i'll make it a habit that whenever i go to food chains, coffee shops or in NBS and other chain stores, i'll ask the employees if they're company has plans of putting up a branch in BXU. try lang, coz they would be one of the first people to know right? i'm not sure if it applies to all companies nga kung naa expansion, they would invite first their current employees to be relocated in their new branch especially those who are from that area before hiring new ones.

nice idea Jsl.....if you happen to drop by there at Bo's Raintree Mall branch (where Mr. Benitez, the cafe owner's office is located)...ask the right personnel....if they do have plans of putting up a company owned shop here and not franchised

yup...SPARTAN as in strict gyud....I know a Jabee counter employee who gets fidgety with her hands everytime their manager is with them at the counter :)

I think PSBank will be occupying that vacant lot beside woodstock. It has been cleared already and fenced.

the percentage of veracity of your uncle's accounts is very high considering his stature as Medical Director...and his proximity to the Robinson's Property.....it complements to the accounts of Libertad barangay captain about RLC people securing permits around September last year....then a soil test last November....then an announcement by the mayor this year in his city report...

Butuan ~ Learning From Other Cities


In 2007, the LGU of Butuan sent a mission group from the different stakeholders of the Butuan ART-Demo Project to Bangkok to study the success of that city's thriving river tourism program along the Chao Phraya River.

The study have become a part of the blue print that shall soon transform Butuan's riverside barangays into a cultural and historical destination semblance to that of Bangkok's Chao Phraya..

know what, one thing that's so notable as you drive along JC Aquino Ave is that the streets looks wider and cleaner. The highway markers also added a striking wide effect which is really nice. I just hope they'll maintain this because some of the markers are not that visible anymore esp going towards montilla intersection. Sana they'll use paint na will not fade easily even on rainy days. Good thing also that na minimize na ang presence ng mga beggars in that area. But I think the biggest impact that had been addressed aside from the baha no more, is the garbage problem. Wala na baya kaayu kay ma notice sa mga kilid kilid sa highway or sa mga subds, in fairness ha. I just hope lang they'll give more attention also sa mga lugar that needs cleaning up.

Mao jud ni ang gi abagan sa tanan Bob. Wala ba nakipag deal si Mayor sa Bankok as sister city? sayang ba ang chances no. 1 ra jud atong sister city ang Bacolod City. That really amazed me when i went home... the clean streets along blvd pati sa langihan sa may lagoon.... I like the new facelift i would say sa may islets sa blvd they changed it to trival colors... Im so proud of our metro aid jan sa BXU. I hope the next public market its bigger, cleaner and cooler. I've :cheers:learned the litle market in Malate its clean and well organized sila... sana BXU vendors and others will maintain to clean that areas....

even in Langihan and Taboan areas....they are more orderly and cleaner now...

when I travel to different cities....I dont judge orderliness and cleanliness around their malls (be it fancy or ordinary)....It's easy to tell whether a city is doing or not due deligence with cleanliness when you see its public markets and around public facilities....:)

Murag dili cguro... look at DVO, CdeO, ZAM, GEN airport sila ata ang pinaka maraming flights to MNL and CEB.

In Mindanao DVO has the most number of flights a day. Followed by CGY, then ZAM. BXU is 4th and GES 5th.

By April 1, BXU will have 4 daily flights to Manila every Wed-Fri-Sa-Su, 3 flights daily to Manila every Mon-Tue-Thu, and 2 flights daily to Cebu.

yes...its getting frequent na mga conventions being held here...explanations are many.... for example the bad news publicity given by the media to urban centers in the southern part like GES and ZAM has given a probable windfall benefit to Butuan, CDO and Davao as convention sites in Mindanao..

however...cost wise...the cost has given more advantage to BXU...with almost parallel acessibility and amenities to other centers as far as holding national conventions is concerned

Hindi masyadong kailangan ang astrodome for conventions Rex. Only a few conventions have more than 2,000 participants. As far as BXU is concerned, Balanghai Hotel Malvar Hall can accommodate 2,000 persons while the Grand Ballroom of Almont Inland and Dotties Grand Convention Center can accommodate 1,500. NORMISIST Gym with 3000 and Urios Gym 4,000+. Combining the capacity of all hotels/resorts in BXU and Agusan del Norte, less than 2,000 can be accommodated. Because of this, new hotels/inns are still sprouting and old hotels are expanding in BXU.

Pero Rex kailangan natin ang Astrodome with a capacity of more than 10,000 para sa mga big concerts, presidential visits, etc. Ilabi na kung magconcert na si Prof James where guest performers ta nila ni Bob.

even in Langihan and Taboan areas....they are more orderly and cleaner now...

when I travel to different cities....I dont judge orderliness and cleanliness around their malls (be it fancy or ordinary)....It's easy to tell whether a city is doing or not due deligence with cleanliness when you see its public markets and around public facilities....:)

True. It's just like visiting homes, check out the comfort rooms. It speaks a lot about the homeowner.

In 2007, the LGU of Butuan sent a mission group from the different stakeholders of the Butuan ART-Demo Project to Bangkok to study the success of that city's thriving river tourism program along the Chao Phraya River.

The study have become a part of the blue print that shall soon transform Butuan's riverside barangays into a cultural and historical destination semblance to that of Bangkok's Chao Phraya..

PATIN-AY, Prosperidad, Agusan del Sur – In support of the 2009 Upland Development Program (UDP) of the Department of Environment and Natural Resources (DENR), the Provincial Environment and Natural Resources Office (PENRO) is setting aside some 746 hectares for farm production.

Aguan del Sur Gov. Ma. Valentina Plaza learned about this development during a recent consultative meeting with top DENR officials led by UDP Coordinator for Mindanao Vicente S. Paragas and PENR Officer Sixto C. Badua at the Governor’s Office at the provincial capitol here.

It was gathered that this UDP program, which is currently implemented by Environment and Natural Resources Secretary Jose “Lito” L. Atienza, Jr. nation-wide, is also in full support of President Arroyo’s economic resiliency program dubbed “Comprehensive Livelihood and Emergency Employment Program” (CLEEP).
Badua said that the objective of this program is to create employment opportunities and additional income for poor and upland households and people’s organizations in reforestation and agro-forestry.

“This is also part to our continuing greening activity in watershed idle and private lands,” said Badua.
At least 406 hectares are being targeted for the UDP program in San Francisco town; 229 hectares in Bayugan town; 65 hectares in Talacogon town; and 50 hectares in Loreto town, Badua said.

He said the program will establish nurseries and plant fruit-bearing and forest trees, development of individual upland farms through agro-forestry, reforestation of grassland areas, reforestation of degraded areas, implementation of assisted natural regeneration in appropriate areas, conduct of enrichment plantings in sparsely-wooded grasslands, mangroves and tidal flats, re-vegetation of streambanks, development of forest parks and tree planting projects.

Meanwhile, in full support of the government’s environment preservation and forest protection project, Plaza issued Executive Order No. 04-09 creating the “Provincial Task Force on Natural Resources Protection and Utilization to Save Agusan.”

It was learned that the objective of the order is to “ensure the proper enforcement and compliance of existing forestry laws, rules and regulations concerning the utilization and transport of forest products, mineral and other minor forest products in the province.”

my idea man gud of a call center is like People Support (where I was once an employee), Convergys, Etelecare,Teletech, Sykes, etc. for that kind of call centers, (for me lang ha), BXU is not yet ready but eventually will have those. It's nice to hear that a small time call center is now operatiing in BXU.

on my own point of view..i think BXU is quite ready for the booming call/contact center industry..as what @ ian said..communication facilities of bxu is well place..naman..cgru kulang og support sa local govt..based on local legislation..wah kun meron man kulang of move ang LGU yung sound policy for outsourcing industry...^^

Manufacturing, highest revenue generator in Caraga

Butuan City (February 27) –- The manufacturing sector generated the highest revenue among the economic sectors in the region in 2006 with P6.496 billion.

This is revealed by the National Statistics Office (NSO) Caraga during the Regional Data Dissemination Forum on the 2006 Census of Philippine Business and Industry (CPBI), recently.

This is closely followed by the Mining and Quarrying sector who recorded a whooping P6.361 billion in revenue. Third largest revenue generator is the Wholesale and Retail Trade with P4.471 billion. The fourth highest revenue generator is the Electricity, Gas and Water Supply with P3.394 billion. Fifth is the Financial Intermediation sector with P1.192 billion.

The agriculture sector including hunting, forestry and fishing recorded a total revenue of P596 million in 2006. Private education recorded a revenue of P714 million. Construction has a total revenue of P1.058 billion and hotels and restaurants P336 million.

The lowest revenue generators on the other hand are Real State, Renting and Business Activities; Transportation, Storage and Communication; and Health and Social Work.

Although the manufacturing sector is the highest revenue generator, it also spends the highest with a total cost of P5.596 billion. This is followed by the Wholesale and Retail Trade at P4.267 billion. Third is the Electricity, Gas and Water Supply with a total cost of P2.617 billion.

The fourth highest spender is the Mining and Quarrying sector which has a total cost of P2.579 billion. Fifth is the Financial Intermediation sector with P662 million. The agriculture sector on the other hand has a total cost of P402 million.

Based on the research revenue-cost ratio of the region amounts to P1.4 billion lower than the country's ratio of P1.6 billion. Further, the agriculture sector records the highest return at P1.48 billion.

The 2006 CPBI covered establishments engaged in 14 economic sectors classified under the amended 1994 Philippine Standard Industrial Classification (PSIC).

The scope of the 2006 CPBI was confined to the "formal sector" consisting of corporations and partnerships, cooperatives and foundations, single proprietorships with employment of 10 or more and single proprietorship with branches.

The 2006 CPBI used stratified systematic sampling with a random start. For establishments with average total employment (ATE) 20 and over, the geographic domain and the industry domain served as the first stratification variable.

For the establishments with ATE less than 20, the geographic domains are the regions and the industry domain, the industry groups. Employment size was used as the second stratification variable. (PIA-13) [top]

Caraga RLECC lays out plan for 2009

Butuan City (27 February) -- The Regional Law Enforcement Coordinating Committee (RLECC) of Caraga Region convened yesterday (February 26) and layed-out action plans for 2009.

During the meeting, PSSupt Ramon Espiritu, Deputy Regional Director for Operations of PNP-PRO-13 who acted as Presiding Officer called the chairmen of the respective sub-committees to present the plan.

Among those who presented the plan of action are the sub-committees on Drug Prevention chaired by the Philippine Drug Enforcement Agency (PDEA)-Caraga, Consumer Welfare with the Department of Trade and Industry (DTI), Fire Prevention of the Bureau of Fire Protection (BFP), Anti-Trafficking in persons presented by the National Bureau of Investigation (NBI), Traffic Management by the Highway Patrol Group, and Public Information chaired by the Philippine Information Agency (PIA).

Aside from presenting the plans of action, presenters of each sub-committee also made announcements on the thrusts and programs of their respective agencies.

Meanwhile, during the previous meeting of the committee, Department of Tourism (DOT)-Caraga Regional Director Leticia DC Tan who is the Chairman of the Sub-Committee on Tourist Security and Safety presented the action plan.

In her report, she emphasized the insufficient baggage screening machine (x-ray) in the airports and seaports. She also reported that there is a congestion and insufficient space for check-in and departing areas on these ports. Other issues and concerns presented to the council include the bad condition of runway surface, absence of waiting lounge for visitors, no uniform porterage fee, awareness of barangay officials of non-residence staying in the barangay, awareness of all concern agencies on big events of the region, and non-alignment of policies and programs, as well as unaccounted tourist arrivals.

To address the issues and concerns, Dir. Tan presented recommended measures such as procurement of one additional baggage screening machine at the entrance of pre-departure area, expansion of airport terminal building, asphalt overlay, construction of waiting lounge, formulate agreement on uniform porterage fee.

Tan also suggested that barangay officials should have a logbook for non-resident arrivals and there must be a coordination with concern agencies for them to be aware of their roles during big events in the region.

"In order to have exact figure or number of tourist arrivals, tourist visitors are required to register at the tourist assistance center.

Having some of the sub-committees who were not able to present their plan of action or road map, PSSupt Espiritu requested the Secretariat to call the attention of those concerned agencies to present during the next meeting. Breakwater bags 1st prize in national publication award
Butuan City (23 February) -- Breakwater, the official publication of Butuan City Water District (BCWD), bagged 1st Prize in the 2008 PAWD Best Publication Award during the Awards Night of the 30th PAWD National Convention on February 13, 2009 at the Waterfront Cebu City Hotel in Cebu City.

Adjudged 2nd Best Magazine in the 2007 PAWD Best Publication Award, Breakwater bested other magazines of various water districts in the country, including the 2007 winner Crystal Flow of Davao City Water District and Flowell of Cagayan de Oro City Water District. Crystal Flow and Flowell placed third and second, respectively.

Breakwater has been in circulation for nine years now. It has been bringing to the BCWD's various publics the latest developments in the water sector, updates in the water district operation, watershed and environmental concerns, and information related to water supply services.

Since its maiden issue, Breakwater has been adhering to the highest ethical and quality standards of print media production and focusing its editorial policy toward the attainment of BCWD's goals and objectives. These made itself as an effective information and communication tool to massively promote the water district concept to various publics.

The PAWD Best Publication Award is an annual national search of the Philippine Association of Water Districts (PAWD) for the best water districts' publications. This award encourages more water districts to produce their own publication and recognize the effort of those water districts that are already producing their publication. BUTUAN CITY: Advocates in Northeastern Mindanao are set to sign a covenant today in Surigao City, declaring an all out-war against human trafficking, reported the Philippine News Agency over the weekend.

Representatives of various organizations from different sectors including faith-based organizations are set to converge in Surigao City to throw their full support against human trafficking, it was learned.

Also participating in the signing of the covenant are the multinational companies, marketing organizations, transport industries, communities, law enforcers, government agencies, private organizations and media.

Organizers of the said big affair said the concerned groups are in unison to stop the endless flow of Filipino women and children who are trapped in the hands of criminal traffickers. The said victims suffer inhumane treatment as sex slaves and bonded laborers, stripped of their freedom and dignity under the guise of safe migration.

It was also gathered that the commitment signing is part of 2009 celebration of Women’s Month in Surigao del Norte province.

This year’s celebration is anchored on the theme “Babae, Yaman Ka ng Bayan.”

Visayan Forum Foundation Inc. (VFFI), a nongovernment organization (NGO) working for the protection and justice of women and children said the covenant would put into action the pledges of the different stakeholders to inform the public about this menace of the society.

The vital role of the stakeholders is to report and prevent trafficking activities; and protect and empower victims of human trafficking said VFFI officials.

In that signing of covenant, the group will also pass a resolution, copies to be submitted to law enforcement agencies, particularly the police for a coordinated effort in putting an end to the worsening human trafficking problem in the region.

PNP deploys more vehicles

CAMP RAFAEL C. RODRIGUEZ, Butuan City – The Northeastern Mindanao Police Regional Office 13 (PRO 13) regional command deployed more vehicles in various areas in the region.

"It is the commitment of the Philippine National Police (PNP) to upgrade its logistical capabilities in line with the Integrated Transformation Program (ITP) under the key result area – ‘Facilities Development,’" said PRO 13 Director Chief Supt. Jaime E. Milla.

He also said that the regional command of PRO 13 is set to deploy at least 59 new police inspectors in various areas of the region, while also started recruiting at least 125 new police personnel to beef up the fighting capability of its men in the field.

In strengthening its defense perimeter in every town’s police station, the regional command is also set to construct two new police stations in Agusan del Norte, one in Agusan del Sur, while inaugurated a new police station in Tago, Surigao del Sur recently.

The new La Paz municipal police station is also set to be inaugurated anytime next month, Milla said.

The new vehicles were personally distributed by Milla to the various chiefs of police, along with local government unit (LGU) officials during the turnover ceremonies here.

Milla handed over the 12 Toyota Hi-lux, 12 motorcycles and two units of Toyota Innova police vehicles.

Among the recipient of said PNP vehicles are the municipalities of Kitcharao, Tubay, Magallanes and Las Nieves, and Cabadbaran City, all of Agusan del Norte Province; Surigao City; San Jose, Loreto, Tubajon and Libjo, all of Dinagat Islands Province; Bayugan City; La Paz, Loreto, Sibagat and Talacogon, all of Agusan del Sur; Basilisa, Alegria, San Benito, Malimono, Gigaquit Socorro, Tubod, Taganaan, all of Surigao del Norte; Lianga, Lanuza and Marihatag, all of Surigao del Sur, and the 144th Regional Mobile Group.

DENR, LGUs join forces for upland dev’t

BUTUAN CITY – In line with President Gloria Macapagal Arroyo’s hunger mitigating program, the Department of Environment and Natural Resources and local government units in Central Mindanao have joined forces for an upland development program, a regional environment official said.

The development came after a two-day seminar last weekend in Koronadal City that also paved the way for the implementation of the DENR flagship program currently implemented nationwide by Environment and Natural Resources Secretary Jose Atienza Jr.

Central Mindanao DENR Regional Executive Director Raquil-Ali M. Lucman said some 50 participants from their field and regional offices, including representatives of the provincial management office in Sarangani, municipal governments in Central Mindanao and Lake Sebu Ancestral Domain Claim Association led by Mr. Leo Tang joined the activity for the implementation of the three-year DENR Upland Development Program.

The program is a recognition of the forestry profession, Lucman said.

"For the first time, ibinalik ang pagkilala sa forestry profession sa pamamagitan ng DENR-UDP," he said.

On the other hand, Regional Technical Director for Forestry Muripaga T. Umpar called on the LGUs and other concerned government agencies and non-government organizations to share their time, talent and efforts in order for the program to succeed.

"We will not wait for our children or our grandchildren to ask us what we have done for our environment," Umpar said.

He said the two-day workshop seminar is also very vital in reviewing the different thematic maps for every watershed such as vegetative map, land classification map, and 16 more kinds of map.

In that same seminar, Dr. Bighani M. Manipula, RTD for Research, briefed the participants on site-species matching technology developed by the Ecosystems Research and Development Bureau of the DENR.

"This technology, with the aid of PCARRD soil test kit, will do away with the hit-and-miss style of selecting the species best suited to the area," he said.

The DENR-UDP is envisioned to pump-prime the local economy through job generation in the rural areas, it was learned.

Upland farmers, preferably those who are organized into people’s organizations or cooperatives, will be paid for every seedling produced and for every tree planted under a contract with the DENR. They will also be paid for the maintenance of tree plantations established in their respective areas.

R4.5 M earmarked for dev’t of Agusan Marsh sanctuary

PATIN-AY, Agusan del Sur – An amount of R4.5 million has been earmarked for the development of the Agusan Marsh Wildlife sanctuary's eco-tourism potentials.

During the recent 1st Executive Meeting of the Agusan Marsh protected area management board with other stakeholders here, the Department of Tourism (DoT) announced its funding support amounting to some R2.5 million, while the provincial government also announced a R2 million funding support for the tourism program of Agusan Marsh.

Agusan del Sur Gov. Ma. Valentina Plaza also vowed her full support for the Agusan Marsh tourism projects, which is located in the six municipalities of the province.

Also present during the 1st Executive Meeting were DoT Regional Director Letty Tan, DENR Protected Areas and Wildlife Regional Technical Director Mario S. Eluda, Agusan del Sur Provincial Environment and Natural Resources Officer (PENRO) Sixto C. Badua, officials from various travel and tourism agencies, Caraga Travel Links, municipal and provincial officials and other non-government organizations.

In that meeting, the Agusan Marsh stakeholders also approved a united approach for the conservation and preservation of the Agusan Marsh Wildlife Sanctuary while uniting all concerned government agencies in enhancing the socio-economic activities being one of the selected tourism destination in the Asia Pacific Region.

"A well coordinated and unifying effort must take place in promoting Agusan Marsh as eco-tourism destination," said Eluda.

The meeting also approved the implementation of conserving bio-diversity of Agusan Marsh through eco-tourism industry.

During meeting, the stakeholders also unanimously approved the holding of regular project meetings, development of linkages and sustainability mechanisms.

One of the priority agenda in that meeting is the rehabilitation of all road networks going to the Agusan Marsh.

"We are ready to help Agusan Marsh in the global tourism spot and we also need the continuous positive response from the local officials," added Tan.

Tan also encouraged the various stakeholders to continue "partnering the private sector" which is also needed in the tourism industry."

She said that at least 45 countries already acknowledged the Agusan Marsh in the Caraga Region as point of tourism industry.

"What we need here is a close coordinating effort so that Agusan Marsh will also be protected while accepting more foreign and domestic tourists," said Badua.

Badua challenged all concerned government agencies and stakeholders "to share their part for the preservation, conservation and protection of its terrestrial, aquatic and habitats of the Agusan Marsh Wildlife Sanctuary."

DepEd awards 96 ‘Brigada’ schools

The Department of Education (DepEd) has awarded 96 schools which generated active community support for Brigada Eskwela.

Education Secretary Jesli Lapus also said the department bestowed the Hall of Fame awards to 16 schools for the first time.

"Each school was conferred the Best Brigada Eskwela Implementer awards. The hall of fame awards were given to schools that won best implementer for three consecutive years. They were given plaques of recognition," said Lapus.

Lapus explained that three elementary and three secondary schools were selected as awardees from each of the 16 regions.

The school-awardees were categorized as small, big or exceptional school based on their enrolment size.

Schools that have been awarded the hall of fame were Tuguegarao North Central in Tuguegarao City (Region 2); Kalibo II Elementary School in Kalibo and Dona Montserrat Lopez Memorial National High School in Silay City (Region 6); Zamboanga City High School in Zamboanga City and Molave Vocational Technical Technical School in Zamboanga del Sur (Region 9); Sinawilan Elementary School in Davao Del Sur, King Central Elementary School in COmpostella Valley and Daniel R. Aguinaldo National High school in Davao City (Region 11); Special Science Elementary School in Surigao City, North Cabadbaran Central Elementary School in Agusan del Norte and Barobo National High School in Surigao del Sur (CARAGA); San Isidro Elementary School in Apayao (CAR); and Kapitan Moy Elementary School in Marikina City (National Capital Region).

The Brigada Eskwela is an annual activity in which school officials solicit and engage the support of the whole community in sprucing up schools in time for the opening of classes in June.

The project is spearheaded by DepEd’s AdoptA-School Program (ASP) that facilitates the department’s partnership with the private sector.

From only 31 per cent participation rate in 2003, DepEd’s Brigada is now being participated in by all public elementary schools nationwide.

"This is indeed a milestone worthy of celebration – we have reached the peak. We have hit a record. We have starteda trend. All of our public schools are now Brigada Eskwela converts," said Lapus.

He said the increasing trend in the participation of schools in the Brigada Eskwela reached its peak in 2008.

From 12,533 schools or 31 percent in 2003, he said the DepEd Brigada got a complete participation of all 44,619 schools in 2008.

"In other words, a total of 44,619 communities and their stakeholders gave time, talent, and resources to repair and clean up the school in time for the opening of classes," Lapus said.

He added that the partnerships amounted to some

R2.9 billion worth of community maintenance and operating cost; R1.6 billion worth of volunteer time and labor manhours; and R1.2 billion worth of donations-in-kind.

The DepEd chief enjoined anew all public schools to observe Brigada Eskwela.

Lapus said that 5,479,319 volunteers in 44,619 communities have been mobilized to improve the school in time for the opening of classes in June.

He also called on the principals who are also the school managers to ensure the Bayanihan spirit in the community.

"I urged our principals to engage all sectors of the community – the local businesses, the parents, the local gvernment units and non-government organizations. Inform them of your current efforts and needs," said Lapus.

There is a local souvenir shop that sells local delicacies and products sa ground floor sa GMall in front of Greenwich. If am not mistaken, this shop is supported by DTI.

Ang BOMO(not BONO) is located at the 3rd floor. They also sell now Butuan/Caraga souvenir items.

Hahaha, maayo gyud kaayo ka mangasaba Bob noh? :lol: I also noticed in Gmall grocery where the pasalubong section is, daghan kaayo products from Davao, Cagayan and Iligan. Banana chips ra ang from Butuan.

Putting a Premium on Tourism

Tourism bible, more student jobs on way to become laws

Two important bills that would respectively address many persistent tourism industry problems and grant more student jobs are on their way to becoming laws.

They constitute another legislative milestone in setting the direction to national economic recovery and enabling the young people to grow into productive citizens of the country, said Rep. Edgar Chatto, author of both measures.

The First District solon reported in his keynote address to the General Assembly of the CARAGA Regional Tourism Council Foundation, Inc. (CRTCFI) the approval of his House Bill 5229 by the joint Bicameral Conference Committee of the Senate and House of Representatives.

As chairman of the House tourism committee, Chatto headed the House Panel of Conferees that discussed in two crucial meetings with its Senate counterpart the disagreeing provisions of HB 5229 and its Upper House version, Senate Bill 2213.

Gathered at the Balanghai Hotel and Convention Center in Butuan City, the tourism leaders in CARAGA Region in Mindanao commended the “working, hardworking” Bohol lawmaker for “a job well and ably done.”

They all stood and sang---to the pleasant surprise of the Bohol congressman---a birthday song for Chatto. The singing was led by CARAGA Reps. Edelmiro Amante, Joboy Aquino and Florencio Garay and Agusan del Sur Gov. Tina Plaza.

HB 5229, known as the Tourism Act of 2008 once enacted into law, declares a national policy on tourism as a primary engine of investment, employment, growth and national development and strengthens the Department of Tourism (DOT) and its attached agencies.

Another Chatto measure, House Bill 5388, was passed by Congress on its third and final reading to expand the coverage of the program on the employment of students.

The legislation seeks to strengthen and broaden the scope of the Special Program for the Employment of Students (SPES) to make it more responsive to the needs of the poor but deserving students.

Sen. Jinggoy Estrada, author of the Senate version of the bill, said many students have been assisted under the present SPES set-up, but more can benefit from the proposed expanded program.

The bill seeks to amend Republic Act 7323, which enables the existing SPES to help poor students complete their education using their wages earned from SPES employment in summer and Christmas breaks.

Chatto has seen the necessity to update the SPES to benefit on-the-job trainees and workers.

IMPORTANCE OF THE TOURISM BILL

As a whole, the priority tourism measure seeks to establish a national tourism policy framework that will transcend administrations and enunciate the essence of attaining the national development goals.

It strengthens the DOT and its attached agencies for more efficient and effective interplay of tasks by eliminating the overlapping of functions and for fit use of resources for tourism promotion and development programs

The measure tightens the tie-up of government agencies, private sector, local stakeholders and local government units, ensuring a holistic approach to tourism development.

Systems of accreditation, standard and classification are integrated in the bill to improve local tourism’s level to compete globally.

Incentives to local and foreign investors are provided under the proposal thru the creation of tourism enterprise zones.

The legislation provides for the allocation/reallocation of the revenues from tourism to fund tourism development and promotion.

Chatto told CARAGA Region tourism policymaker and industry keyplayers that they in the Bicameral Conference Committee have worked for the best version they feel would be most acceptable and beneficial to all stakeholders affected by the law.

OTHER FEATURES OF EXPANDED SPES

The House-approved expanded SPES bill lowers the minimum personnel size of participating establishments from the current 50 personnel/employees to just 10.

More students will therefore be accommodated for employment in more establishments, Chatto said.

The measure also provides that secondary students shall only be employed during summer and Christmas vacations while those enrolled in tertiary, vocation or technical education can be employed anytime of the year.

The bill prescribes the period of employment from 20 to 52 days only for each student who shall earn equivalent academic credits if assigned to a job related to his or her field of study.

The measure changes the present combined annual family income requirement of parents and SPES applicant student from P36,000 to the annual regional poverty threshold for a family of six for the preceding years as may be determined by the National Economic and Development Authority (NEDA).

It provides for the facilitation of services by the Public Employment Service Office (PESO) and specifies penalties for schools that refuse to honor education vouchers issued under the SPES.

A preliminary report from the Department of Labor and Employment (DOLE) says that the yet unexpanded SPES already benefited some 400,000 student-children of poor families nationwide since 2001 until 2005.

Yep, mao na ilang capitol. one of a kind. aside sa nindot ang building, ilang time-keeping system kay ngilngig. their employees will just flash their IDs sa scanner then mogawas ilang picture sa monitor screen along with the time and their personal info, hehehe. the last time niadto ko, Pangasinan and Agusan del Sur pa lang ang provinces sa pinas who use that kind of system. i dunno karon. i think mao na siya tag-iya sa kanang mansion sa baan.

"Hataw" exercise kick-off Women’s Month Celebration in Butuan

Women in Caraga Region converge on March 3 at Butuan City Hall grounds to mark the celebration of Women's Month.

As mandated in Proclamation No. 227 “Providing for the observance of the Month of March as ‘Women’s Role in History Month’, the Gender and Development Coordinating Committee (GADCC) of Caraga Region spearheaded the conduct of Women’s Month Celebration with the theme “Babae, Yaman ka ng Bayan”, which was highlighted with a fun walk dubbed “Walk-for-a-cause” in the opening ceremony followed with a “Hataw Exercise”.

GADCC Chairperson and Commission on Human Rights (CHR) Caraga Regional Director Atty. Marilyn Pintor welcomed and acknowledged the presence of the participants from the government and private sectors who also participated in the “Walk-for-a-cause” which started at 5:30 in the morning from the Agusan del Norte Capitol grounds and proceeded to Butuan City Hall, and also joined in the Hataw Exercise.
In her speech, Atty. Pintor said that this year’s theme highlights the critical role of women in nation-building and recognizes that women are an important resource who can contribute to the reduction of poverty, and it also supports the fulfillment of the country’s international treaty obligations particularly Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), the Millennium Declaration, and International Labour Organizations (ILO) conventions.

“To serve as a venue for sharing of inspiring stories of women entrepreneurs, lessons learned and good practices in entrepreneurial activities; and to serve as a channel for the nationwide campaign to promote women’s economic empowerment and rights through entrepreneurship are the two main objectives of this year’s celebration” Atty. Pintor added.

Another activity will be conducted on March 10, 2009 dubbed as “Kalandrakas sa Kababaihan 5” which is said to be a venue for Technology transfer for Livelihood opportunities and skills development, trade fair, ukay-ukay, GAD film showing, beauty and massage parlors, parlor games, and creates a venue for information dissemination on GAD issues and concerns.

Also, on March 31, 2009, a sportsfest and culmination activity will also be conducted at the Philippine Ports Authority grounds.

BUTUAN CITY – The Rural Infrastructure (RI) and Community Fund for Agricultural Development (CFAD) components of the Department of Agriculture-Mindanao Rural Development Program (DA-MRDP) issued a joint resolution to fast-track multi-billion-peso projects in Mindanao.

Officials said the tie-up was forged to step up the Arroyo administration’s employment and livelihood programs amidst the global economic and unemployment crisis.

"Infrastructure projects must go on without let-up," said Mindanao Economic Development Council (MEDCo) chair Undersecretary Virgilio Leyretana.

It was learned that MRDP chair Undersecretary for Operation Jesus Emmanuel M. Paras and Leyretana are both "changing notes and ideas" to fast-track Mindanao projects.

The poverty and alleviation program of President Arroyo through the RI, CFAD and DA-MRDP projects, aims to help small farmers improve their incomes and secure more food on the table, Leyretana said.

He said the joint action of the RI, CFAD and DA-MRDP is a holistic approach to rural development and an effective tool to encourage local government units (LGUs) to invest in infrastructures.

The on-going projects spread all over Mindanao are farm-to-market roads, irrigation and bridges, it was gathered.

"These infrastructures are very vital to provide farmers with access to market and preserve quality of farm produce," said Leyretana.

The LGUs play a vital role in the MRDP program because they will invest on infrastructure projects that will also generate income and livelihood in the localities.

"With at least one rural infra subproject, LGUs will be a priority to receive livelihood," also said Paras.

The joint resolution is also aligned with the focus of the DA this year, which is rural infrastructure as hard investment to spur the local economy, program director Roger C. Chio also said.

"The approval of such resolution comes on the most opportune time because DA in 2009 will focus on the establishment of rural infrastructure," said Chio.

daku oi kay ingon sa SJIT 10 thous capacity na sya ang other said 8 thou lang cguro.. pero gi stop sa nila kay gi una nila ang campus sa Buenavista para sa maritime academy center. Murag usa mga qualification to univ status mao ilang gidali ang construction... Ill have to get some info from SJIT. based on our history class during my elementary years, it's name was dervied from "kitkit og sarao". it didn't stick to my mind what "sarao" means. Di pod siguro kanang jeep nga sarao kay makapangag baya na og kitkiton nimo.:lol:
