BUTUAN CITY, March 23 (PNA) -– More multi-million farm-to-market roads (FMR’s) were opened in far-flung areas in Northeastern Mindanao (Caraga region) to uplift the economic condition of thousands of jubilant farmers.
Under the Infrastructure for Rural Productivity Enhancement Sector (InFRES) of the Department of Agriculture (DA), a 13.2 kilometers FMR had been turned-over to the recipient in Bayugan City, Agusan del Sur, this was learned on Sunday.
The turned over of the completed FMR has two reinforced concrete deck girder or bridge.
Benefiting the project were farmers and residents of the southern part of Bayugan City.
Gracing the inauguration were City Mayor Magdalena Asis and DA regional, provincial and city officials led by Regional Technical Director (RTD) for Operations Eliseo T. Tila.
Fifty percent (50 percent) of the project cost was sourced out from Asian Development Bank (ADB), 22.3 percent from DA and the remaining 27.7 percent from Local Government Unit (LGU) of Bayugan City as counterpart.
In Caraga region, five areas were identified as recipients of InfRES Projects namely Santa Monica in Surigao del Norte, Jabonga in Agusan del Norte, Carrascal, Surigao del Sur and Bayugan City and Santa Josefa in Agusan del Sur.
In a related development, a completed FMR was also turned-over to the recipient in Carrascal, Surigao del Sur.
The upgrading of Carrascal FMR and construction of its appurtenant structures which includes Tabon-tabon Overflow Flat Slab Concrete Bridge and Multi-Barrel Box Culvert or spillway benefited the barangay residents of Bacolod, Taganito and Panikian all of Carrascal.
The turn-over ceremony was conducted at Panikian gymnasium attended by town Mayor Alfred Arreza and other local officials, Surigao del Sur First District Rep. Philip Pichay, Provincial Agriculturist Marcos Quico and RTD Tila as well as barangay officials and residents.
It was learned that the project has a total cost of more than Php 19 million wherein 50 percent was sourced out from Asian Development Bank (ADB) through the InfRES Project, 22.3 percent from the national government and 27.7 percent from the local government as counterpart.
Mayor Arreza said the project was indeed a realization of the dream of his constituents and now that it is completed, he extended his sincerest thanks and appreciation to all the agencies and stakeholders who gave their unwavering support and assistance
RTD Tila, on the other hand, lauded the local government of Carrascal for pursuing the implementation of the project and appealed to the residents to help protect and maintain the said project. (PNA)

regj, please be very careful and take it easy on your work outs. You should consult your eye doctor first if it's okay, because if you have an eye problem, some exercises like heavy weightlifting may not be safe.

Butuan City (24 March) -- Former Butuan City Mayor Figurado "Lado" O. Plaza died of cardiac arrest and pneumonia at 4:47 this morning (March 24) at Butuan Doctor's Hospital, this city. He was 81 years old.
This was reported by his wife, former Congresswoman Charito B. Plaza of the 1st District of Butuan City and Las Nieves in an interview with PIA.
According to former Cong. Plaza, the wake will be at their residence at Claudio Street, Estacio Village, this city. She also said they are still waiting for the arrival of their daughter who is in United States and is expected to arrive on Saturday, March 28, 2009. "Upon her arrival, we will decide for the schedule of the burial," she said.
The former Congresswoman also asks their relatives, friends and the public for prayers for the eternal repose of his husband's soul, who is once a pillar of politics in the city.
Former Mayor Plaza started his political career as the number one city councilor of Butuan in 1968, became the city's Vice Mayor and later on, was elected as City Mayor from 1971 to 1986. He was born on August 6, 1927.

Butuan City (24 March) -- German Ambassador to the Philippines, His Excellency Christian Ludwig Weber-Lortsch is scheduled to visit Caraga Region particularly in this city, in Agusan del Norte, and in Agusan del Sur on April 2-3, 2009.
Thus, said Caraga Regional Director Carmencita Cochingco of the National Economic and Development Authority (NEDA) and Fr. Lito Clase of the Diocese of Butuan and the Caraga Conference for Peace and Development (CCPD) during the coordinative meeting held on Monday, March 23 at NEDA-Caraga Conference Room.
According to Fr. Clase, the ambassador's visit is an entry point of the 7-million Euro projects to be awarded by the German government to Caraga Region next year.
During the visit, the German Ambassador will formally hand-over relief assistance to the victims of floods in the region and to meet with Caraga stakeholders. Containing the relief assistance include a 10-kilo rice, 1 dozen sardines, packs of noodles, thermos pot, toothbrush, toothpaste, soap, and dried fish, amounting to some Php 1,000.
Among the places to be visited in the region are Butuan City, Jabonga in Agusan del Norte, and Patin-ay in Agusan del Sur.
While in these places, he will meet with local officials to discuss the projects to be implemented by the German government next year.
The visit of Ambassador Weber-Lortsch will bring hope and opportunity to Caraganons to be able to cope with the global financial crisis. Thus, having the projects implemented will be a big help to alleviate poverty in the region. (PIA-Caraga)

In efforts to upgrade police equipment, the Caraga Police Regional Office (PRO 13) turned over two brand new vehicles to two of its units in Agusan del Norte on Monday.
Chief Superintendent Jaime Milla, PRO 13 director, supervised the turn-over of a Nissan Patrol Jeep to Remedios T. Romualdez town Vice Mayor Eleuterio Enriquez and Senior Inspector Edmund Montillano. Superintendent Hordan Pacatiw, 14th Regional Mobile Group deputy commander, meanwhile, received in behalf of his unit a Toyota Troop Carrier.
Officials said the turn-over was in line with the aim of the Philippine National Police (PNP) to upgrade its equipment in order to support police field operations.

Butuan City (March 20) -- Department of Budget and Management (DBM) Secretary Rolando Andaya, Jr. was the guest of honor during the inauguration of the newly-constructed DBM Regional Office in Caraga Region held yesterday, Thursday, March 19, 2009, this city.
Touted as one of the high-tech buildings constructed in the entire Caraga Region, the DBM-Caraga Regional Office also houses sports facilities like a badminton court on the third floor as well as table tennis, and a gym where employees not only from the DBM but as well as the other government agencies can use the facilities in a minimal amount. The building also houses a mini KTV bar catering recreation time of the state workers.
In his Welcome Message during the short program, DBM-Caraga Regional Director Joecel Obenza said, other government agencies can use the sports facilities in a minimal amount for maintenance purposes.
Moreover, Dir. Obenza personally thanked Sec. Andaya for gracing the most memorable event in their regional office. "I personally thank our boss, Sec. Nonoy Andaya for coming over inspite of his hectic schedule," he said.
Obenza also said the inauguration of the building was already scheduled long before but due to conflicts of schedules of DBM officials, the activity was pushed-through until March 19. "Matagal na itong na-schedule pero wala talagang oras… ngayong lamang nahanapan ng panahon," he said.
Further, Obenza said that "the construction of the DBM building is one of the programs of the national government through President Gloria Macapagal-Arroyo to give some incentives to state workers especially on their respective work places."
Meanwhile, Sec. Andaya acknowledges the effort of Dir. Obenza for coming up with a noteworthy project. He also acknowledged the presence of some public officials in Caraga who joined the event. Among them are Agusan del Sur Governor Maria Valentina Plaza, Surigao del Norte 1st District Congressman Francisco Matugas, and Surigao del Norte 2nd District Congressman Guillermo Romarate, Jr.
The memorable event was also attended by some DBM Regional Directors throughout the country, as well as members of the Association of Caraga Executives (ACE) composed of Regional Directors and Heads of Offices in Caraga Region.
Before the program proper, a high mass was celebrated by Fr. Joseph Borja of the Holy Redeemer Parish, this city. (PIA-13)

Butuan City (24 March) -- Caraga Police continued in strengthening anti-crime activities, Internal Security Operations and Community Assistance and Development in the region in relation with the Integrated Transformation Program of the Philippine National Police.
In line with this, two new PNP vehicles were turned-over recently to the recipient during the traditional Monday Flag Raising Ceremony held at Police Regional Office 13 (PRO 13), Camp Rafael C. Rodriguez, Libertad, Butuan City.
The distribution is in accordance with the issuance directives number DL2-2009-01- issuance of Troop Carrier dated January 29, 2009 and DL2-2009-01-870- issuance of Toyota Patrol Jeep (Hi-lux) dated January 6, 2009 from the Directorate for Logistics, National Headquarters, Camp Crame, Quezon City.
Caraga Police Director Jaime Eloreta Milla led the distribution of the vehicles together with Chief Logistics PSUPT Ronaldo Rivero Cabral. Honorable Eleuterio Enriquez, Vice Mayor of RTR, Agusan del Norte together with PSI Edmund Montillano, Chief of Police received the Toyota Patrol Jeep, while PSUPT Hordan Pacatiw, Deputy Group Director of 14th RMG received the SKW Troop Carrier.
The PNP aims to upgrade physical facilities and equipment in support to Police Field Operations, including the updating of Police Equipment Standards and the development of a Multi-Year Financing and Procurement Plan, development and upgrading of the facilities, equipment and physical set-up of the PNP and the provision of model infrastructure for Police Stations and Sub-Stations in the country.

Former Butuan City Mayor Figurado "Lado" Plaza died from pneumonia and cardiac arrest Tuesday morning.
Plaza was known as the Father of the Highly-Urbanized City of Butuan. It was under Plaza's administration that Butuan was declared a highly-urbanized city, the first ever in Northern Mindanao.
Reports said Plaza, 82, was also suffering from asthma.
He served as mayor of Butuan City from 1972 to 1986.
Plaza is survived by his wife, former Agusan del Norte 1st District Rep. Charito Plaza, and seven children.

The Diocese of Butuan was created on March 20, 1967, comprising the civil provinces of Agusan del Norte and Agusan del Sur. Its titular patron is St. Joseph, whose feast is celebrated on May 19 each year. This diocese is a suffragan of the Archdiocese of Cagayan de Oro. It has a land area of 11,555 square kilometers, with a population of 884,709, of which 81 per cent are Catholics.
Butuan City, created in 1950 is one of the Philippines' largest cities in land area. It is a large square stradding both banks of the Agusan River, which has contributed to making it the most important trading center of the Agusan Valley. The city differs from other cities in the country in that it has a destiny western atmosphere, very urban, like that of cities abroad.
Agusan del Norte, the smaller of the Agusans, has even rainfall throughout the year, with no pronounced wet or dry season. Agusan del Sur, on the other hand, is rainy from October to February and is prone to flooding during these months. What both provinces have in common is rich alluvial soil which produces rice and corn mainly, and coconuts, bananas, abaca, sugarcane and rubber.
Since March of 1994, the Diocese Butuan has been preparing for a diocesan pastoral assembly originally scheduled for September in 1995. This, however, had to be postponed due to the transfer of its bishop � Most Reverend Carmelo D.F. Morelos, to the Archdiocese of Zamboanga. At present the diocese is in the care of a diocesan administrator, Monsignor Cesar Gatela, and a board of consultors.
There are in the diocese at present 72 priests and religious, ministering to 35 parishes and 1 mission station. It has about 10 Catholic institutions, among them the St. Peter College Seminary in Butuan City. There are now about 600 established Basic Ecclesial Communities in the two provinces.

BUTUAN CITY - Illegal mining, illegal logging and illegal construction of roads for hauling mineral ores and illegally cut woods within 4,300 hectares reserve and protected watershed areas of Butuan City may endanger lives of nearly half a million potable water consumers now and in the future, Butuan City Water District General Manager Anselmo Sangtian warned.
Engineer Sangtian made the warning at the press conference held at Butuan City Water District (BCWD) conference room last Friday in the presence of Association of Barangay Captains officials and members of Butuan and Board of Directors of the water firm.
Sangtian explained that toxic waste from metallic and non-metallic mineral ores that will sip into water basin of the watershed posed grave danger and risk to humans who might drink contaminated potable water.
The BCWD office have been complaining to concerned government agencies since April 2008 on problems of high turbidity level affecting quality of water that comes out to water faucets of more than 100,000 households of Butuan City alone.
According to Sangtian that based of the many investigations BCWD have made it found out that the high level of water turbidity was caused by illegal mining activities, timber poaching and illegal construction of road within the Taguibo River Watershed Forest Reserve.
The reserve which a government declared watershed area is the only source of potable water supply for nearly half million inhabitants of Butuan City .
In the power point presentation, the BCWD official pinpoints in the map of the protected watershed areas where the illegal mining, illegal logging and illegal construction of road occurs.
In November 2008, the Butuan City Government wrote a letter to the Butuan City Water District denying the on-going more than ten kilometers road construction and rehabilitation at the middle of the watershed area were not under city government sanction and it is not a government road project.
But same report do not explained if Butuan City Government have conducted another investigation to identify who did order the illegal road construction, identify workers, who was the owner or owners of the many heavy equipment like tractors, pay loaders and others doing the road project or rehabilitation.
It also do not explained what to do on the on-going road construction which includes arrest or filing of criminal cases against those who destroy the Barangay Taguibo watershed areas since it is declared protected area.
BCWD found out that part of the more than ten kilometers road project were old logging roads.
During the news conference, Sangtian said that based on the reports of his men in the field, the roads were constructed for purposes of hauling mineral ores and illegally cut wood trees.
But the BCWD report also failed to identify the perpetrators.
The 4,300 hectares government-declared watershed and protected areas, according to the BCWD official, Engr. Anselmo Sangtian were found to be rich in mineral resources wherein huge amount of deposits of gold, manganese, copper, black sand, nickel and others are found.
The DENR in its January 6, 2009 official report signed by CENRO Raul Rosales confirmed the BCWD report and admitted illegal construction of road, illegal mining and timber poaching activities in the area. The report claimed it confiscated some illegally cut logs and sawn lumber in the area including some manganese ores.
But like the other reports, the DENR report did not identify perpetrators of the crime in destructing the watershed area which is the only source of drinking water of inhabitants of Butuan City and its 86 barangays.

Butuan City (24 March) -- On March 28 at 8:30 in the evening, Butuan will officially join the cities and towns all over the world in switching off their lights for one hour dubbed as Earth Hour, to send a powerful global message that it is possible to take action on global warming.
This is revealed during the Technical Working Group (TWG) meeting at the Mayor's Conference Room, here, in this city recently.
On that night, the city government aims for a total darkness in the city's main thoroughfares, landmarks and large establishments.
To make the event more meaningful and to be able to gather as much support to the endeavor, a short program will be prepared during the switching off of the lights.
At 7:45 pm, the City Mayor together with the invited guests and participants will gather at the Rizal Park for a very short program. A few minutes before 8:30, a police siren will be heard signaling the start of the countdown.
At exactly 8:30, lights will be switched off. A ceremonial switch will be prepared at the Rizal Park.
In the darkness, talks on greenhouse effects, global warming, adaptation to global warming and other environmental topics will be discussed. (PIA-13)

BUTUAN CITY — Some seven million euros worth of projects from the German government are set for implementation in the Northeastern Mindanao (Caraga Region) next year, it was learned last Friday.
These multiple projects will be formally announced during the two-day visit of the German Ambassador to the Philippines, His Excellency Christian Ludwig Weber-Lortsch, here next week, from April 2 to 3.
The visit of the German ambassador is also an additional entry point of economic upliftment to the far-flung villages in the region, said Bishop Juan de Dios Pueblos of the Diocese of Butuan and the Caraga Conference for Peace and Development (CCPD).
“It is also a good opportunity,” said Fr. Lito Clase of the Diocese of Butuan and CCPD.
The German ambassador is scheduled to visit one town in Agusan del Norte and another town in Agusan del Sur and some areas in this region’s capital city.
The visit of the ambassador was arranged during a meeting with Caraga Regional Director Carmencita Cochingco of the National Economic and Development Authority (NEDA) and officials and members of the Diocese of Butuan and the CCPD led by Fr. Clase during the coordinative meeting held at the NEDA-Caraga Conference Room here early this week.
During the German ambassador’s visit here, a turnover of relief assistance to the victims of floods in the region and a meeting with Caraga stakeholders will take place.

BUTUAN CITY — More than 30,000 households have benefited from President Arroyo’s poverty alleviation program in Northern Mindanao,it was learned last Friday.
Records of the Department of Social Welfare and Development (DSWD) in Northern Mindanao showed that the Arroyo administration’s “Pantawid Pamilyang Pilipino Program" (4Ps) has already released some R52.37 million in cash grants.
It was learned that 4Ps is a program that aims to promote investment in human capital among poor families with 0 to 14-year-old children, aimed at attaining the Millennium Development Goal (MDG) in achieving universal primary education.
It also aims to reduce child mortality and improve maternal health following its conditions and mandate and is aligned with its goals of reducing poverty and empowering the poor.
The DSWD said that of this amount, R27.35 million was released to 15,020 households of 211 villages in Misamis Occidental’s nine towns, while R2.59 million was released to 1,130 households in five villages of Cagayan de Oro City.
In Misamis Occidental, the town of Bonifacio received the highest amount, with R10.64 million in 4P coverage for 3,116 households, followed by Lopez Jaena with R8.306 million for 2,104 households; and Tudela with R5.28 million for 1,899 households.
In other towns, their 4P amounts and household coverage were as follows:
Sapang Dalaga – R3.41million for 1,579; Baliangao – R2.71 million for 1,239; and Plaridel with R1.29 million for 2,573, Don Victoriano with R1.04 million for 831; Conception – R632,700 for 443; and Sinacaban – R362,100 for 1,236 households.

Butuan City (27 March) -- The Provincial Environment and Natural Office (PENRO) in Agusan del Norte led the celebration of the World Water Day in Butuan City.
Dozens of invitation letters were sent to regional government agencies to join the celebration but only a few of them heed the call to show their commitment of support to the World Water Day rites.
Carrying the message " Makibahagi at Pagyamanin, Tubig Natin ", the participants went around the city’s commercial district in a simple motorcade joined by the different regional and local government agencies that started at 7 am after holding a mass at the Butuan City Catholic Cathedral Church.
They included the Department of Interior and Local Government (DILG), Department of Agriculture (DA), National Economic Development Authority (NEDA), Department of Health (DOH), National Irrigation Administration (NIA), DXBN Radyo Ng Bayan, Philippine Information Agency (PIA), the Philippine National Police (PNP), Philippine Army, DILG-Bureau of Fire Protection, Commission on Human Rights (CHR), Richmond Palywood Company, the Provincial Government of Agusan del Norte Environment and Natural Resources Office, the Environment Management Bureau (EMB), CENRO Nasipit led by CENRO Jaime Acebu, and the DENR Regional Office.
The DENR distributed information materials as they passed through the major thoroughfares in the city containing important messages of the wise use of water and plant and care of tree seedlings in the watershed areas which are source of water for domestic and irrigation uses.
Residents have stepped out of their respective homes to greet the motorcade although others were seen to shrug off their shoulders in an apparent show of non-involvement in the united campaign of the government on the necessity of water.
The PENRO of Agusan del Norte Rosendo Asunto, speaking in behalf of the DENR Regional Executive Director for Caraga Region Edilberto S Buiser, has thanked all the agencies that participated in the celebration.
He emphasized the messages of the importance of water in which President Gloria Macapagal Arroyo and DENR Secretary Lito Atienza want to be conveyed to the people.
"Water is life," PENRO Asunto said. He urged the people to use the water wisely even as the country enjoys abundant sources of water.
The United Nations General Assembly reported that more than 1 billion people or about 20 percent of the world’s population have no access to safe drinking water.
The report also said that there are at least 4,500 children in the world who die everyday due to the absence of safe and clean water.
PENRO Asunto has urged every resident to be responsible and care for the water resources. He said that as possible, every one must protect all the waterways by refraining from throwing all forms of garbage into the canals, creeks and river system which should be maintained clean always. Butuan City (27 March) -- Stakeholders of the Caraga Conference for Peace and Development (CCPD) will undergo a recollection, assessment, and planning workshop after a year of numerous and challenging work.
The activity is set on March 31 to April 2, 2009 at the San Lorenzo Ruiz Pastoral Formation Center, Ampayon, this city.
In a written statement of CCPD, Most Rev. Juan de Dios Pueblos, CCPD Co-Convenor and Butuan Bishop said the activity will enable the stakeholders to engage in a reflection on their role in Caraga. It also reviews and reflect on the guiding spirit behind the formation of CCPD, assess the CCPD's plans and activities, as well as to develop plan for 2009-2011.
Among the highlights include the identification of actual activities and plans for the next years.
As part of evaluation, CCPD's 2008 plans and actual activities will be assessed based on CCPD's guiding principles, covenant and Constitution and By-Laws.
The stakeholders will also undergo reflection of what CCPD should continue, stop, or start doing.
Meanwhile, CCPD will discuss the clarifying mandates of the different partner-stakeholders.
During the planning, the stakeholders are required to state specific clear objectives, activities, schedules, responsible institutions and individuals, as well the identification of resources needed.
With this activity, CCPD Executive Committee believes it is time to stop and locate where the conference is at present.
CCPD is composed of government agencies, non-government organizations, academe, and private and public organizations. (PIA-Caraga)

Butuan City (27 March) -- Thirty-two participants from the provinces of Agusan del Norte, Agusan del Sur, Surigao del Norte and Surigao del Sur of Caraga Region participated in the Provincial Development and Physical Framework Plan (PDPFP) Workshop cum Writeshop held recently in Butuan City.
The activity is aimed at gearing up the provinces' planning teams in the preparation of their disaster-risk reduction (DRR) enhanced PDPFP.
The presentation and adoption of the PDPFPs is one of the expected outcomes of the Technical Assistance (TA) project of the Asian Development Bank (ADB) and the National Economic and Development Authority to strengthen Provincial/Local Planning and Expenditure Management (PLPEM).
The Provincial Development and Investment Plans, as well as the corresponding feasibility studies on the priority projects shall then be formulated based on the legitimized PDPFPs.
Under the NEDA-ADB TA on Strengthening Capacities for PLPEM, implemented from April 2005 to June 2007, the PLPEM guidelines were formulated through a series of consultations and trainings.
The guidelines provide the mechanisms and processes for synchronized local planning, investment programming and budgeting processes. The integration of the comprehensive socio-economic development plan and the physical framework plan into one plan document would only mean a more productive use of local planners' time, but would also ensure coherence of the spatial applications of the socio-economic development thrusts of the province.
The workshop is a sequel to the orientation sessions on the PLPEM spearheaded by NEDA - Caraga Region in the provinces.
During the three-day activity, facilitators and lecturers from NEDA Caraga discussed in detail the contents of the guidelines for the preparation of the PDPFP while the participants were given time to clarify issues pertaining to their draft PDPFP.
The activity served as a venue for the participants to level-off with teams from the other provinces on the data sources to be used in the plan, as well as the colors to be used in the maps to have a uniform presentation of maps and data sets. Moreover, the workshop enabled the participants to further enhance their plan documents based on the exchange of insights among the teams.
The same activity will be conducted for the Province Dinagat Islands on March 23-26, 2009 in San Jose for the province's planners to have ample time to prepare for the data needed in formulating the planning environment part of the plan. (NEDA-13/PIA-Caraga)

DAVAO CITY (MindaNews/28 March) – At least five of seven provinces that will initially benefit from a $100 million, five-year Provincial Road Management Facility (PRMF) from the Australian Government are in Mindanao: Agusan del Sur, Surigao del Norte, Bukidnon, Misamis Occidental and Misamis Oriental.
The signing of the Memorandum of Subsidiary Arrangement (MSA) for the PRMF, Australia’s “single largest grant project in the Philippines to date,” was held at the Crowne Plaza in Ortigas Friday morning.
The PRMF was announced by Australian Foreign Minister Stephen Smith in Manila in October 2008.
Aside from the five Mindanao provinces, two other provinces that will initially benefit from out of 10 target beneficiaries are Bohol and Guimaras in the Visayas. The three other province-beneficiaries have not been named.
The PMRF “seeks to stimulate economic growth in partner provinces in Mindanao and the Visayas and is not a “roads program’ but also “a governance and capacity building program,” Rod Smith, Australia’s ambassador to the Philippines, said.
“Although a large portion of the $100 million will be spent on road rehabilitation and maintenance in partner provinces, a key emphasis will be to support institutional and governance reforms that will strengthen the service delivery capabilities of provincial governments,” he said.
A joint press statement from the Australian Embassy and the Department of Interior and Local Government said Australia has been a development partner of the Philippines for more than 50 years and has more than doubled its aid from “just under $70 million in 2006-07 to an estimated $109 million – around PHP4 billion – in 2008-09.”
“Good roads are crucial to economic development: They improve access to markets by significantly reducing travel times and costs, link producers to markets and connect rural to urban centres; And they improve access to jobs, health services and essential social and educational facilities in rural and regional areas,” Smith said.
“ Provincial roads are a crucial element in the overall road network. They provide key linkages between rural areas and national highways,” he added.
The press statement noted that the Philippines has more than 31,000km of provincial roads and the percentage defined as being in “good” condition is “far too low.”
In five years, Smith said, the PRMF is expected to have rehabilitated at least 1,000 km of provincial roads in up to 10 provinces in Mindanao and the Visayas; improved access for over four million citizens to schools and health centers; generated employment and income for local communities; and improved the investment climate through the provision of a reliable road network and reduced transport costs to business.”
PRMF, he stressed, “is not simply a mechanism to provide road rehabilitation. More important than the provision of funding for physical works, PRMF will assist Provincial Governments overcome some of the severe constraints that currently restrict ongoing service delivery.”
Cited as a key constraint is “provincial government access to sufficient resources to provide a good quality provincial road network (as well as other services such as health).”
PRMF seeks to assist provincial governments reduce this constraint by “both raising additional revenue and by improving the efficiency of current expenditures.”
Improving efficiency includes “significant capacity building assistance with a focus on: improving the efficiency of, and the links between, planning and budgeting; improving transparency through internal control mechanisms, including internal audit; improving human resource management and capabilities” and enabling more efficient delivery mechanisms such as contracting out to the private sector.
An innovative element of the PRMF is that “it provides a number of explicit incentives to encourage provincial governments to undertake the reforms that will underpin PRMF and other service delivery: the size of the program in each province will depend on the province meeting agreed annual reform targets in the areas of expenditure management, planning, contracting out of road service delivery, internal controls (internal audit), and human resource management and Development; a further incentive will be provided to encourage provincial governments to raise additional local revenue. An untied grant will be made to a province’s development fund based on the additional local revenue a province raises each year – on a peso for peso basis up to a cap.”
“The use of performance-based resource allocations is an important development in encouraging the efficient allocation of resources (both donor resources and the governments own resources). The PRMF incentive model may become a model for other projects and other donors,” Smith added.
The MSA was signed by Smith and Local Governments Secretary Ronaldo Puno, in the presence of Governors Robert Barbers of Surigao del Norte, Loreto Leo Ocampos of Misamis Occidental, Maria Valentina Plaza of Agusan del Sur, Jose Ma. Zubiri of Bukidnon and Erico Aumentado of Bohol, and Vice Governors Norris Babiera of Misamis Oriental and Aurelio Tionado of Guimaras. (MindaNews)

Butuan City (27 March) -- As the Philippines takes part in the international observance of the World Water Day which is celebrated every 22nd day of March, the Department of Environment and Natural Resources (DENR)-Caraga Regional office will spearhead the conduct of river bank cleanup on Sunday, March 29, 2009, 6:00 in the morning at Libertad-Masao river, this city.
The international theme for World Water Day 2009 is "Shared Water, Shared Opportunities" while the national week-long celebration from March 23-29 is anchored on the theme "Makibahagi at Pagyamanin, Tubig Natin" (Share and Develop, Our Water).
The local theme highlights the significance of cooperation among water-agencies, stakeholders national and local government units of then country and promotes the importance of clean rivers for a healthy society and wholesome environment for the present and future generations.
Relative to the activity, DENR is inviting government and private offices and establishments to participate as part of preserving the environment which is also embodied in the plans and programs of the national government to mitigate the problem in global warming.
Participating agencies are also enjoined to bring garbage bags containers, personal protective, personal protective equipment (PPE), cleaning tools or equipment, which will be of help in the conduct of the cleanup activity. (PIA-Caraga)

they wont be replacing that burnt gym with another gym....instead..they will be building a much bigger 12,000 seater airconitioned Astrodome in Ampayon.
The lot is already acquired by the city and landfilled...awaiting budget for the time being..
speaking of budget, the city is more bent on the construction of socio-economic infra like more urban roads and farm to market roads...also manpower training and entrepreneural development in the barangays by setting cooperatives to generate income and employment in the barangay level...
the city considers that Astrodome as one of the major projects to be implemented soon...but the city is putting more premium on projects that generate higher economic impact...
the city has drafted the service of RF Cemine Architects regarding the design of this Astrodome...

One only needs to look at Grace Nono to find proof that Philippine culture is not static, but a living and dynamic tradition that adapts remarkably well to the changing times. Through her music, she has taken the traditions of our country and showcased its vibrancy in cities all over the world, from Berlin to Ho Chi Minh.
Grace’s work has resulted with recognition from all over the world, including the Ten Outstanding Young Men (TOYM), The Outstanding Women in the Nation’s Service (TOWNS), Catholic Mass Media, Katha, Awit, and other awards for her artistic and cultural contributions.
But of course, it isn’t about the awards for this culture advocate.
“This is an inner experience, not just about being a scholar and publishing a book. It’s your inner life that is being reshaped. If you follow the calling, nothing is impossible,” she says.
It’s a calling that didn’t just spring from nowhere.
Born in Agusan to an educator mother and activist father, the young Grace was exposed early on to the beauty of our own traditions. She recalls being spared from a Western style arts education during her childhood.
“I wondered why I was spared from that, but in the end I realized that it was meant to be. If I had rooted in those Western traditions, it would have been much harder for me to try to find our own traditions,” she says.
As a theater student at the Philippine High School for the Arts (PHSA), Grace would write her thesis on the songs of the babaylan, priestesses who served as the heart of the Filipino community during pre-colonial times. She would later take up a master’s degree in Philippine Studies.
Outside of the academe, she would establish the Tao Foundation for Culture and the Arts, a non-government organization engaged in cultural research, music publications, popular education, scholarships, cultural regeneration and holistic development initiatives. She also heads Tao Music, an all-Filipino record label, whose publications on various Philippine traditional music is being used by a number of schools and teachers as instructional materials for the teaching of Philippine music, arts and culture.
She has also spent more than a decade collecting the different oral traditions all over the country and compiling it in “Shared Voice: Oralist Narratives from the Philippines”, which discusses the interface of sound, spirit, and healing among Philippine shamans and other ritualists.
In this 60 Minutes interview, Grace Nono talks about it all: Her ongoing search for that connection to her roots, her learning experiences under our tribal elders, and the changing face our traditions that make it as relevant today as it was centuries ago. (Ronald S. Lim)

CHOWKING will soon also have a TAKE-OUT counter outlet at Gaisano Mall. Hmmm..just wondering unsa man ang ipang take-out? Sayang, dapat naa gyud untay resto service just like the other fastfoods in the Mall.
....I'll try to gather more INFO about Mang Inasal as well and find out where it'll be located.

One of the famous hobbies of Filipinos is eating. In every celebration food is an important part. In Butuan when there is a fiesta there is lots of food in a Butuanon home. Butuan is also filled with different restaurants serving different dishes tourists and locals can enjoy.
1.Manay Maling’s Restaurant - This is a restaurant inside the Almont Resort. This is where most of the tourists come to eat because they get to enjoy the view outside the hotel including the pool. There is a waterfall which was made by the hotel. They offer Filipino cuisine. The buffet for lunch is priced at two hundred pesos per person. Many guests enjoy the halo-halo they have as well.
2. Almont City Cafe - This is in the middle of the city. This is a good dating place. There are fewer choices of dishes in this restaurant compared to Manay Maling’s. Couples go here to eat particularly because there is a pianist that provides the music and the romantic atmosphere.
3.Embassy Hotel & Restaurant - This hotel is a major landmark in the city The Embassy hotel’s restaurant is also a good place to dine. Their best sellers are Filipino and international dishes which are Crispy Pata,Fillet Mignon and Kare-kare. They also serve food for people who want to eat healthy like steamed fish.

Here's an update of CROWN THRIFTY MART on-going painting work of their building. Finally, minus one eyesore na in the city...hehehe.
ROSEBAKESHOP will be renting (madayun na gyud) right corner area of Crown. As of yesterday, gihawan na nila ang ilang baggage counter area to make room for ROSEBAKESHOP outlet which will be facing the road ( JCA ave.).
I was hoping that they use a darker paint color...dali ra man ma hugawan ang lighter color paint...
but in fairness....that building looks clean and neat ^^
