Mas maayo kung naa new airport somewhere in Agusan del Sur not in Norte kay naa naman Butuan... para at least naa daghan options kung ma fully book man gani ang sa bancasi, mo dagan dayon kos Bayugan City... :D asuming kaayo... basin diay og sa Bayugan ibutang... at least duol duol ra..:bash:

Bancasi/BXU airport will always ahead of Siargao and Surigao due to geographical location... malinaw mga pasahero from Agusan del Norte, Agusan del Sur and Surigao del Sur plus the nearby municipalities of Misamis Oriental... bilangin natin ang population that is a prospective local market ... compared to two airport in Siargao/Surigao....

Roxas confirms bidding for first PPP project postponed
By Coco Alcuaz, ANC
Posted at 06/28/2011 7:23 PM | Updated as of 06/29/2011 11:26 AM
MANILA, Philippines - Incoming Transport and Communications Secretary Mar Roxas said he believes the government's first Public-Private Partnership (PPP) bidding has been postponed and he is okay with that decision.
Roxas was reacting to a newspaper report quoting Finance Secretary Cesar Purisima as saying the bidding for the contract to operate Metro Manila's two railway systems -- Light Rail Transit (LRT) 1 and Metro Rail Transit (MRT) 3 -- will be delayed in case Roxas wants to do it another way.
That's a turnaround for Purisima, who last week denied that Roxas' entry meant the bidding, which was scheduled for July 11, would have to be put off.
Another reported reason for the postponement was that potential bidders wanted more time to study the project.
In a text message, Roxas however said: "I believe it's been postponed by the present DOTC pursuant to calls from Congress. I am comfortable with the postponement because I am not yet fully up to speed on it. It's a P15-billion project, mostly outflow, so we need to be very careful and sure about this.''
Purisima and PPP Executive Director Phil Torio did not respond to requests for their comments.
President Aquino emphasized the PPP program in his first state of the nation address, saying 10 would be bid out this year.
None have been bid out so far, raising speculation that PPPs would not boost economic activity as much as the government hoped.
Purisima and other government officials have been insisting the program was on track, and would start for sure with the July 11 bidding.
The PPP projects for 2010 include:
* Naia expressway
* Daang Hari-SLEx connection
* LRT 1-MRT 3 contract
* NLEx-SLEx connection
* LRT 1 South extension
* CALA expressway
* New Bohol airport
* Puerto Princesa airport development
* New Legazpi airport
* Laguindingan airport contract
* LRT 2 East extension

fellow_BXUanon June 29th, 2011, 06:41 PM SC sustains 16 new cities anew
By Liv G. Campo
CEBU, Philippines - In a 7-5 vote, the Supreme Court en banc yesterday denied the second motion for reconsideration filed by the League of Cities of the Philippines asking for the reversal of its decision favoring the 16 new City Laws.
In a text message sent to The FREEMAN, Cebu first district Rep. Eduardo Gullas said the decision may now be final considering that this is the second appeal the LCP filed.
Gullas is responsible for the conversion of two affected cities: Naga and Carcar.
Naga City Mayor Valdemar Chiong said he was elated at this recent development as it would mean the end of the battle that they had been fighting since November 2008.
“Nalipay kaayo, kay after all the previous decisions, this time, ni-stick ang Supreme Court nga constitutional gyud ang among pagka-syudad. Ni-surface na ang justice,” said Chiong.
Like Gullas, Chiong also believes that this latest decision of the High Tribunal is final and executory. Chiong said they will soon enjoy their city-value Internal Revenue Allotment, which was reduced in May 2009 following the said court’s earlier decision.
It was in November 18, 2008 when the Supreme Court declared null the 16 new City Laws for failing to meet the requirements provided under Republic Act 9009 which amended the income requirement from P20 million to P100 million.
But the new cities contended that before RA 9009 was approved, there was already an agreement that all the cityhood laws filed during the 11th Congress be exempted. Hence, the passage went smoothly without this law's author, Sen. Aquilino Pimentel, questioning it. The said exemption, Gullas said, is even stated in the charters of the 16 cities.
This was heard by the SC in its Dec 21, 2009 ruling which reversed its Nov. 18, 2008 decision. But it again changed its decision on August 24, 2010 it affirmed its old ruling.
But then again, in its February 15, 2011 decision, the court reaffirmed the City Laws of the 16 affected local government units.
Immediately after the decision was released, the LCP filed its first motion for reconsideration assailing the court’s resolution. In April this year, the court denied the motion which gave hope to the 16 cities.
And now that they’ve won for the second time in a row, Chiong said they are positive that the SC will no longer change its mind again.

Roxas confirms bidding for first PPP project postponed
I also think that the airport SMC was referring to was that of Daraga, Albay.. The Southern Luzon International Airport (termed as Legazpi airport in the article) which is planned to be bid out this year will be located at Daraga.
fellow_BXUanon June 29th, 2011, 07:34 PM After back reading, I realized that the issue about SMC's planned airport investment has become very serious. Given the fact that the article from Inquirer does not provide clear information, i think it is best that we leave the issue at the waysides and wait for a more comprehensive report regarding this matter.

Camella leads with regional expansion (http://www.mb.com.ph/articles/324778/camella-leads-with-regional-expansion)
June 30, 2011, 2:22am
MANILA, Philippines — Leading housing brand Camella recently launched a strategic expansion program strengthening its dominant position in the real estate industry in Metro Manila and across the regions. A member of the country’s largest homebuilder, Vista Land & Lifescapes, Camella embarked on 16 new development projects in key locations nationwide within the next 12 months.
Maribeth C. Tolentino, Camella president, revealed ventures and partnerships that will generate growth aimed at exceeding last year’s success.
“We are setting the trend for innovation as we build and expand in ways never seen before – Camella takes on 2011 unimpeded as we tirelessly fulfill our commitment to provide every Filipino family the opportunity of home ownership,” she said.
Camella was received by the Ilocanos when it recently opened its Laoag property – the first stop of its national expansion campaign. It plans to grow within Ilocos Norte while preparing to launch in Ilocos Sur, La Union, Nueva Ecija, Bataan, Pampanga, Bulacan, Batangas, Quezon Province, Bicol, Davao, Butuan, Agusan del Sur and Zamboanga.
Every community is composed of well-built homes with prices ranging from P1.2 to P3.5 million. The developer has various flagship developments with available house-and-lot packages – from bungalows to townhouses, duplexes to single-detached, two-story homes.
Whether one aspires for an extended family home, a start-up townhome, or a long-term home investment, homebuyers can be assured of contemporary design, and accessibility to major shopping areas, malls, hospitals, churches, schools and universities, as well as work and business hubs.
Properties feature spacious clubhouse that serves as venue for intimate gatherings and grand reunions. Recreational amenities include swimming pools for adults and children, pocket parks and gardens, playground and sports facilities like basketball court are commonly found within the project.
The communities of Camella are located near vital destinations such as malls, hospitals, schools and churches. The gated communities feature round-the-clock security and efficient property management that the developer’s projects have always been known for.
“The demand for quality built homes and communities in the regions, mostly for returning OFW’s and their families, continue to be our inspiration to build more homes and expand into more growth areas,” Tolentino said.
Camella, founded in 1977, has built over 250,000 homes and has a strong presence in 21 provinces and 48 cities and municipalities, while expanding to other regions in Luzon, Visayas and Mindanao.

easy kid... the last time i check caraga is made up of several provinces e.g. AGUSAN DEL NORTE, AGUSAN DEL SUR, SURIGAO DEL NORTE & SURIGAO DEL SUR.
even if inquirer puts it as Agusan, its not even clear whether its in Sur or Norte coz Sur is in need of an airport too. they travel this far just to take a plane - usahay ma cancelled pa sa ulan.
thank you for posting news from abs & bworld... this is what im trying to drive on your before that its only inquirer who included the word "agusan" - the rest are plain caraga.
and mike has a point, caraga is not directly/exclusively agusan.

BOB-bXu June 30th, 2011, 10:14 AM Please be realistic. CEB initially had a 3x a week flight for their Cebu-Siargao route using an ATR plane. Now 2x a week na lang. Buti na lang CEB fielded a 3x a week flight for the same leg.
Caticlan Airport on the other hand sobra kadaghan mga flights using ATR's and DH3. kaya sigurado makapuno na ug international flight.
I bet majority of the passengers(tourists & locals) using bancasi as entry/exit point are not bound for or from siargao.
Surprisingly many of those foreigners on the flights bound for Butuan are investors and those marrying our local women.
bulls eye BXU GCP ^^
those foreign travellers on board butuan bound for marrying local species is more believable than surf boards occupying cargo spaces  ^^

I dont think the government has enough money to build an entirely new airport on the eastern side....
although the terrain is really flat from the last barangay of BXU up to cabadbaran.....I think the mountain ranges of Diwata will pose a geographical navigational challenge to aircrafts
I think what the government will do in the medium term is just to upgrade and renovate lang this region's major airport in Bancasi
Dinagat airport is a big possibility....especially now that they are truly separate from Surigao del Norte province....but basing on the projected service population area....economic activity...geographical contiguity to other areas etc etc....Dinagats future airport will just be likely not bigger than that of Sayak's in Siargao

Dinagat airport is a big possibility....especially now that they are truly separate from Surigao del Norte province....but basing on the projected service population area....economic activity...geographical contiguity to other areas etc etc....Dinagats future airport will just be likely not bigger than that of Sayak's in Siargao
i find it feasible if it is between CBR and BXU then new road from CBR directly to North of Surigao del Sur towns, second highway coming from Bukidnon down to BXU business district (soon) passing Diosdado Macapagal bridge all the way to CBR
it will be the time Diwata ranges down to mt. mayapay pwede na mag overlooking like Antipolo in Manila.. thats the terrain of Agusan del Norte
kanta na lang ug 100 years (by five for fighting)

MANILA, Philippines—The Province of Dinagat Islands is now back to being a municipality after the Supreme Court declared as unconstitutional the law separating it from Surigao del Norte.
In a 30-page decision, the high tribunal said Dinagat Islands failed to comply with the land area and population size requirements to become a province.
“The Constitution clearly mandates that the creation of local government units must follow the criteria established in the Local Government Code,” said the court...

Dinagat Islands a province again as SC reverses itself
SOPHIA M. DEDACE, GMA News
03/30/2011 | 05:48 PM
Overturning an earlier decision that was already deemed final and executory, the Supreme Court has ruled as constitutional the law declaring Dinagat Islands in northeast Mindanao as a separate province.
Voting 9-6 during last Tuesday's en banc (full court) session in Baguio City, the high tribunal said that Republic Act No. 9355 is legal because Dinagat Islands, a cluster of islands formerly part of Surigao del Norte province, is exempted from the Local Government Code's requirement of land area for provinces.
The 1987 Constitution provides that the creation of local government units must comply with the criteria established by the Local Government Code (LGC).

Is Pueblos implying that if your Prostestant your not good & that Mayor Amante is an exception to that perception? :bash:
I'm sure Pueblo's opposition is only superficial & that they will not absolutely oppose the construction because they will gain something as admitted by Sin before who said that "it's okay to accept money even from the devil as long as it's used in a "good" way"..:ohno:

may pera naman ang government bai... misallocated lang.. sa 1.8 trillion >> puro lang pasweldo
if i will be the president, every year at least one city either new or old becomes first class city... from my presidential fund, the 21b dole outs, Malampaya, PAGCOR, first modernized the cities infrastructure to support the government arsenals modernization.. dapat ganun mag-isip... PPP project is another source... but dont wait this will take effect... we have to go ahead to become a first world country.. kasi maraming benefit...
sad to say .. paatras mag-isip...
i like the plan of Dubai... problem lang nila walang market, nagkaroon ng asset bubble... but the plan is modern... nakita mo rin maraming investor ang nag-invest... so its not all government... bakit naginvest ang investor? na-enganyo sila sa future plan ng Dubai.. without expecting na mahirap pala maging tourist destination ang isang desert country...
bobo kasi mga planning natin... late na nga tayo ng 50 years.... pabobo pa mag-isip... saka na lng gagawa ng malaking kalsada kung traffic na... cost of developing substandard plan is more expensive because later on you will upgrade this... same with airport and seaport....
hayz...

I am a believer of catholic faith and love God above all.....but I now hate some of the people behind the management of HIS church here in our city...
The Bishop is speaking according to his own personal biases and should not be construed as if the entire catholic faith has the same thinking or opinion like him.
have we heard of the good bishop during election fraud and vote buying? Have we heard him over the radio rallying and amassing all the people to turn back against those corrupt politicos who have plundered this part of the country into deep poverty?
have we even heard him talk strongly against swertres? sabong? mahjong?
or have we heard the prelate use the pulpit against bikini shows and game cock derbys here and there during fiestas?
or have we heard the prelate voicing strong opposition to some parishes holding pa-Bingo in order to raise funds?
The Bishop could not be selective in his definition of what is moral and what is not simply because it does not conform to his personal biases

Yeah, a second floor is a good idea for customers who prefers the comfort of an air conditioned dining area.

Mga miyembro sa Butuan City Chamber of Commerce and Industry Foundation, Incorporated, nagkahiusa
ni Jovelyn C. Mejorada
http://piacaraga.blogspot.com/
Counselor Culima was interviewed by TV Patrol Caraga yesterday afternoon, according to him, PAGCOR wants to put up a Gaming & Amusement CASINO in our city. He said that PAGCOR had already conducted their survey on domestic income, etc. three months ago & they have seen the potential of Butuan among other cities.
The size of the Casino will be the same as that in Davao City wherein 300 jobs will be available 24/7.
He further said that among all the hotels in the city that wants to host the Casino, PAGCOR have chosen Dottie's Hotel for it qualifies in size & facilities.

how i wish the critics of this casino would not only see the negative side but to see the whole picture of it.
butuan and the butuanon people will really benefit a lot from a casino. it makes the city wealthier, it can generate high paying jobs, it can bring other businesses that will even bring money for the city. since this is the first casino in the region, it can surely draw tourists to the area.
we already have a poker club in the city right? which means naa na number of butuanon gamblers so dili na ihas ang mga tao aning "high-end" form of gambling.

on the other side of the debate would be the possible flight of money out of the city.
the casino targets Butuan upper tier income groups as well as high profile visitors (tourists; transients;expats) to Butuan.
instead of encouraging the moneyed group of putting more valuable investments that can create a multiplier effect on downstream micro economy....they may be diverted to gambling...

jsl_bxu1206 July 6th, 2011, 07:50 AM Butuan bishop admits receiving SUV from PCSO
07/06/2011 | 10:23 AM
BUTUAN CITY — Butuan Bishop Juan de Dios Pueblos, DD, on Wednesday admitted having received from the Philippine Charity Sweepstakes Office (PCSO) a sports utility vehicle (SUV) worth P1.7 million as a birthday gift from former President and now incumbent Pampanga Rep. Gloria Macapagal Arroyo.
“Nahibalo man about ana ang Caraga Conference for Peace and Development (CCPD) – nga akong gitukod – nga daghan ang natabangan... didto gigamit ng sakyanan nga hatag sa PCSO through President Arroyo," said Pueblos in an interview on dxBR Bombo Radyo on Wednesday.
(The CCPD – which I organized and has served a lot of beneficiaries – knew that the car given to me by the PCSO through then President Gloria Macapagal Arroyo was used for the CCPD's activities.)
"Close" to Arroyo
Pueblos suspected that his closeness with Arroyo may have something to do with the trouble he is now facing.
The bishop said Arroyo attended three of his birthday celebrations in Butuan City and in one of those occasions, he requested in a letter addressed to the former President, a vehicle for community service.
Pueblos said Arroyo also appointed him as a member of a fact-finding team to investigate extra-judicial killings in the country.
He used the vehicle in investigating killings in far-flung areas.
“Didto me sa nagkalaing-laing dapit aron mag-investigate niadtong extra judicial killings nagamit nako ang maong sakyanan (The vehicle was a big help in our investigation on extrajudicial killings in far-flung areas.)
Pueblos claimed that he did not see anything wrong with the Arroyo administration providing him a vehicle to accomplish tasks for the government.
Vindictive?
He criticized President Benigno Aquino III for being "vindictive" and going after people allied with the former president.
Pueblos said the Filipino people will soon know who Aquino really is and that an exposé against Aquino will be out before the president delivers his State of the Nation Address (SONA) on July 25.
During the radio interview, Pueblos said he is in Manila for the Catholic Bishops Conference of the Philippines Plenary Assembly, where the issue raised against him and other bishops will be tackled.
Bishop Pueblos said the CBCP will be coming up with a press statement on the matter, adding that: “This issue has already divided and damaged CBCP." — Ben Serrano/LBG/VVP, GMA News

nyor, you're beginning to sound like me (looking for studied data :))
the cities above mentioned were already well entrenched economically even before casinos came...
I hate to hear this premise that the casino seems to be projected now as one of the better ways to improve a local economy.....when in fact it is not (directly for that matter)
I am not totally against this casino.....but this valid point like flight of capital (more than bringing in)...gives me trepidations
the government must do more with encouraging investments that can create money which in turn "create" more money...that's the principle of a multiplier effect
not like the money is gambled....siphoned out to manila pagcor depository account and the fund is distributed to PAGCOR charitable beneficiaries and projects ALL over the country
the gambled money does not circulate within the local economy

I guess PAGCOR also did a survey to those cities with casinos. if PAGCOR said that they have seen the potential of butuan then I understand that butuan is already "well entrenched economically".
so at this point, you're not confident with Butuan's economic potential?

BXU AC July 6th, 2011, 03:23 PM Butuan bishop admits receiving SUV from PCSO
Bishop Pueblos said the CBCP will be coming up with a press statement on the matter, adding that: “This issue has already divided and damaged CBCP." — Ben Serrano/LBG/VVP, GMA News

jsl_bxu1206 July 7th, 2011, 06:39 AM Butuan City Hall holds “Bomb Threat and Fire Suppression Drill” as “Disaster Awareness Month” kicks off
by Noel B. Najarro
BUTUAN CITY, July 6 -- A series of two loud bomb blasts rocked the Butuan City Hall, Brgy. Doongan, this city: the first one occurred at the 3rd floor at 10:40 A.M., while a second one exploded at the basement area just a minute later.
Authorities, however, weren't alarmed as the explosions were part of a controlled scenario of the “Bomb Threat Drill and Fire Suppression,” which was part the kick off activities of the “Disaster Consciousness Month.”
The exercise was initiated by the agencies under the Regional Disaster Risk Reduction and Management Council (RDRRMC). It was in line with the month-long disaster-consciousness celebration which commenced yesterday morning.
The activities set off with a celebration mass held at the St. Ignatius de Loyola Chapel, Camp Rafael C. Rodriguez, Brgy. Libertad this city. This was followed by a motorcade by the council member agencies culminating at the Butuan City Hall.
The bomb threat and fire suppression drill ensued with Butuan City Mayor and City Disaster and Risk Reduction Management Council Chairman Ferdinand M. Amante, Jr. as the incident commander assisted by Engr. Roderick Lerias.
The drill was initiated with a (mock) phone call by an “unknown source” at 10:30 A.M. The call was then reported to the Mayor’s Office, which notified the Civil Security Unit, of which in return implemented immediately the activation of the “Building Emergency Evacuation Plan,” also dubbed as the “OPLAN Kalasag.”
Under the operation plan the safe and orderly evacuation of the chiefs of offices, employees and other city hall personnel and clients to the designated security evacuation centers were facilitated. As the sirens were sounded, the voice of the incident commander blared through the loudspeakers giving orders for the occupants to orderly vacate the offices and premises towards the designated secured areas.
A headcount was then conducted by assigned personnel at their respective security centers.
The security personnel composed of the elite team of the Special Weapons and Tactics (SWAT), the CSU and the police immediately responded, putting the security measures around the city hall premises in place, which included the establishment of the “police line.”
The team from the Explosive and Ordnance Division (EOD) and the K-9 Team led by PSInsp. Antonio Claros, arrived at the scene and searched the building for the reported bombs. Two of the clandestinely placed (mock) explosives were spotted by the EOD personnel with the aid of the bomb-sniffing dogs at the basement, which they had immediately detonated. But while the EOD personnel were detonating the two explosives, a loud explosion rocked the building’s 3rd floor which was followed by another one at the basement. A thick smoke follows the explosion at the third floor and thereafter a (simulated ) raging fire went up.
Few minutes thereafter, personnel from Butuan City Bureau of Fire Protection responded to the scene to put the fire out. The fire personnel then reported to the incident commander that they already had placed the fire under control. Mayor Amante then, after receiving the report from the fire personnel ordered the medical and rescue team proceed to the incident area to search and rescue the possible victims of the explosions and the fire. There were three (pretended) victims rescued from the third floor area and were immediately brought to the designated health stations manned by the City Health Office personnel. One who was (supposedly) a serious case was transported by the standby ambulance of the Disaster Management and Control Unit and was immediately referred to the nearest hospital. Personnel from the Traffic Management Office cleared the route for the ambulance to pass through unhampered.
At 10:58 SOCO team from the PNP Crime Laboratory 13 arrived to conduct a post-blast and on the scene investigation. Meanwhile, SWAT team and deployed policemen apprehended (pretended) would be looters who were trying to gain entry through the backside access of the city hall premises.
After conducting their investigation the Crime Laboratory SOCO personnel declared the area as cleared and reported it to the incident commander. It was then that the mayor gave the “all clear,” signal and ordered the occupants back to their respective offices at 11:07 A.M.
These are but all a scenario as part of the first activity to highlight the month-long public disaster awareness celebration.
Butuan City Mayor Ferdinand Amante thanked the RDRRMC and all the participants of the successful activity. (PIA-Caraga)

my point of view
Sinners or Saints (PCSO vs. Pajero 7) (http://molestedtwineggs.wordpress.com/)
Posted in GMRC, house rules, humanities with tags bishops, CBCP, events, history, humanities, insanities, love, PCSO, Philippines, politics on July 7, 2011 by molestedtwineggs
There is no other government charitable institution that gives donations in millions except Philippines Charity Sweepstakes (PCSO). A PCSO fund is mandated for charitable purposes.
Bishops, this is the easiest way to have basic transportation by asking help from the government for their charitable works as priest has “a vow of poverty”. Priest is also man with ambition and who submit their selves to God and through them as instruments teach us of His doings. We must be proud until now that still a lot of youth taking up theology despite of malanding panahon.
It has been part of Philippines Politics to candidates to seek vindication or endorsement from various religious sectors as the later influences people’s morale in choosing the right candidates. We don’t even know that some of those given donations in favor of support; it might be in good or bad faith. Some speculate it as bribery.
Contradiction
The priests usually oppose gambling as source of evil that’s why in the first place they knew where the asked donation came from, PCSO’s gambling operation. Is it in bad faith in the first place?
Before Scrutiny
The bishops have been very vocal in criticizing when a president is doing nothing for the country. Moreso, most of them is opposing the controversial RH Bill and same sex marriage. Besides they always take part in all people’s power movement in Philippines history and sad to say they are also close to Arroyo’s Presidency and the PCSO was under the suspicious management of Mr. Manoling Morato. From “dating daan” to tuwid na daan” the battle cry of the present administration although constricted.
First Statement (By Paolo Romero from Philstar)
Poor people always knock on our doors, and these vehicles are used for many purposes, for delivery of health and education services. We cannot close our doors to all those who seek our help,” according to Cebu Archbishop Ricardo Cardinal Vidal.
He also detailed the use and the nature of the donations given to the so-called “Pajero 7” bishops since 2007 and stressed none of them got brand-new Mitsubishi Pajeros.
Bontoc-Lagawe Bishop Rodolfo Beltran, who was given P600,000 in April 2007, used the amount to purchase a 10-year-old Nissan Pathfinder pick-up amounting to P280,000 that was used for medical missions in far-flung areas in his diocese. The rest of the funds were used for the Alay Kapwa programs of the church.
Abra Bishop Leopoldo Jaucian, who received a donation amounting to P1.129 million in January 2009, used the fund to buy a second-hand Mitsubishi pick-up that was used to ferry personnel and materials for various projects of his diocese.
Cotabato Archbishop Orlando Quevedo also received a donation for the purchase of a Pajero as reported by a newspaper in 2009, but what was bought was a van and the rest of the funds was used by the Social Action Center (SAC) of the archdiocese for distribution of medicine and other relief goods during calamities in Maguindanao, Sultan Kudarat, North Cotabato, Cotabato City, and Shariff Kabungsuan.
Basilan Bishop Martin Jumoad was also reported to have received funds to buy a Pajero, but the amount was used to buy a pick-up for community work in depressed areas in the province.
Butuan City Bishop Juan de Dios Peublos indeed requested a 4×4 vehicle from the PCSO and then the President Gloria Macapagal Arroyo and follow it up in time of his birthday. He was not only the bishop of four provinces in Caraga but he was also a member of peace and order council in that Region 13 and was a member of other bodies, including the Zeñarosa Commission that was tasked to dismantle private armies.
Second Statement (For Shame By: Conrado de Quiros Philippine Daily Inquirer)
WHY SINGLE us out?” ask the bishops.
One, because there are no others. They are not being singled out, they stand out singly as the ones who received those gratuities from the PCSO during the years 2008-2009. Or so according to the Commission on Audit in its report on that period. It identifies six of them as having received SUVs and cash amounting to P8.3 million, manna not from heaven but from Gloria. No officials of other churches got this, only they. They are no more being singled out for persecution than the Ampatuans are being singled out for prosecution.
Two, because the gratuities were an obvious bribe. Bishop Leopoldo Jaucian says he got P1.129 million from the PCSO in January 2009 but denies it was in payment for support. “It was an honest-to-goodness assistance for the Diocese of Abra, it was a charitable assistance.” The donation was given three years after “Hello, Garci’’. More…
Three, because there is such a thing as the separation of Church and State. Jesus Christ said, “Give unto Caesar the things that are Caesar’s and to God the things that are God’s.” He did not say, “Give unto God, or his self-professed representatives, the things that are Caesar’s.” It was Arroyo who said, or might as well have said, “Give unto me the things that are FPJ’s, and I will give to you the things that are not mine.”
Bishop Martin Jumoad says he uses the Mitsubishi Strada he bought with P1.1 million from the PCSO for medical and relief missions and to negotiate with kidnappers. Well, if he didn’t drive around in a Strada to undertake relief missions, he wouldn’t need to deal with kidnappers at all, would he?
Four, because exposing them is the right thing to do. Bishop Nereo Odchimar asks: “Is it because some of the bishops are critical? Is it because of the bishops’ position on the RH bill?” Archbishop Capalla says, “I don’t know why they take (the donations) against the bishops and make it appear scandalous. This is unfair. I challenge them to show the records—the real records, and not the twisted ones.” Archbishop Arguelles says, “It’s really the intention of the PCSO to destroy the credibility of the bishops.” Bishop Jumoad says they are being persecuted because “the bishops have been very vocal in criticizing when a president is doing nothing for the country.”
Five, because the Church is supposed to be a paragon of virtue and not a repository of vice. Because bishops are supposed to profess the highest standards of excellence and not resort to the lowest claim to innocence.
The point is not for the bishops to show they have a right to be there until someone can prove them guilty, it is for them to show they have no right to be there until they can prove themselves worthy. Their thinking is all of a piece with their defense of Arroyo: She had a right to be president until she could be proven to have stolen the vote. The problem was not merely that it was impossible to do that during her time, it was that it posited the presidency as an office that was fit for unproven criminals rather than for proven sages.
That is what they are positing about themselves, too. The bishopric is an office that is fit for unproven, well, take it from the name, rather than for proven saints. No wonder this country is what it is.
Moral Issue
From Tito Jonathan
First, kasalanan bang manghingi nang tulong kahit kanino?
Somewhat you can proud of.
“Para sa akin walang mali sa ginawa ng mga Obispo….bakit? nanghingi lang sila pwede namang tanggihan or pag bigyan???? “
From Tito Hubert
Why is it that many persons strive for very high ideals and too many expectations for a certain leader and knowing everywhere life is full of heroism? Let us not be blinded by the physical matters. Cause politics is as perennial as the grass. Only God knows what the truth is and what is inside of each heart of those in the position.
From Tito Alejandro
Ganon din sa mga taong tagapaglingkod ni God, sa simula, they are very honest with their vows and stands with their principles as God’s servant. Truly mga T2s, we are in a battle now. Sa article na ito, baka may iba dyan na nag-doubt about our religion, about our faith… let’s offer our prayers mga t2s na ma-solve ito at mabigyang-linaw sa lahat.
From Tito Condrado
Siguro, sabihin na lang natin, that we still have our human weaknesses. Kaya patuloy tayong lumapit sa true source of strength, and that is God.
Economical Approach
From Tito Miguel
If I remember it right, wang wang lang daw ang accomplishment ni PNOY.
No offense meant but Archbishop Cardinal Vidal ng Cebu was an avid supporter of Erap before. Then there was Mike Velarde also.
Ewan kong nararapat bang “tanawin na utang na loob” ang pag endorse ng mga religious leaders during the campaign period dahil sa ganun naging hostage tuloy ang nakaupong opisyales, mapa mayor man, congressman, governor o presidente.
Just asking though, why that expensive?
After All
Are you going to question the mosque donated by the Sultanate of Brunei in Maguindanao or PCSO giving donation to build a church? I know it’s a different story because mosque being donated is not part of PCSO and building a church will not be used for bishop’s personal agenda.
How about if PCSO give assistance through Red Cross, Habitat for Humanity and GK and the later help foreign states, or give more blessings to provinces, congressmen or bishops close to administration? Since the states and church is still the subject, so it’s not segregated per se. Is it all about the personalities involve instead of its purpose?
I think the amount involve is not even 5% of PCSO income for a year, immaterial in amount.
The most of the bishops named by the PCSO were administering to dioceses where unpaved roads and poor communities are located in hard reach areas which were suitable for 4×4 or utility vehicles.
If those mention vehicles are true, then those are not luxurious.
Is it better to use church fund to buy the stuff rather than asking it from the national government where church has limited funds and rely mostly on donations instead of using it for their daily budget, their charities like scholarships, missions and apostolic works.
If those mention charity works are true, then you cannot ignore the fact that the church and state exist side by side as both has “a vow of poverty” and also falls in PCSO’s mandate. Binyag, Kasal, Piyesta, Patay is this personal? Hahadlangan mo ba silang makakatulong right away, effectively and conveniently without pay?
It’s okay that PCSO give donation through priest in their charity but to accuse them in favoring the former President is very hard to prove as the former has not been proven guilty. Why waste time except if the current administration have envy them? Or it’s more political?
But if their faith favors to those in position acting in bad faith I will be the first to condemn them but not the church.
Who are the Sinners or Saints?

ANDREO C. CALONZO, GMA News
07/07/2011 | 06:39 PM
The bishops who received luxury vehicles allegedly bought using Philippine Charity Sweepstakes Office (PCSO) funds may not have committed crimes, but they totally forgot good manners when they accepted the vehicles, an anti-gambling prelate said Thursday.
Retired Lingayen-Dagupan Archbishop Oscar Cruz said the Senate investigation on the alleged misuse of PCSO funds showed “impropriety" on the part of the so-called “Pajero bishops."
“I do not think there was any crime done or whatever. Ako, ang tingin ko lang, medyo nagkulang sa delicadeza. Nagkulang sa mabuting asal, so to speak," he told GMA News TV’s “News To Go" anchor Howie Severino in an interview.
PCSO chairperson Margie Juico identified three Catholic Church officials who received luxury vehicles, including a Montero Sport worth P1.7 million, bought from PCSO funds in a Senate blue ribbon committee probe on Wednesday.
One of the prelates, Butuan Bishop Juan De Dios Pueblos, even requested the vehicle from Pampanga Rep. Gloria Macapagal-Arroyo when she was still president for his 66th birthday. The bishop admitted to receiving the car, but insisted that it was used to serve poor people in his area.
Cruz said it was “impossible" for Arroyo to grant the bishops' requests without expecting anything in return.
“If this is to give to Church ventures, bakit ako hihingi dito sa gobyerno? Kapag humingi ka sa gobyerno, nakatali ang kamay mo," he said.
The retired archbishop also called on other prelates to stop the practice of asking expensive gifts from government officials.
In an earlier interview, Cruz said the bishops who accepted the vehicles from PCSO funds may be sanctioned by the Roman Catholic Church for violating propriety and breaking religious vows.
He said the Congregation of Bishops in Rome will likely call for the bishops’ resignations if they are proven guilty of breaking their vows of poverty by accepting vehicles bought using public funds. - KBK, GMA News

msbunnybxu July 7th, 2011, 01:46 PM I guess PAGCOR also did a survey to those cities with casinos. if PAGCOR said that they have seen the potential of butuan then I understand that butuan is already "well entrenched economically".
so at this point, you're not confident with Butuan's economic potential?
how sure are you that there would be more loss than gain? proof please, hehehe.
It's not only the casino bob, think of the other businesses that will sprout because of this casino. :)
Counselor Culima made it clear in his interview that the LGU's didn't invite PAGCOR to come to Butuan, it was PAGCOR who wrote a letter to Mayor Amante.
::
msbunnybxu July 7th, 2011, 02:41 PM dili ra lagi ta mag-focus anang casino bob.
i don't care kung pila ang mo-direcho sa local economy from the casinos pero kanang ubang mga establishments nga gitukod because of this casino, dako nag tabang sa local economy. don't tell me their gains will also be siphoned out to manila or somewhere else.:)
i can't provide you with the data you're asking me regarding Bacolod, Cebu, Laoag, Davao, Angeles. Just look at where they are now. obvious man that they are among the top cities di ba?
Naa ba city sa pinas nga nimubo ang income because of the casino? I'm asking coz wala ko kabalo if naa ba.
^^
::
msbunnybxu July 7th, 2011, 02:50 PM hmmmp.....naa pod daghan mga cities mi tubo ug maayo even without casinos....look at CDO.....Cagayan de Oro resisted big time sa pabalik balik na pangulitawo sa pagcor.
ang Laoag City....aduna casino sa Fort Ilocandia....I have been to Laoag city twice alrready and I must say....mas abante kaayo sa development ang BXU than Laoag
C'mon Bob, CDO is already a shopping & tourist destination. Butuan is a great place to live, but is it a great of a place to visit as a tourist? with the increased competition from other cities, we need some sort of a "come on" or else mas lalo pa tayong mapag iwanan.

msbunnybxu July 7th, 2011, 03:18 PM when gani ni mag open here in BXU?

jsl_bxu1206 July 7th, 2011, 03:37 PM we really need something nga maka-attract og people from other places. something nga sturyaan ang butuan. that's what we need now, we need NOISE nga madunggan sa uban. pero lahi na pod ni nga noise kining kang pueblos. annoying noise na, hahaha. makauulaw na:lol:

speaking of tourism, i dont know if I felt happy or sad when i saw the overcrowding at the pre departure area this afternoon at the airport in bancasi on my way here in cebu.....it was practically filled and many are already standing on the alleys.....its no longer passenger season and it seems full packed ang airport..... I dont think our airport which just underwent a modest expansion can handle the volume of passengers incoming and outgoing 3 to 5 years from now
jsl_bxu1206 July 7th, 2011, 04:11 PM we need airport expansion and extension and all the "-sions", hehehe.
huot na bitaw kaayo especially inig hapon kanang mag-abot ang passengers to manila (PAL and 5J) and cebu (5J). bale 3 sets of passengers crowding the waiting area.
init pa gyud kay di na makaya sa aircon. i usually go out of the terminal after checking my bags unya mobalik ra inig hapit na ang boarding. di gyud mabangbang ang kahuot og kainit, hehehe.

IronPrince July 7th, 2011, 09:26 PM I Agree CASINO would boost the economy of Butuan in many folds. And tourism will boom... I hope the Catholic church would not intervene this very nice project... And maybe they can get another PAJERO.... Sweet
Or do they need another PAJERO so that the project can go on? Or a Landcruiser perhaps would do

wala man gihatag Reg.....the Bishop actually asked for it as his birthday gift from Arroyo...he even wrote a letter to Arroyo asking for a 4 x 4 car to replace his existing car.
Even if it was given....the fact that the money came from PCSO (which could have been used for more poorer families in dire need of medical care).....the Bishop should have the delicadeza of not taking that 1.7 million check from arroyo

jsl_bxu1206 July 8th, 2011, 08:02 AM correct! and if you ask something from the devil, the devil won't just give what you want without something in return.
birthday gift man iyang gipangayo, not gift for the people of Butuan.
based on observations lang ni ako ha, kung naa man gud community outreach programs or any similar activities, mga L300 nga vans or multicabs na usually gamiton.
this is what pueblos asked from gloria. is this Montero Sport appropriate for community services?

Ang ilang branch in Montilla will then be rented out.One of those interested they heard is Mr.Lawrence Ting.
