Butuan braces for 3rd VMLP Mindanao Island Congress

BUTUAN CITY, Mar. 8 (PIA) -- The Working Committee from the Office of the Vice Mayor and the Sangguniang Panlungsod of Butuan City have geared up its preparation for the Vice Mayors’ League of the Philippines (VMLP) 3rd Mindanao Island Congress slated on June 20-23, 2012 at a convention center in the city.

The conference, which will be hosted by the VMLP Caraga Regional Chapter, will espouse the theme: “Protect the Natural Environment: Preserve the Natural Wonders, Promote Eco-Tourism.”

This year’s conference will have a different twist as tour packages has been prepared by the organizing committee in lieu of the usual break-out sessions done on conferences.

In this manner, actual site seeing of the region’s eco-tourism destinations will be experienced by the participants while in-depth understanding and awareness on these areas is expected through the mobile lectures in the course of the tour to be made by Caraga’s tour guides.

A meeting of the Working Committee was held recently to beef up plans for the said event. Around 1,000 delegates are expected to grace the event.

According to Fortun, not only vice mayors from Mindanao will attend the conference as others from the other parts of the country are also expected to attend the congress.

Fortun added that during the VMLP National Convention he attended recently, several Vice Mayors from Luzon and Visayas have already expressed interest to attend the said event as they are also excited to discover Caraga region. (NCLM/PIA-Caraga/BC-VMO)

nakasulay pod kog "heart attack" approach sa RLC property katong init pa kaayo ang issue with Papa P. mga 8 guards siguro to sa likod nga side unya i wanted to take a photo of the first ever tarp placed at the site confirming that it was RLC owning it. Gipasulod gyud nako sila likod sa tarp para dili ko masakpan, hahaha.

BUTUAN City––Mayor Ferdinand Amante, Jr. announced the Balangay Festival Silver Year 2012-2013 celebration open on Friday, March 9,
The date of Amante’s official opening of the year-long festivities coincided with the March 9, 1987 declaration of Butuan’s Balangay boats as national cultural treasures by the late President Corazon C. Aquino in Proclamation No. 86.
To run from March 9, 2012 to March 8, 2013, the festival will revolve around the Balangay boats and other artifacts discovered in Sitio Ambangan here which experts dated from 4th century A.D. and stated that the site “has no parallel in South East Asia prehistoric archaeology and may well be a unique phenomenon in the whole world”.
Amante and city tourism council members unveiled the winning entry in the logo contest which the city chief executive said will be the festival’s official logo.
City Tourism Council chairperson Atty. Rema Erigbuagas-Burdeos said her group has been mandated to organize and manage the Balangay Festival Silver Year 2012-2013 and that activities have been lined up for the celebration to include among others the Search for the Mutya Hong Butuan, First Mass celebration commemoration, Inter-Purok, Barangay and Cluster Summer League Sports competition, Balangay Trade Fair, Balangay Carnival and Garden Fair, Baylihan Ngani Butuan Street Party, Unveiling of the Balangay Shrine Marker, Cruising on the Mighty Agusan River, Historic Fun Tours, Balik-Butuanons and Balikbayan Day, Santacruzan and Flores de Mayo and national activities here like the Philippine Councilors’ League Mindanao Congress, Vice-Mayors’ League Mindanao Island Convention and the Philippine Higher Education Student Government Leadership Training Program.


.....Meanwhile, Leo Gerona of the Caraga office of the Department of Tourism announced that tourism-oriented infrastructure projects worth P194.8 million have been forwarded to the Department of Public Works and Highways for implementation, to include the Improvement of the National Road Junction-Butuan City-Cagayan de Oro-Iligan Road to Bood Promontory Eco-Park in Barangay Pinamanculan here (P26.8 million), Construction and Improvement of Road to Support Riverine Cruise at Banza River, Buuan City (P60 million), and the Upgrading of National Road Junction-Butuan City By-Pass Road to Mt. The DOLE-Regional Coordinating Council (DOLE-RCC), in coordination with the city government of Butuan will be conducting "RCC on Wheels Caravan" for the 21 barangays of Butuan on March 13, 2012 at the covered court of Brgy. Humabon, Butuan City. Council members will be bringing their services to the people of the barangays near the river, to include among others legal services/consultations, jobs fair, skills training demonstration and info dissemination of various programs and services. and more big events......Butuan will be very busy the whole year^^another big event to watch..its the PICPA National Convention in the last quarter of this year, more than 2000 delegates are expected to join, according to Atty. Butuan City to offer potential PPP projects

Monday 12th of March 2012

BUTUAN CITY, Mar. 12 (PIA) -- The Sangguniang Panlungsod recently approved an ordinance authorizing City Mayor Ferdinand M. Amante, Jr. to offer potential Public-Private Partnership (PPP) projects to prospective private investors.

The ordinance, principally authored by Vice Mayor Lawrence Fortun, is in line with the Executive Order No. 51 issued by Mayor Amante creating the PPP Executive Team to advocate, conceptualize, initiate, organize, coordinate, direct and oversee the planning, implementation, monitoring and evaluation of the different PPP programs, projects and activities.

In his explanatory note, Fortun emphasized the following as basis in filing the ordinance: 1) the natural and economic resources of Butuan City present enormous potentials for rapid economic growth and sustainable and equitable development; 2) there is an impetus to develop and implement a comprehensive economic agenda to maximize and convert potentials into concrete and environmental gains; 3) the PPP as advocated by the national government is seen as a pivotal and key strategy in the implementation of the economic agenda; and 4) the Local Government Code of 1991 vests upon the LGU the prerogative to enter into contracts involving its properties, subject to limitations imposed by law, and provides LGU with wide ranging authority to undertake major infrastructure improvements and to seek financing for this purpose.

Among the list of projects eligible for PPP offering are: power plants, slaughterhouse, tourism projects, piggery, swine semen processing center, hydropower projects, farm facilities, farm to market roads, agricultural mechanization, public markets, public toilets, public terminal, education and health facilities, mega-infrastructure projects, solid waste management, land reclamation projects, drainage, dredging and other infrastructure and development projects as may otherwise be identified by the PPP Executive Team pursuant to E.O. 51 issued last December 29, 2011.

The PPP projects that will be entered by the City of Butuan will observe the following principles under the ordinance: 1) that the LGU of Butuan shall adopt and implement a policy of full public disclosure of all its transactions involving public interests; 2) that the LGU of Butuan City shall uphold its advocacy of entering into a clear, honest and transparent PPP contracts; 3) risk allocation should be based on the party most capable to manage the risk; 4) PPP partnerships should be feasible and affordable. From the onset, the project should be feasible, demonstrating the need for the project, broad level project costs estimation and indicative commercial viability; 5) PPP partnerships should be bankable. PPP should be bankable as financiers will be reluctant to commit funding when a project entails high participation costs, unreasonable risk transfer or lengthy and complex contract negotiations; 6) PPP partnership projects should provide value for money. PPPs should provide value for money and good economic value, which is not necessarily the same as least cost, and includes: allocating risks to the party best able to control and manage them; and maximizing the benefits of private sector efficiency, expertise, flexibility and innovation; 7) PPP partnership projects should provide economic and social benefits. PPPs underlying principle stems from the fact that the public authority remains responsible for services provided to the public, without necessarily being responsible for corresponding investment; and 8) PPP projects should have due consideration for empowerment of Filipino citizens.

The implementation of PPP projects should have due consideration for the empowerment for the citizens as a strategy for economic growth and sustainability. (NCLM/PIA-Caraga/BC-CMO

Having said that, we are a capitalist country, so competition is the key word. "Marami na sila" is irrelevant, especially since Butuan has a growing need for print houses. It's more a question of "Can you give the people the best quality at the lowest price?" And that's what Pixel is providing.

You are always welcome to go there and open up a new tarpaulin shop. If you want to know further, I don't think anyone here would be competent enough to answer your other queries. You only need to go to the One-Stop Business center and start right away anyway. :)

I went jogging this morning with my classmates going to the Sports Complex. After jogging, we decided to walk back to where we started instead of jogging again. We passed by the RLC site, we were very close to the perimeter. I have noticed that there are landfills everywhere, the grasses and the shrubs in the front portion of the property were already cut.

It was also a coincidence when we saw workers in yellow hardhats preparing for today's work. One worker went out of the property. We were scared because it was the security guard (wearing a bonnet and sweater/jacket) who opened the gate and stared at us. We asked the worker, "Kuya, nag start na ug construct ang Robinsons?" and he replied "Oh, gisugdan naman." Then he crossed the street to get something.

Amante, Jr. to enter into and sign for and in behalf of the City Government of Butuan a Memorandum of Agreeemtn (MOA) with the City Tourism Council for the latter to organize and manage the Balangay Festival silver year celebration.

The City Tourism Council which is headed by Atty. Rema D. Erigbuagas-Burdeos, will be authorized under the MOA to conceptualize, organize and manage the difference events, programs and activities in connection with the celebration of the Balangay Festival Silver Year, to market and promote the said calendared activities and to find ways and means to raise funds to be used for this purpose and other tourism-related activities of the City for the year 2012m which shall include, but not limited to the activities outlined in the proposed calendar of activities. The City Government will likewise extend a financial assistance in the amount of P1 million for the year-long festivity and its promotion, subject to additional funding from the City Government upon its sole discretion and when justifiable. The Council will also create, develop and produce promotional and marketing materials and other collaterals as it may deem necessary to extensively and aggressively promote Butuan City, such marketing and promotional materials and efforts will include the creation of “cartoonized” Butuan Tourism Map, production of Butuan Tourism musical video or video ID, and the enhancement of the current Butuan City Tourism web page. This year’s Balangay Festival will be on is 25th year and is expected to be more highlighted with a lot of activities. An official logo for this year’s celebration was already unveiled March 12, 2012.

Guys, passed by Robinson's site kanina around 1pm, hawan na tung area sa Uraya & 2GO side. totally cleared na with the tall grasses & trees. since wala nay obstruction, you can now at least see from the highway the on-goings inside pati movement ng mga naka yellow hard helmet guys.

Was not able to take pic coz it suddenly rained for about 10 minutes then stopped, kakainis! :bash:

Kagamay ra kaau anang frontage sa Gmall regj oi.

I don't know pila ka meters ang width but if we base it sa mga establishments nga naa sa atbang sa Robinsons's site, ang iyang kalapad mag start from Citi Hardware to the U/C Caltex station up to Mitsubishi Motors. Medyo wide gyud baya sya.

As per GoogleMaps/Wikimapia, Robinsons Butuan is about 200 meters wide. On the other hand, the highway entrance of Gaisano Butuan does not even register 50 meters. :):):)

City Gov’t. Donates Lot to BJMP
Butuan : Philippines | Feb 21, 2012 at 10:35 PM PST

BUTUAN CITY, Philippines - The Sangguniang Panlungsod of Butuan City has approved a resolution authorizing City Mayor Ferdinand M. Amante, Jr. to sign on behalf of the City Government of Butuan a Deed of Conditional Donation in favor of the Bureau of Jail Management and Penology (BJMP) to be used as site of its regional office.

The donation, which involves a parcel of land consisting of an area of 1,000 square meters, more or less, is a portion of the 10,000 square meter land owned by the City of Butuan covered by Transfer Certificate of Title No. T-28693 located in Barangay Doongan this City. Under the terms of the donation BJMP shall use the property solely and exclusively as the site of its regional office. It shall construct its regional office building near the gate/entrance within one (1) year from signing of the donation. However, in the event that the BJMP fail to comply with the 2 conditions, the land shall revert back to the City Government. The donation will be accepted by BJMP through its Regional Director J/SSupt. Romeo L. Ogoy.

WHERE IS BUTUAN?

Where is Butuan?

A thousand and ten years ago, the Emperor of the Song Dynasty in China received tributes from a ruler of Butuan. A tribute from a kingdom situated in group of islands east of the Asian mainland. This is what has been recorded in the annals of the Song Dynasty by the court scribes and this continued for about 10 years. This is the oldest reference to the word BUTUAN- a vassal of China located just east of the mainland.

Is BUTUAN, the kingdom, a city located at the Agusan River delta? Or is BUTUAN, the kingdom that encompasses the entire archipelago composed of more or less 7,107 islands? Let us look at the circumstances from the point of view of the Emperor of China. The Song Dynasty had control over much of present day China. The kingdoms around the empire either begged for trading privileges or begged not to be invaded and sent tributes to the emperor. The emperor who lorded over this empire would ask the couriers about the goods delivered to his court. Would it satisfy the emperor if he learned that the precious goods delivered to his court came from a small area in a vast land mass within the archipelago? Wouldn’t it be insulting if he learned that the entire archipelago was represented only by a southern kingdom? To the Emperor of China, the kingdom that lay east of the mainland, beyond the sea, is the kingdom of BUTUAN and his court received the tributes in exchange for peace.

To think grandly, BUTUAN, a thousand years ago was the entire archipelago. The rulers of Butuan reigned over the THALASSOCRACY, probably, even before 1000AD. The Song Dynasty fell when the Mongols took over the empire. The succeeding empires came from the south, the Malayan peninsula. The Madjapahit and the Sri Vijayan empires included much of the archipelagoes in what are present-day Philippines, Indonesia and Malaysia.

When the Europeans came to our shores from the Pacific and they inquired the name of the islands, they surely got the answer BUTUAN. Pigafetta, Magellan’s chronicler, just wrote about the Ruler of BUTUAN and was had a hard time describing the extent of his kingdom. For even as Magellan had sailed to Bohol and to Cebu, the rulers of the islands they encountered were somehow related to the King of BUTUAN.

So, where is BUTUAN?

Or rather, what is BUTUAN?

BUTUAN is the name of the kingdom that sent tribute to the Emperor of the Song Dynasty in China. The Kingdom of Butuan was a thalassocracy that ruled the archipelago east of the Asian mainland for more than a millennia and recently renamed PHILIPPINES by European colonizers.

as officially released by SM, they will start the construction of SM Butuan once they are done with SM Lanang^^

BUTUAN CITY, Philippines -- The crash of another Philippine Air Force UH-1H Huey helicopter in Kitcharao, Agusan del Norte last Sunday has again revived questions about whether the Vietnam War-era aircraft ought to be retired and replaced.

The PAF currently has 40 Hueys, which have served as the workhorse of the armed forces for transporting troops and supplies, and for search and rescue operations since the late 1970's.

In December 2010, the US turned over five refurbished Hueys to the Air Force.

But the PAF’s Huey fleet has been plagued by deaths and injuries from numerous crashes since the late 1980s, earning the aged choppers the derisive nickname, “flying coffins.”

Last year alone, five personnel were injured in a crash on April 1 and three lives were lost in another mishap in Sulu last October.

The incident in Kitcharao, the first this year, saw seven injuries.

Despite this, Lieutenant Colonel Elpedio Talja, commander of the PAF’s Tactical Operations Group 10 based in Lumbia, Cagayan de Oro City, said: “We are still confident that with proper maintenance, the ‘Huey’ is still airworthy and an essential part of our air force. Our existing helicopters are still reliable and perform well. All that is needed are good checkups and spare parts.”

He said the Air Force has no plans yet of retiring the existing UH-1H fleet, which will be working together with the recently arrived PZL Swidnik W-3 Sokols from Poland.

“The purchase of eight Sokol combat utility helicopters is a welcome (development) for the armed forces. Actually there are many modernization projects in the pipeline; a lot of plans are in the works like long range patrol aircraft, light attack helicopters and fighter aircraft,” he said.

Last February, four of the eight Sokols, which are based on the Soviet Hind attack helicopters, were delivered to the Philippine government. The remaining choppers will be delivered in the second half of the year.

As it is, the PAF remains way behind other air forces in the region.

BUTUAN CITY — To commemorate the historical importance of the centuries-old "balangay" boats through the month-long Balangay Festival set annually every May, the city government has allotted P1 million for the festival's Silver anniversary this year.

The Sangguniang Panlungsod recently approved a resolution authorizing City Mayor Ferdinand M. Amante Jr. to enter into a memorandum of agreement (MOA) with the City Tourism Council for the latter to organize and manage the Balangay Festival silver celebration.

The City Tourism Council has been tasked to market and promote calendared activities of the festival as well as to find ways and means to raise other needed funds to be used for other tourism-related activities during the May 1-31 Balanghai festival. (PNA)
