Caraga RDC approves new resolutions

Butuan City (23 February) -- Six resolutions were approved by the Regional Development Council of the Caraga Region during its 58th Full Council Meeting held at the Hanuman Hall, Goat2geder Hotel and Restaurant in Butuan City on February 19, 2008.
The resolutions push for the extension of the Philippine-Australian Community Assistance Program (PACAP), the implementation of the Rationalization Plan in the government sector, the designation of a Presidential Assistant for Caraga, and endorsement of Caraga Business Conference (CBC) resolutions No. 3, 4 and 5, series of 2008. The CBC Resolution No.3 seeks the creation of a Convention Bureau under the supervision of the Regional Tourism Council.
The CBC Resolution No. 4 calls for a public-private partnership between the local government units and the business community of Caraga as key players for socio-economic development. And the CBC Resolution No. 5 requests Her Excellency Gloria Macapagal-Arroyo to order the Bureau of Internal Revenue to stop the implementation of Revenue Regulation No. 13-2007 prescribing the rules on the advance payment of value added tax/percentage tax on the transport of naturally-grown and planted timber products.
The National Economic and Development Authority (NEDA) Regional Office for Caraga presented the topic, "Global Financial Crisis: Its Impact in Caraga Region and Our Roadmap for Rebound," which summarizes the output and strategies from the Global Financial Crisis (GFC) Resiliency Planning Workshop held on February 12, 2009. A suggestion to conduct a road show on the Global Financial Crisis and the Region's strategies at the provinces of the region to promote awareness and support was affirmed by the body.
Also presented was the Comprehensive Livelihood Employment Emergency Program (CLEEP), a short-term mechanism to address the employment problem faced by the vulnerable sectors. Director Chona T. Mantilla of the Department of Labor and Employment Regional Office XIII expounded on the employment situationer covering different industries in the region affected by the GFC while the Philippine National Police Regional Office XIII discussed the effects of the GFC on crime statistics.
The resolutions and issues requiring action from the Cabinet or from the President were referred to Tourism Secretary Ace H. Durano, the Region's Cabinet Official for Regional Development and the steward for CLEEP in Caraga. Secretary Durano was represented in the meeting by his undersecretary, Phineas Alburo. Reg, just an update about this project straight from the grapevines:)
the mayor and congressman of Butuan have recommended shelving the fly-over project and appealed for the re-allignment of the fund intended for its construction to that of Butuan-Malaybalay Road instead...they have looked and compared the economic significance of the two projects to the whole city....for which the Butuan-Malaybalay Highway offers the biggest impact..

here I think would best answer your query...
Caraga derived from the word Calagan. In a book “Historia de Mindanao y Jolo” published in 1667 Fr. Francisco Combes, S.J., wrote that the name Calagan is derived from two Bisayan words....’kalag’ which means soul and ‘al’ for land. Thus, Calagan means “The Land of spirited and courageous people”. Both Pablo Pastells, S.J. and Sebastian de Oporto,described the inhabitants of Caraga as fearsome, hostile, treacherous, and warlike.
Since there is no ‘k’ in the Spanish alphabet, the ‘c’ is used for Bisayan words with ‘K’ in them. So, ‘kalag is written as Calag’, likewise, Kalagan’ as ‘Calagan’. Later, Calagan became Caraga.
On February 6, 1624 Governor General Alfonso Fajardo divided the island of Mindanao into two big sections, to avoid conflict over jurisdictions. The giant eastern portion of Mindanao Island comprised the “Provincia de Caraga”, and it was almost one-half of the entire island that comprised the province that constituted a portion of Misamis Oriental (from Gingoog), Agusan, Surigao and partly from Vergara.
In 1860, through a Royal Decree, Mindanao fell under one politico-military government and it was finally subdivided into 6 districts: Primero Distrito (Zamboanga), Northern District (Cagayan/Misamis), Eastern District (Caraga-Agusan/Surigao), Fourth District (Davao), Central District (Bukidnon/Cotabato), and South District (Basilan).
The Eastern District later known to become the province of Surigao, hence, the collective name of the old Caraga province was forgotten. A town in Davao Oriental of today carries the name Caraga but it does not refer to the new region at present.
In 1898, Agusan otganized a single-politico commandancia named Butuan, later on became a sub-province of Surigao...and in 1907, Agusan became a separate province. Its capital was Butuan which became a chartered city on August 2, 1950 by virtue of RA 523 authored by Congressman Marcos M. Calo. Further the province of Agusan was divided into two..AGUSAN del NORTE with BUTUAN CITY as the provincial capital, and AGUSAN del SUR with Prosperidad as its capital, based on the approved RA 4979 dated June 17, 1967.

You just qouted it's gonna break ground soon. Does this mean the shelving of the flyover project per recommendation was not approved? I hope so kay excited na ra ba ko ani nga project.

Guys, I have something to share. But before we get excited, please take note that we still have to verify this kay basi istorya-istorya ra ni. What I heared is that Butuan Doc is planning to put up another building in that vacant lot left side of Estacio Village entrance. I am not sure if it's gonna be a 2 or 3 storey bldg but the first floor daw is for commercial purposes. Accrdg to the balita, naa na kunoy nakig negotiate nga one of the banks to occupy a space. I still have to ask my uncle first about this ( the one connected with but doc) kay basi bunal-bunalan ko ni reg kung di tinuod :lol::bash::lol:

the funding for the Fly-Over is already in the pipeline....and the project will break ground soon..
however, there was this reported move by local executives to re-allign the fund instead to construct that long awaited Butuan-Malaybalay road...
as of this writing, I dont know yet what happened to their request to re-allign this two vital projects..

I think that mansion is much bigger than that of Mr. Lim Chui Tam's house along South Montilla Blvd..

So what are your thoughts about this bob? is it possible for project funds already on the pipeline to be re- alligned? I'm not against this move if it means a greater majority can benifit from it. But sigh, kasayang pud sa fly-over if ever this pushes through.

that Butuan-Malaybalay Road is a project loooong overdue....it was I think conceived about more than 2 decades ago when Butuan and the rest of the provinces now under CARAGA were once part of Region 10...however due to geopolitical circumstances.....regional beureaucrats in Cagayan de Oro never considered it as high priority thus that project was lost to oblivion..
once built (together with the ongoing Butuan-Bayugan-Esperanza Road Project.....it shall increase significantly Butuan's economic influence catchment areas to the Agusan del Sur interiors and the whole swath of central Bukidnon to as far as Central Mindanao Region...

Butuan City (23 February) -- Following pronouncements of the forging of a memorandum of agreement between the Department of Public Works and Highways (DPWH), Department of Labor and Employment (DOLE), National Constructors Association of the Philippines (NACAP) and the Philippine Construction Association (PCA), the Caraga Regional Office of DPWH through the efforts of Director Evelyn Barroso is set to hold a one-day jobs fair on Monday (February 23) 8:00 am at the DPWH Regional Office 13.
The jobs fair is part of President Arroyo's job generation program. This is a nationwide simultaneous activity of DPWH timed with the signing of the MOA that is expected to provide 500,000 jobs, the agency's biggest job generation undertaking so far.
In 2007, some 300,00 were hired, while in 2008, less than 500,000 people were employed by the agency.
"The jobs fair aims to provide gainful employment to workers displaced or affected by the current global recession. The jobs fair is also expected to provide fiscal stimulus to spur economic growth in the locality as employment increases spending power and probable opportunity to save," Director Barroso explains.
The department will be hiring civil engineers, foremen, laboratory technicians, steelmen, heavy equipment operator, masons, tinsmiths, laborers and other positions. Applicants must be 18 to 50 years old, physically and mentally fit.

Butuan City (23 February) -- Butuan City Water District (BCWD) representative orator scored anew when he was adjudged Third Place winner in the 14th PAWD National Oratorical Contest on February 11, 2009 in Cebu City.
Rafael Victor R. Villanueva, representing BCWD and the Northern Mindanao Natural Resources Management Council (NorMin-NRMC), competed with regional champion-orators who represented the different water districts and regional associations of water districts in the country.
Villanueva, a 16-year old senior high school student of Angelicum Montessori School in Butuan City, is indeed BCWD's pride for being its first sponsored contestant to that prestigious national contest who brought home a major prize.
Trained under the tutelage of Jane Racho-Ty, Villanueva employed paradoxical approach in his interpretation of the theme "Water and Sanitation for Life's Preservation" and conversational method in his delivery, far from being conventional orator. That made him one of the distinct performers and landed him on the third spot of the competition.
Villanueva won in the 22nd Local Oratorical Contest in October last year, making him eligible to represent BCWD in the regional contest. Then, he was unanimously chosen as the best orator in the 22nd NorMin-NRMC Regional Oratorical Contest, his passport to the national contest.
The 14th PAWD National Oratorical Contest and the 14th PAWD National Poster Making Contest were among the highlights of the 30th PAWD National Convention, the 30th annual national gathering of member-water districts of the Philippine Association of Water Districts (PAWD), held on February 11-13, 2009 at the Waterfront Cebu City Hotel.
The 14th PAWD National Oratorical and Poster Making Contests were supposed to be the last staging of the twin-contests. Last year, the PAWD leadership decided to end the holding of the two contests to give way to a new phase of environmental education for the youth being the future stewards of the environment, including water resources. However, with the overwhelming success of the 14th PAWD National Oratorical and Poster Making Contests and the public clamor for their retention, PAWD president Delfin C. Hilario proclaimed recently that the two PAWD national contests will continue to be among the major activities during PAWD national conventions.

their old site was demolished to gave way to a new arcade...their main outlet is now at JC Aquino Ave. in Libertad and a branch in Ochoa Ave...

Roy Villareal Señeres, known to friends and acquaintances as “Amba”, was born in Mambusao Capiz on July 6, 19 47, the third of five children. His father, Federico L. Señeres, was a World War II soldier, with the rank of 2nd Lieutenant. His father’s name can be found in the book, “Guerilla Warfare in Panay Island ”. His paternal uncles, Alejandro, a Colonel, Andres, another Colonel, and Roque, a Captain during the Second World War, were prominently mentioned in the book entitled, “The Crucible” by Col. Yay Marking, as brave soldiers.
His mother, Lourdes Bayot Villareal, was a cousin of Speaker Cornelio T. Villareal and COMELEC Commissioner Flores M. Bayot.
In 1948, Amba was only a year old when his family migrated to Mindanao, initially in Compostela Valley , Davao province, and subsequently to Butuan City , Agusan del Norte, where he finished his elementary and secondary education in public schools.
He was the Corps Commander in the Preparatory Military Training (PMT) at the Agusan High School . He took up his Bachelor of Arts, major in Political Science, at the University of the Santo Tomas in Manila , and his Bachelor of Laws (L.L.B.) at the San Beda College of Law.
At the San Beda College of Law, Amba was consistently the president or leader of his class. He became Speaker of the Student Legislative Council, and Articles Editor of the San Beda Law Journal.
After passing the bar exams in 1971, at the age of 25, he practiced law for a while, and he later on joined the Department of Labor and Employment, initially as Hearing Officer I, where he rapidly rose from the ranks by becoming a Regional Director at the age of 26, Executive Labor Arbiter at the NLRC, with rank of RTC Judge at the age of 28 and as Labor Attaché, with the rank of Consul General, at the age of 33, and eventually as Ambassador Extraordinary Plenipotentiary to the United Arab Emirates at the age of 45. He was the youngest Ambassadorial appointee of President Fidel V. Ramos at the time.
In between career changes, Amba obtained another degree in 1976, a marriage degree, when he married Minerva Laceste Maaño of La Union and Quezon Province . They have six (6) children – Jay Thomas, Christian who is now a Congressman, Roy Jr., Hannah, Hazel, and Christopher.
In June 200, at the age of 53, he was appointed by President Joseph Estrada as the Chairman of the National Labor Relations Commission with the rank of Cabinet Secretary, the youngest ever appointed to the position. The chairmanship of the NLRC is considered as a hot seat because of its role as umpire or referee of the two constantly conflicting titans in our society, namely, labor and capital.
But, it seems that Ambassador Roy Señeres is doing his job well, as evidenced by the public statements of prominent leaders of both labor and management. Thus, Mr. Democrito Mendoza, President of the Trade Union Congress of the Philippines (TUCP), said and I quote the Philippine Free Press, dated November 29, 2003 , “Notwithstanding its meager resources, the NLRC is doing its level best to discharge its functions as dispenser of labor justice. We request Congress and the Office of the President to favorably consider the NLRC’s appeal for strengthening by giving it more personnel and increase in their salaries and benefits to enable it to improve its services further.”
On the other hand, according to Mr. Donald Dee, President of the Employers Confederation of the Philippines, “Despite its deficient budgetary allocation, the NLRC, under the stewardship of Chairman Señeres has so far been reasonably faithful to its legal commitment to render swift and impartial labor justice.”
Mr. Antonio Policarpio, Chairman of Lakas Manggagawa Labor Center and Executive Vice President of the National Labor Union, said, and I quote: “The scenario has changed. Two years ago, the labor sector wanted the NLRC abolished due to poor performance, but now it wants it retained and strengthened by reason of its good showing.”
Mr. Miguel Varela, Chairman, Employers Confederation of the Philippines and President of the Philippine Chamber of Commerce and Industry, said, and I quote: “Noting the marked improvement in the overall performance of the NLRC, the employers are no longer for its abolition but rather calling for the strengthening of its conciliation and arbitration mechanisms.”
But Amba is no stranger to accolades. If you will recall, it was Amba who saved Sarah Balabagan from the gallows in the Middle East . Thus, Nestor Mata, columnist of Manila Standard, acknowledging Amba’s successful handling of the Sarah Balabagan case, had this to say in his column on October 28, 1995 , “Ambassador Roy Señeres used his skills in foreign relations plus his political instincts to gain clemency for Sarah”. Ros “Kaka” Olgado, another columnist, had this to say in his column in the Taliba on December 13, 1999 , “Maliban kay Sarah Balabagan, iniligtas din ni Ambassador Roy Señeres sa UAE si John Aquino ng Binmaley, Pangasinan at si Wahida Malaydin ng Cotabato. Walang ibang Ambassador ang nakagawa na ganito.”
The World’s Who’s Who in International Affairs, a prestigious London-based NGO, has this to say in 1998, and I quote: “Ambassador Roy Señeres is a leading diplomat and principal figure in the field of international relations.”
But to my mind, the most prophetic of these accolades comes from Ariel S. Bocobo, another prominent columnist who said in his column on September 30, 1997 , and I quote: “Señeres represents the new wave of the future and would make a good legislator in the mold of Recto, Laurel , and Roxas.”

Nineteen years is a long time to be on television – especially for a travel show because the price of gasoline (how can they travel without gas?) continues to gallop (especially these days!).
Travel Time host-producer Susan Calo Medina, however, just forges on and I believe that one reason why her show has lasted this long is the fact that she continues to give viewers quality products.
"A painless way to learn geography" was how one university professor described Travel Time sometime in the late ’80s.
Susan Calo Medina herself surely got a lot of lessons in geography during all those 19 years she has been doing Travel Time. By now she must know every nook and cranny of this country (and some places abroad). Below, I asked her to enumerate 19 of her favorite places to mark 19 good years of Travel Time.
1. Butuan City – Of course! That’s where I was born. My roots are there. Besides, the oldest boat extant in Southeast Asia is in Butuan City. In the 10th century, the Kingdom of Poh-Tuan was already trading with China – that’s according to the Sung annals. Despite the fact that it’s not the city my father had envisioned it to be, still, it’s home to me.
2. Pampanga – That’s my other province – My husband is from Arayat and so my children are half Kapampangan. I suppose that explains why we are an eating family. Pampanga is one province where the food approaches cuisine – in its variety and refinement. The simplest fried fish becomes a feast with four different kinds of sauces. And every town has its own specialty – the empanaditas of La Moderna in Guagua, the turon of Sta. Rita, the tibok-tibok and mochi of Susie’s (Go to the original!) in Angeles, the pastilles and plantanilla of Magalang, the halo-halo of Arayat, and espasol in San Fernando – the list goes on.
3. Surigao Norte – From Butuan, it’s only one-and-a-half hours to Surigao City. So, when I’m in Butuan, we go to Surigao City to buy seafood. Having breakfast in the market is a must – you buy your pick of the freshest seafood and have it cooked by the carinderias surrounding the market at indecently low prices. Besides the seafood, there’s the adventure – Silop Cave which is within the city limits, an exciting experience because you go up and down the huge boulders that are always wet and slippery; the beaches and surfing waves of Siargao and the outlying islets, the Sohotan cave which is actually a lagoon enclosed by limestone cliffs. You can enter only at low tide and once inside, it’s a totally different world. By the way, the orange jelly fish do not sting.
4. Bohol – The complete destination. You have heritage – the colonial churches and their plazas, one in every town, the major ones being Baclayon, Loon, Loay, Anda, Panglao and Dauis. You have beaches – in Panglao, in Anda Peninsula; you have eco-tourism – the caves where Dagohoy hid, in Danao, the Cambuhat River tour, the Loboc River cruise, the Chocolate Hills, the tarsier, the diving of Balicasag; and you have food – ube jam made from local kinampay, the broas of Baclayon, the bibingka of Loay, the kalamay of Jagna. And I’m sure there’s more that I haven’t seen.
5. Cebu – Actually, the best of Cebu is not in the city. It’s away from Cebu City – in Olango Island, the island sanctuary for migratory birds with its fine white sand, 15 minutes from Mactan; Malapascua Island, in the north, also with fine white sand beaches; Bantayan Island and its gorgeous Kota beach and colonial church, the only place in the Philippines where you are allowed to eat lechon on Good Friday; the heritage town of Carcar; the ornate Boljoon and Argao churches, though Bambi Harper says the Argao church carvings have been painted over with gold (yuck!) and of course, lechon from Talisay and bibingka from Mandaue.
6. Boracay – What can I say about Boracay that hasn’t yet been said? Boracay waters make you want to jump in, even if you can’t swim!
7. Cagayan de Oro – It has the only canopy walk adventure in the country in the Magbais rainforest in Claveria, Misamis Oriental. There are seven ledges up on top of trees, looking down on a forest. A pulley brings you to the first ledge and you cross from ledge to ledge over narrow hanging bridges made of metal slats hanging from metal ropes. The bridge, of course, shakes as you walk and you feel you’ll fall into the ravines. But of course, you won’t fall – because you are strapped on to a harness.
The other adventure is the white water rafting on Mambuaya River. The course for beginners, which I took, is a 12 1/2 kilometer stretch, with 14 rapids. It‘s great fun, especially for someone who can’t swim.
8. Batanes – It’s not a sweet tropical island like the rest of the Philippines. It’s stark and dramatic and isolated. From afar, the clusters of stone houses remind you of Arthurian villages. You can visit the ruins of the Idyangs – stone fortresses built by the sea-fairing Ivatan ancestors. You can go around Batan Island and revel in the gorgeous scenery. You can cross over to Sabtang and see more picturesque clusters of stone houses. From the top of the highest hill in Basco, you can hear the jeep coming and children below playing. There’s really nothing to do in Batanes – but it’s a great place to do nothing in.
9. Sulu – It’s a real pity that more people don’t visit Sulu. It has beautiful white sand beaches – like Quezon Beach in Patikul. Their crafts are exquisite – the piz which is woven like tapestry in Parang, the habul tiyahe which is the hand embroidered cloth the Tausugs wear as part of their dress, brought back from China by the returning Tausug court, the luhul which is appliquéd tree-of-life tapestries.
The best time to go to Sulu is in September, October and November when the durian and mangosteen are in season – then it’s dirt cheap. The best durian in the world is from Sulu – it is durian from connoisseurs. When we were last there, I had durian that had just fallen from the tree – the best I’ve ever had – rich, buttery, tangy, with a clean sparkling sweetness – unforgettable

but since we are into resource management....as a rule, high impact programs gets the priority...
anyway...that still depends to Malacanang if it will heed to the request of our Butuan LGU Executives...if it won't, then the Fly-Over would really break ground...and that Butuan-Malaybalay Road will be on the waiting list..
that Butuan-Malaybalay Road is a project loooong overdue....it was I think conceived about more than 2 decades ago when Butuan and the rest of the provinces now under CARAGA were once part of Region 10...however due to geopolitical circumstances.....regional beureaucrats in Cagayan de Oro never considered it as high priority thus that project was lost to oblivion..
once built (together with the ongoing Butuan-Bayugan-Esperanza Road Project.....it shall increase significantly Butuan's economic influence catchment areas to the Agusan del Sur interiors and the whole swath of central Bukidnon to as far as Central Mindanao Region...

Nineteen years is a long time to be on television – especially for a travel show because the price of gasoline (how can they travel without gas?) continues to gallop (especially these days!).
Travel Time host-producer Susan Calo Medina, however, just forges on and I believe that one reason why her show has lasted this long is the fact that she continues to give viewers quality products.

I was able to read Mr. Hontiveros first book titled Butuan Of A Thousand Years...I highly recommend it as good coffee table book to read...^^

Mas mahal ang hk dollar reg. compared to thailand's baht, it's just like spending in peso. So for individuals with business sense, I think Bangkok is the most ideal destination. For pure leisure, phuket is the place. ingat lang sa tsunami...hehehe:lol:

Butuan City Library users double in recent months
The increasing number of nursing students in nursing schools in Butuan City has led to the doubling of readers and researchers coming to the Butuan City Library in the last quarter, with college students taking up nursing and caregiver course at the Father Saturnino Urios University (FSUU) and Butuan Doctors College among the frequent library users.
As part of its services, especially to this new influx of clients, the City Library conducts orientation and instructions for new library users, especially students, to teach them how to use the library resources.
617 students from different school levels: pre-school to high school availed of these serves since January this year. Also. a story-telling program for 3,892 children in pre-school and elementary was conducted.
In addition to books and other reference materials, the library also offers free internet access and computer with CD ROM. Six computers are now available at the library for research and academic purposes.
