Sendong’ images used to convince Butuan folk in danger zones to evacuate
By Erwin Mascariñas | Saturday| February 11, 2012 | Filed under: Top Stories
http://www.mindanews.com/top-stories/2012/02/11/sendong-images-used-to-convince-butuan-folk-in-danger-zones-to-evacuate/
BUTUAN CITY (MindaNews/10 February) – Call it scare tactics, but the local government through the city housing office has used the images of the tragedy caused by the floods brought by storm Sendong in convincing residents living in flood-prone areas to evacuate.
On Thursday, February 9, at least 50 tarpaulins with the message “Remember Sendong? This is a danger zone area, let us leave now,” were set to be distributed to the 21 barangays identified as danger zones.
“We already have placed several of the signages in strategic locations and hopefully by next week we will finish putting it all up. We hope that this would aid us in convincing our communities to leave the danger zones and hasten the relocation process,” said Lorden Vismanos, head of the City Housing Development.
Vismanos said the lessons of the recent Sendong tragedy should not be taken for granted and that it should not be repeated in Butuan.
Last January 13, Task Force Likas was created by virtue of Executive Order No. 53.
The order aims for the immediate and complete preemptive evacuation and relocation of settlers along the flood walls of the Agusan River.
The task force will start its work with a massive information drive, in particular forums with the residents of each barangay.
Demolition of houses will start by March and will prioritize those that stand on the waters of the river.
The city housing office has already designated two relocation sites: Barangay Pagatpatan along the western side of the river and Kilometer 3 Baan on the eastern side. (Erwin Mascarinas/MindaNews)

netpal February 11th, 2012, 11:53 PM i appreciate it that at least now sports facilities such as the sports complex is now part of their priorities. of course many Butuanons understand why local authorities left the sports complex out in the past in favor of more "urgent" priorities.
there is no debate that roads are more important than sports complex...but Butuanons nowadays are more happy on government that could do many projects at the same time......
with this move, today's leaders must have the deep realization now that sports facilities are not just sports facilities.......it's more than showcasing, promoting and championing the sports skills of the region's and among the nationals best talents,......its more than work of art and science....its more than a subject of photography or other media...its more than the venue of events such as concerts...it's more than these....
sports complex represents fulfilled dreams of the people....it formed the Butuanon psyche...it begets pride in our people....it will create the Butuanon as a whole.....it will make Butuan and the people......
the more appreciative the constituents, the more the city will be promoted and will advance rapidly as a city
I knew it! After the Rizal Park's rehab the Sports Complex will follow! yeeey!!!:banana::banana:

BUTUAN CITY, Feb. 10 (PIA) -- The National Greening Program (NGP) in Northeastern Mindanao (Caraga region) is stepping up its activities and targeting the planting of 1.4 million seedlings of fruit trees, both indigenous and premium species, this year.
Members of non-government organizations, the academe, schools, various youth organizations, various church organizations, local government units, all line agencies of the government and private companies have been tapped in the effort to green all watershed areas and vacant lands in the five provinces and six cities in the Caraga region.

coffeeworld February 13th, 2012, 11:15 AM Span Asia expects to
break even after
3 years in the red
PHILIPPINE Span Asia Carrier
Inc., formerly known as
Sulpicio Lines Inc., is optimistic
of breaking even this year
after three years of revenue
losses.
Jordan Go, Span Asia
president, said the "company
is still in the survival mode.
We are in the process of
stabilizing the business and
hope to be back to profit in
2-3 years."
He said with President
Aquino’s thrust of "matuwid
na daan" (straight path),
positive economic outlook,
and growing volume of
consumer goods and cargoes,
the company expects its
bottom line will bounce back
from the red this 2012.
"With public spending
expected to be increased and
that we would be shielded
from the crisis happening in
other countries, 2012 should
be good. Having good business
without involvement of
politics, we have the chance
to survive or get through this
crisis," Go said.
Proof of the company’s
commitment to serve its loyal
clients is the acquisition of
four second-hand ships
imported from Europe last
year. These four vessels have
capacity of 200-300 TEUs each.
The company has a fleet of 14
vessels, 12 of which are purely
cargo ships and two roll on,
roll off/passenger (RoPax)
ships.
One Ropax has a capacity of
90 TEUs and can carry 1,000
passengers while the other
can carry 50 TEUs and 1,000
passengers. The first vessel
sails the Manila-Cebu route
twice a week while the second
sails Cebu-Cagayan de Oro
and Butuan thrice a week.
"We try to keep our costs
under control and operate our
ships efficiently. We’re
hopeful that we’ll have better
results this 2012 and to hit
break even, despite
challenges of high fuel costs,"
Go said.

coffeeworld February 13th, 2012, 04:40 PM Local aviation
sector preparing for
foreign audit
This, as the government aims
to obtain a rating upgrade
that will allow local carriers
to expand operations to the
US.
“Hopefully [we could have the
audit] within the year,” CAAP
director-general Ramon S.
Gutierrez told BusinessWorld
in a text message yesterday.
“It depends on the availability
of the audit team,” he added.
The FAA has issued a low
rating for the Philippine
aviation sector due to policies
that are below international
standards and the lack of
qualified safety personnel.
A US FAA team is currently in
the country conducting a
technical review, which is a
prelude to the actual audit,
Mr. Gutierrez said.
“There is an ongoing technical
review, not an audit. It will be
until Jan. 25,” he said.
The technical review started
on Jan. 23.
“The review is a form of
assistance offered to assess
our preparation and guide us
through the next visit,” Mr.
Gutierrez said.
The FAA downgraded the
Philippines to “category 2”
from “category 1” in 2008
after a safety audit in
November 2007, effectively
preventing Philippine carriers
from expanding operations in
the US.
If the Philippines regains a
“category 1” level, airlines
can expand operations to the
US -- applying for additional
routes and frequency to
different US states.
CAAP’s preparations for the
audit include the training of
safety inspectors and
improvement of navigation
networks in a number of
airports in the country.
The training of safety
inspectors, the key issue of
the downgrade, was done by
the government agency
through a partnership with
flag carrier Philippine Airlines
(PAL). The carrier financed
the training with US-based
aviation consultant Tim Neel &
Associates, LLC.
On the other hand, the
enhancement of navigation
networks was done through a
partnership with budget
carrier Cebu Pacific, which is
operated by listed Cebu Air,
Inc.
The improvement of networks
covered those in the airports
located in Iloilo, Puerto
Princesa, Butuan, Cagayan de
Oro and Zamboanga. Http://www.bworldonline.com/content.php?section=Economy&title=Local-aviation-sector-preparing-for-foreign-audit&id=45530

kadayao February 14th, 2012, 07:32 AM wow.....shipping is very much kicking.glad to know Butuan is included in the 2 major routes
its not actually as major routes... sulpicio is moving towards PURE CARGO operation... the Manila-Cebu and the Butuan-Cebu are already existing hence they are force to serve it... those vessels are old... the Butuan-Cebu, they are using MV Princess of the Earth... once its certificate expires, i doubt if they will buy a passenger vessel to replace it... i believe they are just maximizing the service life left on that ship... they are not really investing on passengers.... their money is on the cargo operation... -- "K"
kadayao February 14th, 2012, 07:35 AM So duha ka rosario's dimsum in one street? I don't think so.
it doesn't matter actually if they are in one street... its dictated by the customers' traffic... note we have 2 jollibee's in JC Aquino...
in the case of rose bakeshop, while they have 1 in crown they also have one across in asialink and another one in rose main (jc aquino/near island & true brew)... and few meters away is their ochoa branch (the one with coffee shop) -- "K"
netpal February 14th, 2012, 09:30 AM i think it (Cebu-Butuan) is a major route.of course, we all know (and this is almost true to all areas), the present and more of the future of shipping now is on cargo.our city is still privileged because they could have chosen other routes, but they chose Butuan

Jollibee has a different case since they are far apart from each other. JCAA is a very long road unlike R. Calo. It's very likely that rose bakeshop or rosario's grill will occupy that area, unlikely ang dimsum house which is just two blocks away from their existing branch.

even during the heydays of sulpicio, MV Princess of the Earth is already a permanent fixture in the Butuan-Cebu route... agree, they could have chosen other routes but i think that vessel is not fit for other routes hence it cant be moved... its too small for manila to visayas route and cagayan-cebu is too congested, etc. etc.... even when their passenger operation was suspended in 2009/2010 due to the sinking of mv princess of the stars, that vessel remains here (bxu-ceb) -- "K"

maybe we better wait for it na lang hehehe.. we can't really speculate much... looking at rose bakeshop model, they are putting stores few meters from each other example is jc aquino, asialink (ex-otis) and crown... having a resto in that area (R.Calo) is a welcome addition... personally thou, dimsum or chinese resto is a good option since there is already a mang inasal who caters to the grill dishes -- "K"
kadayao February 14th, 2012, 11:32 AM fresh from city hall -- the permit for the pile drive test of freyssinet filipinas corp. (for Rob) was already approved by cityhall... if my source is correct, it will start last week of feb or early week of march... after driving the pole, it will take them 3 months to come up with a design for the foundation of the mall... netpal February 14th, 2012, 12:59 PM it is the decision itself of suplicio to cater or say "maintain" their cebu-butuan route that is most important thing here.it is positive for our city and the city's progress

City gov’t to push housing for state workers
BUTUAN CITY, Feb. 13 (PIA) -- The city government here is pushing housing for city hall employees, said Engineer Lorden Vismanos of the City Housing Development Office.
In a radio interview recently, Vismanos said Mayor Ferdinand Amante Jr. included in his priority the welfare of the employees for them to avail housing loans through the Home Development Mutual Fund (HDMF) or Pag-Ibig Fund.
Vismanos said the present administration is not only giving the informal settlers here the opportunity to own houses but also those in the government service, particularly those working in the city hall.
The official added that local officials have already made studied and discussed this matter.
With these development, the city government is pushing for infrastructure developments through these housing grants to the state workers who have been working for quite some time, yet were not able to have their own houses.
Pag-Ibig Fund’s housing loan program grants opportunities to Pag-IBIG Fund members to avail of housing loans.

Butuan City Vice Mayor Lawrence Fortun, City Administrator Leah A. Mendoza, City Mayor Ferdinand M. Amante, Jr., and Prof. Sam Tabuchi of Toyo University
BUTUAN CITY, Philippines - The Chiefs of Office of the City Government of Butuan and representatives from the private sector underwent an extensive orientation on the Public-Private Partnership (PPP) conducted by Professor Sam Tabuchi of Toyo University from Tokyo, Japan. The orientation, which was also attended by Mayor Ferdinand M. Amante, Jr. and Vice Lawrence Fortun, was seen to be a positive step towards the realization of various PPP projects that will be implemented in Butuan City which is already in the works.
The academicians from the said university (Toyo), which is the only educational institution in the world that offers graduate studies in PPP ventures, have visited the City of Butuan last September 2011, at their own expense, to introduce PPP and conduct research for possible Public-Private Partnership projects. In return City Government officials led by Mayor Amante and Vice Mayor Fortun together with businessmen from the private sector visited Japan in November last year. As an offshoot to the reciprocal visits, four companies from Japan have signed with the City Government and local investors a Memorandum of Understanding (MOU) for investment in different thematic areas.
When asked during the orientation whether privatization is part of PPP, Professor Tabuchi cleared to the participants that privatization is outside of PPP. “Privatization is a sharing of asset to private entity and there is no relationship after. Leasing a government owned building, for example, to a private entity to use is Outsourcing, and that is part of PPP,” he added.

regjeex February 16th, 2012, 06:46 AM Butuan City gov't tasks CSU to design plans to make Brgy. Pagatpatan a tourist destination
By Robert E. Roperos
BUTUAN CITY, Feb. 15 (PIA) -- The city government here has tasked the Caraga State University (CSU) to design and craft plans to make Barangay Pagatpatan a tourist destination of the city.
According to a report, this developed after the city officials visited the area and found its potential to be the new tourist destination here.
With this, the city government is optimistic that developing the area to be a tourist destination will mean development in the economic condition of this city, being the regional center of Caraga Administrative Region.
Among the potential tourist attractions found in Barangay Pagatpatan include an enchanted garden where water that flows on the water pipe glows because of its pressure.
Also, it was recently observed by the city government that migratory birds coming from other places in the country and even in other countries are found in the barangay.
Said barangay is along the river bank of Agusan River. It is considered the first barangay in the northernmost part of this city, adjacent to the municipality of Magallanes in Agusan del Norte which is separated by Agusan River, touted as the longest river in Caraga Region. (PIA-Caraga)

jsl_bxu1206 February 16th, 2012, 07:36 AM Butuan City gov't tasks CSU to design plans to make Brgy.
(PIA-Caraga)

netpal February 18th, 2012, 02:14 AM Fortun Proposes Guidelines For PPP Joint Ventures
Butuan : Philippines | Feb 16, 2012 at 12:26 AM PST
By jhazzme send a private message
BUTUAN CITY, Philippines - Butuan City Vice Mayor Lawrence “Law” Fortun recently filed an ordinance prescribing the guidelines and procedures for entering into joint venture agreements with private entities consistent with the National Economic and Development Authority (NEDA) guidelines on joint venture agreements. Among the reasons cited by Fortun in filing the said ordinance is the Executive Order issued by City Mayor Ferdinand M. Amante, Jr. creating the Public Private Partnership (PPP) Executive Team that would advocate, conceptualize, initiate, coordinate, direct and oversee the planning, implementation, monitoring and evaluation of the different PPP programs, projects and activities of the City government.
Fortun also cited the following basis for filing the said ordinance: a) the natural and economic resources of Butuan City present enormous potentials for rapid economic growth and sustainable, equitable development; b) there is an impetus to develop and implement a comprehensive economic agenda to maximize and convert these potentials into concrete economic and environmental gains; c) the public-private partnership (PPP) as advocated by the national government is seen as the pivotal and kety strategy in the implementation of the economic agenda; d) there is a need to strengthen the local government unit’s systems to be able to efficiently and effectively orchestrate, respond and support PPP undertakings; e) the Local Government Code of 1991 (RA 7160) vests upon the LGU the prerogative to enter into contracts involving its properties, subject to limitations imposed by law, and provides LGUs with wide ranging authority to undertake major infrastructure improvements and to seek financing for this purpose; and f) the National Economic and Development Authority (NEDA) Guidelines are being issued pursuant to Section 8 (Joint Venture Agreements) of Executive Order (EO) No. 423 dated April 30, 2005, which mandates NEDA, in consultation with the Government Procurement Policy Board (GPPB), to issue the necessary guidelines on Joint Ventures
The proposed measure, which is anchored on the policy of the City government to promote the participation of the private sector as active partners in the pursuit of genuine and meaningful autonomy in order to attain the fullest economic development and self-reliance, is aimed at laying down the groundwork for the City government in entering joint venture agreements and such other cooperative arrangements with the private sector for the development of local enterprises designed to improve productivity and income in order to enhance economic and social well-being of the people. The proposed ordinance also set forth principles on all joint venture agreements entered by the City government with the private entities and these are: a) the creation of the joint venture should not prevent potential players from profitably entering into business venture/market; b) the cost of producing the particular product, activity or service should be efficient or potentially efficient towards earning potential profits for government and the market player/private sector partner; c) there should be no barriers for the City government’s withdrawal of its contribution to the joint venture investment; d) the role of government as regulator of the business of the joint venture should be clearly and explicitly delineated from its role as implementer of the business to avoid conflict of interest; and e) accountability for the joint venture project ultimately devolves on the City government being deeply involved in the joint venture agreement and the implementation of the joint venture agreement project. The private parties dealing with the City government are similarly held accountable for their actions relative thereto.

regjeex February 18th, 2012, 09:31 AM Butuan Mayor takes oath as new RPOC chair in Caraga
By Robert E. Roperos
Saturday 18th of February 2012
BUTUAN CITY, Feb. 18 (PIA) -- Butuan City Mayor Ferdinand Amante, Jr. on Friday took his oath as the new chairman of the Regional Peace and Order Council (RPOC) in Caraga, before Dept. of the Interior and Local Government (DILG) Sec. Jesse Robredo who administered the oath-taking, during the council’s meeting held in one of the local convention centers here.
In his speech, Amante said he accepted the appointment of Sec. Robredo believing that peace and order could never be attained in the locality without a resolution of the peace and order situation.
“In deference to Gov. Johnny Pimentel of the province of Surigao del Sur, I also would like to concentrate Butuan City first before going regionwide… But then I realized, that we as a people, we could never attain peace and order in our respective places and local government units without a resolution of the peace and order in the region,” Amante said.
The official added he took the challenge after the national government assured of a backup support in all efforts just to attain peace.
“… so I took the challenge but only after I was assured by the national government through Sec. Jesse Robredo that we will be backed-up in all our efforts in the attainment of peace,” Amante said.
Amante further said peace is not merely the absence of war and hatred but it is also the presence of cooperation, compassion and justice.
“In Caraga, we may not have the kind of war we see on television, happening in many parts of the Middle East or Africa, but we have drug trafficking, all forms of gambling, crimes against life, and property in our locality,” he said.
Furthermore, the newly-installed peace and order chair of the region stressed that what affects the region most is the problem on insurgency which threatens foreign investors and businessmen.
Amante also cited poverty as one of the factors of the insurgency problem that is threatening the region.
Also, he said rapid progress and development has to happen to attain peace and development. “There can never be peace without progress and development,” Amante said.
With all these, Amante urged the officials of the region as well as the stakeholders to continue working together for peace while also working together for progress.
Amante said peace can never be attained through waging a war but it can be best attained through understanding.
The city’s chief executive also vowed to Sec. Robredo that with the national government’s support, he will accept the challenge to lead the people in Caraga Region in the attainment of peace and order. (PIA-Caraga)
