BUTUAN CITY- Mindanao Economic Development Council (MEDCO) Chairman Virgilio Leyretana on Friday urged members of the Caraga Regional KALAHI Convergence Group (RKCG), an anti-poverty task force composed of officials from different national government agencies in the region, to put acts together in the campaign to mitigate poverty in the region.
Leyretana made the appeal before RKCG technical working group members during their first gathering this year at the DPWH regional conference room here Friday.
“The fact is there is poverty problem right now, right here in Caraga Region and that government must address it, by us, in one united voice not in fragmented one”, Leyretana told RKCG members present during meeting.
On November 28, 2002, President Arroyo signed Executive Order 33 for the establishment of the Kapit-Bisig Laban Sa Kahirapan (KALAHI) as her administration’s overarching program to focus an accelerated, expanded, convergent and strategic effort to reduce poverty in the country.
he Regional Kalahi Convergence Group (RKCG) is composed of heads or its representatives of the different national government agencies in the region, local Poverty Reduction Program Action Officer of each province and cities, other organizations and sectors that RKCG may invite as members.
The Mindanao Economic Development Council or MEDCo, on the other hand, which is under the Office of the President was created on March 19, 1992 by virtue of Executive Order 512 signed by then President Corazon C. Aquino, to promote and coordinate the active participation of all sectors to effect the socio-economic development of Mindanao through a wholistic and integrated approach.
Leyretana said that the fact President Arroyo comes from Mindanao having stayed in Iligan City and has focused more of her anti-poverty programs knowing how direly it is needed, the MEDCO chair advised Caraga officials to take the opportunity now since Arroyo has more than one year and half in her term.
“No other President so far, has shown greater concern to Mindanao than President Arroyo since she is from Mindanao and knew what is really needed in the island. I urged you to act now, re-unify your efforts not in individualistic actions but in one to combat poverty in Caraga Region”, Leyretana said.
Leyretana urged officials to submit comprehensive, statistical reports on what has been by the program KALAHI in Caraga Region so that there will be no hitches in the continuity of the programs.
The MEDCO official warned that fate of MEDCO itself is still uncertain depending on the outcome of the 2010 Presidential elections on who will be the next President.
“The problem is that as new President or leader sits in, new programs will be introduced and by that, activities or projects done by past administrations are usually scrapped or left unfinished by new ones, ergo, problem of continuity surfaced thus waste of government funds funneled to past, on-going projects will surmised again”, Leyretana stressed.
The MEDCO head who holds the rank of Undersecretary also appealed to officials to set aside politics and instead focus more on development efforts while addressing the poverty problem of Caraga Region.
“Good governance means good politics and this must supposedly be the battle cry of all Caraganons and all Filipinos as well,” Leyretana added.
Leyretana is set to recommend appointment of DPWH regional director Engr. Romeo Momo as chairman of the Regional KALAHI Convergence Group following election of former MEDCO Assistant Secretary Jose “Joboy” Aquino, II into Congress.
Aquino is former Presidential Adviser for Caraga Concerns under Office of the President. Aquino, former Butuan City Councilor is close to President Arroyo who is godmother of Aquino’s wedding.

BUTUAN CITY- Butuan Press Club Foundation, Inc., the oldest and most credible media organization in Caraga Region today passed a three-page resolution address to President Arroyo and DENR Secretary Lito Atienza seeking ouster and replacement of DENR Regional Executive Director Benjamen Tumaliuan for Caraga Region and total revamp at the CENRO and PENRO offices.
The group also seek investigation of why DENR officials in the region failed to stop alleged log poaching, recycling of log and transport permits and alleged proliferation of many illegal checkpoints turned cashpoints along national highways and rivers particularly Agusan River.
Felix Villacastin, President of the Butuan Press Club Foundation, Inc. (BPFCI) said such moves especially in seeking investigations on alleged illegalities and in the way said officials such as Community Environment and Natural Resources and Provincial Environment and Natural Resources Officers were running DENR offices have long been needed as part of transparency in public governance.
BPFCI Secretary General Tyrone Power Calo on the other hand wanted scrutiny in the filing of the Statements of Assets and Liabilities or SAL because of alleged misdeclarations following allegations that some DENR officials who are now millionaires were reflecting their real assets allegedly naming them to other persons, relatives.
Calo also wanted discreet “lifestyle checks” on all DENR officials in the region.
Other officials of the Press Club explained that said activities conducted by the media group is part of the democratic exercise practicing basic rights of every citizens enshrined in constitution that public office is a public trust and therefore subject to public scrutiny.
“We are not accusing neither judging of what they have done, we just wanted full disclosure of their activities to erase doubts raised by the public that DENR offices were tainted by alleged malfeasance , the reason why alleged illegal logging and illegal mining continue to proliferate in the region”, says Vic Goloran, BPCFI Board of Director.
Goloran added that it is also high time better for the DENR officials to clear their name and prove their worth to public following allegations that some of them had “unexplained wealth”.
Other allegations have been thrown in the past against DENR officials in Caraga Region that they have been in cahoots with wood and mineral ores trading cartel in the region monopolizing every inch of the business which is allegedly exploiting wood and mineral ore workers.
They alleged that monopolies kill competition in the trade while discouraged free trade that are supposedly give good price to workers in the small-scale mining digging hard for copper, nickel and other ores in the mountains.
“Who is making money out of exploiting workers sweating out blood and tears and even their lives that some already fallen ill due hard labor to keep mining and wood industry in Caraga Region going’, the group concludes.
The group also slammed law enforcement agencies in the region for failure due alleged corruption to stop illegal logging and mining activities.
Mindanao.com tried to reach many times DENR Caraga Regional Executive Director Benjamen Tumaliuan for comment but all attempts failed.

BRIEF DESCRIPTION OF THE PMO:
The Port Management Office of Nasipit (PMO-Nasipit) covers the Butuan Bay area from Punta Diwata up to Bolo-Bolo point and all inland ports of the Agusan River. PMO Nasipit has three national ports under its jurisdiction, namely the Baseport of Nasipit, the Butuan Port Terminal and the Masao Port Terminal.
The PMO serves a relatively wide hinterland which includes Agusan del Norte and the city of Butuan, Agusan del Sur, Surigao del Sur and Bislig City, and parts of Bukidnon Province, Misamis Oriental and Compostela Valley. These hinterlands are rich investment areas for agriculture, forestry and tourism industries. Situated in the regional center of Region XIII – Caraga, the three national ports play vital roles in linking Northeastern Mindanao to other ports in Mindanao and to Central Philippines.
LOCATION AND FACILITIES:
NASIPIT BASEPORT is located within the Nasipit cove southwest of Butuan Bay with geographical coordinates of 080-58’-45” N latitude and 1250-20’-00” E longitude. The width of navigational channel is about 200 meters and runs about 800 meters long. The Nasipit harbor cove anchorage area is approximately 10 meters deep and outer roads anchorage approximately 24 meters deep. The port is in Barangay Talisay, Nasipit, about 27 kilometers from Butuan City. It is approximately 555 nautical miles from Manila and 140 nautical miles from Cebu. The port has a total area of 46,365 square meters. It has a 426.35-meter long wharf with controlling draft of 7.0 meters and 5 units of RORO ramps. It also has 11,000 square meters of open storage area, a 1,120-sq.mtr. cargo shed, a 450-sq.mtr. open transit shed, and 1,154 square meters passenger terminal building (PTB).
BUTUAN PORT TERMINAL is located in the heart of Butuan City, about seven nautical miles inland from the mouth of the Agusan River. It has geographical coordinates of 080-57’-00”N latitude and 1250-32’-30”E longitude. Entrance and exit of vessels are limited by siltation at the mouth of the river.
This port is the hub of several municipal ports situated along the Agusan River which are potentially rich in agro-forestry resources.
The port has a total land area of 14,500 square meters. It has a 138-meter long wharf with controlling draft of 5.0 meters, 3,721.72 square meters of open storage area and a 540-square meter warehouse. The port is also the seat of the PMO Administrative Office.
The Butuan Ferry Terminal Complex
A socialized project that provides good terminal facilities for small watercrafts at Butuan Port continued to impact on intra-municipality passengers. Now on its third year of operation, more passengers take the safer and faster ferry to and from towns along Agusan River. The improved facilities has served 468,968 passengers in 2005, a marked increase of 3.4% from its 1st year of operation in 2004.
MASAO PORT TERMINAL is located southeast of Butuan Bay in Barangay Lumbocan which is about 7 kilometers from Butuan City. Its geographical coordinates are 090-00’-30”N latitude and 1250-30’-30”E longitude. Port facilities consist of a 280-meter concrete paved rock causeway, 36-50 meters berth with controlling draft of 7.0 meters, a 15-meter wide apron and a storage area of 950 square meters.
The major investment implemented at the PMO which started in November 2005, is the Development of the Port of Masao with a funding of P135 Million. Masao port will complement the busy Nasipit port contributing to the fast, economical and safe transport of goods and people to and from region Caraga.
Included in the project are facilities such as a 60-lineal meter wharf, a Ro-Ro ramp, back up operational area, fenders, mooring fixtures and port lighting system.

Regulard domestic flights to Manila can be taken at the Butuan City Domestic Airport located at Barangay Bancasi, about six (6) kilometers from downtown Butuan.
MEDICAL:
Government and private hospitals are available at Butuan City and the Municipality of Nasipit.
HINTERLAND
Most of the hinterlands of PMO-Nasipit are located in Region XIII-Caraga, situated in the northeast section of Mindanao. It has a total land area of 1,884,697 hectares. This represents 6.3 percent of the country’s total land area and 18.5 percent of Mindanao. The region is composed of four (4) provinces: Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur; three (3) cities: Butuan, Surigao and Bislig. Each province and city has a major role to pursue and to support the region’s sustainable development:
Agusan del Norte
The agri-processing zone and site for industrial estates and agri-processing centers.
Agusan del Sur
The agri-forest zone and food basket of the region.
Surigao del Norte
The mineral industry, fishery center and eco-tourism destination of the region.
Surigao del Sur
The agri-industrial zone for agricultural, forestry and fishing products.
Butuan City
The regional center and major trading, processing, commercial and service center of Caraga. Show window of history and culture in Mindanao.
Surigao City
The commercial and trading center in the Pacific Rim of the region. Special zone for mineral-based industries.
Bislig City
The agri-forestry and aquamarine processing center and agri-industrial center.
ECONOMIC PROFILE
The economy of the region is highly dependent on its natural resource base for production and development activities. The presence of an international seaport in the region makes the place a convenient and strategic link to industrial and trading centers in Mindanao, the Visayas, and Luzon particularly to the cities of Cebu, Manila, Cagayan de Oro, Iligan and Zamboanga.
The existence of infrastructures within the region like efficient water and power facilities, improved telecommunications, efficient transport systems, excellent road networks and the availability of support infrastructure and amenities such as schools, training centers and hospitals further broaden other advantages in the area. The availability of high skilled and cheap manpower is also an advantage for industries to be more competitive.
The National Power Corporation ensures a stable supply of electricity to residential, commercial and industrial users of the region. The area is also connected to the Mindanao Power Grid.
Within the region is the well-maintained Butuan City domestic airport where flights to and from Cebu and Manila are scheduled regularly. Butuan City is about 175 kilometers from Cagayan de Oro City, the regional capital of Region X that is a major industrial center in Mindanao. Linking the two cities is a cemented highway.
The Agusan-Surigao area is envisioned to be a leading agri-aqua industrial area and trade center of Northeastern Mindanao within the context of sustainable socio-economic growth, ecological soundness, social equity and justice, and positive value system in making the area the gateway of equal opportunity for all. The area boasts of agricultural potentials for diversified cropping systems, vast forest resources to meet lumber needs for woodworks / furniture for export, long coastline and vast frest / brackish water for marine fishing and aquaculture, vast areas for breeding cattle and other livestock, varied mineral resources for extraction and high value-added processing into exportable jewelry and metal-based products. The Port of Nasipit will be playing a major role in the economic growth of the area.
By the year 2010, Caraga Region XIII is envisioned as a leading producer and processor of agri-industrial products that will act as the foundation for downstream industrial activities located in the area.

Cebu Pacific hikes Manila-Dumaguete flights to 14 weekly

CEBU Pacific, one of the country's leading domestic airline, recently announced its expansion of domestic operations by increasing the number of flights from Manila to Dumaguete, as well as to six other major cities in the Philippines.
Beginning April 3, Cebu Pacific will increase the Manila-Dumaguete frequency from 11 flights a week to 14, generating 450 additional seats using the 150-seater A319 aircraft.
Other cities with additional flights and capacities are Legazpi (with a 54 percent increase in seating capacity), Roxas, Dipolog, and Cotabato.
Moreover, Cebu Pacific will also use its 179-seater A320 for its mid-day Tacloban and daily Butuan services. This aircraft upgrade translates to an increased capacity of 6 percent for Tacloban and 19 percent for Butuan.
Candice Iyog, Cebu Pacific vice president for marketing and product, said: "Our rapid domestic expansion is part of our continued efforts to bring air travel closer to more Filipinos though our trademark low fares and increased accessibility. With more flights and frequencies to these destinations, we hope to be able to further stimulate domestic tourism and trade."
Now in its 12th year, Cebu Pacific has the youngest fleet of aircraft in the Philippines. Cebu Pacific flies to 12, soon to be 14, international destinations, with the addition of Ho Chi Minh and Hanoi in April. Cebu Pacific also operates flights to 21 domestic destinations, with the addition of Boracay (Caticlan) beginning February 29, 2008

PUERTO PRINCESA - Completion of infrastructure development projects under the Mindanao Super Region is underway as various line agencies are speeding up efforts to monitor and address major implementation bottlenecks.
Undersecretary Virgilio Leyretana, Chair of the Mindanao Economic Development Council (Medco) and Deputy Development Champion for the Super Region, cited the need for greater focus on fast-tracking the implementation of high-impact projects in Mindanao during an inter-agency meeting here recently of the Mindanao Super Region.
In its recent report, the Department of Public Works and Highways (DPWH) revealed that 32 percent of various priority infrastructure projects under the Mindanao Super Region are nearing completion as of November last year.
The first road project set to be completed, is the Dinagat Island Road Network project, which involves the improvement of a 15-kilometer road in Surigao del Norte. This road, which began construction in October 2006, is reported 65.57 percent completed.
Construction works for the three other major road projects such as the Zamboanga West Coast Road, Awang-Upi-Kalamansig-Lebak Road and Surigao-Davao Coastal Road are ongoing and will be seen completed next year, as scheduled.
Improvement of the Zamboanga West Coast Road is currently 18.56 percent complete, way ahead of its schedule by 3 percent. With a total length of 117.3 kilometers, this road connects the coastal municipalities of Sibuco, Sirawai, Siocon, Baliguian and Gutalac in Zamboanga del Sur and Zamboanga del Norte.
The Surigao-Davao Coastal road connecting the provinces of Surigao del Norte, Surigao del Sur and Davao Oriental is also 39.21 percent finished. Composed of five road sections, the Bacuag-Claver Provincial boundary, provincial boundary-Tandag-Marihatag, Marihatag-Barobo-Tagbina-Hinatuan, Bislig-Manay and Manay-Mati, this road will be completed next year at a total cost of P5.8 billion.
Meanwhile, the 87.6-kilometer Awang-Upi-Kalamansig-Lebak road in Maguindanao and Sultan Kudarat will soon take off after bidding proposals for its improvement and rehabilitation were deliberated November last year.
Along with road construction, Super Region airport development projects such as the improvement of airport facilities and extension of runway for the Butuan, Cotabato, Dipolog, Ozamiz, Pagadian and Zamboanga airports are ongoing and expected to be completed this year.
The runway extension of the P306-million Butuan Airport Development Project is now 52.54 percent complete. This project started October last year and will be completed in May as scheduled. Improvement of the airport's air navigation facilities as well as other runway rehabilitation works is currently at its mobilization stage.
Accomplishment of the 25-million asphalt overlay project for the Cotabato airport runway is also running at 11.5 percent. A taxiway project at the airport will also commence soon.
Rehabilitation work for the Zamboanga airport, which includes the improvement of the existing terminal building and installation of a baggage conveyor system at the arrival area, will also kick off this month until May.
Likewise, main civil works for the construction of Laguindingan Airport will commence early this year.
Completion of power and transmission projects is also under way as shown by reports submitted by the Department of Energy (DOE) as of September last year.
Due for completion by 2009 are the Abaga-Kirahon and Maramag-Bunawan 230 kV Backbone transmission projects, which are currently working for the acquisition of the right of way (Rowa) for the tower sites and stringing section.
DOE also reported that 91 percent or 9,140 barangays in Mindanao have been energized. To achieve full electrification in Mindanao by 2009, a total of 898
barangays are still to be provided with electricity.
Two of the major port projects under the Mindanao Super Region are also nearing completion.
According to the Philippine Ports Authority (PPA), construction of back-up area for the newly constructed wharf of the Cagayan de Oro Port is 85.15 percent complete while port expansion for the Davao Port is 72.10 percent complete.
Leyretana urged the implementing agencies under the Mindanao Super Region Team to regularly check their timelines and ensure that implementation targets will be met.
The inter-agency meeting gathers implementing agencies of Super Region projects to update on status of various projects and identify measures to address implementation issues and concerns.
The Mindanao Super Region is part of the Super Region strategy announced by President Gloria Macapagal-Arroyo during her 2006 State of the Nation Address, which aims to enhance the competitive advantage of regional groupings.
Under the Super Region strategy, Mindanao's strong potential to become the country's agribusiness center is being developed and harnessed through major infrastructure support.

...I think the location of Otis Mall is not the reason why it failed to succeed. The mall is just 3 kilometers away from the city centre, along the national highway and is located in Libertad, the most populous baranggay of Butuan. When the mall opened it attracted a lot of shoppers but since it failed to attract the more popular establishments (like those found in SM Malls or even those at Gaisano Mall) , the shoppers number declined. Maybe the owners failed to come up with the right strategy like giving lower rental rates first then just have it increased when volume in sales is already visible. The mall opened with just a few stalls rented and instead of increasing the occupancy rate, the stalls closed shop one by one (the latest to close shop is Rose pharmacy). Some say, the design of the mall did not pass the standards of big retail outlets hence they shy away from it.

The City of Butuan is the regional center area of the Caraga Region and one of the growth areas in Mindanao in the Philippines. It is located at the northeastern part of Agusan Valley in northern Mindanao, sprawling across the Agusan River. It is bounded to the north, west and south by Agusan del Norte, to the east by Agusan del Sur and to the northwest by Butuan Bay.
As early as the 10th century, people from Butuan had already established trading relations with the Kingdom of Champa (now southern Vietnam) and Srivijaya empire of Java.
By the 11th century, Butuan was the center of trade and commerce in the Philippines. The evidence to prove this fact is the discovery of 9 balangays (the Butuan Boat) and other archeological find in the vicinities of Butuan City, particularly in Ambangan, Libertad near the old El Rio de Butuan and Masao River.
Much controversy and debate have been generated with regard to the holding of the first mass. Whether it was held in Limasawa, Leyte or in Masao, Butuan City. It is sure, however, that Ferdinand Magellan did drop anchor by the mouth of Agusan River in 1521 and held mass to commemorate the event.
The first municipal election in Butuan took place on March 1902 in accordance with Public Law No. 82 which coincided with the American occupation of the place.
During the Japanese occupation of the Philippines in World War II, Butuan was razed to the ground when the guerilla forces attacked the enemy garrison during the middle of 1943. On October 20, 1948, still recovering from the war, the entire municipality was ruined by a fire.
The boom of the logging industry during the 1950s up the middle of 1970s has made Butuan the "Timber City of the South". The outcome of which was the influx of business and fortune seekers from other provinces. The once lethargic town suddenly became a bustling locality. The flourishing logging industry inspired and prompted Congressman Marcos M. Calo to file a bill converting Butuan into a city. On August 2, 1950, Butuan became a city by virtue of Republic Act No. 523 otherwise known as the City Charter of Butuan. Butuan was re classified in 1985 into Highly Urbanized City Status. By February 25, 1995 an act converted the four provinces of Northeastern Mindanao into the CARAGA Region, with BUTUAN City as the Regional Center.
From being a chartered city, Butuan was reclassified into a highly urbanized city on February 7, 1985 pursuant to the provision of section 166 and 168 of Local Government code of 1997 and Memorandum circular 83-49 of the ministry of local Government. The re-classification was based on its outcome and population as certified by the ministry of finance and national census and statistics office.

A bridge must be strong enough to support its own weight as well as the weight of the vehicles and people that use it. It must also be able to resist varying environmental conditions. Different designs serve different purposes and lengths of span. Load is transferred by hangers (arch bridges) or cables (suspension and cable stayed) to towers or abutments at the ends of the bridge, and these in turn transfer the force unto the ground”.The Second Magsaysay Bridge is a steel cable stayed bridge, the first of its kind in the whole of Mindanao and second in the Philippines (2nd Mandaue-Mactan Bridge found in Cebu City). When the Philippine Government through the Department of Public Works and Highways (DPWH) requested to the Government of Japan through JBIC to apply for a Special Loan Package for this project, it has the following objectives:
1) To provide essential infrastructure to support the economic growth in the Caraga Region as well as Butuan City,
2) To provide an alternate permanent, all-weather and transport efficient fixed link across the Agusan River, and
3) To prolong the life of the existing bridge by relieving it of excessive loads,
Following the implementation of the Second Magsaysay Bridge and Bypass road and the subsequent diversion of congested traffic in Butuan City. At present, the existing Magsaysay bridge is undergoing rehabilitation and its limited use impedes motorists for almost an hour before entering the City. The MB II connects two barangays of Butuan City; Barangay Mahay on the West and Barangay San Vicente on the East. It has a total length of 882 meters and it crosses the Agusan River at about three (3) kilometers upstream from the existing Magsaysay Bridge. The main Bridge, Steel Cable Stayed Bridge, is 360 meters divided by a tower into two (2) spans: 200 meters at the west which is the longest span in the Philippines and 160 meters at the east. It will be connected at the east by 372 meter viaduct which will start from the proposed levee of floodwall of CARBDP and connects to the main bridge, and at the west by 150 meters viaduct starting from the main bridge and ending at the existing flood control dike on the west bank of Agusan River. The bridge has a roadway width of 11.4 meters. The project (2nd Magsaysay Bridge and Butuan City Bypass Road) costs P 1,962,547,703.24. It is under contract of NIPPON STEEL-TOA for a revised duration of 900 calendar days. It started May 6, 2004 and will be completed on November 22, 2006. MB II will become a landmark in the City because the bridge can be likened to the New Ijssel Bridge of Kampden, Denmark and Pont du Normandie of France which was once the longest bridge in the world. Butuanons are thankful for this project and very proud because the City, which was known for her historical value of having held the First Mass in the Philippines, will once again be put in history.

ENGINEER-INVENTOR RODERICO Cane, 47, has come a long way from a one-man banana catsup maker to manager of his own factory.
This former overseas worker, who used to work for a multinational food company, came home to Butuan City in Agusan del Sur in 1994 and started his own banana catsup experiment, supplying five gallons a day to a restaurant.
With only a single pot in his sister’s humble kitchen, he took the arduous task of stirring the sauce. “I had to stir the sauce for some time and it would strain my arms,” he said.
So he did the next best thing. He invented a stirring gadget to rid himself of manual work and hasten production time.
Soon, Cane was producing 50 gallons a day and the rate progressed to 150, moving from the kitchen to the backyard. He began to hire assistants, too.
He attributes the growth and expansion through the innovativeness of fabricating his own cooking paraphernalia. “I invented them because I knew it would get to save me a lot of money and make the production process easier.”
He was right. Investing on expensive utilities would surely drain his capital.
Being an industrial and mechanical engineer did the trick for him. “It pays if you have this two backgrounds when you get into this kind of business, you get to be creative in the production process.” Cane said.
But if the production angle was solved, there was marketing and promotion to contend with. People hardly heard of a banana catsup that time, and restaurants were hesitant to use them, more so if it was locally made.
“I had to convince them that my catsup was suitable, even taste better, for daily use,” Cane said.
Today, the inventor runs Joy Tablesauce Co., which manufactures Joy Banana Catsup. The product is sold throughout Mindanao and some islands in the Visayas.
The company employs 42 regulars and 26 piece-raters. It has its own factory plant in the family-owned lot.
Cane is currently president of the Caraga Regional Association of Traders and Entrepreneurs in Food (Create), which was founded in 2005. He has been invited often by the government and private sectors to share his experience.
“My struggle and perseverance are proof that local food entrepreneurs can make it, as long as their heart and mind is into it deeply,” Cane says.

President Arroyo has directed the Department of Public Works and Highways (DPWH) to speed up the implementation of flood control projects nationwide before the onset of the rainy season.
“This is to ensure the safety of people and property, particularly in low-lying areas that are prone to floods during the rainy season,” she stressed. “I want DPWH to minimize the impact of flooding in affected localities by completing flood control projects as early as now.”
In line with this, the DPWH recently reported the fast implementation of DPWH Major Flood Control Projects Nationwide.
Among the DPWH flood mitigating projects are the Camanava Flood Control and Drainage Improvement Project and West Manggahan Flood Way Project both located in Metro Manila.
The Laoag River Basin Flood Control and Sabo Dam Project and Agno Flood Control Project in Northern Luzon, and the Iloilo Flood Control Project in Visayas and Agusan River Basin Development’s Lower Agusan Development Project in Mindanao.
DPWH Secretary Hermogenes Ebdane Jr. earlier had said upon completion, these flood control projects will not only protect properties and lives in their respective areas, but they will also build trust and confidence for more investment opportunities that will pave the way for economic development.
“All these major flood control projects are part of President Arroyo’s infrastructure legacy program which will improve the living conditions in critical areas nationwide,” Ebdane said.
As of Dec. 25, 2007, the P5-billion Camanava Flood Control Project in Metro Manila is already 86 percent complete. The project includes the construction of protective dikes, installation of pumping stations, flood gates and improvement of drainage facilities in the cities of Caloocan, Malabon, Navotas and Valenzuela.
The P2.35-billion West Manggahan Flood Control Project is now 100 percent complete. It involves the construction of lakeshore dikes, regulation ponds, pumping stations, flood gates, parapet walls and bridges along Napindan River serving the municipality of Pateros and cities of Taguig and Pasig.
In Northern Luzon, the P2.2-billion Laoag River Basin Flood Control and Sabo Project is divided into two packages. Package 1 is already complete, while Package 2 is 94.26 percent complete. The project includes the improvement of Laoag River Basin such as construction of earth dikes, flood walls, sluiceway and the Sabo Dam.
Meanwhile, the DPWH reported that the Agno Flood Control Project Phase II divided into three packages is almost complete. Package 1 costing P1.3 billion is 92.09 percent complete. Package 2 costing P1.15 billion is 40.24 percent complete and Package 3 is now 100 percent complete.
The project involves the improvement of Bayambang Stretch floodway, Bayambang guide channel, social development for Poponto Retarding Basin and the construction of Hector Mendoza Bridge.
In the Visayas, the P4.2-billion Iloilo Flood Control project is divided into two packages. Package 1 is 34.54 percent complete while Package 2 is already 67.58 percent complete, ahead of 17.30 percent compared to its scheduled accomplishment rating. The project involves the improvement of Tigum, Aganan and Jaro River. It includes the raising of river banks, excavation of high water channel, excavation and embankment of diversion structures, development of relocation sites and improvement of existing drainage facilities.
In Mindanao, the Lower Agusan River Development Project is divided into four packages. Packages 1 (P796.7 million), 2 (468.7 million) and 3 and 4 (912 million). Packages 1, 2 and 3 are now complete while Package 4 is already 87.75 percent complete. The project involves the improvement of Agusan River, Magsaysay Bridge reinforcement, Banza River dredging, construction of Banza River pedestrian bridge, Masao River dredging and the improvement of Butuan City urban drainage system.

Starting the year right, the Caraga Regional Development Council-Private Sector Representatives (RDC-PSRs) Forum had its first meeting for the year at the Conference Room of the National Economic and Development Authority (NEDA) Regional Office in Butuan City on January 17, 2008.
PSRs occupy about one-fourth of the RDC seats and represent different private sectors of the region including the labor sector, women, farmers, disadvantaged groups and the business sector. Of the 14 PSRs, only 11 attended the meeting, to wit: Margarita R. Abaquita, Agusan del Norte; Helen C. Arellano, Agusan del Sur; Gaudencio S. Macabales, Dinagat Island; Amparito Carmen C. Cubil, Surigao del Norte; Pantaleon A. Cunanan, Jr., business sector – Surigao del Sur; Roberto A. Dormendo, Bislig City; Alfredo L. Baluyot, Jr., business sector - Butuan City; Alicia C. Funcion, women sector - Surigao City; Carolina R. Tidalgo, Tandag City; Leonel A. Santo, regional sector representative; and Rodolfo A. Serna, labor sector - Bislig City. Greg Hontiveros (regional), Johann Jake B. Miranda (business sector), and Monico B. Alcantara, Jr. (religious sector) were absent.
The meeting focused on the need to synchronize action plans at the grass root level especially among LGUs to expedite economic development of the region. Also discussed were schemes for the private sector to effectively participate in local governance.
Mr. Fred Baluyot of the Butuan Chamber of Commerce and Industry, Inc. opined that one of the reasons that Caraga Region remains poor is the lack of cooperation among concerned government agencies to provide avenues for business ventures. In addition, the problem of land tenure remains unresolved. He proposed to refer the issues to the RDC-Economic Development Committee for the creation of a working group to root out the tenurial problems and define solutions to improve investor readiness of the Region.
Moreover, Mr. Robert A. Domendo of the LEAF Foundation said that non-cooperation of the LGUs exacerbated the problem on business ventures and he sees the role of agencies like NEDA and the RDC in helping to provide a positive climate for business. He felt the need to forge stronger RDC-private sector partnership to work and push for solutions.
Ms. Margarita R. Abaquita of the Caraga Handicraft Makers Association, Inc. raised the issue of ensuring meaningful participation of the PSRs. The RDC secretary and NEDA-13 assistant regional director Cecilia R. Lopez assured that the RDC Secretariat shall provide proper introduction of the PSRs to the concerned local chief executives and advocate for their support in empowering the PSRs. In addition, it was agreed that the RDC Secretariat shall secure updates on the activities and concerns of the local development councils and other special bodies for guidance of the concerned private sector representatives.
The meeting was convened by Director Carmencita S. Cochingco of the NEDA Region 13. She encouraged all the private sector representatives to refer issues and concerns to the appropriate committees of the RDC to generate awareness and seek solutions to impending problems.

Aside from the reorganization process, another significant event during the Regional Development Council Reorganizational meeting was the passage of a resolution strongly supporting the National Land Use Committee (NLUC) proposal for mainstreaming Disaster Risk Management (DRM) in Sub-National Development. The resolution also enjoins all local government units to support mainstreaming DRM in their respective provincial physical framework plans, comprehensive land use plans and development plans.
The proposed project on “Mainstreaming Disaster Risk Management (DRM) in Sub-national Development and Land Use Planning” is about shifting the paradigm of disaster management from disaster response to disaster risk reduction. Also, instead of involving only emergency specialists and hazard scientists, risk specialists, development planners and economic managers are encouraged to participate. The passage of the said resolution becomes all the more significant since Caraga is vulnerable to geographic hazards such as earthquakes, landslides and tsunami. The project includes Surigao del Sur and Surigao del Norte as among its eight pilot areas, which is noteworthy, since these two provinces face considerable geohazard risks. Other areas covered by the project include Southern Leyte, Leyte, Bohol, Aurora, Pampanga, and Cavite.
In support to the mainstreaming of DRM in the national level, Caraga region has conducted a lot of initiatives to raise awareness and institute measures in mainstreaming DRM. The Caraga Regional Land Use Committee (RLUC) and Regional Disaster Coordinating Council (RDCC) have conducted several DRM-related activities, as follows:

DRM Briefing for RLUC-TWG (in coordination with OCD) on May 9, 2006.
DRM Preparatory Workshop on Mainstreaming Disaster Risk Management (DRM) in Sub-National Development and Land Use Planning in the Philippines on December 5, 2006
Integration of DRM in the Caraga Regional Physical Framework Plan (RPFP)
RDCC:
RDCC Issued Memo No. 06, S. 2006 dated February 23, 2006 entitled ”Submission of HFA Projects and Initiatives” which requests regional line agencies to submit report of respective office/unit’s initiatives and projects related to the theme, “Strengthening national and local capacities for vulnerability and risk reduction, disaster mitigation, response and recovery”.
A Provincial Forum on Disaster Risk Reduction for Local Chief Executives and Key Officials of Agusan del Sur was held in Patina-ay on August 4, 2006 in order to share experiences in disaster management and come up with viable disaster risk reduction strategies. In Surigao City, the same Forum on Disaster Risk Reduction for Municipal Mayors and 38 Brgy. Chairmen in the mainland of Surigao del Norte was also conducted on October 5, 2006 for the same purpose.
DRM training was conducted on September 25-26, 2006 to the PDCC of Agusan del Norte for the purpose of mainstreaming disaster risk reduction in the Provincial Disaster Management Plan.
The Action Plans of the Committees on Mitigation, Preparedness, Response, and Rehabilitation was approved by the RDCC during its Full Council meeting on June 21, 2007.
Also, sometime in September 2007, a DRM Briefing will be jointly conducted by the RLUC, DOH and OCD which shall target local government units and regional government agencies as participants.
Other matters discussed during the meeting include the Regional Inter-Agency Bids and Awards Committee, Green Philippines Program, NEDA-DILG-DBM-DOF Joint Memorandum Circular No. 1 Series of 2007 on the harmonization of planning procedures for LGUs and the MOA Signing between DOTC, DILG, DPWH and DENR with regards to truck load monitoring

The Regional Development Council, together with the Statistical Research and Training Center, conducted training on Statistical Forecasting and Projection Techniques on 24-28 September 2007 at the Goat2Geder Hotel and Restaurant, Butuan City. This training was conducted primarily to aid in the midterm assessment of the Regional Development Plan and in line with the Regional Development Council’s aim of capacitating its member agencies in development planning.
With the midterm updating of the Regional Development Plan, the RDC sees the need to update the targets and forecasts embodied in the RDP. As such, the conduct of this training is one of the tools which the RDC is using in making the RDP more responsive to the socio-economic realities in the region.
Dr. Lisa Grace Bersales, dean of the UP School of Statistics, was the resource speaker for the five day training. The training has the following objectives:
enhance the capacity of course participants to employ projection and forecasting techniques, using Philippine time series data, and the statistical software application E-Views; and
to introduce descriptive analysis, projection and forecasting of time series, as well as the use of non-structural statistical models, including exponential smoothing procedures and ARIMA models with the statistical software E-views
The training had as its participants staff from the RDC Secretariat, regional line agencies and local government units. The training has provided the participants with knowledge in making both short term and long term forecasts, which would be of help to them in their line of work.
The RDC shall tap the participants in the coming up of forecasts for various socio-economic indicators in the region. This will be valuable inputs not only to the midterm assessment of the Regional Development Plan but also to other plan documents and development activities as well

One of the conditions of the Memorandum of Agreement re Donation of Firetruck to the City Government is the organization of a Volunteer Fire Brigade. In preparation for the signing of this MOA, we are inviting all able-bodied and civic minded Tsinoys to join this worthwhile endeavor.
We need volunteers who are dedicated, who will respond to a call no matter what they may be doing at the time of need. We hope we can encourage our own group of volunteers to be as dedicated as the ones in Binondo. When a fire call is sounded they all respond, even in their office wear. They just
change into fireman's uniform while riding on the firetruck.
The reputation of the Volunteer Fire Brigade in Metro Manila is so good that they have received awards and recognition from various institutions, government and private. We hope to match their enthusiasm and dedication. Not so much because the name of the organization or the Chamber is at stake, but the whole Fil-Chinese community.

BUTUAN CITY- The Butuan City Council has recently approved some P840-M annual budget for 2008 while it allotted some P13.4-M each city councilors as Country-wide Development Fund, lone opposition councilor Atty. Lawrence Fortun said.
Last year, the Butuan City Government allots P760-M for its annual budget, some P80-M lower to this year’s budget.
Fortun claimed that unlike some highly-urbanized cities in the country that belonged to the “Billionaire’s Club” or having a billion peso budget, “Butuan City can’t afford the one billion peso budget as of the moment because of its low revenue collection”, Fortun added.
Butuan City has been declared highly urbanized city in the 80’s during administration of the city’s longest serving Mayor Figurado “Lado” Plaza, husband of former Butuan City Rep. Charito Plaza and uncle of the current Butuan City Mayor Democrito Diayon Plaza, II.
Earlier, Butuan City Mayor Democrito Diayon Plaza II has decided to convert more than 400 casual jobs at the Butuan City Hall into job order scheme for belt tightening measures.
The City Government is planning to raise business taxes this year to raise revenue collection to meet budgetary requirements.
The move has raised eyebrows among business sector’s group claiming the government must do is to increase job generation programs, raise tax incentives schemes to would be investors, lower power and communication rates which is allegedly high in Butuan City as compared to Cagayan de Oro and Davao, improved facilities such as road networks that are investor-friendly and creation of functional investment office that will intensify massive advocacy programs to entice local and foreign tourists and investors to the region.

Wala naba ang LCI ngayon? Unsa gusto mo ka pas pas dagan? kanang mag ginukdanay na magracing na sila sa highway kung kinsa una mkakuha pasahero? I remember dati nung meron pang Super5 bus biyahe sa CDO - Valencia, grabe mag gitgitan na sila sa RTMI kung kinsa makauna sa dalan... which is bad competition. Hakog man gud ang RTMI gusto sila lang magdominate kaya talo ang ibang mga bus company kung fair competition ang mangyari.
regjeex February 10th, 2008, 08:05 AM Im not sure kung wala na LCI kay way back 2003 before ko nag abroad i went to Davao and I didn't see LCI on the terminal and even in the highway malamang nasa Davao na sila. Before I like LCI kse new hahaha at mas mura ang fare compared to Bachelor... But i noticed na naka limang byahe na ang Bachelor eh ang LCI ndi pa napuno.. kay mejo malas sila sa Butuan. Well, ang Weena ng Davao.. grabe ang speed... mura kag nagsakay og roller coster...hahahaha... when i was in digos dami daw nag reklamo kse kahit nasa maliit at makitid na highway lang.. pas pas japon.. mao nga lagpas ko ba abot ko ug lain nga na lugar.... hahahaa... kay boycot ko sa WEENA...hehehehe at least dali ra abot.. hahahaha yon nga lang... suka suka sad ka... hahaha

a rewarding evening to all......with regards to reported cease of LCI bus operation in BXU it totally not true...thier plying...bxu - davao road in regular basis....ive seen them often cus our place is near the magsaysay viaduct...very much near...so erase those doubt..the dominace of bachelor express is a reality we have to face...another bus from davao..(lola yayang bus lines still operates bxu-davao route via nasipit port)...CLEAR!!!

PHILIPPINE Airlines yesterday extended its P88 promotional one-way fare on all domestic routes to Good Friday (March 21) and Black Saturday (March 22).
Another carrier, Cebu Pacific, had earlier offered more than 100,000 domestic seats for P1 one-way to travelers flying between Jan. 1 and March 12.
PAL’s “Holy Week Special” on its economy class seats is good between Manila and any of the airline’s 17 domestic points.
The promo fare excludes taxes and fuel and insurance surcharges.
“The special fare is already being sold at PAL ticket offices and accredited travel agents until Feb. 15, 2008. It is valid for travel from March 21 to 22 only,” the airline said.
The promo fare covers all PAL-operated flights between Manila and Bacolod, Butuan, Cagayan de Oro, Cebu, Cotabato, Davao, Dipolog, General Santos, Iloilo, Kalibo, Laoag, Legazpi, Puerto Princesa, Roxas, Tacloban, Tagbilaran and Zamboanga.

Anyways ndi naman sa minaliit yang bus na yan pero ung safety ba. Compare mo naman sa Bachelor or LCI when it comes tosafety masasabi mo na 85 percent (makina, gulong etc.) Can you see the difference? Kahit sabihin mo na mas mura lang ang fare ng bus na yan pero dapat mo ring isipin ang safety kase baka biglang tumirik sa daan diba? Pero no offend sa Lola Yayang ndi ko lang cguro alam kung meron din silang new buses diba... correct me if I'm wrong nalang... Pero wala byahe ang Phil tranco BXU to Davao no? I guess not.

the controversy arising from the conversion of 17 towns to cities that were protested by LCP which accordingly is unconstitutional has further eroded the role of the Lower Chamber hence they were the main actors behind this issue so I suggest we should take aside another issue on conversion here..alam namam natin na malayong malayo ang Nasipit sa sinasabi ng batas patungkol sa cityhood criteria...

MANILA, Philippines - Cinderella can’t get any more Filipino than this.
“Abadeha,” a local take on Cinderella, is a neo-ethnic rock movie musical that delves into that familiar story of sibling rivalry and mother-daughter conflict. It is told via a blend of indigenous culture and contemporary rock.
The movie was shot in the seaside town of Cabadbaran, a historic site near Butuan City, seat of the ancient Manobo kingdom in which the story is set.
It capitalizes on the values and virtues Filipinos still uphold today.
The movie was written, directed and produced by Myrna Dela Paz-Mulhern, a Filipino-American filmmaker based in Los Angeles.
Playing the title role of Abadeha is Suriya, a senior MassCom student and stage actress from the University of the Philippines Los Banos.
Abadeha’s prince is portrayed by Lauren Novero, who starred with Ricky Davao in the digital film “Pusang Gala.” He also acted in “Kaleldo” with Johnny Delgado and Cherry Pie Picache and in “Lambanog” with Luis Alandy and Danica Sotto.
“Abadeha” will be screened at the Robinsons Galleria Movieworld Cinema on March 22 to April 1.

The first Philippine words ever recorded were Bisayan, consisting mostly of Cebuano and a few Butuanon words.
The 160-word vocabulary was compiled by Antonio Pigafetta, the Vicentine diarist who wrote the most comprehensive account of the first circumnavigation of the globe.
Pigafetta recounts in his book that on Good Friday, 29 March 1521 he had written down words of the people of Mazaua.
“There [at Mazaua],” said Pigafetta, “I wrote down several things as they call them in their language. And when the king and the others saw me writing, and I told them their way of speaking, all were astonished.” (See Page 68, English translation by R.A. Skelton of the French Nancy-Libri-Phillipps-Beinecke-Yale codex, one of four surviving manuscripts of Pigafetta’s account).
The wordlist is called by Pigafetta
“Words of those heathen people”
to distinguish it from the 450-word
Malay vocabulary which he called
“Words of the heathen peoples of Molucca.”
As far as I can tell, no Magellan scholar or navigation historian or lexicographer has noted this historical fact that Pigafetta’s Bisayan vocabulary consisting of 145-160 words come from two languages, Butuanon and Cebuano.
Among the words picked up at the island port named Mazaua were “tuba nio nipa” which means your (”nio”) tuba which comes from nipa. An astonishing word also from this place is “Abba” which stands for their concept of their god.
Mazaua was an island whose king, raia Siaiu, was the brother of the king of Butuan, raia Calambu; the two were blood kins of raia Humabon of Cebu. The name of the island-port, Mazaua, is found only in Butuanon (also Tausug which is derived from Butuanon—it was brought by a brother of a king of Butuan to Sulu sometime in the 16th century). The Butuanon word “masawa” means brilliant light or dazzling light.
The wordlist is called by Pigafetta “Words of those heathen people” to distinguish it from the 450-word Malay vocabulary which he called “Words of the heathen peoples of Molucca.”
There are orthographic (spelling) variations in the Bisayan wordlists as found in the Italian Ambrosiana manuscript and in the French Yale manuscript. These are duly noted in the edition of the French Manuscript 5650 by the Belgian scholar J. Denucé. Thus, for example, the word for woman is “Perampuan” in Yale Ms. While it is “paranpoan” in the Ambrosiana. The word for married woman is “Babai” in the Yale, “babay” in Ambrosiana.

That nugget of wisdom popped into my head a couple of weeks ago in Butuan City, as I sat patting my mid-section after all but licking the plate on which had sat, just a minute ago, a slice of sans rival.
Granted, it had been a week of non-stop eating (details to come). But it was really the sans rival that led me to the edge of the cliff and pushed me over.
Our host, you see, lives next to his sister-in-law Margie's bakery. Nearly every meal closed with a parade, literally from the bakery's door to his, of wickedly delicious cakes, cookies, pastries. Sometimes a new batch would appear on the table just as we were finishing the old one, sorely testing my usual take-it-or-leave-it view of desserts.

But it was the sans rival that did me in. Sans rival, 'without rival' - a Philippine confection that demonstrates the usefulness of hyperbole.
Made of layers of meringue sandwiching chopped nuts and buttercream, and frosted with more buttercream, sans rival is deceptively (and dangerously) light and airy. Margie's version incorporates lots of toasted cashews (I've also had sans rival with pistachios) and buttercream that's little more than butter and plain sugar - so buttery, in fact, that it melts if the cake is left out too long. It's as much nuts as meringue and shows a brilliant balance of saltiness to sweet. Our companion, who took to eating leftovers for breakfast, wished for more buttercream between the layers. My hips thank god for this version's 'leanness', if that's the way to describe a cake sporting an inch of dairy fat frosting.
Margie is an inspired baker. Everything her workshop turns out is stupendous. But it was the sans rival that lured me back for seconds. Every single meal.
If you're in Butuan City or Davao you can sample Margie's baked goods at her son Macky's eateries (accompanied, perhaps, by - wait for it - latte made with rich carabao milk), Margie's Kitchen (Butuan City) and Margie's. Or place an order with one of the bakeries and carry something wonderful home.

Only Jollibee in Gaisano has a wi-fi facility. At Otis Mall you can access the net mallwide. A new Coffee Shop with wi-fi is about to open or maybe already opened at the back of Otis Mall Shell Station

BUTUAN CITY—The Philippines’ oldest tree has become an official tourist destination after the tourism department and local officials opened a tourist center near it in Magallanes, Agusan del Norte.
Officials inaugurated the center last week near the 500-year-old Bitaog tree, and it is expected to accommodate 200 visitors daily in the village of Caloc-an.
The tree was declared the Philippine Centennial Tree in June 1998 after a local historian, Florante More, nominated it as the country’s oldest tree.
“This 500-year-old tree has witnessed more stories than Jun Lozada,” Agusan del Norte Gov. Erlpe John Amante joked. He referred to the Senate witness in the probe into the scandal-tainted, $329-million national broadband network deal that was later scrapped.
The Bitaog’s trunk measures 290 centimeters, but although old, it is a sapling compared to the world’s oldest tree in California. The Great Basin bristlecone pine in California’s White Mountains, more popularly known as The Methuselah Tree, is believed to be more than 4,700 years old.
The Bitaog tree aside, Magallanes town, named after the Portuguese explorer Ferdinand Magellan, also takes pride in its rich history.
More said the first Catholic Mass was celebrated in Magallanes on April 8, 1521, and not in Limasawa. He cited as proof a marker erected during the time of Spanish District Governor Jose Maria Carvallo in 1873, which supposedly commemorates the first mass in Magallanes

In the last regular meeting of Task Force Kadiawan held at the City Administrator’s Office last Febuary 7, 2008, chaired by Asst. City Administrator Adeodatus Itao who represented Atty. Webb L. Racaza, it was learned that some revisions of forms used in the inspection/re-inspection of business establishments for “Operating Without Mayor’s Permit” and other violations of some local ordinances are to be implemented in the next scheduled operation next month.
EO No. EO 92-02 and 74-2003 of the local government signed by Mayor Democrito D. Plaza II creating “Task Force Kadiawan” to inspect, re-inspect existing business establishment which harbor a high level of human traffic, recommended for immediate closure of those found unsafe as in violation of existing laws, review their public safety and disaster preparedness plan, & ensure strict implementation of the Building Code, Fire Code and other pertinent local ordinances.
Through this Executive Order, the Kadiawan Team is given the authority to re-check business establishments operating within the city and determine its safetiness to the public or if these establishments violated any local ordinances. These two (2) teams are tasked to re-inspect business establishments where each Kadiawan Task Force Team consisted of members from various office which is well represented such as City Health Office, City Environment and Natural Resources, City Legal Office, Bureau of Fire Department, Zoning (City Planning Office), City Engineering Office, Tourism and Administrator’s. Each member office has specific function relative to the conduct of the day to day operation of business establishments.
According to Mr. Paul Cabrera, Team B Leader, during their last operation sometime in 2007, violation amounting to more or less Thirty Thousand (Php 30,000.00) Pesos was added to the city government’s coffers apart from the other violations committed in terms of building code, fire, sanitation, and others. Additionally, Team B confiscated some fruit games and illegal video karera were also fined.

In the recent ocular inspection of Mayor Democrito D. Plaza II at the old site of Butuan Medical Center, Langihan, this city, Engineer Enily Gayon, Chief, City Engineering Office has confirmed that the program of works for the proposed van terminal in the said area is now complete and work will soon start anytime this year.
The proposed terminal has an estimated budget of more or less Six Million (6 M) Pesos equipped with comfort rooms and waiting sheds. Meanwhile, a total rehabilitation of the old comfort rooms along with the repair of Langihan Premium Market will also start where additional stalls will be constructed to accommodate more small scale business proprietors.
It can be recalled that the old site of Butuan Medical Center used to be the “Ukay-Ukay” area where some of our Muslims Brothers conduct their trade. The streets within the vicinity is now cemented resulting to manageable traffic, de-clogging of drainage, and replacement of busted lights.

City of Butuan has been selected as one of the five cities all over the Philippines by Asia Foundation to participate in the activity entitled “Setting of Service Standards for business Permit and Licensing and Real Property Tax Administration”. This activity is part of the Transparent and Accountable Governance 3 (TAG 3).
The activity aims to :
Make city governments aware of the importance of service standards as a significant factor in implementing service improvements program
Come up with measurable set of service standards for Business Permit and Licensing Administration and Real Property Tax Administration
Link service standards to the evaluation and assessment of individual employee’s performance
Publish a Service Standards Workbook which will serve as a guidebook for the participating cities and other cities interested in service improvements.
TAG 3: Local Governance in Mindanao Project to be conducted in the City of Butuan on February 13, 2008
In order to strengthen local governance mechanisms, the Asia Foundation through the Local Governance in Mindanao Project, the TAG 3, will extend its technical assistance to the City of Butuan. The identification, prioritization and consensus building aims to assist the city to identify and determine the possible local economic governance area where TAG 3 technical assistance will be extended to improve overall business environment, increase competitiveness, and increase city revenues for additional services and projects.
The activity aims to help the stakeholders to :
Review the present economic directions, plans and programs of the city;
Familiarize themselves with the Competitivness Drivers and Indicators;
Identify and prioritize concerns per competitiveness driver;
Identify specific and doable actions that will address priority concerns for each competitiveness drivers;
Come to a consensus on the relevant areas to be taken for the next 1 year; and,
Identify the members of a Technical Working Group (TWG) to set action steps into motion.
This one day event will be attended by the City Mayor, the Vice mayor, membes of the City Council and heads of the City's various departments/offices, business sectors, civil society organizations and one head of the Department of Trade and Industry.

* i'll be visiting some relatives in cabadbaran by next week and im doing soem research on how to get there. it seems that butuan is the nearest place na may airport (i'll be coming from Iloilo via cebu or baka mag manila muna ako :lol::lol: )
* how long is the travel time via public transpo from butuan/cagayan de oro to cabadbaran? magkano naman po ang pamasahe?
* also im considering going there by boat and nasipit is the nearest aside from CDO. pero once a week lng ata.

From Cebu there is an early morning flight 5AM every MWF to Butuan (Cebu Pacific). From Manila PAL flies 10x a week to Butuan while Cebu Pacific has a daily flight. From Butuan, Cabadbaran City is just 29 kms away. Travel time is less than 30 minutes by bus, or van and around 40 minutes by jeepney. From Nasipit, Butuan is 24km away. Travel time to Butuan is less than 20 minutes by bus or jeepney. If you take the plane whether via cebu or manila, you have to get your ticket now in Ilo-ilo to be able to get a seat due to many passengers with not much planes to serve. The fare from Butuan to Cabadbaran is less than P50 on aircon buses.

Caraga an adventurers destination
The deepest waters in the country, one of the deepest in the world lies just off its shores.

Composed of four provinces--Agusan del Norte, Agusan del Sur, Suriago del Norte, and Surigao del Sur--and three cities--Butuan, Surigao, and Bislig--Caraga is the land of extremes and superlatives. The 13th region of the country is preparing to surprise the world with its cultural and historical riches as they gear up to play a major role in the country's tourism. As Caraga celebrated its 13th founding anniversary in Wow Araw ng Caraga last February 20 at the Almont Inland Resort in beautiful Butuan city, DoT secretary Joseph "Ace" Durano and Caraga's tourism region offiials announced upcoming developments in Caraga's tourism program.
"Our development and progress are pieces of a complicated landscape with varied tourism potentials and highly educated human resource waiting to be discovered. As we look back on our past and see how far we have come, we must also look out beyond the horizon at the challenges and prospects ahead," regional tourism council chairperson of Caraga Hon. Leonides Theresa B. Plaza said.
Pushing the tourism envelope further is one of the Philippines' most important archaeological finds in Caraga's Butuan city. A spectacular display of historical artifacts and cultural heritage in Butuan's National Museum and in the Balangay Museum Shrine is a must see for history enthusiasts. Unknown to many, the oldest watercraft in the Philippines, the balangay, is found in Butuan City. Carbon dated by a Japanese archaeologist back to 320 AD, the balangay relic is even more ancient than the Vikings of Norway. This national treasure is kept preserved and enshrined on the spot where it was found. Also, wooden burials of our ancestors have been unearthed in this city.
Reliving the glory of the balangay Archaeological findings and historians' accounts on the balangay only prove that Filipinos were able to travel in large numbers and were also able to set sail towards other countries. A balangay (where the word barangay came from), is a royal boat which used to house the families of datus and rajas during the early civilization in the history of the Philippines. These boats could house up to 30 people and were constructed in a way that it could pass through narrow waterways such as rivers and streams.
After almost two thousand years, Butuan City, through the combined efforts of the local tourism council and the DoT, will bring back the glory of these national treasures with the launch of the balangay river cruise. Six months from now, tourists will have the opportunity to experience history by riding any of the two 30-seater balangays which will sail through 800m of the Agusan river and will pass through 21 river barangays. These barangays will showcase Caraga's different historical sites and artifacts, and will also be the site for different activities. The first stop will be the ruins of Bansa, the first Catholic church in Mindanao and where the first Catholic mass was held, according to. Greg Hontiveros, a Butuan historian and author of the book "Butuan of a Thousand Years" states that "The efforts of the DoT (are) good. I'm quite active as (part of the) private sector in their different activities. So much has to be done but there are serious efforts from the DoT," Hontiveros says.
The rebirth of the balangay
"We saw it as a great start; a river cruise is a great motivation for the people to take care of the river… what will attract foreigners and tourists is the experience of being in a balangay, one of the oldest forms of water navigation," says Sec. Durano.
Plaza adds, "We are also tourists and with our history, it has more reality than the rest…We have abundance of creativity and commitment here in our region. Let Caraga be a bulwark of change, a model of successful development for all our people,"
These efforts of Caraga will be supported by the Department of Tourism with a funding of 2.5M to jumpstart the balangay project. "Only when we link community and livelihood can we promote, protect, preserve our culture and environment, [it is a] great motivation for people to maintain their community. In a river cruise the most important component is a river, and there it was. All Butuan needed was to put in the system and necessary tourist services," DOT Sec. Joseph "Ace" Durano said during the Wow Araw ng Caraga. "We are pushing products outside of beaches- in fact, in the upcoming International Travel Bourse in Berlin next month, we are going to promote a new platform for Philippine tourism and calling it "Adventure Philippines", and the Caraga region will be one of the major highlights"

Stay informed and updated about what is happening in our country. It's so easy to stay in our comfort zones and just turn a blind eye on what is happening to our country especially if we aren't directly affected by these problems. Find time to read the newspaper, watch the news on TV, surf the internet or listen to the radio.
Organize discussion groups among your friends and peers to discuss current issues in our country. Don't be apathetic and encourage your friends to also know more about what is happening to our country. By talking about these issues, you are able to make more people aware and ultimately be made more vigilant against rampant corruption in our government. The government is just waiting for us to stop talking about these major scandals such as the corruption-laden ZTE Broadband Deal, Hello Garci and the 1 billion peso Fertilizer Scam, let us not allow them to get away with it by ensuring that these issues are very much in the minds and consciousness of the general public.
Share your thoughts and opinions to the public by writing Blogs on what you think about these current events and national issues. Many Young Filipinos maintain Livejournal, Blogger, Friendster, Multiply and Facebook accounts and these can be used to make many other Young Filipinos aware of what is happening to our country. Use these internet tools to post and promote statements by credible institutions and individuals on the current state of our country. You can even make a video blog expressing how you feel and sharing your thoughts. Whether you are Pro-GMA or Anti-GMA, it doesn't really matter as long as you are able to take time out to think critically and share your thoughts with others. Support the Sumilao Farmers. Its been more than 10 years now since they held a hunger strike, they walked more than 1,500 kilometers last year to bring public awareness to their cause and they still don't have their land. Pres. Arroyo met with them and promised to give them back their land but two months have passed and nothing has happened.
Take a Stand and Join activities that will promote greater Truth, Accountability and Reform in our government. A good friend of mine once told me that even if we replace our President nothing will change in our country unless we put into place policies and mechanisms that will ensure Truth, Accountability and Reform in our government and its leaders. Examples of such are the lifting of E.O. 464 which bans any Cabinet member from appearing before Senate hearing without the President's consent and revising the Government Procurement Act to ensure greater transparency in the use of taxpayer's money. Billions of Pesos are lost to corruption every year and that money can be used to send more students to school, build homes for the homeless and provide quality healthcare to every Filipino, will we just allow this to happen?
If you can, don't leave the country. Many of our best minds like our teachers are leaving the country in search of better opportunities and the effects are already showing in our public schools where there is a lack of highly skilled English, Math and Science Teachers. I totally understand and don't blame those who come from very poor families which decide to work abroad to provide a better quality of life for their families, some of them may have no other choice than to leave. But for those that have a choice and live a relatively comfortable life here, then I hope you can consider staying and working here to contribute towards moving our country forward. For those who decide to leave, I hope you don't forget to give back to the Philippines by helping send a poor but deserving student to school or sending books that our public school students can still use. Register and Vote. In my conversations with my students, they told me that many of them failed to register for the last elections. Their reasons varied from being too lazy to stand in line to not being interested at all to vote. Our right and duty to select our leaders is one of the main pillars of our Democracy and if many of us fail to exercise this right properly or exercise it at all then we have no right to complain about how bad our leaders are. In voting we are given the opportunity and power to select the right leaders that will help solve our country's most pressing social problems in the fields of education, health, shelter and employment.
Write letters to your Congressmen and Local Officials. Many of my friends always complain about the services that our government provides and yet when I ask them have you brought these complaints to the proper authorities, they just shrug and say no. If we want something to change with how our country is being run then we have to tell our leaders what we think they should do. Remember the reason that they are there right now is because we voted for them and at the same time they are spending money from the taxes that we pay, so I think we have the right to engage them by informing them about our stands on certain issues.
Volunteer your time and Share your skills for causes that are bigger than yourself. According to studies on what makes people genuinely happy, being able to help and take part in causes that are bigger than yourself is one of the most fulfilling and happiest experiences. There are so many non-profit organizations and foundations that are currently doing their own share in helping change the Philippines but for them to reach more people and do more good work, they often need volunteers who can commit time to help in their activities. For example, Pathways to Higher Education-Philippin es needs volunteer tutors who can commit 2-3 hours a week to help poor but deserving public high school students gain access to quality higher education. Another example is Museo Pambata which looks for volunteer tour guides and storytellers who can help in entertaining and educating children who visit the Museum. Pray, Reflect and Act. Take time everyday to pray for our country and ask God to lead you towards what you can best do to help our country. The challenge here is that we just don't end with prayer and reflection but rather our prayer and reflection should lead us towards doing something concrete in helping our country. I have always believed a Faith that does not do Justice for the poor and powerless is nothing since for us to be truly called Christians then we need to follow the example of Jesus Christ who not only preached social justice but more importantly lived this out in his way of life.

Zonesa) Nasipit Agusan del Norte Industrial Estates (NANIE). This is an LGU-led initiative which
was conceived to harness the locational strength and competitive advantages of the area
along local and international trade. NANIE is a 296-hectare industrial estate closely packaged
along the entire cove nestling the port that leads into and out of the busy town of Nasipit,
Agusan del Norte and the rest of Mindanao. Sixty-two (62) hectares of this area is a
Special economic Zone. The site has been categorized to host light and medium industries
engaged mostly in agro-industrial processing.
Aside from the initiatives undertaken by the Local Government of Nasipit and the province
of Agusan del Norte which led to the construction of the PMO administrative building, there
was no major development undertaken in the area. Recently, two locators have shown
desire to locate in the area and are now conducting the feasibility studies and the availability
of raw materials that will be needed in their operation. With the financial constraints
experienced by both local and national government in providing site development, the region
should identify operational and workable strategies to accommodate these locators;
b) Tubay Agricultural Processing Center (TAPCEN). The TAPCEN is a private initiated
processing center designed to cater to the needs of the agricultural sub-sector in Tubay,
Agusan del Norte. The center, covering more than 200 hectares is owned and managed
principally by the AMS Group of Companies. The center was not able to jump-start due to
delay in the approval of the Environmental Compliance Certificate (ECC) by the DENR
Secretary.

Philippine Nickel Corporation or PhilNICO covering more than of 105 hectares. The LGU
supported the re-operationalization of the industry as it will contribute significant benefits to
the locality. At present, the proposal for the re-opening has been submitted to the BOI for
possible tying up with interested investors of the industry; and
b) Shannalyne Technological and Environmental Park (STEP) in Agusan del Sur. The STEPcovering a total area of 258 hectares was declared as Special Economic Zone through
Presidential Proclamation No. 17 dated March 12, 2001. This industry will specialize on the
processing of wood-based products for local and foreign markets. The operation has been
suspended due to some technical problems.

Butuan City (March 10) -- Coping with the demands of global challenges, the Province of Agusan del Norte formally launches today, March 10, 2008 its official website, in support to the efforts of the national government in the implementation of electronic governance nationwide.
In a ceremony conducted this morning at the Provincial Capitol, Gov. Erlpe John Amante pointed out the importance of the website, where, according to him, the website was not only developed to go with the global information trends, but as well as to promote the province through the world wide web.
"One of the main reasons of having this project is for us to bring the province of Agusan del Norte closer to the world in promoting our tourism industry, as well as to show transparency in our governance because all the surfers want to know can now be accessed on this website since business transaction and public bidding can be done here", Gov. Amante said.
With this development, according to Gov. Amante, foreign and local tourists alike can now get the information they want from the province especially in terms of tourism industry. "Foreign and local tourists can also get information on the tourist destinations in the province", he said.
Among the services offered by the website are Travel Guide and Tourism which includes local heritage, culture, history, destination, delicacies and other tourism-related information.
Product Advertisement is another service offered by the website that is used to promote and market the products of the Agusanons.
An Interactive Forum is the third service that addresses issues and delivers news on a particular subject. Next to interactive forum is the Public Announcement that offers timely and lively information.
To get the latest news and events about the respective places in Agusan del Norte and neighboring districts, an option on Information News can be obtained by clicking the option button.
Want to know job vacancies in the provincial government? An online job posting service is available where other offices and departments can post job hirings. Available forms can also be downloaded in this site.
The website was developed by the Management Information System (MIS) division of the provincial capitol headed by Mr. Joven Ybañez, and can be browsed at www.agusandelnorte.gov.ph.
In an interview with Engr. Leo Urbiztondo, Information System Analyst of the MIS division, their team was able to develop the website for about six months and with their expertise, the website was uploaded on the Internet on January 15, 2008.
When asked on the maintenance of the website, Urbiztondo said the MIS division headed by Mr. Ybañez, is updating all the information found on the website at least twice a week to ensure that latest news and information will be given to the web surfers.

In an interview conducted recently, Sec. Durano said that tourists are now looking for another attraction and experience while they are in Siargao for surfing. "With this development, DOT finds "Magpupungko" lagoon a perfect place to develop", Durano said.
To date, Sec. Durano said DOT has allocated around P1.6 million as a share to the municipal government in developing access roads and basic facilities around the lagoon area.
Sec. Durano added that DOT's share was already given to the municipal government of Pilar for them to implement the project as soon as possible. Durano also said that he has already signed the memorandum of agreement which means that the project will be realized soon through the local government unit of Pilar as the implementing body.
Meanwhile, Sec. Durano also announced that the Agusan River Cruise Development Project for this city has been approved and assured that before this year ends, the said project will be materialized and will draw local and foreign tourists to visit the city. "Here in Butuan City, the Agusan River Cruise Development project has been already approved and expect that before 2008 ends, local and foreign tourists will be coming over to experience river cruising", he said.
True to his commitment to give additional tourism development in the region, Sec. Durano is optimistic that with the efforts of the national government in strengthening tourism, the country's economy will continue to soar high. (PIA-13)

This was announced by Caraga Region's Cabinet Officer for Regional Development (CORD) and Department of Tourism (DOT) Secretary Joseph Ace Durano during his visit to the city to grace the 13th year anniversary celebration of Caraga Region held recently in one of the local convention centers in this city.
Sec. Durano, in an interview with the local tri-media said that DOT has already given its share, through their regional office, amounting to P2.5 million for the immediate development and implementation of the Agusan River Cruise development project.
Sec. Durano added that with the success of the Loboc River cruise, it is possible that with the city's own version, same will happen or may even surpass Loboc's floating restaurants and river cruising, having drawn tourists from all the corners of the globe.
"One advantage of the Agusan River compared to Loboc River in Bohol is the area which is bigger compared to Loboc, considering that Agusan River is one of the longest rivers in the country, connecting Davao and Bukidnon rivers", Sec. Durano said.
When asked by the local media if the city government and the DOT have plan of dredging the river more particularly at the river's opening in the municipality of Magallanes, Sec. Durano said there is no need to do the dredging since the boats to be used as floating restaurants are not as big as barges that may cause a problem.
"We will only be converting two or three big pumpboats by connecting them, and from there, a restaurant will be constructed just like the floating restaurants in Loboc. So, there is no need to do river dredging", Sec. Durano said.
However, Sec. Durano said, additional infrastructure projects is expected to be constructed such as warfs that will serve as waiting areas for those who will experience river-cruising.
To date, Sec. Durano said, the local government, in collaboration with DOT Caraga Regional office is on the process of finalizing everything for the immediate implementation of the project. (PIA-13

1. THE AGUSAN RIVER
This is the biggest and longest navigable river in Mindanao. A cruise along the river Barangays reveals so much Butuan's history, culture, arts, and people. As a tribute to the Patroness of the Agusan River Senora Sta. Ana, the ABAYAN Festival was born - a day long celebration of Baroto races and fluvial procession at the Agusan River.
2. MT. MAYAPAY
Looming southwest of Agusan Valley is the majestic mountain plateau, an intersting landmark in Butuan City. It is 2,212feet above sea level.
Mt Mayapay got its name from the ancient Madjapahit empire. The Madjapahit Empire ruled over many parts of Asia in the 10th and 11th century.
The history behind the Sri-Vishaya period bears much meaning and influence of Butuan's pre-historic and archeological discoveries.
3. MT. HILONG-HILONG
A challenge for mountain climbers who would venture on the undiscovered passages of Mt. Hilong- Hilong. The 2,012 tall Mt. Hilong-Hilong is known to be the second tallest mountain in the Island of Mindanao. Waterfalls and a lake reputed to be enchanted are among its special features.
4. LAKE MAINIT -
Located in the towns of Jabonga and Kitcharao in Agusan el Norte and Mainit in Surigao del Norte, Lake Mainit is the third largest freshwater lake in the country constituting an approximate surface area of about 14,000 hectares with 50 kilometers of shoreline.
5. SAK-A FALLS - RT Romualdez
Cascades over huge boulders bordered by vegetation of towering trees and giant ferns.
6. TAGNOTE FALLS - RT Romualdez
Cascading water is broken by boulders which also serve as diving ponds for bathers.
7. HUMULOOG CAVE - RT Romualdez
The cave boasts of mysterious stalagmites in its echoing chambers.

HISTORIC MAGALLANES MARKER
It was erected in 1872 under the leadership of Gov. Mar Carvello. It is in commemoration with the celebration of the First Mass in Mindanao which was held on April 8, 1521.
THE BALANGAY SHRINE MUSEUM
Just 5 kilometers from the City lies the graveyard of the Balangay I dated 320 A.D. or 1620 years old. This wooden plank-built or edge-pegged boat average 15 meters in length and 3 meters wide across the beam. To date, 9 balangays have already been discovered in the Ambangan and Libertad Sites. In no other locality in the Philippines or Southeast Asia for that matter, has there been such a rare and extensive discovery of the maritime vessel and cultural relics associated associated with an affluent seafaring in this part of the globe except Butuan.
THE BUTUAN REGIONAL MUSEUM This museum is repository of the historical and cultural materials and artifacts that proves Butuan's pre-historic existence and rich cultural heritage. there are two galleries. The archeologicdal Hall and the Ethnological Hall. Specimens of stonecrafts, metal crafts, woodcrafts, poteries goldsmithing, burial coffins, and other archeological diggings are exibited. At the Ethnological hall are exhibits of of temporary cultural materials the Butuanon or every Filipino for that matter used for a living.
DIOCESAN MUSEUM OF ST. JOSEPH CONVENT
It showcases collection of religious and liturgical arts and materials used by Religious Missionaries of Agusan and Surigao Provinces. The collection ranges from all kinds of Church vestments and paraphernalia.
NIPA WINE DISTILLERY
Location: Barangay Babag
"LAKSOY" is a local wine made out of indigenous Nipa Palm that abound in Butuan. It goes through a process of fermentation from a crudely made vat only a native Butuanon can ingenuously produce. Laksoy is definitely one of the best tasting local wines in the island.

BUTUAN CITY: The city government has recently introduced a unique cruise along the Agusan River to attract foreign and domestic travelers seeking to explore the scenic places in the Mindanao region, the Department of Tourism (DOT) said yesterday.
The department said that one of the special highlights of the attraction is that visitors will be sailing along the Agusan River, which is the country’s third longest, on board a replica of a balanghai, a water vessel that dates back to some 1,700 years ago.
Tourism Secretary Ace Durano said the proposed project will surely help boost the tourism industry not only in Butuan but also in the nearby Caraga provinces.
“We are always on the lookout for great projects for tourists and this is one of them. We believe that this will be a great attraction to both local and foreign visitors because of the historical value of the balanghai,” Durano added.

Butuan City — “Caraga Region has strong potential to have bright future in tourism industry”, said Department of Tourism (DOT) Secretary Joseph Ace Durano in a roundtable discussion with the members of the local press.
With the issue of the mining industry that is taking place in the region at present, Sec. Durano is still optimistic that with the tourist destinations that are already discovered and still to be discovered in the region, tourism industry is still one of the factors to be considered in uplifting the economic status of Caraga.
Sec. Durano added that Caraga, by nature, has a lot to offer in the tourism industry. “We know where is the location of the mining industry in the region, and yet, there are still number of tourist destinations that our region can be proud of. This is the reason why DOT, in collaboration with the local government units, are developing these tourist sites to gain additional income”, he said.
When asked if there are plans for the national government to put up or develop first-class resorts and hotels within the area of the tourist sites in the region, Sec. Durano said that in Caraga, adventure tourism is being promoted.
With this kind of tourism, foreign and local tourists will not look for five-star hotels and resorts or concrete roads. “They love to stay in a nipa hut, as much as they love adventure, as long as there is a toilet and a bathroom for them to use”, he added.
Moreover, Sec. Durano informed the local media that adventure tourism is set to be launched next month in Germany where Caraga region is included as one of the places to be featured in the package. (PIA-13)

This was the opening statement of Sec. Durano in a press conference conducted during the 13th year anniversary of Caraga Region held in a local convention center in this city.
According to Sec. Durano, the SONA projects will be materialized through the efforts of the Department of Public Works and Highways (DPWH) who is the lead agency in the construction of farm-to-market roads, public school buildings and other developmental projects.
Sec. Durano also said that as CORD in Caraga, it is his responsibility to relay to the President during cabinet meetings what are the delayed projects that need to be prioritized in the region. “Through this, we can expect appropriate action in the cabinet level”, he said.
Durano added that being the DOT Secretary, it is also his desire to improve and strengthen tourism development in Caraga Region, where, as of press time, DOT allocated 2.5 million pesos as the department’s share to the City of Butuan in the development of Agusan River Cruise project. “Before the end of this year, river cruising will start that will surely draw local and foreign tourists to visit the city”, he said.
The statement of the Secretary was also supported by Caraga Tourism Council Chairman and former Butuan City Mayor Leonides Theresa Plaza by saying that everything are already in place for the start of the implementation of the project.

Straddling over the eastern side of Cabadbaran City and RTR is Agusan del Norte and Caraga’s highest peak. Seven major waterfalls, an ancient rock art, a carpet of giant white Anthuriums, undetermined number of virgin caves, nesting sites of the critically endangered Philippine Eagle, habitat of the Philippine Wildcat, Flying Squirrel, Tarsier, a microscopic flower not found anywhere else in the Philippines (German botanist circa 1920) and an endemic pitcher plant (nepenthes petiolata) are just some of its main features. By degree of difficulty, it is recommended to climbers with experience only. A climb to the peak via Malvar Trail takes 4 ½ to 5 days. This mystical mountain was venue to the 17th National MFPI Mid-Year Climb in 2002.
Mt. Mabaho (1,823 m. asl)
Besides being Caraga’s second highest peak, it is also the K2 of Mindanao. Its massive peak of wet solid rock rising acutely to 80-90 degree angle makes it hard to climb without gears. Known to natives as “Panlabaw”, it is an intriguing destination for experienced mountaineers, technical climbers and extreme adventures. Location: Santiago

Located in Brgy. Del Pilar, Cabadbaran City is another high peak. Among its features is Lake Balwang. It is negotiable in 3 1/2 - 4 days. It was venue to MFPI’s Mindanao Climb in 1997.

Agusan del Sur is a landlocked province of the Philippines located in the Caraga region in Mindanao. Its capital is Prosperidad and borders, from the north clockwise, Agusan del Norte, Surigao del Sur, Davao Oriental, Compostela Valley, Davao del Norte, Bukidnon, and Misamis Oriental.
Demographics
In 2000 the province had a population of 559,294. This represented an increase of 44,558 persons or 7.96 % since 1995. The annual population growth rate was 1.79 %. There were 103,637 households with an average household size of 5.39 persons. The population density was 62 persons per square kilometer with a male to female ration of 107:100.
The dominant religion is Roman Catholicism (79% of the population). Other major religions include the Seventh-day Adventist Church, Aglipay, Iglesia ni Cristo, and the United Church of Christ in the Philippines.
Five tribal groups are found in the province: Aeta, Mamanwa, Bagobo, Higaonon, and Manobo. The Manobos live along the national highway and river towns towards the boundary with the Compostela Valley. The Higaonons live mostly on the western side of Agusan River, generally in Esperanza towards the boundary with Bukidnon.
The Agusan del Sur population is predominantly composed of immigrants from the Visayas. Intermarriages between immigrants and natives have pulled down the percentage of the lumad stock.
Economy
Based on the 1995 census, 75% of the labor force is engaged in agriculture and forestry. Rice, corn and fruits are among the major agricultural crops.
Human resources
Agusan del Sur has a labor force of 287,000 people, mostly in the agriculture and forestry sector. Several colleges, including a university, add to a well educated, highly trainable, English-speaking workforce. The province also keeps abreast of technological developments elsewhere, with some of these educational establishment offering skills development courses in Information Technology.
Agriculture
Rice occupies the largest cultivated area, with 243.85 square kilometres of irrigated area with a yield of 410 t/km², and rainfed rice with an area of about 165.73 km² with a yield of 300 t/km². The province's rice production has the estimated capacity to feed 1,072,456 people -- far more than the provinces population. Ironically, rice insufficiency persists, especially in the upland and hard to reach barangays.
Corn plantations cover 255.25 km² for both white and yellow corn with a total production of 55,767 t in 2000 with surplus corn grits of 31,106 MT enough to feed more than 2 million people, four times greater than the province's population.
Banana is another abundant crop covering an area of 127.45 km² and could be seen everywhere but not in conventional plantation form. Banana chips are also processed in the province.
Oil palm plantation covers 118 km². The plantation is a Malaysian-Filipino joint venture, with agrarian reform beneficiaries as land owners. Crude oil is processed in the sites of Rosario, and Trento.
Coconut trees are widespread in the province, covering 393.36 km².
Poultry and Livestock
Despite of the government's efforts to increase poultry and livestock production, deficits in meat supply persist. Processed poultry and beef are imported from Davao City and Cagayan de Oro City.
Fish
Agusan del Sur is highly dependent on Surigao del Sur and other provinces for the supply of marine products. However, the province has abundant supply of fresh water fish like mudfish, catfish and tilapia.

In 1976, the province's land area was 8,568 square kilometres, making it the seventh largest province in the country. After claiming the disputed boundary between Davao del Norte, Butuan City and with the creation of Sibagat, Agusan del Sur now has an area of 8966 km².
The municipalities of Loreto, La Paz, Esperanza, and San Luis are the four largest municipalities in land area comprising almost 60 % of the provinces total land area. Santa Josefa and Talacogon, also river towns, have the smallest land area.
Forestland constitutes 76% of the total land area or 6,827.5 km² while the alienable and disposable constitutes about 24% or 2,137.5 km². Present land use, however showed that settlements and commercial areas already occupy some of the forestlands.
Through the years, the province has lost so much of its forest resources because existing industries are extractive in nature.
Topography
Agusan del Sur is an elongated basin formation with mountain ranges in the eastern and western sides forming a valley, which occupies the central longitudinal section of the land. The Agusan River, which flows from Compostela Valley in the south towards Agusan del Sur in the north, runs almost in the middle of the valley and empties at Butuan Bay. The river has twelve tributaries: Wawa, Gibong and Simulao Rivers in the eastern side and Ojot, Pusilao, Kasilayan, Libang, Maasam, Adgawan, Cawayan, Umayam and Ihaon Rivers in the western side. These tributaries are fed by streams and creeks. The southern half of the province from the municipality of Veruela is an area filled with swamps and lakes, the biggest of which is Talacogon Lake.
Climate
The province is geographically situated below the typhoon belt but is usually affected by depressions forming in the typhoon regions of Visayas and the province of Surigao del Norte. The climate map of the Philippines based on the modified coronas classification shows that the province falls under Type II.
Type II climate has no dry season with very pronounced wet season of heavy precipitation. Maximum rainfall generally occurs from December to January although there is no single dry month. Its average monthly rainfall is 355 mm. and average humidity is 27.15 degree Celsius. Areas characterized by this climate type are generally along or very near the eastern coast thus are open to the northeast monsoon.
History
The Agusan Valley was settled by a variety of cultural communities like the Manobos, Mamanwas and Higaonons. Archeological excavations in the lower Agusan valley plains have uncovered evidence of strong relationships between the region and the Southeast Asian states. A golden image of Javan-Indian design unearthed in the 1920s and molten jars uncovered in Prosperidad are indications that the region had commercial and cultural ties with the coast.
The Augustinian Recollects established a mission in Linao, in the vicinity of present day Bunawan, in 1614. However, mission work was hampered by the hostility of the surrounding Manobo tribes. At the height of the power of the Sultanate of Maguindanao in the mid-17th century, the Manobos of the Agusan Valley were in alliance with Sultan Kudarat. Linao was attacked several times during the 1629 Caraga Revolt and the 1649 Sumuroy Revolt. Nevertheless, the Recollects were able to establish themselves in their mission work, and remained there until the middle of the 19th century.
In the late 19th century, the Recollects (under protest) turned over many of their mission territories, including those in the upper Agusan region, to the reconstituted Jesuit order (the Jesuits had been banned by Papal edict in the 1760s, and ejected from the Philippines in 1768). Missionary work was interrupted by the Philippine Revolution when the Jesuits either fled or were arrested by revolutionaries. During the American occupation, lumbering became an important activity in Agusan del Sur. Visayan migrants settled in the cleared plains, pushing indigenous communities farther into the mountainous slopes.
The territory of Agusan del Sur was governed as part of the province of Caraga during most of the Spanish period. In 1860, it was placed under the comandancia of Butuan, a district of the province of Surigao. In 1914, the province of Agusan was created by the American government. Agusan was divided into Agusan del Norte and Sur in 1967 by Republic Act 4979.
Founded in 1942, The Japanese troops landed in the province of Southern Agusan.
In 1945, The Allied Philippine Commonwealth troops and the Filipino guerrilla units entering in the province of Southern Agusan beginning the attack of the Japanese Imperial forces defeated by successful from the Filipinos during the Second World War.
The province of Agusan del Sur was born on June 17, 1967 under Republic Act No. 4969 providing for the division of the province of Agusan into Agusan del Norte and Agusan del Sur. In January 1970 the first set of provincial officials assumed office after the provincial election of November, 1969. The same law provided that the capital of Agusan del Sur shall be the municipality of Prosperidad. The Government Center has been set up in Barangay Patin-ay.
Hon. Rufino C. Otero was elected as the first Provincial Governor and Honorable Democrito O. Plaza the first Congressman in the election of November 1969. The term of office of Congressman Democrito O. Plaza would have continued until December 1983 had it not for the proclamation of Martial Law on September 21, 1972, which in effect abolished the Congress. When the Interim Batasang Pambansa was convened in 1978 after almost a decade of absence under the martial Law, Hon. Edelmiro Amante represented the province in the National Assembly.
Cultural history
Agusan derived its name from the local dialect, "agasan", meaning "where the water flows", referring to the great river splitting the land and meandering south to north in a 250-kilometer rush to Butuan Bay. Agusan River - the third largest in the country - served as highway for the Spanish colonizers in gaining access to inner north-eastern Mindanao.
The history of Agusan del Sur is essentially linked with that of its sister province, Agusan del Norte, for most of their historical existence, they were but one province under one governor or under one local civil government.
Agusans pre-hispanic cultural history is traced back to the great influence of the Majapahit Empire through the discovery of an eight-inch (200 mm) tall image of a woman in pure gold at Maasam, Esperanza in the early 1920s and molten jars unearthed at Bah-bah, Prosperidad. The aborigines of Agusan del Sur are the ancestors of the present day Mamanwas, who were driven to the hinterlands by waves of Malay immigrants. These immigrants, in turn, sought the protection of the interior jungles because of the forays and the constant raids of "moro" pirates. The "moros" being sea-faring people confined themselves to the coastal areas, where they started their settlements.
Highlights
Gibong River
The Gibong River is a stretch of water with a view of unharmed vegetation in its banks. The river is the only gateway to Binaba Falls. It is also the source of water supply irrigating some 60 square kilometres of rice fields of three municipalities in the province.
Binaba Falls
The Binaba Falls is situated in the heart of a jungle-like foot of the mountain, with clear waters emitting from the springs, cascading onto boulders of limestone. The falls offer a very refreshing bath after a fifteen-minutes ride on a motor-banca from the mini wharf of Prosperidad town passing along the Gibong River.
Bega Falls
Reputed to be the haven of beautiful ladies according to legend, Bega falls has a forest breeze that will surely ease up tired visitors and tourists after an hour hike from an access road. Exotic hanging ornamental plants can also be seen in its vicinity and along the way.
Tugonan Falls
The name derived from the word "Tugon" meaning a promise, Tugonan waterfalls in Barangay San Lorenzo of Prosperidad Town offers a natural wonder where one will surely promise to come back after a visit. The towering trees on its vicinity with wild ornamental plants and orchids hanging on branches, one could have dreamed having gone to paradise.
Agusan Marsh
Agusan Marsh is one of the most ecologically significant wetlands in the Philippines. Found in the heart of Mindanao's Agusan Basin, this vast expanse of marsh covers an area roughly the size of Metro Manila. It contains nearly 15 % of the nation's fresh water resources in the form of swamp forests.
During the rainy season, when the water rises to create large lakes, vast number of ducks come to Agusan Marsh to nest. In the dry months, thousands of birds come from as faraway as Japan, China and Russia to escape the chilly winter winds of Northern Asia. Over 200 individual species have been known to spend at least part of the year in the marsh, making it one of Asia's most important transit points for wild birds.
In the very heart of the marsh is a semi-permanent lake where many square kilometres of lily pads, hyacinths and other hydrophytic plants spread out like an enormous green quilt. In the dark tea-colored waters live untold numbers of catfish, carp, soft-shell fresh water turtles, and crocodiles.
Agusan Marsh is also host to "Wonderland", where you can see natural "bonsai" trees crafted by nature. It can be reached from Barangay Caimpogan or from Barangay New Visayas in the municipality of San Francisco.
The tiny community of mostly ethnic Manobos have made their permanent homes deep within the marsh, living on floating homes. The small houses made of bamboo and nipa lashed to hard wood logs, freely rise or fall with the level of the marsh itself. The marsh provides virtually everything the Manobos need

Scuba Diving
The province’s 102 kilometers of marine coastline has 8 prime dive sites. Diving in Carmen is an excellent 80 ft. of visibility. Reef life is rich with soft and hard corals plus abundant reef and pelagic fishes. Profile ranges from sloping wall to cliffs with depths from 40 ft. to over a hundred, with generally sandy floors. Prime sites are located in Brgys Vinapor, Tagcatong & Poblacion.
Jabonga and Tubay sites, on the other hand, are generally rock formations: crevices, caves, alleys, overhangs and walls with depths form 45 ft. to over 200. Pelagic abound together with snappers, sweetlips and trevallies. Fish life is bountiful. Prime site locations are Brgys. Lawigan & San Vicente.

Tourism Secretary Joseph H. Durano who graced the occasion and was also the guest of honor of the Regional Development Council Meeting couldn’t help but be fascinated over the products of Cabadbaran City, the city’s first time to join an exhibit after it became a city.
City Mayor Dale B. Corvera was overwhelmed with the positive response of the tourism secretary especially from a first timer. He vows to showcase more of the best of what Cabadbaran can offer in the next exhibitions to come.
WOW Araw ng Caraga is a yearly event of the Department of Tourism in cooperation with all the cities and provinces of Caraga region. A venue showcasing the region’s rich cultural heritage and the tourist destination of each city or province with the main objective of selling its products and entice tourists to visit the region’s destinations.
After thirteen years of being a separate administrative region, Caraga has managed herself to live up to its expectation as it continuous to soar high making herself at par with her surrounding regions.
Activities for this year’s celebration were: Photo Seminar; The Best of Ace Fashion Show; and Food and Beverage Competition, with the theme: “2008: Jumpstarting the New Era of Tourism in Caraga Region”. (JVD)

It is an enhancement tool to the local planning processes and structures that offers mechanisms which facilitate convergence and decision-making between the executive and legislative department of the local government unit”, Governor Erlpe John M. Amante said
The ELA is a plan that embodies the strategic directions of the province during the term of office of its elected officials. It is designed to strengthen the local planning processes of the LGU for effective participatory local governance.
The ELA contains a unified vision, mission, goals and objectives which serves as the operational framework and guide in implementing interventions and strategies that address the needs of the constituents.
The five performance indicators in implementing the programs, projects and policies are the following: 1.) Governance – an active, efficient, transparent and participatory governance; 2.) Development Administration – competent, highly professionalized and well-equipped human resource; 3.) Social Services- quality basic social services; 4.) Economic Development – a vibrant and prosperous local autonomy; and 5.) Environmental Management – a land properly allocated for sustainable management, utilization, and conservation.
Governor Amante believes that this Executive-Legislative Agenda will improve the provincial government’s performance strengthening further its commitment to improve the peoples lives.

By virtue of Provincial Ordinance No. 231-2008, the provincial government has appropriated Sixty-Eight Million Three Hundred Ninety-One Thousand and Eighty-Three (P68,391,083.00) pesos as its 20% Development Fund for the year 2008, a slight increase of 18% over last year’s budget.
Aside from the usual programs/projects that the province earmarks a budget, this year, it budgeted over 2 million pesos for the improvement of Agusan del Norte Rehab Center at Magallanes town. Said funding is necessary to help rehabilitate teenagers who are into drugs. Also, an amount of 2.1 million pesos was budgeted for the purchase of additional medical equipment for the Provincial Hospital.

I think PAL will not be using the A319's and A320's for the Butuan-Cebu flights. I believe they will be using their newly acquired Q300 Turboprops acquired from Bombardier Aerospace.

Butuan City (March 28) -- President Gloria Macapagal-Arroyo visited the city yesterday and inspected the stockpiles of rice at the warehouse of the National Food Authority (NFA).
The President arrived around 1:45 p.m. in Bancasi Airport here after attending the commencement exercises of the Philippine National Police Academy (PNPA) in Cavite City.
She was met by local officials of this city and the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur. Among them include Butuan City Mayor Democrito Plaza II, Agusan del Norte 1st District Representative Jose Aquino II, Agusan del Norte 2nd District Representative Edelmiro Amante, Agusan del Norte Governor Erlpe John Amante, Congressmen Francisco Matugas and Guillermo Romarate, Jr. of the 1st and 2nd districts of Surigao del Norte.
Upon her arrival from the airport, the President motored to Barangay Libertad, just two kilometers away from the Bancasi Airport, where the NFA warehouse is located. She was met by Department of Agriculture (DA) Secretary Arthur Yap, NFA Administrator Jessup Navarro and NFA Caraga OIC-Regional Director Gil Pepito Paqueo.
The President inspected the warehouse and observed the process initiated by NFA-Butuan in hauling the sacks of rice to and from the warehouse. She also witnessed the packing of one kilogram rice for the "Food-for-School" program and the "Tindahan Natin" outlets.
After the inspection, President Arroyo awarded certificates to operate the Tindahan Natin to ten NFA-accredited operators, composed of Magdalena Goder of Brgy. Pinamangculan, Flor Abuyon of Brgy. Los Angeles, Liza Uygioco of Brgy. Baan Riverside, Estrellita Radaza of Brgy. Bunhangin, Jocelyn Camingue of Brgy. Baan Km. 3 Amamaylan, Ma. Ellen Carampatana of Brgy. Bit-os, Leopoldo Labrador of Brgy. Villa Kanangga, Gloria Ampong of Brgy. Sumilihon, Zosimo Laganao of Brgy. Bading, and Jessel Marianito of Brgy. Libertad, all from this city.
With President Arroyo awarding the certificates to Tindahan Natin operators, one of the recipients said, she was thankful that the President managed to visit the city and personally awarded the certificates to them. "Inspite of the President's hectic schedule, she still managed to come here in Butuan to personally handed in our certificates. We are so thankful to her", she said.
From the warehouse, the President proceeded to Almont Inland Resort for a closed-door dialogue with the Bishops in Butuan City, Surigao City, Surigao del Sur, Malaybalay City and Cagayan de Oro City. It was also learned that some members of the cabinet joined the dialogue. (PIA-13)
BOB-bXu March 28th, 2008, 06:07 AM I think PAL will not be using the A319's and A320's for the Butuan-Cebu flights. I believe they will be using their newly acquired Q300 Turboprops acquired from Bombardier Aerospace.
