" Voting 7-5, the SC en banc granted the petition and petitions-in-intervention filed by the League of Cities of the Philippines and several provincial government officials seeking to nullify 16 cityhood laws in a decision penned by Associate Justice Antonio Carpio The 16 laws cover the laws on the cityhood of the following municipalities: Baybay in Leyte; Bogo in Cebu; Catbalogan in Samar; Tandag in Surigao del Sur; Borongan in Eastern Samar; Tayabas in Quezon province; Lamitan in Basilan; Tabuk in Kalinga Apayao; Bayugan in Agusan del Sur; Batac in Ilocos Norte; Mati in Davao Oriental; Guihulngan in Negros Oriental; Cabadbaran in Agusan del Norte; Carcar in Cebu; El Salvador in Misamis Oriental; and Naga in Cebu. According to the high court, the cityhood laws violated Sections 10, Article X of the Constitution as well as the equal protection clause. Section 10 provides that "no province, city, municipality or barangay shall be created, divided, merged, abolished or its boundary substantially altered, except in accordance with the criteria established in the local government code and subject to approval by a majority of the votes cast in a plebiscite in the political units directly affected. The high court also said that the cityhood laws also violate Section 6, Article X of the Constitution as it prevented a fair and just distribution of the national taxes to local government units. Chief Justice Reynato Puno, Senior Associate Justice Leonardo Quisumbing, Associate Justices Ma. Alicia Austria-Martinez, Conchita Carpio Morales, Presbitero Velasco, Jr, and Arturo Brion concurred with the ruling. Associate Justices Ruben Reyes, Teresita Leonardo-De Castro, Minita Chico-Nazario, Adolfo Azcuna and Renato Corona dissented, while Associate Justices Dante Tinga and Antonio Eduardo Nachura took no part in the deliberations. Associate Justice Consuelo Ynares-Santiago is on leave. During the 11th Congress, the House of Representatives enacted into law 33 bills converting 33 municipalities into cities. However, Congress did not act on bills converting 24 other municipalities into cities. “Mad rush” In the 12th Congress, both houses of Congress passed into law Republic Act No. (R.A.) 9009, which took effect on June 30, 2001, amending Section 450 of the Local Government Code by increasing the annual income requirement for conversion of a municipality into a city from P20 million to P100 million. The amendment was made to restrain the "mad rush" of municipalities to convert into cities solely to secure a larger share in the Internal Revenue Allotment (IRA) despite the fact that they are incapable of fiscal independence. After the effectivity of R.A. 9009, the House of Representatives during the 12th Congress adopted Joint Resolution No. 29, which seeks to exempt from the P100 million income requirement the 24 municipalities whose cityhood bills were not approved in the 11th Congress. But only 16 out of the 24 municipalities filed through their respective sponsors their respective cityhood bills. Both houses of Congress later approved the cityhood bills which lapsed into law on various dates from March to July 2007. Constitutional criteria In declaring the said cityhood laws as unconstitutional, the 15-member tribunal stressed that the Constitution requires that Congress shall prescribe all the criteria for the creation of a city in the Local Government Code and not in any other law, including the cityhood laws. "The Constitution is clear. The creation of local government units must follow the criteria established in the Local Government Code and not in any other law. There is only one Local Government Code. The Constitution requires Congress to stipulate in the Local Government Code all the criteria necessary for the creation of a city, including the conversion of a municipality into a city. Congress cannot write such criteria in any other law, like the Cityhood Laws," the SC ruling pointed out. Besides, the SC said the cityhood laws failed to adhere to the provisions of Section 450 of the LGC, as amended by R.A. 9009. The SC stressed that Congress, in enacting RA 9009, did not provide any exemption from the increased income requirement, not even to the respondent municipalities. "Since the law is clear, plain and unambiguous that any municipality desiring to convert into a city must meet the increased income requirement, there is no reason to go beyond the letter of the law in applying Section 450 of the Local Government Code, as amended by R.A. 9009," the high court said. "Furthermore, limiting the exemption to the 16 municipalities violates the requirement that the classification must apply to all similarly situated. Municipalities with the same income as the 16 respondent municipalities cannot convert into cities, while the 16 respondent municipalities can. 'Cityhood Laws unconstitutional' Philstar.com - Wednesday, November 19 A series of laws passed last year that converted 16 municipalities nationwide into cities was declared unconstitutional by the Supreme Court yesterday. The SC ruled that the so-called "Cityhood Laws" violated the equal protection clause of the Constitution. Last March 11, the League of Cities of the Philippines asked the SC to declare unconstitutional the conversion into cities of the 16 municipalities, namely Baybay, Leyte; Bogo, Cebu; Naga, Cebu; Catbalogan, Samar; Lamitan, Basilan; Mati, Davao Oriental; Bayugan, Agusan del Sur; Borongan, Eastern Samar; Batac, Ilocos Norte; Tabuk, Kalinga; Tandag, Surigao del Sur; El Salvador, Misamis Oriental; Carcar, Cebu; Guihulngan, Negros Oriental; Tayabas, Quezon; and Cabadbaran, Agusan del Norte. In its petition, the LCP said the laws creating the new cities are void for violating the provision of Republic Act 7160, the Local Government Code, requiring the municipalities to have a generated income of at least P100 million each for the last two consecutive years. The law also required a municipality to have at least a population of 150,000 and a land area of 100 square kilometers before it can be converted into a city, the petition added. The LCP said these requirements were not met when the representatives in Congress of these municipalities pushed for their conversion into cities. The 11th Congress (June 1998 to June 2001) enacted into law 33 bills which sought to convert 33 municipalities into cities. Congress, however, did not act on bills converting 24 other municipalities into cities. During the 12th Congress, Congress passed Republic Act 9009 which took effect on June 30, 2001. RA 9009 amended the Local Government Code by increasing the annual income requirement for the conversion of a municipality into a city from P20 million to P100 million. After RA 9009 took effect, the House (June 2004 to June 2007) adopted Joint Resolution No. 29 which sought to exempt from the P100-million income requirement the 24 municipalities whose cityhood bills were not approved in the 11th Congress. The 12th Congress ended without the Senate approving Joint Resolution No. 29. In the 13th Congress (June 2007 to June 2010), the House of Representatives re-adopted Joint Resolution No. 29 and forwarded it to the Senate for approval. But the Senate again failed to approve it. Later, the 16 municipalities filed their individual cityhood bills, which contained a common provision exempting them from the P100-million income requirement in RA 9009. On Dec. 22, 2006, the House of Representatives approved the cityhood bills with the Senate approving them in February 2007. The bills lapsed into law on various dates from March to July 2007 without the President's signature. Vice-Gov. Enrico Corvera said their site visitation will pave the way to financing the projects that are under ARBWMP, an opportunity for the province to get the financial support of ADB through a grant, translating to more jobs for the Agusanons and a sustainable management and development of the Agusan river basin. The provincial officials led by Vice Governor Corvera met the British ADB consultants led by Ian Makin at Provincial Capitol’s Legislative House here. The main objective of their mission is to ascertain if the proposed projects stated in the master plan are worth pursuing. Corvera said they will conduct a study and an actual site visit on the Agusan river basin which largely comprises the areas of Butuan City, Agusan del Norte, Agusan del Sur, Compostela Valley and some parts of Davao. The towns of Magallanes, Las Nieves, Buenavista and Cabadbaran City have been the center of the initial study by the provincial government, in close coordination with the Department of Environment and Natural Resources (DENR) since the Agusan river basin traverses through these areas. "If ADB finds out that the projects are worthy of its support, they will readily grant the proposed US$ 50-million projects,” said Corvera. Some of the projects include clustering of sanitary landfills in the province, sea wall protection and water supply and sanitation. Also included are the completion of the lower ARB water system, a Comprehensive Sewerage System for the lower basin, Drainage System Master Plan for lower basin, and the Creation of an Independent Single Management or Council to make the decisions and implement the necessary requirements concerning the ARB. The team, mainly composed of Mr. Makin, Mr. Paul Taylor, another British consultant and Ms. Cristina Regunay from the Foreign Assisted Project (FASPO-DENR) Central Office, has been currently going around the provinces of Agusan del Norte and Agusan del Sur to conduct a series of consultation with the concerned government and private agencies. "This will be another milestone of the provincial government's efforts in protecting our environment and practically with the creation of more jobs for our constituents once these projects are put in place," added Corvera. Naa diay decided case ana in the case of Digos City. Supreme Court said the reelectionist mayor was disqualified to run even if technically new lgu na, because the electorate are the same. To allow such a situation would be to cricumvent the intent and purpose of the 3 terms limit. Furia (pia_caraga@yahoo.com.ph) Butuan City (17 November) -- Butuan City is situated at the Northeastern part of Agusan Valley sprawling across the Agusan River and is known for its colorful history and culture. Butuan is believed to have gotten its name from a sour fruit "Batuan". Others supposed it came from a certain "Datu Buntuan", a chieftain who once ruled Butuan. Scholars believed it came from the word "But-an", which literally means a person who has sound and perceptive disposition. Butuan history, culture, arts date back to the 4th century as seen from its relics and artifacts making it an exciting source of cultural artifacts in Mindanao. As early as the 10th century, according to Song Shi (history), people from Butuan had already established trading relations with the kingdom of Champa in what is now South Vietnam. In the 11th century, Butuan was the center of trade and commerce in the Philippines as evidenced by the discovery of 9 Balangays (the BUTUAN BOAT) and other archaeological finds in the vicinities of Butuan, particularly in Ambangan, Libertad near the OLD RIO de BUTUAN and MASAO River. Butuan City is originally located in Pinamanculan by the banks of the Masao River, a kilometer away from the barrio of Libertad. Finding the place less ideal because of the flood, the people moved to Baug, now the municipality of Magallanes, at the mouth of the Agusan River. Then again, transferred to Lapaca, now known as Linungsuran in Barrio Banza about five kilometers inland of Agusan River. Still troubled by floods, the people once more resettled, this time permanently in the higher place called Agao, which is the present site of the city proper. To describe Butuan is not complete without infusing it with the significance of Agusan River and its tributaries providing the valley with rich soil from periodic flood. Its winding route through the city and the two Agusan provinces provide the people easy means of transportation for trade and commerce and encourage settlement along its banks. The Agusan River greatly helped the booming of the "Logging Industry" which earned Butuan the name "Timber City of the South". Butuan City sprawls across the Agusan River nine kilometers from its mouth. Towards this, to the north and seaward, run fertile rice lands and halfway round the city to the southwest, roll the gently sloping hills over Mount Mayapay. To the east, the majestic Hilong-Hilong and Diwata mountain ranges protecting the entire valley from fierce Pacific storms. As everyone knows, ancient Filipinos may have their alphabet, however these writing have been destroyed by the elements as they were written on a fragile medium of wood and leaf. The more reliable source were documents written by court scribes of nearby kingdoms with a strong sense of history, such as China, this being the oldest civilization. In the compilation of the book of William Henry Scott, "Filipinos in China Before 1500", he translated the various annals of China's ruling dynasties dealing with trade missions from the Philippines, the earliest mention of any place-name in the Philippine archipelago in a written document was about Ma-I and Butuan during the Sung dynasty period. W.H. Scott wrote that "the first Philippines tribute mission to China appears to have come from Butuan on 17 March 1001". The Song Shi (Sung Dynasty history) noted the various tribute/trade missions from 1001 to 1011 AD. The Song Shi (Song Hui Yao Ji Gao, vol. 197) recounted that in October 1003, Butuan's King Qi-Ling sent two of his ministers, Li-yi-han and Jia-mi-nan as emissaries to present tributes of native products and red parrots. By 1004, the Emperor's messengers fetched the Butuan envoys to witness the New Year Festival with their lanterns and feast. Butuan's continued trading directly with China is simply because of economic advantage to buy and sell goods with the Chinese than to continue the centuries-old pattern for middlemen to deal in behalf of the kingdom of Champa. Various evidence emerged that Butuan was an important trade center from the 9th to the 10th centuries which was a period of unusual energy and expansion in the Southeast Asia. Butuan is described by historians and European scholars as the "Land of Eden", the home of kings and land of gold. As recounted by Jaffra, a Spanish exchange of Spanish merchandise, proof of which is what appears to be a gold manufacturing area somewhere In Manapa where intricate designs of jewelry moldings were excavated. Today, after a thousand years, Butuan City remains steadfast in reclaiming its lost glory to become the Center of CARAGA Region, and the only highly urbanized city consisting eighty six (86) barangays. In 2000 Butuan reflected 267, 279 population while in 2007, it registered 298, 378 population per records from the National Statistics Office rising at the rate of 1.58% annually. Christianity predominates the religious faith while Islam comprises a minority number sharing it with other religious congregations. Butuan has a land area of 82,728 hectares, and enjoys tropical weather through out the year. With mountain ranges surrounding the island, Butuan is free from typhoon and blessed with minimal rain from June to December sustaining its rich abundance in agricultural products. Tourists are welcome in Butuan since they are actively courted by the government and locals alike with the hope to develop tourism industry as fast at it could knowing fully well that job opportunities will follow. Every facility exists whether man-made or natural to give visitors a comfortable stay. The city is equipped with 1st class hotels while excursions are readily available to the eight historical sights (Suatan Burial Site, Bonbon Shell Midden, Balanghai Boats, Banza Church Ruins, Balanghai Shrine, First Flag Hoisting, First Catholic Mass) both within and around the mainland. Robert Ace Barbers and mayor, Hon. Alfonso S. Casurra, who were both on official business in Manila. BIR Director Braves Caraga Businessmen In a full-packed convention hall of this upscale hotel in Surigao City, Atty. Marcelinda Yap, Caraga BIR Regional Director appeared cheerful and admirably collected throughout the conference hosted by the Surigao Chamber of Commerce and Industry, recipient of PCCI's 2008 Most Outstanding Chamber in Mindanao award, and attended by the dynamic mix of trade and industry leaders, young and old, from the region and elsewhere in the country. Aiming to resolve standing disagreements, key businessmen-attendees from the five provinces of Caraga unanimously chose to invite the Caraga BIR regional executives to the conference. The much publicized conflict between Northern Mindanao BIR Director Mustafa Gandarosa and the Cagayan de Oro businessmen preceded the Caraga conference. Atty. Marcellina Yap, who assumed office last September of this year, led the Caraga BIR delegates. Flustered at the opening of her speech, she soon overcame nervousness and recovered her timbre as she proceeded to eloquently present her office's past performances and current programs. Yap said that while the BIR remains to be the most maligned agency in government, it still continues to diligently collect taxes for the national coffers. Yap added that for Caraga she has full control over her people and their actions, and encouraged everyone to report any malfeasance in office directly to her. The businessmen stood up to the challenge and reaffirmed their vigilance against official misconduct of the BIR representatives by the first question asked in the open forum. This came from a businesswoman based in Tandag City who exposed a bribery attempt from one of the local revenue district officers. The succeeding questions were kinder and focused more on the BIR's audit schedules and revenue targets for several cities in Caraga. The volley of ideas proved very enlightening and unifying as it was evident that the parties came to dialogue and not to argue. Johann Jake Miranda, Conference Chairman and President of Surigao Chamber of Commerce and Industry, was credited for getting the BIR executives and their staff to attend the affair. Miranda did not fail to commend the regional director for honoring the Chamber's invitation noting that there were previous instances in other parts of the country where the BIR executives were invited and no one came. Miranda also emphasized to the audience the importance of dialogue and seeing one another face to face was the first step in opening lines of communication between government offices and the business community in the Caraga region. Philex Mining Keynotes Conference in Surigao The conference also featured a keynote speech from Dr. Walter Brown, Chairman of Philex Mining Corporation, who spoke about socially-responsible mining. Dr. Brown lamented the fact that certain mining companies in the past chose to forget their responsibilities to surrounding communities and that this has contributed to the negative image of mining in the country. Dr. Brown added that Philex Mining Corporation remains to be committed to responsible mining. Philex has an ongoing full-scale feasibility project in Boyongan, Surigao del Norte, not far from Surigao City. Resolutions Get Fast-Tracked to PCCI At the end of the conference Miranda together with Mr. Juanito Mendoza, PCCI Regional Governor for Caraga formally turned over resolutions to Ms. Elena Haw, Vice President of PCCI for Mindanao and Mr. Crisanto Frianeza, PCCI Secretary General. Noteworthy resolutions were the (1) Caraga businessmen's request for Bangko Sentral to establish a regional office in Caraga to be based in Butuan City, (2) a prayer to proclaim Caraga as a retiree-friendly region towards ultimately opening a partnership with the Philippine Retirement Authority, and (3) creating a regional convention and visitors bureau under the auspices of the Caraga Regional Tourism Council. Businessmen Visit Dinagat Island The next day, participants boarded a Philippine Navy gunboat, BRP Felix Apolinario (PG395) under the command of Cdr. Rommel Anthony Reyes, and visited nearby Dinagat Island province for a tour of San Jose, its municipal capital. Governor Jade Ecleo-Villaroman and her tourism officials welcomed the delegation and accepted the challenge to host the Caraga Business Conference in 2011. Gov. Villaroman also introduced the tourism potentials and investment opportunities of the newly-created province. Lessons From Naga City Although regional in scope and compacted to a one-day affair, the conference was able to gather more than 350 official participants with delegates from as far as Dipolog and Pagadian cities. Growth with Equity in Mindanao, a co-sponsor of the event, also sent a delegation from Cagayan de Oro. The convention hall remained packed all throughout the day as the organizers maintained a high level of interest from the audience with short speeches and efficient programming. Another interesting presentation was made by Metro Naga Chamber of Commerce president Alberto Bercasio who introduced the Naga Citizen ID which is now being fully implemented there. Miranda enthused that there was a large number of business students from four major educational institutions in the region. Raphael Victor R. Villanueva, representing Butuan City Water District (BCWD), bested orators who represented other water districts within Caraga Region in the 22nd NorMin-NRMC Regional Oratorical Contest. Villanueva, 16 years old, a senior high school student of Angelicum Montessori School in Butuan City was unanimously adjudged as the best orator by the Board of Judges. He gained the judges' nods because of his sterling performance. He was so natural on stage with his precise and graceful bodily movements, fitting facial expression to every word uttered, proper diction, fine voice quality, and moderately good voice projection that was enough to be heard by the judges and the audience. He used paradoxical approach in his interpretation of the theme "Water and Sanitation for Life's Preservation" and conversational method in his delivery, far from being conventional orator. That made him distinct from among the contestants. All other contestants employed monotonous high tone and shouted at the top of their lungs most of the time, as if they were orators of the ancient Greece and Rome. "We are modern oratorical judges, so we prefer conversational method than the conventional way of delivering oratorical pieces," declared Rolando Romblon, chairman of the contest's Board of Judges. Villanueva, before the contest proper, was very confident to win even if he knew that his opponents are the region's great orators. In fact, during his delivery, there was no sign of anxiety on his part and he did not falter. He, indeed, fulfilled his promise to his sponsor, BCWD, and his school to "bring home the bacon." Likewise, he was able to reach his goal of representing BCWD and NorMin-NRMC in the 14th PAWD National Oratorical Contest on February 11, 2009 at the Waterfront Cebu City Hotel in Cebu City. It can be recalled that Villanueva won in the 22nd Local Oratorical Contest at the Luciana Convention Center, Butuan City, making him eligible to represent BCWD in the regional contest. Proclaiming him as the winner in the local contest created a little controversy as the camps of some other contestants voiced out discontentment in the result of the judging. They questioned why the judges chose him whose voice volume was much lower than that of the second placer. But the board of judges was firmed with its decision. Joie Ceballos, one of the judges, defended their decision. He said voice volume or voice projection is only one part of a criterion which is Voice, and there are other parts. Besides, voice is only one criterion. There are other criteria with equal or even higher percentage than voice. "Shouting at the top of the lungs alone cannot make an oratorical contestant win. It shall be his or her total performance that will matter. And in this case, it happened that he (Villanueva) scored higher than the others in almost all the criteria," Ceballos clarified. Now that Villanueva made it in the regional level, the judges in the local contest are vindicated. It only means that they made the right choice. Villanueva, trained by Mary Jane Racho-Ty, took home cash prize and trophy. He is now the official representative of the BCWD and NorMin-NRMC to the national contest. Serapio, who is under the tutelage of Leonidos Quistado, gained the right to represent BCWD in the regional contest for winning in the 19th Local Poster-Making Contest last March 28, 2008. The company informed the National Telecommunications Commission (NTC) that Asian Alliance Investment Corp., a member of the Investment House Association of the Philippines, is “willing, prepared and equipped to put up and construct additional satellite hub stations for its VSAT (very small aperture terminal) sites and repair of its nonoperational stations.” This technology makes use of a small fixed antenna for connecting and communicating to and from a central hub and any place covered by the satellite footprint. Roperos Butuan City (December 11) -- Agusan del Norte Electric Cooperative, Inc. (ANECO) officially launched on Tuesday (December 9) the "Pantawid Kuryente: Katas ng VAT" program of President Gloria Macapagal-Arroyo in one of the local convention centers here. In his speech, ANECO General Manager Horacio Santos emphasized the directive of President Arroyo, as well as the role of the Department of Social Welfare and Development (DSWD)-Caraga and the National Electrification Administration (NEA) in implementing the program in Butuan City and Agusan del Norte. GM Santos also said the program is a one-time subsidy amounting to Php500 to the poorest sector of society to help them pay their electric bills. Further, Santos said recipients of this program are those residential consumers with consumption of 1-100 kilowatt-hour based on May 2008 billing. Of these mechanics, 59,338 member-consumers of the cooperative are entitled to avail the program, Santos said. Furthermore, ANECO Finance Manager Rodolfo Ranoco explained the program's manner of implementation. According to Ranoco, those member-consumers who are qualified to avail the program will be given credit memorandum stating that the amount of Php500 shall be applied starting December 2008 and future billings. "The amount shall be treated as advances which will be reflected in the consumers billing until the total subsidy has been fully accounted for", he said. Tuso Butuan City (11 December) -- Sharing the sentiments of Mamanwa tribesmen in barangays Taganito and Urbiztondo in the municipality of Claver, Surigao del Norte who are left hopeless while mining activities are going on within their ancestral land, philanthropist Engr. Sergio Pascual is helping them to avail their benefits as stipulated in the Indigenous Peoples Rights Act otherwise known as the IPRA law of 1997. The IPRA law was considered as the landmark legislation during the time of former president Fidel V. Ramos which aimed to recognize, promote and protect the rights of the IPs has instead left the Mamanwa tribesmen at the mercy of the mining companies and remained underserved for over the years. This is despite the continuing mining activities which would supposedly entitle the tribal communities for one percent royalty share from the gross output of the mining operation. The indigenous peoples through its tribal chieftains Datu Alfredo Olorico and Datu Reynante Buklas of the Mamanwa tribe in the said barangays held a dialogue recently at the Almont Inland Hotel and Resort with mining firms for the release of the royalty share. They claimed that the on-going mining operations within their ancestral lands has no Prior Informed and Consent (FPIC), a pre-requisite before mining firms can commence its operations. A Memorandum of Agreement between the mining companies and the tribal community is the only supporting document which is a gross disregard to the minimum shares that is due to the indigenous community as provided in the Mining Act of 1995. The dialogue was made through the efforts of Engr. Sergio Pascual, a philanthropist who is personally helping the Mamanwa beneficiaries tribesmen out from his own pocket. Pascual is the official representative of the Mamanwa tribal community in the said barangays to air their demands to the mining companies as their Attorney-in-Fact. He is issued with a Special Power of Attorney (SPA) authorizing him to represent the tribal community in their desire to avail the royalty benefit out from the mining operation. Pascual was first asked by Datu Gede at his residence in barangay Doongan recently to represent them to the mining companies for their demand of the one percent royalty payment. Undoubtedly, Pascual immediately opened his arms to help the vulnerable Mamanwa tribe. He then set a meeting with the other tribal chieftains within the ancestral lands. Recently, Pascual formally met 14 tribal chieftains with their Assistant chieftains at the Drumstick in Alegria, Surigao del Norte. It was then that the tribal leaders agreed to issue a Special Power of Attorney to Engr. Pascual to represent their tribe to the mining companies in claiming for the royalty share that they are entitled to. The 14 tribal chieftains together with their assistant chieftains agreed to sign a Memorandum of Agreement with Engr. Pascual to authorize the latter on their behalf in raising their claims to the mining companies at the Pastoral center in the municipality of Tubod authorizing him to represent the tribal community. It was followed by a community orientation among the tribesmen in the said barangays recently. Very well informed about the desire of the whole tribal community to demand for the royalty share due to them, which is stated in the law, they agreed to authorize Datu Olorico and Datu Buklas to sign the Special Power of Attorney and MOA with Engr. Pascual by signing a resolution recently at the Mamanwa Learning Center in barangay Urbiztondo. Buklas and Olorico finally signed the agreement between Engr. Pascual before the Tribal Council recently at the latter's guest house in Butuan City. Two weeks after, Pascual stated his move in representing the tribe's claims. He initiated a dialogue with the mining companies recently at the Almont Inland Hotel and Resort. It was participated by the Platinum Group Metals Corporation and Oriental Synergy Mining Corporation with the presence of representatives from the National Commission on indigenous People Caraga Regional Office 13, the government agency created to implement the law. However, nobody from the Taganito Mining and Mining and Geo-Sciences Bureau attended the dialogue. The dialogue is just the beginning. The demand for the release of royalty share from the mining companies is still a continuing fight that will hopefully give a brighter future among the Mamanwa tribal community, which the NCIP should push these mining companies for the outright release of the royalty share. Mayapay BUTUAN CITY (December 16) – First District Representative Jose “Joboy” Aquino of Butuan City and Las Nieves assures stakeholders and volunteers of the Mt. Mayapay Rehabilitation Project Task Force of his continuous support to the project for the coming years. The assurance was made by the congressman during the Appreciation Program of the stakeholders-volunteers who are part of the task force held recently in one of the hotels here. In his speech, Cong. Aquino said following the “promise” he made during the launching of the program in May this year, that his Congressional Office has already given 1.6 million pesos to the task force. “Since I pledged for 2-million pesos annually, I still have to give 400 thousand pesos and this will be released earlier next year”, he said. Aquino also said he will be giving an advance financial support early next year as part of his 2009 commitment of another 2-million pesos. “As long as I am in the position, expect of my continuous support to the project”, Cong. Aquino said. Meanwhile, National Economic and Development Authority (NEDA) Caraga Regional Director Carmencita Cochingco also lauded the efforts of Cong. Aquino in his quest to rehabilitate one of the nature’s gifts Butuan has. Being one of the lead implementers of the program along with the region’s environment agency - the Department of Environment and Natural Resources (DENR), Dir. Cochingco expressed her sincerest gratitude to her fellow state workers and the private sectors in rehabilitating and preserving Mt. Mayapay. “The appreciation program that we have right now is not enough in honoring those who are in active involvement in the program”, she said. Moreover, Cong. Aquino likewise urged the volunteers for their renewed commitment next year and the years to come, and continue what the task force has started. “Let’s not only do this for ourselves, but more importantly, for those who will be replacing our generation – our children… and our children’s children”, he said. The Mt. Mayapay Rehabilitation Project was conceptualized in 2005, in time with the implementation of the Green Philippines Program of President Gloria Macapagal-Arroyo. It can be recalled that on May 19, 2008, the Mt. Mayapay Rehabilitation Project was officially launched in time with the annual fiesta celebration of this city and was graced by House Speaker Prospero Nograles. (Robert E. Kini subay na usab sa pagdumala ni Fred Radaza ang hepe sa LTTMO Butuan. Sumala ni Radaza nga anaa na sila karon sa Massive Preparation sa mga signagies og sa Langihan terminal. Subay niini, gi-andam nila karon ang pagpatuman sa duha ka ruta sa mga sakyanan alang sa East and West Bound. Ako i've traveled only Gensan, DVO, Digos, CDO in Mindanao. Other than that, wala pako sayod kung unsa nawong sa lain lugar. Luzon, only Batangas, Subic -Visayas hehehe cebu ra jud taman... bitaw makita jud kung unsa nawong sa mga lain lugar na kusog kaayo manaway. Pero not think na dili apil ang BXU ha.. hahaha apil gihapon oi.. pero I've seen much improvement na karon.. So hopefully it will continue to prosper and we'll see what BXU can do in the future. Batangas City looks like Gingoog but more bustling due to its big port which serves as transhipment to the rest of MIMAROPA region..it has malls too like SM Cabanatuan is mainly founded along the highway..with a density of its big establishments along the main highway....it direly needs a good bypass road to avoid those tricycles using the highway... Dagupan is like Olongapo but has nearby resorts...its has a rustic feel and with good urban touch.. daghan pa...Santiago City in Isabela, Vigan, Laoag, Urdaneta, Tarlac, Angeles, Lipa, Lucena etc. etc. sa Visayas and Minda daghan pa....can't make a long detail of each of them here though BOB-bXu December 18th, 2008, 07:19 AM I passed by this city :ohno::ohno: mura jud siya og ampayon.
