take note of the century old acacia tree...still up up to now...a living witness when the old wooden two towered cathedral was destroyed during the war and rebuilt during late forties...
the acacia tree was even there when the park was then named Guingona Park

ph_matrix October 16th, 2007, 07:54 AM Butuanons, just want to share this crazy Essay of my Uncle Tigs on his Experience in our Barrio Cabcabon.
ONCE UPON A TIME IN CABCABON
Tigs Tidalgo
Part 1
The chapel bell rang ferociously. It was Sunday morning and a beautiful day. The barrio folks were summoned to the church. This mass was special. They had a priest this time. They usually had their local church kagawad leading the service in lieu of a priest.
Father Nene was already in the chapel. He arrived early from the main church in Ampayon. He had forty-seven barrios to serve. His presence in the barrio was scarcely scheduled. He was the only priest in his parish.
It didn't take long to fill up the kapilya. The crowd overflowed into the main road. Parishioners standing outside were distracted occasionally from their prayers when tricycle traffic squeezed its way through them.
The choir sang very well. I was informed before the mass that most hymnal pieces were composed locally. This was evident, as it did not only illustrate heavenly devotion. It also portrayed rural lifestyle and livelihood. I was impressed.
The mass ended and people converged in an area fronting the church. There were vendors selling mostly home cooked delicacies. The solemn religious ritual only a minute ago suddenly became an organized chaos. This was where they greeted each other. It was gleeful social interaction where friends met friends and gossips made its glory.
Time changed the barrio. It was no longer the place I knew. It did not only alter the attitude of people but also on the topography of the land. The river where my father taught me to swim was no longer around. I was told that a big flood years ago diverted the river upstream. I felt nostalgic knowing the sad story of our river, which sheltered many exciting experiences of my childhood and into my youth. I nearly drowned in that river. Had it not on my older sister, I would have faced my Maker so early in life.
There were people in the chapel that still knew me. They shook my hand and though their names mostly eluded my recollection, I returned their politeness with warm gesture in courtesy. However, I met a man that I did not forget. Although his appearance was altered by wrinkles on his face and gray hair, I still recognized him as Melencio. How could I forget? I was one of his disciples.
Melencio once locked himself alone in the room and read the Holy Bible continuously. After a week of intensely perusing the Holy Scripture, he went out the room tossing in the air his trouser belt and in futility tried hard converting it into a snake. Melencio's mind was distorted. He thought that he was Jesus.
His parents asked us to play along. Maybe he would go back to his normal senses after a while. So we did. It was summer vacation anyway and there was not much to do in the barrio. We may as well have fun.
It was in the corner store one afternoon when Melencio chose his disciples. I was Judas. I complained about it because I wanted to be Peter. But his younger brother already took the position and won't let go the role of the fisherman. I finally agreed on my appointment with an understanding that I would not hang myself.
Melencio had this wanting of performing miracles. He attempted to walk on water by jumping off a creek bridge. His disciples pulled him out after as he was stuck in the mud. We feared that carabaos cooling off in the river would do him harm.
ph_matrix October 16th, 2007, 07:57 AM ONCE UPON A TIME IN CABCABON
Part 2
He instructed his disciples to look for a donkey. There was none in Cabcabon. He however settled for a small carabao. He wrapped himself with a white bed-sheet and rode on the back of the carabao. He was holding a bundle of coconut leaves and waved it to people. He looked impressive that some old ladies even made a sign of the cross as we passed by them. From the main road we entered the pergola gate to the plaza.
It was Sunday afternoon and barrio folks converged at the plaza. There was a basketball game. They stopped playing when we entered. Our entrance was sensational. However, the humor of vendors reached its limit, when Melencio jumped off the carabao and kicked their tables shouting and accusing them as thieves in his father's house. The disciples were startled. We were not expecting it. We dragged him out the plaza sensing that vendors would beat him up.
It was kind of miracle that he wasn't hurt on the things he did. But not until he tried on what he called the miracle of the bees.
The disciples were drinking at the corner store one afternoon when Melencio proposed to do it. With his size and temper, we surmised that it wouldn't be healthy for us to refuse him. Besides, the amount of alcohol we consumed could have blocked our logic to discourage him. His disciples were drunk. We just obliged him what he wanted.
He brought us to an area near the river. There was a coconut tree where thirty feet up from the ground was a big black beehive (putyukan) on the trunk. The miracle planned was for Melencio to climb up the coconut and to swipe the beehive with his hand and climb back down unhurt.
Kanning, the village drunk was with us. He sang the National Anthem and accompanied by his ukulele as Melencio slowly gained height up the coconut. We stood at attention and put hand over heart in reverence as Melencio climbed the tree. We were amused.
It was when the anthem was about over when pandemonium suddenly broke loose. Swarm of bees fiercely attacked Melencio when he was nearing the hive. He was in big trouble. But the predicament of Melencio was not his alone. Hundreds of bees also swooped down and went berserk on his disciples below. We ran for our lives. Our Jesus dropped. We left him flat on the ground. The bees stung us savagely as we fled. We jumped into the river and held our breath under water as long as we could. We sobered up quickly. It was not fun anymore.
It was big news in the barrio. The disciples again were gathered at the corner store the next morning. We were talking and laughing about our experience with the bees when Melencio's mother came in and angrily confronted us. She was hysterical. She accused us of trying to kill her son. Melencio didn't show up. His brother informed us that he was okay, but decided to wander in the forest to be a hermit.
Maybe, divine intervention prevailed after all. After few days in the woods, Melencio was accidentally caught in the wild pig-trap of his father. He was treated in the hospital and was cured. He went back to the barrio and later was converted a Jehovah Witness.
I was awake at dawn listening to crowing of roosters. I wondered how a rooster with a brain of a chicken knew the exact time of the night to make his call. Their crowing made me realized that I was finally home. I traveled far and wide ever searching for the good life. It was in that moment when I acknowledged that I've found it in the very place where I started.
Through my window I saw the marvel of nature's still untarnished creation. The half-crescent moon and myriad of stars in heaven hazily brightened the rice field and the outline of distant mountains. After seeing old familiar faces in the chapel, I felt that my existence had gone a complete cycle. It seemed that I was an ironic victim of my own freedom. I wanted to stay and once again share the innocence and joviality of simple village living. But the barrio is no longer my world. It changed and so did I.
It wasn't for me anymore.
regjeex October 16th, 2007, 08:15 AM Pre, If I'm not mistaken Melencio is one of the composers and trainor of choir in your place. I was then part of the choir together with my cuzin Janice, Janeth and your sister when Ampayon Parish held a Marian Song competetion that we actually won the gold. This man is a great trainor and I think at that time your father conducted for an amazing performance. Such an honor for me to be part of Cabcabon choirs for a while.

By Ben Serrano
Caraga Correspondent
BUTUAN CITY -- Mindanao Economic Development Council (Medco) Chairman Virgilio L. Leyretana said President Gloria Macapagal-Arroyo wanted all projects for Caraga under the Mindanao Super Regions Projects to be completed by the end of her term in 2010.
Leyretana said this at a news conference during 6th Inter-Agency Meeting on Mindanao Super Regions held in Surigao City Monday where different regional directors of participating government agencies for the Mindanao Super Regions Projects attended.
President Arroyo will be here in Butuan City Tuesday for a more than two hour visit on the way to Cagayan de Oro City to receive the output of the three-day Mindanao Peace and Security Summit slated July 8 to 10 at Pryce Hotel.
Caraga Region is a natural bailiwick of Arroyo since she ran for Senate, Vice President and in the 2004 Presidential elections, Arroyo won by wide margin of votes.
But two out of the 10 priority projects in Caraga Region under the Mindanao Super Regions have no funding yet according to its June 2007 official status report.
Also during the press conference, no single official from the Department of Budget and Management (DBM) were present whose presence crucial to determine on whether funds are really available for the projects.
Among projects that have no fund releases yet is the P9.6 billion Mindanao Farm to Market Roads where Caraga Region got a slice of P361.4 million. The P960 million small irrigation projects in Mindanao, which is part of P4.9 billion NIA irrigation projects nationwide.
The status report said the listing of priority irrigation projects were already submitted to President but are subject for endorsement by respective Regional Development Councils (RDC).
The P10-million Sayac Airport Expansion Project in Del Carmen, Siargao Island, Surigao del Norte has also no fund releases yet.
Among priority projects are the 15 kilometers P100-million Dinagat Island Road Network, which is to be implemented by the Department of Public Works and Highways (DPWH).
Report said detailed engineering was already completed and P4 million was already released to the District Engineering Office.
The 140-Kms. Tandag to Marihatag Road, a World Bank assisted project worth P1.764-billion, which is now on going and is expected to be completed by May 2010.
These said road section area have been the sourced of many complaints by commuters, motorists in the past due to its worst road condition.
The P250 million Butuan City Airport Development Project to be implemented by Department of Transportation and Communication (DOTC).
The project involves the extension of runway whose construction is slated to start in August 2007 and is targeted for completion by December 2007.
The project also includes the P102.4 million improvement of Air Navigation Facilities, which is to commence by September 2007 and is targeted for completion by May 2008, the official status report said.

BOB-bXu October 18th, 2007, 06:13 AM I got this 2006 economic summary for CARAGA from NEDA site
EXPORTS, MINING, BANKING PACE CARAGA’S 2006 GROWTH
The spectacular growth in exports coupled with a vigorous banking sector and bright prospects in mining powered Caraga’s (Region 13) growth, according to its Regional Economic Situation (RES) released by the National Economic and Development Authority’s (NEDA) regional office 13 (NRO 13).
“The region’s exports increased by an impressive 114 percent, or some US$129 million from US$60 million in 2005, with the cities of Butuan, Agusan del Norte and Bislig, Surigao del Norte registering 497,008 percent and 17,140 percent growth, respectively. Surigao City and Surigao del Norte still account for the bulk of the region’s total exports, with their combined percentage share of regional exports at 73 percent,” the regional report said.
On a commodity basis, exports of seafood (some US$1.1 million from about US$72,000 in 2005), nickel ores (some US$117.9 million from about US$54.5 million in 2005) and veneer sheets (some US$165,000 from about US$143,000 in 2005) increased in 2006. A decrease was noted in chromium ores (some US$2.9 million from about US$3 million in 2005). Bright spots in the exports market include the emergence of coconut and other coconut based products such as virgin coconut oil and flat-rolled products/other alloy sheets as new exports products for the region.
Asia still remained the dominant destination of the Region 13’s products with 91.25 percent share, followed by Europe (4.35%), and Australia (3.41%).
According to the RES, Caraga’s mining and quarrying industry is becoming a major player not only in the domestic market but also internationally. “The continued demand for resources from countries such as China and India is expected to further fuel the growth of this industry,” the report said. Total production value of the mineral resources produced in Caraga reached some PhP2.2 billion while its sales value was about PhP1.3 billion. The region’s foremost mineral export is nickel since the region has one of the biggest nickel deposits in the world.
Meanwhile, the region’s vigorous banking sector is on an upswing, with total assets as of June 2006 standing at around PhP20.34 billion, up by eight percent from the previous year. Total deposits as of the same period stood at around PhP15.14 billion, increasing by 11 percent. Net loan portfolio as of the first semester of 2006 (about PhP5.39 billion) is already close to the loan portfolio in 2005 of PhP5.4 billion.
The region was also able to collect PhP1.6 billion in taxes, 15.64 percent more than the previous year, due to the increase in the collection of income, percentage and excise taxes, the positive performance of the national government agencies and LGUs on the remittance of withholding taxes and increased remittances from private companies.
For 2007, the region sees improvements in infrastructure and mining to spur the economy further. Big ticket infrastructure projects are expected to be finished, like the Second Magsaysay Bridge Project and the San Francisco-Langkilaan section of the Philippines-Japan Friendship Highway, which will hasten the transfer of goods and services and trigger growth and development in the area. Improving the region’s infrastructure network will also benefit tourism and investments in the region.
“The improved fiscal position of government bodes well for the region as public spending will increase significantly for the year. The region is poised to be one of the recipients of various irrigation and farm-to-market road projects as part of the super region development project,” the RES said.
Priority projects have been endorsed by the Regional Development Council. From 2007 to 2010, some PhP1.45 billion will be allocated for farm-to-market roads and about PhP2.28 billion will be spent for irrigation projects. These will certainly boost the region’s agriculture, fishery and forestry sector and benefit the farmers and fisherfolk who make up the bulk of the region’s labor force.
“Mining remains to be the biggest investment potential in the region, with new developments in the opening of the Nonoc mining site, with other interested parties in the contract of the Philippine Nickel Company,” the NRO 13 report added.

October 17, 2007
President Gloria Macapagal-Arroyo lauded today the Caraga Conference for Peace and Development (CCPD) in its effort to obtain peace and development in the entire region during its first anniversary celebration held in one of the local convention centers here.
The President thanked the stakeholders for the resolution and commitment crafted to ensure peace and security in the entire region. "Kaninyo nga mga nisalmot niini'ng Caraga Conference for Peace and Development, daghang salamat sa resolution ug saad ninyo nga nagsunod sa inyong tema nga 'Advancing genuine peace and holistic development for the security of local communities.' (To all participants of the Caraga Conference for Peace and Development, thank you very much for the resolution and commitments following your theme 'Advancing genuine peace and holistic development for the security of local communities), the President said.
The President also lauded Butuan Bishop Juan de Dios Pueblos on his commitment and leadership in his effort to maintain peace and development in the entire region. 'Sa tan-aw nato, tungod sa liderato ni Bishop Pueblos, ang labing epektibo sa pagtubag sa mga problema sa seguridad, wala'y lain kung dili ang kooperasyon sa local nga komunidad ug kauban usab sa mga pamunuang local sa tibuok rehiyon sa Caraga" (As we see, through the leadership of Bishop Pueblos, the most effective way in solving security problems is through the cooperation of local communities and the local officials of the entire Caraga region), she said.
With the CCPD's crafted preamble as presented by Bishop Pueblos earlier in the program, the President is optimistic that peace and development will be sustained in Caraga Region.
It was learned from Bishop Pueblos that the preamble he presented earlier to the President was the output of the workshop conducted yesterday, October 16, 2007 during the first day of the Local Peace and Security Assembly. (PIA-13)

BOB-bXu October 19th, 2007, 06:16 AM PGMA presents new CORD to Caraganons
by Robert E. Roperos
BUTUAN CITY (October 17) -- President Gloria Macapagal-Arroyo today introduced the new Cabinet Officer for Regional Development (CORD) for Caraga Region before some 1,500 multi-sectoral crowd during the first anniversary celebration of the Caraga Conference for Peace and Development (CCPD) held here.
According to the President, she appointed Department of Tourism (DOT) Secretary Ace Durano to the position because in the first place, he is from Surigao del Sur. "Si Secretary Ace Durano nahimo nga CORD kay siyempre, taga-diri siya. Ang iyang inahan, taga Surigao del Sur ug ang iyang amahan, taga Cebu. So,siya, half-Caraganon ug half-Cebuano." (Secretary Ace Durano was appointed to the position because first of all, he's from Caraga. His mother is from Surigao del Sur and his father is from Cebu. So, Sec. Durano is half-Caraganon and half-Cebuano), the President said.
President Arroyo also said that since Secretary Ace Durano is from DOT, the new position is right for him because one of the biggest income drawing generators of the region is the eco-tourism industry. "Tungod kay gi-ingon ni Bishop Juan de Dios Pueblos nga gusto nato unta nga usa sa pinakadako nga industriya dinhi ang eco-tourism, angay gyud si Ace kay siya ang atong Secretary of Tourism" (As what Bishop Juan de Dios Pueblos said, we want to have eco-tourism as one of the biggest industries in the region and because of this, Sec. Ace Durano is the right person for the position because he is our Tourism Secretary), she said.
The President is here in the city to deliver her keynote address during the culmination program of the two-day Local Peace and Security Assembly (LPSA) and first anniversary celebration of CCPD. (PIA-13)
BOB-bXu October 19th, 2007, 06:18 AM LPSA, venue to discuss issues on peace and development, says PGMA
by Robert E. Roperos
BUTUAN CITY (October 17) -- President Gloria Macapagal-Arroyo said the Local Peace and Security Assembly (LPSA) which concluded here today, October 17, enables stakeholders to discuss issues, share experiences, draw plans, and coordinate among themselves (stakeholders) concerning peace and development in the region.
In her speech, the President pointed out the role of the stakeholders in sustaining peace and development in the region. The President also encouraged the participants of the assembly to learn from the best practices of other provinces and other regions to achieve the common goal – the elusive peace.
President Arroyo also said that the peace assembly is the best initiative and a model that Caraga hosted since Caraga Region is one of the most peaceful regions in the country. "Ang Caraga usa sa labing malinawon nga rehiyon sa tibuok nasud.Busa gihimo nato kining atong conference for peace and development aron mahibalo ang tibuok nasud kung unsa'y nahimo diri sa Caraga para mapahingusgan ang kalinaw". (Caraga Region is one of the most peaceful regions in the country. That is why, we are doing the conference for peace and development to inform the entire country of what Caraganons are doing to strongly support and sustain peace), she said.
However, the President said being considered one of the most peaceful regions, Caraganons have no more reasons not to be vigilant.
"Threat in neighboring regions can also happen here in Caraga. That is why, we should all be vigilant because internal vigilance is the price of enduring freedom," President Arroyo said.
The President also said that for many years, communist rebels had been a low-level threat in the country. Because of this, the President said, there is a big chance that we can solve insurgency problems through peaceful ways. "And what we are doing right now is one way to solve the problem", the President said.
With this, the President calls all the stakeholders for a strong commitment and dedication in order to sustain peace to achieve development not only in Caraga Region but the entire country, as well.
Earlier, the President inaugurated the P29.9-million Esperanza Medicare Community Hospital (EMCH) in Esperanza, Agusan del Sur wherein the hospital is set to be operational by first week of November. (PIA-13)

A bridge must be strong enough to support its own weight as well as the weight of the vehicles and people that use it. It must also be able to resist varying environmental conditions. Different designs serve different purposes and lengths of span. Load is transferred by hangers (arch bridges) or cables (suspension and cable stayed) to towers or abutments at the ends of the bridge, and these in turn transfer the force unto the ground”.The Second Magsaysay Bridge is a steel cable stayed bridge, the first of its kind in the whole of Mindanao and second in the Philippines (2nd Mandaue-Mactan Bridge found in Cebu City). When the Philippine Government through the Department of Public Works and Highways (DPWH) requested to the Government of Japan through JBIC to apply for a Special Loan Package for this project, it has the following objectives:
1) To provide essential infrastructure to support the economic growth in the Caraga Region as well as Butuan City,
2) To provide an alternate permanent, all-weather and transport efficient fixed link across the Agusan River, and
3) To prolong the life of the existing bridge by relieving it of excessive loads,
Following the implementation of the Second Magsaysay Bridge and Bypass road and the subsequent diversion of congested traffic in Butuan City. At present, the existing Magsaysay bridge is undergoing rehabilitation and its limited use impedes motorists for almost an hour before entering the City. The MB II connects two barangays of Butuan City; Barangay Mahay on the West and Barangay San Vicente on the East. It has a total length of 882 meters and it crosses the Agusan River at about three (3) kilometers upstream from the existing Magsaysay Bridge. The main Bridge, Steel Cable Stayed Bridge, is 360 meters divided by a tower into two (2) spans: 200 meters at the west which is the longest span in the Philippines and 160 meters at the east. It will be connected at the east by 372 meter viaduct which will start from the proposed levee of floodwall of CARBDP and connects to the main bridge, and at the west by 150 meters viaduct starting from the main bridge and ending at the existing flood control dike on the west bank of Agusan River. The bridge has a roadway width of 11.4 meters. The project (2nd Magsaysay Bridge and Butuan City Bypass Road) costs P 1,962,547,703.24. It is under contract of NIPPON STEEL-TOA for a revised duration of 900 calendar days. It started May 6, 2004 and will be completed on November 22, 2006. MB II will become a landmark in the City because the bridge can be likened to the New Ijssel Bridge of Kampden, Denmark and Pont du Normandie of France which was once the longest bridge in the world. Butuanons are thankful for this project and very proud because the City, which was known for her historical value of having held the First Mass in the Philippines, will once again be put in history.

BUTUAN CITY (October 3) — Saint Joseph Institute of Technology (SJIT) bagged a government recognition for its degree program in nursing, during the evaluation of the Commission on Higher Education (CHEd), Technical Committee on Nursing Education (TCNE), and the Board of Nursing (BON) held recently here.
The nine areas where the school was evaluated include the Administration, Faculty, Curriculum, Instructional Standards, Library, Laboratory Facilities, Fundamental of Nursing Laboratory, Related Learning Experience, and Admission, where SJIT passed with flying colors.
As to the Dean’s qualification which is part of the area of Administration, CHED noted that the school has hired a competent dean who is a licensed nurse, a member of the Association of Deans of Philippine Colleges of Nursing, Inc. (ADPCN), and a holder of Master of Arts in Nursing (MAN) degree.
As far as the faculty line-up is concerned, the school was able to have seven full-time clinical instructors who are master’s degree holder in nursing, while three others who have completed their academic requirements. Moreover, faculty members have more than one year of clinical and teaching experiences.
CHED also noted that the school has conformed with CHED’s minimum requirements for the Bachelor of Science in Nursing curriculum.
In the area of the Instructional Standards, CHED’s evaluation shows that SJIT has updated course syllabi coupled with a strong Faculty Development Program wherein the trainings, strategies and activities were all coordinated with the Human Resource Office. The school has also established an audio-visual room with complete highly-technical and modern state-of-the-art multi-media facilities.
Library is the fifth area and is considered one of the most important areas in the evaluation process. In this area, SJIT complied with CHED’s requirements having a Library Director who is a full-time licensed librarian and a holder of a Master of Science in Library Science degree as well as a Doctor of Philosophy in Management. CHED also documented that the school has four librarians and two library staff.
The library has also the latest numbers of accessioned books with adequate library holdings. The library has also ample and continuous subscription on journals such as Nursing Research, and American Journal of Nursing, among others. The library has also six computer units with internet access, it was noted.
In terms of Laboratory Facilities, the school has classrooms that are well-lighted and properly ventilated with safety devices such as fire extinguishers and sprinklers. Also, CHED noted that the laboratory rooms have adequate supply of water and gas. Demo tables are also present equipped with movable mirror in an amphitheater-type of demonstration room.
With regards to the Nursing Laboratory, SJIT has a nursing skills laboratory with simulated hospital setting of Obstetrics Room, Operating Room, Delivery Room and Orthopedics Room.
As part of the Related Learning Experience, the school has signed a Memorandum of Agreement with the Butuan City Government as the institute’s base hospital where students undergo practicum, that is, the Butuan City Medical Center, a tertiary level III hospital in this city.
Moreover, the school has entered into contracts of affiliation with the Butuan Childcare Therapy Center, Agusan del Norte Provincial Hospital, Manuel J. Santos Hospital, Butuan City Health Office, Philippine Orthopedic Center, National Center for Mental Health, and San Lazaro Hospital.
Finally, on the area of Admission, CHED’s evaluation noted that the institute has a well-defined admission, promotion and retention policies where part of the policy is the proper administering of nursing aptitude tests.
With the aforementioned result of the evaluation, the evaluators composed of Carmencita Abaquin of the TCNE and BON Chairman, Shiela Jalbuena of CHED Central Office, and Elsie Calo of CHED-Caraga has recommended SJIT for the issuance of government recognition effective school year 2007-2008 last September 19, 2007.
Now on its fourth year of operation, the 73 pioneering batch of the College of Nursing will have its graduation on March, 2008 that will add in the roster of registered nurses in the country.
SJIT is the only collegiate school in Caraga Region where seven collegiate programs are ISO 9001 internationally-certified by Det Norske Veritas (DNV). (PIA-13

These 5 collegiates that I've known as far as i remembered are:
1. Maritime Academy
2. Col of Engineering & Arch.
3. Education
4. Col of Info Technology
5. College of Criminology
I'm not sure with the Education its either Arts & sci or Bus & management.
SJIT will be deserved to be a university because of that quality instructions & Faclities and I know sooner it will be fully accredited into a university.:banana:

BUTUAN CITY — A big mineral reserve was discovered in Northeastern Mindanao (Caraga region) as explorations are being made in the different parts of the Philippine archipelago.
The Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources pointed this area in Buyugan, Tubod, Surigao del Norte.
The exploration in Buyugan was done by the Anglo American Mining Company, that recorded more than 300 million tons of deposit with 0.6 copper and one gram per ton for gold.
Officials of MGB said the Anglo American Mining Company was also able to block the 300 MMT and were still exploring the area for extension sites.
Surigao del Norte Gov. Jun Romarate and Rep. Francisco T. Matugas have welcomed this development, saying "this will add more employment and revenue generation."
Meanwhile, another major mineral reserve was found in Central Mindanao, MGB officials also said.
Edilberto Arreza, MGB regional director in Southern Mindanao, said this site for phosphoric copper is in Tampakan, South Cotabato.
The exploration in Tampakan was done by the Sagittarius Mines Inc., and recorded some 700 million tons of mineral deposits with .81 percent copper and .32 per ton of gold.
Director Arreza said Mt. Diwalwal, Arreza in Monkayo town, Compostela Valley province has not been properly drilled and explored. If there will be full exploration and drilling in the area then we can conclude about the deposits in Mt. Diwalwal and perhaps with a recorded data then it could be the fourth major reserve of the country," he added.

actually by law (RA9266) kailangan talaga ng architect ang plans :)
if you look at construction drawings (meaning yung blueprints) youll see may arhitectural drawings (to be signed by architects) structural drawings (for engineers) electrical (for EEs) and plumbing (for MPs)

of course not! wala exceptions yan sa cost..i lost my copy of RA9266 though pero it clearly states that all architectural plans should be signed by a duly licensed architect
kaso kadalasan sa tauhan ng city engineers office mga engineer kaya napapalusot but by law archi lang dapat kasi di naman pinag aralan ng mga engineer ang gumawa ng architectural plans..

A Philippine Airlines aircraft overshot a runway while landing in a southern city early Friday, and several passengers and crew were hurt, the airline said.
The Airbus 320 flight from Manila to Butuan city sustained minor damage, spokesman Rolando Estabillo said.
He said the pilot and co-pilot were slightly hurt in the neck and nose and several other passengers were brought to a hospital but none of them with serious injuries.
The plane had 148 passengers and crew.
Estabillo said the airport in Butuan, about 490 miles southeast of Manila, was closed until Saturday while the plane and the runway are inspected.

(Updated 12:53 p.m.) A Philippine Airlines (PAL) plane with 148 passengers on board overshot the airport runway as it made its landing in Butuan City in Mindanao early Friday. Several were reported injured in the incident.
According to a Mrs. Rainelle Ayonayon, one of the passengers hurt, the incident also damaged her baggage.
She also said that her 7-year-old daughter, Jesha, and brother Reiner Salas, 37, were also hurt.
Salas estimated that at least twenty passengers, including one PAL pilot, were hurt and some were brought to different hospitals in the city proper some eight kilometers from Barangay
Bancasi where Butuan City Airport is located.
The report came hours after PAL spokesman Rolando Estabillo said that no one was hurt in the incident although he added that the PAL A-320 Airbus flight PR-475 may have sustained damage.
"Malamang ma-delay ang pabalik sa Manila. Titingnan natin kung kailangang ma-cancel (The flight will be delayed in its return flight to Manila. We're still assessing if we should cancel the return flight to Manila)," Estabillo said in an interview on dzBB radio.
He said the accident occurred at about 6:07 a.m., as the plane from Manila landed at the Butuan City airport. The plane, which left Manila at 5:05 a.m., overshot the airport's Runway 30.
It was manned by Capt. FJ Santos, while FR Balinghasay served as co-pilot, reports said.
Estabillo said, however, that the plane's passengers still managed to disembark from the plane. "Walang nasaktan (No one was hurt)," he said.
The plane was still at the runway as of 8:30 a.m. Authorities have decided to temporary stop air traffic at the airport. - GMANews.TV

BOB-bXu October 26th, 2007, 05:53 PM the reports read....clearly PAL's open admission that the pilot missed the runway.....
the runway had been accomodating airbuses of Cebu Pacific since early this year and has accomodated PAL's airbus plane for weeks....and no problems were encountered....its just now....maybe a navigational error at the cockpit?...or in the control tower? the weather? the runway (might be slippery?
this is the second time in less than 3 years that an airbus overshooted a runway...the last time I think happened in Bacolod Airport when a PAL plane also overshooted the runway...

BUTUAN CITY, Philippines -- (UPDATE 4) At least 34 people were injured when a Philippine Airlines jet overshot the runway of the Bancasi Airport here around 6:45 a.m. Friday, careering into coconut grove, officials said.
Superintendent Elmer Doyo, regional director of the Criminal detection and Investigation Group (CIDG), said among the injured was the plane pilot’s Captain Fernando Santos.
The Airbus A320, which left Manila about 5:10 a.m., was carrying 148 passengers and six crew, aviation officials said.
The flag carrier sustained some damage as it nosed into a grove of coconut and banana trees when it overshot the 1.2-kilometer runway. The cause of the accident was not immediately known, a PAL spokesman told Agence France-Presse.
Thirty-four passengers were taken to hospital for treatment, but all but one have been discharged, PAL said in a statement.
Emmanuel Costelo, airport manager, said it was most likely that the pilot erred during landing and missed the runway.
Costelo said he received accounts from eyewitness about the plane landing on the wrong "touch-down zone."
"The weather was good and there was nothing unusual. We're looking into the pilot error angle," Costello told the Philippine Daily Inquirer, parent company of INQUIRER.net.
Prior to Friday’s incident, Costelo said pilots had no problem landing at the airport.Dr. Leonita Gorgolan, Caraga health director, said she did not observe anything wrong in mid-air.
Gorgolan, who was among the uninjured passengers, said even when they left Manila, everything was normal.
"When we left Manila there was no problem. Until we felt like we bumped into something shortly after our plane landed at Bancasi," she said.
Despite the ordeal, Gorgolan commended the pilots for their “courage and presence of mind.”
She said had the pilots panicked, more passengers could have been harmed.
Authorities shut down the Butuan airport as experts evaluated safety conditions at the facility.
ph_matrix October 26th, 2007, 06:37 PM I just like to correct this that the Bancasi Airport is not 1.2km, it's close to 2km.. 1,966 meters exactly.. based on google earth measurements and wikipedia.. maybe it was 1.2 km before the bancasi runway was lengthen years ago.. I always heard my uncle and father that planes need a couple of attempt to land due to runway length problem during the 80's but no longer a problem after that upgrade.. if there was no problem with other carrier to land in bancasi then I conclude that it was a pilot error or maybe equiptment..

hehe.... in emily? emenville? awesome! bitaw. i was joking... i'm referring to the pics... but i am sad but happy that this event was happened. sad because passengers were not assisted by the PAL branch manager (he's not good... lack adminstration course)... But happy onthe other hand because maybe in this event, government will open their eyes and see how small our airport is... increasing volume of passengers in the regions means good development... and it will not be a good development if the main entries to the region (which are airport and seaport) are not good. rehabilitate airport NOW... (http://http://www.mb.com.ph/PROV20071029107167.html)
By MIKE U. CRISMUNDO
BUTUAN CITY -– The Diosdado Macapagal bridge will be temporarily closed to traffic, with one lane passable at a time, on Nov. 5-6, this year, the Department of Public Works and Highways (DPWH) said.
Northeastern Mindanao Public Works and Highways Regional Director Romeo S. Momo also said that on Nov. 7 from 1:00 a.m. to 12:00 midnight, the bridge will be totally closed for a maintenance work at its approaches.
The DPWH is also expected to coordinate with the concerned police provincial office for traffic and motorist assistance during the period that the bridge is closed to traffic.
Traffic assistance would involve guiding motorists to the detour roads, establishment of road directional signages, and deployment of police troops along the detour routes to ensure the safety of motorists.
"The ground movement at said bridge is part of the warranty for the continued credibility of the bridge," said Momo.
He said that round-the-clock ground movement will take place during the mentioned date of activity.
Director Momo advised all motorists to use alternative routes during the scheduled closure of the bridge.
The region’s public works and highways chief said additional engineers and technical workers will be sent to assist the contractor.
The Diosdado Macapagal Bridge, which opened last April 30, is still covered by the one-year warranty of the contractor, Nippon Steel-TOA Corporation Joint Venture.
During the warranty period, the contractor would still shoulder expenses for corrective works for any defects in the bridge’s minimum specifications, Director Momo added. (PNA)

BUTUAN CITY – Concerned citizens here led by the Caraga Watch have blamed the government’s lack of political will to dismantle structures and relocate residents that pose a hazard to the air traffic at the Butuan City Airport.
The reaction follows last Friday’s crash landing of a Philippine Airlines (PAL) A320 Airbus jet at Purok 6, Barangay Libertad here Caraga Watch spokesmen John Stevens Hinayon and Jun Capillas said the huge PAL A320 Airbus plane on Friday nearly hit the big military fuel depot located about five to six meters away from the runway that could have caused a huge explosion and may have killed all 148 plane passengers and hundreds of residents.
The Caraga Watch officials said local authorities have not taken any action that will prevent further accidents.
Investigators of the Oct. 26 PAL jet crash landing have not yet disclosed the results of the probe.
Butuan City Airport manager Emmanuel Costello until now remained silent and failed to provide an update on the investigations.
Last Saturday, some newsmen were allegedly harassed and were barred by airport security personnel from taking photographs of the damaged PAL plane.
Airport officials claimed that taking photographs inside the police restriction area is illegal.
The group said the accidents should be investigated by concerned government agencies like the Air Transportation Office (ATO), the regional office of the Department of Transportation and Communications (DOTC), and Philippine National Police.
Caraga Watch cited last year’s incident where the airport runway lights were stolen.
They also criticized the Butuan City government for allegedly doing nothing to improve services at the airport.
The group claimed they have requested President Arroyo to investigate the ATO officials because of the complaints of airport security guards that their salaries are usually delayed.
“Because of these many anomalies, we are calling for a no- nonsense, impartial and full-blown investigation of the Oct. 26 PAL plane crash landing,” the group said.
They said the National Government should act now and solve the problems at the Butuan City Airport before more disasters occur.

Fair prices at Plaza Fair
October 30,2007
MOTHERS browsing for dresses, children looking for toys. Everybody who is in a buying mood is almost everywhere, wanting to have a hold of the on-sale items… These scenes are a normal sight inside Plaza Fair Cagayan de Oro, the one-stop-shop store known for its fair price.
For 15 years, Plaza Fair has never failed to attract shoppers, young and old alike. Much more now that the Christmas season is up in the air.
Post comments here on President Gloria Macapagal Arroyo's grant of pardon to former President Joseph Estrada.
Plaza Fair bigwig Danny Velasco proudly says Plaza Fair has maintained its No. 1 position in Cagayan de Oro.
"We know Cagayan de Oro customers, their needs and wants," Mr. Velasco says, who is in the city to personally market the store's Christmas and Halloween promotional activities.
He says Cagayan de Oro has a special spot in his heart, owing to the magnificent aura of the Macajalar Bay and the rolling terrain in Barangay Bulua, which he says he felt in love with.
As Mr. Velasco feels in love with Cagayan de Oro, Plaza Fair also wants to give its share by offering sale items at lower prices, true to the byword that the store has been known for - Fair Price.
Customers can avail of select items in a buy-one-take-one scheme at Plaza Fair's department store and wet market.
What's more, shoes fanatics can get the chance to buy new styles as Mr. Velasco says at least 45 styles of ladies shoes are up for display every week.
"Who doesn't want shoes? Everybody loves shoes, including former First Lady Imelda Marcos," he says.
Plaza Fair has been in Cagayan de Oro for 15 years. And until now, it continues to serve its customers with utmost dedication, along with the other Plaza Fair branches in Manila, Baguio, Angono, Cubao and Makati. In January 2008, two more branches will be open in Zamboanga City and Butuan City.
Mr. Velasco says every store has its own niché and specialty, just like Plaza Fair. But one edge Plaza Fair has that its competitors don't have is "fair price" that ordinary Juan dela Cruz could really afford.
"The market is big for everybody and customers have their own taste. But what we all want is to value every money the customers would spend," Mr. Velasco explains.
With almost all items available at lower prices, customers would surely continue to flock to Plaza Fair Cagayan de Oro and experience hassle-free and convenient shopping, especially this Yuletide Season. (Press release)

BOB-bXu October 31st, 2007, 06:17 AM Ledesma: JDV must put up or shut up!
By Jun Ledesma
Sunbursts
I'M NOT a dyed-in-the-wool fan anymore that I was before of President Gloria Macapagal Arroyo, but I still would prefer her over any pretenders to the presidency. The call for her to resign is an old tune and it is the same salivating opposition and some religious leaders with messianic complex who want her out.
It is unfortunate that Erap was pardoned. Nevertheless he will take to his grave that mark of having been convicted for corruption. Whether he is freed yesterday or a decade after does not matter anymore. He asked to be pardoned and PGMA is just happy to grant it to him.
Of course there are those who think that this act of clemency was to divert the public disgust over the NBN controversy and the early Christmas bags of cash that found their way to the lap of some provincial governors.
But ask the old-timers, this is not the first time it happened and even the late Cardinal Sin could testify from his grave.
The crux of it all is that PGMA cannot be questioned for granting pardon to Erap. We can cry a river but that is that. It's Realpolitik in the works. Politicians of whatever color and persuasions would have done the same thing so don't believe those dramatics. Nevertheless pardoning a felon is not an exclusive franchise of GMA. US Pres. Richard Nixon was pardoned without even the benefit of a pre-trial. I think that there were two Korean presidents who went scot-free after serving a few months in jail. While Erap may have been detained in his duckery in Tanay, his isolation, which lasted for nearly seven years, is hell of a confinement.
Am sure that Erap would rather talk to Romy Jalosjos than to his ducks. (By the way Erap's ducks are real and not the invisible ducks that some "enterprising" girls were raising out of the dwindling SPDA funds.)
The opposition stalwarts are griping because their icon kissed the hand of the power that pardoned him. They do not like agenda of Erap who declared that henceforth he would support the pro-poor program of the GMA. Suddenly they lost a rallying point. Suddenly they start coming up with a new propaganda blitz "honor among thieves."
And now we have a faction within CBCP who is calling for GMA to resign. The decibels of their call has increased to a crescendo that is about to drown the scandal of a bishop who confessed to having embezzled almost a million dollars to support his three children with a flame of his loin that he has long kept from his flock. That fray Rodis actually is not alone for he has a clone back home who is a bitter critic of Arroyo.
BTW, that call of Speaker Jose de Venecia for moral regeneration should be addressed not only to politicians, the government bureaucracy, the media, but to the clergy as well. No segment in our society can come clean. It would take a sanguinary revolution to cleanse our system. But because life is short and we are not really that hopeless, I think that we just have to play the game "follow the leader."
Since Joe DV was the principal author of the so-called moral regeneration then let him be the first to declare that he is giving up his pork barrel. Pork barrel is the root of all evils in Philippine politics. Why do you think they kill and cheat? Certainly it is not for the love of country or public service. That the last thing that they have in mind. Do away with pork barrel and half the problem of the country is solved.
Senators and congressmen should stop giving themselves fat allowances for chairmanships and memberships in committees. Pagcor should stop playing hosts to congressmen out to watch boxing matches in Vegas. PGMA ought to advise the first gentlemen to back off from Pagcor and other the NBN controversy. GMA should put the brake pedal on NBN and CyberEd broadband networks and tell her boys to stop toying with government money because the public is watching.
Actually I cannot stop being biased for GMA because despite the tidal wave of faultfinding and carping from the opposition she has built roads, airports, and irrigation in Mindanao. The worst roads in Mindanao during the three past administrations are now the best. You can now drive your luxury cars and SUVs from Davao City to Butuan City, no sweat. The craters and the boulders are gone. Travel time is leisurely and smooth.
But I will give GMA a failing mark for not providing emergency funds for Davao City Bankerohan bridge. The Tullahan bridge (in Pasig I think) was rushed and accomplished simply because it is in Metro Manila. We Dabawenyos should wait a little longer because we are just vassals of Imperial Manila

Butuan City has a land area of 816.62 km², which is roughly 4.1% of the total area of the Caraga region. With an estimated total population of 350,000, it has an average density of 428 persons per km², higher than the regional average density of 101 persons per km².

BOB-bXu November 14th, 2007, 12:57 PM Butuan engineer clinches MOFYA plum, bounties
by Gervacio C. Dauz, Jr.
BUTUAN CITY (November 14) -- Engr. Roderico B. Cane clinched the coveted "Model OFW Family of the Year Award" (MOFYA) for Caraga Region and ran off with other bounties such as PhP25,000 check award courtesy of the Western Money Union, another PhP20,000 check award from Globe Philippines plus a top of the line cellphone (to be given in Manila), and an insurance coverage from the Philamlife during a breath-taking Regional Awarding Ceremony held at Almont Inland, Butuan City this November 9, 2007.
He bested seven other equally qualified finalists due to his strong and purposeful involvement in socio-civc activities–he being the indefatigable President of the Caraga Regional Associate of Traders and Entrepreneurs in Food and a Past President of the Rotary Club of Metro Butuan among others; his sound stewardship of his hard earned overseas money, which he invested wisely in his Joy Table Sauce venture and rope making business to name a few; plus his engagements and networking activities as a fabricator cum inventor in order to help others.
The 1st Runner-up distinction went to Mr. Ricardo L. Boltiador, who had 16 years of experience as a land-based worker in Angola, while Maria Susana Olam, who worked for four years as a nurse in Kingdom of Saudi Arabia, took the 2nd Runner-up honor.
Hassan T. Jumdain, Regional Director of the Overseas Workers' Welfare Administration for Caraga, recognized the eight Overseas Filipino Worker nominees for being modern-day heroes to the country, considering that the Philippines has "an economy which relies heavily on remittances form abroad." He made mention that the Search for MOFYA, which began in 2005, is an annual splendid activity which "seeks to honor the heroism of our OFWs who apply their experiences and expertise here in our country upon their return."
He clarified that the Board of Judges, of whom he is the Chair, had done a painstaking job of "fairly, objectively, and independently judging the nominees based on the criteria set by the national office."
He declared too that the winner will represent Caraga Region in the National MOFYA competition to be held in Manila and would have the chance to win a million pesos plus other perks if he becomes one of the top three winners in the entire country–with one each for Luzon, Visayas, and Mindanao.
Dr. Aurora G. Zaportiza, PESO Manager and Department Head of City Assessors in Butuan, keynoted the affair, saying that MOFYA is an excellent venue for honoring "the sacrifices and contributions of the OFWs."
Engr. Cane waxed confident and purposeful when he shared with ABC-TV 5 that the gains with which he became a declared winner would inspire him more to reach out in helping others in order that the region would be able to arise and become competitive. (TESDA-13/PIA-13

PAL Infotxt
Philippine Airlines is increasing flights to key international and domestic routes to accommodate the upsurge in demand in advance of the peak Christmas travel season.
For international flights, PAL’s decision to mount additional flights to the U.S. West Coast, Australia, Bangkok and Singapore will boost the flag carrier’s available capacity in time for the holidays.
......On the domestic front, the daily Butuan service will be augmented, starting Nov. 20, by an earlier flight every Wednesday, Friday and Sunday, raising total frequency from seven to ten times weekly.

baha is nothing exclusive to Butuan... the chances of overflowing drainage is much higher while you are in Sampaloc or Taft in Manila or in Malabon as compared to Agao or AD Curato in Butuan...
the 4 Billion LADP, Urban Drainage Project did a lot of mitigations during inclement weather conditions... ^^^^
this 4 Billion project was one of the best in the country as cited by JICA engineers during their last visit last year...
nice to hear that. yeah, naa pud portion sa CDO nga bahaon kung mag-ulan.

ph_matrix November 15th, 2007, 11:21 AM I agree... med-u malaki lang yong gastos sa pag gawa ng high rise dahil sa foundation kasi they need to properly fill it with piles/poles yong foundation.
yes, but still that would not preclude Butuan and all other Philippine cities from building their own hi-rises in the future...
building technology at its best has built hi rises in the metro manila flat lands, or has risen new metropolitan skylines in Pudong, Shangahai..or along Han River in Seoul and has even built mega sky and subscrapers in the earthquake prone Tokyo prefecture...
