THE employment rate rose by 0.8 percent in April, with the Zamboanga peninsula registering the highest rate of 98.3 percent, Labor and Employment Secretary Rosalinda Baldoz said Friday.
She cited a National Statistics Office report saying that other regions that also recorded high employment rates in April were Cagayan Valley (96.7 percent), the Autonomous Region in Muslim Mindanao (96.3 percent), and Region 4-B or Mimaropa, Northern Mindanao, Davao and South Cotabato, and Region 12 comprising Cotabato, Sultan Kudarat, Sarangani and General Santos City (96.0 percent each).
“To us, this indicates that job-friendly investments may be dispersed to industries in the country’s regions and not confined to the Metro Manila area,” Baldoz said.
Metro Manila recorded an employment rate of 88.4 percent, the lowest of the country’s 16 regions.
The Labor Department said the employment rate in April averaged 92.8 percent, which was 0.8 percent more than the 92.0 percent registered a year ago.
The survey said the bulk of the employed people in April were in the services sector (51.7 percent) followed by those in agriculture (33.0 percent). Vito Barcelo

TUGUEGARAO CITY, June 28 (PIA) -- The Philippine Ports Authority, port management office in San Fernando City, La Union has recently agreed to transfer the management, operations and development of the Port of Aparri to the municipal government of Aparri, Cagayan.
Port Manager Silverio D. Mangaoang, Jr. of PMO the move has also been endorsed by the Ports Authority in Manila.
Mayor Ismael V. Tumaru said the municipal government intends to develop the port into an international facility which will once again make Aparri the gateway of trade and commerce in Northern Luzon.
“It will be a big boost to the progress and development of the locality and will provide ample employment to the people. This will also be a magnet for investment both local and foreign,” Mayor Tumaru added.
In order to capacitate LGU personnel who will be tasked in managing and operating the port, the municipal government has scheduled a series of capacity-building training seminars to be conducted by competent PPA facilitators.
It must be noted that the seaport of Aparri was fully operational in the 50’s, 60’s and 70’s which made Aparri the undisputed economic haven in the region.
Mayor Tumaru wanted to bring back the old glory of Aparri by rebuilding the seaport. “This will elevate Aparri to the pedestal where it rightfully belongs for the sake of the future generations,” Mayor Tumaru said.

TUGUEGARAO CITY, June 28 (PIA) -- The Department of Social Welfare and Development (DSWD) region 2 has reported that as of June 3 of this year, a total of 8,590 out of the 39,998 small scale farmers and fisher folks who were targeted for the Cash-for-Training program in the region were already provided with cash in exchange for the work they have rendered.
Rommel Gamiao of the DSWD 2 said in the province of Cagayan , a total of P2.9 million was already paid to the beneficiaries; P3.1 million in Isabela; P1.2 million in Quirino; P342,528 in Nueva Vizcaya while none yet in Batanes.
Gamiao added that the beneficiaries were identified by the Department of Agriculture (DA) and the DSWD through its National Household Targeting System (NHTS).
On the other hand, a total of 1,335 out of the 1,419 internally displaced persons (IDPs) were also provided with cash to meet their requirements for food and other basic necessities.
Gamiao said the province of Cagayan has 930 IDPs; Isabela, 487 and Nueva Vizcaya, 2.
The assistance for the beneficiaries were provided based on the daily minimum daily wage in the region through cash for training/work activities for 11 days through designated special disbursing officers of the DSWD at the concerned cities/municipalities.
The rice (food) subsidy program through cash for training/work (CFT/W) project is a short-term intervention to provide temporary employment to small-scale farmers and fisher folks and their families who are distressed/displaced or needing assistance during the lean season by participating or undertaking preparedness, mitigation, relief, rehabilitation or risk reduction projects and activities in their communities or in evacuation centers.
Projects which will enhance food production such as farm preparation, construction or repair of shallow wells and irrigation canals may also be supported. Projects and/or work areas are identified by the community under the leadership of the local leaders.

Tuguegarao City, June 28 (PIA) -- Many barangays in different municipalities of Cagayan province have fulfilled the “Billion Trees” program of the Department of Interior and Local Government (DILG) as part of the national greening of the government.
Though the DILG have not collated yet the number of trees which were planted last Saturday during the Arbor Day, it has reported that there were many barangays who actively joined the said endeavor.
As to the initial monitoring of DILG, there are lots of households that planted within their backyard but the other opted to plant trees in forest covers, protected areas and riverbanks.
Some non-government organizations have tied-up with the Metropolitan Tuguegarao water district to plant trees within the watershed areas.
Because of lack of seedlings, some have gathered seedlings of fruit bearing, forest trees and other types of trees from their backyard and planted them in the designated areas assigned to them. Most of the trees planted were G-Melina, mahogany, mango and narra.
DILG regional director Rolando Rafael said the challenge now to the barangay officials and the constituents is the sustainability of the trees which were planted.
The barangay residents themselves assured to nurture and sustain the trees they planted because they are very much aware of the benefits these trees will bring for the future generation.
On the other hand, MTWD Manager Nina Lumauan said they will continually tie up with other groups to continue plant and sustains trees within the watershed areas to ensure continuous water for the people of Tuguegarao and its nearby municipalities.

Three onshore and 12 offshore oil and gas exploration areas have been presented to prospective investors in the biggest energy contracting round the Department of Energy has launched so far.
Energy Secretary Jose Rene Almendras said Thursday at $500 million for each service contract, the total investment potential of the 4th Philippine Energy Contracting Round (PECR 4) is $7.5 billion. The contract areas cover at least 10 million hectares that could hold rich reserves in northwest Palawan, east Palawan and the Sulu Sea.
Almendras said the contracts could be awarded by early next year, giving interested investors at least five months to conduct their studies. He added that the PCER 4 is a significant component of the Aquino administration's energy self-sufficiency program.
DOE estimates that the country has tapped only about 10 percent of the potential oil and gas reserves in its territory.
International energy exploration firms that attended DOE roadshows in Australia and Singapore have expressed interest in tendering bids.
DOE Undersecretary Jay Layug earlier revealed that most of the prospective investors are keen on three contract areas in Northwest Palawan where oil and gas have been confirmed.
The country's first natural gas field, Malampaya, is in northwest Palawan and has gas reserves estimated at 970 billion cubic, 43.9 million barrels of condensate and 1.9 million barrels of oil.
Four cancelled service contracts in the Sulu Sea are among the 15 fields the DOE offered in PECR 4.
The 15 PECR 4 service contract zones are:
Area 1 (544,000 hectares) in Cagayan
Area 2 (676,000) in Central Luzon
Area 3 (600,000) in Northwest Palawan
Area 4 (616,000) Northwest Palawan
Area 5 (424,000) Northwest Palawan
Area 6 (840,000) in Mindoro Cuyo
Area 7 (844,000) in Mindoro Cuyo
Area 8 (840,000) in East Palawan
Area 9 (840,000) in East Palawan
Area 10 (640,000) in East Palawan
Area 11 (600,000) in Cotabato
Area 12 (456,000) in Cotabato
Area 13 (648,000) in East Palawan
Area 14 (983,900) in East Palawan and
Area 15 (482,000) in Sulu Sea.

FIVE governors, and 93 city and town mayors in Northern Luzon have posted a 100 percent compliance to the full disclosure policy, local officials to make public the source and usage of their incomes and share from Internal Revenue Allotments.
Interior Secretary Jesse Robredo said the list was led by Governors Vicente Gato of Batanes, Alvaro Antonio of Cagayan, Faustino Dy III of Isabela, June Cua of Quirino, and Luisa Cuaresma of Nueva Ecija.
They were joined by Mayors Delfin Ting of Tuguegarao City, Cagayan, Amelita Navarro of Santiago City, and Benjamin Dy of Cauayan City have also complied with the 100 percent FDP compliance.
According to Robredo, full disclosure is enshrined in the 1987 Constitution that guarantees the people’s right to information and covered by the Local Government Code, the 2010 General Appropriations Act and issuances by the Commission on Audit.
The measure requires local government units to post their budget and finances on their Web sites, print media and conspicuous places in their respective areas of jurisdiction.
Robredo described the comp0liance as one step to enable a local government acquire a seal of good housekeeping, qualifying for the grant of P1 million under the depaertment’s performance challenge fund that is backed by a P500-million annual budget.
The program was designed to build the trust and confidence of the people in various LGUs since they become part of the developments in their localities.
“The public must be well-informed so they would be able to participate and cooperate in the LGUs’ projects and activities, and they would make sacrifices if necessary,” Robredo said.
Citing reports of regional director for Northern Luzon Rolando Rafael, he said the 100 percent compliance indicated strong support to the “Daang Matuwid” campaing of the Aquino administration.

Diversifying conglomerate San Miguel Corp. is finalizing the acquisition of a majority interest in Ausphil Tollways Corp., the lead proponent of the P10-billion North Luzon East Expressway project.
Ausphil sources said talks between the company and San Miguel were ongoing and that a deal would hopefully be finalized before the end of the year.
San Miguel earlier said it was in talks with stockholders of Ausphil to acquire a 67-percent stake in the company.
Ausphil is the lead proponent of the P10-billion, 480-kilometer expressway project that will link Metro Manila to Tuguegarao City in Cagayan Valley. The proposed highway is forecast to generate an average daily traffic of 65,000 vehicles.
The project will give cross-country drivers the option to bypass the 88-kilometer North Luzon Expressway, which serves the bulk of vehicular traffic to northern provinces. NLEX is operated by Metro Pacific Tollways Corp.
The new road to Cagayan Valley will be the second tollway project of San Miguel. The conglomerate last year acquired 35-percent interest in Private Infrastructure Development Corp., a consortium building the P15-billion Tarlac-La Union toll expressway project. San Miguel has the option to increase its stake up to 51 percent.
San Miguel has also been offered to acquire a controlling stake in Universal LRT Corp., the consortium that won the contract to build the $1.24-billion Metro Rail Transit Line 7 project, or MRT-7.
San Miguel is now conducting due diligence on the MRT-7 project.
The MRT-7 project consists of 45 kilometers of road and rail transportation from the Bocaue, Bulacan exit of NLEX to the MRT-3 North Avenue-Edsa station in Quezon City.
The 22-km, six-lane asphalt road will connect NLEX to the major transportation hub development in Tala, Caloocan City and the adjoining municipality of San Jose del Monte in Bulacan.
San Miguel Corp. said Thursday that it was in talks with Metro Pacific Investments Corp. to build a modern terminal building in Clark Airport.
San Miguel made the disclosure after the chairman of Clark International Airport Corp. said Metro Pacific chairman Manuel Pangilinan was holding negotiations with San Miguel president Ramon Ang to jointly construct a second terminal in Diosdado Macapagal International Airport in Clark, Pampanga.

MANILA, Philippines--Seventeen areas in the country now have investors from the business process outsourcing (BPO) industry, according to the Commission on Information and Communications Technology (CICT).
CICT has identified a total of 22 areas in its drive to establish so-called ICT hubs ideal for BPO investors, according to Commissioner Monchito Ibrahim. The commission is now working on adding Tagbilaran and Tuguegarao the list, he told INQUIRER.net in a phone interview.
"Out of these, 17 already have locators and most of them have created their respective ICT councils to take care of HR [human resource] issues," said Ibrahim, who is heading CICT's efforts to establish ICT hubs in partnership with the private sector.
Quezon City, which already has BPO locators in areas like Eastwood City, is the latest to form an ICT council. Metro Manila, which comprises Quezon City and other cities like Makati and Mandaluyong, is considered as just one area or ICT hub.
Ibrahim also cited the growing awareness about BPO in cities outside of the Metro Manila. He also noted increased enrollment in ICT-related courses in these areas.
The local BPO industry today generates estimated revenues of $5 billion and the industry is targeting to more than double that in less than three years.
Call centers continue to be the biggest revenue contributor although there are non-call center investments as well, even in areas outside Metro Manila.
In Bacolod, for example, major US operator Convergys is opening a call center, the fourth operator to locate. The latest investments in Bacolod also include a software company, and BPO companies that handle services for medical billing and investment banking customers.
"Total employment in Bacolod is expected to reach 6,000 by the end of the year. That should result to about P60 million to P90 million in new investments getting in Bacolod's local economy," Ibrahim said.
The 17 areas are as follows: Bacolod, Bacoor, Baguio, Batangas City, Cagayan de Oro, Cainta, Naga City, Cebu, Angeles, Davao, Dumaguete, Iloilo, Legazpi, Lipa, Manila, Sta. Rosa and Dagupan.

Diversifying conglomerate San Miguel Corp. is finalizing the acquisition of a majority interest in Ausphil Tollways Corp., the lead proponent of the P10-billion North Luzon East Expressway project.
Ausphil sources said talks between the company and San Miguel were ongoing and that a deal would hopefully be finalized before the end of the year.
San Miguel earlier said it was in talks with stockholders of Ausphil to acquire a 67-percent stake in the company.
Ausphil is the lead proponent of the P10-billion, 480-kilometer expressway project that will link Metro Manila to Tuguegarao City in Cagayan Valley. The proposed highway is forecast to generate an average daily traffic of 65,000 vehicles.
The project will give cross-country drivers the option to bypass the 88-kilometer North Luzon Expressway, which serves the bulk of vehicular traffic to northern provinces. NLEX is operated by Metro Pacific Tollways Corp.
The new road to Cagayan Valley will be the second tollway project of San Miguel. The conglomerate last year acquired 35-percent interest in Private Infrastructure Development Corp., a consortium building the P15-billion Tarlac-La Union toll expressway project. San Miguel has the option to increase its stake up to 51 percent.
San Miguel has also been offered to acquire a controlling stake in Universal LRT Corp., the consortium that won the contract to build the $1.24-billion Metro Rail Transit Line 7 project, or MRT-7.
San Miguel is now conducting due diligence on the MRT-7 project.
The MRT-7 project consists of 45 kilometers of road and rail transportation from the Bocaue, Bulacan exit of NLEX to the MRT-3 North Avenue-Edsa station in Quezon City.
The 22-km, six-lane asphalt road will connect NLEX to the major transportation hub development in Tala, Caloocan City and the adjoining municipality of San Jose del Monte in Bulacan.
San Miguel Corp. said Thursday that it was in talks with Metro Pacific Investments Corp. to build a modern terminal building in Clark Airport.
San Miguel made the disclosure after the chairman of Clark International Airport Corp. said Metro Pacific chairman Manuel Pangilinan was holding negotiations with San Miguel president Ramon Ang to jointly construct a second terminal in Diosdado Macapagal International Airport in Clark, Pampanga.

MANILA, Philippines--Seventeen areas in the country now have investors from the business process outsourcing (BPO) industry, according to the Commission on Information and Communications Technology (CICT).
CICT has identified a total of 22 areas in its drive to establish so-called ICT hubs ideal for BPO investors, according to Commissioner Monchito Ibrahim. The commission is now working on adding Tagbilaran and Tuguegarao the list, he told INQUIRER.net in a phone interview.
"Out of these, 17 already have locators and most of them have created their respective ICT councils to take care of HR [human resource] issues," said Ibrahim, who is heading CICT's efforts to establish ICT hubs in partnership with the private sector.
Quezon City, which already has BPO locators in areas like Eastwood City, is the latest to form an ICT council. Metro Manila, which comprises Quezon City and other cities like Makati and Mandaluyong, is considered as just one area or ICT hub.
Ibrahim also cited the growing awareness about BPO in cities outside of the Metro Manila. He also noted increased enrollment in ICT-related courses in these areas.
The local BPO industry today generates estimated revenues of $5 billion and the industry is targeting to more than double that in less than three years.
Call centers continue to be the biggest revenue contributor although there are non-call center investments as well, even in areas outside Metro Manila.
In Bacolod, for example, major US operator Convergys is opening a call center, the fourth operator to locate. The latest investments in Bacolod also include a software company, and BPO companies that handle services for medical billing and investment banking customers.
"Total employment in Bacolod is expected to reach 6,000 by the end of the year. That should result to about P60 million to P90 million in new investments getting in Bacolod's local economy," Ibrahim said.
The 17 areas are as follows: Bacolod, Bacoor, Baguio, Batangas City, Cagayan de Oro, Cainta, Naga City, Cebu, Angeles, Davao, Dumaguete, Iloilo, Legazpi, Lipa, Manila, Sta. Rosa and Dagupan.

Three onshore and 12 offshore oil and gas exploration areas have been presented to prospective investors in the biggest energy contracting round the Department of Energy has launched so far.
Energy Secretary Jose Rene Almendras said Thursday at $500 million for each service contract, the total investment potential of the 4th Philippine Energy Contracting Round (PECR 4) is $7.5 billion. The contract areas cover at least 10 million hectares that could hold rich reserves in northwest Palawan, east Palawan and the Sulu Sea.
Almendras said the contracts could be awarded by early next year, giving interested investors at least five months to conduct their studies. He added that the PCER 4 is a significant component of the Aquino administration's energy self-sufficiency program.
DOE estimates that the country has tapped only about 10 percent of the potential oil and gas reserves in its territory.
International energy exploration firms that attended DOE roadshows in Australia and Singapore have expressed interest in tendering bids.
DOE Undersecretary Jay Layug earlier revealed that most of the prospective investors are keen on three contract areas in Northwest Palawan where oil and gas have been confirmed.
The country's first natural gas field, Malampaya, is in northwest Palawan and has gas reserves estimated at 970 billion cubic, 43.9 million barrels of condensate and 1.9 million barrels of oil.
Four cancelled service contracts in the Sulu Sea are among the 15 fields the DOE offered in PECR 4.
The 15 PECR 4 service contract zones are:

The government has ordered a crack-down on illegal jai-alai betting operations being run by Meridien Vista Gaming Corp. of known gambling operator Charlie “Atong” Ang outside the Cagayan freeport.
The Department of Justice and the Department of Interior and Local Government issued on Tuesday a joint memorandum circular instructing law enforcers, local government units and public prosecutors to “immediately eliminatine illegal jai-alai off-fronton betting operations all over the country.”
Justice Secretary Leila de Lima said jai-alai operations outside the jurisdiction of Cagayan Economic Zone Authority) is prohibited by RA 954, a 1953 law which she claimed has not been repealed by any legislation.
According to her, this means that the license of MVGC from CEZA, which includes the provision “as may be allowed by law,” does not give it the authority to put up gaming stations outside the freeport.
“We have received verified information about jai alai operations of Meridien in other provinces outside Cagayan… They should be arrested and charged,” de Lima said.
She noted that Meridien’s permit only covered operations in Cagayan province, but it had inordinately extended activities to Pangasinan, Isabela, Oriental Mindoro and sections of Metro Manila.
De Lima said some provincial executives had andmitted that Meridien Vista operations in Pangasinan allegedly served as front for the illegal numbers game.

2 Cagayan towns set to dredge rivers

TUGUEGARAO CITY, July 6 (PIA) -- The municipalities of Buguey and Gonzaga along the coastal areas of Cagayan are set to dredge their rivers this year amidst objections from cause-oriented groups.
With the issue on logging near dead, mining, or in this case dredging, has emerged as the top environmental concern today with nearly all stakeholders taking a slice of the publicity cake for whatever purpose it may serve them, a local editorial noted.
From among the coastal municipalities, the two towns seem to be winning the war as latest developments attest to such a scenario. In Buguey, the local government unit has signed an agreement with an unnamed firm to dredge the Buguey River, a 14-kilometer stretch of water rich in mineral and marine resources.
The memorandum of agreement earlier into by the parties will soon be provided to the public and other stakeholders if only to prove the transparency of the local government units.
Two years ago, residents of Buguey rallied behind the Social Action Center of the Sr. Ann Parish Church when news reached them that foreign nationals have started allegedly to mine the shores of Paddaya, a barangay which borders the town of Aparri.
Protesters claimed that any dredging activity along the Cagayan River and its tributaries may cause erosion which can lead to flooding. They added that endemic species within these areas may likewise be threatened.
On the contrary, there has never been any report on flooding as a result of dredging and that species are even enhanced when the dredged material is used as a beach nourishment.
Buguey Mayor Licerio Antiporda III said the memorandum of agreement is a result of four years of studies separately conducted along the Buguey River by research groups including a Canadian Executive Services Organization, the Bureau of Fisheries and Aquatic Resources and other foreign and local-based.
He said the river needed dredging as early as the 1990s but the municipality had to wait for studies to support the plan of the present administration to finally save the river from siltation.
Only last year, even barangays located along the national highway and those on higher areas experienced flooding as the siltation along the river prevents the regular flow of water from creeks to the main body of the Buguey River.
Listed by the United Nations as a wasteland of international importance during the Ramsar, Iran Convention in 1998, Mayor Antiporda said that this just proved that the river has maintained its ecological balance despite protests from anti-mining groups contradicting scientific studies.
Siltation is the main problem within the river and pollution, cited one of those studies commissioned by the national government.
Antiporda said that under the agreement signed, the dredging company will conduct the activity at no expense to the LGU. The payment would come in the form of any material found on the dredged materials after processing.
This early, the LGU is on the process of convincing the firm to dispose the dredged materials to the beaches of the municipality for nourishment as suggested by researches and international studies.
“We have started to explain to the people the benefit of the project and would welcome any inquiry from any group to clarify issues on the plan,” the mayor said.
The earlier studies confirmed the existence of various elements in the Buguey River other than magnetite sands. The studies suggested these silts should be removed to maintain a balance of the elements and a balance of the ecology.
“We are transparent on this regard as we will provide the dredging firm a plan designed by the LGU on the dredging activity itself,” Mayor Antiporda said as he allayed fears the permit might be abused.
Under Article 46, Chapter 10 of the Cagayan Environment Code of 2005, the Provincial Mining and Regulatory Board shall regulate the mining, quarrying and utilization of mineral resources in the province as it shall adopt a framework from which the principles of sustainable development shall be integrated in decision-making processes involving minerals utilization.
Cagayan is approximately 900,270 hectares and constitutes about 3 percent of the total land area of the Philippines. It is crisscrossed by rivers and creeks with the Cagayan River as the largest.
The province has a total stretch of 570.5 kilometers from Sta. Margarita in Penablanca to Sta. Praxedes on its northwestern portion.
Among natural and mineral resources in Cagayan include limestone, gypsum, phosphate, sulfur, iron ore, magnetite sand, manganese, perlite and gold.
As early as 1995, the tourism council of Buguey has identified the Buguey Lagoon along the river as a potential area for tourism entrepreneurship. Various activities have been conducted in the area capped by the annual boat race during the town’s patronal fiesta and festival.
The mayor expects his constituents they will support the environment project once it commences.
Meanwhile, in Gonzaga town, the local government unit has endorsed to the provincial government a resolution which calls for the dredging of the Caroan River, a two-kilometer body of water which borders the municipality of Buguey.
The river has not been navigable the last few years due to heavy siltation according to Mayor Carlito Pentecostes.
“Everything is set but we have to identify a dredging firm to do business with us,” he said.
Earlier, the local government unit has already identified a mineral processing firm, the Yinyi Company based at Port Irene, Sta. Ana, Cagayan pending the identification of a dredging firm.
An agreement is expected to be signed between the LGU and Yinyi sometime next month.
However, the mayor admitted that just like the other coastal towns, the planned project is likewise opposed.
“We are going through the process legally and morally and there’s no reason why it should be thwarted. I am ready for any consequence of my action if only to bring about progress and development in this part of the province,” Pentecostes said.
He lamented that while the country is rich in natural resources, it has never been developed to the maximum. The Philippines is second in gold deposits worldwide, third in copper and fifth in overall mineral deposits.
Yet, of the 90 million hectares to be mined, only two percent is explored.
Gonzaga is one of the richest towns in Cagayan in terms of mineral deposits. However, magnetite sand is still considered the easiest to extract, according to the Mines and Geosciences Bureau.
The town started to prepare the residents on the project after its 25 barangay captains verbally told second district Congressman Jack Enrile of their support to mining in the area.
“Basta gusto ng tao rito, wala na akong magagawa (if the people want it, I can’t do otherwise). I am just Jack Enrile,: Pentecostes quoted the congressman as saying.
But the statement may have some political repercussions, according to some political observers.
Afterall, Enrile is known as anti-mining.
Majority of the environmentalists claimed such statement may set the stage for local government units to do a Pentecostes or an Antiporda who, despite protest actions, manage to convince the majority of their people to support the mining activity.
Notwithstanding all these brouhaha over the protection of the environment, Anton Carag, a water sports businessman and an advocate of the protection of the Cagayan River, has recommended to the Regional Development Cpuncil in 2008 the passage of a zoning policy for the segregation of areas for conservation, tourism, agriculture and industry.
“Buffer zones should be created and should focus on reforestation along river banks to address the run-off into the river of agricultural inputs,” he said.
As we go to the press, anti-mining advocates assured Cagayanos they continue to oppose any attempt of the government to conduct projects which they perceive to be destructive and anti-environment. (PIA)

TUGUEGARAO CITY, July 5 (PIA) -- Two more suspected drug pushers were arrested in a drug buy-bust operation by agents of the Philippine Drug Enforcement Agency (PDEA) in the region along Burgos St., Centro 1, Tuguegarao City, PDEA Director Juvenal Azurin announced yesterday.
In his report to Undersecretary Jose S. Guttierez, Azurin said the suspects were identified as Jupiter Pamittan, 28 years old, single, jobless and a resident of Poblacion 1, Piat, Cagayan and Noel Pamittan, 41 years old, single, jobless and a resident of Sampaloc, Manila.
The suspects according to Azurin connived and confederated with each other in the act of selling one (1) heat-sealed transparent plastic sachet containing white crystalline substance suspected to be Methamphetamine Hydrochloride commonly known as “shabu” in consideration of two (2) pieces one thousand (P1,000) peso marked bills.
Azurin added that Noel Pamittan is included in the PDEA and Philippine National Police “watch list” subjected to intensified anti-drug operation in compliance to the order of PDEA Director General Jose Guttierrez.
The arrested suspects together with the confiscated evidence were brought to the PDEA Regional Office, Camp Adduru,Tuguegarao City, Cagayan for documentation and proper disposition.
A case of violation of Section 5 in relation to Section 25, Paragraph B, Article II of RA 9165 and a separate case for violation of Section 11 art. II of RA 9165 will be filed in court against the suspects. (PIA/PDEA)

TUGUEGARAO CITY, July 5 (PIA) -- The Philippine Red Cross (PRC) Cagayan Chapter was hailed for its significant accomplishments, quick response and rescue operations, especially during disasters in any point of the province.
In the election of board of directors, Elmer C. Espiritu, Board of Governor-PRC National headquarters, said Cagayan chapter is one of the strongest Red Cross organizations in the country with a pool of talented and compassionate individuals that are committed to assist and guide the chapter.
Espiritu also saluted the officials for their spirit of volunteerism in extending support and assistance that has helped the chapter carry out its mandate to serve the public and to save lives.
“We in the national headquarters are proud of you and glad to see that you are very much alive and active organization. You have served so many individuals with the seven principles that the organization is carrying,” Espiritu said.
On the other hand, he also challenged the present governing officials of the chapter to continue to carry out their responsibilities anchored at the seven principles of the organization which include humanity, impartiality, neutrality, independence, voluntary service, unity and universality.
He urged the officials to stand by the organization’s primary mission of alleviating human suffering and uplifting human dignity.
“As a premiere humanitarian organization, we must see to it that we do what must be done even the world no longer watches us,” Espiritu posed as a challenged the board of directors, employees and volunteer members of PRC Cagayan Chapter.

The top two finishers in the juniors (20-and-under) and kiddies (14-and-under) boys’ division of the event sponsored by Pilipinas Shell will vie for the national crown in the grand finals slated Oct. 8-9 at SM Megamall.
The kiddies and juniors winners in the girls’ category will also advance to the national finals of the tournament sanctioned by the National Chess Federation of the Phils., and backed by Shell V-Power, Shellane and Shell Helix in partnership with SM Supermalls, Rudy Project and Brickstone Mall in Tuguegarao leg.

GAB ordered Meridien Vista Gaming Corporation to close down all of its off-fronton betting stations.

The company is reportedly behind the jai-alai operation in Negros Occidental and has in fact applied for business to operate betting stations in several local government units (LGUs) in the province.
The proliferation of jai-alai numbers game in the province has been subject of controversies. Negros Occidental Provincial Police Office (Noppo) director, Senior Supt. Allan Guisihan, even cited this as one of the reasons for the mass relief of all police station chiefs in the province because of their dismal performance in arresting those involve in the illegal numbers game.
GAB’s cease and desist order dated March 3, on the other hand, will be served to all of Meridien’s jai-alai betting stations all over the country.
GAB Commissioner Monju Guanzon said they want to regulate and oversee jai-alai games, adding that as per GAB’s investigation, there are at least 13 stations in Metro Manila taking bets on games conducted by Meridien at the Cagayan Special Economic Zone and Freeport.
Meridien operates the jai-alai under a license it obtained from the Ceza, GAB added.
Under its charter, Ceza may operate on its own or license to others tourism-related activities, including games, amusement, recreational and sports facilities.
After establishing that there were at least 13 off-fronton jai-alai betting stations in the metropolis in December 2010, the GAB ordered the managers of the stations to explain why they should not be closed and the operators criminally prosecuted.
But in a position paper submitted to the GAB on Feb. 22, Meridien and the betting stations claimed the board had no authority to regulate jai-alai, saying that the law granting GAB regulatory powers has been repealed.
They also asserted that even if the GAB still has regulatory authority, Meridien did not violate any laws since it was “merely acting under the license granted by CEZA.”
The GAB was created in 1951 through Executive Order No. 392 to exercise powers, duties and functions over fronton and Basque pelota games that were previously held by local governments.
The Board also argued it served as the regulatory agency over jai-alai games from 1950s to 1987 when then President Corazon Aquino revoked the franchises of the Philippine Jai-Alai Gaming Corp. and the Philippine Games and Holidays Corp. (TED)

One of the bishops embroiled in the controversial disbursement of Philippine Charity Sweepstakes Office (PCSO) funds to some Roman Catholic Church clergy actually has millions invested in one of the country's biggest conglomerates, data from the Philippine Stock Exchange (PSE) show.
According to PSE records obtained by GMA News Research, the Roman Catholic Bishop of Tuguegarao owns more than 24,000 common shares of Ayala Corp., currently valued at P8 million.
With those holdings, retired Tuguegarao Archbishop Diosdado Talamayan held about 0.0049 percent of the total shares of the company which ranked him 73rd in the Top 100 stockholders list of Ayala Corp.
In 2009, Talamayan asked then President Gloria Macapagal-Arroyo for funds to finish a retirement home in conjunction with his 25th anniversary as a bishop.
It was earlier reported that some P200,000 from PCSO's public relations fund were funneled into the "operational expenses" of a clergy retirement home in Solana town, Cagayan as requested by the bishop for the celebrations marking his 25th year as a Catholic bishop.
The money was disbursed despite the fact that organizers, in a letter to then PCSO director Ma. Fatima Valdes, only requested for P2,500 for the tickets to a fundraising dinner the diocese organized.
According to documents obtained by GMA News, Talamayan personally wrote former President Gloria Macapagal-Arroyo a letter in 2009 requesting funds for the retirement home’s "finishing touches."
“Our retirement home, which you helped construct, needs only the finishing touches. And I pray that God give me the graces to adjust smoothly to my new phase in my life," the archbishop said in his letter to Arroyo.
In a resolution dated November 2009, the PCSO board decided to grant a request from the Office of the President specifying Talamayan's wishes, but the exact amount of the grant was not disclosed. The board said the money will be charged to the PCSO Charity Fund which, according to its Charter, could only be used for "medical assistance and services and/or charities of national character."
Dioceses as stockholders
The Archdiocese of Tuguegarao is just one of the groups connected with the Roman Catholic Church that hold stocks in companies whose shares are traded on the PSE.
PSE data show that several archdioceses and church groups own stocks in Bank of the Philippine Islands (BPI), Philippine Airlines, San Miguel Corp. and PHILEX Mining Corp.
In BPI, the Roman Catholic Archbishop of Manila ranks fourth in the bank's list of Top 100 stockholders with more than 200 million shares currently valued at P17.3 billion, and represents 6.266 percent of the bank’s outstanding shares.
In an interview with GMA News’ Sandra Aguinaldo on "State of the Nation," retired Lingayen-Dagupan Archbishop Oscar Cruz said there's nothing wrong with the Church's investments in local firms, since its wealth was merely inherited from Spanish friars over a century ago and was invested in strong companies to nurture it.
But in the view of columnist and staunch Reproductive Health Bill advocate Elizabeth Angsioco, these bishops had effectively robbed the poor of the financial help from PCSO when they, in fact, had the wealth to fund their needs.
"Nagulantang ako doon sa laki ng pera na nasa stocks. Bukod pa do’n, yung panghihingi nila doon sa PCSO, ang kinumpetensya nila, ay yung mga mahihirap na mamamayan," Angsioco said in the same interview.
The P200,000 that went to Talamayan is ten times the P20,000-cap on PCSO's Individual Medical Assistance Program.
Investments in mining
While Cruz condoned the Church's stock investments, he criticized the bishops’ holding of shares in mining firms.
"Ngayon nga ang mining nasalaula. [Ito] ay nakakasira ng environment. Palagay ko panahon na [para] kunin [ng mga obispo] nila ‘yun, ilabas na nila at i-invest nila sa iba naman," Cruz said.
According to PSE data, the Archbishop of Manila, the Archbishop of Zamboanga and two accounts of the Religious of the Virgin Mary have stocks in PHILEX. Together, the 8.5 million shares of the group in the mining firm amount to more than P200 million.
Ironically, several bishops in the past were some of the staunchest oppositionists to the mining industry, especially in Eastern Visayas. In 2010, at least six bishops led the charge against mining permits issued in Samar and Leyte, citing the potential harm the activity could inflict on the environment.
The bishops include Palo Archbishop Jose Palma, Catarman Bishop Emmanuel Trance, Borongan Bishop Crispin Varquez, Maasin Bishop Precioso Cantillas, Calbayog Bishop Isabelo Abarquez, and Naval Bishop Felomino Bactol.
The Catholic Bishops Conference of the Philippines even carried the bishops' statement on its own website.
“As shepherds of our flock, it is our collective sentiments that the continuing drive for development of the Eastern Visayas region anchored on mining as well as other extractive economic pursuits, only reinforce the irreversible trend of permanently damaging nature's endowments," according to the CBCP.
“As a consequence, the many lines of opportunities upon which our people can draw their life sustenance will definitely be threatened immensely," the CBCP added. — ELR/VS, GMA News

Baguio chosen for climate change project

BAGUIO CITY, July 17 (PIA) -- Baguio has been chosen as one of eight cities (four each in the Philippines and India) as site of AsianCitiesAdapt, a project to develop local adaptation strategies being coordinated by the International Council for Local Environmental Initiatives (ICLEI).
Representatives of ICLEI and other participating agencies will join Mayor Mauricio Domogan at the launching of the one-year project on Tuesday morning (July 19) at the Ridgewood Residence at Barangay Lualhati here.
Domogan created last April 12 a task force he heads to spearhead the development and implementation of the city’s climate change adaptation plan in relation to the AsianCitiesAdapt project.
With him in the launching will be Holger Robrecht of the ICLEI European Secretariat, Jana Werg of the Potsdam Institute for Climate Impact Research, Florencio Ballesteros Jr. of the UP National Engineering Center, Victorino Aquitania of the ICLEI Southeast Asian Secretariat, and a representative of the German Embassy.
Aquitania, a native of Baguio, worked with the city planning and development office before transferring to ICLEI.
ICLEI is an international association of local governments as well as national and regional local government organizations who have made a commitment to sustainable development.
As per the media advisory, “the project brings together science and policy in order to identify the impacts of climate change and to development concrete local adaptation strategies.”
Aside from Baguio, the other chosen cities in the Philippines are Dagupan, Tuguegarao, and San Fernando, La Union. The sites in India are Howrah, Madurai, Kochi, and Visakhapatram.
AsianCitiesAdapt is part of the International Climate Initiative of the Federal Ministry for the Environment, Nature Conservation, and Nuclear Safety of Germany.
As indicated in ICI’s website, it has been financing, since 2008, climate projects in developing and newly industrialised countries, as well as countries in transition.
ICLEI is a global association of more than 1,200 local governments and municipal organizations that have made a commitment to sustainable development, according to the media advisory issued on the launching.

I agree. The president is not as good as we expected. He is so bias in terms of funding. Release of funds is very slow more if he is not in his ally. Cagayanos should open their eyes on this matter.

TUGUEGARAO CITY, July 18 (PIA) -- Five rain gauges were installed in the five provinces of Cagayan Valley region to closely monitor rain drops during typhoons and rainy seasons, said Science and Technology regional director Urdujah A. Tejada. The installation of the devices is part of the early warning system as an instrument to determine the extent of rainfalls in an area which is also the basis for an early warning to the people, especially in frequently flooded or low-lying areas.
The rain gauges were installed in Itbayat, Batanes; Tuguegarao City, Cagayan; Echague, Isabela; Maddela Quirino; and Dupax del Norte, Nueva Vizacaya.

Yep. Super daming tao sa Tugue. Pero super traffic naman. Aabutin ka ng syam-syam makapunta lang sa isang lugar na hindi naman malayo. Lalo na sa palengke, halos wala nang parking at two lanes lang.

antonbirakak July 23rd, 2011, 09:52 AM malaki po talga ang population ng tuguegarao by day.. traffic na dati at nagiging worst as days,months and years go by without any improvement sa mga major roads sa city(widening).. nakikita naman ang sikip ng mga daan..for example sa macapagal avenue.. well for me its not an avenue, highway lang(2lanes) di b.. mas ok pa sa regional center walang heavy traffic pero ang luwag ng mga daan.. tugegarao is getting old just like cabanatuan city.. super heavy traffic kaya pag umuuwi ako with my service, di ako nadaan sa cabanatuan.. via SCTEX through la paz tarlac ang daan ko..:ohno:

A group of young leaders in Cagayan have banded together to do their share of charity work and community service, especially during typhoon days.
Councilors Engelbert Caronan and Anthony Tuddao, Jackie Espadin, Dr. Lovella Lorenzana, Marcelle Joy Arcangel, Lei Calimaran, Aya Abraham, Darwin Limoran, Arnedo Florito Usl, Rea Gumbay, JC Cokee, Russel Tolentino, Jane Santos and 25 other professionals have formed Agila Pilipino Tuguegarao to help uplift the poor and render community service especially during typhoons.
Their well attended induction dinner was held at the classy Casa Angela owned by Jane Santos, serves good food and boasts of a beautiful ambiance that can accommodate 200 persons in a sit down style. Congratulations!

Ugac Norte July 23rd, 2011, 10:20 AM malaki po talga ang population ng tuguegarao by day.. traffic na dati at nagiging worst as days,months and years go by without any improvement sa mga major roads sa city(widening).. nakikita naman ang sikip ng mga daan..for example sa macapagal avenue.. well for me its not an avenue, highway lang(2lanes) di b.. mas ok pa sa regional center walang heavy traffic pero ang luwag ng mga daan.. tugegarao is getting old just like cabanatuan city.. super heavy traffic kaya pag umuuwi ako with my service, di ako nadaan sa cabanatuan.. via SCTEX through la paz tarlac ang daan ko..:ohno:

well yan ngaun ang plano ng 2gue ine-expand nila ang business district, going buntun in the southwest at going to carig in the northeast...

No worries if somehow you were not accurate in giving us the right pop/count. 129 k or 149 k or even a day time pop of half million. What concerns me most is the sustainability and manageability of such an exodus of pop count in a day. I am just wondering if 2gue has a traffic system that could handle such humungous crowds in day time. Infact the bigger the pop count the better the economic spin-off I thought.

Pwede na rin sigurong maghain ng panukala mga congressmen natin para makapagcreate ng parang. Greater Tuguegarao Traffic Authority para mgkaroon ng sapat na pondo ang local traffic managemwnt team at ng maging mas mabilis matugonan ang problema sa traffic. Wala naman sigurong problema sa pagpasa sa Congress ito dahil kita naman nila ang importansiya ng lungsod sa pang regional na ekonomiya ng Pinas.

Tama yun. masisikip kasi ang daan sa atin, pero yung 4-lane na plano nila parang malabo mangyari yun kasi di na talaga kaya, unless sa maga major h-ways nila gawin not sa city proper. Pero yung taxi maxadong malabo pa yan, kasi ang malalapit lang naman ng mga lugar dito, at higit sa lahat MAHAL ang taxi, hindi practical! E-JEEP okay na okay aku dun, class pa kahit konti.

two thumbs up for the city officials kung yan ang objective nila! But mas concerned ako sa economic status ng mga taga Tugue, although may mga mayayaman na mga residents, pero to sum it up, hindi pa ganun kataas ng purchasing power ng mga tao sa atin, Dapat talaga PALAWAKIN ng city government ang LIVELIHOOD projects para sa mga househoulds na nasa poverty line.

Pwede na rin sigurong maghain ng panukala mga congressmen natin para makapagcreate ng parang. Greater Tuguegarao Traffic Authority para mgkaroon ng sapat na pondo ang local traffic managemwnt team at ng maging mas mabilis matugonan ang problema sa traffic. Wala naman sigurong problema sa pagpasa sa Congress ito dahil kita naman nila ang importansiya ng lungsod sa pang regional na ekonomiya ng Pinas.

TUGUEGARAO CITY, July 26 (PIA) -- Regional Director Milagros A. Rimando of the National Economic Development Authority during the recently concluded Public-private project orientation here has presented the PPP Investment Priorities to be established in two municipalities of the province of Cagayan.
Rimando who is also the acting chairman of the Regional Development Council said there are two projects which are programmed for this year such as the wind energy power plants to be established in the municipalities of Pamplona and Aparri which were initiated by the Northeast Wind Systems Corp., owned by one Neils Jacobsen.
Rimando said the 40-megawatt wind energy to be put up in Aparri will cost P4.5 billion and the 30-megawatt in Pamplona will cost P3.3 billion.
At present, Rimando said, an area survey is being conducted particularly at barangays Bidduang, Allasitan and Nagattatan in Pamplona.
The company has already completed its requirements such as wind data measurement, forging of an agreement with the Cagayan Electric 1 and 2, endorsement from the Cagayan provincial board as well as municipal board of Pamplona and other requirements for the Department of Environment and Natural Resources.
RD Rimando said the Northeast Wind is just waiting for the approval of its energy service contract which is still under evaluation.
Meanwhile, the company is presently conducting wind data measurement in Aparri in order to start the wind energy power plant project in the area.
The lady director has also expressed optimism that the two projects will be able to bring job opportunities for the residents of the northern and northwestern Cagayan.
“These are just two of the unsolicited projects under the PPP strategy of the national government,” she said as she urged the LGUs to facilitate more PPP projects in their areas. (TCB/PIA 2)

TUGUEGARAO CITY, July 26 (PIA) -- The Civil Service Commission (CSC) region 2 reported in its radio program aired yesterday over Radyo ng Bayan here that the CSC in coordination with the Department of Health will be setting up 12 Botika para sa Taumbayan outlets in four government offices, five local government units and three schools in the region.
CSC 2 Public Affairs and Liaison division chief Vicky Padilla said the four government agencies include the Bureau of Fisheries and Aquatic Resources (BFAR), Metro Tuguegarao Water District (MTWD), Civil Service Commission and the Department of Health (DOH).
The five local government units are the provincial governments of Nueva Vizcaya and Quirino, municipal governments of Penablanca and Lallo in Cagayan and the municipality of San Isidro in Isabela.
For the schools, the Botika ng Bayan outlets are Cagayan National High School, Tuguegarao City; Quirino State College, Diffun, Quirino and Nueva Vizcaya State University, Bayombong, Nueva Vizcaya.
Padilla said the identified outlets will be give P50,000 each worth of medicines and establish a Botika Para sa Taumbayan.
“The project aims to broaden the base of beneficiaries of low-cost medicines and ensure access to affordable quality medicines for all in line with the CSC’s commitment to institutionalize workplace harmony and wellness in the public sector,” Padilla added.
Padilla has reminded the identified outlets to submit the requirements for the license to operate before July 29, 2011. (TCB/PIA 2)

TUGUEGARAO CITY -- Cagayanos have found a way to promote its culture and arts in an unlikely medium uniquely Ibanag: the horse-drawn rig public transport kalesa.
Unlike the rest of kalesa elsewhere in the country, the Ibanag kalesa is made of a combination of rubber, wood and GI sheets. Add to that is its full passenger capacity of eight persons unlike, again, the other kalesas where it can only accommodate two passengers.
No one knows who made the first kalesa in Tuguegarao City and who first owned one but the more than 200 kalesas now plying the concreted barangay roads and those in the poblacion can be your best bet to promote and conduct a massive information and education campaign on almost anything, at the same time preserve and promote the Ibanag culture, arts and traditions.
While it is now relegated to the minor streets of the city to ease monstrous traffic, the Ibanag kalesa definitely has seen better days. Its history is the history of the Iabanags. Its existence is the existence of a culture of a culture ,many believe, may soon be at the verge of extinction.
Simply said, its possible disappearance on the streets of the premier Ibanag city may likewise be the demise of a culture, researchers from the academe warned.
This is the reason why, according to Sangguniang Panglunsod member Esterlita “Mimi” Dayag, the city government of Tuguegarao passed a resolution for the preservation of the kalesa and to allow it to continue serve the public.
Yet, despite its historical and cultural values, the kalesa has received flaks from people who seem irritated by its presence along the city streets.
“There have been cases where the kalesa has caused traffic jam and even accidents,” a traffic enforcer said.
In the 1950s and onward to the 1960s when only a few thousands live in the city, the kalesa is the undisputed King of the road. The late Gorio Mabatan, a cochero all his life and until his death can be one of the proudest rig driver in the country during his time.
In a casual pep talk with him in the late 1990s, Tio Gorio said he has no less than the President of the Philippines, His Excellency Ramon Magsaysay, as passenger when the latter visited the province a year after he was elected.
Despite the invention and arrival of a contributor to the alarming global warming scenario called tricycle, the kalesa has remained environment-friendly.
It uses no gas and its power machine, the horse, is fuelled only by grasses which when entitled can be converted into organic fertilizer when mixed with other degradable materials.
At a time when people started to see the kalesa as a traffic nuisance, the kalesa metamorphosed into another useful public transport and invaded the medium of communication.
It started in the 1990s when a tertiary school painted on the body of the kalesa its curricular offerings. It became a walking billboard for the school that enrollment in that school dramatically increased, according to the school’s officials.
In Tuguegarao City, one of the earliest agencies to acknowledge the power of the kalesa as an IEC medium is the Commission on Population when it started to bring messages on Family Planning and later responsible parenthood on the public transport.
Soon, business establishments, the private sectors and government agencies started to utilize the kalesa for their promotions and publicity.
Things have never been the same again for the cochero (Ibanag term for rig driver) who could hardly paint his own.
“I could hardly paint my kalesa now. When I was identified as one of the beneficiaries, I grabbed the opportunity. I was paid a modest amount and my kalesa is now beautifully painted by students. Proud people are taking notice of our kalesa these days,” Eddie, 45 years old of barangay Annafunan, said.
The cochero was referring to the Kalesa painting contest initiated by the National Nutrition Council in 2009 when it launched its own nutrition advocacies on wheels.
Earlier, the Provincial Tourism Office likewise realized the potentials of the kalesa that it conducted a similar competition which focused on the promotion of Cagayan’s scenic spots.
“We should always go back to our roots. The kalesa is a novelty item that its use should be maximized,” Lorie Decena Malbog, coordinator of the contest said.
She added that the kalesa should not only be seen as a medium to promote business and government programs but to boost awareness on the Ibanag culture.
Thus, a kalesa in Linao, while promoting a business establishment, also reminded the ibanags of their culture through proverbs written on it.
“Arriakka mappatugu ta gayang nga manuttu noka ta matam (Don’t raise a bird that in the future will peck on your eyes),” screamed the writing on the kalesa.
The kalesa forms part of the Ibanag culture and there are no plans to remove it from the streets of the city,” assured Tuguegarao City vice mayor and chair of the Ibanag Culture and Arts Council Danilo Baccay.
Compared to the other kalesas in the Ilocos Region, Manila and other areas, the Ibanag kalesa has a wider body and made of GI sheet which can be splashed with any information one would want to put across.
Only last year, Sangguniang Panlungsod Member Perla Tumaliuan, committee on health and nutrition chair, assured residents she will see to it that at least half of the total population of the kalesas in the city will be painted with health and nutrition messages alongside the promotion of the Ibanag culture like palavvun (riddles) and unoni (;proverbs).
With the unstable prices of oil and the looning global warming, the world is experiencing these days, the kalesa can be your best bet.
At a time when a research study by the Cagayan State University this year warned of the impending extinction of the Ibanag culture unless something is done, the kalesa can be your ultimate structural heirloom to save the culture of the river people. (PIA)

Port development, doppler radar seen to boost economic activities in Aparri
by Thelma C. BicarmeAPARRI, Cagayan, July 29 (PIA) -- With the turnover of Aparri Port management from the Philippine Ports Authority (PPA) to the Local Government Unit of Aparri, Mayor Ismael V. Tumaru has been anticipating profuse economic activities in the town.
During the visit of National Economic Development Authority and acting chairman of the Regional Development Council Milagros Rimando in the area, Mayor Tumaru has happily informed her that potential investors are already coming in and expressing their interest in the development of the port.
In addition, Mayor Tumaru said that no out-of-pocket cost was yet incurred by the LGU for the Aparri Port development but is already gaining benefits through the dredging of the port’s waterways by private entities (a project initiative of the municipality since June 2011).
Meantime, the municipality also considers the Meteorological Radar System Project that involves the construction of a 38-meter tall Doppler radar base and the installation of the Radar System as another milestone for the LGU.
Apart from providing timely weather information and reliable forecast necessary for the prompt issuance of advisories and warnings for the Philippines, the state-of-the-art structure is also a potential tourist attraction and a facility to provide employment in the area.^^
Through a grant from the Japan International Cooperative Agency (JICA), the project has started its civil works in April 2011 and is expected to be completed and be operational in October 2012. Japanese engineers will provide the needed training of Philippine engineers to operate the equipment. (PIA/RDC 2)

Yung mga ibanag bilingual sila at kahit sila sila mismo nag-iilokano pa. Si Mayor Tumaru walang ibanag accent pag nag-ilokano hindi month masasabing ethnic ibanag. Yung mg aethnic chinse na business owners ilokano rin ang salita. Yung mga anak ng mga pure ibanags hindi na rin marunong mag-ibanag dahil ilokanized na sila. Anyway tayo namAn ngayon nag-evolve na tayo. Mas gusto ko pa na tawaqin na lang natin na C agayano tayong lahat at distinct tayo sa ibang ethnicity. At kung napapansin nyo karmihan sa atin ngayon nakakaindi ng both dialects. Ako kahit may roots mga grandparents ko sa Laoag at Ilocos Sur kahit minsan hindi ko in-identify ang sarili ko sa mga yan dahil pure blooded Cagayno ako sa diwa salita at gawa.

Feature: Saracat, a boon to Cagayan women weavers

CAGAYAN, August 1 (PIA) -- Cagayan province is a home of several kinds of plants that grow abundantly in its mountains and forest covers. Many of these plants are seem to be useless to some individuals. But in the municipality of Sta Praxedes, the unattractive and useless Pandan plants before is now the town’s folk source of livelihood and employment.
The pandan or locally known as “Saracat” is abundant in the terrain of the said town. Its leaves are dried by the women and use their skills in weaving it into fashion bags, mats, hats, and placemats.
In the early days, women are just weaving ordinary mats that are sold at a very minimal price along the highway. But now, it became a growing industry that is sold not only to the other provinces of the country but also exported abroad.
Pandanus amaryllifolius is a tropical plant in the screwpine genus which is known commonly as pandan and is used widely in cooking as a flavoring. The plant is rare in the wild in other regions but abundant in the said town. It is an upright green plant with fan-shaped sprays of long, narrow, bladelike leaves and woody aerial roots. The plant is sterile, flowers only very rarely, and is propagated by cuttings.
The town’s Chief Hon. Esterlina Aguinaldo, during her first term as the municipal mayor, learned the potential of some women in weaving the dried leaves of Saracat. In her desire to help the weavers and to promote the industry, she organized the weavers association and trained them to produce quality bags and mats out of the Saracat leaves.
She linked the association with other agencies such as the Department of Science and Technology (DOST) region 2 for the training of the weavers and designs of the products to make it durable, lasting and attractive to the buyers and the Department of Trade and Industry (DTI) for marketing.
The DOST gave 200,000 pesos to the association for the purchase of equipments for drying and processing of the Saracat leaves as well as in doing the designs of the products which resulted into the production of fashion bags, well designs mats, colorful hats, placemats, wine bags and others.
“Our products are now sold in other parts of the country as well as exported abroad especially in the United States to include Hawaii, Canada and Hongkong. It also one of the favorite fashion bags of the some female politicians, employees and even students,” Aguinaldo said.
She also stated that it became one of the favorite items of the Filipino balikabayans and tourists. However, the challenge to the association is the increasing demand of production for export.
Recently, Aguinaldo has pushed for the adoption of the Saracat products as the One Town One Product (OTOP) of the municipality seeing its potential in the development of their economy and livelihood assistance to the family.
Mayor Aguinaldo said they are continually enhancing the skills and capabilities and the numbers of weavers to cope with the demand and to increase also livelihood opportunities to the unemployed women.
They are also actively participating in the trade fairs and exhibits regionwide and even in Manila to showcase and promote their product which is now one of the major livelihoods of the people of Sta. Praxedes, especially the women who have no permanent employment. (TCB/OTB/PIA-2)

PCSO office to be established in Cagayan

TUGUEGARAO CITY, August 1 (PIA) -- The Philippine Charity Sweepstakes Office (PCSO) will soon establish an office in Tuao, Cagayan to cater to the provinces of Cagayan Valley, Kalinga and Apayao.
In an interview with a local radio station here, Atty. Mabel Mamba, board of director of PCSO said the temporary office to be housed at the municipal hall of Tuao will be launched on August 16, 2011.
Mamba said the provincial office is located at a strategic location along provincial highway in Tuao, in a lot donated by former Representative Manuel Mamba.
“The establishment of a PCSO office in the province is an augmentation to the existing offices in the country to ensure that the needs of our countrymen will be catered,” Mamba said.
Simultaneous with the launching activity is the conduct of a medical mission to be held at Nard Mamba gymnasium.
Meanwhile, Mamba announced that the PCSO Board of Directors approved a resolution of new lottery game called “Loterya ng Bayan” as a replacement of Small Town Lottery (STL) and the guidelines of which will be strictly implemented.
“Those who are interested to operate a lottery business may submit presumptive sales to determine their capacity to operate. A P5-10 million non-refundable fee depending on the size and area of the province is also required,” she added.
Meantime, Mamba said PCSO has also plans to establish offices in 79 provinces in the country.
