Why don't Raniel build a Fastfood building? Wala pa na diri sa butuan, di ba? He can apply the same concept used sa mga Malls but still parang eatery style pa rin ang approach.

BUTUAN CITY, Feb. 15 (PIA) -- City Mayor Ferdinand M. Amante, Jr. said in a press conference, that the city government has its own independent investigating body along with the Scene of the Crime Operatives (SOCO) and Bureau of Jail Management and Penology (BJMP) in finding out the main cause of fire that razes the old city hall building recently.
Amante said that the possible causes of fire may be faulty electrical wiring or electrical lines circuit-problem since the building was built years ago and arson. The fire according to witnesses started at the city division office of the Commission on Audit (COA).
Amante also bared that there were several division offices burned while some offices were just partially burned and were able to recover their office supplies, some office equipment, and documents.
Some of these offices are temporarily occupying the third floor of the city mayor’s office while others are temporarily staying in other big offices.
It can be recalled that the division offices of Philippine Regulatory Commission (PRC), Land Transportation and Traffic Management Office (LTTMO), Sangguniang Panlungsod (SP), and City Commission on Elections (Comelec).
Mayor Amante is asking the said offices to still serve the public despite the incident while the city government is still looking for resources for the reconstruction of new building for them. (PIA-Caraga

BUTUAN CITY, Feb. 15 (PIA) – The Philippine Health (PhilHealth) Insurance Corporation here re-oriented the general public on the National Health Insurance Program (NHIP) benefits by the government, in time with its 16th anniversary celebrated under theme, “Tapat na serbisyo, Sapat na benepisyo, Lahat Panalo,” National health Insurance Program (NHIP) Regional Vice President Johnny Y. Sychua.
NHIP is the "new Medicare" with an expanded health package of the Philippine Health Insurance Corporation - that is, through PhilHealth, local governments can give universal coverage to their citizens ensuring that people with illnesses do not become a burden to the local government.
It is a pro-poor benefit package that provides uniform benefits to all wherein premium payments can be made easily and conveniently, and reimbursements to hospitals and other health service providers are fast and orderly.
The NHIP benefits were effectively implemented on April 5, 2009 based on PhilHealth Circular No. 9, series of 2009.
Also, rural health units are paid through capitation by PhilHealth to provide quality outpatient benefits to indigent families.
Hospital Benefits (for all enrolled families) are the following: Room and board, drugs and medicines, X-Ray laboratory, professional fees, operating room, surgeon's fees, and anesthesia while the outpatient benefits (for enrolled indigent families only) are as follows: Primary consultation; Laboratory fees for chest X-ray, complete blood count fecalysis, urinalysis, and other laboratory exams.
Beneficiaries will receive the Benefit Payment Notice right after reimbursements is made by Philhealth.
Philhealth is calling on the public especially those who are not yet enrolled to enroll with their family members and learn more about the benefit packages offered by the country’s health insurance agency. (PIA-Caraga)

What will it take to ask a person upfront to give a hundred thousand pesos with completely no favor in return? I’m sure you would say that only a fool would hand over a thousand bucks more so a hundred thousand pesos at that. I would have thought the same if it had happened seven (7) years ago when all the while, I thought that caring and sharing were the farthest things in rich man’s mind. But not on the night of February 12, 2011, a night so heartwarming that it took one single, pure hearted mayor of Butuan City, Mayor Jun Amante and an organization with purest of intention, Gawad Kalinga, to ask businessmen, entrepreneurs, politicians, professionals and respected individuals of Butuan City to share their resources, give or pledge a house costing almost a hundred thousand pesos that will be built through bayanihan for a family who’s always on harm’s way living along the riverbanks of the mighty Agusan River, with completely no strings attached. I say so heartwarming because in a span of just a little more than three (3) hours, the very first GK Builder’s Night of Butuan City was able to receive pledges of more than seventy (70) homes from the invited individuals, to translate that in peso terms would mean more that 6.5 million pesos of money given not out of selfish reasons but more on selfless reasons. Isn’t that great news to our brethren living in the riverbanks of the Agusan River, that despite its being majestic and serene, it has always been a source of fear and threat in the lives of our less fortunate Butuanons. Isn’t that a concrete manifestation of how caring and generous well off Butuanons are to their fellow Butuanons in dire need of a safe place to be home at night with their families? Wouldn’t you call that the greatest gift one can give in this season of love? You be the judge.

A mining firm and a Vietnamese dredging company have jointly offered the Butuan City government to dredge the heavily silted Agusan River, the second biggest and most navigable river in the country, free of charge.
The heavy siltation of Agusan River has caused heavy flooding in Butuan City and nearby areas along Agusan River for decades now, the Butuan City Environment and Natural Resources (ENRO) office said.
The presence of 36 wooden sawmills along riverbanks has caused the heavy silting for years now.
In a recent letter to Butuan City Mayor Ferdinand Amante, Jr., the Mindanao Mother Load Mining and Development Corporation said it will clean up Agusan River by removing all industrial waste, garbage, plastics, sunken logs and other obstructions in the riverbed that hamper the flow of river water.
The mining firm’s president Exequiel C. Montilla who signed the proposal letter to Mayor Amante claimed all expenses in the river clean-up including dredging will be shouldered by Mindanao Mother Load.
Mindanao Mother Load Mining vice president Franklin Pag-ong in an interview, told the Philippines News Agency the dredging and clean-up of Agusan River will cost the mining firm some P800 million.
Pag-ong said they have partnered with Vietnamese dredging firm for the dredging project.
He said Mindanao Mother Load Mining and Development Corporation will shoulder 50 percent of the P800 million while Infinity will shoulder the remaining cost and allow use of its dredging equipment and capabilities.
Mayor Amante confirmed to the PNA the offer of the mining firm and said he is most likely to accept it to solve the perennial flooding problem of the city.
On the other hand, the Butuan City ENRO said it will first clarify with the mining firm what it would do with the dredged materials, noting that Agusan River banks have rich mineral deposits like gold ores and others.
The ENRO told PNA Mindanao Mother Load Mining and Development Corporation has applied for a large scale mining permit with a Mineral Production Sharing Agreement (MPSA) pending for approval at the Mines and Geo-Sciences Bureau (MGB). (PNA)

PROSPERIDAD, Agusan del Sur, Philippines – In its continuing support to the national government’s development effort for international understanding and English-language-literacy, the Asia Foundation has distributed at least 16,100 books and other reading materials in the provinces of Agusan del Sur and Surigao del Sur.
After receiving the donated books and materials, Agusan del Sur Gov. Adolph Edward G. Plaza, and Surigao del Sur Gov. Johnny T. Pimentel immediately distributed these education materials to target schools in the different municipalities.
The Asia Foundation turned over the children’s books and reference materials to 330 schools in separate ceremonies held in Prosperidad, Agusan del Sur on February 9, and Tandag in Surigao del Sur on February 11.
In Surigao del Sur, Pimentel graced the occasion together with the municipal mayors and representatives of Tandag, Hinatuan, Cagwait, Carrascal, Bislig City, and the Department of Education (DepEd) headed by officer-in-charge Schools Division Superintendent Gregoria Su.
As this developed, he expressed his gratitude to the Asia Foundation, and also thanked the Books for Asia Program (BAP) during the occasion.
Su also promised that they will utilize and maximize the use of the books, adding that they will take care of the materials so that it will last for many years.

BUTUAN CITY, Feb. 16 (PIA) – City Mayor Ferdinand Amante, Jr. said the city government is determined to push through with the construction of the Sangguniang Panlungsod (SP) building which construction started early last year during the administration of the late Mayor Democrito D. Plaza II.
In a press conference held here recently, the city’s chief executive said with the latest fire gutting the SP office and portion of the session hall, there is a need to continue with the construction of the building.
The official bared that of the total loan amount of the previous administration, 25% have been used already and the remaining 75% is still in the depository bank. “Thus, we can use the money for the intended projects,” the official said.
It can be recalled that during the previous administration, some of the projects that were identified to be funded by the loan include the Millennium Development Goal Park to be situated at the foot of Magsaysay Bridge, South Public Market at Brgy. Villa Kanangga, and the 172-million pesos SP Building.

This is the reaction of the mayor when asked by a government media if the city is eyeing to host a Palarong Pambansa in the future.
Mayor Amante said, whether the city wants to host the national sports event of the country, the dimension of the track oval in the Libertad Sports Complex will not qualify in the national standard.
The mayor said it is sad to note that the city is among those who don’t have an improved sports complex with complete sporting facilities and amenities.
With these predicaments, the official said the city government will look into the budget and see to it that part of the budget will be allocated to uphold sports development that will eventually divert the attention of the youths, thus refraining them from using illegal drugs and other vices.
Also, Amante stressed he has already bring this matter to Cong. Jose Aquino II of the 1st Congressional District of Agusan del Norte which covers Butuan City and the municipality of Las Nieves and agreed that the sports complex will be developed.

Lamitan in Basilan; Baybay in Leyte; Bogo in Cebu; Catbalogan in Samar Tandag in Surigao del Sur; Borongan in Samar; Tayabas in Quezon; Tabuk in Kalinga; Bayugan in Agusan del Sur; Batac in Ilocos Norte; Mati in Davao Oriental; Guihulngan in Negros Oriental; Cabadbaran in Agusan del Norte; El Salvador in Misamis Oriental; Carcar in Cebu; and Naga in Cebu. The court’s latest ruling is its fourth judgment on the case. The first decision was rendered on Nov. 18, 2008, declaring as unconstitutional the Republic Acts (RAs) converting the municipalities into cities. The second decision was made on Dec. 21, 2009, reversing the Nov. 2008 decision and ruling that the towns can be declared as cities. BUTUAN CITY (PNA) -- With an educated workforce, reasonable labor cost and strategic business location, some local and foreign investors are now taking a second look at Butuan City as the new investment destination in Mindanao, Mayor Ferdinand Amante Jr. said on Friday.
Because of its strategic geographical location, Butuan City is ideal for offices and investments especially in the transport of people, products, and services to different or points in Mindanao.
With the ongoing Butuan City-Bukidnon road up for completion, the movement of agricultural products between Bukidnon, Visayas and Luzon will be easier at a lower cost.
An international seaport in Barangay Masao will soon be established which would complement the busy Nasipit International Wharf here. Atty. Gemma Reserva, Butuan City general services head, added that a P1-billion shipyard facility will also be soon established in the city.
In a recent meeting with his close advisers and staff, Amante said good governance and transparency have attracted many local and foreign investors who have signified interest to invest in Butuan City, the capital of the Caraga Region.
At present, almost all regional offices of different national government agencies, development foundations and institutions, local and international non-government organizations (NGOs) and branch offices of many local and international businesses are located in Butuan City.
Business process outsourcing giants Convergy’s, i-Telecare and other call centers have also expressed and already sent proposals to the mayor to establish their branch offices in the city.
Many local and foreign investors mostly big players in the tourism industry have also expressed intense desire to develop eco-tourism, adventure and historical and culture tourism projects in Butuan City.
Several plantation-type agriculture, livestock and aqua-marine-based investors have also expressed keen interest to invest in Butuan City including planted wood species based businesses are keen to establish wood processing plants here in Butuan.
Amante vowed to further improve other infrastructure needs of the investors, saying Butuan City needs to have better comprehensive land use and master development plan including cheaper electricity and water rates to be competitive with other cities and entice more business investment opportunities whether it be local or international.
Amante also challenged the academe sector to produce a world-class workforce that would cater to local and foreign investments. (PNA)

Butuan City set to improve Sports Complex

BUTUAN CITY, Feb. 16 (PIA) – Following his State of the City Address (SOCA) in November last year, City Mayor Ferdinand Amante Jr. recently said the city is set to improve the sports complex “because at present, the dimension of our sports complex’s track oval is not standard”.
This is the reaction of the mayor when asked by a government media if the city is eyeing to host a Palarong Pambansa in the future.
Mayor Amante said, whether the city wants to host the national sports event of the country, the dimension of the track oval in the Libertad Sports Complex will not qualify in the national standard.
The mayor said it is sad to note that the city is among those who don’t have an improved sports complex with complete sporting facilities and amenities.
With these predicaments, the official said the city government will look into the budget and see to it that part of the budget will be allocated to uphold sports development that will eventually divert the attention of the youths, thus refraining them from using illegal drugs and other vices.
Also, Amante stressed he has already bring this matter to Cong. Jose Aquino II of the 1st Congressional District of Agusan del Norte which covers Butuan City and the municipality of Las Nieves and agreed that the sports complex will be developed.

MANILA, Philippines – The Supreme Court (SC), in a 7-6 vote with two abstentions, has reversed itself anew as it declared constitutional the laws that converted 16 municipalities into cities.
With the ruling, the SC granted the motion for reconsideration filed by the 16 municipalities whose laws had earlier been declared unconstitutional.
Declared as valid and constitutional are Republic Act No. 9389 (Baybay City in Leyte), RA 9390 (Bogo City in Cebu), RA 9391 (Catbalogan City in Samar), RA 9392 (Tandag City in Surigao del Sur), RA 9393 (Lamitan City in Basilan), RA 9394 (Borongan City in Samar), RA 9398 (Tayabas City in Quezon), RA 9404 (Tabuk City in Kalinga), RA 9405 (Bayugan City in Agusan del Sur), RA 9407 (Batac City in Ilocos Norte), RA 9408 (Mati City in Davao Oriental), RA 9409 (Guihulngan City in Negros Oriental), RA 9434 (Cabadbaran City in Agusan del Norte), RA 9435 (El Salvador City in Misamis Oriental), RA 9436 (Carcar City in Cebu), and RA 9491 (Naga City in Cebu).
The decision that was handed down by the SC during its full court session last Tuesday was the fourth ruling issued since 2008 when the issue on the legality of the 16 cityhood laws was challenged by the League of Cities of the Philippines (LCP). A copy of the new ruling was not immediately available.
The first decision handed down in a 6-5 vote and written by Justice Antonio T. Carpio was first issued on Nov. 18, 2008. It declared unconstitutional the 16 cityhood laws for violation of Section 6 and 10, Article X of the Constitution that specifies equalities in the creation of new cities. It said the 16 towns did not meet the criteria of a P100 million income to qualify them into cities.
On Dec. 21, 2009, the first decision was reversed by the SC with a ruling that the laws converting 16 municipalities into cities are constitutional. This time, the decision in a 6-4 vote was written by Justice Presbitero J. Velasco Jr.
The 2009 ruling declared that all cityhood laws, enacted after the effectivity of RA 9009 which increased the income requirement for cityhood from P20 million to P100 million in Section 450 of the Local Government Code (LGC), explicitly exempt the 16 municipalities from the said increased income requirement.
The third ruling on the issue was handed down by the SC on Aug. 24, 2010 in a 7-6 vote with two justices inhibiting themselves from the case. The ruling granted the motions for reconsideration filed by the LCP and its member cities as it reinstated the Nov. 18, 2008 decision declaring unconstitutional the 16 cityhood laws.
Also written by Justice Carpio, the third ruling stated that the 16 cityhood laws violate Section 10, Article X of the Constitution which expressly provides that “no city…shall be created… except in accordance with the criteria established in the local government code.” It stressed that while all the criteria for the creation of cities must be embodied exclusively in the Local Government Code, the assailed Cityhood Laws provided an exemption from the increased income requirement for the creation of cities under Sec. 450 of the LGC.
Upon receipt of the Aug. 24, 2010 ruling, the 16 municipalities filed their respective motions for reconsideration. Their motion for oral argument was denied by the SC.
Justice Lucas P. Bersamin was the writer of the new ruling on the issue. Chief Justice Renato C. Corona and Justices Presbitero J. Velasco Jr., Teresita Leonardo de Castro, Roberto A. Abad, Jose Portugal Perez, and Jose Castral Mendoza concurred in the ruling.
The dissenters were Justices Carpio, Conchita Carpio Morales, Arturo D. Brion, Diosdado M. Peralta, Martin S. Villarama Jr., and Maria Lourdes P.A. Sereno.
Justices Antonio Eduardo B. Nachura and Mariano C. Del Castillo inhibited themselves.
Court Administrator and SC Spokesman Jose Midas P. Marquez confirmed Wednesday the new decision on the case involving the cityhood of 16 municipalities.
Marquez said: “Ponente (writer) is Justice Bersamin but it’s still being circulated. They have taken a vote, its 7-6. This is really an unusual case considering this is the fourth decision on the case, this is the third reversal. If you will recall, the first decision was handed down by the court before the change in the composition of the court way back in 2008. There were seven justices who retired, the first decision was before the seven justices retired, the second was after the seven justices were replaced. Up until today… the votes of the justices were tight... So it’s not very surprising the votes will be changing. Prior to this vote, the vote was 7-6 in favor of the cities. Last Tuesday, again it was reversed 7-6 now in favor of the municipalities.”
“As I have said it’s really not far-fetched for the court to reverse itself considering the voting was very tight, if the voting was maybe 10-5, or 11-4, you can have more assurances the decision won’t be reversed. A change in the composition of the court can influence the succeeding decision of the court,” he added.
It was not known immediately whether the LCP would still file a motion for reconsideration.

MANILA, Philippines -When filmmaker Laurice Guillen called us last weekend to ride the following day on a replica of an ancient vessel, we didn’t exactly know what we were in for. But it sounded exciting that we cancelled all appointments to make the trip.
What actually transpired was an unforgettable Voyage of the Balangay as the trip has come to be known, on the exact copy of a boat used by our forebears thousands of years before Magellan even set foot on Homonhon in Samar. It is significant that the word balangay gave rise to our basic unit of government, the barangay.
The trip opened to us still another side of Laurice unknown to those outside show business. For the past six years, Laurice, who in 2005 was proclaimed Most Outstanding Butuanon, was asked to chair the NGO Butuan Global Forum (BGF) of prominent residents reaching out to kababayan worldwide in support of the province’s focus on environment, historical legacy, tourism and conservation, and enterprise development in Butuanon communities.

In the ’70s, the first of several boats carbon dated to around 320 AD was excavated in Butuan which would spur the idea of building duplicates. Jorge “Jody” Navarra, project committee co-chair of building the Butuan Balangay Boat and BGF secretary, overseered the construction. Our aim is to highlight Philippine maritime history and skills long before the coming of foreign colonizers, says Navarra.
Without blueprints, employing knowledge handed down from generations, the Sama Badjaos used ancient boat-building techniques and tools on these wooden boats with carved-planks utilizing dowels without nails, the cabo negro grass rope, sealing tree resin, and hard woods like red lauan, molave and yakal, relates Daniel “Toto” Calo, Butuan businessman and volunteer Voyage officer who claims that nine such old boats have been found in Butuan, but nowhere else around the country and Southeast Asia.

Three balangay boats were built — the Diwata ng Lahi, Masawa hong Butuan popularly referred to as the Butuan Balangay and Sama Tawi-Tawi, a support vessel equipped with a marine engine, radio and toilet/bath facilities. The Diwata sailed from Sept. 2009 from Manila arriving in Butuan in Nov. 2009. The biggest, the Butuan Balangay was built with funds raised by BGF which partnered with Kaya ng Pinoy NGO led by Arturo Valdez, leader of the First Philippine Mt. Everest climb in 2006, and the three all-female team in 2007.
In Aug. 10, 2010, with a crew of 40 consisting of all the Mt. Everest summiteers, Philippine Navy, Coast Guard, Davao mountaineers, Badjaos and other volunteers, the Butuan Balangay skippered by Valdez left for a 15 month journey visiting seven countries in Southeast Asia and 120 ports of call. Its aim was to retrace the routes the ancient Filipinos took in their search for trade and adventure. It came back to the CCP grounds in December 2010.

This was the vessel we boarded last weekend where it dropped us off an hour away at Sangley Point Naval Base before proceeding on its journey home to Butuan. Where it would go next, would be determined in Butuan. The hour-long trip was also Laurice’s and her daughter Ina Feleo’s first. Guests on the boat were Nestor Torre from Inquirer, Behn Cervantes from Business World, Nestor’s 90-year-old mom Isabel whose husband was a sailor, Nestor’s nephew and niece, and Tirso Cruz’s children Bodie and Djanin. At some other point on Butuan Balangay’s 15-month journey, the 83-year-old Fidel Ramos managed to board and sail on it. But to date Isabel Torre is its oldest passenger. We barely had time to admire the sturdiness of the vessel, and to chat with skipper Art Valdez on their Everest climb and why it had the same purpose as the Balangay Voyage when the winds brought us quickly to Sangley to disembark.
When Art was reminiscing of the group’s conquest of Everest, he recalled when as past president of the National Mountaineering Federation, he had proposed in 2003 that a climb of Mt. Everest would be a good way of instilling pride in the Filipino. This was a time when the image of Pinoys was bedraggled and torn and needed reorientation. Having had no alpine tradition, Art sought training for the group of nine for three years abroad, and amazed the world with their success at reaching the peak in 2006.
The second year climb was more treacherous, from Tibet north up summit and down the south called a traverse route, he says. “Only 10 people in the world, all Caucasians on different years, had been successful. And three Filipino women, Noelle Wenceslao, Carina Dayondon and Janet Belarmino, members of the Coast Guard. We didn’t just climb Everest. We took Everest by storm,” Art proudly shares.

Art tells his story with passion, even as we know he has done this countless times, in school auditoriums explaining that climbing was not the be all and end all for material gain of which there was none. It was a matter of enlisting national pride, of instilling in each and every Filipino that sense of nationhood, the lack of which F. Sionil Jose in his own campaign through writing has grieved about often enough. We felt like those students, not understanding, asking stupid questions. Yet Art was patient enough. He understood that the sense of nation could not be gained in one lecture. “Not in one generation,” he utters. “What is important is that we have planted the seed.”
What was next for team Everest? The Voyage of the Balangay was stirring up feelings of national pride in our heritage. What better than to continue the momentum experienced in Everest by championing the BGF advocacy through the Kaya ng Pinoy NGO set up with the mountaineers. They now sought to regain the reputation of the Filipino as champion seafarers.

“We are trying to highlight again our affinity to the sea by riding in the boat, using it the way it was, to help our people realize again who we are. It is already in us that we are great seafarers. The South China Sea, Sulu seas, the waters of Thailand, Java, and Celebes were not there to divide us as is taught by our colonizers. The balangay is the link that unified us with them, and that’s how the whole of Southeast Asia sees us now,” explains Art.
With more and more hammering away at our national pride from all directions, there is no way we will not attain this at all. We agree with Art that despite all the centuries under various masters from whom we had gained religions, educational methods, modes of government all alien to our systems that were already in place long before Magellan, the Filipino will re-discover himself and be the nation our grandchildren will again be proud of.

BUTUAN CITY, Feb. 16 (PIA) – City Mayor Ferdinand Amante, Jr. said the city government is determined to push through with the construction of the Sangguniang Panlungsod (SP) building which construction started early last year during the administration of the late Mayor Democrito D. Plaza II.
In a press conference held here recently, the city’s chief executive said with the latest fire gutting the SP office and portion of the session hall, there is a need to continue with the construction of the building.
The official bared that of the total loan amount of the previous administration, 25% have been used already and the remaining 75% is still in the depository bank. “Thus, we can use the money for the intended projects,” the official said.
It can be recalled that during the previous administration, some of the projects that were identified to be funded by the loan include the Millennium Development Goal Park to be situated at the foot of Magsaysay Bridge, South Public Market at Brgy. Villa Kanangga, and the 172-million pesos SP Building.
Meanwhile, the construction of the South Public Market and SP building has already started. (PIA-Caraga)

regjeex February 17th, 2011, 06:31 AM Dili pa ma qualified ang San Franz Iyo Takduy....though San Franz is a leading commercial center in AGSUR (according to wiki-wiki) :D according to their population back 2000 it has 56,968 only... so im sure dili na ka abot og 100 thou.... i dont know if they are qualified for their income... but San Franz has more banks than Bayugan...

Yes, sometimes i can view... wondering this crazy server... blocked man unta ni tanan kay we're using the FLUOR network compared to my previous office 1week ago.. nga it's open network pero block ang mga uploader :D i mean like photobucket etc... where in fact i can use the gmail chat and ym using java2scrip... but here nope! it's blocked but i can view the images....:D weird :bash:
