Hey guys, Cebu Pacific Mla. flight bound for Surigao city landed in Bancasi Airport yesterday. Grabe lagi daw ka foggy sa surigao, zero visibility. Pag dating nila ng Butuan, ilang beses muna sila ikot ng ikot dahil foggy din daw , but was able to land safely, finally.

This afternoon, all 3 flights were cancelled. Only the 9 oclock flight this morning was able to land :bash:

The runway and approach lights can certainly help coupled with the PAPI lights that gives vertical guidance. However, in near zero visibility, its the ILS that does the job for which Butuan is slated to get.

that timeline is with the actual mall construction....but I beleive.....as based on any legal agreement...As long as all financial obligations are settled by the buyer (SM Prime) to the seller (Plaza family).....and the ownership transferred to the buyer...... the former owner is obligated to remove / vacate the property immediately upon effect of transfer of ownership

The U/C building 6 atbang BDH :)

Dili sila pwede mag tapad sa PNB.

Last year, Lawrence Ting sort of nag paparinig na siya daw ang mo rent sa Allied Bank bldg., once vacated. No mention whether maglalagay sila ng Restaurant or another Rose Bakeshop outlet. Sigh, hwag naman sana bakery, sayang ang building ng Allied Bank.

I am just not sure now if he's still interested since they've already started with their Ochoa project.

Jobs Fair set in April
By: Robert E. Roperos

BUTUAN CITY, March 25 (PIA) –The Department of Labor and Employment (DOLE) together with its attached agencies is set to conduct jobs fair in April. This was announced by Philippine Overseas Employment Administration (POEA)-Caraga Regional Director Marietta Bellotindos in an interview with PIA recently.

According to Bellotindos, aside from the usual and regular recruitments facilitated by POEA in the region, jobs fair will be scheduled on April spearheaded by DOLE and its attached agencies including the Overseas Workers Welfare Administration (OWWA) and the Technical Education and Skills Development Authority (TESDA), with the support of all the local government units in Caraga Region.

“The jobs fair is expected to be well-attended and participated by jobseekers in the region as it promised to have local and foreign employers who will be recruiting qualified applicants,” Bellotindos said.

As of press time, the POEA Director said, coordination with concerned agencies, LGUs and companies are on the process of finalization to see to it that the activity will be of big help in the jobs generation program of the Aquino administration.

POEA, on the other hand, promised to bring employment agencies during the activity. Bellotindos said POEA is now on the process of searching for skills registry to match the job skills to be brought here during the jobs fair. (PIA-Caraga)

DENR 13 tells public to switch off lights and electrical appliances for Earth Hour

BUTUAN CITY, March 25 -— Residents have been requested to switch off lights and electrical appliances on Saturday March 26,2011 from 8:30 pm to 9:30 pm in observance of the Earth Hour 2011.

“The idea of this activity is to relieve Planet Earth and its inhabitants of the destructive build up of carbon stress," DENR Caraga Regional Executive Director Leonardo R. Sibbaluca said in an interview by local newsmen.

He asked the people to “participate and reduce their carbon footprint by decreasing their electrical consumption for a total 60 minutes so that emissions generated from carbon dioxide and fossil fuel can be reduced.”

“This Co2 emission contributes substantially to adverse climate change”.

DENR Secretary Ramon J.P. Paje said by switching off not only our lights but other non-essential electrical appliances for one hour can relieve Planet Earth and the people therein of the destructive build-up carbon stress.

“Beyond the hour-long sacrifice of switching off power, the Filipino can mitigate the further effects of climate change by eliminating wasteful or inefficient consumption of electricity, using cleaner alternatives to fossil fuels, and incorporating clean development mechanisms for greener products and services,” the DENR top official said.

Secretary Paje stressed that the “Filipino people should not wait for time to run out, or for global warming to become irreversible.” “The greater the darkness we produce on Earth Hour, the brighter our tomorrow will be,” he said

Earth Hour is considered one of the largest mass participation for the Earth. It was organized by the World Wildlife Fund for Nature in 2007 in Sydney, Australia, where 2.2 million homes and businesses turned their lights off for one hour to make a stand against climate change. The number of participating communities has steadily risen from 35 countries in 2008, to 88 countries in 2009, and 128 in 2010. (Eric F. Gallego/DENR-RPAO 13)

Partnership project set in Caraga
By MIKE U. CRISMUNDO
March 25, 2011, 4:23pm

http://www.mb.com.ph/articles/311350/partnership-project-set-caraga

BUTUAN CITY, Philippines – To support the global warming and climate change mitigation program, at least 10 companies in the Caraga Region have signed a Memorandum of Agreement (MoA) with the Department of Environment and Natural Resources (DENR) for the development of a comprehensive program that would reduce pollution of rivers that they will adopt through the “Adopt a River/Estero” program.

The signing of the MoA was one of the highlights of the recent celebration of “World Water Day.”

The MoA is also in support for this year’s “Malinis na Katubigan para sa maunlad na pamayanan” program which is culled from the global theme “Water for Cities: Re¬sponding to the Urban Challenge.”

The signing of the agreement was held at the DENR Regional Training Center in Barangay Ambago led by DENR-13 Executive Director Leonardo Sibbaluca, DENR-13 Technical Director for Protected Areas, Wildlife, and Coastal Zone Management Mario L. Eludo, and the Environment and Management Bureau (EMB) Regional Director Ester Olavides.

Under the agreement, the parties will coordinate with each other and agree to determine the plans, dredging, and de-silting of the “adopted river,” and to provide other remedial measures to improve the river, such as planting of bamboo and other plant species along the riverbank, rip-rapping or coco-matting, and greening of linear parks, among others.

The DENR through the EMB will ensure that the measures to be applied to reduce pollution at the adopted river by the company are harmonized and consistent with the overall initiative of the government in improving the quality of water bodies in the country.

The EMB will also facilitate actions against violators of Republic Act (RA) 9003 or the Ecological Solid Waste Management Act, and RA 9275 or the Clean Water Act.

I concur with you. "Galing at talino" are not the only qualities that define a good leader. We have had presidents who were very hardworking and superbly intelligent but look at where we are right now, still poor and have institutions that are not trusted by the people and are tainted by corruption scandals.

Pres. Aquino may not be as smart as Gibo, but what I'm sure is that he has the integrity and passion to serve and lead the people.

And with regards to the open skies policy and the NAIA air traffic congestion, I guess it's necessary to point out that the policy of the administration is to have "pocket open skies". Meaning, only selected airports are open to foreign airlines unilaterally. In this case, the CAAP will only be allowing open skies to secondary airports such as Cebu, Clark, Kalibo, Davao, etc. Thus, the pocket skies policy would less likely add additional traffic burden to NAIA.

Anyhow, remember the Butuanon soccer player from UP who is this season's UAAP MVP? He's planning to conduct a soccer clinic in Butuan. I still don't know the details but I do hope he, and his two other colleagues, would pursue this.

Soccer Clinic? wow, another exciting event to look forward to since this is now the so called "IN" sports naman ngayon. I remember when my nephews were still in their elementary when they participated in this Basketball clinic in Urios conducted by some star players ng isang basketball team from Mla. Nakakaaliw, we had fun watching them feeling like " little stars themselves for a day".

Please post the details as soon as you have them, thanks in advance :)

that's an overused word in Philippine politics today....almost everyone say these words...."integrity and passion"
Every politico profess to have these tenets.....a byword......a campaign material

but at end of the day.....will that integrity and passion translate to a tangible action that will put meaning to that ideal in the head towards the heart.,....then to the hands?

Truly.. It's easy to utter those words but what matters is if the people believe them.. I'm really hopeful that the President will be true to his promise.. The previous administration was very traumatic to the Filipino people.. Having another failed administration will surely be chaotic..

that's an overused word in Philippine politics today....almost everyone say these words...."integrity and passion"
Every politico profess to have these tenets.....a byword......a campaign material

but at end of the day.....will that integrity and passion translate to a tangible action that will put meaning to that ideal in the head towards the heart.,....then to the hands?

DepEd allots P2.5-M subsidy for Caraga as host of NSPC
Deemed as mental counterpart of Palarong Pambansa
By TONY PE. RIMANDO
March 28, 2011, 3:30pm

BUTUAN CITY, Philippines – The Department of Education (DepEd) has allocated an initial amount of P2.5 million as subsidy for the Caraga Region (Region 13) as host of the 2011 National Schools Press Conference (NSPC) which will be staged here from April 11 to 14, it was learned recently.

Dr. Gloria Benigno, DepEd Caraga director, said Education Secretary Armin A. Luistro sourced out the amount from the agency’s Campus Journalism Fund which is mandated by Republic Act (RA) 991.

The subsidy, according to Beni¬gno, will be utilized by the host region to cover the cost, among other things, of supplies and materials, trophies, and lodging of evaluators, judges, and facilitators, including other miscellaneous expenses.

Benigno described the NSPC, which focuses on the theme “Freedom of Expression: A Right and a Responsibility,” as an annual major DepEd program primarily designed to upgrade the journalistic skills of students, and to promote a balance between freedom of expression and responsible journalism.

Education officials described this activity as mental counterpart of the Palarong Pambansa.

This year’s NSPC participants, Benigno said, include some 4,000 top school journalists from 17 regions who will compete in various individual writing competitions, including Filipino and English news writing, feature writing, photo-journalism editorial writing, editorial cartooning, sports writing, copyreading, and headline writing.

Group competitions will also be conducted to select the country’s best campus-based papers, among other things, on editorial content, literary and layout, even as the NSPC will further gauge the campus journalists’ skills in scriptwriting, radio broadcasting, on-line writing, and desktop publishing.

Benigno said the five-day NSPC, administered by the Bureau of Elementary and Secondary Education, will end with the announcement of writing derby winners and selection of outstanding student journalists and school paper advisers in both the elementary and secondary levels, with appropriate prizes handed to them.

Towns with cityhood claims may have to wait longer for IRAs

Philippine Daily Inquirer
First Posted 21:29:00 03/28/2011

Filed Under: State Budget & Taxes, Government, Laws, Judiciary (system of justice), Philippines - Regions
MANILA, Philippines—Towns whose claims to cityhood remain unclear may have to wait for some time before the government units receive their disbursement of internal revenue allotments.

Budget Secretary Florencio B. Abad appealed to executives of the 16 towns to await the Supreme Court’s final decision, after another motion for reconsideration was filed to contest the latest ruling.

“The Supreme Court’s final and executory decision on the questioned cityhood of 16 municipalities is a requisite on the full release of IRA,” Abad said.

After the high court altered its decision thrice, “it would be more prudent for us to wait for the final ruling before making any changes to the distribution of IRA,” Abad explained.

The Supreme Court had issued four separate decisions on the cityhood conversion of 16 towns. It first declared the laws void in 2008, before it upheld them in 2009.

In August 2010, the SC reversed itself yet again. The latest change came last February, when it affirmed the constitutionality of the claims of the 16 towns.

The 16 towns are Batac, Ilocos Norte; Baybay, Leyte; Bayugan, Agusan del Sur; Bogo, Cebu; Borongan, Eastern Samar; Cabadbaran, Agusan del Norte; Carcar, Cebu; Catbalogan, Western Samar; El Salvador, Misamis Oriental; Guihulngan, Negros Oriental; Lamitan, Basilan; Mati, Davao Oriental; Naga, Cebu; Tabuk, Kalinga; Tandag, Surigao del Sur; and Tayabas, Quezon.

“Assuming that the high court rules in favor of the conversion with finality this year, the [Department of Budget and Management] can then appropriate funds for the full city-level IRA to these local government units in 2012,” Abad said.

The DBM could not provide full city-level budgets if the Supreme Court were to decide against the conversion with finality, or if no final judgement would be rendered within the budget preparation or authorization period, he added.

“IRA of LGUs for 2011 had already been allocated at the start of the year,” he said. “It is not legally possible to release city-level IRAs for the 16 LGUs as none has been appropriated.”—Ronnel W. Domingo

DOTC-LTO Caraga to apply for ISO certification
By: Robert E. Roperos

BUTUAN CITY, March 28 (PIA) -- In its effort to better serve the public, the Department of Transportation and Communications (DOTC)-Caraga Region through the Land Transportation Office (LTO) is focusing on “total customer satisfaction,” a system that is needed by the regional office in their quest for an International Organization for Standardization (ISO) certification.

ISO 9001 is a quality management standard which can be applied to all types of organizations. It does not matter of what size they are or what they are doing. It can help both product and service organizations achieve standards of quality that are recognized and respected throughout the world.

According to DOTC-Caraga Regional Director Atty. Alim Pangandaman, two of their district offices particularly in Butuan City and Surigao City have passed the initial audit.

Part of the ISO 9001:2008 Quality Management general requirements are --Develop the organization's quality management system (QMS) and document the organization's QMS. This is the scope of the certification being applied by DOTC-Caraga and the Department of Science and Technology (DOST)-Caraga Regional Office.

Pangandaman said the entire regional office is on its thorough review of documents, as well as the systems that are currently implemented to make sure that customer satisfaction will be achieved.

The transportation and communications chief of the region also said, the move of DOTC-Caraga is a way of improving the services offered to the clients, a thing that is emphasized in the ISO international certification.

It can be recalled that the Regional Office of the Department of Science and Technology (DOST) here in Caraga received same international certification on April 15, 2010.

Aside from the regional office, all provincial offices of DOST-Caraga also received the said certification from Dir. Renato Navarrete, ISO Certification International Philippines, Inc. (CIPI) Managing Director.

Also, here in Butuan City, Saint Joseph Institute of Technology (SJIT), a higher education institution in Caraga Region is the first institution/organization to receive the ISO Certification in year 2000. (PIA-Caraga)

Protestors hassle commuters in Butuan
Posted at 03/31/2011 10:39 AM | Updated as of 03/31/2011 11:40 AM

BUTUAN CITY, Philippines – Commuters of Butuan City in Mindanao immediately felt the effects of the protests against the swelling fuel prices, as demonstrators blocked major thoroughfares in the city.

Reports said that as early as 5 a.m., members of PISTON (Pinagkaisang Samahan ng Tsuper at Opereytor Nationwide) have already assembled on the roads of Brgy. Ampayon, Butuan.

Several passengers aboard multicabs were forced to get off by protesters. The passengers had to catch a ride from tricycles and buses which refused to participate in the protests.

The local government of Butuan also offered free rides to assist its citizens in their commute.

Butuan Intra-City Transport Federation said that almost 90% of transportation in Butuan will be affected by the protests. Report by Rodge Cultura, ABS-CBN News

what kind of lumber?

Does anyone know if someone has a lumber plantation close by a highway? Or not too far from Butuan? I am interested of possibly partnering with them and market the plantation.

Big savings through energy efficiency and conservation

BUTUAN CITY, March 30 (PIA) – The country can save P60 billion in electricity costs through the utilization of energy efficiency measures. Of this, 20% or P12 billion savings could come from Mindanao areas as targeted by the Department of Energy (DOE) for 2011.

To attain this target, the DOE, in partnership with the Development Academy of the Philippines (DAP), has embarked on a capacity-building project, the National Training Workshop on Energy Efficiency and Conservation. The March 30-31, 2011 training workshop in Butuan City is the fourth of the 15 training workshops being conducted in major cities across the country.

Participants from 40 Butuan-based companies representing the commercial, industrial and transport sectors will be trained on energy management system; energy audits; efficient electric motors and fuel utilization in vehicles, and best practices in lighting facilities.

According to Alan Cajes, Managing Director of the Center for Sustainable Human Development (CSHD) of DAP, “It is high time that we start to seriously conserve energy because this is not only good for businesses but is also a good way to protect the environment.”

When asked if energy conservation means doing away with familiar comforts, he clarified that the primary principle behind conservation is the intelligent use of energy and not abstinence.

“For example, unplugging the television set when not in use can help in avoiding at least seven (7) kw/hr of phantom load. That’s roughly P40.00 in savings at current Mindanao average electricity rate,” Mr. Cajes stressed.

This point was re-affirmed by energy efficient lighting specialist Arturo Zabala who is part of the DOE-DAP Team that conducts said national training workshops. Mr. Zabala emphasizes energy saving opportunities particularly in the lighting of facilities in the commercial and industrial sectors. “These are easy, inexpensive and have a quick payback period. Choosing compact fluorescent lamps (CFL) over incandescent bulbs is good investment. CFL needs only 20% - 25% of energy to match the light output of an incandescent bulb,” he said.

Further, DAP sa Mindanao (DsM) considers this capacity-building intervention as timely for Mindanao where there is an energy shortage forecast with the coming of the summer season. (Vilma Horca/PIA-Caraga)

Butuan City celebrates 490th anniversary of First Easter Mass on Philippine soil

http://www.usnewslasvegas.com/provincial/%EF%BB%BF%EF%BB%BFbutuan-city-celebrates-490th-anniversary-of-first-easter-mass-on-philippine-soil/

The Butuan City Government headed by Mayor Ferdinand Amante, Jr. is set to spearhead the celebration of the 490th First Catholic Easter Mass on Philippine soil on March 31.

In the official letter of invitation sent to different heads of national and local government offices, regional directors and GOCCs whose offices are also situated here in Butuan City, Amante who signed the letter said the annual celebration will start with an all Latin Mass or Tridentine Mass to be officiated by Historian priest Fr. Joesilo Amalia who is also Diocese of Butuan Museum curator.

At 9 a.m. on March 31, a program will be held then a theatrical re-enactment of the first mass will be performed by local artists.

All activities will be held at the Butuan City’s Rizal Park fronting St. Joseph Cathedral.

The first Cathoic Mass celebration was held at the Buod Promintory where a huge cross and a Balanghai Boat marker were built in Barangay Pinamangculan, Butuan City.

Local historians claimed the Buod Promintory was the real, actual site where the official first Easter Mass in the Philippines, the only Christian nation in Asia, was held.

Historians say the Spanish expedition that landed on Mazaua on March 31, 1521 was headed by Ferdinand Magellan. Expedition members reportedly planted a cross on the island where the fleet’s chaplain, Father Pedro De Valderrama, celebrated Easter Sunday Mass.

In an interview, Father Amalla who also served as trustee of the Butuan City Cultural and Historical Foundation Inc. (BCHFI) told the Philippines News Agency journals of an early Spanish expedition showed that a Mass took place on “Mazaua,” in Butuan City not Limasawa in Leyte.

The Butuan City Government on the other hand on its letter dated March 23, 2011 said that regardless of its lengthy history of controversy, the first Easter mass was more of symbolic than substantive importance to the evangelization of the Catholic church and the advancement of Christianity.

It added that the significance of the first Catholic Easter mass on Philippine soil is the knowledge that the Christian church took its roots here in Butuan City before it spread to other areas in Mindanao.

TRANSPORT STRIKE, KASADO NA SA BUTUAN CITY AT CARAGA REGION
Thursday, 31 March 2011 07:11 NEWS - Regional

http://www.rmnnews.com/beta/index.php/news/regional/12275-transport-strike-kasado-na-sa-butuan-city-at-caraga-region-
