EFA goals to be attained by 2015 says DepEd

MANILA, Philippines— Education Secretary Jesli Lapus today expressed confidence that the department will be making basic education accessible to all by 2015.
Speaking before the 5th Mindanao Educators Congress in Butuan City, Lapus said that though it would be difficult to meet the target, he is optimistic that educators in the country can achieve it.

"Still we have a lot of work to do, if we really want to achieve Education For All (EFA) goals by 2015," he said.

Lapus said that by next year, the department should already reach 94 percent participation rate of students in elementary and 72 percent for high schools.

The Department of Education (DepEd) also aims to attain a cohort survival rate of 81 percent in elementary pupils while 90 percent for the high school level.

“DepEd also aims to reach completion rate of 79 percent for elementary and 85 percent for high school and to reduce our dropout rates by 4 percent for elementary and 2 percent for high school,” Lapus added.

He said that DepEd will be coordinating closely with United Nations Educational, Scientific and Cultural Organization, “so that the two institutions can share information better, leading to a more accurate assessment of the country’s standing in terms of the EFA goals.”

“We expect that in simultaneous and coordinated change, we would produce better results than the fragmented and pilot-based initiatives that were abundant in the past,” the DepEd chief said.

Participants in the Educators Congress included education leaders in six regions in Mindanao—Region 9, 10, 11, 12, 13-Caraga and Autonomous Region for Muslim Mindanao.

that new building is colored white....and that old buildings near the foot of the bridge is grayish....the bridge is silver....hmmmm....luspad gyud ang views hehehe..pero clean and mean :lol:

Na demolished na ang old Medical Center. The van terminal is located didto near the tennis court facing the lagoon.

Good Afternoon Butuan!

I just came home from our College Freshmen Recollection at San Lorenzo Ruiz Pastoral Center in Ampayon. Karon rako naka SSC kay its a whole day affair man gyud. At last, nakatabok na gyud ko sa pikas side. I've seen so many developments going on, such as the Filinvest Homes Subdivision, the Flying V station, the 4-lane extension, and commercial arcades. I think there are more projects which I just can't recall kay wala pod kaayo ko ka-explore sa Ampayon areas unya kay didto pod mi sa sulod sa seminaryo.

About the Thread 19 banner, I'm afraid that there's something wrong with my system. I will need to repair it asap but it will take me time. Every time I make that banner kay ma-corrupt akong PS ug ang akong system which needs a restart.

More then 5,000 People Benefited from CLEEP

Butuan – The number of employed individuals under the Comprehensive Livelihood emergency program (CLEEP) of the Department of Agriculture-Caraga has reached 5,000.

It was announced by RAFID Division of DA Caraga that since its implementation in 2008 until June of this year, displaced workers in the region have availed the government’s livelihood and employment program.

Aside from this, a total of 120 kilometers farm to market roads were rehabilitated and 24 flat bed driers were funded and awarded to farmer beneficiaries.

DA Caraga likewise successfully generated jobs through their continuous implementation of hard infra-projects like irrigation, drying pavement and opportunities from organic farms established in the entire region.

It is projected that more jobs will be offered to Caraganons in the second half of the 2009 as DA-Caraga sustain its program implementation funded by the national government namely: SELAP, CIDP and a lot more.

Butuan-Considered the largest student population in Butuan City, Agusan National High School (ANHS) will have an estimated 20 percent increase of enrollees for this school year, this according to the principal, Mr. Peter Esterioso.

During Monday’s first day of enrollment of all public schools nationwide, thousands of students, others accompanied by parents eased their way to see the bulletin board to look for their respective room assignments based on year level per section as school officials of ANHS announced, the enrollment will be made in respective classrooms to have an orderly and fast track enrollment process.

Mr. Esterioso expects to obtain more or less 9,000 students for this school year.

The school at present has a total of 78 classrooms with an additional 4 classrooms in the on-going construction of a 2-storey building, funded by the World Bank, which is due for completion within this year.

Principal Esterioso likewise reiterates the “No Collection Policy” from parents and enrollees during the enrollment period citing the order issued by the Department of Educaimage-16tion.

He also stressed that relative to the Dep Ed order, collections that may be made on voluntary basis by the PTA’s/Red Cross, and other fees, the non-payment of such contribution by the parent-member shall not be a basis for non-admission.

Mr. Esterioso warned that any violation of the Dep Ed order may be subject to administrative action and encouraged parents and students to report the same to his office for immediate action by school authorities.

Buses are using the magsaysay bridge as usual. There was one time that there were buses diverted to the Macapagal bridge because roads were closed due to President Arroyo's visit to Butuan.

so far sad wala sad im using ceb pac everytime bakasyon nako.. smooth man ang landing niya... im using airbus 319 man to.... smooth man ang dagan.. maliban nalang ning nasakyan nako nga cathay pac pag land sa naia sus murag mangawangi ang pako sa airplane... hehehhe.....

Therefore, I conclude that the landing depends on the flight experiences of the pilots. Because some people say that BUNDAK ang pag land while others say nga SMOOTH landing. Depende na sa experience sa mga pilots during landing. Naay uban tuyu-on ang pagbundak sa eroplano aron dili ma-overshoot sa runway, ug dali rapod ang pag apply sa reverse thrust ug sa mga brakes. Naa pod uban nga smooth gyud kay gi-estimate man nila ang ilahang approach sa runway. Mao na dapat pag approach sa runway, naka-align na ang eroplano sa runway, decrease speed, decrease altitude, flaps extended, deployed landing gears, and prepared for touchdown. Once naka-touch na ang ligid sa concrete, they will apply max brakes dayun mao na ang reason nga naay smoke sa wheels pag landing, then apply reverse thrusters and pull the thrust levers down until the plane will slowdown and stop.

Yeah, if the runway is concrete you should expect a rough ride but if the runway is asphalt then sit back and relax and expect a smooth touchdown. :lol:

Butuan City to host regional chess selection tournament

Butuan City (8 July) -- The National Chess Federation of the Philippines - Caraga Chapter will host a Regional Selection Tournament for members of the Philippine Team to the Asian Indoor Games to be held in Vietnam late this year.

This regional elimination will be held on July 11-12, 2009 from 8 in the morning to 5 in the afternoon at the Department of Trade and Industry (DTI) Caraga Conference Room, D&V Bldg., J.C. Aquino Avenue, Butuan City.

All chess enthusiasts from the region are invited to join the tournament.

Prizes await the ten top regional winners. The regional champion will receive P8,000.00 cash and trophy, P 6,000.00 and trophy for the second prize and 3rd prize will receive P4,000.00 and also a trophy. 4th to 10th placers will receive cash prizes.

Registrations are now accepted. A registration fee of P250.00 will be collected from interested participants. Early registrants are given a discounted rate of P200.00.

NPA complex destroyed; long covert operations ended

Butuan City (9 July) -- Seven big camps of the New People's Army were discovered in the hinterlands of Esperanza by the military during their intensified operations lately.

In a report rendered by Col. Andres Centino of the 26th Infantry Battalion, Philippine Army during the Provincial Peace and Order meeting recently, these camps were located in Barangays Bunaguit, Balobo, Agsabo, Maasin, Kasiklan and Kinamaybay areas, all in Esperanza town.

"These camps, as you can see in the map, are very near each other. While we were operating and chasing the enemy, we overrun the first camp and discovered some subversive documents, ammunitions, and personal paraphernalia of the rebels. The first camp we discovered can accommodate around 50 persons. But as our operations continue and as we follow the traces of the enemy, we discovered that the area of around 20 kilometers radius are hiding not only an ordinary camp, but a complex of seven camps maybe used by the rebels when they conduct regional and even Mindanao-wide meetings and conferences," Col. Andres Centino said.

According to Col. Emeliano Gupana, Commanding Officer of the 402nd Infantry Brigade, they even saw some ready to cook food when they overrun the camps because of the traces that the rebels are getting ready to prepare their food but were aborted when they learn that the military forces are advancing in their location.

"Some of the camps that we discovered can accommodate 150 persons, some 75, some 80 and the least that a camp can accommodate is 50 persons. We therefore believe that the camps in area inside that six barangays in Esperanza, are not just mere training camps, or meeting camps, but they are what we call complex where the rebels spend their rest and recreation, their big meetings, and a haven for meeting other rebels from other places," Col. Gupana said.

Belying the reports by a radio station from Butuan City saying the residents were harassed by the military, Col. Centino said the residents are even grateful because of the military operations. In fact, many residents said, they have suffered long from the extortion done by the rebels, and are very thankful that the camps were destroyed displacing the rebels in the area, and ending their covert operations for a long time.

"The residents are at peace now. When we entered the area, we told them that the existence of the military in the area means peace and harmony that will lead to development because the army are government troops sent by the government to protect the people from bad elements," Miss Lipanhug, a representative of Father Carlito Clase said.

During the PPOC meeting, 21 former rebels or Kauban sa Reforma (KRs) were also awarded with P20,000 as immediate assistance from the Office of the Presidential Adviser on Peace Process. These KRs are part of more than 450 former rebels who were awarded immediate and livelihood assistance in Agusan del Sur since March this year. (PIA-Agusan del Sur)

Agusan Norte officials pursue more pro-poor programs

Butuan City (8 July) -- Poor families here in the province shall soon receive financial help via a program that is intended for them.

This was the content of a resolution authored by Board Member James T. Reserva where the provincial government will partner with the Department of Social Welfare and Development, Caraga region through a memorandum of agreement for the implementation of the Pantawid Pamilyang Pilipino Program (4Ps), a poverty reduction measure providing conditional cash transfer to extreme poor households to meet their basic needs.

This program is in line with the policy of the government to promote the family as the foundation of the nation, adopting development measures to strengthen its solidarity and ensure its total development," Governor Amante said.

Pursuant to the agreement that shall be signed between the provincial government and the DSWD, those identified poor households in the province who meets the criteria will receive cash ffrom the DSWD to be used exclusively for health, nutrition and education services for their children ages 0 to 14 years old.

A team will round up targeted areas to select those potential household beneficiaries. 4Ps will run for five years. (Agusan del Norte/PIA-Caraga)

NPA complex destroyed; long covert operations ended

Butuan City (9 July) -- Seven big camps of the New People's Army were discovered in the hinterlands of Esperanza by the military during their intensified operations lately.

In a report rendered by Col. Andres Centino of the 26th Infantry Battalion, Philippine Army during the Provincial Peace and Order meeting recently, these camps were located in Barangays Bunaguit, Balobo, Agsabo, Maasin, Kasiklan and Kinamaybay areas, all in Esperanza town.

"These camps, as you can see in the map, are very near each other. While we were operating and chasing the enemy, we overrun the first camp and discovered some subversive documents, ammunitions, and personal paraphernalia of the rebels. The first camp we discovered can accommodate around 50 persons. But as our operations continue and as we follow the traces of the enemy, we discovered that the area of around 20 kilometers radius are hiding not only an ordinary camp, but a complex of seven camps maybe used by the rebels when they conduct regional and even Mindanao-wide meetings and conferences," Col. Andres Centino said.

According to Col. Emeliano Gupana, Commanding Officer of the 402nd Infantry Brigade, they even saw some ready to cook food when they overrun the camps because of the traces that the rebels are getting ready to prepare their food but were aborted when they learn that the military forces are advancing in their location.

"Some of the camps that we discovered can accommodate 150 persons, some 75, some 80 and the least that a camp can accommodate is 50 persons. We therefore believe that the camps in area inside that six barangays in Esperanza, are not just mere training camps, or meeting camps, but they are what we call complex where the rebels spend their rest and recreation, their big meetings, and a haven for meeting other rebels from other places," Col. Gupana said.

Belying the reports by a radio station from Butuan City saying the residents were harassed by the military, Col. Centino said the residents are even grateful because of the military operations. In fact, many residents said, they have suffered long from the extortion done by the rebels, and are very thankful that the camps were destroyed displacing the rebels in the area, and ending their covert operations for a long time.

"The residents are at peace now. When we entered the area, we told them that the existence of the military in the area means peace and harmony that will lead to development because the army are government troops sent by the government to protect the people from bad elements," Miss Lipanhug, a representative of Father Carlito Clase said.

During the PPOC meeting, 21 former rebels or Kauban sa Reforma (KRs) were also awarded with P20,000 as immediate assistance from the Office of the Presidential Adviser on Peace Process. These KRs are part of more than 450 former rebels who were awarded immediate and livelihood assistance in Agusan del Sur since March this year. (PIA-Agusan del Sur)

The Balanghai shrine, a one-storey building being maintained by the National Museum, houses two of the three ancient boats discovered and excavated from 1976 to 1986.

Mario Bongay, a restorer at the Balanghai Shrine since 1993, said radiocarbon tests administered by Japanese experts on one of these boats suggested that the wooden boat could have existed as early as 320 AD. Another boat was carbon dated to be more than 1000 years old.

The National Museum in Manila houses the other boat. No other remains of the ancient boats, locally known as balanghais, were found elsewhere.

These archaeological findings in Butuan prompted former President Corazon Aquino to issue in 1987 Proclamation No. 86, which declared the boats, locally known as balanghais, as national cultural treasures and the sites where they were discovered as archaeological sites.

However, Leonides Theresa Plaza, chairperson of the Caraga regional tourism council admitted that the Balanghai Shrine is at a “dilapidated” state, threatening the restoration of what is perhaps the most important evidence of pre-Hispanic Filipino civilization.

Plaza said they are now talking with the National Museum on how to improve the Balanghai Shrine, and signed a memorandum of agreement, where the local government of Butuan can help finance the upgrading of the facilities.

Tourism Secretary Joseph Ace Durano, who graced the celebration of Araw ng Caraga, also cited the need to improve the Balanghai Shrine.

Durano said his office also contributed P2.5 million for a project of the Butuan city government to promote its Balanghai tradition.

The city government of Butuan is undertaking a P7-million project to launch within six months the so-called Agusan river cruise on board replicas of Balanghais.

Durano said the project is expected to drive tourism activities not only in Butuan, but also in the whole Caraga region (Region XIII), which apart from its historical value is being promoted as an adventure tourism destination.

Aside from the Balanghai Shrine, other major attractions in Caraga are the surfing destination of Siargao, the Agusan Marsh wildlife sanctuary, Lake Mainit, Bucas Grande Island, Mount Hilong Hilong, and Tinuy-an Falls.

Cecilia Lopez, an assistant regional director of the National Economic and Development Authority in Caraga, said the growth of tourism in the region is proving to be beneficial for the expansion of various industries.

Durano supported this, saying that tourism is an important contributor to employment generation and creation of livelihood opportunities.

Oldest tree now a tourist destination

BUTUAN City – The country’s oldest tree is now officially a tourist destination, after the Department of Tourism installed a tourist center near the 500-year-old Bitaog tree in Magallanes, Agusan del Norte.

Officials of the provincial government of Agusan del Norte and the Department of Tourism inaugurated over the weekend the tourist center to accommodate some 200 daily visitors in the village of Caloc-an in Magallanes to view the tree, which in June 1998, was declared Philippine Centennial Tree.

“This 500-year-old tree has witnessed more stories than Jun Lozada,” Agusan del Norte Governor Erlpe John Amante said in jest. Lozada is the new Senate witness in the ongoing investigation into the alleged anomalous deal between the government and Chinese firm ZTE Corp. for a national broadband network project.

Local historian Florante More, who nominated the Bitaog tree (Calophyllum inophyllum) as the oldest tree in 1998, said the trunk of the tree measures 290 centimeters in diameter.

The Bitaog tree, however, is much younger compared to the oldest known tree in the world, a Great Basin bristlecone pine located in California’s White Mountains and is popularly known as the Methuselah tree. It is believed to be more than 4,700 years old.

Aside from the Bitaog tree, Magallanes town, named after explorer Ferdinand Magellan, also takes pride of its rich history. More said the first Catholic mass was actually celebrated in Magallanes on April 8, 1521, and not in Limasawa.

More said a proof of this is the marker erected during the time of Spanish District Governor Jose Maria Carvallo in 1873, commemorating the first mass in Magallanes.

Two places in Agusan were actually contesting Limasawa’s claim – a site in Magallanes at the mouth of the 350-kilometer Agusan River and the Easter Mass Eco Park in Butuan City , where a large cross was erected to commemorate the first mass.

Greg Hontiveros, author of the book “Butuan of a Thousand Years”, however, said Butuan hosted a thriving civilization even before the Spaniards came in 1521.

“By the time the Spaniards came, Butuan as a trading port was in fact already on the decline,” he said.
Hontiveros said wooden plank-build and edge-pegged boats believed to be more than a thousand years old were excavated from Barangay Libertad.

One of the boats, called Balangay 1 was carbon dated to be more than 1,600 year old. Its relics suggest that the boat measured 15 meters in length and 3 meters wide across the beam.

The relics are now kept inside the old building of the Balangay Shrine Museum in Libertad, near a swamp, where the boats were extracted.

Early records (before the coming of the Americans) show that it was in Butuan, particularly in Masau where the first mass ordered by Ferdinand Magellan in the Philippine archipelago was held.

There are at least 21 historians (majority of whom are Spanish)whose published historical writings during the period 1663 to 1911 with some under new editions (1961 and 1963) hold that Butuan was the site of the First Mass.

In fact a historical marker was even made by the local church in 1872 as a remembrance to this so called first mass in a place at the mouth of Agusan River in what is now part of the municipality of Magallanes, Agusan del Norte (Please see history of the Municipality in Old Agusan in this website).

Confusion, however, set in when American James A. Robertson in 1906 put a footnote (263) in his book The Philippine Islands 1493 - 1898 stating "It (Mazaua) is now called the island of Limasawa, and has an area of about ten and one-half square miles." From then on, national history books unquestioningly took Limasawa as the site of the First Mass.

Even before the Second World War Limasawa (Leyte) as a the site of the First Mass was already contested by a local historian in Butuan. The late Gerardo Domingo already brought the issue to the attention of the National Historical Commision. However it was only after the the the discovery of the Butuan Boats (Balanghai) in Ambangan, Libertad, Butuan City when the issue began to draw attention and interest among historians who do not hail from Butuan.

Aside from historical records including the monument commemorating the First Mass, local historians who have continued to claim that the first mass really took place in Masao have strongly pointed out that the First Mass could have not been in Limasawa Island in Leyte, because, among other reasons, the place has nothing of the agricultural activities (ricefarming) that was described by Pigafetta, the Chronicler of Magellan in his writings.

A significant milestone in the first mass issue was the filing of House Bill No. 2550 "An Act to declare the Site in Masao, Butuan City as the Place where the First Mass in the Philippines was Held, And for Other Purposes" by Representative Charito B. Plaza at the House of Representatives.

Until now, Limasawa in Leyte is still officially recognized by the Philippine Historical Commision as the place were the First Mass was celebrated. A lot of Butuanons and historians are not convinced

A growing number of historians - and plain citizens - are calling for an investigation of factual basis of Limasawa as site of the First Mass on land in the Philippines.

As March 31, 1996 nears - date of the 475th anniversary of the event that marks the beginning of Christianity in this part of the world - serious questions are being raised as to the truth of Limasawa's claim.

Little Footnote

For over 300 years, Butuan City was recognized as the site. Then in 1906, James. A. Robertson in Vol. 33 of his 55-volume magnum opus The Philippine Islands 1493 - 1898 said in footnote 263, "It (Mazaua) is now called the island of Limasawa, and has an area of about ten and one-half square miles." This tiny footnote, never explained nor elaborated was unquestioningly accepted. Up until 1965.

Not Probable

Today grave doubts attend the claim of Limasawa. These have to do with latitude, distance, time of arrival of the fleet, shape and size of the island of Limasawa compared to Mazaua, the name Mazaua, other clues Pigafetta wrote that identifies Mazaua such as stilt houses, anchorage, ricefield, all of which do not jibe with Limasawa.

Latitude

According to historian Prof. C. O. Resurreccion all primary sources are practically identical in pinpointing Mazaua's latitude as nine degrees 00 minutes North. "Direct witnesses" are diarist Antonio Pigafetta, Pilot Albo, Pilot Pancaldo ("Roteiro"), and de Brito. Masao, Butuan is exactly at 9 degrees 00 minutes N.

Distance

Pigafetta said the distance from Homonhon to Mazaua was 25 leguas. Between Homonhon and Limasawa is 16.09 leguas. On the other hand, Homonhon to Masao, Butuan City is 24.54 leguas.

Travel Time

Magellan's fleet left Homonhon morning of March 25, 1521 and anchored in Mazaua morning of March 28, more or less some 60 hours of travelling. At an average speed of 1.5 miles per hour, the fleet would reach Limasawa at around 8 in the evening of March 28, whereas it would reach Masao, Butuan at around 3:30 in the morning of March 28, more or less the time indicated by Pigafetta.

Name

All the primary sources named the island starting with the syllable MA, without prefix (syllable before MA). Thus : Pigafetta, Mazaua; de Brito, Mazaba; Maximilianus Transylvanus, Massana; the "Roteiro", Maçangor; Albo, Masava. Except for the French Maçangor; (which is how Mazaua would sound if spoken by a Frenchman), the variations in spelling can be explained in terms of the changes words undergo due to printing limitations and the ignorance of the printer. The letter v used to stand for w and u; while n is u erroneously inverted; b in Mazaba is the ignorant printer (who wasn't at the scene) substitution of the letter v with b.

Worlds Apart

Mazaua and Butuan were ruled separately by two brothers who were close and often visited one another. Their two kingdoms were linked by language, navigation, trade, blood ties, etc. Limasawa and Butuan have no such links. We doubt if Limasawa is Mazaua.

Balanghais

Pigafetta talks of seeing balanghais (wooden boats) in Mazaua. Some five (5) balanghais have been unearthed in Butuan; none in Limasawa.

Size and shape

Mazaua, as seen and as drawn by Pigafetta is a sting ray- shaped island, while Limasawa is a tiny worm-shaped island. More improbable - nay, impossible - is the proposition that Pigafetta's Mazaua, bigger than Bohol which is 1,117 square miles, is equal to Limasawa which is only three square miles!

All the clues as to the identity of Mazaua - distance, latitude, travel time, the name, balanghais, shape and size of Mazaua, stilt houses, anchorage, ricefields,many others -- all exclude Limasawa.

* House on Stilts

Pigafetta says he went up to the palace of Raia Colambu "...built up high from the ground on huge posts of wood and it was necessary to ascend to it by means of ladders." Anyone who's gone to Limasawa would know only a fool builds a stilt house there. In fact, no one does. Houses there are squat, close to the ground as a way against cyclonic winds in this typhoon-prone area. In Butuan, due to floods, stilt houses are common.

* Anchorage

"In the afternoon, we went in the ships [and anchored] near the dwellings of the king." A visit to Limasawa (which historians ought to do as a moral duty) will show that the whole island is hemmed in by the shoals full of corals, rocks and sandbanks. Only light pumpboats, 10 to 20 tons, dare go to shore and they approach it carefully. Magellan's lightest ship, Victoria, 85 tons, would have been wrecked if it got near the king's dwelling.

* Rice farming

Today there is little rice grown in Limasawa. This year no hectarage was planted to rice. What riceland there may have been in March 1521 must have been hillside and therefore subsistence. It's improbable that the crop, if in Limasawa, would have needed the 100 men Magellan sent to help harvest king Colambu's rice crop.

* Sago

Pigafetta talks of cake made from palm tree (sago) flour. There is no sago in Limasawa as it has no estuarine land only where sago will grow. In Butuan, sago (Lumbia) is plentiful, Butuanons even now eat all kinds of fare from sago flour, e.g., kinabul and tinampi.

* Mazaua

Lexicographer Pigafetta heard it [the name] right and so all the other direct witnesses and primary sources.

Adding up the improbabilities -- latitude, distance, travel time, houses on stilts, correct name, shape of Mazaua, size of Mazaua, the anchorage, ricefields -- one ends up with one logical sum: Limasawa cannot be Pigafetta's Mazaua. It never was. It exists only in a tiny footnote whose truth is directly equal to its length.

Butuan City –At past 3pm DILG Secretary Ronaldo Puno arrived at the city hall where members of the Regional Peace & Order Council are waiting to commence its 3rd quarterly for 2009.

The Secretary was briefed of the previous minutes of the meeting by RPOC Chairman, Surigao del Sur Governor Pimentel before giving his speech citing RPOC’s strategies in eliminating the problem on insurgency which contains the following: Development of an Internal Security Operations framework, creation of a technical working and sub-groups for security, good governance and development, and the formulation of a master plan on anti-insurgency for 2009-2010.

The RPOC all over the country are mandated by President Gloria Macapagal Arroyo to address insurgency problems to be able to fully take off and provide quality life to the community.

Secretary Puno mentioned the milestones Pantucan, Compostela Valley has achieved over the years because of community participation by establishing Kalayaan Barangay Programs otherwise known as police auxiliaries or tanods.

Under the program, each barangay are provided with 5 shotguns, their task is to make sure that no armed people would enter the area while the PNP sent in the Special Action Force to assist police auxiliaries.

The Kalayaan Barangay Program ends the insurgency problem of Pantucan, not because of the presence and effort of the PNP and AFP but largely because of community participation.

Secretary Puno happily announced that, “when the government started the Kalayaan Barangay Program there are a total of 100 communist forces in Pantucan, but with the efforts done it is now down to 64 and 36 has already been dismantled in less than 2 years.”

The success of the program will be replicated to other areas including in Caraga Region in so called conflict-affected areas.

Kalayaan Barangays Program aims to put to an end the problem of the communist insurgency by 2010.

BUTUAN CITY, Jun 19, 2009 (Asia Pulse Data Source via COMTEX) -- Department of Interior and Local Government (DILG) Secretary Ronaldo V. Puno said that he is definitely running for Vice President under the administration party merger Lakas-Kampi in the forthcoming May 2010 elections.
Puno, who is KAMPI national president, told local newsmen in an interview here that his running for the country?s number two post was all for the advancement and empowerment of local government units from barangay level, the basic unit of local governance to municipal and provincial level.

Puno told Philippine News Agency he would continue the advocacy of good governance among local government units in the country because it was the national government?s front for effective, better and efficient governance.

Without the barangays, our national agenda for peace and development is nothing because they are the ones closer to the people. There is really a continuing need for sustaining empowerment of different local government units in this country?, Puno said.

Puno was guest speaker of the 3rd Caraga Regional Peace and Order Council meeting held at the People?s Hall of the Butuan City Hall here last Wednesday.

He also inaugurated the first Caraga Philippine National Police Women and Children Protection Center inside Caraga Police Regional Office, one of the country's biggest police offices.

Later in the afternoon, Puno proceeded to Cabadbaran, Agusan del Norte to attend the State of the Province Address of Agusan del Norte Governor Erlpe John Amante.

Puno also attended Agusan del Norte Barangay Night whereby all barangays, including municipal officials of the eleven municipalities of the province, were present to greet the DILG chief.

During his arrival at the Butuan Airport aboard a private plane, the DILG chief was personally met by almost all local officials of Agusan del Norte, headed by Vice Governor Enrico Corvera and League of the Municipal Mayor?s League President Mayor Franklin Lim of Santiago, Agusan del Norte.

Butuan City Vice Mayor Dino Sanchez was also present to greet the DILG secretary as he disembarked from his private plane.

All police and DILG officials in Caraga were also present at the Bancasi Airport.

Personally greeted the DILG head as he disembarked from the plane at the airport tarmac was Caraga Police Regional Director Chief Supt. Jaime Elorita Milla and DILG Caraga Regional Director Rene Burdeos.

Puno served as DILG secretary from April 1999 during Estrada Administration and stayed until January 2000.

In May 2004 elections, Puno was elected Congressman of the First District of Antipolo before joining the Arroyo cabinet. (PNA)

In 1579, Butuan was referred to as a region on the same level as the "province of Mindanao," (i.e., the Cotabato-Lanao area) by Benito de Mendiola, notary of the Spanish fleet sent to subdue southern Philippines.

The historian Fray Luis de Jesus did the same in 1681, writing that: "Our religious (the Recollect Fathers) are preaching in the province of Butuan...". By the latter part of the Spanish Colonialization period, at about 1850, Butuan was described thus : The poblacion was situated along the Butuan River, one-and-a-half legua from Butuan Bay. It had as barrios the settlements of Tubay, Nasipit, Linao, Gibong and Talacogon, together with those that would later comprise the whole province of Agusan.

When the province of Agusan was created in 1907, it was composed of the sub-provinces of Butuan and Bukidnon.

sorry, there's been a mistake, kadtong mga gipang-excavate along Montilla Boulevard are huge canals man diay to prevent flooding on the other lane kay pirmi ra baha-on sa pikas labi na sa tig-ulan ug bagyo, unlike sa other lane nga naa namay canals... :ohno: since the boulevard will no longer be widened, we'll just hope that they would 'sapaw' the concrete with asphalt. :ohno:

Your pup in your avie is sooo cute. Our pet Bunny is not caged. She's just inside the house and roams the whole place like a real pet :lol: everytime she sees me resting, tapad pud siya higda..hehehe. The reason why we had to return her to her original owner is because asthmatic mga tao diri and her presence triggered frequent attacks of allergies :ohno: sayang..huhuhu.

By the way, I happen to pass by NATASHA building yeterday, uy hapit naman diay nahuman. I also noticed an on-going construction in that same area.Maybe another commercial building? Just didn't get the chance to take pics...tsktsk :ohno:

Maybe, the server plugged into regjeex's computer are blocking those image hosting sites (e.g. Photobucket, ImageShack, TinyPic, etc). Images uploaded on ImageShack.com can't be viewed by regjeex because his company's server could be blocking it..or other image uploading websites.

The Phivolcs said the tremor was struck around 10:30 a.m. at 23 kilometers north of Prosperidad, Agusan del Norte. It has a depth of 3 kilometers.

The agency said the earthquake was felt at Intensity 2 in Butuan City and San Agustin, Surigao del Sur.

Its built in the 90's located in Montilla Boulevard and is owned by Carl Patricks before. It is the tallest in Butuan but Carl Patricks went down so they have to close and the building became abadonned for a short period of time until ORIX Metro and Metro Bank acquired the building and established a bank in the first floor. But Metro Bank transferred and today, the condominium conversion has already begun. FRANZ-BXU

yes, we have no other choice actually...hehehe. GMall houses 4 movie theaters, that at least is good enough for now...:lol:

By the way, that flyover project will probably have to be put on hold. There was this move by the LGU's to divert the funding to farm and market road. Let's wait for BOB, he's the one who can best explain this to you :)

Ganahan baya ko sa Otis Mall Theatre, pero murag smaller lang kaysa Gaisano yet comfortable ug barato ang ticket. Nakahinumdom raba ko sa una nga didto mi nagtan-aw ni uncle bob ug King Kong hahaah but I think wala na sila ga-operate kay tan-awa ra ang gawas sa mall, wala may nakabutang nga 'Now Showing' ug 'Next Picture', pasabot ana, their movie theatre is no longer operating. :ohno:

Wala naman gani gusto mo-adto sa mga oldies and uncomfortable theatres like MAYA CINEMA nga igang ug baho, tua ra diay sa Gaisano kay mahal per head pero sulit man sab kay grabe ka bugnaw sa aircon, dako ang screen, comfortable seats, dali ra pod ka makapalit ug mga snacks hahahaahaah

Of course they're still continuing to sprout all over. There are other houses which are still under construction as seen in those pics I just posted. All houses have the same design. If you have a friend who lives in there, confusion will suddenly grab your mind.

Maybe, maybe karl. All kinds of trucks such as heavy trucks or trucks with heavy load were re-routed to the new bridge a year ago so the problem could have been solved by DPWH.

As of now, Cabadbaran is a municipality and the capital of Agusan del Norte. Dale Corvera filed a motion for reconsideration to retrieve Cabadbaran's cityhood. I don't know kung na-approve naba. Sayang, Mayor Corvera has many plans for the future of Cabadbaran.

i took the national highway after or before cabadbaran proper (i forget) you turn left if going to surigao... they have beaches also for weekend retreat from the buzzling city life...

I just wanna clarify about Butuan City.. that i think is no longer under of Agusan del Norte.. Cabadbaran is a capital of ADN... So Butuan is Butuan City only not Agusan del Norte anymore IMO.. because as a resident of BXU we've never voted Governors, board memebers etc. I think Butuan City, Caraga IMO not ADN... or whatever.... hehehehehe samoka oi...:cheers::cheers: Let us give chance to Cabadbaran as a capital of ADN.... Caraga is not only helping the capital city but the entire region as well.. not like other region that they only focus on the capital city.... :ohno::ohno:

Yup, sakto ka sir filino, gibawi ang cityhood sa Cabadbaran because of low income, low population or for some other reason. As of now, Cabadbaran is a municipality and the capital of Agusan del Norte. Dale Corvera filed a motion for reconsideration to retrieve Cabadbaran's cityhood. I don't know kung na-approve naba. Sayang, Mayor Corvera has many plans for the future of Cabadbaran.

im afraid with finality na ang decision nan SC. anyway, it's better to be a Municipality na murag City nya bibo than to be a City na murag municipality.
