IN a return-to-roots voyage, the Kaya ng Pinoy group led by Department of Transportation and Communications (DOTC) Undersecretary Art Valdez and members of the all-Filipino Mount Everest team will go on a seven-month journey aboard a handcrafted balanghay from the mouth of Manila Bay to the tip of the Sulu peninsula and back.
The balanghay is a long, curving hardwood boat aboard which immigrant families of Indon and Malay stock journeyed to the Philippine archipelago. It is in the word balanghay that the word barangay has its roots.
Having twice scaled Mount Everest in the Himalayas, Valdez now seeks to conquer the seas surrounding the Philippine archipelago in the same way Filipino pioneers did thousands of years ago. Valdez, United States Ambassador Kristie Kenney and members of the Badjao tribe who still know how to build balanghay worked on the boat alongside each other this week. Working with them wielding chisels and hammers were the team of intrepid mountaineers-turned-sailors whom Valdez will bring with him on his voyage.
Kenney said in a brief interview that helping to build the balanghay was “a fabulous experience” that made her feel “Filipino.” She noted that “it is cultural exchanges like these that we in the diplomatic corps seek and encourage, this is what we live for. This is a great way of learning about other cultures.”
The Kaya ng Pinoy group is nearly finished with the balanghay boat they are building for this journey and they expect to set sail on June 24, the anniversary of the founding of Manila. The balanghay itself is made of tough yet flexible tanguile hardwood and is being built following the lines of an ancient balanghay unearthed in the city of Butuan some decades ago. The dissected Butuan Balanghay is on display at the National Museum.
The balanghay is widely believed to be an ocean-faring vessel that was used by modern Filipinos’ Austronesian forebears, who crossed land bridges and traveled by sea in these boats to settle in the Philippine archipelago.
Rey Santiago, National Museum senior researcher in archaeology, said the new balanghay follows ancient construction methods. It is being built shell first, using solid wood planks held together by dowels (wooden pegs used to join pieces of wood instead of iron nails) and caulked with nylon fibers and natural tree resins from mangrove trees to make it watertight.
According to some of the Kaya ng Pinoy group members, the only concession made to modernity was the use of electric drills to bore the holes needed for the dowels. The boat, these team members said, is being built without the usual drawings and plans but with the guidance of master boat builder Hadji Musa Malabong of the Badjao tribe of Tawi-Tawi, who worked alongside marine engineers and scientists who served as project consultants for this endeavor.
Valdez said he embarked on the balanghay project to revisit the Philippines’ seafaring past to remind Filipinos that they “were once master of the seas—trading with ancient China and traveling as far as Madagascar using the balanghay.” To this day, Filipinos are known to be among the best seafarers in the world—and the number of Filipinos serving in various merchant marine fleets is a testament to that set of inherited skills.
Master Mariner Butch Romillo planned the route for this new journey of the balanghay, which will travel via “daytime sailing,” leaving port at sunrise and finding safe moorings by sundown.
The balanghay journey will progress through several stages, from Manila Bay to the party island of Boracay, from Boracay to Mactan Island, from Mactan to Cagayan de Oro and on to Zamboanga City, General Santos City, Davao City and back to Zamboanga before going on to Siluag Island at the very tip of the Sulu archipelago.
The Kaya ng Pinoy sailors will make regular stops between these destinations to restock their supplies and make repairs to the balanghay. Romillo estimated the journey will take “about seven months, if the weather is kind—and the seas, too.”

Butuan City (22 May) -- 20 displaced out-of-school and unemployed individuals employed under the Comprehensive Livelihood and Emergency Employment Program (CLEEP) of the Department of Trade and Industry are now deployed in different citiesand provinces here in Caraga Region to conduct price monitoring of school supplies.
In an interview with Lorjean Sacote, Chief of the Consumer Welfare Division, iot was learned that these "Price Monitors" were hired by DTI on May 1 primarily to help in price monitoring, giving priorities on the prices of school supplies to check whether manufacturers' suggested retail prices are reflected by retailers.
Each province according to Sacote has 4 Price Monitors to check 5 establishments per day wherein, every Monday of each week, prices of construction materials are monitored, Tuesdays are set aside to focus on the price monitoring of school supplies, and Wednesdays for basic commodities.
The Price Monitors are being paid 232 pesos per day equivalent to the minimum wage rate in Caraga Region.
To date, prices of school supplies in Caraga Region have been kept at last year's level.
Barely a month before classes start, and for three weeks now, Consumer Welfare Division chief Sacote said, DTI has been monitoring prices of pad paper for all grade levels, notebooks and pencils and assures the public of a steady supply of school needs.

Butuan City (20 May) -- The Youth Federation for World Peace (YFWP) Japan Chapter will celebrate with Butuanons the Global Family Festival in Celebration of the 6th Anniversary of One Child One Peace Project on May 23, at Los Angeles, Butuan City.
The members of YFWP Japan Chapter will be here on May 22-24. The YFWP Japan Chapter is one of the sponsors of the "One Child One Peace", a Tulong Eskwela para sa Kabataan project. The project has been ongoing for four years now.
At present, the federation supported 75 children in 3 barangays namely: Pagatpatan, Maug and Los Angeles. Three representatives from their 75 scholars were invited to Japan last May 15-20, 2008 for educational tour. The federation hopes that the tour will encourage these children to have big dreams in their lives. This year, 3 students graduated from high school.
The "One Child One Peace" project is a sponsorship program that offers financial and mental support for children who want to continue their school work by building familial relationship with them and supporters. Children also learn the value of living for the sake of others, and receive education through attending service projects to become leaders in their societies, nations and the world.
YPFP is an international NGO consisting of young, conscientious leaders whose aim is to realize a world of peace. YPFP aims to build one global family centering on God, based on a culture of heart and true love found in living for the sake of others.

Butuan City (22 May) -- A total of P7,383,421 was released by DOLE Caraga to accredited co-partners and organizations for the emergency employment of workers affected by global financial crisis and for the livelihood projects of their families and dependents.
Thirteen(13) LGUs all over the region were provided funds for the 22 days emergency employment of around 1,500 displaced workers under Tulong Pangkabuhayan Para sa ating Displaced Workers (TUPAD); 349 workers and their dependents who want to venture into fishing industry were provided financial assistance under Integrated Services Livelihood Assistance (ISLA); and 1,600 were assisted in their existing livelihood projects.
As early as January this year, DOLE Caraga has been focusing its intervention to the GFC affected workers and their families. The old figure of 7,000 GFC affected workers all over the region has now become 4,953 after the series of interventions done. This means there are about 3,423 retrenched workers and 1,530 under flexible working arrangements. Appropriate interventions for these remaining affected workers will be our primary focus in the 3rd quarter of this year.
DOLE Caraga exerted all its efforts to deliver services to the displaced workers and helped mitigate the situation of every family affected. Aside from the emergency employment and livelihood intervention, the following varied programs and services were provided:
# As of may 15, 2009, 2,266 displaced workers were profiled and counseled based on the list submitted to DOLE but actualized in the plant level. With proper and effective monitoring and field visits, some of the reported displaced workers have already left their workplaces after the displacement so they were not profiled.
# Three Industrial Peace Councils in the mining, wood-based, and plantation sectors were created to directly assist and monitor effects of global financial crisis and recommend doable solutions to DOLE, LGUs and other employment stakeholders.
# Three SERBISYO Caravans were conducted to bring DOLE services to the LGUs and companies where displacement occurs.
# 5 job fairs were especially conducted to cater displaced workers and their dependents where around 500 were hired on the spot and more than 1,000 qualified for further assessment.
# 24/7 assistance/call centers were installed in DOLE and attached agencies' offices to cater immediate concerns on GFC affected workers locally and overseas.
Amidst economic crisis, there are 9 companies (5 mining, 3 wood-based and 1 plantation) recently recovered back to their normal operations and rehired 3,184 workers. There are also 8 companies (5 mining, 2 plantation and 1 wood-based) which hired 839 new workers. This only shows that Caraga could still hope and look forward to more "bright spots" like the ones mentioned.
More interventions will be provided not only by DOLE but also by other government agencies to the remaining GFC affected workers and their families this coming Independence Day Celebration covering release of at least 72 DOLE, OWWA and DSWD livelihood checks, 8,000 employment contracts from various government agencies, 150 NARS training contracts and 50 PGMA scholarship coupons. Other services include job and trade fair, legal services, employment advisory and counseling, promo diskwento, and one-stop-shop processing of DFA, NBI, SSS, NSO, Philhealth, NERBAC and PAG-IBIG documents. A big round of applause for the 36th Infantry Battalion for successfully defeating the New Peoples’ Army in Agusan del Sur yesterday. I am not happy that there are almost ten (10) rebels who were killed yesterday (May 21) during the shooting exchange but these incidents show that we can still trust the Armed Forces of the Philippines. I hope they will continue to do their duties. May God bless you always.

sa una, when there was no PAASCU accredited school in sight in Butuan and there was no FSUU (university) yet....nice kaayo paminawon to be enrolled in USC, University of Cebu , Southwestern or USJR
but that was 10 years ago...now that we have schools here in Butuan that are par with national standards and even belonging to top schools as accorded by CHED and with good passing record at that....hearing USC nor SWU and USJR no longer rings a bell :)
except that if my kid wants to have a medical course then probably I would send her/him off to Cebu, but other than that....I would prefer having my kid study in the Catholic school run university here in BXU..ma guide and monitor pa nako ang ako anak :)

Butuan City (25 May) -- The Department of Environment and Natural Resources (DENR), Caraga Region spearheads the celebration of this year's National Flag Day in this city.
As early as 6:30 this morning (May 25), regional line agencies led by DENR-Caraga, together with the local government unit of this city assembled at the city's sports complex for a motorcade going to the Rizal Park. Afterwhich, a short program was held facilitated by DENR-Caraga.
During the singing of the national anthem by DENR-Caraga's Kalikasan Choir, Regional Executive Director Edilberto Buiser led the hoisting of the Philippine flag participated by some of the city's officials and heads of offices of the regional and local line agencies.
In his speech, RED Buiser emphasized this year's theme "Kagitingan, Kagalingan at Kasipagan Tungo sa Tunay na Kalayaan" as exceptional qualities for Flipinos like Manny Pacquiao.
"The theme appropriately articulated our national sense of pride being Filipinos especially after what happened early this month when our very own 'People's Champ' Manny Pacquiao demolished European Champion Ricky Hatton. That day, the Philippine flag flew and with it, we gain the admiration and respect of the people from other countries", Buiser said.
Buiser also said that for the second year, DENR is very proud because their Secretary, the Hon. Jose L. Atienza, Jr. is once again designated by President Gloria Macapagal-Arroyo as the head of the National Flag Day Committee.
Moreover, Buiser said Sec. Atienza attests that our national flag mirrors our country's rich natural resources and the sacrifices made by our heroes for the welfare of generations of Filipinos. "As we give respect to our national flag, we also pay revenue and love to our country and our heroes", he said.
Also present during the activity are Congressman Jose Aquino II of the 1st Congressional District of Butuan City and Las Nieves who is represented by Paquito Ato, and Butuan City Vice Mayor Dino Claudio Sanchez who delivered the speech in behalf of Mayor Democrito D. Plaza II. (PIA-Caraga)

MANILA, Philippines - An improvised explosive device (IED) was found in Butuan City in Agusan Del Norte province on Monday, a radio report said.
Radio dzBB reported that the IED was found near the Super Ferry office in the city’s port area.
The device reportedly contained half a kilo of ammonium nitrate – a white crystalline solid that can be exploded by detonation.
The report quoted authorities as saying that if the bomb had exploded, it would have caused deaths of people and great damage to establishments around the area.

Philippine authorities said it disarmed an improvise explosive planted at a busy port in the restive region of Mindanao where security forces are battling insurgents and terrorism.
Security forces disarmed the explosive discovered on Sunday near a ferry ticketing office in the port of Nasipit in Agusan del Norte province. The bomb was made from chemical fertilizers banned in the Philippines and packed with nails.
No group claimed responsibility for the foiled bombing, but military forces are battling Moro and communist insurgents fighting for separate homelands in Mindanao.
It was unknown whether the two groups were involved in the failed attack or if it was the handiwork of extortionists.
Previous bombings had been largely blamed to the al-Qaeda-linked Abu Sayyaf militants and the larger rebel group Moro Islamic Liberation Front, although the New People’s Army was also implicated in several attacks on private corporations refusing to pay illegal taxes.
More than 100 people were killed in Abu Sayyaf bombing of a ferry in 2004 on Manila Bay. It was the worst maritime attack in the Philippines. (Mindanao Examiner)

Butuan City (25 May) -- Agusan del Norte First District Congressman Jose S. Aquino II of Butuan City and Las Nieves called Butuanons and Caraganons to behold or national flag which by law, custom and tradition is a national symbol.
The call was made by the congressman in his speech, delivered by his Executive Assistant Mr. Paquito Ato during the National Flag Day celebration in this city this morning (May 25) at the city's Rizal Park.
Cong. Aquino also said, the national flag should be treated with dignity and respect as it represents the Filipino People equally of whatever background, race, religion or gender. It is a reminder of the contributions of the past and present generations that will be passed on to the future generations.
Aquino also mentioned the Flag and Heraldic Code of the Philippines, also known as Republic Act 8491 every year, from May 25 to June 12 during the Philippine Independence celebration, where he enjoined all offices, agencies and instrumentalities of government, business establishments, schools and private homes to display the Philippine flag throughout this period.
Through this, Aquino said, we must give respect and reverence to our symbol of national sovereignty and solidarity. "The Philippine flag is the embodiment of all our country's ideals, culture and tradition", he said.
Moreover, Aquino said, history unveils the remarkable truth that the national flag is a national standard bearing the tears and blood of Filipinos. Hence, we are morally and socially obliged to show reverence, respect and love for it.

I was able to see the details (sayang I did not bring my camera) of that tarpaulin rendering of that soon-to-rise building corner of Aquino and Rosales (the lot previously occupied by GMall Cinema billboards)...it is owned by Chikara Realty Corp...
the upcoming tenants of the building are now included on their rendering...

in the spirit of objectivity and factual evidence based discussion here at SSC, I agree with waway :) ...in this case the most reliable would be a standing facility with the name fully displayed on it....rather than relying fully on tarps, announcements, local news paper write ups and even job order vacancies :)

As long as these are official (ie job vacancies coming from the company itself or press releases from the company that they are building such a facility) then I dont see any problem if mag rely ta ani nga mga butang for info because these are as close to official as they get..

WawaY[625] May 26th, 2009, 10:56 AM im not sure if by law bawal sya but marami nang gumagawa nyan and di naman sila kinakasuhan..with regards to misleading info depende na siguro how you interpret it. Personally, unless they specifically say na maglalagay talaga knowing all the time na wala then misleading nga, pero if for presentation purposes naman and di sila nangako na yun talaga ang tenants then (to me) wala naman problema..

this was mentioned by the mayor in his speech last May 14 in his state of the city address...
it was also learned that then city's income has reached its Billionth mark....now at par with the country's big and progressive cities...

BUTUAN CITY – The Comprehensive Livelihood and Emergency Employment Program (CLEEP) being thoroughly implemented by the government throughout the country has helped thousands of unemployed people in the countryside, particularly those who were laid off abroad and here in the country due to the global economic clampdown, this was learned Tuesday.
In Northeastern Mindanao (Caraga region) alone, the government through the DoLE released at least P7,383,421 to accredited co-partners and organizations for the emergency employment of workers affected by the global financial crisis (GFC) and for the livelihood projects of their families and dependents.
DoLE’s records also showed that 13 local government units (LGUs) all over the region were provided with funds for the emergency employment of around 1,500 displaced workers under Tulong Pangkabuhayan Para sa Ating Displaced Workers (TUPAD); 349 workers and their dependents who want to venture into fishing industry were provided with financial assistance under Integrated Services Livelihood Assistance (ISLA); and 1,600 were assisted in their existing livelihood projects.
Started this year, DoLE Caraga has been focusing its intervention on the GFC-affected workers and their families. The old figure of 7,000 GFC-affected workers all over the region has now become 4,953 after a series of interventions done.
This means there are about 3,423 retrenched workers and 1,530 under flexible working arrangements. Appropriate interventions for these remaining affected workers will be their primary focus in the 3rd quarter of this year, the DoLE report said
It was also gathered that DoLE Caraga exerted all its efforts to deliver services to the displaced workers and help mitigate the situation of every family affected.
In a related development, the livelihood program of the Arroyo Administration in the tourism industry also benefited some Surigaonons, particularly those on the paradise island of Siargao, Surigao del Norte.
The Chief Executive has always visited Siargao Island to promote the tourism potentials such as surfing and fishing.
The program of Pres. Arroyo for the tourism industry in the island is currently fully implemented by Tourism Secretary Ace Durano and Surigao del Norte solon Rep. Francisco T. Matugas.
Just recently, the international game fishing and surfing competitions gathered thousands of tourists both foreign and domestic.
The visits of several tourists on the island gave additional earnings to the people there.

The City Government has started the site development of the Butuan Historical Park formerly tagged as the MDG Theme Park in the area of 3.3 hectares covering seven barangays along the Agusan River. What before was a place occupied by informal settlers has now been cleared to give way to the beautification project.
The Butuan Histroical Park is a one-stop shop park that will not only serve as showcase of all MDG-related services of the City but will also serve as showcase of an inter-barangay collaboration in managing and sustaining the environment for the sustainable development of our city.
The areas from Brgy. Agao to Brgy. Leon Kilat were filled up with sand and gravel to elevate it above flood level. Garden soil covered the areas which according to the lay-out will be planted with trees, ornamental and flowering plants. Eventually, we will be seeing the installation of the MDG Monument and the construction of coffee shops, souvenir shops, rentable stalls, an ampi-theater, pavilions, floating docks, bicycle lanes, and other recreation facilities in the area.
The funds for the Butuan Historical Park come from the United Nations Human Settlements Program. The park will showcase the MDG Monument depicting the eight goals of the MDG which are #1 Eradicate Extreme Poverty and Hunger, #2 Achieve Universal Primary Education, #3 Promote Gender Equality and Women Empowerment, #4 Reduce Child Mortality, #5 Improve Maternal Health, #6 Combat HIV/AIDS, Malaria and other infectious diseases, #7 Ensure Environmental Sustainability, and #8 Develop the Global-local Partnership for Development.
The City Government, through the leadership of Mayor Democrito D. Plaza II, and with the assistance of the UN Habitat, will be formulating the MDG-responsive Executive-Legislative Agenda and Barangay Development Plans, seeing to it that a widely participatory and rights-based approach will be used.
Soon, a Butuan Historical Park will stand where once was an area filled with informal settlers. Aside from this, Mayor Democrito D. Plaza II is also planning other river development projects to promote tourism and the beauty of Agusan River to the locals and tourists alike.

456 trainees from 14 batches have already graduated last from both in-house and live-out Pre-Employment and Social Services Trainings of the Butuan City Manpower Training Center (BCMTC).
16 of the trainees have already left for abroad and the rest are waiting for their deployment.
Trainings provided are for caregivers, domestic helpers and practical courses in technical skills which can be used by Butuanons who will go to countries like Kuwait, Dubai, China, America, Japan and Singapore.
The City Mayor Democrito D. Plaza II plans to purchase heavy duty equipment and supply the center with welding and other equipment which will be used for the training of skilled workers.
The Mayor established the Butuan City Manpower Training Center, the only one in the Philippines run and operated by an LGU, to provide a safe and quality training center for Butuanons who wish to work in Manila or abroad. This center is currently managed by Dr. Aurora G. Zaportiza, as Training Director, also the City Public Employment Services Office Manager.
Aside from the Center which helps Butuan residents to land a good job abroad, the City Government also has the financial assistance program, the Fly Now, Pay Later, which allows the applicants for jobs abroad to borrow money for their placement fee which is interest-free and payable within four months.
The City Mayor Democrito D. Plaza II implemented all of these programs to help give better lives to Butuanons who are willing to earn more for the brighter future of their family.

Starting June 2009 e-Learning will be considered compulsory to all students taking
up agriculture courses at the Northern Mindanao State Institute of Science and
Technology (NORMISIST), an agricultural state college based in Butuan City,
Caraga Region. This development transpired when the institute’s academic council,
chaired by NORMISIST President Dr. Joanna B. Cuenca, approved last May 13, 2009 the
proposal of ATI-Caraga to incorporate e-Learning modality in their Agriculture curriculum.
As a result of this approval, beginning school year 2009 all students taking up B.S.
in Agriculture and B.S. in Agricultural Technology are required to take up e-Learning.
Their composite score will have a weight in their over-all class grade.
A certificate of completion will be awarded to them provided they meet all
of the following: shall have finished all the course modules and end-of-module
exams (EOMs), shall have visited ATI-Caraga’s demonstration site for the field
demonstration activity, and shall have aced the exams with a composite rate of
not less than 60%.
Aside from agriculture students, NORMISIST also requires all its faculty members
in the College of Agriculture to take up e-Learning. Other students and faculty
members not belonging to the said College but are currently engaged in farming
may enroll in e-Learning on an optional/voluntary basis.
The e-Learning of ATI can be helpful both for students and instructors in agriculture
as this can broaden their knowledge on the particular field and be in the know on
latest agricultural technologies and good practices of various commodities.
In this fast-paced and ever-changing world, academic institutions – being
the seat of knowledge and wisdom – cannot afford to be lagged behind from the
current technological trends. In their pursuit towards competence, excellence,
and development, their curricula have to be relevant and realistic in relation

BUTUAN CITY – The Greater Modular Access (GMA), an employment kiosk job center located at various Public Employment Service Office (PESO) in key cities in Northeastern and Northern Mindanao, continues to help people.
The GMA kiosk is an information portal designed by the Department of Labor and Employment (DoLE) to provide information on employment and livelihood opportunities to the public for free. Job seekers can also get information on the list of licensed recruitment agencies for local and overseas employment. It was gathered that thousands of new graduates have already benefited from the GMA kiosk.
In Iligan City, livelihood and job-seeking Christians and Muslims are already given assistance by the GMA kiosk. Mila A. Rodrigo, a PESO official based in Iligan City, said that with the assistance of an Information Technology (IT) expert assigned at the GMA jobs center, individuals already benefited in searching for job vacancies, register and post their skills, do job matching, and check skills posted.
The GMA kiosk is available from Mondays to Fridays. The unit can be found in key cities in the two regions in Mindanao and other neighboring provinces and cities in the southern island.

Butuan City (26 May) -- An American and 2 Filipinas are currently under observation after showing symptoms of the influenza A(H1N1) virus.
In a press conference held yesterday, Dr. Gerna Manatad, Chief Regional Epidemiologist of the Center for Health in Caraga revealed the 3 came from Alabama and California in the United States of America.
Health officials insisted on maintaining the privacy and anonymity of the patients who are now confined in a hospital, as the three developed fever and cough when they arrived in Caraga, which are among the symptoms of A(H1N1).
Dr. Manatad explained however, that the public should not panic as the 3 patients already have no fever and showed no respiratory distress.
As of press time, DOH-Caraga continues to conduct contact tracing and advised family members and relatives of the three patients to go on self-quarantine.

BAGUIO CITY – Four persons, two of them children, from two provinces in the Cordillera region are undergoing observation by the Department of Health for possible infection of the influenza A (H1N1) virus.
Meanwhile, an American national and two returning Filipino women are under observation by health authorities in an undisclosed hospital in Butuan City.
The Cordillera regional office of DOH here said two of the four have travelled to a country with confirmed case of influenza A H1N1 and the two others were part of a group which had contact with two Taiwanese nationals who visited the country and later found to be infected with the virus.
The four persons were found to have mild symptoms of the virus, prompting the health authorities to place them under thorough medical examination and observation.
Dr. Myrna Cabotaje, DOH-CAR regional director, said one of the four suspected to have the virus was later cleared after laboratory test results from the Regional Institute for Tropical Medicine (RITM) confirmed that she did not have the flu. Found negative of the flu was an 11-year girl who was allowed to leave the hospital but was instructed to go on self-confinement at home until she has fully recovered.
Cabotaje said another child is still undergoing observation for flu symptoms together with two adults.
Cabotaje said three of the suspected cases are confined in a local hospital.
She revealed the two patients still in hospital confinement have mild symptoms of A (H1N1) virus such as cough and fever as well as diarrhea and vomiting, thus, the need for them to undergo close health supervision while awaiting the outcome of laboratory results of the RITM on their respective throat swab.
The DOH-CAR said it has also two other cases under observation since May 22 in addition to two of the three contacts of the Taiwanese nationals found to have flu.
Earlier, it was discovered that three of the 50 persons who had direct contact with the Taiwanese nationals who were later found to be affected with the influenza A H1N1 virus were from Cordillera.
Cabotaje appealed to the public to respect the privacy and anonymity of the persons undergoing observation and their families since they need them to trust the health department and the facilities where they consult so that those who develop any symptoms of influenza-like illness can be encouraged to seek immediate medical attention for them to undergo further screening.
In Butuan City, an American national and two Filipino women “balikbayans” are under observation after showing symptoms of influenza A (H1N1) virus in an undisclosed hospital, health officials reported Tuesday.
Doctors collected “respiratory swabs” on the three patients last Saturday after they voluntarily submitted themselves to health authorities.
Northeastern Mindanao Chief of Regulations of the Department of Health Dr. Florminda Tejano said the “respiratory swabs” of the patients were personally brought on Monday by the Caraga region DOH Regional Director Leonita Gorgolon for immediate medical examination at the Research Institute for Tropical Medicine in Manila.
The results will be known on Wednesday, Dr. Tejano said.
Dr. Tejano said the patients, an American national and the two Filipino women came from Alabama and California in the United States.
DOH officials led by Dr. Gorgolon and staff from regional epidemiologist of the Center for Health in Caraga led by Dr. Gerna M Manatad are attending to the patients who are being observed round-the-clock.

Butuan City (26 May) -- The Philippine Charity Sweepstakes Office (PCSO) is set to launch the "Kaibigan ng PCSO" charity caravan on Sunday, May 31, 2009 in one of the local hotels here.
According to PCSO Caraga Chief Lottery Operations Manager Gloria C. Ybanez, part of the caravan is a free medical and dental mission to be held in Brgy. San Vicente, this city on the same day at 1:00 in the afternoon. Beneficiaries of the caravan are Butuanons and residents in nearby municipalities of Agusan del Norte. "The activity will be conducted in Brgy. San Vicente because of the capacity of the covered court in this barangay, enough to cover thousands of beneficiaries," Ybanez said.
Also, Ybanez acknowledged the support of the barangay officials including barangay health workers through the leadership of its Punong Barangay Raul Carampatana who immediately offered their services and facilities from the arrangements down to providing security and crowd control.
Ybanez also said that since the venue is far from PCSO Office here as well as in hospitals where some of their clients within the city can easily avail some health programs such as PCSO Endowment Fund from the hospital and the Individual Medical Assistance Program (IMAP), the venue was properly set and planned.
As of press time, Ybanez said they are inviting four barangay health workers per barangay in this city and three in each barangay of each municipality of Agusan del Norte to compose the medical and dental mission team. Also, medical and dental team of the Armed Forces of the Philippines will serve as additional members of the team.
Ybanez further said the conduct of the nationwide caravan is in time with the forthcoming 75th year anniversary celebration of PCSO. The caravan also involves promotion of PCSO's Anniversary Draw of traditional tickets to be drawn on September 8, 2009 and other products of PCSO, it was learned.
Kaibigan ng PCSO is a program that will be pursued through the leadership of the Philippine Charity Sweepstakes Office (PCSO) to systematize and rationalize the sourcing of volunteer individuals and organizations in partnership with the private sector to advance the charity agency's health mandate. By establishing sustainable networks and linkages that will continuously recruit medical and health volunteers as well as generate additional resources, the program will be able to expand the reach of PCSO services that immediately address health concerns of needy Filipinos.
The program envisions that through this mode of intervention on a nationwide scale the corporate responsibility ethic of private corporations and companies will be enhanced, particularly with regard to health issues. It likewise seeks to promote the volunteerism spirit inherent in every Filipino.
Kaibigan ng PCSO recognizes the varying capabilities of individuals, groups, and corporate entities in the public and private sector in rendering vital volunteer work that meets the immediate health needs of the poor. It also gives importance to the value of individual and collective civic efforts and of raising these efforts to the level of "unity in volunteerism" to sustain a functioning and efficient health and medical assistance delivery system for poor Filipinos everywhere.
Kaibigan ng PCSO will recruit and organize volunteers at the provincial, municipal, city, and barangay levels, using primarily the organizational reach of PCSO, the country's premier charity agency.
All card-carrying members of Kaibigan ng PCSO will have the chance to be given the special PCSO Health Card that puts you on the priority list for those seeking financial assistance for hospitalization and medical support from the country's lead agency in charity work.

BUTUAN CITY – Some P58 million worth of pump-priming projects aimed at generating job opportunities for the displaced and unemployed residents of Agusan del Norte and this city, including those living in neighboring areas, are now ongoing, an official of the Department of Public Works and Highways (DPWH) said.
"Nakakatulong ito ng husto sa ating mga kababayan na walang trabaho," said DPWH Undersecretary Romeo S. Momo.
He said that several other government mega projects under the Mindanao Super Region in Surigao del Sur also benefited Surigaonons in terms of employment opportunities.
He said DPWH Secretary Hermogenes E. Ebdane Jr. is closely monitoring the implementation of this program.
To date, it was gathered that a total of 907 skilled and non-skilled workers were already hired for some of these major pump-priming projects in Agusan del Norte alone.
"This is just part of the DPWH job generation program which is primarily aimed at employing displaced local and overseas Filipino workers due to the global financial crisis," said Ebdane.
Meanwhile, an official of the Region 13 office of the DPWH here (DPWH 13) said that among the pump-priming projects in Agusan del Norte include the construction of the Agusan-Bukidnon Road – which is 12.2 percent complete; the Buenavista-Bunaguit Road Package 1 – 17.6 percent complete); the Package 2 – 12.1 percent complete; and the Agusan-Malaybalay Road – which is 3.25 percent complete.
DPWH 13 Regional Director Dr. Evelyn T. Barroso said the road projects would not only generate job opportunities but will also improve the living condition of the residents in the area as well as provide investment opportunities.
"The construction of these projects will not only create jobs but will also boost the economic condition of the region and also improve the living condition of the people in the countryside," added Barroso.

Butuan – Policemen were deployed to several schools within Butuan City to ensure peace and order during this week’s enrolment period.
Police Senior Inspector Ave Mario Romero met with Agusan National High School Principal Mr. Peter Esterioso before conducting inspection around the school’s premises in their effort to prevent an attempt to spread violence from any elements.
PSI Romero said, the Butuan City Police Office have been observing stricter security measures giving priorities to schools like Agusan National High School, not only because this is considered as the most populated high school in the city, but because violence is most likely to occur in these areas.
The BCPO went on heightened alert starting May 25 as thousands of elementary and high school students are expected to troop to their schools for the first day of enrolment.
City Police Director Joseph Plaza issued directives to place Butuan City on heightened alert to ensure readiness against threats from criminal elements.
“Specifically Butuan policemen were ordered to contain street crimes such as pick- pocketing, snatching and mugging, and to go after drug pushers lurking around schools”, said City Police Director Plaza.
The order to remain on alert shall be imposed until June 1, during the nationwide first day of classes.

Butuan-Considered the largest student population in Butuan City, Agusan National High School (ANHS) will have an estimated 20 percent increase of enrollees for this school year, this according to the principal, Mr. Peter Esterioso.
During Monday’s first day of enrollment of all public schools nationwide, thousands of students, others accompanied by parents eased their way to see the bulletin board to look for their respective room assignments based on year level per section as school officials of ANHS announced, the enrollment will be made in respective classrooms to have an orderly and fast track enrollment process.
Mr. Esterioso expects to obtain more or less 9,000 students for this school year.
The school at present has a total of 78 classrooms with an additional 4 classrooms in the on-going construction of a 2-storey building, funded by the World Bank, which is due for completion within this year.
Principal Esterioso likewise reiterates the “No Collection Policy” from parents and enrollees during the enrollment period citing the order issued by the Department of Education.
He also stressed that relative to the Dep Ed order, collections that may be made on voluntary basis by the PTA’s/Red Cross, and other fees, the non-payment of such contribution by the parent-member shall not be a basis for non-admission.
Mr. Esterioso warned that any violation of the Dep Ed order may be subject to administrative action and encouraged parents and students to report the same to his office for immediate action by school authorities.
