hello James

thanks for the pics.....that large vacant lot at the back of Otis Mall along the Capitol-Bonbon road will be used further soon by the Chans to expand the mall area...while the one vacant lot near the parking lot along JC Aquino Ave, I heard before was being negotiated by the Chan with the Limketkai family for commercial space development...I wonder if its true..

ASIA PULSE

Wednesday May 31, 2006, 4:41 pm

BUTUAN CITY, May 31 Asia Pulse - To attract local and foreign tourists, the regional eco-tourism council has identified at least 127 eco-tourism destinations in the Caraga region.

Various stakeholders of the tourism industry organized themselves into the city and provinces tourism council to orchestrate efforts in identifying more eco-tourism destination at various areas in the region. ADVERTISEMENT

Caraga region comprises the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur, and the cities of Surigao, Bislig and the regions capital city of Butuan, where most tourists spots are located.

Local officials in mentioned areas, supported by the Department of Tourism (DoT) in Caraga have intensified efforts to upgrade their tourism services and facilities.

Regional eco-tourism chairperson Benjamin T. Tumaliuan, regional executive director of the Department of Environment and Natural Resources (DENR), identified some of the major eco-destinations in Caraga region as: the acknowledged international surfing area and blue lagoon in General Luna, Dapa, Siargao Island, Surigao del Norte; the century old Bitaug tree in Magallanes, Surigao del Norte; The Agusan Marsh Wildlife Sanctuary in Agusan del Sur; the famous Sohoton cave in Bucas Grande, Socorro town, Surigao del Norte; the Buenavista cave in Surigao City; and the Punta Kalabera (sculptured stone formation) in Catadman.

Yearly, the municipal government in General Luna, Dapa town, with the full support of the provincial government and tourism council, conducts local and international competition in surfing where participants come from both domestic and foreign.

The Agusan Marsh Wildlife Sanctuary which has an area of 19,196.558 hectares covering the municipalities of Loreto, Veruela, La Paz, Sta. Josefa, Talacogon and Bunawan, is also frequently visited by tourists.

Tumaliuan said there are at least 22 eco-destination sites in Agusan del Norte, 70 in Agusan del Sur, 25 in Surigao del Norte and 10 in Surigao del Sur.

"These eco-destinations are closely developed by the local government units (LGUs), respective tourism councils and various stakeholders of the tourism industry," he said.

DOT Butuan-Caraga reports increase of hotel occupancy, eyes brighter future

by Robert E. Roperos

BUTUAN CITY (June 2) -- Department of Tourism (DOT) Caraga Regional Director Leticia Tan today said, hotel occupancy in the region is increasing considering the number of activities that are conducted in different places in the region that are in-line with tourism.

Dir. Tan said, based on January record this year, an increase of 73 percent was seen compared to January last year, while a 40 percent increase was observed in February, 2006 as compared to last year.

Of the number of tourists that are visiting the region, Tan said domestic tourists post the most number compared to foreign tourists. "In our general view of the tourists' arrival, we are not dependent on foreign tourists. There are more domestic tourists than the foreigners", Tan said.

When asked on the status of the tourism industry in the region, Tan said there is a positive view of the industry in the region not only because of the good number of tourist arrivals that are recorded but the local chief executives are also aware of the importance of tourism industry that will somehow generate additional income for their respective localities that becomes factor for good economic performance of the entire Caraga region.

"While the economy continues to move forward in the national level, and with DOT reported increase of 77.03 percent year every year, which is higher than the 72.87 percent posted last year, the tourism industry in Caraga will have a brighter future ahead that will surely contribute to the upliftment of the economic situation of the region", Dir. Tan said. (PIA-13) [top]

Cruising marks 7th year with cross-country drive
Manila Bulletin

Cruising, Manila Bulletin’s monthly travel magazine, is marking its seventh year on the road with a 2,000km. "Cross Country" drive from Manila in Luzon to General Santos in Mindanao from June 1 to 7.

The event is sponsored by Isuzu Philippines Corp., Chevron Philippines Inc. (formerly Caltex), and Smart Communications.

The annual cross country event highlights "motor travel" as an alternative and viable way of touring the Philippines.

This year, the cross country journey will cover the three regions of the country. In Luzon, the Road Team will be flagged off from the Isuzu Philippines headquarters in Sta. Rosa, Laguna by IPC officials on June 1, after which the group will take a 12-hour land drive to Legazpi City in Albay.

The team will then cross to the Visayas through a RORO ferry from the port of Matnog, Southern Luzon to Allen in Samar.

Crossing over to the adjacent island of Leyte, the group will head to Tacloban City.

For the Mindanao leg, the group will take another RORO ferry from the town of Liloan in Southern Leyte, to the Lipata Port in Surigao. From there, subsequent land drives will transport the team to Butuan, Davao, and finally, General Santos in South Cotabato.

The team will also get the chance to visit the tourist destinations of the areas, including the Butuan Regional Museum and Balangay Shrine Museum in Butuan; the Philippine Eagle Conservation Foundation, Davao Museum, Malagos Garden Resort, and T’Boli Weaving Center in Davao; and the thriving "Tuna Capital" of General Santos.

The Road Team aims to cover at least 2,000 kilometers during the seven-day journey, using two Isuzu vehicles – the Alterra and the D-Max – and testing the efficiency of Chevron fuels.

ei guys. im in butuan right now. it's nice to be back. Anyway, i took some pix of butuan city. ill post it here on wednesday pa siguro. balik kasi ako cebu this tuesday. clase nanaman. hehe.. yesterday, i went to the old bridge. malapait na matapos ang viaduct. i thought it was built alnog the river. d pala. parang new high way ang ginawa nila. last friday, i heard sa news dito na they will close the magsaysay bridge this july 15. after 4 months pa daw nila bubuksan muli. they will connect na kasi the viaduct and the bridge. nice. pero there's one thing that i would like to ask from the local gov't. pero di ko natanong. if the will close the bridge, e di san dadaan ang mga vehicles from the other side of the river? paano na yung mga people from surigao, davao, etc? magsaysay br. is the only link na safe from the east to the west sa ngayon. the 2nd magsaysay is not finished yet. il go there tomorrow to take pix din. i saw people busy constructing some pillars beside the bridge. and a unpaved road beside the bridge also. di kaya yun ang gagawin nilang temporary bridge? and i also saw the "soon to rise" board para sa "theme park" along agusan river. it's a nice location. malinis na dun. wala na mga squatters. it is located sa likod sa maternity hospital. sa tabi ng bridge. i took all the interesting locations of butuan including the u/c. il post it here when i get back in cebu. :)

yeah james, thats what I heard from the notice. but its not that they're going to close the first bridge to traffic....but to reduce the lane to single file. how humongous a traffic jam that it would create at the Baan side considering that classes will be full blast this week.

I am just worried the negative effects it would cause considering the amount of disruption it would giveto the transport and movement of people and goods within both sides of this city.

Also that feverish construction besides Magsaysay is done simultaneously with the Baan viaduct...thats why its causing traffic disruptions.....also that road dike thats being built along Baan river by CARBDP will be in full blast.

Hopefully, that widening of the eastern approach of Magsaysay will be completed at a faster pace because they are using the post tensioning pile driving technique.

At the western side especially at JC Aquino....BCWD is going to fully implement their excavation works to lay their new pipelines....I just hope that all of these U/C projects will have to be done in the evening specifically around 8:30 PM so that they will not much hamper the traffic flow.

Regarding that second bridge project in San Vicente, the contractors are just avoiding slippage inorder for them to comply the target in time for the president's next inspection of Butuan projects.

However, I am happy to note the result of the clearing works along the western bank of the Agusan River hence further leading the works for that Palafox-designed boardwalk and Millenium Park project.

I also heard from TV that the new highway from Tungao going to Bayugan section of Butuan-Malaybalay,Bukidnon highway shall be paved later part of this year per press release from DPWH CARAGA and NEDA.

5TH DR. JOSE P. RIZAL AWARD FOR EXCELLENCE

Early Chinese explorations
The Manila Times

(Reprinted from Tsinoy: The Story of the Chinese in Philippine Life, published by Kaisa Para sa Kaunlaran, Inc.)

CENTURIES before the Europeans started their search for an alternate route to the Spice Islands or the Moluccas, Chinese merchants already had harmonious trade and tribute relations with the islands at the far end of Southeast Asia.

The Chinese were a literary people who took special interest in noting down foreign lands and curious customs. Dynastic annals, travel accounts, customs records and ancient maps depicting Luzon, Min*danao, Visayas, Sulu, Panga*sinan, Ilocos, Ma*guin*danao, Cebu and Panay, among others, show the depth and breadth of relations between the Chinese and the natives of these islands.

Chao Ju Kua, a Chinese superintendent of trade and an earned customs inspector, wrote vivid descriptions of places such as Ma-I, San-su, Pisho-ye, Papuyan, Pulilu, which are identified to be islands in the Philippines.

His accounts were complied and published into a book, Zhu Fan Zhi, in 1225.

Other early Chinese accounts that mentioned various islands in the Philippines are Wang Dayan’s Dao-I Chi Lue (Barbarians of the Isles) and Tong Xi Yang Kao (East-West Ocean Examination).

Chinese navigational maps from the Ming (1368-1644) and Qing (1644-1911) dynasties include the “Map of Observing the World,” “Complete Map of All Nations” and “Maps of the Islands in the Pacific Ocean.” Many of these early maps contained illustrations of major islands like Lu-song, Min-ta-lao, Ma-yi, San-Su and Sulu in the Philippines (before it was so named by the Spaniards).

For example, the “Complete Map of the Four Seas”—which was included in the 1781 Atlas of Maps for Observing Foreign Countries—described Ok-tong Island as a big island and a busy port between Cebu and Panay. Further research of ancient Philippine maps reveal the Ok-tong is actually Ogtong, one of the five major ports in the Philippines, which later became the capital of Panay.

Travel was not limited to the Chinese coming to the Philippines. Dynastic annals and other historical records tell of two-way trade exchanges. The earliest mention of Ma-I is in the Song Shi (History of Song) in 971 AD. The earliest travel of Filipinos to China is also recorded in Song Shi in 982 AD when people of Ba-i (now Laguna) went to Canton (now Guangzhou) to trade. Chinese goods like gold, silver, lead, tin, silk, and porcelain were exchanged for native goods like aromatics, rhinoceros horn, coral, pearls, tortoise shells, sea turtle leather and hardwood. Trading was done through ships that traveled across established and profitable sea routes.

A tributary bond eventually developed between the sultans and rajahs of the various kingdoms in the Philippines and the Chinese emperor through centuries of trade and support. Stories of these friendships are told and retold in Chinese records as the Chinese continued their sojourns to the Islands.

At least 10 rajahs and sultans sent tribute missions to China from the 11th to 15th century. The first mission was from King Qiling of Butuan in 1003, followed by other missions in 1004, 1007 and 1011. The Ming annals also mentioned several tribute embassies, such as Luzon tributes in 1417, 1420, 1421, 1423 and 1424.

hello gehdina:

welcome and thank you for your first post here in Butuan Thread.
Airports in Ozamis and Iligan are open but to limited flights by courier companies using smaller aircrafts. Threre are no commercial passenger airline company operating between Cebu and Manila to Ozamis and Iligan as of this time.

Pagadian Airport is served by Asian Spirit using the BAE aircraft from Manila and vv.

Whichever point of entry you will chose either Butuan or CDO, welcome to Northern Mindanao :)

as an update, Butuan and the region has been receiving significant economic attention since the time it became a separate Northeastern Mindanao Region.

Though it isconsidered the youngest economic and administrative bloc in Mindanao......the promises that it possess are now starting to be fulfilled.

There is an upsurge of investments and public spending on physical infrastructure for the past 7 years. Most of the initial inroads were focused on the establishment of basic provisions like the construction of more rural road networks and bridges, regionwide airports, development of ports, telecommunications, power supply and educational and health facilities.

To date, the feverish widening and expansion of the Pan Philipine Hi way is in full swing with concentrated works along a wide stretch in the Langkilaan section going towards the Davao Regions. Planners believed, for the region to progress further it must build strong intra regional as well as inter regional linkages. Once fully built this highway will cut travel time to Davao to 6 to 5 hours and shall increase the city's influence base towards the northen Davao region and as well as the eastern Mindanao seaboard. On the works also is the Butuan-Tandag highway which will enhance further the transport of goods to and fro Surigao del Sur. Last week, NEDA and DPWH has announced the paving of the Tungao,Butuan to Bayugan section of the Butuan-Malaybalay City, Bukidnon highway.

Just as the city is strenghtening inter regional road links, road networks within the city are getting much developmental share. The ongoing construction of the Butuan Circumferential Highway of which the initial 13 kilometer stretch shall be part of the modern By Pass Highway to interconnect the busy Iligan-CDO-Butuan Highway to the Butuan-Surigao and Butuan-Davao Highways. This new highway shall serve as the next polycentric network for the cities rapid metropolization as it shall open up more lands south of the city and spread urbanization to the barangays of Mandacpan, San Vicente, Bit-os, Baan, Vila Kananga and Ampayon.

The construction also of the Second Magsaysay Bridge which is in full swing shall divert much stress on the clogged First Magsaysay Bridge and enhance the decongestion of the present urban center. The bridge once completed is said to be one of its kind in the world.

The Port of Nasipit has been expanded to increase its anchorage and container space. While a new container and passenger port is now on the plans for the 7 bilion Peso Port of Magellan Project in Butuan's northern coastal barangays to serve as the future hub for the North East and South East Mindanao areas.

The Pouthern Philipines Airport Project under a loan grant from ADB shall upgrade the present Bancasi Regional Airport to international standards. This will complemented with other modernization works of the Sayak Airport in Surigao-Siargao,Surigao City and Tandag.

With these develoipments surounding the city, the local government thru the City Planning and Development and the City development Council shall pursue development of various PUDs or Peripheral Urban Districts. This districts shall be the Uptown City, the Port City and the New Town at the citys eastern side. A new Regional Government Center shall rise at the city's east side.

Just as important these physical infrastructures are; numerous social infrastructure programs have been implemented to curb rural poverty thru the multi phasic KALAHI Program; and other livelihood projects by LGUs.

Private enterprises have also started improving their foothold. In telecomunications; Butuan and the region is now served by 4 telecom companies. Three of which are private namely Philcom-Majortel; Bayantel and Cruztel; while the Telof of the government holds service to some rural areas.

In the power sector the NTC Transco has upgraded its KVA supply in Ambago and Ampayon for the Butuan service area in anticipation for the increased demand.

while all these good things mentioned and unmentioned here, the city shall then bear the future fruits of all these foundations being laid today that shall catapult it further to new levels of economic development.

"Towards Progress: The Face of Butuan's Future "
The 2006 State of the City Address : City Mayor of Butuan

As I begin, I would like to tell our Butuanon people that it is truly an honor and privilege to serve and represent you. I would also like to thank and recognize my colleagues in the Sangguniang Panlungsod – who work hard to make Butuan a better place to live. It is my pleasure to serve with each one of you.

Today, after more than a decade, we find evidences of the fruits of our efforts everywhere: more efficient systems and processes in government, instead of constant red tape and inefficient service; bigger and better roads interconnecting different parts of our city, to replace the one-lane, narrow and rough ones.

We now see in all our barangays, barangay stage, beautiful barangay hall, a health center, a day care center, and a covered court or a basketball court, where before, we had to use the home of our barangay kapitan to transact our business.

As to our commitment to our most vulnerable, our children, we have been adjudged, time and again as a child-friendly city, and have won recognition for our work with them, as well as for our elderly.
It can no longer be denied that the Butuan we see now, is not the same city 14 years ago. In the next decade, we shall see an even more progressive face of Butuan.

We Butuanons have dreamt of progress. It is time to see progress happening. It is time to see this dream coming true.

Allow me to tell you these in detail.
First, public safety is the foundation of the city’s prosperity.
But, with economic development comes the upswing in petty crimes and other problems. Our response: provide our police with four more patrol cars, one for each district, to increase their mobility.

Two more vehicles are coming this year. We strictly impose all ordinances on traffic, wearing of helmets and parking on no parking zones. Our fire department’s budget was also increased by 71% in a bid to improve their services.

We will not allow crime, fire or traffic to overcome our development.
Anti-drug abuse activities by our police and Council on Drug Abuse Prevention resulted to a significant decrease in the number of drug-affected barangays, but increase in the number of drug personalities arrested, and illegal drugs confiscated. We see the impact reflected in the decreasing trend of reported cases to our Walk in Clinic in the last three (3) years.

Our revenues show increasing trend. We collected a total of P128.5 million from local taxes in 2005, a P12 M increase from that of 2004. There is also notable increase at P11.2 M in the expected total tax due in 2005 as compared to Php 3.8 M in 2004.

This is the result of improving our financial systems with the implementation of Business One-Stop-Shop (BOSS), computerized issuances of business permits, year end auction sale of tax delinquent real properties and computerization of real property tax information system. These systems ensure that tax assessment and collection are updated and accurate.

Another source of revenues, the City Economic Enterprise collections of P29 million is a whooping hike of P1.5 from last year’s P27.6 million.

When converted to services, our growing income would mean more for healthcare, housing, education, and infrastructure.

For us to achieve real long-term economic development, we must also encourage the growth of businesses here.

P 13 million worth of new investments awarded with Tax Holiday poured in last year, providing our people with 132 new jobs.

We have 6 Potential Investors for Agro-Forestry, Agri-business and Furniture Industry with an expected potential 100 jobs. This we generated through an Investment Opportunities Showcase. Mr. Mario Tiu and his staff in the Trade and Industry Division are the force behind this achievement.

More than a thousand new Micro Small and Medium Enterprises have opened their doors here and more are on the way. These include businesses in the agribusiness sector such as coco coir processing, abaca and oil cassava palm plantation.

We have various livelihood options available for our people. We have provided 451 families with additional income through our Self-Employment Assistance (SEA) Livelihood Program, Development Action of Intersectoral Synergy for Poverty Reduction (DAISy for PR), and Comprehensive Integrated Delivery of Social Services (CIDSS).

Another 1,000 students were employed through the Special Program for the Employment of Students (SPES) for them to be able to pay their tuition fees.

Our three million standing fund for the Overseas Financial Assistance Program helped four applicants leave the country for work abroad while 181 domestic helpers, factory workers, teachers and masons were deployed to countries like Kuwait, Hong Kong, Taiwan, Jordan, and Lebanon on a Fly Now Pay Later scheme.

Our goal for food sufficiency requires focus on agriculture. For some years now, we have been importing rice from other provinces. But last year, we recorded a rice surplus at 7,000 plus metric tons, making Butuan a supplier of rice to other provinces. Our Rice Hybridization Program is mainly responsible for this huge improvement.

We also acknowledge the assistance of the Department of Agriculture in implementing many agricultural projects in our city.

Investing in infrastructure also allows our city to continue to build the economy of tomorrow.

We saw the culmination of several important projects, totaling almost P162 million. These include: farm-to market roads for Bonbon-Mayapay, Taligaman-Bugsukan-Antongalon, and the Aupagan Circumferential Road. We have completed the Pigdaulan bridge.

We built new roads, urban drainage, school buildings, covered courts, barangay halls, barangay public market, school stage, road repair and rehabilitation, and street lightings.

We also have P284 million of on-going priority projects.

We have earmarked P 136 million for D.O.Plaza Regional Center, for construction of a four (4) storey and two (2) storey building, including road networks and site development leading to the buildings.

I guess everybody is aware of the very exciting construction project going on in the P1.962 Billion 2nd Magsaysay Bridge. By 2007, the bridge will make the City more accessible. Most significantly, it will eliminate the bottleneck that occurred along the area of the first bridge.

Last month, some Japanese consultants visited Butuan and inspected our first Magsaysay Bridge and they recommended for a major repair. I suggested that it should be replaced with a new one to complement the 2nd Magsaysay Bridge.

The Boardwalk is becoming a reality along the Agusan River. We broke ground on a waterfront for the construction of Millennium Development Goals theme park in partnership with United Nations Development Program (UNDP) and took the first major steps toward transforming these once blighted areas into a place of recreation.

My fellow Butuanons, we must also build to be competitive in attracting conventions and other big events into our city. This is vital to Butuan’s long-term development and economic strength.

Thus, construction workers will put shovels in the ground at a 6 hectare complex that will house the most exciting, commercial, and sports development complex in Butuan’s history, the Butuan City Coliseum, with a capacity of 12,000 people in any one event.

The new South Market will also soon rise for the convenience of our people. We shall also improve the Salvador M. Calo Public Market at the same time see to it that the roads, drainage and toilets are on top condition.

Signs of development are everywhere. Our city experienced a strong building year in 2005 for both residential and commercial construction. There was a total P3.9 Million worth of building permits issued in 2005, with a total P378 Million worth of construction.

Our people are building more houses, with almost 1,500 new housing permits issued last year. Commercial, industrial and institutional construction has also jumped to 198 from 184 in 2004.

Ladies and gentlemen…

Quality of life is quality of place. It isn't enough to rebuild our roads and bridges to make them functional. We need to create beautiful places and inspired settings. The Urban Design created by Palafox and Associates for our city shall ensure that Butuan will develop with a beauty and charm that is uniquely its own
.
While the city gears for economic development, we are also taking steps to produce healthier communities.

In our Rural Health Centers, there are 6 doctors, 12 nurses, 51 midwives and 485 barangay health workers serving all 86 barangays.

Our health program’s impact on health indicators show increasing improvement.
• the Infant mortality rate is now10 deaths per 1000 live births in year 2005. This was 22 per 1000 live births in year 2000. That is a 50% reduction in just five years and we should expect it to decrease further in the next half of the decade. This means less and less new-born dying because of infancy related causes.
• Maternal mortality rate was 2.2 deaths per1000 live births in 2005 compared to 3.7 deaths per 1000 in 2000.• Immunization of children is at 93.7%, the highest in Caraga.
• In 2005, the City Health Office and World Vision, represented here today by Mr. Roniel Barrios organized TB Networks to actively participate in the TB program of the City. The result: more people with TB symptoms were identified and cured.
• Our nutrition program ensures that our city shall have a decreasing trend in Below Normal Weight for Children.
Our Butuan Medical Center is the first and only hospital in Caraga with Private-Public Mix DOTS or Directly Observed Treatment for Short Course Chemotherapy Program accredited by the Philippine Coalition Against Tuberculosis (PHILCAT) and the Department of Health (DOH). It now has a fully-opened Intensive Care Unit (ICU) with complete monitoring equipment.

We have equipped it with the best facilities. Every year, we add some more. In 2005, we have a new ECG machine, New Doppler, bone rongeur, and the latest fully automated blood chemistry machine, hematology and dental x-ray machines, a new Shuttle Bus and another ambulance.

At this point, I would like to recognize some of the donors to our hospital who donated some equipment and supplies. They are: Mrs. Marilyn M. Arquisola, Engr. & Mrs. Warto Jandug, Mr. & Mrs. Felipe Villena, some German Doctors, Ivory Charities Foundation, and Dr. Amado Layno, and Dr. Jose Dacudao .

On sanitation, our City Materials Recovery Facility (MRF) was fully operationalized which saved approximately 60 tons of recyclable wastes, while our open dumpsite was finally converted into a controlled dump. Preparations for the Sanitary Landfill is already underway.

Our City’s support to education reached 20 million in 2005. We built 12 new school buildings and hired 4 additional teachers.

Also, our partner in education, the Filipino-Chinese Chamber of Commerce, represented here by Mr. Crispin Young provided 14 new buildings for our elementary students. These initiatives help to wipe out pockets of overcrowding, reduce class size and create up-to-date technology in schools throughout the city.

Because of these efforts our education indicators have remained above the national standard. These include the teacher-student ratio at 1 teacher for every 36 students in the elementary level, and 1 teacher for every 37 students in the high school, still above the 1 teacher for every 40 students national ratio. Elementary school students registered a 2% increase in the graduation rate.
People who don’t read, are really no better off than people who can’t, thus the library is an important part of education.
With 53 years of service, finally, our Butuan City Public Library transferred to its new building last year, in the process, tripling the number of visitors. There are now 100 or more students researching in one setting. By the end of 2005, the Library recorded 15,000 patron visits, an average of almost 57 visitors per day. We received 2,400 book donations from 29 donors. We also thank Congressman Boy Banaag for helping to make the new library a reality.
Today, an average of 4,500 preschoolers is enrolled in 108 Day Care Centers. There is no more reason why our children can’t have good pre-school education.

We have Basic and Functional Literacy Classes where hundreds graduate each year, as well as Madrasah Classes for our Muslim brothers to learn to read and write Arabic.
Our mobile school project "Kangyatan Hong Kabataan,” is there to attract back into the schools those who have left it for the streets. Since it began in 2004, the school has catered to 93 children.
Our P2 million a year allocation for the City Scholarship Program and the Barangay Scholarship Program, has earned for us 127 graduates that include 2 licensed civil engineers, 5 registered nurses, 2 certified public accountants, 11 teacher’s board passers, and 5 licensed criminologists and they are here with us today.

I would like to announce that this School Year 2006, 29 of our scholars graduated with 4 cum laudes in the batch. From the same, we have 3 new licensed nurses, 2 criminologists and 1 teacher.

The sports program continues strong in the city. In 2005, we distributed sports paraphernalia. To date, 85% of urban barangays and 100% of rural barangays have been provided with basketball courts.
The time has also come to invest more in our human resources.
We have programs such as Medicare Para sa Masa, giving 5 thousand beneficiaries Philhealth benefits. 11 thousand more were sponsored by Presidential funds under the OPLAN 2.5 M.

In the next two months, we are giving Philhealth cards to 30-50 beneficiaries for each barangay. We will allocate an additional P 4 Million for the Philhealth Program to benefit the poorest among the poor.
We have the Lingap Center. Our pride, the Tuloy Aral Walang Sagabal or TAWAG program for children with disability, no.3 in the League of Cities Best Practices Award, is now considered one of the Social Laboratories for TAWAG in the entire country.
This successful program under the City Social Welfare and Development Office is carefully manned by our Tawag Center in charge, Ms. Evangeline Lipa under our CSWD Officer, Mrs. Aldeberan Mordeno.
Of course, how can we forget our elderly? We provide a most comprehensive, nationally recognized and award winning program that sees to the needs of our senior citizens: the OSCA Geriacare program.

We expanded the OSCA-Geriacare and Rehabilitation Clinic’s area, visited more communities, provided mortuary cash assistance of P 2,000.00 to the family members of deceased senior citizens, plus other medical and dental benefits through the Pag gaam Hong mga Pinalanggang Senior Citizens and Luwas Pag-Atud Program.

Our special mention and thanks to our volunteer doctors and our consultant Dr. Michelle Villanueva.

We also acknowledge the hard work of our OSCA chairman Councilor Randolph B. Plaza, Ms. Joan Aquino, chief physical therapist and other OSCA Geriacare staff for a job very well done.

For the year 2005, our Integrated Social Development Assistance Program (ISDAP) Executive Funds, expanded beneficiaries to include those who are suffering from cancer. May I make special mention of Ms. PHOEBE LINCUNA, a cancer patient and Baby girl Mila, who had an eye defect. They are just two of those who have recovered through the help of ISDAP.

Every Tuesday of the week, is a special day for us, people of Butuan, to discuss individual concerns through a one on one meeting during our People’s Day. This is also an opportunity for me to get the real sentiments straight from our people.

For those who find it difficult to come to the city, we bring the government to you through our Barangay Visitation. You can get your health, civil registration, agriculture, veterinary, environment and other government services delivered right in your barangays.
We will be able to see, during these visits, the felt needs in your barangay which we shall prioritize.

Where each family has a place, our City’s Shelter Program provided lots for more than 9,000 families, and poured in more than P5M each year to acquire and develop land.

We partnered with Gawad Kalinga and other private persons for another P5M annually for houses. I would like to thank Gawad Kalinga through its representative Mr. Butch Ozarraga, and other private donors, contractors, businessmen, other sectors and individuals who have made possible the construction of houses for 5 villages now existing in Balangayan Butuan.

Our national government officials also provided their support. No less than President Gloria Macapagal Arroyo gave P2 million funds to build the PGMA Village.

Senator Manny Villar also shared P1 Million and another P1 Million from Senator Pangilinan will help build more houses for our poorest of the poor.

Our housing program is ably supported by national agencies, specifically the Pag-Ibig Fund, Home Mortgage Corporation, HUDCC, HLURB, and the National Housing Authority which has already funded more than P40 million for land development in 2 relocation areas in Barangay Doongan and Mahay. I believe the Regional Manager of NHA, Mr. Virgilio Rivera is here to join us today. We hope that we will be able to realize the P15 Million NHA assistance for Barangay Pagatpatan this year.

The planning and implementation of these projects are ably handled by the Committee on Lot Awards, Engr. Lorden Vismanos and his staff.

Butuan City reconfirms the importance of gender equality.

Adult learners, mostly women were provided with Basic and Functional Literacy interventions. This is crucial as it does not only help them in their day to day activities but also enhances their self-concept and community participation.
The Women’s Christmas Bazaar showed-off the different products produced by various women organizations of the city through the leadership of the Butuan City Council of Women headed by former Mayor Leonides Theresa B. Plaza.
Women who are victims of domestic violence will at one location, be able to receive help at the Butuan Women’s Center. The center, located in the City Social Welfare and Development Compound, offers skills trainings and seminars for women, as well as serves as a venue for other activities.
For solo and single parents, we are ensuring that you can avail of the benefits provided by the Solo Parent Law. In fact, we have already given financial assistance to some solo parents.

The National Commission on the Role of Filipino Women (NCRFW) during its Pearl Anniversary in 2005 presented an award to the City Government of Butuan as one of the Ten Outstanding LGUs with Good Practices in Gender Mainstreaming.

Finally, in everything that we do as a people, we always remember that it is God that makes all things possible.
I am proud of the Butuan and the progress we have made together, because the work that we have done here was not wrought by me, or the Sangguniang Panlungsod or the government alone, but by all of us who have contributed our ideas and resources into building a better future for all.

We, as a people do not have to wait for progress to happen, but shall make it happen. And the face of the future is taking shape right before our eyes.
To make our city safer, we shall mobilize a special peace keeping force to focus on the safety of the business sector, visitors and other at risk communities against certain crimes.
We shall implement the wheel clamp on motor vehicles parked in no parking areas.
We shall develop tourists spots including concreting of roads going to historic places.
We are negotiating for a 52 hectares foreclosed property to house the Regional Sports Center.
We are building up Butuan City into a major thoroughfare of economic activity by making it accessible and easy to traverse.

For the proposed Butuan City International Seaport we are looking for private investors to finance the construction of the port. The President Gloria Macapagal-Arroyo has given her go signal to publish the bidding through the Build, Operate, Transfer Scheme when we visited her during our Lakbay Aral last April 26 together with the 86 punong barangays.

The Department of Public Works and Highways is now in the process of completing the required documentation for the concreting of the Bit-os - Tungao - Las Nieves – Esperanza - Bayugan Road and this project will start in 2007.

To fast track development of rural barangays, we shall start concreting this year all rural barangay roads, even to the remotest areas.

We shall acquire 10-20 hectares on each boundary of the city to serve as terminal for a future light rail transit system.

This will prevent expected traffic congestion within the urban area at the same time open up business opportunities to taxi operators and other public vehicles.

In consonance with rapid advancements in technology, the City shall endeavor to create an e-commerce environment. Under proposal is the computerization of the City Economic Enterprise and other systems that will make the city capable for e-governance.

This year, we have started implementing the Computerized Cedula System which has improved our collection of Cedula Taxes.

The dream of a city without slums is no longer just a dream. The systematic and orderly transfer of residents to relocation sites has ensured that there is indeed an end to illegal settling and a place for better communities in Butuan.

Finally, to make our city more attractive to foreign investors, we have to improve not only our business climate but also our recreational facilities. Probably, the most significant and most appealing of which is a golf course for which we have more than enough land and water to supply.

Ladies and gentlemen, this is the face of our future.
Again, I thank the members of the Sangguniang Panlungsod for working with me for the good of our entire city, and I thank all of you who believe we can do it. Thank you for your faith, perseverance and values which will serve as our pillar as we build to attain the future that we envision.

Let us all imagine and look forward to what awaits us in the years to come.

Thank you for all your hard work and may God bless us all!

CHVVC to hold 3rd Mindanao vegetable cluster congress
June 15, 2006
by Lovely Laudette D. Gamba

BUTUAN CITY (June 15) -- In a bid to make Caraga to move vegetable producer in the country, the Caraga High Value Vegetable Cluster (CHVVC) is set to conduct the 3rd Mindanao Vegetable Congress here in this city on October 4 and 5.

Vegetable industry in the region lags behind against its counterparts both in the quantity and quality of produce. In fact, Caraga imports 80 tons of vegetables everyday to cope up with the demands of the entire region.

The Vegetable Congress is expected to address the problem of vegetable production in the region. It aims to spur growth of vegetable farming. It is expected to boost the ailing vegetable industry by encouraging farmers to plant vegetables and by introducing innovative ways of vegetable farming.

The introduction of new methods of vegetable farming, use of hybrid seedlings and production of quality vegetables are part of the topics to be included during the congress.

Preparation for the upcoming congress is underway. During the recent meeting, the LGU of Butuan commits to shell out Php 50,000 for the conduct of the vegetable congress. Likewise, the LGU of Agusan del Sur commits another Php 50,000.

Several government agencies also pledged to support CHVVC. Among these are DA, DTI, DAR, DOST, NIA, PIA and the local government units.

Makikita mo 'to sa JC Aquino Ave. Actually, Hindi na sana to nila gagawin. They did this already before. PERO they put it sa gilid ng highway, not under the highway. dun sila nagkamali. yun tuloy, nung tinesting nila yung mga tubo nila sa may libertad, maganda at first kasi maganada yung pressure. pero di nagtagal, dahil sa tindi ng pressure, sumabog ang mga pipes. So they have to lay another pipe again, this time right under the road, and more stronger pipe. Dati kasi yung mga blue plastic pipes ginamit nila. Ngayon, steel na, na may concrete. :)

Caraga environment dep't taps Church, NGOs for green project
By Ben Serrano

BUTUAN CITY -- The Department of Environment and Natural Resources (DENR) Caraga Region tapped the Roman Catholic Diocese of Butuan and Agusan, other religious groups, and non-government organizations (NGOs) to join other sectors in its tree-planting program.

DENR Caraga Director Benjamen Tumaliuan said their office had tied up with various media organizations here to plant trees at the region's total 625 kilometers comprising the national highway and other major thoroughfares particularly along the stretch of the PAN-Philippine highway.

The project dubbed as "Adopt a Street or Park" and "Grow a Tree for Legacy" was to plant trees side by side, 10 meters apart along national highway, streets and provincial roads in the four provinces, three cities and seventy municipalities in the region.

The project is one of the biggest socio-civic project of the environment agency so far involving various government agencies, other socio-civic and religious organizations, NGOs, local government units and educational institutions.

It also marked the first time that media organizations in this city were tapped for the tree planting and greening program of the government.

Tumaliuan said he talked with different church leaders in the region particularly Diocese of Butuan and Agusan Bishop Juan De Dios Pueblos and have signed agreements with them, which detailed role of each stakeholder in the project.

The project is a one-day tree planting activity dubbed as "Greening of National Highways and Main Thoroughfares" will be simultaneously done across the country on July 22, 2006, the memorandum issued to the different DENR regional offices signed by DENR Secretary Angelo Reyes said.

Heavy preparations initiated by the different sectors of the society for the project is now underway.

For Caraga Region alone, 120,000 tree seedlings are needed for the project to cover highways and streets in the provinces of Agusan del Sur, Agusan del Norte, Surigao del Sur and Surigao del Norte and its municipalities totaling to seventy.

Business establishments and the business community are also expected to participate in the greening program.

Billboards will be placed along national highways for the cooperators, sponsors recognizing their efforts and support to the project.

Tumaliuan said trees will be planted near churches and the Bishop's Home in Barangay Ampayon this city as well as the highways and roads.

Bamboo tree guards will be fenced to protect tree seedlings after which a monitoring system will be installed to see to it tree seedlings grow undamaged.

The Diocese of Butuan covers all 11 municipalities of Agusan del Norte and fourteen towns of Agusan del Sur with Butuan City as the center of the Diocese where the Bishop's residence is located.

I would like to ask people from surigao about their "university". Nagtataka lang kasi ako kung bakit nag iba ang pangalan ng san nicolas when it became a university. san nicolas ba talaga yung former name ng st. paul university? why did it become a university? does it have many courses? or maganda ba yung education nila? naging ba university ang san nicolas dahil sa mga achievements nila? or binili ng ibang administration ang school kaya ginamit nila ang pangalan ng nakabili ng school? if tma yung kutob ko, then i cant say that it is a university. university ang pangalan, pero ang education, ganun parin. ask ko lang.

jameslab8470
June 23rd, 2006, 10:25 AM
ei. may website pala ang SPU. ngayon ko lang nalaman. anyway, i answered my question pala. they became a university kasi they turned it over to the SPU system administering the school. kaya pala hindi san nicolas ang naging pangalan niya. akala ko thy strive it on making it a university status. di pala. anyway. good. it is the first university in surigao.

SPU San Nicolas Campus is also one of the better Catholic schools in Mindanao or even the country.

it is a college campus.....under the new administration of the Saint Paul University System.; which runs several Paulinian schools in the country

^^ hehe i don't know...i still don't like the college students there...siguro the elementary and high schools are good...pero in fairness to SPU-Surigao, they got level 3 of PAASCU sa sariling sikap nila...may friend ako dun nagtuturo, dun din sya grumaduate ng accountancy at nag top 19 sa board exams...

nice to hear that a school in butuan also has accredited level 2 and 3 by the paascu. pati ang elementary and high school. it's urios college. ung leading institution sa caraga region. i can say that urios is not that big. but the education is great. anyway, may kakilala din ako nag teach doon. i dont know kung wat department. basta college. maliit lang daw yung sweldo nila. hehe. kaya lumipat siya other school. dont know kung no nilipatan nya.

not to be outdone.....SJIT will also be building their gymnasium and transfer the high school and elementary in South Montilla Blvd. in Villa Kanangga....hope I can find their renderings

this school is also applying for a university status.

in addition, while I was in Otis Mall this morning....I saw an ad of an international school (high school and elementary) soon to open here in Butuan....

hi again.2 questions pls.
1: we may be staying in Butuan for up to 4 months and, reather than stay at a hotel, would prefer to rent a house/ apartment etc...3 of us, wife, me and 9 year old....so, what are the chances of finding somewhere, please?
2: as we will be there so long, we are thinking of getting our Daughter to attend school for some of that time (she thinks that she will have a 4 month holiday, hehe, silly girl)!!! is it possible to place her in a scholl on a temporary basis like that?
we tried this in CDo and it was ok, but when we tried it in Iligan and Ozamis they were not too happy as they said that I was a UK citizen (my wife is from Mindanao tho) and she would not fit into the schools there. In my opinion the schools in the Philippines are much better than the ones in the UK....whoops, sorry for the long ramble, anyone help please?

ei there gehdina. There are many houses and apermtents for rent in Butuan City. i know an apertment somewhere in Libertad, Butuan City, near Bombo Radyo. Actually it's like a townohuse. i think there are 5 units all in all. but i dont know if they are all occupied already. SRP Apartments is the name of the apartment. About your second question, i havent heard about students attending school for four months in Butuan City. I think it will be hard for you to find such school offering that course in Butuan city. I hope i answered all your questions. :)

the 4 month-duration of school attendance can be arranged in any private school here, the school admin just have to be informed regarding her temporary stay and that all the units or subkjects she earned in the school will have to be accredited or endorsed to the next school where you intend to transfer after 4 months

kung ako pa sa kanila, hindi nila dapat nilagyan ng mga grills sa front part ng city hall. They have to build a park doon sa tapat nya. sayang lang ang location kung grass lang and trees tapos walang tao. pangit, diba? may maganda sana if they put a plaza there. ok nga kung they will put a balanghai monument sa tapat. plaza with monument and water works. nice, diba? para mapapakinabangan ng mga tao. if this will happen, 'ta mo, dadami mga businesses jan. lalo pang dadami ang mga customers ng weegols. and other business will put ub nice buildings/stores there. diba, ang ganda? they can also build a commercial complex/mall in the area. maxado kasi malawak ang area jan. walang ka-tao2x

weegols pala is a fine restaurant in Butuan. Sister company ng Jo's chicken inato. Nice nga ang slogan nila: "If you've never been to Weegols, you've never been to Butuan." I think their slogan is right. nice kasi ang weegols. very native ang dating. May ka kompetensya sila. Aling Cora. Very delicious food din. ok din ang prices. thats what I learned from DPWH.....the road beside the new city hall will be widened because its a national road....part ng Doongan to Masao Port Road siya.

You're correct the area around the city hall is classified as commercial...and is very suitable for commercial/ mall ventures....The lot near the Iglesia ni Cristo in fact is now owned by Bangko Sentral and is the future site of their regional headquarters......while the big lot in front of that bank near CAP is bought by Luciana Hotel for a Convention Center development.

Sabi niya, hindi Jo's inato ang dinala na pangalan sa Butuan. Weegols daw. Sa tingin ko, one of the owners of Weegols must came from Bacolod or baka kapamilya nya ang mga may-ari ng Jo's inato. Jo's Chicken Inato is owned by a Chinese family from Dumaguete. Their main branch is along Silliman Avenue...I know the owners as they are friend of one of my closest friends and they are living in a nice hilltop house in Sibulan. They already have branches around the Philippines. Here in Manila they are located in Quezon City and Makati.

Spain Grants US$3.6 MLN for D'ment in Philippines' Caraga and Bicol

BUTUAN CITY, June 26 Asia Pulse - The Spanish government has extended a grant of P190 million (US$3.56 million) to the Philippines to support the Medium Term Philippine Development Plan (MTPFP) in Bicol and Caraga regions.
Caraga and Bicol are the only two regions in the country that can avail of the funding under the 5th RP-Spain Joint Commission for Cooperation, with the Department of Agriculture (DA) as the lead implementing agency.

Eliseo T. Tila, chief of the planning division of DA 13, said the project will focus on activities supporting the value-added agricultural products such as coconut, cassava, pineapple, corn and rice.

Meanwhile, the Food and Agriculture Organization (FAO) of the United Nations will also grant P12 million to support the Arroyo government program livelihood assistance to the provinces of Agusan del Sur, Surigao del Sur and Surigao del Norte.

The funding is part of the DA-FAO Project Emergency Rehabilitation of Agri-based Livelihood for disadvantaged farmers and returning displaced people in Mindanao.

The project component includes cassava, corn and banana production, poultry and livestock production

hello, I am new here :)

its very nice that there's this new thread about our city. I am happy to note all the updates written and posted lately. When did this thread start? I have no idea why it wasn't linked to any existing Butuan sites.

for starters, I am a Butuanon by choice coz I was born and raised until kidhood in the city of Dagupan. However work of our dad forced the family to move to Butuan at dito na ako lumaki (ng husto he he he).

sa opinion ko lang, ang Butuan ay mayroong malaking potential. In its class or level, it seems it is unrivaled here in Mindanao. While it seems other cities in Mindanao are locked-up in a tug of war kind of stuff; while others are still caught up in the stigma wrought by years of Muslim-Christian conflicts and run-away terroristic activities; Butuan seems to be there as if silently yet with agility resurrecting and arming its arsenal for the bigger BOOM.

Butuan was once a neglected city alright as once my dad used to described it when the family was still in Dagupan, habang halos ng proyekto ay naka concentrate lang sa piling mga siyudad dito sa Mindanao. That was the picture before. That was the past

I believe that there's no other city right now in Mindanao who is so eagerly in the pursuit of massive infrastructure development than Butuan.

Multi-billion development projects are everywhere within and around Butuan. Ngayon nga lang it seems na mukhang naging maalikabok ng ilan part ng siyudad dahil sa mga proyektong ito.

with the developments both infrastructure and socio-economic setting the balance of growth for the city.; Butuan shall see its Phoenix rising from the ashes of oblivion to a world class city, a city that is secure in its place; and a city that shall be second to none in the future.

DAR-13 turns over AIM-C, launches B2B Center

by Robert E. Roperos

BUTUAN CITY (June 28) -– The Japanese government, represented by Yukihiro Kawahara, NIPPON KOEI Team Leader and Consultant recently turned-over the newly-constructed Agrarian Information and Marketing Center (AIM-C) through the Regional Office of the Department of Agrarian Reform (DAR) to the Federation of Agrarian Reform Community Cooperative (FEDARCCO).

In his speech, Kawahara said their company, together with DAR is planning to establish additional AIM centers throughout the country under certain conditions.

Kawahara is also hoping that FEDARCCO will be able to manage the center productively and get more profit as what his fellow Japanese expect.

Meanwhile, DAR Undersecretary for Support Services and Foreign-assisted Office Gerundio “Khaliq” Madueño said that one of the reasons why the center was established is in order to give way to farmers to display their products since the products of Caraga Region are accepted not only in the regional level but as well as in the national market as proven during the Agrarian Trade Fair in Manila when the region was adjudged “Best Booth” and has the highest sale of products.

Usec. Madueño added that DA is planning to penetrate the export market where regional products are displayed to earn additional income to uplift the economic condition of the country.

“With the establishment of AIM-C as the first agrarian center in the country, Madueño revealed that other cooperatives are planning to replicate the same in their respective regions nationwide”, Usec. Madueño said.

During the same activity, DAR also launches the Business to Business (B2B) Center where agricultural products of farmers in Caraga are displayed and sold in reasonable prices.

AIM-C and B2B are among the projects of the national government through DAR and the Japanese government to realize the thrusts of the Arroyo Administration in establishing sustainable economy for the country. (PIA-13) [top]

Ei bai, dont you think that it would be better if an airport will be placed on the eastern butuan city? if they will make an airport project, dun nalang sana. kasi maganda ang place. wala maxado mga obstacles. the bancasi airport is very near the urban area, kaya every time may lalanding na planes, makikita mo ang mga iyon na sobrang lapit. especially when they take the eastern route (route that they can view the city).

Ok sana kung sa eastern side lalo na kung may "special" highway that connects to the airport from the new bridge. ganda tingnan, diba? dun din kasi naka propose yung Butuan City coliseum, diba? nice tingnan.

But i think hindi yun mangyayari.

Pero sana they reconsider our airport. know why? kc it is the only access in the caraga region. surigao airport is maliit lang. hanggang cebu nga lang ang service na makaya nila. Dami talaga mga kulang sa aiport ng Butuan. Sa google earth pa nga lang, kitang kita na. the runway mismo is small and it is not asphalted.

Kung na congresswoman sana ulit si ching plaza, she will prioritize the airport, then the sports complex. yung complex, project nya nun, diba? but nung na kumpleto ang 3 consecutive terms nya, the project also stopped. sayang. tapos yung current congress "nyo" (i didnt vote for him) wala maxadong projects sa urban. puro rural lahat. delikado kung ang project mo is nasa rural area kasi madali manakaw ang pera. kung sa urban, marami ang nakakakita sa development sa projects.\

anyway.... wats the latest??

hehe... :)

BOB-bXu, welcome to Butuan thread. matagal-tagal na rin to sa SSC. Ako nga rin noon, di ko alam na may thread din pala dito ang Butuan. So far, this is the most updated Butuan thread than any other threads in other forums. anyway, invite other Butuanons bai. Masmaganda pag marami para all can share their views and etc about Butuan. :) Madyaw nga Pagkani!

salamat james.

thanks all for that warm welcome. regarding the airport, I learned that the expansion will mbe more towards pinamangculan area, with respect to the runway. DOTC ATO has already identified the areas around the airport was non-residential, non comercial and stricly for airport expansion use alone.aside from that I learned that they will also install VOR or very high omnirange transmitters so that it would be easy for planes to land even at zero visibility.

eastern side is devoted ata for the new government center and the entertainment-commercial complex like the planned coliseum.

theres a lot na rin na pagbabago. 12 years ago nga when we returned sa Dagupan for a vacation, di pa ganoon ka bustling at progressive ang Butuan, Dagupan is better, pero ngayon, advance na advance na ang Butuan compared to any cities there in Pangasinan including Dagupan and even compared to cities in central luzon. Yan ang napapansin ko

Talaga? you have connections with DOTC ATO? I'm very concerned kasi about the airport. It gives boost kasi sa economy ng isang city. Planes are the fastest way of transportation today. Kaya im concerned lang... (aside that i really really REALLY love PLANES) San nga pala ang pinamangculan areA? is that a barangay? hehe... 11 years na kami sa butuan since lumipat kami galing manila and until now, im not familiar with the barangays. but maayo ko sa mga directions. Pati nga dito sa Cebu, i know most of the jeepney routes pero ang mga taga cebu, they ask the driver pa. hahaha!!! im not laagan. pero dapat you should know directions, right? para maka survive ka. hehehe...

About progress in butuan... i think we should thank ex-Cong. C. Plaza. Cagayan de Oro is like butuan before, right? Nung nagkaroon ng Region 10, ginawang regional center ang Cagayan. pero di naging madali sa kanila, diba? it took decades pa before naging developed city ang Cagayan. I think ganito rin ang mangyayari sa Butuan. people have to wait for the development. Hot ra kaau tingali ang mga people didto. gusto nila nga ma boom dayon ang economy. Let's wait lang.... diba??
