To remedy the situation, Mayor-elect Roy Orlando Doyon went to Cebu City two weeks ago and sat down with the management of big shipping companies, such as Cebu Ferries and Trans Asia. According to the incoming Mayor, the main problem presented to him by the shipping companies is the distance between the port and their warehouses in Butuan City. Mayor-elect Doyon revealed that he offered to the shipping companies the NANIE area as a possible site of their warehouses. He added that the shipping companies are very interested with his offer and will be sending their representatives this week to survey the area. The Mayor-elect also said that he will take some measures that will entice the dwindling ship passengers to again make the Nasipit International Port as their embarkation and disembarkation point. According to the Mayor-elect, one main reason why the ship passengers are shying away from the Nasipit International Port is the malpractice of the Nasipit tricycle drivers in charging excessive fare. He said that his administration may impose the "ticket system" to stop this malpractice that besmirched the reputation of the entire town. Mayor-elect Doyon pointed out that the ship passengers may only be passerbies in the town, but they contributed much to the local economy and, as such, should be treated fairly and hospitably. THE VIEWS By J. B. Navarra The real problem of the Nasipit Sea Port is the perception that passenger and cargo customers are fleeced of their money for services unrendered or forcibly rendered. There are numerous complaints from the riding public and cargo loaders that the arrastre and stevedoring monopoly which controls the port's operations charge exorbitant fees. The bigger issue being raised is the lack of options on the part of "customers" in choosing how they want to transact their business at the port. Ship passengers who disembark in Nasipit Port cannot take public land transport direct to their destinations. They have to ride the "port-to-highway service" offered by tricycles and jeeps in order to catch the jeepneys to Butuan and nearby towns, or the buses that ply the Agusan-Misamis Oriental or the Agusan-Davao/Agusan-Surigao routes. These public utility vehicles are not allowed to enter the port premises. Ship passengers who will board their outbound ships must get off from buses and jeepneys at the highway to transfer to the tricycles and jeeps that will bring them inside to the pier. In going to the ship and in going out of the pier, passengers feel intimidated to utilize the services of porters and stevedores to carry their belongings. The tricycle fares and porterage charges add to the costs of travel with no choice on the part of the travellers. As a result, Butuanons and Agusanons based on the eastern side of Agusan River prefer to take the boat in Surigao. Why can't the passengers be brought straight to the dock area by their PUJ and PUB land carriers? Why do they have to undergo transfers of vehicles just to cover the short distance from/to the pier from/to the highway? Why is the inter-modal system of transport of sea and land being extended to at least two land trips when a cost- effective combination of one sea trip and one land trip will provide economies and convenience to travellers. The answers to these questions lie in the rent-seeking arrangements being enjoyed by the port operators. They want to earn easy money on their investments which principally consist of their connections with the port licensing authority. They make the systems and procedures at the port a source of passive income by charging transport operators for the privilege of entering the port area. They use their control of Nasipti Port to dispense favors and reinfornce their influence in the community by allowing only their own favored people to operate the internal transport facility going in and out of the pier. No wonder politicians fight one another to grab control of Nasipit Port's operations. And their usual excuse is their overwhelming desire to give employment to their constituents. This is done by dividing trips so that there will be more passenger handling that will then require more drivers and more barkers and more cops in the area. What this people do not understand, or refuse to accept, is the Ro-Ro transport system's coming of age in the Philippines. The day will not be far off when buses and cargo trucks will travel the distance between the islands on board moving bridges, which should be the function of Ro-Ro ferries. Passengers and cargoes will be loaded at their respective points of origin and brought directly to their destinations on land. There will be no need for stevedoring companies. Yet, there are efforts by these businesses to continue charging arrastre fees on cargoes that move while remaining at all times on the trucks' containers without any handling by stevedores or their equipments. Then, they wonder why there is less traffic at the port. These are the sea ports that are getting left behind in the country's Ro-Ro transport development. Nasipit Port is one of these ports. The main reason is the refusal to manage change and the insistence on old ways of doing business where the only investment is political influence. The mentality of making money by charging for privileges controlled by the business has to change. Otherwise, the community will continue to suffer from inefficiencies until eventually, market conditions will render the business irrelevant. People will go where they can best enjoy the value of their money and undergo the least inconvenience. Cabuang, Special to The Manila Times Any language with fewer than 300,000 speakers is regarded by international linguistics experts as endangered. The Butuanon language at present can only be spoken by fewer than 500 youngsters in Butuan itself. If the next generations of Butuanons are not taught Butuanon in school that will be the end of the Butuanon ethnolinguistic people. In relation to other Philippine languages, Butuanon belongs to the Southern branch of Visayan languages, and the Visayan languages (Cebuano, Waray, Hiligaynon, and others) in turn belong to the Southern branch of Philippines languages (to which the Mindanao, Bicolano and Tagalog languages also belong). Butuanon is one of the Visayan languages. Specifically it belongs to the Southern branch of Visayan. As such, most of the words in its vocabulary are cognate to the words found in other Visayan languages. Its grammatical rules are also similar to its fellow Visayan languages Suri*gaonon and Cebuano. A common misconception is that Butuanon is a dialect, but in fact it is a language. Dialects are defined by international linguistic standards as mutually intelligible versions of a language. For example, the common medium of communication in Barangay Babag Butuan City is mutually intelligible with the one used in Talakugon town; thus both are dialects of the same language, which is called Butuanon by international linguists. Butuanon as a language is at par with the other 160 or so Philippine languages, including Tagalog, and the rest of the world’s languages. To call Butuanon a dialect does injustice to this rich and complex language. Language is the main medium by which humans communicate ideas and feelings to each other. Consequently, language is not only the main transmitter of human culture, but it also forms the most important part of culture. Without language, human society and culture would not exist at all. Language also has another role that is often overlooked. Each language is shared by a cultural community and forms the main basis for the existence of such a community, which is called an ethnolinguistic people. If the language of an ethnolinguistic people dies, so does this people. So if no can speak the Butuanon language, there will be no Butuanon ethnolinguistic people. Children are born with the ability to learn any language, but they usually learn their parents’ first language—a language that has been passed down from generation to generation for hundreds of years. There are at present more than 6,000 distinct languages and people of the world. Each week, one or two of them die out, due to the death of the last people who know, speak and write in those languages and years of discriminatory policies of governments that promote only the language of their capitals and business and cultural centers. These languages differ in pronunciation, vocabulary, and grammar. Each language offers unique concepts and ways of expressing them, and thus offers unique perspectives (points of view), besides defining every people of the world. Each langauge is priceless and irreplaceable to lose. To save the Butuanon Language, the SOLFED Foundation Inc., a nongo*vern*mental organization, embarked on the publication of the Butuanon Syllabus through the assistance of some local volunteer teachers who serve as interpreters, translators and part-time teachers. Since no Butuanon Syllabus has ever been made and Cebuano and Butuanon are very similar in syntax but different in the pronunciation of many words and phonemes, existing Cebuano models were used. The main purpose of this syllabus is to preserve the priceless and irreplaceable Butuanon language that has defined the Butuanon people for more than a thousand years. [Prof. Fred S. But IMO, I think that area was elevated by sand & gravel. Talagang babaha yan jan pag walang drainage system sila. YUP the flood problem is one of the big problem in Butuan. But then since Gloria made her promises already... sabay ang inauguration ng flood control system, VIADUCT & Macapagal bridge if I'm not mistaken. so, masasabi natin na 80 percent na solved na ang problem sa flood. Kse ang Rio Grande de Butuan mag overflow once i open ang dam sa Davao river so talagang mag kakaroon ng problem.
