"Right now, most of the farm-to-market roads (FMRs) used by sugarcane farmers have been repaired, improved and developed because of a joint partnership of our company and the provincial government of Cagayan through governor Bong Antonio and vice governor Leonides Fausto," said Engr. Peter Dumelod, CARSUMCO operations manager. The partnership project involves the augmentation of at least P.5 million by the Cagayan provincial government in 2008 with 10 heavy equipments to CARSUMCO's P.5 million allotment to transform FMRs within the 7,500 hectares sugarcane plantation covering the towns of Amulung, Solana, Tuao, Tuguegarao, Enrile and Piat in Cagayan province including portions of Sta. Maria in Isabela province and Rizal town in Kalinga province. Originally, the FMRs used by the sugarcane farmers were rough roads and becomes slippery during rainy season, thereby posing a major problem during the transport of their products. Last year, the Cagayan provincial government alloted another P1.5 million including the deployment of some 26 heavy equipment to CARSUMCO's P.5 million fund to improve and develop the 330 kilometer road network into an all weather road. "With these road improvement project, farmers can now harvest and bring their products faster, easier to the company. They can now also save transport expenses, time and manpower," Dumelod said. The provincial government also vowed to provide maintenance initiatives to continuously help sugarcane farmers. Earlier, sugarcane farmers sought the assistance of provincial officials where governor Antonio vowed to provide yearly assistance with CARSUMCO, stressing further that taxes paid to the provincial government by CARSUMCO must be returned to the farmers in terms of development projects. Baccay Aparri, Cagayan (23 April) -- The Provincial Government of Cagayan, through the Provincial Committee on Sustainable Development, has conducted coastal clean up and tree planting as highlight of the earth day celebration in the province of Cagayan. The committee members, together with barangay officials and residents along the coastal zones of Aparri town, joined forces to clean the seashore as an effort to maintain cleanliness of the said municipality to where the waste materials from the upstream exits. Forester Robert Adap, Provincial Environment and Natural Resources Officer, said the waste materials in the coastal zones of Aparri are not from the said municipality but from the upper part of the province which are thrown in the mighty Cagayan River. "This area is the exit point of the Cagayan River, where the river meets the sea. It is the catch basin of water from the different tributaries that is why we need to inform the people in the upper part of the province to help us maintain the cleanliness of the Cagayan River?, Adap said. After the coastal clean up, the committee also conducted forum on Climate Change to residents of this municipality to create awareness on the effects of climate change and to encourage them to take a bit in combating its challenges and threats to human lives. (PIA 2) [top] hakz2007 April 24th, 2010, 05:37 AM I'll post pics of my Cagayan trip later :D zahrastouch April 26th, 2010, 11:21 PM Cagayan judge says jai alai revival legalby Ray Enano from Manila Standard Today Nilo Aldeguer, senior deputy administrator of the state-run Cagayan Economic Zone Authority, called up this writer last week to explain that the government had lost its case on jai alai against Meridien Vista Gaming Corp. “Our hands are tied,” says Aldeguer, sounding resigned to the decision of a Cagayan judge, who ruled in favor of Meridien. Cagayan judge Oscar Zaldivar, in an Oct. 30, 2009 decision, ruled that Ceza had the authority to establish, manage and operate jai alai, citing the first opinion issued by Office of the Government Corporate Counsel in 2007. “The authority to license a jai alai, while not expressly granted, may be implied from the mandate and governmental purpose given by the law of its creation,” says Zaldivar. Zaldivar dismissed the second opinion of the Office of the Government Corporate Counsel in March 31, 2009, which asserted that “the grant of franchise to operate jai alai must be clearly and explicitly provided by law.” The judge ruled that the earlier opinion of the OGCC “deserves more credence and considered still in effect in view of the imprimatur of the Secretary of Justice…” Zaldivar further ruled that Ceza gravely abused its discretion when it ordered Meridien to stop all its gaming operation on the basis of the second opinion of the OGCC. “As admitted by respondent [Ceza], petitioner [Meridien] has not violated any of the terms and conditions in the licensing agreement and its decision to stop petitioner’s operation was only in conformity with the OGCC’s second opinion.” Then Acting Secretary Agnes Devanadera, meanwhile, offered no help to Ceza when the Cagayan zone operator sought guidance on its authority to operate or license jai alai games, especially with OGCC’s second opinion. Devanadera, in her Oct. 12, 2009 letter to Ceza administrator and chief executive Jose Marie Ponce, said she could no longer issue any advice after the Cagayan court took over the legal issue surrounding jai alai. Devanadera said the first OGCC opinion “remains to be our advisory opinion on the matter, subject, however, to the final decision of our courts on the power of Ceza to establish, manage or operate jai alai games within its area.” Ceza allowed Meridien to establish a jai alai fronton as well as telecommunication and other support service facilities within the Cagayan free port, where the games could be broadcast. It also granted Meridien the authority to license off-fronton stations anywhere within the free port and in any place allowed by law. But Ceza ordered Meridien to stop its operations after exceeding its authority and expanding outside of Cagayan. Ceza also invoked the second OGCC opinion, which said “the grant of franchise to operate jai alai must be clearly and explicitly provided by law.” (See March 18, 2009 column) Meridien sued Ceza for “mandamus and damages” and won the case and the appeal in the Cagayan court. The court decision has paved the way for Meridien to resume jai alai games inside the special economic zone in Sta. Ana, Cagayan by the end of this month. P1.66-B Cagayan airport slates opening this year 04/19/2010 [ tribune.net.ph ] The country’s newest ultra-modern airport is on track, Jack Enrile, senior provincial economic adviser of Cagayan province, said yesterday. “This is the northern gateway to the Philippines,” Enrile said of the P1.66-billion international airport that will open its runway to wide-bodied jets this year. “It will be another pioneering achievement in Cagayan Valley’s fast changing role as the economic epicenter in Northeast Luzon,” he added. “And it is just in time for the opening of Southeast Asia as a unified regional economy by 2015,” Jack Enrile, who is running virtually unopposed in Cagayan’s 1st congressional district, pointed out. “The modern airport will be a perfect match to the P3.386-billion Port Irene, an alternative access by sea, instead of Metro Manila, to Northern Luzon, and vice-versa from Cagayan to the world,” Enrile said. “The new international airport will drastically change travel and trade in the region,” Enrile said. “It would transform Cagayan into a major transshipment point for trade and investment destination for Southeast Asia, China, Japan and Pacific-rim countries.” A 46-meter wide, 2,200-meter runway, with paved apron and tarmac, is designed to accommodate two large aircraft simultaneously. The modern airport, control tower and 1,000-square meter terminal building is being constructed according to the standards of the International Civil Aviation Organization. It started with a commitment from the Spanish government in 2007 to provide grants assistance to the Philippines. The Cagayan Economic Zone Authority (Ceza) applied for a technical assistance grant offered by the Spanish FEV (Linea de Financiacion de Estudios de Viabilidad) for the conduct of feasibility study, master planning and preliminary engineering design for an international airport in Cagayan. Ceza, guided by the procurement of consulting services guidelines prescribed by the Spanish government, began the selection process which was witnessed by the Spanish Economic Counselor. The grant was approved on Jan. 22, 2009. A shortlist of qualified Spanish companies to undertake the planning and study — which included the master planning and design of the international airport — was forwarded to Ceza by the Spanish Embassy. Getinsa Ingenieria SL, a Madrid-based engineering firm, submitted the best proposal to Ceza and was awarded the contract after a letter of “no objection” was received from the Spanish government. Getinsa conducts studies and engineering projects worldwide; it has an office in Manila and is a consultant for the World Bank in the Philippines. In September last year, Ceza and the private consortium Cagayan Land Property Development Corp. (CLPDC) signed the 50-year joint venture agreement to put up the international airport in Barangays San Mariano and Dagupan, Lallo town. The joint venture has CLPDC putting in 58.3 percent of the total equity, or P966 million. Ceza’s share is 41.7 percent, or P691 million. freightrunner April 28th, 2010, 04:54 AM Get a Cape Engano view of sun and sea this summer The Cape Engano lighthouse gets a facelift, the start of a series of restorative works that hopes to rebuild the tower from what is left of over a hundred years of existence. The century-old lighthouse, built in 1887, rests on the summit of a hill at the northeastern most point of Palaui Island in the province of Cagayan. A Technical Working Group for Palaui Restoration comprised of representatives from the UP-Asian Institute of Tourism and a team of engineers from the Cagayan Economic Zone Authority (CEZA) made initial surveys on the lighthouse on October 25-29, 2005 and has found safety and cleanliness as priorities in the restorative efforts. Palaui Island is found in the province of Cagayan, part of the area under the development project of CEZA. “We are starting work on the lighthouse to make it safer and cleaner,” says Gabriel L. Lingan, CEZA Business Enterprise Service Officer . “We hope to prepare it for nature-loving people to enjoy come summertime.” Lingan says foremost of the clean up effort includes removing the graffiti on the walls and eliminating hazards in the lighthouse area such as suspended beams that may be easily blown off by strong winds. “We need a lot of work on the fences and the stairs,” he added. The team hopes to finish the initial works just in time for the next summer, best season to get a breathtaking view of sunrise, sunset and ocean from a single viewpoint. “The lighthouse is a good overnight camping ground. You see the sunset, sunrise, and the ocean all from one view point,” Lingad adds. “We hope that with the safer and cleaner Cape Engano lighthouse comes an awareness of Palaui Island on the whole.” Modern navigational aids have not put out just yet the Cape Engano lighthouse, a beacon, powered by the sun, that flashes every 30 seconds; 2 flashes in succession. Baccay Tuguegarao City (29 April) -- Almost all employable individual in Cagayan Valley Region were employed based on the latest employment rate survey of the Department of Labor and Employment (DOLE) Region 2. Regional Director Grace Y. Ursua said the region have registered employment rate of 97.2 percent, the highest among all regions in the country and only 2.8 percent were unemployed. She explained that the high employment rate is attributed to the increase in job opportunities in different sectors such as tourism, fishery, infrastructure, economic zone and other sectors but the highest percentage was registered from the agriculture sector. "We have the highest employment rate because our region is agricultural, meaning majority are farmers but because we experienced El Nino phenomenon we have also registered 13.7 percent of underemployment", Ursua said. The Director also explained that they continue searching for solutions of unemployment rate in the region by means of providing job opportunities in the local and overseas. The wilderness is my bible. It doesn’t have chapters and verses but it has the living entities and living deaths of the earth. To me, walking is an ancient worship that needs no utterance because it is something that I am. The Season of Lent was perfect for my search of the sacred spirits. While others spent the season in various merriments and temperaments, we at Klub Natur had ours that brought us to Eden and heaven’s gates. After almost 15 hours on the road, we finally reached San Vicente Port in Sta. Ana, Cagayan, the jump-off point for Palaui Island. Located along the periphery of one of the most treacherous bodies of water in the Philippines, the Babuyan Channel, Palaui Island is a volcanic island with a combined land and sea territory cover of about 7,415.48 hectares and 20.6 kilometer shoreline. A diverse ecosystem with endemic flora and fauna, the entire Palaui was declared a Protected Landscape and Seascape on August 16, 1994. Aboard a motor powered outrigger canoe, we headed for the island, passing by the giant sandbar of Isla Manidad. After 30 minutes of sailing, we reached Punta Verde. Time was slow here; pacing was even slower. The spirits must have liked the synchronized pulsation of the waves with every chanting step we made. Shortly, we were at Manong Dyoni’s home, our kampground. Located on the eastern shore of the island, the kampground has modest yet comfortable living, dining and sleeping areas. The two rooms have papag as beds. Both rooms have toilet and bath. Water source is manually pumped from the ground and stored in a tank. The generator whirred after sundown. Dinner was dispatched in time when our perception of hunger was limited. Two hours later, the generator buzzed off. It was bedtime for us. We got an early start on Good Friday, giving us the fits we needed for hiking. We left most of our belongings at kampground except for basic necessities: food, water, cooking utensils, and our photo gear. We cameled up more water, then we were set to go. We got to Punta Verde trailhead at about 7:30 a.m. Everything was right in the world until we crossed the foot bridge, which was suspended six feet above the small runoff channel. Its center sagged, touching the water level. In all our klub travels, we were torn between taking photographs and taking longer walks. Often, we ended doing both. Since the three porter-guides had our heavy stuff on their backs, our head guide plotted the old yet easiest eight-kilometer trail that passed through various ecosystems. Palaui is home to a hundred Calameae species and unidentified flora and fauna species. Soon, we found ourselves lost in the labyrinth of tall trees and thick foliage. Some trees looked fairly old; others bowed down to the ground. After sometime, we were crossing a vast dry field. Just as when death permeated the soil, there too, were symbiotic tales of Psilocybes that suckled dung for survival. Our pace was leisurely, but under the sun we were sweating beads. We felt a desperate need for caffeine and sugar kick of cold soft drinks, but we ended up sucking on coffee candy. As we sat at the trailedge, a Cepaea hortensis snail displayed her effortless grace. After a while, another Scutelleridae critter perched on. We also snapped pictures of several lichens and fungi right off the trail. Eventually, we were out in the beach. The coves were lined with age-old pandanus, talisay, and agoho trees. Sea grass flourished in sizable pools, evidenced by the large accumulations of detritus along the shores. We forged on. Kloobers were well matched in this kind of pace and temperament. The usual 2.5 hours of hiking took us barely 6 hours. After three hours of rest, we began climbing the hill whose main attraction is Faro de Cabo Engaño. Standing 92.75 meters above sea level at the extreme northeastern corner of Palaui, it provided us a spectacular 360-degree view of the surrounding landscapes and seascapes. The azure sky above us, the verdant ground below us, the forest, the nearby Dos Hermanos Island, the Pacific Ocean and the South China Sea, sunrise and sunset all of them in our full view. Built in 1892, Engaño is one of the 27 major Spanish lighthouses in the Philippines, still active with a solar-powered light flashing every 5 seconds. Designed by Engineer Magin Pers y Pers, it was patterned after three similar Spanish lighthouses with a tower, living quarters and a courtyard: Cape Bojeador (Ilocos), Faro de Punta Capones (Zambales), and Faro dela Isla de Cabra (Mindoro Occidental). Measuring 14.5 m (47 ft), the octagonal cylindrical stone tower is attached to 1-story domicile of the keeper. The morning was perfectly clear on Black Saturday. We were about 20 feet from a cliff with barely 300-foot drop! At sunrise, our cameras were chasing light and shadows in the objects they fell: modified lantern, collapsing roofs, weathered windowsills, distressed floors, perverted cistern, invading plants, vandalized edifice, and corroded stairway. At lunchtime, rather than thread the trail back to Punta Verde, we left Cape Engaño on boat. From afar, the lighthouse seemed to impress and dominate the Palaui landscape. A defensive and an offensive structure, a stronghold and a prison during the Spanish and Japanese era, but overtime, it will remain a beacon for ships traversing the Babuyan Channel, Pacific Ocean, and South China Sea. As we passed the scenic route of Dos Hermanos, the overpowering waves tossed us exceedingly. Their splashes pelted us. Soon, our boat pulled in to Punta Verde shores. Without further delay, we packed up at base camp! Amidst the vast creation, there was a way to restore the lost wisdom of the earth. In a traditional offering so pleasing to the gods, I arranged several found objects in one corner of the beach. With my innermost consciousness, I went directly to the Soul of Creation. Sharing this moment alone, I did my final homage to the natives, to our natural connections, and to the sacred spirits of the island. I thought, if I could be gone, the offering would be lost in time and space and in their sacred places. Walking toward the boat I felt happy … happier than most people who had visited the island. I have not forgotten the times when the spirits sang their songs to the cradling arms of the earth and all living things preached their eloquent orations. Things with feet or wings or roots are connecting forces, and I am part of these sacred beings. They reveal ancient secrets to those who listen. Shorty, the boat pulled out from the shore while sea grass danced to Triton’s symphony. I heard the sacred spirits thunder wild and free, as my heart turned into the drum of the elements, beating in time and eternity. The spirits must have liked us there … We shall return. You're right, the new port will hasten Aparri's growth. It would be a nice port of call for cruise ships. These three cities ranked highest in the quality of life category among 25 cities that made it to the AIM's Philippine Cities Competitiveness Ranking Project 2007, a survey of cities' global competitiveness. The cities were separately ranked according to size. Makati, Cabanatuan, and Tagbilaran were categorized as metro, mid-sized and small-sized, respectively. Quality of life is one of six categories in AIM's survey. The other categories are cost of doing business, dynamism of local economy, human resources and training, infrastructure, and responsiveness of local government units (LGUs) to business needs. Unlike its previous surveys, AIM decided not to rank the cities based on total performance. This is the 5th round of the AIM survey on Philippine Cities Competitiveness Ranking. Quality of life is considered one of the yardsticks in determining which cities have successfully developed and which have succumbed to the ills of urbanization. Among the relevant aspects of quality of life are social welfare of the people, peace, and order, quality of living environment, and local amenities. Cabanatuan and Tagbilaran ranked first in their respective city sizes, rating 7.17 and 7.97, respectively. The highest rating is 10 points. The average rating in their city sizes is 6.31 and 6.43, respectively. Makati ranked second among metro cities, with a rating of 6.98. The average rating of metro cities in terms of quality of life is 6.06. They are expecting an increase in flight frequencies as more and more tourists and investors are interested in visiting Northern Cagayan. The airport will also host domestic flights to cater for local tourists and travellers. The Aparri and San Vicente airports would meanwhile remain as regional airstrips for smaller planes which are mostly owned by private individuals. With this in mind, the Bangko Sentral ng Pilipinas (BSP) has incorporated new design elements in its new branch buildings. The first of the "new genre" of BSP branch buildings is the BSP’s new Tuguegarao Branch which was completed in 2009 on a 9,000-square meter lot within the regional government center north of Luzon. BSP Architect Aimee Aquino explained that while echoing the architecture of the BSP Main Complex in Manila, with its box-type form and repeating windows, the new genre features the incorporation of curvilinear lines for a more "modern" look. Aquino added that the new branch building in Tuguegarao still carries the BSP Main Complex’s repeating square windows, steel fence, horizontal rectilinear form and classic gray color --elements which, as originally conceived by Gabriel Formoso and partners, signify stability and strength. Baccay Tuguegarao City (2 June) -- To showcase a part of the distinct cultural heritage, the dialect, of this city, the Regional Government Center Management Committee (RGCMC) has approved a scheme to name the streets within the Regional Government Center using Ibanag terms for Filipino values and social concepts. NEDA Regional Director Milagros Rimando said the scheme considers the culture of the host LGU notwithstanding the fact that the center houses government agencies with a regional coverage. She said many Filipinos lament the fact that some indigenous cultural values and practices are fast disappearing. The uniqueness of the Ibanag culture, she said, has been diluted and is gradually eroding in the wake of the sweeping socio-economic and cultural changes. Baccay Tuguegarao City (8 June) -- Cagayan 3rd District Congressman-elect Randolf S. Ting has laid down his priority projects for his congressional district, which is in line with his platform during campaign period, to the Regional Directors of regional government agencies in Region 2. Ting met with the directors to state his priorities and to know some programs and projects that are not included in his agenda which is needed to be marked priority upon assumption into office. The former city mayor turned congressman said education is his number priority, followed by agriculture, environment, health, services and infrastructure. He said, during campaign period, he saw some barangays with no elementary schools and some areas with no high schools. Bicarme Tuguegarao city (8 June) -- With the establishment of a mariculture Park in Sta. Ana, Cagayan, the Bureau of Fisheries and Aquatic Resources said that the effects of climate change in this northern tip of the country could be mitigated. BFAR Director Atty. Malcolm Sarmiento stressed that mariculture parks are seen by BFAR as important adaptation strategy to cushion the impending adverse and widespread effects of climate change. Coral bleaching, changes in the migratory patterns of fish, occurrence of dreadful diseases and even mutation are among the adverse effects of climate change on the marine environment The combination of the two marine farming, fish cage and seaweed methods, ensures natural nutrient cycling: the seaweed uses the carbon dioxide given off by the fish, which, in turn, would benefit from the oxygen produced by the former, BFAR said. Likewise, the nutrient-laden water from uneaten feed would serve as organic fertilizer for the plants and other organisms in the water. Sarmiento said that these industrial estates in the sea are BFAR?s intervention to wean fishermen away from capture and turn them from fish hunter to fish farmers. Based on the assessment made by BFAR, mariculture parks have positive effects as to the fishermen?s income, resource utilization, diversity of catch, biodiversity and socio-economic aspects as compared to capture fisheries. BFAR Asst. Dir. Gil Adora said beneficiaries of a mariculture park are categorized into municipal fisherfolk, small investor, and big players, each allotted with 30% of total area. The remaining 10% is earmarked for research and reserved area. Under the "rent-a-cage" program, BFAR makes available a maximum of 1 fish cage unit (10m x 10m x 5 meters) plus inputs, for qualified municipal fisherfolk association beneficiary. The big difference between the RP family's annual salary vis-a-vis those of Thailand's and Malaysia's lies in the fact that these two countires have been there ten to fifteen years ahead of us. And you are probably right on the money when you say that the stakeholders are the ones reaping a big chunk of the profit from these industrial and economisc zones being established all over the country. The average salary for example of a technical level worker in CEZA is only 20,000 pesos a month, and these technical workers themselves are college graduates waiting in line for a job overseas. Most of our national officials like the senators and congressmen would rather spend their PDAF's or provincial development assistance funds on developing an economic zone within their own provinces so they could attract foreign investments in which, more often than not, they get under the table commissions rather than channelling the funds directly to the grass roots level which is the barangay, and this is the reason why you don't particularly notice any development outside of the economic zones themselves. On the other hand, channelling the PDAF's directly for Barangay developments and educational assistance for deserving students does not necessarily translate into an outright economic upliftment for the Barangay or the family concerned since the former do not really generate jobs while the newly graduate student still have to wait for any job opening, and when there finally is one, there will probably be about a hundred applicants lining up for that one available job. So there's the cycle of poverty at work. Another factor why we still lag behind our neighbors is lack investments outside the so-called urban belt of Metro Manila and the surrounding provinces. If you notice, most of our cities, as evidenced by the pictures posted on the different provincial threads at SSC, are merely commercial or trading centers of their provinces making them highly dependent on the neighboring towns' commerce for their existence. There are no industrial bases to speak of that's why there is lack of jobs in the technical and higher fields. I think most jobs in our cities are in the retail industry which do not really require highly skilled workers and that translate into lower standard of living. The big difference between the RP family's annual salary vis-a-vis those of Thailand's and Malaysia's lies in the fact that these two countires have been there ten to fifteen years ahead of us. And you are probably right on the money when you say that the stakeholders are the ones reaping a big chunk of the profit from these industrial and economisc zones being established all over the country. The average salary for example of a technical level worker in CEZA is only 20,000 pesos a month, and these technical workers themselves are college graduates waiting in line for a job overseas. Most of our national officials like the senators and congressmen would rather spend their PDAF's or provincial development assistance funds on developing an economic zone within their own provinces so they could attract foreign investments in which, more often than not, they get under the table commissions rather than channelling the funds directly to the grass roots level which is the barangay, and this is the reason why you don't particularly notice any development outside of the economic zones themselves. On the other hand, channelling the PDAF's directly for Barangay developments and educational assistance for deserving students does not necessarily translate into an outright economic upliftment for the Barangay or the family concerned since the former do not really generate jobs while the newly graduate student still have to wait for any job opening, and when there finally is one, there will probably be about a hundred applicants lining up for that one available job. So there's the cycle of poverty at work. Another factor why we still lag behind our neighbors is lack investments outside the so-called urban belt of Metro Manila and the surrounding provinces. If you notice, most of our cities, as evidenced by the pictures posted on the different provincial threads at SSC, are merely commercial or trading centers of their provinces making them highly dependent on the neighboring towns' commerce for their existence. There are no industrial bases to speak of that's why there is lack of jobs in the technical and higher fields. I think most jobs in our cities are in the retail industry which do not really require highly skilled workers and that translate into lower standard of living. And until a bigger one is discovered and opened to visitors, Callao Cave will remain the Queen Cave of the region, astounding visitors with its sheer size. Located in Penablanca, about 30 minutes from downtown Tuguegarao, it has been declared a natural park since 1935 to protect its natural attractions, (including the Pinacanauan River just below the cave, which has been declared one of the cleanest waterways, and deservingly so.) Callao means “white rock”, referring to the white limestone natural rock formations in the area. The area is easily accessible to visitors using cars or vans, while the cave itself can be reached using a 187-step concrete stairway (with benches in between to rest one’s aching legs). Trained local guides are readily available to inform visitors about Callao Cave). In recent years, local archaelogists who have explored its bowels established there have been cave dwellers in the distant past, based on artifacts dug up in the area. According to locals, there used to be a lot of hornbills or kalaws in the caves before they moved deeper into the jungle, partly accounting for the name of the cave. The cave is divided into seven chambers, each one an attraction in itself, full of natural rock formations varying in sizes and shapes. The chambers were given names depending on their unique characteristics. The very first one at the immense entrance is called aviary because of the birds that used to dwell there. Local folk used to collect their nests to make the popular birds’ nest soup. Next to it is the more dimly-lit second chamber, where a small chapel was put up, complete with pews and a combined man-made and natural rock formation altar. Light streams through a small opening in the cave’s ceiling. The third chamber is the darkest and aptly called the darkness chamber. The next chamber got its name from a rock formation that really resembles three scoops of ice cream, thus its name the cream chamber. The fifth one, called the jungle, has interesting rock formations that resemble different creatures like dinosaurs, dogs, alligators, angels. We went through what is called the adventure chamber, because of the slippery rocky and muddy trails we had to follow to reach the final chamber, and if one is not careful, he will end up seeing the cave’s ceiling while lying down on the ground. The arduous trail is worth it though as the final chamber is a sight to see. Called the rays of the sun because of the small skylight at the end of the cave, there was just enough light to allow the sun’s rays through and shine on a certain part of the cave, a beautiful natural sight. The whole cave adventure can be done in around 30 minutes and it is what I would call a tourist-friendly cave. Not a challenge at all for hardcore spelunkers, unlike the nearby Sierra cave, a live cave which needs technical guides to light the way as it is pitch black in most portions. From the darkness of the cave, our group was then treated to a river cruise along Pinacanauan River just below, in an open flat boat that the guide says can accommodate up to 30 people. Both sides of the river, adjudged as the cleanest in the region, features natural limestone rock formations, some of them even on the river itself, and tall trees. The river also has swimming and wading areas and our group could not resist stopping over to try the cold clear water of Pinacanauan River though only the brave enough wants to go to the deeper part in the middle of the river, the rest opted to just wet their feet and legs. Along the way, our guide also pointed out a bat cave, from which at dusk, millions of bats stream out in seemingly endless flight. The actual river cruise lasted only about 20 to 30 minutes, excluding the stopover, though one has the choice of extending the cruise upriver and go white water kayaking. For those who would like to stay overnight, there are already lodging places just across the river from the Callao Cave and the rates are very, very reasonable. If you are looking for outdoor adventure experiences, particularly caving or spelunking, Cagayan North is a must, go and visit the place. The Casinos in Santa Ana are mainly intended for online gaming purposes and most of the customers are there to play for their high roller employers who simultaneously watch them play and direct them on what to do as the game prospers online. I don't think any local from Santa Ana could afford this kind of entertainment and they would rather spend their hard-earned money on basic necessities. What I know though is that these establishments have propelled the town from a mere 4th class town in 2005 to its present 2nd class status and well on its way to becoming first class maybe in the next two years and towards every towns' dream of cityhood. That would also explain why they are constructing an airport in Lallo to cater for, not only the influx of tourists in the coming years but also as cargo hub to complement Port Irene. This will allow a more efficient distribution of goods entering the said port throughout the Philippines. I know people are wondering why not just expand the Tuguegarao airport. Well, most people are not aware that Cagayan had another regular airport in Aparri that was closed to commercial flights in the mid-80's because of lack of modern facilities and lack of room for expansion as there is a school (CSU-Aparri) next to it. People from northern Cagayan have been clamoring for a new airport eversince, as the coastal towns are a gruelling 2-4 hours drive away from the nearest commercial airport, and if a family wants to transport an ailing relative to a more modern healthcare facility in Metro Manila, they don't have any more means of doing that anymore. The impact of all the developments in Cagayan may not be felt at the immediate moment yet but these are not for really for the present generation to enjoy. These are our gifts to our children and generations more after them. We are hoping that after 2020 Cagayan will be self-sufficient and globally competitive and that everybody will be able to find decent jobs and enjoy lives close to home without ever leaving the country. I believe that the in-coming president was right when he said last week that leaving the country should only be by choice and not by necessity. What if the economic zone were located somewhere else, same circumstances, same activities, aren't you going to ask the same question? I think you would better understand it if you read Republic Act No. 7922 Cagayan Special Economic Zone Act of 1995 @ www.chanrobles.com/republicactno7922.htm. Also www.ceza.gov.ph and www.firstcagayan.com/pdf_files/rules_regulations.pdf. So why Sta Ana? The real question is why not Sta Ana? Why deprive the people of this otherwise sleepy town an economic opportunity? If a law is enacted to provide economic upliftment to a ceratain area what better place to locate it than a town who needs it most? Would you look for a bustling commercial town or city to establish an economic zone at? Did you know that the first district of Cagayan was one of the most depressed areas of the country before the establishment of CEZA? The politicians from Cagayan, as far as I can recall, are and were always corrupt, but the difference is, the present crop of corrupt politicians are doing their job of providing the seeds for a better Cagayan, not like the former husband and wife team who never did anything, even when as far back, Cagayan was already a first income class province. I was born in the early 70's during the husband and wife's time during which all of the highways were mostly dirt roads or as we say in ilocano, "tumaptapok". They never did anything. Port Irene was constructed in 1972 but they never lobbied for its improvement and make it a major investment hub. Tito Dupaya came back as congressman in 1987 and opted to run in the third district instead of his home first district and why? Because he could never win there anymore. I don't remember him authoring any law or act, local or national whatsoever to help his constituents improve their lives at all. Oh yeah but he was the chairman of the "juicy" committee on trade and industry, the same committee I learned he was chairman of before martial law. I could go on and on but I think people who didn't grow up in the first district of Cagayan would never understand. The Enriles and their supporters won handily in the just concluded automated elections, and what does that tell you? That there is no better alternative for Cagayan. If you guys have a better alternative, then by all means we welcome it. If you think you can run Cagayan better then come and establish residence in my province and run for office. But I think they are not in a hurry to do that. Since it is now a first class municipality, and with the opening of the airport in October of this year it won't be long until they achieve the 100 million mark, although they will still want to revert to the old name of Ciudad de Nueva Segovia for historical reasons. Nung mga unang panahon mga taga-Cagayan dumadayo sa Laoag at Baguio para mag-aral pero ngayon marami na ring taga-Ilocos at Cordillera na dumadayo sa Tuguegarao maski taga tagalog regions may dumadayo na.
