According to our local news, these series of brown-outs will last until Sept.23 ra daw. Hinaut unta tinuod. I hope this problem will be resolved soon or this can cause disaster to our city's businesses here. Imagine, every three days ang interval sa brown-out that can last for 3 to 4 hours? :ohno: Good for Gensan at least one hour lang which is tolerable ra.
Anyway, here's a photo of PAN DE PUGON'S NEW EXTENSION WING Dining Area.

Mao ni siya regj, nahuman na. Ang second level ani nga area is occupied by CIRRUS, exclusive dealer of Havaianas, and some other imported items. Ang tag-iya sa CIRRUS mao puy tag-iya sa BOOK NOOK & I-BAKE Cakes.Daughter ni siya sa tag-iya sa PAN de PUGON. I think Pan De Pugon now also serve mga Lonsilog, tapsilog, etc..etc..
I am just wondering if BOOK NOOK is still in that building. Nice ni siya nga bookstore because they sell children's books which is a great idea for a kid's gift.

wise_zech September 16th, 2009, 10:43 AM hallo guys.................
Franz-Bxu September 16th, 2009, 10:45 AM Binatilyo na gyud si Franz kay maulaw naman mo commute  Time will come mahihiya ka na ring magpayong kahit may bagyo :hilarious
I'm also scared of those trucks loaded with logs... kadaganon na gani ko bisag plywood ra ang load.
Maulaw bitaw ko magpayong ug naay ulan. Di man ko maulaw nga nagdala-dala ko ug payong, maulaw lang ko kay naay tatak ang mga payong nga pambabae like AVON, FullerLife, hahaha
Halos puno gyud ang mga motor... I admit that I'm choosy when I commute for transportation, kung naay mo-dool nga tricycle nga puno-puno, hehehe I would say DILI or I would do like this... I would rather choose empty trikes.
Maro pud ang mga tricycle drivers ba. Dili magpasakay kung ako ra isa ang pasahero, naa pod uban nga magpasakay aron makakwarta pero instead of six pesos, seven pesos na hinoon ang singilon.
Maulaw ko kung naay mga molabay not only public utility transport but also private...sometimes, I would turn my back aron dili ko makit-an kundi I would cover my face with my handkerchief. hehehe

BOB-bXu September 16th, 2009, 10:50 AM Wow, thanks Bob for the confirmation. Buti nalang talaga i decided to take that route dapit diha or we wouldn't have noticed that CALDA PZZA.
So, is that where their resto will be located? If it is, then good. For a change, at least malayo sa downtown hustle & bustle plus easy parking pa. IMO, a PIZZA house is more bagay in the suburds area just like this site in Capitol road.
Calda Pizza of Cebu owes its success as a neighborhood pizza resto in Cebu.....it found its success in the dense middle class residential areas in Cebu such as their branches in Lahug, Banawa and Talamban...
The same business formula will be employed here in Butuan...by locating within the proximate residential areas in Capitol site, Imadejas, Luz Village, Sintos Subd..and even St. Joseph Subd...

I dunno why am I still skinny nga sige man ko ug kaon... habahab pa man gani. Maybe it's because I'm a carnivore and not a herbivore nor omnivore? hahaha

hakz2007 September 17th, 2009, 06:51 AM DSWD starts P5-M 4P’s cash grant release in Misamis Oriental (http://www.pna.gov.ph/index.php?idn=2&sid=&nid=2&rid=229832)
BUTUAN CITY, Sept. 16 (PNA) –- The Department of Social Welfare and Development (DSWD) has started the distribution of more than P5 million cash grants to the beneficiaries of "Pantawid Pamilyang Pilipino" Program (4P’s) in the towns of Nunungan and Tagoloan, Misamis Oriental province.
The distribution of the cash grants started on Tuesday up to Friday.
The DSWD report said that Tagoloan town has identified 1,148 identified beneficiaries, who initially received over P2 million.
The cash grants was released under the over-the-counter (OTC) payment scheme at Land Bank Iligan City, the report said.
On the other hand, 1,537 registered and verified household beneficiaries from Nunungan municipality will also receive a total cash grant of P3,069,800 which will be paid through the offsite OTC payment mode at the Mindanao Civic Center (MCC) Grandstand in Tubod town on Wednesday and Thursday.
Both localities will receive payments covering March to May.
The 4P’s is one of the priority programs of President Gloria Macapagal-Arroyo to mitigate hunger and alleviate poverty.
According to the DSWD, this program is patterned after the Conditional Cash Transfer (CCT) programs in Latin American and African countries which have been proven successful as a poverty reduction and social development measure.
The program supports DSWD's vision, mission and mandate and is aligned with the department's goals of reducing poverty and empowering the poor, said Northern Mindanao DSWD regional information officer Retchie B. Tolinero.
Under this program, the amount of P1,400 per month will be released to a family with at least three children in school which will run for a period of five years, added Tolinero. (PNA)

CALDA PIZZA being a neighborhood Pizza Resto is a refreshing concept. I am very sure that it's presence SOON in the suburds of Capitol Drive will be a welcome treat not only for the residential population but also for those customers who would want to avoid the commercial traffic areas where they may consider the NON- accessibility of parking spaces more hassle than it's worth especially when they're in a hurry.
I hope CALDA PIZZA will also have a Drive Thru :)

Franz-Bxu September 18th, 2009, 06:30 AM Sustainability an issue for reforms boosting local gov’t transparency
CITIES PARTICIPATING in the Asia Foundation’s Transparent Accountable Governance (TAG) program have streamlined business registration procedures and adopted steps to make them more attractive to investments, but sustainability of such reforms through changes in local government leadership after the May synchronized elections next year is a key concern.
This was a concern raised by officials from the nine cities participating in the TAG program during workshops at the two-day Cities Conference on Transparency, Accountability and Competitiveness at the Mandarin Hotel in Makati City.
The nine cities are Panabo, Surigao, Butuan, Tacurong, Dipolog, Oroquieta, Iligan, Zamboanga, and the Island Garden City of Samal.
Panabo, for instance, reduced the number of signatories and papers needed to start a business," said Ebinezer R. Florano, assistant professor of the University of the Philippines National College of Public Administration and Governance (UP-NCPAG), who was moderator in the Developing Public-private Partnerships workshop.
The TAG project in Butuan City, titled "Strengthening the Investment Promotion Program in Butuan City Project," forged close coordination among the city government, business community and civil society to attract local investments. "Under the TAG project, because they involved not just the government, but all the stakeholders like the businesses and nongovernment organizations beginning from the planning stage, there were a lot of successes," said Ma. Oliva Domingo, professor of the UP-NCPAG, who was moderator in the Enhancing Capacity of Stakeholders workshop.
But both Mr. Florano and Ms. Domingo raised the question of whether such reform impetus would be sustained when current local administrations are replaced next year. "Their problem is how to institutionalize it so that it becomes normal and to sustain it beyond the life of the project," said Ms. Domingo. — M. P. T. Jamias

jsl_bxu1206 September 18th, 2009, 10:15 AM Multi-million MOA on provincial road management facility signed
by Dave M. Suyao
Butuan City (18 September) -- The Australian Ambassador to the Philippines Rod Smith and Agusan del Sur Governor Maria Valentina Plaza strengthen another partnership by signing a Memorandum of Agreement signaling the start of a multi-million pesos Provincial Road Management Facility assistance in Agusan del Sur.
The four-year project, costing some P160 million, will cover the maintenance of provincial roads in the municipalities of Esperanza and San Francisco.
"The relationship between the Australian government and Agusan del Sur has gone a long way, and I am honored to be part of all the endeavor specially this new undertaking in support to Agusan del Sur. As the Secretary of DILG Ronaldo Puno emphasized, Agusan del Sur will always be on the top list on local development, specially on the infrastructure, as major component," DILG Undersecretary Austere Panadero said.
According to Usec Panadero, the newly signed MOA is a new policy/ program in road maintenance in improving governance in the provinces. In Mindanao, only five provinces became the recipient of the program namely Bukidnon, Misamis Oriental and Occidental, Surigao del Norte and Agusan del Sur, being an economic-driver provinces in Mindanao that embark in new reforms.
"I want you to know that being a recipient of the project is not just a co-incidence but everything passed thru a very rigid selection process and the commitment of your province in economic development became very visible in this part of Mindanao", Usec Panadero added.
According to Australian Ambassador to the Philippines Rod Smith, the success of numerous projects that the Australian government poured to the province became one of the factors why they choose Agusan del Sur to be one of the recipients of this multi-million project.
"As experienced in our past assisted projects in Agusan del Sur, our confidence in the administration of Gov. Maria Valentina Plaza became one of our basis that this project will again become a total success, that is why we have chosen you to be on top as recipient of this project", Amb. Smith said.
In response, Gov. Maria Valentina "Tina" Plaza expressed her sincere gratitude to the government of Australia for all the unselfish assistance to the province for several years now thru the AusAID. Gov. Tina Plaza recalled that everything started when AusAID helped in totally eradicating malaria in the interior areas in Agusan del Sur and the child-friendly movement, among others.
"To our Australian partners, we are very grateful that you are always with us in the equitable and fair growth of development in Agusan del Sur. As I stand here, we commit ourselves to protect the projects specially the road networks because we believe this will bring positive changes in our province. With this, we now translate everything into productive success and will flourish under my administration and the rest of the administrations to come", Gov. Tina said.
The MOA signing was witnessed by former Governor Valentina Plaza, former Governor Eddiebong Plaza, Vice Governor Santiago Cane Jr. members of the Sangguniang Panlalawigan and the mayors of Agusan del Sur. (PIA, Agusan del Sur)

regjeex September 21st, 2009, 09:37 AM Initial Assessment of the Caraga Region Banking Industry
The study will cover universal, commercial, thrift, rural and cooperative banks
operating in Caraga Region for the past eight years (2000-2008).
The Caraga Region banking industry has demonstrated resilience in the midst
of the present global financial crisis as indicated by its double-digit growth on assets
and operational income. With its domestic orientation, it derives income mainly from
traditional lending activities and other related services.
While most banks in the region are Rural and Cooperative Banks (RCBs), the
bigger bulk of assets come from the Universal and Commercial Banks (UCBs) which
have been conservative in their loan portfolio. These UCBs reflect the sound
fundamentals of their respective head institutions.
Although the region’s deposit expansion was only 8.61% in 2008, it has an
annual average growth of 12.22% for 2000-2008 indicating a solid source of bank
funding. Translating these into profitable loans, the RCBs, in particular, have
demonstrated aggressiveness in their lending activities as reflected by the notable
rising trend in net loan portfolio. Despite their size, the RCBs’ operating income
surpassed that of the UCBs.
The province of Agusan del Norte (including Butuan City) holds the bulk of the
region’s banking transactions considering that Butuan City is the regional capital. It
has the larger share in total assets, deposits, loan portfolio and operating income for
the whole period compared to other provinces; while the Dinagat Islands, being a
newly formed province, had the lowest.
A. Number of Banks
Source: Bangko Sentral ng Pilipinas
The number of banks in Caraga Region (117) grew by 23.16% from 2000-
2008 or an average annual growth rate of 2.69%. Majority of the banks in the region
National Economic and Development Authority
Caraga Region
September 08, 2009
are Rural and Cooperative Banks (RCBs). In a span of eight years, RCBs grew by
51.02% due to the fact that it has lesser capitalization requirements, thus, easier to
set up.
The number of Universal and Commercial Banks (UCBs) have barely
changed over the years. Thrift Banks are very few and have actually decreased in
number by 25% during the said period due to the closure of 2 banks in 2002.
Among the provinces, Agusan del Norte has the most number of banks (36)
as of 2008. Agusan del Sur (27) came in second and has the highest average annual
growth rate at 4%. Not very far were both Surigao del Norte (26) and Surigao del Sur
(26), while Dinagat Islands (2) being a new province had the least.
B. Total Deposits
Source: Bangko Sentral ng Pilipinas
Most of the people’s money was placed in the bigger banks as indicated by
the huge share of UCBs in the total deposits. This is indicative of sustained depositor
confidence in stability and accessibility provided by the said banks, more than the
relatively higher returns offered by RCBs.
In 2008, total deposits in the region stood at Php 20.4 Billion or a 149.51%
increase since 2000 or an average annual growth of 12.22%. Of the total deposits,
Agusan del Norte (Php 9.4 Billion) has the biggest share, followed by Surigao del
Norte (Php 5.5 Billion), Agusan del Sur (Php 2.8 Billion), Surigao del Sur (Php 2.6
Billion) and Dinagat Islands (Php 62 Million).

C. Total Assets
Source: Bangko Sentral ng Pilipinas
In 2008, the UCBs had the biggest share (67.57%) of the total assets in the
region. It has been steadily growing, indicating a strong balance sheet. On the other
hand, RCBs have experienced brief volatility, with a decrease during the period of
2002-2004, but has been steadily increasing from thereon. Although there are more
RCBs in the region, its share in assets represented only 27.99% in 2008.
The Banks in Agusan del Norte had significantly bigger assets compared to
their counterparts in other provinces. In 2002, there was a sharp rise in its total asset
brought about by the entrance of one UCB. In the year that followed, it experienced a
sharp decline due to the closure of one RCB. However, from that point on, it has
steadily recovered year on year. Since 2000, it has more than doubled (110.84%) its
asset base.
D. Net Loan Portfolio
Source: Bangko Sentral ng Pilipinas
There was a sharp rise in the lending activities of the RCBs in 2007,
surpassing the loan portfolio of the UCBs by 51.86%. Since 2007, RCBs have been
very aggressive in its lending, with a net loan portfolio greater than its total deposits.
This is most likely because of a sharp rise in total assets due to the entrance of 2
National Economic and Development Authority
Caraga Region
September 08, 2009
banks in 2007 and another 2 in 2008. This has translated to an operating income
that is way above the UCB’s level. In particular, RCBs have been more aggressive
than UCBs in lending in Surigao del Sur since 2002. On the other hand, UCBs has a
trend of being conservative in its lending activities despite their huge asset size.
Among the provinces, Agusan del Norte had the biggest share (41.77%) of
the net loan portfolio in 2008 followed by Agusan del Sur (26.47%). Although Agusan
del Sur had lower deposits and assets compared to Surigao del Norte, it was able to
achieve higher loan portfolio. This represents efficiency in converting bank funds into
profitable loans.
In 2008, banks in the region somehow experienced the effects of the global
financial crisis as reflected by the sudden drop of credit from 35.80% growth in 2007
to just 5.02% in 2008. The UCBs (1.24%) have practically minimized extending
loans, and so with the RCBs (2.30%). However, the TBs accommodated the demand
for loans with an impressive 40.39% growth in credit despite the crisis.
E. Total Operating Income
Source: Bangko Sentral ng Pilipinas
In general, total operating income of banks in Caraga increased by Php 1.2
Billion or 191.08% from 2000-2008 and 29.26% in 2008 alone. Since 2002, it is very
noticeable that RCBs had higher operating income than UCBs. Of the Php 1.8 Billion
total operating income in the region in 2008, the RCBs had Php 1.2 Billion or
66.72%, while UCBs only had Php 519 Million or 27.90%. All these were possible
because of the RCB’s aggressive lending.
The major source of income for banks is interest income that comes from
lending activities. In addition, another bulk comes from non-interest income such as
fees and commissions from payment services, intermediation services, etc.
In 2008, it was a profitable year for banks across all provinces especially for
those in Agusan del Norte as it posted an operating income of Php 756 Million or
40.64% of the region’s total. The impressive performance for that year indicated the
industry’s domestic orientation. While the world is experiencing a global financial
crisis, such orientation cushioned the industry from being badly affected by the crisis
and positioned itself to be profitable despite the slack in credit growth.
National Economic and Development Authority
Caraga Region
September 08, 2009
Considering that deposit liabilities are still the primary source of bank funding,
increased domestic savings must be encouraged among the population. While the
country’s economy is generally consumption driven, increased savings leads to
increased capital formation boosting the gross domestic product. As the deposits
rise, banks in turn can translate these into productive loans that will help finance
business expansions and entrepreneurial activities that increase production and
create jobs and income for the people.
In line with this, banks must improve their service delivery to persuade
customers to patronize them. For instance, in order to decongest long lines during
regular banking, it would be highly advantageous to improve systems and methods
being presently practiced. It might also be good to explore the feasibility of putting up
overnight deposit terminals to encourage customers to bank even beyond regular
hours without additional manpower on the part of the banks.
It would also be best to promote the use of regular banking channels in
receiving overseas remittances as this creates income from bank services. To
encourage the population to save, other deposit and investment products must also
be promoted to the customers with respect to their individual risk profiles. The
convenience in using online banking facility must also be promoted. The banks
would also benefit in improving the management of corporate accounts including
getting local companies to set up payroll accounts for its employees.
Considering the huge asset size of UCBs, it has the opportunity to increase its
current level of loan portfolio. On the other hand, while RCBs have been aggressive
in their lending activities resulting in bigger operating income, risk must also be
carefully managed to avoid an increase in bad debts.
While 2007 is the year mining drove the region to achieve its highest GRDP
yet, it did not translate to an extraordinary rise in the banks’ total deposits. This could
mean that the income from mining did not land in the local banks.
Banks are also encouraged to increase the population and geographic areas
being served through possible branch expansions. This August 2009, two banks
have established their first branches in Butuan City. These are Philippine Savings
Bank, a thrift bank, and Union Bank, a universal bank. Both are expected to add to
the industry’s growth and strength. While the banking industry have done well in weathering the present global
crisis, still banks are encouraged to aim for stronger corporate governance and
improve asset and loans quality by minimizing exposure to non-performing loans and
other subprime credit.
Finally, the possible establishment of a Banko Sentral ng Pilipinas (BSP)
branch in the region would highly improve the banks’ cash operations and
administration.

Initial Assessment of the Caraga Region Banking Industry
Majority of the banks in the region

are Rural and Cooperative Banks (RCBs).

This is most likely because of a sharp rise in total assets due to the entrance of 2

banks in 2007 and another 2 in 2008.

It would also be best to promote the use of regular banking channels in
receiving overseas remittances as this creates income from bank services. To
encourage the population to save, other deposit and investment products must also
be promoted to the customers with respect to their individual risk profiles. The
convenience in using online banking facility must also be promoted. The banks
would also benefit in improving the management of corporate accounts including
getting local companies to set up payroll accounts for its employees.
Considering the huge asset size of UCBs, it has the opportunity to increase its

carefully managed to avoid an increase in bad debts.
While 2007 is the year mining drove the region to achieve its highest GRDP

Franz-Bxu September 22nd, 2009, 11:30 AM Butuan sets symposium on "Building Balanghai Boat"
by Robert E. Roperos (pia_caraga@yahoo.com.ph)
Butuan City (22 September) -- A symposium on "Building the Butuan Balanghai Boat" is set tomorrow, September 23, 2009 at Father Saturnino Urios University (FSUU) Little Theater, Archbishop Carmelo Morales Campus, Libertad, this city.
With FSUU and the Butuan Historical and Cultural Foundation (BHCF) co-sponsoring the event, the Butuan Global Forum (BGF) is spearheading the conduct of the activity aimed at promoting the historical culture and tourism in the city.
In a statement sent to PIA, Jorge Navarra, Project Committee Co-Chair of Butuan Balanghai Boat who is also the Secretary of BGF) said the Butuan boat will start construction upon the arrival of the boat-building crew in the coming weeks and will be launched to Butuan waters before the end of November this year.
Dubbed as "Voyage of the Balanghai," it also "aims to celebrate the toughness of our Filipino character to surmount the most formidable odds, highlight our ancient history as a maritime nation, and instill pride in our world-class maritime skills long before the coming of foreign powers, skills that we must now continue to develop," Navarra said.
Navarra also said the team has already put together a crew of Badjao boat-builders who built an exact replica of the "balanghai" based on the remnants of the Butuan boat excavated in this city in 1970s. "The Badjaos used their traditional boat-building techniques and tools, the same methods and implements used by our ancestors in the building of "balanghai."
It can be recalled that the Manila-built "balanghai" boat was named "Diwata ng Lahi" to symbolize the spirit of Filipino race, depict the Filipinos common heritage as a maritime people, and awaken our nation, especially the youth, to apply our collective strengths as communities to help in the progress of our country. "Diwata ng Lahi" began its voyage last September 1.
The project requires the combined resources of Butuanon organizations and families in and outside Butuan. (PIA-13)

The Sangguniang Panlalawigan approves recently a resolution for the conversion of Lake Mainit Circumferential Road from provincial/barangay roads into a national road.
Hon. Erlpe John M. Amante receives a letter from Hon. Maria Valentina G. Plaza, Governor of Agusan del Sur and Chairman of the Infrastructure Development Committee informing him about the recommendation submitted by the Regional Development Council (RDC) – Infrastructure Development Committee (IDC) that the IDC secretariat shall draft a joint resolution by the provinces of Agusan del Norte and Surigao del Norte to convert Lake Mainit Circumferentail Road into a national road.
Geographically, the Lake Mainit Circumferential roads connect the said two provinces through the coastal area of Lake Mainit. It is located in the jurisdiction of four lakeshore municipalities, namely, Mainit and Alegria of Surigao del Norte and Kitcharao and Jabonga of Agusan del Norte.
The concerned municipalities believed that once this project is pushed through this will promote trade and tourism and eventually will impel socio-economic progress in their areas.
Knowing the benefits that the province of Agusan del Norte and its neighboring province will derive with this conversion, the committee headed by Hon. Aquino W. Gambe highly recommends to the body for approval the proposal of Infrastructure Development Committee, RDC -IDC Caraga region.

MANILA, Philippines—Three contestants from last week’s Tokyo auditions will be included on the shortlist for the next season of “Pinoy Big Brother.” Tryouts are ongoing in California in the United States, program director Lauren Dyogi has announced.
The Tokyo auditions ended on September 13. “We’re heading to San Francisco for the final global auditions,” Dyogi told Inquirer Entertainment in a text message.
Dyogi reported that Anuska Bahn, a representative of Endemol, the Dutch TV company that owns the “Big Brother” franchise, will arrive next week to take part in the final casting of “PBB: Double Up,” which premieres Oct. 4 on ABS-CBN.
“Regional finalists are starting to receive confirmation for final casting,” Dyogi said. The director reported that 11 finalists were chosen from the Manila auditions. Six contestants each were chosen from the Tarlac and Pampanga tryouts. Tryouts in Cebu, Bohol and Capiz yielded eight each. Butuan, Davao and General Santos each produced 10.
Six finalists were picked from auditions in Batangas and Camarines Sur; five passed tryouts in Europe, said Dyogi.
Bianca Gonzales, one of four hosts, said she has no idea why the show is titled “Double Up,” and that neither do co-hosts Mariel Rodriguez, Toni Gonzaga and Luis Manzano. “I guess maybe it’s because there are two groups of housemates that may be challenging each other.”
Asked what she thought makes a Big Winner, Bianca said, “It’s hard to say. But something I’ve seen that’s common to all Big Winners so far is their vulnerability. They opened their hearts and minds. This made the voting public open up to loving them, in turn.”
“Pinoy Big Brother” and its many foreign counterparts follow the same format. Twelve contestants live together inside a house for about 100 days. The winner brings home the grand prize package that includes a car, a house, a business franchise, home appliances and a cash prize.
“Big Brother” has been exported to 42 territories. Only two weeks ago, it was reported that Channel 4 in London will air the final series of the reality show’s British version next year. The word from the British network was that “Big Brother” had reached its “natural end point.”

MANILA, Philippines – The 21st day of a sea adventure aboard the “balangay” (precolonial boat) turned into an impromptu rescue mission as the intrepid crew rolled into a remote island off Romblon Monday and came upon an old woman on the brink of death.
On the island of Maestro de Campo, the balangay expedition members saved 68-year-old Aurora Tomining, who was suffering from a heart condition coupled with pneumonia, team leader Art Valdez said in a phone call to the Inquirer.
“She was in very critical condition when we came. There was no hospital on the island, and the last time a doctor was here was one year ago,” he said.
An emergency rescue operation was launched with the help of Capt. Ferdinand Velasco and his crew aboard Coast Guard search-and-rescue vessel no. 3502, Valdez said.
“She had to be flown in by helicopter to Manila. I heard she was already in Manila (by Tuesday),” he said.
The balangay crew, composed of members of the first Philippine expedition team to Mt Everest, the same group who successfully climbed the world’s highest peak in 2006, had arrived in the town of Concepcion on the island at noon Monday.
Valdez said the group, with the help of the mayor, Lemuel Cipriano, organized a medical mission to help out the island inhabitants through free medical consultation with Dr. Ted Esguerra, a member of the balangay crew.
It was during the medical mission that Esguerra came across Tomingin, who had been bedridden and in terrible condition, Valdez said.
“It was fortunate that we came at just the right time,” he said. “It was all Dr. Ted Esguerra’s doing. He had been up all night and he attended to more than 100 patients.”
Valdez said Tomingin’s case was precisely the whole point of the voyage - to create connections with Filipino people from across the islands, and to be able to help and educate them along the way.
“This is the kind of thing that we had set out to do,” he said.
The balangay crew intend to take the migration route of the Austronesian-speaking people of ages ago and have been making their way around the vast ocean the way the ancients did - by observing the direction of migrating birds, the location of the sun and the stars, and cloud and wave patterns.
Crew members included a hardy bunch of mountaineers, sailors from the Philippine Coast Guard, and Badjao tribesmen, who steered the balangay along the Luzon coastline and had so far made stopovers at ports in Cavite, Batangas and Oriental Mindoro.
Earlier this month, the balangay adventure nearly came to an abrupt end after it was swept by raging flood waters off Cavite at a waypoint in Ternate town.
The balangay had to return to Sangley Point where the crew waited for the rough waters to calm down.
The core crew members are Valdez, Janet Belarmino-Sardena, Carina Dayondon, Leo Oracion, Erwin Emata, Noelle Wenceslao, Dr. Ted Esguerra, Fred Jamili and Dr. Voltaire Velasco.
The first phase will cover 2,136 nautical miles (3,960 kilometers) and 73 ports from Manila to Siluag Island, Tawi Tawi. In all, the balangay will sail for 120 days (plus 24 days of Christmas break) under normal weather conditions.
Based on the schedule, the first phase will end on Feb. 26, 2010.
In building the balangay, Valdez had tapped members of the Badjao ethnic group, a semi-nomadic seafaring tribe from Sibutu and Sitangkay in Tawi-Tawi, to craft the boat, whose planks were fashioned from a type of wood locally known as “lupanga” and its bow from “ubyubi”.
The 15 X 3 meter wooden boat (roughly the length of four cars lined side-by-side) was patterned after a Butuan boat displayed in the National Museum, which was carbon-dated to 1250 A.D.
The first recovered balangay was excavated in Butuan City, Agusan del Norte, in 1978 and based on carbon-dating, is said to have been built in 320 A.D. The plank-type, edge-pegged naval design was a common feature of ancient boats in the Southeast, according to historians.
Although they intend to sail as faithfully as possible to the ancient ways, Valdez and his group would not do away with technology entirely, such as cell phones.
After Philippine waters, the adventure will move to phase 2 û Southeast Asia. The balangay will travel the seas to Malaysia (Sabah), Brunei, Indonesia (Kalimantan), Singapore, Malaysia (Peninsular), Thailand, Cambodia, Vietnam, China, and Taiwan. Based on the timetable, phase 2 will be from March to July 2010.
If the quest is successful, the balangay will move on to Madagascar off Africa in 2011.

WILL THERE BE A POWER CRISIS IN MINDANAO?
by Joji Ilagan-Bian
Each and every businessman who recently attended the 18th Mindanao Business Conference in Koronadal City last week expressed serious concern over the truthfulness as to whether there will be a power crisis in Mindanao. The Department of Energy (DOE) confirmed this in a statement and further revealed that if the government and companies concerned will not provide a solution by the end of the year, the problem might get worst.
Certainly, there is a shortage and the critical period has been known to the government especially from the DOE’s point of view as early as 2007. The critical period had already started this year and we are facing an uncertain situation. The officials of the Davao Light and Power Company (DLPC) admitted that Mindanao is inevitably headed towards a crisis of very serious proportions. Mindanao’s major cities—Davao, Cagayan de Oro, General Santos, Butuan and Zamboanga will experience darkness, if no concrete actions to avert the power crisis will be done.
You can just image what will happen to cities like Davao, Cagayan and Zamboanga who have been heavily selling their cities as the future “ICT (information Communication Technology) Hubs for BPO’s (Business Process Outsourcing). BPO businesses thrive best in areas where there is assurance and permanence of sufficient power supply. What will happen to the tuna canneries in Gen. Santos and to the sardine plants in Dipolog without continuous supply of power?
The entire Mindanao will expect to have long hours of brownout if the power crisis cannot be averted on time. Power supply is crucial to the existence of businesses and investments in the island. We will all suffer tremendous losses; more so with the small and medium sized businessmen who may not be able to afford the cost of expensive generators. This scenario may further result to scaling down of enterprise activities which can lead to unemployment and eventually an increase in poverty
Power Demand of Mindanao
The present demand of Mindanao’s five key cities is put at 484MW while the peak demand of power users is expected to hit an average of 5.76 percent in the next five years. A strategic approach as proposed by the DLPC presented a 13.1 percent reserve capacity in order to enable the Mindanao grid to supply the total power demand of the island. This approach is based on the theory that the grid must maintain a reserve capacity equivalent to the capacity of the biggest generating plant so that in the event that a single plant fails, there would still be enough to supply 100 percent of the requirement of the power users.
Moreover, the DLPC projects that the gap between the requirement and the reserve capacity of 13.1 percent will gradually deteriorate over the next five years. Mindanao is now feeling the crisis since the 13.1 percent power reserve during off peak to ensure continuous supply of power has already dropped to one percent.
Contradicting Statements
On the contrary, the Freedom from Debt Coalition (FDC) said that research shows there is no power crisis in Mindanao. In fact, the Philippine Energy Plan 2004-2014 report of the DOE indicated a total surplus power of about 373 megawatts for the Mindanao grid. The report also indicated that there is enough power supply for the deficits of both Western Mindanao (62MW) and Southern Mindanao (233MW) which comes from the surplus power of 670MW in Northern Mindanao. FDC also found out on its own research that there is, in fact, a low demand for energy because of the current economic turmoil that is being experienced on a global scale. Most industries are slowing down operations due to the slowing down economy, thereby reducing demand for power.
Action Agenda to Avert the Crisis
However, the government identified an immediate solution by putting up three new power plants but it would take about three years to get all of them done. Among the three projects are the Sibulan Hydro, which is currently being completed, the Mindanao 3 located at the peak of Mt. Apo which is almost done and the Kabulig Hydro which is experiencing some problems. Even if these guaranteed power plants are completed, they will still project a shortage of around 400 megawatts (MW). In addition to these three plants, the Conal Holdings Corporation, owned by the Alcantaras, has unveiled a $450 million coal-fired power plant in Sarangani Province to be up by 2013. This plant is expected to generate up to 200MW of power which would be enough to sustain the requirement.
There’s another theory that this looming power crisis is caused by “transmission constraints” which is already being addressed by the National Grid Corporation of the Philippines. And that, as of April 2008, there is a 382.1MW reserve which is enough to supply whatever imbalance that may occur in power supply and demand. We are being supplied with 1,933.4MW as total installed capacity of power generating plants in Mindanao while 1,682.1MW is the dependable capacity. Plus Hedcor Sibulan and Conol Holdings in Sarangani Province supply an additional capacity of 242MW. We actually have more than enough, if this is the case.
Clearly, power shortage is a looming threat. This is the time that business, government and the various groups of the civil society should work together to avert this crisis NOW before it is too late!

This is the time that business, government and the various groups of the civil society should work together to avert this crisis NOW before it is too late!

regjeex September 24th, 2009, 07:31 AM Bullet-ridden eagle found in Agusan Sur
DAVAO CITY, Philippines—A bullet-ridden Philippine Eagle was found in Trento town, Agusan Del Sur early this week, a conservation group said on Thursday.
Richard Bautista, communication officer of Philippine Eagle Foundation (PEF), said the badly injured endangered Philippine Eagle (Pithecophaga jefferyii) was discovered by farmer Nenito Tabana in Pangan village on September 21.
Tabana, he said, immediately endorsed the eagle to Trento Mayor Irenea Hitgano, who turned it over to the staff of PEF who arrived the following day.
Bautista said the initial assessment was that the eagle has a “slim chance of survival” but the team of veterinary experts at the PEF conservation and rehabilitation center in Malagos district here are not about to give up.
The gender of the eagle has yet to be known; it is also believed to be around 9 years old.
An x-ray examination revealed that the eagle now named as Pangyan (derived from the village) has two gun pellets embedded inside its body, an inch deep from the shoulders.
Bautista said its two legs were also badly fractured and it is still unable to open its right eye.
When it was endorsed to the foundation, Bautista said the eagle’s legs were wrapped with electrical tape plastered on some leaves.
He said it meant that there was attempt to cure it.
“When we retrieved the eagle, it was passive, which means that it had been in contact with humans for some time already. Normally these wild birds are aggressive,” Bautista said.
He said the team of scientists working on the treatment also believes that the bird has a mate.
As to who may have shot the bird and caused its injury, the PEF and DENR authorities are still investigating, Bautista said.
Under Republic Act (RA) 9147 or the Wildlife Resources Conservation and Protection Act, persons harming Philippine Eagles could be imprisoned for 12 years.
The Philippine Eagle is an endangered species.

It is a good news to hear that there are still Philippine Eagles in the wild but the problem is that people are always attracted upon sighting them and wants to get them by any means. Pangyan is a remote village in Trento. I was there last May and make some inspection and evaluation of the rivers abound. What surprise me lang in this place is that there are many people living there and you can see plastics in its rivers.
I had seen before my two eyes a Philippine Eagle in the wild previously in the boundary of Santa Josefa and Monkayo. It is about to perch a Lawaan tree and behold! When it flapped its wings before perching the branches swayed. It is really magnificent in the wild and you can just watch in awe on this gargantuan bird.

hakz2007 September 24th, 2009, 01:07 PM Historical group eyes to build the “Butuan Balanghai Boat" (http://positivenewsmedia.net/am2/publish/Tourism_24/Historical_group_eyes_to_build_the_Butuan_Balanghai_Boat.shtml)
BUTUAN CITY, Sept. 24 (PNA) – In an effort to promote the historical, cultural and tourism haven in this region’s capital city, the Butuan Historical and Cultural Foundation (BHCF), together with the Butuan City Tourism Council (BCTC) and Butuan Global Forum (BGF), are eyeing to build the “Butuan Balanghai Boat.”
This development came out during a symposium on Wednesday at the Father Saturnino Urios University (FSUU) theater, Archbishop Carmelo Morales Campus at Barangay Libertad, this city.
Jorge Navarra, project committee co-chair of building the Butuan Balanghai Boat and BGF secretary, said the construction will start upon the arrival of the boat-building crew in the coming weeks and will be launched to Butuan waters before the end of November this year.
Dubbed as "Voyage of the Balanghai," it also aims "to celebrate the toughness of our Filipino character to surmount the most formidable odds, highlight our ancient history as a maritime nation, and instill pride in our world-class maritime skills long before the coming of foreign powers, skills that we must now continue to develop," Navarra said.
Historians and officials and members of other historical group will be present during the construction of the said project. (PNA)

The conductor shouted nga naay manaog sa Colorado (a sitio in Jabonga) then upon passing by Cabadbaran and Minaano (RTR) a passenger said "ihunong lang ko sa Los Angeles". Hours later we reach San Francisco and the bus make a stop-over. Then a fellow passenger disembark and she met a friend who is on the way to an adjacent bus and said "Hoy asa man ka?" The woman answered " Adto ko sa Madrid (Surigao Sur) unya ikaw?" She responded " Ahh, ari sa ko sa San Francisco". I was amused as if I am in an airport. Anyway I will be going to Trent (Italy) aw Trento diay!!
Fahdingding September 25th, 2009, 02:44 AM guys, naa bay posibility na mag karoon ng lone district ang BXU... kay nabasahan nako nga qualified na ang BXU mag karoon ng lone district based on our population.
Unsa na ba population now sa BXU? As of now, part xa sa unsa na legislative district? kinsa iya mga kauban na municipalities? depende man gud na...
Take the case of GENSAN... According sa 2007 Census, 535,000 ang population sa GENSAN (2009 - almost 600,000)... Come to think of it.. dapat may dalawang legislative district na ang GENSAN (meaning: Gensan has its own congressional district with 2 representatives in congress). But until now, GENSAN has no legislative district of its own and it is still part of the 1st district of South Cotabato together with the 3 municipalities of Polomolok, Tupi and Tampakan!
Reason: if magbulag ang GENSAN, what will happen to the 3 municipalities? iabsorb sila sa 2nd district? di pud magsugot ang 2nd district kay sobra - sobra na daw, di makaya kung ang south cotabato tanan is under 1 district lang... then another problem, di pud sila pwede mahimo 2 districts kay kulang pa sa pop. ang south cotabato to be entitled to it!
What happened: The Status Quo remains... :ohno:
Ako compromise: create ug 2 legislative sa GENSAN, I absorb sa ang 3 municipalities for the meantime until entitled na ang south cotabato for 2 districts... kasi for me, unfair to for GENSAN... :bash:
