Butuan City gov't conducts capability building program for own staff

BUTUAN CITY, July 8 –- The local government unit (LGU) of Butuan City conducted capability training for its personnel.

The training program included bookkeeping, computer hardware servicing (CHS), vehicle preventive maintenance (VPM), and electrical installation and maintenance (EIM)training for city hall personnel.

This was conducted through the LGU's Human Resource Management & Development Office and the City Cooperative/TESDA Office

A total of 103 personnel finished the training program. Of this number, only 10 came from the private sector. The rest were regular, or contractual workers at the City Hall.

Joel Ginelza, one of the graduates of VPM, shared that the training was tough but he was thankful because through it he felt a new vigor welling from within – a sign that he has emerged as a better man, equipped and armed to tackle preventive maintenance.

Shiela Olayan, on the other hand, said she can now approach her official task self-assuredly. And she was thankful that the administration of Butuan Cty Mayor Ferdinand Amante Jr. had looked into their status as human resources that need to be further trained.

As of this writing, 30 out of the 38 graduates of the bookkeeping skills training were confident enough to undergo assessment under TESDA. Of those who took the assessment, a high mark of 90 percent passed the requirement and became eligible to be awarded with a National Certification (NC) Level II from TESDA.

In summation, there were 15 graduates from the EIM, 25 from the CHS, and 25 from the VPM. These graduates are still gearing and preparing to take their respective assessment to be able to acquire either a Certificate of Competency or a National Certification.

According to Luz S. Dumanon, HRMO IV of the City LGU, the intervention is part of her office’s functions of providing knowledge and skills to many of the city hall personnel and enhancing the capabilities of others. It will hopefully serve as a passport to sub-professional eligibility for those who will pass the assessment, she added. “But the immediate good news,” she divulged, “is that those who were successful in passing the skills assessment were assured of being given another breather, a new lease to continue their services through renewal of their respective contracts by Mayor Amante.”

Nida Fenrandez, who specially handled the training of personnel, revealed that the City LGU’s expenses to bankroll the skills training run as high as P125,000 good for the three qualifications, which would cover catering, honorarium, rent of venue and equipment, including supplies and materials.

Mayor Amante welcomed the undertaking in partnership with TESDA, believing that “teaching a man how to fish” is a far better leverage when it comes to succeeding or making it through in life.

Since 2005 , the Butuan City government had been conducting capability building programs for its constituents via its Manpower Training Center. (TESDA-Agusan del Norte/PIA-Caraga)

By next year I can already imagine Palmera Promenade, CASINO FILIPINO (hehehe...), Robinsons Mall, etc.,etc., line up along the highway of JC Aquino Avenue.....GANDA! :lol:

I think our national hero would beg to disagree. As what he said, "Ang hindi marunong lumingon sa pinanggalingan ay hindi makakarating sa patutunguhan."

To put this in today's context, I could say that it would be very hard for the incumbent to implement reforms in the country if we fail to understand the problems that beset us in the past and the present. For example, how do we prevent corruption if we do not know how it was done? How will we remove people who are perpetrators of corruption if no one is convicted? Furthermore, how much have we lost and how much should we retrieve if we do not do stringent auditing? The rest are self-conceivable.

It's easy for critics to blame P-Noy on the sluggish growth of the country in the first quarter when all that we've been hearing from the media is a series of investigations and criminal charges. They however fail to realize that a culture of impunity, corruption, and discrimination is very much ingrained in us due to mismanagement in the past; and that it is essential to cleanse the system first in order to establish a well-functioning and efficient government.

With regards to the vehicle donation, I have these questions related to the Establishment clause (based on the article of Raul Pangalanan in Inquirer 07/08/11): 1.) Is it certain that the vehicle was not used for nonsecular purposes? 2.) What effects would the assistance of religious people, made possible by the government-provided vehicle, have on the recipients? 3.) How do we determine the exact usage of the vehicle?

Just some thoughts :)

C'mon Bob, CDO is already a shopping & tourist destination. Butuan is a great place to live,but is it a great of a place to visit as a tourist? with the increased competition from other cities, we need some sort of a "come on" or else mas lalo pa tayong mapag iwanan.

I partially agree with this in a sense that casinos are favorite destinations of wealthy people. If pursued, the casino could be added to the variety of attractions Butuan could offer. Setting up a casino in the city would also be beneficial for the obvious reasons that it can provide additional income to the city, stimulate business activities, and generate local employment.

True enough leakages may occur in the course of its operations primarily because it is held by the national government but i guess the same thing applies to all other establishments that are not locally owned (ex. Jollibee, McDonalds, Gaisano, and the much-anticipated Robinson's Place). In other words, leakages occur in an economy where investments do not originate from its people. In the case of Butuan I think if we solely look at the economic side, we should be grateful of any pump-priming effects external investments can contribute to the growth of a developing local economy. (Actually, it is up to the locals on how they would take advantage and maximize these benefits so as to lessen the leakage and establish a strong domestic base in the long run: calling for the promotion of entrepreneurship.)

Nevertheless, having a casino in the city will also pose several social problems to the city. This would include prostitution, gambling addiction, alcoholism, etc.

To put it simply, and I'm sure all of you would agree, there are pros and cons in setting up a casino in the city. But it usually becomes hard for policymakers to decide if we juxtapose economic gains with social problems.

Just some thoughts again :)

The Kingdom of Butuan was an ancient Indianized kingdom in pre-colonial southern Philippines centered on the present Mindanao island city of Butuan. It was known for its mining of gold, its gold products and its extensive trade network across the Nusantara area. The kingdom had trading relationships with the ancient civilizations of Japan, China, India, Indonesia, Persia, Cambodia and areas now comprised in Thailand.[2][3]

The balangay (large outrigger boats) that have been found along the east and west banks of the Libertad river have revealed much about Butuan's history. As a result Butuan is considered to have been a major trading port in the Caraga region during the pre-colonial era.[4]

Chinese records

Evidence indicates that Butuan was in contact with the Song dynasty of China by at least 1001 AD. The Chinese annal Song Shih recorded the first appearance of a Butuan tributary mission at the Chinese Imperial Court on March 17, 1001 AD and it described Butuan (P'u-tuan) as a small Hindu country with a Buddhist Monarchy in the sea that had a regular connection with the Champa kingdom and intermittent contact with China under the Rajah named Kiling.[5] The rajah sent an envoy under I-hsu-han, with a formal memorial requesting equal status in court protocol with the Champa envoy. The request was denied later by the Imperial court, mainly because of favoritism over Champa.[6]

A new ruler with the Indianized name Sri Bata Shaja later succeeded in attaining diplomatic equality with Champa by sending the flamboyant ambassador Likanhsieh. Likanhsieh shocked the Emperor by presenting a memorial engraved on a gold tablet, some white dragon (Bailong 白龍) camphor, Moluccan cloves, and a South Sea slave at the eve of an important ceremonial state sacrifice.[7] This display of irreverence sparked interests from China over the small Rajahnate and the diplomatic relations between the two states reached its peak during the Yuan Dynasty. Chinese records about the Rajahnate stopped after the reign of Rajah Siagu the last independent Rajah of Butuan. He was formally subjugated into the Spanish empire after he made a blood compact with Ferdinand Magellan in 1521.

Excavated artifacts

Numerous jars have been found in the Butuan area that indicate the wealth of the kingdom and the existence of foreign traditions.[8] Some of these jars have been dated as follows:

Haripunjaya (800-900 AD),
Japanese (12th to 16th centuries AD),[9]
Chinese (10th to 15th centuries AD),
Khmer (9th to 10th centuries AD),
Thai (14th to 15th centuries AD)
Champa (11th to 13th centuries AD)
Persian (9th to 10th centuries AD)

Artifacts have been recovered from within the vicinities of Ambangan Archeological Site in Libertad that attest to the historical accounts that Butuan traded with the Japan, Han Chinese , and Southeast Asia countries during these periods.[10]

Origins of the name

The name Butuan is believed to have existed long before the Spanish conquistadores arrived in the Philippine archipelago. One possible indication of this is a rhinoceros ivory seal with design carved in ancient Javanese or early kawi script (used around the 10th century AD ) which, according to a Dutch scholar, was deciphered as But-wan. Another account suggests the name derives from the word batuan, a mangosteen-related fruit common in Mindanao. Another alternative is that the name derives from Datu Bantuan, possibly a former chieftain of the region.[11]

On your first question, well we could really say that the politicos have more SUV's than the priests. But shouldn't it be the case? In the moral sense, the priests do have a vow of poverty; thus luxury vehicles should be owned by anyone but them.

On your second and third questions, is it bad to ask? Is it good to give and receive? Maybe you're not familiar with the constitutional prohibition that “No PUBLIC MONEY or PROPERTY shall be appropriated … directly or indirectly, for the use, benefit, or support of any CHURCH … or system of religion, or of any priest, preacher, minister, other religious teacher, or dignitary as such ….” Thus the issue is not the act of "kindness" per se but the means and recipients of such.

On your fourth question, well yes we tend to give GIFTS to people who are closer to us. But remember, public funds are not personal funds which you could just give to anyone as you please. Public funds should rather be appropriated in a way that these could directly help the people who needs them the most.

On your last concern, I would say that none of us is bound to defend our moral leaders when we think they did something that is against our morals (which to begin with are their teachings). We must also remember that the Church and its teachings remain greater than the people that preaches them. Thus we must not be more concerned on the priests but rather on the implications of the "Pajero" issue on the institution.

So, for throwing the above questions, I also would like to throw some questions to you.

The negotiation between Chowking & the lot owners (Villareals) have finally reached a successful agreement! :banana: Seems like the construction for Chowking's new building beside Mang insal will be right on schedule, August as they say.

According to my source, Chowking's regular employees will be temporarily assigned in their Valcencia branch in Bukidnon. They'll be transferred back to Butuan once the new Chowking branch starts operation :)

Let's just hope for the best guys, sana nga tuloy tuloy na to'.

i heard sa CLICK daw daghan niadto nga FSUU students coming from their acquaintance party last friday night. didto daw nag-continue og party2x unya gamay ra daw sa Moff's niadto. that's what i heard.

yup kusog sila....at least dili na bukot bukot like Caraga Square ang mga nightlife establishments sa BXU

i'm not sure of the organizational structure of chowking but what i know is "regular employees" consist of the management team and the regular crew members.

John, I didn't say all employees, In my post I said, "Regular employees" will be temporarily assigned in Valencia. Correct me if I'm wrong but I think there are only 3 regular employees, the Store Manager, Kitchen Manager & Dining Manager?....tama ba jsl?

so since 3 lang sila, dili sila maghout sa chowking Valencia.

What I know is that these Managers are the only ones who will be retained by the company. Ang ibang contractual employees I think will not be re-hired.

POEA Caraga office faces closure due to unpaid rent

BUTUAN CITY— The Philippine Overseas Employment Administration (POEA) satellite office in this city, which serves 20 to 50 jobseekers daily throughout the Caraga region, faces closure due to six months of unpaid office rental.

The POEA office has served some 15,000 OFWs in Caraga and nearby provinces outside the region but near Butuan City.

Officer-in-charge Marietta Bellotindos said the POEA office has not been able to pay its P28,000 monthly rentals since Feb., adding that the satellite office will have to go back to the POEA mother office in Zamboanga City if ordered to vacate the building.

“Almost daily the owner of the office building would show up in our office to remind us of our unpaid rentals. That does not include our water and electricity bills," Bellotindos told GMA News Online in an interview.

“Despite followups I made, until now central office [in Manila] has not responded yet. I hope Manila will respond positively. Maybe the people there are busy this time," she said.

According to her, she has only two office personnel helping her with all the job orders, and that she has one volunteer worker whose allowances are drawn from her own pocket.

She added that aside from serving job applicants, the Butuan POEA office also monitors 13 accredited foreign employment recruiting agencies in the region.

She said despite the absence of intelligence funds, the office has already assisted law enforcement agencies in the arrest of 20 illegal recruiters.

The POEA satellite office was established in the late 2009, after several overseas Filipino workers from the Caraga region complained of having had to travel to faraway cities such as Davao and Cagayan de Oro where POEA offices are located just to follow up on their applications and make official transactions with the agency.

they used to be the #1 branch in the country in terms of sales way back 1999. i had a friend in Dumaguete who was videocity manager that time. he told me that Butuan branch was on top.

On your first question, well we could really say that the politicos have more SUV's than the priests. But shouldn't it be the case? In the moral sense, the priests do have a vow of poverty; thus luxury vehicles should be owned by anyone but them. its not luxurious for and old priest doing charity works...

Nevertheless, you're deviating from the main point of this paragraph. What I'm trying to say is, mas mag-expect pa ko na naay mga SUV's ang mga politicos kay usually they come from wealthy clans and most of them do dishonest things (I'm not tolerating them. I'm just stating the reality). Pero I'm not expecting priests and bishops to own SUV's because it's not practical; rather it's luxurious - a defiance of their vow of poverty.

On your second and third questions, is it bad to ask? Is it good to give and receive? Maybe you're not familiar with the constitutional prohibition that “No PUBLIC MONEY or PROPERTY shall be appropriated … directly or indirectly, for the use, benefit, or support of any CHURCH … or system of religion, or of any priest, preacher, minister, other religious teacher, or dignitary as such ….” Thus the issue is not the act of "kindness" per se but the means and recipients of such. ---

Gracious! Ang ako nahibal-an walay vow of poverty ang politicos. Please research first before rebutting. And again, I guess you missed the point here.

On your fourth question, well yes we tend to give GIFTS to people who are closer to us. But remember, public funds are not personal funds which you could just give to anyone as you please. Public funds should rather be appropriated in a way that these could directly help the people who needs them the most.
YOUR ANSWER -who needed most? those people not even paying taxes, not even improving themselves.. not paying rents, water, electricty and doing rally everyday? have you try to live in squatter?

YOUR ANSWER: -has it been proven? is she hundred percent notorious? Does Mr. Pueblos of not being taken part on calling Gloria is a show of support? if those bishops join, do you think Gloria will be ousted not unless if middle class will join the rally...

No one is 100% notorious. I believe none of us is EVIL by nature. And the most common sentiment with regards to my question lies mismo sa imong answer. You're saying "has it been proven"? Meaning naa sad kay doubt if tinuod ba gyud ni. Thus, never gyud ta ma-assure na wala'y quid pro quo unless naay credible na evidence to either prove or disprove this.

What happened instead was nihilom sila despite the many scandals that rocked the administration. Thus, as moral leaders, they failed to unite the people.

3.) Should priests be sporting themselves luxurious vehicles?
YOUR ANSWER: defined luxury? jinky pacquiao buying branded bags is not luxurious to her.. she can afford.. PCSO can afford..

Yes PCSO can afford but it isn't its officers and GMA who own the money. Define luxury? Ask 40% of the Filipinos who are living below the poverty line kung ang SUV dili MAHAL ug BONGGA.

4.) As part of a community of believers, aren't we duty bound to discipline any erring members regardless of their position so as to protect the integrity of the institution?
YOUR ANSWER: -everyone of us can influence... no mater how simple you are

That's the point. Any of us should tell them what transgressions they have committed. Kaya dili ka dapat mag-ingon na "hindi ba dapat bigyan natin ng kahihiyan ang mga kaparian kahit sa malanding(?) panahong ito marami pa rin ang nasa puso ang pagtuturo sa aral ng Diyos". Kahibalo ba ka sa implications ani? Ang imong gusto mahitabo kay maghilom nalang ta despite all these scandals para dili mauwawan ang atong mga pari.

Guys, GOOD NEWS!

The negotiation between Chowking & the lot owners (Villareals) have finally reached a successful agreement! :banana: Seems like the construction for Chowking's new building beside Mang insal will be right on schedule, August as they say.

According to my source, Chowking's regular employees will be temporarily assigned in their Valcencia branch in Bukidnon. They'll be transferred back to Butuan once the new Chowking branch starts operation :)

Let's just hope for the best guys, sana nga tuloy tuloy na to'.

guys, i saw a tarp at Cofi Talk announcing that they are now serving lunch from mondays to saturdays from 11am to 1pm effective today july 11. they are now also open on sundays from 5pm to 9pm.^^

THE Goldilocks chain of bakeshops, among the first local companies to open outlets in the North America, is aggressively expanding domestically even as it has no plans of selling out to fast food conglomerates, a company official said yesterday.

Deres said Goldilocks hopes to open 30 more stores to expand coverage in Northern Luzon and Mindanao.

Deres said when Goldillocks joined the recent Philippine Franchise Association-Department of Trade and Industry caravan, it attracted a lot of interest in Tuguegarao in the North and Butuan in the South.

Of the 100 or so local stores, half are in the Visayas and Mindanao.

Deres said Goldilock’s expansion will rely primarily on franchising, with more bakeshops than full stores expected.

what you mean bob is kanang along north montilla just before you reach SJIT beside aristocrat? if mao na imong pasabot, what i heard about that property is it's owned by the Tans (Crown) and a friend of mine who lives just across the street told me that the Tans are planning to build another supermarket with cinema(s). lahos daw na sa R. Calo side.

Butuan Bishop Juan de Dios Pueblos says he welcomes the chance of going to the Senate to clear his name. In fact he wants to deliver a privilege speech there. He won’t educate the senators, he quips, he’ll convert them.

Well, he has already had too many privileges in life for anyone to wish to grant him another, even if that is only the privilege of words. As to converting the senators, to what? To the Dark Side? Too late in the case of some of them.

De Dios Pueblos really has nothing to say that he hasn’t already said in his letter to Gloria Macapagal-Arroyo in 2009, and said quite sublimely. That letter is a classic in the art of solicitation. It begins by invoking God. God has been pleased to see him live to his 66th birthday, God has been pleased with his work, God would like him to continue that work by having his benefactor on earth, well, give him a nice car on his birthday.

“It is in this view that I am asking a favor from Your Excellency. At present, I really need a brand-new car, possibly a 4 x 4, which I can use to reach the far-flung areas of Caraga. I hope you will never fail to give a brand new car which would serve as your birthday gift to me. For your information, I have with me a 7-year-old car which is not anymore in good running condition. Therefore, this needs to be replaced very soon.”

He ends by saying: “Be assured of my constant support.”

Some people are truly mga anak ng Diyos. On their birthdays, other bishops get only a card, De Dios Pueblos gets a car. What a difference a “d” makes.

What can De Dios Pueblos possibly add to that? The only thing I myself can add to it is to wonder how anyone, however he is someone whose thoughts constantly turn to heaven, can possibly run a car to the ground in seven years. I have an 11-year-old car and though I am not the most scrupulous maintainer of vehicles, I am happy to report that I can still carry out my journalistic work with it. Even taxis last longer.

Of course the roads of Caraga are nowhere like those of Metro Manila, but we only have his word that he takes his gifts to places that guarantee this astonishing rate of obsolescence. Had Arroyo lasted longer, which was her intention with the constant support of bishops like De Dios Pueblos, the PCSO would be supplying him with another brand new 4×4 in 2016 to do God’s work.

It’s a wonder no lightning bolt has yet streaked from the sky to register God’s objections to being dragged into this sordid business.

But Mercedes Tuason, ambassador to the Holy See, sees only unholy thoughts in all this. “What I feel bad about is that they are attacking the bishops, saying many things without solid proof,” she said. “I’m sure whenever they get money from PCSO, they give it to the poor.”

What can one say? Tuason gives whole new meanings to her work. For her, being ambassador to the Holy See means to see no evil, hear no evil, speak no evil. De Dios Pueblos’ letter is not solid proof? Bishop Martin Jumoad’s Mitsubishi Strada is not solid proof? The various SUVs and other gratuities given to Arroyo’s favorite bishops are not solid proof?

What takes the cake is that all this is being justified not just in the name of God but in the name of the poor. Tuason is certain that whatever the bishops got, they used for the poor, a certainty we take it that comes from her proximity to infallibility. That is one holy seeing, though I doubt it originates from tongues of fire. I doubt many faithful will find the concept of bishops soliciting SUVs to serve the poor as a sign that God works in mysterious ways. I suspect most will just find it hilarious—and have problems remaining faithful.

In fact what it reminds me of is that poster Imelda Marcos had during her time, the one on malnutrition. The poster featured a grimy and emaciated kid in the background and Imelda in all her bauble-d glory in the foreground. The idea was to show that the First Lady would take the lead in plucking the poor from the jaws of hunger. But what came across was another message entirely: The opulence of the one was the cause, the misery of the other was the effect. The posters did not grace the walls and electrical posts of the city for very long.

It’s the same thing here. The SUVs of the bishops are the cause, the poverty of their flock is the effect.

But in the end, what’s truly sad, to borrow Tuason’s understatement of the decade, is not that the bishops are being attacked but that Arroyo’s bishops are attacking their very calling and subverting the standing of the true shepherds among them. Their existence is a slap on the face of the great bishops of the past and present, who lived and are living up to being princes of the Church not by wearing princely raiment but by displaying kingly hearts. Bishops like Francisco Claver of Mountain Province, Antonio Fortich of Bacolod, Sergio Utleg of Tuguegarao, Manuel Purruganan of Isabela, Antonio Ledesma of Cagayan de Oro, and Julio Labayen of Infanta.

They were/are the ones who have walked with the lowest of the low, who have broken bread with the wretchedest of the wretched, who have given everything of themselves to serve the last, the least and the lost. They were/are the ones who have fought tyranny and built churches of the poor, by the poor and for the poor. They have never needed a Strada or a Montero to straddle the world like a colossus, they needed only the strength of their convictions to cleanse the temple of the merchants.

They are the ones whose memory or living work Arroyo’s bishops spit on by having the gall to suggest they solicited princely cars to succor paupers. As does the ambassador to the Holy See when she attempts to sanctify it. That’s not holy see.

That’s holy sheesh.
