REPOST:

Big Aqua-Culture Investment to hit Butuan

Butuan City has bright economic prospects to anchor at its shores. This is due to the interest of Greenphil Aqua-Culture and Hydroponics Holding, Inc., through its subsidiary, Caraga Green Aqua Farm and Hydroponics Development Corporation, to establish a comprehensive and modern aquaculture and hydroponics project at Barangay Kinamlutan, Butuan City.

As stated in Greenphil’s Executive Summary, its objectives in implementing this project are to develop and produce high-quality, export-oriented seafood products and fruits, vegetables and ornamental plants in a pristine and controlled environment; to share an equitable microeconomic dividend of the products derived from the project with the concerned Filipino and foreign investors; and to accomplish a joint management with local government authorities and private sector participation in an eco-green environment protection program.

With its gigantic proportions, financing of this project will be done by Greenphil through the support of foreign investors.

As one of the eight targeted project sites, Butuan City will witness the rise of an Aqua-Culture and Hydroponics Farm whose products can be exported to meet the rising global demands. Once operational, this will provide the local community with numerous jobs, as well as boost local income and propel the local fishery industry to global competitiveness.

Butuan City’s mutual interest is solidly sealed, with the adoption of SP Resolution No. 191-2010, A Resolution expressing the willingness of the City Government of Butuan in welcoming the Proposal of Caraga Green Aqua Farm and Hydroponics Development Corporation, a subsidiary of Greenphil Aqua-Culture & Hydroponics Holdings, Inc., to establish its multimillion dollar investment aqua-culture project in Butuan City, subject to compliance of environmental, engineering, existing fishery laws and local ordinances, on October 04, 2010, during the 14th Regular Session of the 12th Sangguniang Panlungsod.

Butuan River Park set to open

http://www.mb.com.ph/articles/289618/butuan-river-park-set-open

November 26, 2010, 6:23pmBUTUAN CITY, Philippines – As an added tourist attraction, the city government has developed the giant Agusan river and is set to launch “Butuan by the River Park.”

It will not only be a tourist attraction to the growing city but also add income to small market vendors, officials said.

The project will likewise address the problem of ambulant vendors sprouting around the city and decongest Langihan Public Market because they will be accommodated in the area.

The development of the area along the river bank identified as the old Freedom Park is in progress and the launching is set on Dec. 1.

Accordingly, the city government of Butuan will establish retail markets commonly known as "Ukay-Ukayan" similar to that of a night market.

Chief Supt. Reynaldo S. Rafal, regional director of Police Regional Office 13, said police security will be round-the-clock for the safety of tourists, both foreign and domestic as well as Agusanons and Butuanons.

All sorts of general merchandise will be available in anticipation of the arrival of foreign and domestic tourists. (Mike U. Crismundo)

-Here's more....a TOWN HOUSE will be built for the street children.

-A no nonsense drive to clean up Langihan market, slaughter house & the
Bus Terminal

-Full completion of the Sports complex.

-Here's the best part...and if I heard correctly, the Mayor said "We will vie

town house for street children is indeed a good project.... Kung mag materialize ni nga project, mo hural jud ko ani ni Mayor... :) corney pero kung imong huna hunaon pag ayo daku kaayong impact nga project.

need og dagkung trash bins sa kada street kay aron wala nay mag pataka labog og basura...

bidding for palarong pambansa is also nice pero murag ga bid sad ang Surigao... at least diri ra gihapon sa atong region...

Yup, 2 are still under construction as of now.

The 3rd one (Raniels Memorial chapels) though tapos na yung main building
is still doing some finishing & landscaping works & construction of their crematorium.

- U/c Saint Peters Memorial chapels w/ crematorium soon
- U/c Bollozos Funeral homes with Commercial building- w/ crematorium soon
- Raniels Memorial chapels- crematorium U/C

All these 3 are now their second Buildings in the city or shall we say
their second branch? :D

Cebu Pacific is so pathetic! It took us a while to claim our baggage because the ground equipment is still being utilized by the other aircraft. Look at the photos below. They really should add more ground equipment (stairs, etc) kasi magkasabay palagi yung CEB-BXU at MNL-BXU.

Foreign-based firm ventures in Agusan
By MIKE U. CRISMUNDO
November 29, 2010, 4:42pm

BUTUAN CITY, Philippines – Economic development along the northwestern part of Agusan del Norte is expected to flourish after a Korean firm entered an agreement with the provincial government for an initial 5,000 hectares of banana and palm oil tree plantations for co-partners in the development of lands in the four municipalities of the province.

The province of Agusan del Norte and Shine Art Valley (SAV) Company Ltd. of South Korea initiated a partnership agreement through a Memorandum of Understanding (MoU) signed last week at the Provincial Economic Enterprise Development and Management Office (PEEDMO) Conference Room at the Provincial Capitol here.

Based on the signed MoU, the Shine Art Valley Company Ltd. of South Korea will establish an initial of 5,000 hectares of banana and palm oil tree plantations in the Lasbuenascar Sustainable Agro-forestry Development Project or the Co-Management Program (CMP) Area.

Lasbuenascar represents the municipalities of Las Nieves, Buenavista, Nasipit, and Carmen, all of Agusan del Norte province.

Signing for the local government of Agusan del Norte is Provincial Administrator Percianita G. Racho while the Shine Art Valley Co. Ltd. was represented by its president, Mr. Hyo-Shik Kim.

Together with other representatives from SAV Co. Ltd., the provincial government of Agusan del Norte and members of the CMP Technical Working Group, included Sangguniang Panlalawigan (SP) Member and Committee on Agriculture chairperson, SP Rey G. Jamboy, Mayor Reinerio P. Rosales of Las Nieves, Regional Director Carmencita S. Cochingco of the National Economic Development Authority (NEDA) in the Caraga Region, and Regional Director Reinerio Belarmino of the Department of Agriculture (DA).

Cochingco, who also sits as the temporary chairperson of the Regional Development Council (RDC), said the large project venture signed by the provincial government and the Korean business group is a “big plus factor” to the Aquino administration’s economic development agenda in the countryside.

With the signing of the MoU, it is the hope of both parties to achieve the project’s objectives to improve the economic landscape of the province of Agusan del Norte, generate employment within and the adjacent areas of the first targeted area (Las Nieves), and generate income for the stakeholders, farmers, tribal communities, and the local and national governments.

“This is a big boost to our economic development in the province and big help to our far-flung village folks,” Said Agusan del Norte Vice Gov. Enrico Corvera said.

He added that the new partnership is eyeing some 2,000 employment opportunities and increased income and tax revenues to the local and provincial governments.

Agusan Norte opens massive agri-production opportunities
By MIKE U. CRISMUNDO
November 28, 2010, 3:28pm

BUTUAN CITY, Philippines – Full economic boom is expected in Agusan del Norte starting next year as the provincial government opened to any business group, both foreign and domestic, and individuals, for agri-production co-management sharing partners in the more than 50,000 hectares in the northwestern side of the province.

The open areas for massive agri-production co-management partners in 2011 are located in the municipalities of Las Nieves, Buenavista, Nasipit, and Carmen (Lasbuenascar), said Agusan del Norte Vice Gov. Enrico Corvera.

According to Corvera, these areas are open for cassava, banana, and palm oil tree plantations and other farm productions.

“This is a big boost to our economy in terms of revenues and employment generation as livelihood to our far-flung villagers,” said Corvera.

He said Koreans and other European business groups and other large Philippine business companies are already coming in to invest farm productions in Lasbuenascar.

“They are aiming from 2,000 hectares up to 5,000 hectares for agri-production,” he said.

The vice governor also said the provincial government is now also preparing tax holidays and other incentives to business groups who can initially avail of the lands that the provincial government has offered.

As this developed, the provinces’ Legislative Body chaired by the vice governor is fast-tracking their proposed 2011 P535-million budget to beef up various infrastructure and development projects along the Lasbuenascar areas and all the municipalities of the province to make the investors move freely.

“Our top priority is the rehabilitation and improvement to all rural roads, particularly farm-to-market roads,” Corvera said.

The provincial government led by Agusan del Norte Gov. Erlpe John Amante is also asking the Department of Public Works and Highways (DPWH) to allocate funds for the construction and rehabilitation of roads in rural areas in the Lasbuenascar, he said.

Some Korean and European business groups are also eyeing mining explorations and operation in targeted areas in the province.

“They have already made a courtesy call to us for investments,” he said.

The offered lands for agri-production co-management partners/sharing is the former concession area of Nasipit Lumber Company (Nalco along the Lasbuenascar, he added.

Tubay town seeks closure of mining operations in Agusan del Norte

Butuan City (27 November) -- The municipal government of Tubay, Agusan del Norte has endorsed a resolution seeking a halt in the mining operation of SR Metal, Inc. in the province amid reports of environmental degradation and destruction and hazard to health of residents living in the area.

The local government of Tubay also asked for the cancellation of the Mineral Production Sharing Agreement (MPSA) of the company for alleged failure to pay municipal taxes, business permit for several years that accrued up to P100 million at present and the provinces' extraction fees amounting to P119.94 million inclusive of 25 percent surcharge and two percent monthly penalty since 2008.

Copies of a five-page Sanggunian Resolution No. 117-2010, which was approved on Nov 15 this year for endorsement to Malacanang, was also sent to Environment Secretary Ramon J.P. Paje and other concerned government agencies.

In an exclusive interview, Agusan del Norte Vice Gov. Enrico Corvera said that the resolution of Tubay municipal council was already endorsed early this week for Pres. Aquino's "evaluation and favorable action".

"We are endorsing their (La Fraternidad, Tubay officials) complaint to the President for him to evaluate," he said.

The endorsement of the resolution came out after series of consultation and public hearing conducted by the Committee on Environment of the Sangguniang Panlalawigan, (SP) chaired by Board member Joseph Tomaneng. "There is a valid reason to endorse the complaint," said Tomaneng.

The committee conducted several public hearings to verify the validity and severity of various complaints filed by the residents and barangay officials of La Fraternidad and the municipal officials of Tubay.

It alleged that the company violated the terms and conditions of the Memorandum Agreement (MOA) signed between the company and the barangay.

The operation of the mining firm has destructive effects, irresponsible mining policies, no alleged rehabilitation's done after mining a certain area, the environment became polluted due to the alleged presence of heavy dust, mud, silts in the sea, stock piles near residential areas, unsafe drinking water due to alleged erosion, contamination of dust and destruction of water system.

On the other hand, Tubay fisherfolk also complained the sedimentation of their fishing grounds and fish sanctuaries and oil spillage that allegedly resulted in the death of many of marine species and destruction of coral reefs.

"Both the local government of Tubay and the provincial government do not enjoy any financial, social and environmental benefit from the mining operations of the company, and the provincial government cannot afford to close its eyes to the clamor of the people of Tubay, including its local government" according to the resolution.

"This is the reason that the provincial legislative board endorsed the resolution of La Fraternidad and Tubay to Pres. Aquino for him to finally evaluate," said Corvera.

However, the initial findings conducted by the multi-partite monitoring team, composed of DENR, Environment Management Bureau, Mines Geo-Sciences Bureau and other concerned government and non-government agencies showed that the company did not violate any environmental destruction.

According to some officials of the multi-partite monitoring team, they were still continuing their investigation on the complaint of barangay and municipal officials of Tubay.

Ryan Anthony Culima,SR Metals vice president for communisty relations, belied allegations by residents, saying they were "not true and baseless," "These issues have no basis," Culima said.

He also said MGB did not issue any environmental violations against the company during their recent inspection and verification, "because we are adhering to all environmental preservation and forest protection".

"We are also complying our social obligations to the local communities," Culima said.

SR Metals currently operates a mine site in La Fraternidad in Tubay town. The company is the holder of the government's 25 year MPSA covering an area of about 572 hectares. The Tubay mine contains nickel deposits of at least 30 million tons of validated ore reserves to date. Surrounded by placid waters and favorable weather, SR Metals prides itself on efficient mining operations through the proper use of the most modern and state of the art equipment to avert any environmental destruction.

The firm has also a large fleet of brand new mining equipment composed of articulated trucks, excavators, drilling machines, loaders, etc. This allows the firm to move up to 100,000 tons of ore per day.

However, due to very low price of nickel ore in the world market, the company slowdown their operation the past months, it was further gathered. (MUC/PIA-Caraga)

REPOST:

Go Hotels: Back to basics

http://www.philstar.com/Article.aspx?articleid=611149

MANILA, Philippines - What can P400 buy these days? A new pair of shoes, maybe, or the latest paperback bestseller. There are a number of possibilities, but a night’s stay at a decent hotel may not be one of them — until now.

Imagine an air-conditioned room, with a 22-inch LCD television, and free wireless Internet access for only P388 a night. It’s a dream made a reality by Go Hotels.

Dubbed the first chain of value hotels in the Philippines, Go Hotels has a variable pricing scheme much like Cebu Pacific’s budget fares. With this system, booking early will result in a lower rate for a room, while walk-ins will be charged a higher fee.

Guests have four breakfast options: (clockwise, from top left) Go Fish (boneless bangus with rice and egg), Go Healthy (yogurt, cereals and fruits), Go Pinoy (beef tapa with rice and egg), and Go West (ham, egg and cheese with fries).Early bookings can be charged as low as P388, while walk-ins can be charged as much as P1,888 for an overnight stay.

“What we have done is to give you everything that is important to a traveler and excluded everything that you hate or that you don’t really need — for example, the mini-bar that you don’t even touch anyway. We don’t provide you with extra extras that you have to pay for, but you don’t really need,” said Frederick Go, president of Robinsons Land Corp., at the grand launch of Go Hotels last Sept. 3.

Go Hotels has no frills. No mini-bar, no room service, and no bottles of shampoo. There is no telephone, but there is an intercom in every room.

What the hotel does provide is a one-use sachet of shampoo, a tiny one-use bar of soap, two bath towels, and a choice between chiropractic-contoured pillows and hypoallergenic fiber-filled pillows, said Liz Gregorio, general manager of Go Hotels.

She added that every yellow and green-themed room has either twin beds or one queen-sized bed. Rooms also have a desk, and both a rainshower and handheld showerhead. Chairs come with the desk in rooms with a queen-sized bed.

Each Go Hotels’ room is equipped with quality bed with choice of hypoallergenic fiber-filled pillows or chiropractic-contoured pillows and offers Wi-Fi and use of safety de-posit box.But perhaps one of the most important considerations in staying in a hotel is the bathroom. Go Hotels’ toilets are top of the line, and the bathroom is spacious.

Another consideration is eating inside the rooms. Gregorio said the practice is discouraged partly to keep the rooms clean.

“Every floor, the 5th and the 6th, where the rooms are, has an eating area with seats and tables in the lobby,” she said, adding that the eating areas have a seating capacity of 30 to 50 people, and that they never have a problem because the guests don’t eat at the same time.

Guests aren’t complaining either. An American visiting the Philippines is staying at the hotel, and he said, “The staff is doing good. I have no problems with the hotel.”

Indeed, the staff members in their yellow and green-collared shirts were very attentive and helpful. The staff attire at the hotel is casual and breeds an atmosphere that makes the hotel employees seem very approachable.

“We are very confident and positive about this development that we hope to take this around the country,” said Frederick Go, adding that Robinsons Land Corp. is planning to open hotels in every province in the country to address the huge demand and lack of proper accommodation for travelers.

Pasig City Mayor Benjamin Abalos Jr., in his speech at the hotel launch, said Go Hotels is promoting local tourism by offering such cheap rates.

“People will flock to the provinces instead of going abroad,” he said, adding that in the wake of the tragedy at the Quirino Grandstand, “We must help our country.”

The first branch of Go Hotels is located at the fifth and sixth floors of the 17-story Robinsons Cybergate Plaza, beside Robinsons Mall Pioneer, along EDSA.

Robinsons Land Corp. is planning to open 30 more hotels in the next five years, starting with branches in Bacolod and Dumaguete in 2011, Palawan, Iloilo, Davao, Tacloban, and Cebu in 2012, and Ilocos Norte, Butuan, Zamboanga, General Santos, and Pangasinan in 2013.

originally posted in the surigao city thread.

Butuan City has an area 3.33 times and a population 2.33 times bigger than Surigao City. About 50% of the population of Agusan del Norte is residing in Butuan while only 25% of the population of Surigao del Norte including Dinagat Island which has been reverted back to Surigao del Norte is residing in Surigao City. Due to its larger area and population, Butuan City has a larger income than Surigao City because it has a bigger share of the Internal Revenue Allotment.

Towns surrounding or very near Butuan City like Remedios Romualdez, Buenavista and Magallanes are big and progressive with a combined population estimated at 100,000. On the other hand, towns surrounding or near Surigao City like San Francisco (formerly Anao-aon), Sison and Taganaan are small and depressed with an estimated combined population of about 36,000. The metropolitan population of Butuan, therefore, is estimated to be in the 400,000 range while Metro Surigao's population is only about 170,000.

One of the criteria in putting up an SM Mall is the metropolitan population of not less than 400,000. Butuan City is already a candidate for a medium sized SM Mall, similar to SM Lucena, Baguio or Lipa with floor area of about 50,000 square meters. Contrast this with SM Cebu with more than 200,000 sq. m. floor area which is the fourth biggest mall in the country after Mall of Asia, SM North Edsa and SM Megamall. There are other criteria used by SM management but this one is the basic criterion.

With so many mining operations in various towns of Surigao del Norte, it is expected that the income of the province will increase and hopefully more people will reside in the city and province. In the meantime, Surigao should pray that Nonoc Refinery will reopen and there will be more investments that will be put up.

CASNR Chief joins International Wetland Confab

CASNR, CSU - Dr. Rowena P. Varela, Dean of the College of Agricultural Sciences and Natural Resources, participated in the 3rd Wetland Link International-Asia Conference held at Paya Indah Wetland in Selangor, Malaysia on November 22-25, 2010.

The conference gathered officers, teachers and researchers from government or non-governmental organizations who are involved in wetland-related conservation, environmental education and nature education centers.

The objective of the conference is to support and develop wetland centers and their activities across the Asia region. Wetland centers are a vital tool in helping raise awareness on the importance of wetlands, and the role the play in recreation, water provision, biodiversity, protection against flood and storms and their role in regulating climate change. The Ministry of Natural Resources and Environment of Malaysia, Malaysian Nature Society (MNS) and the Wildfowl and Wetlands Trust (WWT) were the organizers of the conference.

In the conference, Dr. Varela presented a paper on the status of the Agusan Marsh conservation efforts as well as on how education among the stakeholders of the marsh is conducted. As a wetland science worker, she is actively involved in Agusan Marsh biodiversity conservation particularly on aquatic insects being at the base of the wetland food webs. Her involvement on the Agusan Marsh conservation includes her membership in the Regional Technical Working Group (RTWG) of the Agusan River Basin (ARB) Master Plan Development wherein the Agusan Marsh is considered as the Middle Agusan River Basin. As a member, she helps in reviewing the plan to be apt considering the wetland ecology. She also took part in generating information for the ARB Master Planning particularly on agricultural crop and tree farming in the Agusan River Basin. At present, she has an on-going CHED-funded research project entitled, ‘Aquatic Insects in Important Freshwater Wetlands in Caraga Region’.

Her participation in the WLI-Asia Conference allowed her to contribute on what WLI-Asia should be doing to support the members as well as non-members that work closely on wetland management and conservation. The support in accessing funds/grants in line with wetland management is one area where WLI-Asia will be providing to its members.

CAPPA, partner agencies launch Caraga Pangasius Café

By Jennifer P. Gaitano

Butuan City (1 December) -- The Caraga Pangasius Producers Association (CAPPA) in partnership with Bureau of Fisheries and Aquatic Resources (BFAR), Department of Trade and Industry (DTI), and other concerned agencies recently launched the Caraga Pangasius Café at the Caraga CLEEP Park, D.O. Plaza Holdings, J.C. Aquino Avenue, this city.

In his short background on Pangasius, CAPPA President Mr. Rolando Plaza said that Pangasius is native to the Mekong River and exported by Vietnam to the United States, Russia and Asian markets like the Philippines.

"We aim to develop Pangasius production both as a viable livelihood and a lucrative business venture that can attract more investments and create more jobs in the countryside," said Plaza.

Plaza also asks Caraganons to share their knowledge and strategies on how to develop more the Pangasius industry. This would also let consumers be informed of Pangasius' existence and taste.

Also, along with the launching is the induction of officers for CAPPA and Organization of Butuan-Agusan del Norte Handicrafts Enthusiasts (OBAHE).

With this, CAPPA and its partner agencies are optimistic that Pangasius industry will boom, not only in Caraga but also in other regions. (PIA-Caraga)

NCMF chief graces Butuan MWOP culmination
By Robert E. Roperos

Butuan City (1 December) -- "We can bring peace and development in Mindanao if we support, help, and complement each other," thus said Commissioner Moner Bajunaid of the National Commission on Muslim Filipinos (NCMF) in his keynote speech on Wednesday (December 1) during the culmination program of the Mindanao Week of Peace celebration here.

Commissioner Bajunaid who was elated of the warm welcome he received from Caraganons said what we need in Mindanao is justice, peace, and empowerment. "The absence of war is not equal to peace? if we don't have justice, then peace will never be achieved," he said.

Speaking before the crowd estimated at 1,200 of all sectors of society, the Commissioner presented his formula to achieve long-lasting peace in Mindanao. He said through DEAL which means Dialogue, Education, Accommodation, and Love, we can be able to propagate peace not only in Mindanao but also in the country.

Commissioner Bajunaid also pointed out that the term "tri-people" which is usually called to represent the three major religion sectors of society must be changed to "one-people" because Muslims, Christians, and IPs are living in one island ? Mindanao? The different tribes and people in Mindanao is only one," he said.

Further, Bajunaid explained what we need in Mindanao is justice, peace, and empowerment. "The absence of war does not mean equal to peace? if we don't have justice, then peace will never be achieved," he said. (PIA-Caraga)

This is not a Hospital regj, this building is the Seventh Day Adventist's Northeastern Mission Headquarters

Info below from this source: http://www.nemmadventist.org/category/news/page/2

Northeastern Mindanao Mission (NEMM) Headquarter is located at Ba-an , Km 3, Butuan City. The building was erected in the year 1985 under the leadership of former Mission President, Pastor Josue Layon. From that year, most of the constituents believed that it is one of the biggest mission offices throughout Mindanao. Many years passed , other missions have surpassed its hugeness and immensity.

Seeing the building that is slowly dilapidating , the Administration finds it important to renovate its structure and surface. Motivated and challenged by the thought to be the host of next year 2011- LEAD Conference, everybody’s mind is prepared for it. Funds for the renovation will not be a big problem when everybody is positive to have a new building, a future edifice that is to be furnished with spacious rooms for offices, big dining room, guest rooms and a conference room.

Prospective New Building
The target of its completion according to Architect Ryan Bautista is on December 2010. President Pastor Solomon V. Mongaya is hoping to have it finished this October in time of the 4th Small Group Festival. He has the reason to hope for it because our Southern Asia – Pacific Division (SSD) President, Elder Alberto C. Gulfan Jr. will be coming to attend this festival.

However if time would not warrant , at least the building can provide some guest rooms for all guests during 2011-LEAD Conference. The visitors will be delegates from Southern Asia-Pacific Division (SSD), Administrators and Directors coming from South Philippine Union Conference (SPUC), All Missions / Conferences Administrators and Directors, Hospital and Educational institution administrators.

May God bless this mission that many hearts will be touched to continually support the project for the Lord.

5,000 Chinese students will be coming to Butuan to study English for a one year course.
I first heard about this @ our local ABS CBN news about 2 days ago.

Please read the DTI news below highlighted in BLUE color.

DTI: Caraga economy to soar in 2011

Manila Bulletin - Wednesday, December 1

http://ph.news.yahoo.com/mb/20101201/tph-dti-caraga-economy-to-soar-in2011-584a460.html

BUTUAN CITY, Philippines - While being dubbed "the infant region in the country," the Department of Trade and Industry (DTI) projected that Caraga Region or Region 13 will be economically stable and its investment targets will soar by the year 2011 and beyond. DTI 13 Director Brielgo O. Pagaran said the Local Implementation of National Competitiveness for Economic Growth (LINC-EG) consultants led by Tim Canedo and also Mindanao Coordinator Heidi Mendoza were in Butuan City on Tuesday to offer assistance to the DTI's National Economic Research and Business Assistance Center (NERBAC) due to the influx of business investments in the region. NERBAC serves as a one-stop business action center that offers business licensing and registration, investment marketing and facilitation, knowledge enhancement and training. "Our economy in this region is moving," said Pagaran, who is also the NERBAC-Caraga Board chairman. The region's DTI chief cited agri-business, agri-aqua fisheries, mining and power generation as the potential investments that will pick up in the coming years . He said some of these multi-billion-peso investments already started and they will be in full operation by the coming year. Caraga Region's more than one million hectares of agricultural lands are rich in natural resources and minerals. Pagaran said the seven-year $22.826 million Rural Micro Enterprise Promotion Program (RuMEPP), a program assisted by the International Fund for Agriculture Development (IFAD), is also picking up. Caraga Region is one of the beneficiaries of the RuMEPP where the DTI is the government's implementing arm in partnership with the Small Business Guarantee and Finance Corporation (SB Corp.), IFAD, and United Nations' Office for Project Services (UNOPS). Other cooperating agencies and stakeholders include the government's National Anti-Poverty Commission (NAPC), local government units (LGUs) represented by the League of Municipalities of the Philippines (LMP), non-government organizations (NGOs), microfinance institutions (MFIs), business development services (BDS), and micro enterprises (MEs). "Through assistance and training, this program has already 21,000 lending beneficiaries for the past three years and these added to the economic growth in the region," Pagaran said. "Our foreign partners, like IFAD country programme manager Mr. Sana Jatta are happy about this development," he said. The region's DTI chief also said more Asian countries, European, and American business groups are already in the Caraga Region for their multi-billion-peso investments. Due to rising business investments and to facilitate business groups, the city government here along with the LINC-EG, USAID, and DTI-NERBAC will launch the first regional Business Permits and Licensing Systems (BPLS) at the People's Hall of Butuan City Hall on Friday. On education aspect, the region's DTI chief disclosed that the Chinese I Learn Corp. (ILC) led by Rodolfo Lee and Saint Joseph Institute of Technology (SJIT) led by its president Letecia Salas inked a partnership on Tuesday for the 5,000 Chinese students who will study English for a one-year course as their course second language (CSL) at SJIT. The ILC is also set to ink partnership with other schools here such as Fr. Urios University and Caraga State University for 5,000 Chinese students each of these schools for CSL. "This region is very lucky because the Chinese seen the capability of Caraga Region in teaching English language for their CSL. You can imagine now the school, board and lodging fees that will benefit the Caraganons," added Pagaran.

New director assumes as Agusan del Norte PPO

Butuan City (2 December) -- A new provincial police director assumes the top post of the Agusan del Norte Police Provincial Office, when its current acting director is re-assigned back to the regional police office to the post he concurrently held while also serving his vacated post.

In a simple turn-over ceremony yesterday, held at the conference room of the Agusan del Norte Police Provincial Office, Camp Rafael C. Rodriguez, Brgy. Libertad, Butuan City, Police Senior Supt. Nestor M. Fajura, the acting Provincial Director of Agusan del Norte PPO, yielded his post to Police Senior Supt. Manuel DG Obrera, even as he is re-assigned back to the Regional Police Office 13 to assume as Chief of the Regional Directorial Staff, a position he concurrently held while serving as acting director of the Agusan del Norte PPO.

The turn-over ceremony was presided by Caraga PNP Director CSupt. Reynaldo S. Rafal with Agusan del Norte Gov. Erlpe John M. Amante as the guest of honor and speaker. Also attending the activity were CSupt. Nelso P. Nario, the Deputy Regional Director for Administration, PRO 13, Tubay, Agusan del Norte Mayor Sadeka G. Tomaneng, top officials of the Agusan del Norte PPO and the municipal chiefs of police.

SSupt. Fajura during his almost five month stint of office was known to implement physical and organizational improvement of the said police office. Among the physical improvements under his short term were: the repainting of the administration building, the renovation of the offices, the renovation and air conditioning of the conference room, the comfort room, the office lobby and the putting up of the PNP Integrity Transformation Program Park at the western side of the administration building.

The official during his relinquishment message said that he is leaving his post with "a heavy heart" as he had just started implementing his programs at his present post when the re-assignment order back to the regional office came. However, he took it as a great challenge he said as greater tasks may have await for him at his new post.

SSupt. Obrera in his acceptance message commended his predecessor for making it easy for him as he assumes his present post. This may mean that he may save some ample time for his adjustment and more in implementing his plans and visions.

Gov. Erlpe John M. Amante also commended the provincial police, especially SSupt. Fajura, for making the most with very least resources. He said that when he entered the government service, he understood that this is a common problem to any public office, so much needed to be done with so meager resources available.

However, he challenged the incoming director to be creative, resourceful and to make the most of what available resource he may have at hand. He said that he wanted the police force to maintain the peacefulness and orderliness of the province and assured SSupt. Obrera of his full support.

He said that like Fajura, he did not know the incoming director very well, but Col. Fajura (whom he described as the shortest serving PD) surprised him with so much accomplishments not only in the provincial police headquarters but also in some of the municipal police stations. He said that he is expecting no less from the incoming provincial police director. (Noel B. Najarro, The Butuan Star/PIA-Caraga)

Just arrived from Davao. Our host in Davao booked us in Las Casitas along Rizal St. The Cookie Monster they served was good and the taste was so familiar. When we checked out, our host told us he ordered Cookie Monsters for us to bring to Butuan. We refused telling him the cake may be damaged because of the long trip. Instead he packed some stuff without us knowing what's inside. We arrived in Butuan last night and when we opened the stuff given to us by our host in Davao, we were so amused because all the stuff bear the brand and logo of MARGIES.

Agusan Norte officials, town folk urge nickel miner to go
By BEN SERRANO, GMANews.TV
12/05/2010 | 09:41 AM

BUTUAN CITY — The Agusan del Norte Provincial Board has endorsed the petition of the Sangguniang Bayan of Tubay urging Pres. Benigno Aquino III to order San Roque Metals Inc. (SRMI) to stop its mining operations in that coastal town surrounding Butuan bay.

The provincial board passed on Nov. 15 Sanggunian Resolution No. 117-2010, supporting an earlier town council resolution passed on Aug. 2, to oppose SRMI’s mining operations in Barangay La Fraternidad, Tubay.

The local government of Tubay also asked for the cancellation of the Mineral Production Sharing Agreement (MPSA) of the company for its alleged failure to pay municipal taxes and business fees since 2008, which now amount to around P100 million.

An MPSA grants the company the right to the mineral resources, while the contractor provides the financing, technology and personnel to carry out the agreement.

The Tubay government likewise claimed SRMI has also been unable to pay extraction fees amounting to P119.94 million, which include 25 percent surcharge and penalties, for large-scale mining operations from September 2008 to September 2010

The five-page resolution was sent for endorsement to Malacañang and to Environment Secretary Ramon Paje and other concerned government agencies.

"We are endorsing their [La Fraternidad, Tubay officials] complaint to the President for him to evaluate," Agusan del Norte Vice Gov. Enrico Corvera said.

The endorsement came after a series of consultations and public hearings conducted by the environment committee of the Sangguniang Panlalawigan (SP) chaired by Board member Joseph Tomaneng.

The committee held the public hearings to validate complaints filed by residents and officials of Barangay La Fraternidad and the municipal officials of Tubay.

"There is a valid reason to endorse the complaint," Tomaneng said.

SRMI, established in 2005, is a wholly Filipino-owned company operating some 572 hectares of nickel mines in Tubay.

Monies owed

A tribal group of Tubay that had signed a memorandum of agreement with SRMI, allowing the latter to conduct mining operations, has also complained that the mining firm has not paid them the 1 percent royalty fees, which it owed the group for the period September 2008-December 2009. The back dues amounted to millions of pesos.

The group was identified as the Accredited Tribal Sectoral Leaders of Indigenous Cultural Communities of Tubay.

Under the social development provisions of the Mining Act of 1995 (Republic Act 7942), at least 1 percent of the gross revenues from mining on ancestral lands should go to the indigenous communities that own those lands.

The same law also stipulates that 10 percent of the gross income of mining companies should go to the Mines and Geosciences Bureau (MGB) to be allotted for special projects for the community that hosts the mining operations.

The implementing rules of the Indigenous People’s Rights Act (IPRA Law) also require mining companies to allot a portion of their earnings to the tribal groups that own the lands on which they operate.

In a letter to SRMI owner Francisco Enrico Gutierrez in July, eight tribal leaders headed by Datu Ambongan Lito Manlubatan claimed that according to records they obtained from the MGB, the company had earned P2.9 billion in the 15 months to December 2009.

In an interview with GMANews.TV, Tubay Mayor Sadeka Garcia Tomaneng said “mining activities affected not only rice-producing lands of Tubay [because of] the silting of irrigation canals, but vegetable farmers and fisher folk have also complained about destructive mining activities."

Health risks

Las August, more than 3,000 residents of barangays Lawigan, Victory, Tagpangahoy, Binuangan, Cabayawa, Doña Rosario, Poblacion 1, Poblacion 2, Santa Ana, Tagmamarkay, Tagpangahoy, Tinigbasan and Doña Telesfora, apart from La Fraternidad where the operations are located, signed petitions to stop SRMI’s mining operations.

In the 117-page petition letters and resolutions, villagers opposed the mining operations which they said not only polluted and destroyed their villages, but also posed immediate danger to the health of town residents.

An official report of the Tubay Municipal Planning and Development Office claimed that there was an increase in the number of townspeople suffering from acute respiratory ailments, allegedly caused by dust from mining operations, as well as an increase in the cases of diarrhea, skin ailments and parasitism.

The report also said that about 115 families displaced by mining operations in Sitio Kapuk-an, Barangay La Fraternidad were not relocated properly, even when the mining firm had promised to give them decent housing.

SRMI denies allegations

Officials of the SRMI, which include a city vice mayor and a city councilor, however, denied the allegations.

In a press conference Friday, SRMI director and Caloocan City Vice Mayor Edgar Erice said the P120-million extraction fees demanded by the Tubay government have no legal basis.

“Their continuing clamor for us to pay such [a] huge amount has no legal basis because it is not provided by the Mining Act or R.A. 7942 which governs all LGUs in the country hosting mining companies" said Erice, who is also a lawyer.

Erice explained scale mining operators like them are not charged extraction fees, as under the Mining Act only excise taxes on mineral products, not extraction fees, constitute the total government share in an MPSA.

Erice added that since SRMI already pays excise taxes to the national government as provided by law, it would be double taxation if SRMI would also pay again the local government.

“It seems that we only exist and tire ourselves all the while for mining only to pay all these caprices of government taxes and fees and nothing for our hundreds of workers who toiled much for SRMI," Erice said.

He added that while LGUs (Local Government Units) are empowered by the Local Government Code to adjust tax rates. Such power also has its limits as tax adjustments can only be done once in five years and the increase should not exceed 10 percent of the existing tax rates.
Erice claimed the provincial government has increased mining fees in separate ordinances to more than 100 percent, from P12 per metric ton in 2004 to as much as P25 in 2007.

He said these increases were made the basis of the LGU’s demand of P120 million in extraction fees.

Official probe in company’s favor

Ryan Anthony Culima, SRMI vice president for community relations, likewise belied the allegations against the company, saying these are "not true and baseless."

In a text message, Culima claimed that the resolutions of both the Agusan del Norte Provincial Board and the Tubay Municipal Council had no basis because a probe by a combined government and non-government team had results that ran counter to the allegations raised against the mining firm.

Culima, who is also a councilor of Butuan City, said that the MGB did not find any environmental violations against the company during its recent inspection "because we are adhering to all environmental preservation and forest protection."

A government official also said initial findings of a multi-partite monitoring team (MMT), composed of the local offices of the Department of Environment and Natural Resources (DENR) and its attached agencies — the Environment Management Bureau (EMB), Mines and Geo-Sciences Bureau (MGB) and other concerned government and non-government agencies — showed that the mining company did not violate any environmental laws.

EMB Assistant Regional Director Rey Degamo said the MMT has already ended its investigation, but the official could not furnish GMANews.TV with a copy of the probe’s results.

Protesting residents alleged that MMT members were brought on an all-expense-paid trip to the Rio Tuba Nickel Mining Project in Palawan, where they were showed how “clean mining" techniques could be employed.

Small-scale permit, large-scale mining

In 2006, SRMI began operating in La Fraternidad on a small-scale mining permit despite opposition from village folk, environment groups, and religious groups headed by the Roman Catholic Parish Church of Tubay.

However, a fleet of articulated trucks, excavators, drilling machines, loaders and other mining equipment currently allows the company to move up to 100,000 tons of ore per day, SRMI said.

Its mine site in La Fraternidad is covered by a 25-year agreement — MPSA — involving some 570 hectares which contain nickel deposits of at least 30 million tons of validated ore reserves.

However, due to the low price of nickel ore in the world market, the company has slowed down its operations in the past months. — With Jerrie Abella/DM/VS, GMANews.TV

Diversified Farming System benefits many Agusan tillers
By MIKE U. CRISMUNDO
December 5, 2010, 4:59pm

STA. JOSEFA, Agusan del Sur, Philippines — Many farmers in Agusan del Sur province have already benefitted from the Diversified Farming System (DFS), officials said Sunday.

The DFS is an anti-poverty program geared towards increasing agricultural productivity and income.

The provincial and municipal governments are assisting in the implementation of the program aimed at increasing the income of beneficiaries to at least P7,500 per month. The program seeks to render assistance to more than 50 percent of the province' households living below the poverty line with income ranging from P3,500 to P6,500 a month.

With the project, beneficiaries -- called the Project Implementing Partners -- can venture into diversified agricultural projects such as crops, livestock and poultry, and fisheries. Several farming modules have been prepared for them to select based on their farm characteristics and existing crops grown.

The program will be implemented thoroughly next year to reach out to more poor households as this is part of the strategic plan of the provincial government under the administration of Gov. Adolph Edward G. Plaza.

“This program is a big help to our farmers, adding more income and also supporting our food security program in the province,” said Plaza.

The governor has directed all concerned department heads of the province, particularly the provincial agriculture office, to redouble their effort in helping the poor farmers in far-flung areas.

The provincial government is also currently extending assistance to farmers such as certified rice seeds and other farming materials and harvest facilities.

"Certified seeds are now available to farmers at subsidized cost. The seeds will be distributed together with liquid fertilizers to farmers up to March 15, 2011," said OIC-Provincial Agriculturist Armando C. Lagumbay, Sr.

The distribution of certified seeds is under the Rapid Seeds Supply Financing Program (RaSSFIP) Phase 2 which is aimed to increase paddy production by farmer-beneficiaries in rain-fed and irrigated areas. It is jointly funded by the Government of the Philippines, International Fund for Agricultural Development (IFAD) and European Commission (EC).

Certified seed is pure, clean, full and uniform in size, and has grown a minimum germination rate of 85 percent. Its use leads to healthy seedlings that grow faster and uniformly. All this can contribute to 5-20 percent increase in grain yield. Given other factors available, certified seeds assure better yield for farmers.

Over 17,000 jobs awaits applicants for DOLE's 77th Anniversary Job Fair

Butuan City (7 December) -- A ranking labor and employment official here says that there are 17, 769 job orders available, waiting for applicants during the Department of Labor and Employment's three-day job fair dubbed as JOB EXPO "Trabahong Pamaskong Handog" to be held at Almont Inland Resort, in December 8-10.

This was announced by Philippine Overseas Employment Administration (POEA) Caraga OIC Marieta M. Bellotindos, during a press forum held recently. Attending the said forum were other ranking DOLE regional officials and of its attached line agencies led by DOLE Regional Director Ofelia B. Domingo.

Dir. Bellotindos said that her agency was tasked by RD Domingo and their department to invite agencies which can offer job openings and opportunities, both for domestic and overseas employment during the job fair. The activity is part of the month-long celebration of DOLE's 77th Anniversary.

Bellotindos said that there were at least 16 agencies who had responded to their invitation, out of which they had gathered the aforementioned figure of available job orders. "We hope that applicants here and those coming from the neighboring places can find their opportunities and settle for employment here in the country or abroad during the job fair," she said.

She assured the prospective applicants that all of the participating agencies are active and legitimate and the job orders offered really exists and available. The official said that they had given their invitation only to those agencies which they found out to have sufficient job orders.

Some of the invited agencies she said are coming from Manila, Davao City and Cagayan de Oro City while six of them exists here in the region; one from Surigao while five of them are located just right here in Butuan City. According to her that the agencies invited were all active, licensed and accredited with the POEA. The available job orders, Bellotindos said, consisted of household workers, professionals and skilled workers. These included opportunities for local employment and for countries overseas such as the UAE, Qatar, KSA, Hongkong, Singapore, Kuwait, Malaysia and Taiwan. (Noel B. DOLE inks MOA with KBP, FSUU

Butuan City (7 December) -- The Regional Office of the Department of Labor and Employment of Caraga region recently signed a memorandum of agreement between the Kapisanan Ng Mga Brodkaster Sa Pilipinas (KBP Butuan ?Agusan Chapter) a foremost media organization and Father Saturnino Urios University (FSUU), a leading university of the country aiming for a wider exposure, information dissemination and participation of the forthcoming JOB EXPO "Trabahong Pamaskong Handog" activities in December 8-10, 2010 and other activities in line with the departments 77th Anniversary month-long celebration.

The activity is set at Almont Inland Resort, this city starting on Wednesday, (December 8) until Friday (December 10).

Signing in behalf of DOLE in both agreements was DOLE Acting RD Ofelia B. Domingo. Kapisanan Ng Mga Brodkaster Sa Pilipinas (Butuan City-Agusan del Norte Chapter) President Rommel Zerrudo signed in behalf of the media organization and journalists present.

The KBP is a foremost broadcast media organization composed of the owners and managers of television and broadcast outlets in the country which has its local chapters nationwide. It is also a public service organization serving the widest coverage, and has maintained its standing as a reliable and credible media organization.

The memorandum of agreement between the DOLE stipulates that local KBP commits to be partner in the dissemination of information to the public, and the media outfits under the said organization be available to cover the significant events in line with DOLE's 77th Anniversary month-long celebration.

Zerrudo during his message for the occasion pointed out that he is signing the agreement not only in behalf of the local KBP Chapter but he is including the other journalists present during the affair.

He said that the DOLE's program especially the job fair and other various labor and employment related activities of the month-long celebration were all noble and worth supporting, even for accommodation as a public service of a respective media outfit. He also thanked DOLE for trusting KBP for counting the organization as one of its partners for the occasion.

Also signing in behalf of FSUU was the institution's President Fr. John Christian Young, who attended the occasion together with the vice-President Fr. Chito Butardo and some other university officials.

DOLE explaining on why it tapped FSUU as a partner for the celebration said the university is known for its quality education not only in the area but in the other places as well, and maintained its status as one of the leading universities of the country. The institution is also known as well as an active private entity that contributes to the developmental efforts through their program and services anchored on their corporate social responsibility. The university also, according to the DOLE is known for their public services through its placement and alumni office.

Their agreement stipulates that DOLE and FSUU will also be partners on the present endeavor, to advocate the job expo to their graduates and the general public through their alumni and placement office and also to provide the cultural and intermission numbers in order to give color during the opening of the job exposition.

FSUU President Young in his message for the occasion assures DOLE of their full support of the endeavor with a hope that the present program of the department and its attached line agencies may somehow address the "mismatch" between the skills needed in the country and most of the courses offered in most institutions. He disclosed that their university even offers technological/vocational (Techvoc courses) through TESDA, in their effort to help close the said skills mismatch.

He said that they fully support the partnership as they believed that it will not only benefit the region but even the country as well. (Noel B. Najarro, The Butuan Star/PIA-Caraga)

In a press statement, the mayor said like the Laguindingan International terminal, the proposed project will greatly boost the development of Mindanao.

“Usa gayod kini sa akong gihingusgan nga mga proyekto, uban sa Laguindingan International Airport” (This project is one that I strongly pushed like the Laguindingan International Airport), he said.

He added: “Dako gayod kining tabang sa pag-ugmad sa pulo sa Mindanao,” (This is a big help to push Mindanao).

Emano also said the proposed railway system would be implemented in four phases, the first will be built from Laguindingan to Cagayan de Oro; the second, from Laguindingan to Iligan City; third, from the city to the Phivedec area in Tagoloan, Misamis Oriental; and the fourth phase from Iligan City to Linamon, Lanao del Norte.

The MRS is one of the three priorities that were pushed by the League of Cities of the Philippines (LCP) in Mindanao.

Eman said that there were no other better projects for Mindanao that would contribute to a total development except the MRS, the project that would benefit all people in Mindanao for boosting the island's economy.

According to the initial strategic railway development plan for Mindanao, the project aims to connect urban centers and provincial capitals in Mindanao such as, Butuan, Zamboanga, Pagadian, Dipolog, Iligan, Cagayan de Oro, Marawi, Cotabato, and Davao cities.

It was gathered that the construction of the Mindanao railway project is scheduled to start in 2011 with the initial phase connecting this city and the new airport in Laguindingan, Misamis Oriental. The railway project is envisioned to connect the rural and urban centers in Mindanao and is expected to boost commercial and industrial progress along the rail routes, including far-flung areas.

The construction of the railway system in Mindanao is expected to address the needs of long-distance passengers, as well as the cargo and commercial requirements in the area.

This is really a big help to our economy and a big boost to our investors, both foreign and domestic,” said Emano. (PNA)

DTI: Caraga economy to soar in 2011
By MIKE U. CRISMUNDO
December 1, 2010

http://www.mb.com.ph/articles/290428/dti-caraga-economy-soar-2011

BUTUAN CITY, Philippines – While being dubbed “the infant region in the country,” the Department of Trade and Industry (DTI) projected that Caraga Region or Region 13 will be economically stable and its investment targets will soar by the year 2011 and beyond.

DTI 13 Director Brielgo O. Pagaran said the Local Implementation of National Competitiveness for Economic Growth (LINC-EG) consultants led by Tim Canedo and also Mindanao Coordinator Heidi Mendoza were in Butuan City on Tuesday to offer assistance to the DTI’s National Economic Research and Business Assistance Center (NERBAC) due to the influx of business investments in the region.

NERBAC serves as a one-stop business action center that offers business licensing and registration, investment marketing and facilitation, knowledge enhancement and training.

“Our economy in this region is moving,” said Pagaran, who is also the NERBAC-Caraga Board chairman.

The region’s DTI chief cited agri-business, agri-aqua fisheries, mining and power generation as the potential investments that will pick up in the coming years.

He said some of these multi-billion-peso investments already started and they will be in full operation by the coming year.

Caraga Region’s more than one million hectares of agricultural lands are rich in natural resources and minerals.

Pagaran said the seven-year $22.826 million Rural Micro Enterprise Promotion Program (RuMEPP), a program assisted by the International Fund for Agriculture Development (IFAD), is also picking up.

Caraga Region is one of the beneficiaries of the RuMEPP where the DTI is the government’s implementing arm in partnership with the Small Business Guarantee and Finance Corporation (SB Corp.), IFAD, and United Nations’ Office for Project Services (UNOPS).

Other cooperating agencies and stakeholders include the government’s National Anti-Poverty Commission (NAPC), local government units (LGUs) represented by the League of Municipalities of the Philippines (LMP), non-government organizations (NGOs), microfinance institutions (MFIs), business development services (BDS), and micro enterprises (MEs).

“Through assistance and training, this program has already 21,000 lending beneficiaries for the past three years and these added to the economic growth in the region,” Pagaran said.

“Our foreign partners, like IFAD country programme manager Mr. Sana Jatta are happy about this development,” he said.
The region’s DTI chief also said more Asian countries, European, and American business groups are already in the Caraga Region for their multi-billion-peso investments.

Due to rising business investments and to facilitate business groups, the city government here along with the LINC-EG, USAID, and DTI-NERBAC will launch the first regional Business Permits and Licensing Systems (BPLS) at the People’s Hall of Butuan City Hall on Friday.

On education aspect, the region’s DTI chief disclosed that the Chinese I Learn Corp.

“This region is very lucky because the Chinese seen the capability of Caraga Region in teaching English language for their CSL. You can imagine now the school, board and lodging fees that will benefit the Caraganons,” added Pagaran.

There are also part of 4th floor that will use and also in Annex building...

Cebuano News: HLURB office alang Caraga hayan mabalik pag-usab

(JV Demain, AGNOR Buletin/PIA-Caraga)

86,726 families benefit from 4Ps
December 8, 2010, 8:05pm

TUBAY, Agusan del Norte, Philippines (PNA) — The Department of Social Welfare and Development (DSWD) in Northeastern Mindanao (Caraga region) Wednesday reported that at least 8,555 more household beneficiaries have registered to avail of the newly-expanded Pantawid Pamilyang Pilipino Program (4P’s), the government’s poverty alleviation program.

To date, a total of 86,726 beneficiaries are receiving the cash grant throughout Caraga region.

Juliet Bustano, a mother of eight and a resident of Purok 1, El Rio, Sibagat, Agusan del Sur was so elated when she became a beneficiary of 4Ps. Julieta is always thankful to the program, saying "4Ps help us in the school expenses of my children, we were also able to buy nutritious foods and I am just so happy that somehow we will not be too burdened with it," Juliet said.

4P’s is one of the flagship programs of the government in reducing poverty in the country. With this, only the department and no other government agencies and LGU’s could add and exclude beneficiaries in the program.

The Caraga region DSWD said it is hoping to enlist as many beneficiaries under the expanded program households from the municipalities of Santiago and Tubay, both of Agusan del Norte province; San Agustin, Tago, Cortes, all of Surigao del Sur province; Alegria and Sta. Monica, both of Surigao del Norte; and San Jose of Dinagat Islands in Surigao del Norte province.

According to Region XIII DSWD director Mercedita P. Jabagat, the additional 4P’s potential households were part of the expansion of 4P’s for set 3-D area in order to accommodate more poor households in the region.

The registration of 4P’s potential household ended last week.

The registered 4P’s beneficiaries will receive a monthly cash grant of as much as P1,400 to meet their needs in health, nutrition and education, provided that they will comply with the conditions set by the program.

"As a 4P’s beneficiary and a parent leader, I am aware of the conditionalities set by the program. We need to comply these conditionalities for us to remain in the list of beneficiaries," said Gracelyn Baton of Esperanza, Agusan del Sur.

Baton said under the program, the family with 0-5 years old children must ensure that they have regular check-ups.

She said that children aged 3-5 must be enrolled in day care and must have at least 85 percent of the school attendance while children aged 6-14 must be enrolled in elementary or high school and must also have at least 85 percent of the school attendance.

Baton added that pregnant women beneficiaries must avail of the pre- and post-natal care and must be attended by skilled health personnel. The 4P’s also requires the parents or guardians to regularly attend Family Development Session.

rej yes thats correct... garbage collection by the city must be regular to avoid people from just throwing anywhere.

i remember butuan had a nice garbage collection truck before (it was a good one coz the garbage are well secured inside its compartment. so nothing flies away when there is strong wind or when the truck is moving)..hope we still have that.

also if they can plant "shade" trees there while there are no establishments yet..that would be nice!

it is this simple things that make the city more livable.

Agaw Armas gang victimized Robinson’s Mall land security guard in Butuan City

by Ben Serrano

November 28, 2010

BUTUAN CITY (PNA) - Six still unidentified armed men suspected to be members of Agaw Armas gang seized the issued Shotgun and live ammunitions of a security guard guarding newly acquired land property of Robinson’s Property Corp. located at J.C. Aquino Avenue, Butuan City this city.

Robinson’s is planning to build a Mall in said land and ground breaking ceremonies for the construction of Robinson’s Mall is set this month.

Butuan City Police Station 3 identified the security guard victim as Eric Castro Rollon, 30, security guard agency member of Third Alert Security and Detective Services Incorporated

Cast who personally went to Butuan City Police Station 3 and lodged a complaint claimed six armed men forcibly took away from him his issued Armscor Shotgun bearing serial number 1062619 with five live ammunitions late afternoon Saturday.

The land property was formerly owned by the rich and landed Calo political clan of Butuan City. The Calo’s sold the land property to the Gokongwei Group at whooping P160-M where the Robinson’s Mall was proposed to be built.

Robinson’s has been eyeing to build a Mall in this regional center of Caraga region long time ago.

But separate study made showed lack of purchasing power of local consumers due to no availability of job opportunities hinder other malls to built one in this city. High taxes has also been the perennial problem of business establishments here.

Gaisano Mall Butuan who built the first and only regular size mall in this city three years ago has been allegedly complaining that income from sales by their existing mall here in Butuan City can’t coped up huge with operational expenses of the mall.

They alleged that operational expenses like increasing cost of electricity, increasing water supply cost salaries of salesgirls and sales boys and other incurring expenses running a mall hindered the company to get a good ROI or Return of Investments. (PNA/Ben Serrano)

Ana, Nasipit, Agusan del Norte, Aboitiz Foundation through the Therma Marine, Inc. donated some Php 256,000 to Brgy. Capt. Miguel Tadena for the rehabilitation of Sta. Ana Day Care Center.

In a formal turnover of check held on Friday (December 10) at the covered court of Nasipit National Vocational School (NNVS), Brgy. Capt. Tadena said the presence of the power barge in their barangay also means additional support to their barangay.

"For how many years that the power barge plant is operating in our barangay, we've been receiving financial assistance of Php 10,000 monthly from the Plant Manager Mr. Jan Risager. This means that as long as Aboitiz Foundation is here, we will continue to receive blessings from them," Tadena said.

Tadena further said, with the cash assistance donated by the company, the Sta. Ana Day Care Center Building will be rehabilitated the soonest possible time.

"The building of our day care center is already dilapidating. Because of this, we are now using portion of our barangay center to make sure that the pupils are comfortable during their classes. Thus, this donation from Aboitiz Foundation will make the education environment of our pupils more conducive for them to learn," the barangay official said.

The turn-over ceremony was attended by officials and personnel of Aboitiz Foundation, as well as the faculty, staff, and students of NNVS, and some guests from the government sector. (PIA-Caraga)
