bro, walang nabanggit sa post ko na competitive cities yang mga yan. napakalinaw ng nakabold na head title "emergent cities" yang tinutukoy ko. sang lupalop ka ba pumupulot ng mga assumptions mo. hndi ka ba marunong magbasa. walang nakasaad jan na kasma sa top 10 ang tugue. anu bang problema mo?
2007 pa nung napabilang sa most competitive cities ang tugue for small sized category. 2009 yang report na yan. wala ng tugue. nasa emergent cities classification na lang. malinaw na ba sayo? alam mo bro, wag ka nagrereact sa isang bagay na wala namang connection sa post ko. you're talking about tugue not among the most competitive. may sinabe ba ako sa post ko na meron.

MANILA, Philippines--The cities of Cebu, Cagayan de Oro, and Dagupan have been named as the most competitive cities outside Metro Manila in the Philippine Cities Competitiveness Ranking Project 2009 (PCCRP) of the Asian Institute of Management Policy Center. The study, which was launched Monday in Pasay City, used six criteria in ranking the 29 cities: dynamism of local economy, responsiveness of the LGUs to business, infrastructure, quality of life, and cost of doing business and human resource and training.
It is based on official government data, perception survey among businessmen, and interviews with local chief executives and local business group’s representative The PCCRP also classified the cities into three groups: metropolitan growth centers, growth centers and emergent cities.
Cebu City bested Davao in the metro growth center category, which refers to cities with an average of P3.05 billion total income and average population of 1.08 million. Cagayan de Oro, meanwhile, topped in the growth centers category, which included the cities of General Santos, Baguio, Lapu-Lapu, Zamboanga, Olongapo, Batangas, Iloilo, Bacolod, and Mandaue. These cities have an average income of P1.2 billion and population 421,165.
Dagupan City is the most competitive among the emergent cities. It bested the cities of Angeles, Butuan, Cotabato, Lucena, Naga, Legaspi, Pagadian, Puerto Princesa, Ormoc, Iligan, Tagum, and San Fernando in La Union, Surigao, Tuguegarao, Tacloban and Santiago.
Ma. Lourdes Sereno Diokno, executive director of the AIM Policy Center, said that they decided to group the cities into three brackets because it would be unfair to compare the metropolitan and highly-urbanized cities like Cebu and Davao to new and emerging young cities.
“Cebu City and Davao City outpaced the rest in many indicators,” added Ana Maria Tabunda, chief research fellow at Pulse Asia and consultant for the PCCRP 2009. Roger Carlson, acting mission director of the USAID, one of the sponsors of the PCCRP, said that the findings of the study can guide the local officials in introducing policy changes in their localities.
“Newly-elected mayors can base their reform efforts on information that comes from business operators themselves,” Carlson said. The PCCRP 2009 also recognized the cities that topped in each of the criteria used in the study.

However, I find some postings from Mr. Cagayan on the Rise simply ridiculous, confusing and misleading. For one, yung libreng pabahay for non-residents which aims to prop up the population is simply ridiculous. Walang gobyerno na ganyan ang aim at yung libre hindi po yan absolutely free kung meron man. Libre siguro pag lumipat pero may babayaran pa rin pag nakalipat na. Another thing, only the NSO under the NCSB can release official counts in so far as population, public records and data is concerned. Any other data released by other government agencies are unofficial and can only be used by and for that particular agency's own purpose only but not generally. At yung income class, bakit di na lang kalimutan muna yan? We should rather concern ourselves on how they are using the money. Are they using it wisely? If they are, then good, but if they are not then we should voice out our concern and be vigilant about it.

Asian Institute of Management mostly get the services of economists or people from that academe to do an independent study at hindi mga politikos na may vested interests. I hate to say this pero dapat think before you push that submit button. Again I am not here to rebuff what you are saying but I'm just here to remind you of any inconsistencies that I notice. Ang PCCRP nagcocnduct ng study every 2 years on the same cities para makita yung improvement ng mga Local Government Units sa pagaddress ng mga issues na nadiskobre nung previous study. That is what the study is for. Binigay ko yung link para malaman mong 90 cities outside Metro Manila ang under study. hindi ibig sabihin nun na nung 2007 lang ang ninety. kasi kung tinanggal yung ibang cities sa study, the study won't already serve its puspose. gets?

TUGUEGARAO CITY, May 4 (PIA)—Regional Director Urdujah Tejada of the Department of Science and Technology has announced that a water level monitoring system has been installed in Cagayan river particularly at the Buntun bridge here.
According to Tejada, through the said gadget the water level in river can be gauged every ten minutes and this can help the authorities and the residents in low-lying areas in their preemptive evacuation to prevent casualties.
Tejada said this is a complementation to the gadgets of PAGASA and this is just a start of the agency’s programs and projects geared towards a more effective and updated weather reports.
Meanwhile, Roberto Sawi, chief of the weather division, PAGASA central office said the rehabilitation of the Doppler radar in Aparri which was started last February is expected to be completed in the last quarter of this year.
Sawi said the Aparri Doppler radar is one of the priority projects of PAGASA along with the ones in Mactan City, Cebu; Virac, Catanduanes and Tagaytay.
Through the Doppler radar, according to Sawi, the public will be accorded with the most accurate, detailed and updated weather reports, including the volume of rainfall and intensity of winds to enable them to make preemptive evacuation.
Doppler radars can predict typhoon movements and provide a visual on thunderstorm conditions and even tornadoes.
It has a radar system, data display system, satellite communications system, Very Small Aperture Terminal (VSAT) and a radar building. #TCB/PIA 2

Tama! Let's close this issue. Our city government is doing everything they can naman in all aspects. On the positive side, Tugue will always belong in the clan of competitive cities! Another reason to claim our tag - 'City of Excellence'. :) :)

Tuguegarao City, May 9 (PIA) --- Cagayan third district congressman Randolph Ting has disclosed that he has tied-up with Agbiag representative Patrick Antonio to help the municipality of Iguig build an emergency hospital to serve the people not only from the town but also from its neighboring municipalities.
Ting said the project will help decongest the Cagayan Valley Medical Center (CVMC) which caters patients from the region and nearby province such as Kalinga, Apayao, Ifugao and Mountain province.
“We saw the importance of building more health facilities in the municipalities because CVMC can no longer accommodate all patients because of the bulk of clients everyday”, Ting stated.
Aside from this, Ting also allotted six million pesos for the rehabilitation of the hospital in Amulung Cagayan.
He also augmented social service funds for indigent families and the funds of which are entrusted to CVMC and the Department of Social Welfare and Development (DSWD).
The congressman has also eased the processes in claiming financial support of indigent individuals who are hospitalized by allowing them to claim cash assistance without going through the normal processes such as undergoing interview for the case study, securing supporting documents and others.
To further help the indigents in the third district, he has enrolled 4,000 families with the Philippine Health Insurance, Inc. (PhilHealth) as recipients of his health insurance program which is an additional to the previous 11,000 health insurance beneficiaries which were enrolled by the municipal governments and the provincial government of Cagayan. #(TCB/OTB-PIA 2)

“Of course, we experience intermittent rains brought about by tropical storms even this early. But even without these weather disturbances, the 11 water pumping stations and three spring wells produce 60 percent of its total capacity, just enough to meet the required daily consumption,” General Manager Nina Lumauan said.
At present, the daily production of the water district’s pumping stations and spring wells is at least 30,000 cubic meters, representing 60 % of the facilities’ capacity.
Lumauan said there are a total of 27,865 consumers, both household and commercial, from the local water district’s coverage areas composed of Tuguegarao City and its nearby towns of Solana and Piat with an average daily consumption of 27,000 cubic meters.
She said the local water district is among those which charge the lowest rate nationwide at 108 pesos for the first 10 cubic meters consumption.
“We are ready to develop more pumping stations once the demand for potable water increases,” the general manager said.
Once the demand shoots up to 70 to 75 percent of the existing pumping stations and spring wells’ production capacity, the MTWD is ready to put up more pumping stations, she added.
Meanwhile, Lumauan cautioned against the indiscriminate use of chemicals including pesticides and fertilizers within the water production areas particularly in this city.
During the technical briefing on the Climate Change and Disaster Risk Information System for Planning (CRISP) held at the conference hall of the National Economic and Development Authority (NEDA) in region 2, Lumauan said agricultural producers, food processors and other manufacturers have to be more circumspect as not to contaminate the water table. With his wacky online tutorials, Filipino-Canadian international recording artist Michael John Pestano-Bustos is able to express his love and affinity for his Filipino roots.
Now more known as Mikey Bustos, this 29 year-old funny guy has not forgotten what his parents taught him as he grew up in Canada. While working on ant farms for AntsCanada.com, Mikey randomly thought of expressing what he knew about the Filipino tradition.
These “thinking aloud’’ vignettes gave birth to online tutorials on topics such as Filipino accent, dining etiquette, and courtship. The Filipino accent tutorial, to date, has already reached more than 700,000 views on YouTube.

In the video on accent tutorial, for instance, Mikey showcased the reality in the way Filipinos pronounce words, saying that Filipinos don’t really have “F”, “V”, and “TH” sounds in their native alphabet, thus words like family becomes

“And even though I was born in Canada, I used to speak like this when I was very small…I never lost it,” Mikey proudly admits.
In another video on traditional courtship, Mikey related that courtship the Filipino way encourages chivalry, and that Filipino women are “ladies,” and never “chicks.”
“What’s going on chicharon?”, started Mikey’s tutorial on the the unique world of Filipino dining where he explained that praying, basic manners, the usage of fork and spoon, and rice as staple food are part of the Filipino dining
experience. In fact eating without spoon makes Filipino dining incomplete, which he actually experienced.
The funny thing is that after watching the videos, Filipino viewers realize that majority of what the tutorials say are true. And it is amazing that Mikey, no matter how long he has stayed in Canada, has kept all these in mind, and
applies them in his lifestyle.

When Mikey spoke of his dream to make a big impact in entertainment, there was one man who listened to him - Don Berard.
“If there is one person who I understood my big dreams and believed in them. Don truly got me and we formed Bustos Entertainment Inc. which brought my art to the corporate level. I feel people did not believe in my dreams as much as I do. But I learned early in life that I don't need them to get what I want. I began to associate myself with positive people who would listen to me, understand me and those who shared similar big ambitions just like mine.
Eventually, the disbelievers became believers,” Mikey says. Don, now CEO of Bustos Entertainment, trained Mikey to be a businessman and an artist. Mikey is the company president.
He is also affiliated with AntsCanada Ants Store and The Global Ants Nursery.
Besides being a singer songwriter and a recording artist, Mikey is also an author, an entertainer and comedian, a director, actor and model. The list of what he does in his life goes on, but really, he says is just having fun while
working on things he loves to do.
At five years old, Mikey took a liking for singing. As a teenager, he strived to learn vocal techniques, taking cues from pop artists and incorporating his own music style. At Season 1 of the Canadian Idol Season, Mikey finished seventh.
Since then, he has been touring around Canada, USA and the Philippines. His hit songs include “Every Time My Heart Beats,” “Hello,” and “Pinoy This Way.” His personal favorite song is the Mariah Carey ditty “Can’t Take That
Away” because he says the song tells the story of his life.

but due to typhoons na dire diretso from 2008 to 2010 nawalan na tayo sa pagiging number one pero kung hindi babagyo ngayon sa cagayan valley region... basag lahat ng region..

Lal-lo moves to restore cityhood

LAL-LO, Cagayan, May 11, (PIA) --- The local officials here are set to file again a cityhood bill in their bid to regain their cityhood which they originally enjoyed during the Spanish colonization times wherein Lal-lo was known as the city of Nueva Segovia.
Lal-lo was also the seat of the Nueva Segovia diocese before it was moved to Vigan, Ilocos Sur.
Vice Mayor Dominador Invierno said there was a recent move in the congress to rename Lal-lo back to its former name and re-classify the municipality as a component city but its was just archived until the next election was conducted.
He said if Vigan City will be able to regain its cityhood by virtue of its historical rights, Lal-lo’s cityhood must also be restored as it has proofs that it is the fourth of the first original cities established in the Philippines.
In the past years, the National Historical Institute (NHI) has required LGU-Lallo to produce documents proving their historical rights.
During the time of Olivia Pascual as mayor, now board member, she went to Spain to research and look for documents that will prove the cityhood of Nueva Segovia in the Philippines; however, no documents have been preserved in the Spanish libraries during the Spanish colonization of Spain in the country.
Invierno said they are also lobbying to the congressmen and to Senate president Juan Ponce Enrile to ensure that the bill will be given due consideration.
For this time, Lal-lo is moving forward as it boosts of its economic status and classified as first class municipality.
There is an ongoing construction of an international airport in the Southern part of Lal-lo to be named Northern Cagayan International Airport which aims to support the Cagayan Special Economic Zone in northern Cagayan which, in turn, serves as the seaborne traffic route from Port Irene.
The airport project will include the construction of a 2,200-meter runway, with a width of 45 meters, following the standards of the International Civil Aviation Organization. Once completed, the planned international airport can accommodate large aircrafts such as the Airbus A319-100 and Boeing regional jets of comparable size.

Gonzaga town to develop marine resources as top tourist attraction

GONZAGA, Cagayan, May 11 (PIA) --- A local government official of Gonzaga, Cagayan has disclosed that the municipality is determined to develop its marine and coastal potentials to make them one of the top tourist destinations of the region.
Mayor Carlito Pentecostes said the municipality is blessed with vast natural resources, both marine and forest, which need further development to be able to convert them as tourist destinations for local and foreign tourists.
Pentecostes said the municipality has 93 hectares marine protected area and 40 kilometers shoreline comprises of black and white sand beaches.
“We planned for the development of both our marine and forest potentials but we will start with the development of our coastal zones which I think the best to be offered to our tourism industry,” Pentecostes said.
He said they already purchased gadgets for scuba diving and snorkeling which could be used in the fish sanctuaries within the marine protected areas. On their assessment, hundreds of fish and other marine species are located within the areas.
He also sponsored the conduct of a training of scuba divers who will be assigned to operate the project which is about to be completed.
On the other hand, the mayor also explores the possibility of the development of their waterfalls and the Mt. Cagua, one of the active volcanoes in the region.
“I realized the importance of tourism in our economy that is why I listed tourism as one of my priority agenda. Aside from offering the best tourist destinations from the municipality, we also create more job opportunities to our constituents,” the mayor said.
He also added that he met with the members of the Rural Improvement Club (RIC) to promote the development of more products from the resources they have as an added industry of their municipality. (TCB/OTB-PIA 2)

TUGUEGARAO CITY, May 11 (PIA) --- The municipality of Gonzaga is celebrating its weeklong 1st Dawa festival from May 10- 13 as a manifestation of the Gonzagaños’ gratitude to the Almighty Father for their abundant rice harvest.
Mayor Carlito Pentecostes said Gonzaga is blessed with wide and fertile soils suitable for rice production that is why majority of his constituents are engaged into rice planting.
“Dawa” is an Ilocano term which means flowering stage of rice plants.
The celebration includes street dance competition wherein participants of all ages ranging from elementary to senior citizens. A trade fair of agricultural products of farmers is also being showcased.
Other activities include a balikbayan night, pageant for the Mutya Daguiti Dawa, local traditional games and a live performance of actress Vina Morales.
Pentecostes said they are now planning to institutionalize the Dawa festival to make it one of the identities of the municipalities and to make it as the annual celebration of Gonzagaños especially for the farmers and fisherfolks.
On the other hand, Pentecostes said agriculture has been one of his priorities and he has allotted funds for the rehabilitation of the irrigation canals and seed subsidy program for the farmers and fisherfolks.
He also strengthened the livelihood program of fishermen by providing fish aggregate devices and protecting their marine resources.
Gonzaga, the hometown of Senate President Juan Ponce Enrile, is the second to the last municipality of northeastern Cagayan before the municipality of Sta. Ana, where the Cagayan economic zone is located. (TCB/OTB-PIA 2)

At isa lang ang region 2 sa nagsusupply ng bigas sa Metro Manila at maaaring pinakamalaking porsyento ang share natin pero mali yung claim mo na CVL lang ang nagsusupply. At hindi po kayo overhyped. Lal-lo moves to restore cityhood

LAL-LO, Cagayan, May 11, (PIA) --- The local officials here are set to file again a cityhood bill in their bid to regain their cityhood which they originally enjoyed during the Spanish colonization times wherein Lal-lo was known as the city of Nueva Segovia.
Lal-lo was also the seat of the Nueva Segovia diocese before it was moved to Vigan, Ilocos Sur.
Vice Mayor Dominador Invierno said there was a recent move in the congress to rename Lal-lo back to its former name and re-classify the municipality as a component city but its was just archived until the next election was conducted.
He said if Vigan City will be able to regain its cityhood by virtue of its historical rights, Lal-lo’s cityhood must also be restored as it has proofs that it is the fourth of the first original cities established in the Philippines.
In the past years, the National Historical Institute (NHI) has required LGU-Lallo to produce documents proving their historical rights.
During the time of Olivia Pascual as mayor, now board member, she went to Spain to research and look for documents that will prove the cityhood of Nueva Segovia in the Philippines; however, no documents have been preserved in the Spanish libraries during the Spanish colonization of Spain in the country.
Invierno said they are also lobbying to the congressmen and to Senate president Juan Ponce Enrile to ensure that the bill will be given due consideration.
For this time, Lal-lo is moving forward as it boosts of its economic status and classified as first class municipality.
There is an ongoing construction of an international airport in the Southern part of Lal-lo to be named Northern Cagayan International Airport which aims to support the Cagayan Special Economic Zone in northern Cagayan which, in turn, serves as the seaborne traffic route from Port Irene.
The airport project will include the construction of a 2,200-meter runway, with a width of 45 meters, following the standards of the International Civil Aviation Organization. Once completed, the planned international airport can accommodate large aircrafts such as the Airbus A319-100 and Boeing regional jets of comparable size.

MANILA, Philippines — Tuguegarao City’s unique location is responsible for the searing temperatures it experiences.
Tuguegarao has consistently registered the highest temperatures in the country, and according to Rene Paciente, senior weather specialist of the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), its geography has a lot to do with it.
“Tuguegarao is bound by various mountains. Due to this, heat is trapped within its periphery,” Paciente said in a phone interview.
Located in a peninsula in the Cagayan Valley, Tuguegarao is bordered by the Sierra Madre Mountains in the east; the Cordilleras in the west and the Caraballo Mountains in the south.
The highest recorded temperature in the Philippines and of the Western Pacific Region was in Tuguegarao on April 29, 1912 at 42.2°C (108°F).
Average temperature during March and April is 38°C, one of the highest in the country for years.
Paciente said the valley is a natural heat trap, absorbing and retaining heat from the ground and the atmosphere. That explains why Tuguegarao and the entire province sizzle when the temperature rises.
Last May 3, the temperature in Tuguegarao was 39° Celsius. Only Cabanatuan City was hotter, with the temperature soaring to 39.2°C.
Tuguegarao, however, holds the record for the highest temperature in the Philippines: 42.2°C on May 11, 1969.
In March and April, Tuguegarao’s temperature averaged 38°C, still one of the highest in the country for years.
May is normally the warmest month of the year, according to acting PAGASA chief Dr. Nathaniel Servando.
This month, the expected ranges of temperature will be 24°C - 39°C in the lowlands of Luzon, 17°C - 29°C over the mountainous areas of Luzon, 24°C - 36°C for Visayas, 23°C - 36°C in the lowlands of Mindanao and 19°C - 34°C in the mountainous areas of Mindanao.
Servando also said several weather systems will be active during this month. They are the Intertropical convergence zone (ITCZ), the easterly wave; low pressure area (LPA); ridge of high pressure area (HPA) and one or two tropical
cyclones that may enter the Philippine Area of Responsibility (PAR).
Servando said most of the country will experience near to above normal rainfall, save for some areas in the Cordillera Administrative Region (CAR), Region 1, Batanes, Bulacan and Lanao del Sur, where below normal conditions are expected. I don't think that the current ranking of Cagayan Valley would greatly impact the Region's bid to host the "Palarong Pambansa". As long as the region has the ability to provide the appropriate facilities and venues to cater all sports compitition, it would be enough. IMO:) Housing for all contenders, athletes and all their entourage, as well as securities and other requirements needed to run a successful event in Region 2. For all people of Region 2, you have all it takes to host the "Palarong Pambansa". Go for it guyz:cheers:

Point of clarification:
Contrary to beliefs in the Philippines, Ace hardware is not that big in the US. Home Depot is the biggest home building supply store here while Ace is just a nighborhood store where you can go pick up something quick. Yan ang convenience store ng hardware dito, barya-barya lang ang bilihan diyan. Isang malaking kasinungalingan na pinapalabas ng mga marketing strategist sa Pinas ito and I don't understand why they are located in malls over there. Di po ba nakakasira ng view at at mall traffic yan? Anyway I still understand why pero gusto lang natin ilabas ang katotohanan para sa kaalaman ng ating mga kababayan. :cheers:

About Santiago City buget, hindi naman kaya yung magpatayo ng skyway. Hindi naman kasi katulad ng QC na 19billion, Makati at Manila na umaabot ng 10 billion plus. Bulk kasi ng budget mapupnta sa operations, so sa salary palang, papalo na sa 400 million para sa Santi na may 1500 employees. First time na tutungtong sa 1billion ang budget ng Santi this year so mga next few years kaya na nitong gastosan ang mas malalaking infra. Sana lang magawa ng recent admin ang mga promises nila ng may kalidad.

Yung RAI ba sa Tugue depot ba sya. Sa Isabela kasi may Tig isang Rai sa Cauayan, Ilagan at Roxas. May dalawang Rai sa Santi at isa doon ay Home Depot.

I'm against black sand mining and even gold mining here. Income generated from such activities doesn't overweigh the health and enviromental hazards that it pose. It's better for the province to take care of our environment, promote eco - tourism and develop its full potential.

joelrm_22 May 18th, 2011, 06:34 AM Sana ma-develop pa ang Junction Area ng Tugue. Considering na ito ang GATEWAY ng city. IMO, ito yung isang business area ng Tugue na slow pace ang progress, proof jan ang Brickstone mall, kaawa-awang mall, almost ghost mall na ito, buti na lang at may National Bookstore at Allied Bank. But looking forward na todo madevelop ang part na ito ng Tugue.
Ito ang pinaka-favorite ko na part ng Tuguegarao. The 'Future Welcome Rotonda'
