PGMA to play Santa at region-hopping tour in Mindanao
Sunday, December 16 2007 @ 02:24 PM UTC

To bring the government and its services closer to the people, President Gloria Macapagal Arroyo is set to go on a region-hopping tour of the different provinces in Mindanao, it was learned on Sunday.

For the "least of our brethren," it would be an advance Christmas celebration scenario with sleigh bells ringing from December 14 to 21, 2007, when she planes in to 5 provinces in the southern island.

In order to play Santa and bring the government closer to the people, Ms. Arroyo, for the first time, will start her Christmas trip to Zamboanga del Sur, Zamboanga Sibugay, Agusan del Sur, Surigao del Norte, Surigao del Sur , and the newly created island province of Dinagat in Northeastern Mindanao (Caraga region).

Also part of her Christmas visit are Camarines Norte, Rizal, Pampanga and Laguna, all in Luzon, it was learned.

The President will personally hand over Christmas gifts to the people, which includes the announcement of some of her development, infrastructure and livelihood projects that she would pursue in the countryside.

"Her presence in our province is more than Christmas gift to our people. This is the first time that a President visit our place during Christmas Season," said Surigao del Norte Governor Robert Ace Barbers and Rep. Francisco T. Matugas.

Currently, the different government agencies, in areas to be visted by President Arroyo are abuzz in preparing the path and organizing important activities relative to the President's gift-giving schedule.

Dubbed as "Pamasko ni Gloria Matutulungan Ako" (PGMA), the event is seen to be endearing because President Arroyo would be on hand to distribute goodies and scholarship certificates to the benefiaries.

Among the President's gifts are training programs such as "Galing Masahista Ako" and "Galing Mekaniko Ako", which are impact projects designed by the Technical Education & Skills Development Authority (TESDA).

She would also distribute additional scholarship certificates under TESDA's PGMA-Training for Work Scholarship Program and its Ladderized Education Program.

The entire bulk of the scholarship certificates would run to no less than 175 scholars in all provincial sorties.

In Caraga Region alone, President Arroyo is expected to award scholarship certificates to about 700 beneficiaries.

Regional Development Council (RDC) Chair Butuan City Mayor Democrito "Big Boy" Plaza II and Northeastern Mindanao Regional Director Florencio F. Sunico, Jr. of TESDA said that the recurring visits of President Arroyo to Caraga always provide a renewed enthusiasm and reinvigoration of tugging along government programs and projects that makes government closer to the hearts and minds of Caraganons.

hello Josh, nice to see you here once more...

do you have any plans of spending Christmas here in Butuan?

Unfortunately, I dont have plans. I gotta finish 4th year high school by June 2008. I'm still 3rd year right now so I really need to focus on studying. Only until then I might have plans because I really miss my grandpa and our other relatives there. *huhu* Oh by the way our home town is in Cabadbaran.

RDC Honors Caragan Achievers
The Caraga Regional Development Council held its 55th Full Council Meeting on 13 December 2007 at Almont Hotel’s Inland Resort. The meeting was highlighted by the awarding of plaque of recognition to the Caragan achievers who have brought honor to the region.
The following groups and individuals were given citations by the RDC for their exemplary performance:
1. Ms. Marivic G. Boholts, Barangay Health Worker, Surigao City - 2007 Regional Outstanding Volunteer (Individual Category) and2007 National Outstanding Volunteer (Individual Category)
<!--[if !supportLists]-->2. <!--[endif]--> Agusan Ecotech Foundation, Inc. - 2007 Regional Outstanding Volunteer (Group Category)
<!--[if !supportLists]-->3. Mr. Ruben L. Abucayon, Ph.D., Alegria National High School, Alegria, Surigao Norte - one of the 2007 National Outstanding Teachers (2007 Metrobank Foundation Search for Outstanding Teachers)
<!--[if !supportLists]-->4. LGU of Surigao City - Mindanao’s Most Business Friendly City
<!--[if !supportLists]-->5.<!--[endif]--> DOLE RD Chona M. Mantilla - one of the 2007 National Outstanding Career Executive Officer.
It was a productive session for the RDC. The council tackled two relevant plans for the region: the Agusan River Basin Master Plan (ARBMP) and the Updated Caraga Regional Development Plan 2008-2010. It was agreed upon that the ARBMP will go through another round of revisions and will be presented to the Regional Technical Working Group, Infrastructure Development Committee and Economic Development Committee prior to being discussed in the first quarter RDC Full Council Meeting.
The updated Caraga Regional Development Plan 2008-2010 was endorsed by the RDC Full Council. One of the plan’s salient features is the revision of the growth targets owing to the stellar performance of the regional economy from 2004-2006 and renewed focus towards ensuring environmental standards are met in economic activities. Also, the updated plan showcases the top 10 priority programs and projects of the region which are:
<!--[if !supportLists]-->1. <!--[endif]--><!--[if !supportLists]-->Surigao Davao Coastal Road

RDC Honors Caragan Achievers
NEDA

The Caraga Regional Development Council held its 55th Full Council Meeting on 13 December 2007 at Almont Hotel’s Inland Resort. The meeting was highlighted by the awarding of plaque of recognition to the Caragan achievers who have brought honor to the region.

The following groups and individuals were given citations by the RDC for their exemplary performance:

1. Ms. Marivic G. Boholts, Barangay Health Worker, Surigao City - 2007 Regional Outstanding Volunteer (Individual Category) and2007 National Outstanding Volunteer (Individual Category)

2. Agusan Ecotech Foundation, Inc. - 2007 Regional Outstanding Volunteer (Group Category)

3. Mr. Ruben L. Abucayon, Ph.D., Alegria National High School, Alegria, Surigao Norte - one of the 2007 National Outstanding Teachers (2007 Metrobank Foundation Search for Outstanding Teachers)

4. LGU of Surigao City - Mindanao’s Most Business Friendly City

5. DOLE RD Chona M.

1. Surigao Davao Coastal Road

2. Dinagat Island Road Network

3. Siargao Airport Upgrading

4. Butuan Airport Improvement

5. Super Region Projects

- Provision of Farm to Market Roads under the Super Region Program

- Provision of Irrigation Facilities under the Super Region Program

6. Strengthening Health Delivery Through Health Facility and Human Resources Development of Caraga Region (DOH)

7. Implementation of Fisheries Resource Management in Selected Municipalities of Region 5 and Region 13

8. Strengthening the Agro-Industrial Sector in Bicol and Caraga Regions

9. RP – Spain Elementary Education Project for Bicol and Caraga

10. Jabonga Micro-Agribusiness Enterprise Initiative

I'm in Butuan na. I'll post some pics that i took from the MCIA to Bancasi Airport. The airports' runway should be extended as soon as possible because mukhang delikado talaga. nung pa landing na kami, nasa ere palang kami, nag reverse thrust na ang plane. cool but, unusual. Wahehe.. U feel the full force of the reverse thrust when the aircraft touches down.

Hey James... Kala ko ba may extension na yang runway ng BXU airport. Sana mag materialize na ung Improvement ng airport as what Bob posted.

City Annual Report 2007

http://i78.photobucket.com/albums/j97/boybleauxx/1.jpg?t=1198806545

Before this year ends, with BxuAngels assistance, I would like to share this year end report of the City of Butuan 2007...

the highlight of this report were the ones we scanned lang...

the report is contained in this booklet:
http://photos.friendster.com/photos/41/54/52054514/1_372967162l.jpg

this is what I like best..

" The city's growth is clearly reflected in the development approvals issued in 2006. The city received 1,039 Building Permit applications in 2006 broken down as follows: 467 standard residential, 404 indigenous ; 125 commercial; 14 industrial; 21 institutional and 8 ancilliary. This represents an increase of 45% over the previous year of 716. Subdivision application income increased to Php 8,067,735.70 compared to Php 7 milion in 2005.."

the report proceeds...

"...6,000 busines establishments and 3,500 motor vehicles were issued permits in 2006. 1,388 of these were new businesses.."

another year ender press release was made by the Department of Tourism Caraga through TV Patrol at ABS CBN Butuan..

The Region gained a significant increase in domestic as well as foreign tourists arrivals this year totalling to 373,000 visitors as compared to last years 360,000..

Butuan continued to enjoy the bulk of tourists arrivals and has a steadily increasing number of conventions held for the said year.

Since its creation as a region, for the past several years, the city's inbound tourists and conventions held has always been on an up trend thus boosting the growth of many hotels, restaurants and convention facilities in the city..

my predictions for the coming year will be a fruitful one with much of the infrastructures like the start of the Bancasi Airport Improvement, the completion of the Masao Port expansion as well as the commencement of the 2nd Phase Bypass High way (Bonbon-Bancasi, Maguinda-Antongalon Section) fueling the city's continued growth rally.

Services sector will still dominate the growth as was traditionally shown in the past trends...this will be followed by light manufacturing and agro industries..

Real estate will give a bright glow as large key players like Filinvest going full stream with their projects..

The agricultural sector may give a showing due to the strong recommendations from the city business chamber's to the Mayor with this un tapped sector..

Bancasi airport can accommodate only up to two A320s/B737s As seen on the pic, limited ra ang tarmac. Cool shot! So does this mean that Cebu Pacific is late? Diba ang PAL, 6:30 - 6:45 am muabot sa Butuan? While Ang Cebu Pacific form Cebu, 6am muabot... tsk tsk... So kinsay Plane Always Late now? Wahehe

Definitely NO James, as I was staring thru the window this morning, looking those markings at the tarmac...it has slots (markings on the concrete tarmac) for 4 short haul jet planes (A319-320 and B737s)

Cebu Pacific arrived first that morning...

the pre departure area was so full that I was standing the whole time until Cebu Pacific passengers left for boarding..

they need to expand the terminal

Biocommerce centers give countryside traders support

By Amy R. Remo
Philippine Daily Inquirer
First Posted 04:49pm (Mla time) 01/01/2008

MANILA, Philippines - Pilot biocommerce centers are set to be put up in Butuan and Tarlac, enabling farmers and entrepreneurs to start their own biotechnology-based businesses.

According to the Biotechnology Information and Organization Network, these centers would be provided with materials on available production technologies for agricultural, forestry and fisheries products as well as prevailing market prices of popular crops.

BIONet national president Gaudencio C. Petalcorin Jr. said these centers would also have information on agencies supporting biotechnology and the profiles of biotech companies.

Petalcorin, vice president for research, development and extension of the Northern Mindanao State Institute of Science and Technology, said BIONet has identified Butuan and Tarlac as pilot areas, as approved by the BIONet Council during its recent meeting.

BIONet is a network of biotech practitioners, individuals from the academe, local government units and investors who are advocating the use of biotechnology for agriculture in the Philippines.

According to BIONet, farmers and other stakeholders could learn from these biocommerce centers the crucial preprocessing technologies for raw materials needed by the natural ingredients industry.

The Department of Agriculture had urged the private sector to invest in the booming $1-billion natural ingredients industry, citing the country's advantage in growing these indigenous plants.

These plants include malunggay, sambong, banaba, lagundi, mangosteen, chichirica, luyang dilaw, saluyot, garlic and atswete.

However, only a few firms have actually invested in this growing global industry, where the Philippines has less than a one-percent market share.

BIONet is set to form partnerships with the Farmers' Information and Technology Services (FITS) of Normisist, as well as the provincial government of Tarlac for this project.

Currently, a number of "Pinoy Biotek" products are currently in the pipeline and waiting commercial release.

These include bioorganic fertilizers to enhance growth of various crops and high-value vegetables, personal health—care products, supplements for health and wellness and animal vaccines.

The Institute of Plant Breeding (IPB) also exhibited its latest disease-free planting materials of traditional crops such as cassava, papaya, tomato, abaca, corn and avocado, which were produced through tissue culture.

PSC to put up training centers nationwide

By Ruben D. Manahan
Manila Times
01.03.08

IN an effort to strengthen the country’s grassroots program, the Philippine Sports Commission will put up more training centers all over the country.

“It’s an undeniable fact that the country lacks grassroots programs and that’s what the PSC wants to focus on this year,” said PSC Chairman William Ramirez on Wednesday.

Ramirez said a training center is being set up in Lanao province with the help of Gov. Imelda Dimaporo that will practically focus on Olympic sports such as swimming, track and field, tae kwon do, boxing, wushu, weightlifting, fencing, archery and lawn tennis.

“We need to give more assistance to these sports because our focus right now is the Beijing Olympics campaign,” Ramirez said.

Besides Lanao, other places being considered as training centers are Butuan, Agusan, Bicol, Ilocos and the Western and Eastern Visayas.

Ramirez said putting up the centers will start as soon the PSC receives its annual budget of P240 million, including P30 million for the Olympic training program.

“The grassroots developmental program has a domino effect on how the government will scout athletes for the national team. If the grassroots [program] is weak, it’s hard to produce quality athletes. We can avoid the palakasan system if we can have a strong grassroots program.” Ramirez explained.

To maximize the training centers, the PSC will teach coaches, referees and technical staff on sports education, sports nutrition and sports medicine.

At present, the PSC has Philsports (formerly Ultra) in Pasig, Rizal Memorial Sports Complex in Manila, Philsports in Baguio and Abellana Sports Complex in Cebu as training centers.

Sure! Hehehehehe! Celebrating new year here in Davao is pretty much like celebrating holy week and undas. Kakabagot! Not that I am against the firecracker ban. Ang sa akin lang, the city government should have sponsored a fireworks display since bawal naman yung mga individual households magpaputok. Kagaya ng ginawa dyan sa Tagum and sa Subic. Pero wala... Haaayz! Kaya anong ginawa ko nung new year? Ayun! Natulog nalang ako!

Cebu Pacific added one flight every MWF CEB-BXU. So that makes 6 weekly flights for CEB-BXU route. We asked to the staff sa airport kasi 3 Bupaks ang nakita namin the other day. 6:15, at 11:00 and 2pm... 6:15 and 2pm ay from cebu. and the 11a flight is from manila. However, this is only seasonal. It was started December 11. and it will end... they dont know yet. hehe... We went to the airport kanina para check in baggage. then wait nalang mi flight sa bahay. Lapit lang kasi ung airport and bahay namin.

Anyway, this is a good thing in Butuan city. It means that people choose plane na over ferries. Although mahal, It's worth it. For PAL, they still continue their 7am flight to Manila from here. 10 flights weekly. Good for BXU! For Air Philippines, im not hoping na bumalik sila dito sa Butuan. Okay na ang frequencies. It caters most of the people needs.

I would rather choose a plane from bxu to cbu james, wala ka mapag pilian na barko from bxu to cbu... :ohno:

Gamay lang difference sa fare mga dude! and you can compare sa barko 1 to 2 days ang byahe sometimes 3 days... unlike pag airplane 1:45 minutes lang ata diba. kunting idlip lang nasa Manila or Cebu ka na. When I was traveling from Manila to Dubai straight not preferrable one. Maminhod imong lubot umingkod it pisses me off kse dili ka mahimutang its a long hours. Unlike pag mag drop bye like hongkong its really nice. wheeeeee... Question? dati may pagkain ang cebu facific for free but now when i got back from my vacation last year, nabigla ako dahil nag offer ang crew ng food and i was ordered a lot kse gutom nga.. putssaaaa! nag bayad ako ng 500 plus... wheeeee... kakahiya tuloy.... ndi ka na makatanggi... wwheeeeeeee.. lugi ata sila sa food before.. wheeeeee....

yup. it's true. kasi low cost nga eh. and para mas affordable ang ticket, wala na nila giapil ang food sa bayad sa tiket. so kung nahan ka kaon sa plane, better pagbaon nalang or palit sa ila.. 50 pesos for the water, 100 pesos for sandwiches, etc

Last year, in Dec. 29, 2006, Butuan experienced a New Year’s Party like no other. The memorable shindig, entitled “Baila Margarita”, showcased a 10-man Samba Batucada percussion band named Brigada, along with 2 disc jockeys from Manila’s hottest club, Embassy. It was by far, the most fashionable and elite party to ever hit the city.

This year, Baila Margarita is back with a vengeance! On the last Friday of the year, December 28, at the trendy SENTRO Building, Margie’s is set on outdoing itself by throwing another New Year’s Dress-to-Impress Party aptly named “Baila Margarita 2: “Walk This Way!”

This event will showcase Jamming Grava, a 9-man percussion & wind instrument band that plays Latin House, Progressive House, Reggae, Tribal House and R&B music, along with disc jockey Maxi Perez from VUDU, one of Cebu’s finest dance clubs! “Poi” and Fire Dancers will party with us with their alluring fire dance, while model dancers will keep us up on our toes the whole evening.

So, WHAT ARE YOU GOING TO WEAR?

Fortun assails city government inaction on plight of Balanghai Shrine

City Councilor Lawrence “Law” Fortun rose on a question of personal and collective privilege Thursday, January 3, 2008, during the first regular session of the Sanguniang Panlungsod of Butuan City in 2008, and brought to the attention of the Council the deplorable condition of the Balanghai Shrine where relics of the historical Balanghai boats are housed and preserved.

Fortun said he had the occasion to visit the Balanghai Shrine during the holidays when he had to give in to a persistent request of his children to see the Balanghai boats. “As I myself walked to the Shrine, I right away caught sight of the lamentable condition of what is supposedly a memorial, a monument, that shelters essential remnants that confirm Butuan’s significant place in ancient history,” Fortun recounted.

Describing the building, Fortun said “the building is on the verge of worse for wear, decrepit, and may soon be on its last legs if the problems are not immediately addressed.”

Fortun likewise deplored the condition of parts of a Balanghai boat undergoing restoration which are prone to further impairment for lack of basic facilities to protect them. Fortun recounted that “upon entering the Shrine, I saw perhaps nearly a hundred pieces of one of the Balanghai boats laying on the floor” that are said to be “undergoing restoration but certain fundamental protection measures necessary to preserve the relics are absent.” The councilor emphasized that “laid helplessly on the ground, the relics could be exposed to direct sunlight, drenched by reason of heavy rains and vulnerable to variable hot and cold temperatures of a tropical climate.”

The said pieces of a Balanghai boat may no longer be completely exposed to direct sunlight and immediately drenched by rains as before as a visitor from Bacolod donated materials for the construction of a protection barrier.

Fortun said “a visitor from Bacolod, di pa gid Butuanon, took pity on the gloomy condition of the Shrine and donated pieces of plywood and other materials which were used to construct a single-wall barrier at the rear of the building to protect from sunlight and rain the pieces undergoing restoration.”

Fortun assailed the inaction of the city government on the plight of the Shrine. He reported that some two or three years ago, “certain engineers from the city government came to the Shrine and did measurements purportedly laying the groundwork for a repairs and refurbishment project.” He said, however, the project was never materialized. “To date, no such project has been implemented. Kutob ra idto sukud-sukod. Wa na mibalik ang mga enhinyero. Mikalipat na batiko,” Fortun said.

Fortun urged his colleagues in the Council to pay the Shrine a visit and see for themselves the “deplorable situation.” The opposition councilor said “we claim pride in pronouncing ‘in the beginning there was no Philippines, but there was Butuan’ and yet there is too little, if any, that the city government is doing to preserve the priceless vestiges of history that prove that claim.”

Fortun pushed for the amendment of the recently approved Budget for 2008 for the inclusion of an appropriation for assistance to the Balanghai Shrine and the regional museum in Doongan, Butuan City.

Rose bakeshop makes the difference
Jan 10, '08 10:09 PM

SAN FRANCISCO, Agusan del Sur--- A family-owned bakery and restaurant which already earned a niche in local food industry here was just contented with its flourishing business on their two stores here more than 20 years ago.

Not until the advent of two other close competitors at the town Poblacion, Julie’s Bakeshoppe which has branches all over the country and another Davao City-based chain Panaderia, which were a blessing in disguise that pushed Rose Go, owner of Rose Bakeshop, to ride with the trend and expand to other neighboring areas.

With the help of her two grown up children, Ms. Go, a widow for a long-time, never realized they already established 19 branches in the neighboring towns and cities including four in Davao City, five in Butuan City , one in Cagayan de Oro City and another in Valencia City in Bukidnon.

In this town where the main branch is located, there are four other branches around the town center and in nearby Patin-ay, Prosperidad, another in Bayugan City in Agusan del Sur and two new branches in progressive Bansalan town in Davao del Sur.

Market share

“ We decided to branch out to get a share of the market from our rivals”, said Manuelito Go, Rose’s only son who manages three branches of the family corporation. He said it was the constant prodding of his sales agents friends and close business associates that drove them to venture into expansion.

With only 13 bakers, waiters, waitresses and sales ladies in 2000, the family food chain now employs more than 800 workers to include office staff to efficiently run the day-to-day affairs of their businesses.

Ms. Go said they are also bent on setting up a new branch in Surigao City and possibly invade the Visayas areas next year.

Aside from bakery and fast food, the family also runs Marie’s Grill and Restaurant, Lenz Fast Food and Grace Ong Enterprises, a hardware and construction supply in this town while a 600 square meter new Marie’s building in Butuan City is set to open early next year.

New trends

When they started to face with stiff challenge in the late 2000, Rose Bakeshop still used the conventional old cone-like concrete firewood oven and the management system was still run-of-the-mill manually recorded financial operation.

But by chance, Ms. Go was able to get expert advise from Canadian Executive Services Organization-Business Advisory Program to upgrade their facilities and operational and financial management system when officials from the Department of Trade and Industry recommended it to her.

The Ceso-BAP assistance include introduction of new production technologies, training among workers for better financial control and another training on efficient management administration that cope up with computerization program.

Ceso-BAP Canadian experts, Pierre Brisebois, Dipankar Mukherjee and Surinder Khanna, separately took their time for two weeks each in 2004 to personally train the workers on production, finance, organization and management.

It works

Their stints at Rose Bakeshop resulted to the introduction of new products while enhancing the quality of their delicacies as Brisebois was instrumental in encouraging the management to buy mechanized facilities especially in pre-mixing bakery products.

Both Mukherjee and Khanna also introduced innovations to make financial operations and processes more efficient by the integration of preparing yield reports into their system.

Manuelito admitted computerization on all their financial records with the help of a “Quick Books” software as suggested by the two experts help a lot in sound financial management of their business.

He also noted that they did not realized that opening of separate bank accounts for the branches would make them easier to track down the cash flow for them to make effective projection on budget and sales.

Before they have only bank account at the main branch that they could not see how other branches are faring whether they are losing or gaining.

Ms. Go admitted it was her children who saw the need to improve the system that goes along with the modern trends in bakery industry.

“ We have opened our eyes that there is a lot of opportunities to explore to make our business grow”, said Ms. Go.

Turning point

She recounted the turning point of their success was when she decided to acquire a commercial building owned by the defunct Lourd’s Drug Store and Supermarket, which used to be biggest store in San Francisco owned by the Cornejo family until it closed shop.

She said she just closed her eyes and took the risk of getting a loan from a local bank to buy the building after the place they once rented for years doubled the monthly rental fee.

The family business started to shine in 1985 amid troubled times when the townsfolk were hounded by fears due to the presence of the dreaded “Lost Command”, a paramilitary group organized by retired constabulary colonel Carlos Lademora to fight the growing menace of communist insurgency.

Ms. Go also attributed their success to a business acumen she handed down to her children like a strict policy to be lenient on attending loans to avoid bouncing checks and simple lifestyle by refraining from buying costly cars and expensive homes

[edit] History
As early as the 10th century, people from Butuan had already established trading relations with the Kingdom of Champa (now southern Vietnam) and Srivijaya empire of Java.

By the 11th century, Butuan was the center of trade and commerce in the Philippines. The evidence to prove this fact is the discovery of 9 balangays (the Butuan Boat) and other archaeological find in the vicinities of Butuan City, particularly in Ambangan, Libertad near the old El Rio de Butuan and Masao River.

Much controversy and debate have been generated with regard to the holding of the first mass. Whether it was held in Limasawa, Leyte or in Masao, Butuan City. It is sure, however, that Ferdinand Magellan did drop anchor by the mouth of Agusan River in 1521 and held mass to commemorate the event.[citation needed]

The first municipal election in Butuan took place on March 1902 in accordance with Public Law No. 82 which coincided with the American occupation of the place.

During the Japanese occupation of the Philippines in World War II, Butuan was razed to the ground when the guerilla forces attacked the enemy garrison during the middle of 1943. On October 20, 1948, still recovering from the war, the entire municipality was ruined by a fire.

The boom of the logging industry during the 1950s up the middle of 1970s has made Butuan the "Timber City of the South". The outcome of which was the influx of business and fortune seekers from other provinces. The once lethargic town suddenly became a bustling locality. The flourishing logging industry inspired and prompted Congressman Marcos M. Calo to file a bill converting Butuan into a city. On August 2, 1950, Butuan became a city by virtue of Republic Act No. 523 otherwise known as the City Charter of Butuan.

From being a chartered city, Butuan was reclassified into a highly urbanized city on February 7, 1985 pursuant to the provision of section 166 and 168 of Local Government code of 1997 and Memorandum circular 83-49 of the ministry of local Government. The re-classification was based on its outcome and population as certified by the ministry of finance and national census and statistics office.

Growth moves Cebu Pacific to acquire new planes

By Riza T. Olchondra
Philippine Daily Inquirer
First Posted 21:55:00 01/13/2008

CEBU PACIFIC will take delivery of new aircraft to support passenger growth and new routes to be opened this year, the airline announced over the weekend.

The budget carrier said it completed its refleeting in 2007 with the acquisition of 15 Airbus aircraft (10 A319 and five A320 units). It is now expecting the arrival of 10 brand-new aircraft in 2008 to service new domestic and international destinations.

Of the 10 new planes, six will be turboprops from Avions de Transport Regional, an Italian-French aircraft manufacturer, and four will be A320s.

The six ATRs are part of a package of 10 planes worth more than $178 million, while the four A320s are part of a deal for 20 Airbus jets worth a combined $1.3 billion.

Cebu Pacific needs the new planes to support growth. The budget carrier said it carried almost 5.5 million passengers in 2007, exceeding its target of five million passengers, representing a 58-percent increase from the 2006 level.

Of the 5.5 million, 4.5 million were domestic flyers--up 46.75 percent from 2006.

This is partly because of the budget carrier’s expansion to new routes: Cebu-Kalibo, Cebu-Puerto Princesa, Cebu-Cagayan de Oro and Cebu-Butuan. Domestic passenger load factor rose from 74.89 percent to 82.59 percent.

International traffic rose by 140.77 percent to one million in 2007 from 428,926 in 2006, as new destinations were introduced, including Jakarta, Taipei, Shanghai, Xiamen, Guangzhou and Macau.

"We are so happy to have surpassed our goal to carry five million passengers in 2007," said Candice Iyog, Cebu Pacific vice president for marketing and product. "Our system-wide passenger load factor rose to 81.65 percent from 75.3 percent in 2006. This is a new milestone that will further encourage us to continue offering low fares, new planes, and quality service."

Study shows 2 million Caraga residents bet on 'suwertres'
By Ben Serrano

BUTUAN CITY -- Even government workers and professionals in Caraga Region are not spared from being hooked on illegal numbers game popularly known as "suwertres".

A study made by the NGO Transparency showed that placing bets on illegal gambling has fast become an "acceptable moral norm" among the more than 2 million residents in this timber-rich region.

"The people here especially the jobless ones are risking their hard-earned peso in the hope of an instant jackpot. The truth is, they're not helping their families but the gambling lords who are laughing instead their way to the bank," said Domingo Pan-as, executive director of NGO Transparency.

An earlier study revealed an illegal gambling financer operating region-wide is earning thousands of pesos a day up to one million pesos tax-free and hassle-free.

It also alleged that law enforcement officials get P30,000 to P50,000 a week as protection money to keep the illegal gambling activities afloat and going.

Pan-as said they made public of their study hoping it will make sense to everyone about the worsening social crisis the country is facing.

Pan-as however opined that it is not only Caraga Region which is drifting in social ills, "but all of us particularly the church, the academe, law enforcement and justice system who failed miserably to stop this social cancer eating up our moral fiber."

Their study also revealed more than fifty percent of the adult population in the region is already addicted to "suwertres".

In fact, this even prompted some sectors in the region to ask the government to legalize "suwertres" as only corrupt law enforcers are making a fortune out of the illegal business.

And since benefactors of illegal gambling have shown bigger ROI (Return of Investments), some traders in the circle would even find it more convenient to shift into legitimate businesses like banking and micro-credit financing.

NGO Transparency cited five big illegal numbers game financers based in Butuan City who are now into banking and micro-credit financing while some are investing their windfall courtesy of suwertres.

Suwertres and last two are legit PCSO numbers game but illegal gambling operators who operate in network of coordinators and collectors in almost all barangays and small villages in the region are making a killing out of it by following also the official lotto results draw.

Pan-as predicts government workers won't accept they are betting, "because like others it is an accepted fact that betting on illegal gambling is just for fun. It is sad because they as role model to common Juan Dela Cruz becomes law-breaker themselves."

Pan-as recommends something must be done to address the social menace before it's too late.

Pan-as said trying one's luck through gambling destroys notion that success can be achieved through sheer hard work, patience and determination.

But Pan-as traced the issue on money politics saying if people gamble their future in few pesos through vote-buying, "What else we can expect? Except that it is all for the love and hunger of money and this I say Amen."
