Tuguegarao City (16 July) -- The Aparri Port Zone's vision to become an industrial and agribusiness area of Northern Luzon and the national gateway to East Asian Countries for trade and investments is nearing realization as the stakeholders vowed to support for its immediate construction.
In the stakeholders meeting for the Aparri Port Development held on July 6, Regional Director Milagros Rimando of the National Economic Development Authority (NEDA) hinted that a new Regional Development Council (RDC) Resolution will be needed because of the enlarged zone delineation proposed by the Local Government Unit of Aparri.
A Sangguniang Panlalawigan Resolution endorsed a zone delineation of 368 hectares with 12.75 hectares land area and 355.244 hectares water area, affecting 126 households with 140 families.
Rimando stressed that all issues regarding the resettlement area should be resolved before the project will be presented to the RDC.
The Department of Environment and Natural Resources (DENR), Community Environment and Natural Resources (CENRO) and the Local Government Unit of Aparri assured that they will work together for a survey and resettlement planning.
Alternative areas to be donated by the Province of Cagayan and the Cagayan State University at Aparri will also be considered.
A memorandum of agreement will also be accomplished as regards to the devolution of Aparri Port from Philippine Ports Authority to LGU Aparri so that the construction of the port by a foreign developer will commence as soon as possible.
The sea port will be developed by the China Bond International Corporation through its local corporate affiliates namely, Lutra, Inc., and Marmotini Mining Corporation.

Tuguegarao City (August 24) -- The Department of Trade and Industry recently announced that the processing of documents for import and export trades in Region 02 is now made easier and faster with the installation of the Philippine National Single Window (NSW) at the DTI-Cagayan Provincial Office.
Engr. Bernardino Mabborang, DTI-Cagayan Provincial Director said the NSW will facilitate imports and exports documentation."It will prevent the traders from the costly and time-consuming processing that oftentimes bridge inefficiencies and such inefficiencies have been discouraging the import-export traders," he added.
The project which is implemented through the mandate of Executive Order 482, "allows parties involved in import and export trade to lodge information and documents with a single entry point to fulfill all import, export and transit-related regulatory requirements."
About 40 agencies were involved in the issuance of import and export licenses, permits and clearances for trade facilitation in the Philippines. With the introduction of NSW, the trade and logistics industry through the help of integrated ICT systems, will use a singe internet-based interface with the 40 government agencies.

Tuguegarao City (24 August) -- To enhance the capacity of organizations, agencies, schools and individuals that are engaged in poverty alleviation and social protection here, the Department of Social Welfare and Development (DSWD) 2 recently established the Social Welfare and Development Learning Network (SWDL)-Net in region 2.
DSWD Director Arnel Garcia said the network aims to establish a self-regulating learning network where members and SWD constituencies can access, provide and avail of quality SWD capacity building programs and also, to sustain the functionality and viability of it to constituencies and clientele.
Here in region 2, two (2) representatives from academe, government organizations and non-government organizations were tapped to be the member of L-Net who have agreed to collaborate and ensure quality delivery of learning programs and services through training, exchanges and research.
The operation is composed of four phases: 1. Pre-operational phase, 2. Operational Phase, 3. Sustainability phase and, 4. Institutionalization phase, which will be done through bilateral arrangement and common program of members.
Pre-operational phase has 2 components: 1. Policy Development and Planning covers SWD environmental assessment, strategic positioning and planning and; 2. Organization and Mobilization includes recruitment and capacitating membership.
Operational Phase will be on Resource Generation through information exchange, standards for module development and managing capacity building activities and E-Learning Resource Center.
Sustainability phase is the continuous updating of capacity building activities.
Last phase is institutionalization wherein SWD Learning Network will be localized.
L-Net is meant to provide opportunities for acquisition of new knowledge, skills and paradigms that will empower and enhance capacities and capabilities of individuals and organizations to effectively deal with change so not to repeat the sins of the past.

Nagcompute ako, assuming Santiago will have a pop. growth rate of 2.5% mga 136,100 lang ang kakalabasan while Ilagan, kung 1.25% ang pop growth rate nya, mga 136, 500 ang pop nya...
Ang Tugue, assuming 1.5% ang growth rate, mga, 135,500 ang pop nya.... in that case, number two ang Santiago.....
pero yung 2.5% na growth rate ng Santiago ay mataas na... assuming 2.0% ang growth rate nito, mga 134, 400 lang ang pop niya... at magsesettle ito @ 3rd...

mahirap ibeat yung sa Ilagan, though at the very least, Santiago is coming closer and closer... In year 2000, Ang lamang ng Ilagan sa Santiago ay mga 15000? Pero this 2010, super dikit na ang mga pop. ng mga ito unless mag pull away ang Tugue which is likely... :)

BANGUI, Ilocos Norte, Philippines — Northpoint Wind Power Corp., a subsidiary of Northwind Power Development Corp., is awaiting the decision of the government on the feed-in tariff (FIT) before pushing through with its 40-megawatt (MW) wind farm project in Aparri, Cagayan.
Northwind business development manager Giovanni Macapobre told reporters in a briefing here that they may push back the project next year or as soon as the FIT has been firmed up by the government.
FIT is a fixed rate structure to be given to developers of renewable energy sources at a certain period of time.
Northpoint is expected to spend around $95 million for the Aparri wind project. The project consists of about 20 to 25 wind turbines that will provide power to electric cooperatives in Cagayan.
Most of the developers of renewable energy want an assurance that they would get a reasonable return of their investment at least through this so-called FIT.
Northpoint’s Aparri wind farm is being proposed to be placed along the shoreline in Brgy. Dodan, Aparri, a second class municipality in the province of Cagayan.
At present, the Energy Regulatory Commission is currently reviewing the comments of the National Renewable Energy Board on the feed-in tariff rules.
If approved, the NREB will come up with the tariff list for submission and approval of the regulator.
NorthWind president and CEO Niels Jacobsen had said they hope to construct the project next year.
Jacobsen said they are waiting for the “last pieces of the law to be put in place like the feed-in tariff, renewable energy portfolio standards, and how it is actually going to work.”
The Northwind official said they are also in talks with various funding institutions to finance the project.
The wind farm project of Northwind has received support from Japanese, Danish and Spanish investors and creditors.
He said they expect to sign supply contracts with the electric cooperatives in Cagayan for the produce of the wind farm.
NorthWind operates the the 33-MW Bangui Bay wind project in Ilocos Norte, the largest wind farm in Southeast Asia.
The Bangui Bay wind farm project, estimated to cost $50 million, currently sells electricity to the Ilocos Norte Electric Cooperative and provides 40 percent of the power requirements of the province of Ilocos Norte.

Cityhood laws unconstitutional: Supreme Court turns cities to towns again

CEBU, Philippines - The Supreme Court has ruled with finality about the fate of 16 local government units and it is against their favor.
The High Tribunal reversed its December 21, 2009 ruling last Monday and deemed unconstitutional the laws creating 16 new cities.
Cebu 1st District Rep. Eduardo R. Gullas, in a text message sent to The FREEMAN, confirmed the news.
“Yes, na reverse,” the veteran lawmaker said via a text message.
Gullas was authored the bills creating the cities of Naga and Carcar in his district back in 2007.
He did not, however, give further details about the latest SC ruling.
Mayor Valdemar Chiong of Naga said that it was a 7-6 vote “in favor of the LCP” (League of Cities of the Philippines).
Chiong said that they will wait for Rep. Gullas and their lawyer Estelito Mendoza to tell them what their next move would be.
“Ambot, murag kapoy na. Mura’g they (SC) just wanted the LCP to be home for the big boys,” said Chiong.
With this latest ruling, Naga and the 15 other LGUs will be municipalities again and would only qualify to have eight councilors. Last May, 10 people were elected into the city council of Naga.
The election of ten members of the council was made based on a ruling of the Commission on Elections last January 5. Such Comelec decision was also based on the December 21, 2009 decision of the SC.
Chiong said that they cannot also just drop the two councilors with the latest ruling as they were also elected by the people.
This latest development came just barely two weeks after the SC junked the motion for leave to intervene filed by former Negros Oriental Rep. Jacinto Paras.
Paras, who authored the cityhood law of Guihulngan, asked the court to reverse its December 21 ruling, saying the conversion of the town into a city was “premature,” apart from the fact that it did not improve the living conditions of the people.
He said that instead, the cityhood status, made more officials there corrupt because of the increase in Internal Revenue Allotment (IRA). The High Court did not however give weight to Paras’ contention and junked his motion shortly after he filed it which was on June 29 this year.
But contrary to what officials of the 16 new cities believed, that the High Tribunal would stand by its last two decisions, the SC en banc had reversed it again and granted the motion for reconsideration filed by the LCP.
The other new cities are Bogo, also in Cebu; Catbalogan and Borongan in Samar; Tandag, Surigao del Sur; Lamitan, Basilan; Tayabas, Quezon; Tabuk, Kalinga; Bayugan, Agusan del Sur; Batac, Ilocos Norte; Cabadbaran, Agusan del Norte; and El Salvador, Misamis Oriental.
The League of Cities, chaired by Mandaluyong City Mayor Benhur Abalos, has questioned the creation of the new cities, saying they did not meet the P100-million income requirement prescribed by a new law.
The Supreme Court first sustained the view of the league but later reversed itself and ruled that the conversion of the towns was legal, as they were not covered by the new income standard but by the previous P20-million income requirement. — With Philippine Star News Service/NLQ(FREEMAN)

The proposal, contained in House Bill 2309 authored by Rep. Pablo John Garcia (3rd District, Cebu), will in effect further amend Republic Act 7160, otherwise known as the Local Government Code of 1991, as amended.
In pushing for the approval of the bill, Rep. Garcia noted the flaw in RA 9009, which amended the Local Government Code. He said while this law increased the average annual income requirement for a municipality or a cluster of barangays to be converted into a component city, it maintained the income requirement for the creation of a province and the declaration of a component city as highly urbanized.
Rep. Garcia pointed out that under the existing law, a city may be created if the income of a municipality or a cluster of barangays which is subject for conversion is not less than P100 million, while a new province can be created based on a P20 million income requirement. Likewise, he added, a highly urbanized city may be declared as such if it meets the required P50 million income.
To correct this disparity, HB 2309 provides that a province may be created if it has an average locally-generated annual income of not less than P200 million for the last two consecutive years based on 2000 constant prices, as certified by the Department of Finance (DOF).
The bill also provides that cities with an average locally-generated annual income of not less than P250 million for the last two consecutive years, as certified by the DOF, shall be classified as highly-urbanized cities.
New legislative districts
Also during the meeting, the Committee considered several bills seeking to reapportion legislative districts in certain parts of the country.
These are HBs 3162, 2824 and 3164, authored by Reps. Ma. Victoria Sy-Alvarado (1st District, Bulacan), Abdullah Dimaporo (2nd District, Lanao del Norte) and Vicente Belmonte Jr. (1st District, Lanao del Norte).
The Committee approved HB 3162, declaring Malolos City as a lone congressional district separate and distinct from the first congressional district of the province of Bulacan.
On the other hand, the body agreed to consolidate HBs 2824 and 3164, which seek to reapportion the existing two legislative districts of Lanao del Norte and constitute the lone district of Iligan City.
Local holidays
The Committee also agreed to consolidate two bills which both seek to empower the local sanggunians, except the Sangguniang Barangay, to declare local holidays provided that these should not be more than two local working or non-working holidays in a given year.
These are HBs 1850 and 1972, authored by Reps. Rufus Rodriguez (2nd District, Cagayan de Oro City) and Carmen Cari (5th District, Leyte), respectively. The bills, in effect, will amend the Local Government Code.

kelan pa na-approved toh? ngak 250M na ang locally-generated annual income requirement para sa HUC! kaya pla nagpapatayo ng maraming generating income estabs ang city gov't para tumaas ang local income nito para by 2020 sapat na ung local income nito for HUC...

I tried to research this bill over and over but I don't think it ever passed third reading or acted upon by the Senate at all. Pasado lang sa committee pero hindi pa signed into law by the president although i agree with the proposal to increase the income requirements. Kaya naman ng Tugue yan kung 10 years naman ang time frame hehe. :)

Sharing daw, pero hindi malinaw sa akin... ang proposal ata ng SM, ay aside sa local tax na ibabayad nito, gagawa pa sila ng ibang proyekto ( parang community projects siguro), pero parang nagnenegotiate sila about dun sa proyekto na yun, na parang perahin nalang at idagdag sa local tax or taasan yung local tax nila... parang ganun... nakwento lang ito sa akin...
