I was privileged this year to be one of the judges in the semifinals of the Metrobank Foundation Search for Outstanding Teachers.
My fellow judges, respected educators Graciano Yumul Jr. and Nilo Rosas, and I were elated by the quality of the teachers, as shown in their documented work and their teaching presentations.
Alleli Domingo of the University of the Philippines (UP) Los Baños wowed us with her efforts to make mathematics come alive through Philippine history and culture.
Eventual winners Allan de Guzman of the University of Santo Tomas (UST) and Dr. Jericho Thaddeus Luna of UP Manila made us laugh and cry, respectively, when they urged us to try out folk dances in education class, and examine the plight of women who could not afford good maternal care.
College winners
De Guzman has been teaching future teachers in the College of Education and the College of Nursing in UST for 18 years. In 2003, he introduced the “thesis-by-article format” to encourage researchers to communicate their findings in high-impact international journals, and to improve UST’s standing in Asian university rankings.
De Guzman has also used traditional Filipino arts, like pabalatart, puni, and taka-making, to allow students to learn from traditional wisdom teachers in the regions.
These activities have also become a source of recreation for elders in nursing homes and penal institutions who suffer from chronic illnesses. Reports of their effectiveness have been published in the “Journal of Cancer Education.”
De Guzman has also been involved in the Education for Peace Network, a project initiated by the diocese of Pagadian, Zamboanga del Sur. By training basic education teachers to integrate peace values in the curriculum, he sees his work as vital in attaining lasting peace in Mindanao.
Luna has been teaching obstetrics and gynecology at the UP College of Medicine-Philippine General Hospital for 10 years. He champions maternal health by studying and writing about the prevention and management of postpartum hemorrhage, the leading cause of maternal death in the country.
Luna is the only gynecologic oncologist who can do vaginal radical hysterectomy and vaginal radical trachelectomy for early stage malignancies like cervical cancer. Patients can now undergo less radical procedures to retain their fertility without endangering their survival.
Doctor Luna and his colleagues have trained for doctors, midwives and nurses on the Visual Inspection with Acetic Acid (VIA) as an alternative to pap smear for cervical cancer screening. VIA was eventually adopted by the Department of Health as the national cervical cancer screening tool. He has also developed modules on prenatal care, obstetric emergencies and cancer prevention for municipal health centers.
High school winners
Chelo C. Tangan has been teaching social studies in Cagayan National High School in Tuguegarao City for 17 years. Her workbook “Sanayang Aklat sa Araling Panlipunan I” was adopted by the Department of Education division in Tuguegarao, and subsequently increased student mastery level by 7 percent. Tangan has also conducted studies and training on test construction and analysis for teachers.
Tangan also brought honor to the country when she became coach of Teach Philippines in the Fourth Asean Quiz Regional Competition. The team emerged as champion from among the 10 different nations. She is also involved in outreach activities that cater to abandoned children under the care of the Department of Social Welfare and Development in Lingu, Solana, Cagayan; and also to inmates of the Tuguegarao City Jail.
Buenaventura D. Luces has been teaching algebra in Lusacan National High School in Lusacan, Tiaong, Quezon, for 16 years. His teaching device, called “Math Checker” develops mastery in basic arithmetic operations, and is now widely used in Quezon. Luces invites people to freely download information through www.mathchecker.weebly.com. Together with teachers from Indonesia, India, Morocco, Bangladesh and South Africa, Luces has co-authored modules to develop critical-thinking skills for professionals.
As a church elder of the Santa Catalina Seventh-Day Adventist Church, Luces has provided groceries, free dental care and training for poor residents.
Vilma C. Ambat has been teaching Filipino in Baguio City National High School for 14 years. She introduced the “Mobile Learning Anytime, Anywhere” to address the needs of arts students who need to be excused from classes because of rehearsals and performances. Learning materials are delivered in audio or multimedia formats, depending on the devices the students have. Ambat became one of the finalists in the Worldwide Innovative Educators Forum in Cape Town, South Africa, and a winner in the Asia Pacific Regional Educators Forum in Singapore.
As a literary arts adviser, Ambat initiated the project “Paghahandog ng Ani ng Panitikan” to showcase the best literary pieces of creative student writers, while at the same time allowing students to interact with the less privileged through fundraising activities. Students experience real-life stories in the real world, and through outreach programs such as selling recyclables to junk shops, they develop concern for the welfare of others.
Maricel S. Franco has been teaching physics in Nueva Vizcaya General Comprehensive High School in Bayombong, Nueva Vizcaya, for 20 years. Franco has developed innovative physics materials, such as instruction plans for natural hazards (used in the area three years ago), community-based instruction on Newton’s Laws of Motion as applied to land transportation, and an online web-quest activity on nuclear radiation.
A national trainer for the Intel Teach program, Franco is also the moderator of the school’s environment group and the leader of the church choir in the community.

Random drug testing for elementary and secondary students to be conducted before the year ends

TUGUEGARAO CITY, Sept. 1 (PIA) -- A series of closed-door meetings between the Department of Education Region 2 and the Philippine Drug Enforcement Agency (PDEA) has been conducted for the implementation of random drug testing in the elementary and secondary levels.
According to Atty. Niccolo Supnet, the series of meetings which started last week aimed to finalize the guidelines for the implementation of the random testing.
The random drug testing for students is necessary to determine the extent of drug abuse among students and to prevent the students from illegal drug trade.
Supnet assured that the drug testing will be pursuant to the related rules and regulations of the schools and with consent from parents.
He explained that students will be randomly selected and will be subjected to urinalysis to determine if they have a history of illegal drug abuse.
Supnet admitted that they are still on the process of reviewing the guidelines to ensure an effective implementation of the random drug testing.
The PDEA legal officer said the random drug testing will be conducted in the public and private schools before the year ends.
“The PDEA has allocated funds for this purpose but the education department will also give their counterparts for the activity,” Supnet added.
Meantime, Supnet said they are on the process of conducting drug summits and walk for a cause, the latest were in Ilagan, Cauayan City and Roxas, Isabela.
Side by side with the drug summit, according to Supnet is the revival and strengthening of the Municipal Anti-Drug Addiction Councils in every municipality.
“Parts of the drug summit are lectures on the important provisions of the Comprehensive Dangerous Act of 2002 or RA 9165 and reports from the Isabela Police Provincial office regarding the status of drug cases in their areas of responsibility.# (TCB/PIA 2)

Feature: Rescued dolphin in Claveria town dies
TUGUEGARAO CITY, Sept. 1 (PIA) -- The Fraser’s dolphin that was rescued by an employee working at the Municipal Bangus Satellite Hatchery in Taggat, Claveria has died, officials of the Bureau of Fisheries and Aquatic Resources said.
The male Fraser’s dolphin, measuring 2.3 meters in length, was found on the verge of death near shore on the night of August 16 by Charlie Abiva, a stay-in employee in the farm.
Abiva said he went out to check his fishing nets on the beach adjacent the government fish farm, when he noticed the dolphin being washed against the shore.
“I thought it was already dead, but when I took a closer look I found that it was still alive but its breaths are towards seconds apart,” Abiva relates. Immediately, Abiva and companions brought the dolphin to the station and placed the animal in one of the station’s circular tanks. The dolphin was so weak that they had to place the animal on an improvised contraption to prevent it from listing and drowning.
On same night, Abiva contacted BFAR RO2 Regional Director Jovita Ayson informing her of the incident and a team composed of Department of Agriculture – RFU2 veterinarians led by Dr. Ronnie Duque.
Initially, the team’s diagnosis would warrant nothing else but euthanasia and when the animal was laid on a grassy portion of the farm in preparation for its death, they noticed that the dolphin was weeping. “It was giving off sound like a child crying and tears were falling off its eyes,” RJ Torres, staff of the BFAR facility, recalled.
But, just as the guard was about to pull the trigger, Dr. Duque got a call from Director Ayson, who gave instruction to hold-off their plan and instead provide the animal with treatment to the best of their ability. “If it will die, it has to die a natural death,” were the exact words of the director, according to Dr. Duque.
The team then brought the animal back to the circular tank. Still suspended in its makeshift contraption, the vets administered electrolytes and also collected blood samples.
The following day, there was still not much development but the group was thankful as the condition of the animal – whom they now christened as Charlie, did not deteriorate. On same day , the vets who were in constant contact with Dr. Mariel Flores of the Ocean Adventure, Subic and Dr.
Lemuel Aragones, administered dextrose , antibiotics, vitamins and electrolytes.
On Saturday (August 20), the dolphin offered them a glimpse of hope as it can now swim on its own. However, they have to assign staff to look after Charlie 24/7 and prevent it from bumping into the wall of the circular tank.
On same day, Dr. Lourese Pas, a BFAR RO2 employee and also a veterinarian intubated Charlie and fed him with ¼ kilo ground scad (galunggong) plus the usual medication.
It was a great chance for information campaign as students and residents would come in droves any time of the day and visit Charlie.
Mayor Celia Layus’ herself, has been captivated by Charlie and she also sponsored Charlie’s daily ration of 5 kilos whole fish divided into 3 meals per day.
The team decided to transfer Charlie in a makeshift holding pen constructed near the shore the Municipal Fisheries and Aquatic Resources Management Council chaired.
The feeding and medication regimen continued until Thursday when they had to transfer Charlie back to the circular tank due to an oncoming super typhoon.
Originally, the team planned to release the dolphin by the weekend. But all hopes for a happy ending, came to a sad halt when Charlie, for reasons still unknown, suddenly perished.
It was a sad goodbye to an animal that the residents of the town have learned to love.
“Time and again, we hear stories about men on the verge of drowning being brought to shore and saved by dolphins. Although we were not able to have a happy ending, we believe that we were able to give something back to one of our most intelligent and gentle creatures,” RD Ayson said.
Charlie’s case offered a wealth of knowledge and experience in dealing with marine mammal stranding, Ayson added.
The experts speculate this was a case of acoustic trauma (disorientation as caused by loud noise such as blast) and its death might have been caused by disease as manifested by its emaciated condition and several signs of malady found in its internal organs.
If saved and released back to the wild, it would have been the very first time for a dolphin of its type, in whole world, says Dr. Lemnuel Aragones, associate professor at the UP – Institute of Environmental Science and Meteorology and co-convenor of the Philippine Marine Mammal Stranding Network, said.
“Frasers dolphin are deep sea dwelling animals. Stranding incidents involving this type always leads to death most probably due to stress brought about by unfamiliar conditions,” Aragones said.
Proper response to stranded marine mammals, according to the Philippine Marine Mammal Network, is also important as strandings can provide important information about the animal’s life history and habitat. It can also show how human activities impact these animals.
Dr. Aragones hypothesize that dolphins help improve the gene pool of its prey fish by eating or eliminating weaklings.
Marine mammals are protected under the law. Section 97 of RA 8550, CITES Appendixes I & II,
Fisheries Administrative Order 208, DAO 15 and 55, makes it unlawful to fish or take rare, threatened or endangered species (marine mammals included). Violation of Sec. 97 is punishable by imprisonment of twelve (12) years to twenty (20) years and/or a fine of One hundred and twenty thousand pesos (P120,000.00) and forfeiture of the catch, and the cancellation of fishing permit.
BFAR officials advised residents to contact any BFAR office or station in case a marine mammal stranding incident happens in their areas. (PIA/BFAR)

NCIP Region 2 welcomes new regional director

TUGUEGARAO CITY, September 2 (PIA) -- Starting this month, the National Commission on Indigenous Peoples (NCIP) Region 2 will have a new regional director in the person of Atty. Amador Batay-an, former regional director of NCIP-Cordillera Administrative Region.
Batay-an will replace Director Ruben Bastero who will be assigned at the NCIP- Ilocos region.
According to Ernesto Mendoza, NCIP planning officer, the reshuffling of regional directors is implemented pursuant to a resolution issued by the NCIP en banc to give chances to all the regional directors to comply with the Career Executive Service Officer (CESO) requirement of the government.
Mendoza added that this is the first time that the NCIP will reshuffle regional directors. “In fact, five out of our seven bureau directors will be affected and most of our regional directors will be assigned to the different regional offices,” Mendoza said.
Based on the resolution, the reshuffling of NCIP officers is experimental and the regional directors’ new assignments will only last for one year, Mendoza said.
Atty. Batay-an is a holder of CESO III eligibility and Director Bastero is also a CESO eligible. (TCB/PIA 2)

FORT DEL PILAR, Baguio City, Philippines – The administration of the Philippine Military Academy (PMA) here will hold special entrance examinations in selected testing centers in Northern Luzon Sunday, September 4, for the benefit of those who were not able to take the exam last Sunday because of the onslaught of Supertyphoon Mina.
Maj. Gen. Nonato Alfredo Peralta, PMA Superintendent, said the testing centers for Sunday’s special entrance examination include the PMA in Baguio City, Northwestern University in Laoag City, Ilocos Norte and the Cagayan National High School in Tuguegarao City, Cagayan.
Last week, Northern Luzon, including the Cordillera, Region I and II, floods spawned by Mina forced the closure of roads and power interruptions that prevented some examinees from taking the test.
Despite the weather, 5,559 examinees were able to take the exam in 37 testing centers nationwide.
Initially, 5,819 registered for the PMA entrance examination but only 5,559 were able to show up.
Those who will pass the test for inclusion in PMA Class of 2016 must next hurdle the physical and mental examinations.

XIAMEN, China – How will the Philippines go about wooing tourists from China and elsewhere to visit the Philippines?
Answer: By “leveling up” the airports.
President Benigno S. Aquino III, on the last day of his five-day state visit in the People’s Republic of China (PROC), has ordered a development plan with the purpose of improving the state of existing Philippine airports to the tune of $6 billion.
Other points of entry such as seaports will also be covered by the plan, which will run for at least four years.
(This is) for port and airport development in the next four or five years,” said Department of Transportation and Communication (DoTC) Secretary Manuel “Mar” Roxas II.
“These are combinations of studies, engineering, design as well as physical infrastructures. This includes the start of hard infrastructure projects for airports and ports,” Roxas said.
Under the development plan, community airports will become first class airports while first class airports will become international-standard airports. With the huge allocation, a new structure may even be put up in the next few years, Roxas said.
“Right now we have 86 airports all over the country but only around 40 them have regular flights. So if we’re talking about tourism, it is very important to improve these other airports to make travelling easier for tourists.”
During this state visit, the Aquino managed to reach an accord with China in bringing over a total of two million Chinese tourists to the Philippines by 2016.
The former senator said President Aquino wants the country’s islands to be more connected, easing the movement of people, products and ultimately, trade.
Roxas said the government’s “open skies effort” ties well with the upgrade plan in enticing more tourists to visit the country.
“One example that we want to emulate is the case of Seoul, Korea. There are 22 locations within China that offer flights to Korea. There are billions of people here. With all those tourists and money, it is our hope that we get a good chunk of it and help create jobs for Filipinos.”
A major boon to the Philippines’ development plan is the deluge of Chinese investors who have expressed their interest in establishing the necessary infrastructure for tourism. One of them, Jin Jiang International Holdings Co. Ltd., owns over 80,000 hotel rooms in China and is considered one of the biggest hotel and tourism groups in the country.
“They are interested in building 33 hotels all over the Philippines over the next five years. These are small hotels that would serve their customers, the Chinese tourists, so they may be accommodated in the country,” the DoTC secretary bared.
“We’re connecting our infrastructure development plan to the efforts of those who want bring over tourists and invest in airports. That way there is convergence.”

LOS BAÑOS, Laguna (PIA) — Initial results from various regions revealed a decrease in dengue cases after using the Mosquito Ovicidal Larvicidal (OL) Trap, the Department of Science and Technology (DoST) reported over the weekend.
In Region 2, for example, five schools in Ballesteros and Claveria towns in Cagayan reported “zero case” as of press time, namely the Libag Elementary School, North Central School, Caritan Elementary School, Cataggamman National High School, and University of Cagayan Valley.
Official reports showed that in 2010, there were 210 aggregate cases of dengue among schoolchildren in four barangays where these schools were located. After the OL Trap rollout in these barangays, no cases have been reported thus far.

TUGUEGARAO CITY, September 5 (PIA) -- Fish cage experts from the Bureau of Fisheries and Aquatic Resources (BFAR RO2) has assured that tributaries of the Apagonan River in Brgy. Gaddang in Aparri town are fit for fish production project based on the successful result of the fish cage technology project conducted by BFAR.
Gaddang Brgy. Capt. Mario Estrella , a project cooperator, was elated with his harvest of 611 kilos of tilapia after four months of culture period.
BFAR officials said the results showed that Apagonan River which is used for irrigation and transportation purposes can also be utilized for fish production purposes.
Elpidio Palattao, marine fish cage expert of BFAR RO2, emphasized that only tributaries of the Apagonan river are fit for fish cage culture as water flow in its main body is strong. Further, freshwater tilapia are the only suitable species for culture in said area.
The river which bisects the towns of Aparri and Buguey, is a tributary of the Cagayan River. Its main body is connected with the Buguey Lagoon (River) in Buguey before draining into the Babuyan Channel.
The fish cage measuring 10m x 5.4m x 2.5meters was stocked with 4,500 size 17 mixed sex (as opposed to sex-reversed) tilapia fingerlings starting April 17. Stocking was staggered due to unavailability of fingerlings.
At farm gate price of 70 pesos per kilo (small size) to 90 pesos per kilo (bigger size), net income is Php 15,640.00 from production cost of Php 39,350.00, which include feeds and the depreciation cost of the cage.
Fish cage capitalization, according to Palattao is about Php 59,000.00. This includes cost of cage frame made of galvanized iron pipe, stocks, feeds and labor costs. The GI frame and net can last for about 5 years with proper care and maintenance.
While capitalization is rather high, Palattao said that interested fisherfolk can also reduce size of cage depending on their economic capability. Use of hard bamboo as frame can also significantly reduce costs, Palattao added. (PIA 2)

TUGUEGARAO CITY, September 5 (PIA) -- Fish cage experts from the Bureau of Fisheries and Aquatic Resources (BFAR RO2) has assured that tributaries of the Apagonan River in Brgy. Gaddang in Aparri town are fit for fish production project based on the successful result of the fish cage technology project conducted by BFAR.
Gaddang Brgy. Capt. Mario Estrella , a project cooperator, was elated with his harvest of 611 kilos of tilapia after four months of culture period.
BFAR officials said the results showed that Apagonan River which is used for irrigation and transportation purposes can also be utilized for fish production purposes.
Elpidio Palattao, marine fish cage expert of BFAR RO2, emphasized that only tributaries of the Apagonan river are fit for fish cage culture as water flow in its main body is strong. Further, freshwater tilapia are the only suitable species for culture in said area.
The river which bisects the towns of Aparri and Buguey, is a tributary of the Cagayan River. Its main body is connected with the Buguey Lagoon (River) in Buguey before draining into the Babuyan Channel.
The fish cage measuring 10m x 5.4m x 2.5meters was stocked with 4,500 size 17 mixed sex (as opposed to sex-reversed) tilapia fingerlings starting April 17. Stocking was staggered due to unavailability of fingerlings.
At farm gate price of 70 pesos per kilo (small size) to 90 pesos per kilo (bigger size), net income is Php 15,640.00 from production cost of Php 39,350.00, which include feeds and the depreciation cost of the cage.
Fish cage capitalization, according to Palattao is about Php 59,000.00. This includes cost of cage frame made of galvanized iron pipe, stocks, feeds and labor costs. The GI frame and net can last for about 5 years with proper care and maintenance.
While capitalization is rather high, Palattao said that interested fisherfolk can also reduce size of cage depending on their economic capability. Use of hard bamboo as frame can also significantly reduce costs, Palattao added. (PIA 2)
sana hwag na lang. there is enough fish farms in Buguey anyway. Preserve na lang sana for transportation purposes kasi pwede silang magdevelop ng tourist facilities diyan for boating. Mas malaki ang kikitain ng mga tao pag may nagpuntang mga tourists.

the tuguegarao airport's area is ok.. yung length and width na lang ng runway ang palalakihin from 2km to 2.5 km for the length and 45meters for the width.. 2km can only accommodate airbus 320 and boeing 737.. pag 2.5 kasi pwede na ang mas malaki pa sa nabanggit.. at sympre yung building and facilities ng airport kelangan ma improve..
tulad ng northern cagayan international airport.. 2200 meters long and 45meters wide ang gagawin na tama lang sa mga pang international standards for airbus 320 and boeing 737..

I absolutely agree with you. Isabela look like it is gearing up for a lot of development. But just a "REMINDER" Cagayan, has its own unique feature that is second to none. Sta. Ana, specially, and other coastal municipalities of Cagayan, like Appari, and St. Praxedes, are just a couple of places that could become a tourist destinations, from around the world. With the completion of the Lal-lo international Airport, and Port Irene, the Northern side of Cagayan, would eventually become an industrial and commercial hub. And along with it, a freight train that would connect the Port with the rest of Luzon, would intuitively plausible. Given enough time and consideration of any current administration, I bet it won't be long, Cagayan will capture not only flurries of economic activities, but a blast that you wouldn't believe it at all, that it is happening. SANTA ANA, Cagayan—Casino complexes at the Cagayan Special Economic Zone and Freeport (CSEZF) here have opened their doors to Filipino gamblers after five years of keeping them exclusive to foreigners.
But Julian Jovy Gonzales, CSEZF officer in charge, said the move to accommodate local gamblers was made only on a limited scale, given as a “special privilege” to tourists staying at the casinos’ luxury hotels and resorts.
“Only [Filipino] tourists who were allowed to stay at the hotels are given special passes to play at the casinos, to give them added leisure activities during their stay here,” he said.
Since July, government officials and local politicians have also been allowed access to the casinos as “a matter of courtesy,” Gonzales said.
The Cagayan free port is host to two casino complexes—the Cagayan (formerly Suncity) Holiday and Leisure Resorts in Tangatan and San Vicente villages, and Eastern Hawaii Casinos in Centro village.
At least 52 operators have obtained licenses from First Cagayan Leisure and Resort Corp. (FCLRC) to operate at the casinos, offering gambling and recreational activities mainly to foreign tourists.
FCLRC is the sole “master licensor” appointed by the Cagayan Economic Zone Authority (Ceza) for Internet-based gaming operations, touted to be the first and only one of its kind in Asia.
Before the opening of the casinos in December 2006, local Church leaders raised concern that these would lure Filipinos into gambling.
But Ceza officials allayed their fears, saying gambling activities at the casinos would only be exclusive to foreigners.
Chris Valenzona, Ceza spokesperson, said catering not only to foreign but also local gamblers is part of Ceza’s mandate to develop the CSEZF into a “self-sustaining industrial, commercial, financial, investment, tourism and recreational center and free port.”
“We are also allowed by law to conduct land-based [gambling activities] like [the Philippine Amusement and Gaming Corp.], especially that we are a free port. But as of now, these are not yet in full operation [and are] limited to resort guests only,” he said.
Valenzona said casinos here, which were originally designed for Internet-based gambling, used to be closed to locals because of the absence of rules that would cover land-based gaming.
“Besides, there were no licensors for land-based gaming then, until about two years ago,” Valenzona said.
Ceza sources said casino managers were forced to entertain local gamers following the decrease in tourist arrivals from Hong Kong and mainland China.
“The casino industry [at CSEZF] suffered a slump after the Luneta hostage-taking,” said a source, citing the travel bans issued by the governments of Hong Kong and China following the Aug. 23, 2010, tragedy in Manila that left nine people dead, eight of them tourists from Hong Kong.
Gonzales, however, denied this, saying the downturn in tourist arrivals may have been just “coincidental.”

Ang matindi very well-planned ang Sta. Ana at they stick to international standards when it comes to new building constructions. I'm sure in the not so distant future kahit marami ng commercial establishments, hotels and other businesses maayos pa rin ang daloy ng traffic at hindi nila papayagang magkaroon ng mga kalat-kalat at buhol-buhol na spaghetti wires.

Kasi there's no point of comparison naman. Malamang angat na agad yung ecozone dahil kung baga dinesenyo talaga yan for Int'l companies who would like to avail of lesser taxes and other benefits. Kung baga e the project is driven by the Nat'l govt. We rather look at its effect to the Sta. Ana municipality. Parang sa Olongapo, if we want to have proper comparison, let's remove Subic from the picture. Idea ko lng po.
What I meant about comparison is one that is friendly aimed at pushing each and everyone of us to work more for the betterment of our respective towns.

Pero sa maugong na pasalubong ni Pnoy na investments from his state visit sa China recently, confident padin ako ma may share ang CEZA sa dito. Nandun na kasi yung advantage ng CEZA na established na ang mga Singkit na turista, even though hindi pa ganun ka bloom and boom yung Eco Zone.

TUGUEGARAO CITY—Cagayan 3rd district Rep. Randolph Ting and AGBIAG Party List Rep. Patrick Antonio have teamed up to build an emergency hospital in Iguig town to serve remote localities.
Ting cited the urgent need to decongest the Cagayan Valley Medical Center which served the provinces of Batanes, Cagayan, Isabela and Nueva Vizcaya.
“We saw the importance of building more health facilities in the municipalities because CVMC can no longer accommodate all patients because of the bulk of clients every day,” he said, noting that the medical facility likewise has been attending to people coming from Kalinga, Apayao, Ifugao and Mountain province.
According to Ting, he has alloted P6 million to rehabilitate the hospital in Amulung while augmenting social service funds through CVMC and the Department of Social Welfare and Development.
He has also enroled about 4,000 families in the 3rd district with the Philippine Health Insurance Inc. on top of 11,000 beneficiaries enlisted by the town and the provincial capitol.

TUGUEGARAO CITY, September 6 (PIA) -- Cagayan 3rd district Representative Randolph S. Ting is pushing for the establishment of a medicinal herbal plantation in the province of Cagayan.
Congressman Ting pointed out that herbal medicines are important not only in providing first aid to the patients in the far flung areas but also lessens expenses in buying medicines.
“We should go back to the basics and the traditional way as we are experiencing now problems in the high priced medicines in the pharmacies and even the hospitalization expenses,” Ting said.
He also stated that he is working with the Department of Science and Technology (DOST) region 2 in conducting the feasibility study on the areas recommended for the said plantation.
He further stated that if the project will be successful, it will not only help the people of Cagayan but also the whole country as it provides available herbal plants.

TUGUEGARAO CITY, September 7 (PIA) -- The board of directors and officers of the Philippine Red Cross-Cagayan Chapter are now working for the rehabilitation of their provincial office here.
Chairman of the board, Congressman Randolph S. Ting of the 3rd district of Cagayan said the existing office of Red Cross here is already very old, dilapidated and can no longer house a big crowd for a provincial operations.
He said they are now planning to design a 4-storey building to serve not only as an office but also a training center for the volunteers.
Ting said one of the floors will be let out as an income generating project to augment the funds for the Red Cross operational activities.
“We are now looking for an architect to do the design of the building and we have also started sourcing funds for the establishment of the proposed 4-storey building,” Ting said.
He also stated that they are set to source out funds for the purchase of additional equipments and gadgets of the chapter such as rescue boats and emergency response service equipments.
Ting also admitted that he is willing to share some of his Public Development Assistance Fund (PDAF) to PRC but he is not certain whether it is permitted by budget department and the auditor.
“But in case it is not permitted, we will still source out funds to be able to provide the needed equipments during rescue operations,” Ting said. (TCB/OTB/PIA-2)

TUGUEGARAO CITY, Sept. 7 (PIA) -- Out of five provinces of Cagayan Valley region, four are now under surveillance and monitoring as health department recorded an increasing trend of dengue cases this year.
In the report of Julius Estrada, event-based surveillance officer of DOH-CHD Regional Epidemiology Surveillance Unit (RESU), as of August 27, 2011, the whole region has already recorded 3, 486 cases which is higher than last year’s record of 2,521 cases in the same period.
In the record, only Cagayan province reported downtrend of dengue cases with only 609 cases and 2 deaths this year as compared to 1,613 cases last year with 7 deaths.
Isabela province is experiencing the worst case this time because it already recorded 1,131 cases with 20 casualties as compared to only 284 with 3 deaths last year, the same with Batanes province which recorded 710 cases with 1 casualty this year as compared to only 1 case last year without any casualty.
Nueva Vizcaya has a slight increase in the number of cases with 786 cases and 3 deaths for this year as compared to 528 cases with 1 casualty last year. Quirino province has 258 cases with 1 death as compared also to 105 cases with 1 death last year.
Dr. Tita Callueng, DOH regional director, said the cases recorded in the region are not yet alarming as compared to other places wherein they have already recorded hundreds of casualties.
She said they are constantly monitoring the situation in the province of Isabela wherein they have recorded a sudden increase in their cases while Batanes is already under control.
In an interview, Callueng also revealed that Cagayan province recorded low number of cases because of the awareness campaign last year and the insecticidal spraying in the boarders of the region. As of this time, there are no areas yet declared with dengue outbreak. (TCB/OTB/PIA-2)

TUGUEGARAO CITY, Sept. 7 (PIA) -- The agriculture and forestry sector remains to be the greatest absorber of labor force in the Cagayan Valley region at 58.75 %, according to the latest data of the National Economic and Development Authority (NEDA), regional office here.
Regional Director Milagros N. Rimando said the region likewise sustained a high employment rate of 96 % with a gross regional domestic product (GRDP) of P28.157 billion and an estimated per capita income of P8,514.
Rimando said while the other sectors including tourism and industry sectors have shown significant accomplishments, the region remains agriculture-based.
Of the over 2.685 million hectares land area of the region consisting of the provinces of Cagayan, Isabela, Nueva Vizcaya, Quirino and Batanes, almost 2/3s are devoted to agriculture and forestry projects.
Isabela has the biggest land area at 1.066 million hectares, followed by Cagayan at .906 million hectares. Both provinces produce rice and corn in abundance not only for local consumption but for exports to the other parts of the Luzon, Rimando said.
Meanwhile, the region has an estimated 3.05 million population as of the 2007 census data.

TUGUEGARAO CITY, September 7 (PIA) -- Philippine National Police (PNP) Chief General Raul M. Bacalzo and Interior and Local Government Secretary Jesse Robredo have personally handed the “Best Model Family Award” to the deputy chief of the PNP regional command of Cagayan Valley region, Police Superintendent Andres C. Baccay.
Baccay was recognized for his outstanding achievement as police officer, as a helpful and friendly Filipino citizen, and as a model head of his family.
He is the deputy chief of the regional personnel human resource development division, concurrent chief of the regional section division, plans and projects, and the chairman of the police non commission officer attrition committee and head secretariat of the non-uniform personnel selection board.
In his duty as police officer, he contributed significant accomplishments towards the attainment of peace and order in the whole region. He is also being lauded by his friends and neighbors for his lowly, humble and friendly dealings with others, and also for always extending helping hands to his fellowmen even outside his role as police officer.
He also inspired his children as he encourages them to serve in the police service. Three (3) of his four children were also police officers. The other one is preparing also to enter the police force.
Aside from the plaque of recognition given to him, PNP has also given him cash incentive as a reward of his long journey of giving public service and inspiring other police officer in boosting the moral of the police department.
Baccay, in his message said that the recognitions, including include the Best Model Family award, he received in his 37th year-long stay in the police are the results of the unending moral support and encouragement given to him by his family.
On the other, Regional Director Chief Supt. Francisco J. Villaroman said the award received by the said officer surely marks as a legacy to the Cagayan Valley police regional office.

Why are they using the name Holiday Inn? Are they going to be a franchisee? I know some smaller hotels here in the US are franchisees of big name hotels and inns, so maybe they're starting to do the same in Pinas. I agree na violation nga sa intellectual poperty rights ang paggamit o pagkopya ng name para gamitin sa sariling business. pero definitely, hindi magsusue ang mother company ng holiday inn. anjan kasi yung cost - benefit principle na tinatawag. hindi naman magpopose ng material o significant threat sa Holiday Inn ang FCI kaya it would be impractical para magkaroon pa ng kasuhan.
Kaya ok lang na gamitin ng fci yung name. maganda kasi sa tenga. :)

TUGUEGARAO CITY, Sept. 10 (PNA)– The Department of Science and Technology (DOST) will launch its search for best regional inventions in Cagayan Valley on Sept. 12-16 at the Mall of the Valley here.
DOST assistant regional director Amancia Magusib, said the competition is open for both the public and the private sector inventors and researchers with six categories at stake.
The categories include Invention "Tuklas Award", Utility Model, Industrial Design, Creative Research "Likha Award", Student Creative Research "Sibol Award" for High School and college students.
The competition are open to all inventors, makers, designers and creative researches who are Filipinos residing in the region and such entries may be entered in only one regional invention contest during the year, Magusid said.
The various categories and its descriptions are as follows: Invention, covered by invention patent still in force granted by the Intellectual Property Office-Philippines (IPOPHIL); utility model, covered by utility model patent still in force granted by IPOPHIL and so with the industrial design, creative research refers to patent pending inventions, registration pending utility models and industrial design registration.
“Under this category are new and useful machines, devises gadgets or products o processes on an improvement of any of the foregoing and non-biological and microbiological processes not contrary to the public order, morals, public health and welfare,” she clarified.
The student Creative Research for high school and college students refers to new and innovative projects made by the students.(PNA)

I guess you havent heard of 'THE TRUMPS' which was renamed 'ONE CENTRAL' after a lawsuit. Sabi ko nga you cannot just patterned a name coz brand names are patent.

Yung benefit na tinutukoy ko dito is not only on the damages the coy. is entitled pero yung protection nung intellectual property. Ang benefit kasi na pwedeng matanggap duon ay yung masiguradong hindi masisira yung pangalan ng kumpanya. Kunwari, kung palpak ang FCi, may malaking impact yun sa Holiday inn kasi pwedeng maging perception na rin yun ng tao sa kanila.

SANTA ANA, Cagayan—The trade of used vehicles has started to gain momentum at the Cagayan Special Economic Zone and Freeport (CSEZF) as people looking for cheaper vehicles have been trooping to the auto yard in Casambalangan village here, two months since a 2008 ban on car importation in the free port has been lifted by the Court of Appeals (CA).
Julian Jovy Gonzales, CSEZF officer in charge, said the five locators (sublicensees) occupying the 5-hectare car lot have begun replenishing their stocks of used cars mostly from Japan and Korea, with a monthly average of two shipments of at least 250 cars arriving at Port Irene here.
Among the vehicles sold here are expensive subcompact coupés and sedans, sport utility vehicles and buses. These include Hummers, Porsches and BMWs.

Yung inn generic yun for sure. see sections 122 & 123of Intelectual propert code.

MANILA, Philippines – Four suspected car thieves were killed by authorities in Alcala, Cagayan on Sunday after they stole a vehicle owned by a government employee.
Alcala police said the four suspects allegedly raided the house of Jovito Maging in RG Village, Barangay San Gabriel in Tuguegarao City.
According to authorities, Maging said the suspects introduced themselves as New People’s Army (NPA) rebels, and then tied him, his wife and child. After getting their valuables, the suspects drove off with Maging’s car.
Maging informed the Tuguegarao police about the incident, prompting authorities from nearby towns to keep an eye out for the suspects.
At around 11 a.m., authorities spotted the suspects in Amulung town, prompting a police chase.
The suspects' get-away vehicle, however, crashed into a van along a national highway in Barangay Tupang, Alcala town. The suspects were killed after firing shots at the police.

Its noodles are handmade on the premises, averaging five sacks of flour daily, enough to produce some 250 servings. One can actually watch how the pasta is made manually in several batches during the day, just behind the kitchen, within full view of the diners. After the flour is mixed with the water to form into dough, it is kneaded on a wooden table with a long pole ridden by a man on one end, with the other end pegged in the center on the wall in a pivotal manner. A man rides the pole and gallops from one end of the table to the other just like riding a horse. After every run on the table, it is folded like a thick canvas until the desired thickness is achieved. It is then cut into strips with a cleaver. From here, the fresh pasta is placed in a vat of boiling water with some oil in it and cooked lightly. Its super special order has ground carabeef and pork liver with mixed veggies, dark soy sauce, poached egg, topped with crushed chicharon, served with a cup egg drop soup and chopped onions and kalamansi. as for tuguegarao.. kulang ang isang savemore sa tuguegarao.. balita ko mas malaki ang savemore tuguegarao kesa sa ilagan pero dinagsa daw ng mga customers... ang dalawang jollibee nga sa city kulang din to accommodate the people of tuguegarao.. i think one jollibee for the western part ay ok na...sa dami ng big supermarkets sa tuguegarao plus savemore kulang parin yan sa present population ng city..
balita ko rin separate ang shop ng ACE hardware sa MOV..
about SAVORY.. sa mga nakatira sa area ng sampaloc tulad ko.. yap masarap ang chicken sa savory restau along earnshaw,sampaloc malapit po sa terminal ng florida..gusto mo ng savory chicken, try niyo ang chicken ng MAX's restaurant.. at least medyo malapit sa lasa ng savory chicken.. :)
