Expansion of rubber production
By Riza T. Olchondra
Philippine Daily Inquirer
First Posted 00:58:00 07/19/2010

MANILA, Philippines—The Department of Agriculture’s high value commercial crops program (HVCC) seeks to expand rubber production and entice more foreign investors by opening up new areas in Palawan.

HVCC program director Rene Rafael Espino told reporters that the department was targeting a 9-percent growth in production to keep up with local and global demand. Espino said the department was looking at additional 20,000 to 30,000 hectares of property for rubber.

A plantation of this size is ideal for one large investor who may spend $2,000 to $3,000 per hectare for a complete production cycle—from planting rubber to processing the sap into rubber sheets, he said.

The Philippines produced 407,640 metric tons of rubber in 2009, down 0.83 percent from 411,040 tons in 2008. This followed a 1.72-percent increase between the 2008 output and the 404,070 tons in 2007.

The DA attributed the decrease in rubber production in 2009 to softening demand and drop in prices in the world market. Globally, analysts said that recession lessened demand in the manufacturing industry.

The low demand resulted in lesser tapping reported in Agusan del Sur, Compostela Valley and Davao City, which are major rubber producers.

There were also reports of lower rate of fertilization of rubber farms in amboanga del Sur and a reduced number of mature trees was noted in Zamboanga del Norte.

In terms of planted area, some 128,000 hectares were planted to rubber in 2009, up from 123,000 in 2008 and 111,000 in 2007. But production is expected to pick up again as demand recovers in markets coming out of recession.

Cebu is most competitive city outside NCR

http://www.bworld.com.ph/main/content.php?id=14466

CEBU CITY has bested 28 other cities outside the National Capital Region (NCR) in a competitiveness listing drawn up by the Asian Institute of Management Policy Center (APC) to prod local governments to improve.

Davao, Cagayan de Oro, Dagupan, Tacloban, San Fernando in La Union, Ormoc, Bacolod, Zamboanga, and Puerto Princesa rounded out the top 10 list, which was released yesterday.
The ranking used indicators measuring a local economy’s dynamism, responsiveness to business needs, infrastructure, quality of life, cost of doing business and human resources, and was based on hard 2008 data and a survey of 60 entrepreneurs per city conducted in the last quarter of 2009.
The APC declined to provide a complete ranking of the 29 cities, highlighting instead development gaps among three brackets: emergent cities, growth and metropolitan growth centers.
The emergent cities had an average local government income of P600 million, the APC found, half of what growth centers enjoyed and a just a fifth compared to that of metropolitan growth centers.
Dagupan was the deemed most competitive among the emergent cities, which included San Fernando in La Union, Santiago, Tuguegarao, Angeles, Lucena, Puerto Princesa, Naga, Legaspi, Tacloban, Ormoc, Pagadian, Iligan, Tagum, Cotabato, Butuan and Surigao.
Cagayan de Oro, meanwhile, led the other growth centers Baguio, Olongapo, Batangas, Iloilo, Bacolod, Mandaue, Lapu-Lapu, Zamboanga, and General Santos.
Among the metropolitan growth centers, Cebu bested Davao.
Aside from the disparity in incomes among the three city brackets, the APC report highlighted a claimed inaccessibility of formal financing and business organizations to small enterprises, said to be prevalent among emergent cities.
This should allow policy-makers to get down to the nitty-gritty of barriers to competitiveness as it magnifies the problems down to the local level, APC Executive Director Lourdes A. Sereno said at the event.
"The reason why we usually don’t have specific action steps is because we tend to aggregate things on the national level," Ms. Sereno said.
"Patterns in the data suggest that information is lost when you aggregate. You will not be able to give due recognition to certain initiatives."
Metro Manila, Ms. Sereno said, was not included in the list as it was hard to differentiate the performance of its cities as they shared infrastructure and services.
"It might also obscure the dynamic conditions outside the capital," Ms. Sereno said.
Commenting on the report, Local Government Undersecretary Austere A. Panadero said it would be used in the department’s planning efforts, especially as the state agency is studying how to reward top performing cities.
"The attainment of development outcomes will determine the flexibility of authority and incentives [that will be granted to certain local governments]," Mr. Panadero said at the event.
Top local governments could be given more power to appoint officials for the school system or treasury, for instance, while funding rewards could also be allocated to model governments, Mr. Panadero later told reporters at the sidelines. A policy to lay down this merit system should be ready within the month, he said.
The APC went on to recognize cities that did well in three of the six indicators and in other categories as well.
In terms of dynamism of the local economy, Cebu, Cagayan de Oro and Angeles topped their respective city brackets.
For infrastructure, the best performing cities per bracket were Cebu, General Santos, and Dagupan.
Davao was deemed as offering the best quality of life alongside Olongapo in the growth center grouping, with San Fernando and Butuan which were tied among the emergent cities.
Davao again bagged the top honors for a special award recognizing cities most supportive of micro, small and medium enterprises. It was joined by Batangas and San Fernando. -- Jessica Anne D. Hermosa

Butuan City students imbibe international humanitarian law
through exhibit, seminar and book donation

http://www.businessweekmindanao.com/2010/07/7096.html

Butuan City. Students of the Fr. Saturnino Urios University in Butuan City, Agusan del Norte, imbibed lessons on international humanitarian law (IHL) through a photo exhibit, seminar, and book donation to be held in their campus next week.

The International Committee of the Red Cross (ICRC) organised the three activities, starting with the launch of the “Humanity in War” photo exhibit at 2 p.m., 19 July, to orient students on IHL or the law that limits the effects of war.

“We hope that through these events, we would open the eyes of the youth so they can understand and appreciate how IHL upholds a measure of humanity amidst armed conflict. We want them to realise that IHL remains relevant in many countries, including the Philippines, where these conflicts continue to occur,” said Natacha Emerson, head of the ICRC office in Davao City.

The “Humanity in War” photo exhibit, held in cooperation with the Philippine Red Cross Agusan del Norte-Butuan City chapter, traces the history of war and its humanitarian consequences from the American Civil War to modern-day conflicts. Beyond the sorrow and hardships, the exposition reflects the courage, hope and caring for others amidst the chaos and destruction caused by war.

The inspiring collection, which includes 40 photographs from the ICRC archives dating back to the 1860s, is open to the public and will be shown until 21 July 2010. The exhibit will move to Davao City in August in time for IHL Day.

Meanwhile, political science and law students will be briefed on IHL during a seminar on 21 July. The ICRC will talk about the organisation’s activities in the country, particularly in Mindanao, and explain the basics of IHL.

To enhance their knowledge of IHL, the ICRC will also donate an IHL library pack or a set of 50 books containing academic discussions of IHL. The IHL library is particularly useful to law students who want to specialize in IHL; and to college students planning to take up law.

The ICRC is an independent humanitarian organisation that aims to protect and assist victims of armed conflicts and other situations of violence, without discrimination. It has been working in the Philippines for 50 years now, with a permanent presence since 1982.

Promoting the IHL especially among weapon bearers is a fundamental part of the ICRC’s work. The ICRC constantly reminds parties to the conflicts of their obligations to protect those not or no longer fighting.

7th Mindanao Vegetable Congress 2010 sets in Butuan City
BUTUAN CITY, July 20 (PNA) – In an effort to strengthen “food security” in Mindanao, the 7th Mindanao Vegetable Congress 2010 is set to be held in this capital city of Northeastern Mindanao from August 4 to 5.

Consolidation and marketing opportunities in the domestic and even foreign vegetable trade will be highlighted during the two-day congress, to be held at downtown hotel and convention center here.

This year congress' theme is "Sustaining the gains of the vegetable industry in Mindanao amidst challenges."

The congress will showcase industry trends, provide presentations on the latest vegetable production technologies and hold "market-matching" meetings between growers and retail and institutional buyers.

The event is supported by the city government of Butuan, the provincial governments of Agusan del Norte and Agusan del Sur, Surigao del Norte, Surigao del Sur and the cities of Surigao, Tandag, Bislig, Bayugan, Cabadbaran and this city, the Department of Agriculture (DA), the Southern Philippine Vegetable Council (SPVC), and United States Assistance for International Development's (USAid) Growth with Equity in Mindanao (GEM) Program.

"This annual event has given a boost to vegetable growers in Mindanao," said Valeriano Palco, president of the Caraga High-Value Cluster Inc. (CHiVeCC), lead organizer of this year's congress.

CHiVeCC is among several vegetable industry groups engaging in private sector collaboration to improve the production and domestic out-shipment of selected vegetable varieties from the region to Luzon and the Visayas.

According to Palco, Caraga's agro-climatic conditions are highly suitable for growing semi-temperate vegetables such as carrots, potatoes, cabbage and broccoli, as well as tropical varieties like squash, eggplant and bitter gourd.

Caraga region is a strategic advantage and can help position it as a vegetable supplier, particularly since it is typhoon-free.

Palco said CHiVeCC is now shipping around 20 metric tons of vegetables weekly to Leyte and Cebu, including squash, eggplant, bitter gourd and okra. The produce is shipped from Nasipit International Port in Nasipit town, Agusan del Norte.http://www.pna.gov.ph/index.php?idn=12&sid=&nid=12&rid=288883

Guys,

I saw an on-going U/C (2 storey Building) in Ochoa Avenue beside VIROSS Meatshop.

There's also a SOON to Rise 2 Storey Building in Langihan ( with nice rendering)
just beside the newly opened Langihan Gas station. I am just sooo sad,
I could have taken a pix of it, if ONLY, the guard didn't suddenly appear :bash:

Caraga NDPR week celebration kicks off in Butuan
By Jennifer P. Gaitano

Butuan City (20 July) -- The Department of Social Welfare and Development (DSWD) Caraga, as the lead agency in the Regional Council for Disability Affairs (RCDA) recently conducted the kick-off ceremony of the 32nd National Disability Prevention and Rehabilitation (NDPR) week with the theme "Sa Istrukturang Accessible, Lahat ay Able" held on Monday, July 19, 2010at the City Hall lobby here.

Right before the program proper at the city hall, a mass was celebrated attended by all stakeholders at Saint Joseph Cathedral, followed with the motorcade around the city.

In her speech, City Social Welfare and Development Officer - Ms. Aldeberan Mordeno said that there should be equal opportunities for Persons with Disability (PWDs) by the government primarily because disable persons are also part of the society.

"We are also happy that parents are now being informed of their children's rights with the help of the barangay assemblies, and instead of hiding their children from the public due to its disabilities, they now let their children get involved with various activities in the community? We should always remember that children are gift from God," Mordeno added.

Meanwhile, City Councilor Erwin Dano also acknowledges the efforts and patience of the teachers, non-government organizations who are guiding all the PWD children witnessing the events since according to him, "it is not that easy to take care all of them".

"The city government headed by our city mayor Ferdinand Amante Jr. will strengthen the programs and services for PWDs especially the Batasang Pambansa 344 or the Accessibility Law. We will also give corresponding reprimands to those establishments that will not comply with the said law," Dano added.

Also, DSWD-Caraga Regional Director Mercedita Jabagat expressed her thanks to all the parents of the children with disabilities for always being there to love and guide their children.

Meanwhile, various activities for the NDPR long-week celebration are lined-up like the Medical Mission, Talent Show of PWDs, Awareness and Prevention Seminars, and other activities by the DSWD and partner agencies. The public is then encouraged to participate and support PWDs for their welfare and development. (PIA-Caraga)

DOH Caraga sets Climate Change forum
By Robert E. Roperos

Butuan City (22 July) -- The Department of Health (DOH) Center for Health Development (CHD)-Caraga will conduct a Climate Change Forum for Health on Friday, July 30, 2010 at Almont Hotels Inland Resort, this city.

The forum, according to DOH-Caraga Regional Director Leonita Gorgolon in a written statement, aims to discuss and increase awareness of partner agencies on climate change, its impact on health and the common but differentiated responsibilities in combating climate change.

Dir. Gorgolon further said that climate change is the most serious environmental threat facing mankind. "Flashfloods, stronger and longer typhoons and sudden increase in sea level are just some of the efforts of climate change," she said.

Furthermore, Gorgolon explained that this phenomenon threatens the capacity of the earth to sustain life. Thus, the United Nations Framework Convention on Climate Change urges inter-agency efforts to combat global warming and one of the guiding principles is the precautionary principle.

With the aforementioned developments, Gorgolon enjoins all partner agencies to make necessary actions to mitigate the effects brought about by climate change. "And one of these actions is to be aware of its effects especially the impact on health," Gorgolon said. (PIA-Caraga)

Butuan mayor orders police: Dismantle illegal checkpoints

Manila Bulletin - Thursday, July 22SendIM StoryPrint
http://ph.news.yahoo.com/mb/20100722/tph-butuan-mayor-orders-police-dismantle-584a460.html

BUTUAN CITY - To rid corruption in the bureaucracy and taking a cue from President Aquino's reform agenda, Butuan City Mayor Ferdinand Amante, Jr. ordered the Butuan City Police Office (BCPO) the other day to dismantle all unauthorized checkpoints mushrooming around the city, particularly those along the giant Agusan river.

Amante also ordered the filing of charges against persons manning unauthorized checkpoints of government and private agencies.

The order followed a public hearing conducted by the Committee on Peace and Order chaired by Sangguniang Panglungsod member Ryan Culima. Majority of the members of the legislative board were present led by Vice Mayor Lawrence Fortun.

All representatives of law enforcement agencies such as BCPO, Criminal Investigation and Detection Group (CIDG), National Bureau of Investigation (NBI), Highway Patrol Group (HPG), Land Transportation Office (LTO) and other concerned government and private agencies were also present including the media.

The public hearing stemmed from the alleged massive "extortion" activities conducted at some unauthorized checkpoints by some government agencies.

"These extortion activities must be stopped at all cost because this is anti-business," said Amante in his opening address before the start of public hearing.

"I will not allow these extortion activities to continue and we will stop these once and for all," he said.

The city officials were also alarmed at the possibility that the 5,000 employees and workers of wood processors could be forced to stop operation because of the alleged "extortion" and "molesting" activities by some groups.

"I want Butuan to grow and I want to eliminate the atmosphere of fear due to extortion activities," Amante said.

On the other hand, the city's legislative Committee on Peace and Order SP Culima also acknowledged several complaints reaching his committee. "These extortion activities are tantamount to economic sabotage," he said.

The BCPO chief was given one week to do the job.

inday, if you will not allow your school's website to be broadcast over the information superhighway because you feel very bureaucratic about it that even a post or re post or a quote from the website needs to fall through the lines of your academe like buying a lugaw in your canteen....then the hell, why don't you locked up the website so that only you...and only you....and only you can view or down load your website....And then the rest of CSU web and IT system can go back to age of the dinosaurs literally

P542-M Butuan City project to be suspended
by Celestino Ybañez III

Butuan City (23 July) -- About P542M worth of on-going infra-structure projects of the city government of Butuan were ordered suspended by Arch. Wilfredo D. Sagusay, Officer-In-Charge of the Office of the City Architect.

In a letter dated July 7, 2010 to the managers of the two construction companies, Ronwood Construction and Dasta Builders, Inc., he ordered the stoppage of five(5) on-going projects citing two sections of the National Building Code of the Philippines (PD 1096) as the reasons why an order to suspend is issued.

Section 301 of PD 1096 provides: "No person, firm or corporation, including any agency or instrumentality of the government shall erect, construct, alter, repair, move, convert or demolish any building or structure or cause the same to be done without first obtaining a building permit therefore from the Building Official assigned in the place where the subject building is located or the building work is to be done."

Also, Section 306 states: "The Building Official may order or cause the non-issuance, suspension or revocation of building permits on any or all of the following reasons or grounds: a) Errors found in the plans and specifications; b) Incorrect or inaccurate date or information supplied; c) NON-COMPLIANCE WITH THE PROVISIONS OF THIS CODE OR OF ANY RULE OR REGULATION."

The projects, part of the nearly 1B controversial loan package of the previous administration, are: 1) SOUTH MARKET located at Barangay VillaKananga worth P159,673,016.98 awarded to DASTA BUILDERS, Inc. 2) SP SESSION HALL & MAIN BUILDING located at City Hall complex worth P177,796,474.62 awarded to DASTA BUILDERS, Inc. 3) MDG HISTORICAL PARK located at Barangay Sikatuna worth P149,899,267.75 awarded to DASTA BUILDERS, Inc. 4) MULTI-PURPOSE BLDG & SITE located at Barangay Doongan worth P31,988,259.00 awarded to RONWOOD CONSTRUCTION and 5) SALVADOR CALO PREMIUM MARKET located at Langihan worth P22,339,401.00. Per information gathered from Arch. QUIRO of the DASTA BUILDERS, Inc., they (contractors) are given 12 days from receipt of the notice to comply with the legal requirements. Furthermore, he informed this writer that they received it only last July 9, 2010 and have already processed and submitted documents pertaining to the issuance of a building permit, for compliance, to the said office and are now waiting for its approval.

An official from the city hall, on condition of anonymity, said that while it's true that there is a provision in PD1096 stating that a business permit must be secured before any construction be started, the action taken by the said Officer-In-Charge could be considered "PA-POGI effect" move on his part to get a good impression and maybe commendation from the new mayor. He based his observation on the ground that this is the first time in his(OIC) stint as the designated head of the City Architect department, he (city hall official) learned of such action by the said department head. What supports his claim is the date of the letter to Engr. Gayon which is May 12, two days after election and the day of the proclamation of the newly elected city mayor. He further said that this practice of securing business permit could be processed even after the completion of the project together with the so-called occupancy permit. This has been going-on for years even during his (Sagusay) designation as Officer-In-Charge by then Mayor Daisy B. Plaza.

Meanwhile, in a related development, Butuan City Engineer Enily P. Gayon reacted to a news item, not on this paper, that Mayor Ferdinand M. Amante Jr. ordered the stoppage of all government projects by the previous administration. He vehemently denied having received any verbal or official order from the said mayor. "In fairness to the new administration of Mayor Ferdinand M. Amante Jr., I vehemently deny having received any executive order, verbally or on official memorandum, for the stoppage of any on-going project of the city. All orders for actions (stoppage) must come from his office with a supporting executive order from the mayor" the city engineer said. (PIA-Caraga)

It will leave Cebu for Surigao at 9:20 a.m. and arrive at 10:20 a.m. with a return flight expected at 10:40 and arrival at 11:40 a.m. The second daily Manila flight will fly in the afternoon for Surigao at 1:30 p.m. and arrive at 3:10 p.m. Its return flight to Manila is scheduled at 3:30 p.m. with arrivals at 5:10 p.m.

Airphil Express intend to double its market share with the arrival of five more airbus A320 to their fleet, with one joining in September and two others in October and November.

The merged airline, formerly Air Philippines and PAL Express, added new flights by re-introducing Cebu, and Davao yesterday July 21 in an effort to consolidate its market position.

“Cebu and Davao is vital to our development if we are to grow as a respected budget airline" says Maria Rodriguez Java, the airline's head for Marketing, Product and Media.

"We will increase the number of frequencies for Cebu and Davao later on as we are expecting more aircraft to join our fleet this year,” adds Java.

Airphil Express will fly daily from Manila to Cebu at 9 p.m. and Cebu to Manila at 10:40 p.m. An additional two flights will be opened on Oct. 1 and another one starting Oct. 28.

The airline will also start flying to Legaspi and Tagbilaran in October and Zamboanga by November. Meanwhile, new domestic flights are being planned for General Santos, Tacloban and Dipolog. Flights to Dumaguete, Pagadian, and Butuan are also being considered.

"The new routes are being evaluated right now. There are just too many unserved markets like Pagadian for example. We need to be where the people need us,” she added.

International flight from Manila to Singapore will start operating this year and Cebu to Singapore by next year. Also on the planning stages for next year are flights for Manila to Hong Kong, Seoul, and Japan, while Kalibo-Incheon is also being considered.

The airline currently operates a fleet of 2 airbus A320's, 5 Bombardier Q400' and 3 Q300's planes that flies to 24 domestic destinations from its Manila and Cebu hubs. They are currently on the fourth spot after Cebu Pacific, Philippine Airlines and Zest Airways.

With its re-branding in March and aggressive no-frills campaign, Philippine Airlines’ low-cost unit intends to at least double its market share at present 8 percent by the end of the year.

In the past the classification were: Metropolitan, MidSize and Small Cities. And the basis was the population.

This is the fist time AIM used the average income of cities for 3 years. The classification now are as follows: Metropolitan, Growth, and Emergent Cities. Emergent cities are those with an average income of at least P600M. Growth Cities have an average income of P1B.

IIligan and Butuan nearly made it to the Growth Cities category. The income of Iligan and Butuan already surpassed the 1B mark for 2009. kaya lang average ng 2007,2008 and 2009 ang ginamit.

Anyway, parang papasok na ang Butuan and Iligan sa Growth Cities sa susunod na survey. I will bet on this.

Vegetable summit set in Butuan

Manila Bulletin - Sunday, July 25SendIM StoryPrint
http://ph.news.yahoo.com/mb/20100725/tph-vegetable-summit-set-in-butuan-584a460.html

BUTUAN CITY - In an effort to strengthen ''food security'' in Mindanao, the two-day 7th Mindanao Vegetable Congress 2010 has been set in this capital city of Northeastern Mindanao early next week.

Consolidation and marketing opportunities in the domestic and even foreign vegetable trade will be highlighted at the conference, which will be held from August 4 to 5 at a downtown hotel and convention center here.

The theme for this year Congress is ''Sustaining the gains of the vegetable industry in Mindanao amidst challenges.''

It was learned that the big gathering of stakeholders of this year's assembly will showcase industry trends, provide presentations on the latest vegetable production technologies, and conduct ''market-matching'' meetings between growers, retail and institutional buyers.

The big event is supported by the city government here, the provincial governments of Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and the cities of Surigao, Tandag, Bislig, Bayugan, and Cabadbaran, the Department of Agriculture (DA), Southern Philippine Vegetable Council (SPVC), and the United States Agency for International Development's (USAID's) Growth with Equity in Mindanao (GEM) Program.

Organizers of the big event said all preparations went into high gear for the success of the conference. ''This annual event has given a boost to vegetable growers in Mindanao,'' said Valeriano Palco, president of the Caraga High-Value Cluster Inc. (CHiVeCC), lead organizer of this year's congress.

EQV= Equipment Varies

It means it could either be the A320 or the A319, depending on availability and perhaps the volume of passengers.

Village for the poor rises in Barangay Mahay
by Gervacio C. Dauz, Jr.

Butuan City (27 July) -- The poor folks of the Immaculate Conception Parish (ICP) of this city have reasons to cheer and jubilate because a haven for them, dubbed as the CFC-ANCOP-ICP Village, is wakening up at Barangay Mahay here and will perhaps be made available by September 2010 if the funding support so warrants for the completion of an initial of 10 houses.

According to Mr. Jaime M. Amamio, Provincial CFC-ANCOP Area Head for Butuan and Agusan del Norte, the Village is wakening because of kindhearted individuals and institutions that would like to provide a decent shelter for the poor.

He said, "the acronym CFC, which stands for Couples for Christ, is a worldwide institution, and ANCOP, which stands for Answering the Cry of the Poor, is the very Program that helps its members, particularly those who have least in life.

Rev. Father Severino M. Diamante, Jr., Parish Priest of ICP, revealed that "the housing project itself will be awarded primarily to Catholic church workers and CFC members who belong to the poorest of the poor." He divulged also that the housing project is made possible because of the support coming from different sources.

"For example," he shared, "this housing project is being established at this 1,000 square meters, which belongs to the ICP. Another 1,000 square meters is donated also by Mr. Ruel Calo for the livelihood endeavors of the would-be occupants."

When asked what is the availment scheme, he pointed out that "the houses will only be provided on a stewardship basis for those who will pass our screening test. The stewards can stay in the houses and maintain them respectively, but they can never own them. If they get out from the housing project, they cannot sell it; they can only turn it over to the parish."

As for funding support, he was enthusiastic in sharing that "TESDA Caraga is instrumental in pushing for the completion of the housing project... and is philanthropic enough to commit in completing at least one house to serve as a model."

The housing project was blessed also with a support from the Holcim Philippines as it provided for at least 125 bags of cement to fast track the construction.

The presence of the Holcim Philippines in the area was made possible because of a tie up and collaboration with TESDA and CFC-ANCOP-ICP for the conduct of a competition, which was held on July 21 and 22, 2010.

TESDA's entry was in the area of facilitating the conduct of the bi-annual Holcim Philipines competition known as "galing Mason Olympics" in order to recognize masons for their skills and contribution.

CFC-ANCOP-ICP on the other hand provided the venue for the competition and became the recipient of 125 bags of cement for construction purposes.

It was learned that at least 24 qualified and certified masons coming from the different provinces around the Caraga Region clashed in the two-day competition. As for official result, Mr. Guancho O. Antipuesto of Surigao del Sur emerged as 3rd Placer; Leo V. Deindoy of Surigao del Norte was 2nd Placer; and Eric L. Mapalo of Agusan del Norte became the 1st Placer and will represent Caraga Region in the National ?galing Mason Olympics next year. The winners received PhP3,000.00; PhP5,000.00; and PhP7,000.00 respectively.

First Placer Mr. Mapalo shared that his face got reddened one time to the point of severe exhaustion and almost gave up because he, like his co-competitors, had to do everything ? from mixing, hollow block piling, and finishing. But he persevered... until he got the surprise of his life by becoming the champion.

The rest of the supplies and materials ? such as sand, gravel, bars, wood, roofing ? used in the housing project was through the benevolence of the ICP parishioners. Fr. Diamante hopes that outside funding support might come later.

At the bottom line, it was an "everybody happy" event because all felt to have gained from the experience. (TESDA/PIA-Caraga)

Guv RDR bares opening of
Davao Norte-Agusan Sur road
Mindanao Daily Mirror
July 28, 2010

PANABO CITY, Davao del Norte (PNA) — Governor Rodolfo del Rosario recently announced the opening of the Kapalong-Loreto, Agusan del Sur road on the north via Barangays Sua-on and Gupitan in Kapalong, this province.

Del Rosario said the project aimed to bring unprecedented development to the far-flung Barangays Kapalong and San Isidro here.

The governor also bared plans for the construction of a by-pass road in Barangay Sta. Cruz, Panabo City that is lying close to neighboring Sto. Tomas municipality.

The road and bridge components will serve as an exit point for industrial traffic to Barangay Mahayag of Davao City on the south, without passing through Poblacion Panabo.

He said once the Talaingod-Kapalong-Bukidnon road is opened, it is expected that heavier industrial traffic will converge in downtown Panabo as Bukidnon traders ply the Talaingod-Kapalong-Sto. Tomas roads en route to Davao City.

More than an alternate route, he said this will also trigger economic activities in the rural southern barangays of Panabo City, hence, balancing development with that of the coastal villages.

Del Rosario is also bent on constructing a roll on-roll off (Ro-Ro) port that would establish a sea route connecting Tagum City, Carmen or Panabo City in the mainland to the wharf that is now being built by the Philippine Ports Authority (PPA) in Brgy. Tagpopongan, Babak District of Island Garden City of Samal, also in Davao del Norte.

“With all these development, expect Davao del Norte to become a full-fledged development crossroad in the Davao region,” del Rosario said, adding “a lot of investments will surely come our way.”

Even as his new administration is now refocusing its thrust on human-centered development, the governor said the province must be ready to receive the immense urban pressure that may build up within the province.

He urged all the local officials, business community, as well as all the sectors of society join hands in making the province a top choice for investments.

Mindanaoan artists join RP's biggest art exhibit

Published in the Sun.Star Davao newspaper on July 28, 2010.

http://www.sunstar.com.ph/davao/mindanaoan-artists-join-rps-biggest-art-exhibit

WHILE cosmopolitan Manila enjoys the reputation of being the Philippines' arts and culture capital, there are actually thriving art scenes across Mindanao.

Various art communities in Zamboanga, Davao, Cotabato, Butuan and even as far as Sulu are emerging, a proof that Mindanao with its melting pot of cultures and people generate expression released in visual arts form. And most often the works of art only get to be appreciated within the island.

But from July 29 to August 1, 2010, Mindanaoan visual artists will get to invade Manila through the country's biggest visual arts fair, ManilART 10 at the Mall of Asia's SMX Convention Hall 4.

Now on its second year, ManilArt is an initiative of the Bonafide Art Galleries Organization (Bago) and co-sponsored by the National Commission on Culture and Arts. The sophomore year boasts of 1000 art works by 500 visual artists participated in by 56 of the country's finest galleries nationwide.

Representing the roster of Mindanaoan artists is Gallery of Davao, which is located within the Davao Crocodile Park Complex in the Davao City. It houses talented artists and beautiful artworks from all over Mindanao.

Mayors back P66-billion railway project

By NEF LUCZON

http://www.mb.com.ph/articles/268939/mayors-back-p66billion-railway-project

CAGAYAN DE ORO CITY –Mayors from Mindanao have become more eager to push the materialization of the long-dreamed Mindanao Railway System (MRS) which they hope to expect initial operations by 2013.

The MRS is one of the three priorities that were presented before the League of Cities of the Philippines (LCP) led by Pagadian City Mayor Samuel Co, also the LCP’s vice president for Mindanao.

The other two priorities were the conversion of at least 16 Mindanao municipalities which is currently pending before the Supreme Court (SC) and the plan to have a mayor candidate from Mindanao for president to the LCP.

“As of now, there are no other better projects for Mindanao that will contribute a total development except the Mindanao Railway System. We had agreed to fully support this project that will benefit all of us as far as boosting the island economic condition is concerned,” Co said.

According to the initial strategic railway development plan for Mindanao, the project aims to connect urban centers and provincial capitals in Mindanao such as Zamboanga, Pagadian, Dipolog, Iligan, Cagayan de Oro, Marawi, Cotabato, and Davao cities.

Project estimates have placed the total project cost at P66.5 billion (approximately $1.33 billion).
Construction of the Mindanao railway project is scheduled to start in 2011 with the initial phase connecting this city and the new airport in Laguindingan, Misamis Oriental.

The railway project is envisioned to connect the rural and urban centers in Mindanao and is expected to boost commercial and industrial progress along the rail routes, including far-flung areas.

Since the backbone of national transport system has always been railways in Japan, United States (US) and other European countries, the construction of the railway is expected to address the needs of long-distance passengers, as well as the cargo and commercial requirements in the area. :okay:

Mega Projects Inherited by Amante Administration will Continue

July 26, 2010 by MindanaoBob

http://mindanao.com/blog/2010/07/mega-projects-inherited-by-amante-administration-will-continue/

Butuan – “Dasta Buiders and Ronwood Construction have complied with the necessary building requirements set by the City Architect’s Office, therefore major infrastructure projects will continue,” this was revealed by City Administrator Leah Mendoza in an interview to clarify the reported suspension order dated July 7, 2010 of OIC City Architect Wilfredo Sagusay based from the recommendation of the Transition Team.

Dasta Builders is responsible for the construction of Butuan City South Market, SP Session Hall and Main Building, site development and construction of Millennium Development Goal (MDG) Historical Park.

Ronwood Construction on the other hand is the contractor for the rehabilitation of Langihan Salvador Market and the construction of Multi-Purpose Hall located at Cadiz property in Barangay Doongan, this city.

City Administrator Mendoza said the order came after these contractors failed to secure building permits as a pre-requisite.

“And this will not be tolerated with the Amante administration, contractors has to accomplish all necessary documents before a project has to start. Nobody is exempted!” Mendoza added.

The suspension order is within the bounds of law in conformity with the Building Code of the Philippines.

The city government belied reports that the motive was political in nature being a Plaza initiated project.

All projects inherited by the present administration are funded from a loan in PNB worth 900M but the project component only costs at 600 million pesos which cannot be in any way realigned since it is already obligated.

These projects will continue but City Administrator Mendoza stressed, they were still on the process of reviewing the project works and even hired the expertise of an engineer.

The City Administrator also admitted that with the present financial situation, the city government does not have the capacity to pay the 900M PNB loan and Mayor Ferdinand Amante has to shelve the dream of implementing major infrastructure projects for this year.

The only infra project the public can expect are the repairs and rehabilitation of roads to be funded by the 20% Development Fund from the 65M Internal Revenue Allotment released monthly or a total of 700M a year by the Department of Budget and Management to the city government. (striker_jem)

Butuan hosts 7th Mindanao Vegetable Congress

BUTUAN CITY -- Consolidation and marketing opportunities in the domestic vegetable trade will be highlighted at the 7th Mindanao Vegetable Congress, which will be held from August 4 to 5 at the Almont Hotel and Inland Resort here.

"Sustaining the gains of the vegetable industry in Mindanao amidst challenges" is the theme of this year's Congress, which will showcase industry trends, provide presentations on the latest vegetable production technologies and hold "market-matching" meetings between growers and retail and institutional buyers.

The event is supported by the City Government of Butuan, the Provincial Governments of Agusan del Norte and Agusan del Sur, the Department of Agriculture, the Southern Philippine Vegetable Council (SPVC), and United States Assistance for International Development's (USAid) Growth with Equity in Mindanao (GEM) Program.

"This annual event has given a boost to vegetable growers in Mindanao," said Valeriano Palco, president of the Caraga High-Value Cluster Inc. (CHiVeCC), lead organizer of this year's congress.

CHiVeCC is among several vegetable industry groups engaging in private sector collaboration to improve the production and domestic out-shipment of selected vegetable varieties from the region to Luzon and the Visayas, with GEM assistance.

These include larger umbrella organizations such as the SPVC, Davao Norte Vegetable Industry Development Association, Vegetable Industry Development Council, Central Mindanao Vegetable Industry Development Council, ZaNorte Hi-Green Vegetable Growers Association, and the Northern Mindanao Vegetable Producers Association Inc., which directly link small-hold growers to markets through commodity clustering strategies.

According to Palco, Caraga's agro-climatic conditions are highly suitable for growing semi-temperate vegetables such as carrots, potatoes, cabbage and broccoli, as well as tropical varieties like squash, eggplant and bitter gourd.

He pointed out that Caraga's proximity to markets in the Visayas, particularly Leyte and Cebu, is a strategic advantage and can help position it as a vegetable supplier, particularly since it is typhoon-free.

"We aim to take advantage of these markets particularly when the buying prices for vegetables are high," he said.

Palco said CHiVeCC is now shipping around 20 metric tons of vegetables weekly to Leyte and Cebu, including squash, eggplant, bitter gourd and okra. The produce is shipped from Nasipit Port and reaches buyers within 11 hours.

He added that Caraga growers are working to become as well-organized as their counterparts in Davao and Bukidnon, with a solid market base, and that the upcoming Congress will encourage local growers to further improve their production and marketing systems. (GEM)

Franchise guidelines out soon

http://www.sunstar.com.ph/cebu/franchise-guidelines-out-soon

Friday, July 30, 2010

WITH the franchising industry growing every year, the Department of Trade and Industry (DTI) together with franchising associations will release a set of guidelines for franchising by the end of the year.

The guidelines will provide ideas on what franchisees need to know before investing and making sure that the franchisers do not dupe them and on how franchisers should deal with potential clients.

“The Philippine Franchise Association (PFA), Association of Filipino Franchisers Inc. (Affi) and the Filipino International Franchise Association (Fifa) are working out with DTI to curb scammers in the franchising industry starting with the set of guidelines,” franchise consultant Rudolf Kotik said.

He said this is a good move by the government to regulate businesses to avoid unscrupulous franchisers.

Kotik, founder of RK Franchise Consultancy, has developed more than 350 Filipino companies into franchise systems, such as Thirsty, Handuraw Pizza, Mooon Café, Tita Gwapa, Acebedo Optical, Ruiz Derma and Spa.

“Franchising creates opportunities for business ownership and personal wealth for individuals interested in growing their own business. It helps people to be their own boss and operate their own business,” he said.

To provide a venue for potential franchisees to meet legitimate franchisers, RK together with Fifa will hold the Cebu Franchise Exhibit on August 27-29 at Parkmall Atrium West. Thirty exhibitors from Davao, Butuan, Dipolog, Iloilo and Cebu will
display their franchise opportunities.

“This year, we will have the exhibit rather than the usual franchise expo we organized to cut down on costs. The number of exhibitors this year is lower than the past franchise expo which had 78 exhibitors last year,” Kotik said.

here's some good news....

[/B]Goldilocks bakeshop chain to open 40 branches, Pangasinan processing plant this year

THE GOLDILOCKS bakeshop chain wants to put up 40 stores to end the year with nearly 350 branches nationwide, a company official said.

A new manufacturing plant will start operations this year to tap more markets in Northern Luzon through franchising and “organic growth.”

“For this year, our target is to open 40 stores...[for the first half] more than one-half of that were opened,” Lin E. Deres, franchise relations manager of Goldilocks Bakeshop, Inc., said in a recent interview.

Goldilocks has 303 stores nationwide, about 80% of which are in Luzon. The chain opened about 40 stores last year.

Under the expansion program, the number of new company-owned and franchised stores should be equal, through a combination of bakeshop and full-restaurant outlets, Ms. Deres said.

“Consumers do not feel so restricted in terms of spending now,” Ms. Deres noted.

Two options are available for franchisees: a bakeshop or a full restaurant that includes a bakeshop. Franchisees need to invest P6 million to P8 million for a bakeshop, including the P800,000 franchise fee. The investment is P10 million to P13 million for full stores, including the P1.2-million franchise fee.

Goldilocks will start operations in a new food processing plant in Northern Luzon. “We are opening a new plant in [the municipality of] Rosales in Pangasinan. That opens markets of opportunity in the north,” Ms. Deres said.

Goldilocks produces cakes and delicacies in processing plants in Mandaluyong, Cabuyao in Laguna, Davao, Iloilo, and Cebu.

“We need to open a plant because of our processes. We do everything inside, we bake all products at the plant level,” she said.

“We are also looking at better sites in Visayas and Mindanao,” she said, referring to cities like Pagadian in Zamboanga del Sur and Butuan in Agusan del Norte.

Meanwhile, new product offerings like sugar-free cakes and “Health Tinapays” will expand the market of Goldilocks, she added.

Early this year, Goldilocks encountered problems due to the retrenchment of striking workers. But Ms. Deres said the issue had been settled.

The chain was established in 1966. In 1976, a branch opened in Los Angeles, California. Goldilocks now has 19 stores in the United States, including San Francisco, Sacramento, San Diego, and Las Vegas. It also has outlets in Thailand, Singapore and Hong Kong.

NGOs launch biodiversity study to save Agusan Mash

By Tarra Quismundo

Filed Under: Environmental Issues, Pollution, Mining and quarrying

MANILA, Philippines—It's a marshland surrounded by both mystique and alarming human activity, where tales of seven-meter crocodiles, pythons as big as tree trunks and exotic flower species are as real as stories of indiscriminate logging and invasive mining.

But much is yet unknown about the Agusan Marsh, the sprawling flood plain at the Agusan River Basin that conservationists say is now threatened by abuse and enterprise, from small- to commercial-scale logging and water runoff from mining operations in Compostela Valley's Mt. Diwalwal.

A London-based NGO has partnered with local organizations to launch a comprehensive study of biodiversity and threats to flora and fauna within the 44,000-hectare protected area—the first attempt to put together extensive baseline data about the marsh.

“This study we have in mind is not something like many research projects that gathers dust in libraries, in headquarters of organizations but it's research that can be used by the community, by all the stakeholders, that's actionable,” said marine scientiest Jurgenne Primavera, a Butuanon and conservationist recognized by Time Magazine as a Hero of the Environment in 2008.

Primavera is working with the Haribon Foundation, the Butuan Global Forum (BGF) and the Zoological Society of London (ZSL) to jumpstart the ambitious study touted to catalog plant and animal species thriving within the marshland, declared a protected site in 1994 but still vulnerable to abuse.

The study also hopes to track down threats to the Agusan Marsh biodiversity, which Primavera said has one of the richest in the world. Besides endemic species, the marsh is known to provide winter habitat for birds from Japan and Siberia.

“The marsh itself is exploding in terms of the scale of what we don't know about it … It proves what an incredible place it is and we've only just touched the surface of what we need to know. The second thing is the scale of threats that are kind of exploding as well,” said Heather Koldewey, ZSL Senior Curator of Aquariums.

Koldewey has been traveling to the Philippines for the last 12 years to work with local organizations and scientists on conservation projects, among them Project Seahorse, an international marine conservation effort.

The idea is to bring together Filipino and international scientists in an integrated study of the Agusan Marsh to inform a conservation management plan for the area.

“One of the things we were talking about were the more integrated biodiversity assessment, a kind of hit squad of researchers who would spend time in the marsh and have bird people, fish people, frog people, bat people, tree people to do studies,” Koldewey said over a four-hour meeting with marsh conservationists on Monday.

Such study is critical in pushing for better enforcement of environmental regulations, said the groups, as they noted that logging by both locals and commercial firms have encroached in the protected area.

“Frameworks do exist and Philippine laws are quite progressive globally. The fact that when done right, it's all there, if you just followed the law then the problems of Agusan marsh will pretty much be solved in many ways. But it's implementation that's always the problem,” Koldewey said.

BGF president Laurice Guillen, renowned Butuan-born film director and, said such a study would eventually serve as the literature of reference in policy-making in relation to the marsh.
“I mean any funding that we have, any policy decision that have to be made as far as government is concerned will always be based on this baseline data,” she said.

BGF has pledged to provide thesis grants to local students about to undertake required research in related courses. Local researchers will also partner with international experts to facilitate knowledge transfer, Primavera said.

The coalition is set to put together a study proposal to be submitted to international organizations for funding organizations. If awarded a grant, the Agusan Marsh study may begin in the middle of next year, Koldewey said.

“The funding environment is tough at the moment, particularly with European countries. But we'd hoped we'd be looking to start in the middle of next year, all being successful. That's in the best situation,” she said.

Don't you worry guys, road repairs & rehabilitation will be the Mayor's infra project baya for this year, remember?

Mega Projects Inherited by Amante Administration will Continue

(striker_jem)

maayong buntag, BXU!

looking at your food and resto posts make me want to go to BXU now. last visit was in 2004 and i stayed in the Libertad area hosted by the Parinas family. and ate at this cafe that served good cakes- it was located along the main road, and at this restaurant in a hotel that offered lunch buffet.

P101-M infrastructure projects soon to be completed in Agusan del Sur

Patin-Ay, Prosperidad, Agusan del Sur (3 August) -- Economic activities continue to spur in this landlocked province of Agusan del Sur in Northeastern Mindanao (Caraga region) as vital infrastructure projects amounting to P101 million are set to be completed before the end of the year, public works officials reported Thursday.

Once completed, these key infrastructure projects will connect to other provinces in the region and agricultural products and other industries will be easily transported to the market.

Scheduled to be completed are the ongoing construction of the Patin-ay bridge in this capital town of the province, the concreting of the Cuevas (Agusan del Sur)- Bislig City (Surigao del Sur) road, and the concreting of the Pianing-Padiay road.

"All these on-going projects are ahead of schedule and hitting its timeline completion," said Agusan del Sur Department of Public Works and Highways (DPWH)-District Engineering Office (DEO) District Engineer Jim Bernat.

Added to the burgeoning economic activity in the province is the completed rehabilitation/repair of the P48 million Tabon-Tabon Section and P35-million road construction/rehabilitation and repair of Tabon-Tabon Section, all of the same province.

Another ongoing vital infrastructure project is the construction, rehabilitation/repair of P115-million Wawa bridge in Sibagat town of this same province.

Meanwhile, DPWH Region 13 Regional Director Dr. Evelyn T. Barroso said all ongoing construction of presidential directives and pump priming projects are ahead of schedule and setting on its timeline of completion.

Director Barroso added that full economic activity in the Caraga region is already being noted following the completion of a total of P4.74 billion worth of infrastructure projects spread all over Caraga region.

The region's DPWH chief also cited 216 road projects and seven bridges totaling 63.519 lineal kilometers were completed to include the five road sections of Surigao-Davao Coastal Road Project; the Dinagat Island Road Network's San Jose, Loreto and Dinagat sections and the construction of Hawilihan-Salug-Sinakungan Road Bolo-Sinakungan section at Esperanza, Agusan Del Sur.

"These completed infrastructure projects already paved way to full economic development and also catered to the progress of agricultural business sectors in this part of Mindanao," Barroso further said. (muc/PIA-Caraga)

Dont get your hopes up just yet. From what I heard, the plan for a Robinsons in Butuan is on hold.Studies show that unlike the one in Tacloban and Dumaguete, it wont be as successful as they hoped They are instead concentrating on rehabilitating Robinsons Galleria, Robinsons Place Manila and Robinsons Place Bacolod. For new malls, the ones for construction are full service malls in Pangasinan and Palawan, expansion of Robinsons Taclobanas well as the future "special" malls in Cebu and in Quezon City. In Mindanao Robinsons projects are in the Ayala Mall Davao as well as the Robinsons Supermarket in Pagadian. From what my friend who works for Robinsons told me, those are the planned cities..I heard Zamboanga but im not sure if its the one in Pagadian or if there is a plan for a full service mall in Zamboanga City. No mention as to when the Butuan proposal will be reincluded in their plans though

that's bad.. but my own opinion, i think building a new mall in butuan is still not feasible. People in butuan doesn't have that much disposable income. Malls don't really contribute in the city economically, it would just drain the money out of the city. What do we really need for now are BPO's
