Butuan City (21 September) -- The Social Security System (SSS), Butuan Branch through its branch manager Raine Jamero, officially launched this morning, September 21, the SSS Supplementary Feeding Program at Mahay Elementary School, Brgy. Mahay, this city with the presence of Commissioner Jose Sonny Matula, Mayor Ferdinand Amante, Jr., and representatives of the Department of Education (DepEd).
Prior to the launching, said officials and representatives signed a memorandum of understanding for the conduct of the feeding program.
In an earlier statement, Jamero said the feeding program will be conducted three times a week for two months to 129 children-beneficiaries from the said school.
The SSS Supplementary Feeding Program is part of SSS' corporate social responsibility thrust. Since 2008, SSS has allotted funds to be utilized for the supplementary feeding of undernourished school children.
For 2010, by virtue of SSC Resolution No. 358-s. 2010, SSS has allotted P4.5 million for the said program. To date, 68 public schools and institutions and 5,444 school children have already benefited from the program. (PIA-Caraga)

I've been posting this thread a week ago, nag baback read ako, i was surprised na ang daming development around the city. Ang magandang tulay ang naging centro sa attraction ngaun sa city. Sana tuloy tuloy na yang RLC para mas lalong sumaya ang mga taga Butuan.

balangai September 22nd, 2010, 01:20 PM Nabalitaan ko rin ang status ng Bayugan, Cabadbaran at Tandag. Hindi naman talaga to qualified kahit baliktarin man ang mundo. Pero sa nangyari, naging mas develop tuloy ang lugar tulad ng Cabadbaran at Bayugan, biglang nag sulputan mga developments nila. Isa na dyan ang magandang Gym, at rehabilitation ng Municipal Hall, at iba pa, at ang new bus terminal ng Cabadbaran at municipal hall nila na maganda. Alam ko na magiging dadami ang projects sa mga lugar na'to kse mag poporsige talaga sila na ma comply ang requirements ng paging city.

THE fastfood known for its “Finger lickin’ good” slogan will once again be seen at Limketkai Center as Kentucky Fried Chicken, more popularly known as KFC, has re-opened starting Sunday, April 18.
Ms. Airah Bonnet B. Seno, restaurant general manager, said the Limketkai branch was closed last month for renovation in their effort to provide their clients with a more comfortable dining experience.

The newly refurbished KFC branch still offers the same great-tasting chicken cooked using breading flour made with 11 secret herbs and spices in original and hot and crispy flavors.
Seno said starting April 10, KFC now offers two more flavors of its mouth watering Krushers – Mango Yogurt and Rocky Road. This is in addition to the present Strawberry Banana, Strawberry, Mocha Krunch, Caramel Krunch, Cookies and Cream, and Mixed Berries flavors.
But Seno said the Mixed Berries flavors – a combination of strawberry and blueberry – would soon be phased out due to “supply problems.”
Aside from the Krushers and the chicken that KFC has been known for, also available are the new creamy tomato and chewy cheese, crispy fries, twister, pasta bowl, tortilla bread, and other delectable food that would surely answer every person’s gastronomic cravings.
KFC Limketkai branch opened in 2000 as its first location at the site where the National Bookstore now stands but later transferred to a more convenient area, still within the Center.
An international company, KFC Philippines is owned by the Agustines family with over 200 company-owned branches nationwide.
In Cagayan de Oro, KFC has two branches – in Limketkai and SM City. But Seno said the company plans to open another branch in Divisoria in the third quarter of this year.
“We will also open two more branches in Butuan City and Iligan City within this year,” she said.
Aside from the Cagayan de Oro outlets, there are three KFC branches in Davao, two in Zamboanga and one in General Santos City.
Being a company serving 100 percent chicken, Seno said KFC blends well with the culture of the Muslims and Maranaos.
“We don’t serve pork. Only chicken and beef,” she said.
With the presence of a lot of fastfood chains in the country, she said KFC is still a come-on among diners owing to the company’s consistent quality service and friendly crew.
This, she said, has what made KFC shines among the rest.

The construction of the provincial hospital is part of the 2008-2012 Province-wide Investment Plan for Health (PIPH) in pursuing areas of reforms that are supportive of improving health condition in the province.
The technical working group of PIPH is under the supervision of Gov. Erlpe John Amante.
PIPH is designed and packaged consistent with the four reform areas of the Health Sector Reform Agenda (HSRA) in the Formula One framework, namely: Service Delivery, Health Regulation, Health Care Financing and Governance.
One of the interventions in the delivery of improved and quality health care services is through upgrading the provincial hospital in terms of infrastructure and equipment.
The construction of the new 200-bed health facility will follow the Department of Health (DoH) standards and specifications.
Based on the plan, the construction of the hospital is divided into four phases: Phase 1 – Php 20 million, Phase 2 – Php 30 million, Phase 3 Php 20 million and Phase 4 Php 30 million.
Phase 1 which is to start before the end of the year at Barangay Libertad here, is being funded by the DoH and will serve as Comprehensive Emergency Maternal Obstetric Neonatal Care (CEMONC).
The CEMONC facility is a 2-storey building comprising 6 private rooms and a 2 ten-bed capacity wards for the first floor and operating room and delivery room complexes plus a 32-bed OB-GYNE wards at the second floor, all with new sink and comfort rooms per ward, it was gathered .
In another development, health practitioners of the provincial hospital and the 11 municipalities of the province pledged commitment to adopt, implement and fully support the 2-way referral system of the Provincial Health Office (PHO), it was also learned Wednesday.
The 2-way referral system seeks to have total recovery of all patients by operating a procedure of referrals that obligates medical practitioners to treat patients regardless of financial status starting from the barangay level to the Agusan del Norte provincial hospital.
Gov. Amante was overwhelmed with this development in the province’s health system and expects every health personnel to carry out their oath of commitment with utmost dedication.
Under the said system, its operational framework works by levels. Depending upon a patient’s medical case, referrals will be between the barangay health station, rural health unit, the municipal/district hospital, the provincial hospital or up to the regional medical center, ensuring the patient’s prompt attention.

P1.3B for river rehab spent in polls, says Drilon

MANILA, Philippines—A group of rivers located in eight provinces in Luzon and the Visayas received a whopping P1.3 billion for rehabilitation from the past administration.
Unfortunately, the amount spent for “de-silting and dredging” supposedly ended up being used for the May elections this year, according to Senator Franklin Drilon, chairman of the finance committee.
“To me, this was clearly used in the elections,” he said in a press conference after the committee hearing on the proposed 2011 budget of the Department of Environment and Natural Resources.
Asked if he had evidence to support the allegation, he replied: “The circumstantial evidence in law is there. There is reason to believe that it was not used for the purpose intended.”
Drilon pointed out that the entire amount was released in just eight days, from February 18 to 26 this year, or some three months before the elections. He said the amount was contained in separate special allotment release orders.
Among the eight provinces that benefited from what the senator described as “unusual releases” was Pampanga, home province of former President Gloria Macapagal-Arroyo.
Pampanga received a total of P62.5 million for the rehabilitation of seven rivers there. The fund for Pampanga was actually the smallest among the eight provinces, according to the “Summary of Releases for Congressional Initiatives” for 2010.
The other provinces were Romblon (P370 million), Albay (P302 million), Tacloban City in Leyte (P160 million), Antique (P145 million), Biliran (P120 million), Butuan City in Agusan del Norte (P80 million), and Catanduanes (P80 million).
A total of 70 rivers in these eight provinces reportedly benefited from the fund release, according to the document made available by Drilon.
“We will go deeper into this,” he said. “We will find out who are responsible for this.”
Because of the P1.3-billion fund release, the senator said his committee would closely monitor the planned dredging of the Laguna Lake, which has an allocation of P18.5 billion.

The first branch of Go Hotels is located at the fifth and sixth floors of Robinsons Cybergate Plaza along EDSA in Mandaluyong City.
MANILA, Philippines - What can P400 buy these days? A new pair of shoes, maybe, or the latest paperback bestseller. There are a number of possibilities, but a night’s stay at a decent hotel may not be one of them — until now.
Imagine an air-conditioned room, with a 22-inch LCD television, and free wireless Internet access for only P388 a night. It’s a dream made a reality by Go Hotels.
Dubbed the first chain of value hotels in the Philippines, Go Hotels has a variable pricing scheme much like Cebu Pacific’s budget fares. With this system, booking early will result in a lower rate for a room, while walk-ins will be charged a higher fee.
Guests have four breakfast options: (clockwise, from top left) Go Fish (boneless bangus with rice and egg), Go Healthy (yogurt, cereals and fruits), Go Pinoy (beef tapa with rice and egg), and Go West (ham, egg and cheese with fries).

What the hotel does provide is a one-use sachet of shampoo, a tiny one-use bar of soap, two bath towels, and a choice between chiropractic-contoured pillows and hypoallergenic fiber-filled pillows, said Liz Gregorio, general manager of Go Hotels.
She added that every yellow and green-themed room has either twin beds or one queen-sized bed. Rooms also have a desk, and both a rainshower and handheld showerhead. Chairs come with the desk in rooms with a queen-sized bed.
Each Go Hotels’ room is equipped with quality bed with choice of hypoallergenic fiber-filled pillows or chiropractic-contoured pillows and offers Wi-Fi and use of safety de-posit box.

MANILA, Philippines - What can P400 buy these days? A new pair of shoes, maybe, or the latest paperback bestseller. There are a number of possibilities, but a night’s stay at a decent hotel may not be one of them — until now.
Imagine an air-conditioned room, with a 22-inch LCD television, and free wireless Internet access for only P388 a night. It’s a dream made a reality by Go Hotels.
Dubbed the first chain of value hotels in the Philippines, Go Hotels has a variable pricing scheme much like Cebu Pacific’s budget fares. With this system, booking early will result in a lower rate for a room, while walk-ins will be charged a higher fee.
Guests have four breakfast options: (clockwise, from top left) Go Fish (boneless bangus with rice and egg), Go Healthy (yogurt, cereals and fruits), Go Pinoy (beef tapa with rice and egg), and Go West (ham, egg and cheese with fries).
Early bookings can be charged as low as P388, while walk-ins can be charged as much as P1,888 for an overnight stay.
“What we have done is to give you everything that is important to a traveler and excluded everything that you hate or that you don’t really need — for example, the mini-bar that you don’t even touch anyway. We don’t provide you with extra extras that you have to pay for, but you don’t really need,” said Frederick Go, president of Robinsons Land Corp., at the grand launch of Go Hotels last Sept. 3.
Go Hotels has no frills. No mini-bar, no room service, and no bottles of shampoo. There is no telephone, but there is an intercom in every room.
What the hotel does provide is a one-use sachet of shampoo, a tiny one-use bar of soap, two bath towels, and a choice between chiropractic-contoured pillows and hypoallergenic fiber-filled pillows, said Liz Gregorio, general manager of Go Hotels.
She added that every yellow and green-themed room has either twin beds or one queen-sized bed. Rooms also have a desk, and both a rainshower and handheld showerhead. Chairs come with the desk in rooms with a queen-sized bed.
Each Go Hotels’ room is equipped with quality bed with choice of hypoallergenic fiber-filled pillows or chiropractic-contoured pillows and offers Wi-Fi and use of safety de-posit box.

some urinals have integrated P - traps but with new technology urinals used here in Ayala and SM Cebu are of waterless type, meaning do not use or flush water after urinating. Jolibee are also using waterless urinals.

Maintenance is quite important here. It means nga naa gyud mosunod nga tiglimpyo assigned sa urinal. Actually odor is caused when urine got in contact with water. Falcon and HCG are major suppliers of water urinals here in the Philippines. The old urinals in SM and Ayala here in Cebu was detached ug gipulihan sa waterless urinal.

CAMP RAFAEL RODRIGUEZ, Butuan City – Newly installed Police Regional Director Chief Supt. Reynaldo Serrano Rafal admitted on Thursday there is no Special Weapons and Tactics team in Caraga region and vowed to create one.
In a press conference after he was sworn into office, Rafal also explained the importance of creating a SWAT unit, citing lessons learned from the bungled Manila hostage crisis on August 23.
A former Director for Philippine National Police (PNP) Logistics and Supply Office in Camp Crame, Rafal claimed one of his priority projects for Caraga Police Regional Office was for retooling and retraining of all smaller police units in the region
“We also have to increase competence and upgrade skills and capabilities of our policemen in different municipal police stations in the region as this is one of the components of the Integrated Transformation program of the PNP," Rafal said.
Rafal added that under directives of the new PNP Chief Deputy Director General Raul Bacalzo, policemen in the field are expected to deliver good service to the people and to be courteous always.
He said that aside from the creation of a SWAT team, there is also a need to form and train a crisis management unit that will handle conflict management analysis, crowd dispersal system, and deal with the media.
Rafal cited the successful handling of two hostage-taking incidents in the region under the previous police administration.
But critics claimed that while it is true that all hostages in two hostage incidents cited by Rafal were released, authorities allegedly used “trickery," promising hostage-takers they will not be charged and all criminal cases they faced would be dropped.
They also claimed that after releasing all hostages, the hostage-takers were arrested, and all promises made through an official agreement signed by top police, military and civilian officials were not followed.
But authorities claimed the releases of hostages, most of them children, in the two incidents that happened last year In Sibagat and Prosperidad towns in Agusan del Sur, were their shining accomplishments.

Butuan City (23 September) -- Twenty nine masseuses, who marched for graduation this 18th day of September 2010 at the Barangay Youth Center here, became upbeat and optimistic of the bounties that could be theirs because benefactors and development facilitators such as the Barangay Local Government Unit (BLGU), PANGKALAMBUAN and other government agencies are providing them with a helping hand and a ray of hope for a sustainable tomorrow.
Hon. Higinio S. Castañares, Brgy. Captain here, announced that the BLGU council has already approved in principle a commitment of PhP15,000.00 as a startup fund support for their collective livelihood venture. He likewise offered and designated one room of the Center, alternately used as an office of the Barangay Health Unit, to rev up their proclivity and inclination for practicing their new-found trade, which is body massage.
He was of the belief that it is better to "teach a man how to fish, so that he will be able to feed himself for a lifetime." That's why he deemed that their trade, acquired through Alternative Learning System (ALS), is a good leverage for them to raise additional income for their family. He further suggested that they should organize themselves into a group so that at the bottom line the initial gains they have might be sustained.
Ana P. Lasco, Education Supervisor I of the Department of Education ? Butuan City District, urged the graduates in her remarks that "you should start with your family. And if you have mastered it, you can radiate to the community where many needs your services."
In consonance, TESDA came into the picture, offering a lifeline in terms of facilitating the group's inclination to be organized, even to the point of helping them acquire a legal personality, so that they can transact business officially, not simply in a clandestine manner.
Mr. Gervacio C. Dauz, Jr., Special Projects Focal Person who represented Provincial Director Leo Velez during the affair, said that "without legal personality, you will appear to be simply an informal group, which in a worse- case scenario can be sued easily by existing massage parlors which got a license to operate. To parry that, we shall therefore try to organize you into an association with legal personality."
In order to realize their desire, Mr. Dauz oriented them with the requirements and walked them through the means and manner of attaining or achieving a legal personality. Because of the guidance, the massage group resolved that they would apply for registration as soon as possible.
PANGKALAMBUAN and the World Vision Development Foundation, Inc supported the massage group throughout the training period and had even provided them with a start up kits individually containing large towel, face towel, baby powder, alcohol, lotion, and massage oil in order for them to ply their trade.
World Vision, which is their main benefactor, envisions them to become self-reliant and sustainable so that they can support themselves through thick and thin by the time it withdraws in year 2013.
Ms. Leonora Missiona, facilitator of the massage skills training and also a nationally certified masahista through the PGS Scholarship, became the interim President of the group for purposes of registering them. She was thankful of the intervention and expressed that "without TESDA helping us with the plan to be registered, we might be groping in the dark after our graduation.'

As an icing to the cake, he divulged that under the program each participant will be provided with free tools and uniform, allowance, and bags of cement for training purposes.
His primal request though from the participants was for them to really give their best in order that they will improve their skills and acquire a national certification that they can use to apply for work both here and abroad. "Comes a time," he foresaw, "that you can no longer practice your trade without a national certification."
As a post-training support, he urged the participants to be organized, so that they can easily be found, tapped, and recommended for existing jobs.
Regional Director Florencio F. Sunico, Jr. of TESDA Caraga Region waxed ecstatic in behalf of his agency because the training program has been going on for the 8th time already and even beyond. "Our unflinching hope," he mused, "is that the industry would continue with this kind of arrangement because they know best what's good for them. This preferred mode, which is industry-based, is commendable and the prospect of landing a job is bright for our skilled workers."
Signing of the Memorandum of Agreement between and among PACEMCO, the Provincial Government, and TESDA followed suit to galvanize continuing partnership.
Afterwards, Engr. Glenn G. Zerda of PACEMCO oriented the participants on what to expect during the six-day training, a greater part of which would be the acquisition of core competencies like hollow block laying, plastering, and baluster laying. Statistics-wise, he showed that their program as of 20th day of September 2010 had already 223 graduates, wherein 154 of whom were assessed and only 135 successfully acquired the national certification status.
As for regional work opportunity, he shared that the Taganito Mining Corp. in partnership with the Sumitomo Metal Mining Co., Ltd. urgently need an initial 5,000 workers for the $1.0 Billion High Pressure Acid Leach Nickel Plant in Claver, Surigao dle Norte. PACEMCO, he twinkled, was given the arrangement to recommend workers, particularly masons, for the construction of their bunkhouses, staff houses, administration building, hospital, etc.
Hon. Loreto Maragañas, Sangguniang Panlalawigan Member, pointed out that "organizing the group into an association with legal personality is on the right track so that we, from the Provincial Government, can help you" through allocation of resources.
"The standard that we have," said Leo V. Velez, TESDA Provincial Director, "is a result of consultation with the industry. Our job then is to qualify and certify workers such as you as a matter of standardizing the practice of your trade." Butuan City (23 September) -- In an unprecedented move, Hon. Ferdinand Amante, Jr., City Mayor here, attended the Butuan City Micro, Small, and Medium Enterprise Development (MSMED) Council session this 21st day of September 2010 at the SME Center, DTI-Agusan del Norte Provincial Office and was eventually inducted into office by DTI Provincial Officer Gay A. Tidalgo as co-chair of the said body, which is composed of representatives from government line agencies, city government unit, and the private sector.
His presence infused needed moral support and spurred upbeat projections for the future of Butuan MSMED Council as per sentiment from those present and augured well for Chairperson Eufroceles D. Udarbe, Sr., who noted that it was "the first time in history that the City Mayor of Butuan has graced our meeting."
Tackled during the meeting was the legal basis of the existence of the body under Republic Act 9501, which is "An act to promote entrepreneurship... " amending for the purpose the previous act known as R.A. 6977.
As reflected in Section 7 of R.A. 9501, the creation of MSMED Council is mandated to effectively spur the growth and development of MSMEs; to carry out policies to strengthen the promotion and assistance to MSMEs; and to provide an institutionalized venue for public-private sector dialogue on policy issues and action programs affecting MSMEs.
Mr. Winston A. Guillen, representing the United Furniture Makers Multi-Purpose Cooperative, put emphasis during the meeting about the need to advocate Results-Based Management (RBM), which is about measuring the relevance and success rate of an agency or organization not merely on the basis of its activities and output, but on the more primal level, which is about outcome and impact.
He pointed out that a lot of agencies confuse and even equate activity with productivity, which should not be the case.
Finding sense and credence in his remarks, the body unanimously agreed and approved the need to drumbeat the gospel of RBM in order that there will be a common perspective for measuring success. Even Mayor Amante decided to give the emerging assessment gospel a chance to be tried in his sphere of influence and assigned DTI to facilitate the conduct of it.
Tackled also during the meeting were the MSMED Council's powers, duties and functions, to wit: (a) Policy formulation; (b) Program advocacy; and (c) Program coordination and integration.
At the operational level, Ms. Tidalgo, DTI Provincial Officer, pointed out that currently the MSMED Council's Center or nerve center of operation is still lodge at the DTI Office. But she implored that it should technically be under the independent care and management of the private sector.
In a related development, she divulged that the MSMED Council will be looking forward to a wider and more comfortable space, where it can display products, conduct conference, and put up office for purposes of pushing the agenda of MSMEs in Butuan City.
Ms. Vivian Otaza of the Caraga Travel Links egged Mayor Amante to assign a space to be converted into a Tourism Assistance Center in order to improve the climate for attracting and engaging tourists not only in the city, which is considered to be the regional seat, but in the entire Caraga Region as well.
Mr. Egmidio Tidalgo, Jr., representing the Micro Entrepreneurs Club, was voted and also inducted into office as the new Public Information Officer of the Council.
Mr. Gervacio C. Dauz, Jr of TESDA Agusan del Norte likewise pushed the idea wherein the city government can have its cake and eat it too. He was referring to the adoption and implementation of national certification (NC) for Driving, which is not only an adjunct to the tourism industry, but cuts across the gamut of transport services and societal mobility. To operationalize the idea, the city government, he argued, can offer NC II Driving Course in its Butuan City Manpower Training Center through legislation. As a follow through, it can further set up an Assessment Center for purposes of gauging the skills of the drivers. And if they pass the hurdle, they will be awarded with a national certification by TESDA, which is "legal tender" both locally and abroad.
If adopted and implemented, it can mean generation of additional funds for the city government and at the same time improving the standard of doing things as well as expanding the opportunity of alleviating poverty through self or wage employment either here or abroad.
Enshrined in Section 22 of Republic Act No. 7796 or commonly known as the TESDA Act is the mandate for TESDA to establish national occupational skill standards. Hence, the Authority shall develop and implement a certification and accreditation program in which private industry group and trade associations are accredited to conduct approved trade tests, and the local government units to promote such trade testing activities in their respective areas in accordance with the guidelines to be set by the Authority.
Mayor Amante, in consonance with other members of the Council, became optimistic that the idea raised was not only doable but sustainable as well. As a vote of confidence, he even went on to disclose his preference for technical education and skills development: "I am shifting my administration's scholarship priorities from baccalaureate degrees to vocational training."

The tractor grant is part of the institutional agreement between CSU and DA to jointly promote the corn and cassava industry in the Caraga Region. The university hopes to achieve more in the area of instruction, research, extension and income-generation using the equipment.
The Caraga State University is a long-time partner of the Department of Agriculture in the delivery of its programs, basically in providing technology and information to the various stakeholders in the agriculture sector. The two institutions just completed a joint project on corn with funding from the Taiwan Council of Agriculture (COA) and Rural Development Foundation (RDF), with the coordination of the Manila Economic and Cultural Office (MECO). This previous collaboration generates new projects and linkages which are helpful to the university in its effort to provide services to its clientele and thereby addressing its mandate.
The university likewise received 2 thoroughbred Brahman bull and 1 Boehr buck from DA. The pure-bred livestocks are intended to sire offspring that would augment the existing herd in the university and for dissemination to areas identified by the Office of the Vice President for Research and Extension (OVPRE) as recipients in the cattle dispersal program

Cembrano is also strongly proposing to have a good road network going to “Tagulahi water falls,” construction of other structures in the area and construct a bridge at Purok 5 in Barangay Antongalon that will connect this city to the said waterfalls.
“We have to develop this falls, into two – one for the adult and the other for the children, where everybody can feel the breeze of fresh water from the mountains,” said Cembrano.
“Tagulahi waterfalls” is located at the foot of Mount Diwata range, connecting the highest Mount Ilong-Ilong in the northeastern part of the region.
“I know that when tourists reach this scenic-environment perimeter of Tagulahi water falls, they will appreciate the area,” added Cembrano.
Aside from developing the falls, Cembrano is also eyeing to develop the Agusan River – the biggest and longest river in Mindanao.
A cruise along the river will reveal so much of this city’s history, culture, art and people.
As a tribute to the patroness of the Agusan River – Señora Sta. Ana – the Abayan Festival was born which is a daylong celebration of baroto races and fluvial procession along the river, added Cembrano, who also chairs the Committee on Good Government on Human Settlements and Land Use.

Australian Deputy Ambassador Andrew Byrne was the guest of honor and speaker during the opening of 16th Siargao International Surfing Cup. He was accompanied by Minister Councelor Titon Mitra of the Australian Embassy in Manila, said Surigao del Norte solon Rep. Francisco T. Matugas (1st District, Surigao del Norte).
Surigao del Norte Gov. Sol F. Matugas said that close to 100 world-class and rated surfers registered in the weeklong international competition.
The event is part of the month-long festivity in the island dubbed as the 1st Siargao Surfing Festival with its theme: "Kabibo 2010."
Aside from the world surfing cup, other activities also commence which include : The 1st Gov. Sol Matugas Open Beach Volleyball Challenge, Agri-Aqua Trade Fair, Best Municipal Booth, Kabibo Hip-hop Dance Competition, Photo-shoot Competition and Nightly Yugyugan Open Party at the town’s boulevard sponsored by San Miguel Beer.
With all these series of activities, Gov. Matugas is hopeful that the local tourism industry cannot only bring prestige but most importantly, create jobs to the locals and hopefully achieve quality life and at the same time help boost the economy of the province.

P1.3B for river rehab spent in polls, says Drilon

MANILA, Philippines—A group of rivers located in eight provinces in Luzon and the Visayas received a whopping P1.3 billion for rehabilitation from the past administration.
Unfortunately, the amount spent for “de-silting and dredging” supposedly ended up being used for the May elections this year, according to Senator Franklin Drilon, chairman of the finance committee.
“To me, this was clearly used in the elections,” he said in a press conference after the committee hearing on the proposed 2011 budget of the Department of Environment and Natural Resources.
Asked if he had evidence to support the allegation, he replied: “The circumstantial evidence in law is there. There is reason to believe that it was not used for the purpose intended.”
Drilon pointed out that the entire amount was released in just eight days, from February 18 to 26 this year, or some three months before the elections. He said the amount was contained in separate special allotment release orders.
Among the eight provinces that benefited from what the senator described as “unusual releases” was Pampanga, home province of former President Gloria Macapagal-Arroyo.
Pampanga received a total of P62.5 million for the rehabilitation of seven rivers there. The fund for Pampanga was actually the smallest among the eight provinces, according to the “Summary of Releases for Congressional Initiatives” for 2010.
The other provinces were Romblon (P370 million), Albay (P302 million), Tacloban City in Leyte (P160 million), Antique (P145 million), Biliran (P120 million), Butuan City in Agusan del Norte (P80 million), and Catanduanes (P80 million).
A total of 70 rivers in these eight provinces reportedly benefited from the fund release, according to the document made available by Drilon.
“We will go deeper into this,” he said. “We will find out who are responsible for this.”
Because of the P1.3-billion fund release, the senator said his committee would closely monitor the planned dredging of the Laguna Lake, which has an allocation of P18.5 billion.
BUTUAN CITY, Philippines – In its effort to attain an efficient and effective delivery of basic health services to their constituents, the provincial government of Agusan del Norte is eyeing to build a Php 100 million provincial hospital at this region’s capital city, it was learned Wednesday.
The construction of the provincial hospital is part of the 2008-2012 Province-wide Investment Plan for Health (PIPH) in pursuing areas of reforms that are supportive of improving health condition in the province.
The technical working group of PIPH is under the supervision of Gov. Erlpe John Amante.
PIPH is designed and packaged consistent with the four reform areas of the Health Sector Reform Agenda (HSRA) in the Formula One framework, namely: Service Delivery, Health Regulation, Health Care Financing and Governance.
One of the interventions in the delivery of improved and quality health care services is through upgrading the provincial hospital in terms of infrastructure and equipment.
The construction of the new 200-bed health facility will follow the Department of Health (DoH) standards and specifications.
Based on the plan, the construction of the hospital is divided into four phases: Phase 1 – Php 20 million, Phase 2 – Php 30 million, Phase 3 Php 20 million and Phase 4 Php 30 million.
Phase 1 which is to start before the end of the year at Barangay Libertad here, is being funded by the DoH and will serve as Comprehensive Emergency Maternal Obstetric Neonatal Care (CEMONC).
The CEMONC facility is a 2-storey building comprising 6 private rooms and a 2 ten-bed capacity wards for the first floor and operating room and delivery room complexes plus a 32-bed OB-GYNE wards at the second floor, all with new sink and comfort rooms per ward, it was gathered .
In another development, health practitioners of the provincial hospital and the 11 municipalities of the province pledged commitment to adopt, implement and fully support the 2-way referral system of the Provincial Health Office (PHO), it was also learned Wednesday.
The 2-way referral system seeks to have total recovery of all patients by operating a procedure of referrals that obligates medical practitioners to treat patients regardless of financial status starting from the barangay level to the Agusan del Norte provincial hospital.
Gov. Amante was overwhelmed with this development in the province’s health system and expects every health personnel to carry out their oath of commitment with utmost dedication.
Under the said system, its operational framework works by levels. Depending upon a patient’s medical case, referrals will be between the barangay health station, rural health unit, the municipal/district hospital, the provincial hospital or up to the regional medical center, ensuring the patient’s prompt attention.

Many, many residents in the Rosewood Subdivision (Villa Kananga) have complained in person to Emee Decerro and other staff at VCDU Realty about the low quality of workmanship. In particular, most of the houses at Rosewood have been constructed with very poor quality plumbing. The plastic water pipes used are of low quality and they are usually not properly glued together.
But when owners at Rosewood must call in a plumber to repair water leaks inside of beneath a new house, VCDU refuses to pay the cost of correcting their poor constuction. They just don't care!
Now VCDU is trying to sell houses in its newest subdivision at Villa Kananga, called Princess 4 - which is in the very early stages of construction.

Huh! A big firm then mogamit lang anang hinimo sa Mandaue ug Caloocan nga unbranded pvc pipes nga wala makapasar sa ASTM ug ISO Standards? Barato na man unta ang PPR kay grabe na kaayo ang pagdagsa diri sa Pilipinas. There are more that 60 brands of PPR in the Philippine market today. Unsaon kita na may gihimong dumping ground sa Italy ug China when it comes to PPR.

Anyway, what can the less-well-off residents of Rosewood subdivision do? Not that a tiny 41 sq m house (on a 120 sq m block) for P900,000 is exactly "housing for the poor"!!

Regarding Robinsons' Place, barangay officials disclosed that by mid November, ground works for the upcoming mall will commence.
Cafe Ynez and evnts Center is nearing completion....it shall be the city's better happening place in Libertad. The Butuan Manpower Training Center is also in full swing in construction activity

Sibagat, Agusan Del Sur (27 September) -- The residents of barangays San Vicente, Ilihan and Tag-oyango stressed their need for safe and potable water during the Mentoring Mechanism of the MDGF 1919 Water and Sanitation project.
"Mas maayo pang wala'y pagkaon basta naa lang me tubig" said Ms. Aloha Tabi, a Manobo tribe resident of Tag-oyango. According to Ms. Tabi, water is preferred over food because it is the most essential element in sustaining life.
Majority of the barangays in Sibagat get their sources of water in tapstands which are usually placed kilometers away from their houses so they have to walk a mile before they can have their share of water. Usually it takes about two hours of walking before the residents can reach their water sources.
The MDGF 1919 Mentoring Mechanism was conducted to gather information on the water sources and water-service providers (WSPs) of the recipient-waterless municipalities. It was also aimed to assess the capacity building needs of WSPs which will enable them to improve their services to the community. The data gathered during the mentoring mechanism are essential for the conduct of capacity assessment component of the project.
It was found out during the mentoring mechanism that the Sibagat Water District lack the necessary trainings and capacity building interventions for its smooth operation. The "Godfather" technique was proposed during the mentoring mechanism. This technique sprouts from the "Big Brother" concept wherein well-established water districts or water service providers will conduct trainings to capacitate newly-established water districts.
Sibagat is considered a waterless municipality because more than 50% of its population have no access to clean, safe and potable water. The said municipality is fortunate enough to be a recipient of the MDGF 1919 project.
MDGF 1919: Enhancing Access to and Provision of Water Services with the Active Participation of the Poor is a joint programme of the United Nations, the Government of the Philippines and the Government of Spain designed to provide capacity building components to projects under the Presidents Priority Program on Water (P3W) to recipient-waterless municipalities. Butuan City (28 September) -- The Regional Offices of Department of the Interior and Local Government (DILG) and Department of Trade and Industry (DTI) in Region XIII jointly conducted a two-day workshop to streamline the current business permits and licensing processes in the local government units.
The Business Permits and Licensing System (BPLS) is aimed at unifying numerous forms, confusing steps, long waiting time and assorted signatories to "provide efficient delivery of services to the public by reducing bureaucratic red tape and preventing graft and corruptions" according to the DILG-DTI Joint Memorandum Circular No. 1 Series of 2010.
Held in Mainit Kasili Lakeside Resort on September 23 ? 24, 2010, participants from 10 LGUs namely Butuan City, Surigao City, Bislig City, Cabadbaran, Agusan del Norte; Bayugan and San Francisco of Agusan del Sur; Mainit, Tubod, Claver of Surigao del Norte; and Tandag, Surigao del Sur, as recipients of the project Strengthening Local Governments in the Philippines (SLGP) took their time analyzing existing processes in doing business at the local level and came up with the reduced number of steps encompassing with the standards set by the Anti-Red Tape Act or Republic Act 9458 which sets benchmarks for processing simple and complex government transactions.
"A very revolutionary piece of reforms in local taxation that will help improve the lifeblood of local economy to spur development". Butuan City (29 September) -- The Overseas Workers Welfare Administration (OWWA) of the Department of Labor and Employment (DOLE) is set to award the prestigious Model OFW Family of the Year on Tuesday, October 5, 2010 in one of the local convention centers here.
In a press statement, OWWA-Caraga OIC-Regional Director Dr. Marietta A. Lumawag said the annual award recognizes outstanding OFW families who have used the gains of working abroad in achieving success within their families, communities and the society at large.
All seventeen (17) regions of the country shall have 2 MOFYA winners each, one from the land-based category and the other from the sea-based. From these regional MOFYA winners, two (2) will emerged as national winners during the national awarding on December 2010. Two more special awards shall be conferred namely, Outstanding Achievement in Community Projects and in Entrepreneurship, respectively.
For last year's MOFYA National Search, OFW Emilio Belo and family of Baleno, Masbate emerged as winner in the sea-based category.

Butuan City (29 September) -- More than two hundred participants coming from the provinces all over Caraga region attended the one-day1st Caraga Regional Fruit Forum held in this city yesterday.
With this year's theme: "Enhancing The Crop, Sustaining the Growth and Establishing The Hub" the activity was attended by top officials from the Department of Agriculture Regional Field Office XIII led by RED Reinerio B. Belarmino, Jr., officials from the GEM USAID, city government represented by City Councilor Hon. Angelo Calo, chair of the City Council's Committee on Agriculture (who represented Butuan City Mayor Ferdinand M. Amante) as well as the representatives of the association of fruit planters, buyers, those who were involved in the production of food and fruit products and other stakeholders.
The first plenary session revolved on the topic "Caraga's Advantages, Opportunities and Challenges" under which, Ms. Lynn Parenas, Chief, Crops Division of DA Regional Office presented the "Caraga Fruit Industry Profile And Program Support." It was followed by another presentation of "Opportunities and Challenges of Caraga's Fruit Industry" by Ms. Ellen Lantican, from the GEM USAID. Another presentation of the GEM USAID on the topic "Mindanao Fruit Value Chain" was made by Mr. Arnold A. Dacula.
The second plenary session discussed the "Industry Updates and Marketing Opportunities for Caraga" with eight presenters from the various fruit-based industries and products here in the region. The under topics "Expansion Program On Banana" was presented by Mr. Manuel B. Uy, Manager, AMS Group of Companies, Cabadbaran, Agusan del Norte and Mr. Romeo Sacro, Manager of the Celebes Agricultural Corporation, Km. 3, Baan, Butuan City.
The presentations were continued during the afternoon sessions, where the sub-topics "Off Season Mango Production Guide" was presented by Mr. Benjamin D. Dalaguan ACC III, DA RFO XIII; "Marketing Opportunities for Mango and Other Fruits" by Mr. Rey Paraiso, Manila Fruit Buyer, "Production And Marketing Opportunities for Lanzones and Mangosteen" by Dr. Ismael Ellevaso, a Professor from Bayugan City; "Production and Marketing Opportunities on Papaya and Pineapple" by Mr. Francis Rivera, Manager, Papaya Operations, Del Monte, Philippines; Mr. Angelito Delanto, General Manager of Nice Choice, an emerging locally-produced, Papaya-based food product, which is now finding its way not only in the city malls, superstores and food stalls but also in the other parts of the region and even in the country as well. Another presentation by Mr. Jay Pangtangco of the Fruitgems Agri Development Corporation of Tubay, Agusan del Norte on similar topic was made towards the end of the afternoon session, followed by open discussions by the participants on the various topics presented.

Butuan City (30 September) -- Some 1,500 potential households of Butuan City will become beneficiaries of the government's Pantawid Pamilyang Pilipino Program (4Ps). On September 17, 2010 a simultaneous 4Ps registration was conducted in barangay Obrero and Doongan Butuan City.
The launching and registration was conducted simultaneously in their respective barangay gym. Butuan Mayor Ferdinand Amante, Jr. together with other barangay officials of the 2 barangays were also present and showed their support by providing manpower to speed up the registration process. Other 4Ps identified barangays of Butuan City are Anticala, Bonbon, and Manila de Bugabos.
The potential beneficiaries were required to bring (2) 2x2 and (1) 1x1 I.D pictures, marriage contract or birth certificate.
Pantawid Pamilyang Pilipino Program (4Ps) is one of the flagship programs of the government in poverty reduction. The program provides cash grants to its beneficiaries with a maximum of 1, 400.00 per month or 15, 000.00 annually. To avail the cash grants, beneficiaries should comply the following conditions: (1) Pregnant women must avail the pre and post natal check up and be attended by a skilled/ trained health professional; (2) Parents/guardians must attend responsible parenthood sessions, mother's classes and parent effectiveness seminar; (3) children 0-5 years old must receive regular health checkups and vaccines; (4)children aged 3-5 years old must attend day acre/ pre-school classes at least 85% of the time; (5) children aged 6-14 years old must enroll in elementary or high school and attend classes at least 85% of the time.
4Ps beneficiaries were selected through the selection of poorest provinces based on the 2006 Family Income and Expenditure Survey (FIES); and the poorest municipalities were selected from the identified poorest provinces based on the Small Area Estimates (SEA) and FIES where saturation surveys of households were conducted. The last process in selection of the beneficiaries is the computerized selection based ranking system using the Proxy-Means Test developed for the program. The Proxy-Means Test assess the socio-economic characteristics such as ownership of assets/appliances; type of housing unit; level of educational attainment of household heads and access to water and sanitation facilities.
The program also aims to empower women by identifying the mothers as the grantee, because mothers are usually the one who budgets for the family.

Butuan City (1 October) -- The Community Environment and Natural Resources Office (CENRO) based in Nasipit Agusan del Norte headed by CENRO Jaime Acebu has took the initiative on Thursday to organize a three-day workshop of all stakeholders to strengthen the support of the people and widen the reforestation program of the government at Mount Mayapay in this city.
"We thought it appropriate to come up with a development plan of Mt. Mayapay which will be crafted by all concerned sectors to sustain the momentum in reforestation efforts that started three years ago." CENRO Acebu told local newsmen before the start of the workshop held at the enchanted "Ecological Forest Park" in Barangay Bonbon, in Butuan City.
The activity is participated in by the leaders of the Indigenous People, barangay chairpersons, officials of the Community-Based Forest Management program, businessmen, the National Economic Development Authority-Mt.Mayapay Rehabilitation Task Force, the Philippine Army 4th Infantry Division, 3rd Infantry Brigade based at Camp Bancasi, the DENR and the LGU officers of the Buenavista, Agusan del Norte and Butuan City.
The workshop is expected to produce a development blueprint for Mt. Mayapay which would harness and improve the ecological settings in the area and hopefully attract local and foreign tourists in the area over the next five years.
The DENR has already laid the groundwork in the reforestation program of Mt. Mayapay which was made possible through the support of Butuan City Representative Jose "Joeboy" Aquino, the NEDA and the City Government of Butuan.
Since reforestation started on May 21, 2008 at a ceremony graced upon by then House Speaker Prospero Nograles, there are now about 158 hectares of slopes that have been planted at Mt. Mayapay mostly of the flower-bearing African Tulips, and other tree species of Philippine mahogany, and narra also known as the national tree. There are also undocumented accounts from some foraging residents near the mountain peak that they have seen deers in three occasions.
According to CENRO Acebu, a team from the CENRO Nasipit headed by Forester Greg V. Bayotas was sent to verify this report. He said these are "encouraging signs that biodiversity is coming back in the once-denuded slopes of Mt. Mayapay."
"Part of the development plan is to sustain the tree planting program in the area by all sectors of the society including the students, LGUs, private, non-government and government sectors even if the leaders who first initiated the rehabilitation of Mt. Mayapay are gone." CENRO Acebu said.
A prominent participant of the workshop, the former Butuan City Mayor Daisy Plaza said she is proud to be part of the people who first initiated the rehabilitation of Mt. Mayapay.
The lady Mayor who was still reeling from an upset over her close political contender in the last national and local elections said she was "willing to participate actively in the program. "In any good endeavor for the benefit of reviving the lost glory of Mt. Mayapay, my utmost support is always be there" Mrs. Plaza said. She also hinted that plans are underway in which her family will introduce and manage a "cable-ride" system in the area where the people can enjoy and appreciate the nature from the top. Cebu Pacific vice president for marketing and distribution Candice Iyog said Cebu Pacific has always been known as a fun airline, trying to do its best to entertain passengers.
“This is just another way to bring out our fun culture and showcase our homegrown talents, too” Iyog said. “We plan to roll this out onto more flights depending on the response of the public.”
She stressed, however, that it was just a test demonstration done at cruising altitude.
“We do not compromise safety in anything we do and it will remain our primary concern. We just really know how to have fun,” Iyog said, adding that the dancing demo received very positive reactions from passengers.

MANILA, Philippines—A replica of a pre-colonial “balangay” with its Filipino crew is halfway through its journey around Southeast Asia and is poised to undertake its most dangerous leg, crossing the stormy South China Sea, crew leader Art Valdez told the Inquirer Saturday.
Valdez, a former undersecretary at the Department of Transportation and Communication and former leader of the Philippine Mt. Everest team, said in a telephone interview they hoped to make it to Hanoi, Vietnam by the end of this month in time for Association of Southeast Asian Nations summit there.
Valdez said the crew hopes to meet President Benigno Aquino in Hanoi.
“We hope to meet him in Vietnam and invite him to see us at the port,” Valdez said in a telephone interview from Pahang, Malaysia, where the balangay is now docked after calling at Singapore September 25-28.
“We would tell him that Filipinos should reconnect and revive our maritime consciousness," Valdez said. "The sea has always been part of our environment and our culture. But we lost it because of colonialism.”
On Saturday, Valdez said he and his crew were in Terengganu in Pahang, the center of traditional shipbuilding in Malaysia.
“We are halfway through our journey,” he said, adding they would sail next into the Gulf of Thailand and into Bangkok next week. From Thailand, they plan to sail to Cambodia and Vietnam.
The “balangay” sailed into Singapore last September 25 where Valdez said the crew was welcomed warmly by crews of vessels from around the world.
“When we sailed into Singapore, the port announced our arrival and asked the other international vessels, including supertankers, to give way for us since we had no engine. We could see the warm welcome extended to us by Filipino crews on the vessels as we passed by. This is proof that the Filipino is one of the best seafarers in the world,” Valdez said.
From Hanoi, Valdez said they would sail to Danang, Vietnam, where they are set to cross the South China Sea to Palawan some time in November. He said this would be the longest leg of their journey and the longest time they would spend out in the open sea.
“We will be out in open sea for a week. It will also be the most dangerous since there might still be storms in the South China Sea in November,” Valdez said.
From Palawan, the crew will sail to the Tubbataha Reef, a favorite of divers from across the globe. From there, they plan to sail to Panay Island and enter Luzon through the famed Hundred Islands in Pangasinan.
Despite the dangers they faced, Valdez said the morale of the crew was high. “The reception in every port we have been to was very warm. No one has been sick. Most of the time, we have been feasting on fish.”
The core members of the crew include Valdez, Janet Belarmino-Sardena, Carina Dayondon, Leo Oracion, Erwin Emata, Noelle Wenceslao, Dr. Ted Esguerra, Fred Jamili and Dr. Voltaire Velasco.
Sarnea, Dayondon, Oracion, Emata, Wenceslao, Esguerra and Jamili were with Valdez’s successful Mt. Everest teams that planted the Philippine flag on the world’s highest mountain.
In 2006, Oracion and Emata were the first and second Filipinos to conquer Everest, respectively.
A year later, Dayondon, Wenceslao and Sardena became the first Southeast Asian women to scale Everest in dramatic fashion, starting their ascent from the North Side and going down the South Side for a historic traverse of the mountain.
“This voyage is a once-in-a lifetime event, just like our journey to Everest. The voyage of the balangay is symbolic of regional unity. It also has historical value because at one time in our history, we were all connected by marine highways,” said Valdez.
He also said their balangay journey was more enjoyable than their trips to the fearsome Mt. Everest, which is known to claim lives every climbing season.
“The sea is our natural environment. We are at home in the sea, not like the high altitude of Everest,” he said.
Valdez added: “But this journey is also tough. We have bad weather. Sometimes when we have to land on small islands, the residents there mistake us for pirates. But we explain to their local police the purpose of our trip.”
The journey of the Philippine balangay started in Manila Bay on Sept. 1. They made around 80 stopovers while sailing south.
After touching Sulu, Tawi-Tawi and the Turtle Islands, Valdez said they entered the waters of Sandakan, Kota Kinabalu and Sarawak in Malaysia. They doubled back to Brunei before sailing to the Batang Region of Indonesia. From there, they sailed on to Singapore.

Butuan City (6 October) -- Overseas Filipino Worker froms Trianggulo, Nasipit, Agusan del Norte and Mangagoy, Bislig City in Surigao del Sur were chosen to be this year's Regional Winners of the prestigious Model OFW Family of the Year Awards (MOFYA) in a ceremony held recently at Dottie's Place Convention Center, this city.
The land-based category winner is Engr. Benjamin Selim who bested 8 nominees while Mamerto Sore was declared winner for the sea based category.
Both received a trophy, a check worth 20,000 pesos from GLOBE g-cash, a savings account in BDO having an initial amount of 10,000 pesos and 150,000 worth insurance coverage from Phil Am Life.
The regional winners will represent Caraga during the national MOFYA awarding ceremonies to be held in Manila on December 2010.
In an interview with OWWA-Caraga OIC-Regional Director Dr. Marietta A. Lumawag, she said that the award giving program was designed to give recognition to outstanding OFW families and promote best practices in achieving optimal success in all aspects of life in the face of overseas migration of one or more members of the households.
This year's annual award recognizes specifically the outstanding OFW families who have used the gains of working abroad in achieving success within their families to serve as role models, able to promote success stories about the OFW families' endurance over the challenges and to extend help within the community and the society at large.
OWWA Caraga likewise conferred two special awards wherein, the Outstanding Achievement in Community Projects was again won by Engr. Benjamin Selim while the Outstanding Achievement in Entrepreneurship went to Jose Ramirez an OFW from Dapa, Surigao del Norte.
Other nominees for land-based category were also given certificates of recognition namely: Lilia Cabrera of Bislig City, Matranilo Libar of Mainit, Surigao del Norte, Marven Murillo, Teofilo Galila and Miraluna Cabaña all from San Miguel, Surigao del Sur, and Jacob Malik of Butuan City.
For the sea-based category, the nominees consist of Tomasito Wu of San Francisco, Agusan del Sur and Peterno Laxinto who hailed from the Dinagat Islands Province.
According to OIC Regional Director Lumawag, OWWA Caraga Region has on record more or less a total of 22,000 registered OFW's with Butuan City having the highest number followed by Surigao City and Bislig City.
On the other hand, the municipality of Nasipit in Agusan del Norte obtained the greatest number of OFWs amongst the municipal areas.

Butuan City Chapter will hold a mass blood donation activity with expected donors from various government line agencies on October 12, 2010, 8:00 o?clock in the morning at the National Economic and Development Authority (NEDA) Caraga Conference Room, this city.
PRC Agusan del Norte ? Butuan City Chapter Administrator Teodoro Cairo also emphasized that donating a blood is a very simple procedure that will take a few minutes, and at the same time blood donation will give us the following benefits:
(1) our bone marrow will be stimulated to produce new and active cells which in turn make the blood forming organs function more effectively; (2) we will know our blood type, hemoglobin and blood pressure; (3) more volunteer blood donors would meet supply of blood; and (4) it is something that will make us feel good about ourselves.
To qualify, donors must be 18-65 years old (16 and 17 may donate provided with parent?s/guardian?s consent). They must be at least 110 lbs. or 50 kgs., and hemoglobin level must be at least 125g/l (not anemic). In general, donors must be in good health condition. The final medical assessment will depend on the physician/doctor on duty.
PRC also stressed that before donating blood, the donors should have enough rest and sleep; no alcohol intake at least 24 hours; no medication for at least 24 hours; eat light meals, avoid fatty foods; and drink plenty of fluids like water and juice.
Meanwhile, after donating blood, the donors are advised to increase fluid intake like water and juice; avoid stooping down; avoid strenuous activities like lifting heavy objects, driving big vehicles such as bus and trucks, operating big machines; apply pressure at the punctured site. And if there is swelling and discoloration at the punctured site, apply cold compress for 24 hours then hot compress for the next 24 hours.

JOSEFA, Agusan del Sur – Farmers of this far-flung municipality of Agusan del Sur province received a good news when the Regional Development Council (RDC) endorsed the P57.7 million expansion of Sta. Josefa Pump Irrigation Project here, it was learned yesterday. Because of this development, more farmers in almost all barangays in this town will soon improve their yield. The expansion of the service area of the project was unanimously endorsed by the RDC during its meeting held recently in Butuan City for funding by the National Irrigation Administration (NIA). CARAGA PREPARES DEVELOPMENT PLAN
BUTUAN CITY – In an effort to help the current administration in its development program in the countryside, particularly Northeastern Mindanao (Caraga region), the Regional Development Council (RDC) will be preparing its successor Regional Development Plan (RDP) for period 2010-2016, it was learned yesterday. The National Economic and Development Authority (NEDA) said the 2010-2016 regional development plan came out after the RDC approved during its 63rd Full Council Meeting held recently here, the guidelines for the formulation of a successor plan, also known as the Medium-Term Regional Development Plan (MTRDP). Butuan City (13 October) -- The local government unit in this city is "very keen" on putting up a science high school in the locality.
This was recently announced by Butuan City Vice Mayor Lawrence Lemuel "Law" Fortun, before a large audience of city schools division officials, educators, barangay officials, parents and students who attended the 15th Division Schools Press Conference, held at Obrero Elementary School recently.
Vice Mayor Fortun, who came with the city council's education committee chair Hon. Erwin Dano; has represented Butuan City Mayor Ferdinand M. Amante as the guest of honor and speaker on the said gathering, whom he said was attending to "some equally very important concerns that demands his attention" at his office.
Among the "good news" though, which he had announced before reading the mayor's message for the occasion, was the earnest planning of the local government which is underway to put up a branch of the Philippine Science High School here in the city.
He said that among the requirements of the Department of Science and Technology (DOST) for the granting of such is a 5-hectare property donation for such purpose. He added that this is among the concerns being worked out by the city government for when this will be realized, qualified high school students here in the city or even in the region will need not go to Davao, Iligan or Manila in order to avail of such privileged studies.
He also said that the mayor may soon leave for Manila within the week, in which among his purpose of going there will be to lobby with the DOST Secretary for the realization of such plan of the city government.
Meanwhile, the vice-mayor also mentioned that two weeks ago, the mayor together with him and some city officials met with a team representative of a local investor who wanted to put up another mall in the city in order to finalize the details, and hopefully by November of this year, Fortun said, the group may hold the ground-breaking of their projected investment. The construction works may follow immediately and the project according to him is expected to be completed by November or December of 2011. The project he said may benefit a thousand workers which may also represent about a thousand families.
Another local investment in the offing, he said, is the 300-hectare banana plantation project in Brgy. Cabcabon, which may also employ hundreds of workers that can be translated into another hundreds of family beneficiaries.
The mayor, Fortun said is pre-occupied with inviting investors to pour in investments here in the city in order to generate jobs for the people. He mentioned that when the new administration assumed office in July this year, among the quandaries they had faced was the lack of employment. Butuan City (13 October) -- A total of 2,369 dengue cases were admitted in different hospitals in Caraga region from January to October 8, 2010.
The figure is 174% higher compared in 2009 wherein, DOH Caraga records showed only 853 cases in same period.
Dr. Leonita Gorgolon, Regional Director of DOH Caraga revealed, eight (8) have died, one in Cabadbaran and Magallanes in Agusan del Norte, another in San Francisco, Agusan del Sur, Del Carmen and Malimono in Surigao del Sur, Bayugan City and two in Surigao City.
Butuan City currently remains the top area with most dengue cases at 753 but with zero fatalities, followed by Agusan del Sur with 447 cases, Surigao del Norte with 285 cases and 3 fatalities, Surigao City has 194 cases with two deaths, Agusan del Norte with 187 cases with 1 reported death in the municipality of Magallanes, Bislig City with 171 cases, Surigao del Sur having 164 cases, Bayugan City with 74 cases and one fatality, Cabadbaran City with 43 cases and one fatality, Dinagat Islands Province with 36 cases while Tandag is at lowest with only 15 cases.
"The figure in Butuan City and Surigao City was quite alarming already," said DOH Regional Director Gorgolon as dengue cases in said areas continue to go up despite actions undertaken by local government officials in the fight against the mosquito-borne disease.
Dr. Gorgolon stressed out the cleaning of the surroundings and destroying mosquito breeding grounds, like used tires, empty cans, flower vase and other areas that collect water as the most effective means of preventing dengue.
She assured the public that DOH Caraga is closely monitoring the situation and has been implementing anti-dengue measures.
"Dengue has become an epidemic. It is very dangerous as it can cause death, therefore we have to take drastic action to stop the spread of dengue fever and we will be carrying out this campaign on a big scale, but the people's involvement is important," added Dr. Gorgolon.
DOH Caraga urged all LGU's to intensify its campaign through DOH's 4-S strategy which is the Search and destroy, Self-protective measures, Seek early treatment, and Say no to indiscriminate fogging.
The public were likewise urged to observe the D.E.N.G.U.E. strategy to avoid an increase in the number of dengue related deaths where D stands for Daily monitoring of patient's status, E for encouraging intake of oral fluids like oresol, water, or juices, N for noting dengue warning signs like persistent vomiting and bleeding, G for Giving paracetamol for fever and not aspirin, as it induces bleeding, U for Using mosquito nets, and E for Early consultation when warning signs appear. Butuan City (13 October) -- The local government unit in this city is "very keen" on putting up a science high school in the locality.
This was recently announced by Butuan City Vice Mayor Lawrence Lemuel "Law" Fortun, before a large audience of city schools division officials, educators, barangay officials, parents and students who attended the 15th Division Schools Press Conference, held at Obrero Elementary School recently.
Vice Mayor Fortun, who came with the city council's education committee chair Hon. Erwin Dano; has represented Butuan City Mayor Ferdinand M. Amante as the guest of honor and speaker on the said gathering, whom he said was attending to "some equally very important concerns that demands his attention" at his office.
Among the "good news" though, which he had announced before reading the mayor's message for the occasion, was the earnest planning of the local government which is underway to put up a branch of the Philippine Science High School here in the city.
He said that among the requirements of the Department of Science and Technology (DOST) for the granting of such is a 5-hectare property donation for such purpose. He added that this is among the concerns being worked out by the city government for when this will be realized, qualified high school students here in the city or even in the region will need not go to Davao, Iligan or Manila in order to avail of such privileged studies.
He also said that the mayor may soon leave for Manila within the week, in which among his purpose of going there will be to lobby with the DOST Secretary for the realization of such plan of the city government.
Meanwhile, the vice-mayor also mentioned that two weeks ago, the mayor together with him and some city officials met with a team representative of a local investor who wanted to put up another mall in the city in order to finalize the details, and hopefully by November of this year, Fortun said, the group may hold the ground-breaking of their projected investment. The construction works may follow immediately and the project according to him is expected to be completed by November or December of 2011. The project he said may benefit a thousand workers which may also represent about a thousand families.
Another local investment in the offing, he said, is the 300-hectare banana plantation project in Brgy. Cabcabon, which may also employ hundreds of workers that can be translated into another hundreds of family beneficiaries.
The mayor, Fortun said is pre-occupied with inviting investors to pour in investments here in the city in order to generate jobs for the people. He mentioned that when the new administration assumed office in July this year, among the quandaries they had faced was the lack of employment. He cited that the even at the city hall at present, there are 6,000 applicants for the 700 vacated job orders. (The Butuan Star/PIA-Caraga)

maybe ang problema nila is ang link from the regional office to the central office. Anyway, kung naa ka internet access pwede ra online nimo irequest Bert. Tapos magbayad lang sa authorized payment centers like BDO. You will receive the document by expessmail. After 2 days I got my birth certificate through this process last year. Naay separate processing section sa Central Office for this kind of service.

Members of a tribe in Mindanao are now preparing one of the Philippines' tallest trees to become the country's tallest Christmas tree.
The Catholic Bishops' Conference of the Philippines reported Saturday the Manobo tribe is decorating the giant Toog tree with 1,001 Christmas lights.
Toog tree in Alegria village, San Francisco, Agusan del Sur, listed as the world's 3rd tallest tree will be launched on October 18 as the country’s tallest Christmas tree. by Margarita Candido."But before the official 'switching on' of the thousand-and-one Christmas lights decorating the natural-grown giant of a tree, the tribes folk will first perform a ritual asking the permission of the spirits to allow them to 'energize' the tree, which once grew in abundance all over Agusan del Sur," the CBCP said in its news site Saturday.
The lighting of the giant Christmas tree will signal the official start of the Christmas season in Barangay Alegria, which hosts the “third tallest tree in the world."
Gov. Adolph Edward Plaza is expected to formally unveil the Toog Christmas Tree, touted as the tallest Christmas Tree in the country.
The Toog tree, which grows just beside the national highway in Alegria, was recorded to be 65 meters (280 feet) high.
Following its unveiling on October 18, it will officially surpass Tagum’s famous Christmas Tree, which once held the record as the Philippines’ tallest Christmas Tree at 153 feet.
"Gov. Plaza has ordered his chief-of-staff to have the tree officially measured," the CBCP said.
From afar, commuters can easily see the Toog tree.
Mayor Jenny de Asis said the “Toog Christmas Tree project" is the initiative of the officials of Barangay Alegria.
Following the publication by a Cagayan de Oro City-based local daily of the picture of the giant tree, hundreds of commuters and visitors and passersby would stop and stare at it in awe. Some even had their pictures taken before the giant tree.
The Toog tree (Petersianthus quadrialatus) or Philippine Rosewood is also known as Kapullan in the Visayas region or Magtalisai in the Samar-Leyte area. It belongs to the Lecythidaceae family.
It is a deciduous, medium-sized to fairly large tree that grows up to more than 40 meters tall and more than 100 cm in diameter.
The trunk is straight, cylindrical, branch-less with a length of 20-30 meters.
In the Philippines, it is considered a vanishing timber.
Alegria barangay chairman Solomon Rufila believes the tree has survived for more than one hundred years and is considered a living memento from the past and a testimony to the love of the people of Alegria to protect the environment, a local reporter on Saturday told GMANews.TV.
Rufila and his brother Engineer Cesar Rufila introduced the idea to the barangay council that the Toog tree be decorated as a living Christmas tree.
The council accepted the idea and solicited funds from businessmen and other wealthy individuals throughout San Francisco to buy the trimmings and other gadgets to beautify the tree.
Work on the tree began on the second week of September with the festooning of different colored light bulbs around it. A villager named Egie volunteered to lug the wire with the light bulbs and climbed the three to the top where he spent two hours to complete his task. Below, some 30 other volunteers wound and strung the small light bulbs.
The initial lighting of the 420 sets of 100 Christmas light bulbs of various colors was made on September 27.
On that day, Manobo datus and their abyans led by their most influential leader Datu Bardo Bando, popularly known as Kumander Kalbo, presided over a tribal ritual to invoke the good will of the spirits living on the tree.
Kagawad Trinidad S. Cuyubao told a local newspaper Periodico News Network (PNN) that hundreds of people within and outside the village turned out en masse to gaze at the blinking colorful display that night of Sept 27. — with a report by Margarita Candido/LBG, GMANews.TV
