Butuan City allots P1-M for 2012 Balangay Festival

BUTUAN CITY — To commemorate the historical importance of the centuries-old "balangay" boats through the month-long Balangay Festival set annually every May, the city government has allotted P1 million for the festival's Silver anniversary this year.

The Sangguniang Panlungsod recently approved a resolution authorizing City Mayor Ferdinand M. Amante Jr. to enter into a memorandum of agreement (MOA) with the City Tourism Council for the latter to organize and manage the Balangay Festival silver celebration.

The City Tourism Council has been tasked to market and promote calendared activities of the festival as well as to find ways and means to raise other needed funds to be used for other tourism-related activities during the May 1-31 Balanghai festival. (PNA)

MANILA, Philippines -- (UPDATE 2 - 3:56 p.m.) Activist groups on Thursday staged a nationwide protest that included motorcades to demand government action to stem incessant increases of fuel prices, belying government warnings of a transport strike that had the military and other government agencies scrambling to ready transportation for stranded commuters.

But the warnings, which included threats by Malacanang to sanction transport groups, were apparently enough to prompt class suspensions in several parts of Metro Manila, including the cities of San Juan and Paranaque, where classes at all levels were suspended for the day.

In Metro Manila, the protest, which coincided with World Consumer Rights Day, began around 9 a.m. with simultaneous rallies and noise barrages by groups of activists belonging to the Bagong Alyansang Makabayan and Kilusang Mayo Uno along the Sumulong Highway in Marikina City, the Legarda train station and Del Pan Bridge in Manila.

In Quezon City, protest actions were also held along the Elliptical Road and at the Batasan Road where Bayan joined the 1,450-strong Batasan Tricycle Operators and Drivers Association for a program and noise barrage.

Protests were also held in key cities around the country.

In Butuan, more than 70 vehicles participated in an anti-oil price hike caravan and activists warned that they might yet stage a transport strike if government remained deaf to their demands.

“What we have today is an opening salvo for a much bigger mobilization. That is why what we have now is a protest not … a transport strike. Here in Caraga (region) it is a caravan protest against oil price hikes, overpricing and for the scrapping of the oil deregulation law,” said Avelino Javier, Bayan-Caraga spokesman.

The activists also introduced a new form of protest they called “Noynoying,” in which they struck lazy poses they said mimicked President Benigno Aquino III’s alleged inaction on the oil price increases and other problems besetting the country. They said it was a fitting alternative to "planking," which a Quezon City congressman had earlier said should be banned after it was used in protests.

Around noon, a 30-vehicle caravan of the militant transport group Piston arrived at the Chevron main office on Makati's Ayala Avenue, triggering heavy traffic in the area.

Bayan secretary general Renato Reyes Jr. slammed the government for saying “more about how they are going to deal with protesters than how they are going to deal with the problem of high oil prices,” as he called the Palace’s premature warning of a transport strike “OA” or overacting.

Catholic bishops weighed in with a call to amend or junk the Oil Deregulation Law.

“The need to amend the Oil Deregulation Law has long been overdue,” San Fernando Auxiliary Bishop Robredo Mallari told reporters.

“We have to help (the oil) companies work for the common good and we have to find ways to regulate their tendencies to amass wealth without consideration for the masses … (who) are poor,” he said.

Mallari also urged government to scrap the 12 percent Value-Added Tax on oil products to cushion the impact of fuel price hikes.

25 years ago (March 9, 1987) former Pres. Cory Aquino signed Presidential Proclamation No. 86 declaring the BALANGAY BOATS (or the BUTUAN BOAT) as National Cultural Treasures and the site where they are found as Protected Archaeological Site. Since it's been excavated, accidentally, in 1977, there are nothing like these ancient boats ever found in Southeast Asia.

In 2009, through the initiative... of former Usec. Art Valdez and the Kaya ng Pinoy Foundation, replicas of the ancient Balangays were built and sailed through the Philippine waters and the waters of Asia, until February 2010. It was only then, THAT WE WERE ABLE TO SEE FOR OURSELVES AND THE REST OF THE WORLD, THE RE-BIRTH OF THE LBALANGAYS - the BUTUAN BOAT!

This year, 2012, it is Butuan's SILVER YEAR of the BALANGAY FESTIVAL and a milestone for Butuan's icon!

Indeed, we can sigh and say, WE HAVE COME A LONG WAY. But, WE STILL HAVE A LONG VOYAGE ahead.

There will be WAVES OF GREAT (or even, greater) MAGNITUDE but lo, behold and marvel, our ancestors were able to KEEP the BOAT (City of Butuan) afloat, despite the waves that tried break the waters (their spirits).

AS THE NEW GENERATION of BUTUANONS, we look back to thank them, for the legacy. We also look back to learn and correct the mistakes and lessons (some inevitable, some intended) of the past, but as we prepare for this City's future, in this present times, WE MUST STRIVE and COMMIT TO:

1) JOIN THE VOYAGE towards Butuan's progress (regardleess of sex, status, education, religious or political affiliation);

2) SAIL ON thorugh fair waters and tsunamis (natural or man-made);

3) DO OUR OWN SHARE OF ROWING (not just sit-along, free-riding, and worst, adding more weight and burden);

4) BRACE AND PREPARE OURSELVES FOR THE UNEXPECTED, but TO PRESS ON, despite temporary setbacks and necessary dry-dockings, UNTIL OUR WE HAVE REACHED OUR ENVISIONED DESTINATION for BUTUAN!

Butuan CPOC members give updates on peace, order situation for 1Q

BUTUAN CITY, Mar. 16 (PIA) -- Member-agencies of the City Peace and Order Council here chaired by Mayor Ferdinand Amante Jr., convened Thursday and tackled issues, concerns, and updates on the peace and order situation in the city.

On behalf of the city mayor, City Councilor Ryan Anthony Culima presided the said meeting. This monthly meeting is in line with the implementation of president Aquino's Philippine Development Plan on Good Governance.

PCINSP Reynante Sibayton of Butuan City Police Office (BCPO) bared its operational accomplishments. On its campaign against illegal gambling (PD 1602), two positive operations were conducted from February 28 to March 14, 2012 that resulted to the apprehension of three persons and the confiscation of cash bet money for lotto/swertres, and several gambling paraphernalia while two cases were filed at the City Prosecutors Office.

On accounting of wanted persons, Sibayton revealed that a total of seven persons were arrested for the period, all covered with warrant of arrest.

Sibayton further bared that on its campaign against illegal possession of firearms (RA 8294), one positive operation was conducted by BCPO, which resulted to the arrest of two suspects and confiscation of one unit cal. 22 magnum revolver (homemade), one unit cal 35.16 revolver (homemade), and one unit 38 cal revolver. Two cases were filed in court against the suspects.

“With the unyielding police operations in the pursuit against criminalities, the whole city of Butuan remains peaceful and manageable with the unstinted support from other concerned government agencies, non-government organizations, religious sectors, and the community,” said Sibayton.

Also, Philippine Drug Enforcement Agency (PDEA) Caraga Deputy Director Cristy Silvan reported that from January 1 to March 13, their office has conducted 11 successful operations wherein nine persons were arrested and 11 cases were filed in court.

Silvan also stressed that their target tasks for this year are as follows: prioritize high value operations; ensure air-tight cases against drug personality; intensify advocacy efforts in strategic areas; and strengthen relationship with all stakeholders to achieve peace and order situation.

Meanwhile, a representative, Aldebaran Mordeno of the City Social Welfare and Development Office bared that 15 years old and below ‘rugby boys’ in their custody are now participating on a basketball tournament in Barangay Poyohon.

“The PNP here is the one shouldering the uniforms and shoes while officials in barangay Poyohon are providing their food and CSWDO is in charge of the other necessary expenses. In this way, we encourage these rugby boys and other children to engage into sports instead of getting themselves involve into any crimes,” Mordeno stressed.

I actually don't like the news. IMO, sufficient naman ang mga x-ray machines sa airport, wala man kaayo aberya and I think bag-o2x pa ni nga mga equipment ug dili pa kaayo depreciated. Mas maayo nalang kung i-expand nila ang terminal, mag dugang ug additional seats, mag install ug LCD/LED panels sa pre-departure area ug ipa-rehab ang Comfort Rooms. ^^

I actually don't like the news. IMO, sufficient naman ang mga x-ray machines sa airport, wala man kaayo aberya and I think bag-o2x pa ni nga mga equipment ug dili pa kaayo depreciated. Mas maayo nalang kung i-expand nila ang terminal, mag dugang ug additional seats, mag install ug LCD/LED panels sa pre-departure area ug ipa-rehab ang Comfort Rooms. ^^

DTI Caraga hosts BETP’s "Doing Business in Free Trade Areas"

BUTUAN CITY, Mar. 19 (PIA) -- The Department of Trade and Industry (DTI) through its Bureau of Export Trade Promotion widens its nationwide information campaign dubbed “Doing Business In Free Trade Areas” (DBFTA) to encourage Micro Small and Medium Entrepreneurs (MSMEs) to trade with countries where the Philippines has already inked a Free Trade Agreement.

The Caraga leg of the caravan held on March 13 at Dottie’s Place, JC Aquino Ave., Butuan City was attended by more than 100 MSMEs from all over the region. In her message, which was delivered by PD Rene L. Negapatan of DTI Surigao del Norte Provincial Office, OIC-Regional Director Lolita I. Dorado told Caraga MSME’s --- “do not limit your market within your respective regions; the world is yours for the taking --- Let's do business in Free Trade Areas”.

In his keynote address, Mr. Jason T. Lao, Director III of the Product Research and Strategy Group directed the participants to the salient points of the Philippine Export Development Plan (PEDP) 2011-2013…”The global export environment is evolving opportunities for the Philippines (PHL) to grow exports of merchandise and services by forty percent (+40) in the next three years (2011-2013) and double the prior-period average in 2016. By 2016, total Philippine exports will exceed one hundred twenty billion US dollars (US$ 120B). This is achieved by building on the current business for the period 2011-2013 and developing Key Export Sectors that have high potential for growth. In the subsequent three years (2014-2016), growth is attained by implementing an agro-industrial resource-base export development program.”

To achieve the goals set by the PEDP 2011-2013, BETP shall focus on the core market strategies i.e., 1) Maximize benefits of Free Trade Agreements, 2) Target high-growth emerging markets, and 3) Attract the migration of supply chain nodes to the Philippines. As such, the nationwide information campaign on DBFTA that started last year was brought to Caraga. For 2012, Caraga’s export target is pegged at US$35M, tall order as it is, but DTI Caraga is very optimistic to achieve this target.

After a thorough discussion on the overview of the DBFTA as well as the PEDP 2011-2012, as series of lectures were delivered by the different discussants with their corresponding topics as follows: ASEAN Free Trade Agreement (AFTA) by Ms. Ester Rosario, STIDS, ASEAN Division, BETP; ASEAN-Australia-New Zealand Agreement (AANZFTA) by Ms. Rafaelita Castro, Assistant Division Chief, Japan/Austrasia Division, BETP; Japan Free Trade Agreement (AJFTA) by Ms. Norma O. Quilantang, Chief, Japan/Australia Division, BETP; ASEAN-Korea and ASEAN-China Free Trade Agreements (AKFTA/ACFTA) by Ms. Carlota Claveron, BIS; ASEAN-India Free Trade Area (AIFTA) by Ms. Ester Rosario, STIDS, ASEAN Division; and Getting the Certificate of Origin For your Product by Ms. Rosario Acosta of the Bureau of Customs.

The DBFTA nationwide campaign will not be possible without the participation of the local Chamber of Commerce & Industry. In his message, Mr. Jospeh Omar O. Andaya, President of Butuan Chamber of Commerce and Industry Foundation, Inc. (BCCIFI) expressed optimism on the benefits DBFTA will bring to the country’s economy, however, he also threw caution in the air considering the possible threats DBFTA might cause the country’s prime exports such as sugar, coconut oil, and other agricultural products.

To give the participants a deeper understanding of the different Free Trade Agreements, Tariff Line, and Certificate of Origin discussed by different personalities from BETP, Philippine Trade Training Center, Bureau of Customs, and Tariff Commission of NEDA, an open forum then ensued with Ms. Arcily Cabanilla-Gonzaga, STIDS-DTI Caraga at the helm as moderator. One of the issues raised was how can the Philippines be the next Singapore. Mr. Jason Lao responded with conviction that Singapore and Philippines have different business models---while Philippines is abundant in natural resources, Singapore definitely knows what it doesn’t have and built it strength on it. It works its way to become the best logistic provider (for flow of goods) and as a contracting bridge for other ASEAN countries, something that the Philippines can work on.

Finally, a breakaway session for the Fresh/Processed Food and the Homestyle/Gifts, Decors and Housewares sectors was carried out for a more detailed and in-depth discussion on issues and concerns of producers from the respective sectors. (NCLM/PIA-Caraga/DTI-Caraga)

BSP Surveying Team was spotted yesterday at around 4:00PM gathering data for layout and leveling of the area. They were bringing tripod transit equipment to get the level of the ground and total area of the vicinity (Source: JT)^^

Same source shared that there's another U/C gasoline station in Libertad (going to FSUU Morelos). Paki-apil og check. Thank you.:)

BSP Surveying Team was spotted yesterday at around 4:00PM gathering data for layout and leveling of the area. They were bringing tripod transit equipment to get the level of the ground and total area of the vicinity (Source: JT)^^

Guys, there are now two cranes at the site. The other one is at the Uraya side. Wala na nako na picturan kay almost twelve noon na kanina had to hurry home.

I was seated next to ANECO GM H.T.Santos sa trip for Cebu last tuesday, ug sa dihang iya gi reveal that ANECO is planning to put up a new sub-station, although the plan is still at its very early phase, he hopes fast track it. And the location my friends is adjacent or within the ROBINSONS property. This is to serve the energy requirements of this large facility and upcoming developments in the vicinity.:happy:

thanks for posting sir....jo was only able to mention only the big 3 names ......we are blessed we have other developers like primeland. we have vdcu realty and they have many projects numbering now to about 10....still there are other more....the location of las casas is somewhere in baan km3Ang PrimeLand diay? :lol:
