New government center is city’s focal point for development

BACOLOD CITY – In either politics or finance, there is always a nerve center.

In his State of the Nation Address (SOCA) in the first quarter of this year, Bacolod mayor Evelio Leonardia outlined his programs and projects which translate into his blueprint for Bacolod in the nest three years.

In his reference to his blueprint for the next three years Leonardia said, “At the start of this report, I mentioned that our city is in the midst of exciting times. The tempo of our economy is picking up. We have to sustain it for the sake of our people’s future. By God’s grace and with a lot of hard work on our part, we will become one of the premier cities of this country.”

“We have long dreamed of a New Government Center (NGC). Now that dream is becoming real.”

Those close to the city’s chief executive say the New Government Center (NGC) will be the nerve center of all the plans, programs and development, he will carry out for the city and its people.

Requesting anonymity as they do not want to be misinterpreted, barangay leaders said the NGC now being constructed in the Circumferential Road area has, in effect become the landmark for achievement and more development.

Leonardia said city government officials needed to focus on two areas insofar as development is concerned. These are physical or infrastructure development and strengthening the delivery systems for basic social services to support the development of communities and growth centers.

This would mean delivering more services to blighted and marginalized communities and focusing on growth centers for business and its expansion.

With his foresight and those of his planners, Mayor Leonardia has pinpointed the task at hand—mainly to finish the construction of the New Government Center (NGC) and to build road and bridge linkages as well as road networks.

The linkages and networks should be linking Gonzaga Extension and Eroreco Road to connect these to the Circumferential Road, Taculing Road to connect this to Alijis national highway with a bridges, Aguinaldo street Extension with a bridge to be connected to the back portion of the mall, Robinson’s Place the North Capitol Road to be connected to the Reclamation area road networks within barangay Alijis-Granada Relocation site to the New Government Center (NGC).

Major projects include the building of public transport terminals for south and north-bound vehicles closer to outer city limits, to support the implementation of the nationally-funded flyovers along Lacson St, covering two points by the DPWH which is intended to decongest traffic; improve the drainage systems which flows into the Magsungay River, Mambuloc area Creek, Lupit River and Creek, to build critically-needed satellite markets in populated areas.

Economic development and delivery of basic services while establishing its nerve centers in the NGC will have its own specific nerve centers close to the chief executive who is to oversee all those.

There is no way for the city government but to go forward. With the development Bacolodnons see around them, each one will develop nerve centers in their own hearts and minds enough for them to cooperate with leaders of the city who are doing their best to builds city for the future for the present, and more as the children or the future.

Gov’t center 88% complete

The construction of the P394 million new government center project of the Bacolod City government is about 88 percent complete based on the assessment of its engineers, Bacolod Mayor Evelio Leonardia said during an ocular inspection of the site yesterday.

The project is supposed to be finished officially by June 30 to comply with the 18-month period stipulated in the contract, he said.

Perry Miranda, the project engineer of Hilmarc’s Construction Corp., is confident that the project will be finished before the June 30 deadline, he added.

Leonardia said the city plans to transfer to the new government center in July. Asked if he will be delivering his state of the city address there, he said, “It looks, from all indications, that we will have it here.” If the project is not finished, they could complete the Sangguniang Panlungsod Hall first, he said.

He recalled having said that his SOCA in 2007 was a sentimental one and could be his last at the old City Hall, Leonardia said.

The three-storey new government center building has a total floor area of 11,000 square meters. The lobby, which is more than 500 square meters, is covered in black and white tiles that resemble the Bacolod Public Plaza.

In front of the building is a fountain with a diameter of 40 meters and circumference of 125 meters. The parking spaces around the building can accommodate 211 vehicles with room for expansion at the back.

The new government center is going to be the symbol of the growth and prosperity of Bacolod, Leonardia said. We believe it is at par with the best City Hall buildings, not only in the Philippines but in other countries, he said.

This is a 40-year-old dream of the city and almost all administrations in the past dreamt of this, Leonardia said. But this time, it is a reality, he said.

“I’m sure this is something we can all be proud of. We intend to bring our people here when it is finished through scheduled tours so that they can feel that this is the new home of Bacolod City,” Leonardia said.

Meanwhile, the city has paid HCC only 51 percent of the contract price. The project started without the city making payments to HCC although, by practice in the industry, there should be a 15 percent mobilization fund before the construction starts, he said. However, HCC started the project before receiving payment from the city to beat the deadline of the donor, the Gonzaga family, which was Dec. 31, 2006, he added.

The Gonzagas had given the city only 30 months to finish everything or they will take back their property, Leonardia said. That is why he wanted the project started right away, to ensure that the property will not revert back to the owners, he said.

The city paid HCC a few months after the project was started and a case was filed against them, Leonardia said. However, the case was dismissed by the Regional Trial Court, he said. It is the Commission on Audit that will determine if the project is reasonable or not, he added.

The project is transparent and open, Leonardia said, adding that they only follow what is legal.

Unfortunately, it seems that in everything they do, cases are being filed against them, he said. It is obvious that this is only due to envy if not outright sabotage, he said.*CGS

sana maganda din ang park sa unahan, ..well come to think of it negrenses are avid gardeners,..... hey and I like the huge fountain,...hopefully this would turn into something as elegant and classy as the capitol lagoon....

with that in mind bacolod seems to be turning into a city of wide boulevards and great open spaces...hope they keep up the trend, that's the norm in the city beautiful concept

hello there!

this is not an american architcture original. this is patterened after the greek classical architecture of which many government bulidings and universities around the world patterened their buliding designs. the elegant simplicity of the greek architecture almost certainly have become timeless trademark of great government buildings.

all great classical greek buildings look perfectly beautiful whichever side of the structure you view it. the ancient greeks themselves are slaves to perfection in almost everything they do (arts, science). the bacolod government center is one great example to this homage to a proven design of timeless grandeur, simplicity and perfect structural beauty. you should be proud of what the city have done in this regard!;)

poor artists borrow. great artists steal. granting that this is a copycat, not all copycats are shameful...i guess

Leonardia Says: ‘City Saves P80M for Constructing NGC’

Mayor Evelio R. Leonardia yesterday said it was advantageous on the part of the City Government of Bacolod with the construction of the new government center last year, citing the high cost of construction materials.

Leonardia cited the case of the new City Hall in Iloilo City which is supposedly an eight-storey building but it was reduced to a seven-storey building due to the rising cost of construction materials.

Leonardia quoted his friend Iloilo City Mayor Jerry Treñas that the rising cost of construction materials have been jacked up by 22% or from a budget of P379 million, it went up to P463 million. Leonardia said that if the city has not decided the early construction of the new government center, this Iloilo experience would have been experienced by Bacolod.

The City of Bacolod has a budget of P398 million for the new government center.

It will have an additional budget request of about P40 million to purchase furnitures.* (CNC)

Had the city not started the construction of the Bacolod City Government Center in 2006, the project would have cost more than P394 million now, Bacolod Mayor Evelio Leonardia said yesterday.

Leonardia cited the proposed new Iloilo City Hall that will be reduced from eight to seven-storeys as a result of the increase in the prices of construction and architectural materials.

According to the contractor, Pacific-Oriental Consultants and Management Co. Inc., the total cost of the Iloilo project as of Dec. 27, 2006, was P379 million, he said. But because they have not yet started the construction, the price of the Iloilo City Hall right now has increased by 22 percent, to about P463 million, an increase by approximately P80 million, he added.

POC general manager Conrado Goco told Iloilo Mayor Jerry Treñas that the project will incur delays and will be completed by April 30, 2010 instead of Nov. 30, 2009.

“I believe that, with this example, we are now vindicated of all the attacks against us before on the government center,” Leonardia said. “If we had listened to the ‘saboteurs’ and did not start the construction of the project in 2006, the city also could have lost about P80 million,” he said.

Because the Bacolod City Government Center was started in 2006, the city has savings of about P80 million, in addition to the P140 million value of the donated lot, Leonardia said.

“I believe this further validates our decision to have the construction of the project proceed. Now is just a matter of time, and this will soon became a reality,” he said.

Leonardia said that the project is already about 88 complete and is supposed to be officially finished by June 30, to comply with the 18-month period stipulated in the contract between the city and Hilmarc’s Construction Corp.*CGS

Manager Zosimo Briones of the National Transmission Corporation-Negros confirmed yesterday that the Bacolod City government can get its power supply directly from the National Power Corp.

Asked if the city can get its power supply for the new government center directly from NAPOCOR, Briones told the Bacolod Sangguniang Panlungsod that the province of Iloilo gets its power from NAPOCOR, and that the Energy Regulatory Commission has approved its contract with the power supplier. He said San Miguel Corp., Gaisano and Distileria de Bago Inc. also get their power directly from NAPOCOR.

Councilor Al Victor Espino said the Electric Power Industry Reformed Act says that the city can access power directly through NAPOCOR.

“Under the EPIRA Law, we can even be the distributor of power from NAPOCOR through TRANSCO and the Independent Power Producers to components of the local government which require power,” Espino said. “All the city needs to do is pay a willing fee,” he added.

Therefore, Espino said, although the two newly-elected directors of the Central Negros Electric Cooperative have declared that they will vote against granting power connection to the new government center, the city can be assured that it can have access to power.

CENECO BOARD STAND?

Vice Mayor Jude Thaddeus Sayson said he hopes the stand of the newly-elected CENECO directors is not sanctioned by its board.

They claim that the city has unpaid bills with CENECO but they should remember that CENECO also has unpaid franchise taxes with the city, he said. The matter has been brought to court and an amicable settlement has been reached, he added.

Sayson said the problem existed long ago, and it even came to the point when former Mayor Oscar Verdeflor threatened to bulldoze the electric posts of CENECO if the electric cooperative cuts off the power supply of City Hall.

However, he added, under the present administration they were able to talk to CENECO, through the courts, to resolve the problem.

CENECO BILLS VS. FRANCHISE TAXES

Based on the records of the city, as of May 2006, CENECO had total unpaid franchise taxes amounting to P166,095,619.13, while the city has unpaid electric bills with CENECO amounting to P141,654,059.13 as of December 2007.

Sayson said the government center has a big brand new generator set that can provide power for a short span of time.

Meanwhile, Mayor Evelio Leonardia said he hopes this is not part of the protracted dream of some people to sabotage the government center. Maybe these people did not succeed in their obvious attempts to stop the project during its construction stage, he said. So now, whatever their agenda is, these people also do not want the project to be finished.

However, Leonardia said they had pursued the project because they believe it is not only needed, but they also believe that an overwhelming majority of the people feel the same way and are in favor of it.

“We are reminding our people that at present our offices are located in eight different areas. With the new government center, we will have them all together to serve the public more efficiently,” he said.

He also thanked again the Gonzaga family for donating to the city the property worth P140-million which, at that time, cost about P280 per square meter.

SP okays release of funds for gov’t center contractor

The Bacolod Sangguniang Panlungsod passed a resolution Wednesday interposing no objection to the request of the mayor for the release of the retention money of Hilmarc’s Construction Corp. provided that the contractor conforms with the provisions of the contract it had entered into with the city.

The resolution was proposed by Councilor Dindo Ramos, SP chairman of the Committee on Laws, Ordinances and Good Government.

Mayor Evelio Leonardia had written the SP in Feb. 26, 2008 informing the body of the request of HCC, the contractor of the new government center, for the release of the retention money withheld from its previous billings amounting to P19,747,856.05.

For the release of the retention money, HCC submitted a Surety Bond callable on demand issued by Prudential Guarantee, also for the same amount, he said. The Surety Bond submitted by HCC will expire on Jan. 25, 2009, he added.

The Implementing Rules and Regulations of R.A. No. 1984 entitled “Contract Implementation Guidelines for the Procurements of Infrastructure Projects,” state that progress payments are subject to retention of 10 percent, referred to as the “retention money.”

Such retention shall be based on the total amount due to the contractor prior to any deduction and shall be retained from every progress payment until 50 percent of the value of works, as determined by the procuring entity, is completed.

The new government center is more than 88 percent complete as of April 2008.*CGS

Ten existing jeepney routes in Bacolod City are seeking for another one to the new government center, Bacolod Councilor Wilson Gamboa Jr., chairman of the Committee on Transportation and Traffic, yesterday said.

At a public hearing conducted at City Hall yesterday, the routes were identified as those of Homesite, Villamonte, Fortune Towne, San Dionisio, Sta. Fe, Doña Juliana, Mansilingan, JJ Gonzaga, Granada and Alangilan, Gamboa said.

He also said he proposed that the operators and drivers make an accounting of the public utility vehicles in their routes, whether legitimate operators or strikers, so they will know how many jeepneys will be allowed to service the government center route.

This takes into account the projection that there are 5,000-8,000 employees to be served and visitors who will visit the new City Center, he said.

He also asked the group to discuss this with PUJ drivers and operators whose routes will be affected, he said.

The drivers agreed yesterday that there is no need to amend their franchises and that those who want to service the area only have to indicate in their vehicles a “via government center” sign, Gamboa said.

He said the new government center may be opened by the third quarter of this year, and that he was informed that the Mayors’ League will hold its convention in Bacolod in July.

Applicants for the new routes will have to submit a request to the city to be approved by the LTFRB, Gamboa said.

The public hearing yesterday was attended by Arturo Gepes of the Land Transportation Franchising and Regulatory Board, Traffic Division head Senior Insp. Levy Pangue and the assemblers, drivers and operators applying for the government center route.

Pangue reminded the operators to submit their proposed route for study so a survey could be conducted to see if these will not pose any problems.

Meanwhile, Councilor Al Victor Espino said the city has paid about 51 percent of the progress billing of Hilmarc’s Construction Corp. for the government center, or about P193-195 million.

He said the construction of the project is now about 90 percent complete and the mayor has created a committee headed by Vice Mayor Jude Thaddeus Sayson to study and make recommendations on the requests of several national government agencies to construct their own offices at the site, office furniture and fixtures to be used, and the landscaping of the frontage and surrounding areas of the government center.

Sayson issued a memorandum Tuesday, in anticipation of the transfer to the new government center, directing all department and office heads to submit before May 19 the list of the number of tables, chairs and benches to be needed in their office including special equipments or furniture and fixtures necessary to carry out public services.*CGS

He said existing routes in the Eastern and Central routes of Bacolod City include routes of Homesite, Villamonte, Fortune Town, San Dionisio, Doña Juliana, Mansilingan, JJ Gonzaga, Sta. Fe, Granada and Alangilan.

These routes will take the way via New Government Center area, he said.

The two development routes are those from CEGASGO - Circumferential Road - Lopue’s East and from BATA - Circumferential Road to Lopue’s East area.

He said there are more or less 5,000 to 8,000 passengers who will be going to the new government center once it will open between June, July and August, 2008.

“We will do an accounting of all the jeepneys operating in the area and conduct a road capacity network survey. All the different route operators will have to submit their preferred routes so that we could study them for final implementation. There might be routes that will overlap each other, but we urged the operators to sit down and come up with a win win solution on how they could agree in case of conflict in the routes,” he said.

All the changes in the traffic system will be implemented under a traffic experiment as provided for by law.

He said they will have to meet again to further discuss this matter.*

i think the cegasco-lopues east route traversing the circumferential road is a welcome move. although they should have done that a long time ago because of the presence of residental subdivisions in the area. riding in tricycles which serve the route is literally a pain in the a--.:)

i hope they will implement a time scheme for this huge trucks passing by the government center. :) its not nice for trucks to pass that area during day time.

the most effective way i think is to impose a truck ban during daytime so as not to cause traffic jams along the circumferential road especially those trucks carrying sugar canes. these trucks sometimes pose a lot of hazards to motorists and are prone to accidents. the best time to allow them is between 9pm to 4am. :)

they may not be "nice" to look at but trucks (with sugar cane or any other cargo) are essential parts of the economy. Without them the economy of any locality will grind to a halt. The whole system depends on them, from ferrying raw materials to factories, to delivering finished products to warehouses, ports, and stores, to carrying equipment for mills, etc. The best way is to find a good alternative road for them, if some of the residents are "offended" by their sight. Until then, they should be allowed to travel on roads suitable to them. They contribute much more to development than those expeditions or pajeros.

They are not an eyesore as long as these trucks are not overloading and must cover these sugarcanes to prevent from falling off some pieces on the streets and would somehow create an accident to a vehicle following them.That why roads in most part of Bacolod are built more durable because of them.:cheers:

i agree. it does not complement to the architectural design of the building. and the pavement would have been well coordinated with the design also. a brick pavement suits the design. but its not finished yet. so we can still hold our judgment till the final touches are done.

It's not really that bad,IMO.It's just that,those design of lampost are very common in the Philippines.Once the water fountain and the landscapping are all complete somehow it wouldn't be look odd as it is.Let's wait furthermore for the progress of the completion.

SP approves P50M for furniture

The Bacolod Sangguniang Panlungsod approved on Wednesday an appropriation ordinance for P50 million requested by the mayor for the purchase of property, plants equipment, furniture and fixtures for the new government center.

Bacolod Vice Mayor Jude Thaddeus Sayson yesterday said nine councilors voted in favor of the ordinance. Councilor Celia Flor voted against it and Councilor Reynold Iledan abstained. Councilors Jocelle Batapa-Sigue and Napoleon Cordova were not present, he said.

Councilor Catalino Alisbo was reportedly out of the SP session hall when the ordinance was passed.

Flor said she voted against the passage of the appropriation ordinance because it had no attached justification.

But she said she has no objection to the purchase of furniture and fixtures for the new government center.

She just wants the basis for the P50 million budget. “They should itemize the need to give us an idea,” she added.

Councilor Wilson Gamboa Jr. said he voted in favor of the ordinance on the condition that everything will be transparent, particularly in the bidding process. It should also conform to accounting procedures and follow standard procurement procedures, he said.

Sayson had earlier said his committee is in the process of preparing the layout so they will know the amount of furniture that will be needed in the government center which has floor space of 12,000 square meters. He said that once this is complete, he will ask the approval of the department heads and if they are satisfied with it, his committee will prepare the purchase request for the bidding.*CGS

It is part of the Leonardia Administration’s blueprint for this term which is to build road linkages, bridges and Road Networks.

Said road is now finished and will be inaugurated/opened to the public on June 19, 2008. This project with a construction cost of One Million Two Hundred Thousand (P1,200,000.00) Pesos will shorten the traveling distance to and from barangays Villamonte, Vista Alegre, Mansilingan, Alijis and portion of Taculing. It will improve the accessibility of the New Government Center to the public.

Motorists can now choose this convenient route to avoid traffic congestion along the City High-Mansilingan Road and Burgos Street.

i don't think there was ever an authentic philippine architecture. all of these designs have western influences. otherwise, if you decide to build a nipa hut for a city hall...:lol:

Do you have any idea that there is this "Coconut Palace" in Manila? Filipinos are talented people. Why not come up with a design that is proudly Filipino? It doesn't mean that you have to limit yourself with the Nipa Hut concept only and build something out of bamboo. Have you seen the design of Lopue's East? The columns of Lopue's East? That is the symbol for Sugar cane and it has been admired by the Architects of the Philippines group because of its originality in design. Hence, I believe that the City Hall design should have been something original and NOT A COPY-CAT-WHITE-HOUSE-LOOK-A-LIKE of the Americans. I think its high time that we show the world the hidden talents that Filipinos have. Don't you agree? :cheers1::hi:

this is not an american architcture original. this is patterened after the greek classical architecture of which many government bulidings and universities around the world patterened their buliding designs. the elegant simplicity of the greek architecture almost certainly have become timeless trademark of great government buildings.

all great classical greek buildings look perfectly beautiful whichever side of the structure you view it. the ancient greeks themselves are slaves to perfection in almost everything they do (arts, science). the bacolod government center is one great example to this homage to a proven design of timeless grandeur, simplicity and perfect structural beauty. you should be proud of what the city have done in this regard!;)

I love greek architecture and I want it in my house but I'm talking about the white-house-copy-cat design of the City Hall and not the greek inspired architecture of it. For me a City Hall is the symbol of the city and represents the people of Bacolod. So when a foreigner visits Bacolod and sees the "White House" look of the Seat of the City Government of Bacolod, what would he think? That Bacolod is so "star struck" with America that it even followed the White House design? :clown::uh::wink2:

IMO, the only part of the building where Greek architecture's quite evident is the central part of the facade. The remaining 75% of the structure is far from classical Greek architecture; it's more of classicized moderne (like Palais de Chaillot in Paris) or classical-art deco fusion. Anyways, kahit ano pang architectural style, the building is still elegant and beautiful.

eto masasabi ko 4 all: The Western influence employed in this building's architecture doesn't nullify the fact that this is a product of the Filipino creativity.

If copycat is not so shameful why is there a stigma to the word? Why is it a derogatory remark?

I love greek architecture and I want it in my house but I'm talking about the white-house-copy-cat design of the City Hall and not the greek inspired architecture of it. For me a City Hall is the symbol of the city and represents the people of Bacolod. So when a foreigner visits Bacolod and sees the "White House" look of the Seat of the City Government of Bacolod, what would he think? That Bacolod is so "star struck" with America that it even followed the White House design? :clown::uh::wink2:

IMO, the only part of the building where Greek architecture's quite evident is the central part of the facade. The remaining 75% of the structure is far from classical Greek architecture; it's more of classicized moderne (like Palais de Chaillot in Paris) or classical-art deco fusion. Anyways, kahit ano pang architectural style, the building is still elegant and beautiful.

eto masasabi ko 4 all: The Western influence employed in this building's architecture doesn't nullify the fact that this is a product of the Filipino creativity.

THERE is no problem with the Bacolod City Government's plan to establish an independent power source for its New Government Center (NGC) by simply not tapping from Central Negros Electric Cooperative (Ceneco), said coop president Roberto "Bobby" Montelibano.

However, Montelibano stressed the city should settle the P200 million arrears with Ceneco before tapping directly from National Power Corporation (Napocor) through National Transmission Corporation (Transco).

Under the current proposal presented by City Administrator Rogelio Balo to the City Council Thursday, for a P16 million worth of package, the city could avail of independent power connection at NGC like what the Iloilo Provincial Government is doing right now for its new Capitol building.

Councilor Jocelle Batapa-Sigue, chair of the council's committee on energy, however questioned the P16-million package, calling it as an extravagant cost for a power connection alone.

Sigue requested her colleagues to defer talks about it and instead give her time to study it carefully as she admitted being amazed by such proposal.

Having a P394-million new government center, plus P50 million furniture and fixtures, plus another P16 million for power connection, I think it's too much, the councilor pointed out.

"I hope that the city officials, especially Mayor Evelio Leonardia know the repercussion of their act of staying away from Ceneco for a power connection at NGC. Because for sure, Napocor and Transco would have to think twice or even thrice before approving the city's request for an independent power connection despite its more P200 million accounts with Ceneco," the Ceneco president said.

Though Montelibano said the city could tap anywhere they want, but the question is its credibility considering that the P200-million debt remains in red mark at Ceneco.

Montelibano also said the city can really apply at Ceneco for a power connection for NGC.

But Montelibano said he supports the decision of coop's new board of directors who said they will block the move to put up power connection at NGC unless the city pay the P200 million debt.

On record, the city is consuming about P3.5 million worth of electrical expenses every month.

Of its more P200 million current debt with Ceneco, Montelibano said: "As far as our records are concerned, they only paid two times at P1 million each the previous month."

The city, however, won't pay the P200-million account with Ceneco not until the coop can also settle its franchise tax obligation to the city, which according to records, also amounts to its current debt with the electric coop.

Montelibano said: "The issue of franchise tax needs to be decided by the court first. And if the court says so that Ceneco would pay for it, then the coop, of course, will be compelled to do so. But while the case is yet to be settled by the court, it is but nature that the city government has to pay its P200 million to Ceneco."

The city officials, especially Mayor Leonardia, should be ashamed to the Bacolod people for not paying the city's "very" obligation -- to pay the city's electric bill, asserted Montelibano. "If some got disconnected with only P200 debt, how about the city having this P200 million debt?" he added.

"Meaning, it's unfair to the people of Bacolod if Ceneco will continue to serve City Hall and the latter did not even bothered to look back at its obligation. So, I think everybody has to be treated always in the same way," he said.

Asked if Ceneco will brave to cut off power at the old City Hall soon, Montelibano said: "Time is nearing and it will really happen soon."

I'm excited for this project, too but my worry is still the Circumferential Road.
For sure, traffic would result if the trucks passing by there to deliver sugarcane to Northern Negros and government and civilian cars would jam up the six-lane road.

expect that to happen migo. even before we are already experiencing traffic especially on the junction going to mansilingan on early morning and early evening rush. that's the price we have to pay but it is still bearable compared to other areas. a good traffic management will somehow avert that dreaded scenario.:)

the countdown starts now. its barely 2 days before its blessing by no less than the papal nuncio himself. its a signal of a new era in bacolod history.:) the reclamation area in bredco sits on holy ground as it was the site of the papal mass by JPII. what has become of it is now part of bacolod's history and progress. now, another milestone is about to unfold. what will become of it is surely for the books as it will sit on holy ground.

The Bacolod City Government Center is the symbol of the dedication and care for the common good that the good people in the Bacolod City government render to the inhabitants of this city, Archbishop Edward Joseph Adams, Papal Nuncio to the Philippines, who blessed the facility, yesterday said.

It is a happy coincidence that the Bacolod Government Center has been formally blessed on the very eve of the consecration of Bacolod’s native son, Bishop-elect Gerardo Alminaza, Adams said.

He said they thank Alminaza for accepting the Holy Father’s appointment for him to be auxillary bishop for Jaro.

“In blessing this center, we have also invoked the Lord’s favor on all those who will come here and especially on all those who will work here in order to serve the people and city of Bacolod,” Adams also said.

He said public servants contribute to the tempo of progress of their communities and to building a peaceful and more humane society, something that is beautifully in keeping with the values of the gospel of Jesus Christ. To this end they work together extending a friendly hand to their fellow citizens, he added.

Bacolod Mayor Evelio Leonardia said the government center would not have been possible without the guidance and inspiration of the people of Bacolod, who inspired them and re-assured them during the May 2007 election that, indeed, they wanted the facility.

“We are very pleased that no less than the Apostolic Nuncio has come to bless this new facility which we now call our new home,” he said.

The mayor cited Psalm 127:1 that says “Except the Lord build the house, they labor in vain that build it.”

Leonardia said this is a historic moment for Bacolod City because this is the very first time they have an official function in the facility which the city has dreamed of for 40 years. “Inspite of the rough seas, the tornadoes and hurricanes, we have survived and that dream of 40 years ago is now a reality,” he said.

Leonardia said there would not have been a government center without the civic consciousness and the pure generosity of the family of the late Don Fernando Gonzaga, whose death anniversary was also yesterday.

He thanked the Sangguniang Panlungsod in the previous administration led by former Bacolod Vice Mayor Renecito Novero and the present SP led by Vice Mayor Jude Thaddeus Sayson because they believed in the vision of having a new government center to call the new home of the Bacolodnon, Leonardia said. He also thanked all those who made the project possible especially the contractor, he added.

Leonardia also said that last year was unprecedented in Bacolod’s physical and financial growth as a city – the call centers came in, also the malls and big businesses. He said the city’s budget also increased by 32 percent between 2007 to 2008. “In a single year we registered a P245 million increase and we are now the only billionaire city in Western Visayas,” he added.

Also present were Alminaza, Secretary to the Papal Nuncio Gerogio Cheaza, Bacolod Bishop Vicente Navarra, former Bacolod Bishop Camilo Gregorio, Archbishop Onesimo Gordoncillo and Negros Occidental Gov. Isidro Zayco, several mayors of Negros Occidental, Land Transportation Office director for NCR, Ricardo Tan, the donors of the lot, the Gonzaga family, the business community and city officials.

Meanwhile, a black propaganda sheet obviously timed for the blessing, was distributed to media outlets yesterday using a reproduced letter head of the Office of the City Mayor with a request to give an attached “state of the corrupt administration” ticket to the pope.

The attached ticket or leaflet listed issues like the traffic problem, the unpaid CENECO account, closure of F-Channel.

The black propaganda sheet said the “sham ceremonial opening of the new government center” and SOCA are geared towards deceiving the people that the mayor has the support and blessing of the church by inviting His Eminence Pope Benedict when the pope only committed to bless the food.

Meanwhile, observers commented that the new government center was indeed, blessed because even the weather cooperated. The rains that had been falling intermittently in the past two days, suddenly stopped last night, enabling the visitors to get a good view of the grounds without any inconvenience.*CGS

Gov’t center opening may be delayed

The opening of the new Bacolod City Government Center may be delayed by about 50 days because a re-bidding for the purchase of furniture and fixtures will have to be conducted, Bids and Awards chairman and Secretary to the Mayor Goldwyn Nifras said yesterday.

Nifras said there was a failure of bidding, since the three prospective bidders did not pass the eligibility and technical bid conducted at the new government center Wednesday, so they will have to start all over again.

The BAC and the committee that recommended the purchase of the furniture and fixtures with a budget contract of P50 million, will meet next week and decide when to conduct a re-bidding, he said. They will also decide whether or not to make modifications in the requirements, he added.

Nifras said that this will mean a delay in their transfer to the new government center. He said that the time of the invitation to bid is 20 days and the delivery will take another 20 days so he estimates that it will take them about 50 days from the time of publication.

Anybody who is interested may join the rebidding, Nifras said. The three prospective bidders can participate and he hopes they could correct their deficiency, he said. “I hope there will more bidders who will join,” he added.

Nifras said Comfac Corporation and Summit Furnishings Inc. were short in their paid up capitalization and documents, while the paid up capitalization of Zacto Systems Philippines Inc. was not clear.

He said the share of the foreign investor of Zacto Furnishing exceeded the 40 percent limit allowed by the Constitution.

Former Negros Occidental Board Member Victor Puey, who represented Zacto Furnishing, said their Taiwanese partner is listed in the Board of Investment. He said the BOI Finance Act compels foreign investors to own as much as 100 percent shares as long as they are not involved in the firearms and drugs business. He also cited that there are Korean and Japanese investors involved in road construction in the country.

Puey said they will participate in the rebbiding since their papers are complete although they were not in proper place when presented during the opening of bids.

He said he is proud that they followed all the details of the samples and these cost even four times those presented by the Comfac Corp. and Summit Furnishings, whom he suspected had colluded since their samples were delivered a night before the opening of bids, using the same container van from Manila.

However, the representatives of the two furniture companies denied the allegations saying they are separate companies.*CGS

Bacolod Vice Mayor Jude Thaddeus Sayson yesterday said the bidding for the purchase of furniture and fixtures for the Bacolod City Government Center was fair and its result clearly showed that there was no favored supplier since nobody qualified.

Sayson was reacting to allegations that there were some city officials who had asked for a share in the budget for the purchase of the furniture.

He said the comments were made purely to discredit the Leonardia administration which is the only administration that has made major inroads on the problems of Bacolod.

Sayson said that among the programs realized by the present administration are the government center, which has been a dream of every mayor in the past, the safe meat program which was started during the Verdeflor administration, and added that the most serious effort ever made on the drainage problem was done during the time of Mayor Evelio Leonardia since it is one of their priority projects.

Their political opponents could not present any program or projects of their own and he believes that these allegations are all in preparation for 2010, Sayson said. Compared to other administrations, the present one has accomplished many things for the city, he said.

Sayson said the purchase of a permanent dumpsite is one of the best decisions made by the city in the past several years since it used to borrow in the past. It is the first serious effort of the local government to have a permanent dumpsite but their political opponents are trying to discredit it because it is a feather on the cap of the city officials, he said.

“We are serious in creating a Solid Waste Management program,” Sayson added.

Councilor Al Victor Espino said that if they allowed themselves to be intimidated by those allegations, the city would have no government center now or even a dumpsite. Those who are issuing such statements do not understand what they are talking about, he said.*CGS

COA best proof for gov’t center’

If there are issues concerning the contract price of the new Bacolod City Government Center, the best argument is the evidence of the Commission on Audit, Benjamin “Benhur” Abalos Jr., national president of the League of Cities of the Philippines, said yesterday.

“Personally, for me it is one the most beautiful City Halls I have ever seen in my entire life all throughout the country,” Abalos said.

Abalos said he has no idea about the price of the government center, when asked to comment on the issues against the project. “There will always be words but the best evidence will always be the evidence of the COA,” he said.

“If these issues have been brought before the proper institution, let that institution decide on the issue,” Abalos also said.

A COA Regional Office VI technical report said that the P394 million contract price of the new government center is “reasonable”.

The COA report said that a review of the technical and engineering aspect of the project reveals that the contract price amounting to P394,957,121.01 is found to be 8.18 percent above the COA Cost Evaluation hence, it is considered reasonable based on Section 7 of COA Resolution No. 91-52 adopted on Sept. 17, 1991.

COA regional cluster director Inocencio Cabahug Jr. issued the report in response to the request of State Auditor Sheila Portal of Bacolod City for the review and evaluation of the contract of agreement entered into by and between the Bacolod City government and Hilmarc’s Construction Corp. represented by Bacolod Mayor Evelio Leonardia and HCC president Efren Canlas, respectively.

Ormoc City Mayor Eric Codilla said “It is fortunate for you that your City Hall was almost finished before the prices of construction materials increased.” He said he believes the price of the new government center of Bacolod is good at this point in time.

Codilla said they started the construction of their new City Hall in Ormoc in 2002 and this is being done on a phase by phase scheme because they did not want to incur a loan.

Economically, it is good that the construction of the government center of Bacolod was continuous, Codilla said. The City Hall of Ormoc would not have cost them P400 million if the price of construction materials did not increase, he said. Until now the construction of their City Hall with a floor area of about 14,000 square meters has not yet been completed, he added.

Codilla said their P400 million budget does not include the landscaping, while the new government center of Bacolod costs P394, and includes the site development.

Abalos said a City Hall is the seat of government and the new government center is a fitting symbol of Bacolod. He congratulated Leonardia saying that they have been inspired by what he has done.

He also thanked the mayors of Negros Occidental for their warm hospitality since their arrival in Bacolod Tuesday for the 3rd LCP Caravan which aims to bring development services to the countryside.

The mayors distributed wheelchairs and eyeglasses, provided livelihood support, scholarship grants and medicine and vitamin supplements to the cities they visited in Negros Occidental.

The caravan, which is a flagship project of the current LCP leadership, provides a venue for the city mayors to discuss issues and for the host cities to showcase their local programs and projects. COA best proof for gov’t center’

If there are issues concerning the contract price of the new Bacolod City Government Center, the best argument is the evidence of the Commission on Audit, Benjamin “Benhur” Abalos Jr., national president of the League of Cities of the Philippines, said yesterday.

“Personally, for me it is one the most beautiful City Halls I have ever seen in my entire life all throughout the country,” Abalos said.

Leonardia said he would like, as much as possible, to have many parts of the present City Hall building become productive when asked if they would consider using it as classrooms of the Bacolod City College or convert it into a hospital.

He said they can have it leased to government or private offices at a price that is competitive or at the prevailing market price. “I prefer to have the City Hall become an income-generating asset,” he added.

City Administrator Roger Balo is coming back first week of December and he is expected to finalize his report on their plans for the old furniture and fixtures at City Hall, Leonardia said.

He said they will make an inventory of all the furniture at the present City Hall and decide whether to sell all of them, or donate them to other government agencies who need them. Some national offices have indicated that they need some of the furniture of the city, he added.

Leonardia said the Bacolod Traffic Authority has a pending communication with the Sangguniang Panlungsod regarding the rerouting of public utility jeepneys to the government center.

Among the options being considered is the rerouting of existing lines or opening additional franchises, he said. However, he said there are enough number of PUJ’s in Bacolod and opening more franchises will only further congest the city, he added.

Leonardia said they are also considering what the city did in SM City where only a certain percentage of the route was allowed to pass the mall.
Meanwhile, Leonardia said the City Mayor’s Office, which is the seat of power, will remain at the present City Hall although the new government center will have a Mayor’s Ceremonial Hall.*CGS

COMFAC Corporation has already delivered almost 55 percent of the furniture and other fixtures to refurbish the New Government Center (NGC) in Bacolod City.

Executive assistant to the mayor and building administrator Reynaldo Ebreo said the remaining nine container vans will arrive Tuesday following a delay in their shipment.

He said the remaining container vans contain complete parts of tables following the initial delivery of filing cabinets, chairs and other tables. All boxes delivered were labeled with the intended offices and floors, he said.

Ebreo said the first two sets of keys were turned over a few weeks ago to the City Engineers Office “and they would turn over the last remaining third set of keys but I decided that it would be per department so the keys will be given to the department heads who will sign the documents stating they received the keys.”

Comfac, meanwhile, already fixed and arranged the furniture in the second and third floors.

City Government employees will start their transfer to the NGC from the old City Hall on December 16 as per instructions of Mayor Evelio Leonardia.

Ebreo said almost all offices in the old City Hall would transfer to the NGC except the City Health Office. A skeletal force representing some of the offices will also be left in the old City Hall to continuously serve the transacting public, especially the Land Tax Department.

“On January, there would be a one-stop-shop for the renewal of the business permits at the Bays Center and the Permits and Licensing Division would be left in the City Hall for said operation,” he added.

On December 6, the city would check all the furniture and fixtures room by room at the NGC in the presence of the department heads.

Bids and Award Committee chairman Goldwyn Nifras said the building administrator would also check the number, kind and quality of the furniture delivered by Comfac, which gives a three-year warranty for these furniture and fixtures. (MAP)

The Bacolod City government mightput up for lease some offices in the old City Hall building once the transfer to the New Government Center of most of the departments is completed, Secretary to the Mayor Goldwyn Nifras said yesterday.

Nifras said the old City Hall will remain as the city’s seat of governance and they are studying several options to make the structure income-generating to sustain its operation.

The city government will also have to terminate its lease contracts with private building owners where some of the city’s offices are presently located, he said.

As earlier announced, the city government will transfer its operations to the New Government Center on Dec. 16 and the furniture supplier that won in the bidding has started delivering the items to the NGC, Nifras said.

Meanwhile, he also said Barangay Felisa will remain as the city’s dumping site until a new one has been identified.

While he refused to comment on the findings from the Mines and Geosciences Bureau of the Department of Environment and Natural Resources declaring the present site “not suitable” for a sanitary landfill, Nifras said the city has no place to dump refuse at the moment except in Felisa.

In a press statement yesterday, Felisa Barangay Captain Perigrino Aspan and Kagawads Ma. Fe Trespuentes, Sanny Barcenal and Felipe Hilado said they feel vindicated with the MGB’s decision.

The transfer of the Bacolod City government to the new government center has been reset to December 23 to ensure that all offices are complete and ready for business.

Bacolod Mayor Evelio Leonardia yesterday met with all division and department heads to discuss the details of the impending transfer to the Bacolod City Government Center which is about 80 percent furnished.

Leonardia said the city government objective is to transfer most of the offices this month but those in charge of permits and licenses will not be transferred until their operations are settled.

He said the transfer to the government center will require some adjustment but he added that, as in any major move, this will only be temporary. He added that the transfer will entail a certain amount of change in attitude, values and discipline among all employees in order to maintain the cleanliness and dignity of the new facility.

City Administrator Rogelio Balo said the Human Resource Management Office is now preparing the Code of Ethics that will set the guidelines for employee behavior in the new center.

Leonardia said the transfer is not expected to be too tedious considering that what will be moved are only computer units, documents and some furniture. He also pointed out that all departments or offices will be in charge of their respective housekeeping, while electrical and carpentry requirements will be referred to the office of Executive Assistant Reynaldo Ebreo, who is in charge of building maintenance.

Leonardia said that during the Christmas season, the lagoon in front of the government center will be brightened up with lights and Christmas songs will be played continuously to encourage passersby to visit the new government building.

Meanwhile, Balo said they are very optimistic that Central Negros Electric Cooperative will provide power connection to the center.

Based on the records of the Accounting Department, the city has paid its bill with CENECO from January up to August 2008, he said. The payment of their account with CENECO for September is ready for release, while their billing for October is still being processed, he added.

CENECO president Vicente Sabornay said CENECO will provide power to the government center if the city comply with all the requirements and pay its 2008 account from July to November amounting to more than P10 million. They need to submit the title of the property, approval of the Office of the Building Official and other requirements, he said.

Meanwhile, Balo said they might transfer the old furniture of City Hall to other offices that need tables and chairs like the Bacolod City College and the City Health Office, where they are planning to put up a lying-in clinic. Selling old furniture through auction is the last alternative, he said.*CGS

The Bacolod City government will hire security guards to secure the new Bacolod City Government Center, Executive Assistant Butch Ebreo yesterday said.

He said the guards will be augmented by personnel of the Bacolod City Police Office. They will also need janitorial services, and the hiring of janitorial/security services has to undergo the bidding process, he added.

Ebreo said he will recommend to the mayor that vending inside the government center should be discouraged. “We should preserve the dignity of the government center,” he said.

The transfer to the offices of the city to the new government center has been reset to Dec. 23 to ensure that all offices are complete and ready for business.

Ebreo said they are just waiting for the last three container vans to deliver the furniture and fixtures from Manila.

All the floors of the government center are almost completely furnished except for the Mayor’s Office, or receiving hall, which lacks a few tables and a conference table, he said.

He said the government center has a temporary power connection which can light up the offices but cannot run airconditioning units.

Ebreo said the department heads were told during their meeting Friday that they can visit their offices and bring their utility workers to clean up and arrange their furniture so they can start moving in.

The offices involved in the one-stop-shop for the processing of business permits will remain at the present City Hall and may transfer to the new government center by February next year, he said.*CGS

^^there are other ways to do it migs. just go the the philippine forums, then choose; cities, places, travel and geography, then click visayas, and from there you'll see the bacolod and negros occidental thread. try to visit this one. its more active and lively in there plus you've got the chance to meet all the guys there.

^^@gearX, the city government is keen on maintaining the old city hall for offices like the business permits and licensing for obvious reason; i.e. its proximity to bacolod's business district. i've read somewhere that the city mayor will still hold office in the old city hall, well, to be where the action is i suppose. so, not all city gov't offices will transfer to the NGC. but, i presume all other offices are now with the NGC.

IBP to hold masquerade ball at New Government Center

OFFICERS and members of the Integrated Bar in the Philippines (IBP), who toured the New Government Center (NGC) recently, said they will hold a three-day convention in Bacolod City from March 26-28, 2009.

Atty. William Mirano said one of the programs in the convention will be the masquerade ball, which will be held at NGC.

IBP president Atty. Feliciano Bautista said the NGC is the best among government centers in big cities like Metro Manila.

Nice shots postergirl, its really amazing, the east area, the area surrounding the ngc is still vacant, i wonder what are they going to put there? maybe business establishments or mix use commercial centers, i do hope that they will, coz it will become an area that is good for business..

^^take a cue from @sugarfairy migs...the vacant lot just in front of the NGC and right next to lopue's east center is the araneta property and if we are to believe what @sugarfairy said before, it is going to be a huge project. and you got it, it is a mixed commercial-residential-industrial complex. it may not be in the near future but i believe it will come into fruition.:)

City gov’t center may get electricity soon – Ceneco

Central Negros Electric Cooperative president Vicente Sabornay yesterday said it is “possible” that the new Bacolod City Government Center will be given regular power connection by the end of the month.

In an interview over Aksyon Radyo yesterday, Sabornay said he has discussed the matter with the members of the CENECO board even before the CENECO elections was held.

Relected CENECO director Roberto Montelibano said they are willing to provide power connection to the new government center as long as the city qualifies.

He said he believes that, with the newly-elected CENECO officers, it will be less difficult for the city to apply because the electrification of the government center is needed for public service.

Sabornay said they could possibly give the city at least a year to comply with all the requirements.

At the same time, he said, they will expedite the connection of power supply to the facility because they saw that there are impending public activities there and it needs to have electricity.

Sabornay said one of the reasons is the coming Integrated Bar of the Philippines national conference where a part of its program will be held at the government center on March 26.

He said the application of the city for electrification of the government center is being looked into and it is immaterial whether or not there are new sets of CENECO officers, since he has discussed it with the board before the election.

Asked if it is possible that the government center will be provided electric power connection by CENECO after the IBP conference, Sabornay said it is possible since he has instructed the engineering department to look into these needs.

“On the part of CENECO, we just want to, at least, secure the cooperative from any repercussions resulting from some legal questions which may affect this government project,” he said.

CENECO does not want to be liable in case there will be some legal problems later, especially involving the reconstitution of the title of the property, he added.

He denied telling the CENECO management not to supply power to the government center and blamed some media for trying to put a wedge between CENECO and City Hall, and for intensifying the perceived conflict which he said does not exist.

Sabornay said “We have started talking with City Hall and I do not see any conflict where things should not end well.”

This understanding between City Hall and CENECO was conveyed to NEA because it wants to find out how far they have gone with the compromise the city has executed and drawn up with CENECO, he said.

Gov’t center to finally get power

The Central Negros Electric Cooperative accepted yesterday the payment of the Bacolod City government for the installation of a permanent electric meter at its new Government Center, City Administrator Roger Balo said yesterday.

This means that the government center will already be energized, Balo said.

He said the government center may be supplied electric power on Monday after CENECO installs the electric meter today. The electrical engineers of Hilmarc’s Construction Corp. are arriving on Monday since CENECO requested for their presence, he added.

Mayor Evelio Leonardia said he was informed of this development by newly-elected CENECO director Pepito Malapitan.

“I think this is a consequence of the CENECO election on March 14,” Leonardia said.

Majority of the CENECO directors have literally seen the light, he said, and the City Hall employees received the news with jubilation since their work had been severely inconvenienced when the facility had to be powered by a generator.

Leonardia also said the electrification of the new government center is long overdue. “I understand that even the National Electrification Administration was pushing for its electrification,” he said, adding that any sane and reasonable man would go for the electrification of the facility.

This is another defeat for the forces that have been working against the government center with no other reason except jealousy and sabotage, he said.

Leonardia recalled that the lighting of the government center was the battle cry in the last CENECO election, and that Malapitan, former Barangay Captain of Alijis, and Brgy. 32 Captain Zenaida Lacson campaigned on that issue.*CGS

Finally, operations at the Bacolod New Government Center (NGC) went full blast after the official switch-on ceremony, March 24, 2009. Despite the issues hounding the city government regarding the electrification of the NGC, the Central Negros Electric Cooperative (CENECO) has finally installed the electric meter and main panel board to fully energize the whole facility.

With the new development, the City Government headed by Mayor Evelio “Bing” Leonardia looks forward to providing better and improved government service to Bacolodnons as the NGC opens its doors to more local and international investors and visitors.

The NGC, considered one of the main attractions in the city, is another pride for Bacolodnons as it stands tall and majestic in the heart of a highly-urbanized city, the city of smiles - Bacolod.

The P394 million edifice in a 50,000 square meters land area donated by the Gonzaga Family has become one of the famous structures for local and international tourists to tour and visit in the city.

MANA architecture and interior design Architect Orlando Mateo describes the Contemporary Classical Renaissance design of the NGC as a resurgence of classical Greco-Roman Architecture.

The Esplanade with a round tempting lagoon and fountain in the center serves as a spot for people and tourists as well as employees to go for a walk and stroll along the wide open space.

As the sun sets, the Esplanade becomes one of the best places to relieve stress from a busy and hard day of work with the relaxing sight of a fountain and its water sprouting magnificently in a play of colors from 52 colored lights.

The excitement of people for the much-awaited inauguration of the edifice is validated by the famous groups and personalities who first visited the structure such as the Japanese Ambassador, the Papal Nuncio, Boxing Champ Manny Pacquiao, the officials and delegates of Keelung City - Taiwan, Republic of China, Jaycees International, Victorias City Council, the regional directors of the Bureau of Local Government and Finance under the Department of Finance, several mayors from the League of Cities in the Philippines and the Metropolitan and City Judges Association of the Philippines, to name a few.

It only shows that the issues and propaganda hounding the city officials for the construction of the NGC cannot stop the full speed development of the city under the leadership and hard work of Mayor Bing and the members of the Sangguniang Panlungsod headed by Vice Mayor Jude Thaddeus Sayson.

NGC to host RDC Best Practices Awarding

BACOLOD CITY -- The City of Bacolod through Mayor Evelio Leonardia has granted the request of the regional officials to host the Regional Best Practices Awarding Ceremony initiated by the Regional Development Council (RDC) which is scheduled on April 14.

Leonardia said he is very proud to host the affair with no less than his friend Antique Governor Salvacion Perez who requested him.

“Because the awarding focuses on the Best Parctices it should be held in the ‘best place’ like Bacolod with the best government center in the country,” Leonardia quoted the statement from the governor.

Governor Perez, who delivered her State of the Regional Address yesterday at L’Fisher Hotel, has all the praises for the new Government as she described it as London of the Philippines.

Earlier, the lawyers of the Philippines comprising the members of the Integrated Bar of the Philippines (IBP) described the NGC as the White House of the Philippines wherein the governor also agreed.

Perez said to Leonardia in an ambush interview that she will be an ‘agent’ of Bacolod City in tourism promotion by way of bringing the governors here in the scheduled event of the RDC.

“It would not only be a reunion of Western Visayas governors but a convergence of Visayas governors and mayors that includes Eastern and Central Visayas,” Perez said.

Mayor Leonardia, on the other hand, said it is very inspiring and heartening because the people around appreciate his realized dream to have a government center.

“As far as I know, only one person (referring to his political opponent Cong. Monico Puentevella) doesn’t like the NGC but he is the only one against the people of Bacolod who make proud of it,” he added.

He considered the NGC as a landmark and another identity for the city. Tourists who came to Bacolod do not have a complete tour to the city if they did not go to the New Government Center.

It is timely also to host the awarding ceremony of RDC according to Mayor Leonardia because they are preparing for its inauguration this June.

“The presence of the Visayas governors, mayors and other officials is a manifestation that seas do not divide us but interconnects us,” Leonardia stressed.
