kaya maraming mga different schools from other cities na pumupunta sa BXU kse para makita ung mga preserved ancient boat... na nasa Balangai Shrine...

bitaw, i agree kay kung same airline, they have coordination with the next leg of your flt kung pahulaton ba or to put you in another scheduled flt to the same destination without any cost.

P 1 billion hydropower plant set to rise in Agusan del Norte

Butuan City – Three lake towns in Agusan del Norte in Northeastern Mindanao (Caraga region) are set for an economic boom as a P 1 billion hydro power plant is set to rise there.

The three towns around Laka Mainit are Jabonga, Santiago and Kitcharao.

A private investor is now currently closely coordinating with the provincial government for the final implementation of the said hydropower plant. Income and employment generation are foreseen once the plant is operational.

Governor Erlpe Amante has directed his technical development staff and engineering department head for proper and final evaluation of the said project.

According to flood experts, the setting up of a hydropower plant in Lake Mainit will also finally address the perennial flooding woes of the three lake towns.

Agriculture experts also observed that hydropower plant will also add income to farmers in terms of good water through irrigation project. “Our farmers can now regularly harvest their palay twice a year,” said an agricultural technician.

Actually ang pinaka duol nga competitor sa Unitop is NOVO kanang naa beside sa Smart nga dating Agfa. Ang Novo also sells items exactly parepareho sa Unitop. Novo is also fully airconditioned. But for sure pag open sa new Unitop, mabahin ang mga mamalitay.

Bag-o ni siya regj. Grabe kahayag, airconditioned, may security guard pa. Inside, daku pud kaayu. Sometimes mag grocery mi sa Crown tapos close pa, diri mi sa Novo mag tan-aw tan-aw, pa bugnaw-bugnaw..hehehe ^^

So NOVO dept jud diay... unsa kaha plano sa Crown Thirfy Mart nga ara man ka gamay... mahal ra ba jud ilang mga alak diha...dapat ibalhin nila ang school suplies sa ground floor tas ang grocery didto sa 2nd floor.. tas dili na hilabtan ang food court sa 3rd floor kay nice didto dapita....lami ang lumi diha sa crown... try ninyo.... yum yum :cheers:

DPWH set to hire 15,000 field workers in Caraga region in 2009

Butuan City (March 17, 2009) – In line with President Gloria Macapagal Arroyo’s income-generating services under the Comprehensive Livelihood and Emergency Employment Program (CLEEP), the Department of Public Works and Highways (DPWH) in Northeastern Mindanao is set to hire some 15,000 field workers in various areas in the region.

To support President Arroyo’s CLEEP program, the DPWH is hiring some 500,000 field workers this year.

These field workers will fill the manpower requirements for implementing the infrastructure projects in the entire region.

In the initial job fair held at the DPWH regional office here last month, only 338 new workers were hired on the spot by 23 contractors out of 1,257 applicants.

However, in the succeeding job openings by the DPWH to date in the five provinces and six cities, 414 field workers were hired.

The national government is fast-tracking the implementation of various multi-billion-peso development projects in Northeastern Mindanao (Caraga region) under the Mindanao Super Region in a bid to ensure their completion in or before 2010, said Undersecretary Romeo S. Momo.

“It’s not only a big help in employment; CLEEP is also a big help in fast-tracking our road to progress and full development in Mindanao,” added Usec. Momo.

rhetorically you are corrrect but tehcnically speaking - wrong; those man made 'sapa' are actually diversion channels that shifts the brunt of flow from the Mighty Agusan river away from the heavily populated city center...the excess water too are used to irrigate thousands of hectares in Butuan's southern barangays.

these structures were put to a successful test early this year when it shielded the city center from excess water and have kept Butuan dry , while the rest of Northern Mindanao was in knee to waist high waters

Had the chance to capture in photo the flow of traffic that took place at 10:30 this morning. Taken along JC Aquino Ave.going towards Libertad.After Mandaue Foam, you can see a portion of Dottie's Place.

I also heared that Jeepneys bound for Nasipit are now re-routed in Ambago road instead nga muagi sila diretso sa main highway. From Ambago, I think mo exit sila sa Libertad road, then diretso na to Nasipit. I've never passed by Ambago road, but someone told me nga busy na kuno didto karon because of this jeepney route plus naa pa gyud ang FSUU didto.

Timber City Academy

The Timber City Academy, formerly Butuan Chinese School, was established some time in 1947 by the Chinese community through the sponsorship of the Chinese Chamber then a-forming. Quite a large number of Chinese families were living in the City and its environs and they saw the need to have a school that would cater to the Chinese language and cultural development of their children. In order to encourage as many families as possible to enroll their children, including those born of native women, the school did not charge any tuition fee from the students. This was possible because of the financial subsidy given by the commercial establishments, shipping firms, logging companies and sawmills through voluntarily agreed upon monthly contributions. The scheme was well accepted and enrollment was satisfactory.

Since then, from humble beginnings the school has metamorphosed into an institution offering complete elementary and secondary courses with students excelling in government conducted aptitude tests. Hundreds have graduated from the secondary level and pursued courses in higher education. After completing their courses, most are now respected professionals in their fields of expertise. Some even among the top-notchers in Professional Regulatory Commission Board examinations.

The Board of Trustees presently headed by the dynamic Peter C. Dy, and supported by other pillars of the Fil-Chinese community, tries its best to direct the affairs of the school.

Had the chance to capture in photo the flow of traffic that took place at 10:30 this morning. Taken along JC Aquino Ave.going towards Libertad.After Mandaue Foam, you can see a portion of Dottie's Place.

I also heared that Jeepneys bound for Nasipit are now re-routed in Ambago road instead nga muagi sila diretso sa main highway. From Ambago, I think mo exit sila sa Libertad road, then diretso na to Nasipit. I've never passed by Ambago road, but someone told me nga busy na kuno didto karon because of this jeepney route plus naa pa gyud ang FSUU didto.

Timber City Academy

The Timber City Academy, formerly Butuan Chinese School, was established some time in 1947 by the Chinese community through the sponsorship of the Chinese Chamber then a-forming. Quite a large number of Chinese families were living in the City and its environs and they saw the need to have a school that would cater to the Chinese language and cultural development of their children. In order to encourage as many families as possible to enroll their children, including those born of native women, the school did not charge any tuition fee from the students. This was possible because of the financial subsidy given by the commercial establishments, shipping firms, logging companies and sawmills through voluntarily agreed upon monthly contributions. The scheme was well accepted and enrollment was satisfactory.

Since then, from humble beginnings the school has metamorphosed into an institution offering complete elementary and secondary courses with students excelling in government conducted aptitude tests. Hundreds have graduated from the secondary level and pursued courses in higher education. After completing their courses, most are now respected professionals in their fields of expertise. Some even among the top-notchers in Professional Regulatory Commission Board examinations.

The Board of Trustees presently headed by the dynamic Peter C. Dy, and supported by other pillars of the Fil-Chinese community, tries its best to direct the affairs of the school.

Timber City Academy is a Filipino-Chinese, non-sectarian, educational institution. President orders accelerated completion of Mindanao infra projects

Cagayan de Oro City -- President Arroyo on Tuesday ordered authorities to accelerate the completion of dozens of new roads, airports, irrigation systems, and other infrastructure projects in Agribusiness Mindanao Superregion.

At the cabinet meeting held at the Phividec Industrial Park in Tagoloan, Misamis Oriental, the President welcomed the completion of 14 major infrastructure projects worth P 15 billion in Mindanao but asked for the swift implementation of 27 ongoing projects at the end of the year.

Mrs. Arroyo said the infrastructure projects would help improve agricultural production and spur economic development in the south, often saddled with insurgency and other security problems.

During the cabinet meeting, Chief Presidential Legal Counsel Jesus Dureza made a presentation on the status of and achievements in infrastructure and other projects in the Mindanao Super region, the country’s agribusiness center.

Among the ongoing projects targeted for completion in 2009 are the P 3.96 billion Sibuco-Sirawai-Siocon-Baliguan road; P 504 million-Dinagat Island road; P 367 million Dapitan-Dakak road; P 3.65 billion Kapalong-Talaingod road; P 363 million Iligan City circumferential road; P 90 million Hawilian-Salug-Sinakungan barangay road; P 2.73 billion Central Mindanao road; P 891 million Surigao-Davao Coastal Road; P 1.175 billion Surigao-Davao coastal road; P 7.83 billion Laguindingan airport development project; P 478 million Dipolog Airport development project; P 215 million Ozamiz Airport development project; P 428 million Zamboanga airport development project; P 379 million Pagadian airport development project; P 600 million Cotabato Airport project; and the P 700 million Butuan airport.

Other projects targeted for completion in 2010 are the P 563 million Malaig national river irrigation project and the P 1.3 billion farm-to-market roads in Mindanao.

Dureza, the cabinet member assigned to the the Mindanao Super Region, said seven of the 34 major infrastructure projects under the Mindanao Super Region have already been completed in the past year.

These projects include the 210-mw Mindanao Coal-fired Power Plant in Tagoloan, the 950-kv Photovoltaic Power Plant in Cagayan de Oro City, the Diosdado Macapagal Bridge in Butuan City, the Manay-Mati Road section of the Surigao-Davao Coastal Road, port development projects in Davao City and Cagayan de Oro City and the upgrading of provincial and district hospitals.

Completed under the hospitals upgrading program were the Dr. Jose P. Rizal Memorial Hospital in Dapitan City, the Zamboanga del Norte Provincial Hospital, the Zamboanga del Sur General Hospital, the Mindanao Central Sanitarium and Camp Navarro General Hospital in Zamboanga City, the Basilan General Hospital and the Compostela Valley District Hospital.

“By the end of the year, more roads, airports, irrigation projects, and farm-to-market roads are expected to be completed,” Dureza said.

Dureza said these infrastructure projects would boost business activities, reduce transport costs and travel time, and generate employment. So far, he said investments have increased in the third quarter of 2008, registered at P12.90 million which generated 9,298 jobs.

Dureza said these developments will enable Mindanao to further increase its capacity to contribute to the country’s agricultural and fishery production, as well as hike or at least maintain Mindanao’s GDP share of 17.7 percent.

Among the challenges to the economic development in Mindanao are poorest provinces, low literacy rate and peace and order problem, according to Dureza.

Six of the 10 poorest provinces in the country are located in Mindanao, namely Tawi-Tawi, Zamboanga del Norte, Maguindanao, Surigao del Norte, Lanao del Sur, and Misamis Occidental. Also, 19.2 percent of families in Mindanao are considered food-poor.

Other super regions being developed by the Arroyo government are the North Luzon Agribusiness Quadrangle (NLAQ), the Luzon Urban Beltway, Central Philippines, Mindanao as the Agribusiness center of the south and the Cyber Services Corridor.

Davao City (29 December) — Butuan City will soon be the recipient of a P650-M expansion project to open up its airport to international flights.

This was revealed today by Butuan City councilor Dino Claudio Moran Sanchez in an interview with the Philippine Information Agency based in Davao City.

He said the project aside from the planned Port of Magellan will rekindle the city’s role as one of the major port of entries in Mindanao. Both projects, he said, will make Butuan City globally competitive.

The multi-million peso airport expansion project will allow the present Butuan City airport to receive international flights and the bigger Airbus planes. The project also includes the improvement of the airport terminal.

In the meantime, the Butuan City councilor also disclosed that the national government is now hiring consultants for the massive 4-billion peso Port of Magellan.

He said that the international port of entry will be named in honor of the famous voyager Ferdinand Magellan who discovered the Philippines in the 17th century on the condition that the Spanish government will push through with its counterpart funding.

Other projects that are being planned for Butuan by President Gloria Macapagal Arroyo also includes the P380-M Butuan City coliseum, councilor Sanchez disclosed. (PIA-SP-RS)

COTABATO CITY – Maguindanao is one of the four impoverished provinces in the country that would benefit from a $6-million education and skills development grant from the Spanish government.

The three-year project, set to start next month, aims to help some 10,000 people find jobs by teaching them skills that could be useful in their future employment, according to Linda Wirth, chief program facilitator of the International Organization for Migration (IOM), on Friday.

Wirth said the program, which would also be implemented in Masbate, Antique and Agusan del Sur, was considered an alternative to migration.

She said she and three other Philippine-based IOM representatives have met with officials of the Autonomous Region in Muslim Mindanao (ARMM), led by Gov. Zaldy Ampatuan, in connection with the project.

She said a memorandum of agreement was set to be signed this month.

ARMM Labor Secretary Antonio Mariano said local governments would help in the screening of applicants.

They should be “at least 15 to 24 years old, other program recipients must be high school graduates but do not have technical or vocational skills,” Mariano said.

The United States Agency for International Development (USAID) said it was also helping in the education of children in the ARMM and other areas suffering from the armed conflict in Mindanao.

On Friday, USAID turned over to officials 36,000 books, mostly American textbooks on Science, English and Mathematics, for distribution to various public schools.

Robert Barnes, economic advisor to the USAID program, said the book distribution program was under the Education Awareness and Support Effort (EASE) being implemented by the Growth with Equity in Mindanao (GEM), a USAID-funded project.

“The project was designed to increase awareness on the problems facing the education system in ARMM and conflict-affected areas,” he said.

Seven honest cops in Butuan given recognition

Nearly two months after policemen in Butuan arrested a man who had allegedly attempted to bribe them, seven police officers were awarded the Philippine National Police (PNP) Medal of Merit.

The award was given by Police Regional Office 13 to seven police officers involved in a successful entrapment operation in January 12 this year against Jordanian national Mohammad Magead Al Azaam, who had allegedly tried to bribe a police officer at the Butuan City Police Office. Allegedly in negotiations with the police office, Azaam puprportedly had offered P50,000 to police so that they would drop the case of an illegal drug pusher, identified as Candi Pananggilaan.

The awardees were Superintendents Joseph Plaza and Francisco Dungo; Senior Police Officer 4 Romeo Bailo, SPO2 William Hangad, SPO1 Junil Galtiano, PO3 Roldan Damayo and PO1 Ronaldo Laro.

A journalist from ABS-CBN Butuan, Rene Bucag, was also awarded by police for helping with the entrapment operation, since his footage was used by the police in their investigation.

Aguelo is undefeated in his five pro fights with a record of 4-0-1 (3 KOs) and won the PBF title with a very impressive second-round KO victory over Tiny Tyson of Cagayan de Oro City last November 20 at the Maasin City Gym, Maasin City, Southern Leyte.

Six Butuan City boxers will face separate opponents in the undercard. Darryl Amuncio will slug it out with Jayson Siaton of Lapulapu City for 8 rounds. Roel Honor will face Ryan Tampus of Bato, Leyte for 8 rounds. Ranel Suco will battle with Ernie Fontanilla of General Santos City for 6 rounds.

Mt Mayapay restoration drawing more volunteers

Butuan City (16 March) -- The Mt. Mayapay Rehabilitation Project achieved another milestone with more volunteers plating trees to rehabilitate the area. On February 28, about 1000 volunteers went up and shared their time to plant trees and help rehabilitate Mt. Mayapay.

In coordination with DENR Caraga and NEDA Caraga, the activity was organized by Radyo Bombo Butuan which gathered representatives of various fraternities and sororities, civic sectors and non-government organizations, and students from different schools in Caraga. It is part of Radyo Bombo's Plant-A-Tree Project with the theme, "Enriching Our Nature for the Benefit of Our Generation's Future".

Representatives from the Tau Gamma Phi Fraternity expressed delight at the opportunity to renew linkages and fraternize with other organizations while working towards a common aspiration of rehabilitating Butuan City's landmark, the Mt. Mayapay. Other volunteers expressed pride taking part in the rehabilitation project, and signified their continuing support to initiatives of government in rehabilitating the environment.

The Mt. Mayapay Rehabilitation Project was initiated with the funding support of Congressman Jose "Joboy' S. Aquino II, 1st District of Butuan City and Las Nieves, Agusan del Norte with additional funding from DENR Caraga.

Mt. Mayapay Task Force Chair and NEDA Caraga Regional Director Carmencita S. Cochingco conveyed gratitude and appreciation for the voluntary participation of all sectors. Specifically, she appreciated the efforts of Radyo Bombo for organizing the event. Finally I was able to recover this old issue of Sunday INQUIRER Magazine (November 17, 1996) wherein cartoonist Jess Abrera portray the Agusan Pumpboat loaded to capacity. I think this was an offshoot of his visit during the fiesta celebration of Magallanes, Agusan del Norte which fall on every third Saturday of October.

DOLE launches NARS in Caraga

Butuan City (17 March) -- Aimed at providing local employment as well as sustain the demand of overseas workers abroad, particularly the Filipino nurses, the government recently launched NARS or Nurses Assigned in Rural Service.

Following this, the Department of Labor and Employment (DOLE)-Caraga will hold a press conference on the NARS program tomorrow (March 18) at the DOLE Conference Room.

The press conference is expected to clarify questions regarding the program. The presscon is also expected to bring in more applicants as well as promote the project to Caraganons.

355 registered nurses in the region stand to benefit from the project.

It was learned that 355 nurses will initially be hired throughout the region. 50 will be assigned in Agusan del Norte; 70 in Agusan del Sur; 105 in Surigao del Norte; 95 in Surigao del Sur; and 35 for the Province of Dinagat Island.

NARS will be jointly implemented by the Department of Labor and Employment (DOLE), Department of Health (DOH), and the Professional Regulation Commission (PRC) – Board of Nursing.

The project also aims to address the glut in inexperienced nurses and increase accessibility of health care services for the marginalized and poor sector.

Nurses will be deployed in rural areas to initiate primary health, school nutrition, maternal health programs, first-line diagnosis etc., inform about community water sanitation practices and do health surveillance; and immunize children and mothers.

The nurses will also serve as roving nurses for rural schools.

The program is expected not only to provide jobs to nurses but also training which is necessary for employment abroad.

Project beneficiaries will be provided with an P8,000 allowance from the national government and another P2,000 from the local government units (LGU). (PIA-13)

Feature: KALAHI–Kalayaan project continues

Butuan City (17 March) -- In 2005, 65 Barangays in Caraga were identified as priorities for the Kapit Bisig Laban sa Kahirapan (KALAHI) Para sa Kalayaan Barangays Program (KBP).

Under this program, twenty nine (29) of the first batch of implementation were completed in 2007 consisting of 13 potable water system and 16 school building projects covering 23 barangays in the provinces of Agusan del Sur, Surigao del Sur and Norte.

The second batch of implementation started in August 2008 with the revalidation of needs in the remaining 42 barangays. However, actual project implementation came to a full swing only on February 10, 2009 with the groundbreaking ceremony for the Health Center in Barangay Quezon, Surigao City followed by groundbreaking ceremonies for other projects on February 27 Health Center Project in Panatao, Claver, Surigao del Norte; and, Health Center, Day Care Center and Farm to Market Road Projects in Baleguian, Jabonga, Agusan del Norte.

The Municipal Government of Claver represented by the Honorable Vice-Mayor Gokiangkee expressed her earnest appreciation to the national government agencies for addressing the needs of the people of the barangay. Barangay Chairman Ariel Taer called for everybody's support in the maintenance and upkeep of the health center as its sustainability will become the barangay's responsibility.

In the afternoon of February 27, 2009, the groundbreaking ceremony for the 3 projects in Baleguian, Jabonga was spearheaded by Municipal Mayor Glicerio Monton and Barangay Chairman Rodolfo Morada.

Mayor Monton acknowledged the support of the national government, especially the Armed Forces of the Philippines (AFP), in providing small but holistic infrastructure to their municipality. He also expressed gratitude for the blessings they received from KALAHI Kalayaan and Comprehensive and Integrated Delivery of Social Services (CIDDS) program as well. As the father of the barangay, Brgy. Chairman Morada called for everybody's support to effectively maintain the facilities.

The AFP, as a major partner in the KBP, was represented by LTC Cristocal Zaragoza, Commanding Office, 30th Infantry Brigade and Major Wenefredo Arceño, Commanding Officer, 544th Engineering Construction Battallion (ECB) 52nd Engineering Brigade (EB) which is responsible for project implementation.

LTC Zaragoza was thankful for the presence of the people from the target communities. He was grateful for the warm welcome by the LGUs. He emphasized that the communities, local governments and the AFP should work together to fight insurgency problems in the different areas of the country.

The KBP is implemented to show the people that in any development effort, the AFP is always there. He also advocated for support to the government's new program for rebel returnees, the Social Integration Program (SIP). Under SIP, the Philippine Government through the Office of the Presidential Adviser on the Peace Process (OPAPP) campaigns for the reintegration of insurgents into the mainstream of society and their return to the fold of the law through various government programs. Besides the different interventions offered under SIP, the AFP is actively immersing in the communities through the KBP and other programs to erase the wrong notion of fear for the military.

On the other hand, Major Arceño supported the statements of LTC Zaragoza and added that the Engineering Brigade is the most visible partner in development interventions at the communities.

As a concerted effort of the regional line agencies through the Regional KALAHI Convergence Group (RKCG), LGUs and the Armed Forces of the Philippines (AFP), the KALAHI program aims to alleviate poverty in the communities. The KBP complements the KALAHI program in the communities threatened by insurgency. Government interventions converge in these communities to ensure the government's visibility.

Representing the RKCG Secretariat, Ms. Jazmin Berido of NEDA 13 emphasized that the projects in the communities concretize the partnership of various sectors and that the RKCG is always there to support the communities and serve as channel for other assistance to respond to their needs. Davao City (29 December) — Butuan City will soon be the recipient of a P650-M expansion project to open up its airport to international flights.

This was revealed today by Butuan City councilor Dino Claudio Moran Sanchez in an interview with the Philippine Information Agency based in Davao City.

He said the project aside from the planned Port of Magellan will rekindle the city’s role as one of the major port of entries in Mindanao. Both projects, he said, will make Butuan City globally competitive.

The multi-million peso airport expansion project will allow the present Butuan City airport to receive international flights and the bigger Airbus planes. The project also includes the improvement of the airport terminal.

In the meantime, the Butuan City councilor also disclosed that the national government is now hiring consultants for the massive 4-billion peso Port of Magellan.

He said that the international port of entry will be named in honor of the famous voyager Ferdinand Magellan who discovered the Philippines in the 17th century on the condition that the Spanish government will push through with its counterpart funding.

Other projects that are being planned for Butuan by President Gloria Macapagal Arroyo also includes the P380-M Butuan City coliseum, councilor Sanchez disclosed. (PIA-SP-RS)

I've got the chance to meet with some friends last night. Incidentally, one of them lives in Estacio Village,so I asked her if she heared of any soil testing done in their nearby Robinsons site. She said yes but the soil test daw wala naka pasar. Dili niya ma explain because she doesn't even know what that means :ohno: Unsa man na? if dili maka pasar sa soil test, what's gonna happen?

Also, since kauban pud namo ang one of the closest friend of Crown Thrifty Mart, I asked her if Unitop will be renting the former Surpreme site. Sa nahibaw-an niya, dili daw Unitop, but similar in nature sa business. Dili kaha Unicity? ..:lol: :lol: But since bxu-gcp mentioned Unitop already, basi mao gyud pud diay.....Again, wait and see na pud...

Legislator bats for expansion of power plants in Mindanao

BUKIDNON Representative Teofisto Guingona III, a member of the Joint Congressional Power Commission (JCPC), is strongly lobbying for expanding or creating more power plants in Mindanao.

Aboitiz Energy Solutions, a private industry player, issued a warning recently that the biggest challenge to Mindanao is a "power crisis of serious proportions."

Aboitiz stressed the projected power shortage is equivalent to depriving electricity to the cities of Davao, Cagayan de Oro, General Santos, Butuan, and Zamboanga.

In 2008, the National Transmission Corp. (Transco)-General Santos City warned that "unless new power plants are constructed in the next three years, a power shortage in Mindanao looms."

In addition, "if no additional capacity is made, the crucial period will be in 2010 to 2011 during which the reserve level is expected to fall (to less) than the minimum reserve level."

A main gathering of Mindanao business leaders is slated in September this year.

One of the major concerns is "the imminent power shortage feared to hit Mindanao."

Carlito Uy, South Cotabato Chamber of Commerce and Industry Foundation Inc. president, said a stable electricity supply is crucial if the region is to continue its economic growth.

Guingona said serious consideration should be given to the possibility of government putting up new power plants.

"It takes four to five years to construct power plants. This should be taken up as an urgent matter, unless we want to debate about this in the dark," Guingona said.

He cautioned: "If no one comes in and invests, we will be seeing brownouts very soon."

He said in these times of crisis, the government should be pro-active in its decision-making process ensuring that "shortages will not exacerbate to losses which will put the Filipino people in the losing end."

As far as i know na hulaton nila mag open ang dumaguete, gensan, davao and tacloban... ayha pa sila mag construct sa BXU.. dili baya sad lalim mag bagdak og huge building nya daghan ug U/C diba.. so anam anamon na sa tag iya sa Rob... pero kung ako ang pabut-on? didto sila sa dapit sa may new bridge para mas OK didto...

Yes, exactly why soil testing is done prior to structure constructions to determine whether it can stand strength and stability. I'm sure , a remedy will have to be met to address the problem.

MINING stakeholders in north-eastern Mindanao are pushing for faster action on applications for permits, as well as harmonious ties with the church and host communities.

In a consultation meeting with the Chamber of Mines of the Philippines and the Mines and Geosciences Bureau, officials of the Chamber of Mines Caraga, Inc. (CMCI) cited as key concerns the need for faster action on permits, lack of skilled manpower, difficulty in securing financing amid tightening credit, and economic sustainability of host mining communities.

CMCI President Dulmar M. Raagas asked the "Environmenmt Secretary to issue an order that willexpedite the processing of applications."

To date, there are 125 exploration permits under processing in the region; 16 have already been approved while 19 were denied.

The region also has 70 mining permints still under processing; 42 have been approved while 80 have been rejected.

Mines bureau Director Horacio C. Ramos said "not many locals are aware that mining companies set [aside] funds for mine closure and rehabilitation" five years before they exhaust mineral reserves.

Large-scale miners in the region include MRL Gold Phils., Inc. operating in the municipalities of Tubay, Santiago and Jabonga in Agusan del Norte; Taganito Mining Corp. in Claver, Surigao del Norte; and Philsaga Mining Corp.’s gold project in Rosario, Agusan del Sur. — Neil Jerome C. Morales

Butuan City (March 20) -- Department of Budget and Management (DBM) Secretary Rolando Andaya, Jr. was the guest of honor during the inauguration of the newly-constructed DBM Regional Office in Caraga Region held yesterday, Thursday, March 19, 2009, this city.

Touted as one of the high-tech buildings constructed in the entire Caraga Region, the DBM-Caraga Regional Office also houses sports facilities like a badminton court on the third floor as well as table tennis, and a gym where employees not only from the DBM but as well as the other government agencies can use the facilities in a minimal amount. The building also houses a mini KTV bar catering recreation time of the state workers.

In his Welcome Message during the short program, DBM-Caraga Regional Director Joecel Obenza said, other government agencies can use the sports facilities in a minimal amount for maintenance purposes.

Moreover, Dir. Obenza personally thanked Sec. Andaya for gracing the most memorable event in their regional office. "I personally thank our boss, Sec. Nonoy Andaya for coming over inspite of his hectic schedule," he said.

Obenza also said the inauguration of the building was already scheduled long before but due to conflicts of schedules of DBM officials, the activity was pushed-through until March 19. "Matagal na itong na-schedule pero wala talagang oras… ngayong lamang nahanapan ng panahon," he said.

Further, Obenza said that "the construction of the DBM building is one of the programs of the national government through President Gloria Macapagal-Arroyo to give some incentives to state workers especially on their respective work places."

Meanwhile, Sec. Andaya acknowledges the effort of Dir. Obenza for coming up with a noteworthy project. He also acknowledged the presence of some public officials in Caraga who joined the event. Among them are Agusan del Sur Governor Maria Valentina Plaza, Surigao del Norte 1st District Congressman Francisco Matugas, and Surigao del Norte 2nd District Congressman Guillermo Romarate, Jr.

The memorable event was also attended by some DBM Regional Directors throughout the country, as well as members of the Association of Caraga Executives (ACE) composed of Regional Directors and Heads of Offices in Caraga Region.

Butuan City (PNA) (19 March) -- The Comprehensive Livelihood and Emergency Employment Program (CLEEP) currently being zealously implemented by various departments of the government is "hitting the heart" of the poor, especially the unemployed.

President Gloria Macapagal-Arroyo has tapped multi-sectoral agencies to create viable sources of livelihood particularly in tourism, agriculture and environment sectors, among others in response to the prevailing global financial crisis, with a total budget of P330 billion.

In Northeastern Mindanao (Caraga region) alone, since the Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), Department of Labor and Employment (DOLE) and other agencies of the government that have been implementing the CLEEP program since last month, close to 3,820 skilled and non-skilled people have already gained employment.

"The work given to me is an answered prayer for my starving family," said Joel R. Pilo, 40 years old, a resident of this city. A father to three children, he was among the almost 2,000 applicants that lined up during the job fair at the DPWH regional office here.

Northern Mindanao DPWH Regional Director Dr. Evelyn T. Barroso said that Pilo is one of the 414 newly hired workers set to be deployed in field government infrastructure projects.

The DPWH Caraga is set to hire some 15,000 skilled and non-skilled workers before the end of the year.

On the other hand, 23-year-old Donato Grado, who was hired as Technical Assistant in Adfil Construction Corp. during the DPWH job fair, said: "The salary package is very compensating with complete benefits enough to support the daily needs of our families."

Meanwhile, to provide local employment as well as sustain the demand abroad, the government launched the Nurses Assigned in Rural Service (NARS) program.

The DOLE-Caraga region announced this during a press conference here today, March 18.

At least 355 registered nurses in the region stand to benefit from this project, the DOLE said.

It was gathered that 355 nurses will initially be hired throughout the region. Fifty will be assigned in Agusan del Norte; 70 in Agusan del Sur; 105 in Surigao del Norte; 95 in Surigao del Sur; and 35 for the province of Dinagat Islands.

NARS is a joint undertaking of the DOLE, Department of Health (DOH), and the Professional Regulation Commission (PRC) - Board of Nursing.

The program also aims to address the glut in inexperienced nurses and increase accessibility of health care services for the marginalized and poor sector.

Nurses will be deployed in rural areas to initiate primary health, school nutrition, maternal health programs, first-line diagnosis etc., inform about community water sanitation practices and do health surveillance; and immunize children and mothers. The nurses will also serve as roving nurses for rural schools.

The program is expected to not only provide jobs to nurses but also training which is necessary for employment abroad.

Project beneficiaries will be provided with an initial Php 8,000 allowance from the national government and another Php 2,000 from the local government units.

The DENR, on the other hand, is providing employment to hundreds of Filipinos living in upland areas in remote mountainous communities while helping them preserve the environment through the CLEEP via the Upland Development Program (UDP).

"The Upland Development Program and the Bantay Gubat Project form part of President Arroyo's endeavor to provide green-collar jobs to society's most vulnerable sectors by giving them access to short-term employment opportunities, which, in turn, will give them economic resiliency to respond to the anticipated adverse impacts of the ongoing worldwide economic downturn," DENR Secretary Jose "Lito" Atienza said.

Caraga region reported the opening of about 3,552 slots available for the establishment of nurseries and plant fruit-bearing and forest trees, development of individual upland farms through agro forestry, reforestation of grassland areas, reforestation of degraded areas, implementation of assisted natural regeneration in appropriate areas, conduct of enrichment plantings in sparsely-wooded grasslands, mangroves and tidal flats, revegetation of streambanks, development of forest parks and tree plantation projects.

The Cordillera Administrative Region (CAR), however, topped the UDP-component list with 7,733 hectares (has) followed by Regions 5 and 10 with 4,841 has (4,601has upland, 240 has mangrove) and 4,246 has (4,126 has upland, 120 has mangrove), respectively.

Atienza explained the DENR-CLEEP takes a four-pronged approach to creating emergency work in the uplands as it addresses forest protection and rehabilitation of watersheds and mangrove areas, while opening up job opportunities for income generation and food and crop production.

All environment and energy projects of the government under the CLEEP were packaged to create "Green Collar Jobs."

In addition to thousands of jobs under UDP, the Bantay Gubat (BG) project will hire a total of 4,389 persons to conduct foot patrol in the forested areas of the region. All UDP and BG jobs will be under the supervision of the DENR.

For the BG component, the CAR, likewise, has the biggest share in the BK pie with 8,898 has, followed by Region 4B (7,434), Region 2 (7,404) and Region 3 (4,650).

Each BG will be allotted an area of 342 hectares to monitor, bringing to a total of 6.2 million hectares of forest lands placed under the BG project.

President Arroyo cited that hiring of green collar job workers would help pump-prime the economy under the country's Economic Resiliency Plan (ERP).

Other employment packages included in CLEEP are jatropha planting and the replanting of coconut farms to ensure stable and sustainable biofuel feedstock; LPG retrofitting of tricycles and public utility vehicles (PUVs) and barangay electrification using solar panels or connecting them to hydroelectric powered grids. Feature: KALAHI–Kalayaan project continues

Butuan City (17 March) -- In 2005, 65 Barangays in Caraga were identified as priorities for the Kapit Bisig Laban sa Kahirapan (KALAHI) Para sa Kalayaan Barangays Program (KBP).

Under this program, twenty nine (29) of the first batch of implementation were completed in 2007 consisting of 13 potable water system and 16 school building projects covering 23 barangays in the provinces of Agusan del Sur, Surigao del Sur and Norte.

The second batch of implementation started in August 2008 with the revalidation of needs in the remaining 42 barangays. However, actual project implementation came to a full swing only on February 10, 2009 with the groundbreaking ceremony for the Health Center in Barangay Quezon, Surigao City followed by groundbreaking ceremonies for other projects on February 27 Health Center Project in Panatao, Claver, Surigao del Norte; and, Health Center, Day Care Center and Farm to Market Road Projects in Baleguian, Jabonga, Agusan del Norte.

The Municipal Government of Claver represented by the Honorable Vice-Mayor Gokiangkee expressed her earnest appreciation to the national government agencies for addressing the needs of the people of the barangay. Barangay Chairman Ariel Taer called for everybody's support in the maintenance and upkeep of the health center as its sustainability will become the barangay's responsibility.

In the afternoon of February 27, 2009, the groundbreaking ceremony for the 3 projects in Baleguian, Jabonga was spearheaded by Municipal Mayor Glicerio Monton and Barangay Chairman Rodolfo Morada.

Mayor Monton acknowledged the support of the national government, especially the Armed Forces of the Philippines (AFP), in providing small but holistic infrastructure to their municipality. He also expressed gratitude for the blessings they received from KALAHI Kalayaan and Comprehensive and Integrated Delivery of Social Services (CIDDS) program as well. As the father of the barangay, Brgy. Chairman Morada called for everybody's support to effectively maintain the facilities.

The AFP, as a major partner in the KBP, was represented by LTC Cristocal Zaragoza, Commanding Office, 30th Infantry Brigade and Major Wenefredo Arceño, Commanding Officer, 544th Engineering Construction Battallion (ECB) 52nd Engineering Brigade (EB) which is responsible for project implementation.

LTC Zaragoza was thankful for the presence of the people from the target communities. He was grateful for the warm welcome by the LGUs. He emphasized that the communities, local governments and the AFP should work together to fight insurgency problems in the different areas of the country.

The KBP is implemented to show the people that in any development effort, the AFP is always there. He also advocated for support to the government's new program for rebel returnees, the Social Integration Program (SIP). Under SIP, the Philippine Government through the Office of the Presidential Adviser on the Peace Process (OPAPP) campaigns for the reintegration of insurgents into the mainstream of society and their return to the fold of the law through various government programs. Besides the different interventions offered under SIP, the AFP is actively immersing in the communities through the KBP and other programs to erase the wrong notion of fear for the military.

On the other hand, Major Arceño supported the statements of LTC Zaragoza and added that the Engineering Brigade is the most visible partner in development interventions at the communities.

As a concerted effort of the regional line agencies through the Regional KALAHI Convergence Group (RKCG), LGUs and the Armed Forces of the Philippines (AFP), the KALAHI program aims to alleviate poverty in the communities. The KBP complements the KALAHI program in the communities threatened by insurgency. Government interventions converge in these communities to ensure the government's visibility.

Representing the RKCG Secretariat, Ms. Jazmin Berido of NEDA 13 emphasized that the projects in the communities concretize the partnership of various sectors and that the RKCG is always there to support the communities and serve as channel for other assistance to respond to their needs. Tall structures are not advisable to be constructed in Butuan City specifically the old center of Butuan. Pwede seguro away from the Agusan River or portions near the mountain area.

Take the case of Carl Patricks. The original plan is for an 8 storey building. The structural engineer who designed it was my friend. When they undertook the piling, the were surprised to see that the first pile driven was lost as it shoot down underneath because the soil is very soft. Thus they had decided to reduce the number of stories as not to compromise the stability of the structure. Yes, Carl Patrick is resting on pile foundation but still it could be subjected to settlement as Butuan is resting on sand with muck or mud underneath. Best for Butuan is to have wide, large and sprawling structures but require a large land area. If not a floating foundation could be made but very costly. At most these type of structures have foundations that cost much more higher compared to the building itself or the superstructure. A good example is that of Marriott Hotel in Ayala, Cebu. The cost of the more than a hundred bored piles was more than that of the building. It so happen that there is a water gallery or water table underneath Marriott and there are also cavities.

Another City whose soil profile is almost similar to Butuan is that of Dagupan City. With such similarity I do not like that what happened to Dagupan City would happen to Butuan. I mean the Earthquake that struck Baguio that affected heavily on Dagupan City. In terms of death there were plenty in Baguio but in terms of structural failures a lot could be found in Dagupan City. With sand formation underneath Dagupan City, liquefaction occurs during the earthquake. What is liquefaction then? Get a glass with water then place a lump of soil with the upper portion dry. That's the situation of Butuan City and Dagupan. Shake it as what earthquake does. Soil will sink and water moves up. Thus, during earthquake in Dagupan, buildings settled and water sprouted up enveloping Dagupan with mud. Luzon Colleges (FVR's alma mater,) sink one storey high though this 5 storey building is twice as big as Urios.

Wala ko manghadlok sa taga-Butuan and do not want to paint doom to my maternal ancestors (I am a member of the Piencenaves clan, that's my middle name). This is just a precaution. Careful study must be made that is why soil testing is really very important before starting a construction. Thanks.
