Siblings Francis and Jesus Samaniego said they saw the firefighters at the height of the blaze that killed 16 people. “’Yong iba walang helmet, walang gloves. Parang pinaghati-hatian ang uniform. Siguro ‘yong [pang 10 uniform] ginamit ng 15 na tao,” Francis said. Another witness who tried to help the victims said they clearly heard the screams of those inside the burning building. They were able to save several people but they could not forget those who perished. “Initsa lang iyan, siguro mga 7 times or 6 times bago nasalo noong mga nasa bintana. Sinira nila 'yan...tapos tinanggal nila 'yong naka-welding na grills,” said Jesus, pointing to a rope they used to help some of the victims. Tuguegarao fire chief Jesus Fernandez admitted that they lack equipment but he denied that his men were drunk when they responded to the fire. “Talagang complete ang mga apparatus ng mga counterpart natin. The fire inside the building was intense because of the tires and oil at a motorcycle parts store in the building’s ground floor, according to investigators. CORRESPONDENT THE joint investigating panel on the recent Tuguegarao City fire that killed 16 people at a downtown bed and breakfast pension house has started its inspection of the site on Tuesday. The probe body—comprising members of the Department of Justice, the Bureau of Fire Protection (BFP) and the Philippine National Police—inspected the entire building. According to the panel, the north side of the building’s structure took the worst beating, particularly in the fourth and fifth floors were the victims were found. The investigators said that they are set to invite survivors to testify in their probe. As the investigation started, eight fire inspectors were also relieved after the Tuguegarao City’s fire marshall—Chief Insp. Neil Caranguinan was relieved on Monday. Based on reports, the blaze was only put under control at about 6 a.m. of Sunday, resulting to the five-story hotel’s structure almost in total ruins, especially its ground floor, which was being utilized as commercial stalls where highly flammable materials were being sold. Juan “Jack” Ponce Enrile Jr. of the First District of Cagayan, son of Senate President Juan Ponce Enrile, said that they are now drafting a resolution calling for a House inquiry over Sunday’s fire. The BFP, he said, has also a lot of explaining to do in the wake of reports that they failed to arrive on time at the incident site, as well as failure to properly utilize firefighting equipment and related gadgets such as fire hydrants, which are only located nearby. “We should have avoided unnecessary loss of lives if the concerned agencies only to their homework. Fire Director Rolando M. Bandilla Jr, Chief-BFP, relieved City Fire Marshal Chief Inspector Neil Z. Caranguian by virtue of Bureau Order number REA-2010-210. Bandilla further ordered Supt. Jesus P. Fernandez as acting city fire marshal of the Tuguegarao City Fire Station, in concurrent capacity as Provincial Fire Marshal of BFP Cagayan province. Though the specific reasons of the relieved of Caranguian is not specified in the order, authorities from BFP Regional Office stated that the very reason is because of the negligence of the city fire department to act immediately and efficiently during the Bed and Breakfast Hotel fire incident, which took more than 4 hours before neutralizing the fire, and causing 16 death toll and 11 injured individuals. On the observations of the witnesses, the city department is located just few steps from the fire scene but failed to deliver the expected service immediately because their fire truck was empty. Fire trucks from neighboring municipalities were even the first to rescue but failed to attain the "zero death" casualty in the incident. Of the 16 dead casualties, 11 were all young male individuals who are about to take nursing licensure examinations, scheduled on Monday here, and the other 5 include members of the family of the owner and their house helper. And for those who didn't know, there were also PAL flights to Aparri before the mid 80's but the airport has since been reduced to a municipal airport due to lack of funds for upgrading. Vice Governor Leonides Fausto has called for a special session last December 30 for the purpose of discussing the two items. Before the session, the Board members sat with the executive body headed by Gov. Hon. Delfin Ting, City Mayor, said under City Ordinance No. 09-2010 the city government is granting tax relief for the condonation of surcharges and interests on business tax and real property tax arrearages in the city from January 1, 2011 up to March 31, 2011. The Mayor has also scheduled the payment period of payment for the current year. For real property tax, the payment is on quarterly basis which include March 31, 2011 for the first quarter, June 30, 2011 for the second quarter, September 30, 2011 for the third quarter and December 30, 2011 for the fourth quarter. That’s nearly P150 per each and every elver, or young eels highly valued for stocking commercial farms in Asia. The price was "the highest in history" as the supply was unable to meet the demand during a "poor catch year," said Dr. Wann-Nian Tzeng, head of National Taiwan University’s Institute of Fisheries Science. He was among the Taiwanese scientists invited to an international symposium at the the Central Luzon State University (CLSU) to discuss the science and commerce of eels. Freshwater glass eels may yet be the country’s next high-value export, Dr. Apolinario V. Yambot, head of the Freshwater Aquaculture Center at CLSU’s College of Fisheries, told Malaya Business Insight. Eels that grow into marketable size are highly priced in Asian cuisine and they thrive in Philippine rivers, explained Yambot who leads pioneering molecular and genetic studies on local eels. While the country is also looking at a huge market for elvers to stock commercial farms in Asia, he said, it even means more revenue if the eels are raised here. The country is strategically located because many of its neighbors have voracious appetites for eels, he pointed out, while Filipinos are not that much into cooking eels. Intensive pond cultivation of eels is already worth over $1.2 billion a year, the United Nations Food and Agriculture Organization estimates. World cultivation of freshwater eels (mainly Japanese eels and European eels) is pegged at 270,000 tons a year. The bulk comes from Asia, with China the largest producer of farmed Japanese eels, Chung-Zen Shyu, of the Union of Eel & Shrimp Breeders Cooperative of Taiwan, said during the symposium. Taiwan, South Korea and Japan are not far behind, he said, adding that in terms of export value, eel farming tops fisheries in Taiwan, with 90 percent of its eel exports going to Japan. The major producers of farmed European eels are China, The Netherlands, Italy and Denmark, followed by Spain, Greece, Sweden and Germany. Eels are highly valuable because, with strong a resistance to disease, their survival and thus production rates are high, said Yu-San Han of the National Taiwan University. "Because eels are highly nutritious, there is also a strong consumer demand," he said. The wild marbled eel, for example, has long been valued in China as a highly nourishing food. Japanese eel is the main cultured species in China, Japan, Taiwan and South Korea – the main players, producing about 100,000 metric tons a year, mostly consumed in Japan. Philippine inland fisheries scientists are interested also because eels are among the migratory high-value fishes with aquaculture potential. These include mullets (such as the ludong in Cagayan River), gobies, pigek (Mesopristes cancellatus), and maliputo in Taal Lake. These migratory fishes move across a wide range of saline environments, from fresh- to salt water and vice versa, said Yambot who is the first to study the migratory patterns and molecular characterization of these fishes. "These fish species remain understudied and possibly other species remain to be identified," said Yambot. A. huangi, for example, is a freshwater eel newly discovered by scientists at CLSU and at the Department of Life Science, National Tsing Hua University in Taiwan. Eels abound in places such as the Cagayan Valley where migrating, high-valued glass eels are present the whole year in the Cagayan, Abulog and Wangag rivers, Yambot pointed out. The Cagayan offshore current is along the migration path of the eels, particularly the North Equatorial Current that goes north to join Japan’s Kuroshio Current, he said. Three species of eels (the newly discovered A. huangi, A. marmorata, and A. bicolor pacifica) have been identified in northern Luzon and in Buayan River in General Santos City, southern Mindanao. The presence of A. huangi in Mindanao’s Buayan River suggests the time it takes to migrate from Luzon which peaks from July to September, coinciding with the split of the North Equatorial Current northward and southward east of Mindanao. "The distribution of eels and its population composition are important in population dynamics, management and conservation strategies," Yambot said, adding that the declining eel stocks in other parts of the world is advantageous to the Philippines as a potential source of eels. China, Taiwan and Japan already import glass eels from the Philippines, albeit at a smaller scale than those coming from Europe and Australia to supply farms where eels are raised into marketable size. The Philippines does not have the problems experienced by other countries such as blocked migration route, polluted waterways, diseases, and excessive harvesting of glass eels to stock farms, Yambot said. Eel overfishing is a problem in other countries as great numbers of glass eels are caught in the wild to supply aquaculture farms. In Taiwan and Guangdong province of China, it takes one to two years in open pond farming for eels to grow into marketable size. In Japan, South Korea and Fukien (China) where greenhouse farming is practiced, eels take six months to just over a year to grow. "The unstable supply of glass eels from the wild, expensive production in captivity and limited consumption markets restrain the sustainable development of eel aquaculture," said Han. "Due to the rapidly declining eel resource in the wild, eel conservation and management have now been taken seriously." Because of the shortage of Japanese eels, he said, the competition for the glass eel will become more serious. Hon. Delfin Ting, City Mayor, said under City Ordinance No. 09-2010 the city government is granting tax relief for the condonation of surcharges and interests on business tax and real property tax arrearages in the city from January 1, 2011 up to March 31, 2011. The Mayor has also scheduled the payment period of payment for the current year. For real property tax, the payment is on quarterly basis which include March 31, 2011 for the first quarter, June 30, 2011 for the second quarter, September 30, 2011 for the third quarter and December 30, 2011 for the fourth quarter. For business permits and licenses, it is scheduled up to January 20, 2011; the professional tax is up to January 31, 2011; while the community tax is scheduled up to February 28, 2011. “We also grant discount on real property tax for the whole year such as 15 percent discount if the tax for the whole year is paid on or before March 31, 2011”, Ting stated. For the prompt payers, they are also given 10 percent discount within the quarterly schedule. (PIA 2) Ugac Norte January 9th, 2011, 05:24 AM Tuguegarao City gov't grants tax relief TUGUEGARAO CITY, Jan. 7 (PIA) -- The City Government of Tuguegarao is granting tax relief for the business and real property taxpayers. Hon. Delfin Ting, City Mayor, said under City Ordinance No. 09-2010 the city government is granting tax relief for the condonation of surcharges and interests on business tax and real property tax arrearages in the city from January 1, 2011 up to March 31, 2011. The Mayor has also scheduled the payment period of payment for the current year. For real property tax, the payment is on quarterly basis which include March 31, 2011 for the first quarter, June 30, 2011 for the second quarter, September 30, 2011 for the third quarter and December 30, 2011 for the fourth quarter. For business permits and licenses, it is scheduled up to January 20, 2011; the professional tax is up to January 31, 2011; while the community tax is scheduled up to February 28, 2011. “We also grant discount on real property tax for the whole year such as 15 percent discount if the tax for the whole year is paid on or before March 31, 2011”, Ting stated. For the prompt payers, they are also given 10 percent discount within the quarterly schedule. On the other hand, the city government is currently updating its revenue data bank in its goal to increase revenue collection. Ting said to come up with reliable database, they are coordinating with all government agencies to get lists of employees residing in the city to know who are really paying taxes. Jeffrey Lim, SM Prime Holdings Inc. executive vice president and chief finance officer, told reporters that the mall developer would roll out six new malls in Masinag, Antipolo; San Fernando and Apalit in Pampanga; Consolacion, Cebu; Sucat, Paranaque; and Dasmarinas, Cavite. The new malls will translate to about 400,000 square meters of gross leasable space. Lim said the six mall openings this year will be a record in terms of number. Its biggest launch in terms of gross leasable area was in 2006 when it opened Mall of Asia in Pasay City, its largest in the country. SM Prime has also started the construction of a shopping center in General Santos City and its second mall in Davao, all set to begin commercial operations in 2012. For its mall in Dasmarinas, SM Prime has entered into a partnership with the local government, allowing the company to lease a two-hectare property for its mall, which will have a public market in the basement. “We pay them [local government] rental of the property. Considering that Lallo was once the Capital town of Cagayan, I woudn't be surprised if it would happen. In regards to making Tuguegarao an HUC, think again what is really important to you guyz in 2gue. You might just get what you wished for. However, I have said it several times, and I say it again, regarding sustainability. I can't emphasized enough, without citing "Hargreaves & Finks" definiton, saying; "Sustainability does not simply mean whether something will last. It addresses how particular initiatives can developed without compromising the development of others in the surrounding environment now and in the future". MM a classic example, as development expanded exponetially in quadratic directions from Manila as its anchor, Manila the city center at one time is now being left behind by more progressisve municipalities nearby. And getting at the Manila city center is a huge struggle. Traffic jams hinderss mobility in the city. During the weekly PIA online radio program at DWPE Radyo ng Bayan, Atty. Catherine B. Allas, provincial election supervisor said they are now preparing for the elections pursuant to Resolution No. 9109 which was promulgated last January 4, 2011. Under the said resolution, the election period will be on February 10 - March 22 which is 30 days before and 10 days after the elections. The prohibited acts during this period are as follows: issuance of appointments, promotion, creation and filling of new positions, giving of salary increases in government offices, use of security personnel or bodyguards by candidates, construction or maintenance of provincial, city, municipal or barangay-funded roads and bridges, making any donation or gift in cash or in kind, among others. have met the PhP 100 million local income requirement. Of these, just 19 are eligible for cityhood, because Bauan (Batangas) and Carmona (Cavite) do not meet either the 150,000 population requirement or the 100-sq. km. land area requirement as mandated by current laws. All the 19 municipalities eligible for cityhood come from either Region III or IV-A. In the top 40 (municipalities with local incomes above PhP 60 million), only 7 come from outside these two regions. The column "Dependence on own income" is the percentage of the LGU's locally-sourced income as a part of its total income. A high percentage means that the LGU relies heavily on its own revenue collections rather than being dependent on funds from the national government. The most self-reliant municipality is Carmona, with 78.97% of its income actually coming from its own coffers. A low percentage means that the LGU is mainly being propped up by taxpayer (your) money. Many of the underperforming cities (especially those from the so-called "League of 16") have very low rates of dependence on their own locally-sourced incomes - many under 10%! What are your thoughts on the matter? Is it justifiable that taxpayer money is being spent on LGUs that don't necessarily perform as well as they should? That's good to know. However, the GDP does not translate into PER CAPITA INCOME which is the average household income of a family.
