veterans bank when i left butuan is about 95 percent completed they are installing facade panels, signage, frameless glassdoors and finalizing the interiors... hopefully this February they will start banking business..

It was first installed in 1940's. The latest of this kind of technology is called Localizer Performance with Vertical guidance (LPV).
LPV is not included in the menu for the Bancasi Airport's tech upgrade..its only the ILS and VOR beacons that are in the list..
I think only NAIA and DMIA have LPV here in the country

that's a file photo...there are many durian fruit on display along Montilla Blvd, near BCC...and of course in Uraya Farms at Aquino Ave.

PATIN-AY, Prosperidad, Agusan del Sur -- The Department of Environment and Natural Resources (DENR) in Northeastern Mindanao (Caraga Region) has cleared the remaining barriers that obstruct the full operation of a multi-billion-peso forest plantation project in this landlocked province of Agusan del Sur, paving the way for the acceleration of economic growth in the area, this was learned yesterday.
For a province that has been classified as among the areas with high incidence of poverty, the project is a welcome relief.
Local officials said the project is expected to bring in fresh capital funds into the local economy and generate employment opportunities for the people.
The move followed the resolution and fine tuning of issues, concerns and other details of the Co-Production Agreement signed in previous years between the DENR and the Shanalynne Inc. during a meeting that was presided over by the Northeastern Mindanao DENR Regional Executive Director Edilberto S. Buiser at the Provincial Environment and Natural Resources Office (PENRO) in Prosperidad town.
The DENR Secretary Lito L. Atienza has always been promoting reforestation in the countryside to support the poverty-alleviation program of President Arroyo.
Also present during the meeting were representatives of the Shannalynne Inc. headed by its area operations manager Redoben Andaya , PENR officer Sixto C. Badua, CENR officers for Bayugan Jaime Acebu, Eutiquio M. Bade, Jr. for Bunawan, Edgardo Bacomo for Loreto and Belo Urdarbe, division head of the Land Management Services.

purchasing power is not an issue if Red Ribbon plans to put up shop here...
even restaurants that caters more to A- and B such as Pizza Hut is making good here for years already, how much more for medium-end cakeshop such as Red Ribbon?
even the homegrown Margies' cakes....which are priced a bit higher than Red Ribbon, yet they sell cakes like their choco lines like hotcakes....very sellable.....why not a Red Ribbon?

The Balanghai (Butuan boats) which were found along the east and west banks of Libertad river reveal much about Butuan's history.
As early as 1001, Butuan was already in contact with China. The Chinese Song Shih (Song History) has recorded the first appearance of the Butuan Tributary mission at Chinese Imperial Court on 17 March 1001 AD and described Butuan (P'u-tuan) as a small country in the sea that had a regular connection with Champa ( a kingdom in Central Vietnam) and intermittent contact with China.
The numerous jars/artifacts [Chinese (tenth to fifteenth centuries AD), Khmer/Cambodian (ninth to tenth centuries AD), Thai (fourteenth to fifteenth centuries AD) Pre-Thai Satingpra (900-1100 AD) and Haripunjaya (800-900 AD), pre-trade Vietnamese (eleventh to thirteenth centuries AD) and Persian (ninth to tenth centuries AD)] dug within the vicinities of Ambangan, Archeological Site, in Libertad well attest to the historical account that Butuan traded with the Chinese and Southeast Asia countries in the past.
The name Butuan already existed long before the Spanish conquistadores arrived in the Philippine archipelago.
Evidence of this is the discovery of a rhinocerous ivory seal with design carved in ancient Javanese or early kawi script (used around the 10th century AD ) which, according to a Dutch scholar, was deciphered as But-wan. It is said that this artifact was then used to signify the origin of goods during the ancient times.

1.) "BUTWA" - meaning, APPEAR : COME OUT (esp. from the sea or river)
" BUTWAAN" - "meaning, A PLACE WHERE PEOPLE FIND EACH OTHER, A CORRIDOR, A CIVIC /TRADE CENTER.
"BUTUWA'N " - That is how it was pronounced.
"BUTUAN " - That is how it was heard and written.
"BUTWA' NONS (BUTUANONS) - They are the lumad of the ancient kingdom of Raia Kalambu, their children and their children's children.
Most likely, the name emerged as the primitive socioeconomic activities transpired and progressed around the riverbank and seashore, which eventually became the center of civilization in northeastern Mindanao. The geo-political features of Butuan area where the river that flows to the storm - free bay served as a gate - way to the world and an entrance into the depths of central Mindanao was just perfect then trade and commerce.

The Supreme Court, voting 6-5, today declared unconstitutional Cityhood Laws or Republic Acts (RAs) converting 16 municipalities into cities.
In a 24-page decision penned by Justice Antonio T. Carpio, the Court ruled that the following Cityhood Laws violate secs. 6 and 10, Article X of the Constitution: RA Nos. 9389 (Baybay City in Leyte), 9390 (Bogo City in Cebu), 9391 (Catbalogan City in Samar), 9392 (Tandag City in Surigao del Sur), 9393 (Lamitan City in Basilan), 9394 (Borongan City in Samar), 9398 (Tayabas City in Quezon), 9404 (Tabuk City in Kalinga), 9405 (Bayugan City in Agusan del Sur), 9407 (Batac City in Ilocos Norte), 9408 (Mati City in Davao Oriental), 9409 (Guihulngan City in Negros Oriental), 9434 (Cabadbaran City in Agusan del Norte), 9435 (El Salvador City in Misamis Oriental), 9436 (Carcar City in Cebu), and 9491 (Naga City in Cebu).
Joining Justice Carpio in the majority are Senior Justice Leonardo A. Quisumbing, and Justice Ma. Alicia Austria-Martinez, Justice Conchita Carpio Morales, Justice Presbitero J. Velasco, Jr., and Justice Arturo D. Brion.
Justice Ruben T. Reyes, who wrote a dissenting opinion, was joined by Justice Renato C. Corona, Justice Adolfo S. Azcuna, Justice Minita V. Chico-Nazario, and Justice Teresita J. Leonardo-De Castro.
Chief Justice Reynato S. Puno, Justice Dante O. Tinga, and Justice Antonio Eduardo B. Nachura took no part, while Justice Consuelo Ynares-Santiago was on leave.
The foregoing Cityhood Laws, all enacted after the effectivity of RA 9009, explicitly exempt respondent municipalities from the increased income requirement from PhP20 million to PhP 100 million in sec. 450 of the Local Government Code (LGC), as amended by RA 9009.
In their petitions, the League of Cities of the Philippines, et al. contended, among others, that the Cityhood Laws violate the equal protection clause, lamenting that the wholesale conversion of municipalities into cities will reduce the share of existing cities in the Internal Revenue Allotment because more cities will share the same amount of internal revenue set aside for all cities under sec. 285 of the LGC.
Granting their petitions, the Court ruled that the exemptions in the City Laws is unconstitutional because sec. 10, Art. X of the Constitution requires that such exemption must be written into the LGC and not into any other laws.
The Court also held that the Cityhood Laws violate sec. 6, Art. X of the Constitution because they prevent a fair and just distribution of the national taxes to local government units. It explained that a city with an annual income of only PhP20 million, all other criteria being equal, should not receive the same share in national taxes as a city with an annual income of PhP100 million or more. It ruled that the criteria, as prescribed in sec. 450 of the LGC, must be strictly followed because such criteria prescribed by law, are material in determining the “just share” of local government units (LGUs) in national taxes.
The Court also ruled that the deliberations during the 11th Congress on the unapproved cityhood bills, as well as the deliberations during the 12th and 13th Congress on the unapproved resolution exempting from RA 9009 certain municipalities, have no legal significance.
Furthermore, the Court also held that to be valid under the equal protection clause, the classification in the present case–mere pendency of a cityhood bill in the 11th Congress–must be based on substantial distinctions rationally related to a legitimate government objective which is the purpose of the law, not limited to existing conditions only, and applicable to all similarly situated.
Applying the foregoing, the Court held, that mere pendency of a cityhood bill in the 11th Congress is not a material difference to distinguish a municipality from another for the purpose of the income requirement. However, it said that the exemption provision in the Cityhood Laws gives the 16 municipalities a unique advantage based on an arbitrary date–the filing of their cityhood bill before the end of the 11th Congress.
The Court said “limiting the exemption only to the 16 municipalities violates the requirement that the classification must apply to all similarly situated. Municipalities with the same income as the 16 respondent municipalities cannot convert into cities, while the 16 respondent municipalities can. Clearly, as worded the exemption provision found in the Cityhood Laws, even if it were written in Section 450 of the Local Government Code, would still be unconstitutional for violation of the equal protection clause.”
For his part, Justice Reyes said, “What should not be overlooked is that the cityhood laws enjoy the presumption of constitutionality. Petitioners and petitioners-in-intervention bear the heavy burden of overcoming such presumption. However, the majority does exactly the opposite…The exemption on the 16 municipalities is not only based on the fact that they had pending cityhood bills when RA No. 9009 was enacted. Aside from complying with the territory and population requirements of the Local Government Code, these municipalities also met the P20,000,000.00 income threshold of the old Section 450 of the Local Government Code.”
During the 11th Congress, Congress enacted into law 33 bills converting 33 municipalities into cities. However, Congress did not act on bills converting 24 other municipalities into cities. During the 12th Congress, Congress enacted into law RA 9009, which took effect on June 30, 2001. After the effectivity of RA 9009, the House of Representatives of the 12th Congress adopted Joint Resolution No. 29, which sought to exempt from the PhP100 million income requirement in RA 9009 the 24 municipalities whose cityhood bills were not approved in the 11th Congress. The 12th Congress ended without the Senate approving said resolution.
During the 13th Congress, the House of Representatives re-adopted the said joint resolution as Joint Resolution No. 1 and forwarded it to the Senate for approval. MANILA, Philippines -- The League of Cities of the Philippines (LCP) has asked the Supreme Court to invalidate Congress’ grant of cityhood to 16 municipalities for being against the law.
In oral arguments at the high tribunal on Tuesday, the LCP questioned the upgrade of the towns to cities despite the fact that none of them met the annual income requirement of P100 million.
The 16 towns are Baybay (Leyte), Bogo and Naga (Cebu), Catbalogan (Samar), Lamitan (Basilan), Mati (Davao), Bayugan and Borongan (Samar), Batac (Ilocos Norte), Tabuk (Kalinga), Tandag (Surigao del Sur), El Salvador and Carcar (Cebu), Guilhuingan and Tayabas (Quezon) and Cabadbaran (Agusan del Norte).
The LCP, represented by lawyer Regis Puno, said that turning the 16 municipalities into cities was unconstitutional because the Constitution provides that cities should be created using the criteria set by the “local government code and subject to approval by a majority of the votes cast in a plebiscite in the political units directly affected.”
Present laws, Puno said, provide that a municipality must have an annual income of P100 million to become a city.
Puno said public records would show that none of the 16 municipalities met this requirement.
Batac, for example, has an annual income of P33 million, while Baybay and Cabadbaran earn only P14 million each.

Sa income reg. all the invalidated 16 cities did not comply with the required P100 million local revenue to exclude the IRA. Ive heard that the their motion for reconsideration has been denied already although the copy of the Resolution is not yet out.
So after Shariff Kabunsuan, now comes the 16 municipalites cum cities. not far behind will be the Province of Dinagat islands which will be reverted back to Surigao del Norte if we are to look into the trend of the decisision of the SC in similar cases.

San Juan had met the two important requirements for cityhood conversion. Income is 600M+ and population is about 200 thou. Land area is only 5.94 sq km and this is not a must.

The requirement of P100 million is fairly new. this is provided by RA 9009 which amended the Local Govt. Code on that particular provision.It was enacted in order to stop the stampede of municipalities converting to cities. In the Local Government Code the revenue requirement was only P20 million/

Butuan City (January 28) -- After her visit one week ago in Tubajon, Dinagat Islands and Surigao City, President Gloria Macapagal-Arroyo is once again set to visit the region, this time, in the municipality of Veruela in Agusan del Sur today to inspect the damages brought by floods that occurred in the province.
The President is set to arrive at 10:00 o'clock in the morning at the project site of Baobo National Irrigation at Brgy. Sinobong in Veruela. She will be met by Veruela Mayor Solimar Mondejar, Agusan del Sur Governor Ma. Valentina Plaza, Agusan del Sur Lone Dist. Rep. Rodolfo Rodrigo Plaza, Brgy. Sinubong Chair Adela Bardon, PNP 13 Dir. Jaime Milla, NIA 13 Dir. Democratico Grana, Jr., and DAR 13 Asst. Dir. for Operations Alejandro Otacan.
Upon arrival of the President, the provincial irrigation officer Engr. Pacifico Calibayan will give a briefing on the extent of the damage in the irrigation canal caused by the flooding that occurred last January 16, 2009. Then Agusan del Sur Gov. Tina Plaza will give her short welcome remarks followed by the message of Mayor Mondejar.
The construction of the Baobo Irrigation Project which has a total land area of 1,600 hectares is on - going. The project originally cost 540, 726,000.00. But after further evaluation the cost of the project was revised to 386,887,139.64.
The completion of the project will benefit 6 irrigation associations and 5 barangays namely Sinubong, Sampaguita, La Fortuna, Magsaysay and Poblacion that are covered by the irrigation project.
Estimated crowd is 1,000 composed of residents, irrigation association officers and members, farmers, local officials and other guests.
It can be recalled that during the President's Visit last week, Wednesday, January 21, National Irrigation Administration (NIA) Regional Irrigation Manager, Engr. Democratico Grana reported to President Arroyo the damage of the said irrigation project during the Regional Disaster Coordinating Council (RDCC) Meeting presided by her. (PIA-13)

Hope of a better life for residents of 5 farming barangays in Veruela, Agusan del Sur within reach with completion of PGMA irrigation project.
Barangay Sinubong, Veruela, Agusan del Sur -- “Ito na ang hinahangad ng mga magsasaka dito. Ito na ang mag-aangat sa pangkabuhayan naming. (This is what the farmers here have been hoping for. This project will surely improve our lives).”
Thus said Serafin Cortez, one of the farmer-beneficiaries of President Gloria Macapagal-Arroyo’s P386,887,139.64 - Baobo National Irrigation Project in this third class municipality in the southern part of Agusan del Sur.
“We see better days, better lives, increased production, improved income for some 984 farming households in five barangays of Veruela who are the direct beneficiaries of the irrigation project of the President,” Cortez said in Filipino.
The five barangays include Sinubong, Sampaguita, La Fortuna, Magsaysay and Poblacion.
He added that some 100 households in the upstream, considered “non-beneficiaries” of the irrigation project, will also benefit from the completion of the project in end of May this year.
Cortez said the farmers in the five barangays have only one “decent” harvest every year---during the rainy season, when water is abundant .But, during the dry season, they are not assured of a “good yield. “
Farmers here produce some 80 cavans of palay per hectare during the wet season and only 40 cavans per hectare during the dry season.
Cortez, the President of the SINSALAMAPO Council of Irrigators Association here, said if the farmers want a better yield during the dry season, they have to rent a water-pumping equipment, an added farm cost for them.
The Asian Development Bank-funded Baobo National Irrigation Project targets to irrigate some 1,600 hectares upon completion.
On February 15, the project , which is now 87 percent to 90 percent accomplished, will be partly operational and stands to initially irrigate some 600 hectares.
Along with the irrigation project is an 11-kilometer farm-to-market road that is now passable and used by the farmers to transport their produce.
“Mas madali, mabilis at mas mura na mgayon ang pagtransport ng palay namin (It is now faster, easier and much cheaper to transport our produce with the availability of the service road),” Reynaldo Maido, another farmer-beneficiary of the project, said.
Maido said they used to transport their palay harvest using carabaos and pay P1 for every kilo they load. Now, with the road, bringing their harvest to buyers is easier at lesser cost.
“Malaki ang pakinabang namin kaya nagpapasalamat kami sa Mahal na Pangulong Gloria Arroyo sa proyektong ito (We are benefitting from the President’s project and we are very thankful to her), Cortez and Maido said.
They said they are looking forward to having at least two cropping, and will aim for a third cropping, when the irrigation project is fully operational.
“Gaganda na buhay namin. Magkakaroon na kami ng pera para sa pag-aaral ng mga anak naming.( Life will be better for us. We look forward to having money to spend for the education of our children,” Cortez and Maido said.
Indeed, the President’s irrigation project here holds the most promise of transforming the lives of the farmers here as it will allow farmers to have a better harvest during the dry season thereby increase production and income.
The project stands to reduce the incidence of rural poverty, specifically in the five beneficiary-barangays, enhance food security at both household and community level.
The irrigation project has somehow enabled Cortez and Maido, and the rest of the farmers here, who barely eked out a living, to aim higher with the completion of the irrigation system here.
“Maligayang-maligaya kami at sa Miyerkules ay bibisitahin kami ng Pangulo. Siya and kauna-unahang lider ng bansa na papasyal sa lugar namin.(We are indeed very happy and excited for the President’s visit here on Wednesday, She will be the first President to come to our humble place,” the two farmers said.
The President is scheduled to arrive here tomorrow morning to inspect the damaged portions of the irrigation project that included a portion of the road component and part of the left main canal and right main canal.
Estimated damage cost is P11 million.
Heavy rains last January 16 that resulted to the denudation of some 351 hectares of ricelands here, damaged portions of the irrigation project.
Moreover, the irrigation project will increase the Municipality of Veruela ‘s rice production, which ranked third last year in the province total rice produce, at 7,687 MT, after Prosperidad with 37,687 MT and Bayugan with 8,000MT.

in line with that is also the expansion of Maaso Port....(I dunno why sige nila expand ang Masao...when it does not have heavy shipcalls pa)

BUTUAN CITY a" The city government here is keen on pushing the R7- billion Masao Development Project that is concentrated on the western side of the city.
"President Arroyo has already given us the green light to look for consultants on this," Mayor Democrito Plaza II said.
The major problem faced by the business community is the lack of seaport facilities in Butuan City.
They have to transport their products 30 kilometers to the Nasipit International Port, thus adding more costs to them.
"The city government is looking into this problem," Plaza told Manila Bulletin.
The Masao Development Project consists of roads, expansion of Masao port and bridges, shipyards, buildings, communication centers and other port and industrial faciltiies.
Masao is only 5 to 7 kilometers away from the heart of the city.
However, Mayor Plaza admitted it would take hard work and patience to achieve this goal.
"The oversight committee, our national, local experts and engineers are already doubly working hard to finish their studies," he stressed.
Currently, the Major Flood Control Cluster 11 and Cotabato Agusan River Basic Development Project under the supervision of Director Philip F. Menez is constructing multi-million drainage and flood system projects along the western side of the city.
Another project is the R1.2-billion 2nd Magsaysay Bridge, which is nearly a kilometer long.
This project can help the business community in transporting their farm and industrial products as well.
Other projects include city gymnassium and Butuan-Bukidnon road.
"These multi-billion projects can benefit Butuanons and provide more employment and income generation," the mayor said.

There is something wrong in this information. In 1901, Urios College was not a College yet. It was around 1940's or 1950's when they changed their name to Fr. Urios College. Then in 1970's, they changed it to Urios College.
