Dauz, Jr. BUTUAN CITY, July 8 –- The local government unit (LGU) of Butuan City conducted capability training for its personnel. The training program included bookkeeping, computer hardware servicing (CHS), vehicle preventive maintenance (VPM), and electrical installation and maintenance (EIM)training for city hall personnel. This was conducted through the LGU's Human Resource Management & Development Office and the City Cooperative/TESDA Office A total of 103 personnel finished the training program. Of this number, only 10 came from the private sector. The rest were regular, or contractual workers at the City Hall. Joel Ginelza, one of the graduates of VPM, shared that the training was tough but he was thankful because through it he felt a new vigor welling from within – a sign that he has emerged as a better man, equipped and armed to tackle preventive maintenance. Shiela Olayan, on the other hand, said she can now approach her official task self-assuredly. And she was thankful that the administration of Butuan Cty Mayor Ferdinand Amante Jr. had looked into their status as human resources that need to be further trained. As of this writing, 30 out of the 38 graduates of the bookkeeping skills training were confident enough to undergo assessment under TESDA. Of those who took the assessment, a high mark of 90 percent passed the requirement and became eligible to be awarded with a National Certification (NC) Level II from TESDA. In summation, there were 15 graduates from the EIM, 25 from the CHS, and 25 from the VPM. These graduates are still gearing and preparing to take their respective assessment to be able to acquire either a Certificate of Competency or a National Certification. According to Luz S. Dumanon, HRMO IV of the City LGU, the intervention is part of her office’s functions of providing knowledge and skills to many of the city hall personnel and enhancing the capabilities of others. It will hopefully serve as a passport to sub-professional eligibility for those who will pass the assessment, she added. “But the immediate good news,” she divulged, “is that those who were successful in passing the skills assessment were assured of being given another breather, a new lease to continue their services through renewal of their respective contracts by Mayor Amante.” Nida Fenrandez, who specially handled the training of personnel, revealed that the City LGU’s expenses to bankroll the skills training run as high as P125,000 good for the three qualifications, which would cover catering, honorarium, rent of venue and equipment, including supplies and materials. Mayor Amante welcomed the undertaking in partnership with TESDA, believing that “teaching a man how to fish” is a far better leverage when it comes to succeeding or making it through in life. As what he said, "Ang hindi marunong lumingon sa pinanggalingan ay hindi makakarating sa patutunguhan." To put this in today's context, I could say that it would be very hard for the incumbent to implement reforms in the country if we fail to understand the problems that beset us in the past and the present. For example, how do we prevent corruption if we do not know how it was done? How will we remove people who are perpetrators of corruption if no one is convicted? Furthermore, how much have we lost and how much should we retrieve if we do not do stringent auditing? The rest are self-conceivable. It's easy for critics to blame P-Noy on the sluggish growth of the country in the first quarter when all that we've been hearing from the media is a series of investigations and criminal charges. They however fail to realize that a culture of impunity, corruption, and discrimination is very much ingrained in us due to mismanagement in the past; and that it is essential to cleanse the system first in order to establish a well-functioning and efficient government. With regards to the vehicle donation, I have these questions related to the Establishment clause (based on the article of Raul Pangalanan in Inquirer 07/08/11): 1.) Is it certain that the vehicle was not used for nonsecular purposes? 2.) What effects would the assistance of religious people, made possible by the government-provided vehicle, have on the recipients? 3.) How do we determine the exact usage of the vehicle? Butuan is a great place to live,but is it a great of a place to visit as a tourist? with the increased competition from other cities, we need some sort of a "come on" or else mas lalo pa tayong mapag iwanan. :: I partially agree with this in a sense that casinos are favorite destinations of wealthy people. If pursued, the casino could be added to the variety of attractions Butuan could offer. Setting up a casino in the city would also be beneficial for the obvious reasons that it can provide additional income to the city, stimulate business activities, and generate local employment. True enough leakages may occur in the course of its operations primarily because it is held by the national government but i guess the same thing applies to all other establishments that are not locally owned (ex. Jollibee, McDonalds, Gaisano, and the much-anticipated Robinson's Place). In other words, leakages occur in an economy where investments do not originate from its people. In the case of Butuan I think if we solely look at the economic side, we should be grateful of any pump-priming effects external investments can contribute to the growth of a developing local economy. (Actually, it is up to the locals on how they would take advantage and maximize these benefits so as to lessen the leakage and establish a strong domestic base in the long run: calling for the promotion of entrepreneurship.) Nevertheless, having a casino in the city will also pose several social problems to the city. This would include prostitution, gambling addiction, alcoholism, etc. To put it simply, and I'm sure all of you would agree, there are pros and cons in setting up a casino in the city. But it usually becomes hard for policymakers to decide if we juxtapose economic gains with social problems. The POEA office has served some 15,000 OFWs in Caraga and nearby provinces outside the region but near Butuan City. Officer-in-charge Marietta Bellotindos said the POEA office has not been able to pay its P28,000 monthly rentals since Feb., adding that the satellite office will have to go back to the POEA mother office in Zamboanga City if ordered to vacate the building. “Almost daily the owner of the office building would show up in our office to remind us of our unpaid rentals. That does not include our water and electricity bills," Bellotindos told GMA News Online in an interview. “Despite followups I made, until now central office [in Manila] has not responded yet. I hope Manila will respond positively. Maybe the people there are busy this time," she said. According to her, she has only two office personnel helping her with all the job orders, and that she has one volunteer worker whose allowances are drawn from her own pocket. She added that aside from serving job applicants, the Butuan POEA office also monitors 13 accredited foreign employment recruiting agencies in the region. She said despite the absence of intelligence funds, the office has already assisted law enforcement agencies in the arrest of 20 illegal recruiters. What takes the cake is that all this is being justified not just in the name of God but in the name of the poor. Tuason is certain that whatever the bishops got, they used for the poor, a certainty we take it that comes from her proximity to infallibility. That is one holy seeing, though I doubt it originates from tongues of fire. I doubt many faithful will find the concept of bishops soliciting SUVs to serve the poor as a sign that God works in mysterious ways. I suspect most will just find it hilarious—and have problems remaining faithful. In fact what it reminds me of is that poster Imelda Marcos had during her time, the one on malnutrition. The poster featured a grimy and emaciated kid in the background and Imelda in all her bauble-d glory in the foreground. The idea was to show that the First Lady would take the lead in plucking the poor from the jaws of hunger. But what came across was another message entirely: The opulence of the one was the cause, the misery of the other was the effect. The posters did not grace the walls and electrical posts of the city for very long. It’s the same thing here. The SUVs of the bishops are the cause, the poverty of their flock is the effect. But in the end, what’s truly sad, to borrow Tuason’s understatement of the decade, is not that the bishops are being attacked but that Arroyo’s bishops are attacking their very calling and subverting the standing of the true shepherds among them. Their existence is a slap on the face of the great bishops of the past and present, who lived and are living up to being princes of the Church not by wearing princely raiment but by displaying kingly hearts. Bishops like Francisco Claver of Mountain Province, Antonio Fortich of Bacolod, Sergio Utleg of Tuguegarao, Manuel Purruganan of Isabela, Antonio Ledesma of Cagayan de Oro, and Julio Labayen of Infanta. They were/are the ones who have walked with the lowest of the low, who have broken bread with the wretchedest of the wretched, who have given everything of themselves to serve the last, the least and the lost. They were/are the ones who have fought tyranny and built churches of the poor, by the poor and for the poor. They have never needed a Strada or a Montero to straddle the world like a colossus, they needed only the strength of their convictions to cleanse the temple of the merchants. They are the ones whose memory or living work Arroyo’s bishops spit on by having the gall to suggest they solicited princely cars to succor paupers.
