jsl_bxu1206 June 2nd, 2011, 02:09 PM RCDA to conduct accessibility audit in Butuan City Hall and Agusan del Norte Prov’l Capitol Bldg
by Jennifer P. Gaitano
BUTUAN CITY, June 2 (PIA) -– To assess the implementation by the different establishments of the persons with disability law, the Regional Committee on Disability Affairs (RCDA)will conduct a two-day accessibility audit in the city hall and in the provincial capitol building of Agusan del Norte on June 7-8, 2011.
This will be done with the Department of Social Welfare and Development (DSWD) Caraga as the lead agency and will include member agencies.
According to DSWD-Caraga Regional Director and RCDA chairperson Mercedita Jabagat, they are now preparing for the region’s report on the implementation of the United Nations – Convention on the Rights of Persons with Disabilities (UN-CRPD).
“In order to come up with a report reflective of the real status of implementation of the convention in the region, the regional committee will conduct an access audit on the implementation of Batas Pambansa Bilang 344 (Accessibility Law) of City Halls and Provincial Capitols in the region. Accessibility of government buildings and other facilities is one of the priority areas of the convention,” stressed Jabagat.
The buildings of Butuan City Hall and provincial capitol of Agusan del Norte are the first buildings to be assessed since these two buildings has the main frontliners in the locality. Other offices will have its schedule.
RCDA promotes the realization of the rights of disabled persons to participate fully in the social life and the development of the societies in which they live and the enjoyment of the opportunities available to other citizens, no license or permit for the construction, repair or renovation of public and private buildings for public use, educational institutions, airports, sports and recreation centers and complexes, shopping centers or establishments, public parking places, work-places, public utilities, shall be granted or issued unless the owner or operator thereof shall install and incorporate in such building, establishment, institution or public utility, such architectural facilities or structural features as shall reasonably enhance the mobility of disabled persons such as sidewalks, ramps, railings and the like.
With the accessibility law, all such existing buildings, institutions, establishments, or public utilities may be renovated or altered to enable the disabled persons to have access to them provided, however, that buildings, institutions, establishments, or public utilities to be constructed or established for which licenses or permits had already been issued may comply with the requirements of this law.
Meanwhile, in case of government buildings, street and highways, the Ministry of Public Works and Highways shall see to it that the same shall be provided with architectural facilities or structural features for disabled persons.
Batas Pambansa Bilang 344 is an act to enhance the mobility of disabled persons by requiring certain buildings, institutions, establishments and public utilities to install facilities and other devices. (PIA-Caraga)

jsl_bxu1206 June 2nd, 2011, 02:12 PM University officials vows to continue giving quality education to students
by Robert E. Roperos
BUTUAN CITY, June 2 (PIA) -– After being chosen as one of the top universities in Asia, Father Saturnino Urios University (FSUU) officials vowed to continue giving quality education to students.
In an interview recently, Fr. Chito “Kits” Butardo, FSUU Vice President for Administration and Student Affairs said the teaching force will continue to give quality education as it has done since its founding 110 years ago.
Fr. Butardo also expressed his appreciation for those who supported FSUU's aim to equip students with globally-competitive knowledge and skills.
Only 15 universities in the country made it to the list.
Fr. Butardo said the inclusion of the school in the exclusive list is a challenge to the teaching force to "to maintain or surpass our status.”
Fr. Butardo also enjoins the parents to continue sending their children in schools where they think can give the right and quality education to prepare them to be globally-competitive.
“In this way, we can make sure that our graduates can really compete with the demands of the global market,” he said.
The universities in the country who made on the list of top universities in Asian Region include the University of the Philippines, Ateneo de Manila University, University of Sto. Tomas, de La Salle University, Xavier University, University of Southeastern Philippines, Mapua Institute of Technology, Mindanao State University, University of San Carlos, Silliman University, Polytechnic University of the Philippines, St. Louis University, Father Saturnino Urios University, Adamson University, and Central Mindanao University.

jsl_bxu1206 June 2nd, 2011, 02:34 PM DILG-13 to conduct a “Tapatan Roadshow” on full disclosure policy
by Christine Anthonette M. Salise
BUTUAN CITY, June 2 (PIA) -– The Department of the Interior and Local Government Region XIII will hold a “Tapatan Roadshow” on Full Disclosure Policy (FDP) with Secretary Jesse M. Robredo as keynote speaker on June 8, 2011 at the Almont Hotel’s Inland Resort, Butuan City.
This is in line with Pres. Aquino’s battlecry “Tapat na Palakad, Bayang Maunlad,”
The activity aims to provide a deeper understanding and appreciation of the FDP to ensure compliance and commitment of LGUs to the said policy.
Expected to attend are local chief executives, municipal accountants, information officers, non-civil society organizations, government agencies, media people and other stakeholders.
Also, DILG-Caraga Regional Director Rene Burdeos said the activity seeks to provide adequate information dissemination on the importance of FDP as a strategy in achieving a transparent, empowered and accountable governance. It will also serve as an avenue to raise/clarify issues and questions relative to the FDP.
FDP is Sec. Robredo’s flagship/banner programme in achieving participation, accountability, responsiveness and transparency (PART) in governance, as mandated by the Constitution.
The FDP requires local government units to post their budget and finances in websites, print media and in conspicuous places in their LGU’s area of jurisdiction.
This is based on DILG Memorandum Circular No. 2010-83 dated August 30, 2010 entitled “Full Disclosure of Local Budget and Finances and Bids and Public Offering” and DILG Memorandum Circular No. 2011-08 dated January 13, 2011 entitled “Strict Adherence to Section 90 of Republic Act No. 10147, General Appropriations Act, Fiscal Year 2011”. Cycling buffs ride bikes to aid elderly in Butuan City
http://www.cbcpnews.com/?q=node/15679
MANILA, June 3, 2011―At least 50 motorcycling enthusiasts will take the country’s national roads in support of the abandoned elderly in Butuan City beginning Saturday, June 4.
Organized by Kuwait-based Fr. Ben “Among Ben” Barrameda, the riders, who are members of “Bikers One Philippines” will extend their assistance to the Abandoned Elderly in Pro Cristo, Butuan City.
“It’s ‘all systems go,’” Fr. Ben told CBCPNews after their pre-ride meeting at Macapagal Blvd. in Pasay City with the 50 registered riders and supporters from all over Manila.
On Saturday morning, the group will leave for Butuan City via Batangas-Calapan through the nautical highway. Some 50 riders along the way will join the Bikers One Philippines for this open charity ride.
The Kuwait-based priest organizes local pilgrimages and charity rides for people in need.
The group is supported by Philippine Ambassador to Kuwait Shulan Primavera. The first activity last year was the group’s pilgrimage to the Tri-centennial Celebration of Our Lady of Penafrancia in Naga City which took the riders to Camarines Sur and Albay provinces.
Barrameda said activities like these provide an avenue to care for their spiritual needs and solicit their commitment to support worthwhile projects. (Melo Acuna)

jsl_bxu1206 June 3rd, 2011, 11:59 AM Forum on RH bill in Butuan set
by Jennifer P. Gaitano
BUTUAN CITY, June 3 (PIA) –- The Gender and Development Coordinating Committee (GADCC) a held a forum to provide some 400 participants a better understanding on the Responsible Parenthood, Reproductive Health (RH) and Population Development Bill.
Participants came from government line agencies, non-government organizations, academe, and private stakeholders.
Commission on Human Rights (CHR) Caraga Regional Director Atty. Marilyn M. Pintor stressed the importance of providing the right information to the public on the RH Bill by presenting both the pros and cons to avoid confusion from the general public.
During the forum, Ms. Ana Theresia Hontiveros-Baraquel, Former Representative and Akbayan Spokesperson presented the positive (pros) aspect of RH Bill while Dr. Telly Somera, Family and Life Apostolate, Catholic Bishops Conference of the Philippines (CBCP) presented the negative (cons) aspect.
In support CHR-Caraga Director, Chairperson Lorett Ann Rosales also graced the said forum.
On the positive side of the bill, Hontiveros bared that the Reproductive Health bill, popularly known as the RH bill, is a Philippine bill aiming to guarantee universal access to methods and information on birth control and maternal care.
The bill has become the center of a contentious national debate. There are presently two bills with the same goals: House Bill No. 4244 or An Act Providing for a Comprehensive Policy on Responsible Parenthood, Reproductive Health, and Population and Development, and for other purposes introduced by Albay 1st district Rep. Edcel Lagman; and Senate Bill No. 2378 or the Reproductive Health Act introduced by Senator Miriam Defensor Santiago.
Meanwhile, Dr. Somera stressed that she with the CBCP do not agree with the provision that reclassifies contraceptives as essential medicines and appropriating limited government funds to reproductive services instead of basic services. She also revealed that the Catholic Church has opposed the RH bill because of its provisions allowing artificial contraception. The Church favors only natural family planning.

jsl_bxu1206 June 3rd, 2011, 03:00 PM DPWH district offices prepare for rainy season
by Robert E. Roperos
BUTUAN CITY, June 3 (PIA) -- With the coming of the rainy season, district offices of the Department of Public Works and Highways (DPWH) is already setting up contingency plans for the possible occurrence of flood in the area.
According to Butuan City District Engineering Office head Engr. Nicolas Alameda, they are giving priority to implement proper maintenance of the city’s flood control project.
He said, the city’s flood control project is composed of nine drainage systems which are vital to the proper flow of flood waters, which submerge the downtown portion of the city.
The drainage systems are located in Langihan-Lower Doongan-Agusan Pequeño water ways, Montilla Blvd.-Obrero main drainage, J.C. Aquino-Langihan drainage, Ochoa Avenue-Langihan drainage, J.C. Aquino-South Montilla Blvd. drainage, T. Calo-Susungpit lower drainage, Lower Doongan water ways, Bit-os – Maon live up stream and Agusan Pequeño-Pagatpatan live main stream water ways up stream.
The official further said, the office has allocated P4.7 million for the realization of the project.
During heavy rains, rapid water run-off will occur creating flash floods because of its geographic location. Butuan is considered “below sea level.” Thus, continuous rains for one or two days will cause flood submerging majority of its barangays in water.
It can be recalled further that early this year, the city has experienced two massive floodings affecting 90 percent of the total number of barangays, and caused damage to properties and agricultural products. (PIA-Caraga)

jsl_bxu1206 June 3rd, 2011, 03:01 PM Local official enjoins Butuanons anti-logging order
by Robert E. Roperos
BUTUAN CITY, June 3 (PIA) – The people of Butuan and its neighboring provinces should support Executive Order No. 23 declaring a moratorium on the cutting and harvesting of timber in the national and residual forests and creating the anti-illegal logging task force.
This is the statement of Butuan City Councilor Dr. Virgilio Nery in a recent interview with a local radio station here.
According to Neri, the move of President Benigno Simeon Aquino III is timely as massive flooding occur every year affecting majority of the residents in the city. Huge amount of agricultural products have been damaged aside from the properties, and lives were lost.
Early this year, two massive flooding were experienced by residents here. First was during the New Year where continuous rain started on December 31, 2010 and lasted for about a week forcing the city government to declare the city under the “State of Calamity.” About 60 percent of the total number of barangays were affected.
A month after, the week-long continuous rainstruck the city where about 90 percent of the barangays were submerged in flood waters caused by the overflowing Agusan River.
Days after the second flood occurred, Pres. Aquino visited the city to know the extent of the damage brought about by the two flooding.
During the visit, the country’s chief executive announced to issue a moratorium banning the logging activities in the country after discovering that the recent flooding can be associated with the massive illegal logging activities happening in some parts of Caraga Region.
With these developments, the official enjoins Butuanons to back the executive order. Councilor Nery is the chairman of the Committee on Environment and Natural Resources. (PIA-Caraga)

Speaking of VCDU, they are now looking for another possible site for a future Hotel project. According to an inside source who happens to be a relative ( she was at the wedding I attended yesterday) this planned hotel will not be highrise. gusto daw ni Mr.Uy kanang same sa Dotties nga 2 storey lang but sprawling.

The poorest province in 2003 in terms of poverty incidence of families:
1. Zamboanga del Norte (64.6%)
2. Maguindanao (60.4%)
3. Masbate (55.9%)
4. Surigao del Norte (54.5%)
5. Agusan del Sur (52.8%)
6. Surigao del Sur (48.6%)
7. Misamis Occidental (48.1%)
8. Mt. Province (46.7%)
9. Biliran (46.5%)
10. Lanao del Norte (46.5%)
The ten poorest were comprised of seven provinces in Mindanao, two in Luzon, and only one in the Visayas.
Latest statistics released by the NSCB last 6 June 2006 indicates that approximately 24 out of 100 Pinoy families did not earn enough in 2003 to satisfy their basic food and non-food requirements. This was a slight improvement from the 2000 situation wherein 28 out of 100 families experienced income shortfall from the poverty threshold. The decrease by 3.1 percent in poverty incidence translated to a corresponding decrease by around 124,000 in the number of Pinoy families straining to make ends meet. Annual per capita poverty threshold for the Philippines in 2003 stood at P12,309.
In terms of population, 30 out of 100 Filipinos in 2003 had income short of the minimum cost of satisfying the basic requirements, an improvement from 2000 in which 33 out of 100 Filipinos had income below the poverty threshold. This translated to a 1.6 million decrease in the magnitude of Filipinos living below the poverty line.

DILG-13 to conduct a “Tapatan Roadshow” on full disclosure policy
by Christine Anthonette M. Salise
http://www.pia.gov.ph/?m=7&r=R13&id=35914
10147, General Appropriations Act, Fiscal Year 2011”. by Robert E. Roperos
BUTUAN CITY, June 5 (PIA) -– As school year 2011-2012 is set to open tomorrow nationwide, Butuan City Mayor Ferdinand Amante, Jr. enjoined stakeholders to take part to ensure that the opening of classes will be made smoothly, said City Councilor Erwin Dano
Councilor Dano said the chief executive of the city has already instructed the police officers and likewise coordinated with members of the Armed Forces of the Philippines (AFP) through the Philippine Army to ensure that schoolchildren as well as their parents and school personnel are secured.
Dano further said although the city is peaceful but it is better to be prepared at all times so that everything will be put in place especially during tomorrow’s event where majority of the people are involved in it.
“All stakeholders – public and private alike are enjoined to do their responsibilities to pave the way for the school kids and high school students not to be absent not only during the first week of classes but during the duration of the school year and beyond. In this way, the zero dropout aimed by the Department of Education (DepEd) will be achieved,” Dano said.
Councilor Dano is the chairman of the Sangguniang Panlungsod’s Committee on Education. (PIA-Caraga)

VISTA LAND & LANDSCAPES,INC.
OFWs boost real estate
Friday, May 6, 2011
http://www.visayandailystar.com/2011/May/06/businessnews4.htm
Strong inflow from overseas Filipino worker remittances continue to boost the real estate sector, as more developers expand development projects outside in the country’s provinces.
"The majority of our OFWs hail from the provinces and there is strong preference for house and lot in their hometown or province of origin where they intend to live with their families. Vista Land Chief Executive Officer Benjamarie Therese Serrano said in a government press release.
“The upward trend in the level of OFW remittances bodes well for our expansion drive,” she added.
Government figures said OFW remittances grew by 6.9 percent for the first two months of the year and reached US $ 18.8 billion in 2010 for 2011.
Remittances are expected to grow by eight percent from last year’s figure.
Property holdings group Vista Land and Lifescapes, Inc., the country’s largest homebuilder, disclosed its expansion plans in Ilocos Sur and Ilocos Norte; La Union; Nueva Ecija; Bicol; Batangas; Quezon; Bataan; Pampanga; Davao; Butuan, Agusan del Sur and Zamboanga, the press release said.
The expansion in these areas gives Filipino families more opportunities for home ownership as Vista Land provides options for low to mid-market segments at various price points.
A typical subdivision project usually covers an area of at least 10 hectares and would be strategically located, within easy access to commercial developments.
Buyers have many house models to choose from and can look forward to living in themed, masterplanned communities, she said.
She noted a significant chunk, about 60 percent, of Vista Land’s reservation sales come from OFWs, particularly those based in Europe, Middle East and Asia.
At least five to 10 percent of the total sales uptake is cornered by US-based overseas Filipinos, the press release added.*

Goldilocks bakeshop chain to open 40 branches, Pangasinan processing plant this year
THE GOLDILOCKS bakeshop chain wants to put up 40 stores to end the year with nearly 350 branches nationwide, a company official said.
A new manufacturing plant will start operations this year to tap more markets in Northern Luzon through franchising and “organic growth.”
“For this year, our target is to open 40 stores...[for the first half] more than one-half of that were opened,” Lin E. Deres, franchise relations manager of Goldilocks Bakeshop, Inc., said in a recent interview.
Goldilocks has 303 stores nationwide, about 80% of which are in Luzon. The chain opened about 40 stores last year.
Under the expansion program, the number of new company-owned and franchised stores should be equal, through a combination of bakeshop and full-restaurant outlets, Ms. Deres said.
“Consumers do not feel so restricted in terms of spending now,” Ms. Deres noted.
Two options are available for franchisees: a bakeshop or a full restaurant that includes a bakeshop. Franchisees need to invest P6 million to P8 million for a bakeshop, including the P800,000 franchise fee. The investment is P10 million to P13 million for full stores, including the P1.2-million franchise fee.
Goldilocks will start operations in a new food processing plant in Northern Luzon. “We are opening a new plant in [the municipality of] Rosales in Pangasinan. That opens markets of opportunity in the north,” Ms. Deres said.
Goldilocks produces cakes and delicacies in processing plants in Mandaluyong, Cabuyao in Laguna, Davao, Iloilo, and Cebu.
“We need to open a plant because of our processes. We do everything inside, we bake all products at the plant level,” she said.
“We are also looking at better sites in Visayas and Mindanao,” she said, referring to cities like Pagadian in Zamboanga del Sur and Butuan in Agusan del Norte.
Meanwhile, new product offerings like sugar-free cakes and “Health Tinapays” will expand the market of Goldilocks, she added.
Early this year, Goldilocks encountered problems due to the retrenchment of striking workers. But Ms. Deres said the issue had been settled.
The chain was established in 1966. In 1976, a branch opened in Los Angeles, California. Goldilocks now has 19 stores in the United States, including San Francisco, Sacramento, San Diego, and Las Vegas. It also has outlets in Thailand, Singapore and Hong Kong.

I appreciate your comment but I would just like to make some clarifications :) The cash balance I believe reflects the amount of money the city has from locally generated revenues and internal revenue allotment (I'm not quite sure if money derived from loans are included here). The number of urban areas is not directly linked to this figure neither is agricultural output (unless we are accounting for the gross domestic product or GDP). The rehabilitation of the Magsaysay Bridge and even the construction of the Diosdado Macapagal Bridge are meanwhile national projects thus expenditures related to these are not accounted in the City Budget.
But just like you, I'm also praying that debts would be minimize so that we'll be spared from paying interests; thus more funds for social services. And I also hope that corruption will now be ELIMINATED. :)

Vista Land expanding to 16 new areas

Monday, May 2nd, 2011
MANILA, Philippines—Villar-led Vista Land and Lifescapes Inc. plans to aggressively expand outside of Metro Manila to reach areas in the country where demand for new homes has so far been unmet.
In a statement, the company, owned by Sen. Manuel Villar, said it would embark on a major expansion to 16 new areas across the country in the next 12 months.
The areas identified include Ilocos Sur and Ilocos Norte; La Union; Nueva Ecija; Bicol; Batangas; Quezon; Bataan; Pampanga; Davao; Butuan, Agusan del Sur; and Zamboanga.
“The expansion to these areas will give Filipino families more opportunities to own homes as Vista Land provides options for low- to mid-market segments at various price points,” Vista Land CEO Benjamarie Therese Serrano said in a statement.
She said the company would target families of overseas Filipino workers (OFWs).
“The majority of our OFWs hail from the provinces and there is strong preference for house and lot in their hometown or province of origin which they intend to live in with their families,” Serrano said.
The company said its subdivision projects would cover areas of at least 10 hectares each and would be strategically located.
“Buyers have a myriad of house models to choose from and can look forward to living in themed, master-planned communities. Vista Land ensures that all its projects are well maintained even after turnover, through property managers,” Serrano said.
Serrano said about 60 percent of Vista Land’s reservation sales came from the families of migrant workers, particularly those based in Europe, Middle East and Asia. At least 5-10 percent of the total sales uptake is cornered by US-based OFWs.
“The upward trend in the level of OFW remittances bodes well for our expansion drive,” she added.
Vista Land has allocated P45 billion for capital expenditure from this year to 2013. Future Vista Land developments include vertical projects, commercial space and BPO office buildings.
