did anyone of you noticed that the petron in jc aquino cor doongan was already closed? according to my source, nagkaso pud si engr pascual against petron & the current operator na related daw kay cong romarate ng surigao... apparently, engr pascual won the first round hence he was able to have the place closed.. abangan ang susunod na kabanata... -- "K"

aside from these legal battles...he is also entangled with certain mining companies in Surigao Sur over ancestral lands whom he had volunteered himself to champion in behalf of the Lumads....Added to that is his legal suits with Congressman Rodriguez of Misamis Oriental over his party llist representation of ABAMIN last 2010 elections..

etc. etc. etc.

BUTUAN CITY, Jan. 25 (PIA) – The city government here together with the regional and national line agencies set activities for the homecoming of the Balangay Masawa Hong Butuan on February 4, 2011.

The arrival of the Balangay boat with its crew-men will be witnessed at the Philippine Ports Authority (PPA) Office, this city.

It was learned that during the arrival, Kahimunan 2011 champion will perform once again to welcome the crew.

City Mayor Ferdinand M. Amante, Jr. will deliver his welcome message and will hand-in the award of recognition to the crew-men headed by former Transportation and Communication Undersecretary Arturo Valdez.

A Barangay Mass Dancing presentation will also be conducted by the 86 barangays of this city and will be followed with a press conference with local and national tri-media.

Meanwhile, the public will be entertained by the local bands during the nights’ jamming session dubbed as “Isang Bangka”.

Butuan gears for arrival of 3 'Balangay' vessels
By MIKE U. CRISMUNDO
January 26, 2011, 3:46pm

BUTUAN CITY, Philippines – The city government here is gearing for various activities for the homecoming of the “Balangay Masawa Hong Butuan” next week.

The “Balangay Masawa Hong Butuan” measuring 24.7 meters will be back here after the “Voyage of the Balangay” successfully navigated the rest of the Philippine Archipelago and parts of Southeast Asia.

“Balangay Masawa Hong Butuan” is returning to its home port at the Luna Compound in Barangay Bading here, and will be escorted on the way to this city by the “Balangay Sama Tawi-Tawi” and “Balangay Diwata ng Lahi” – the first balangay replica to be built for the Voyage of the Balangay.

Last year, the three balangay boats embarked on an epic journey to eight countries in Southeast Asia, including the Philippines, covering a total distance of more than 14,000 kilometers and encountering about 14 storms and typhoons while at sea.

The balangay flotilla stopped over in 122 ports of call – not counting places previously visited.

As this developed, a huge crowd is expected to welcome the balangays and the crew of 40 here.

The preparation is also fully supported by various line agencies of the government where several tribal leaders in this city will witness the homecoming of the balangay on February 4.

The balangay boat with its crewmen will dock first at the Philippine Ports Authority (PPA) office here where Caraganons will welcome them.

Part of the activity of the homecoming is the showing and repeat performance of the “Kahimunan 2011” champion, to welcome the balangay and its crew.

City Mayor Ferdinand M. Amante Jr. is expected to give the award of recognition to the crewmen headed by former Transportation and Communications Undersecretary Arturo Valdez.

All village officials of this fast-growing city will also take part in welcoming the crew.

While a mass dancing presentation will be conducted by some members of the 86 villages here.

In the evening, a jam session dubbed “Isang Bangka,” which will be performed by local bands, will also entertain the crew of balangay and other guests, including tourists, both foreign and domestic.

Agsur nutrition office all out to reduce malnutrition rate
by David M. Suyao

The Agusan del Sur provincial nutrition action office (PNAO) intensifies the implementation of their scheduled programs in order to maintain the reduction of malnourished children in the province and educate parents, especially mothers, in the preparation of cheap but nutritious food for their families.

According to Mabe Dalen, Provincial Nutrition chief, her office now focus on World Health Organization-child growth standard training (WHO-CGS) in order to capacitate the barangay nutrition scholars in assessing the children, 0-5 years old, growth and nutritional status through growth monitoring promotion in identifying appropriate health and nutrition intervention, being of great importance in child health and nutrition care.

“Another program that we give weight is the promotion of exclusive breast feeding of children 0-6 months old, and the promotion of introductory complementary feeding of nutritious food tolerable to infant, including the timing in feeding. That is, above our efforts, in rendering counselling services to mothers and caregivers on infant feeding and infant care,” Dalen said.
Another activities that the PNAO and the municipal nutrition action offices (MNAO) undertake since the start of the year 2011 is the location and monitoring of the nutritional status of children 0-7 months old. According to Mabe Dalen, her office and the MNAOs are conducting monthly reweighing of children 0-71 months old in order to determine whether these children are moderately of severely underweight.

“While we visit the barangays for the weighing activities, we also conduct lectures and education campaign, using our standard educational kits on the basic go, grow and glow, and educating mothers on the importance of micronutrients, its importance and functions to the body, including the ill-effects of micronutrients deficiency. With the guide from the Philippine plan of action for nutrition, we encourage every home, community and schools on food production, and refer their planting needs to our Provincial Agriculture Office for their planting materials,” Dalen said.

Mabe Dalen also said, the local government units province-wide is also very glad that the provincial government of Agusan del Sur thru Gov. Adolph Edward Plaza has been very generous to provide them with funds for their meetings and travel inside and outside the province. In fact, last December 2010, the provincial government purchased 44 weighing scales and stadia meters and her office have already distributed these facilities to the different municipalities province-wide.

With the PNAO’s and other stakeholders efforts, prevalence rate of malnourished children reduced. In 2008, the prevalence rate of malnourished children in Agusan del Sur was 13.83 percent, in 2009, it was reduced to 12.90 and in the year ending 2010, the prevalence rate was only 10.62. Sec. Alcala Visits Caraga Region
Interact with Farmers, LGU Officials

http://piacaraga.blogspot.com/

Butuan City, Jan. 27 (PIA) – To come up with more viable projects and programs that truly answer the need of the agricultural sector, Agriculture Secretary Proceso J. Alcala visited Caraga Region and conduct meetings with the farmers, local chief executives, NGOs/POs and the local media, recently.

On his three day visit in the region, Secretary Alcala managed to attend various gatherings and meetings with officials from the four provinces and cities of Caraga with the respective provincial and municipal /city officials.

In Agusan del Sur, Butuan City, Surigao del Norte, Surigao City and Agusan del Norte , the Secretary attended forum with around three thousand farmers who aired their issues and concerns. Among those mentioned were on irrigation, seeds, pre and post harvest facilities, livestock and fisheries.

In every province that the secretary visited, Alcala turned-over various farm inputs and implements , computer sets, drip irrigation units amounting to more or less P12 million aside from the funding commitments amounting to at least P30M.

The secretary’s visit was highlighted with the conduct of the Caraga Agriculture and Fisheries Council Congress and the High Value Crops Development Program (HVCDP) National Meeting wherein he was the guest of honor.

Local media practitioners in Butuan City and Surigao City were also able to interact with the secretary during the news conference.

The secretary also spent in a meeting of the members of the Regional Management Committee (RMC) and had dialogue with social action organization and non-government organizations.

Alcala said that every concern from the farmers, local officials and peoples’ organization is vital to come up with a more responsive and realistic approach towards agricultural development. In his pronouncements, he emphasized that his administration plans to attain food sufficiency in 2013 and try to have zero rice importation.

Among of the strategies that will be employed are developing upland rice variety, tapping communities in the uplands especially the indigenous people; promoting the use of hybrid and certified seeds and improving the irrigation system. With this, he ordered Irrigation Administrator, Antonio S. Nangel to come to Caraga within the next two weeks to validate all irrigation concerns in the region and to come up with a comprehensive plan to repair/rehabilitate and complete the construction of irrigation systems that are seen to serve vast areas for rice production.

The marching order of the President, he said is to ensure adequate, affordable safe and sufficient food for every Filipino. (Aurell P. Arais, DA-13/PIA-Caraga)

Land program benefits 6,696 Caraga farmers
By MIKE U. CRISMUNDO
January 27, 2011, 3:48pm

BUTUAN CITY, Philippines – The government’s land tenure program has already benefited some 6,696 beneficiaries in the various provinces of the Caraga Region, particularly those living in far-flung communities.

It was gathered that these former landless farmers are now cultivating the 12,053 hectares of land since last year under the said government’s land tenure program.

In Sibagat town alone, in Agusan del Sur province, about 2,667 agrarian reform beneficiaries (ARB’s) benefited from the program, said regional agrarian information officer Joey Ceballos.

“This land tenure program to landless farmers will continue in other parts of this region,” added Ceballos.

Meanwhile, at least 472 farmers were awarded with their certificates of land ownership agreement or CLOA from the government in the various villages in Las Nieves town, Agusan del Norte.

After more than two decades, these ARBs received some 760 hectares located in the villages of Katipunan, Malicato, Bonifacio, Rosario, San Roque, San Isidro, and Marcos Calo, all of that same town.

Agrarian reform officials, along with Agusan del Norte Gov. Enrico R. Corvera and Las Nieves Mayor Reinerio P. Rosales personally handed the CLOAs to the ARBs at the Las Nieves gym last week.

Jubilant farmers were elated by the government’s Comprehensive Agrarian Reform Program (CARP) now expeditiously implemented by the Aquino administration.

wa gid maayo pagka manage ang otis superstore and the short-lived otis mall na di naman talaga mukhang mall, it could have been butuan's answer to gmall and other outside mall owners, look at gensan , their kcc mall competed head to toe with outsiders because it was well managed and there was so much capital infused

I was at the Airport this afternoon to fetch my brother. Good thing all 4 flights were not cancelled. Delayed lang ang arrival ng two morning flights ng CebuPac. Kaya kanina, kung hindi kaagad nakalipad yung isa, baka apat na planes yung naka park sa tarmac kanina  Rain here is more like drizzle lang, not really raining hard, but it's just gloomy since this morning.

My brother who arrived from Cebu told me cancelled daw yung flights from Cebu to Ozamiz & Siargao due to worsening weather condition. Grabe pala ang ulan doon?

likely same weather conditions like us ateBunns....but I guess Ozamis and Surigao planes from Cebu are only turbo props and small hence the easy cancellation due to the bad weather condition

Pro-poor project eyed in urban areas; city pushed as pilot area

Written by: Fusilero , Kristianne
Friday, 28 January 2011

http://www.mindanaotimes.net/?p=16939

THE Department of Social Welfare and Development will finally implement the Kapit-Bisig Laban sa Kahirapan Comprehensive and Integrated Delivery of Social Services (Kalahi-Cidss) in urban communities starting this year.

Social Welfare Assistant Secretary Camilo G. Gudmalin told the reporters after the consulation with the city government and the civil society groups on the program at Marco Polo Hotel yesterday that the agency will pilot-test the project in selected areas.

There will be one in National Capital Region, Luzon, Visayas and Mindanao. At present, we are still in the consulation phase on what communities should be the pilot areas.

It would be a tedious selection,” he said.

In Mindanao, the agency is choosing the pilot area of the project among Davao City, Zamboanga City, Cagayan de Oro City, Koronadal City and Butuan City. Data from the National Statistical Coordination Board in 2008, says Davao City had a poverty incidence of 4.94 percent, 15. 50 percent in Cagayan de Oro City and 16.18 percent in Koronadal City.

Gudmalin explained that the plan is to implement the project in urban areas because there are still poor communities in these areas. This is also part of the move of the agency to expand the reach of the project which has been implemented in rural areas since 2003.

The agency said earlier that the program is a community-driven development project that aims to empower community people through their enhanced participation in local governance and poverty alleviation projects in the locality.

The identification will be finalized after the creation of the operations manual which provides the targets and criteria as suggested during the country-wide consulations.

Maria Loreto Padua, World Bank task team leader of Kalahi-Cidss, said the implementation of the project would be in partnership with civil society groups, non-government organization and the local government units.

“We have seen good results on the implementation of the program in rural areas. Now, we would like to expand in the urban areas as there are still pockets of poverty in these communities,”she said.

Under the mechanism of the project, communities that are its beneficiaries are not only allowed to contribute for its implementation but are empowered as they are the ones that identify their problems, provide with the solutions and implement the sub-projects.

Agusan Sur Blood Council exceeded blood requirements, extended supply to other areas
by David M. Suyao

The Agusan del Sur Provincial Blood Coordinating Council (PBCC) has exceeded its blood collection for 2010 with 2,693 bags against the target of 2,500, according to the record of the Philippine Red Cross (PRC), Agusan del Sur Chapter.

The blood collection mostly came from field donation where a team of medical technologists from the D.O. Plaza Memorial Hospital (DOPMH) led by Lolita Dumanon and PRC Agusan del Sur Chapter led by medical technologist Julie Lapides regularly conducting monthly blood collection by municipality. On record, field donation reached 2,428 bags, while replacement reached 120 bags, walk-in donors with 68 and patients directed to produce the needed blood, 77 bags.

Not only patients from the province of Agusan del Sur were served of the blood that were collected but also patients from as far as Kidapawan City, where two bags were sent for emergency use. But because the DOPMH is noted for its facilities and good doctors, even patients from neighbouring provinces are rushed to the DOPMH, making it the number one consumer of blood with 1,795 bags consumed. Second is the Bunawan District Hospital with 236 bags. The rest went to hospitals in Butuan City and Surigao del Sur.

Since blood collection became very strict that only Red Cross and authorized blood collection centers were authorized to extract blood from donors, record shows that male donors are dominant. Last year, male donors in the province reached 1,617 while female donors registered 455. Many were also found positive of Hepa B with 168 samples, Syphilis with 49, Hepa C 19 and even HIV case with three.

Agusan del Sur is also unique in dealing with the blood program, compared to other provinces and cities nation-wide. The provincial government set aside P1.5 Million, plus supplementary funds if needed, to shoulder the re-agents cost of P1,500 per sample testing, to ensure that the blood extracted from donors are free from any diseases. Last year (2010), the provincial government has released some P2.3 million for the re-agents alone. The 13 municipal government and the lone city of Bayugan also share P50,000 every year to shoulder the fuel and oil and other travelling expenses of the team that travel to all the municipalities to collect blood. (PIA-Agusan del Sur)

Police: 2 people drown in Agusan del Norte floods
01/29/2011 | 02:13 PM

BUTUAN CITY — A 70 year old farmer drowned after being swept by strong river current, while a seven-year-old boy was found floating in a creek in Tubay town in Agusan del Norte province, police reports said Saturday.

A report from the Caraga Police Regional Information Office identified the farmer as Ricarte Morales Ganzan, 70, and a resident of Binuangan village in Tubay.

Meanwhile, the Tubay police identified the seven-year-old boy as Reyan Flores Bahan, a resident of Barangay Doña Rosario in the same town.

Police said the 70 year old farmer was found floating in the sea off Barangay Binuangan, some 68 kilometers away from Butuan City.

Binuangan Barangay Captain Danny Garcia, together with his men, found Ganzan’s body around 9:24 a.m. Friday.

Ganzan’s wife sought the help of barangay officials after her husband failed to return home Thursday.

She told the police her husband left home despite heavy rains and went to the family’s farm around 5:00 a.m., adding her husband had to cross two rivers before reaching there.

She claimed she started to be worried after her husband failed to return home that day.

Rescue teams suspected Ganzan was swept away by a river’s strong current when he tried to cross.

On the other hand, the boys’ body was found floating in Kalooy Creek about 2:00 p.m. Friday, authorities said.

An initial police investigation showed the boy went missing since Thursday evening, after he was last seen walking towards Kalooy Creek around 4 p.m. amid heavy rains.

Police said witnesses claimed they saw the boy crossed the creek which was usually shallow.

The boy’s body was found 1,000 meters away from the area where he was last seen crossing the creek.

Tubay police have ruled out foul play in both deaths. — Ben Serrano/LBG, GMANews.TV

Japan extends P21.4-B ODA for repair, maintenance of Philippine roads (http://www.bworld.com.ph/content.php?title=Japan+extends+P21.4-B+ODA+for+repair%2C+maintenance+of+Philippine+roads&id=25382)

Japan and the Philippines on Friday signed a P21.4-billion official development assistance (ODA) meant to repair and rehabilitate the country’s roads.
Japanese Ambassador to the Philippines Makoto Katsura and Foreign Affairs Secretary Alberto G. Romulo signed the agreement on behalf of their respective governments.

The loan will finance the upgrade of 130 kilometers (km) of roads under the Road Upgrading and Preservation Project. Another 650 km of roads will be preserved while 600 km will be repaired or maintained.

Specifically, the loan will be used to upgrade, repair or maintain the following roads: Aringay-Laoag, Sta. Rita (Bulacan)-Nueva Ecija, Lipa-Alaminos, Bongabon-Baler, Talavera-Rizal, Alaminos-San Pablo-Tiaong, Catanduanes Circumferential, Sipocot-Baao, Mindoro West Coast Road, Lipata-Agusan del Norte and Carmen-Davao City.

The 25-year loan carries an interest of 1.4% per annum. There will be a grace period of seven years.

Japan in a statement said the grant was the first it extended to the Aquino administration. It was agreed in principle during President Benigno S.C. Aquino III’s meeting with Japanese Prime Minister Naoto Kan on the sidelines of the Association of Southeast Asian Nations summit in Vietnam in October 2010.

Mr. Katsura said the loan was in line with the Aquino administration’s focus on infrastructure development.

"We hope this project will assist the Philippines in improving arterial roads and strengthening road maintenance and management capability of the Department of Public Works and Highways," Mr. Katsura in his speech during the signing.

Multi-million-dollar aquaculture/hydroponics project up in Butuan City

BUTUAN CITY, Jan. 30 (PIA) – This city will see the rise of a multi-million-dollar aquaculture and hydroponics farm this year.

Greenphil Aqua-Culture and Hydroponics Holding, Inc., through its subsidiary, the Caraga Green Aqua Farm and Hydroponics Development Corporation, is already moving ahead to construct their modern aquaculture and hydroponics facilities at Barangay Kinamlutan, this city.

Officials of the firm already paid a courtesy call to city officials, conducted on-site inspection and in the process of requiring city permit, documentation and other business and legal papers for their operation within the year.

Greenphil will develop and produce high-quality, export-oriented seafood products and fruits, vegetables and ornamental plants to meet the rising global demands.

Once operational, the project will provide numerous jobs and propel the local fishery industry to global competitiveness.

“This investment is a big factor for the city’s favor, in terms of income and employment generation,” said City Councilor Ryan Anthony Culima on Friday. (MUC/PIA-Caraga)

Ag Sur to purchase weighing equipment to stop truck overloading, destruction of roads

PATIN-AY, Prosperidad, Agusan del Sur, Jan. 30 (PIA) – Concerned about the deterioration of national roads and highways caused by overloading of hauling trucks, especially those carrying forest products, the provincial government of this land-locked timber and agricultural-rich province in Northeastern Mindanao (Caraga region) is planning to purchase weighing equipment to put an end to the problem, it was learned Friday.

Agusan del Sur Gov. Adolph Edward G. Plaza requested the Department of Public Works and Highways (DPWH) to help the province on “how to acquire and how much will the weigh bridge cost”.

The provincial chief executive, during a peace and order council meeting here, expressed belief that acquiring this weigh bridge is the only way to determine if the truck loaded with heavy materials such as forest products comply with the load limit and thus stop the further destruction of roads and highways.

To materialize this plan, Gov. Plaza will seek financial help from the two congresswomen in the province.

“I will seek the help of our two congresswomen. This is the only way we can penalize those who violate the law of loading,” stressed the provincial governor.

Plaza is planning to have two weigh bridges in the province – one will be placed at the boundary of Trento town near Compostela Valley province and the other one will be placed in Tabon-Tabon, Sibagat town also nearby the boundary of Butuan City.

Reports reaching the provinces’ peace and order council meeting disclosed that at least 20 to 30 ten-wheeler trucks, mostly logging trucks pass by the national highway loaded with falcata logs bound for milling plants in the cities of Butuan, Gingoog and Cagayan de Oro.

During that meeting, members of the peace council observed that all trucks loaded with falcata logs are overloaded and this primarily causes the destruction of the national highway which connects Butuan City to Davao City. “No erring trucker was penalized,” the peace members said in unison.

As this developed, the provincial officials led by Gov. Plaza called on tree planters and truckers to strictly observe load limits when transporting planted species of logs to avoid further destruction of the roads and to avert accidents.

So far, only one weigh bridge of the DPWH is operating in Barangay Ampayon, Butuan City.

Meanwhile, the anti-truck overloading operation of the DPWH Region XIII, along with the Land Transportation Office (LTO) and Philippine National Police (PNP) went into high gear on the third day as more violators were apprehended, it was also learned Friday.

“We will strengthen our operation here and we will not stop until the Republic Act 8794 of the Anti-Overloading Act is thoroughly implemented,” said Region XIII DPWH Regional Director Danilo E. Versola. (MUC/PIA-Caraga)

Groundbreaking ceremony marks the start of Banana Plantation: A meaningful groundbreaking ceremony was held on January 11, 2011 to mark the official start of Banana Plantation at KATIMALI ARC of Las Nieves Agusan del Norte. Vice Governor Corvera, Mayor Rosales, Mr. Villavita and other public officials participated in the groundbreaking ceremony culminated into the laying of the time capsule.

By: Gil E. Miranda

Farmers recipient of CLOA Distribution by the Department of Agarian Reform (DAR) embraced an opportunity for economic development during the Banana Plantation Ground Breaking Ceremony held on January 11, 2010 at Brgy. Malicato, Las Nieves, Agusan del Norte.

Two large fruit producers in the country today: La Agusana Fruit International Inc., (LAFII) represented by Chairman Mr. Romy T. Yray, and Del Monte Corporation headed by Gen. Manager, Dir. Guido Villavita in collaboration with the Provincial Government of Agusan del Norte, LGU of Las Nieves, and the 472 Agrarian Reform Beneficiaries, who just received 760 hectares of Certificate of Land Ownership Awards (CLOAs), witness the ground breaking ceremony Korean investors attended the event and made effort to establish investments thru partnership with the local government of Las Nieves and the farmers and farm-workers for other development projects in the area.

The development and success of this project would result in the complete alteration of hundreds or even thousands of hectares of agricultural land of KATIMALI ARC comprising Barangays Katipunan, Malicato and Bonifacio and ROSSANIM ARC comprising Barangays Rosario, San Roque, San Isidro and Marcos Calo all of Las Nieves town from idle lands to banana plantations.

Hon. Enrico R. Corvera, Vice Governor of Agusan del Norte, said “the objectives of this project is to promote socio-economic activities of the farmers . . . Strengthen public and private partnership and generate secondary industries that would facilitate further development in Las Nieves town.”

Alex R. Garay, Department Head of PEEDMO, also said, “this is the most aggressive economic venture that will help bring prosperity to the people of Las Nieves which envisions itself to rise from economic woes.”

Hon. Reinario P. Rosales, was grateful for the opportunities given to his constituents and happy that the project could increase revenues, create employment and uplift the economic status of the farmers.

The said ceremonies has finally culminated with the laying of the time capsule led by Vice Governor Corvera, Mayor Rosales, and Mr. Villavita followed with the ceremonial banana planting.
