BFAR sees poaching as threat to Cagayan Valley marine resources

Tuguegarao City (6 August) -- Dr. Jovita P. Ayson, Regional Director of the Bureau of Fisheries and Aquatic Resources Region 2, said poaching is the biggest problem in the bodies of water of Region 2 in so far as marine resources is concern.
Ayson, in the Fishery Forum held at Ivory Hotel on August 5, said in the past years poaching was the enlisted perennial problem of BFAR 2 because the bodies of water, as the territorial jurisdiction of the region, is very near from Taiwan, China and Japan.
In her presentation, an estimated cost of 1.5 to 3.75 million pesos per vessel or 75 to 150 million pesos per year is the production lost of the region due to the said illegal fishing within the seas and oceans of Region 2.
"This is our problem, not to mention the reversible damage to our marine environment and to the lives of our fisherfolks", Ayson stated.
Other than this, Ayson also mentioned that the use of buli-buli, cyanide and dynamite are still contributory factor to the depletion of the aquamarine products of Cagayan Valley.
She further said that other human activities which are contributory to the climate change are also challenge that the fishery sector is facing that must be addressed through the collaborative effort of all stakeholders.
"This forum is set to encourage every stakeholder to help BFAR and the law enforcers to guard our marine resources and to transform the challenges into opportunities for our development and for the future generations", Ayson mentioned.
In the forum, Atty. Allonette Perez, Legal Officer of BFAR Region 6, lectured on the prohibitions, regulations and penalties of the RA 8550 or the Fisheries Code of 1998 to appraise the law enforcers on the existing laws which are applicable in any form of violations on fishery.
Atty. Michael Andayog, Legal officer of BFAR Central office, also lectured on the procedures of arrest, search, seizure, and detention for poaching and other fishery law violations.

Cagayan SP to ban ludong catch

Tuguegarao City (6 August) -- The Provincial Government of Cagayan through the Sangguniang Panlalawigan has crafted an ordinance to ban catch of Ludong fish during its spawning period and to prohibit the collection of its fry.
Dr. Jovita P. Ayson, BFAR-2 Regional Director, said Ludong is considered one of the endangered species of freshwater fish found only in the Cagayan River.
It travels from the upstream to the lower stream to spawn during mid of October up to November and travels back to the upstream after releasing eggs.
Ayson said the rare fish, also known as the Pacific salmon, costs as much as P5, 000 a kilogram, making it one of the world?s most expensive fish and it needs to be protected because it is already endangered.
"The Ludong is found only in Cagayan and should be appreciated and acknowledged for its intrinsic value in the nation and the world?s biodiversity."
Atty. Joseph Pauig, Chief of Staff of the Provincial Government of Cagayan, said Governor Alvaro Antonio wants to regulate the catching of Ludong in the province of Cagayan, the indentified spawning area of the said fish.
"The Sangguniang Panlalawigan is about to pass an ordinance to ban Ludong fishing when the fry travels up stream in late February is in place and to prohibit the collection of its fry", Pauig said.
Pauig further said that the Governor wants to study how the Ludong be cultured to preserve its specie and to make it as investment potential of the province. (PIA-2) [top]

FNRI-DOST reveals low fruit intake of Filipinos

Tugeuagarao City (6 August) -- The Food and Nutrition Research Institute (FNRI) of the Department of Science and Technology (DOST) has revealed that the Filipinos have very low intake of fruits.
The result of the Food Consumption Survey conducted in 2003 showed that only 54 grams or 6 percent fruit intake of Filipinos out of the 886 total daily individual food intake.
Because of this, the FNRI-DOST formulated a Nutritional Guidelines for Filipinos (NGF) which recommends the right amount of fruit intake of every individual. The NGF states that two medium-sized fruits or a slice of a big fruit daily is enough for a healthy adult.
Fruits are considered the most natural food because aside from providing a hydrating effect, they also replenish water to the body. They also contain carbohydrates, mainly are in form of sugar, dextrin and acids that are quick sources of energy.
FNRI further explains that fruits and fruit juices have the ability to promote detoxification in the human body by helping cleanse, especially those with high acid level. Tomatoes, pineapples, and citruses such as oranges and lemons are known for their detoxifying properties.
"While promoting cleansing, fruits still provide the body with a high boost of Vitamin C which helps in bone, teeth, skin and tissue formation, facilities iron absorption, prevents scurvy, and increases resistance to infection", FNRI said.
Other fruits are rich in potassium and sodium that act as diuretic and increase urination which helps flush the toxins from the body. These fruits include watermelon, honeydew, strawberries, pineapple, papaya, mangoes and grapes. Fruits are also rich in fiber which helps maintain easy bowel and prevent constipation. The skins of apple, pear, chico and siniguelas are generally rich sources of fiber.

10 areas under Signal 1 as LPA intensifies into ‘Ester’

At least 10 areas were placed under Storm Signal No. 1 as a low-pressure area (LPA) off Northern Luzon intensified into a tropical depression early Saturday.

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) said the cyclone, codenamed "Ester," is moving toward the Cagayan area.

“Residents living in low lying and mountainous areas under Signal 1 and areas over the western sections of Central and southern Luzon and Western Visayas are alerted against possible flashfloods and landslides," PAGASA said in its 5 a.m. advisory.

Placed under Storm Signal No. 1 were Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, Ilocos Sur, Northern Isabela, Batanes, Babuyan Island, and Calayan Island.

As of 4 a.m., Ester – the fifth cyclone in Philippine territory so far this year – was estimated at 190 km southeast of Basco, Batanes.

PAGASA advised the public and disaster coordinating councils concerned to take appropriate actions.

Meanwhile, PAGASA said strong to gale force winds will affect the western seaboard of Central Luzon and the seaboards of southern Luzon and the Visayas.

“Fishing boats and other small seacraft are advised not to venture out into the sea while larger sea vessels are alerted against big waves," it said. — LBG, GMANews.TV

Cagayan Valley’s economy accelerates as industry grows faster

The economy of Cagayan Valley accelerated to 1.9 percent in 2009 from 1.7 percent in 2008, due to the accelerated growth of the industry sector.

PR firms told to deal with digital media

A GLOBAL advertising, marketing and public relations company said yesterday the public relations practice now has to contend with the emergence of new mediums of communication such as social-networking sites.

Tim Isaac, Asia-Pacific chairman of Ogilvy & Mather Worldwide, Inc., told BusinessWorld yesterday public relations companies have to “strategize” as digital media has “penetrated the communication scene.”

“Advertising used to have two forms, the broadcast and the print versions. Through the years, it evolved and gave birth to public relations, and now we have relationship marketing in which the concerns of the clients are address individually. However, with the emergence of social-networking sites [and] blogs, public relations companies have to take the initiative,” he said.

He added: “A company’s reputation could be tarnished by a single blog or a thread in Facebook or Twitter. As part of our mandate, we have to make sure that we are updated in the latest forms of communication so that we advise the best strategy to our clients.”

Filipinos are attuned to these new communication mediums, Mr. Isaac noted. “Being receptive, Filipino consumers always challenge us to take the initiative and help our clients be known,” he said.

In the Asia-Pacific region, Ogilvy & Mather still invests largely on advertising, accounting for 48% of the total, followed by relationship marketing that includes digital media with 35%, and public relations with 17%.

Ogilvy & Mather’s local clients include Unilever Philippines, Inc.’s Pond’s; Lady’s Choice, Dove, and Vaseline; Kraft Foods Philippines, Inc.’s Tang; Vistaland, CrownAsia, and Britanny; and CDO Foodsphere, Inc.

“The essence of public relations has remained unchanged through generations, that is, to use the influence of third parties to deliver information that will inspire target audiences to change their behavior and shift their mindset towards a person, product or corporate entity.

The big change is in the platform being used now to deliver such [information],” Mr. Isaac said.

A survey commissioned by Yahoo! Southeast Asia Pte. Ltd. early this year showed half of 1,500 respondents went to a social-networking site in the past month. From “virtually zero,” 5% of the estimated 29.7 million Filipino Internet users -- around 1.5 million -- are now using mobile phones or personal digital assistants to access the Internet.

‘Ester’ gains strength, moves closer to northern RP

Cyclone “Ester" gained strength as it continues to move closer to the northern part of the Philippines, the country’s weather bureau said on Saturday.

Ester was last spotted 100 kilometers southeast of Basco, Batanes, with stronger maximum sustained winds of 55 kph near the center, according to a weather bulletin from the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) released 5 p.m. Saturday.

The cyclone is moving west northwest at 11 kph and is forecast to be 11 kilometers west northwest of Basco, Batanes on Sunday afternoon, PAGASA said.

PAGASA earlier said that Ester is unlikely to hit land, although it will continue to bring rains to northern Luzon. (See: PAGASA: Cyclone Ester unlikely to hit land)

Storm Warning Signal No. 1 remains hoisted over ten areas in northern Luzon, including Cagayan, Apayao, Kalinga, Abra, Ilocos Norte, Ilocos Sur, Northern Isabela, Batanes, Babuyan, and Calayan Island.
