Guys, what's this I heared, SM negotiation for a land acquisition is now underway with the Plazas'????.....meaning, it's not going to be the Bartolome Sanchez property afterall as we first suspected :nuts:

This is according to no other than Victor Plaza himself (the son of Madam Valentina Plaza). Although he didn't mention specifically which lot it is, my source said, Victor Plaza could have meant that land beside Filinvest homes.

guys, there's a new diner in Libertad...Z Thorn Diner...it's owned by a foreign national who is now based in Butuan...burgers are heavy and meaty...servings are generous...and they serve cold HEINEKKEN beer...yep yep yep ^^^

yep! it is... pero it's really up to their negotiations if it's OK or what not! Perhaps the Plaza's offered them a bit lower than of what Sanchez's does.

DPWH continue its major repair of the runway of Magsaysay Bridge, which is now being closed to all type of vehicles, however, motorized tricycles parked in the middle to ferry passengers to the eastern side of Butuan City.

hope they also consider elevating the park..designed by the most safest primier urban consultancy firm in the country,palafox architects, their book is now out in the market..nice book.

Really mike? now i know my favorite palm tree is called foxtail diay :lol:

I saw a row of this palm going further SOUTH of Montilla blvd padung Diosdado Macapagal bridge :)


SOUTH MONTILLA Blvd's center aisle is lined with palm trees alternated with indian trees,
bougainvilla, & an assortment of shrubs... naa puy part nga plain bermuda lang gyud :lol:

While NORTH MONTILLA BLVd., is lined with Indian trees all the way before reaching Obrero.

Butuan City (July 14, 2010)- The Department of the Interior and Local Government Region XIII held its Regional Capacity Development Exposition (CDEX) 2010 on July 14, 2010 in Dottie’s Place Hotel. The said activity was an offshoot of the National CDEX by the Local Government Academy in March this year. The general objective of the activity is to showcase competencies of LGUs in the different areas of governance.

One of the highlights of the activity was the audio-visual presentation of the State of Development, Performance and Competency Profiles of the Local Government Units ( 6 cities and 67 municipality Region XIII for Calendar Year 2009 based on the two diagnostic tools – the LGPMS and the SCALOG.

The presentation showed the trends and challenges of the LGUs in the administrative, social, economic and environmental areas of local governance. In response to these challenges, the city and municipal governments of Caraga Region formulated their respective Capacity Development Agenda.

Over a hundred participants from the local government units, regional line agencies, local resource institutes, foreign donors and other stakeholders attended the regional CDEX. Their presence means positive response to the call of addressing the capacity gaps in LGUsx

The much-awaited part of the activity was the Awarding of LGUs Exemplary Performance in Governance as Recognition for deserving LGUs in promoting good governance despite meager resources. The awards motivate other local government units to walk an extra mile to improve their performance by developing innovations and strategies in their delivery of basic services to the community. This shows that competent leaders perform better in local governance and can earn for their LGUs awards and recognition.

In his speech, RD Burdeos promotes the importance of forging alliances between LGUs and stakeholders in addressing the trends and challenges on capacity development. He expressed his gratitude to foreign donors for their generosity in extending financial assistance to the priority LGUs to further enhance the latter’s capacity development agenda. He also appreciated the support from the various regional line agencies and the academe as capacity development partners.

A covenant signing by local chief executives, foreign donors, civil society organizations and members of the media sector followed suit. It served as an affirmation of their support and commitment in advancing good local governance in the region.

CDEX activity also provided a wide array of display of knowledge products from the Local Governance Regional Resource Center- DILG 0Region 13 thereby promoting good local governance through marketing, advocacy and information dissemination.

A press conference was also conducted at the closing of the activity.

Though DILG XIII was on its maiden trip to conduct the regional CDEX, the activity proved to be a tremendous success thereby gaining only positive feedbacks from the participants.// (Mary Christine Anthonette M. Salise, LGOO II/RIO-Designate)

KOICA extends assistance to NEDA Caraga for GIS Project

Approximately US$50,000.00 will be extended to NEDA Regional Office (NRO) Caraga by the Korean Overseas International Cooperation Agency (KOICA) for its project on the institutionalization of Regional Geographic Information System Network (RGISN). This was learned after a meeting between KOICA’s Resident Representative Mr. Jinoh Kim and NEDA Regional Director Carmencita S. Cochingco last June 10, 2010, wherein the proposed project was presented by Mr. Eun Sun Jang, a Korean Overseas Volunteer (KOV) specializing in GIS assigned to NEDA Caraga since November 2008.

In said meeting, Mr. Kim expressed KOICA’s interest for establishing a direct and substantial collaboration with NEDA considering that Korea is one of those countries consistently providing aid to the Philippines. Consequently, Caraga is also the focus of KOICA assistance, where 14 KOVs are currently deployed.

As socioeconomic planning agency of the region and the Secretariat of the Regional Development Council (RDC), NEDA Caraga will be spearheading the institutionalization of a geographic information system (GIS) in the region as support mechanism for effective planning and resource allocation and management, policy making, decision making, investment programming and monitoring and evaluation of socio-economic and environmental initiatives, programs and projects. This initiative will strengthen further the linkage between the NEDA, regional line agencies, academe, local government units and other stakeholders through data/information exchange. KOICA will provide funds for the procurement of a plotter, a large format scanner, global positioning system and a GIS software.

DOT Caraga chief calls private sectors to lead in tourism-related activities

Butuan City (14 July) -- Department of Tourism (DOT) Caraga Regional Director Leticia DC Tan on Wednesday (July 14) calls on the private sectors to take part and lead in the implementation of tourism-related activities to uplift the tourism industry in the country.

The regional tourism chief here emphasized her call during the conduct of the stakeholders' meeting in connection with the 21st Philippine Travel Mart Road Show Presentation held in one of the local convention centers, this city.

Dir. Tan challenges the private stakeholders to take part in the implementation of plans and programs of the tourism industry, instead of the government. "Let's show to the world that in Caraga Region, private stakeholders will lead in the implementation of tourism-related activities," she said.

Also, Dir. Tan pointed out that an academe must have a good relationship with tourism-related business and establishments by aligning the tourism curriculum of every universities and higher education institutions in the region.

As to the future plans of the department, she said the tourism regional office is still on the process of aligning its tourism plan with the mandates of the DOT national administration. "We must have a good tourism plan in Caraga Region in support to the plans and programs to be initiated by the new Secretary and officials of DOT Central Office," Dir. Tan said.

Further, Tan said, infrastructure, services and amenities must be taken into consideration in making a concrete development plan "because these are part of the tourism industry," she said. (PIA-Caraga)

Most Rev. Juan de Dios M. Pueblos will do the blessing of the 3rd Balangay boat while Agusan del Norte Gov. Erlpe John Amante and Agusan del Sur Gov. Adolph Edward Plaza will do the breaking of Laksoy bottles.

Also, it’s a “ride for a cause” amounting to P5,000 during will be conducted during the 2-day rivercruise on July 17 and 18 at 8:30 in the morning. The cruise will begin at the Philippine Ports Authority (PPA) grounds, this city and pass by Magsaysay bridge - upstream to Macapagal bridge - turn around in Brgy. Bit-os - straight downstream to Lumbocan and will have free lunch at Masao Beach. It will then depart at 2:00 o’clock in the afternoon to Magallanes and Banza Church Ruins, then back to PPA grounds.

Ms. Agnes Andaya, Project Overall Chairperson of “The Continuing Balangay Journey” of Butuan Global Forum, Inc., said that “the purpose of which is to raise funds in order to augment the monthly allowances/expenses of the Butuan Crew manning the Balangay “Masawa Hong Butuan” during their sea expedition to Southeast Asia.”

"During the launching of the 3rd Balangay boat, we would not only like to showcase Butuan’s heritage but also Butuan’s unity in its diversity as inspired by the Balangay code of all the team to work as one," Andaya added.

On July 17-18, various activities are set to be conducted by the private stakeholders as well as a free mini-concert by the local bands at the PPA grounds here.

With this most-awaited event, BGF with its partners are encouraging the public to participate and support the Butuan Balangay Boat team as they journey with pride. This would show to the whole world that there is no impossible with the Filipino people working together as one. (PIA-Caraga) [top]

actually aetBunns.....two of them...the Plaza's and the Sanchez's are vying for that deal with SM Prime....it was initially the Sanchez's...then the Plaza's made an offer....with an SM Mall right smack at their Filinvest project (Filinvest Butuan is a joint project of Filinvest and Plaza Holdings Corp.)....it will add value to their residential project

You're right BOB, the plan is to build a 3 storey building that will house Butuan Doctors' School & Dormitory. First floor will be for rentable spaces.


I cannot provide any latest update on this yet since I have not talked to my uncle lately. Halos every other day man pud ko sige adtu Estacio Village, but have not noticed any activity in that area so far.

Chemistry faculty takes pesticide residue analysis training in Taiwan

Mr. Henson M. Dejarme, a chemistry faculty of the Department of Natural Sciences, College of Arts and Sciences (CAS), attended the International Training Course on Rapid Bioassay of Pesticide Residues (RBPR) on Fruits and Vegetables for Market Inspection and Farm Education from May 31 to June 5, 2010 at the Taiwan Agricultural Research Institute in Taichung City, Taiwan, Republic of China.

Mr. Dejarme’s invitation to attend the international training came upon the nomination of the Manila Economic and Cultural Office (MECO) in Taiwan. The training was organized by the Food and Fertilizer Technology Center (FFTC) for the Asian and Pacific Region, in collaboration with the Taiwan Agricultural Research Institute (TARI) and sponsored by the Council of Agriculture (COA).

The training course, which included participants from the Philippines, Thailand, Indonesia, Malaysia, Vietnam, and Laos, was designed to train participants from the Asian and Pacific Region on RBPR as a rapid screening and inspection tool for pesticide residues on fruits and vegetables. The trainees underwent intensive lectures that talked about the prospects of rapid monitoring and control of pesticide residues and management and implementation of RBPR, practical demonstration and hands-on training to practice the RBPR techniques, as well as on-site visits to the Hankuan Farm Cooperative and Hsi-Lo Wholesale Market to observe the practical application of RBPR in production sites, auction, and wholesale markets of fruits and vegetables.

“The training course was very timely and relevant in the face of the increasing global awareness on food safety and pressing consumer protection issues”, said Mr. Dejarme. The training, experience, and the materials and apparatuses acquired from the program can be used to undertake several spin-off activities, including information and education campaign on food safety, training on RBPR, development/enhancement of academe, food industry and trade, and other stakeholders linkage, and research in food safety which the University can take the lead role on. Korea to extend US$50,000 assistance to Caraga project

Butuan City (16 July) -- The Korean Overseas International Cooperation Agency (KOICA) is set to release US$ 50,000 fund to National Economic Development Authority (NEDA) project on the institutionalization of Regional Geographic Information System Network (RGISN) in Northern Mindanao (Caraga region).

NEDA Caraga said the fund will be downloaded anytime as the RGISN project is ready for implementation.

This development came after a meeting between KOICA's resident representative Jinoh Kim and NEDA Regional Director Carmencita S. Cochingco last month. In the meeting, the project was presented by Eun Sun Jang, a Korean Overseas Volunteer (KOV) specializing in Geographic Information System (GIS) assigned to NEDA Caraga since November 2008.

Kim expressed KOICA's interest in establishing a direct and substantial collaboration with NEDA since Korea is one of those countries consistently providing aid to the Philippines, Director Cochingco said.

She said Caraga region is also the focus of KOICA assistance, where 14 KOVs are currently deployed.

"This program is a big help to Caraganons," the region's NEDA chief said.

As socioeconomic planning agency of the region and the secretariat of the Regional Development Council (RDC), NEDA Caraga will be spearheading the institutionalization of a geographic information system (GIS) in the region as support mechanism for effective planning and resource allocation and management, policy making, decision making, investment programming and monitoring and evaluation of socio-economic and environmental initiatives, programs and projects, she said.

This initiative will further strengthen the linkage between the NEDA, regional line agencies, academe, local government units and other stakeholders through data/information exchange, she said.

KOICA will provide funds for the procurement of a plotter, a large format scanner, global positioning system and GIS software, added Director Cochingco. (muc/PIA-Caraga)

Butuan City (16 July) -- "Sama Tawi-Tawi," the third balangay boat that depicts the rich culture and history of this city and the entire country, in general has been launched Friday (July 16) at the Luna Compound in Barangay Bading here ? the site where the second balangay boat "Masawa Hong Butuan" was built.

During the launching ceremony, Miss Agnes Andaya, overall chairman of "The Continuing Balangay Journey" emphasized the reality of a dream to build the ancient boat.

"In December 2009, a dream was shared. A dream to build balangays, faithful to the detail in craftsmanship and materials used during the ancient times," Andaya said.

Also, the beauteous chairman recalled the balangay history which made the history of Butuan more colorful and memorable, as it retraces the migration of the city's ancestors across the seas. "A replica of the balangay relic excavated here in Butuan in 1976, that was carbon dated to be 1,600 years old retraces the migration of our ancestors across the oceans," she said.

Moreover, Andaya said that with the two balangay boats that are already sailing across the Philippine seas, balangay voyage has become a continuing journey as it touches lives where ever it goes, just like as it did during the ancient times. "This is Butuan's glory and heritage relived, as seafarers, traders and emissaries of goodwill. Linking and uniting not only islands but people," Andaya said.

Present during the lunching ceremony are officials of this city, and the neighboring provinces of Agusan del Norte and Agusan del Sur. Among those include: Butuan Mayor, Dr. Ferdinand "Jun" Amante, Vice Mayor Lawrence Lemuel Fortun, Councilors Ryan Anthony Culima, Dr. Virgilio Neri, Erwin Dano, Ramon Carampatana.

Meanwhile, officials of Agusan del Norte led by former Cong. Edelmiro Amante of the second district also graced the occasion. With him are incumbent Cong. Ma. Angelica Rosedell Amante-Matba of the second district, and Vice Governor Enrico Corvera who represented Governor Erlpe John Amante.

well, speaking of pakitang gilas, the first day ni Mayor Amante, there are some investors na that willing to spend/invest they're millions in the city... so makita nato na aggressive ang mga private/local investors karon sa City... :cheers:

BUTUAN CITY—A group of explorers seeking to retrace the ancient Filipinos’ migration unveiled on Friday a third wooden boat patterned after the pre-colonial vessel called the “balangay.”

The “Sama Tawi-Tawi” will join two other balangays—“Diwata ng Lahi” (Fairy of the Race) and “Mazawa hong Butuan” (Radiance of Butuan) in Zamboanga City—for an expedition across Southeast Asia and then to China.

“We will leave for Zamboanga on Wednesday and rendezvous with the two other boats,” Art Valdez, leader of the expedition, said Sunday.

He said the three boats would leave Zamboanga on July 28.

Valdez said the third boat was named after the boat builders belonging to the Sama, a semi-nomadic seafaring tribe from Sibutu and Sitangkay in Tawi-Tawi.

Unlike the two balangays, the Sama Tawi-Tawi has an engine and communications equipment, such as radio, cell phones and GPS (global positioning system), “so that it can be detected by the radar of naval vessels during its voyage in Asian waters,” Valdez said.

Support vessel

“The Sama Tawi-Tawi is essentially a support vessel to the two balangays on our voyage to our neighboring Southeast Asian countries and China,” he said.

The boat is 75 feet long, 15 feet wide and 10 feet high.

Considerably larger than the Mazawa hong Butuan and the Diwata ng Lahi, the Sama Tawi-Tawi resembles the balangays that were unearthed by archeologists at the site of a pre-Hispanic settlement here.

Valdez said the Sama Tawi-Tawi would sail a total of 14,000 kilometers to Indonesia, Sabah, Vietnam, Taiwan and China, and back.

The historic voyage hopes to retrace the migration and trade routes of ancient Filipinos in Southeast Asia and China.

The team is expected to return to the Philippines in December.

The Philippine leg of the balangay voyage lasted eight months and covered 2,500 km.

The Diwata ng Lahi started in Manila on Sept. 1 last year and arrived in Zamboanga City on May 1 after more than 70 port stopovers.

The three balangays are expected to reach Vietnam in time for the Association of Southeast Asian Nations summit in September this year. They will then proceed to China and arrive in Shanghai by mid-October for the 2010 World Expo.

Butuan City (19 July) -- Natukod ang ikatulong Balangay Boat nga malaumong molawig na pod sa Asya. Naila ang Balangay Boat nga nagikan sa hinulma sa kamot sa mga inilang mananagat sa Sibutu Tawi-Tawi.

Ang ikatulo nga Balangay Boat ang giila sa pangalan nga "Sama Tawi-Tawi" desinyo sa paglawig sa Asya century na ang nakalabay.

Una na ang duha ka desinyo sa Balangay Boat ang "Mazawa Hong Butuan ug Diwata ng Lahi".

Ang mga gisukit-sukit nga mga baroto ang magtug-an sa kaniadtong destinasyon sa mga lumadnong kagikan nga milawig gawas sa Pilipinas.

Sa giluwatang mensahe ni Butuan City Mayor Ferdinand Amante, kini misaysay sa kahinungdanon sa kagikan lakip na ang simbolo sa kausa sa pagtukod sa ikatulong Balangay Boat (Sama Tawi-Tawi) sa pagpadayon sa paglawig dala ang damgo sa pagpa-ila sa kalibutanong history sa dakbayan.

"In the beginning there was no Philippines but there was Butuan, Filipino is rich in ancient history", sulti sa Mayor.

Expansion of rubber production

MANILA, Philippines—The Department of Agriculture’s high value commercial crops program (HVCC) seeks to expand rubber production and entice more foreign investors by opening up new areas in Palawan.

HVCC program director Rene Rafael Espino told reporters that the department was targeting a 9-percent growth in production to keep up with local and global demand. Espino said the department was looking at additional 20,000 to 30,000 hectares of property for rubber.

A plantation of this size is ideal for one large investor who may spend $2,000 to $3,000 per hectare for a complete production cycle—from planting rubber to processing the sap into rubber sheets, he said.

The Philippines produced 407,640 metric tons of rubber in 2009, down 0.83 percent from 411,040 tons in 2008. This followed a 1.72-percent increase between the 2008 output and the 404,070 tons in 2007.

The DA attributed the decrease in rubber production in 2009 to softening demand and drop in prices in the world market. Globally, analysts said that recession lessened demand in the manufacturing industry.

The low demand resulted in lesser tapping reported in Agusan del Sur, Compostela Valley and Davao City, which are major rubber producers.

There were also reports of lower rate of fertilization of rubber farms in amboanga del Sur and a reduced number of mature trees was noted in Zamboanga del Norte.

In terms of planted area, some 128,000 hectares were planted to rubber in 2009, up from 123,000 in 2008 and 111,000 in 2007. But production is expected to pick up again as demand recovers in markets coming out of recession.

CEBU CITY has bested 28 other cities outside the National Capital Region (NCR) in a competitiveness listing drawn up by the Asian Institute of Management Policy Center (APC) to prod local governments to improve.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga, and Puerto Princesa rounded out the top 10 list, which was released yesterday.
The ranking used indicators measuring a local economy’s dynamism, responsiveness to business needs, infrastructure, quality of life, cost of doing business and human resources, and was based on hard 2008 data and a survey of 60 entrepreneurs per city conducted in the last quarter of 2009.
The APC declined to provide a complete ranking of the 29 cities, highlighting instead development gaps among three brackets: emergent cities, growth and metropolitan growth centers.
The emergent cities had an average local government income of P600 million, the APC found, half of what growth centers enjoyed and a just a fifth compared to that of metropolitan growth centers.
Dagupan was the deemed most competitive among the emergent cities, which included San Fernando in La Union, Santiago, Tuguegarao, Angeles, Lucena, Puerto Princesa, Naga, Legaspi, Tacloban, Ormoc, Pagadian, Iligan, Tagum, Cotabato, Butuan and Surigao.
Cagayan de Oro, meanwhile, led the other growth centers Baguio, Olongapo, Batangas, Iloilo, Bacolod, Mandaue, Lapu-Lapu, Zamboanga, and General Santos.
Among the metropolitan growth centers, Cebu bested Davao.
Aside from the disparity in incomes among the three city brackets, the APC report highlighted a claimed inaccessibility of formal financing and business organizations to small enterprises, said to be prevalent among emergent cities.
This should allow policy-makers to get down to the nitty-gritty of barriers to competitiveness as it magnifies the problems down to the local level, APC Executive Director Lourdes A. Sereno said at the event.
"The reason why we usually don’t have specific action steps is because we tend to aggregate things on the national level," Ms. Sereno said.
"Patterns in the data suggest that information is lost when you aggregate. You will not be able to give due recognition to certain initiatives."
Metro Manila, Ms. Sereno said, was not included in the list as it was hard to differentiate the performance of its cities as they shared infrastructure and services.
"It might also obscure the dynamic conditions outside the capital," Ms. Sereno said.
Commenting on the report, Local Government Undersecretary Austere A. Panadero said it would be used in the department’s planning efforts, especially as the state agency is studying how to reward top performing cities.
"The attainment of development outcomes will determine the flexibility of authority and incentives [that will be granted to certain local governments]," Mr. Panadero said at the event.
Top local governments could be given more power to appoint officials for the school system or treasury, for instance, while funding rewards could also be allocated to model governments, Mr. Panadero later told reporters at the sidelines. A policy to lay down this merit system should be ready within the month, he said.

Butuan City. Students of the Fr. Saturnino Urios University in Butuan City, Agusan del Norte, imbibed lessons on international humanitarian law (IHL) through a photo exhibit, seminar, and book donation to be held in their campus next week.

The International Committee of the Red Cross (ICRC) organised the three activities, starting with the launch of the “Humanity in War” photo exhibit at 2 p.m., 19 July, to orient students on IHL or the law that limits the effects of war.

“We hope that through these events, we would open the eyes of the youth so they can understand and appreciate how IHL upholds a measure of humanity amidst armed conflict. We want them to realise that IHL remains relevant in many countries, including the Philippines, where these conflicts continue to occur,” said Natacha Emerson, head of the ICRC office in Davao City.

The “Humanity in War” photo exhibit, held in cooperation with the Philippine Red Cross Agusan del Norte-Butuan City chapter, traces the history of war and its humanitarian consequences from the American Civil War to modern-day conflicts. Beyond the sorrow and hardships, the exposition reflects the courage, hope and caring for others amidst the chaos and destruction caused by war.

The inspiring collection, which includes 40 photographs from the ICRC archives dating back to the 1860s, is open to the public and will be shown until 21 July 2010. The exhibit will move to Davao City in August in time for IHL Day.

Meanwhile, political science and law students will be briefed on IHL during a seminar on 21 July. The ICRC will talk about the organisation’s activities in the country, particularly in Mindanao, and explain the basics of IHL.

To enhance their knowledge of IHL, the ICRC will also donate an IHL library pack or a set of 50 books containing academic discussions of IHL. The IHL library is particularly useful to law students who want to specialize in IHL; and to college students planning to take up law.

The ICRC is an independent humanitarian organisation that aims to protect and assist victims of armed conflicts and other situations of violence, without discrimination. It has been working in the Philippines for 50 years now, with a permanent presence since 1982.

Promoting the IHL especially among weapon bearers is a fundamental part of the ICRC’s work. The ICRC constantly reminds parties to the conflicts of their obligations to protect those not or no longer fighting.

7th Mindanao Vegetable Congress 2010 sets in Butuan City
BUTUAN CITY, July 20 (PNA) – In an effort to strengthen “food security” in Mindanao, the 7th Mindanao Vegetable Congress 2010 is set to be held in this capital city of Northeastern Mindanao from August 4 to 5.

Consolidation and marketing opportunities in the domestic and even foreign vegetable trade will be highlighted during the two-day congress, to be held at downtown hotel and convention center here.

This year congress' theme is "Sustaining the gains of the vegetable industry in Mindanao amidst challenges."

The congress will showcase industry trends, provide presentations on the latest vegetable production technologies and hold "market-matching" meetings between growers and retail and institutional buyers.

The event is supported by the city government of Butuan, the provincial governments of Agusan del Norte and Agusan del Sur, Surigao del Norte, Surigao del Sur and the cities of Surigao, Tandag, Bislig, Bayugan, Cabadbaran and this city, the Department of Agriculture (DA), the Southern Philippine Vegetable Council (SPVC), and United States Assistance for International Development's (USAid) Growth with Equity in Mindanao (GEM) Program.

"This annual event has given a boost to vegetable growers in Mindanao," said Valeriano Palco, president of the Caraga High-Value Cluster Inc. (CHiVeCC), lead organizer of this year's congress.

CHiVeCC is among several vegetable industry groups engaging in private sector collaboration to improve the production and domestic out-shipment of selected vegetable varieties from the region to Luzon and the Visayas.

According to Palco, Caraga's agro-climatic conditions are highly suitable for growing semi-temperate vegetables such as carrots, potatoes, cabbage and broccoli, as well as tropical varieties like squash, eggplant and bitter gourd.

Caraga region is a strategic advantage and can help position it as a vegetable supplier, particularly since it is typhoon-free.

CEBU CITY has bested 28 other cities outside the National Capital Region (NCR) in a competitiveness listing drawn up by the Asian Institute of Management Policy Center (APC) to prod local governments to improve.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga, and Puerto Princesa rounded out the top 10 list, which was released yesterday.
The ranking used indicators measuring a local economy’s dynamism, responsiveness to business needs, infrastructure, quality of life, cost of doing business and human resources, and was based on hard 2008 data and a survey of 60 entrepreneurs per city conducted in the last quarter of 2009.
The APC declined to provide a complete ranking of the 29 cities, highlighting instead development gaps among three brackets: emergent cities, growth and metropolitan growth centers.
The emergent cities had an average local government income of P600 million, the APC found, half of what growth centers enjoyed and a just a fifth compared to that of metropolitan growth centers.
Dagupan was the deemed most competitive among the emergent cities, which included San Fernando in La Union, Santiago, Tuguegarao, Angeles, Lucena, Puerto Princesa, Naga, Legaspi, Tacloban, Ormoc, Pagadian, Iligan, Tagum, Cotabato, Butuan and Surigao.
Cagayan de Oro, meanwhile, led the other growth centers Baguio, Olongapo, Batangas, Iloilo, Bacolod, Mandaue, Lapu-Lapu, Zamboanga, and General Santos.
Among the metropolitan growth centers, Cebu bested Davao.
Aside from the disparity in incomes among the three city brackets, the APC report highlighted a claimed inaccessibility of formal financing and business organizations to small enterprises, said to be prevalent among emergent cities.
This should allow policy-makers to get down to the nitty-gritty of barriers to competitiveness as it magnifies the problems down to the local level, APC Executive Director Lourdes A. Sereno said at the event.
"The reason why we usually don’t have specific action steps is because we tend to aggregate things on the national level," Ms. Sereno said.
"Patterns in the data suggest that information is lost when you aggregate. You will not be able to give due recognition to certain initiatives."
Metro Manila, Ms. Sereno said, was not included in the list as it was hard to differentiate the performance of its cities as they shared infrastructure and services.
"It might also obscure the dynamic conditions outside the capital," Ms. Sereno said.
Commenting on the report, Local Government Undersecretary Austere A. Panadero said it would be used in the department’s planning efforts, especially as the state agency is studying how to reward top performing cities.
"The attainment of development outcomes will determine the flexibility of authority and incentives [that will be granted to certain local governments]," Mr. Panadero said at the event.
Top local governments could be given more power to appoint officials for the school system or treasury, for instance, while funding rewards could also be allocated to model governments, Mr. Panadero later told reporters at the sidelines. A policy to lay down this merit system should be ready within the month, he said.
The APC went on to recognize cities that did well in three of the six indicators and in other categories as well.
In terms of dynamism of the local economy, Cebu, Cagayan de Oro and Angeles topped their respective city brackets.
For infrastructure, the best performing cities per bracket were Cebu, General Santos, and Dagupan.
Davao was deemed as offering the best quality of life alongside Olongapo in the growth center grouping, with San Fernando and Butuan which were tied among the emergent cities.
Davao again bagged the top honors for a special award recognizing cities most supportive of micro, small and medium enterprises. It was joined by Batangas and San Fernando. -- Jessica Anne D. Hermosa

I saw an on-going U/C (2 storey Building) in Ochoa Avenue beside VIROSS Meatshop.

There's also a SOON to Rise 2 Storey Building in Langihan ( with nice rendering)
just beside the newly opened Langihan Gas station. I am just sooo sad,
I could have taken a pix of it, if ONLY, the guard didn't suddenly appear :bash:

the Millionare's Subdivision in our City. I've seen far more Bigger, Larger, more beautiful
houses, some Mansions pa ha in other Subdivisions like in Guingona, villakananga, Saint joseph subd., etc....:cheers:

Caraga NDPR week celebration kicks off in Butuan

Butuan City (20 July) -- The Department of Social Welfare and Development (DSWD) Caraga, as the lead agency in the Regional Council for Disability Affairs (RCDA) recently conducted the kick-off ceremony of the 32nd National Disability Prevention and Rehabilitation (NDPR) week with the theme "Sa Istrukturang Accessible, Lahat ay Able" held on Monday, July 19, 2010at the City Hall lobby here.

Right before the program proper at the city hall, a mass was celebrated attended by all stakeholders at Saint Joseph Cathedral, followed with the motorcade around the city.

In her speech, City Social Welfare and Development Officer - Ms. Aldeberan Mordeno said that there should be equal opportunities for Persons with Disability (PWDs) by the government primarily because disable persons are also part of the society.

"We are also happy that parents are now being informed of their children's rights with the help of the barangay assemblies, and instead of hiding their children from the public due to its disabilities, they now let their children get involved with various activities in the community?We should always remember that children are gift from God," Mordeno added.

Meanwhile, City Councilor Erwin Dano also acknowledges the efforts and patience of the teachers, non-government organizations who are guiding all the PWD children witnessing the events since according to him, "it is not that easy to take care all of them".

"The city government headed by our city mayor Ferdinand Amante Jr. will strengthen the programs and services for PWDs especially the Batasang Pambansa 344 or the Accessibility Law. We will also give corresponding reprimands to those establishments that will not comply with the said law," Dano added.

Also, DSWD-Caraga Regional Director Mercedita Jabagat expressed her thanks to all the parents of the children with disabilities for always being there to love and guide their children.

Meanwhile, various activities for the NDPR long-week celebration are lined-up like the Medical Mission, Talent Show of PWDs, Awareness and Prevention Seminars, and other activities by the DSWD and partner agencies. The public is then encouraged to participate and support PWDs for their welfare and development. (PIA-Caraga)

the areas that were sent as intent by the foreign trade missions to Butuan are
(1) car component manufacturing for the Chinese car manufacturer Cherry Motors
(2) sea weed processing plant by a Malaysian consortium
(3) an industrial tree and bio fuel investment

DOH Caraga sets Climate Change forum

Butuan City (22 July) -- The Department of Health (DOH) Center for Health Development (CHD)-Caraga will conduct a Climate Change Forum for Health on Friday, July 30, 2010 at Almont Hotels Inland Resort, this city.

The forum, according to DOH-Caraga Regional Director Leonita Gorgolon in a written statement, aims to discuss and increase awareness of partner agencies on climate change, its impact on health and the common but differentiated responsibilities in combating climate change.

Dir. Gorgolon further said that climate change is the most serious environmental threat facing mankind. "Flashfloods, stronger and longer typhoons and sudden increase in sea level are just some of the efforts of climate change," she said.

Furthermore, Gorgolon explained that this phenomenon threatens the capacity of the earth to sustain life. Thus, the United Nations Framework Convention on Climate Change urges inter-agency efforts to combat global warming and one of the guiding principles is the precautionary principle.

With the aforementioned developments, Gorgolon enjoins all partner agencies to make necessary actions to mitigate the effects brought about by climate change. "And one of these actions is to be aware of its effects especially the impact on health," Gorgolon said. (PIA-Caraga)

Caraga State University hosts ICT and Cyber Security Forum

The Caraga State University once again led the hosting of the ICT and Cyber Security Forum as part of the culmination program of the National ICT Month Celebration held last June 30, 2010 at the university’s Sanchez Gymnasium.

The College of Engineering and Information Technology (CEIT) of this University, with the officers and members of the Junior Philippine Computing Society (JPCS), organized the event in cooperation with the ICT Council of Caraga, the Institute of Electronics Engineers of the Philippines (IECEP), Commission on Higher Education (CHED) and the Philippine Computing Society (PCS).

The forum was graced by two prominent figures in ICT, Engr. Nelson Java Celis, President of the Philippine Computing Society, and Engr. Eduardo S. Marquez, the outgoing President of the PCS. Engr. Celis presented “Paradigm shift in the Automated Election System (AES)” while Engr. Marquez delivered his talk on “Software as a Service”.

Engr. Celis led the PCS as the electoral watchdog in the recent May 10, 2010 elections. He has 29 years of solid experience in ICT and Management and headed the Presidential Commission on Y2K Compliance in 1999. He had been part of the Cyber Security Working Group, CHED, DOST, TESDA, ITECC/DTI, and NITC. Engr. Marquez on the other hand is currently connected with the Philippine Long Distance Telephone (PLDT) Company as Head of the eHRIS.

Engr. Alexander T. Demetillo, Dean of the CEIT, welcomed all the guests, speakers and participants who were present in the forum. Ms. Cherry Busa, President of the ICT Council in Caraga Region talked about the “ICT Council: Caraga as the next Cyber Corridor” followed by Engr. Ramil Sanchez who delivered his talk on “Strengthening the Information Technology Education (ITE) in the Region. The other speakers and their topic in the forum were the following:

1. Dr. Rolyn C. Daguil: “Mash Up”
2. Engr. Jeffrey T. Dellosa: “Monetizing your blog”
3. Mr. Jaymer Jayoma: “CCNA: Building your competency”

BUTUAN CITY - To rid corruption in the bureaucracy and taking a cue from President Aquino's reform agenda, Butuan City Mayor Ferdinand Amante, Jr. ordered the Butuan City Police Office (BCPO) the other day to dismantle all unauthorized checkpoints mushrooming around the city, particularly those along the giant Agusan river.

Amante also ordered the filing of charges against persons manning unauthorized checkpoints of government and private agencies.

The order followed a public hearing conducted by the Committee on Peace and Order chaired by Sangguniang Panglungsod member Ryan Culima. Majority of the members of the legislative board were present led by Vice Mayor Lawrence Fortun.

All representatives of law enforcement agencies such as BCPO, Criminal Investigation and Detection Group (CIDG), National Bureau of Investigation (NBI), Highway Patrol Group (HPG), Land Transportation Office (LTO) and other concerned government and private agencies were also present including the media.

The public hearing stemmed from the alleged massive "extortion" activities conducted at some unauthorized checkpoints by some government agencies.

"These extortion activities must be stopped at all cost because this is anti-business," said Amante in his opening address before the start of public hearing.

"I will not allow these extortion activities to continue and we will stop these once and for all," he said.

The city officials were also alarmed at the possibility that the 5,000 employees and workers of wood processors could be forced to stop operation because of the alleged "extortion" and "molesting" activities by some groups.

"I want Butuan to grow and I want to eliminate the atmosphere of fear due to extortion activities," Amante said.

On the other hand, the city's legislative Committee on Peace and Order SP Culima also acknowledged several complaints reaching his committee. "These extortion activities are tantamount to economic sabotage," he said.

The BCPO chief was given one week to do the job.

Bitaw regj, ang residence sa parents sa akong brother-in-law is in Estacio village.
I was there a couple of times last month to visit my sister who came home for a vacation.
The same sister I sent off to the airport when I took those PAL plane photos.

P542-M Butuan City project to be suspended
by Celestino Ybañez III

Butuan City (23 July) -- About P542M worth of on-going infra-structure projects of the city government of Butuan were ordered suspended by Arch. Wilfredo D. Sagusay, Officer-In-Charge of the Office of the City Architect.

In a letter dated July 7, 2010 to the managers of the two construction companies, Ronwood Construction and Dasta Builders, Inc., he ordered the stoppage of five(5) on-going projects citing two sections of the National Building Code of the Philippines (PD 1096) as the reasons why an order to suspend is issued.

Section 301 of PD 1096 provides: "No person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefore from the Building Official assigned in the place where the subject building is located or the building work is to be done."

Also, Section 306 states: "The Building Official may order or cause the non-issuance, suspension or revocation of building permits on any or all of the following reasons or grounds: a) Errors found in the plans and specifications; b) Incorrect or inaccurate date or information supplied; c) NON-COMPLIANCE WITH THE PROVISIONS OF THIS CODE OR OF ANY RULE OR REGULATION."

The projects, part of the nearly 1B controversial loan package of the previous administration, are: 1) SOUTH MARKET located at Barangay VillaKananga worth P159,673,016.98 awarded to DASTA BUILDERS, Inc. 2) SP SESSION HALL & MAIN BUILDING located at City Hall complex worth P177,796,474.62 awarded to DASTA BUILDERS, Inc. 3) MDG HISTORICAL PARK located at Barangay Sikatuna worth P149,899,267.75 awarded to DASTA BUILDERS, Inc. 4) MULTI-PURPOSE BLDG & SITE located at Barangay Doongan worth P31,988,259.00 awarded to RONWOOD CONSTRUCTION and 5) SALVADOR CALO PREMIUM MARKET located at Langihan worth P22,339,401.00. Per information gathered from Arch. QUIRO of the DASTA BUILDERS, Inc., they (contractors) are given 12 days from receipt of the notice to comply with the legal requirements. Furthermore, he informed this writer that they received it only last July 9, 2010 and have already processed and submitted documents pertaining to the issuance of a building permit, for compliance, to the said office and are now waiting for its approval.

An official from the city hall, on condition of anonymity, said that while it's true that there is a provision in PD1096 stating that a business permit must be secured before any construction be started, the action taken by the said Officer-In-Charge could be considered "PA-POGI effect" move on his part to get a good impression and maybe commendation from the new mayor. He based his observation on the ground that this is the first time in his(OIC) stint as the designated head of the City Architect department, he (city hall official) learned of such action by the said department head. What supports his claim is the date of the letter to Engr. Gayon which is May 12, two days after election and the day of the proclamation of the newly elected city mayor. He further said that this practice of securing business permit could be processed even after the completion of the project together with the so-called occupancy permit. This has been going-on for years even during his (Sagusay) designation as Officer-In-Charge by then Mayor Daisy B. Plaza.

Meanwhile, in a related development, Butuan City Engineer Enily P. Gayon reacted to a news item, not on this paper, that Mayor Ferdinand M. Amante Jr. ordered the stoppage of all government projects by the previous administration. He vehemently denied having received any verbal or official order from the said mayor. "In fairness to the new administration of Mayor Ferdinand M. Amante Jr., I vehemently deny having received any executive order, verbally or on official memorandum, for the stoppage of any on-going project of the city. All orders for actions (stoppage) must come from his office with a supporting executive order from the mayor" the city engineer said. (PIA-Caraga)

I am a student from the other college (CAS) and he is an instructor in engineering so I can't talk to him and don't have that intention. The legality of the posting is somewhat inappropriate since you did not include the web address where the article came from and the author of it was not identified...It should be noted that whenever we post photos or articles, it must have a reference. That is my point!

I am a student from the other college (CAS) and he is an instructor in engineering so I can't talk to him and don't have that intention. The legality of the posting is somewhat inappropriate since you did not include the web address where the article came from and the author of it was not identified...It should be noted that whenever we post photos or articles, it must have a reference. That is my point!

P542-M Butuan City project to be suspended
by Celestino Ybañez III

Butuan City (23 July) -- About P542M worth of on-going infra-structure projects of the city government of Butuan were ordered suspended by Arch. Wilfredo D. Sagusay, Officer-In-Charge of the Office of the City Architect.

In a letter dated July 7, 2010 to the managers of the two construction companies, Ronwood Construction and Dasta Builders, Inc., he ordered the stoppage of five(5) on-going projects citing two sections of the National Building Code of the Philippines (PD 1096) as the reasons why an order to suspend is issued.

Section 301 of PD 1096 provides: "No person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefore from the Building Official assigned in the place where the subject building is located or the building work is to be done."

Also, Section 306 states: "The Building Official may order or cause the non-issuance, suspension or revocation of building permits on any or all of the following reasons or grounds: a) Errors found in the plans and specifications; b) Incorrect or inaccurate date or information supplied; c) NON-COMPLIANCE WITH THE PROVISIONS OF THIS CODE OR OF ANY RULE OR REGULATION."

The projects, part of the nearly 1B controversial loan package of the previous administration, are: 1) SOUTH MARKET located at Barangay VillaKananga worth P159,673,016.98 awarded to DASTA BUILDERS, Inc. 2) SP SESSION HALL & MAIN BUILDING located at City Hall complex worth P177,796,474.62 awarded to DASTA BUILDERS, Inc. 3) MDG HISTORICAL PARK located at Barangay Sikatuna worth P149,899,267.75 awarded to DASTA BUILDERS, Inc. 4) MULTI-PURPOSE BLDG & SITE located at Barangay Doongan worth P31,988,259.00 awarded to RONWOOD CONSTRUCTION and 5) SALVADOR CALO PREMIUM MARKET located at Langihan worth P22,339,401.00. Per information gathered from Arch. QUIRO of the DASTA BUILDERS, Inc., they (contractors) are given 12 days from receipt of the notice to comply with the legal requirements. Furthermore, he informed this writer that they received it only last July 9, 2010 and have already processed and submitted documents pertaining to the issuance of a building permit, for compliance, to the said office and are now waiting for its approval.

An official from the city hall, on condition of anonymity, said that while it's true that there is a provision in PD1096 stating that a business permit must be secured before any construction be started, the action taken by the said Officer-In-Charge could be considered "PA-POGI effect" move on his part to get a good impression and maybe commendation from the new mayor. He based his observation on the ground that this is the first time in his(OIC) stint as the designated head of the City Architect department, he (city hall official) learned of such action by the said department head. What supports his claim is the date of the letter to Engr. Gayon which is May 12, two days after election and the day of the proclamation of the newly elected city mayor. He further said that this practice of securing business permit could be processed even after the completion of the project together with the so-called occupancy permit. This has been going-on for years even during his (Sagusay) designation as Officer-In-Charge by then Mayor Daisy B. Plaza.

Meanwhile, in a related development, Butuan City Engineer Enily P. Gayon reacted to a news item, not on this paper, that Mayor Ferdinand M. Amante Jr. ordered the stoppage of all government projects by the previous administration. He vehemently denied having received any verbal or official order from the said mayor. "In fairness to the new administration of Mayor Ferdinand M. Amante Jr., I vehemently deny having received any executive order, verbally or on official memorandum, for the stoppage of any on-going project of the city. All orders for actions (stoppage) must come from his office with a supporting executive order from the mayor" the city engineer said. (PIA-Caraga)

inday, if you will not allow your school's website to be broadcast over the information superhighway because you feel very bureaucratic about it that even a post or re post or a quote from the website needs to fall through the lines of your academe like buying a lugaw in your canteen....then the hell, why don't you locked up the website so that only you...and only you....and only you can view or down load your website....And then the rest of CSU web and IT system can go back to age of the dinosaurs literally
