Speaking before the 5th Mindanao Educators Congress in Butuan City, Lapus said that though it would be difficult to meet the target, he is optimistic that educators in the country can achieve it. "Still we have a lot of work to do, if we really want to achieve Education For All (EFA) goals by 2015," he said. Lapus said that by next year, the department should already reach 94 percent participation rate of students in elementary and 72 percent for high schools. The Department of Education (DepEd) also aims to attain a cohort survival rate of 81 percent in elementary pupils while 90 percent for the high school level. “DepEd also aims to reach completion rate of 79 percent for elementary and 85 percent for high school and to reduce our dropout rates by 4 percent for elementary and 2 percent for high school,” Lapus added. He said that DepEd will be coordinating closely with United Nations Educational, Scientific and Cultural Organization, “so that the two institutions can share information better, leading to a more accurate assessment of the country’s standing in terms of the EFA goals.” “We expect that in simultaneous and coordinated change, we would produce better results than the fragmented and pilot-based initiatives that were abundant in the past,” the DepEd chief said. At last, nakatabok na gyud ko sa pikas side. I've seen so many developments going on, such as the Filinvest Homes Subdivision, the Flying V station, the 4-lane extension, and commercial arcades. I think there are more projects which I just can't recall kay wala pod kaayo ko ka-explore sa Ampayon areas unya kay didto pod mi sa sulod sa seminaryo. It was announced by RAFID Division of DA Caraga that since its implementation in 2008 until June of this year, displaced workers in the region have availed the government’s livelihood and employment program. Aside from this, a total of 120 kilometers farm to market roads were rehabilitated and 24 flat bed driers were funded and awarded to farmer beneficiaries. DA Caraga likewise successfully generated jobs through their continuous implementation of hard infra-projects like irrigation, drying pavement and opportunities from organic farms established in the entire region. During Monday’s first day of enrollment of all public schools nationwide, thousands of students, others accompanied by parents eased their way to see the bulletin board to look for their respective room assignments based on year level per section as school officials of ANHS announced, the enrollment will be made in respective classrooms to have an orderly and fast track enrollment process. Mr. Esterioso expects to obtain more or less 9,000 students for this school year. The school at present has a total of 78 classrooms with an additional 4 classrooms in the on-going construction of a 2-storey building, funded by the World Bank, which is due for completion within this year. Principal Esterioso likewise reiterates the “No Collection Policy” from parents and enrollees during the enrollment period citing the order issued by the Department of Educaimage-16tion. He also stressed that relative to the Dep Ed order, collections that may be made on voluntary basis by the PTA’s/Red Cross, and other fees, the non-payment of such contribution by the parent-member shall not be a basis for non-admission. Andres Centino of the 26th Infantry Battalion, Philippine Army during the Provincial Peace and Order meeting recently, these camps were located in Barangays Bunaguit, Balobo, Agsabo, Maasin, Kasiklan and Kinamaybay areas, all in Esperanza town. "These camps, as you can see in the map, are very near each other. While we were operating and chasing the enemy, we overrun the first camp and discovered some subversive documents, ammunitions, and personal paraphernalia of the rebels. The first camp we discovered can accommodate around 50 persons. But as our operations continue and as we follow the traces of the enemy, we discovered that the area of around 20 kilometers radius are hiding not only an ordinary camp, but a complex of seven camps maybe used by the rebels when they conduct regional and even Mindanao-wide meetings and conferences," Col. Mario Bongay, a restorer at the Balanghai Shrine since 1993, said radiocarbon tests administered by Japanese experts on one of these boats suggested that the wooden boat could have existed as early as 320 AD. Another boat was carbon dated to be more than 1000 years old. The National Museum in Manila houses the other boat. No other remains of the ancient boats, locally known as balanghais, were found elsewhere. These archaeological findings in Butuan prompted former President Corazon Aquino to issue in 1987 Proclamation No. 86, which declared the boats, locally known as balanghais, as national cultural treasures and the sites where they were discovered as archaeological sites. However, Leonides Theresa Plaza, chairperson of the Caraga regional tourism council admitted that the Balanghai Shrine is at a “dilapidated” state, threatening the restoration of what is perhaps the most important evidence of pre-Hispanic Filipino civilization. Plaza said they are now talking with the National Museum on how to improve the Balanghai Shrine, and signed a memorandum of agreement, where the local government of Butuan can help finance the upgrading of the facilities. Tourism Secretary Joseph Ace Durano, who graced the celebration of Araw ng Caraga, also cited the need to improve the Balanghai Shrine. Durano said his office also contributed P2.5 million for a project of the Butuan city government to promote its Balanghai tradition. The city government of Butuan is undertaking a P7-million project to launch within six months the so-called Agusan river cruise on board replicas of Balanghais. Durano said the project is expected to drive tourism activities not only in Butuan, but also in the whole Caraga region (Region XIII), which apart from its historical value is being promoted as an adventure tourism destination. Aside from the Balanghai Shrine, other major attractions in Caraga are the surfing destination of Siargao, the Agusan Marsh wildlife sanctuary, Lake Mainit, Bucas Grande Island, Mount Hilong Hilong, and Tinuy-an Falls. Cecilia Lopez, an assistant regional director of the National Economic and Development Authority in Caraga, said the growth of tourism in the region is proving to be beneficial for the expansion of various industries. Oldest tree now a tourist destination BUTUAN City – The country’s oldest tree is now officially a tourist destination, after the Department of Tourism installed a tourist center near the 500-year-old Bitaog tree in Magallanes, Agusan del Norte. Officials of the provincial government of Agusan del Norte and the Department of Tourism inaugurated over the weekend the tourist center to accommodate some 200 daily visitors in the village of Caloc-an in Magallanes to view the tree, which in June 1998, was declared Philippine Centennial Tree. “This 500-year-old tree has witnessed more stories than Jun Lozada,” Agusan del Norte Governor Erlpe John Amante said in jest. Lozada is the new Senate witness in the ongoing investigation into the alleged anomalous deal between the government and Chinese firm ZTE Corp. for a national broadband network project. Local historian Florante More, who nominated the Bitaog tree (Calophyllum inophyllum) as the oldest tree in 1998, said the trunk of the tree measures 290 centimeters in diameter. The Bitaog tree, however, is much younger compared to the oldest known tree in the world, a Great Basin bristlecone pine located in California’s White Mountains and is popularly known as the Methuselah tree. It is believed to be more than 4,700 years old. Aside from the Bitaog tree, Magallanes town, named after explorer Ferdinand Magellan, also takes pride of its rich history. More said the first Catholic mass was actually celebrated in Magallanes on April 8, 1521, and not in Limasawa. More said a proof of this is the marker erected during the time of Spanish District Governor Jose Maria Carvallo in 1873, commemorating the first mass in Magallanes. Two places in Agusan were actually contesting Limasawa’s claim – a site in Magallanes at the mouth of the 350-kilometer Agusan River and the Easter Mass Eco Park in Butuan City , where a large cross was erected to commemorate the first mass. Greg Hontiveros, author of the book “Butuan of a Thousand Years”, however, said Butuan hosted a thriving civilization even before the Spaniards came in 1521. “By the time the Spaniards came, Butuan as a trading port was in fact already on the decline,” he said. Hontiveros said wooden plank-build and edge-pegged boats believed to be more than a thousand years old were excavated from Barangay Libertad. One of the boats, called Balangay 1 was carbon dated to be more than 1,600 year old. Its relics suggest that the boat measured 15 meters in length and 3 meters wide across the beam. There are at least 21 historians (majority of whom are Spanish)whose published historical writings during the period 1663 to 1911 with some under new editions (1961 and 1963) hold that Butuan was the site of the First Mass. In fact a historical marker was even made by the local church in 1872 as a remembrance to this so called first mass in a place at the mouth of Agusan River in what is now part of the municipality of Magallanes, Agusan del Norte (Please see history of the Municipality in Old Agusan in this website). Confusion, however, set in when American James A. Robertson in 1906 put a footnote (263) in his book The Philippine Islands 1493 - 1898 stating "It (Mazaua) is now called the island of Limasawa, and has an area of about ten and one-half square miles." From then on, national history books unquestioningly took Limasawa as the site of the First Mass. Even before the Second World War Limasawa (Leyte) as a the site of the First Mass was already contested by a local historian in Butuan. The late Gerardo Domingo already brought the issue to the attention of the National Historical Commision. However it was only after the the the discovery of the Butuan Boats (Balanghai) in Ambangan, Libertad, Butuan City when the issue began to draw attention and interest among historians who do not hail from Butuan. Aside from historical records including the monument commemorating the First Mass, local historians who have continued to claim that the first mass really took place in Masao have strongly pointed out that the First Mass could have not been in Limasawa Island in Leyte, because, among other reasons, the place has nothing of the agricultural activities (ricefarming) that was described by Pigafetta, the Chronicler of Magellan in his writings. A significant milestone in the first mass issue was the filing of House Bill No. 2550 "An Act to declare the Site in Masao, Butuan City as the Place where the First Mass in the Philippines was Held, And for Other Purposes" by Representative Charito B. Plaza at the House of Representatives. Until now, Limasawa in Leyte is still officially recognized by the Philippine Historical Commision as the place were the First Mass was celebrated. As March 31, 1996 nears - date of the 475th anniversary of the event that marks the beginning of Christianity in this part of the world - serious questions are being raised as to the truth of Limasawa's claim. Little Footnote For over 300 years, Butuan City was recognized as the site. Then in 1906, James. A. Robertson in Vol. 33 of his 55-volume magnum opus The Philippine Islands 1493 - 1898 said in footnote 263, "It (Mazaua) is now called the island of Limasawa, and has an area of about ten and one-half square miles." This tiny footnote, never explained nor elaborated was unquestioningly accepted. Up until 1965. Not Probable Today grave doubts attend the claim of Limasawa. These have to do with latitude, distance, time of arrival of the fleet, shape and size of the island of Limasawa compared to Mazaua, the name Mazaua, other clues Pigafetta wrote that identifies Mazaua such as stilt houses, anchorage, ricefield, all of which do not jibe with Limasawa. Latitude According to historian Prof. C. O. Resurreccion all primary sources are practically identical in pinpointing Mazaua's latitude as nine degrees 00 minutes North. "Direct witnesses" are diarist Antonio Pigafetta, Pilot Albo, Pilot Pancaldo ("Roteiro"), and de Brito. Masao, Butuan is exactly at 9 degrees 00 minutes N. Distance Pigafetta said the distance from Homonhon to Mazaua was 25 leguas. Between Homonhon and Limasawa is 16.09 leguas. On the other hand, Homonhon to Masao, Butuan City is 24.54 leguas. Travel Time Magellan's fleet left Homonhon morning of March 25, 1521 and anchored in Mazaua morning of March 28, more or less some 60 hours of travelling. At an average speed of 1.5 miles per hour, the fleet would reach Limasawa at around 8 in the evening of March 28, whereas it would reach Masao, Butuan at around 3:30 in the morning of March 28, more or less the time indicated by Pigafetta. Name All the primary sources named the island starting with the syllable MA, without prefix (syllable before MA). Except for the French Maçangor; (which is how Mazaua would sound if spoken by a Frenchman), the variations in spelling can be explained in terms of the changes words undergo due to printing limitations and the ignorance of the printer. The letter v used to stand for w and u; while n is u erroneously inverted; b in Mazaba is the ignorant printer (who wasn't at the scene) substitution of the letter v with b. Worlds Apart Mazaua and Butuan were ruled separately by two brothers who were close and often visited one another. Their two kingdoms were linked by language, navigation, trade, blood ties, etc. Limasawa and Butuan have no such links. We doubt if Limasawa is Mazaua. Balanghais Pigafetta talks of seeing balanghais (wooden boats) in Mazaua. Some five (5) balanghais have been unearthed in Butuan; none in Limasawa. Size and shape Mazaua, as seen and as drawn by Pigafetta is a sting ray- shaped island, while Limasawa is a tiny worm-shaped island. More improbable - nay, impossible - is the proposition that Pigafetta's Mazaua, bigger than Bohol which is 1,117 square miles, is equal to Limasawa which is only three square miles! All the clues as to the identity of Mazaua - distance, latitude, travel time, the name, balanghais, shape and size of Mazaua, stilt houses, anchorage, ricefields,many others -- all exclude Limasawa. * House on Stilts Pigafetta says he went up to the palace of Raia Colambu "...built up high from the ground on huge posts of wood and it was necessary to ascend to it by means of ladders." Anyone who's gone to Limasawa would know only a fool builds a stilt house there. In fact, no one does. Houses there are squat, close to the ground as a way against cyclonic winds in this typhoon-prone area. In Butuan, due to floods, stilt houses are common. * Anchorage "In the afternoon, we went in the ships [and anchored] near the dwellings of the king." A visit to Limasawa (which historians ought to do as a moral duty) will show that the whole island is hemmed in by the shoals full of corals, rocks and sandbanks. Only light pumpboats, 10 to 20 tons, dare go to shore and they approach it carefully. Magellan's lightest ship, Victoria, 85 tons, would have been wrecked if it got near the king's dwelling. * Rice farming Today there is little rice grown in Limasawa. This year no hectarage was planted to rice. What riceland there may have been in March 1521 must have been hillside and therefore subsistence. It's improbable that the crop, if in Limasawa, would have needed the 100 men Magellan sent to help harvest king Colambu's rice crop. * Sago Pigafetta talks of cake made from palm tree (sago) flour. There is no sago in Limasawa as it has no estuarine land only where sago will grow. In Butuan, sago (Lumbia) is plentiful, Butuanons even now eat all kinds of fare from sago flour, e.g., kinabul and tinampi. * Mazaua Lexicographer Pigafetta heard it [the name] right and so all the other direct witnesses and primary sources. Adding up the improbabilities -- latitude, distance, travel time, houses on stilts, correct name, shape of Mazaua, size of Mazaua, the anchorage, ricefields -- one ends up with one logical sum: Limasawa cannot be Pigafetta's Mazaua. It never was. It exists only in a tiny footnote whose truth is directly equal to its length. The RPOC all over the country are mandated by President Gloria Macapagal Arroyo to address insurgency problems to be able to fully take off and provide quality life to the community. Secretary Puno mentioned the milestones Pantucan, Compostela Valley has achieved over the years because of community participation by establishing Kalayaan Barangay Programs otherwise known as police auxiliaries or tanods. Under the program, each barangay are provided with 5 shotguns, their task is to make sure that no armed people would enter the area while the PNP sent in the Special Action Force to assist police auxiliaries. The Kalayaan Barangay Program ends the insurgency problem of Pantucan, not because of the presence and effort of the PNP and AFP but largely because of community participation. Secretary Puno happily announced that, “when the government started the Kalayaan Barangay Program there are a total of 100 communist forces in Pantucan, but with the efforts done it is now down to 64 and 36 has already been dismantled in less than 2 years.” The success of the program will be replicated to other areas including in Caraga Region in so called conflict-affected areas. Images uploaded on ImageShack.com can't be viewed by regjeex because his company's server could be blocking it..or other image uploading websites. Its built in the 90's located in Montilla Boulevard and is owned by Carl Patricks before. It is the tallest in Butuan but Carl Patricks went down so they have to close and the building became abadonned for a short period of time until ORIX Metro and Metro Bank acquired the building and established a bank in the first floor.
