Butuan Mayor takes oath as new RPOC chair in Caraga

BUTUAN CITY, Feb. 18 (PIA) -- Butuan City Mayor Ferdinand Amante, Jr. on Friday took his oath as the new chairman of the Regional Peace and Order Council (RPOC) in Caraga, before Dept. of the Interior and Local Government (DILG) Sec. Jesse Robredo who administered the oath-taking, during the council’s meeting held in one of the local convention centers here.
In his speech, Amante said he accepted the appointment of Sec. Robredo believing that peace and order could never be attained in the locality without a resolution of the peace and order situation.
“In deference to Gov. Johnny Pimentel of the province of Surigao del Sur, I also would like to concentrate Butuan City first before going regionwide… But then I realized, that we as a people, we could never attain peace and order in our respective places and local government units without a resolution of the peace and order in the region,” Amante said.
The official added he took the challenge after the national government assured of a backup support in all efforts just to attain peace.
“… so I took the challenge but only after I was assured by the national government through Sec. Jesse Robredo that we will be backed-up in all our efforts in the attainment of peace,” Amante said.
Amante further said peace is not merely the absence of war and hatred but it is also the presence of cooperation, compassion and justice.
“In Caraga, we may not have the kind of war we see on television, happening in many parts of the Middle East or Africa, but we have drug trafficking, all forms of gambling, crimes against life, and property in our locality,” he said.
Furthermore, the newly-installed peace and order chair of the region stressed that what affects the region most is the problem on insurgency which threatens foreign investors and businessmen.
Amante also cited poverty as one of the factors of the insurgency problem that is threatening the region.
Also, he said rapid progress and development has to happen to attain peace and development. “There can never be peace without progress and development,” Amante said.
With all these, Amante urged the officials of the region as well as the stakeholders to continue working together for peace while also working together for progress.
Amante said peace can never be attained through waging a war but it can be best attained through understanding.
The city’s chief executive also vowed to Sec. Robredo that with the national government’s support, he will accept the challenge to lead the people in Caraga Region in the attainment of peace and order. (PIA-Caraga)

The big house inside the property is now gone, totally demolished. The steel gate is now replaced with what look like a galvanized iron? hehehe is this the correct term? Hopefully by March we will start seeing some activity na in the area :)

Speaking of BDH (Butuan Doctors Hospital), construction of their extension building is now on-going. Soon the old residence of the Estacio's at the back of BDH will be demolished to give room for the hospital's expansion.

approx 700 meters from here is also an U/C petrol station (owned by Timberlanes).....they are also doing the civil works. The site sits just right across Robinsons Mall site and near Mitsubishi Motors:)
If you think about it halos 350 meters lang ang distance between Mega shell, Fying V & this U/C gas station.
Ang mas nakakatawa, Mega shell is only about 50 meters?? away from Petron station in Doongan :lol:

BUTUAN CITY, Philippines - The new leadership of the powerful Regional Peace and Order Council in the Caraga Region (RPOC-Caraga Region) has laid down several programs that will address peace and development in the region.
Cooperation, compassion, justice, and development through infrastructure and other livelihood programs are the main focus of the new leadership of the RPOC-Caraga Region to fast-track the development program of the region.
Drug trafficking, all forms of gambling, and crimes against life and property in the locality are also among the priority programs of the council.
Butuan City Mayor Ferdinand M. Amante Jr. stressed that peace is not merely the absence of war and hatred but it is also the presence of cooperation, compassion, and justice.
''We could never attain peace and order in our respective places and local government units (LGUs) without a resolution of the peace and order in the region,'' he said, adding ''There can never be peace without progress and development.''
''In all aspect, this is everybody's concern,'' said the chief executive here, after his oath of office as RPOC chairman on Friday.
Amante took his oath as the new chairman of the RPOC in Northeastern Mindanao, before Department of the Interior and Local Government (DILG) Secretary Jesse Robredo, during the council's meeting held in one of the inland resort, hotel, and convention center here.

My source cannot identify yet which shell station. Otis shell is a dead spot so it's an unlikely choice.
There's a big chance it'll be at the soon to rise Mega shell since ATM's are usually placed near a commercial area.

BUTUAN CITY, Feb. 19 (PIA) -- The Sangguniang Panlungsod of the city of Butuan recently approved a resolution authorizing Mayor Ferdinand M. Amante Jr., to sign and enter in behalf of Butuan a memorandum of agreement (MOA) by and among the Department of Agriculture – Regional Field Unit XIII and the Antongalon-Agusan Multi-Purpose Cooperative relative to the grant of farm equipment (farm tractor) in connection with the implementation of Agri-Pinoy Rice Program.

Guys, I got info MetroBank will have an offsite ATM @ a Shell Station in JCAA.
My source cannot identify yet which shell station. Otis shell is a dead spot so it's an unlikely choice.
There's a big chance it'll be at the soon to rise Mega shell since ATM's are usually placed near a commercial area.

BUTUAN CITY, Feb. 19 (PIA) -- The Sangguniang Panlungsod of the city of Butuan recently approved a resolution authorizing Mayor Ferdinand M. Amante Jr., to sign and enter in behalf of Butuan a memorandum of agreement (MOA) by and among the Department of Agriculture – Regional Field Unit XIII and the Antongalon-Agusan Multi-Purpose Cooperative relative to the grant of farm equipment (farm tractor) in connection with the implementation of Agri-Pinoy Rice Program.
The grant was requested by city agriculturist Engr. Alberto B. Buca for the use of the cooperative in dire need of farm equipments to increase its productivity and efficiency.

In a resolution passed by the council recently, is cited that the bridge serves a fundamental role in transporting the agricultural products, major source of income of the residents in said areas. The bridge is a major component within the transportation systems in the said areas and the loss of functionality of this structure may adversely affect the livelihood, safety and economic growth of the barangays located in the area. The Butuan City Engineering Team headed by Engr. Jovencia Bilgera, declared the said bridge as dilapidated/damaged after a survey conducted last February 2011. The DPWH is mandated to undertake the planning of infrastructure, such as national roads and bridges, flood control, water resources projects and other public works, and the design, construction and maintenance of national roads and bridges and major flood control systems. It functions as the engineering and construction arm of the government tasked to continuously develop its technology for the purpose of ensuring the safety of all infrastructure facilities and securing for all public works and highways the highest efficiency and quality construction.

netpal February 23rd, 2012, 12:27 PM i and jsl have the same take on this proposed bridge. tungao so deserves this......it is one of Butuan's primary source of agricultural products-to mention food and it a entrypoint/gateway to other raw material rich areas like Las Nieves, Agusan Sur and Bukidnon. the bridge could figuratively and literally connect Butuan with the rest of these places....eventually it will result to faster trade and more economic activities
regarding drainage/flood control projects and improvements of city roads, of course these are as important as the bridge.... i believe the government is also working hard on these..... they've achieved a lot in recent years. we cannot deny these... currently we see diggings and repairs almost everywhere....of course their much is still not enough....let us just remain positive that gradually all roads will soon be upgraded.....

BUTUAN CITY - Archeological and cultural preservation experts from the National Museum have confirmed that an archeological excavation for two balanghai boats will start in Butuan soon.
As early as the 10th century, Butuan had been trading with the Srivijayan Empire in Southeast Asia and China.
Considered the first wooden watercraft excavated in Southeast Asia, the boat is only found in the Philippines, where a flotilla of such prehistoric wooden boats exists. Nine specimens were discovered in 1976 in Butuan City. Three have been excavated.
"Plans are already underway to excavate Balanghai 3 and 4, we already have the necessary funds which were provided by the National Commission for Culture and the Arts (NCCA). The entire dig will be done by archeologists from the National Museum," said Angel P. Bautista, chief of the cultural property division of the National Museum.
Bautista, who was in Butuan City to speak during the 15th Caraga Tourism General Assembly, said that of the nine original boats discovered in Barangay Libertad, Balanghais 1, 2, and 5 were dug up.
"Balanghai 1 is dated back to 320 AD, Boat 2 to 1250 AD, and Boat 5 to around 900 AD. After excavating Boats 3 and 4, we are recommending to develop the site for heritage tourism. These treasures should be protected under the law in preserving, conserving cultural properties of the country based on the recently approved implementing rules of the National Heritage Act of 2009 Republic Act 10066," Bautista added.
Agustina T. Tamayo, officer in charge, Caraga Region Museum, pointed out that the National Museum sent a team last December 1 and started a reconnaissance and mapping of the planned excavation site.
"We are happy to have received the 1 million funding from NCCA (National Commission on Culture and Arts). The team surveyed the area from December 7 to 17, they found out that Boats 6, 7, and 9 are already too damaged to be excavated but said that they have more hope on Boats 3 and 4," she said.
"The entire team is optimistic of the entire excavation that we will be able to retrieve well preserved boats. The archeological team from Manila consisted of four experts then two of us from Butuan. Actually the dig was supposed to have started last January and February but the constant rain has pushed the team to postpone it to March," said Roger V. Mitra, museum technician, archeology division of National Museum in Butuan.

BUTUAN CITY, Feb. 19 (PIA) -- It used to be that all sugars came from cane and nobody knew any better. But with the changing lifestyle and the rise of specific diseases caused by food, there is today a concerted effort to plan what one eats. “The nipa sugar production is a good potential to boost the economy of Caraga Region,” said Foundation for Rural Enterprise and Ecology Development of Mindanao (FREEDOM) Executive Director Antonio Peralta during a recent roundtable discussion with PIA-Caraga personnel.
Peralta said since Caraga Region is a coastal region where nipa tree is abundant, there is a potential of economic development as this can also be a substitute for coco sugar.
The official said the processing of the nipa sugar is the same with coco sugar but some modifications are still needed to produce sugar which has the same quality with that of coco sugar.
Dir. Peralta further said since nipa trees belong to the same family as that of the coconut tree, the produced sugar has low glycemic index, and according to international standards, if the glycemic index is within 50 or below 50, the product is good for the body.
He added that for coco sugar, the glycemic index is about 35 and for the nipa, it is lower than that of the coco sugar. However, he said this has to be verified first by the Department of Science and Technology (DOST).
According to http://www.glycemicindex.com, the glycemic index (GI) is a ranking of carbohydrates on a scale from 0 to 100 according to the extent to which they raise blood sugar levels after eating. Foods with a high GI are those which are rapidly digested and absorbed and result in marked fluctuations in blood sugar levels.
Low-GI foods, by virtue of their slow digestion and absorption, produce gradual rises in blood sugar and insulin levels, and have proven benefits for health. Low GI diets have been shown to improve both glucose and lipid levels in people with diabetes (type 1 and type 2). They have benefits for weight control because they help control appetite and delay hunger. Low GI diets also reduce insulin levels and insulin resistance.
Recent studies from Harvard School of Public Health indicate that the risks of diseases such as type 2 diabetes and coronary heart disease are strongly related to the GI of the overall diet. In 1999, the World Health Organization (WHO) and Food and Agriculture Organization (FAO) recommended that people in industrialized countries base their diets on low-GI foods in order to prevent the most common diseases of affluence, such as coronary heart disease, diabetes, and obesity.

It will be on February 29, 2012, 9:00 a.m. at the FSUU Archbishop Morelos Campus Gym, Libertad, this city.
Gina Lopez, managing director of the ABS-CBN Foundation and SPM lead convenor is the guest speaker on the said forum.
The activity is in support to the Philippine Millennium Development Goal No. 7 on ensuring environmental sustainability.
Rev. Fr. John Christian U. Young, FSUU president, said the aftermath of tropical storm Sendong and other extreme weather events in our country have highlighted the urgent need to take care of our environment.

I think it's important to note that rural areas are important (and sometimes strategic) resources for people living in urban centers.. Aside from being food-baskets, they also serve as carbon sinks and places for rest and recreation.
I'd like to disagree on the argument that all development projects should be concentrated on urban centers. On a macro scale, it's like saying "let's all invest in Metro Manila because it is our capital; nevermind Butuan, it's just on our backdoor anyway."
I wish that we be more circumspect on our comments as these might offend our fellow Butuanons living in rural areas -- who, by the way, are as hopeful as you are that equal opportunities may also come in their way.

Reaffirming the City Gov't's campaign for a cleaner Butuan, Mayor Jun Amante approved today the motion to transfer segregated residuals from the current dumpsite in Brgy. Doongan to the sanitary landfill site in Brgy. Dumalagan on or before March 31, 2012. This was discussed during the regular meeting of the Solid Waste Mgt. Council this afternoon. City ENRO also reported that since the launch of the Clean Ground, Zero Waste Program last Sept. 2011, the city's collected garbage has significantly decreased from 90 tons to 40 tons daily. - CMO-PIO

Not only is Butuan the biggest city in terms of population (300k+ as of 2010), it's practically adjacent to two other small cities - Cabadbaran and Bayugan.
Add to that the surrounding municipalities and you have a quasi-metropolitan area with roughly more than 600 thousand folks.

BUTUAN CITY (MindaNews/24
February) — Archaeologists
and cultural preservation
experts from the National
Museum on Wednesday
confirmed that an excavation
will start soon in Butuan City
for two balanghai boats.
“Plans are already underway
to excavate Balanghai 3 and 4.
We already have the
necessary funds which were
provided by the National
Commission for Culture and
the Arts (NCCA). The entire
dig will be done by
archaeologists from the
National Museum,” said Angel
P. Bautista, Chief of the
cultural property division of
the museum.
Bautista, who was in Butuan to
speak during the 15th Caraga
Tourism General Assembly
cited that nine boats were
discovered in Barangay
Libertad but only three were
dug up, namely Balanghais 1,
2 and 5.
“Balanghai 1 is dated back to
320 AD, boat 2 at 1250 AD and
boat 5 at around 900AD. After
excavating boats 3 and 4, we
are recommending to develop
the site for heritage tourism,”
he said.
He added these treasures
should be protected based on
the recently approved
implementing rules of the
National Heritage Act of 2009
or Republic Act 10066.
Agustina T. Tamayo, officer in
charge of the Caraga Region
Museum pointed out that the
National Museum sent a team
last December 1 and started a
reconnaissance and mapping
of the planned excavation site.
“We are happy to have
received the 1 million funding
from NCCA (National
Commission on Culture and
Arts). The team surveyed the
area from December 7 to 17,
they found out that Boats 6, 7,
and 9 are already too
damaged to be excavated but
said that they have more hope
on Boats 3 and 4,” she said.
“The entire team is optimistic
of the entire excavation that
we will be able to retrieve
well preserved boats. The
archaeological team from
Manila consisted of four
experts then two of us from
Butuan. Actually the dig was
supposed to have started last
January and February but the
constant rain has pushed the
team to postpone it to
March,” said Roger V. Mitra,
museum technician,
archeology division of
National Museum in Butuan.
Balanghai boats 1,2 and 5
were declared on March 9,
1986 as National Cultural
Treasure under proclamation
86 by the late President
Corazon Aquino.
Boat 2 which is the most
complete among the three is
now on display at the National
Museum in Manila.
Balanghai was a boat used in
early times by Malayan
settlers. Relics of this boat
were first discovered in

Reaffirming the City Gov't's campaign for a cleaner Butuan, Mayor Jun Amante approved today the motion to transfer segregated residuals from the current dumpsite in Brgy. Doongan to the sanitary landfill site in Brgy. Dumalagan on or before March 31, 2012. This was discussed during the regular meeting of the Solid Waste Mgt. Council this afternoon. City ENRO also reported that since the launch of the Clean Ground, Zero Waste Program last Sept. 2011, the city's collected garbage has significantly decreased from 90 tons to 40 tons daily. - CMO-PIO
