Im looking forward to Asian Spirit by... I hop they will acquire not the DC - 9's but more on AVRO RJ(X) - 85 or RJ(X) - 100. Two of my most favorite aircrafts. hehe... They already acquired 1(?) RJ for some of their routes including manila - palau via Davao. I hope Asian Spirit will also acquire more of it and replace their old planes... :)

Creation of 12 new cities approved

The Senate approved yesterday 12 House of Representatives bills creating 12 cities throughout the country.


Before this legislative fiat, there were 118 cities in the nation. This brings to 130 the total number of cities in the Philippines.

This came after Sen. Alfredo S. Lim, chairman of the Senate Local Government Committee, successfully led on the Senate floor the approval of the 12 House bills that had not been approved by three past Congresses.

Lim said the attainment to cityhood of these municipalities would have a beneficial effect on their future as they can now undertake their own infrastructure projects as investors are likely to go to cities.

A former Manila mayor, Lim said these new cities would also get bigger Internal Revenue Allotment (IRA) from the national government depending on their population and area.

Last Monday, the Senate passed a House bill converting San Juan, Metro Manila, the hometown of former President Joseph Estrada, into a city.

The 12 new cities are Baybay (Leyte), Tayabas (Quezon), Catbalogan (Samar), Lamitan (Basilan), Tandag (Surigao del Sur), Tabuk (Kalinga), Batac (Ilocos Norte), Carcar (Cebu), Bayugan (Agusan del Sur), Cabadbaran (Agusan del Norte), Borongan (Eastern Samar), and Bogo (Cebu).

Each of these 12 cities, according to Lim, has all the requisites for conversion into a component city based on the old requirements under Section 450 of the Local Government Code prior to its amendment by Republic Act (RA) 9009.

These requirements, Lim said, are:

1. An average annual income as certified by the Department of Finance of at least R20 million for the last two consecutive years based on 1991 constant prices.

2. It has a contiguous territory of at least 100 square kilometers as certified by the Bureau of Land Management (BLM).

3. It has a population of not less than 150,000 as certified by the National Statistics Office (NSO).

Lim said all the 12 were categorized as first-class municipalities with gross income of at least R70 million as of the 2005 Commission on Audit (CoA) report.

So all in all, 6 cities na ang Caraga Region:

Agusan del Norte:
BUTUAN CITY
City of Cabadbaran

Agusan del Sur:
City of Bayugan

Surigao del Norte:
SURIGAO CITY

Surigao del Sur:

they will not be shared within a specific provincial unit nor region, but would be divided among the national level.

pero they will divide it/allocating the IRA according to income class,population size etc.

The whole Caraga Region will still experience scattered rainshowers and thunderstorms due to Inter Tropical Convergence Zone or ITCZ.

Butuan City, though mostly cloudy the whole day, will still have a high of 23 degrees Celsius.

While Surigao and Tandag Cities will have 21 degrees Celsius.

Bayugan and Cabadbaran cities, on the other hand, will have a slightly cooler temperature of 19 degrees Celsius..

yes, but I think the Chans are not too keen of aggressively pursuing the case kay dugay na kaayo and the cost of the civil case is escalating considering the number of occupants/claimants sa property.

I think the case of the Chans with the Stephen Gaisano is not yet resolved because that contested property near Caraga Square and Otis Superstore at Montilla Blvd. Aquino ave is still untouched by both groups.

the issue started when in 1987, Stephen Gaisano bought the lot adjacent to Otis. but the property has a problem with frontage becasue the Chans owned this strip of land along JC Aquino. so a court case ensued because Otis built a permanent 2 storey structure thus obstructing Gaisano's frontage. That Gaisano (coined as Gaisano Department Store at that time) is a planned 5 level department store sana.

out of the 12, majority of which are in CARAGA Region. I beleived its a demographic trend already in the region that there seems to be a shift of people from rural to urbanizing towns.

though not directly implicated, the conversion of these cities could be a reflection of rural prosperity brought about by an increase in income and opportunities which the region is beginning to experience.

the region is urbanizing, so as its main city of Butuan is 'metropolizing' ^^

Abi nako ug macity na karon ang Tagoloan, dili pa diay, kulang pa ang ga requisites para gawin city. Actually, towns around CDO (Tagoloan, Villanueva, Claveria in the East and Opol, El Salvador in the west) are planned and being filed in the Congress to make them city.

yup. its main office is located at 67 - 80 floors Balanghai Tower,Butuan bypass road, near 2nd magsaysay bridge. Balanghai Tower is the tallest building in South East Asia.


Its main hub is located at Cebu... they dominate the whole MCIA terminal 3, the most advanced airport terminal in the world.

I think it was 6 years ago when a group of councilors went to Olongapo to study their tranport system there. Then the next time the transport operators knew in Butuan ws that they are mandated to follow color coding for the trikes and jeeps and multicabs. pero the jeeps and multicabs opposed kay gastos mag pa repaint all over.

A sorry... open pa pala? kasi nung umuwi ako jan sa Butuan, nag suroy2x ko sa downtown... tapos, hanap ako makakain.. so i decided to go to tree garden... pero sarado xa when i got there.... tapos kinabukasan, punta parin ako, sarado rin... then the next day din, sarado pa rin... 3 straight days bai... so nag assume nalang ko na sarado na ang tree gardenn dont know why nag sara sila dat time

You are exactly right! This trend is not only going on in the Philippines but happening all over the world. I see it alot here in the United States. More and more people are migrating to the cities because that is where the jobs are. China is experiencing a huge migration from the rural areas to its' cities.

Where my wife and I live in Winston Salem, North Carolina, USA has a population in the city similar to Butuan City but the metro has 1.5 million people. We are only the 33rd largest market in the United States. It is not rapid growth but steady growth. There are alot of Filipinos that live here. We have many big Hospitals. Our Hospitals are recruiting alot of great nurses from the Philippines. There is a huge shortage of nurses here in America. I know two more guys that live here that married ladies from Butuan City.

Our next trip to Butuan City is July 2008. I would like to buy you guys lunch so we can sit down and talk about Butuan City and its' future. My wife and I are thinking about building a house there for when we retire. I am only in my mid thirties and my wife is in her mid twenties so we have a long way to go before we can retire but there is nothing wrong with planning ahead.

You are exactly right! This trend is not only going on in the Philippines but happening all over the world. I see it alot here in the United States. More and more people are migrating to the cities because that is where the jobs are. China is experiencing a huge migration from the rural areas to its' cities.

Where my wife and I live in Winston Salem, North Carolina, USA has a population in the city similar to Butuan City but the metro has 1.5 million people. We are only the 33rd largest market in the United States. It is not rapid growth but steady growth. There are alot of Filipinos that live here. We have many big Hospitals. All Government offices are transferred to Rosales Avenue going to the City Hall. Uniform ang dating... every department has its own building. Maganda kasi ang location nya eh... Rosales Avenue is a good location for the govt offices.. to the north, ang City Hall. to the south, the Capitol.. face to face lang sila... Then along the Commercial Lot, department stores.. or even a Mall is placed there.

The intersection on Rosales Avenue and JC Aquino Avenue (High way), a rotunda is placed. A big park, with a replica of the balanghai placed at the center, with lots of water works. The Gaisano Mall will be extended and will be its largest Mall in Northern Mindanao.

The sports complex in Libertad will be finished and a big stadium will be built there... The Hall of Justice will be renovated. There's BIG lot there along JC Aquino near Hall of Justice... The Bancasi Airport will now become the Balanghai International Airport... I dont care if may international routes ang ma seserve nila... At least international standard ang Airport.... It will have 4 aerobridges, at least 5 times daily flight from manila, then at least 3 times daily flight to cebu, zamboanga and ilo ilo.

Sa City Center, Otis will be number 1 agen, they will reconstruct their old department store and build a big mall sa area nila... the New Society village will be wiped out, Otis mall will also be erected there. The vacant lot near Santos Hospital (old Petron), a big hotel will be placed.... OR another park will do... The crown thrifti mart will an it building. from crown area to the theaters. it will house the call center companies that are present in Butuan. Signages onthe major roads will be placed.... especially along the Montilla Blvd.. Then sa south, where the 2nd Magsaysay Brdige is located (Macapagal Bridge), nan don ang SM. Around SM will be a country club, and villas, o d kaya mga villages na ala Xavier Estates.

Only one flyover will be placed sa Butuan kasi malawak ang mga daan. less traffic. Urios University will now have its kalaban, the SJU, saint Joseph University (SJIT. hehe)

Corregimiento de Butuan in 1579 was established, a political subdivision of the Alcaldia-Mayor de Cebu, making it in one sense the first colonial local government unit in Mindanao.


After 1879, the Butuan pueblo was subjected to the typical Spanish ownplanning. The present-day Rizal Park was the central plaza; to the west was the church, and right across it to the east was the Tribunal. At the north edge of the plaza was a road that ran east for 200 meters all the way to the riverbank where a small pier was located, the principal gateway to Butuan. It was in the second decade of American rule that the provincial government of Agusan built its capitol on the south side of the park. This building would in 1950 become the City Hall after the city charter was passed by Congress. Later, it was converted to a library, and from then on until the present it became the police station. This is Butuan’s last remaining pre-war public building, and there are proposals to restore and convert it into a city museum.


It should not really come as a surprise that, given the deltaic character of Butuan, the ground is soft and soggy, and with the super-abundance of timber, nipa palm, rattan and bamboo versus the distant sources of rocks and coralstones, there are 10 no virtually permanent Spanish colonial buildings that exist. The nearest reference to Butuan’s Spanish heritage is the last remaining huge stone post embraced by the balite tree (and probably its flooring, if this is unearthed in the future) of the old church in Banza. Indeed, because of the dearth of building ruins, Butuan’s past should instead be physically envisaged by its numerous precolonial artifacts and the liturgical paraphernalia of the Spanish era.


There is a tremendous challenge to Butuan on the preservation of its cultural heritage. In 1987, President Corazon Aquino issued Presidential Proclamation 150 designating Butuan City as an Archaeological Site, and the balanghai boat relics as National Cultural Treasures. Last year, the National Commission on Culture and Arts drew up a new Tentative List of sites to be considered for the UNESCO World Heritage Sites, and the Butuan Archaeological Sites was among those included.

Green Bank of Caraga was the former Rural Bank of Nasipit. It is now one of Mindanao's largest micro financing institution with agressive expansion in the Visayas. Next year they will be entering Luzon too.

This is one of the most successful Butuanon enterprise with very strong Mindanao and Visayan presence.

BUTUAN CITY — The four governments of the East ASEAN Growth Area (EAGA) and the private sector are now moving to accelerate development in the identified priority areas, the Mindanao Economic Development Council (MEDco) yesterday said.

MEDco Chair Virgilio Leyretana said that high-level government officials of Brunei Darussalam, Indonesia, Malaysia, and the Philippines, with business community representatives, continuously meet to streamline vital projects in the sub-region.

He said the continuous meeting among the four leaders is also in preparation for the 4th BIMP-EAGA Summit to in November, which will define the roles for government and business in key sectors identified at the last summit on agro-industry and natural resources, tourism, transport, infrastructure, and information and communication technology

And also i know that they also monitor the city's budget whether they can pursue the project or not. And isa pa, Some of these big projects' budget came from the loaned money from japan (i think) and walang connection ang local budget dito... These big projects also are very important in Butuan city to make way for the local economy and tourism to rise.

I hate Mr. Plaza before. But now, wat i see on his projects, is very helpful to Butuan City. D lang nakikita ng mga people directly. but let them wait 3 to 5 yrs from now.

Overpriced ang 7 Billion pesos para sa Magellan Port? I think not... Mahal baya kaayo ang dredging palang daan. and I think ang 7 Billion pesos, kasali na ang maintenance. Mahirap baya i maintain ang port in a river, especially sa Agusan river kasi dali ra mumabaw. Ahehe..

there are already ship calls at the port....dugay na gani

though cargoes lang mostly of that of Escano Lines and some oil bulk cariers and cement cargo ships..

base on my headcount especially late afternoons up to 10 PM, there seems to be a steady flow of coffee drinkers to these shops.

there's this new cafe, Moff's Cafe, they used to run a bar along Ochoa Avenue, but now they are into cafe bizniz. But I havent tried their shop yet.

Then there's this durable cafe shop ( I say durable because its has stood the competition with True Brew who is just nearby)...Minty Passions Cafe...

but I would stick to that espresso paired with the chocolicious lusciously creamy choco monster of Margie's

Good Morning Butuan! Puyat nanaman ako. Im working with my thesis right now. But Anyway, are there any updates sa Butuan City Coliseum? Kasi the city really need it now. Nasunog/Sinunog kasi ang City Gym. wala na mga venue for games/sports and entertainment kundi ang Urios Gym. We have a gym sa Ampayon, ang Normisist Gym, but it's too far away from the city center.

Good Morning Butuan! Puyat nanaman ako. Im working with my thesis right now. But Anyway, are there any updates sa Butuan City Coliseum? Kasi the city really need it now. Nasunog/Sinunog kasi ang City Gym. wala na mga venue for games/sports and entertainment kundi ang Urios Gym. We have a gym sa Ampayon, ang Normisist Gym, but it's too far away from the city center.

And also, wala pa updates about sa Normisist on becoming a state university?

Comelec warns incumbents on use of gov't resources

BUTUAN CITY---Comelec Commissioner Rene Sarmiento warned Wednesday against the use of government resources for campaign purposes.

"Or else they will be dealt with the long arms of the law," Sarmiento told local newsmen Wednesday.

However, Sarmiento clarified that the agency cannot deal with local candidates and incumbents engaged in early campaigning who may use government resources but have not yet filed their certificates of candidacy.

"The Supreme Court has already issued ruling on that, unless candidates filed before Comelec his or her certificate of candidacies, the poll body cannot act on complaints because they are not candidates yet," Sarmiento explained.

"In other words, the Comelec will implement the law against candidates who already filed certificates of candidacy," Sarmiento added.

The Comelec commissioner, however, failed to explain if there are mechanisms on how to implement the ban on use of government properties or vehicles since there is no Memorandum of Agreement signed between the poll agency and the Department of Transportation and Communications (DOTC).

It is not also explained how the police will implement the election code on the ban of government resources or properties, particularly vehicles engaging in partisan politics.

Majority of the incumbent local officials in the Caraga Region, their wives, sons and closest relatives are eyeing public office in the May 14, 2007 local elections.

In May 2004 elections, there were many complaints raised on the rampant use of government vehicles and resources by incumbents seeking re-election or their closest of relatives seeking public office.

Commissioner Sarmiento, PNP Chief Jose Calderon with regional police officials of the PNP and Comelec held a press conference in Butuan City late Wednesday afternoon.

Calderon was the invited guest speaker on the 16th anniversary celebration of the Caraga Police Regional Office.

Calderon, for his part, warned policemen in the region not to use government resources nor engage in partisan politics "or else you will be dealt with the law accordingly."

Calderon said chiefs of police in different municipal police offices or provincial directors in Caraga Region whose relatives are running for office are advised to be relieved as soon as their relatives file their respective certificates of candidacy before Comelec.

"However, police regional directors are exempted," Calderon said but did not explain why.

In the May 2004 elections, the Comelec regional office here officially tallied a total of 1,160,893 registered voters in the four provinces and three cities in Caraga Region

My fellow Butuanons, we must also build to be competitive in attracting conventions and other big events into our city. This is vital to Butuan’s long-term development and economic strength.

Thus, construction workers will put shovels in the ground at a 6 hectare complex that will house the most exciting, commercial, and sports development complex in Butuan’s history, the Butuan City Coliseum, with a capacity of 12,000 people in any one event.

The new South Market will also soon rise for the convenience of our people. We shall also improve the Salvador M. Calo Public Market at the same time see to it that the roads, drainage and toilets are on top condition.

Signs of development are everywhere. Our city experienced a strong building year in 2005 for both residential and commercial construction. There was a total P3.9 Million worth of building permits issued in 2005, with a total P378 Million worth of construction.

Our people are building more houses, with almost 1,500 new housing permits issued last year. Commercial, industrial and institutional construction has also jumped to 198 from 184 in 2004.

Guys my wife and I are looking into building a home in the Butuan area. My wife doesn't want to build a house where she is from in RTR because of the bad water pressure. I told her that I didn't mind taking a bath in the creek like I have done before.:lol: But it is really hard to get water out there sometimes.

So, we are looking into building a home in the city. I have no idea about neighborhoods in the city. I am not even sure where to begin to look. Do you guys know of any websites dealing with developments in Butuan? Any help will be much appreciated.

Are there parking aides sa butuan? I think wala pa eh.. kung meron man, i dont see them.

Grabe talaga ang area dun. Especially during rush hours, one lane nalang ang magagamit mo. So imagine, kung may puj sa harap mo, tapos bigla nalang hihinto kasi may pasahero na bababa o sasakay, e di lahat ng mga vehicles sa likod pati ikaw, walang magawa kundi maghintay sa jeepney. Isa pa, mga tricycle drivers especially sa amy ad curato street, kahit saan nalng hihinto para sa mga pasahero... minsan nga, hihinto lang yan bigla sa gitna ng daan.

I dont like the ropes that the govt placed along AD Curato street. Yung ginawang borders para sa mga private vehicles, jeepneys and tricycles... Nan dun pa rin ba? nakakapangit kasi sa view eh. and nagpapakita lang na wala talaga disiplina ang mga drivers sa Butuan... Not all though. hehe.. im a disciplined driver. hehehe

I usually go to these places so I can speak for their qualities. The poolside bar in Inland is ok but quiet exorbitant in price though.

yup yup yup...the Balanghai Festival which is a month long celebration for the whole month of May is display of the cultural distinction of Butuan being the ancient trading post this part of Asia long before this country was discovered as Filipinas.

there will be a lot of street parties to booze...and concerts too.

I suggest you also arrange a cultural-historical tour of the city...inorder to feel Butuan more.:) ^^

same here, been to most places in Luzon than here in Mindanao..my roots came from Luzon..and my parents are not natives of Butuan. we are just part of the burgeoning Butuan migrant population

I have been to Lingayen many times in fact there's one barangay there na halos kamag-anak nako.

There are a lot of changes, already around Pangasinan, Urdaneta for example has been transformed from a sleepy town to bustling trading center even contesting Dagupan...

Cabadbaran is awaiting final approval re its conversion to city status. There has been a motion by League of Cities at the Suprme Court re the legality of the recent law both acted upon by both houses re the conversion of some cities in the country including Cabadbaran..

10,000 and 1 other objects left at Mazaua by 16th century voyages waiting to be dug

The many recorded voyages to Mazaua during the Age of Sail in the Renaissance period--Fernam de Magalhains in 1521, Gines de Mafra in 1543, Garcia Lopez de Escalante in 1544, and various Portuguese incursions there including the almost total annihilation of Mazaua's inhabitants by the Portuguese seaborne power just before the coming of the Spanish colonizer Miguel Lopez de Legazpi--and those almost unrecorded but for generalized references...these surely left material objects that are just waiting to be dug out by archaeologists.

The Magellan voyage left a full list of official objects carried by the fleet. The list is conserved in Seville's museum under the general appelation of "Papeles de Molucca." This is published in F.H.H . Guillemard's The Life of Ferdinand Magellan and the First Circumnavigation of the Globe, 1480-1521. Among the items in the list are:

20 quintals of quicksilver
30 quintals of vermilion
100 quintals of alum
30 pieces valuable coloured cloth at 4000 ms. per piece
20 lbs. of saffron
3 pieces "veintenes," silver, red, and yellow
1 piece Valencia stuff
2 pieces of coloured velvets
200 common red caps
200 coloured kerchiefs
1000 maravedis-worth of combs
200 quintals of lump copper
2000 brass bracelets
2000 copper bracelets
10,000 bundles of yellow matamundo
200 small brass basins of two sorts
2 dozen large basins
20,000 small bells of three kinds

There were other objects any or some of which could have been left behind through negligence, among these:

1 wooden astrolabe made by the said Ruy Falero
1 planisphere
6 metal astrolabes
15 compass needles
15 wooden quadrants, bronze-fitted
Gilt compass in a box
Leather case for the planisphere
12 hour-glasses
2 compass needles owned by Magellan himself
6 pairs of compasses
4 large boxes for four compasses which Falero had made
16 compass needles and six hour-glasses sent by Bernaldino del Castillo from Cadiz

I have not been able to procure a list of what the ships of Gines de Mafra, Garcia de Escalante, etc. may have brought.

The search for Mazaua will ultimately hinge on the discovery of some of these objects.

It's certain none of these will be found in Limasawa, the isle whose name was invented from out of thin air by Fr. Francisco Combes, S.J., who had not read a single eyewitness account, who had rejected the faithful account of the isle of Mazaua by Antonio de Herrera in favor of the false account by Gian Battista Ramusio who said erroneously that the anchorage of Magellan's fleet in March-April 1521 was in Butuan, which is not an isle.

The notion Limasawa is Mazaua is akin to asserting a mathematical axiom that 1 plus 1 equals 3. Or, the other axiom, that Butuan is Mazaua which is like saying 1 plus 1 equals 4. Mazaua was an isle with a great anchorage, Limasawa is an isle that has no anchorage and nothing of 31 or so features of Mazaua including size, shape, latitude, distance from Homonghon, etc. etc. Butuan is not an isle.

It may be asked, can the National Historical Institute pass judgment on the historiographical truth of Mazaua as defined by my paper presented before The Society for the History of Discoveries at Washington DC? And also, gusto ko nang sumakay blaik ng eroplano manila to butuan route... i miss the approach ng plane sa butuan runway... i really feel that im at home... aaaahhhh!!!

Cabadbaran is awaiting final approval re its conversion to city status. There has been a motion by League of Cities at the Suprme Court re the legality of the recent law both acted upon by both houses re the conversion of some cities in the country including Cabadbaran..

Just busy because of school. I only have a little time to surf the net before because I'm dead tired after school.

thats good news for cabadbaran, hope I can visit there this summer ;) my uncle said that a lot of things has change there.

I was born in Cabadbaran but grew up in Manila. But my roots can be traced back to Dumaguete (grandfather) and Tubigon, Bohol (grandmother) but I have a lot of relatives in Cabadbaran & Butuan. Oh! by the way that's on my mother side, my father is Singaporean. ;)

DTI bats for creation of CWDs in RLAs, business firms

BUTUAN CITY (February 16) -- The Department of Trade and Industry (DTI) now pushes for the development of consumer welfare desks (CWDs) in every regional line agencies (RLAs) and business establishments to address the speedy resolution of complaints.

The creation of CWDs is in response to the government’s mandate to amicably settle issues and complaints at the lower level to avoid delay in solving the problem. It will also help consumers avoid the hassle and burden of having to file complaints or cases in court.

Personnel manning CWDs will serve as mediation and arbitration or dispute officers. They will serve as the focal persons where complaints for a particular agency will be lodged so as to avoid confusion and delay in addressing the complaints.

CWDs will be authorized to accept complaints from other agencies as well as receive and direct complaints to other agencies. To facilitate the networking of these CWDs, DTI came up with a Complaint Endorsement Slip where complaints should be recorded and then forwarded to concerned agencies.

This move is part of the strengthening of the Consumernet, a government initiated organization under the auspices of the Department of Trade and Industry committed to protect consumer’s rights.

To prepare CWDs for the job ahead, several activities were lined up for 2007. These activities include Alternative Dispaute Resolution Training, Capability Building Seminar for CWDs, and Capability Enhancement of Resource Speakers Pool.

Other activities include Consumernet briefings, search for best consumer welfare desks, consumer welfare month celebration, quarterly price monitoring of all basic commodities including petroleum products, and calibration of gasoline dispensing pumps.

Also included in the 2007 calendar of activities is the advocacy or information drive in schools, monthly updates on consumer tips and establishment of office consumer bulletins or cork boards. (PIA-13

Nope! Engineering student po ako.. hehe.. Actually, it's called Project Design... Pero aka thesis na rin kasi requirement for gradaution.. hehe... Thesis namin, Robot Soccer.. Two mobile robots playing soccer... they have their own AI na rin. hehe

Have you heard about reviving the Butuanon dialect? When i was in high school kasi (a year ago.. wahahaha! joke), there's this project from an NGO na nagkakalap sila ng Butuanon words, and also they search for villages or society sa Butuan/Agusan that still uses Butuanon... May nakita sila... then i aaply daw nila sa local schools ng Butuan para ma revive ang Butuanon dialect... But until now, wala parin...


out na muna ako... have to gather data sa robots ang image processing.. hhehe

I think theres this group that seeks to revive old and endangered dialects like the Butuanon. the group is headed by a bacoleno who happens to practice his medical craft in the city...have you heard of SOLFED?

reviving the Butuanon tounge is difficult...its so hard na kase because the bulk of the population are migrants from other areas.
