.
