Comment lang ko ha. Para sa ako, redundant naman ni nga festival. Hinuon maka pa bibo pero medyo over na kaayo nga mag himo ug festival to emphasize the birth of an administrative region.
We are so obsessed with festivals. Yet we do not see whats the more important thing. Food, jobs, education and public services to the people.
Why not celebrate the creation of Caraga by having medical missions and caravan service to areas neglected until today. More than 10 years that Caraga is created yet the question should be asked is whether it made a difference to the people.
Its time to stop deceiving our people with these redundant street dancing and other public extravagance. The local festivals of each province should be enough.

Redundant.....yes I agree..
extra expense due to redundancy....I agree
but to imply that NO difference was ever made since its creation is total absolute blindness...
may I know where in NorMin are you Mindanao Bee?... :)
Mindanao Bee February 20th, 2009, 11:58 AM Well, the only difference I see, is that you don't have to go to Cagayan de Oro to process your papers and other government transactions.
Beyond that? I do not know.
regjeex February 20th, 2009, 12:01 PM I also agree with your opinion. But so nice man sad na daghan mga participants from other provinces of CARAGA.... And I think the prizes of these celebration is for sure sa mga sponsors.... I think we have programs like livelihood, medical mission stuff like that already...

I could have have forgiven somebody saying that one did not see any...but to say that one does "not know"....is just like admitting that one is a selective ignoramus...that's too bad for a blog owner...
BOB-bXu February 20th, 2009, 03:29 PM I just have to post this one so that the bubuyog can apply it to his probinsya too
BUTUAN CITY IS NOW FLOOD-FREE
DPWH NewLetter
CARBDP system of leevees, spillways, revetments and cut-off channels
http://farm4.static.flickr.com/3315/3295331218_16ef46e62d_b.jpg
Butuan City and its surrounding towns in Agusan del Norte and Agusan del Sur are now free from floods because of the Lower Agusan Deveopment Project of the Department of Public Works and Highways. Mang Ador (Mr. Dominador Sajulga), resident and tricycle driver, expressed gratitude to President Gloria Macapagal Arroyo for the project. Now, he said, they can sleep soundly because they don’t worry of floods anymore even during heavy rains and strong typhoons. On top of that, traffic in the area is now smooth and free-flowing because of the completed viaduct and cut-off channel bridge, which makes his livelihood of being a tricycle driver more productive. The project is one of the priority projects of President Gloria Macapagal Arroyo in CARAGA Region. It is being implemented by the Cotabato-Agusan River Basin Development Project-Project Management Office (CARBDP-PMO) under Project Director Philip F. Meñez. DPWH Secretary Hermogenes Ebdane said that the project is constructed because there was an immediate need to relieve the urban and sub-urban areas of Butuan City from the recurrent flood inundation in the East Bank and West Bank of the Agusan River which is the 3rd largest river in the Philippines. According to Engineer Roger Ang, Project Manager of CARBDP-PMO, three packages of the project are already completed. These are: Package 1 – Agusan River Improvement, Cut-off Channel and Tumampi Vehicular Bridge; Package II – Construction of Magsaysay Viaduct and Cut-Off Channel Bridge; and Package III – Improvement of Banza River and Land Improvement/Construction of Resettlement Area. Engr. Ang added that the project is very important and most beneficial to Butuan City and its people because before, when the viaduct and river dike are not yet constructed, the national highway was submerged up to 3 kilometer from the old Magsaysay Bridge that caused transportation totally paralyzed during heavy rains This happened every 2 – 3 years and recently every year. With the project, the floodwater is now confined, and with the viaduct, no need to stop or divert the flow of vehicular traffic. Engr. Ang also stressed the economic and social impact provided by the project. Business activities and establishments in the area sprawled like mushroom because businessmen are now investing more since they know that Butuan City will experience flooding no more. Agricultural areas are also protected from floods. And people are worry free because they are protected also by the flood control project.

actually a whole wide swath of Mindanao was affected....it was raining cats and dogs along upper Agusan River in Compostela Valley and Davao del Norte....it was raining and gusty over Surigao and pouring pales of water over Misamis and Bukidnon plateaus....likewise also here in the two Agusans....but with God's grace and protection the waters spared the legs of our kababayans and just soaked a bit their soles for only a few hours

netpal February 20th, 2009, 04:48 PM On the Mayor’s Health and Caraga economy
February 20, 2009
Arguing over Butuan City Mayor’s Health.
Over the weekend, a press conference was held in Butuan City Hall. All was to discuss the state of the City Mayor’s health because rumor mongers allegedly scattered through text messages that the local chief executive was seriously ill, that allegedly he is dead this and that.
Frankly, I did not hear that, I only come across about it on text messages I received that the mayor is seriously ill with kidney problems. Last Saturday I saw on tv the press conference. As usual I was not invited to attend the news conference but its okay with me they have been doing that ever since. There is no big deal on it.
Of course, the son of Butuan City Mayor now City Councilor was there defending his father and even called through phone patch his father only to prove that his father was well and sound. Its fine and its okay and I m happy that the Mayor is okay too.
Personally, I also condemned those who originally spread the rumors that the City Mayor is allegedly dead that if there were rumors about it. It is better to locate who these group of people are spreading such nasty information. I suspect it is a group of people not only one.
Of course, this is understandable as a son you really had to protect your father come high and lows. If I were on his shoes I will do that. Most of the city councilors were present except with the two opposition councilors. A lawyer city councilor was saying that those who spread rumors that the city mayor is dead due to lingering illness can be jailed because rumor mongering is a crime.
Well, one cannot just jail a person just that, first it must be establish in court but knowing the kind of justice system we had (with the allegations that the fixcals and the hoodlums in robes abound) well the lawyer city councilor maybe was right and has the gall to say it. People deserve the government they have.
Another city councilor want even the public to maul and kickasses the newmen and ordinary mortals who allegedly spread the rumor. He even said at the press conference, “Giawhag nako ang publiko, bunali ninyo na mga media men nga nag istorya ana.”" (I urged the public to club the mediamen who spread the rumors.)
Oh my! What a city councilor! What is the comment of the intellectuals, bright people in Butuan City? Why intelligent people of Butuan are so silent all these years on the kind of public officials we had in our midst?
An aging broadcaster even wanted the city council to pass resolution punishing the rumor mongerers.
Luckily the Vice Mayor and Administrator replied, “public officials must be onion skinned about it.” Maybe, but the broadcaster insisted really as if dying to protect his masters and claimed the matter is serious and must be curtailed by the city council just that.
Butuan City has a problem more than the alleged ailment of its public officials. It is also sick economically. It is sad to note that while majority of Caraga population is living in dire poverty (jobless and hopeless and are even migrating out of Butuan City to seek jobs in other cities the could not find here), those in power and living like King and Queen.
But where are the religious and other moral sectors in Caraga? The moral force of the society supposedly to tell the people what is morally right and wrong? Encourage a public discussion to address the burgeonining problem, issues and concerns. Sleeping or enjoying? Heres why:
I happened to attend a public consultation about Caraga’s economy attended by the cream of the crop in the business sector, some national government agencies’ officials and other sectors at a local hotel and convention center here in Butuan City.
All of the attending businessmen it seems did not paint a good picture of Caraga’s economy. A respected businessman even stood up and challenge others to wake up.
When I had the chance to speak up, I told them the success of an economy lies on the people themselves. An empowered constituent in both economic, moral and intellect is a key to the socio economic progress of any community or nation.
Because of that, I was applauded by almost all forum participants but despite that and what surprised me most is that I was never invited again. (Ben Serrano)

jsl_bxu1206 February 20th, 2009, 05:20 PM Regional office to hunt timber smugglers
02/20/2009 | 01:15 AM
Caraga’s regional environment and natural resources office will hunt timber smugglers reported to have been operating these past months.
The drive is pursuant to an urgent order by Environment and Natural Resources Secretary Jose L. Atienza, Jr.
Edilberto S. Buiser, regional director of the Department of Environment and Natural Resources (DENR), also instructed senior forestry officers to identify those behind illegal logging operations and monitor their movements.
Caraga used to be the country’s top producer of timber for exports and where industrial forest replanting was implemented over 20 years ago.
The DENR central office, sources said, have received reports of renewed timber poaching in the region through overseas vessels.
Under existing policies, the cutting of timber need the approval of DENR officers.
Mr. Buiser has called on local government units, nongovernmental organizations and other civil society groups to participate in the drive to protect the forest from timber poaching. — Penny Lyn P. Cunanan, BusinessWorld

BOB-bXu February 21st, 2009, 05:26 AM that's sad to hear netpal. sick mayor and sick economy.:ohno:
reading from that post makes me wonder how it is easy for the author to associate the mayor's health with the over all CARAGA economy at that..
as if 90 % of the economy is directly related to his health...even using syllogism and metaphor to his post still makes the connection too far out.
in the first place, no body here in this braggadocious Pinoy forums is hypocritical enough to deny that each of their respective places is NOt sick...
the Philippine economy is sick...and that the smaller micro economies from the glitziest business centers in Makati to the lowliest barangays in Central Mindanao that make up the whole economy is all affected with this economic malady.
while we drown ourselves with utter pessimism as conflagrated by the daily writings by internet journalists who range from the ideal to the most maniacal... with nothing in mind but to sensationalize this curable Philippine ailment to like that of an incurable malignancy...has sown hopelessness among many Pinoys.
here in Butuan SSC, while knowledgeable as we are of these ailments....we provide avenues where people will know what is there being done....and what are needed to be done...and that this society is still very worthy of all our hopes and aspirations.

regjeex February 21st, 2009, 06:04 AM foooookkkk! :hahaha: dugo akong ilong..... :hahaha:
reading from that post makes me wonder how it is easy for the author to associate the mayor's health with the over all CARAGA economy at that..
as if 90 % of the economy is directly related to his health...even using syllogism and metaphor to his post still makes the connection too far out.
in the first place, no body here in this braggadocious Pinoy forums is hypocritical enough to deny that each of their respective places is NOt sick...
the Philippine economy is sick...and that the smaller micro economies from the glitziest business centers in Makati to the lowliest barangays in Central Mindanao that make up the whole economy is all affected with this economic malady.
while we drown ourselves with utter pessimism as conflagrated by the daily writings by internet journalists who range from the ideal to the most maniacal... with nothing in mind but to sensationalize this curable Philippine ailment to like that of an incurable malignancy...has sown hopelessness among many Pinoys.
here in Butuan SSC, while knowledgeable as we are of this ailments....we provide avenues where people will know what is there being done....and what are needed to be done...and that this society is still very worthy of all our hopes and aspirations.
regjeex February 21st, 2009, 06:05 AM Ill chage that later mga Sirs and Ma'ams.

I hope LGU will consider for another relocation to those squatter areas at the Holy Redimeer (Spelling)?.

jsl_bxu1206 February 21st, 2009, 06:30 PM PSALM eyes $1 billion to fund Napocor operations
By Donnabelle L. Gatdula Updated February 22, 2009 12:00 AM
MANILA, Philippines - The Power Sector Assets and Liabilities Management Corp. (PSALM) is eyeing up to $1 billion in borrowings to finance the operations of the National Power Corp. (Napocor) this year, a top PSALM official said.
PSALM president Jose Ibazeta said they are looking at raising between $700 million to $1 billion for the financing requirement of the state-run power firm.
He, however, stressed they are still waiting for the “recommendations” of their financial advisors on when to start borrowing.
“It will depend on the market. We are still talking to our advisers,” Ibazeta said when asked about the timetable of the borrowings.
But the PSALM chief said they are contemplating of commencing the borrowing program next quarter.
“We are trying to see if we can hold it not later than the second quarter of the year,” he said.
It was not certain though if PSALM would continue with the planned borrowings following the recent decision of the Energy Regulatory Commission (ERC) to grant Napocor authority to raise its basic rate hike by 47 centavos per kilowatthour (kwh), P1.14 per kwh and 71, 47 centavos per kwh in Luzon, Visayas and Mindanao, respectively.
But Napocor said the rate increases approved by the ERC are not enough to recover its losses.
The state-run power generation company originally filed for adjustments of 83.32 centavos per kwh increase in Luzon.
For Visayas, they sought an increase of P1.3815 per kwh and for Mindanao, for an additional P1.0686 per kwh.
Napocor said while it welcomes the provisional authority granted it by the ERC, will still appeal for its original application.
“There will be still be public hearings to be conducted on our rate application, and we hope to present our case not only before the ERC but also to the public,” Napocor said.
With the adjustment, Napocor’s new average basic rates stand at P4.3648/kwh for Luzon, P4.0339/kwh for Visayas, and P2.8177/kwh for Mindanao, to be effected on the utility’s billing period covering Feb. 26, 2009 to March 25 2009.
Napocor said it is also affected by the current developments, both in the local and international markets and is not immune nor isolated from any development occurring in these markets.
For the past years, Napocor has been prepaying its loans until last year, when it incurred huge losses because of its failure to secure a much-needed rate hike.
Earlier, Napocor warned it would incur more losses this year if the regulators will not allow it to adjust its rates.
Sources said since Napocor was not able to get the rate adjustments that it needs, it may have to resort to borrowings to finance its operations this year.

BOB-bXu February 22nd, 2009, 03:46 AM Excerpts From Eating Asia Website
We Do Eat 'Crabs' in Butuan (Literally and Figuratively)
http://eatingasia.typepad.com/photos/uncategorized/2008/06/05/355n6665.jpg
In between watching the trunk of a sago palm be transformed into flour, sampling kinilaw (Philippine 'ceviche') at the fish market, and learning how sap of the nipa palm's flower stalk becomes vinegar (and liquor), we looked on as a Butuan native made a few of her favorite dishes. Our favorite of her favorites would have to be Buntaa Binuntaan, crabs stuffed with fresh coconut and their own fat and cooked in coconut milk.
Despite the fact that coconut oil is now deemed healthy, this dish is clearly over the top - lusher than lush and not something you'd eat every day. It's also the sort of dish that I can't imagine anyone, other than those with a serious aversion to coconut milk, not loving. And it's surprisingly easy to make, assuming you have access to a key ingredient: buko or young coconut, still soft enough to be scraped from it's shell in silky strands (which you probably do; I saw them for sale at a Whole Foods grocery store in Santa Fe, New Mexico and they can be found at many stores specializing in Southeast Asian ingredients).
http://eatingasia.typepad.com/photos/uncategorized/2008/06/06/355n6600.jpg
Buntaa Binuntaan (Butuan City Coconut-Stuffed Crabs in Coconut Milk)
I'm not including amounts because (1) I didn't do any measuring while our hostess prepared this dish and (2) this is very much a to-your-taste sort of food - if you hate ginger, omit it. If you love garlic, add lots. If you don't have red onions on hand, add more scallions. Just be sure you've got female crabs, that they're big enough to make prying apart, cleaning, and stuffing worth your effort, and that you've enough coconut milk and cream (if you're using canned consider thinning some with water to substitute for the second pressing coconut milk) on hand (a good way to guesstimate is to determine the capacity of the pot you'll use and then figure on at least half that amount in coconut milk).
female crabs, the bigger the better
a young coconut or two, meat scraped out and sliced into matchsticks or shredded
green onions, thinly sliced (white and green parts)
garlic, pounded to a mash or finely chopped
a small red onion, finely choped
salt
ginger - some finely chopped, some thickly sliced and pounded in a mortar, with the side of a cleaver, or with the handle of a heavy knife
coconut milk and coconut cream
special equipment: kitchen string
1. Put the crabs in the freezer for an hour or two, until they completely stop moving.
2. Working quickly, pull the top shells off of the crabs, discard the inedible gook clinging to the inside of the shelll, and carefully scrape into a bowl all crab row and fat. Clean the crabs and their now-empty top shells under running water and set aside.
3. Using your hands or a fork. mix the shredded coconut with the crab roe and fat, the green onions, garlic, red onion, salt to taste, and the chopped ginger.
4. Fill each crab shell and body with the coconut-crab roe mixture, then reassemble the crabs and tie them together with kitchen string. Wrap any leftover filling in tin foil or a banana leaf to make a flattish packet. Set any liquid aside.
5. Lay the crabs on top of each other in a deep casserole (use an appropriately-sized casserole; the crabs should be in at least two layers) and add thin coconut milk to cover them by about two thirds. Scatter crushed/pounded garlic on top of the crabs.
6. Bring the mixture to a boil, then reduce the heat to a brisk simmer and cover the casserole. Check the crab's progress occasionally.
7. As soon as the crabs turn pink pour in coconut cream and leftover filling 'juice'. Stir quickly just to mix, bring the liquid to a boil again, and then remove the casserole from the heat.
8. Serve hot or warm, with lots of rice.
