I went to this place twice. All I can say is that this place is very nice although sa suok (suburbs) lang ang iyang location. This place is ideal for christening receptions, wedding receptions, birthday celebrations, etc.

Last week man gani 3 days straight mi in our area nga 10 minutes ra ang brownout. At first we thought baka nagkamali lang ug pindot ang Napocor? :lol: Nganu kaha tu no? :nuts: But instead nga ma happy mi, mas nahadlok na nuon mi kay basi bawion sa laing day ug 5 hr brownout? :lol: Pero so far, wala man pud ni happen baka bonus lang yung 3 days sa among area :nuts: To this day, they still maintained the 3hr brownout ^^

That could be a reason for the postponement of today's supposed rotational brownouts.
Franz-Bxu March 17th, 2010, 01:32 PM 2 big fires kill 3, raze 630 houses in Butuan City
Butuan City (17 March) -- In less than 12 hours, two big fires of still unknown origin killed two children and an old woman, and gutted 630 houses at residential areas in this region's capital city.
The estimated initial damage of the two big fires was placed at P20 million.
The first fire at 2:15 p.m. Tuesday razed 600 houses at Puroks 2, 3, 4, 5, 6, 7 and 9 of Barangay Ong Yui. The fire also gutted a Muslim community mosque.
The first fatality was a 70-year old woman, identified only as certain "Melody. The victim died during the massive evacuation.
The fire was placed under control at about 5 p.m. by responding fire trucks from various municipalities in Agusan del Norte province and this city, said Agusan Fire Marshal Pedro Balatero.
The fire also injured some of the residents.
The Butuan City Fire Department is still investigating the cause of the fire and the actual cost of the damage.
In a separate incident, two children died in the 1:45 a.m. Wednesday fire that also gutted 30 houses at Purok 8, Barangay Obrero, this city.
Authorities identified the fatalities as Dyan Sagado, five years old, and her elder brother Henry, seven, both of Purok 8, Barangay Obrero.
The charred bodies of the two were found embracing each other by fire rescue team.
Fire out was declared at 3 a.m. today.
City Mayor Democrito Plaza already mobilized the city's social welfare office to assist the fire victims now temporarily sheltered at Barangay Ong Yui covered court and a nearby school and Barangay Obrero Hall.
The city chief executive ordered the distribution of foods, clothes, medicines and other immediate needs to the fire victims.
"Everybody must take extra precautions due to severe dry spell, especially that we are observing the fire prevention month," said Mayor Plaza. (muc/PIA-Caraga)

MANILA, Philippines - Two children and an old woman died in separate fire incidents in Butuan City, authorities said Wednesday.
Inspector Patricio Vasquez, city fire marshal, identified the fatalities as Lourdes Naduma, 83; siblings Henry Sagado, 7 and Dianne, 5.
Vasquez said Naduma had a heart attack while the blaze was quickly spreading in houses in barangays Ong-Yiu and San Ignacio around 2 p.m. on Tuesday.
He said investigators are looking at arson as the possible cause of the blaze. He added that some residents claim they saw 2 men throwing a bottle of gasoline in one of the houses before the fire broke out.
“Nagsaboy umano ng gasoline. Naitanong din naming ang posibilidad na ang motibo ay paghihiganti dahil may taong nahuli sa kanilang lugar,” Vasquez said.
At least 300 houses were gutted by the fire.
The local fire chief said the Sagado siblings died after being trapped inside their burning home in Barangay Obrero around 2 a.m. Wednesday.
He said at least 50 houses were gutted by the fire in Barangay Obrero. They have yet to determine the cause of the fire.
Vasquez said a total of 5 fire incidents have been recorded in the city since January.
Wild fire in Misamis
Meanwhile, at least 5 hectares of farmland were razed by a wild fire in Claveria town, Misamis Oriental around 10 p.m. Wednesday.
The local fire bureau said the blaze started near the river in Barangay Panampawan.
Fire Officer Isagani Labis of the Claveria Fire Station said it would be very difficult to determine the cause of the fire.
“Ngayon na mainit ang panahon kahit ang itinapon na sigarilyo puwedeng maging dahilan ng sunog,” Labis said.

yup msbun gikaloy-an jud ug alien pud diri ang el nino kay normal lang jud ang panahon diri. aw hinuon since padulong na summer, init jud noon siya pero 3-4 times a week pud mag ulan. kalooy sa dios, as in normal ang panahon diri sa surigao.

BUTUAN CITY, March 17 (PNA) - Another fire hit an urban barangay of this regional center in Caraga Region in the wee hours of Wednesday, killing two children aged 7 and 5 years, the Butuan City Fire Office said.
Butuan City Fire Office identified the victims as Junrey Sagado, 7, and Dianne Sagado, 5, of Barangay Obrero this city.
Fire investigators said in their initial investigation that the fire caused by faulty electrical wiring started from the Sagado household or residence.
Butuan City Fire Marshall Patricio Vasquez said the fire started past 1 a.m. and was put under control around 2:15 early dawn Wednesday.
Fire investigators' initial investigation revealed the young casualty victims were trapped inside their house. Their father, Arnold Sagado claimed they thought they brought along the two children when they tried to save belongings.
The Butuan Fire Office claimed they are still investigating the total cost of damage of the Barangay Obrero fire.
“It was very unfortunate that after the Barangay Ong Yiu fire Tuesday afternoon, another fire hit us again, killing two helpless kids in Barangay Obrero which is near Barangay Ong Yiu” Vasquez said.
The Butuan City Fire Marshall office claimed they have been issuing warnings through massive information campaign to city residents to be extra careful and extend constant check on their electrical wirings.
The entire Bureau of Fire Protection is observing the month of March as “Fire Prevention Month”. (PNA)

Student-researchers of the Laboratory Science High School of Caraga State University - Cabadbaran Campus bagged major and special awards in the 13th Intel Philippine Science Fair last February 15-17, 2010 held at the Bahay ng Alumni, University of the Philippines, Diliman, Quezon City.
The CSU team, representing Caraga Region, is composed of Ms Hanna Frusein S. Escobido and Mr. Brayl G. Ymbol. The duo bested other student-researchers all over the country and undoubtedly convinced the judges with wits and profound savvy for their research entitled “Corn Cob Ash (CCA): A Promising Material for Semiconducting Temperature Sensor”.
The study aims to explore other potential applications of corn cobs particularly in the field of electronics by probing its electrical properties. The researchers found out that CCA contains a very viable case of an organic semiconducting material with vast potential as electrical temperature sensor. Their endeavors garnered the following recognitions from the different award-giving bodies:
2nd place in the Physical Science, Cluster II-Team Category (major award)
Most Outstanding Eleventh Grade Exhibit in Computer Science, Engineering, Physics, and Chemistry awarded by YALE Science and Engineering Association Inc.
International candidate distinction for the 2010 Intel International Science and Engineering Fair (ISEF) granted by the Microchip manufacturer Intel Philippines. Said annual competition is to be held in San Jose, California, USA on May 9-14, 2010.
Participants in the prestigious national event were the regional winners who ranked first in their respective contests. This year’s Science Fair had the theme “Mentoring tomorrow’s Innovators”. Only fifty nine out of 1223 national entries successfully hurdled the intricate pre-screening done by the National Scientific Review Committee hence finally vied for the coveted awards.
The Intel ISEF is the world’s largest international pre-college science competition. It provides forum for more than 1,500 high school students from over 50 countries. These students carve up ideas on the cutting-edge of science, showcase their independent research, and compete for over US$4 million in awards and scholarships.
The homegrown researchers were rigorously trained and mentored by their adviser from CSU Butuan City Campus, Mr. Benito A. Baje of the Physics Division, in tandem with their co-adviser, Ms. Joy Lyn D. dela Cruz, from the CSU Cabadbaran Campus. The Caraga team was accompanied by the Regional Science Coordinator, Dr. Erlinda Atienza, of DepEd Caraga.

5,000 hectares of banana plantation expansion eyed in Surigao del Sur, Agusan del Norte
Butuan City (March 17) -- Due to its market demand, three banana plantation growers are set to expand at least 5,000 hectares in Surigao del Sur and Agusan del Norte for a wider production this year.
Dole Philippines is already preparing a 1,000 to 3,000 hectares expansion of banana plantation this year in Tago town, Surigao del Sur.
The Cabadbaran banana plantation in Cabadbaran City and Tubay banana plantation in Tubay town, both of Agusan del Norte province are also setting up another 1,000 hectares expansion, also this year.
AMS Farms and AM Soriano in Cabadbaran and Tubay, respectively, and Dole Philippines are eyeing more expansion this year and next year to meet their domestic and foreign market demands.
"This is another 2,000 jobs for this year in these areas," said Northeastern Mindanao Department of Trade and Industry (DTI) Regional Director Brielgo O. Pagaran.
Pagaran also said the US$ 2-billion processing plant of Sumitomo Company is also set to operate this year with 300 new jobs also seen.
In another development, farm equipments were distributed to municipalities thru the effort of Agusan del Sur Gov. Maria Valentina G. Plaza.
Components of the equipment include rice drum seeders and knapsack sprayers to the different recipients as per rice cluster municipality like Bayugan with 30 units, Esperanza 15 units, Talacogon 20 units, Prosperidad 10 units, San Francisco, Trento and Bunawan with five units each, Sta. Josefa nine units and a unit for the Agusan del Sur Provincial Agriculture Office.
The recipient farmer-beneficiaries acquire the actual demonstration and lecture on the direct-seeding technology, operation, care and maintenance of rice drum seeders. (muc/PIA-Caraga)

Administration party vice-presidential bet Edu Manzano failed to show up in a radio interview with broadcast journalist Mike Enriquez on Thursday morning, supposedly due to “conflict of schedule."
Manzano was scheduled to take the hot seat in the dzBB radio show "Ikaw Na Ba: The Vice-Presidential Interview" on Thursday morning, but backed out the day before, according to Enriquez.
Reli German, Manzano’s campaign manager, said in a text message to Enriquez on Wednesday afternoon that the Lakas-Kampi-CMD vice-presidential aspirant had to go to Butuan City in Agusan del Norte for a sortie "on instructions of PGMA (President Gloria Macapagal-Arroyo)."
In the same text message, which was read by Enriquez during his radio show, German requested for a 30-minute phone patch for Manzano instead of a live interview.
Enriquez, however, said that it would be unfair for other candidates who attended the radio show in person if Manzano will be interviewed only through phone patch.
“Hindi ito ‘Sorry na lang kami’ kundi ‘Sorry na lang kayo, mga Kapuso’… Ipapakilala sana namin si Ginoong Edu Manzano sa inyong aming mga tagapakinig (Manzano’s camp should not be sorry to us but to our listeners," he said in his radio show in reaction to German’s text message.
Manzano was the first candidate for vice president to miss the radio interview, according to Enriquez.
In a separate phone interview with GMANews.TV, German clarified that President Arroyo “had nothing to do with the change of schedule."
He said the instructions to proceed to Butuan City were “from party leaders" who wanted Manzano and administration party standard bearer Gilberto Teodoro Jr. to attend a meeting with local officials there.
“Nagkamali ako doon… Wala siyang [President Arroyo] kinalaman sa change of schedule. (I committed a mistake there. President Arroyo had nothing to do with the change of schedule.) Edu was in Davao last night and was scheduled to fly back to Manila at 7 p.m., but he got instructions from party leaders to go to Butuan for a meeting with local officials and a sortie with the Lakas slate," he said.
German added that Mrs. Arroyo, president emeritus of Lakas-Kampi-CMD, would also be in Butuan on Thursday, but would not be attending the meeting and the administration party sortie.
He apologized to the listeners on Manzano’s behalf, saying that the vice-presidential aspirant’s failure to attend the radio interview was an "unfortunate" event.
"This was an unfortunate change of schedule. Nakaplano na. Nakakahiya at ikinalulungkot namin ito, pero kinailangan niyang umattend sa meeting (This interview has already been planned. -Mas ayus ug City Hall ang Butuan City kay centralized tanan transaction... compare diri sa Iligan though situated on a 500 ft. hill kay karaan na kayo ug gamay kayo ang lobby..
-Mas ganahan ko sa rela sa Butuan kesa sa CDO na usahay pataka lang suksuk bisag ga dasok na mga sakyanan.. Not to mention.. Door to door pajud routa.. :)

MANILA, Philippines - Gokongwei-owned Robinsons Land Corp. will start construction of 4 new malls this year, including the one within its mixed-use development in Quezon City called Magnolia Residences.
Robinsons Land president Frederick Go said the mall in Magnolia Residences could be the company's third or fourth most significant. Go however refused to disclose the project cost of the mall. He also did not say where the 3 other shopping centers would be situated.
At end-September 2009, Robinsons Land had 26 shopping malls following the opening of 5 malls in Pulilan (Bulacan), Tagaytay, Davao, Tacloban and General Santos.
Meanwhile, Robinsons Land debuted on the country's fixed income exchange on Thursday, with the listing of P10 billion worth of bonds which were issued late last year.
This was the first corporate bond listing at the Philippine Dealing and Exchange Corp.
Robinsons Land initially raised P5 billion from a bond offering in July last year. The bonds carried a yield of 8.5% per annum and a tenor of 5 years and one day.
Then in August, the property firm generated P5 billion from the issuance fixed-rate bonds maturing on August 2014.
Proceeds from the issues will be used to fund the company's capital expenditures for 2010 and 2011.
Robinsons Land is the real estate arm of JG Summit Holdings Inc., one of the country's largest conglomerates with diverse interests in branded consumer food, agro-industrial and commodity food products, textile, telecommunications, petrochemicals, air transportation and financial services.

Siguro nga. As you can see in the photos, yung buong enclosed perimeter ay talagang malaking area for the proposed Legislative building. When I took my first batch of photos, I was surprised to see on-going works inside the fence even on a sunday :cheers: Yung last two photos, kahapon lang yan. I noticed kasi na may nadagdag na mga heavy equipments aside from the two Backhoes I saw.
By the way, the photos shows the rear portion of the City Hall building where the proposed Legislative building will soon rise.

The clan’s matriarch, former Agusan del Sur Gov. Valentina Galido Plaza decried the report as part of a strategy to deceive the public. “Teodoro’s unmatched qualifications and integrity merit the country’s support,” said Plaza, former Caraga Regional Development Council chairman.
Villar visited last March 2 the residence of Ma. Theresa Daisy Plaza, the former Mayor of Butuan City. That visit triggered report that the Plazas had decided to shift their support to Villar. Daisy is the wife of Democrito G. Plaza II, the incumbent mayor of Butuan City.
The widow of Democrito O. Plaza, Sr. served as former governor of Agusan del Sur from 1980 to 1986 and from 1998 to 2001.
The late Democrito Sr. was credited with making Butuan the first highly urbanized city in Northern Mindanao.

MANILA, Philippines—Administration standard-bearer Gilbert Teodoro, his running mate Edu Manzano, and senatorial candidates Silvestre Bello III and Raul Lambino Friday appeared together in a rare group sortie in Valenzuela City.
Teodoro, Bello and Lambino each gave a pep talk during an uproarious student forum at the Our Lady of Fatima University campus in Valenzuela City. Manzano caught up with them at the tail-end at the forum.
“We’re halfway there already. I guess this is a sign that we’re here for the long haul. We’ve committed to the party; we’ve committed to the people. Gibo and and I said we’ll finish this election,” Manzano later said in an interview as he waved at the crowd from the back of a truck during a motorcade from the campus to the city interiors.
Grumblings about funds
Their rare appearance together came on the heels of grumblings in Manzano’s camp and among the senatorial candidates about Lakas Kampi-CMD funds not trickling down to their level.
Since the Feb. 9 kick-off of the campaign, Teodoro, Manzano and the six senatorial candidates have mostly barnstormed Metro Manila and the countryside on their own.
Teodoro, Manzano and some of the senatorial candidates also barnstormed Butuan City in Agusan del Norte last Thursday, and had dinner with President Macapagal-Arroyo at the birthday celebration of Rep. Jose Aquino II.
Lambino conceded that campaigning alone has its advantages, like covering more areas to campaign for the presidential team, but has a big downside to it: the perception that “we’re disunited.”
Teodoro said the public would see more of them campaigning together once the campaign period for local officials kicks off March 26, but said the senatorial candidates would be campaigning in two teams to cover more ground.
Not awash in funds
“Our schedules jibed today. But when local campaign kicks in, we will be campaigning together. The senators will still have two teams,” he told reporters after the forum.
But the issue of funds will not simply go away.
“There is fund, but that’s a precious and limited resource. We’re not awash in funds. We should use this judiciously,” said Teodoro, who claimed he had received funds from the party.
The forum at the Fatima University was generally boisterous, with female students shrieking at the sight of TV personality Jolo Revilla and jostling for the chance to give him a buss, and more so, at Manzano who came in last at around 11:30 a.m.
The young Revilla campaigned for his father, reelectionist Sen. Ramon “Bong” Revilla Jr., and so did Patrick Guico for his father, Mayor Ramon Guico of Binalonan, Pangasinan. The party’s two other senatorial candidates are Sen. Lito Lapid and broadcaster Rey Langit.

BAYUGAN CITY, Philippines—Water for farm irrigation is a prime commodity in Bayugan, a newly declared city of agricultural communities in Agusan del Sur where heart-rending, violent stories about irrigation water’s distribution flood many farmers’ memories.
Conflicts and tensions over water and other resources hound communities in Caraga, known to be the country’s second poorest region, according to a recent study.
The National Census Office says that more than half, or 53 percent, of the region’s population is considered to be earning less than what is needed for daily survival.
Last year’s qualitative study, “Participatory Conflict Analysis of Resource-based Conflicts in the Caraga Region,” covered six towns—Esperanza and Claver (to represent the upland areas) in Surigao del Norte, Bayugan (Agusan del Sur) and Cabadbaran in Agusan del Sur (lowlands), and Lianga and Lanuza (coastal) in Surigao del Sur.
Flash points
The towns’ mostly impoverished communities were earlier identified as flash points of conflicts.
The study involved at least 500 men and women involved in data-gathering, interviews and focus group discussions. A synthesis of its findings was shared among research participants from villages and groups in the six towns in a gathering held from Feb. 24 to March 8.
The study also found that farmers are among the most disadvantaged and are considered the most aggrieved sector in the region. The study says that this is due to the “asymmetrical nature of the conflict.”
“These are called asymmetrical conflicts since the balance of power is unequal. One party has more power in terms of funds or political clout,” explained Philip Anghag, study coordinator, at the sharing session held late last month.
Farmers’ tension
Here in Bayugan, the study documentation revealed that farmers experience tensions in dealing with government officials at the National Irrigation Administration (NIA), who manage irrigation systems, and are having disputes with farming colleagues in irrigators’ association.
“The causes of the conflicts are structural and implies much on the quality of governance in the management and allocation of access rights to natural resources, enforcement of rules and the perspective of governments at the national and local levels,” Anghag said.
Moreover, the study documented the farmers’ complaints about insufficient government support and the poor quality of irrigation services.
“The canals are silted. The water is never enough. Where is the budget for maintaining the canals?” said a 51-year-old farmer.
Stealing water
The farmers, who earlier joined the discussion groups, also narrated stories on deep-seated disputes among farmers who accuse each other of stealing water for rice fields.
Farmers are also bothered by the illegal cutting of trees in the Indanan Watershed Area that feeds into the Indanan River System and into their government-managed irrigation systems, and would want to be assured that deforestation is stopped.
But despite water stealers, log poachers and the relentless destruction of precious watersheds, farming communities here are determined to help themselves and each other so that water sources and irrigation systems are preserved and their livelihood is sustained.
Unity
At the workshop to share the study results on Thursday, participants looked forward to unify their irrigators’ association and find means not only to sustain the waterways but also relationships among themselves.
“We need to be united. We need to help ourselves and each other,” said an official of the village of Maygatasan.
“We must be willing to commit and provide counterpart to projects to develop initiatives and harness local resources,” said another farmer who also manages her family’s retail store.
According to Holger Zahn, project manager of the German Technical Cooperation which conducted the study, it is part of the project preparation for a joint Philippine and German governments program in the Caraga region from 2011 to 2014.
“It is aimed at providing an in-depth and thorough assessment of the main conflict lines and dimensions right from the key actors and stakeholders at the local levels. Siguro nga. As you can see in the photos, yung buong enclosed perimeter ay talagang malaking area for the proposed Legislative building. When I took my first batch of photos, I was surprised to see on-going works inside the fence even on a sunday :cheers: Yung last two photos, kahapon lang yan. I noticed kasi na may nadagdag na mga heavy equipments aside from the two Backhoes I saw.
By the way, the photos shows the rear portion of the City Hall building where the proposed Legislative building will soon rise.
the Legislative Building is just the tip of the iceberg as far as the Malvar Circle/ City Hall Complex development plan is concerned...Once the Legislative Bldg. is finished....all the offices that currently occupies the old site will be transferred to give way to a Malvar Commercial Strip

Air Philippines to buy 4 more Airbus 320s
AIR Philippines, the low-cost partner of Philippine Airlines (PAL), will purchase four more Airbus aircraft next year on top of the six planes that were previously ordered.
“There will be four more Airbus A320s that Air Philippines will lease next year. So, it’s a total of 10 A320s,” said an official of the airline who asked not to be identified. All aircraft will be purchased on a lease-to-own basis.
Air Philippines is going to use two of the six Airbus A320s that had been ordered. The aircraft will arrive in September and another on is due in October. Air Philippines will take delivery of the remaining two A320s in November and December this year.
“We will start operating the Airbus A320 by the end of March because during the start of the summer season. The aircraft will fly to bigger routes such as Puerto Princesa, Cagayan de Oro, Bacolod and Iloilo,” added the official.
Air Philippines posted on its website that it will service the four routes twice daily. It is introducing a year-round promo fare for the said routes. Manila to Cagayan de Oro-Manila fare costs P1,864; Manila-Puerto Princesa-Manila, P1,418; Manila-Bacolod-Manila, P1,060; and P882 for Manila-Iloilo-Manila.
The airline currently flies to routes that are also being served by rival Cebu Pacific. The official said Air Philippines will make sure that it “will give our competitor a hard time” once it relaunches the airline as Air Philippines Express.
“Air Philippines will give Cebu Pacific a serious competition. Air Philippines will pretty much capture the market being served by Cebu Pacific. It may even go regional this year,” added the official.
Both PAL and Air Philippines are looking to strengthen their operations with modest fleet and route-network buildups despite predictions by the International Air Transport Association of a dip in industry earnings due to higher fuel prices.
The two airlines have had close complementation in their flight operations, feeding passengers into each other’s networks and ensuring seamless connections via their joint hubs at NAIA Centennial Terminal 2 in Manila and Mactan International Airport in Cebu.
Air Philippines earlier announced a new management team appointed to implement the airline’s new business model. David Lim, Air Philippines’ new president, and Cesar Chiong, chief operating officer, were tasked to fast track the airline’s conversion to a low-cost business model using a leaner workforce.
The official said Air Philippines will not compete with PAL Express which is a brand of PAL that serves a specific market.
“Air Philippines will be a different airline. PAL Express is just a brand and not a company. Air Philippines would like to have its own brand. It can be called Air Philippines Express,” added the official.
Air Philippines is 99-percent owned by the Lucio Tan Group. PAL, meantime, is 95-percent owned by Tan.
The new business model also involved the lease of Bombardier turboprop aircraft from PAL. The turbo-prop fleet flies to 19 towns and cities, operating out of two hubs—Manila and Cebu. From Manila, the airline flies to Tuguegarao, San Jose (Mindoro Occidental), Naga, Virac, Busuanga, Catar-man, Calbayog, Ormoc and Surigao. From Cebu, it will service Kalibo, Iloilo, Bacolod, Tacloban, Butuan, Ozamiz, Cagayan de Oro, Gen. Santos, Zamboanga and from Zamboanga to Davao.
The following flights are being operated by Air Philippines, as code shared with PAL with the latter as the marketing carrier. Tickets issued by PAL will be accepted for carriage.

A team from the World Bank (WB) is set to review the antipoverty program of the Department of Agriculture (DA) in Mindanao.
The WB will assess the impact of agricultural infrastructure, livelihoods, governance reform and environmental projects implemented by of the Mindanao Rural Development Program (MRDP).
Jointly funded by the World Bank, the national government and local government units, the MRDP is a five-year program geared toward uplifting the lives of the poorest of the poor in Mindanao by increasing the income of farmers, capacitating women and indigenous peoples, and enhancing local governance and environmental protection.
The three-week review mission kick-starts in Davao City on March 24, and regional consultations in the cities of General Santos, Zamboanga, Cagayan de Oro and Butuan will follow on ensuing weeks.
“[The] MRDP is a package of investments which combines infrastructure projects and livelihoods, reforms on local governance and environment conservation to create impressive impacts on poor rural communities,” said program director Lealyn Ramos.
Now on its third year of implementation, the MRDP reported having accomplished P96 million worth of agricultural infrastructure, of which close to 60 kilometers of farm-to-market roads have been established, six-liner meter of bridge and two units of potable-water systems erected serving over 600 households.
With the counterpart of beneficiaries, about P155 million worth of various agri-based livelihoods were created, benefiting mostly women and indigenous peoples, and P42 million had been invested for environmental conservation and protection.
WB task team leader for the MRDP Carolina Figueroa-Geron will head the evaluating team together with various consultants. Geron is also the WB’s lead rural-development specialist for the rural development, natural resources and environment sector for the East Asia and Pacific region.
Ramos said the program has successfully overcome major bottlenecks in the past three years of implementation owing to stakeholders’ confidence in the program, particularly the local government units (LGUs).
“With the strong dedication of the LGUs as lead implementers of the program, we have created jobs, we’ve opened opportunities and we have seen significant difference in the economic activities of rural Mindanao,” Ramos added.

The City Government employees went ago and gave a warm reception to the former Sec. Gilbert "Gibo" Teodoro and Mr. Edu Manzano , who are running for president and vice-president under the administration ticket of Lakas-Kampi-CMD, during their visit at the City Hall on March 18.
Pandemonium broke lose upon the arrival of the duo as employees tried to have a closer glimpse of the visitors.
City Mayor Democrito "Boy Daku" Plaza and his better-half, Mdme. Daisy Plaza, who is the administration's bet for City Mayor, led the city officials in manifesting their support to the tandem.
Later in the evening, Mr. Teodoro and Mr. manzano attended a political rally at the City Sports Complex where a crowd estmated at almost 50,000 converged.
The whole Agusan was united in showing their support to the ticket. Present during the rally were City Mayor Boy Daku Plaza, Mdme. Daisy Plaza, Agusan del Norte Gov. Erlpe John Amante, Agusan del Sur Gov. Tina Plaza, former Gov. Valentina Plaza, former Gov. Eddie Bong Plaza, Surigao del Sur Gov. Jun Pimentel, Sen, Migs Zubiri and other local officials.They promised to deliver the goods come May 10.
The tandem expressed their gratitude for the warm welcome and overwhelming support accorded to them. BUTUAN and CAGAYAN DE ORO Cities -- Cagayan de Oro City Mayor Constantino G. Jaraula exhorted all residents, government agencies and business establishments in Cagayan de Oro City to join the “Earth Hour Movement” on March 27, 2010 when cities and towns across the world will turn off their lights for one hour- from 8:30 to 9:30 p.m., sending a powerful global message that it is imperative to take positive action on global warming.
“I earnestly enjoin all the citizens of Cagayan de Oro to participate in this worldwide call to action on global warming and make a difference on climate change,” Mayor Jaraula stressed in his Executive Order No. 2010CGJ- 15.
In turning off our lights, the City Chief Executive emphasized that we are sending a message to world leaders that we need a commitment to actions that will reduce greenhouse gas emissions for the short and long term benefit of the planet.
“By doing so, we will avert widespread disastrous impacts especially in developing countries like the Philippines,” said Mayor Jaraula, who extensively articulates on the ill effects of global warming during environmental gatherings.
In his order, Mayor Jaraula called on barangay councils to switch off lights in major thoroughfares and landmarks; mobilize their constituents to switch off the lights in their households; and organize “Earth Hour” events.
For business establishments, the Mayor requested businessmen to switch off their signage and/or majority or all of the lights and facilities during “Earth Hour”; encourage employees to switch off lights in their households; display banners/streamers on their building facade to promote public awareness; and use their communication channels to promote the activity.
Mayor Jaraula also called on leaders of the church, non-government organizations, civil society and the academe to encourage their networks and communities to support the one-hour switching off activity.
As he calls for massive support, the Mayor however urged the public to take extra precaution in using alternative sources of light such as candles, lamps, etc. during the period in order to prevent accidental fires.
Mayor Jaraula, top city officials and leaders of local environmental groups are expected to lead City Hall employees and participants in a switching off ceremony at the Kiosko Kagawasan in Divisoria on the said period.
Meanwhile, the city government here in cooperation with all the regional line agencies will once again join the cities and towns all over the world in switching off their lights for one hour dubbed as Earth Hour on March 27 at 8:30 in the evening. This is revealed during the Technical Working Group (TWG) meeting presided by Forester Alexander Alaan at the City Administrative Office here, held Friday.
Earth Hour is a global event that involves the voluntarily turning-off of non-essential lights for an hour to heighten awareness about the effects of climate change.
The event will be participated in by the students from various schools in the city and representatives from the local government units, government agencies and non-government organizations.
On that night, the city government aims for a total darkness in the city's main thoroughfares, landmarks and large establishments.
Also, to make the event more meaningful and to be able to gather as much support to the endeavor, a short program will be prepared during the switching off of the lights.
City Mayor Democrito D. Plaza II together with the invited guests and participants will gather at the Rizal Park for a very short program. A few minutes before 8:30 pm, a police siren will then be heard signaling the start of the countdown.
Finally, at exactly 8:30 pm, lights will be switched off. A ceremonial switch will be prepared at the Rizal Park.
On its one hour in the darkness, talks on greenhouse effects, global warming, adaptation to global warming and other environmental topics will be discussed by various concerned agencies. (pia)

BUTUAN CITY – The 33 Mindanao electric cooperatives are set to buy power from Aboitiz Power Corporation to minimize the power curtailment imposed on them by the National Grid Corporation of the Philippines (NGCP), it was learned Tuesday.
Members of the Association of Mindanao Electric Cooperative (Ameco) is planning to buy of at least 150 megawatts from Aboitiz, it was also learned.
This new development came out after general managers of various electric cooperatives in Mindanao met with top officials of Aboitiz in Cebu City last weekend.
However, sources said Tuesday that only the remaining 50 megawatts is available because the 100 mW has been already sold by Aboitiz to unidentified groups.
Some electric coops are already courting the Aboitiz to buy the remaining 50 mW.
Meanwhile, Agusan del Norte Electric Cooperative (Aneco) General Manager Horacio T. Santos is also on the move to buy 10 mW to help alleviate the power problem of major industries and consumers in Agusan del Norte and this region’s capital city.
“This is already enough just to lessen our power curtailment,” he said.
The legislative body of Nasipit in Agusan del Norte and Aneco board are finalizing separate resolutions invoking the Energy Regulatory Commission’s (ERC) Regulation No. 1.94 “prioritizing the local cooperative or LGU to use or buy power from fossil plants (power stationed barge) situated in their locality.”
Currently, Agusan del Norte is already experiencing four to eight hours of power curtailment imposed by the NGCP since late of January this year.
Caraga region, comprising of four provinces and six cities, is in need of an additional 20 mW power capacity load to help the mining, agriculture and wood industries, along with residential consumers.
On March 1, this year, the Aboitiz took over the 100 mW banker power plant at Nasipit town, Agusan del Norte. The power firm also owned another fossil 100 mW plant in Maco, Davao del Norte.
In a related development, the minimal improvement of power in Mindanao is due to the operations of all fossil fed-plants spread in four corners in Mindanao.
These fossil fed-plants are the 200 mW banker plants in Nasipit, Agusan del Norte and in Maco, Davao del Norte; the 200 coal-fired plants in Cagayan de Oro and Zamboanga; and the 35 mW Iligan diesel plant in Iligan City.
However, the Mindanao grid still continues to experience a generation deficiency as generators of Agus plants in Lake Lanao and Pulangi in Bukidnon are still suffering from low water level due to El Niño, said Aneco Corporate Manager Engr. Noli Namocatcat.

Butuan City (23 March) -- That week was a difficult time for Evelyn B. Reonal. Her daughter-in-law just had a caesarian operation and because she and her husband were jobless, Reonal felt obliged to pay for their hospital bills.
The P100,000 cash she found on top of a counter would have been more than enough to pay off the bills. But she decided to do the right thing and surrendered it to the bank where she found it. Eventually, the money was returned to the rightful owner.
Such exceptional display of honesty was one of the reasons why Reonal, Cashier I at the Department of Public Works and Highways-Albay Engineering District, won the Dangal ng Bayan Award in 2008. The Dangal ng Bayan is one of the three awards given to outstanding public officials and employees under the government?s Honor Awards Program (HAP), which aims to promote a culture of excellence and to recognize and reward state workers for outstanding work performance, contribution and superior accomplishments; or for consistent manifestation of exemplary ethical behavior in the public service.
The Dangal ng Bayan is bestowed to an individual for performance of extraordinary act or public service and consistent demonstration of exemplary ethical behavior, on the basis of observance of the norms of conduct provided under Republic Act 6713 or the Code of Conductand Ethical Standards for Public Officials and Employees.
The Presidential Lingkod Bayan Award is conferred on an individual or group of individuals for exceptional contributions resulting from an idea or performance that had a nationwide impact on public interest, while the Pagasa Award is granted to an individual or group of individuals for outstanding contributions that directly benefit more than one department of the government on a certain degree of standards.
So that more deserving civil servants like Reonal will be distinguished and rewarded, the Civil Service Commission (CSC) encourages the public to nominate exceptional public servants to the 2010 Search for Outstanding Public Officials and Employees.
Nominees to any of the three award categories should be in the government service at the time of nomination, have been rated at least Very Satisfactory for the last two consecutive performance rating periods, and have not been found guilty of or have no pending administrative or criminal case at the time of nomination. Posthumous nominations are also accepted.
Entries will be accepted until April 30, 2010.

BUTUAN CITY — In its continuing commitment to help the Philippine government develop in the countryside, Germany announced Thursday a 7 million euro (P430 million) development assistance for the Caraga region’s cities and municipalities.
The assistance is part of the development cooperation between the Philippines and Germany which has already generated 876 million euros (P54 billion).
In 2008 and 2009 alone, German commitments reached 33.2 million euros (P2 billion), complemented with 80 international experts deployed in various programs nationwide.
The German financial cooperation arm has extended more than 7 million euros in loans for the development of several identified areas in the region, small-scale businesses, as well as promising local industries.
A top German embassy official pledged continuing support to the Philippine government and a transparent and comprehensive dialogue to address community problems, saying this is the key pillar of German development assistance to the Caraga region.
The German government’s commitment was announced during the inauguration of the “German House” in Butuan City Thursday.
The new Caraga office clusters different German organizations—namely GTZ (German Technical Cooperation), DED (German Development Service), and ZFD (Civil Peace Service)—which are implementing development cooperation programs jointly in the area.
“Philippine-German cooperation has a wealth of experience in strengthening local communities by securing the participation of all stakeholders,” Chargé d’Affaires Pit Heltmann said in his keynote address.
“Our concept is also geared towards strengthening people’s and institutions’ capacities,” he added.
“Together with our Philippine partners, we will promote development that is self-sustaining in the long term.”
Germany, he stressed, will continue to support measures that improve the socio-economic framework conditions in the Philippines. Heltmann cited the technical advice being provided at the national level and the hands-on measures implemented with partners at the local level.

Singapore-based Pinoys await arrival of 2 Balanghai boats

SINGAPORE (MindaNews/24 March) -- Against all odds, the frail Balanghai boats, Diwata ng Lahi and Masawa Hong Butuan, are scheduled to arrive here in Singapore next month on its epic voyage to China, Philippine officials said.
Consul General Neal Imperial made the announcement during the meeting of leaders of Filipino organizations here last week
He said they plan to welcome the arrival of the 15-meter Diwata ng Lahi and the 24.7-meter Masawa Hong Butuan and their crew of 30, with a fluvial near Sentosa Island in Singapore.
“It would be better if the Filipino community in Singapore will be there to boost the morale of the crew. I don’t know how they would make it to Singapore all the way from the Philippines aboard those boats,” Imperial said.
The two boats left the Philippines early this year on their epic two-year voyage that would take them across Asia, China coast and all the way to Madagascar off Africa.
The crew is composed of members of the First Philippine Mt. Everest Expedition Team, Philippine Navy, the Philippine Coast Guard, Badjao tribesmen, and Butuan City volunteers. Former undersecretary of the Department of Transportation and Communications (DOTC) Art Valdez , leader of the team of Filipinos who first scaled Mt. Everest in 2007, heads the 30-man boat crews.
The two boats are replicas of the Balanghais dug up in Butuan in the 1970s and carbondated to 320 AD.
None of the boats used nails but its carved out wooden planks are joined by pins and dowels.
For navigation, the crew will steer by the sun, the stars, the wind, cloud formations, wave patterns and bird migrations. (Froilan Gallardo/MindaNews)

The 11th Sangguniang Panglungsod ng Butuan received citation as NATIONAL FINALIST of the Outstanding Sanggunian Legislative Awards during the Awarding Ceremony of the Local Legislative Awards. This award was received on March 12, 2010 at the Cebu International Convention Center (CICC), Mandaue City, Metro Cebu.
The Butuan City Council was proclaimed a National Finalist under the category Outstanding Sanggunian in Highly Urbanized Cities and Independent Component Cities. Citations were conferred either to a National Awardee, which was honored with a trophy and a cash award, or to a National Finalist, which was given a plaque of commendation. The other three search categories were: Outstanding Sanggunian in Component Cities, Outstanding Sanggunian in 1st to 3rd Class Municipalities, and Outstanding Sanggunian in 4th to 6th Class Municipalities.
In January 2010, the Sanggunian Panglungsod Office was evaluated by the Regional Awards Committee, comprising of representatives from the Department of the Interior and Local Government (DILG), Philippine Councilors League (PCL) Region Council, the Department of Social Welfare and Development, the Department of Health, and the Philippine Chamber Of Commerce and Industry.
These representatives looked deeply into the substance of the enacted legislative measures within the period July 2007 – June 2009; assessed the efficiency of the records staff to furnish requested legislative enactments and other pertinent documents; browsed the completeness of the record of the Agenda, Journals, and Minutes Division; inspected the facilities and amenities within the session hall: checked out the sanggunian ‘s unique BLESS, or Butuan Legislative Electronics Support System, which aids the officials and staff in conducting sessions though an electronic network of information made readily available in configured laptops. On their evaluation, the sanggunian scored high in the criteria charted in the award system, rendering it eligible for the evaluation by the National Awards Committee.
In its second consecutive citation, the merit goes to the exhaustive efforts of the 11th Sangguniang Panglungsod Officials, under the stewardship of Presiding Officer and Vice Mayor Dino Claudio M. Sanchez, who is very well pleased that the Sanggunian is recognized for fulfilling its essential mission in line with the program’s thrust, which is to enact laws that ultimately contribute to the attainment of desirable socio-economic and environmental outcomes.

the project is one of the several projects under the 900 million loan package availed by the city last year... I hope our lenslady msBunny can take a photo of the site

Butuan City (March 27) -- In its desire to assist and help peace and development in Mindanao particularly Caraga Region upon the invitation of the Philippine government, the German government opened its first Mindanao office in Caraga in Butuan City late Thursday afternoon.
Attended by nearly 20 German officials headed by German Embassy charge d' affaires Pit Heltmann, the Germans, together with their Philippine government counterparts,cut the ceremonial inaugural ribbon signaling the official opening of their development-centered office dubbed "German House".
The German House Caraga office clusters are different from other German organizations--namely GTZ or the German Technical Cooperation, German Development Service or DED, German Civil Peace Service or ZFD which will implement development cooperation programs jointly in Caraga Region.
The Caraga Region initiatives will focus more in strengthening people's and institutions' capacities together with their local counterparts to promote sustaining development as well as peace, social equity and justice.
In his speech, Heltmann vowed transparency and comprehensive dialogues in addressing community problems as key pillars of German Development Assistance for Caraga region.
Heltman promised general welfare and interests for common good of the greater masses, especially the marginalized sector.
This will be the benchmark of the German policies for Joint Germany-RP developmental efforts for sustainable peace and development in the countryside.
"Philippine –German Government Cooperation has a wealth of experience in strengthening local communities by securing participation of all stakeholders," Heltmann said, citing various capability-building especially on coastal environmental successes in the Visayas.
Other German officials present in the inauguration said that Caraga Region is Germany's priority choice and first stop in Mindanao as far as conflict transformation program is concerned.
Caraga Region has a lot to offer to Philippine development efforts in general and to Mindanao in particular, they added.
According to their project briefer, the most outstanding characteristic of Caraga region is its natural resources endowment with highly varied ecosystem with large tract of lands left underdeveloped.
It is rich in natural resources such as iron, chromite, manganese and copper, earning the tag as "RP's mining capital" because it has 37 national government- approved large scale mining permits and many small-scale mining permits approved by various local government units of the region.
The region's leading crops are palay, banana and coconut and it has excellent tourism potentials because of its unspoiled and beautiful beaches, abundant and fresh seafood, ancient and historical landmarks, hot and cold springs and ever-green forests.
Caraga region is also noted for its wood- based economy largely dominated by politically- influential illegal loggers.
There are also communist rebels extracting revolutionary taxes, even as concerned public agency enforcers allegedly are engaged in collecting protection money and wide variety of corruption practices.
German financial cooperation arm KfW has already extended more than seven million euros in loans for the development of several Caraga cities and municipalities, small-scale businesses and promising local industries.
Development cooperation between the Philippines and Germany began in 1961 and has generated 876 million euros (P54-B) in total assistance to date.

Reg, your favorite project (the BoardWalk and Historical Park has finally commenced.....the area from the riverside on the Fire Department is now enclosed...inside are earth moving heavy equipments and dump trucks landfilling the site to elevate and reclaim parts along the riverbanks up to Datu Silongan...they also built a storage area for the engineers and construction materials .
the project is one of the several projects under the 900 million loan package availed by the city last year... I hope our lenslady msBunny can take a photo of the site

Butuan City (March 27) -- In its desire to assist and help peace and development in Mindanao particularly Caraga Region upon the invitation of the Philippine government, the German government opened its first Mindanao office in Butuan City late Thursday afternoon.
Attended by nearly 20 German officials headed by German Embassy charge d' affaires Pit Heltmann, the Germans, together with their Philippine government counterparts,cut the ceremonial inaugural ribbon signaling the official opening of their development-centered office dubbed "German House".
The German House Caraga office clusters are different from other German organizations--namely GTZ or the German Technical Cooperation, German Development Service or DED, German Civil Peace Service or ZFD which will implement development cooperation programs jointly in Caraga Region.
The Caraga Region initiatives will focus more in strengthening people's and institutions' capacities together with their local counterparts to promote sustaining development as well as peace, social equity and justice.
In his speech, Heltmann vowed transparency and comprehensive dialogues in addressing community problems as key pillars of German Development Assistance for Caraga region.
Heltman promised general welfare and interests for common good of the greater masses, especially the marginalized sector.
This will be the benchmark of the German policies for Joint Germany-RP developmental efforts for sustainable peace and development in the countryside.
"Philippine –German Government Cooperation has a wealth of experience in strengthening local communities by securing participation of all stakeholders," Heltmann said, citing various capability-building especially on coastal environmental successes in the Visayas.
Other German officials present in the inauguration said that Caraga Region is Germany's priority choice and first stop in Mindanao as far as conflict transformation program is concerned.
Caraga Region has a lot to offer to Philippine development efforts in general and to Mindanao in particular, they added.
According to their project briefer, the most outstanding characteristic of Caraga region is its natural resources endowment with highly varied ecosystem with large tract of lands left underdeveloped.
It is rich in natural resources such as iron, chromite, manganese and copper, earning the tag as "RP's mining capital" because it has 37 national government- approved large scale mining permits and many small-scale mining permits approved by various local government units of the region.
The region's leading crops are palay, banana and coconut and it has excellent tourism potentials because of its unspoiled and beautiful beaches, abundant and fresh seafood, ancient and historical landmarks, hot and cold springs and ever-green forests.
Caraga region is also noted for its wood- based economy largely dominated by politically- influential illegal loggers.
There are also communist rebels extracting revolutionary taxes, even as concerned public agency enforcers allegedly are engaged in collecting protection money and wide variety of corruption practices.
German financial cooperation arm KfW has already extended more than seven million euros in loans for the development of several Caraga cities and municipalities, small-scale businesses and promising local industries.
Development cooperation between the Philippines and Germany began in 1961 and has generated 876 million euros (P54-B) in total assistance to date.
In 2008 and 2009 alone, fresh commitments bythe German government reached 33.2 million euros or about P2-B, complemented by 80 international experts deployed in various programs nationwide, Heltmann said.
Butuan City Vice Mayor Dino Claudio Sanchez and other government officials like Department of Interior and Local Government (DILG),regional director Rene Burdeos, Commission on Higher Education (CHED, Philippine Health Regional Directors, including Butuan Bishop Juan De Dios Pueblos, the chair of the Caraga Conference for Peace and Development, welcomed the establishment of the development-centered "German House" in the region. the City LTTMO (Land Transportation and Traffic Management Office) has now finalized the re-routing plan to the city's eastern routes..
this is in connection with the upcoming rehabilitation and upgrade of the old Magsaysay Bridge..
2 months from now is the expected start of the bridge complete rehab/repair and upgrade...the foundation as well as its super structure shall be reinforced....project shall last for approx 6 months...
the Magsaysay Bridge's rehab shall complement the ongoing construction of the Butuan Historical Park and Boardwalk below it along the Agusan western bank...

Butuan City (April 31) -- A two-day Philippines-Australia development forum is scheduled to be held on April 15-16 in this capital city of the Caraga Region.
It was learned on Wednesday that top representatives of the Australian government aid program will attend in line with their continuing commitment to the Philippine government's development program, particularly in the Caraga Region.
According to its organizers, the two-day activity is dubbed as "Philippines-Australia Community Assistance Program (PACAP): Building Community Resilience, Sustaining Development" and forum on the environment, development and climate change.
PACAP Director Lourdes M. Padilla and Communication Officer Ninosa Alipon said the forum will provide the avenue for PACAP partners to share lessons from their projects on environment and how these are contributing to the global effort in environment protection, governance, sustainable development and climate change adaptation.
They said the forum also hopes to strengthen partnership among civil society organizations (CSOs), government, donors and other national environment networks and groups.
Stakeholders from the Australian Agency for International Development (AusAID), Department of Environment and Natural Resources (DENR), PACAP partners such as national governmental organizations, people's organizations, and CSOs are participating in the forum.
Another aim of the forum is to identify lessons and best practices and share these among partners to facilitate networking and partnership among CSOs, government, donors and other national environment networks and groups, and future financial assistance in the region, PACAP officials said.
Currently, Surigao del Norte is a recipient of Australian government grant amounting to P77.129 million with 39 projects, while Agusan del Sur has P75.646 million with 34 projects.
These projects are focused on the protection and governance of coastal marine ecosystems, watersheds, wetlands and ancestral domains, basic services and livelihood projects like potable water, watershed management, solid waste management, ecotourism, organic farming, sloping agriculture and contour farming.
Projects under climate change involve clean energy, adaptation and disaster risk management.
PACAP strategically implements its projects in the Caraga Region and other parts of the country through the Focal Community Assistance Scheme (FOCAS) engagement and nationally through Responsive Assistance Scheme (RAS) characterized by projects separate from each other but spread all over the country.

The word Caraga originated from the Visayan word Kalagan: kalag meaning soul or people, and a meaning land. The Kalagans have a long history of being brave and fearless. Thus, the region was called by early chroniclers as the "Land of the Brave and Fierce People".
The "Kalagans", called "Caragans" by the Spaniards, occupied the district composed of the two provinces of Surigao, the northern part of Davao Oriental and eastern Misamis Oriental. The two Agusan Provinces were later organized under the administrative jurisdiction of Surigao and became the independent Agusan province in 1914. In 1960, Surigao was divided into Norte and Sur, and in June 1967, Agusan followed suit. While Butuan then was just a town of Agusan, the logging boom in the 1950s drew business to the area. On August 2, 1950, by virtue of Republic Act 523, the City Charter of Butuan was approved.
It is reported that during the early years of the Caraga region, its inhabitants came from mainland Asia, followed by Malayans, Arabs, Chinese, Japanese, Spanish and Americans. Migrants from the Visayan and Luzon provinces later settled in the area. Most of its inhabitants speak Cebuano and reside in the rural areas.

BUTUAN CITY, April 4 (PNA - The Butuan City's Land Transportation and Traffic Management Office (LTTMO) will re-route traffic here once the rehabilitation of the two-year old President Diosdado Macapagal Bridge starts this month or next month. The Japanese-funded bridge, which was inaugurated in 2008, will be rehabilitated due to its weakening foundation, that sits on soft rocks and soils.
Butuan City LTTMO chief Alfredo Radaza publicly announced that the office planned to conduct trials or dry runs on its re-routing scheme to avoid monstrous traffic jams that might worsen further traffic jams in the city.
Once the ten-month rehab works start on the Diosdado Macapagal Bridge, the public has no other choice but to use the old, reliable Magsaysay Bridge, which has been in service since 1950 up to now.
Prior to the construction of the Diosdado Macapagal Bridge, government and private engineers had called for the total rehabilitation of the Magsaysay Bridge as they feared that this old bridge might collapse due to ever growing heavy traffic over the years.
The old Magsaysay Bridge was named after then President Magsaysay who ordered it built in the ‘50’s.
Radaza assured the public that a “dry run” on re-routed traffic will be imposed before total closure of the Diosdado Macapagal Bridge takes effect.
Earlier, a study made by local engineers and the Department of Public Works and Highways found out that the foundation of the newly-built Diosdado Macapagal Bridge has been weakening due to softening of the soils and rocks where it is built.
They feared that the bridge might sink deeper and eventually collapse if no rehabilitation works are immediately done.
The shrinking of the bridge’s foundation has been publicly visible at the foot of the bridge for months now. Government authorities, particularly the DPWH, said the bridge’s contractors would do the rehabilitation works.
DPWH officials and other government offices which approved the construction of the bridge through a P2.9-billion yen-package loan from the Japanese government made no statement so far when asked by this writer why they had not seen the problem earlier, like at the planning stage of the construction of the steel-hanged bridge.
Government officials, who proudly claimed credit why the bridge was constructed during the bridge inauguration sometime in 2008, thanked Japanese government officials present for the loan it granted in funding construction of said bridge.
