I presume you have not really been there this recently mayapay...If you just set foot around that resort, you will notice that a lot of new tree species have been planted around it and going towards it...before the resort's existence....only barren wasteland with no eco-tourism value can be derived from the area... this the reason why almost every two months people from all sectors of the city troop up its slopes to plant new tree species...
There is no other mountain here in mindanao that has moved a huge number of its citizens to the call of preservation other than what is now being done in your mount mayapay

FYI, there is now such thing as eco-tourism...promoting tourism with emphAsis on the preservation of nature...and that's what been implemented in Mayapay...anywhere you go..from the barren busay hillls of cebu...to the slopes of Apo...or to taal....you can always now find eco-tourism facilities..

we should look at Mt. Mayapay as a pro-preserving eco-tourism site...not just as a source of division where a few grandstand and seek the extra noise mileage in the sacrifice of development :) and worse.. political mileage

we are even fortunate in Butuan for striving real hard in making this huge preservation move by its citizens...unlike in other places...there may not be eco-tourism resorts...but they are buldozed off to became mining pits

instead of cursing and finger pointing, why not join the bandwagon and start planting in our dear Mount Mayapay?

Lake Mainit Circumferential Road Now A National Road

The Sangguniang Panlalawigan approves recently a resolution for the conversion of Lake Mainit Circumferential Road from provincial/barangay roads into a national road.

Hon. Erlpe John M. Amante receives a letter from Hon. Maria Valentina G. Plaza, Governor of Agusan del Sur and Chairman of the Infrastructure Development Committee informing him about the recommendation submitted by the Regional Development Council (RDC) – Infrastructure Development Committee (IDC) that the IDC secretariat shall draft a joint resolution by the provinces of Agusan del Norte and Surigao del Norte to convert Lake Mainit Circumferentail Road into a national road.

Geographically, the Lake Mainit Circumferential roads connect the said two provinces through the coastal area of Lake Mainit. It is located in the jurisdiction of four lakeshore municipalities, namely, Mainit and Alegria of Surigao del Norte and Kitcharao and Jabonga of Agusan del Norte.

The concerned municipalities believed that once this project is pushed through this will promote trade and tourism and eventually will impel socio-economic progress in their areas.

Knowing the benefits that the province of Agusan del Norte and its neighboring province will derive with this conversion, the committee headed by Hon. Aquino W. Gambe highly recommends to the body for approval the proposal of Infrastructure Development Committee, RDC -IDC Caraga region. (FRJayoma)

Tubay Agricultural Processing Center Special Economic Zone (TAPCEN-SEZ)

Assisted by the municipality of Tubay and the province of Agusan del Norte, is a project of the AMS Group of companies and is being run by its real estate properties management and development affiliate, the AMSOR Development Corporation.

there is also this rumor that Robinsons group is negotiating for more additional adjacent properties around their present property in Libertad....

this would be a huge project and it is very ideal to the commuting public imagine cagayan to davao it will only takes 3hours more or less by high speed train... i hope this project will push through soon..

I think they will be starting first between Iligan-CDO lines....the rest I believe will be a haphazard wits and influence battle among influential Mindanao leaders....I can sense many revisions regarding the phases and stages of who will be the next line or who will be the next point to be connected....:ohno::bash:...in which vote-rich Davao and Cotabato regions have the upper hand over that of the other Mindanao regions

One of my friend, currently living in Germany wants to franchise one of these food chains... please give me some details.... She want to invest in BXU... kay gusto nila mag migrate na sa BXU... big timer ni sila kay her hubby is one of the directors in huge a chemical company in Germany and will retire soon... she probably get a unit sa filinvest....

Accordingly, he expects civil works on the first segment from Cagayan de Oro to Laguindingan, where the Laguindingan Airport is currently being constructed. After the CDO-Laguindingan line, the Laguindingan-Iligan segment will follow, then Iligan-Linamon and CDO-Jasaan. This first phase of the project consists of a 120 kilometer stretch of railway that will pass through the Cagayan de Oro-Iligan industrial corridor. Some 45 tunnels and bridges will be constructed along this phase with a total length of 25 kilometers.

The initial plan of the Transportation agency was to connect Davao City, Iligan, Cagayan de Oro, Zamboanga City, Cotabato City, Marawi, Pagadian, and Dipolog via the railway system.

While Mr. Mamondiong did not cite figures, he had estimated in June last year that the project will cost between $800 million-$1 billion, compared to the $700-million estimate floated when it was first proposed in the Ramos administration.

The government had already approached Poland, Saudi Arabia and Spain for development assistance, he had said.

President Gloria M. Arroyo in June of last year formed the Mindanao Railways Project Policy and Coordinating Committee, designating Transportation Secretary Leandro R. Mendoza, Public Works Sec. Hermogenes E. Ebdane, Jr. and Budget Sec. Rolando G. Andaya, Jr. as members. House Speaker Prospero C. Nograles (Davao City, 1st District) was named adviser.

The planned railway consists of a criss-crossing network of lines linking Cagayan de Oro to Iligan, Iligan to Zamboanga City, and Cagayan de Oro to Agusan and Surigao, as well as extensions to Davao and General Santos cities. Mr. Mamondiong said the railway project is not the only big-ticket transportation development for Mindanao this year.

He noted that the island will get a lion’s share of the DoTC’s transport investment program for 2009. Mindanao, he said, has been allocated P2.791 billion or 40.70% of the department’s total budget for this program, against P2.429 billion for Luzon (35.43%) and P1.637 billion for Visayas (23.87%).

Among the ongoing projects, he said, are

* the Laguindingan Airport development project in Misamis Oriental with a budget of P7.853 billion and scheduled to be completed by January 2012;
* the P478.05-million Dipolog Airport development project which is set to finish by this October; and
* the P215.13-million Ozamiz Airport development project which should be completed this July.

Butuan airport is also now undergoing a P700-million makeover. Upgrading work on this facility includes extension and widening of the runway, rehabilitation of the terminal building and improvement of navigation facilities. The target completion of the project has been set for this December.

Mr. Mamondiong said the asphalt overlay of runway of the Cotabato Airport in Awang, Maguindanao, which was allocated a P600-million budget, has already been completed, while bidding for the rehabilitation of the terminal building was opened last month.

Moreover, development of Zamboanga and Pagadian airports, with respective funding costs of P428.5 million and P379.46 million, respectively should be completed this year, said Mr. Mamondiong. — Joel B. Escovilla

Agusan del Sur’s towns have revised their list of priority products under the One Town One Product (OTOP) program of the National Government in response to changing market preferences.

A statement issued by the Caraga regional office of the Philippine Information Agency said a final list of the towns and the OTOP commodities they would specialize on are as follows: banana for Bayugan; tourism services for Bunawan; tilapia for Esperanza; rubber for La Paz, Loreto, Prosperidad and Veruela; integrated poultry for Rosario; processed food for San Francisco; rattan for San Luis; abaca for Sibagat; wood products from Talacogon; as well as organic products from Sta. Josefa and Trento.

Changing preferences

Abaca processing has expanded in the towns of Prosperidad and Rosario. Originally, it was identified only for Sibagat. Increased demand for knotted abaca fiber strands has enticed neighboring municipalities to venture into the abaca business, the statement said.

Demand for rubber prompted the municipalities of Prosperidad, Veruela, Loreto and La Paz to change their priority products from previous food commodities. Prosperidad used to prioritize kaong; Veruela, banana; La Paz, palm oil, and Loreto, tilapia and palm oil.

San Francisco, which identified processed food as OTOP specialty, has built a P110.6-million terminal complex to serve as trading center for the town’s priority products. It has also extended capital assistance to micro entrepreneurs who went through business plan preparation courses and other training.

The town of Bunawan sent its silvercraft producers to train in Manila, while Trento organized a series of skills training seminars on food processing — primarily on calamansi, meat, banana and coco sugar, aiming to boost the town’s production of organic products. — LGD

He noted that the island will get a lion’s share of the DoTC’s transport investment program for 2009. Mindanao, he said, has been allocated P2.791 billion or 40.70% of the department’s total budget for this program, against P2.429 billion for Luzon (35.43%) and P1.637 billion for Visayas (23.87%).

Among the ongoing projects, he said, are

* the Laguindingan Airport development project in Misamis Oriental with a budget of P7.853 billion and scheduled to be completed by January 2012;
* the P478.05-million Dipolog Airport development project which is set to finish by this October; and
* the P215.13-million Ozamiz Airport development project which should be completed this July.

Butuan airport is also now undergoing a P700-million makeover. Upgrading work on this facility includes extension and widening of the runway, rehabilitation of the terminal building and improvement of navigation facilities. The target completion of the project has been set for this December.

Mr. Mamondiong said the asphalt overlay of runway of the Cotabato Airport in Awang, Maguindanao, which was allocated a P600-million budget, has already been completed, while bidding for the rehabilitation of the terminal building was opened last month.

Moreover, development of Zamboanga and Pagadian airports, with respective funding costs of P428.5 million and P379.46 million, respectively should be completed this year, said Mr. Mamondiong. — Joel B. Escovilla

Tubay Agricultural Processing Center Special Economic Zone (TAPCEN-SEZ)

Assisted by the municipality of Tubay and the province of Agusan del Norte, is a project of the AMS Group of companies and is being run by its real estate properties management and development affiliate, the AMSOR Development Corporation.

Dugay na ang Alicia's sa Butuan ba. I remember when I was a little kid, my uncle brought me to Alicia's (because my uncle's kumpare is the son of the owner). He taught me how to fish pero bata pa man ko.. imbis fish akong dakpon sa ilahang pond, akong nadakpan kay tao na hinoon kay nisabit ang kadtong hook sa iyang sanina. hehehe my uncle got a big tilapia tapos amo dayun gisugba. :)

Butuan City (28 August) -- The Butuan City Tourism Council is getting ready for the coming of Diwata ng Lahi sometime in November of this year and already created different committees to focus on several activities.

"First activity is the rehabilitation of Balanghai Shrine in Ambangan, Libertad by the Butuan Global Forum with an estimated funding of 500 thousand pesos," said SP Tourism Committee Chairman Ramon Carampatana.

The Balanghai Shrine is the site of the 15 meter wooden balanghai boat excavated in the 1970's, a proof that Philippines have a rich cultural past, and a tradition that is worth preserving.

The city government on the other hand will soon start a complete repair of the now dilapidated building of Butuan Regional Museum and appropriated 2 million peso budget.

Councillor Carampatana estimated 1.5 to 2 million funding cost in building the Balanghai. It is hoped that the City Tourism Council with the Butuan Historical Foundation and Butuan Global Forum can raise obtainable fund for the whole activity for the coming of Diwata ng Lahi that includes the holding of a cultural presentation for the welcome honours on the day of its arrival, medical mission, and the building of Balanghai.

RP volleyball team visits Caraga for preparatory exhibition game

Butuan City (28 August) -- It was truly a great night of volleyball as people watched and cheered a great game between RP Women's National Volleyball Team and Visayas-Mindanao Gay Selection sponsored by Butuan City Volleyball Association at FSUU Gym last night.

The game lasted a gruelling almost three hours close fight tying several times rendering a deciding set race to 15 score.

RP Women's National Volleyball Team won scoring 3-2 in 5 sets with a tight score of 15-13 against their opponent during the deciding set.

A day before the exhibition game in Butuan, both teams had a match in San Agustin, Surigao del Sur garnering a score of 3-1 favouring the RP Women's National Volleyball Team.

RP Women's National Volleyball team's Head Coach is Thelma Barina-Rojas the former SEA Games best spiker and Most Valuable Player and 1993 Southeast Asian Games gold medalist in Singapore. The Assistant Coach of the team is Norman Miguel from UST, Las Piñas.

"We are thankful that an invitation game was extended to us to play in San Agustin, Surigao del Sur and Butuan, we need this for our practice as part of the girls rigorous training in our preparation for the 25th Southeast Asian (SEA) Games slated on December 2009 in Vientiane, Laos," said Head Coach Thelma Barina-Rojas.

The national team who played in Butuan and San Agustin is composed of Mary Jean Balse, Danielle Michiko Castañeda, Dahlia Cruz, Rubie de Leon, Rhea Dimaculangan Saet, Suzanne Roces, Cindy Velasquez, Patricia Torres, Ivy Elaine Remulla, Michelle Pauline Datuin, and Marietta Carolino.

The last time Philippines participated in indoor volleyball was in 2005 Manila Games. It was only in 2009 that a women volleyball team was reorganized after 4 years of being dormant due to the retirement of veteran players.

Head Coach Rojas said, Thailand is still the strength to reckon with because they have years of preparation and have competed in some of the world's prestigious tournaments.

Rojas is optimistic the team can grab a medal for the Philippines in the SEA Games.

Butuan City Volleyball Association President Arnold Razon meanwhile urged the youth of today's generation to join their team and be active in volleyball.

The region’s biggest city, Butuan, is considered the seat of civilization in the country. This claim is backed by the discovery of balangays during a government ditch project in the 1970s.
The boats were carbon-dated to as early as 300 AD—a sign that an advanced community, capable of trans-Asian travel and international trade, was already existing in the region more than a thousand years before Magellan landed in Masau, Butuan, for the first Mass (still contending with Limasawa, Leyte, up to the present).
The name Caraga comes from many lores—it was the supposed name of the ancient kingdom in the region named Karagan. It may also come after the Visayan word “kalag,” meaning the region was full of spirits.
The spirits must have been generous to the people of Caraga, given its wealth of natural resources. And its people are known for their warmth and hospitality.
Just a two-hour drive from bustling Butuan City is the tranquil 15,000-hectare Lake Mainit, the deepest lake in the country at more than 230 meters deep.
The lake recently became a key destination for roadsters in Mindanao, thanks to the investment of the Almont Lakeside Hotel, just by the lake’s shore.
Nestled at some 50 meters above sea level, Lake Mainit is now starting to grow a following at least within the affluent circles of northern Mindanao for the fishing activities in the area.

The issues on the use of the word ‘Bisaya’

When the Spaniards arrived in the Visayas in the 1520s (Magellan expedition) and the 1560s (Legaspi expedition), they widely used the term “Pintados” to refer to the inhabitants. Pintados means the “painted ones” due to the fact that the Bisayans were fond of decorating their bodies with tattoos, both men and women. Not fully understanding what tattoos were, the Spaniards thought the Bisayans indeed painted their bodies with artistic designs. The women had fine and intricate tattoos in their arms and their legs while the men, depending upon their exploits and contributions to the community, had tattoos all over their bodies. In some cases, especially for the brave and courageous ones who had proven their valor in battle, tattoos even covered their faces. The tattoo designs of men were generally of bold geometric patterns or representations of animals. It must be pointed out though that tattooing was not the monopoly of the Bisayans.

Early Spanish writers reported that natives of Albay, Camarines, Catanduanes, and the mountainous sections of northern Luzon also practiced it.

The question now is, at what point of time did the Spaniards begin to refer to the people of the Visayas as “Vizaya” or “Bisaya”? This is still a gray area with regards to the history of the Visayas but, looking at Spanish documents written by the late 1500s and early 1600s, the Spaniards had already shifted to the name “Vizaya” and were already referring to the central islands as “Las Islas de Visayas”. All indications point to the possibility that the name “Bisaya” was already in use prior to the coming of the Spaniards. What probably happened was that the early Spaniards were not yet familiar with the people and the places when they were just new in the country. So, for a while, they used the term “Pintados” but eventually shifted to the word “Vizaya” or “Bisaya” after they had already settled down in the area.

Another important consideration in trying to establish the usage of Bisaya in referring to the people is the fact that the Atis or Negritos of Panay have always been calling the lowlanders as “mga Bisaya”. In addition, there are lots of things in Panay referred to by the people as “bisaya”, like “bisaya nga manok, bisaya nga luy-a, bisaya nga kamatis, bisaya nga ahos, bisaya nga talong, bisaya nga pantat, and many more. The use of the term “Bisaya” is not just confined to local flora and fauna but is also used to refer to traditional processes like “bisaya nga pagpamulong” (use of herbal medicine) and “binisaya nga pamaagi”. Even using Hiligaynon and Kinaray-a in speaking is called “binisaya nga panghambal”. Is it possible also that “Bisaya” means native or local?

The other major issue pertains to the usage of the term “Bisaya” by the Cebuanos. They have expropriated the term as a designation exclusively for the Cebuanos and their language, with the exclusion of the other groups of Bisaya. To the Cebuanos, the other inhabitants of the Visayas are not Bisaya but as Ilonggos in Panay and Negros, Bol-anon in Bohol, and Waray in Samar and Northern Leyte. It is time for scholars and academicians to correct this misconception. The inhabitants of the Visayas are all Bisaya for this has been established as a fact by history.

The Spaniards recognized majority of the inhabitants of the Visayas as one race, except the Atis or Negritos. They generally described the Bisaya as of medium stature, having black hair and dark skin or kayumanggi. Some individual Spanish friars differed from these general characterization and referred to natives in a particular island as being taller, lighter in complexion, brave and more muscular than others, but these were subjective comments which reflected their value judgments and the fact that the Spaniards themselves varied greatly in stature and complexion, as well as physical traits.

The descriptions of the skin pigmentation of the Bisaya by the Spaniards in the 16th century were often contradictory (Scott 1995). The first natives the Spaniards observed were those from Homonhon, Limasawa, and Butuan, and were described by the colonizers as being of medium height and dark-skinned (Ibid).

Francisco Alcina, on the other hand, said that he did not think that the Bisayans were really that dark, though almost, and that the natives of Leyte and Samar were lighter than those in Davao (Alcina 1668). Alonso Mentrida, however, described the Bisaya “mailum” as a color a bit darker than kayumanggi, though not black like the Ati. From Cebu, Juan de la Isla reported that the natives were darker than the Indios of Mexico (Mentrida 1841).

Of course, it must be borne in mind that, as it is today, the Bisaya and the rest of the Filipinos are not at all of the same shade nor were they all necessarily darker than the Spaniards. In any case, before the development of a colonial mentality, the Bisaya themselves were not impressed by the pale color of the colonizers. In other words, they did not attach a premium on white skin and other features associated with the Caucasian race. The Spaniards were not even perceived as maputi or white, but as “mapuraw”, natural or undyed - meaning, untattooed. And to the Bisaya, because the Spaniards were not into the practice of chewing betel nut, the most distinctive character of these foreigners was their white teeth, a feature shared with animals like dogs, monkeys and pigs.

this is one of my fav sports aside from Basketball and badminton.... i am an active player here in my area playing with US military... 3 games more and we will be champion... hope to get those medals... hehehe. I joined with the Fil-Am US soldiers...... hehehe 3 more games.. hehehe we just won last night with the Airforce scorpions....

RP volleyball team visits Caraga for preparatory exhibition game

Butuan City (28 August) -- It was truly a great night of volleyball as people watched and cheered a great game between RP Women's National Volleyball Team and Visayas-Mindanao Gay Selection sponsored by Butuan City Volleyball Association at FSUU Gym last night.

The game lasted a gruelling almost three hours close fight tying several times rendering a deciding set race to 15 score.

RP Women's National Volleyball Team won scoring 3-2 in 5 sets with a tight score of 15-13 against their opponent during the deciding set.

A day before the exhibition game in Butuan, both teams had a match in San Agustin, Surigao del Sur garnering a score of 3-1 favouring the RP Women's National Volleyball Team.

RP Women's National Volleyball team's Head Coach is Thelma Barina-Rojas the former SEA Games best spiker and Most Valuable Player and 1993 Southeast Asian Games gold medalist in Singapore. The Assistant Coach of the team is Norman Miguel from UST, Las Piñas.

"We are thankful that an invitation game was extended to us to play in San Agustin, Surigao del Sur and Butuan, we need this for our practice as part of the girls rigorous training in our preparation for the 25th Southeast Asian (SEA) Games slated on December 2009 in Vientiane, Laos," said Head Coach Thelma Barina-Rojas.

The national team who played in Butuan and San Agustin is composed of Mary Jean Balse, Danielle Michiko Castañeda, Dahlia Cruz, Rubie de Leon, Rhea Dimaculangan Saet, Suzanne Roces, Cindy Velasquez, Patricia Torres, Ivy Elaine Remulla, Michelle Pauline Datuin, and Marietta Carolino.

The last time Philippines participated in indoor volleyball was in 2005 Manila Games. It was only in 2009 that a women volleyball team was reorganized after 4 years of being dormant due to the retirement of veteran players.

Head Coach Rojas said, Thailand is still the strength to reckon with because they have years of preparation and have competed in some of the world's prestigious tournaments.

Rojas is optimistic the team can grab a medal for the Philippines in the SEA Games.

Butuan City Volleyball Association President Arnold Razon meanwhile urged the youth of today's generation to join their team and be active in volleyball.

NCCC to build more stores, supermarts outside Davao City

DAVAO CITY—The NCCC chain of shopping malls has embarked on an aggressive expansion outside the key poblacion areas here, bringing its trademark of affordable items to the communities in midsized stores that offer longer shopping hours.

The Lim family-owned chain of shopping centers already has five malls and big branches, including NCCC Mall in Palawan, with the sixth big branch to open in October in Panacan, about 15 kilometers north of downtown Davao City.

Seven smaller Health and Beauty 1 (HB1) stores have been put up in the interior communities where subdivisions and big housing communities are located, all in Davao City.

“We are bringing the NCCC’s core competency in supermarket and department-store operation back into the communities,” Althea Lucas, marketing manager of NCCC, told a regular business forum at the Marco Polo Hotel here on Wednesday.

She said the NCCC HB1 outlets in the suburbs operate in small-sized lots, usually 1,000 or 2,000 square meters, “but our stores contain the most common items found in the shopping malls.”

In addition, she said, “our HB1 stores also house the pharmacies, which sets us apart from the operation of many convenient stores.”

“Our HB1 outlet in Puan, some 9 kilometers south of downtown Davao City, opens at 7 a.m. and closes at 10 p.m.,” she said. “It really depends on the demand and request of the communities.”

Paricio Te, corporate-planning manager and officer in charge of the human-resource division of NCCC, said there would be no limit yet as to the number of these HB1 outlets to be put up.

“It really depends on the need, the request of the people in the areas, mostly because of consideration of transportation cost in going to the malls, and convenient shopping hours,” Te said.

“What we are certain is that we would be putting up an HB1 outlet every quarter,” he said.

He said the community need being relayed to the NCCC management had played a major consideration in the putting up of these stores.

“In Calinan [about 30 kilometers northwest of downtown Davao City], it was the owner of a big store there who wanted to retire his store that offered us to take over,” he said.

“We found out that his store was commonly frequented by consumers from as far as the Arakan Valley area and the neighboring municipalities of Bukidnon,” he added. In Calinan, the store space was built inside a 1,000-square-meter lot, but he said this size was offset by the available 2,700-square-meter area beside it “where we used to put up the bodega [warehouse].”

Although the store outlets were built on smaller-sized lots, “we would be building supermarket stores in areas with larger population, such as in Mintal [15 kilometers northwest] where our store in a 1,000- square-meter area is already very small because we could see the buyers waiting for their turn outside.”

He said they would find a bigger space in the area, and would be deciding also on bigger-sized stores in Toril District, 17 kilometers south of downtown.

Te said they would also look at Digos City in Davao del Sur for expansion.

He said NCCC also owns a three-hectare lot in General Santos City, about 150 kilometers south of here, “but we would still look at how the city responds to the presence of the new malls of Robinsons and SM.”

NCCC’s main stores are in Main Magsaysay, Mall-Davao, Mall Tagum, Mall Palawan and Centerpoint-Matina Crossing.

NCCC Panacan, to be opened in October, would be its sixth branch that houses all NCCC-affiliated stores aside from the NCCC Supermarket in Calinan.

The updates were given during the 13th Agribusiness Mindanao Super Region Interagency meeting held here Wednesday.
Public Works and Highways Undersecretary Bashir Rasuman, in his Powerpoint presentation, showed that the national government released the highest amount – P18.645 billion, for Mindanao’s nine of 23 SONA infrastructure projects under the DPWH.

The amount is higher than those released to Central Philippines (P18.322 B), and the combined total of P11 billion for North, Central, South Luzon and Metro Manila.
The Mindanao super region is among the five super regions President Arroyo unveiled in her 2006 SONA to stimulate economic growth and development and “make the country in step with the rest of its Asian neighbors.”
“It’s the first time Mindanao is highest (in infrastructure releases). GMA (President Arroyo) is good in infrastructure in Mindanao,” Cagayan de Oro Rep. Rufus Rodriguez said, drawing applause.
By percentage, however, the Central Luzon-Metro Manila-Calabarzon area received 100 percent of its P3.898 billion budget allocation for the SONA projects while Mindanao received only 94.3% (P18.6 billion).
The total cost of the 23 projects is P55.7 billion, of which the Mindanao projects account for 35.5%.

The projects include the 12-kilometer Dinagat Island Road Network, three bridges along the Iligan City Circumferential Road, 9km Dapitan-Dakak road, the 30km Junction Awang-North Upi Road, the 38km North Upi-Maguindanao and Sultan Kudarat road, the Maguindanao and Sultan Kudarat-Lebak-Kalamansig road, the 11-kilometer Hawilian-Salug-Sinakungan road, P2.16-billion Diosdado Macapagal Bridge in Butuan, the 176-kilometer Zamboanga West Coast Road from Gutalac to Sibuco, the 128.2km Kapalong-Talaingod-Valencia road project, the 40km Surigao to Davao coastal road, and the 303km Adlay Bon-ot-Cortes-Tandag-Marihatag-Hinatuan-Bislig-Boston-Manay-Mati road.

But Rasuman’s presentation said the DPWH only completed 194, or 20.27 percent, of 957 projects it classified under “regular infrastructure programs” in Mindanao. About 235, or 24 percent, of the projects are ongoing. More than half or 55.7 percent however are projects labeled as “Not yet started” (NYS).

Only 28.7 percent, or P6 billion, has been released for the P21-billion projects under DPWH “regular infrastructure projects”.
It was in the farm-to-market road projects, substantial in the agribusiness super region that is Mindanao, that caught Rodriguez’s attention again.
About 218 of the 264 farm-to-market road projects for 2009 are labeled “not yet started” with the notation that “most of the projects are still under pre-construction activities.”

Of the P817 million worth of farm-to-market roads allocated for 2009, only a tenth or P88.4 million was disbursed so far with an overall accomplishment of 0.94 percent, already in the eighth month of the year.

“We need to see the true picture of the farm-to-market roads in Mindanao,” Rodriguez said later in another discussion.

Representatives from the Department of Agriculture, the National Irrigation Administration, the Department of Energy, the Department of Transportation and Communication, the Philippine Ports Authority, the Department of Health, Department of Budget and Management, and the Presidential Management Staff also rendered reports.

But Larry Pineda of the Department of Agriculture's report piqued Rodriguez.
Rodriguez, who said he was preparing to defend their lobby that 30 percent of the country’s budget should go to Mindanao, was irked when Pineda said that Assistant Agriculture Secretary for Mindanao Roger Chio could not make it to the meeting because of an “equally important” appointment.

“What equally important appointment? More important than this?” Rodriguez said, arguing that regional directors, not just their representatives, should be attending the Mindanao Super Region Interagency meeting.

Only Rodriguez out of four congressmen listed in the prepared attendance sheet was present. Among regional directors, only Jerome dela Rosa of Northern Mindanao, along with Rasuman of DPWH, made it. Only a representative out of eight invited officials made it from the National Economic Development Authority.

He stressed the importance of the interagency mechanism as the predecessor of the Mindanao Development Authority, which lawmakers have pushed in Congress to be the permanent development body for Mindanao.

Mindanao Economic Development Council (Medco) chair Virgilio Leyretana said the MinDA bill is the mechanism to ensure continuity of development in Mindanao beyond 2010.

Rodriguez clarified in a MindaNews interview later he could not really expect entirely the presence of the regional directors but they should try to be present or send their planning officers at least. “They should not ignore meetings like this, especially now that we are trying to restore Mindanao’s budget to 30 percent at least,” he said.

Rodriguez said they have lobbied that 30 per cent of the country’s budget for all departments, not just from three as President Arroyo pronounced two years ago, should go to Mindanao.

He said the lobby has met resistance from some members of the cabinet.

“Manila-based officials should also be here,” he said.

The Mindanao super region is among the five super regions President Arroyo unveiled in her 2006 SONA to stimulate economic growth and development and “make the country in step with the rest of its Asian neighbors.”

The updates were given during the 13th Agribusiness Mindanao Super Region Interagency meeting held here Wednesday.
Public Works and Highways Undersecretary Bashir Rasuman, in his Powerpoint presentation, showed that the national government released the highest amount – P18.645 billion, for Mindanao’s nine of 23 SONA infrastructure projects under the DPWH.

The amount is higher than those released to Central Philippines (P18.322 B), and the combined total of P11 billion for North, Central, South Luzon and Metro Manila.
The Mindanao super region is among the five super regions President Arroyo unveiled in her 2006 SONA to stimulate economic growth and development and “make the country in step with the rest of its Asian neighbors.”
“It’s the first time Mindanao is highest (in infrastructure releases). GMA (President Arroyo) is good in infrastructure in Mindanao,” Cagayan de Oro Rep. Rufus Rodriguez said, drawing applause.
By percentage, however, the Central Luzon-Metro Manila-Calabarzon area received 100 percent of its P3.898 billion budget allocation for the SONA projects while Mindanao received only 94.3% (P18.6 billion).
The total cost of the 23 projects is P55.7 billion, of which the Mindanao projects account for 35.5%.

The projects include the 12-kilometer Dinagat Island Road Network, three bridges along the Iligan City Circumferential Road, 9km Dapitan-Dakak road, the 30km Junction Awang-North Upi Road, the 38km North Upi-Maguindanao and Sultan Kudarat road, the Maguindanao and Sultan Kudarat-Lebak-Kalamansig road, the 11-kilometer Hawilian-Salug-Sinakungan road, P2.16-billion Diosdado Macapagal Bridge in Butuan, the 176-kilometer Zamboanga West Coast Road from Gutalac to Sibuco, the 128.2km Kapalong-Talaingod-Valencia road project, the 40km Surigao to Davao coastal road, and the 303km Adlay Bon-ot-Cortes-Tandag-Marihatag-Hinatuan-Bislig-Boston-Manay-Mati road.

But Rasuman’s presentation said the DPWH only completed 194, or 20.27 percent, of 957 projects it classified under “regular infrastructure programs” in Mindanao. About 235, or 24 percent, of the projects are ongoing. More than half or 55.7 percent however are projects labeled as “Not yet started” (NYS).

Only 28.7 percent, or P6 billion, has been released for the P21-billion projects under DPWH “regular infrastructure projects”.
It was in the farm-to-market road projects, substantial in the agribusiness super region that is Mindanao, that caught Rodriguez’s attention again.
About 218 of the 264 farm-to-market road projects for 2009 are labeled “not yet started” with the notation that “most of the projects are still under pre-construction activities.”

Of the P817 million worth of farm-to-market roads allocated for 2009, only a tenth or P88.4 million was disbursed so far with an overall accomplishment of 0.94 percent, already in the eighth month of the year.

“We need to see the true picture of the farm-to-market roads in Mindanao,” Rodriguez said later in another discussion.

Representatives from the Department of Agriculture, the National Irrigation Administration, the Department of Energy, the Department of Transportation and Communication, the Philippine Ports Authority, the Department of Health, Department of Budget and Management, and the Presidential Management Staff also rendered reports.

But Larry Pineda of the Department of Agriculture's report piqued Rodriguez.
Rodriguez, who said he was preparing to defend their lobby that 30 percent of the country’s budget should go to Mindanao, was irked when Pineda said that Assistant Agriculture Secretary for Mindanao Roger Chio could not make it to the meeting because of an “equally important” appointment.

“What equally important appointment? More important than this?” Rodriguez said, arguing that regional directors, not just their representatives, should be attending the Mindanao Super Region Interagency meeting.

Only Rodriguez out of four congressmen listed in the prepared attendance sheet was present. Among regional directors, only Jerome dela Rosa of Northern Mindanao, along with Rasuman of DPWH, made it. Only a representative out of eight invited officials made it from the National Economic Development Authority.

He stressed the importance of the interagency mechanism as the predecessor of the Mindanao Development Authority, which lawmakers have pushed in Congress to be the permanent development body for Mindanao.

Mindanao Economic Development Council (Medco) chair Virgilio Leyretana said the MinDA bill is the mechanism to ensure continuity of development in Mindanao beyond 2010.

Rodriguez clarified in a MindaNews interview later he could not really expect entirely the presence of the regional directors but they should try to be present or send their planning officers at least. “They should not ignore meetings like this, especially now that we are trying to restore Mindanao’s budget to 30 percent at least,” he said.

Rodriguez said they have lobbied that 30 per cent of the country’s budget for all departments, not just from three as President Arroyo pronounced two years ago, should go to Mindanao.

He said the lobby has met resistance from some members of the cabinet.

“Manila-based officials should also be here,” he said.

The Mindanao super region is among the five super regions President Arroyo unveiled in her 2006 SONA to stimulate economic growth and development and “make the country in step with the rest of its Asian neighbors.”

MEDCo, the technical arm of the super region, claimed in a briefer that 55.39 percent or P48.86 billion of the P88.19 billion worth of 38 Mindanao super region projects have been released as of July 2009. (Walter I. Balane / MindaNews)

When BXU was classified as a Highly Urbanized City in 1985, it become independent from the province. THis is the reason why the Agusan del Norte Sangguniang Panlalawigan passed a resolution transferring the capital to Cabadbaran a few years later.

The same thing with Lanao del Norte where the capital is tranferred from Iligan to Tubod.
