BANCASI, Butuan City, Philippines – In its vision to solve the insurgency problem in Northeastern Mindanao (Caraga region) through peace and development program, the Army’s 4th Infantry “Diamond” Division (4th ID) have already accepted the return to the folds of the law 3 New People’s Army (NPA) rebels and immediately extended medical assistance to them.
Maj. Eugenio Julio C. Osias IV, commanding officer of the 4th Civil Military Operation (CMO) Battalion on Sunday said these three rebel returnees who separately yielded to Community Organizing for Peace and Development (COPD) before the end of this month also reunited with their loved ones after debriefing.
Identities of these three rebel returnees were temporarily withheld for safety and security of their lives and their respective dependents. However, one of them who ask for medical assistance from the “Diamond” troopers was a former member of Sentro de Gravidad 1, Sangay sa Partido sa Platoon 16-A, Front Committee 16 of the CPP-NPA Northeastern Mindanao Regional Party Committee, added Maj Osias.
“The Leadership of 4th ID has given the directive to our troops in the field that we will give full medical assistance to our rebels brother if they seek help,” Maj. Osias said.
Maj. Gen. Victor A. Felix, commanding general of the Army’s Northeastern and Northern Mindanao 4th “Diamond” Division said his command will continuously welcome those brothers in the hills to return to the fold of the law and participate the Aquino Administration’s peace and development program.

Opening in 1996, Jo’s Chicken Inato Mandaue has delighted the public with its specially flavored chicken barbecue. One cannot begin to describe its distinct flavor in words. Into the chicken goes a special blend of secret ingredients. Only the pioneers in Dumaguete make this special blend.
Tracing their roots to Dumaguete, the restaurant chain began in 1985 with Jesse and Josephine Ng. Jesse, a foremen salesman, observed that the barbecued chicken was a loved dish and sold well in the cities and provinces he had been to (in the Visayas and Mindanao). He and his wife, Josephine, thought of putting up their own restaurant and began making a special recipe distinct from the others.
When they opened the restaurant, it was well-received by the public and now has branches in Cagayan de Oro, Bacolod, Iloilo, General Santos, Butuan, Tagbilaran and Quezon City and Cebu.
Around 1995, Jo opened the topic about expanding in Cebu together with Julius and Fe Betia as their partners, a restaurant opened in Mandaue in August 1996. Patrons and customers came in droves. Young opened another restaurant; perfect spot is a 1500-square-meter lot just beside the Cebu Institute Medicine answered their parking need perfectly. It was fortunate enough that it was smack right at the heartland of Cebu’s metropolis.
The restaurant has a cozy garden area with a very Filipino motif. While the garden’s furniture is made of bamboo, the tables inside are made of cross-sectional cuts from a narra tree. To be more pleasing to the senses, they serve their barbecued chicken in platters of banana leaf with rice and pickled of papaya or, “atchara.” Customers usually eat the chicken with their fingers, while the restaurant furnishes cutlery for their other dishes like kinilaw na isda, sinigang, tinola, pancit macao and other natice dishes.

Butuan was known then as a flood prone area. This is the worst reason why investors shy away. The flood control projects under the CARBDP already reduced significantly the flooding in the western side of Agusan River. The eastern part component is not yet through. Take note KAJIMA just finished their part of the project just in recent years. (Kaya we should not be happy kung manews ang BXU nga gibaha kay dili na pod manulod ang big investors. maunsa na man lang ang multi-million dollar aqua culture investment kung moatras kay bahaon man diay gihapon)
Availability of power enough for the needs of the new investments is another factor. The presence of a power barge in Nasipit was already a plus factor. But sad to say in 2008-2009 mindanao was hit by rotating brownouts and it showed that Nasipit Powerbarge cannot supply the needed power for BXU, else the city was spared from those brownouts. Right now, there are talks about new investors for power generation. This will be a plus factor for BXU.
It was just in the recent years that our universities gain recognition nationwide by making it consistently in the list of board topnotchers. CSU was awarded as CHED Center of Development in Mathematics just in 2009. FSUU was awarded as CHED Center of Excellence in Teacher Education in 2010. With these, it is only now that BXU can claim it has good manpower development centers.
Processing papers for new investment was not so friendly before. But starting with the implementation of BOSS just in recent years, processing of business permits is not anymore a problem.
Farm to market roads is constantly being developed through the years. The concreting of the Butuan-Las Nieves-Ezperanza-Bayugan Road and Maguinda Road will definitely pave the way of more agri-investments once finished.
Dami pa kaming nakita na reasons why di agad nagboom ang BXU. But I agree with BOB-BXU, we might be left behind but now BXU is inching its way and already stepping on the tails of those who are ahead.

PATIN-AY, Prosperidad, Agusan del Sur, Jan. 30 (PIA) – Concerned about the deterioration of national roads and highways caused by overloading of hauling trucks, especially those carrying forest products, the provincial government of this land-locked timber and agricultural-rich province in Northeastern Mindanao (Caraga region) is planning to purchase weighing equipment to put an end to the problem, it was learned Friday.
Agusan del Sur Gov. Adolph Edward G. Plaza requested the Department of Public Works and Highways (DPWH) to help the province on “how to acquire and how much will the weigh bridge cost”.
The provincial chief executive, during a peace and order council meeting here, expressed belief that acquiring this weigh bridge is the only way to determine if the truck loaded with heavy materials such as forest products comply with the load limit and thus stop the further destruction of roads and highways.
To materialize this plan, Gov. Plaza will seek financial help from the two congresswomen in the province.
“I will seek the help of our two congresswomen. This is the only way we can penalize those who violate the law of loading,” stressed the provincial governor.
Plaza is planning to have two weigh bridges in the province – one will be placed at the boundary of Trento town near Compostela Valley province and the other one will be placed in Tabon-Tabon, Sibagat town also nearby the boundary of Butuan City.
Reports reaching the provinces’ peace and order council meeting disclosed that at least 20 to 30 ten-wheeler trucks, mostly logging trucks pass by the national highway loaded with falcata logs bound for milling plants in the cities of Butuan, Gingoog and Cagayan de Oro.
During that meeting, members of the peace council observed that all trucks loaded with falcata logs are overloaded and this primarily causes the destruction of the national highway which connects Butuan City to Davao City. “No erring trucker was penalized,” the peace members said in unison.
As this developed, the provincial officials led by Gov. Plaza called on tree planters and truckers to strictly observe load limits when transporting planted species of logs to avoid further destruction of the roads and to avert accidents.
So far, only one weigh bridge of the DPWH is operating in Barangay Ampayon, Butuan City.
Meanwhile, the anti-truck overloading operation of the DPWH Region XIII, along with the Land Transportation Office (LTO) and Philippine National Police (PNP) went into high gear on the third day as more violators were apprehended, it was also learned Friday.
“We will strengthen our operation here and we will not stop until the Republic Act 8794 of the Anti-Overloading Act is thoroughly implemented,” said Region XIII DPWH Regional Director Danilo E. Versola. (MUC/PIA-Caraga)

RLC added more tarps on the area to let the public know that they now legally own the place. As of this moment, the date of the ground breaking ceremonies is still unknown..

Im not sure ha.. pero rumors ra ni... ako ni nadunggan tung elementary and high school pa ko... It's family issue daw.. murag ansg nahitabo, gi pirate ang recipe sa igsoon nga naka asawa ug taga butuan... Nag tugod sila restaurant sa butuan, ug gitawag nga Weegols...

BUTUAN CITY, Jan. 31 (PIA) – Butuan City Mayor Ferdinand M. Amante, Jr. said classes have been suspended in all public and private elementary and high schools in the city following the heavy rains that is battering the province of Agusan Del Norte since dawn today.
In a phone-patch interview this morning, Amante also said they are monitoring Agusan River as they expect water level to rise this afternoon due to heavy rains in Compostella Valley. The official further said the city's response team is ready and they have been constantly monitoring the situation
As of 5:00am today, PAGASA here bared that at 2:00am earlier, a low pressure area was estimated based on satellite & surface data at 480 kms.
PAGASA also revealed that Visayas and Mindanao will experience cloudy skies with scattered rainshowers and thunderstorms becoming widespread rains over eastern & central Visayas, and northern and eastern Mindanao which may trigger flashfloods and landslides.
Also, due to bad weather condition, the Cebu Pacific Airlines and Philippine Airlines here reported that scheduled flights today were cancelled.
Meanwhile, Department of Social Welfare and Development (DSWD) Caraga Regional Information Officer Leah Quintana reported that their offices in Butuan City and Agusan del Norte are ready to augment relief goods anytime since they have stock relief goods.
Quintana also said that as of press time, their agency has not received any request of relief goods in all barangays.
The public is advised to be vigilant and take precautionary measures to avoid any untoward incidents. (PIA-Caraga)

The President visited the city to see the damages brought about by the said calamity and Mayor Amante personally apprise the President of the extent of the damage, particularly the agricultural sector, affecting most of the 59 rural barangays. During the President’s visit, he turned-over initial relief goods to assuage the concerns of the farmers over the state of their fields with the following items: 50 bags of certified seeds; 3 units water pump engine sets; 2 boxes assorted vegetable seeds; requisition and issue slip for 1 set of assorted medicines and medical supply.
It is of great significance that the President personally evaluated the damages brought about by the bad weather condition which unfortunately affected many areas in Visayas and Mindanao and he is thankful to note that among all the areas in Caraga region, Butuan City is the least hit by the calamity.
The President lauded the efforts of the local government of Butuan for its disaster management readiness in its immediate response to control or lessen the impact of the damages, brought about by the calamity.

RLC added more tarps on the area to let the public know that they now legally own the place. As of this moment, the date of the ground breaking ceremonies is still unknown..

However, I just had an interesting converstaion with an old friend. He said that "maybe there's more to it". He tells me the story of how in one of his flights last year, on a BXU-MNL CebuPac flight, something strange happened. Upon landing in MNL, passengers were not immediately allowed to disembark the aircraft. Some people were already complaining that they were in a hurry. The FA's told them that Airport Police is coming aboard. When the doors were opened, Airport Police did come aboard and an FA pointed to the back part of the aircraft as she ecorted them towards the rear. Turns out, It was Eng'r. Pascual that was their target. He was escorted out of the front door first on handcuffs. We were later told the FA is filing/ filed a complaint against Eng'r Pascual for (for lack of a better word) "Pambabastos".
With CebuPac, a JG Summit Company under the Gokongwei Group, also the owners of RLC, could thise be part of the reason why Eng'r. Pascual is really pushing it. Sort of a revenge on CebuPac for the humiliation he had to endure. Personal reasons more than business.
Can anyone verify this story?

to this effect also, the Petron case was also in favor of Romarate and the petron management..

assuming that this story is true, his case against First Consolidated Bank and Robinsons land Corp. contesting ownership of that remaining 1.1 hectare lot was most likely filed much earlier than that alledged airplane incident.
in fairness to engineer "P"....he seems to be reserved, composed and polite when talking in public, the same applies probably when he is aboard an aircraft?

BUTUAN CITY, Philippines - Agusan del Norte province and Butuan City are experiencing heavy rains since early Monday morning.
State weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said a low-pressure area near the region is causing the torrential rains.
Due to bad weather, classes have been suspended in all public and private elementary and secondary levels in Butuan City.
City disaster management officials are also monitoring the Agusan River, as they expect its water level to rise Monday afternoon due to heavy rains in Compostela Valley.
Disaster alert level 2 has also been raised in Surigao del Norte.
Surigao del Norte Gov. Glenda Ecleo also wants alert level 2 to be hoisted over Dinagat Island, based on a recommendation from PAGASA.
The move will result in the suspension of pre-school, elementary, and high school classes.
Meanwhile, bad weather also prompted Cebu Pacific airlines to cancel a Butuan to Manila flight scheduled 9 a.m. Monday.
Philippine Airlines, meanwhile, has yet to either cancel or delay scheduled flights to and from Manila and Butuan.

State weather bureau Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said a low-pressure area near the region is causing the torrential rains.
Due to bad weather, classes have been suspended in all public and private elementary and secondary levels in Butuan City.
City disaster management officials are also monitoring the Agusan River, as they expect its water level to rise Monday afternoon due to heavy rains in Compostela Valley.
Disaster alert level 2 has also been raised in Surigao del Norte.
Surigao del Norte Gov. Glenda Ecleo also wants alert level 2 to be hoisted over Dinagat Island, based on a recommendation from PAGASA.
The move will result in the suspension of pre-school, elementary, and high school classes.
Meanwhile, bad weather also prompted Cebu Pacific airlines to cancel a Butuan to Manila flight scheduled 9 a.m. Monday.
Philippine Airlines, meanwhile, has yet to either cancel or delay scheduled flights to and from Manila and Butuan.

CAGAYAN DE ORO CITY, Feb. 1 (PIA) – Following the declaration of Alert Level 3 in Caraga Region by the Regional Disaster Risk Reduction and Management Council (RDRRMC), the Armed Forces of the Philippines, through the Division Support Area (DSA) based in Camp Bancasi here dispatches three M35 trucks to augment the dump trucks of the city government in transporting the affected populace along Agusan River after it overflowed because of the incessant rains that hit the region for the past days.
Earlier, Mayor Ferdinand M. Amante Jr. declared suspension of classes in both the public and private schools in all levels as well as work in public and private offices.
In an information sent to PIA through Short Messaging System (SMS), the official said the city, in particular was declared under alert level 3 enforcing the affected residents for evacuation as water level in majority of the barangays already goes up.

Air carrier Cebu Pacific on Thursday canceled at least eight flights to and from Manila and various destinations in the Visayas and Mindanao.
In an advisory posted on its Facebook page, Cebu Pacific said the canceled flights included:
5J-781 and 782 (Manila to Ozamiz City and back);
5J-871 and 872 (Cebu to Ozamiz City and back);
5J-711 and 712 (Manila to Catarman and back); and
5J-785 and 786 (Manila to Butuan City and back).
"Affected passengers will be accommodated on the next available flights," the airline said.
"We always place top priority in your safety; thank you for your understanding," it added.
Low-pressure area off Mindanao
Majority of low-lying areas in the Caraga Region in Mindanao are now submerged in flash floods forcing thousands of families to evacuate.
A low-pressure area off Mindanao threatens to bring more flash floods and landslides to parts of Visayas and Mindanao, state weather forecasters said on Tuesday.
Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) forecaster Manny Mendoza also said the LPA still has a "50-50" chance of becoming a cyclone.

The residents, especially farmers in this far-flung town of Agusan del Norte province have the reason to enjoy because a big agriculture firm is set to start its 5,000 hectare banana plantation, it was learned Thursday. The multi-million project is one of the most awaited investments and the dream of local officials expected to boost economic activity in this town and nearby areas. As “green light” in its operation, top officials of this town and the province, assisted Del Monte Fresh Produce, Incorporated in ground breaking the 5,000-hectare banana plantation at the Poblacion Gym here last week. Vice Governor Enrico R. Corvera and Del Monte Fresh Produce, Incorporated General Manager Señor Guido Bellavita jointly led the capsule laying followed by the ceremonial planting of bananas with Mayor Reinerio Rosales.
Initially, the Del Monte Banana Plantation will start with 200 hectares in Barangay San Roque, this town.
The target area of 5,000 hectares for the plantation will cover the seven barangays of Marcos Calo, Bonifacio, Katipunan, San Isidro, Malicato, Tinukluran and Poblacion.
Soil fertility and the dynamism of the people and the local government were the primary considerations of Del Monte in choosing the site. “We will participate in your progress. Take a picture of Las Nieves now and see how it will change in the future with Del Monte. We hope to grow together,” said Del Monte General Manager Señor Guido Bellavita, in his message during the ground breaking ceremony. “This is a big help because it will not only increase the income and revenues of this town but also big help in livelihood and employment,” said Vice Gov. Recently, a Memorandum of Agreement (MOA) was signed between a local business group led by Mr. Nandy M. Rosales and Korea IT DVR System (KIDS) Co. Ltd with its CEO Mr. Choi Yu MUK to explore and develop gold, copper and other associated minerals in this town. Close coordination is ongoing for the setting up of a mining area that will cover more than 300 hectares in the mountainous area of Barangay Sangay to as far as Barangay Guinabsan. Also late last year, a company based in South Korea, the Shine Art Valley Company Ltd., signed a Memorandum of Understanding (MOU) with the provincial government for the establishment of an initial 10,000 hectares of banana and palm oil plantation along the areas of Las Nieves, Buenavista, Nasipit and Carmen (LASBUENASCAR), Vice Gov. Corvera said.

BUTUAN CITY, Philippines – Government authorities have ordered the evacuation of thousands of families in three cities and four provinces in the Caraga region in the wake of floods caused by continuous heavy rains that started last Sunday.
Provincial disaster officials said that two persons, identified as Alfredo Apas, 55 of Barangay Mabua, Surigao City and Amado Basadre, 35 of Barangay Magtangale, San Francisco town, were reported missing.
At least 1,000 individuals from five barangays were already evacuated to safer grounds and evacuation centers in Dinagat Islands, Surigao del Norte, due to landslides and flash floods.
The Office of Civil Defense-Caraga region reported that landslides occurred at the national highway in Barangay Union, Lingig town, Surigao del Sur.
It also said that 61 houses were washed out and totally damage while 60 others were partially damaged in floods in Surigao del Norte, Agusan del Sur and Surigao del Norte flash floods.
For the second time in less than a month, Butuan City was declared under a state of calamity as more than 80 barangays were immersed in flood waters and several hectares of agricultural crops were ruined.
Butuan City’s disaster council said that at least 6,000 families were affected by heavy flooding in the city’s urban and rural areas.

Mindanao-wide cheerleading event to be held next week in Cagayan de Oro

CAPITOL University and Cheerleading Philippines will host the 1st Big Mindanao Cheerleading Festival on February 11 to 12, 2011 at the Capitol University Gym. On these dates, Capitol University will celebrate its 40th Foundation Day anniversary. International guest coaches from Indonesia, Malaysia and Japan will be joining this festival.
More or less 40 Mindanao cheerleading teams will be attending the festival. These teams represent the cluster areas of Mindanao: Southern, Central, Northern and Western. The festival showcase is divided into three division categories: elementary, high School and college. The festival shall consist of these events: team category - mix, team category - all female, partner stunt - mix and partner stunts - all female.
This is a very big and thrilling festival since this will be the first gathering of all Mindanao teams that will not compete but will unite with one vision of becoming globally competitive in Cheerleading. The following is the tentative list of participants: Elementary - Macanhan Elementary School (Cagayan de Oro City), Balingasag Central School (Balingasag, Misamis Oriental), City Central School (Cagayan de Oro City) and Quezon Elementary School (Davao City).

MANILA, Philippines – The Bureau of Soils and Water Management (BSWM) has recommended the immediate rehabilitation of three watersheds in Mindanao that are critical to irrigation systems in two regions.
BSWM director Dr. Silvino Q. Tejada reported to Agriculture Secretary Proceso Alcala that these watersheds are located in Linamon in Lanao del Norte, Gigaquit in Surigao del Norte and Nasipit in Agusan del Norte.
The bureau's interest in their rehabilitation arises from the fact that it is involved in the Mindanao Rural Development Program – Adaptable Program Loan Phase 2 (MRDP2), a poverty-alleviation initiative implemented through the Department of Agriculture (DA) and jointly funded by the World Bank (WB), the national government and local government units (LGUs). It covers Mindanao's 26 provinces and 225 municipalities.
“Climate change or weather occurrences like the La Nina and El Nino have presented many challenges to small farmers who rely on watershed areas for many things like water supply and soil erosion protection. If a watershed area is not in good condition, it would be very impossible for it to support a farming community especially with climate change and excessive rainfall caused by La Nina,” Tejada added.
The BSWM’s survey of the Kinabangan Watershed in Nasipit, Agusan del Norte showed that its soil, land and water resources are “overexploited beyond its capacity, resulting in low productivity of various farming areas.”
It also found out that around 4,250 hectares or 68.53 percent of its total land area could potentially host agribusiness activities like the planting of high value commercial crops (HVCCs) like fruit trees and vegetables like sweet pepper, pole sitao and ampalaya. Industrial crops could also be cultivated there.
For the Linamon Watershed, analysis revealed that “soil, land and water resources are optimally utilized and hence, resulting in low productivity."
The DA has identified around 1,824.79 hectares or 88.26 percent of the lands of the Linamon Watershed as potential sites for HVCC cultivation.
A similar set of findings was made for the Gigaquit Watershed.
Gigaquit boasts of the largest area among the three watersheds evaluated by the BSWM.
Around 15,769 hectares or 67.25 percent of its total land area was found to be potential agribusiness sites for HVCC cultivation.

Langihan Road is impassable to small vehicles and so is T. Calo. resulting to a a kilometer long traffic standstill along JC Aquino Ave. as vehicles used this thoroughfare in getting from east to western part of the city
the Bonbon-Kinamlutan section of the By Pass Road is now open for use to all cargo and buses and is also used by cars in going to Libertad from Villa Kanangga area for motorists who would want to avoid Montilla Blvd. (Montilla Blvd. is now at below knee flooded).
The Baan Riverside, Banza, Mahogany section along the city's eastern side is at 4 to 5 feet deep in some low lying parts. Though waters is receeding fast, still Mandatory and Forced evacuation is in effect for the past 48 hours.
Tiniwisan-Cabcabon is minimally affected.....Bit-os and Bancasi is also unaffected....

MANILA, Philippines- Temporary shelters in Butuan City are becoming filled to the brim with the latest wave of evacuations Tuesday night.
Residents whose homes have been inundated have cramped in classrooms where as much as a hundred families are forced to seek refuge.
Butuan City Mayor Ferdinand Amante told national disaster officials that their city is now 90 percent underwater.
At the Florencio Sibayan Elementary School in Butuan City, the homeless await relief goods such as food and water. But medicines are scarce and children are getting sick. One evacuee, Edmundo Gutierrez worries over the lack of medicines.
"Kinahanglan na diri mga tambal kay naay mga sakit sa tiyan ug mga katol (we need medicines for stomach aches and skin diseases)," Gutierrez said.
Respiratory ailments also plague evacuation centers -- the very young, being the most vulnerable.
The city's Social Welfare Office says it can only do so much in providing for those seeking refuge in temporary shelters.
The DSWD admits, as evacuees suffer from various ailments, donated medicines are now as essential as food and water. The city government is also calling for more donations for clothes as evacuees have run out of dry clothes.
Critical levels in Agusan River
Many of the evacuees have left their homes, farms and farm animals and with the continuing floods agriculture damage could be dire. Tuesday night, water levels at the Agusan River reached a critical level of 3.55 meters.

For farmer Cresencia Balbuena, the non stop rains brought staggering losses for her farming business. Her recently planted rice fields now resemble a river.
"Nabalaka ko unsaon pagbayad sa utang. dili na ko mokita kay naanod naman (I worry about my debts. I lost everything to floods)," said Balbuena.
Damage to agriculture cannot be pegged at this time as access to many municipalities in the region are blocked by floods.
300 percent more rain
According to PAGASA, unusual rain volume has been recorded in the Caraga region. Surigao City in particular received almost 300 percent more rain than normal or 271 milimeters of rain, while cities like Butuan received at least 207 milimeters of rain on January 31, 2011.
PAGASA's Nathaniel Servando said rain above 180 milimeters is already considered heavy. At a press conference in Manila on Wednesday, the weather bureau said more rains brought about by the La Niña Phenomenon can affect CARAGA, Northern Mindanao or Eastern Visayas.
A total of 22 municipalities are now affected by floods in the CARAGA region. Latest National Disaster Risk Reduction and Management Council or NDRRMC said 4 of these are in Agusan Del Norte, 4 in Agusan Del Sur, Surigao Del Sur, 5 and Surigao Del Norte, 9 towns.

A low-pressure area (LPA) threatens to dump more rains on flood-prone Agusan provinces in Mindanao in the next 24 hours, even as disaster management officials continued to evacuate families from flood-prone areas there.
The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA) said Wednesday the LPA may bring flash floods and landslides over the Visayas and Mindanao.
"Opo tuluy-tuloy ito, 24 hours magkakaroon ng pag-ulan doon sa Agusan. Malakas po kasi nandoon ang LPA sa bandang malapit sa kanila," PAGASA forecaster Connie Dadivas said in an interview on dzBB radio.
(Yes, there may be continuous rains in the next 24 hours in the Agusan area. The rains are likely to be heavy because the LPA is near there.)
PAGASA's 5 a.m. bulletin said the LPA was estimated at 40 km north of Hinatuan, Surigao Del Sur as of 2 a.m., even as the northeast monsoon still prevails over Luzon.
"Visayas and Mindanao will experience cloudy skies with scattered to widespread rainshowers and thunderstorms which may trigger flashfloods and landslides. Luzon will have mostly cloudy skies with light rains," PAGASA said.
Ongoing evacuation
The National Disaster Risk Reduction and Management Council (NDRRMC) said evacuation is ongoing in flood-prone areas along the Agusan River.
NDRRMC executive director Benito Ramos said rising water levels at rivers in Surigao and Agusan had prompted the evacuation of families living near those areas.
He said he the Office of Civil Defense is coordinating with the Departments of Health and Social Welfare and Development to assist residents affected by floods and landslides.
"We conducted last Tuesday evacuation operations in areas near the rivers in Surigao and Agusan," he said in an interview on dzBB radio.
In its 6 a.m. update, the NDRRMC said disaster management officials in Butuan City had to use speedboats to rescue residents in Mahogany, Mahay, Banza, Buhangin and nearby villages along the riverbank as of 11 p.m. Tuesday.
It NDRRMC noted water levels in Agusan River in Butuan City rose by 3.6 meters, with flood waters in the city proper knee-deep.
Malimono town was isolated due to the overflowing river and damaged bridge, it added.
Also, it said the floods had affected 47,725 families or 239,395 people in 347 villages in Misamis Oriental, Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur and Dinagat Islands.
Some 1,761 families or 8,567 people are housed in 23 evacuation centers.
At least 60 houses in Surigao del Norte were damaged while one was destroyed.
Meanwhile, Ramos also said he has advised local governments in Southern Leyte and Samar in Eastern Visayas to take precautions as well, as rains had been falling there for two weeks.

ONE Network Bank, considered one of the biggest rural banks in the country, is spending P300 million for its branching plan this year as it starts branching out in the Visayas.
The bank, said Alex V. Buenaventura, its president, will spend P150 million for the 10 branches that it is setting up, including those five in the Visayas and one in Makati City as the bank is spending the average of P15 million for a branch, depending on the location of the area.
The remaining half of the amount will be the capital of the branches, he explained during the forum here, pointing out that the bank has decided to set up a branch in Makati City as the Bangko Sentral ng Pilipinas has allowed rural banks to set up branches in the country’s central business district, Buenaventura said.
This developed as the the branches will allow the bank to widen its reach and that many of them, particularly those in areas where prices of agricultural products have increased tremendously, have been awash with cash. For example, branches in Davao Oriental have high deposit rates considering that prices of copra, the main product of the province, have gone as high as P55 a kilogram from just about P40 a kilogram last year.
Last year, the bank increased its deposit by 37% to P9.428 billion from P6.887 billion in 2009.
The bank already has 81 branches at present, all in Mindanao even as it will concentrate on serving areas considered as underbanked or unbanked.
This year, aside from the one in Makati City and the five branches in the Visayas, the bank will set up branches in Sangali, Zamboanga City; Baganga, Davao Oriental; JC Aquino St., Butuan City; and Esperanza, Sultan Kudarat.
Even when some small rural banks have closed down, the bank had decided to set up branches because “the capital expenditures are cheaper,” Buenaventura said.
“There is no more incentive for buying (smaller rural banks) because you can just apply for new licenses licenses,” he explained as the bank only pays P125,000 for a license and that the central bank has already lifted the moratorium on the setting up of branches.
He said the bank will buy “more accessible locations” in areas where it will locate.
He said the bank has yet to finalize the areas for its branches in the Visayas considering that a team that it sent to the areas has yet to finalize its evaluation.
Its Makati branch, he added, will serve the banking need of the Consunji group, one of the primary owners of the bank considering that its branch will even be located in the building of the Consunji company.

THE 2011 Shakey’s Girls Volleyball League will hold its Mindanao leg sometime this February.
This was bared yesterday at the weekly Davao Sportswriters Association (DSA) Forum by Darren Evangelista of the organizing Evangelista Aquatics and Sports Management Incorporated (EASMI).
The venue is still yet to be finalized. “We will be sending invitations to schools to participate,” Evangelista said.
Some 10 schools are expected to join led by last year’s Mindanao champion Davao City National High School.
The monthlong tournament which will be held every Saturdays and Sundays also expects entries from Digos, Panabo,
Tagum, Cagayan de Oro, Butuan and General Santos City.
The champion team gets an all expense paid trip to the national finals which will be announced after the Visayas and Luzon legs.

perwisyo on the part of the managers and crew coz they have to study both brands' products in terms of standards. kaya ra kaayo nako ang jollibee food and paper products but not the cakes, pastries and all the decors and etc, hehehe.

BUTUAN CITY, Philippines – The continuous heavy flooding brought about by low pressure in all provinces and cities in the Caraga region since Sunday night has caused the overflowing of the Agusan River, inundating and isolating several towns while several areas are currently isolated because of destroyed bridges and roads and shortage of power and water supply.
Authorities also said floods and slide victims have swelled to 56,135 families or 281,638 persons from the 386 barangays from various parts in the region while three persons were reported killed and two others missing as of press time.
The region’s capital city alone has been declared for the second time under a state of calamity since early this year, with at least 9,243 families or about 60,979 persons as of Wednesday’s posting by the City Disaster Risk Reduction and Management Council (CDRRMC) severely affected by floods as more than 80 barangays in the city, especially the city proper are already flooded as the swelling Agusan River has affected all streets and major thoroughfares, causing business establishments to close shop, classes suspended in all levels, and the stoppage of works, both in government and private.
The water level of the giant Agusan River in Butuan City has increased to 3.6 meters high and flood water in the city proper is already knee-deep.
Rescue teams of CDRRMC are already using pump boats and speed boats in rescuing flood victims at Barangays Mahogany, Mahay, Banza, Buhangin and nearby barangays along the riverbanks of Butuan City.
As of 6 a.m. Wednesday, the Butuan CDRRMC team retrieved the body of Gaudencio Donayon, 75 at neck-level flood waters in Purok 3, Barangay Buhangin this city.
Another body, that of Gaudencio Amoro, 50 of Sibagat town, Agusan del Sur, was also found on Rosales Avenue here, on Wednesday morning.
Butuan City Mayor Ferdinand Amante Jr. Wednesday asked President Benigno S. Aquino III for relief assistance to thousands of flood victims in the city since Sunday night. The City Chief Executive also asked the socio-civic organizations to help extend assistance to flood victims now sheltered at various evacuation centers in the city.
The largest number of floods and slides victims is reported in the Pacific Ocean-facing province of Surigao del Norte and Surigao City where to date the RDRRMC and PDRRMC reported 20,000 families or about 103, 121 persons were already affected.
The PDRRMC of Agusan del Norte also reported 8,813 families or 42,526 persons were affected by floods and slides while Agusan del Sur PDRRMC also reported 4,122 families or 24,688 persons affected since Sunday flooding. The Surigao del Sur and Bislig City DRRMC also reported 528 families or about 2,655 persons were also severely affected. (With a report from Nonoy E. Lacson)

it was planned before that they will offer the property to private investors for a "CAPITOL COMMERCIAL COMPLEX" sometime in 1990s ( when the Plaza family also planned their mall in the lot occupied by Rosarios and those native restos and car shops).
the plan of LGU Agusan Norte was a complete failure as they failed to get a fundinhg to develop the long idle prime property and also failed to get a developer/investor even under the BOT (Build Operate Transfer) scheme...

MANILA, Philippines – Budget carrier Cebu Pacific will sell seats to any domestic destination for only one peso starting February 4, for travel from June 1 to September 30.
Passengers can book flights to any of Cebu Pacific’s 33 domestic destinations, namely, Bacolod, Boracay (Caticlan), Busuanga (Coron), Butuan, Calbayog, Cagayan de Oro, Catarman, Cauayan (Isabela), Cebu, Clark, Cotabato, Davao, Dipolog, Dumaguete, General Santos, Iloilo, Kalibo, Legaspi, Laoag, Manila, Naga, Ozamiz, Pagadian, Puerto Princesa, Roxas, San Jose (Mindoro), Siargao, Surigao, Tacloban, Tagbilaran, Tuguegarao, Virac and Zamboanga.
“It will only take P1 to travel with friends and family and explore the Philippines,” said the airline’s vice president for marketing and distribution Candice Iyog.
“We hope this will encourage those who usually take buses and ferries to book their flights in advance. Cebu Pacific has always been at the forefront in promoting domestic tourism with its trademark low fares,” she added.
Cebu Pacific operates a total of 51 domestic routes from its hubs in Manila, Cebu, Clark and Davao.
