hi BXU-GCP, the archdiocese of Ozamis is not part of northern mindanao. The archdiocese of Ozamis is the Ecclesiatical "mother Church" of the dioceses of Iligan, marawi,pagadian and dipolog. Non of the other churches in that region will become an archdiocese because Ozamis is the archdiocese. You see, Ecclesiatical jurisdictions doesn't follow civil jurisdictions sometimes. So the diocese of butuan can never become an archdiocese because the diocese of butuan doesn't have 'dioceses' under its Ecclesiastical jurisdiction. In the regions of davao, digos,tagum and mati, the archdiocese is Davao. In the regions of Zamboanga, Basilan,Sulu and Ipil, the archdiocese is Zamboanga. In the regions of Kidapawan, Marbel, and Cotabato, the archdiocese is cotabato. So bishop pueblos will not become an archbishop, not unless he will be transferred to an archdiocese, like davao, zamboanga, ozamis or cebu or manila or jaro in iloilo. That's how catholic churches operate.

I believe in my lowly opinion, that there are advantages and disadvantages for any system and form of government that each country chooses. Federalist-Presidential form of government is different from federalist-parliamentary, just as Unitary-presidential is different from Unitary-parliamentary forms of governments. We can choose any for our country's sake but the question of CORRUPTION will always remain. You see, corruption, in its purest form is not in institutions like 'a' government, but in the 'PEOPLE' running a government. Any system and form of government as you can see in the world, have corruption in small and large scales. Not because 'GOVERNMENT' is bad, but because people are inherently bad. If you elect BAD POLITICIANS, then naturally it will follow that you will have a BAD AND CORRUPT government. Kon pagaatoron mo hong politika ta, magadawat ba kita hong kwarta pag -eleksiyon. Botbot nato. Amo gid ini ang pinakadakong hinungdan hong corruption hong nasud ta. So even if we switch to a federal-presidential system and form of government, the corrupt rich who can afford to buy our votes can still lord it over us because no POOR but deserving leader could ever be elected in a country whose people are uninformed, ignorant of the power in their hands, and who doesn't care about the future of their children. You mean to say these Ecclesiastical Jurisdictions will never change? You mean to say since time immemorial CDO, Ozamis, Zamboanga, Davao, etc were already archdioceses. I believe not. Everything in this world is dynamic, even the Church.

City celebrates weeklong 58th Adlaw Hong Butuan

Butuan City (6 August) -- City officials led by City Mayor Democrito "Boy Daku" Plaza II, Cong. Jose "Joboy" Aquino II, members of the Sangguniang Panlungsod headed by Vice Mayor Dino Claudio Sanchez, and the City Tourism Office under the supervision of Madam Daisy Plaza, Chairperson, would spearhead the weeklong celebration of the 58th Adlaw Hong Butuan that falls every August 2, and would have its kick-off activity on July 27 (Sunday) during the "Abayan Festival" to be held at the Philippine Ports Authority (PPA) Grounds, this city.

This year's theme is: "Celebrating the Ancient Kingdom of Butuan" embraces the historical significance of Butuan in the country's past and the city's tourism potential.

Mayor Plaza and the city officialdom are pushing Butuan's seven historical sites, which include among others the Suatan Creek at Barangay Ambago; Midden Shell at Barangay Bonbon; Balanghai Boats at Barangay Libertad; Banza Church Ruins at Barangay Banza and Bood Shrine to boost the tourism industry here.

The Balanghai Boats dating back to the 15th Century, which were unearthed several years ago, gave Butuanons more rightful and valid claim in our history that it was Masawa, (now Masao) meaning, glaring, and not Limasawa did Ferdinand Magellan saw and first landed in the Philippines, local historians here insisted.

Even before Magellan came to the Philippines, native Butuanons, royal datus and chieftains in particulars, had already established economic system (barter trade) among themselves and were already trading with Chinese merchants who sold their products such as Chinese porcelain, silk, spices and many others in exchanged for gold which was teeming here before thus the ancient Kingdom of Butuan, the report said.

Mayor Plaza is really bent to develop the city's tourism potentials because of the economic gains and progress the city could derive out of this industry, the good mayor stressed.

With this, the active mayor has given so much emphasis in the cleanliness and beautification surrounding the city, that one of the programs outlined for the Adlaw Hong Butuan occasion, is the Sanitation Officers Training for Barangay Officials to be conducted into two batches that would give teeth to the Anti-Littering Ordinances and the citywide Solid Waste Management campaign.

Another is the launching of "Linis Bago Alis" project on August 1, at the City Hall Kadiwa to be conducted by the City ENRO under Forester Alexander Alaan that would eliminate garbage in our surroundings, it was learned.

Highlight of this occasion, is the signing of the Memorandum of Agreement (MOA) between ART Demo and Sec. Joseph "Ace" Durano of the Department of Tourism, as well as the Turn-Over of funds for the Agusan River Cruise Project at the Sports Complex on August 2 (Adlaw Hong Butuan).

Sec. Durano, it was learned, would distribute P50,000 to P100,000 to community organization, other groups and individuals who are actively involved in the eco-tourism and environmental protection program here.

Prior to these activities, a Mass was held at the St. Joseph Cathedral and a Wreath Laying at the tomb of Cong. Marcos Calo, said to be the Father of the Charter City of Butuan and a Civic Parade and Grand Float Competition in the morning.

Exhibits, discount sales up at SME "Market, Market" Week 2008

Butuan City (6 August) -- A sale on "over-runs" and promotional products at discounted prices are some of the "come-ons" during the market-type trade fair dubbed as SME "Market, Market" Week 2008.

Producers, selected distributors and merchandisers of consumer goods will sell their products at discounted prices. Enterprising government employee cooperatives and associations are also invited to join this week-long trading activity.

Simultaneous to the fair are the mounting of agency and techno exhibits and the conduct of job fair, briefings and seminars. The SME Market Market Week 2008 runs from July 29 to August 2 at the grounds and convention hall of Luciana Convention Center, Butuan City.

The SME month celebration is part of the continuing advocacy of harnessing entrepreneurial spirit by conducting SME support activities. These events are conducted by the different member-agencies of Convergence for the Development of SMEs (CODE-SME) composed of line agencies, chambers of commerce, provincial and city SME development councils, business associations, government and private financing institutions. Communities boost cultural studies

National Museum Director Cora Alvina was conspicuously absent last Thursday from the National Museum, which due to the strong and long downpour that occurred all over Metro Manila that afternoon had become an island surrounded by floodwaters. Meanwhile the Museum Foundation, a National Museum support group, was holding its General Assembly inside sans Director Alvina. Where was she? She was actually in Butuan City, Agusan, on an official mission; in the meanwhile enjoying blue skies and sunshine and feeling greatly elated by Butuan City’s show of appreciation for the National Museum Branch in their midst.

Butuan City, a former lumber town, but also home to the balanghai, the prehistoric era sailing craft of ancient Filipinos, in which they sailed the archipelago’s waters and farther afield, was meaningfully displaying its respect for its cultural heritage and historic antecedents. In a simple ceremony, the Butuan City local government under Mayor Demo*crito Plaza, in keeping with a Butuan City Council Resolution, was signing a Memorandum of Agreement with Director Alvina, to guarantee a yearly grant of One Million Pesos (yes, as in P1, 000,000.00) to the National Museum Butuan Branch which houses a balanghai, among other cultural artifacts, to spend for whatever it sees fit. The immediate need is to fix the roof and safeguard the ornamental lagoon that makes up its physical plant. Inside, there is a new computer system donated by a Butuan resident, a lover of culture and heritage, and supporter of the museum, Dr. Estacio. Dr. Estacio has been a commendable and solicitous donor to the Butuan National Museum Branch well being that he has provided it with grass cutters as well to keep its landscape attractive.

Indeed, Butuan City has shown an exemplary regard for culture and prehistory as demonstrated by its local government and citizens. Together they not only provide the day-to-day maintenance needs of their local National Museum branch but also have made it feel welcome in the most substantial ways. For example, the one million grant is guaranteed every year. If less than one million is spent in a year, then the leftover is carried over as an addition to the next year’s million. If more than one million is needed for a good reason, then it will be possible to get the extra funds needed in advance from the next year’s budgeted fund. In fact, the city government bought the property for the museum’s use from a Butuanon family, the Malvars, who in turn also donated part of the property for the museum. Moreover, the Butuan City local government is ready to underwrite extra funds for any archaeological work that the National Museum deems fit to be done in the area. Right now there is a shell midden in Bonbon, a suburb of Butuan that the National Museum staff has judged to be worthy of some archaeological investigation.

This quality of attention and assistance to the National Museum is unique in this country. The town of Kiangan in northern Luzon is in this exclusive league when it donated Fifty Thousand Pesos (P50,000.00) from the town coffers to fix the roof of the museum branch there. Butuan City exhibits a flexibility and absence of bureaucratic red tape regarding the availability and use of funds for the museum that is also unique. It clearly possesses a vision about how to handle its heritage and culture and make it a part of its citizens’ lives. Other local governments should take note and emulate Butuan in relation to their own cultural life and regard for their past.

For its part the National Museum is thinking of upgrading and multiplying its exhibits in Butuan, which can only enhance its museum branch there. One new project is to have a balanghai shrine in Libertad, Agusan, where one of the prehistoric balanghais was found, and of course, attend to the shell midden’s cultural contents through archaeological work.

The local government of Butuan City is headed by Mayor Democrito Plaza. His wife, Mrs. Daisy Plaza, a former mayor, plays a major role as the current head of the Butuan Cultural Council. The city also has a Butuan Historical Association. These cultural institutions are supported by the Butuan City Council with resolutions initiated by Councilor Ramon Caram*patana, who worked for the passage of the board resolution for the grant for the National Museum Branch in the city.

Cora Alvina’s visit to Butuan City was more than a matter of fairer weather in Mindanao. We hope it could be a harbinger of future smooth sailing for the National Museum presence in the city and for Philippine cultural heritage and prehistory for in more places outside Metro Manila for the education and appreciation of all

Sulpicio Lines to resume CeButuan Cargo Service

SLI ships limited to cargo

The Department of Transportation and Communication (DOTC) yesterday clarified that the two passenger ships of Sulpicio Lines Inc. (SLI) allowed to sail again will only carry cargo but not passengers.

“They can't carry passengers, only cargo,” said a text message from Task Force Princess of the Stars chief Elena Bautista, the Transport Department's undersecretary for maritime affairs.

Maritime Industry Authority (Marina) administrator Vicente Suazo, in a phone interview, supported Bautista's declaration, saying that the order lifting the suspension of SLI's MV Princess of the Earth and MV Cotabato Princess was limited to cargo only.

“The two vessels were only allowed to carry cargo to keep the movement of goods going. Remember, we have talked to other shipping companies which have assured us that they have new ships coming to serve any increase in cargo demand,” said Suazo.

“While we are awaiting those, and pending the results of the ongoing hearings involving Sulpicio Lines, we allowed two of their passenger ships to carry only cargo, so that cargo deliveries will not be hampered,” he said.

Suazo said the fate of SLI's passenger business has yet to be decided by the Marina board.

Bautista added that Marina deputy administrator for operations Col. Primo Rivera has denied saying the two ships may carry passengers. She said Rivera was misquoted.

Rivera could not be reached for comment as of press time.

Rivera earlier said that the order lifting the suspension on two SLI vessels did not specify if its operations would be limited to transport of cargoes.

Since the order did not set limitation, he said it meant that the two SLI vessels could carry passengers too, he said Rivera said he signed the order on Saturday upon the instruction of Transportation Undersecretary Bautista. The move had the go signal from Transportation Secretary Leandro Mendoza.

Engineer Nelson Morales, SLI Safety and Quality Assurance manager, said he had not personally seen the written notice that the two vessels may be allowed to sail again.

Morales said that nine passenger vessels have been re-audited. Up next for re-inspection are four others which are dry-docked. Seven SLI cargo vessels, which were not covered by the grounding, are still in operation and one is dry-docked.

But SLI port captain Nestor Ponteres said the shipping firm decided to limit its operations to cargo while waiting for clear instructions from Marina.

The MV Princess of the Earth will serve the Cebu-Butuan-Cebu route and the MV Cotabato Princess, the Manila- Estancia, Iloilo- Zamboanga - Cotabato route.

Since the MV Cotabato Princess is based in Manila, only the MV Princess of the Earth will leave from the port of Cebu.

Glenn Cabañez, Marina-Central Visayas director, said he was puzzled why the order did not contain any specifics. As far as he knew, he said the two vessels should only carry cargoes and not passengers.

“Sa ngayon cargo lang muna. Nalilito kami diyan sa totoo lang. Di ko malaman kung bakit lumabas ang order na walang condition (For now, we'll limit it to cargoes. But we too are confused. We didn't know why the order did not set any condition),” Cabañez said.

Last July 23, Secretary Mendoza announced to reporters in Cebu that the suspension on SLI vessels would be lifted following the meeting between President Gloria Macapagal-Arroyo and big shipping owners inside the Malacañang sa Sugbo.

But he said Arroyo only wanted the ships to carry only cargo to address the shortage of cargo vessels after the SLI ships were grounded.
Sulpicio Lines is the second biggest cargo carrier in the country and accounts for 40 percent of all cargo movement across the country.

Cabañez said the MV Princess of the Earth and the MV Cotabato Princess can sail after his office issued on Wednesday the safety certificate for the two vessels.

“On the basis of the inspection report, we issued the ship safety certificate. The engineers recommended for the issuance of the safety certificate,” he said.

The Cebu Coast Guard Station said SLI vessels would be thoroughly inspected before these would be allowed to leave the ports.

Coast Guard District Central Eastern Visayas head Commodore Edmond Tan said the Cebu Coast Guard will conduct inspection to ensure that all the cargoes are properly placed.

“It is our obligation to check all the vessels before allowing them to leave from the port,” Tan said.

Cebu Coast Guard chief Commander Elpidio Gunio said his office has not received any communications from the Marina about the two vessels.

Like Tan, he also assured that the cargoes will be carefully inspected before allowing the vessels to depart.

Business leaders in Cebu hail the lifting of the suspension orders on two vessels because Cebu needs more vessels to carry cargoes to several key areas in the country.

Cebu Archbishop Ricardo Cardinal Vidal was also happy with the order, which meant the vessels passed the Marina reaudit.

Vidal told TV Patrol Cebu said that while the suspension on two vessels had been lifted, the people should not forget the June 21 sinking of MV Princess of the Stars that left hundreds of people dead.

He added he also hoped the SLI would learn from the tragedy and would not to allow the vessels to sail when overloaded or during heavy rains.

But those who lost their loved ones in the sea tragedy were disappointed with the order.

Elpedia Payawal said the government should even suspend the license of SLI after the vessels owned by the shipping firm had figured in several sea accidents.

Payawal's husband was among the more than 400 passengers and crew members who were declared missing and presumed dead.

Of the 825 passengers and crew of MV Princess of the Stars, 52 survived while 312 bodies had been recovered.

Payawal said she continued to hope that her husband was alive but was stranded on a nearby island and had lost his memory.

Liza Osabel, who lost her husband in the sinking, said that if the government was truly concerned about its constituents, it should not allow any SLI vessel to sail –whether to ferry passengers or just cargo.

Allowing the SLI vessels to sail again was a sign of disrespect to the victims, especially those whose bodies were believed to be trapped inside the sunken vessel, said Benirando Ermat, whose brother was among the fatalities.

Payawal, Osabel and Ermat went to the Public Attorney’s Office (PAO) yesterday to signify their intention to file charges against the shipping firm.

Payawal and Osabel were in tears while asking government lawyer Banjo Luther Macion about the requirements needed in filing the case.

Osabel said losing her husband Eddie was painful. Eddie, a seaman, was supposed to start working on July 24. His body was among those found in Quezon.

“Bisan nakit-an na nako akong bana, di gihapon ko katuo nga wa na siya, mu-file ko’g kaso para sa akong mga anak, unsaon man nako pagbuhi sa akong mga anak nga akong bana ra may gisaligan (Even if I have found my husband's body, I still could not believe that he is gone. I will file the case for our children. How will I be able to support my children when I was dependent on my husband),” said Osabel.

Macion of PAO advised the relatives to bring documents that would prove their relationship with the victims.

Cargo only for 2 Sulpicio vessels as grounding order lifted

CEBU CITY, Philippines—Sulpicio Lines Inc. will operate their two passenger-cargo vessels starting Saturday but these will only carry cargoes after the Maritime Industry Authority (Marina) lifted the grounding orders of the vessels.

MV Princess of the Earth will be serving the route Cebu-Butuan-Cebu while the MV Cotabato Princess will be sailing Manila-Estancia, Iloilo, Zamboanga and Cotabato and vice versa.

Sulpicio port captain Nestor Ponteres said that while the lifting order did not give any limitations, the company opted to wait for the specific instruction from Marina with regards to passengers.

Marina deputy administrator Primo Rivera earlier said that in the absence of any limitations, then the two vessels could carry passengers.

Rivera signed the order lifting the grounding on the two vessels Saturday last week after he received an instruction from Undersecretary Elena Bautista of the Department of Transportaion and Communication, who passed on the order from DOTC Secretary Leandro Mendoza.

Marina 7 regional director Glenn Cabañez on Thursday said that as far as he knew, the two vessels could only carry cargoes and not passengers, as directed by the President Macapagl-Arroyo after she met with shipping operators last July 23.

Cabañez also said that his office had issued safety certificates to MV Princess of the Earth and MV Cotabato Princess on Wednesday.

"On the basis of the inspection report, we issued the ship safety certificate. The engineers recommended for the issuance of the safety certificate," he said.

Business leaders in Cebu hailed the lifting of the grounding orders on two vessels, saying Cebu needs more vessels to carry cargoes.

Meanwhile, Ponteres said they would rehire the laid-off crewmen of the two vessels. However, they would not rehire those working in the steward department since the ships would only carry cargoes.

hello again Bxu-Gcp. I agree 100% with what you said about change, which is of course the only constant in this world. But I believe both of us will never see those changes in Ecclesiatical Jurisdictions here in the dioceses of northern mindanao in OUR lifetime. Not unless catholics in these dioceses will become so numerous that there's a need to divide and make ecclesiastical jurisdictions of these places as it is now. But I am pessimistic about that. What with the rate of catholics being siphoned off to other born again denominations and other religions, I believe not by a longshot will these dioceses change their ecclesiastical jurisdictions. Ask any priest you know, then you will see my point. Thanks for the profound hope though..

The Bonok-Bonok Culture and Arts Association, Inc. through the Surigao City Tourism Office is inviting all cultural contingents in the country to participate in the 2008 Bonok-Bonok Maradjaw Karadjaw Festival on September 9 this year.

The Bonok-bonok Maradjaw Karadjaw Festival is an ethnic Mardi gras marked by street dancing and stationary festivities held in line with the annual fiesta celebration of San Nicolas de Tolentino on September 10.

The criteria for the Bonok-bonok Festival are storyline theme and concept—20%; choreography—20%; performance—25%; street dancing—25%; production design that includes costumes, music, props and sets—10%.

The dance entry shall take in the forms of street dancing (done during the parade in progressive steps) and the main dance drama or stationary dance will be performed in a place designated by the organizers.

The main dance/ritual shall be given an allotted time of 6 minutes excluding entrance and exit.

The dance entry may present a storyline or dance scenarios taken from the place being represented or inspired from various literary forms.

Prizes at stake are P250,000 plus trophy for the grand prize; P200,000 plus trophy for the 1st runner-up; P150,000 plus trophy for the 2nd runner-up; and P100,000 plus trophy for the 3rd runner-up. Participation prizes at P10,000 each and certificate of participation for non-winners.

Special awards for Best in Street Dancing is P50,000 plus trophy; Best Choreographer is P10,000 plus trophy; Best in Costume is P10,000 plus trophy and Best in Musicality is P10,000 plus trophy.

Sr. Tourism Officer Ms. Roselin Armida B. Merlin disclosed that all contingents will be provided with modest accommodation, food subsidy of P10,000 each and 5 containers of mineral water.

Rice supply in Butuan over 40% surplus

Butuan City (13 August) -- There is no rice shortage here that would justify the rising prices of commercial price in the market.

City Mayor Democrito Plaza II said there are no reasons for commercial rice dealers to increase the price of rice like in other parts of the country.

Speaking in the principle of the law of supply and demand in economics, Plaza pointed out that Butuan City has even 40 percent excess of rice supply and is more than enough to feed the entire population in the 86 barangays.

Plaza however believes that commercial rice dealers may have manipulated the price of rice in the market to make a wider margin of profit as skyrocketing prices of rice in the country has been experienced in the whole country.

The city's chief executive has already conducted monitoring to rice dealers to control the situation.

Meantime, Plaza assured sufficient NFA rice throughout the barangays to neutralize the high prices of rice in the market.

"We have already tapped the NFA to increase rice distribution in all barangays by putting at least two outlets in every barangay," Plaza said in Cebuano. (People's Guardian/PIA-Caraga)

Butuan City (6 August) -- City officials led by City Mayor Democrito "Boy Daku" Plaza II, Cong. Jose "Joboy" Aquino II, members of the Sangguniang Panlungsod headed by Vice Mayor Dino Claudio Sanchez, and the City Tourism Office under the supervision of Madam Daisy Plaza, Chairperson, would spearhead the weeklong celebration of the 58th Adlaw Hong Butuan that falls every August 2, and would have its kick-off activity on July 27 (Sunday) during the "Abayan Festival" to be held at the Philippine Ports Authority (PPA) Grounds, this city.

This year's theme is: "Celebrating the Ancient Kingdom of Butuan" embraces the historical significance of Butuan in the country's past and the city's tourism potential.

Mayor Plaza and the city officialdom are pushing Butuan's seven historical sites, which include among others the Suatan Creek at Barangay Ambago; Midden Shell at Barangay Bonbon; Balanghai Boats at Barangay Libertad; Banza Church Ruins at Barangay Banza and Bood Shrine to boost the tourism industry here.

The Balanghai Boats dating back to the 15th Century, which were unearthed several years ago, gave Butuanons more rightful and valid claim in our history that it was Masawa, (now Masao) meaning, glaring, and not Limasawa did Ferdinand Magellan saw and first landed in the Philippines, local historians here insisted.

Even before Magellan came to the Philippines, native Butuanons, royal datus and chieftains in particulars, had already established economic system (barter trade) among themselves and were already trading with Chinese merchants who sold their products such as Chinese porcelain, silk, spices and many others in exchanged for gold which was teeming here before thus the ancient Kingdom of Butuan, the report said.

Mayor Plaza is really bent to develop the city's tourism potentials because of the economic gains and progress the city could derive out of this industry, the good mayor stressed.

With this, the active mayor has given so much emphasis in the cleanliness and beautification surrounding the city, that one of the programs outlined for the Adlaw Hong Butuan occasion, is the Sanitation Officers Training for Barangay Officials to be conducted into two batches that would give teeth to the Anti-Littering Ordinances and the citywide Solid Waste Management campaign.

Another is the launching of "Linis Bago Alis" project on August 1, at the City Hall Kadiwa to be conducted by the City ENRO under Forester Alexander Alaan that would eliminate garbage in our surroundings, it was learned.

Highlight of this occasion, is the signing of the Memorandum of Agreement (MOA) between ART Demo and Sec. Joseph "Ace" Durano of the Department of Tourism, as well as the Turn-Over of funds for the Agusan River Cruise Project at the Sports Complex on August 2 (Adlaw Hong Butuan).

Sec. Durano, it was learned, would distribute P50,000 to P100,000 to community organization, other groups and individuals who are actively involved in the eco-tourism and environmental protection program here.

Prior to these activities, a Mass was held at the St. Joseph Cathedral and a Wreath Laying at the tomb of Cong. Marcos Calo, said to be the Father of the Charter City of Butuan and a Civic Parade and Grand Float Competition in the morning.

At least you retracted your statement that the Diocese of Butuan can never become an ArchDiocese. It may never happen twice our lifetime and it doesn't matter to any faithful in Butuan. But saying that such change will never happen is like playing god.

have lots of college batch mates from other cities...in their recent visit here in BXU...they agreed that Butuan is very vibrant and progressive at par or even more than some of their home cities and other cities they have visited...or maybe nahubog nako sila with my Butuanon kinilaw with fundador :lol:

but I agree that Tagum is definitely one of Mindanao's progressive cities..

Butuan and Tagum ranked 2nd and 1st respectively nationwide as among the medium sized cities with the cheapest of doing business as declared by the 2007 AIM Competitiveness Survey....cheap rental costs...cheap utility services and cheap business and realty taxes..

Butuan has an ordinance giving tax incentives to prospective investors....with tax holidays and investment support...

Recently the DTI in partnership with City government and RDC 13 opened the NERBAC...a one stop shop for investors and businessmen for processing and assistance.

the coliseum is not on the number one priority Reg based on the latest State of the City Adress by the mayor...with IRA cuts....I dont think it is wise for any city to build projects that do not have immediate investment returns for these times where resources are more for basic socio economic needs rather than monuments...

DOT and the City ART DEMO signed a memorandum of agreement last August 2, 2008 regarding this undertaking...

the admin building is occupied...have to check which offices....but those offices will be building their own edifices within the center soon....the new bridge linking the center to Tiniwisan road is almost finished...once the road is fully cemented...the city will field another Route for jeeps plying Ampayaon-Tiniwisan line..

I hope Mr. Marasigan will add two more in the downtown and perhaps in Langihan/North Montilla Blvd. as he is the sole owner of the McDonalds Butuan franchise area...

fastfood companies have actually under estimated the Butuan catchment market size..

even the local homegrowns like Tita's; Red Apple; Tree Garden...are still going strong these years despite competition due to the potential size of the catchment market which also include areas around the city..

San Mateo is an old resettlement area along the Agusan Riverbanks when a few settlers during Spanish times moved upstream from the Agao district (Butuan's old district and the nucleus of present day downtown area)

Tourism Sec. Ace Durano's Caraga Visit

Butuan City (20 August) -- Tourism Secretary Joseph Ace Durano who was slated to grace the 58th Adlaw Hong Butuan, celebration on August 2 and be joined by local government officials led by City Mayor Democrito D. Plaza II in welcoming the eight grantees and its 30 members coming from Agusan del Norte, Agusan del Sur, Butuan City, Surigao City and Dinagat island who are recipients of the financial grants from the Department of Tourism, was not able to come because his private plane that would take him here has experienced mechanical trouble, sources said.

Sec. Durano was also scheduled to turn over a check worth P2.5 Million to Mayor Plaza for the Agusan River Cruise Project of the city government under the auspices of the City Tourism Office headed by the mayor's lady, former Mayor Daisy B. Plaza.

On the other hand, these said grantees were given assistance in the form of scuba diving and snorkeling gears, boats and docking sheds, kitchen and entrepreneurial equipment and kayaks among others, to enhance tourism activity in their respective places.

The department's programs such as TURISMO MISMO and Grassroots Entrepreneurship and Employment for Tourism (GREET) seek to enhance livelihood opportunities amongst micro entrepreneurs in the tourism industry while advocating environmentally sustainable and socially equitable practices in our local communities, particularly in eco-tourism sites.

Bringing the good news about tourism to other parts of the country, Durano has also awarded several grants in Donsol, Bohol and Cebu while preparations are underway for the Turismo Mismo in Taal-Talisay.

As the good news of tourism spreads and successfully converts more destroyers into being protectors of the environment, it is hoped that the Nature + Nurture advocacy campaign for sustainable eco-tourism proves that there is indeed a better way to a better life.


The Metamorphosis of Butuan City

Director Patria Aurora "Dawnie" B. Roa, Regional Director of the Philippine Department of Tourism, Central Visayas who came earlier via a commercial flight represented the good Tourism Secretary, instead.

Director Roa is not a stranger to Butuan City having served the agency in Northern Mindanao Region based in Cagayan de Oro when Butuan was yet a part of the region and was used to transverse the roads connecting other cities in the Northern Mindanao.

She said that Butuan has metamorphosed into a developing city to reckon with, in this part of the country when before there were no 5-star hotels, no shopping malls, transportation and communication were inefficient and sub-standards, etc… Butuan is so much different now than it was 15 years ago, Director Roa stressed.

Roa also disclosed that P10 Million pesos have been earmarked for tourism projects and other programs related to enhance Caraga Region's potentials as tourist destination, she said.

She further added that packaging Butuan as another "fun & adventure destination" to both local and foreign tourists is more attainable because of the presence of many inlet lakes, the Agusan River, the dormant Mt. Mayapay, the city's historical sites, etc. in short, Butuan City is still too close to nature, she implied.

Butuan City (20 August) -- Tourism Secretary Joseph Ace Durano who was slated to grace the 58th Adlaw Hong Butuan, celebration on August 2 and be joined by local government officials led by City Mayor Democrito D. Plaza II in welcoming the eight grantees and its 30 members coming from Agusan del Norte, Agusan del Sur, Butuan City, Surigao City and Dinagat island who are recipients of the financial grants from the Department of Tourism, was not able to come because his private plane that would take him here has experienced mechanical trouble, sources said.

Sec. Durano was also scheduled to turn over a check worth P2.5 Million to Mayor Plaza for the Agusan River Cruise Project of the city government under the auspices of the City Tourism Office headed by the mayor's lady, former Mayor Daisy B. Plaza.

On the other hand, these said grantees were given assistance in the form of scuba diving and snorkeling gears, boats and docking sheds, kitchen and entrepreneurial equipment and kayaks among others, to enhance tourism activity in their respective places.

The department's programs such as TURISMO MISMO and Grassroots Entrepreneurship and Employment for Tourism (GREET) seek to enhance livelihood opportunities amongst micro entrepreneurs in the tourism industry while advocating environmentally sustainable and socially equitable practices in our local communities, particularly in eco-tourism sites.

Bringing the good news about tourism to other parts of the country, Durano has also awarded several grants in Donsol, Bohol and Cebu while preparations are underway for the Turismo Mismo in Taal-Talisay.

As the good news of tourism spreads and successfully converts more destroyers into being protectors of the environment, it is hoped that the Nature + Nurture advocacy campaign for sustainable eco-tourism proves that there is indeed a better way to a better life.


The Metamorphosis of Butuan City

Director Patria Aurora "Dawnie" B. Roa, Regional Director of the Philippine Department of Tourism, Central Visayas who came earlier via a commercial flight represented the good Tourism Secretary, instead.

Director Roa is not a stranger to Butuan City having served the agency in Northern Mindanao Region based in Cagayan de Oro when Butuan was yet a part of the region and was used to transverse the roads connecting other cities in the Northern Mindanao.

She said that Butuan has metamorphosed into a developing city to reckon with, in this part of the country when before there were no 5-star hotels, no shopping malls, transportation and communication were inefficient and sub-standards, etc… Butuan is so much different now than it was 15 years ago, Director Roa stressed.

Roa also disclosed that P10 Million pesos have been earmarked for tourism projects and other programs related to enhance Caraga Region's potentials as tourist destination, she said.

She further added that packaging Butuan as another "fun & adventure destination" to both local and foreign tourists is more attainable because of the presence of many inlet lakes, the Agusan River, the dormant Mt. Mayapay, the city's historical sites, etc. in short, Butuan City is still too close to nature, she implied.

Butuan City (20 August) -- Tourism Secretary Joseph "Ace" Durano is optimistic that these twin programs of the Department of Tourism (DOT), GREET and TURISMO MISMO would boost the Philippine's prospect of becoming globally competitive tourist destination, it was gathered.

Foreign-tourists arrivals in the country have already reached the 3 million mark since he assumed the post as Tourism Secretary, the report also added.

Tourism is a gross dollar-earner industry that enhance economy growth of a country or a specific city in particular, hence, these twin programs, GREET which stands for Grassroots Entrepreneurship and Employment in Tourism and TURISMO MISMO (ang sagot sa kahirapan) would further strengthen our competitiveness in the international market with the active participation of the local residents. This would also generate employment in their respective areas.

GREET is a program that aims to extend livelihood opportunities to aspiring entrepreneurs in eco-tourism while TURISMO MISMO would complement and continues the GREET Program. Existing stakeholders can use the grant to prove their products and services thru access capital and providing skills and knowledge, values formation, and other entitlements.

GREET target goals are: employment generation; livelihood creation; balanced ecology & environmental protection; promotion and marketing of eco-tourism sites as potential tourist destinations; and tourism development.

While TURISMO MISMO would promote and implement DOT campaigns for sustainable tourism; and provide access to capacity building, skills training, and livelihood conceptualization.

In Caraga Region, there are eight GREET grantees that include: 1. Grant A Scuba Professional One Complete Set of Dive Equipment for Daniel Dominic N. Calo in Agusan del Norte; 2. Agusan del Sur Eco-tourism Adventure for Arnel C. Pasilan in San Francisco, Agusan del Sur; 3. Masao River Kayak for Butuan Global Forum, Inc.; 4. Snorkeling at the Vinapor Beach Park for Butuan Global Forum, Inc.; 5. Palay Travel and Tours Nature Escapade for Palay Travel & Tours; 6. Catering Services Project in Surigao City for Women in Service for Eco-tourism Association (WISE); 7. Day-asan Yong Entrepreneurs Eco-tours Project in Surigao City for SNCAT-IMSF Alumni; 8. R.E. Ecleo Sr. Adventure Program: Mangrove Sneaking for SNCAT-REESPC Alumni in Dinagat Islands.

According to these grantees, with the initial grants coming from the Department of Tourism, they are really thankful of the opportunity given to them and are hopeful that it would improve their lives and to sustain their respective projects in the promotion of the tourism industry in their areas. DIOCESE OF BUTUAN

The Diocese of Butuan was created on March 20, 1967, comprising the civil provinces of Agusan del Norte and Agusan del Sur. Its titular patron is St. Joseph, whose feast is celebrated on May 19 each year. This diocese is a suffragan of the Archdiocese of Cagayan de Oro. It has a land area of 11,555 square kilometers, with a population of 884,709, of which 81 per cent are Catholics.

Butuan City, created in 1950 is one of the Philippines' largest cities in land area. It is a large square stradding both banks of the Agusan River, which has contributed to making it the most important trading center of the Agusan Valley. The city differs from other cities in the country in that it has a destiny western atmosphere, very urban, like that of cities abroad.

Agusan del Norte, the smaller of the Agusans, has even rainfall throughout the year, with no pronounced wet or dry season. Agusan del Sur, on the other hand, is rainy from October to February and is prone to flooding during these months. What both provinces have in common is rich alluvial soil which produces rice and corn mainly, and coconuts, bananas, abaca, sugarcane and rubber.

Since March of 1994, the Diocese Butuan has been preparing for a diocesan pastoral assembly originally scheduled for September in 1995. This, however, had to be postponed due to the transfer of its bishop � Most Reverend Carmelo D.F. Morelos, to the Archdiocese of Zamboanga. At present the diocese is in the care of a diocesan administrator, Monsignor Cesar Gatela, and a board of consultors.

There are in the diocese at present 72 priests and religious, ministering to 35 parishes and 1 mission station. It has about 10 Catholic institutions, among them the St. Peter College Seminary in Butuan City. There are now about 600 established Basic Ecclesial Communities in the two provinces.

An Economic Center in Mindanao
Known as one of the first or industrialized cities in Agusan del Norte, Butuan is a fast advancing city in Mindanao. CAST calls on all cities to be smoke-free

Butuan City (27 August) -- In a move to institutionalize the no smoking policy, the Caraga Anti-Smoking Team (CAST) calls on all cities to be smoke free through a coordination meeting held here, recently.

The team hopes to be able to lobby for "smoke free" city legislation to all the cities in Caraga. For starters CAST will push for a smoke free Cabadbaran City. Legislation to this effect is already in place and soon Cabadbaran will become a smoke free city.

Dr. Godofreda Sarabosing, Assistant Regional Director of the Department of Health (DOH) in her short message express her desire to widen CAST membership and make it a coalition of non-communicable diseases.

She further underscores the need for a healthy lifestyle in preventing life threatening diseases through non-smoking, proper diet and exercise.

Several activities lined up by the team for 2008 are the anti-smoking symposium and orientation in schools and workplaces as well as lakbay-aral to Davao City.

Davao City has been noted for its strict implementation of the anti-smoking law. During the said meeting, CAST also elected a new set of officers. ‘Tribute missions’ to China

London will be hard-pressed to outdo the opening of the Beijing Olympics. But then the United Kingdom has four years to bite its nails and cough up something relatively memorable. Aside from the ads that kept flashing on the screen during the television broadcast of the Olympics, what added to my irritation were the put-down commentaries by Westerners who seemed to have forgotten that China already had a marvelous civilization when Europeans were still living in caves.

China asserting herself reminded me of a previous column I wrote about the “tribute missions” from various parts of the then insular Southeast Asia. The missions went to China offering gifts. At the time I wrote the column, I was interested in missions from the Philippines and, according to Chinese records of the 11th century, there were missions from Butuan.

In 1003 A.D., a mission from Butuan brought “exotic goods and red parrots.” We will never know what these “exotic goods” were or their quantity, but the fact that the Chinese side gave “copper cash” in exchange for them is a small clue. The following year, 1004, the same generic “exotic goods” are recorded in the annals with the following note: “Members of missions bought gold and silverware, banners and flags in contravention of the regulations.” Not a very flattering footnote to our history.

In 1011, we have a bit more detail on the gifts presented by the Butuan mission: “Used a sheet of gold for a letter. Gave cloves; white Borneo-camphor, turtle shells, red parrots, also a Kun-lun slave.” I’ve always imagined pearls, bird’s nest and abalone would be a staple from the Philippines. Now I see that red parrots were considered valuable enough to give as gifts. Always a skeptic, I even think the birds might have been dyed in any color the buyer desired.

It is the Kun-lun slave that made me curious. What was this? Kun-lun was used to describe people from Southeast Asia, and an old Tang dynastic history has a line that reads, “From the south of Lin-yi (North Vietnam), all the people were curly-haired and black in color, they were called Kun-lun.” Then, as now, the people from Butuan were neither curly-haired nor black. Could this Kun-lun slave be a Negrito or Aeta captured in a slave raid? Or, perhaps, purchased along the way from Butuan to China?

What is significant in terms of value and racial preferences was that the Chinese refused the slave given as a present and returned her/him to the Butuan mission. The leader of the mission asked for armaments and flags which were later granted. Surely the Chinese annals have much more detailed tribute lists and inventories, and Filipino historians can go through these seemingly boring lists and come up with some interesting ideas on pre-Spanish life.

The Philippines was definitely a bit player, even if there were tribute missions from Butuan and Sulu and an undetermined place in Luzon listed in the annals as Ma-i or Ma-yi. Compare the Philippine gifts with those from Jiao Zhi, which is believed to be part of Northern Vietnam. In 990, the Jao Zhi mission presented one chair with dragon and phoenix motifs and other precious things; 12 sedan chairs decorated with turtle shell; one parasol made of red silk embroidered with dragon and phoenix motifs and with a golden handle decorated with turtle shell; 30 pieces of rhinoceros horn; 40 ivory tusks; 10,000 rolls of silk; 1,000 rolls of cotton; and 1,000 rolls of woven silk. Now that definitely is a king’s ransom compared to the red parrots and spurned Kun-lun slave from Butuan, thus the title “King of Jiao Zhi” was granted to the head of the mission.

In 1055, the Jiao Zhi mission presented “ten domesticated elephants and other things.” While the other items that came with the elephants were not listed, we can deduce their worth from the goods given in exchange by the Chinese: “500 rolls of silk and 500 rolls of cloth; 50 sheep; 50 stones of flour. A title was bestowed on the new king and members of the mission were given purple garments and money, silver belts, rolls of silk, silverware, headdresses, and horses with saddles.” If the Chinese had to give in return for the goods from these tribute missions, they had to get smart and start to count their gains and losses. Thus in 1182, the goods brought by a Vietnamese tribute mission were not specified except for an interesting note on record: “the gift of elephants was declined. They were said to be useless. Only 1/10 of the total number of gifts were accepted.”

Champa in the central coastal area of Vietnam was also a regular tribute giver and sent precious things that were keenly reciprocated. It is recorded, however, that in 1167 the Champa people “plundered the ships of the Arabian merchants and sent their goods to China as tribute. The tribute mission was rejected because of this.”

The “grandness” of the reception of tribute visitors depended on the importance and size of the country that was sending the mission. Some visitors were asked to stay at port while others were received at court by the Emperor. Sometimes elaborate gifts were exchanged, sometimes with cash or with goods of equivalent value, so neither of the parties would lose out. In some cases the Chinese only paid for half the tribute and the balance was sold to recoup the losses.

What were mere accounting records a thousand years ago are today a source for social history.

interesting au ko mo suroy sa inyu ciudad after sa camiguin trips... naa koi mga kaliwat diha sa butuan but we never hav chance to meet them.

bitaw naa koi ask how many hours ang biyahe padung butuan city from balingoan mis.or and bus fares pod? :)

regjeex i think 3 1/2 hours ay Butuan-CDO na on board a KingLong Aircon Bus. Maybe you are referring on board an Ordinary bus. I travel to Balingoan from Butuan noon every saturday and ang pinakamatagal na travel time ko ay 2 1/2 hours. 1 1/2 hours Bxu-Gingoog and 1 hour Gingoog-Balingoan.

i thought bxu to cdo is 5 hrs. Refering the regular buses might have a long hrs. However, using king of the road king long it takes only 3 1/2 estimated time. Wow ganun lng pala kadaling bumyahe to cdo kunting tulog nasa cdo kana. regjeex i think 3 1/2 hours ay Butuan-CDO na on board a KingLong Aircon Bus. Maybe you are referring on board an Ordinary bus. Try to visit Butuan Architectural Thread, Butuan Thread 7 kay naa didto tanang info especially infra projects. You've mentioned some schools in Butuan but never forget SJIT ha sa sunod nimong question. :lol: Diin kaw ga graduate?

o sorry regjeex, mikalipatan ko ba pagmention hong SJIT. Sorry. Mikagradwar ako hong Agusan High sobra na 20 ka tuig. Im missing butuan that's why pictures like those in adlaw hong butuan really makes me homesick. Thank you also for telling me there's another thread I can go to check on the new infra projects of butuan. Again, sorry for not mentioning SJIT. It just completely escaped my memory. Hehehe, gakamaas na ba gid kita. Thanks guys.

Butuan City (August 26) -- Nagpabiling lig-on ang financial status sa Social Security System (SSS)-Butuan Branch.

Sumala ni Pelogronio Corvera, Jr., ang manager sa maong buhatan, padayon ang pag-invest sa ilang buhatan kung diin usa kini ka buhing timaan nga lig-on ang hisgutanang pinansiyal sa ilang buhatan.

Dugang pa ni Corvera nga sa kasamtangan, ang SSS-Butuan adunay kinatibuk-ang assets and liabilities nga muabot sa 2.26 bilyones ka pesos. Ang nahisgutang pondo gipahimutang usab sa nagkadaiyang financial institutions sa intiro nasud.

Sa kasamtangan, mukabat na sa 24 ngadto sa 26 milyones ka mga miyembro sa SSS sa tibuok nasud.

Mandatory, other licensing agencies now at NERBAC Caraga

Butuan City (28 August) -- One-stop, reduced processing time, ease in starting a business, new investments, more jobs.

These are the goals of the recently opened National Economic Research and Business Assistance Center [NERBAC] in Caraga. Goals, the achievement of which may be long in coming but is slowly but surely being addressed by the members of the NERBAC Board and cooperating agencies.

Barely two months from its official launch, NERBAC-Caraga is now handling all DTI licensing activities at the center. Joining the DTI are Pag-ibig, Philhealth and SSS [the latter starting September] which have agreed to detail their respective staff at NERBAC every Tuesday morning.

These are three of the four mandatory agencies which all start-up businesses or new businesses have to go through after getting their legal names either from DTI [for single proprietorships] CDA [for cooperatives], and the Securities and Exchange Commission or SEC for partnerships and corporations or the Department of Labor & Employment for rural workers/associations.

Facilitation of specific licensing requirements are also now made possible with the presence of the assigned staff from the Philippine Coconut Authority every Wednesday and from the focal persons of the Department of Environment and Natural Resources or DENR's different sectors – lands, ecosystem, protected areas, wildlife & coastal zones, forest – who report every Friday.

The center continues to make readily available as well Information on process flows, procedures and schedule of fees of other agencies not physically present at the NERBAC. This will enable applicants to get the complete information on the steps and requirements of the whole business registration process.

NERBAC-Caraga will also be working for the inclusion of the processing of mayor's permits for new business of the host LGU at the center for NERBAC-Caraga to be truly a one-stop business licensing center. A consultation dialogue is scheduled early next month to address this concern with city hall.

Republic Act 7470, the law mandating the creation of the NERBAC is championed by one of Caraga's former leaders – the late Agusan del Sur Congressman Democrito O. Plaza. This law passed in 1992, has since been reinforced by recent presidential directives to combat red-tape, improve the country's competitiveness, and to facilitate investment. (DTI-13/PIA-Caraga)

This 7 storey school is one of the tallest bldg in caraga region. And one of the biggest and competetive school in caraga in terms of information tech, engineering and criminology. And also the best in caraga in terms of maritime academy. And a lot more to offer. Once the other campus be completely opened, hopefuly, be converted into caraga university (not oficial) but thats their plan. regarding RedLion's request, this the only ones I could find on SJIT

Ano na kayang nangyari sa redevelopment ng Bancasi? tapos na kaya yong extension ng runway?

the runway is already extended to allow more room for required breaking distance for A320s..

the runway lights fom end to end were already in place too..

the flood lights at the tarmac is also in place....the carousel at the arrival and the new X-ray machine at the pre departure were all installed..

now comes the more expensive part...the terminal building upgrade and the installation of ILS (instrument landing system) which will provide guidance to approaching aircraft even under poor visibility conditions with the aid of Very High Frequency Omnirange Beacons..

once installed, Butuan Airport can readily handle night flights

Just wondering GMA 7 still renting at SJIT pati ata ang ABS-CBN nag rerent lang din ata don sa Bayantel Bldg. Why dont they build their own complex's... hehehe just IMO lang... baka magalit sa akin mga yan... That 5th floor kung saan nag rent ang GMA 7 at ang 102.2 killer Bee FM, they will remodel that area just same with the other portion as you can see on the foto blend with green and glassy one. No confirmation yet because they still on going the construction of their new campus and their coliseum at Villa kananga and seems a very snail ang dagan.

GLOBE has just rolled out lines in the thoroughfares of Butuan adding additional suspended spaghettis. This makes a total of 5 Telcos operating in Butuan now. GLOBE will be offering bundled services which includes broadband internet and landlines.

yup....I forgot...the latest newcomer in digital land based telco operating in da city...Globe will also match that of Bayantel offering voice, data, internet services with wired and wireless connections.

I am wondering why we have so many telephone companies now..^^

regarding utility spaghetti wires, on a brighter side, it will improve further Butuan's attractiveness in enticing IT businesses to locate in da city...:)

Butuan Land Use Development Plan

Butuan's development is anchored on radial developments of areas devoted for specialized use. Coastal barangays along Butuan Bay shall give rise to a Port town. Similarly the areas located at the city's eastern half will give rise to future commercial and government districts. While residential and low density commercial developments shall be built on the Uptown Area. A huge area down south shall be devoted for the city's food basket to complement the Industrial hub to be built at the city's northern barangays.

Butuan City cited as model city in implementing resettlement programs

Butuan City (3 September) -- The Presidential Commission for the Urban Poor (PCUP) Mindanao Field Division Office together with the Habitat for Humanity - Davao brought to Butuan City five contingents or delegations from various local government units.

The delegation is composed of the Island Garden City of Samal, Panabo City; Municipality of Carmen and Kapalong, Davao del Norte; Kidapawan City, North Cotabato and Representatives of the 2nd Congressional District of Davao del Norte under Cong. Anton F. Lagdameo, for a Learning Session on Best Practices, Challenges in Sustaining Housing Project and Field Exposure recently.

During the session, Engr. Lorden Vismanos, City Housing and Development Officer, shares the vision of the city in the provision of decent shelter and the process of sustaining the project. He emphasized that the secret to the success of the project is the commitment and support of City Mayor Democrito Plaza II to the project, where housing and resettlement is included in his seven-point agenda.

Engr. Vismanos, the housing czar pointed out that although the housing program is a noble project, it is costly. Thus, to make it sustainable, the City Housing and Development Office formulated livelihood components to the program to benefit and support the community.

Mayor Boy Daku Plaza, on his end also extends his appreciation to the visiting delegates in choosing Butuan City as a model for housing and resettlement initiative. He further explained that as a result of the clearing of informal settlers along the riverbanks, the Agusan River Eco-tourism project would soon be implemented to transform the area into a tourism destination.

The delegation headed by PCUP Supervising Area Coordinator Ms. Malou Tarona and Min Ponce of the Habitat for Humanity Davao was overwhelmed with the warm welcome. They are also very impressed with the Balangayan Butuan in Barangay Pagatpatan that they resolved to invite Butuan City through the City Housing and Development Office to share its expertise and technology on their seminar on environment-friendly housing project to be held in Davao City come September this year. I think the decoder mentioned can only pick up open satellite feed. Of course most satellite feeds are encrypted hence without payment you will not be given the access code.

If the firm is illegal, it can easily be verified for there is an NTC regional office in Butuan.

Butuan's development is anchored on radial developments of areas devoted for specialized use. Coastal barangays along Butuan Bay shall give rise to a Port town. Similarly the areas located at the city's eastern half will give rise to future commercial and government districts. i think FTA channels are okay... but decrypting DreamSat's channels are illegal. Anyway, if you have decoder and sat system then you can look for other satellites that carry other channels in Asia. But looking for one is hard and it needs a software for tracking and aiming DTH sat systems to a certain satellite system. I guess a software from Sweden is useful too.

DBP to reward efficient LGUs with priority on funding schemes

State-owned Development Bank of the Philippines (DBP) wants local government units (LGUs) to adhere to sound governance practices and establish financial credibility to increase their access to ADB’s various financing facilities.

DBP president and chief executive officer Ronaldo David said the ADB puts a premium on LGUs that have viable development projects, produce quality cash flows and efficiently run as a result of good governance.

“It pays to embark on sound governance. Beyond establishing and enhancing the credibility and integrity of our institutions, good governance opens up windows of opportunities. It facilities access to financing, technical and other need interventions for us to deliver concrete results vis-à-vis our given mandate,” David said during a recent public governance forum organized by the Institute of Solidarity in Asia.

David added that DBP has P47.6 billion in available funds that can support the various development thrusts of LGUs which adhere to the ethical standards and good corporate values of fairness, accountability and transparency in their own operations. “We’re looking for the right projects and we’re looking for the right LGU-partners,” he noted.

David stressed that the bank specifically focuses on assisting projects in education, health care, infrastructure and environmental protection. Among the select local government units that DBP is partnering with are the city government of Cabanatuan for the construction of public school buildings; municipality of Malasiqui, Pangasinan for the expansion of its public market and implementation of a solid waste management program; and the provincial government of Camarines Sur for tourism development.

He also reported that the Monetization of Internal Revenue Allotment Collectibles for Local Empowerment 2 or Miracle 2 program, where DBP is the issue manager, has monetized IRA differential of almost P7.7 billion covering two tranches

David also said the bank is encouraging LGUs to tap the LGU bond market in supporting their development projects. “This approach gives LGUs the same advantage as a loan and is not constrained by the IRA level. This also gives the added benefit of contributing to the development of the domestic capital markets and promoting long-term domestic savings.” DBP was tapped as underwriter in the issuance of the P140 million Butuan Balanghay Bonds, which financed the construction of the first phase of a one-stop-government center in Butuan City.

David also highlighted how good governance has worked for DBP, which has earned local and international recognitions and posted robust financial growth due to its sound corporate governance practices. “With good governance, it’s always a win-win situation for any organization. Suffice it to say, if good governance worked for DBP then there’s definitely no room for any doubts on the many opportunities it can bring especially to LGUs,” David ended.

a year ago, the city sent representatives to Bangkok, Thailand to study the River Tourism along Chao Phraya river...the points they learned from the study mission are the ones being implemented by the city under the Butuan ART (Agusan River Tourism) Project..

CarFRDC cites 2nd quarter accomplishments

Butuan City (8 September) -- The Bureau of Fisheries and Aquatic Resources (BFAR) Caraga Fisheries Research and Development Center (CarFRDC) recently bared its accomplishments for the second quarter of 2008, including research for capability building, on-site and on-farm researches and aquaculture production.

The On-Station research project on the Enhancement of bangus Gingerlings Production in Brackishwater Ponds has already completed the pond preparation activities and the station was also able to procure bangus fry which will be stocked upon its delivery in July, 2008.

Another research project, which is On-Farm based is the Refinement on the Drying Technique of Mudfish being undertaken by Mrs. Aurea Samson. The said post-harvest research has completed its second trial and is now ready for sensory evaluation.

For the techno-demo projects in Masao, the station was able to procure the stocks such as mudcrab and grouper for Aquasilviculture and Polyculture and shall conduct the stocking in the second week of July, 2008.

Cognizant to the Networking Activities of Caraga Region, the Center hosted the 1st Quarter RDE Meeting held at Luciana Inn last April 15, 2008. The said meeting attended by the network members and Research Staffs tackled on the current issues in relevance to the proposed research projects by some of the network members. Also included in the agenda are the preparations for the incoming Participatory Rural Appraisal activities as a prerequisite in establishing CPAR Projects in the region.

In addition, the meeting was called to introduce Mr. Edgardo Balambao as the OIC-Center Manager of the station while Mr. Baay is on his study leave at UPLB in Laguna. The workshop provided new methods in facilitating data tracking of fish species in different fishing grounds of Caraga Region. Furthermore, on-station development include filling of ponds for future construction of additional infrastructures as reflected in the Station Development Plan of CFRDC Masao.

The said filling costs to about P240,000.00 and additional P7,000.00 was spent for the repair of pond gates and flush boards. The aforementioned development activities took place last May, 2008. Also during this month, the station accommodated 15 OJTs from different colleges and University for a 320-hour training on NSAP, Aquasilviculture, Brackishwater and Freshwater Pond Management, Post-Harvest and Fish Health activities.

Moreover, the Center is also involved in the banner program of BAR which is the Community-based Participatory Action Research (CPAR). Last June 16-20, 2008, Mr. Balamabao together with the CPAR Team Staff, Mr. Reynald Gimena, attended the E-Pinoy Farm Hands-On Training at Camiguin Province simultaneous with the 2nd Quarter RDE Zonal Meeting for Mindanao Cluster. The said program was launched by BAR as the electronic-based monitoring and evaluation system being a vital component in the implementation of the CPAR projects nationwide.

The satellite stations of CFRDC for Freshwater and Brackishwater Developments which are located at Kicharao and Placer respectively have also had a noteworthy accomplishment in terms of production of the priority commodities such as tilapia, carp and bangus. The Kitcharao farm was able to disperse a total of 1,422,500 pieces of GET EXCEL tilapia and 455,000 pieces carp fingerlings to LGUs for the months of April-June alone. On the other hand, Placer station was able to stock 5,000 pieces of bangus fry in production ponds for the month of June with Mr. Teofilo Gulle, being the newly-designated OIC of the station effective June, 2008.

Further activities are the on-going PRA Proposals which is now ready for funding under BAR allotments as the Center envisions in establishing 5 CPAR Projects in selected municipalities per province within this year. (BFAR-13/PIA-Caraga

Butuan City - The Northern Mindanao State Institute of Science and Technology once again proved it's mettle in the September 2008 National Geodetic Engineer Licensure Examination when it garnered an 89% passing rate while grabbing two spots in the top ten.

Of the 18 candidates from the College of Engineering and Information Technology (CEIT) who took this year's licensure board, 16 Geodetic Engineering graduates passed the exam; 14 of which are first-time takers while 2 are repeaters. For first-time takers, NORMISIST got a 93% passing rate ranking the Institute as the Best Performing School while the University of the Philippines - Diliman (UPD) ranked as the second. Furthermore, the Institute ranked as the overall 2nd Best Performing School for Geodetic Engineer Licensure Examination with a passing rate of 89%. This is notably excellent considering that the national passing rate is only 35%.

I was able to visit the place. Yes it's really Moff's. There were some caucasians also when we were there. Although the place is small, there are twice as many tables outside. At first my impression was that the place needs expansion but later i realized the size of the place adds to the intimacy among its clients. :):cheers::lol:
