As an American visiting the Philippines I noticed the first time I was there the huge differences in the amount of money spent on Luzon versus the amount spent on Mindanao. It is really sad in IMO that the Government doesn't spend more money on Mindanao. The Philippine Government should spend more money on Mindanao to create more jobs and more stability amongst the people. Mindanao is a wonderful place.
It is great to read about all the new project in Butuan City. One more year and I will be there again. I am looking forward to it.

Spanish agency opens, lauds Butuan projects
Projects provide water, infra to beneficiaries
BUTUAN CITY--Miguel Barba and Jose Miguel Ruiz from the Agencia Española Cooperacion Internacional (AECI) visited five of its 20 Poder community projects in Hinatuan Friday, and came up with a satisfactory assessment.
The projects were part of the 2-year implementation of the Poder y Prosperidad dela Communidad Project implemented under the Department of Social Welfare and Development.
In 2005, the Poder project was launched in Caraga Region with Hinatuan, Surigao del Sur as one of its recipient municipalities.
Over the period of two years, Poder was able to provide nine water system projects, five sea walls, and riverbank protection, three school buildings and three other community projects in 19 barangays in Hinatuan alone.
A total of P19,916,814 was downloaded to community accounts to fund these projects which the community themselves identified as priority need through localized decision making process.
According to Poder's national project manager Camilo G. Gudmalin, the Spanish government and the national government have mobilized resources to be able to address the concerns of the poor communities in the region.
"But that resource available is just a first step in realizing the dreams we have been cherishing before. Much of the steps in bringing these dreams into reality will depend more on the people," Director Gudmalin explained.
It was also announced during the visit that a signing of memorandum of agreement between the Spanish and the Philippine Government is scheduled to take place on June 22nd in celebration of the Spanish and Philippine Friendship Day.
On behalf of Agencia Española, Mr. Ruiz extends his congratulations to the people of Hinatuan for the projects they receive from the Spanish Government.

over here in NorMin (East)...we have 2 new cities na (Tandag of Surigao del Sur and Bayugan of Agusan del Sur) and by next month Cabadbaran (Agusan del Norte) once the plebescite is done in favor of its cityhood...bringing to a total of 5 component cities and 1 highly urbanized city in this urbanizing region...^^

So Surigao city is not yet urbanized... I've been in Bayugan 5 years ago. The place is nice, the highway is 6 lanes. One thing I don't like, illegal drugs are rampant in the area. Any news about Bayugan aside of being a new city?

BUTUAN CITY – Local historians who have been contending since 1976 that the country’s first Easter Mass was held here more than 400 years ago, expressed confidence that this time, the National Historical Institute (NHI) would finally validate their claim.
"We are confident that this time, new scientific evidence gathered will prove that indeed, the first Christian Mass in the country was really held here in Butuan City, particularly in Masawa, and not on Limasawa Island, days after Magellan’s fleet of three ships and 186 crew discovered the Philippines on March 16, 1521," Fr. Joesillo Amalia, a Butuan diocese museum curator, told The STAR.
Last March 31, the city marked the 486th anniversary of the First Easter Mass in the Philippines in an austere and simple celebration held at the site of the cross, which Magellan and his men were believed to have planted right after the First Easter Mass was held.
The NHI built a historical marker on the Island of Limasawa in Southern Leyte after a law was passed in the fifth Congress making it the site of the first Mass in the Philippines, held on March 31, 1521.
But historians here headed by Vicente de Jesus, Fr. Joesillo Amalia, Greg Hontiveros and several others with the support of Butuan City Rep. Leovigildo Banaag, said they have scientific data and official historical accounts to back their assertion, and asked the NHI to resolve the issue.
At a meeting held at the Butuan City library Wednesday, local historians agreed to present before the NHI fresh new evidence using scientific and DNA findings.
They enumerated "three approaches" to their presentation: the use of multi-disciplinary approach to history using scientific and geomorphological study of the Butuan Delta that will prove the existence of Masaua Island as the Mass site; second, their approach to the presentation would be seen as a continuum of historical events prior to and after the first Mass rather than viewing it as a controversy to be settled in isolation; and third, using spatial analysis, which investigates geographic areas and sea conditions of southeastern Visayas and Northeastern Mindanao to decipher the distance and latitude details of the Magellan expedition on that particular leg of their journey.
In 1995, the NHI created the Gancayco Commission to resolve the issue.
The first presentation by Butuan historians was made in 1976. But then First Lady Imelda Marcos, a native of Leyte, came before the attendees and candidly told them there were better things to do than debate on things of the past.
"She (Imelda) ended the whole exercise, a portent of the nation that never loved its past, wasted its present and dimmed its future," read the prologue prepared by Butuan historians for its third attempt to present before the NHI its claim to being the site of the first Easter Mass celebrated on Philippine soil.

the latest DILG LGU classification of Surigao City is a chartered component city of the province hence not yet autonomous of provincial government control.
Maybe in the future when its income and population requirements are met, Surigao can attain the status Butuan has earned since 1986

U know naman China is energy hungry.

Mangagoy is where the action is in Surigao del Sur. I guess it's its proximity to Davao City that makes it more vibrant, IMO. I went to school In Mangagoy from 4th grade to high school then went back to Davao to finish univeristy...then for good for all of us in the family. I have loads of fun memories there though since childhood I thought I'd never grow old there and always wanted to move back to Davao.

Anyway the construction of the linear ditch canal is almost finish. The box culvert is already passable hence its intersecting the entire J.C. Aquino Ave. and J.Rosales Avenue.

They eventually invited overseas employment agency twice a year. Jobs fair were conducted twice to answer the locale clamor on unemployment. In fact the city Created an attached agency.The Butuan City Manpower Training Center the 1st of kind in a local govt. sponsored training school for overseas jobs.

regarding that reblocking of JC Aquino, what is the extent of the project...is it the whole stretch of it...or just around JC Aquino - J. Rosales evenues? this avenue is very long from the foot of Magsaysay Bridge up to Libertad...do they have to remove all the old asphalt overlay and reblock the concrete beneath it? considering the abscence of a parallel that is almost as wide as JC Aquino, this may cause troublesome traffic again and can affect business establishments along this thoroughfare...
BXU AngelC July 7th, 2007, 01:55 PM the re blocking was undertaken to cement the portion of J.C.Aquino Avenue were a new pipe of BCWD were installed if you can remember it.The extent of road re blocking were from the foot of Magsaysay bridge up to J.C. Aquino section. But these are finished already, another re blocking this time is to address the just recently concluded box culvert and linear ditch canal running the stretch of J.C.Aquino and Rosales Avenues.

thats always the problem...since when have we experienced efficient traffic management in the city...? as far as I know those traffic management honchos are not doing their job well...they should coordinate construction works so that it will not afect the flow of activities along this vital thouroughfare....The second bridge is now open..but it seems traffic flow within the city is still not that smooth as should be expected ...maybe they should reduce tricycles and jeepneys na rin
BXU AngelC July 9th, 2007, 02:31 PM yeah its really true, by the way point of information the isn't that smooth mainly because authorities haven't implemented the design traffic rerouting for the city (poblacion) to be diverted to the by pass road and the new Diosdado Macapagal Bridge. Actually they made necessary correction also of the Magsaysay viaduct because defect were manifested after it was inaugurated. I've seen it with my own eye, especially those metal plates place in every interval of the viaduct.

BUTUAN CITY--- Barely two weeks before she delivers her 7th State-of-the-Nation Address (SONA) on July 23, President Gloria-Macapagal Arroyo will visit Butuan City Tuesday to inspect another priority infrastructure project in the CARAGA Region that is vital to the realization of her Super Regions economic development plan.
The President will check on the recently-inaugurated P2.2-billion Diosdado Macapagal Bridge and the Butuan City Bypass Road Project that stand to enhance the urban transport needs for commerce and industries in the CARAGA region through the efficient movement of people, goods and services among the major growth centers in the eastern part of Mindanao.
The Diosdado Macapagal Bridge and the Butuan Bypass Road Project, funded through a Special Yen Loan Package from the Japan Bank for International Cooperation (JBIC), was inaugurated in April this year or one month ahead of the project completion target date--May.
The project consists of two major construction works: the bypass road inclusive of its linkages to the existing Iligan-Cagayan-Butuan City Road and Surigao-Butuan Road, with a length of about 10.30 kilometers and, the Diosdado Macapagal Bridge which has a length of 907.6 meters.
The Diosdado Macapagal Bridge that crosses the Agusan River about three kilometers apart from the existing Magsaysay Bridge, will provide a more reliable infrastructure with a greater design capacity and safer traffic measures than the existing bridge while the Butuan Bypass Road will divert the traffic passing through the center of the city.
Public Works and Highways Undersecretary Manuel Bonoan said the bridge project is among the many physical infrastructure projects the Arroyo administration has invested in for the development of the Mindanao Super Region as the country’s "Agribusiness Center in the South."
In her 2006 SONA, the President bared her new economic development plan through the "Super Regions" category. The Super Regions economic plan grouped the country’s 17 regions into four super regions namely the North Luzon Agribusiness Quadrangle, Metro Luzon Urban Beltway, Central Philippines Tourism Center and Mindanao as the "Agribusiness Center in the South." The fifth Super Region---the IT Corridor, cuts across the north in Baguio City to the south in the cities of Zamboanga and Davao
The Super Region economic development plan is intended to develop the "natural competitiveness" of each super region in a move to spur economic development in the entire country.
While in Butuan City, the President is also scheduled to have lunch with Bishop Juan de Dios Pueblos as the Butuan Diocese celebrates its Ruby Jubilee tomorrow.
The Diocese of Butuan was created on July 10, 1967 with Archbishop Emeritus Carmelo Morelos as the first bishop.

regjeex July 10th, 2007, 02:18 PM I was told by my Prof. Amy Saavedra-College of IT, that SJIT is on the process of converting into University - Caraga Polytechnic University or Caraga State University. I think it will be credited because they have an undergoing campus at villa kanangga and as well as the new SJIT coliseum na double the size of FSUU he said that its 12,000 seaters daw. . Besides, SJIT has been credited by PAASCU and PACUCUA levels 1 and 2 I hope tama ang spelling ko hehehe. and also an ISO certified. Ginagawa naman to ng SJIT for all Caraganons and ganon din ung FSUU. The whole region will be benefited. Kahit andito ako sa malayo at magulong lugar ng IRAQ, pero ung presence ko ay nasa Butuan pa din. Where in fact, when i read this forum, i feel very exited kung ano yong mga development ng buong region. I was there in Butuan on May for my vacaton and I'm happy na there's a little changes pero I was gonna say na ganun pa din yong airport ng Butuan nothing change. Kala ko pa naman pag lapag ng airplane ay nag bago na, I was a little disappointed kse matagal na plano to expand the airport eh since I was in college kse BANCSI airport yong Thesis namin eh.. ung automated transaction ng AIRPORT but until now wala pa din pag babago. I hope the government will focus on the said project at bigyan naman nila ng pansin. Here in Baghdad kahit tightened ang security dito, I was amazed their airport. sobrang ganda hindi pedeng tapatan ng NAIA to.

yup..its one of the main thouroughfares...its actually part of the Malaybalay-Butuan Road....its approx 7 -8 km long and six lanes wide.....and is planned to be extended in its northern part further to the Butuan coastal barangays...making it EDSA like in lenght

actually Malaybalay-Butuan road is a very Looooooooomg overdue project....
its a project pa during Marcos times when all the provinces belonging to CARAGA region was still part of Region 10...
until now, only a few sections mostly in the CARAGA side is cleared...
hopefully this will be built na....to give landlockef Bukidnon another acccess to Mindanao's eastern seaboard

HOW SAD the area is full of potential that once develop will eventually be agriculturally sufficent...imagine this the whole barangay Tungao 5x or if not 8x larger than the whole poblacion.

And it is not mega airport. hehe... i'm not expecting that when it will be finished, pareho maganda sa new iloilo airport. i'm not expecting that, as long as it meets the international standards, ok na yan sa butuan. it badly needs a good airport sa region... there is none in caraga sa ngayon... once it will be finished, dadami tourists sa caraga, especially sa siargao (in surigao).
Anyway, i read somewhere na ang aiport project, it will only extend sa existing runway and upgrade all the air control facilities.... it did not mention the airport terminal.... ahay...

With regard to the superregion program of the national government, A lot of projects are in the northern and northeastern part of mindanao considering that the majority of the roads and airports of that area is not yet "fully" developed".
(During my visit to Cagayan de Oro City when i went to Baguio... I pity the CDO airport in comparison with Davao City airport during that time...)
All the Mindanao Super Region Priority Projects are focused only on roads, airports and bridges because these areas still dont have the capability to address the influx of cars and planes.
Not like Davao City's road, and airport who were world class already...
That is why DAVAO CITY, it is the only Mindanao Super Region Priority Projects that is really focused on the FOOD by building the Davao Food Exchange Complex.

for example, just a few months after the Butuan-Davao section of Philipine Hi-way was fully upgraded....nidaghan ang mga saging nga TADECO dire sa Butuan...karon September...mangabot napod samot kadaghan mga other Durian varieties from Davao because of a much shortened transport from 7-8 hours to now 4-5 hours...Its now easy for our plantation owners in Davao del Norte to access burgeoning Visayan markets because of this upgraded transport systems like the Philippine highway (Davao-Panabo-Tagum-San Francisco-Bayugan-Butuan)....

a coastal highway from davao to surigao will be a long "cut" instead of a shortcut but who cares, certainly it will rekindle back the romance to travel.

Davao-Samal Bridge. Was not included in the Priority Project of the national government because it doesnt cater the general populace. It will not address the Mindanao road problem. But it will boost the trade of Samal City and the rest of Davao Regions. Samal is a small island in the davao gulf...
I dont know if the current administration of the Governor of Davao del Norte Province will make such dream a reality... (keep my finger cross!)

points well taken Smallville, the seclusion of the island adds up to its exotic appeal and exclusivity....but I guess it all boils down to planning and regulating development within the island...I think there was already a proclamtion declaring the island as a tourism estate..?

i agree. but its now a city. population will be expected to grow faster. it should not be programmed against the direction of greater economic opportunities. if the bridge is the key to open up faster flow of investments, employment generation would give greater economic stability to samal city as more reliable sources of income will be enjoyed. theres no better way imo to face the challenge of possibilities than this way. it would be hard to think to leave the growing city population dipping with widespread unemployment. government could not afford marshall plan to rescue them of joblessness. the city needs to do something. there is ?always risk in change but let me quote you “That is why we do a lot better job of planning now than we used to.” nimby has its place and time. not now when poverty is in the reign. imo

general populace whatever that means, the bridge imo is as important as any of the mindandao infra projects identified priority. the bridege imo is a vital link of samal city to the economic opportunities of davao citys 1.5 miln consumer base, ?4 to 5 mln davao region population alone, to the rest of mindanao and philippines, to the international airport(bridge will movesamal closer to its doorsteps), not only economic importance but governments thrust of positioning the region as tourism hub.

the North Montilla Blvd..extnsion was already started with the demolition and relocation of the school and some houses along Magsaysay Ave in Obrero...
where would they source the funding for the port...heard it would come from a Spanish loan grant henc naming the project Port of Magellan Project
davaoeagle July 14th, 2007, 07:22 PM Sorry guys but I have to say that I hope the Davao-Samal bridge never gets built. I would hate to see Samal become real urbanized. I believe this little Island is a true paradise and National treasure to the Philippines. Here in the United States we have lost a lot of National treasures by being paved over with concrete and black top. That is why we do a lot better job of planning now than we used to. This statement may not make me popular but it is the way I feel. I am just one man with one opinion. It means nothing but at least I got it off my chest.:lol:
I know where you are coming from Smallville. Indeed there is strong clamour for Samal Island to remain as quiet as it is but of late development is creeping in and it might not be very long when the bridge would be of great importance to Samal and the mainland Davao. Even I have a plan to get my own piece of propertly in the island and I see the immense need for a vital link to the area from my hometown Davao City. Otherwise, it would be a great deal of a headache taking the ferry all the time.

as added update....vast tracts of land going to Bit-os area are eyed for new subdivisions..in Villa Kannagga there are mushrooming subdiviosions and housing projects all over..one of the companies setting realty projects in the city is Filiinvest Land
Smallville July 15th, 2007, 07:27 AM points well taken Smallville, the seclusion of the island adds up to its exotic appeal and exclusivity....but I guess it all boils down to planning and regulating development within the island...I think there was already a proclamtion declaring the island as a tourism estate..?
I think the isolation from the rest of the world with the exception of taking a 20 minute ferry ride to Davao City is what appealed to me so much on Samal. As an American I can't be selfish as to what I want. It is up to the people that live there to make the best decisions for themselves. The Philippines is doing much better economically since the meltdown in 1997 throughout Asia. It is only normal for everyone to want to progress to first world standards. I surely hope that comes true someday for the Philppines.
I do think the Island would be a great tourist destination. I have spent a lot of time in Babak and Samal. I may be wrong about this but I think the three major areas are Babak, Samal and Kaputino (spelling). I never made it to the other side of the Island. But I did ride a motorcycle with my friends there to most parts. I really miss those motorcycle rides without a helmet :nuts: . In my state it is illegal to ride without a helmet.
When I was there I didn't see any more Americans besides myself and my friend (his wife is from Babak). But when we were at Paradise Island we saw a lot of Germans, Japanese and Chinese tourists.

I haven't been back to Davao or Samal since 2002. My friend married a girl from there. So I just went along for the ride and the wedding of course. Since I was there so much has changed. Of course I don't have to tell you because you see it everyday. The new airport is amazing. I love the way they incoporated alot of Davao into the main structure. I hope that when Butuan expands their airport they will do the same. Since my Wife is from Butuan City that is where we will spend most of our time now. But I would like to get back down to Davao City and Samal for a few days next year during our visit. My wife's niece recently got married in Davao City where she makes her home.
Another one of my favorite places is Jacks Ridge. It is just a really cool place to have a nice meal and overlook Davao from the hills. I checked out some of the new housing developments when I was there. At the time I didn't realize Americans or foreigners couldn't own property in the Philippines. But our wives can. If you are looking at some new developments on Samal let me know or send me a link. I might be able to talk my wife into living in Butuan and vacationing on Samal. :)
MtApoStandard July 15th, 2007, 08:37 AM its a difficult direction though. selfish choices cant always lead to self destructions imo. disadvantages have some ways give far better result when played positively. i guess i was born selfish. it took me to mature to realise what it means. it took me to mature to understand lifes social and economic injustices with help of self learning and strong philippines influence in mum. i never had seen such amount of poverty in philippines. if people have decent reliable sources of livelihood, i would love to see samal untouched foregoing potentials of greater economic opportunities. but it would be harder to see potential in the other end of our own idealism untapped and leave hunger exist in the paradise we thought samal is. we like samal to progress to first world standards but idealism does not always work in differeng circumstances. poverty does not value the true meaning of ways to preseve paradise. it could even lead to more destruction in literal sense. sorry but i guess the better direction, bitter maybe, is to get to the bottom of problem first, address head on. before heading somewhere we thought it would work. it might just lead to complicate problems and derail away from focus of immediate attention, imo

BXU AngelC July 15th, 2007, 01:42 PM still subject to verification but the important factor in the realization of the project is that a feasibility study was conducted by the local government with the assistance of NEDA. it was found out that although is was feasible, the rate of investment return is slow..but the Mayor reason out that having this kind of facility will make Butuan more competitive....lets hope that the Spanish Govt. will be amenable on financing the project.

BOB-bXu July 15th, 2007, 02:57 PM our driver who lives in the area told me that all of the neighborhood along that proposed extension have given notice of relocation and demolition for the project...the north boulevard project will be the parallel of Pequeno Road and the Masao Port Roads....once completed the boulevard (total of South and North and North Extension) shall be a lenghty 16 kilometer hi way all the way to Pagatpatan-Lumbocan area where that ambitious Port Of Magellan Project will be built...

I would be on the side of proper planning and development....the government should pursue this Davao-Samal bridge project and open this paradise for all Mindanaoans...

bureaucracy has its lapses specially when dealing about Philippines bureaucratic practices....but remember its a Japanese funded project(special loan project) and not the Built Operate Transfer System that NAIA III is covered.

What I'm tryin to say na bakit nag closed yong bridge eh diba kaka open lang tas bigla nalang nag closed kse may sira ata. Therefore, may defect yong project na yan. I was just trying to compare lang naman the NAIA 3 project na until now ndi pa nabubuksan. Pero I hope not diba? I can see na ang Mayor is trying to make up para mas lalo pang ma develop ang Butuan. Kse napabilang ang Butuan sa highly urbanized city in the Philippines so kelangan ang mayor maningkamot jud most especially don sa local proposed project ung coliseum etc. Hope they will continue to work hard para mas lalong mag boost yong economic natin. BXU Angel, that's sounds pretty good. Kse once mag put up na yong SM jan sa Butuan, Im pretty sure na mag boost ang atong tourism sa Butuan and the economic as well. By the way, have you heard about the mall na itatayo ni Mayor Plaza? san kaya banda yan? I hope na ung Gaisano will plan to extend the mall kse parang ang liit eh... sana gawin nilang L ung extension like the Sta. Lucia mall ng Cainta na pinalaki nila with L position. Nakikita ko kse na kahawig ung Gaisano Butuan don sa Cainta eh. Sana malaki din ang itatayo ni Mayor plaza para mas lalong dumami ang mga tourist natin. at maging exited naman ako when i get home pero I think this 2009 pa ako makakauwi so sana madaming development ang Butuan while I'm gone. BXU AngelC July 16th, 2007, 12:46 PM true their was a defect detected after it was inaugurated that they need to close it for several week( not on the main span but on the road approach to the bridge),anyway the contract calla for warranty for a year and the contractor shoulder the cost of repair......actually it was reopen last July10 because President Arroyo came and personally saw the project, a resolution was pass naming the bridge Diosdado Macapagal Bridge in honor of the late President.

I was able to see the model of their proposed mall during the CeButuan Trade exhibit at the Cebu Capitol...the project is the brainchild of Plaza Holdings...
the lot approximately 4 hectares, is being leased to several native restos, next year pa ata mag expire ang lease, once the lease expires, they will start development na of the project.
theres this Capitol Commercial Center in front of the Capitol, which has a much bigger area...I think the provincial governmentis looking for a private company who would invest in the development of the project.
theres this big lot owned by Ororama Megacenter of CDO also along South Montilla Blvd...but the area is not yet developed.
But it looks like that SM once built will be the first one who will grab a sizable chunk in the market this part of Mindanao...

Bitaw Bob there's a lot of areas in Butuan na pedeng i-develop like infront of St. Peter Seminary, yan tamang tama to put up malls or park in that area. It's a huge area. Before, way back in my school life (Normisist) dira mi permi mag agi (shortcut) para mag steal og water melon... hahahahahaha... its really a huge area. Mas maganda pag mall ang itatayo sa area na yan kse malapit din sa school. Im not sure kung pag mamay ari ng isa sa mga Mayaman jan ng Alviola Village. Meron ding huge area in Tiniwisan (crossing) dating "galingan" na as of now its empty na nalugi ata.

Thanks James. Sana they're gonna continue the project kung sino man ngayong Congresman na nakaupo. Kase matagal na yan eh... high school pa ako tas nag graduate nalang ako ng college ganun pa din.. hanggang sa nag nag abroad ako ganun pa din... It's a full of shame. But I understand kay maybe at that time correct me if im wrong under pa tayo ng region XI kung saan hari ang CDO so parang out of place lagi ang Butuan when it comes to project implementaion. But I think now, Hari na ang Butuan. I hope the budget will go through the projects na walang halong politics (corruption). We'll see the progress in a couple of years. Cheer up!:cheers:

other smalll mall developers will likely hold back projects especially SM is buying hectares already...if they are going to build their mall,they will eventually face the giant SM...likely they will test the waters

True enough! anyways, long time ago pud na sya na haka haka sa mga tao when i was in high school. At least there are potential areas na I think very useful to the public and private investors. At least ang regional sports complex ay duol sa among lugar sa Tiniwisan. And so far, I put comments to our local government a + sign. So keep up Butuan!

the city has no gymnasium nor a coliseum (public owned) for more than a decade since the old gymnasium was destroyed by fire...
IT IS STILL needed but in terms of priority, I think the sports center is above more priority than the coliseum

BUTUAN CITY, July 11 Asia Pulse - Philippine President Gloria Macapagal-Arroyo inspected early Tuesday afternoon the newly-completed P2.2 billion (US$48 million) Diosdado Macapagal Bridge and the Butuan Bypass Road project, touted by local residents as a "legacy that would last a hundred years and make life easier for the whole of the CARAGA Growth Area."
The President, who made a vow to focus her last three years in office on sustaining the country's economic gains so as to further improve the lives of the Filipinos, a legacy she wants to be remembered of when she finishes her term in 2010, herself walked through a portion of the 907.61-metre long Diosdado Macapagal Bridge amid the cheers of some 200 residents of Barangays (community villages) Tiniwisan and Bingkilan here.
The bridge was funded through a Special Yen Loan Package from the Japan Bank for International Cooperation (JBIC). The project was started on May 6, 2004 and completed in May 2007.
A few metres from the bridge's tower, the President was given a briefing on the project by Public Works and Highways Undersecretary Manuel Bonoan and Region 13 Director Romero Momo.
Bonoan said the bridge was opened to traffic on April 30 upon the order of the President and since then, life for the Butuanons and the residents of the CARAGA region has changed from "good to better" as travel time has been cut off by half and the traffic has eased.
"We do not have to go around anymore to cross the first bridge. It saves us time and energy especially for the schoolchildren who have to go to the city proper to attend classes," Kagawad Myrna Paco Balispis of Barangay Tiniwis said.
The road and bridge project is vital to the realization of the President's vision of the Mindanao Super Region as the country's "Agribusiness Centre in the South." It stands to enhance the urban transport needs for commerce and industries in the CARAGA region through the efficient movement of people, goods and services among the major growth centers in the eastern part of Mindanao.
The project consisted of two major construction works: the bypass road inclusive of its linkages to the existing Iligan-Cagayan-Butuan City Road and Surigao-Butuan Road, with a total length of about 10.30 kilometres, and the Diosdado Macapagal Bridge.
The Diosdado Macapagal Bridge, which crosses the Agusan River at about three kilometres apart from the existing Magsaysay Bridge, will provide more reliable infrastructure with greater design capacity and safer traffic measures than the existing bridge while the Butuan Bypass Road would divert the traffic passing through the centre of the city.
The President arrived at the Bancasi Airport before noon Tuesday. She was welcomed by the local officials led by Butuan City Mayor Democrito Plaza III and Agusan del Norte Gov. Erlpe John Amante.
CARAGA or Region 13 includes the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat, and the cities of Butuan, Surigao, Bislig, Bayugan and Tandag.

i wish she included butuan seaport expansion too to complete her vision. aside from being regional centre, butuan imo has seaport so strategically positioned in the north(read it was even closer to visayas islands than any northern ports) and to the pacific too. safer from the storm than surigao's.

there was a report I read sometime in May that the city mayor requested that Butuan Airport be treated as a separate package apart from the other airports para ma implement agad daw..I am looking for that news clip

MANILA, Philippines -- After jesting that he would rather go to a sauna than listen to President Gloria Macapagal-Arroyo’s State of the Nation Address or SONA last Monday, deposed President Joseph Estrada on Thursday said there were things that he found objectionable in the President’s speech.
He claimed credit for four infrastructure projects mentioned in Ms Arroyo’s SONA which he said he had either initiated or found the funding during his short-lived administration.
He cited the newly inaugurated bridge in Butuan City, the Iloilo airport, the Subic-Clark highway, and the flood control project for Metro Manila’s Camanava district (Caloocan, Malabon, Navotas and Valenzuela).
“They would not have been built had I not secured funding,” Estrada said in Filipino from his vacation estate in Tanay, Rizal, where he is under house arrest while on trial for plunder.
“I’m not accusing her of credit-grabbing. I just wanted it clarified. It’s all documented and can be attested to by [former National Economic Development Authority chief] Dr. Felipe Medalla,” he said.
According to Estrada’s media officer, the Butuan bridge was a campaign promise he made to Butuan residents in the 1998 presidential campaign. When he visited Japan in 1999, Estrada claimed to have obtained funding for the project from the Obuchi Fund put up by then Japanese Prime Minister Keizo Obuchi.
In her speech at the joint session of the 14th Congress, Ms Arroyo reported that the P1.7-billion bridge was inaugurated last July 10.
The President devoted much of the SONA to reporting about the super-region project, or the administration’s infrastructure development program aimed at decongesting the cities and stimulating economic activity outside the main urban centers.

Cabadbaran Mayor Dale Corvera said 12,811 voters favored the cityhood, while only 709 disapproved of it.
Agusan del Norte second district Rep. Maria Angelica Rossdell Amante authored RA 9434, with support from other Caraga and Mindanao lawmakers and senators.
Cabadbaran was declared a municipality in 1897, making it one of the oldest in the region.
Two other Caraga towns also became component cities this year – Bayugan in Agusan del Sur and Tandag in Surigao del Sur. – Ben Serrano

EMBC eyes seat in Caraga RDC

BUTUAN CITY (July 23) -- The Eastern Mindanao Business Council (EMBC), the regional network of Caraga Chambers of Commerce is eyeing a seat at the Caraga Regional Development Council (RDC).
This was learned from Mr. Hospicio Suralta, EMBC Chairperson during the council's meeting held here recently.
According to Mr. Suralta, "the Caraga business community needs a voice in the RDC where they could promote more business-friendly policies, and EMBC is just the right organization for that".
With the reorganization of RDC next month, many socio-civic organizations are now applying for the Private Sector Representative (PSR) seat at the RDC. Among the PSR seats in the RDC are the labor group, the business/ socio-civic organizations and the woman/elderly sectors.
Falling under the business and socio-civic category, EMBC will be competing with other socio-civic organizations that have a region-wide coverage as a pre-requisite to becoming a geographical PSR.
EMBC has high hopes to get the seat as they are the only region-wide business organization in Caraga where one of their significant accomplishments is the hosting of the yearly Caraga Business Conference.
According to Mr. Mendoza of EMBC, their organization has already submitted the PSR nomination to the RDC Secretariat and hopes to grab the seat.

BUTUAN CITY (July 23) -- The provincial level of Small and Medium Enterprise Development Councils (SMEDCs) will now have a regional counterpart that will monitor the status of the small and medium entrepreneurs in Caraga region.
The Convergence for the Development of Small and Medium Enterprise Development (CODE SME) is a network of regional line agencies, business groups, non-government organizations and financing institutions established to assist micro, small and medium enterprises.
The network also aims to facilitate and coordinate regional efforts to promote the viability and growth of small and medium enterprises through policy advocacy, fund and resource generation, capability building, market and product development.
It was learned that the Caraga Regional Development Council (RDC) endorsed its formation through resolution number 41, series of 2005.

dont know about the goings of funding of donor governements or lending institutions but i wonder if it is possible to get loan approaval for a project that needs counterpart fund that government failed to come up(in this case of pres estradas claim). by any means the presents governemtn deserve rightful credit for materialising the project. the project could have been laid to dust on the side if there was no effort that pushed it to finish. its no ordinary infrastructure

Congratulations Cabadbaran!. They deserved it. Cabadbaran is a nice place for me. 40% mga tao sa Cabadbaran especially kauswagan and comagascas and others are my relatives.... But i guess kung mag materialize ung Magellan International Port ng Butuan... hihina ang Nasapit kse mostly mga taga Butuan and other parts ng Caraga are using that facility in Nasipit eh... so pag OK na ung port ng Butuan, hihina sila. The problem of Butuan when I was there a year ago had been its control over flooding. I think this has been a problem why not so many investors go to this city. Where in fact, kaya nga mejo madami ng investors na bumibisita sa Butuan to look for a place kung saan sila mag tayo ng branch like SM. And according to AngelC or Bob or James basta and2 lang sa thread na to na ang SM ay malapit don sa Macapagal bridge. So really nice to hear diba? More campus ng FSUU at SJIT at more facilities din on the said institution. More infra project coming in. 1. under construction ang widening sa bridge sa libertad (sa national highway)
- ang 2 lane, gagawin nilang 4 lanes
2. ang open canal, which is dangerous sa vehicles along the highway sa may libertad, they started to develop it na. they covered it and extended the hi way. cool tan awon.
3. water works sa bcwd, tapos na sa may jc aquino along urios.. limpyo na ang dalan. this time, naa na sa gaisano. cooL! but i hope dili sa madugay pareho sa urios dapit before...
4. sa capitol, naa nay pader! okay xa tan awon, pero sana wa na unta to gibutang kay nindot tan awon kung mukhang open to the public xa.

they have a big vacant lot along South Montilla Blvd. that is as big as that area occupied by their flagship center in Lapasan ..until now, land bank pa nila ito...no oficial reports yet as to when they will develop the land

By the way, naa na ba regional DFA sa CARAGA? or didto lang japon mag kuha sa region 10? If not, dapat mag put up na og regional issuance of Passport ang caraga region so that Butuanon and the whole caraga can avail anytime na dili na kinahanglan mo adto pa og CDO.

Mao pod lagi. I visited Macapagal Bridge last May nag motor lang ko haskang layua jud. Tas init kaayo and i observed sa new highway, its really nice to invest such huge area going to that bridge. Maybe couple of years, daghan na cguro mag invest sa area na yan. Pero mejo dilikado kay wala pa kaayo balay some part of that areas tas wala pa pod lights pero daghan mga tao ba sa new bridge at night gatherings, dating, murag nice kaayo kay daghan tao nag intend as tourist tambayan.
