Included are the ongoing P450-million Talakag irrigation project, P1.9-billion Misamis Oriental-Bukidnon-Agusan del Norte-Butuan City Road, P4.608-billion Mindanao east-west lateral road, Misamis Oriental-Bukidnon bypass road (from the Department of Public Works and Highways (DPWH) lump sum allocation), P210-million rehabilitation of Pulangui IV hydroelectric power plant reservoir in Maramag, Bukidnon, P250-million Mindanao North Coast integrated area development project and the proposed P162-million integrated management and protection of watershed and coastal areas and P60-million Rural Roads for Food under the Food for Work Program. As an offshoot of Regional Development Council (RDC) 10 Resolution No. 14 series of 2006, recommending the widening into four lanes of the Sayre Highway-Puerto-Damulog stretch, the Department of Public Works and Highways (DPWH)-Northern Mindanao also slated the continuing rehabilitation, upgrading and widening of the Sayre Highway (from barangay Puerto to barangay Dologon in Maramag town in Bukidnon) in 2008-2010. Aside from the preventive and regular maintenance fund allotments, some P136-million allocation for the Maramag-Maridugao Road in 2008 is proposed for realignment to the Sayre Highway particularly along the boundary of Barangay Alae in Manolo Fortich to Barangay Kisolon of Sumilao town in Bukidnon. Another P50 million is also allotted for the Mangima section this year. As part of the Mindanao super region's development strategy, inter-regional projects are implemented traversing Bukidnon like the P3.272-billion Talaingod-Valencia road and the P8.010-bilion Abaga-Kirahon-Maramag-Bunawan 230KV transmission project. During those times when Butuan and Agusan del Norte (where this hi-way would traverse) are still part of Region 10.. in Caraga side, the Butuan-Las Nieves-Esperanza section is now being cleared... Can't wait to see that broadwalk. what was not discussed is the Coliseum Project... but I believe, what they are implementing first are the projects that can have the earliest returns to the city coffers, like that of a new Van terminal and new buildings for rent to small businesmen in Taboan and Langihan and of course that Boardwalk, to complement the Agusan River Cruise and the city's bid for historical and cultural destination this part of the country... it is of utmost importance too that Butuan-Las Nieves-Bayugan City (60 kilometer) Hi way should really have a headstart.. hopefully Butuan-Tandag Hi way shall follow... I am sure our kasimanwas in Bukidnon too are very much rooting for this long delayed project...since just last few weeks ago, Bukidnon leaders have sounded their dismay to NEDA 10 over the non-inclusion of their province in the Super Region program... so dispel those wrong notions you have there in mind OK?? What am sure of, it is the officials of Bukidnon who are pushing for the Butuan-Malaybalay road to be materialized. The RDC should give due respect to the LGUs and so it was carried. The RDC should give due respect to the LGUs and so it was carried. that was the usual source of ire of Butuan's former mayors Lado and Sanchez between former RDC chairmanships of RDC 10...this is one of the main reasons why a big chunk of Northern Mindanao half bolted out and formed a separate region.. but I do believe the picture at RDC 10 has changed...for instance early this year..it has considered Iligan Mayor Lawrence Cruz strong opposition regarding the Lumbia airport plan...and has pushed LADP realization further...he also succceeded in the inclusion of his brainchild project of building a circumferential road under Super Region priority plan.. also, our good mayor in Ozamis, Mayor Rey Parojinog has pushed for more attention for his city with the upgrade of his airport.. I just hope the mayor of our closest R10 city of Gingoog and that of beautiful Mambajao, Camiguin would do the same.. Gaitano Butuan City (May 8) -- The Regional Committee for the Welfare of Children (RCWC) set this year's Search for Local Junior Ambassador for the Bright Child Campaign with the theme "Every child deserves to be bright". Mercedita Jabagat, Department of Social Welfare and Development Regional Director and RCWC Chairperson, bares this today during the RCWC 2nd quarter meeting at the local DSWD regional conference hall. "The situation on road maintenance is a substantial investment. The estimate maintenance budget for 30,000 kilometers of national roads annually is P13 billion," Ebdane said in a press conference Monday afternoon. People from the Caraga Region and neighboring provinces can now transact passport applications and renewal without going to as far as Cagayan de Oro City. On May 16, in time with the celebration of the annual fiesta celebration of the city of Butuan, the Department of Foreign Affairs (DFA) will now have its branch in the region. This was revealed by Agusan del Norte 1st District Representative Jose Aquino II during the roundtable discussion with the local and national media called by President Gloria Macapagal-Arroyo when she visited here yesterday at Pansukian Resort. Mayapay in Mindanao BUTUAN CITY, May 21 (PNA) -- In line with the "Tree for Life" program of President Gloria Macapagal-Arroyo, government officials on Wednesday led various groups in the tree planting activities at Mt. Mayapay located in Barangay Nongnong, some 12 kilometers south of this city. House Speaker Prospero Nograles led the government officials who were joined by farmers and representatives of the academe, religious groups, non-government organizations (NGOs) and socio-civic groups in the tree planting activity which is part of the rehabilitation program for the 18,000-hectare Mt. Mayapay, some 675 meters above sea level. Nograles represented President Arroyo who was also in Butuan City to lead the opening of the Department of Foreign Affairs (DFA) consular office. Some 138,000 seeds of forest, fruit and ornamental trees will be initially planted this year. Three million trees will be planted in the next three years. Manobo culture, in particular, would make for a truly authentic attraction. Secretary Durano assures the authenticity of the balanghai recreation. He compares the experience they envision to that of the Luboc River Ride in Bohol, or the Firefly Mangrove Boat Tour in Donsol, where boatmen no longer use noisy motors that ruin the romance of the experience. He envisions the ride to employ local and indigenous folk in authentic costumes to further heighten the experience. The boat ride will follow a historical narrative as it cruises up the river, enriching the experience. “We will never sell it alone. It is part of a total package,” explains Durano. The Agusan Balanghai Tour will be part of an adventure-tourism campaign of the DOT for the Caraga region, composed of Agusan del Norte, Agusan del Sur, Dinagat Islands, Surigao del Norte and Surigao del Sur. Lumaque Roxas City (27 May) -- Department of Transportation and Communications (DOTC) Secretary Leandro Mendoza said that the government is in the process of identifying which of the country's 87 airports would be part of the aeronautical highway. This was revealed by Secretary Mendoza in line with the government's focus of developing an aeronautical highway next year following the successful completion last April of the Strong Republic Nautical Highway (SRNH) with the launching of the Central Nautical Highway which is one of the major seaboard routes. The DOTC Secretary disclosed recently that the ambitious plan of government to develop and /or upgrade the country's "potential tourism airports" is aimed to further spur economic development in the countryside. Aquino II released on Friday, May 2, 2008 to the Mt. Mayapay Rehabilitation Task Force (MMRTF) an a mount of P1 Million as its initial operationalization fund for the rehabilitation of Mt. Mayapay. The Mt. Mayapay Rehabilitation Project was conceptualized in 2005, in time with the implementation of the Green Philippine Program of President Gloria Macapagal-Arroyo. The project is expected to showcase Mt. Mayapay as a model for eco-park development, where logging activities are strictly prohibited. The project will initially rehabilitate and develop portion of the military reservation area within Butuan City of approximately 375 hectares. This project is a priority project of Congressman Aquino in cooperation with the City Government of Butuan, the Department of National Defense (DND) through the Armed Forces of the Philippines (AFP) and several Regional Line Agencies of the region. Initially, the project is coordinated by the Mt. Mayapay Rehabilitation Project Task Force with NEDA Caraga as its Secretariat. Based on the DENR data, the Mt. Mayapay watershed area comprises 18,465.940 hectares, where approximately 60 percent is under the jurisdiction of Butuan City and the 40 percent is with the Municipality of Buenavista. Out of this watershed area, the 2,132.942 hectares or about 15 percent of the area was declared as Military Reservation Area through Presidential Proclamation 658 dated 23 December 1940. The present state of Mt. Mayapay has raised concerns of various sectors in Butuan City. Results of the Protected Area Suitability Assessment (PASA) jointly undertaken by the DENR’s Protected Area and Wildlife Bureau (PAWB) and the City Government of Butuan indicated that the vegetation within the watershed area has been deliberately destroyed due to extensive utilization of the forest and other resources found in the area. While the watershed still holds the capacity of regenerating itself, as manifested by the growth of primary forest trees within the area, human intervention by way of intentionally setting fire in specific area for agricultural purposes has hampered its regeneration. The continued destruction of the forest has also deliberately destroyed the habitat of the land-based fauna found within the watershed area. Animal species such as hornbill, wild boar and monkey are hardly to be found. On the other hand, the rivers and creeks within the watershed area are already heavily silted, turbid, shallow and narrow as results of excessive surface run-off from the mountains. Written by Fe Remotigue, "Lawig Balanghai" was first staged in 1987 and toured major cities of Luzon in 1988 as a recipient of the Cultural Center of the Philippines (CCP) Tour Grant program. It was re-staged in 1994 for "Mindulani," the Mindanao Theater Festival where the musical was hailed as one of Mindanao's landmark stage presentations. "Lawig Balanghai" also paints a picture of early Butuan culture, portraying a society that was prosperous and dynamic, enjoying a thriving trade with Chinese merchants and successfully fending off the challenges posed by pirate bands. National Wages and Productivity Commission (NWPC) officer-in-charge Patricia Hornilla said minimum wage earners in Caraga Region will receive pay the adjustments probably before the end of the month. Hornilla noted that Caraga wage board approved a new wage order granting additional P8.00 in the daily basic pay and P5 cost of living allowance (COLA). Workers in CARAGA will also continue receiving the existing P18 COLA provided under the previous wage order. Still drowsy and with a harsh voice still getting enough strength to rise up from a wonderful dream, I picked up my phone, accepted the call and suddenly I was on my feet to the bathroom. It was an instruction to "hurry up, we will be waiting for you in the office" from the lion king of the Department of Agrarian Reform, Caraga Regional Office, Engr. Felix B. Aguhob, about an early morning coverage in the opening and inauguration of the third cooperative bank in Buenavista, Agusan del Norte by the Baug CARP Beneficiaries Multi-Purpose Cooperative. In my 19-year stint in the Department of Agrarian Reform, first as a technologist and now as the regional information officer, I have seen how the agrarian reform beneficiaries struggled to be recognized as new owners of the parcels of land awarded them under the Comprehensive Agrarian Reform Program (CARP). Some farmer-beneficiarie s were imprisoned while others were killed and still others harassed and refused entry by the landowners who opposed the implementation of the program. If this is the situation of the farmer-beneficiarie s, how great a persecution do program implementers have? I can just smile, and be totally happy for successful farmer beneficiaries who steadfastly stood up defending the cause of the government for a sustainable rural development. Together with my staff - Romy and Liza, RD Felix Aguhob and ARD-Operation Al Otacan, we arrived at the venue earlier than anyone since we are trained never to be late, and if need be, to be one hour ahead of schedule. My thanks to RD Aguhob for arousing my commitment in this kind of endeavor. We talk a lot about our work as implementers of CARP for the poor and vulnerable farmer-beneficiarie s, giving lands to the landless, increasing their household income by providing them new technologies to become rural entrepreneurs when all of a sudden, we were called to come inside for the start of the program. The BCBMPC bank Buenavista branch, was opened after the conduct of the usual ceremonies. Agrarian Reform Beneficiaries (ARBs) and non-ARB depositors lined up to avail of the gift-promotion package for the first 50 depositors. During the program Mr. Quintin S. Cabahug, one of BCBMPC's Board of Directors, and one of the pioneers in BCBMPC commemorated the past struggles they had undergone before reaching this level of achievement. Also present were representatives from the Land Bank of the Philippines, DOH and CDA. The story BCBMPC started as an association of small fishpond operators in 1987. It was called as the Magallanes Aquaculture Developers Association (MACDA) with membership composed mostly of the laid-off employees from Sta. Ines Plywood Corporation which shutdown in 1986 in the municipality of Magallanes, Agusan del Norte. Nowhere to find employment, they explored to develop small fishponds in the surrounding swampy areas raising bangus, tilapia, crabs and other species. They used to hunt crabs for food before the fish harvest to be sold in the local market to defray their day to day living. Not long after that, the implementation of CARP in Magallanes was felt and the 501-hectare lands the MACDA members was tilling as small fishponds was awarded to them after struggling to claim their rights as actual tiller-cultivators. They became CARP beneficiaries in 1995. It was at this time that MACDA was transformed into an Agrarian Reform Community known as POMARC or Poblacion Magallanes Agrarian Reform Community (ARC). The continuing support of DAR to achieve its vision in making the livelihood of agrarian reform beneficiaries in the ARCs sustainable - with improved income and dignity, was made true with the creation of the BAUG CARP Beneficiaries Multi-Purpose Cooperative (BCBMPC). It was registered as a cooperative by CDA on February 9, 1995 per registry number CGY-1883. With a start-up capital build-up of P35,000.00, it rose to as high as P33 million pesos nowadays and with the help from different non-government organizations, in 2004 the cooperative registered a cash liquidity of P300,000.00. It increased again to P6.3 million in 2006. The business ventures BCBMPC opened its first cooperative bank in Magallanes on February 23, 2004. The second branch in Cabadbaran was opened on March 14, 2006 and after one year opened the third branch in Buenavista. Not only that, according to Manager Luxmie Auxillo, they have also a cooperative store - a one-stop-shop for the members, prawn and bangus cultivation, food preservation and lending. PARO Andre Atega, the Provincial Officer of Agusan del Norte, cited BCBMPC as the most unique and smart cooperative in the province for it not only captured the technologies they learned from various seminars under CARP, but they also applied it personally to make their cooperative productive, thus, making them what they are today. In his inspirational message, RD Agunob congratulated all the members and officials of BCBMPC for a job well-done and he hopes that this outlook will be replicated in all cooperatives not only in Agusan del Norte but to the entire Caraga region. Oftentimes, one's experience is the best teacher - a step board to more realizations in life. For BCBMPC, they not only reached their highest level of success but they want to continue struggling in serving others - not seeking recognition from men but from the Almighty God. Gaitano Butuan City (31 May) -- The Bureau of Internal Revenue (BIR), Revenue Region 17 launched Thursday, May 29 the Integrated Tax System (ITS) at their Regional Office, this city in response to the thrust of the national government in the implementation of electronic governance nationwide. According to Nationwide Rollout Computer Systems (NRCS) Assistant Project Manager and Quality Assurance Division Chief Cynthia Rabang, the BIR launched the NRCS program in Caraga region to improve tax collection, provide better service to taxpayers, and deter tax evasion. Rabang also said NRCS aims to complete the computerization of the operations of BIR all over the country. "The computerization program automates the registration, collection, returns processing, and taxpayer accounting processes in the bureau. In this way, it enables BIR to better respond to taxpayer requests and reduces transaction time for them," Rabang added. Also, Mindanao RDC head Victor Baylon discussed that ITS is the core of the BIR's Tax Computerization Program, a set of computerized and integrated tax system designed to automate and enhance the tax administration process. He also said that ITS provides maximum automation and minimum manual intervention in BIR operations. "Through ITS, it will avoid taxpayers to have multiple TIN numbers at the same time and they will no longer take too much time in processing their registration," Baylon added. After the background of the project was presented, Arsenio Mendez and Nora Tahonera, Revenue District Officers (RDOs) of Tandag City demonstrated the Registration System (REG) which is one of the opetions of system, while RDOs Virginia Lagura and Evangeline Acquiatan also demonstrated the Collections and Bank Reconciliation (CBR) sub-system. The LSPN has discussed with the ART Demo Project council members the proposed work and financial plan for the prospective partnership early this month. The collaboration is expected to result in the preparation of 20 fully packaged barangay business plans by the 20 priority barangays who will not only be trained on business plan preparation but will have a solid grounding on the relevant and necessary values to ensure sustainability of the barangay residents' development efforts. The social preparation will also include gender sensitivity inputs. The proposed technical assistance package will also include support to business matching or fund sourcing for proposals that will be developed. Aquino II released on Friday, May 2, 2008 to the Mt. Mayapay Rehabilitation Task Force (MMRTF) an a mount of P1 Million as its initial operationalization fund for the rehabilitation of Mt. Mayapay. The Mt. Mayapay Rehabilitation Project was conceptualized in 2005, in time with the implementation of the Green Philippine Program of President Gloria Macapagal-Arroyo. The project is expected to showcase Mt. Mayapay as a model for eco-park development, where logging activities are strictly prohibited. The project will initially rehabilitate and develop portion of the military reservation area within Butuan City of approximately 375 hectares. Initially, the project is coordinated by the Mt. Mayapay Rehabilitation Project Task Force with NEDA Caraga as its Secretariat. Based on the DENR data, the Mt. Mayapay watershed area comprises 18,465.940 hectares, where approximately 60 percent is under the jurisdiction of Butuan City and the 40 percent is with the Municipality of Buenavista. Out of this watershed area, the 2,132.942 hectares or about 15 percent of the area was declared as Military Reservation Area through Presidential Proclamation 658 dated 23 December 1940. The present state of Mt. Mayapay has raised concerns of various sectors in Butuan City. Results of the Protected Area Suitability Assessment (PASA) jointly undertaken by the DENR’s Protected Area and Wildlife Bureau (PAWB) and the City Government of Butuan indicated that the vegetation within the watershed area has been deliberately destroyed due to extensive utilization of the forest and other resources found in the area. While the watershed still holds the capacity of regenerating itself, as manifested by the growth of primary forest trees within the area, human intervention by way of intentionally setting fire in specific area for agricultural purposes has hampered its regeneration. The continued destruction of the forest has also deliberately destroyed the habitat of the land-based fauna found within the watershed area. Animal species such as hornbill, wild boar and monkey are hardly to be found. Mayapay in Mindanao BUTUAN CITY, May 21 (PNA) -- In line with the "Tree for Life" program of President Gloria Macapagal-Arroyo, government officials on Wednesday led various groups in the tree planting activities at Mt. Mayapay located in Barangay Nongnong, some 12 kilometers south of this city. House Speaker Prospero Nograles led the government officials who were joined by farmers and representatives of the academe, religious groups, non-government organizations (NGOs) and socio-civic groups in the tree planting activity which is part of the rehabilitation program for the 18,000-hectare Mt. Mayapay, some 675 meters above sea level. Nograles represented President Arroyo who was also in Butuan City to lead the opening of the Department of Foreign Affairs (DFA) consular office. Some 138,000 seeds of forest, fruit and ornamental trees will be initially planted this year. Three million trees will be planted in the next three years. Nograles, Butuan City Mayor Democrito Plaza, Rep. Jose Aquino and ranking officials of the Department of Environment and Natural Resources (DENR), personally planted Mahogany seeds to kick off the masssive rehabilitation of the mountain. “I pray for the continuing success for the rehabilitation of Mt. Mayapay,” Nograles said. To express their full support in the Mt. Mayapay rehabilitation, Nograles and the local top officials led by Plaza and Aquino signed a pledge of commitment. Aside from the tree planting program, the government is also seeking to make Mt. Mayapay an ecological park and tourism destination in the northeastern Mindanao. Former Butuan City Rep. Leovigildo Banaag has filed a bill to make Mt. Mayapay a natural landscape mountain for tourism purposes. About P17 million will be used in the rehabilitation with Aquino and the DENR initially pouring in P2 million each for the project. A task force composed of different government and non-government agencies has been created to oversee the implementation of the rehabilitation project. Meanwhile, Plaza personally asked President Arroyo for a P74-million funding for the concreting of the road from Butuan City to Mt. Mayapay. The city government has poured in P60 million for the road project.
